WHAT THIS REALLY STEMS FROM ARE THE NEW YONDER POUCHES USED TO SECURE OUR CELL PHONES DURING THE INSTRUCTIONAL DAY.

THE PROBLEM ARISES FROM THE MAGNETIC BLOCKS THAT ENSURES THEY CANNOT BE OPENED BY STUDENTS.THIS IS A MASSIVE SAFETY CONCERN.
ACCORDING TO WORLD POPULATION REVIEW, IN THE STATE OF TEXAS, THERE HAVE BEEN 237 SCHOOL SHOOTINGS SINCE 1966, SECOND HIGHEST IN THE NATION.
IN THE EVENT OF A SCHOOL SHOOTING, I CANNOT USE MY CELL PHONE TO CONTACT MY PARENTS OR OTHER LOVED ONES.
THE THREAT OF GUN VIOLENCE IN OUR SCHOOLS IS SO PREVALENT THAT MANY STUDENTS LIVE IN FEAR DAILY.
WHAT IS THE BOARD'S PLAN TO ADDRESS OUR CONCERNS AND ENABLE US TO USE THESE IMPORTANT RESOURCES DURING AN EMERGENCY? NEXT, PLEASE CONSIDER THE PUNISHMENTS LAID OUT IN THE STUDENT CODE OF CONDUCT.
THE FIRST OFFENSE MEETS YOU WITH THE WARNING, THE SECOND A $5 FINE, THIRD, $10 AND THE FOURTH OFFENSE, $15.
WITH FOUR INSTANCES GETTING CAUGHT WITH YOUR CELL PHONE, A PARENT WOULD HAVE TO PAY $30 TO THE SCHOOL.
ADDITIONALLY, MEN ENTER INTO DEFACING THEIR YONDER POUCHES TO ACCESS THEIR PHONES, AND GUESS WHAT? THERE IS ANOTHER EXPENSE FOR DEFACING THE SCHOOL PROPERTY.

AS THIS BOARD DISCUSSED IN JUNE, 89% OF THE STUDENTS IN THIS DISTRICT ARE UNDERPRIVILEGED, $50 IS A LOT OF MONEY TO A FAMILY WHO IS ALREADY STRUGGLING TO GET BY.
I ASKED THE BOARD, WHAT IS YOUR PLAN IF A FAMILY CANNOT PAY? YET THEIR CHILD NEEDS A CELL PHONE FOR SAFETY ON THE WAY HOME FROM SCHOOL OR TO COMMUTE WITH WORKING PARENTS, OR FOR INTERNET ACCESS AT HOME? IS THERE A POLICY TO WAIVE THESE FINES? PROPONENTS OF THE BILL JUSTIFIED IT BY REFERRING TO THE ADDICTIVE QUALITIES OF CELL PHONES.
HOWEVER, IF THIS IS SO, WHY WOULD THIS BOARD IMPLEMENT A POLICY THAT CAN RESULT IN $50 OF FINES IN SCHOOL SUSPENSION, AND ULTIMATELY ALTERNATIVE EDUCATION? ALL TO PUNISH A CHILD THAT PROPONENTS OF THIS BILL STIPULATE IS ADDICTED.
DOES THIS BOARD PLAN TO DEAL WITH THESE MENTAL HEALTH ISSUES ASSOCIATED WITH SCREEN ADDICTION? WHAT IS THE BOARD GOING TO DO TO ADDRESS THESE KIDS IN A MORE PRODUCTIVE WAY? I WOULD ALSO LIKE TO REQUEST A BOARD MEMBER, PULL THIS ITEM TO HAVE FURTHER DISCUSSION ABOUT THIS ISSUE.

SIMPLY PUT THE MEAGER RAISES OF 2% OFF MIDPOINT DO NOT KEEP PACE WITH THE RISING COST OF LIVING.
ESPECIALLY WHEN THE COST OF BENEFITS ALONE HAS RISEN BY 9.7% THIS YEAR, AND THE DISTRICT CONTRIBUTION FOR BENEFITS HAS REMAINED STATIC SINCE AT LEAST 2015.
I AM NOT ALONE IN THIS STRUGGLE.
WHILE YOU HAVE ESTABLISHED A MERIT PAY SYSTEM, ALTHOUGH ONE THAT IS QUESTIONABLY STATISTICALLY VALID, FOR TEACHERS, YOU HAVE NOT ADDRESSED ADEQUATE PAY INCREASES FOR AN ENTIRE SEGMENT OF DISTRICT EMPLOYEES WHO ALSO PROVIDE EXEMPLARY SERVICES.
I AM TALKING ABOUT OUR TENERNT TEACHERS, SUCH AS OUR TEACHERS OF THE VISUALLY IMPAIRED, TEACHERS OF THE DEAF, ADAPTED SPECIAL PHYSICAL EDUCATION TEACHERS, AUDIOLOGISTS, PHYSICAL AND OCCUPATIONAL THERAPISTS, AS WELL AS OUR SCHOOL NURSES, DIAGNOSTICIANS, LIBRARIANS, AND COUNSELORS.
AN EXAMPLE, AS A SCHOOL NURSE IN OUR DISTRICT WITH A STATE LICENSING BOARD AND A PROFESSIONAL LICENSE HAS A STARTING SALARY, APPROXIMATELY $4,000 LESS THAN A STARTING TEACHER WITH NO EXPERIENCE.
ONE SCHOOL NURSE SHARED THAT THE COST FOR HER TO HAVE INSURANCE FOR HERSELF AND HER FAMILY COSTS ABOUT $2,000 A MONTH.
WHEN THE FEDERAL GOVERNMENT WITHHELD CONGRESSIONALLY APPROPRIATED MONEY FOR PUBLIC EDUCATION, AFT, AND TEXAS AFT, ALONG WITH OTHER UNIONS SUED, AND THE GOVERNMENT RELEASED THOSE FUNDS INSTEAD OF GOING TO COURT.
THERE WAS A PUBLIC STATEMENT FROM DALLAS ISD THAT THE MONEY COULD BE USED TO HIRE CENTRAL STAFF.
CENTRAL STAFF ADMINISTRATION OR SOME OF THE HIGHEST PAID EMPLOYEES IN THE DISTRICT.
I WOULD SUGGEST THAT THAT MONEY WOULD BE BETTER SPENT ON INCREASING SALARIES BEYOND THE 2% MIDPOINT, OR IN MY CASE, THE ROUGHLY $100 A MONTHLY INCREASE TO MY BASE SALARY AND CONTRIBUTE MORE TO THE COST OF BENEFITS.
WE'VE BEEN TOLD THAT ENROLLMENT IS DOWN, AND YET WE ARE SPENDING $88 MILLION TO BUILD A SCHOOL COMPLEX IN DOWNTOWN DALLAS.
IF WE HAVE MONEY TO SPEND ON THESE PROJECTS, WE HAVE MONEY TO ADEQUATELY PAY EMPLOYEES, AND IT IS THE RIGHT THING TO DO.

ORIGINALLY, THE DISTRICT OFFERED TEACHERS THIS YEAR ABOUT A $2,000 RAISE IF THEY STAYED AT THE SAME PROFICIENCY LEVEL, AND OTHER STAFF AT 2% OF MIDPOINT RAISE ACROSS THE BOARD, AS USUAL, NOT MATCHING INFLATION, NOT TO MENTION MAKING UP FOR THE RISING COST OF HEALTH INSURANCE.
WHEN THE STATE LEGISLATURE PASSED THE FUNDED MANDATED RAISES OF 02,500 TO $5,000 FOR DISD TEACHERS WITH OVER TWO YEARS OF SERVICE, THE DISTRICT SNATCHED BACK THAT ORIGINAL $2,000 BEFORE USING THE USUAL LOOPHOLE THEY GET TO DISTRIBUTE THE RAISES BASED ON TEI PROFICIENCY RATING RATHER THAN YEARS OF SERVICE.
ORIGINALLY, I WAS MAD ABOUT THAT AND I WANTED MY FULL RAISE, INCLUDING THE 2,000 ORIGINALLY OFFERED.
GIVEN THAT THIS WAS A RARE OCCASION WHERE THE STATE ACTUALLY GAVE US A FUNDED MANDATE, I FELT LIKE IT WASN'T RIGHT FOR THE DISTRICT TO KEEP THE SAVINGS FOR THEMSELVES.
BUT AFTER SOME TIME, I REALIZED THAT WHAT REALLY WASN'T RIGHT WAS THE DISTRICT NOT SEIZING THAT OPPORTUNITY TO REDISTRIBUTE THOSE SAVINGS TO THE CAMPUS STAFF THAT HAVE BEEN NEGLECTED FOR YEARS.
I CAN BE HAPPY WITH MY DECENT RAISE FUNDED BY THE LEGISLATURE AND LET THE DISTRICT OFF THE HOOK FOR ANY RAISE THEY WOULD HAVE GIVEN OUT OF THEIR OWN FUNDS, BUT ONLY IF I FEEL THAT MONEY IS GOING TO THE RIGHT PLACE.
I DON'T JUST WANT IT TO GO BACK INTO THE TEI POT JUST TO HELP KEEP THAT DYSFUNCTIONAL SYSTEM ON LIFE SUPPORT FOR A WHILE LONGER.
THAT EXTRA $2,000 FROM EACH TEACHER THAT THE DISTRICT GOT TO KEEP SHOULD BE GOING INTO THE POCKETS OF THE CAMPUS STAFF THAT IS NOT UNDER TEI THAT HAVE SO CLEARLY BEEN AN AFTERTHOUGHT EVERY YEAR SINCE TEI CAME ON TO BEING.
I KNOW THAT THE DISTRICT IS OPERATING AT A DEFICIT RIGHT NOW.
BUT THE BUDGET PASSED BEFORE THE LEGISLATIVE RAISES WAS A DEFICIT THAT YOU HAD DECIDED WAS MANAGEABLE.
I DON'T KNOW WHEN YOU'LL AGAIN HAVE THIS OPPORTUNITY TO GIVE THESE STAFF MEMBERS SOMETHING MORE LIKE WHAT THEY DESERVE WITHOUT HAVING TO GO DEEPER INTO DEBT OR MAKE SIGNIFICANT CUTS.
ALLIANCE AFT TRULY APPRECIATES THE CHANGE DR. ELIZALDE INITIATED IN THE LAST COUPLE OF WEEKS TO MAKE SURE THAT ALL THE PROFICIENT ONE TEACHERS GOT AT LEAST THEIR FULL $5,000.

I CAME IN IN 2020 IN THE HEAT OF THE PANDEMIC, AND WHEN I CAME IN, I CAME FROM NEW YORK CITY AT THE HEAT OF THE PANDEMIC.
AT THAT TIME, I WASN'T ABLE TO BUILD A LOT OF RELATIONSHIPS WITH A LOT OF TEACHERS OR DEVELOP NEW MENTORS IN THE NEW TIA TEI SYSTEM THAT I WAS BRINGING MYSELF INTO WHEN I JOINED THIS DISTRICT.
HOWEVER, THE FEW MENTORS AND VETERAN TEACHERS THAT I DID INTERACT WITH AT THAT TIME, LET ME KNOW ABOUT SKYLINE'S PAST GLORY DAYS FROM DECADES AGO.
THEY LET ME KNOW THAT WE ARE A D RATED CAMPUS, AND WE'RE EXPECTED TO BE A F RATED CAMPUS AFTER THE PANDEMIC UNTIL I ACTUALLY LOOKED UP THE RECORDS FOR MYSELF AND LEARNED THAT WE WERE A C RATED CAMPUS, AND THAT WE WERE ACTUALLY MAKING A LOT OF GAINS IN A LOT OF DIFFERENT AREAS.
I LEARNED THAT WE WERE A HIGH PRIORITY CAMPUS, AND WITH THAT HIGH PRIORITY CAMPUS, CAME TIA FUNDS TO SUPPORT TIA DESIGNATED TEACHERS, AND I WORKED HARD.
DESPITE ALL OF THE DIFFERENT ACCUSATIONS AND RUMORS THAT I HEARD ABOUT SKYLINE, I STAYED, MY MENTOR STAYED, AND OTHER TEACHERS AT MY CAMPUS THAT WERE HIGH PERFORMING TEACHERS STAYED.
WE WORKED HARD, WE REBUILT PROGRAM AND NOW I'M A MENTOR AND A TIA DESIGNATED EXEMPLARY TEACHER IN THIS DISTRICT.
ALONG WITH THAT, I MENTOR NEW TEACHERS THAT ARE ALSO EARNING THE SAME DESIGNATIONS UNDER THIS SYSTEM, AND THEY'RE STAYING.
WE ARE NOW A STRATEGICALLY STAFFED HIGH SCHOOL, ALSO INCENTIVIZED WITH TIA FUNDS, AND THOSE TEACHERS ARE ALSO STAYING IN THIS DISTRICT AND HELPING TO BUILD PROGRAMS. I NOW GET TO TELL THEM OF CURRENT STORIES OF OUR CURRENT GLORIES LIKE MY STUDENT THAT JUST WAS AWARDED A FIVE ON THE AP PHYSICS EXAM, WHICH IS NEARLY HEARD OF.

THIS YEAR, DALLAS ISD RECEIVED AN 83, A B RATING FROM THE TEXAS EDUCATION AGENCY.
THIS REPRESENTS THE CONTINUOUS IMPROVEMENT FROM A 79 C LAST YEAR AND A 76 C THE PREVIOUS YEAR.
OUR DISTRICT IS ACHIEVING ACTUAL QUANTIFIABLE IMPROVEMENT FOR TWO YEARS RUNNING.
THAT GROWTH IS A RESULT FROM PRUDENT INVESTMENTS IN THESE THREE AREAS.
FIRST, THE TEACHER INCENTIVE ALLOTMENT.
BY PAYING AND RETAINING EXCELLENT TEACHERS, DALLAS ISD IMPROVED ITS CLASSROOMS WHERE IT MATTERS, ACHIEVING A 99.4% TEACHER FILL RATE ON THE FIRST DAY OF SCHOOL FOR THE 25-26 SCHOOL YEAR.
I KNOW THAT FOR ME THAT THIS IS AN EXCITING YEAR, AS I WILL SEE MY EFFECTIVENESS LEVEL REFLECT THE TIME AND EFFORT THAT I HAVE POURED INTO MY STUDENTS TO HELP THEM REACH GRADE LEVEL READINESS AND SUCCEED A SUCCESS FOR THEIR FUTURE ENDEAVORS.
SECOND, HIGH QUALITY INSTRUCTIONAL MATERIALS.

AFTER MEETING LAST WEEK, WE WERE ELATED TO HEAR THE RECOMMENDATION OF INCREASES FOR 2,700 TEACHERS WHO FELL BELOW THE $5,000 INCREASE INTENDED BY HB2.
BY GUARANTEEING THE $5,000 BOOST FOR EDUCATORS WITH AT LEAST FIVE YEARS OF EXPERIENCE IN THE PROFICIENT ONE AND HIGHER TEI CATEGORIES, YOU'VE SHOWN THAT THE DISTRICT RECOGNIZES THE VALUE OF EXPERIENCED TEACHERS AND RECOGNIZES THE STABILITY IT BRINGS TO THE CLASSROOMS. WE ALSO APPRECIATE OTHER STEPS TAKEN LIKE RAISING THE DISTRICT'S MINIMUM SALARY AND LIFTING THE BASE SALARY FOR NEW TEACHERS.
THESE ARE IMPORTANT WINS FOR EQUITY AND FOR RECRUITMENT AND TOGETHER, THESE MOVES SEND A STRONG MESSAGE THAT OUR DISTRICT WANTS TO ATTRACT AND RETAIN TALENTED EDUCATORS.
BUT AS PROUD AS WE ARE OF THIS PROGRESS, WE MUST ALSO BE CLEAR.

IT IS EASY TO SAY THAT ALL CHILDREN CAN LEARN.
IT IS SO MUCH HARDER TO GET ADULTS TO TRULY BELIEVE THAT.
FOR FAR TOO LONG, THERE HAS BEEN AN ASSUMPTION THAT THE QUALITY OF A PUBLIC SCHOOL IS INVERSELY CORRELATED WITH THE WEALTH OF THE STUDENTS FAMILIES.
IN FACT, THERE HAS BEEN A CORRELATION BETWEEN WEALTH AND TEST SCORES BY ZIP CODE.
AS A RESULT, THIS BELIEF THAT THE EFFECTIVENESS OF A PUBLIC SCHOOL IS DEPENDENT UPON FACTORS OUTSIDE THE CLASSROOM HAS BEEN INTERNALIZED, NOT JUST BY PARENTS WHO BUY HOMES IN "NICER NEIGHBORHOODS" OR FOR THOSE SCHOOLS.
PUBLIC SCHOOL ADMINISTRATORS ARE EVEN THINKING THIS WAY SOMETIMES.
I'M NOT GOING TO NAME ANY NAMES, BUT I RECENTLY NOTICED MORE THAN ONE SUBURBAN SUPERINTENDENT IN NORTH TEXAS JUSTIFYING THEIR LAGGING STAR SCORES BY CITING THE INCREASES IN THE PERCENTAGE OF ECONOMICALLY DISADVANTAGED STUDENTS IN THEIR COMMUNITY.
THAT IS HOW WE END UP WITH THE UNSTATED ASSUMPTION THAT EVERY CHILD CAN'T LEARN AND THE OFTEN PUBLICLY STATED BELIEF THAT PUBLIC SCHOOLS ARE FAILING.
THIS IS WHAT PRESIDENT GEORGE W BUSH WAS TALKING ABOUT WHEN HE REFERRED TO THE SOFT BIGOTRY OF LOW EXPECTATIONS.
DALLAS ISD DOES NOT HAVE THE LUXURY OF HAVING LOW EXPECTATIONS.
OUR COMMUNITY EXPECTS US TO SUCCEED THE BOARD.

WE ALSO IMPROVED OUR DISTRICT RATING FROM A C 79 TO A B 83.

ALSO, ON THE OTHER END OF THE SPECTRUM, THE BEST SCHOOLS IN TEXAS ARE DALLAS ISD SCHOOLS.
ACCORDING TO US NEWS AND WORLD REPORT, 18 OF THE TOP 100 HIGH SCHOOLS IN TEXAS, INCLUDING THE TOP 3 ARE DALLAS ISD SCHOOLS AS OUR TEXAS' TOP MIDDLE AND ELEMENTARY SCHOOLS.
NOW, DALLAS ISD CLASS OF 2025 INCLUDED 1,100 STUDENTS WHO EARNED AT LEAST 60 COLLEGE CREDIT HOURS AND OR CAREER CERTIFICATIONS AND/OR ASSOCIATES DEGREES.
THAT'S ABOUT ONE OUT OF EVERY 10 GRADUATES.
IN LOOKING OVER THE RESULTS, WE DISCOVERED THAT NEARLY 32% OF THE CLASS OF 2025 GRADUATED WITH AT LEAST SOME COLLEGE CREDIT EARNED.
THAT MEANS A THIRD OF OUR STUDENTS ARE GOING TO COLLEGE WHILE THEY'RE STILL IN HIGH SCHOOL.
ALTHOUGH FINAL NUMBERS WILL NOT BE AVAILABLE UNTIL OCTOBER, WE ARE ALSO WELL ON OUR WAY TO SURPASS THE NUMBER OF STUDENTS WHO GRADUATED WITH THOSE ASSOCIATES DEGREES BY ALMOST MORE THAN 900 BASED ON MAY FIGURES, BUT THE NUMBER IS GOING TO GROW AS WE HAVE SUMMER GRADUATES WHO WILL BE MEETING THAT STANDARD AS WELL.
THE CLASS OF 2025 STUDENTS ALSO RECEIVED UNIMPRESSIVE NUMBER OF SCHOLARSHIPS, MORE THAN $516.5 MILLION.

THAT WILL ALLOW THEM TO PURSUE THEIR HIGHER EDUCATION DREAMS. OVER THE PAST FIVE YEARS, DALLAS ISD STUDENTS HAVE EARNED OVER 47,000 INDUSTRY CERTIFICATIONS, AS WELL AS APPROXIMATELY 4,700 COLLEGE ASSOCIATE DEGREES.LET'S TALK ABOUT OUR TEACHERS.
WE STARTED THE 2025, '26 SCHOOL YEAR WITH OUR RECORD LOWEST FIRST DAY TEACHER VACANCY COUNT.
ONLY 59 POSITIONS REMAIN TO BE FILLED AT THAT TIME, RESULTING IN AN OVER 99% TEACHER FILL RATE ON THE FIRST DAY OF SCHOOL.
THANKS AGAIN TO OUR PAY FOR PERFORMANCE COMBINED WITH AN AVERAGE ANNUAL TEACHER PAY ALMOST $7,000 ABOVE THE STATE AVERAGE.
TEACHER RETENTION IN DALLAS IS NOW 2.3 TIMES HIGHER THAN THE STATE AND 4.1% HIGHER THAN THE REGIONAL AVERAGE.
COUNSELORS. WE HAVE ALSO REFORMED THE SCHOOL COUNSELOR ROLE BY LAUNCHING THE SCHOOL COUNSELOR EXCELLENCE INITIATIVE TO BETTER SUPPORT SUCCESSFUL STUDENT OUTCOMES.
BESIDES LINKING COUNSELOR PAY TO THOSE OUTCOMES, WE ALSO NOW KEPT THE COUNSELOR SPECIFICALLY AT HIGH SCHOOL WITH THOSE CLASSES SO THEY CAN MOVE FROM NINTH TO 10TH TO 11TH TO 12TH GRADE, AND BY LOWERING THOSE STUDENT-TO-COUNSELLOR RATIOS TO A NUMBER THAT IS ACTUALLY MANAGEABLE, 270-1.
WE HAVE ALSO ADDED ADDITIONAL MENTAL HEALTH CLINICIANS SINCE THE PANDEMIC TO BUILD OUT A ROBUST CLINICIAL INFRASTRUCTURE.
THIS IN INFRASTRUCTURE ALLOWS FOR A MANAGEABLE CASE LOAD OF CAMPUSES WHERE MOST ELEMENTARY CLINICIANS SERVE THREE CAMPUSES AND MIDDLE SCHOOL CLINICIANS SERVE TWO SCHOOLS.
A FULL-TIME CLINICIAN IS HOUSED AT EVERY HIGH SCHOOL AND SUPPORTS THE DAILY MENTAL HEALTH NEEDS.

MEANWHILE, USING AI TO WRITE ESSAYS, OTHERWISE KNOWN AS PLAGIARISM OR CHEATING, HAS BECOME ENDEMIC IN HIGHER EDUCATION.
IN DALLAS, WE'RE GOING TO GO ON A DIFFERENT WAY.
OUR LIBRARIANS ARE RECEIVING TRAINING IN AI AND DIGITAL LITERACY, SO THEY CAN SUPPORT TEACHERS AND STUDENTS IN USING THESE TOOLS EFFECTIVELY AND RESPONSIBLY.
THEIR ROLE INCLUDES HELPING TEACHERS INTEGRATE AI, ARTIFICIAL INTELLIGENCE INTO INSTRUCTION AND GUIDING HIGH SCHOOL STUDENTS IN BUILDING SKILLS SUCH AS ETHICAL USE, DIGITAL CITIZENSHIP AND RECOGNIZING BIAS.

THE FACILITY WILL OFFER INDUSTRY-ALIGNED PATHWAYS IN AREAS SUCH AS HEALTH SCIENCES, CONSTRUCTION, AND CARPENTRY, INFORMATION TECHNOLOGY, AUTOMOTIVE TECHNOLOGY, CYBERSECURITY, AND SO MUCH MORE.
THAT WAS FUNDED THROUGH OUR 2020 BOND PROGRAM.
THE FACILITY WILL SERVE STUDENTS FROM MULTIPLE HIGH SCHOOLS IN THE WESTERN REGION OF THE DISTRICT EXPANDING ACCESS TO HANDS-ON TRAINING AND WORKFORCE CERTIFICATION.
THE BUILDING WILL FEATURE MODERN LABS, COLLABORATIVE LEARNING ENVIRONMENTS, AND TECHNOLOGY-RICH CLASSROOMS TO SUPPORT STUDENT LEARNING AND SKILL DEVELOPMENT.
OUR DALLAS ISD CAREER INSTITUTES IN TOTALITY WILL OFFER STUDENTS CERTIFICATIONS IN 18 HIGH NEED, HIGH SKILL, HIGH WAGE TRADES AND HAVE BECOME A MODEL FOR OTHER SCHOOL DISTRICTS THROUGHOUT THE COUNTRY.
BY 2029, 2030, IT IS ESTIMATED THAT THERE WILL BE 16,000 DALLAS STUDENTS ENROLLED IN COURSES IN THESE STATE-OF-THE-ART FACILITIES.
HOW ABOUT NEW SCHOOLS? THIS YEAR, WE'VE OPENED TWO BRAND NEW STATE OF THE ART SCHOOLS IN JOHN LEWIS, SOCIAL JUSTICE ACADEMY, AND LONGFELLOW CREER EXPLORATION ACADEMY.

THE TWO ARE PART OF THE DISTRICT'S VOTER APPROVED 2020 BOND PROJECT THAT INCLUDED 3.2 BILLION FOR NEW SCHOOLS, AS WELL AS INFRASTRUCTURE REPAIRS AND UPGRADES TO MORE THAN 200 OF THE DISTRICT'S 228 SCHOOLS.UPON COMPLETION OF THE 2015 AND 2020 BOND PROGRAMS THAT WERE APPROVED BY VOTERS, DALLAS ISD, WILL HAVE EITHER 67 BRAND NEW FACILITIES OR COMPLETELY RENOVATED SCHOOLS THAT HAVE UNDERGONE SIGNIFICANT IMPROVEMENTS, BRINGING NEW ENERGY TO THE COMMUNITIES AND THE NEIGHBORHOODS THAT THEY DESERVE.
MORE THAN 60,000 JOBS HAVE BEEN CREATED FOR OUR ENTIRE COMMUNITY AS A RESULT OF THE 2020 PROGRAM BOND PROGRAM.
I'M ALMOST TO THE END, BUT TOO MUCH GOOD NEWS.
THE KROLL BOND RATING AGENCY HAS ASSIGNED AAA BOND RATING WITH A STABLE OUTLOOK TO THE DALLAS INDEPENDENT SCHOOL DISTRICT.
ONE OF ONLY 11 SCHOOL DISTRICTS IN THE STATE TO REACH THAT STATUS.
THE AAA BOND RATING IS THE HIGHEST BOND RATING A SCHOOL DISTRICT IN TEXAS CAN ACHIEVE, AND IT'S SIMILAR TO OUR, IF YOU WILL, CREDIT RATINGS.
HAVING AAA BOND RATING WILL ASSIST US IN CONTINUING TO HAVE THE LOWEST INTEREST RATE BORROWING COSTS IN THE BOND MARKET, WHICH ACHIEVES MILLIONS OF DOLLARS IN INTEREST COST SAVINGS TO OUR TAXPAYERS AND OUR ECONOMIC IMPACT.
SEPARATE FROM THE ECONOMIC IMPACT OF THE DALLAS ISDS CONSTRUCTION AND OPERATIONS, DALLAS ISD GRADUATES PLAY A CRUCIAL ROLE IN THE COMPETITIVENESS OF THE REGIONAL ECONOMY AND BUSINESSES IN THE AREA.

AS I CONCLUDE, CLEARLY, YOU SEE THERE IS MUCH TO CELEBRATE, BUT I'M NOT SHARING THIS AS A CELEBRATION.

THAT IS GOING TO BE RELATIVE TO NOT JUST EMPLOYEE GRIEVANCES, BUT FOR PARENT COMPLAINTS, STUDENT COMPLAINTS, AND PUBLIC COMPLAINTS AS WELL.
OUR REQUEST IS TO MAINTAIN LOCAL CONTROL THROUGH OUR LOCALLY ADOPTED POLICIES THROUGH OUR BOARD OF TRUSTEES.
THE CURRENT LAW THAT KICKS IN TO EFFECT SEPTEMBER 1ST TAKES CONTROL OF ALL OF THOSE PROCESSES, ALL OF THOSE TIMELINES, AND CHANGES A LOT OF EXPECTATIONS AND THINGS THAT GO ALONG WITH THOSE DIFFERENT AREAS OF COMPLAINTS AND GRIEVANCES.
OUR REQUEST IS GOING TO BE TO USE THIS DOI AMENDMENT TO KEEP THAT LOCAL CONTROL, THAT BOARD ADOPTED POLICY CONTROL WHEN THOSE POLICIES ARE GOING TO BE DGBA LOCAL,

IT WOULD BE VERY CUMBERSOME FOR DALLAS-SIZED DR DISTRICTS SIMILAR TO OUR SIZE TO BE ABLE TO ADOPT THOSE.
THEN ON THE RIGHT SIDE, YOU CAN SEE THE CURRENT TIMELINES AND STUFF THAT ARE ASSOCIATED WITH THOSE THREE POLICIES WE PREVIOUSLY MENTIONED.
IN ADDITION TO THAT, THE NEW LAW SETS A CRITERIA THAT THE BOARD OF TRUSTEES, ONCE A LEVEL THREE GRIEVANCE IS FILED, THAT THEY SHALL HAVE THE HEARING WITHIN 10 DAYS, REGARDLESS OF WHAT EXISTING SCHEDULE OR SCHEDULE CONFLICTS WOULD BE.
CURRENTLY, IT'S BASED UPON TRUSTEE AVAILABILITY, SO THAT WOULD BE ANOTHER CHANGE THAT WE WOULD LIKE TO USE WITH THIS DOI AMENDMENT.
IN ADDITION TO THAT, THERE ARE SOME OTHER PIECES THAT WOULD ALSO BE WAIVED THROUGH THIS AMENDMENT.
UNDER THE NEW LAW, IT REQUIRES FOR AN ELECTRONIC FILING.
CURRENTLY, WE HAVE ELECTRONIC FILING FOR OUR EMPLOYEES, BUT WE DON'T HAVE THAT REQUIREMENT FOR OUR PARENTS, FOR OUR COMMUNITY MEMBERS, AND FOR OUR STUDENTS.
THAT MAY BE A HINDRANCE FOR SOME OF OUR PARENTS TO HAVE ACCESS AND THE ABILITY TO USE THE ELECTRONIC FILING SYSTEM.
CURRENTLY, WE HAVE A SYSTEM WHERE THEY CAN MAKE THOSE COMPLAINTS THROUGH A DIFFERENT METHOD.
IN ADDITION TO THAT, IT MAKES US DO AN ANNUAL REPORT TO TEA ON OUR GRIEVANCES.
IN ADDITION TO THAT, NOT ONLY DOES IT MAKE US DO AN ANNUAL REPORT, WHICH IS NOT CURRENTLY REQUIRED, BUT THEY ALSO HAVE THE ABILITY TO MANDATE OUR SUPERINTENDENT, COME DOWN TO AUSTIN AND TESTIFY ON THOSE GRIEVANCES AS WELL.
IN ADDITION TO THAT, ANOTHER CHANGE WOULD BE IS THAT RELATED TO THE RECUSAL DOCUMENTATION AND DECISIONS FOR COMPLAINTS AND GRIEVANCES.
IT ADDS AN ADDITIONAL BURDEN ON NOT ONLY OUR HEARING OFFICERS BUT ALSO ON THE BOARD OF TRUSTEES TO WHERE WHEN A DECISION IS RENDERED, FOR EXAMPLE, ON A LEVEL 3 GRIEVANCE, THE BOARD CAN'T JUST ISSUE THE DECISION.
THEY HAVE TO GO BACK AND REFERENCE THE VARIOUS EXHIBITS THEY USE TO SUPPORT THAT IN THEIR DECISION.
THAT ACTUALLY COULD OPEN US UP TO POTENTIAL LIABILITIES CIVILLY IN THE FUTURE.
A LOT OF TIMES, EMPLOYEES WILL USE THE GRIEVANCES AS, I GUESS THE FIRST STEP TOWARDS SOME CIVIL LIABILITY OR LEGAL COMPLAINT OUTSIDE OF OUR GRIEVANCE SYSTEM, SO THAT COULD ACTUALLY EVEN OPEN US UP TO ADDITIONAL LIABILITIES AS WELL.

THE NEXT AMENDMENT WE WOULD REQUEST IS GOING TO BE RELATIVE TO OUR CHAPTER 21 CONTRACTS.
