IT HAS BECOME A HUMAN CRISIS. FAMILIES ARE NO LONGER JUST WORRIED ABOUT DOCUMENTS OR PAPERWORK.
THEY'RE WORRIED ABOUT THEIR CHILDREN'S SAFETY.
WE'VE HEARD THE WHISPERS OF OUR NEIGHBORHOODS. PARENTS ARE WONDERING, WHAT IF ICE SHOWS UP? WHAT IF MY CHILD IS QUESTIONED? WHAT IF THEY TAKE SOMEONE THEY SHOULDN'T? AND THOUGH THESE FEARS MAY NOT BE BASED ON CURRENT OR PROVEN ACTIONS, WE'RE HERE TONIGHT TO PREVENT THAT FUTURE FROM BECOMING REAL.

THIS LED TO SEVERAL FAMILIES UNABLE TO COME TO THE SCHOOL TO GET FREE FOOD FOR THEIR KIDS.
THEY JUST KEPT DRIVING. THE NORTH TEXAS IMMIGRATION COALITION WOULD BE HAPPY TO THINK THROUGH CREATIVE WAYS TO ENSURE THAT FAMILIES AND STUDENTS FEEL SAFE ON CAMPUS, AND TO KEEP THE DISTRICT IN COMPLIANCE.
I WANT TO REMIND THE DISTRICT THAT IN FEBRUARY 23RD OF 2017, YOU GUYS PASSED A RESOLUTION STATING THAT DISD IS A WELCOMING AND PROTECTIVE SCHOOL FOR ALL PEOPLE, ALL STUDENTS. AND THE LINE HERE SAYS, "THEREFORE, BE IT RESOLVED, THAT DISD SCHOOL BOARD, DISTRICT OF TRUSTEES DECLARES THAT EVERY DALLAS INDEPENDENT SCHOOL DISTRICT CAMPUS IS WELCOMING AND PROTECTIVE OF ALL ITS STUDENTS AND THEIR FAMILIES." I'M SURE THE BOARD WAS AWARE OF THOSE PRIOR TO TONIGHT.
YOU STRIKE ME AS A SHARP, WELL-INFORMED BUNCH, AND I KNOW HOW MUCH DALLAS ISD LOVES DATA, SO LET'S CRUNCH SOME NUMBERS. ACCORDING TO INTERNAL GOVERNMENT DOCUMENTS, ICE IS HOLDING A RECORD 59,000 DETAINEES ACROSS THE COUNTRY.
FEWER THAN 30% OF WHICH HAVE BEEN CONVICTED OF A CRIME.
I DON'T NEED TO SAY WHICH STATE HAS KIDNAPED THE MOST PEOPLE.
WE'RE ALL FAMILIAR WITH THE ABBOTT REGIME'S ATTITUDE TOWARDS MINORITIES.

WE HAVE TO UNDERSTAND THAT THE LACK OF FUNDING THAT KEEPS YOU AND OUR TEACHERS AWAKE AT NIGHT AND SEEKS TO CRUSH PUBLIC EDUCATION IS A DIRECT RESULT OF OUR FEDERAL AND STATE FUNDING BEING USED TO SERVE THE INTERESTS OF THE RICH, AT THE EXPENSE OF THE REST OF US.

AND I HONESTLY BELIEVE THAT WE'LL ACTUALLY OPEN THE NET WIDER.
WE'RE INCLUDING MORE PEOPLE IN THIS, AND I THINK THAT'S WHAT DALLAS ISD HAS ALWAYS DONE WELL, INCLUDING MORE PEOPLE WITHOUT FORGETTING WHY THESE PROGRAMS STARTED AND WHAT THEIR BENEFITS ARE.

ADDITIONALLY, WE INTENTIONALLY INVESTED IN EARLY LEARNING AND HAVE BEEN LEADERS IN IMPLEMENTING WHAT WE CALL HIGH QUALITY INSTRUCTIONAL MATERIALS AND WHAT REGULAR PEOPLE JUST CALL REALLY GOOD, RIGOROUS CURRICULUM.
THESE THREE STRATEGIES HAVE BEEN INSTRUMENTAL IN SUPPORTING THE WORK.
HOWEVER, YOU ARE TEAM MEMBERS OF DALLAS ISD MADE THE DIFFERENCE BECAUSE IN THE END, PROGRAMS, WELL, PEOPLE REALLY ARE THE PROGRAMS. I MENTIONED THESE THINGS TO IMPRESS UPON YOU THAT WHAT I'M ABOUT TO SHARE WITH YOU DID NOT HAPPEN BY ACCIDENT.
AND AS A RESULT OF THE TIRELESS EFFORTS OF OUR TEAM MEMBERS ON CAMPUSES, FROM BUS DRIVERS, TO NURSES, TO TEACHERS, TO COUNSELORS, TO CAMPUS LEADERS, AND THE LIST GOES ON.
HERE ARE TWO TAKEAWAYS. IF I WERE IN A CLASSROOM, THIS IS WHERE I'D TELL YOU TO TAKE NOTES, BECAUSE THIS WILL BE ON THE TEST. BUT I'M GOING TO GO SLIDE BY SLIDE SHORTLY.
IN SUMMARY, 80% OF THE CATEGORIES IN WHICH WE ARE MEASURED ON.
WE OUTGREW THE STATE IN GROWTH. WHAT THAT MEANS IS OF THE 60 MEASURES, WE OUTPERFORMED THE STATE IN, 48 OF THEM. EIGHT OF THEM WE KEPT PACE WITH THE STATE.
OUR AFRICAN AMERICAN, EMERGENT BILINGUALS, AND ECONOMICALLY DISADVANTAGED STUDENT GROUPS OUTPERFORMED THEIR STATE PEERS IN THE ALL SUBJECTS, ALL GRADES, CATEGORIES OF MATH AND SOCIAL STUDIES.
SO LET'S LOOK AT SOME OF THESE INDIVIDUAL SLIDES.
BEGINNING WITH ALL SUBJECTS IN ALL GRADES. AND I THINK IT'S IMPORTANT TO NOT JUST NOTE LAST YEAR TO THIS YEAR, BUT ALSO TO COMPARE TO A RELATIVELY HIGH BAR.
THE DISTRICT IS CLOSE TO 89%-90% ECONOMICALLY DISADVANTAGED IN TERMS OF OUR IDENTIFIERS OF STUDENT POPULATION, WHEREAS THE STATE IS APPROXIMATELY 62% ECONOMICALLY DISADVANTAGED.
SO IN THE ALL SUBJECTS, IN ALL GRADES, YELLOW THE APPROACHES, YOU CAN SEE THAT DALLAS ISD WENT FROM 66 TO 68, WHICH MEANS WE HAD A GAIN OF TWO, WHERE THE STATE GREW ONE, WHICH MEANS WE BEGIN TO CLOSE THE GAP BETWEEN OUR PERFORMANCE AND THE STATE PERFORMANCE. AT THE MEETS LEVEL, WHICH IS REALLY AN AREA THAT IS CONSIDERED THE GOLD STANDARD.
WE WENT FROM 40 TO 43. WHICH IS PLUS THREE, WHEREAS THE STATE WENT UP ONE.
AGAIN, WE'RE GETTING CLOSER PREVIOUSLY HAVING A SEVEN POINT GAP BETWEEN OURSELVES AND THE STATE.
NOW A FIVE POINT GAP. AND EVEN AT THE HIGHEST LEVEL OF PERFORMANCE AT THE MASTERS LEVEL, WE GREW THREE PERCENTAGE POINTS FROM 15 TO 18 AND THE STATE GREW ONE. LET'S FOCUS IN ON SOME STUDENT GROUPS, AFRICAN AMERICAN STUDENTS.

LAST YEAR WE WERE THREE POINTS AWAY FROM THE STATE.
THIS YEAR, OUR STUDENTS ARE ONE POINT ABOVE THE STATE PERFORMANCE.
AND LAST YEAR AT THE HIGH LEVEL OF MASTERS, WE WERE AT 10%.
THE STATE WAS AT 11. WE GREW THREE POINTS TO NOW MATCH THE STATE MASTERS PERFORMANCE FOR AFRICAN AMERICAN STUDENTS IN ALL SUBJECTS, ALL GRADES COLLECTIVELY REPRESENTED. NEXT SLIDE.
EMERGENT BILINGUALS OR ENGLISH LANGUAGE LEARNERS.
WE WERE ABOVE THE STATE AT 62. WE'RE NOW EVEN MORE ABOVE THE STATE AT 63 AT THE APPROACHES LEVEL, BECAUSE WE GREW BY ONE AND THE STATE DECLINED BY TWO.
AT THE MEETS THE GOLD STANDARD WE WERE ABOVE, AND WE CONTINUED TO GROW EVEN LARGER ABOVE THE STATE.
THE STATE IS AT 30. WE'RE AT 37. AND AT THE MASTER'S LEVEL, WE ALSO GREW BY ONE.
THE STATE DECLINED BY ONE. IN OUR ECONOMICALLY DISADVANTAGED STUDENT GROUPS, ALL SUBJECTS, ALL GRADES. THIS IS THE LARGEST PERCENTAGE OF OUR STUDENT IDENTIFIER, MEANING THE VAST MAJORITY OF OUR STUDENTS TESTED FIT IN THIS PARTICULAR CATEGORY. 67% OF OUR STUDENTS WERE NOW PASSING THE ALL SUBJECTS, ALL GRADES REPRESENTATION COMPARED TO THE STATE AT 65%.
AT THE MEETS LEVEL WE'RE AT 40, THE STATE IS AT 37.
AND AT THE MASTERS LEVEL, DALLAS ISD HAS 15% OF ECONOMICALLY DISADVANTAGED STUDENTS AT ALL SUBJECTS, ALL GRADES. AND THE STATE IS AT 13. SO LET'S DELVE JUST A LITTLE BIT INTO READING LANGUAGE ARTS, SPECIFICALLY SINCE THE PREVIOUS SLIDES ENCOMPASSED ALL GRADES.
OKAY. HOW DID WE SPECIFICALLY DO IN READING LANGUAGE ARTS? THE STATE STAYED FLAT. DALLAS ISD GREW BY TWO PERCENTAGE POINTS IN APPROACHES, THEREBY CLOSING THE GAP.
