WE STARTED THE PROCESS IN OCTOBER, LEADING US ALL THE WAY TO TODAY, SHOWING YOU THE INTENTIONAL PLANNING AND PROCESS AND OUTREACH AND TRANSPARENCY WE DID WITH THIS PLANNING PROCESS.

AGAIN, IN MARCH, WE FORMED WE HAD OUR FIRST CITIZENS BOND STEERING COMMITTEE MEETING.

THAT MEETING WAS FORMED AND APPROVED BY YOU IN JANUARY, AND I WANTED TO SHOW YOU AND THE PUBLIC THE STRUCTURE OF THAT MEETING.

WE HAD LEADERSHIP, STAFF ADVISORS, AND MEMBERS, VOLUNTEER MEMBERS FROM THE COMMUNITY THAT YOU SELECTED AND GREAT OVERSIGHT OVER 100 PEOPLE.

ONE OF THE VERY FIRST COMMITTEES WAS THE FINANCE COMMITTEE TO SET OUR GUARD RAILS ON ON WHAT WE COULD LOOK AT AT A POTENTIAL BOND.

AT THIS POINT, I'LL TURN IT OVER TO CHIEF RAMOS TO LEAD YOU THROUGH THEIR FINDINGS AND CONSIDERATION.

THE FINANCE COMMITTEE WAS CHARGED WITH GIVING AND PRESENTING FINANCIAL DEMOGRAPHIC TAX RATE INFORMATION TO THE BOND STEERING COMMITTEE.

ONE OF THE RECOMMENDATIONS THAT THE FINANCE COMMITTEE GAVE WAS PROPOSITION C. BASICALLY, WHAT PROPOSITION C DOES IS IT REFINANCES THE MAINTENANCE TAX NOTES LOAN THAT THE DISTRICT OBTAINED IN 2013, AND IT MOVES THAT NOTE FROM THE MAINTENANCE AND OPERATION SIDE OF THE TAX RATE TO THE DEBT SERVICE SIDE OF THE TAX RATE.

WHY WOULD WE RECOMMEND THAT? THAT NOTE IS DUE IN 2033 AND A BALLOON PAYMENT.

THE DISTRICT HAS BEEN SETTING ASIDE $7 MILLION PER YEAR.

IF THROUGH VOTER AUTHORIZATION, WE MOVE THAT LOAN FROM THE MAINTENANCE AND OPERATIONS TO THE DEBT SERVICE.

IT WOULD ALLOW US TO BASICALLY MOVE $100 MILLION INTO OUR OPERATING ASSIGNED FUND BALANCE.

THAT'S ONE REASON.

IT WOULD ALLOW US TO PAY OFF THAT NOTE SOONER, AND THEN THAT WOULD, IN ESSENCE, GIVE US INTEREST RATE SAVINGS.

ONE, IT WOULD GIVE US A $100 MILLION INFLUX TO OUR OPERATING FUND BALANCE.

IT WOULD ALLOW US TO PAY OFF OUR DEBT SOONER, AND WE WOULD ACHIEVE INTEREST RATE SAVINGS.

WE ALSO LOOKED AT OUR DEBT SERVICE TAX RATE AND COMPARED IT TO THE TEN LARGEST DISTRICTS IN TEXAS AND THE TEN LARGEST DISTRICTS IN THE DFW AREA.

YOU CAN SEE THERE THAT WE HAVE ONE OF THE LOWEST DEBT SERVICE TAX RATES, NOT ONLY IN THE STATE OF TEXAS, BUT ALSO IN THE DFW AREA.

WE ALSO COMPARED THAT TO OUR TOTAL TAX RATE WITH THE LARGEST DISTRICTS IN THE DFW AREA.

WE IN DALLAS ISD, HAVE THE LOWEST TAX RATE WHEN YOU COMBINE BOTH THE M&O, AND THE DEBT SERVICE TAX RATE TOGETHER.

WE JUST A LITTLE UNDER $1 AT 99.30 $0.08, WE ARE THE LOWEST TAX RATE WHEN YOU COMPARE THE LARGEST DISTRICTS IN THE DFW AREA.

WE ALSO WANTED TO SHOW A HISTORICAL PICTURE OF WHERE OUR TAX RATE HAS GONE HISTORICALLY.

OVER THE PAST EIGHT YEARS, DUE TO TAX RATE COMPRESSION, WE HAVE LOWERED OUR TOTAL TAX RATE EVERY YEAR OVER THE PAST EIGHT YEARS.

IF YOU LOOK AT THE GREEN PORTION OF OUR TAX RATE, THE DEBT SERVICE, THAT HAS REMAINED CONSTANT OVER THE PAST EIGHT YEARS AT 24 POINT $0.20.

BECAUSE OF TAX RATE COMPRESSION, AND AS OUR PROPERTY VALUES GROW, OUR MAINTENANCE AND OPERATIONS TAX RATE, WE HAVE DECREASED THAT OVER THE YEARS.

OVER THE PAST EIGHT YEARS, WE CONTINUE TO DECREASE OUR TOTAL TAX RATE OVERALL.

>> WE ALSO PRESENTED THE BOND STEERING COMMITTEE WITH TWO SCENARIOS.

ONE OF THE SCENARIOS WAS A NO TAX RATE INCREASE, AND THE OTHER SCENARIO WAS A $0.01 TAX RATE INCREASE.

THE GOAL WITH THOSE TWO RECOMMENDATIONS WAS, WHAT IS OUR CEILING? WHAT IS OUR BOND CAPACITY WITH BOTH OF THOSE SCENARIOS? WITH A NO TAX RATE INCREASE, OUR BOND CAPACITY, WE ESTIMATED AT $4.9 BILLION.

THE REASON THE BONDS STEERING COMMITTEE LOOKED AT A $0.01 TAX INCREASE IS SPECIFICALLY BECAUSE OF THE BALLOT LANGUAGE.

THE BALLOT LANGUAGE HAS TO INCLUDE THIS LANGUAGE.

THIS IS A TAX INCREASE.

EVEN IF WE DID NOT INCREASE THE TAX RATE, WE HAVE TO INCLUDE THIS IS A TAX INCREASE IN THE BALLOT LANGUAGE.

IF WE LOOK AT RAISING THE DEBT SERVICE PORTION OF THE TAX RATE BY ONE PENNY, WE CALCULATED ALL IN, LOOKING AT PROPERTY VALUE GROWTH, PAYING DOWN THE PRINCIPAL OVER THE NEXT SEVERAL YEARS.

OUR TOTAL BOND CAPACITY WOULD BE $6.25 BILLION.

HOW WOULD THAT IMPACT AN AVERAGE HOUSEHOLD? AN AVERAGE HOUSEHOLD IN DALLAS IS JUST A LITTLE OVER $500,000.

WITH NO TAX RATE INCREASE, THERE WOULD NOT BE AN INCREASE TO THE TAXES OVERALL FOR AN AVERAGE HOUSEHOLD.

WITH A $0.01 TAX INCREASE, AND YOU TAKE INTO ACCOUNT THE 140,000 HOMESTEAD EXEMPTION, WHICH INCREASED COMPARED TO LAST YEAR FROM 100,000.

THE IMPACT WOULD BE A MONTHLY TAX INCREASE OF $2.79, A YEARLY TAX INCREASE OF $33.48? IF A HOMEOWNER IS 65 YEARS OR OLDER, LOOKING AT THE 140,000 HOMESTEAD EXEMPTION, THEY ALSO RECEIVE A 95,000 EXEMPTION, IN ADDITION TO THAT.

THE IMPACT WOULD BE A ZERO TAX RATE INCREASE IN BOTH SCENARIOS.

WE ALSO WANTED TO SEE WHAT PROJECTION OUR TOTAL TAX RATE WOULD HAVE OVER THE NEXT SEVERAL YEARS.

WE LOOKED AT, IF WE INCREASED THE DEBT SERVICE TAX RATE BY ONE PENNY, WHAT WOULD THAT DO OVER THE NEXT THREE YEARS TO OUR DALLAS ISD THE TOTAL TAX RATE? YOU SEE FROM THIS GRAPH BEFORE YOU, EVEN IF WE INCREASED THE DEBT SERVICE TAX RATE BY ONE PENNY, BECAUSE OF TAX RATE COMPRESSION, OUR TOTAL TAX RATE WOULD CONTINUE TO DECREASE OVER THE NEXT THREE YEARS.

WE MET ON A REGULAR BASIS WITH OUR ATHLETIC SUBCOMMITTEE AND LOOKED AT REALLY A FACILITY STUDY OF THE NEEDS, AND WE ALSO LOOKED AT PARTICIPATION NUMBERS ACROSS ALL OF OUR SCHOOLS, MIDDLE SCHOOL AND HIGH SCHOOL.

PICTURED HERE, YOU SEE THE WONDERFUL WORK THAT WAS DONE WITH PREVIOUS MON DOLLARS AND ADAMS AND HIGH SCHOOL, STATE OF THE ART AMAZING WEIGHT ROOM.

THIS IS AN EXCITING TIME IN DALLAS ISD ATHLETICS AS WE CLOSE OUT THE FALL SPORTS SEASON WITH A RUN AT A STATE CHAMPIONSHIP ON SATURDAY AND FOOTBALL.

WE GEAR UP FOR ANOTHER RUN AT STATE CHAMPIONSHIPS IN BASKETBALL IN BOTH BOYS AND GIRLS.

THE SUBCOMMITTEE, AS YOU CAN SEE HERE, WE HAD ALL OF OUR DISTRICTS REPRESENTED AND VERY ACTIVE PARTICIPATION.

DALLAS ISD, WE DO PLAY BIG.

THESE ARE THE SPORTS THAT OVER THE PAST COUPLE OF YEARS HAVE QUALIFIED AT THE STATE LEVEL.

WE CAN ADD BOYS CROSS COUNTRY TO THAT THIS YEAR, I SHOULD HAVE UPDATED THE SLIDE AS WOODROW MADE IT TO BOYS CROSS COUNTRY.

BUT AS YOU CAN SEE, WE HAVE ALL OF OUR TEAMS ACROSS MULTIPLE SPORTS, EXCEPT FOR VOLLEYBALL, BASEBALL, AND SOFTBALL.

WE HAVE GOALS THAT WE'VE ESTABLISHED FOR OUR SCHOOLS.

WE'D LIKE TO HAVE 100 MINIMUM IN FOOTBALL, 45 ACROSS OUR OTHER TEAM SPORTS, AND WE WANT PURER SEVENTH AND EIGHTH GRADE TEAMS ACROSS ALL OF OUR MIDDLE SCHOOLS.

THE STRUCTURAL IMPROVEMENTS AT THE MIDDLE SCHOOL CAMPUSES, THIS IS A KEY PIECE BECAUSE WE HAVE TO DO SOMETHING WITH OUR MIDDLE SCHOOLS TO CONTINUE TO IMPROVE AS WE HAVE MORE AND MORE TEAMS COMING OUT, MORE SEVENTH GRADE TEAMS, ESPECIALLY.

WHAT WE'RE PROPOSING IS TO REDO OUR FIELDS AT THE MIDDLE SCHOOLS, REDO AND ADD QUALITY GRASS FIELDS, QUALITY SPRINKLER SYSTEMS. ALSO A PRACTICE TRACK, SO WE CAN GET ALL OF OUR TRACK PROGRAMS UP AND RUNNING WHERE THEY NEED TO BE, AND ALL OF THAT, OF COURSE, STARTS AT MIDDLE SCHOOL.

OUR MULTI USE FACILITIES.

THERE WERE OVER NEARLY 4,000 INSTANCES WHERE WE USED OUR MULTI USE FACILITIES.

THOSE ARE ELLIS DAVIS, FORESTER, SPRAGUE, PLACES LIKE THAT, AND THEY NEED SOME GENERAL UPGRADES BOTH TO THE LIGHTING AND TO THE TURF.

BUT WE'RE ALSO LOOKING AT CREATING A TENNIS COMPLEX.

THAT'S ONE OF OUR GROWING SPORTS, AND AS WELL AS LOOKING AT OUR IMPROVEMENTS TO OUR AUDITORIUMS. THANK YOU.

THIS COVERS OUR BODY WORN AND DASH CAMERAS, WHICH IS REQUIRED BY LAW.

DRONES ARE THE FUTURE, AND WE'VE LISTED THEM HERE AS WELL.

THIS COVERS OUR ABILITY TO IMPROVE OUR POLICE HEADQUARTERS, OUR TRAINING FACILITY, WHICH IS THE FORMER PEACE ELEMENTARY SCHOOL.

THIS WILL HELP US ALSO BUILD A GUN TRAINING RANGE THAT WE CAN ALSO TRAIN OUR OFFICERS IN.

ON THIS SLIDE, HERE, WE NOTE THAT THE BOND WILL COVER ONE OF OUR MOST BASIC NEEDS, WHICH IS BASICALLY OUR UNIFORMS AND OUR POLICE VEHICLES AND EQUIPMENT THAT WE WEAR WITH US TO CARRY OUT OUR SERVICE.

IN THE NEXT SLIDE, WE WORK CLOSELY WITH MENTAL HEALTH SERVICES.

WE ANSWER OUR MENTAL HEALTH CALLS 24 HOURS A DAY, SEVEN DAYS A WEEK TO SERVE OUR STUDENTS STAFF FACULTY.

THIS BOND WILL ALLOW OUR MENTAL HEALTH SERVICES TO HAVE NEW SOFTWARE AND COMPUTERS TO DELIVER THAT SERVICE, AND IT'S INCLUDING THE FUNDING THAT WILL ALLOW US TO IMPROVE THE FACILITIES WHERE THEY HELP OUR STUDENTS AND THEIR FAMILIES.

FINALLY, IN SUMMARY, THERE'S 360 MILLION THAT WILL GO TOWARDS THE CORE SAFETY INFRASTRUCTURE THAT IS MUCH NEEDED, BUT IT'S ALSO MANDATED BY LAW.

THE 39 MILLION IS DEDICATED TO THE POLICE AND SECURITY SERVICE THAT NOT ONLY ALLOWS US TO FUNCTION WITH OUR NEEDS, BUT ALSO IMPROVES AND HOW WE DELIVER OUR SERVICE.

THE $4 MILLION ARE DEDICATED AS WE IMPROVE THE DELIVERY OF OUR MENTAL HEALTH SERVICES. THANK YOU.

THE TECHNOLOGY OBJECTIVES OF THE SUBCOMMITTEE WAS TO REVIEW THE WORK THAT WAS DONE IN THE 2020 BOND AND DISCUSS FUTURE ENHANCEMENTS IN TECHNOLOGY AND THE CONTINUATION OF THE WORK THAT WAS STARTED IN THE 2020 BOND.

NEXT SLIDE, PLEASE. THE INVESTMENT FROM THE 2020 BOND ALLOWED US TO FOCUS ON FOUR MAJOR INITIATIVES WITHIN TECHNOLOGY.

ONE WAS THE CONTINUING AND MODERNIZATION OF OUR INFRASTRUCTURE.

A CYBER SECURITY PROGRAM WAS DEVELOPED DURING THE 2020 BOND AND WITH THE 2020 BOND FUNDS.

ALSO, THE ONE TO ONE STUDENT DEVICE INITIATIVE WAS LAUNCHED WITH THE 2020 BOND FUNDS.

THAT REALLY TOOK FLIGHT DURING THE YEARS OF COVID, IN WHICH WE ALSO GOT ADDITIONAL FUNDING THAT IS NO LONGER AVAILABLE IN ESR.

THEN THIRD AND FOURTHLY, OUR ENTERPRISE APPLICATIONS.

WHAT WE WANTED TO DO WITH THE 2020 BOND WAS MODERNIZE AND MOVE OUR APPLICATIONS TO MORE OF A CLOUD BASED SYSTEM, WHICH ALLOWS FOR MORE ROBUST DATA RECOVERY DISASTER RECOVERY CAPABILITIES.

IN ADDITION, CAN GO BACK ONE SECOND.

JUST IN ADDITION, THE TECHNOLOGY STANDARD THAT YOU SEE THERE, THAT'S ACROSS THE BOARD IN EVERY FACILITY, EVERY CAMPUS.

2020 BOND WAS SOLELY USED TO ESTABLISH THAT.

WHEN YOU LOOK AT NETWORK CONNECTIVITY, WE LIKE TO THINK OF IT AS A 30 UTILITY NOW.

NOT ONLY DO WE HAVE NETWORKING WITHIN EACH FACILITY IN DSD, WE HAVE OVER 350 MILES OF FIBER THAT CONNECTS ALL OF OUR FACILITIES TOGETHER WITHIN OUR WIDE AREA NETWORK.

WE'VE ALWAYS LOOKED AT THE FCI.

HOW OLD AND TIRED IS YOUR BUILDING? DOES THE ROOF NEED TO BE REPLACED, THE AIR CONDITIONED, THE WINDOWS, ALL OF THESE THINGS.

WE LOOKED AT THAT, IN ADDITION TO THE SUITABILITY.

THAT SUITABILITY STUDY WAS INVALUABLE TO US BECAUSE WE WANT TEACHERS TEACHING IN A SPACE, THAT IS CONDUCIVE FOR OUR KIDS TO LEARN IN.

WE DON'T WANT AN ART TEACHER TEACHING IN JUST A SQUARE PORTABLE BOX.

WE WANT AN ART TEACHER TEACHING IN A SPACE WITH NATURAL LIGHT WITH MOP SINKS, WITH ALL OF THOSE THINGS THAT ARE SUITABLE, AND WHAT ALL KIDS DESERVE THE GOOD STUFF.

WELL, THIS IS HOW WE CAN GET IT TO THEM, 100% OF THE FCI AND SEE THE CAPITAL IMPROVEMENT, PLUS MARIA LUNA IS INCLUDED IN THIS.

NOW, MARIA LUNA IS INCLUDED IN THIS BECAUSE WE USED TO BE ABLE TO TAKE CARE OF THAT BUILDING WITH OUR FOOD SERVICE FUNDS.

WE NOW HAVE TO USE BOND FUNDS TO KEEP UP, AND THAT NEEDS A NEW ROOF AND NEW CHILLER AND OTHER THINGS FOR A TOTAL OF $2.3 BILLION.

TRANSPORTATION. IN 2018, WE PASSED A BOND FOR TRANSPORTATION IN ORDER TO BUY BUSES.

WE PURCHASED THOSE BUSES.

WE RENOVATED OUR BARNS, AND WE OPERATE.

WELL, THERE'S ABOUT 500 MORE OF THE YELLOW FLEET, THE BUSES THAT WE NEED TO REPLACE.

IN ADDITION TO THAT, WE HAVE A WHITE FLEET, AND THOSE ARE THE VEHICLES THAT GO OUT AND SERVICE THE CAMPUSES.

WELL, THERE'S ABOUT 150 OF THOSE THAT NEED TO BE REPLACED.

IN ADDITION TO THAT, WE HAVE 3,485 ACRES THAT WE HAVE TO CUT.

OUR RECOMMENDATION IS WE REPLACE SOME OF THAT LAWN EQUIPMENT OVER THE NEXT 10 YEARS FOR $147 MILLION.

LAND USE. WE LOOKED AT A LAND USE STUDY.

WHAT ARE WE GOING TO DO WITH OUR VACANT PROPERTY AND VACANT BUILDINGS? GILL STONE COMES TO MIND.

IF WE DID A STUDY ON GILL STONE, WHAT IS THE BEST THING WE COULD DO FOR THAT COMMUNITY WITH A VACANT BUILDING? IT COULD BE A RESOURCE CENTER.

OR THE STUDY COULD SAY, HEY, WE NEED TO TEAR THIS BUILDING DOWN AND CREATE MORE GREEN SPACE FOR THE COMMUNITY.

THIS HAS A RETURN ON INVESTMENTS.

FOR THE $15 MILLION YOU SEE HERE OVER THE LIFE OF THE BOND, WE'LL RECEIVE BACK IN GENERAL OPERATING 21 MILLION.

THEN PLAYGROUNDS, COURTYARDS, AND TURF.

AS CHIEF ALFRED IS DOING RENOVATIONS, HE IS REPLACING PLAYGROUNDS, BUT WE'VE IDENTIFIED ABOUT ANOTHER 50 AT ELEMENTARY SCHOOLS WE'D LIKE TO REPLACE.

IN ADDITION TO THAT, OUR COURTYARDS, WE WANT THEM TO BE A GREAT BUT SUSTAINABLE SPACE, SOME OF OUR COURTYARDS ARE BUILT IN THE 50S, AND YOU CAN'T GET TO THEM UNLESS YOU PUSH THE LAWN MOWER DOWN THE HALL AFTER HOURS TO GET THERE TO CUT.

WE DON'T WANT TO DO THAT ANYMORE.

WE WANT TO BE MORE BRICK PAVERS, MORE TURF, MORE SUSTAINABLE COURTYARDS, AND OUTDOOR LEARNING SPACES FOR THE KIDS.

THEN TURF.

WE DID TURF FOOTBALL FIELDS, AND THEY ARE A HIT, BUT IN 10 YEARS FROM NOW, WE WILL HAVE TO REPLACE THOSE THAT TURF, THAT TOP LAYER NOT THE WHOLE THING.

FOR $37 MILLION, NEXT SLIDE.

JUST TO RECAP, THE FACILITIES SUBCOMMITTEE IS REPLACEMENT SCHOOLS, RENOVATIONS, ADDITIONS, TRANSPORTATION, PROPERTY, AND THAT'S OUR VACANT PROPERTY AND LAND USE, AND SUSTAINABILITY AND PLAYGROUNDS COURTYARDS AND TURF FOR $4.69 BILLION.

NOW, IN 2020, WHEN WE DID THE SAME PROCESS, WE LEARNED THAT THE NATIONAL AVERAGE OF THE AGE OF A SCHOOL BUILDING WAS 44-YEARS-OLD.

WHEN WE STARTED, WE WERE AT 51.6.

THE WONDERFUL WORK THAT CHIEF ALFRED AND HIS TEAM ARE DOING, AT THE END OF THIS 2020 BOND, WILL BE AT THE AVERAGE AGE OF 42.8-YEARS-OLD.

IF THE RECOMMENDATIONS THAT WE'RE MAKING AND CONSIDERATIONS ARE ACTED UPON, WE COULD LOWER IT DOWN TO 33 YEARS OF AGE.

THE AVERAGE AGE OF A US SCHOOL, IS NOW 49 YEARS.

IN THE UNITED STATES, THE AVERAGE AGE OF US SCHOOL HAS GONE UP AS A RESULT OF INFLATION, COVID, LACK OF SUPPORT IN OTHER STATES FOR SUSTAINING AND RENOVATING SCHOOL FACILITY.

I JUST WANT TO MAKE SURE WE PROBABLY NEED TO UPDATE THAT SLIDE.
