THE FOLLOWING TRUSTEES ARE EITHER PHYSICALLY PRESENT OR PARTICIPATING SIMULTANEOUSLY BY A VIDEO CONFERENCE.

A QUORUM OF THE BOARD IS PHYSICALLY PRESENT AT THIS LOCATION.

IN ORDER FOR THE BOARD TO HOLD THIS MEETING IN AN EFFECTIVE MANNER, I WANT TO LET IT BE KNOWN THAT THIS MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION AND ASKED THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY.

BED LOCAL PERTAINING TO PUBLIC PARTICIPATION.

I SENT THREE EMAILS, I SENT EMAILS TO THE EXECUTIVE EMPLOYEE RELATIONS DIRECTOR, HCM CHIEF AND EMPLOYEE RELATIONS DIRECTOR.

THE EXECUTIVE CHIEF EMPLOYEE RELATIONS DIRECTOR RESPONDED, STATING THAT THE POLICE OFFICERS HAD NOTIFIED HIM OF THE ALLEGATIONS, WHICH IN FACT IS UNTRUE, NOR DID SHE PROVIDE ME THE ALLEGATIONS.

I FOLLOWED UP WITH PHONE CALLS TO EMPLOYEE RELATIONS TO FIND OUT WHY OUR MEMBER WAS PLACED ON ADMINISTRATIVE LEAVE.

I WAS GIVEN THE RUNAROUND UNTIL I STATED THAT I WOULD GO UP THE LADDER, STARTING WITH PAM LEAR.

FIVE MINUTES LATER, I RECEIVED A CALL FROM EMPLOYEE RELATIONS DIRECTOR STATING WHY THE TEACHER WAS PLACED ON ADMINISTRATIVE LEAVE.

I ASKED AGAIN, WHY WASN'T THE TEACHER TOLD THE REASON FOR BEING PLACED ON ADMINISTRATIVE LEAVE? SHE STATED HE WAS, WHICH IN FACT IS UNTRUE.

AFTER STATING TO HER THAT HE DID NOT HE WAS NOT TOLD SHE PROVIDED ME THE ALLEGATIONS.

IMAGINE IF THIS WAS YOU WORKING AND THEN CALLED TO THE OFFICE, THEN ESCORTED BY THREE POLICE OFFICERS AND NO ONE PROVIDED YOU A REASON.

JUST A PAPER STATING YOU ARE ON ADMINISTRATIVE LEAVE AFTER THREE MONTHS, MULTIPLE INTERVIEWS AND THE TEACHER'S REPUTATION, NOT TO MENTION WHAT IT DID TO THE MENTAL STATE. THIS WAS, THIS CASE WAS UNSUBSTANTIATED AND CLOSED.

OUR MENTAL HEALTH CLINICIAN IS NO LONGER SPLIT BETWEEN TWO CAMPUSES.

I SUSPECT WE COULD STILL USE MORE THAN ONE TO ACCOMMODATE MORE STUDENTS, BUT THIS IS SOME PROGRESS.

EMERGENCY BUTTONS ARE BEING INSTALLED IN THE CLASSROOMS. AT PRESENT THERE ARE ONLY IN SOME ROOMS DOWNSTAIRS, BUT MY PRINCIPAL SAYS THERE WILL EVENTUALLY BE ONE IN EVERY CLASSROOM.

OUR ENTRY PROCEDURES HAVE BEEN UPDATED, AND I'M TOLD WE'RE GETTING MORE SECURITY CAMERAS AND KEY CARD READERS AND OTHER SECURITY UPGRADES.

I WANT TO EXPRESS GRATITUDE TO MY PRINCIPAL, MR. GUERRA. HE SEEMS TO BE TAKING THIS MATTER SERIOUSLY, AND I HOPE THAT NEXT MONTH I CAN REPORT MORE POSITIVE CHANGES HAVE BEEN COMPLETED.

TEACHERS NEED TO CREATE A RELATIONSHIP OF TRUST WITH OUR STUDENTS, AND THAT IS DAMAGED WHEN WE GO THROUGH THEIR PERSONAL BELONGINGS EVERY DAY AS A MATTER OF ROUTINE.

SOMEBODY HAS TO DO IT, BUT IT SHOULD BE THE DUTY OF SECURITY OFFICERS.

TEACHERS HAVE ENOUGH TO DEAL WITH ALREADY.

DISCIPLINE SYSTEMS NEED TO BE INTEGRATED WITH RESET COUNSELORS AND MENTAL HEALTH SERVICES.

WE HAVE REALLY GOOD PEOPLE, HARD WORKING, SKILLED EXPERTS.

THEIR SKILLS NEED TO BE UTILIZED MORE EFFECTIVELY.

SYSTEMS SHOULD BE IN PLACE TO FACILITATE COMMUNICATION AND COORDINATION BETWEEN THESE DEPARTMENTS, TO GET EACH STUDENT THE SPECIFIC ATTENTION THEY NEED.

THIS WAS IN THE WAKE OF THE UVALDE SHOOTING THIS YEAR.

WE WERE TOLD THAT DISTRICT POLICY IS FOR CLASSROOM DOORS TO BE OPEN.

I'M HEARING CONFLICTING REPORTS ABOUT IT.

IF POLICY. IF POLICY IS NO LONGER TO KEEP OUR DOORS CLOSED AND LOCKED, AND IT SHOULD BE CHANGED BACK FOR SAFETY.

BUT IN DALLAS ISD, WE'RE RECEIVING HUNDREDS OF APPLICATIONS FOR EVERY VACANCY.

IN FACT, AS YOU CAN SEE ON THIS CHART, IN NINE OF THE FIRST TEN MONTHS OF THIS CALENDAR YEAR, WE HAVE RECEIVED RECORD NUMBERS OF APPLICATIONS.

SO, I WISH TO THANK THIS BOARD FOR THE TYPE OF CULTURE AND CLIMATE THEY HAVE CREATED THAT ALLOWS INDIVIDUALS TO WANT TO WORK IN DALLAS ISD.

I THINK I HAD JUST MISSED TRUSTEE FOREMAN, WHO HAD BEEN THERE MOST OF THE DAY, AND I CAME IN FOLLOWING HER AT OUR EVENT NOVEMBER 9TH AT FAIR PARK.

IT WAS A GREAT SUCCESS WITH OVER 2700 IN ATTENDANCE.

THE APPLICATION PERIOD FOR THE SPECIALTY SCHOOLS AND PROGRAMS, AS WELL AS INTERNAL TRANSFERS TO OUR LEGACY SCHOOLS, BEGAN NOVEMBER 1ST AND AS OF NOVEMBER 17TH, WE HAVE ALREADY HAD 192 STUDENTS SUBMIT OVER 7100 APPLICATIONS.

WE CONTINUE TO OFFER PARENTS OPPORTUNITIES TO LEARN MORE ABOUT OUR SCHOOLS AND THE APPLICATION PROCESS THROUGH VIRTUAL VERSIONS OF DISCOVER DALLAS ISD.

STARKS MATH, SCIENCE, AND TECHNOLOGICAL VANGUARD INTO A VIBRANT, WELCOMING SPACE FOR COMMUNITY AND COLLABORATION.

AND SO WE VETTED THEIR REQUEST AND WE BROUGHT IT TO THE BOARD ORIGINALLY BACK IN 2005 FOR APPROVAL.

SO I GUESS THE QUESTION THAT I HAVE IS IF THEY BOUGHT IT TO US, MAYBE SOMEBODY ELSE COULD HAVE GIVEN US SOMETHING A BETTER DEAL POSSIBLY. THAT'S ALWAYS A POSSIBILITY.

SO, TEN YEARS LATER, IN 2014, WE ONCE AGAIN BROUGHT TO THE BOARD A FIVE YEAR WITH A FIVE YEAR RENEWAL.

AND DURING THAT PERIOD OF TIME, APPRAISALS WERE DONE TO ENSURE THAT WE WERE, AT LEAST WITH THE MARKET VALUE WAS.

SO NOW IT'S TEN YEARS LATER, IT'S 2024.

WE'RE BRINGING IT AGAIN AFTER OUR TEAM DID DO EVALUATION OF WHAT THE CURRENT MARKET IS FOR RENTING, FOR LEASING CELL TOWERS, AND THE TEAM IS BRINGING IT BECAUSE THEY DO THINK THIS IS A GOOD REVENUE STREAM AND WILL CONTINUE TO DO OUR DUE DILIGENCE ON ENSURING THAT WE ENSURE THAT THESE ARE MARKET OR ABOVE MARKET VALUES.

SO BASICALLY THEY HAVE A TOWER ON OUR PROPERTY.

CORRECT? CORRECT. AND WE HAVE BEEN LEASING IT.
