ANOTHER RESPONDENT WROTE AT THE CAREER INSTITUTE, THEY ASSIGNED A SURVEY RANDOMLY TO ONE OF THE HIGH SCHOOLS WE SERVE, CURRENTLY TEN. OUR SCORES VARY GREATLY ACCORDING TO THE SCHOOLS THAT SCORE US. ANOTHER TEACHER SURVEYS RESPONDENTS SHOWED HOW MUCH THEY TRULY VALUE STUDENT VOICE, SAYING STUDENT SURVEY IS GREATLY INFLUENCED BY WHAT IS HAPPENING ON CAMPUS AND IN THE CLASSROOM THAT DAY, WHICH IS MOSTLY OUT OF OUR CONTROL. I REGULARLY ADMINISTER MY OWN SURVEYS THROUGHOUT THE YEAR, AND THE FEEDBACK IS MUCH MORE USEFUL AND POSITIVE. THIS EMPHASIZES THAT THE SURVEYS WERE REDESIGNED AND USED AS AN ARTIFACT. TEACHERS COULD GET TRULY USEFUL FEEDBACK FROM STUDENTS THAT WAS PERSONALIZED FOR THEIR CLASS AND TEACHING STYLE. AGAIN, REGARDING THE LACK OF CONTROL ON CAMPUS. ANOTHER RESPONDENT WHO TEACHES SPECIALS SAID SPECIALS TEACHERS MAY NOT EVEN SEE KIDS ONCE A WEEK AND HAVE NEVER MET THE CRITERIA ORIGINALLY GIVEN FOR TIME WITH STUDENTS, YET HAVE BEEN FORCED TO HAVE THE SURVEY USED EACH YEAR. STAAR BOOT CAMPS ALONE, PULLOUTS AND OTHER DISRUPTIONS DO NOT ALLOW US TO EVEN SEE THE KIDS SOMETIMES, BECAUSE SPECIAL CLASSES ARE OFTEN CONSIDERED LESS EXPENDABLE THAN STAAR TESTED CLASSES. THESE TEACHERS LOSE VALUABLE TIME WITH STUDENTS, WHO THEN RATE THEM. THESE STUDENTS HAD LESS TIME TO BUILD A RELATIONSHIP WITH THE TEACHER, AND INSTRUCTION PRESUMABLY DID NOT FLOW AS SMOOTHLY FOR THEM WHEN THEY MISSED CLASSES FREQUENTLY. TEACHERS WANT TO KNOW WHAT THEIR KIDS THINK, BUT SO MANY FACTORS MAKE THE INPUT THEY GET FROM THESE SURVEYS UNRELIABLE AND USELESS. IN RESPONSE, DISD MADE AN APPROVAL OF A $1.9 BILLION BUDGET THAT CUTS OVER 800 CRITICAL POSITIONS. WHILE I RECOGNIZE DALLAS ISD IS NAVIGATING A TOUGH SITUATION, OUR CHILDREN DESERVE MORE THAN QUIET COMPLIANCE. A WEAK CORRELATION WITH STUDENT ACHIEVEMENT. THE LAST THIRD PARTY AUDIT I CAN RECALL OCCURRED BEFORE 2019. FINDING THAT A CORRELATION DID EXIST BETWEEN MORE POSITIVE STUDENT SURVEY RESULTS AND HIGHER TEST SCORES, ALBEIT A VERY WEAK ONE. MOST DATA ON THE LINK BETWEEN COURSE EVALUATIONS AND STUDENT ACHIEVEMENT IS MIXED AT BEST. GIVEN THE OTHER CONCERNS WITH THIS PRACTICE, THE OPPORTUNITY COST OF ADMINISTERING THE SURVEY IN SUCH A HIGH STAKES CONTEXT SHOULD BE REVISITED. NUMBER FOUR IS CONTEXT SPECIFICITY. THE CURRENT VERSION OF THE SURVEY ASKS STUDENTS TO ASSESS FAR TOO MANY VARIABLES BEYOND AN INDIVIDUAL TEACHER'S CONCERN. DEPENDING ON A GIVEN TEACHER'S DATE OF HIRE, THEY MAY, FOR EXAMPLE, LACK A FIXED CLASSROOM AND HAVE LITTLE CONTROL OVER THEIR OVERALL CLASSROOM ENVIRONMENT. SIMILARLY, A TEACHER MAY BE TASKED WITH ABSORBING STUDENTS FROM A RESIGNING TEACHER'S ROSTER. STUDENTS WITH WHOM THE TEACHER HAS NOT HAD THE OPPORTUNITY TO BUILD A RELATIONSHIP. TEACHERS MAY BE MOVED MID YEAR OR EVEN MID SEMESTER. NONE OF THESE DECISIONS ARE WITHIN THE SCOPE OF A GIVEN TEACHER'S CONTROL. THIS BRINGS ME TO OUR UNION'S PRIMARY PROPOSAL, WHICH IS TO INCLUDE THE SURVEY AS AN ARTIFACT IN A TEACHER SUMMATIVE CONFERENCE, AND DISCONTINUE SCORING IT SEPARATELY. HERE ARE SOME OF THE CONTENTIONS IN THE META ANALYSIS. [00:55:02] NUMBER ONE, CERTAIN STYLES OF TEACHING AUTOMATICALLY GENERATE SURVEY SCORES THAT ARE BETTER THAN OTHERS WITHOUT ANY SIGNIFICANT DIFFERENCE IN LEARNING OUTCOMES. FOR EXAMPLE, TEACHING ENTHUSIASTICALLY USING MORE GRAPHIC ORGANIZERS. AND THESE ARE NOT BAD METHODS, BUT STUDIES SHOW THAT EVEN ENTHUSIASTIC INSTRUCTORS SAYING UTTER NONSENSE GET GREAT REVIEWS. SO IS THAT A GOOD REVIEW OR IS THAT A GOOD INDICATOR OF ACTUAL GOOD TEACHING? I DON'T KNOW. NUMBER TWO, STUDENTS OFTEN OVERESTIMATE HOW MUCH THEY HAVE LEARNED. SO BASED ON THIS, EVEN TEACHERS RECEIVING GOOD SCORES DON'T REALLY HAVE A LEG TO STAND ON BECAUSE WHO KNOWS IF THEY'RE RIGHT. NUMBER THREE, IT'S HARD TO TELL WHETHER LENIENT TEACHERS ARE EARNING GOOD SCORES FOR TEACHING WELL, OR SIMPLY FOR GRADING LENIENTLY. NUMBER FOUR, MAYBE THE MOST IMPORTANT STUDENTS DON'T REALLY UNDERSTAND WHAT CONSTITUTES EFFECTIVE TEACHING. IN FACT, QUOTE, TECHNIQUES THAT HAVE BEEN SHOWN TO SIGNIFICANTLY BOOST STUDENT LEARNING IN ACADEMIC SETTINGS SUCH AS RETRIEVAL PRACTICE, DISTRIBUTED OR SPACED PRACTICE, AND ACTIVE LEARNING ARE HIGHLY EFFECTIVE, YET NOT ALWAYS RECOGNIZED AS SUCH. SOME OF THESE CONCLUSIONS WERE DRAWN FROM STUDIES ON UNDERGRAD STUDENTS, BUT SOME OF THEM WERE ALSO DRAWN FROM STUDIES ON ACTUAL CHILDREN. AND IF ANYTHING, THE ISSUES THAT PERSIST AT THE UNDERGRADUATE LEVEL ARE PROBABLY EXACERBATED WITH YOUNGER STUDENTS. THIS DOESN'T MEAN THAT WE THINK KIDS ARE DUMB. FAR FROM IT. BUT WHAT WE SHOULD ACTUALLY THINK ABOUT IS THAT EVEN ADULTS DO NOT LEARN, OR RATHER DO NOT KNOW, WHEN THEY ARE LEARNING AND WHEN THEY ARE NOT. A LOT OF ADULTS THINK THAT YOU LEARN THINGS JUST BY HIGHLIGHTING THINGS IN A READING, OR REREADING THINGS SEVERAL TIMES. YOU DON'T LEARN FROM THAT, IT JUST FEELS LIKE IT. SO ALL OF US, NOT JUST CHILDREN, HAVE LOTS OF MISPERCEPTIONS ABOUT HOW LEARNING OCCURS. AND I ASK THAT WHEN YOU PUT A SURVEY LIKE THIS INTO PLACE AND MAKE IT PART OF OUR PAY, THAT IT BE IN LINE WITH THE SCIENCE OF LEARNING. A STUDENT MAY BE EXCITED TO ATTEND A CLASS BECAUSE THEIR FRIENDS ARE IN IT, OR AREN'T EAGER TO PARTICIPATE BECAUSE THEY'RE INTROVERTED, THEY HAVE A STUTTER, OR THEY'RE SIMPLY NOT INTERESTED. THE BEST TEACHER IN THE WORLD COULD RECEIVE LOW RANKINGS ON SUCH QUESTIONS, BECAUSE THE STUDENT PREFERENCE HAS NOTHING TO DO WITH THEM. HOW IS THAT A FAIR ASSESSMENT OF TEACHER PERFORMANCE. FURTHERMORE, EXTENSIVE STUDIES HAVE BEEN DONE, SUCH AS ONE DONE AT THE AIR FORCE ACADEMY OVER A DECADE OF TIME, WITH MORE THAN 10,000 STUDENTS AND 100 DIFFERENT TEACHERS THAT SHOW THAT STUDENTS WILL ALMOST ALWAYS RATE TEACHERS HIGHER IN CLASSES THEY PERCEIVE AS EASIER, OR IN WHICH THEY FEEL MORE INSTANTLY SUCCESSFUL. WHILE THE SURVEY CAN ILLUMINATE INFORMATION ABOUT A TEACHER'S RELATIONSHIP WITH THE STUDENTS IN HER CLASSROOM, THE SURVEY SHOULD NOT BE A FACTOR DIRECTLY DETERMINING TEACHER PAY BECAUSE IT OFTEN DOES NOT INCENTIVIZE GOOD TEACHING OR WORSE, INCENTIVIZES POOR TEACHING. AS DISTRICT WIDE ITINERANT SERVICE PROVIDERS, WE ARE NOT ASSIGNED TO A CAMPUS. WE TRAVEL TO MANY DIFFERENT CAMPUSES THROUGHOUT THE DISTRICT DURING THE DAY. WE ARE STILL WAITING FOR THE RAPTOR SYSTEM TO ALERT US TO ISSUES ON CAMPUSES. ALTHOUGH WE WERE INFORMED TODAY THAT WE WOULD GET ACCESS WHEN WE RETURNED TO SCHOOL IN THE FALL, TWO YEARS AFTER ASKING FOR IT. SO WHEN WE FOUND OUT THERE WAS A SHOOTING AT WILMER-HUTCHINS HIGH SCHOOL, WE HAD NO WAY OF KNOWING IT EXCEPT THROUGH THE LOCAL NEWS. WE UNDERSTAND THERE WERE SOME POLICY VIOLATIONS, BUT WE CAN ASSURE YOU THEY JOINED THE STUDENTS OUT OF SHEER FRUSTRATION AND DESPERATION. THOSE WERE PASSIONATE EDUCATORS WHO LOST THEIR JOBS BECAUSE THEY WERE STANDING UP FOR THEIR STUDENTS AND THE COMMUNITY. IT MAY BE THAT OUR SURVEY SUFFERS FROM SOME VOLUNTARY RESPONSE BIAS. PEOPLE WHO ARE DISSATISFIED ARE MORE MOTIVATED TO TELL A UNION THAT THEY'RE DISSATISFIED. HOWEVER, BELIEVE ME THAT WE'VE TALKED TO MANY TEACHERS WHO ARE ALSO PARANOID ABOUT PUTTING THEIR REAL OPINIONS ON A SURVEY DISTRIBUTED BY THE DISTRICT, DESPITE REASSURANCES ABOUT ANONYMITY. SO MAYBE THE TRUE PERCENTAGE OF DISSATISFIED TEACHERS LIES SOMEWHERE IN BETWEEN OUR NUMBERS. ONLY A QUARTER OF ALL RESPONDENTS WANTED TO DO AWAY WITH THE SURVEY COMPLETELY. WE WANT TO KNOW WHAT OUR STUDENTS THINK. OVERWHELMINGLY, WE JUST KNOW THAT THIS SURVEY ISN'T TELLING US THAT IT'S DISINGENUOUS TO REPRESENT THE STUDENT SURVEY AS GIVING STUDENTS A VOICE WHEN THERE IS NO OPPORTUNITY IN THE SURVEY FOR STUDENTS TO EXPRESS WHAT'S REALLY IMPORTANT TO THEM. AND SO IN JUST LOOKING AT THE BIG DISTRICT INITIATIVES SOME OF THE NUMBERS THAT WE DO HAVE AS FAR AS MARKETING THE ACTUAL DALLAS ISD DISTRICT, ABOUT 830,000 RECRUITING AND RETENTION OF STAFF ABOUT 1.1 MILLION SPENDING BY STUDENT CLUBS THROUGHOUT THE DISTRICT, 851,000 RECRUITING FOR ALL OF OUR PRE-K STUDENTS THROUGHOUT THE DISTRICT, 440,000 EXPENDITURES FOR OUR GRADUATIONS THROUGHOUT THE DISTRICT, 567,000 EXPENDITURES THAT WE HAVE TO FULFILL OUR LOCAL POLICY WITH CLEAR BACKPACKS $3 MILLION AND THEN CAMPUSES THAT THROUGH CAMPUSES, EXPENDITURES FOR ALL OF THE STUDENT INCENTIVES CERTIFICATES AND THINGS LIKE THAT. 3.6 MILLION. GOTCHA. I GUESS MY BIGGEST QUESTION, AND THIS MIGHT BE FOR YOU, CHIEF RAMOS. MIGHT BE FOR YOU, DOCTOR ELIZADE, DOCTOR LEHR IS HOW, AS WE GO INTO THIS BUDGETING SESSION, WE'RE GOING TO BE LOOKING AT POTENTIALLY ADOPTING A DEFICIT BUDGET OF 100 MILLION AS WE CONTINUE TO DIG OUT OF THE HOLE THAT WE'VE BEEN PUT IN BY THE STATE. HOW ARE WE REVIEWING THESE EXPENSES AND NOT SIMPLY SAYING WE'RE GOING TO BUY THEM BECAUSE WE BOUGHT THEM LAST YEAR, BUT ACTUALLY DETERMINING IF THEY ARE NECESSARY, IF THEY ARE REALLY HELPING US MOVE OUTCOMES, IF THEY'RE GETTING US OUT, THEY MIGHT BE IN THE RETURN ON INVESTMENT ANALYSIS. HOW ARE WE REALLY THINKING ABOUT MAKING SURE THAT WE ARE GOING FORWARD TO THIS THOUGHTFULLY, NOT SIMPLY TAKING WHAT WE DID LAST YEAR AND ROLLING IT FORWARD? I'M NOT SAYING THAT'S NOT THE CASE. I'M JUST CURIOUS HOW WE ARE THINKING ABOUT THAT. YEAH, I THINK I DON'T THINK WE'VE SAT DOWN AND ANALYZED EACH OF THE ITEMS, I DON'T KNOW. WE CAN AND WE WILL, BUT TO SIT HERE AND TELL YOU THAT I'VE LOOKED TO SEE IF THE RETENTION AND RECRUITMENT OF 1.1 MILLION THAT WE UTILIZE THROUGHOUT THE WHOLE YEAR THROUGH HUMAN CAPITAL MANAGEMENT AND ALL THE THINGS WE DO FOR THE TEACHERS. IS THAT GIVING US A RETURN ON INVESTMENT? IS THAT CORRELATION? I DON'T THINK WE'VE DONE THAT. I DO THINK RIGHT NOW WE DID TAKE THIS IS WHAT WE'VE SPENT. DOES THAT MEAN WE WILL SPEND THAT AGAIN? NO. I THINK WE HAVE TO DO A BETTER JOB OF LOOKING AT WHERE WE ARE, WHERE THIS MAKES SENSE, AND WHERE ONE YEAR WE MIGHT NEED THAT MONEY, AND MAYBE THE NEXT YEAR WE DON'T NEED THAT MUCH. SO TO GET TO THIS AMOUNT, WE DID TAKE WHAT WAS THE CURRENT SPEND. AND THOSE CATEGORIES THAT WERE JUST MENTIONED IS HOW WE END UP WITH ABOUT 7.5 MILLION PER YEAR. AND, YOU KNOW, 7.5 TIMES THE FIVE YEARS GETS US TO 30, 37, 37.5 MILLION AND THEN 10% OF THAT FOR INFLATION, WHICH IS PROBABLY AN UNDERESTIMATE, IS HOW WE GOT TO THE 40 MILLION. YEAH, THAT MAKES SENSE. HOW WE GOT THERE I GUESS LIKE IN THE CATEGORY. SOUND LIKE THEY MAKE SENSE. YOU KNOW WE NEED TO DO THAT. WE GOT TO HAVE GRADUATION. WE NEED TO RECRUIT OUR PRE-K STUDENTS. ET CETERA. I GUESS I'M MORE INTERESTED ON THE OTHER, LIKE THE THINGS WHERE ACTUALLY HOW MANY TROPHIES, HOW MANY CUPS, HOW MANY THINGS. THAT IS WHAT I'M ACTUALLY LIKE, REALLY ACTUALLY WORRIED ABOUT MORE. SO I DO HOPE WE ANALYZE OUR ADVERTISING TO MAKE SURE IT'S EFFECTIVE. BUT TO ME, LIKE WHEN I READ THIS, I LOOK AT ALL OF THOSE HANDOUTS AND THINGS LIKE, ARE THOSE THINGS? DO WE HAVE SUFFICIENT CONTROLS? AND WE MIGHT. AND SO MY QUESTION IS NOT EVEN NECESSARILY FOR THIS ITEM. BUT AS I THINK ABOUT THIS AND WE GO INTO BUDGETING, I WOULD REALLY LIKE TO KNOW THAT AS WE BECAUSE YOU'RE RIGHT, WE APPROVE THIS.
