SO TRUSTEES WILL NOW TURN TO AGENDA ITEM FIVE.DISCUSSION ITEMS 5.1 DISCUSSION OF 2025 2026 PROPOSED BUDGET AND PROPOSED TAX RATE.
GOOD EVENING. PRESIDENT CARREÓN, SUPERINTENDENT ELIZALDE, MEMBERS OF THE BOARD.
TONIGHT WE'RE GOING TO HIGHLIGHT A DISCUSSION ON OUR PROPOSED TAX RATE.
IF YOU REMEMBER, IN AUGUST, I MEAN, IN MAY OF 2025, THE BOARD ADOPTED OUR 25-26 BUDGET. AT THAT TIME, WE PROPOSED A DEFICIT BUDGET OF $128.8 MILLION THAT WAS ADOPTED UNDER CURRENT LAW AT THE TIME.
AND SO NEXT MONTH YOU WILL SEE A REVISED BUDGET COMING TO THE BOARD.
BUT AGAIN, WE WILL HIGHLIGHT TODAY'S DISCUSSION ON OUR TAX RATE.
THE TAX RATE WAS COMPUTED BASED ON A FEW ASSUMPTIONS.
THOSE BEING THAT WE ARE ASSUMING THAT SENATE BILL FOUR, WITH THE RECOMMENDATION OF HAVING A HOMESTEAD EXEMPTION OF $140,000 THAT WILL BE PASSED BY VOTERS IN NOVEMBER OF 2025.
WE ALSO CALCULATED A 3.77% GROWTH IN OUR TAXABLE VALUES.
ORIGINALLY, WE HAD PROJECTED A 6% GROWTH, SO WE NOW KNOW IT'S 3.77%.
AND AGAIN, THAT'S A RESULT OF THE $140,000 HOMESTEAD EXEMPTION.
OUR TOTAL CERTIFIED TAXABLE VALUE IS AT $203 BILLION.

WE DID CALCULATE OUR MAXIMUM TAX RATE, WHICH TAKES INTO ACCOUNT THE STATEWIDE PROPERTY VALUE GROWTH AT 0.6135.AND THEN WE ALSO TOOK INTO ACCOUNT OUR AVERAGE MARKET VALUE OF A HOME IN DALLAS ISD OF $525,063.
BASED ON THOSE CALCULATIONS, WE ARE PROPOSING A MAINTENANCE AND OPERATIONS TAX RATE OF 0.7518.
A DEBT SERVICE TAX RATE OF 0.242035 THAT REMAINS THE SAME AS LAST YEAR.
SO WE ARE PROPOSING A TOTAL TAX RATE OF 0.993835.
THAT IS 0.0034 CENTS LOWER THAN LAST YEAR'S RATE.
THE DEBT SERVICE TAX RATE IS THE SAME. AND SO YOU SEE THAT BEFORE YOU ON THIS SCREEN.
KEEPING IN MIND THAT A SCHOOL DISTRICT'S TAX RATE IS COMPOSED BASICALLY OF TWO BUCKETS.
YOU HAVE YOUR M&O TAX RATE AND YOUR DEBT SERVICE TAX RATE.
THAT INCLUDES YOUR TEACHER SALARIES, YOUR UTILITIES, YOUR TRANSPORTATION COSTS, CUSTODIAL SUPPLIES, THINGS OF THAT NATURE, YOUR DAY TO DAY OPERATING COSTS.
THE TAX, THE DEBT SERVICE PORTION OF THE TAX RATE THAT CAN ONLY BE USED TO PAY FOR YOUR MORTGAGE PAYMENT PER SE, THE DEBT OF A SCHOOL DISTRICT. AND SO AGAIN, THAT TAX RATE IS 0.242035.
THE MAINTENANCE PORTION OF YOUR TAX RATE IS ALSO USED TO PAY OUR RECAPTURE PAYMENT.
AND THAT'S CALLED RECAPTURE ON THE DEBT SERVICE PORTION OF YOUR TAX RATE.
ANYTIME WE SELL BONDS, WE MUST PAY THOSE BONDS BACK.
THAT'S USING THE DEBT SERVICE PORTION OF THE TAX RATE.
ANYTIME WE DO SELL BONDS, 100% OF THOSE BONDS DO STAY IN DALLAS ISD.
THIS JUST GIVES A HISTORICAL SNAPSHOT OF WHERE OUR TAX RATES HAVE GONE OVER THE COURSE OF THE DISTRICT'S HISTORY, STARTING WITH THE 18-19 SCHOOL YEAR. OUR TAX RATE AT ONE TIME TOTAL TAX RATE WAS $1.41.
NOW, CURRENTLY, AGAIN, WE'RE PROPOSING A 99.38 CENTS.
AND SO OVER THE COURSE OF THE PAST SEVERAL YEARS, OUR TAX RATE HAS BEEN DECLINING.
PART OF THAT, OF COURSE, IS BECAUSE OF THE TAX RATE COMPRESSION BY THE STATE OF TEXAS.
BUT EVERY YEAR, OUR TAX RATE HAS DECLINED YEAR OVER YEAR.
THAT BEING SAID, I WILL OPEN IT UP TO QUESTIONS.
TRUSTEES QUESTIONS. TRUSTEE MACKEY. YEAH. QUICK QUESTION ON THE RESIDENTIAL VALUE IS, IS THAT FOR JUST RESIDENTIAL PROPERTIES AND OR IS THAT FOR ALL PROPERTIES ACROSS DALLAS? BECAUSE IT SEEMS WAY HIGHER THAN I'VE SEEN IN THE PAST. AND THAT WAS JUST. SO THE $525,000, THAT IS THE AVERAGE JUST OF HOMESTEADS OF ACTUAL HOMES IN DALLAS ISD.
