DIANE WAS 11 WHEN HER MOTHER, LULAH RAGSDALE, ENROLLED HER IN JUANITA CRAFTS NAACP YOUTH COUNCIL. AS A TEENAGER AT JAMES MADISON HIGH SCHOOL, SHE BEGAN VOLUNTEERING AT AL LIPSCOMB'S SOUTH DALLAS INFORMATION CENTER. DIANE FINISHED COLLEGE WITH A NURSING DEGREE, BECOMING A REGISTERED NURSE. IN 1986, COUNCILWOMAN RAGSDALE ESTABLISHED ICDC, THE SOUTH DALLAS FAIR PARK INNER CITY COMMUNITY DEVELOPMENT CORPORATION, WHICH HAS DEVELOPED HUNDREDS OF AFFORDABLE HOMES. OUR PROFICIENT ONE AND HIGHER TEACHERS HAVE BEEN RETAINED IN THE DISTRICT AT A RATE EXCEEDING 90% IN ALL YEARS OF IMPLEMENTATION. WITH RETENTION OF OUR DISTINGUISHED TEACHERS EXCEEDING 95% IN MOST YEARS. FOR US, THE NARRATIVE IS CLEAR. SO TEN TEACHERS TOTAL WANT TO STAY, WE ONLY NEED NINE, SO WE ONLY HAVE NINE AND SOMEONE DOESN'T HAVE A JOB. IN THAT CASE, EVEN THOUGH WE STILL KEPT 100% OF OUR TEACHERS WHO ARE STILL IN THE DISTRICT, WE WOULD SHOW A 90% RETENTION RATE IN THAT CASE BECAUSE WE DIDN'T KEEP THAT ONE. [01:45:01] CORRECT? SO WE'RE PROJECTING TO BE ABLE TO DESIGNATE AT THE ACKNOWLEDGED LEVEL OUR PROFICIENT ONE TEACHERS, WHICH WILL EXPAND, WILL DOUBLE THE NUMBER OF DESIGNATED TEACHERS IN THE DISTRICT, AND SUBSTANTIAL CAN DO SOME QUICK MATH.
