PLEASE LISTEN CAREFULLY FOR YOUR NAME.
I WILL CALL FOR SPEAKERS AT A TIME.
[00:05:03]
[INAUDIBLE] ROBERT CECCARELLI.CAN YOU HEAR ME? OKAY. I'M SPEAKING TONIGHT BECAUSE I'VE BEEN ASKING FOR SAT AND ACT SCORES.
I'VE BEEN ASKING THESE FOR LIKE FIVE, SIX WEEKS, A COUPLE OF TIMES ALREADY, BUT I HAVEN'T GOTTEN ANYTHING AND I'M JUST WONDERING, WHY IS THAT, MISS [INAUDIBLE]? THIS IS GOING TO COME TO YOU RIGHT NOW.
REMEMBER ABOUT THE YOU HAD A LAWSUIT ABOUT THE SCORES.
THE TEST SCORES FOR THE TEA AND YOU DIDN'T WANT TO DO ANYTHING ABOUT IT EXCEPT SUE THEM.
YOU GOT VERY EXCITED ABOUT IT.
YOU THOUGHT IT WAS GOING TO BE BAD.
THAT'S WHY YOU DID THAT LAWSUIT.
SAME THING HERE WITH THE SAT AND ACT TEST SCORES.
ONE OF THEM TOLD ME HE'S GOING TO DO IT THREE DIFFERENT TIMES.
HE NEVER DID AND TOLD ME TO LOOK IT UP ON THE YOU KNOW, WHEN YOU FILE INFORMATION ABOUT IT, RECORDS ACT OR SOMETHING LIKE THAT AND THE OTHER TWO LADIES SCHOOL LEADERSHIP AND HEAD OF RACIAL EQUITY.
I'M JUST ASKING FOR SOMETHING THAT THE PUBLIC WOULD KNOW.
I WANT TO FIND OUT IF YOUR PEOPLE WANT TO GET THE INFORMATION OUT INSTEAD OF HIDING IT.
OKAY. THAT'S WHAT'S GOING ON RIGHT NOW AND I REALLY WISH THAT YOU WOULD DO THAT.
WHAT, THE 21? NO, 22, 23 AND 24 SAT, ACT SCORES.
IT WOULD BE NICE. IF NOT, THERE'S A LOT OF SUSPICION ABOUT WHY YOU'RE HIDING THE INFORMATION.
JUST GIVE IT TO US. WE CAN LOOK IT UP, BUT I WANT TO SEE IF THEY WANT TO DO IT.
HOW MUCH TIME LEFT? ONE MINUTE.
OKAY. THE SECOND ONE IS RANDY BOWMAN.
I'VE BEEN GOING TO SOUTH OAK CLIFF THE OTHER NIGHT WITH THE, YOU KNOW, THE LISTENING.
THE OTHER NIGHT, I TALKED TO ONE LADY.
SHE SAID SHE HEARD A RANDY BOWMAN FOUR YEARS AGO WHEN HE GOT STARTED.
SHE HASN'T HEARD ANYTHING ABOUT HIM SINCE.
THE BEST THING TO DO AGAIN IN URBAN EDUCATION IS BETWEEN 3 AND 8:00.
WHAT ARE YOUR PLANS FOR THAT? SHOW US YOUR PLANS.
I GAVE YOU A GOOD PLAN ABOUT RANDY BOWMAN, BUT NO ONE WANTS TO SAY ANYTHING.
I WANT TO KNOW THEIR TEST SCORES TO SEE IF IT'S REALLY WORKING.
CAN YOU DO THAT, PLEASE? I'M TALKING ABOUT THE SCHOOL BOARD MEMBER OVER SOUTH OAK CLIFF.
CAN YOU DO THAT? BECAUSE THOSE PEOPLE, THE PEOPLE LAST NIGHT DID NOT KNOW ANYTHING ABOUT THAT AND A LOT OF THE HEAD OF SCHOOL LEADERSHIP NEVER HEARD OF THEM UNTIL I TOLD YOU THAT.
IT'S A BIG THING RIGHT NOW AND WE REALLY WOULD WORK IF YOU DO IT.
YOU GOT TO CHANGE THAT ENVIRONMENT IMMEDIATELY.
OR IF NOT, YOU'LL BE TALKING ABOUT THIS FOREVER [INAUDIBLE].
PLEASE COME TO THE MICROPHONE.
MIKE HOOK AND ANTHONY PETERSON, FOLLOWED BY ANDREA [INAUDIBLE] AND ANNA CARRASCO.
AS USUAL, STOP ENSLAVING AND DEMEANING CITIZENS, TEACHERS AND OTHER EMPLOYEES.
THE NUMBER ONE COMMENT I GET FROM TEACHERS IS FEAR OF BEING FIRED.
TWO IS SO-CALLED TRUSTEES OPPRESSION, RETALIATION AND THREE IS DISRESPECT.
STOP YOUR TYRANNY OVER WHAT SHOULD BE EDUCATION.
YOU OBSTRUCT THE THREE R'S READING, WRITING, ARITHMETIC AND CRITICAL THINKING.
ONE STUDENT RECENTLY TOLD ME HE BELIEVES DISD SHOULD FOCUS ON COLLEGE SLASH WORKFORCE PREPAREDNESS AS A PRIORITY OVER THE THREE R'S. YOU HAVE MANY YOUNG PEOPLE BELIEVING DISD DOGMA STOP DELIBERATELY MISLEADING YOUNG PEOPLE.
THE THREE R'S READING, WRITING AND ARITHMETIC ARE THE BUILDING BLOCKS FOR ALL PREPAREDNESS PARENTS, TAXPAYERS, TEACHERS AND BUS DRIVERS.
YOU MUST STAND UP FOR REESTABLISHING THE THREE R'S.
YOUNG PEOPLE NEED US FOR OUR CARE, GUIDANCE AND PROTECTION.
YOUNGSTERS INNATELY SEEK AND NEED GUIDANCE.
STOP LETTING DISD DERAIL OUR YOUNGSTERS.
DISD'S BASIC REASON FOR EXISTING IS TEACHING THE THREE R'S.
THEY ARE FAILING AND HAVE BEEN FAILING AT THIS FOR DECADES.
[00:10:02]
THEY ARE DOING THIS AND WILL NOT STOP UNTIL WE UNITE ALL OF US AND INSIST ON OUR TEACHERS FREEDOM TO WRITE LESSON PLANS THAT ACCOMPLISH THE THREE R'S READING, WRITING AND ARITHMETIC.FOLKS LIKE NUMBER FIVE LIKE TO MAJOR IN EVERYTHING BUT READING, WRITING, AND MATH, SUCH AS HOOKING UP HIS BUDDIES WITH SIGNAGE OVER SCHOOLS LIKE KENNEDY CURRY MIDDLE SCHOOL.
ALSO, TEXAS GOVERNMENT IN GENERAL HAS ITS OWN, HAS ITS UNIPARTY ESTABLISHMENT DOING DATA, HARVESTING, AI, PREDICTIVE ANALYTICS AND PROFILING OF CITIZENS.
THIS VIOLATES CITIZENS RIGHTS TO PRIVACY.
GOVERNOR ABBOTT WON'T SPEAK UP ABOUT WHAT IS GOING ON IN TEXAS SCHOOLS BECAUSE HE'S PART OF IT.
NUMBER TEN, WOULD YOU TELL THE PARENTS HOW SOCIAL EMOTIONAL LEARNING MESHES BEAUTIFULLY WITH THIS BIG TECH, BIG MONEY CYCLE? NUMBER FIVE IS MAXI JOHNSON.
GOOD EVENING. MY NAME IS ANTHONY PETERSON.
PLEASE TAKE A CLOSE LOOK AT HOW BLACK EMPLOYEES HAVE BEEN SETBACK.
I'M NOT TALKING ABOUT THE DISTRICT ON JAY'S, COUSIN TOM'S, AND UNCLE BEN'S.
NOR AM I TALKING ABOUT THE SILENT PRIVILEGE.
I'M TALKING ABOUT THE BLACK, HARD WORKING NON ADMINISTRATIVE PROFESSIONALS, TEACHERS, BUS DRIVERS AND OTHERS THAT HAVE BEEN VICTIMIZED BY A RELENTLESS CULTURE OF RETALIATION, DISCRIMINATION AND RACISM, ALL STRATEGICALLY PLANNED BY THIS ADMINISTRATION AND PROTECTED BY THE UNETHICAL TEAM, UNETHICAL LEGAL TEAM THAT TAKES PRIDE IN PRACTICING THE NEW 21ST CENTURY JIM CROW CULTURE.
THIS NEW PHENOMENON IS NO LONGER MADE UP OF A GROUP OF ANGRY WHITE MEN.
BOARD OF TRUSTEES, COMPARE THE NUMBERS OF BLACK TEACHERS VERSUS THE NUMBER OF WHITE AND HISPANIC TEACHERS THAT HAD FILED A GRIEVANCE WRONGFULLY TERMINATED, AND OR HARASSED BY THE PRINCIPAL.
I AM ASKING THE BOARD OF TRUSTEES TO SERIOUSLY LOOK INTO THE DISTRICT'S LEGAL PRACTICE, INVESTIGATE THE OVERWHELMING, BIASED NUMBER OF BLACK EMPLOYEES, DISCIPLINE CASES THAT HAS THE NASTY STENCH OF CIVIL, ETHICAL, AND HUMAN RIGHTS VIOLATIONS.
IF YOUR FINDINGS SHOW THERE ARE DISTRICT POLICY VIOLATIONS THAT'S PRACTICED, CONSENTED AND SILENTLY ORCHESTRATED BY THIS DISTRICT'S LEGAL DEPARTMENT AND BY THE ADMINISTRATION, THEN SWIFTLY TAKE ACTION AND REQUEST THE TERMINATION OF THE CHIEF OF HUMAN CAPITAL MANAGEMENT AND ALL EXECUTIVES THAT ARE DIRECTLY INVOLVED IN THIS PLANNED MISTREATMENT OF BLACK EMPLOYEES.
THIS INCLUDES ASKING THE SUPERINTENDENT TO STEP DOWN.
IT'S CALLED ULTIMATE ACCOUNTABILITY AND LAST TRUSTEES.
YOU ARE AWARE OF THE 21ST CENTURY PUBLIC LYNCHING THAT TOOK PLACE ON SEPTEMBER THE 11TH AT 9400, THAT INVOLVED A 73 YEAR OLD BLACK MALE BUS DRIVER THAT WAS ASKED TO COME AND SIGN PAPERS, NOT KNOWING THAT HE WAS TRICKED AND WOULD BE IMMEDIATELY AND UNFAIRLY ARRESTED BY DISD POLICE.
WHO AUTHORIZED THE DISTRICT'S POLICE, LEGAL AND HR DEPARTMENT TO CARRY OUT THIS INSENSITIVE, UNWARRANTED ACT? HAVE THIS TRICK BEEN PLAYED ON HISPANIC OR WHITE EMPLOYEES? BLACK AND BROWN? YEAH, RIGHT.
THANK YOU. THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE.
[INAUDIBLE] AND ANNA CARRASCO, FOLLOWED BY JEFFREY KING AND MARY A HOSKINS.
MY NAME IS ANA LORENA CARRASCO.
I AM THE EXECUTIVE DIRECTOR FOR AVANCE-NORTH TEXAS.
[00:15:07]
PAST 28 YEARS, THANKS TO YOUR GENEROSITY.WE HAVE SERVED OVER 50,000 INDIVIDUALS SINCE 1996.
OUR GOAL FOR THIS YEAR IS TO SERVE 2000 MORE AVANCE, WHICH MEANS ADVANCE OUR PROGRESS, SERVE AS TRUSTED GUIDE TO ASSIST FAMILIES WITH YOUNG CHILDREN IN OVERCOMING ISOLATION AND LACK OF OPPORTUNITY.
USING OUR UNIQUE TWO LANE APPROACH.
WE HELP PARTICIPANTS TO BECOME THE BEST PARENTS, EMPLOYEES AND CITIZENS CITIZENS THEY CAN BE.
IN 1996, AVANCE STARTED IN DALLAS, SERVING 35 FAMILIES IN AT ONE DALLAS ISD ELEMENTARY SCHOOL.
28 YEARS LATER, WE ARE IN 35 LOCATIONS IN DALLAS, GARLAND, AND FORT WORTH ISD AND FORWARD.
24 OF THEM ARE IN DALLAS ISD ELEMENTARY SCHOOLS IN OAK CLIFF, PLEASANT GROVE, AND NORTH DALLAS.
I AM HAPPY TO SHARE THAT LAST YEAR, 95% OF GRADUATING CHILDREN MET OR EXCEEDED DEVELOPMENTAL AGE APPROPRIATE GOALS BY THE END OF THE PROGRAM, IN ADDITION, TO 85% OF GRADUATED PARENTS DEMONSTRATED AN INCREASE IN POSITIVE PARENT CHILD INTERACTION AND 71% INCREASE IN THEIR SCHOOL READINESS KNOWLEDGE.
WE ENVISION A WORLD WHERE ALL CHILDREN AND FAMILIES HAVE EQUITABLE ACCESS TO RESOURCES AND OPPORTUNITIES TO REACH THEIR FULLEST POTENTIAL. TRANSFORMING THE COMMUNITY IN WHICH WE LIVE.
THANK YOU FOR YOUR UNWAVERING SUPPORT.
THANK YOU. WILL, THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE.
JEFFREY KING AND MARY A HOSKINS, FOLLOWED BY SHEILA WALKER AND ARTHUR FLEMING.
GOOD EVENING, RESPECTED BOARD MEMBERS.
MY NAME IS GEOFFREY KING, AND I REPRESENT AND I REPRESENT OUR [INAUDIBLE].
WE BUILD TOWERS CELL TOWERS AROUND THE COUNTRY.
OUR PORTFOLIO IS ABOUT A 1250 PLUS TOWERS.
WE MANAGE OUR OWN TOWERS AS WELL AS OTHER SMALL PORTFOLIOS AROUND THE COUNTRY.
IT'S A WAY TO BRING THEM REVENUE AND BRING CARRIERS INTO THE COMMUNITIES.
WE FOUND THAT THE URBAN COMMUNITIES ARE STILL UNDERSERVED IN TERMS OF CONNECTIVITY.
WE'VE BEEN WORKING WITH DALLAS ISD FOR ABOUT THE LAST TWO AND A HALF YEARS ON TRYING TO RESOLVE AN AGREEMENT OR TO COME TO AN AGREEMENT WITH DALLAS ISD. THERE'S OVERWHELMING INTEREST FROM THE CARRIERS ON MANY DALLAS ISD PROPERTIES TO BUILD, BUT WE HAVE NOT BEEN ABLE TO GET OVER THE AGREEMENT STAGE.
SO WE WOULD LIKE TO ASK SOMEONE AT DALLAS ISD TO HELP US TO GET SOME SUPPORT AND SOME INTEREST TO GET THE AGREEMENT PAST THE REVIEW STAGE AND MOVE FORWARD.
THANK YOU. WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
MARY A HOSKINS AND SHEILA WALKER, FOLLOWED BY ARTHUR FLEMING AND THOMAS [INAUDIBLE].
SHEILA WALKER, FOLLOWED BY ARTHUR FLEMING.
GOOD EVENING, SUPERINTENDENT AND BOARD OF TRUSTEES.
I'M SHEILA WALKER, THE PROUD PRESIDENT OF NEA DALLAS.
TONIGHT, I COME AND ASK FOR THE BOARD TO LOOK AT A COUPLE OF REGULATION AND OR BOARD POLICIES.
THE FIRST REGULATION IS A DCD REGULATION.
I KNOW LAST YEAR WE PASSED THIS REGULATION FOR AT WILL EMPLOYEES.
BUT I NEED THE BOARD TO LOOK AT SOME OF THIS LANGUAGE.
[00:20:05]
IF AN EMPLOYEE HAS PERFORMANCE DEFICIENCY, THE DISTRICT MAY BUT NOT REQUIRED TO ENGAGE IN PRACTICE A PROGRESSIVE PERFORMANCE COACHING TO ADDRESS PERFORMANCE. WHAT I WOULD LIKE TO SEE IS THAT THIS CHANGES TO A POLICY AND WE TAKE OUT MAY AND BUT BECAUSE WHAT'S GOING ON CAMPUSES ADMINISTRATORS OR BUS DRIVERS OR LOT SUPERVISORS.THEY DON'T. THEY'RE NOT EVEN LOOKING AT THIS.
THEY JUST AUTOMATICALLY YOU'RE AT WILL EMPLOYEE.
THE NEXT ONE IS A POLICY THAT WAS UPDATED IN 2021 WHERE IT TALKS ABOUT EMPLOYEES NOT HAVING THIS IS WHAT IT SAYS. EMPLOYEE ORGANIZATIONS OR THEIR REPRESENTATIVES DO NOT HAVE THE AUTHORITY TO ATTEND DISCIPLINARY MEETINGS OR REPRESENT DISTRICT EMPLOYEES DURING A DISCIPLINARY MEETING.
WE ARE ASKING IF WE IF WE'RE ASKED TO, IF WE ARE BE ALLOWED TO SIT IN WITH OUR EMPLOYEE AND IF WE DON'T, IF WE CAN'T SAY ANYTHING, WE JUST WANT TO SIT THERE SO THEY CAN HAVE SUPPORT. EMPLOYEES ARE FEELING THREATENED ON THESE CAMPUSES OR BUS LOTS BECAUSE THEY'RE OUTWEIGHED ON THE CAMPUSES.
I'VE EVEN NOTED THAT ONE INSTANCE WHERE AN EMPLOYEE HAD SEVEN PEOPLE ON THE OTHER SIDE OF THE TABLE, YOU HAVE THE PARENTS, THE POLICE, EVERYBODY, AND ONE EMPLOYEE.
SO I DON'T THINK IT'S FAIR THAT THEY THEY HAVE TO GO IN A ROOM BY THEMSELVES WITHOUT ANY SUPPORT AND I'M ASKING THAT THE BOARD WOULD RELOOK AT THIS AND ALLOW FOR UNION REPRESENTATION WHILE WE REPRESENT OUR MEMBERS, BECAUSE THE ONLY THING WE'RE DOING IS ASKING FOR EMPLOYEES TO BE TREATED FAIR.
SO THOSE ARE THE TWO THINGS THAT I WANT TO ASK YOU TO LOOK AT.
IF YOU WANT TO MEET WITH ME OR MEET WITH OUR TEAM AT NEA DALLAS.
WILL THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE ARTHUR FLEMING AND THOMAS [INAUDIBLE].
HELLO, I'M ARTHUR FLEMING, PAST PRESIDENT OF NAACP DALLAS AND ALSO A PAST DISD TEACHER.
SOME YEARS AGO, WE HAD A THING CALLED THE DESEGREGATION ORDER.
RON PRICE AT THE TIME, AND CASEY THOMPSON, NAACP PRESIDENT, THEY GAVE UP THE ORDER AND WHAT THE ORDER, WHAT THE ORDER DID WAS IT GAVE AFRICAN AMERICANS EDUCATIONAL SUPPORT.
WE WERE PROMISED MANY THINGS, BUT NOTHING HAS HAPPENED.
ALL OUR NUMBERS ARE I MEAN, WE'RE DOING WORSE THAN ANYBODY.
NOW I'M HEARING THAT WE'RE HAVING PROBLEMS RETAINING BLACK TEACHERS, AND I AND WHAT THE QUESTION I WANT TO ASK IS, WHY IS THAT? WE HAVE SPECIAL PROGRAMS TO RETAIN HISPANIC TEACHERS.
I MEAN, WE WENT OVERSEAS AND GOT HISPANIC TEACHERS AND RETAINED THEM.
SO WHAT'S UP WITH THAT? I'D LIKE TO REQUEST THAT WE SEE THE NUMBERS.
WHAT ARE THE NUMBERS OVER THE LAST 3 OR 4 YEARS? BECAUSE I'M HEARING THAT THEY'RE PRETTY BAD AS FAR AS AFRICAN-AMERICAN HIRING AND THE SYSTEM THAT YOU ALL HAVE OF OF HIRING.
PRETTY MUCH. SO IF YOUR POLITICS AIN'T GOOD OR IF YOUR PERSONAL SKILLS AIN'T GOOD, YOU'RE NOT GOING TO STAY IN THE SYSTEM AND SO I JUST THINK THAT THE SYSTEM THAT YOU ALL ARE USING, MAYBE NOT INTENTIONALLY, BUT IT IS DISCRIMINATORY AND I'M GOING TO BE TALKING TO THE FOLKS THAT ARE AFFECTED AND TELL THEM, HEY, YOU KNOW, YOU NEED TO HAVE THE DEPARTMENT OF EDUCATION COME IN AND LOOK AND SEE WHAT EXACTLY IS THIS SYSTEM DOING? IS IT FAIR? IS IT ACTUALLY PROVIDING THE SERVICES THAT WE NEED? YOU KNOW, WE HAVE AFRICAN-AMERICAN STUDENTS IN THIS DISTRICT THAT NEED JUST AS MUCH ATTENTION AS ANY OTHER KIDS IN THE DISTRICT.
SO I'M HOPING THAT YOU ALL WILL LOOK AT THE NUMBERS.
WE'LL BE REQUESTING THEM, AND THEN LET'S LOOK AND SEE WHAT YOU ALL ARE DOING, BECAUSE WHAT I'M HEARING, THE TYPE OF THINGS YOU ALL ARE DOING, THE KIND OF YOU KNOW, AUTHORITARIAN TYPE OF STUFF.
[00:25:02]
DOING. AND SO I'M SAYING WE NEED Y'ALL TO FIGHT THE GOVERNOR, NOT WORK.SO IF YOU WANT TO WORK WITH A FASCIST.
THANK YOU. WITH THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONES.
THOMAS [INAUDIBLE] AND [INAUDIBLE].
GOOD AFTERNOON, I'M THOMAS [INAUDIBLE].
I'M A TEACHER AT SAMUELL HIGH SCHOOL.
I AM NOT GIVING THE SPEECH THAT I HAD INTENDED TO GIVE TODAY.
I MEANT TO TALK TO YOU ALL ABOUT CHOIR, AS I HAVE FOR THE LAST COUPLE OF MONTHS.
SOME STUDENT BROUGHT A GUN TO OUR CAMPUS LAST WEEK.
BUT THIS IS A SYMPTOM OF A LARGER PROBLEM.
SO THAT'S WHAT I WANT TO TALK TO YOU ABOUT TODAY IS CAMPUS SAFETY AND SECURITY.
I JUST GOT OUT OF A FACULTY MEETING WHERE ALL THE TEACHERS AND STAFF WERE RETRAINED ON HOW TO DO ENTRY MORNING PROCEDURES, CHECKING BAGS AND HAVING THE KIDS GO THROUGH THE METAL DETECTORS, AFTER WHICH WE WERE ASKED TO SIGN A DECLARATION OF UNDERSTANDING.
ANTI-SOCIAL BEHAVIOR SUCH AS BRINGING GUNS TO SCHOOL, WEAPONS, FIGHTING, BULLYING.
THESE THINGS ARE SYMPTOMS OF DEEPER PROBLEMS. WE NEED MORE RESOURCES FOR COUNSELORS, FOR SOCIAL WORKERS, OUR KIDS.
WE HAVE KIDS WITH PTSD FROM LIVING IN EXTREME POVERTY.
WE NEED. WE HAVE ONE SOCIAL WORKER WHO'S SPLIT BETWEEN US AND ONE OTHER CAMPUS.
SHE DOES TERRIFIC WORK, BUT SHE'S SPREAD TOO THIN.
WE NEED MORE MENTAL HEALTH SUPPORTS FOR THESE STUDENTS.
WE NEED CONFLICT RESOLUTION TRAINING FOR THESE STUDENTS.
WE HAD DONE SOME GOOD WORK LAST YEAR.
IT. I DON'T THINK IT WAS PROPERLY DIFFERENTIATED FOR THE HIGH SCHOOL STUDENTS.
THEY FOUND IT VERY JUVENILE AND A LOT OF THEM TUNED IT OUT.
BUT IT'S A GOOD IDEA AND WE SHOULD RESUME AND WE SHOULD KEEP DOING IT AND WE SHOULD DO IT IN A WAY THAT IS RESPONSIVE TO THE NEEDS OF THE COMMUNITY, TO THE MATERIAL CONDITIONS THAT THESE KIDS ARE LIVING UNDER.
WE HAVE TO DO MORE COMMUNITY BUILDING.
EVERY SINGLE KID WHO COMES INTO THOSE DOORS NEEDS TO KNOW THAT THEY BELONG HERE.
WE NEED TO IDENTIFY THESE KIDS WHO ARE ALIENATED.
YOU KNOW, WE HAVE A PROGRAM AT OUR SCHOOL CALLED I THINK BAM AND WOW THAT THEY DO GOOD WORK.
PERHAPS WE COULD EXPAND THAT PROGRAM TO INCLUDE MORE STUDENTS.
I THINK THE CHOIR GOES A LONG WAY TOWARDS BUILDING COMMUNITY AND DRAWING KIDS IN AND MAKING THEM FEEL LIKE THERE IS SOMETHING THEY CAN LOOK FORWARD TO WHEN THEY COME TO SCHOOL. I DON'T KNOW WHAT ELSE TO SAY.
THANK YOU. WELL, OUR FINAL SPEAKER, PLEASE COME TO THE MICROPHONE.
THANK YOU FOR THE OPPORTUNITY TO ADDRESS YOU TODAY.
I AM HERE BECAUSE I CARE ABOUT THE STUDENTS AND SOMETHING IS WRONG BY COMING HERE.
I AM ASKING THIS BECAUSE IT IS INFORMED BY DENIED ADA ACCOMMODATIONS AND A REJECTION OF ALTERNATIVES THAT I HAVE PROPOSED TO THE DISTRICT, SUCH AS TEACHING COURSES THAT I AM ACTUALLY QUALIFIED FOR, SUCH AS DUAL CREDIT, FOR WHICH I HAVE AN MFA.
SUGGESTIONS FROM THE DISTRICT OF HOW TO MAKE THIS ASSIGNMENT WORK AS I WAS EXCESSED INCLUDES SUGGESTIONS THAT I SHOULD ARRIVE EARLY OR LEAVE LATER WHEN I MENTION THE UNSUSTAINABLE THREE HOUR DAILY COMMUTE ROUND TRIP AND ITS EFFECT ON MY HEALTH AND TREATMENT PLANS.
I AM SIMPLY UNQUALIFIED TO TEACH HIM AND THE DISTRICT KNOWS THIS AND HAS KNOWN THIS.
[00:30:06]
WITH RELAXED RULES THAT THE STATE OF TEXAS.MORE THAN THE STATE OF TEXAS WOULD NORMALLY PERMIT.
OUR UNQUALIFIED TEACHERS BEING PLACED IN CLASSROOMS AND ARE WE COMPROMISING THE QUALITY OF EDUCATION FOR OUR STUDENTS IN DOING SO? IS THIS A MECHANICAL ERROR, OR IS THIS HOW THE MACHINE IS SUPPOSED TO WORK? IF SO, THIS IS JUST NOT MY ISSUE, BUT ONE THAT SHOULD BE OF CONCERN FOR EVERY PARENT, STUDENT, AND TAXPAYER IN THE DISTRICT.
THE UNWILLINGNESS TO PROVIDE TRANSPARENCY AND MY QUALIFICATION UNDERMINES THE TRUST PLACED IN US AS EDUCATORS, AND IT COMPROMISES THE INTEGRITY OF THE ENTIRE SYSTEM.
EVERY ALTERNATIVE THAT I'VE PRESENTED HAS BEEN REJECTED.
PRESIDENT CARRION, THIS CONCLUDES OUR SPEAKERS.
TRUSTEES, WE WILL NOW TURN TO AGENDA ITEM SIX ON OUR AGENDA A SUPERINTENDENT'S REPORT.
TRUSTEES. IT'S NOW TIME FOR SUPERINTENDENT'S REPORT.

WE'LL NOW TURN TO AGENDA ITEM SEVEN, APPROVAL OF THE MINUTES 7.01.
[7. APPROVAL OF MINUTES]
CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE MINUTES SUBMITTED FOR APPROVAL.TRUSTEES, THE FOLLOWING MINUTES HAVE BEEN SUBMITTED FOR APPROVAL.
AUDIT COMMITTEE MEETING FROM MAY 1ST, 2024 AUDIT COMMITTEE MEETING FROM MAY 15TH, 2024 EMPLOYEE HEARING FROM SEPTEMBER 12TH, 2024 EMPLOYEE HEARING FROM SEPTEMBER 26TH, 2024 AT 4:30PM AND EMPLOYEE HEARING FROM SEPTEMBER 26TH, 2024 AT 4:35PM AND BOARD MEETING FROM SEPTEMBER 26TH, 2024.
TRUSTEES, DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.
IT'S BEEN MOVED BY TRUSTEE MACKEY.
TRUSTEES, ARE THERE ANY CORRECTIONS TO THE MINUTES? OKAY. TRUSTEE SEEING NONE.
TRUSTEES, PLEASE CAST YOUR VOTES.
OKAY. TRUSTEES, YOU'VE JUST ADOPTED THE MOTION APPROVING THE MINUTES AS SUBMITTED.
TRUSTEES WILL NOW MOVE TO AGENDA ITEM EIGHT.
[8. STATUTORY ITEMS WHICH MAY APPROPRIATELY COME TO THE ATTENTION OF THE BOARD]
STATUTORY ITEMS WHICH MAY COME BEFORE THE BOARD.SPECIFICALLY, WE'LL MOVE TO AGENDA ITEM 8.01.
CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE OPTION ONE OR OPTION TWO OF THE A OF THE 89TH LEGISLATIVE AGENDA AND PROPOSED PRIORITIES TRUSTEES YOU HAVE RECEIVED ON AT YOUR DESK HERE TWO OPTIONS FOR OUR LEGISLATIVE PRIORITIES.
AS YOU RECALL, WE HAD A BOARD WORKSHOP ON THIS AT OUR LAST BOARD MEETING.
WE HAVE TWO OPTIONS THAT WE CAN ADOPT FROM FOR OUR 89TH LEGISLATIVE AGENDA AND PROPOSED PRIORITIES.
OPTION TWO INCLUDE THE BOARD'S RECOMMENDATIONS BUT ALSO ADDS AN ADDITIONAL PRIORITY.
THERE ARE AGAIN TWO COPIES OF THE OPTIONS AVAILABLE TO YOU AT YOUR SEATS.
TRUSTEES, DO I HAVE A MOTION? MR. PRESIDENT, I MOVE TO APPROVE OPTION TWO OF THE 89TH LEGISLATIVE AGENDA AND PROPOSED PRIORITIES.
SECOND. TRUSTEES, IT HAS BEEN MOVED BY TRUSTEE MACKEY.
TRUSTEES. IS THERE DISCUSSION? YES. TRUSTEE MACKEY.
THE REASON I MOTIONED FOR OPTION TWO WAS TWOFOLD.
WHILE I DO LIKE THE CLEANLINESS OF OPTION ONE JUST BEING FOUR BIG BUCKETS HERE, I JUST FUNCTIONALLY THINK THE IF I'M LOOKING AT OPTION ONE, THE TWO ON THE TOP, ADJUSTING ALL SCHOOL FUNDING FOR INFLATION AND FUTURE SCHOOL FUNDING FOR THE RATE OF INFLATION AND INCREASING CATEGORICAL RATES.
WHILE THESE ARE DIFFERENT WAYS AT IT, THESE ARE BOTH ABOUT FUNDING OUR SCHOOLS.
SO IT MAKES SENSE TO ME TO COMBINE THEM INTO ONE.
I THINK WE COULD PROBABLY CLEAN THIS UP SO IT'S A LITTLE EASIER RATHER THAN LIKE LISTING OUT EVERY SINGLE CATEGORICAL WEIGHT BECAUSE YOU'RE GOING TO WE'RE GOING TO MAKE THAT POINT ANYWAYS. YOU CAN MAKE IT A LITTLE CLEANER AND I DO THINK AND I APPRECIATE BECAUSE THE REST OF IT'S ALL HERE THREE AND 4K PRE-K THREE AND FOUR FUNDING, TEACHER COMPENSATION AND RETENTION. BUT ADDITIONALLY, THE ADDITION OF SCHOOL SAFETY, WHICH IS CURRENTLY AN UNFUNDED MANDATE, IS TOP OF MIND.
SO THAT'S WHY I RECOMMENDED THIS ONE.
SO BEFORE WE MOVE FORWARD, I'D LIKE TO UNDERSTAND WHY THE ADMINISTRATION CAME WITH AN OPTION TWO.
BEFORE WE START TALKING ABOUT WHAT WE'RE GOING TO DO.
DOCTOR DO YOU WANT TO GO AHEAD AND START THAT RESPONSE? ABSOLUTELY. SO WE TOOK IN ALL OF THE CONVERSATIONS THAT HAPPENED AT THE LAST BRIEFING EARLIER THIS
[01:05:07]
MONTH AND ALSO LISTEN TO SOME OF OUR ORGANIZATIONS SUCH AS TSA TEXAS URBAN COUNCIL, AND FROM ALL OF FROM GATHERING ALL OF THAT INFORMATION.WE THOUGHT IT WOULD BE ADVANTAGEOUS FOR US TO PUT ALL OF THE FUNDING UNDER ONE UNDER ONE PRIORITY AND THAT WAS SOMETHING THAT WAS ALSO DISCUSSED WITH SOME TRUSTEES.
I THINK TRUSTEE MICCICHE MENTIONED IT TOWARD THE END OF OUR CONVERSATION.
WHAT OTHER TRUSTEES, DID YOU HAVE A CONVERSATION WITH BEFORE YOU BROUGHT THIS FORWARD? THIS WAS JUST US LISTENING TO YOUR ALL'S CONVERSATION THAT DAY.
THIS WAS NOT INDIVIDUAL CONVERSATIONS AND WE CAN BE BRIEF ON THIS.
NONE OF THE ORIGINAL OPTION ONE IS NOT INCLUDED IN OPTION TWO.
IT WAS SIMPLY A WAY TO ENSURE THAT THERE WAS SOME INVOLVEMENT OF THE REPETITIVENESS OF SOME OF THE FUNDING CATEGORIES THAT WE BROUGHT TOGETHER, AND THAT WAS THE PURPOSE AND ENSURING THAT WE DID, IN FACT, HAVE SPECIFICALLY THAT OPTION ONE WHERE WE HAD ENGAGED IN YOU ALL, PROVIDING JUST FROM THE GENERATED LIST THE PRIORITIES AND ENSURING THAT IN OPTION TWO, THOSE WERE THERE AND OF COURSE, WE SERVE AT THE WILL OF THE MAJORITY OF THE BOARD.
SO PAM, IN OPTION ONE, IT SPECIFICALLY TALKED ABOUT PRE-K THREE AND PRE-K FUNDING.
CAN YOU SHOW ME WHERE THAT IS ON OPTION TWO? ON OPTION TWO IT'S THE SECOND.
I SEE IT NOW AND TRUSTEE FOREMAN JUST SO THAT, YOU KNOW, I DIDN'T SPEAK TO ANYBODY SEPARATELY.
I JUST KIND OF WANT TO ECHO SOME OF THE SAME THOUGHTS.
TO ME, INCREASE ALL SCHOOL FUNDING AND INCREASE CATEGORICAL WEIGHTS IS DUPLICATIVE.
YES. BECAUSE I DO THINK I AGREE WITH TRUSTEE MACKEY THAT I THINK WE CAN SHORTEN SOME AND I, I DON'T NECESSARILY NEED TO WORDSMITH IT NOW, AND SO I WON'T DO THAT, BUT HAPPY TO TALK ABOUT IT AT SOME POINT IF YOU'RE INTERESTED IN THAT.
BUT I ALSO VERY MUCH APPRECIATE ADDING SCHOOL FUNDING AS A SEPARATE CALLED OUT ITEM.
THAT'S A VERY CRITICAL UNFUNDED MANDATE.
AND SO I APPRECIATE THAT WE'RE WORST.
AND YOU'RE TALKING ABOUT SCHOOL SAFETY, CORRECT? TRUSTEE. CORRECT. DID I SAY SOMETHING DIFFERENT? YOU SAID SCHOOL FUNDING. WELL, SCHOOL FUNDING IS IMPORTANT TOO.
BUT SAFETY IS WHAT I WAS TALKING.
I GUESS ONE OF MY QUESTIONS WAS BECAUSE I THOUGHT WE HAD COMPACTED EVERYTHING WHEN WE HAD IT LISTED ON THE WORKSHOP, BUT I GUESS ONE OF MY, ONE OF MY QUESTIONS ALSO IS THIS, I MEAN, BECAUSE OPTION TWO IS, IS WHAT I THOUGHT WE DID AFTER WE GOT THROUGH PUTTING THEM TOGETHER AND WE WERE ASKED, WOULD YOU MIND MOVING THIS HERE AND THAT THERE? I THOUGHT THAT'S WHAT WE WERE DOING ANYWAY.
BUT AS FAR AS THE THE COMMENT, DESPITE DESPITE ELIMINATING 250 STAFF POSITIONS, WHAT IS THE DEFINITION OF STAFF? IS THAT JUST.
OKAY, BECAUSE I WASN'T I WASN'T SURE YOU KNOW WHO WAS INCLUDED IN STAFF, WHETHER IT WAS ACTUALLY CAMPUS STAFF OR ADMINISTRATIVE STAFF OR WHAT HAVE YOU. IT'S ANY AND ALL BUDGETED FTES, WHETHER THEY'RE CAMPUS OR CENTRAL.
I GUESS I JUST THOUGHT THAT THERE WERE MORE.
BUT I THINK EVERYTHING THAT WE WERE DISCUSSING IS INCLUDED AND I ALSO APPRECIATE THE NUMBERS THAT HAVE BEEN INCLUDED AS WELL.
THAT SOME OF IT WE MENTIONED THEN, BUT I'M DEFINITELY IN FAVOR OF OPTION TWO.
THANK YOU. I ALSO AGREE THAT OPTION TWO IS THE BETTER VERSION AND IN PARTICULAR FOR ADDING THAT ADDITIONAL ITEM, INCREASING FUNDING FOR SCHOOL SAFETY AND I DO AGREE WITH TRUSTEE CURRIE ABOUT MAYBE CONSOLIDATING
[01:10:09]
OR SHORTENING OR OPTION TWO.THE FIRST ITEM KEEP IN MIND THAT IF WE'RE CALLING FOR ALL SCHOOL FUNDING TO BE INCREASED TO THE 29 LEVELS WITH AN INFLATION ADJUSTMENT, THAT IS GOING TO BE SOMEWHERE IN THE NEIGHBORHOOD OF A 20% INCREASE IN FUNDING.
SO THAT I THINK THAT ALONE REALLY ACCOMPLISHES A LOT OF THESE PARTICULAR ITEMS. SO MAYBE JUST BE IN THE WAY WE PRESENT IT.
RIGHT NOW, IT HAS EVERYTHING WE LIKE AND IT HAS ALL THE SUBSTANCE.
BUT THE PRESENTATION IS A LITTLE, I THINK BUMPY.
THE ONLY OTHER THING THAT I THINK IS MISSING IS IT RELATES TO ACCOUNTABILITY FOR TAXPAYERS? I MEAN, I THINK THE BOARD I GUESS I CAN'T SPEAK FOR EVERYONE, BUT I THINK THAT MANY OF US ARE STILL OPPOSED TO VOUCHERS.
MANY OF US SEE THAT VOUCHERS, YOU KNOW, ARE BECOMING A MORE LIKELY POSSIBILITY THAN THEY HAD BEEN IN THE PAST AND I THINK IT WOULD BE GOOD FOR US TO SEND A MESSAGE THAT ACCOUNTABILITY TO TAXPAYERS REQUIRES THAT ANY PRIVATE SCHOOL OR HOME SCHOOL THAT RECEIVES A VOUCHER OR ESSAY OR WHATEVER THE EUPHEMISM IS, IF ANY, ONE OF THOSE SCHOOLS RECEIVES TAXPAYER MONEY THAT THE THAT SCHOOL SHOULD BE SUBJECT TO THE SAME ACCOUNTABILITY REQUIREMENTS THE SAME STAAR TESTING AND THE SAME A THROUGH F SYSTEM THAT'S IN PLACE.
SO I WOULD SUGGEST THAT WE CONSIDER ADDING A LANGUAGE THAT SAYS SOMETHING ALONG THE LINES OF ANY SCHOOL OR EDUCATIONAL ENTITY THAT RECEIVES PUBLIC FUNDS SHOULD BE HELD TO THE SAME ACCOUNTABILITY STANDARDS FOR STUDENT OUTCOMES, FISCAL PERFORMANCE, OPEN RECORDS AND MEETINGS AND STUDENT SERVICES.
IT'S KIND OF ROUGH LANGUAGE, BUT IT WOULD BE BASICALLY ADDING ANOTHER ITEM THAT WOULD SAY ANY SCHOOL OR EDUCATIONAL ENTITY THAT RECEIVES PUBLIC FUNDS SHOULD BE HELD TO THE SAME ACCOUNTABILITY STANDARDS FOR STUDENT OUTCOMES, FISCAL PERFORMANCE, OPEN RECORDS MEETINGS ACT AND STUDENT SERVICES AND I WOULD OFFER THAT AS AN AMENDMENT, AS AN ADDITIONAL ITEM TO ENUMERATE IN OPTION TWO.
IS THAT ANYONE FIRST TRUSTEE JOHNSON JOHNSON.
I WANT TO THANK TRUSTEE MICCICHE. I CONCUR WITH EVERYTHING THAT TRUSTEE MICCICHE JUST SAID.
PUBLIC FUNDS BELONG IN PUBLIC SCHOOLS.
SO WE'RE VERY BEEN VERY LOUD ABOUT THAT AND WE CONTINUE TO BE VERY STRONG AND LOUD ABOUT THAT.
SO THANK YOU, TRUSTEE MICCICHE, FOR WHAT YOU JUST SAID, I CONCUR.
OKAY. SO I JUST WANT TO BE CLEAR WAS THAT A SECOND TO.
I'M SORRY. WHAT I MEANT TO SAY WAS THERE A TRUSTEE MICCICHE OFFERED A MOTION.
WAS THAT A SECOND? YEAH. OKAY.
SO, TRUSTEES, WE HAVE A MOTION ON THE FLOOR AND THEN MISS MATTHEWS BRIDGES, IF YOU.
IF THERE'S NO DISSENSION ON THE BOARD, I WILL AMEND MY MOTION TO INCORPORATE TRUSTEE LANGUAGE.
OKAY. ARE THERE ANY OBJECTIONS TO AMENDING THE LANGUAGE? OKAY. HEARING NONE.
THEN CAN CAN WE HAVE IT REPEATED SINCE IT'S BEEN MODIFIED? YES. THANK YOU.
WHO HAS THE LANGUAGE? GO AHEAD. YEAH.
SO THE ADDITION WOULD BE ANOTHER BULLET POINT THAT WOULD SAY ANY SCHOOL OR EDUCATIONAL ENTITY THAT RECEIVES PUBLIC FUNDS SHOULD BE HELD TO THE SAME ACCOUNTABILITY STANDARDS FOR STUDENT OUTCOMES, FISCAL PERFORMANCE.
OPEN RECORDS, MEETINGS AND STUDENT SERVICES.
[01:15:02]
TRUSTEE'S THAT'S NOW THE MOTION BEFORE THE FLOOR.YES AND THEN I WAS NOT AWARE THAT WE ARE OPERATING WITH $186 MILLION DEFICIT.
THAT'S WHAT THE BUDGET THAT YOU APPROVED LAST YEAR.
THIS BUDGET IS $186 MILLION DEFICIT.
OKAY AND THE 250 STAFF POSITIONS DURING THE LAST TWO YEARS, THOSE WERE ADMINISTRATIVE STAFF.
OR WAS THAT SCHOOL WAS THAT TEACHERS? I'M GOING TO HAVE CHIEF ROBERT ABEL GIVE HE HAS A SPECIFIC.
THANK YOU ACCOUNTABILITY FOR THAT.
SO SO THAT'S OVER A TWO YEAR PERIOD.
DO WE KNOW HOW MANY WE CUT THIS YEAR? I CAN GET THAT INFORMATION FOR YOU.
I DON'T HAVE IT OFF THE TOP OF MY HEAD.
I'M SORRY. CAN YOU GET THAT FOR ME, PLEASE? THANK YOU.
THINK TRUSTEE MICCICHE IS DRAFT.
ARE YOU DRAFTING IT RIGHT NOW AS WE SPEAK? YEAH. I WAS GOING TO PUT ACCOUNTABILITY TO TAXPAYERS, BUT I KIND OF LIKE THE LANGUAGE YOU SUGGESTED PUBLIC ACCOUNTABILITY FOR PUBLIC DOLLARS OR PUBLIC FUNDS.
WELL, AND AGAIN, I'M PERSONALLY NOT OFFENDED IF THE ADMINISTRATION AND SOMEONE SMARTER THAN ME GOES, HEY, THIS IS A BETTER WAY TO MARKET THIS OR TO BE ABLE TO MAKE THIS PITCH AND WANTS TO CHANGE AS LONG AS THE CENTRAL MESSAGE THAT WE APPROVE TODAY IS SECURE.
OKAY. SO I MEAN, JUST TO MAKE IT OFFICIAL, I WOULD INCORPORATE THAT INTO THE AMENDMENT THAT I OFFERED AND TRUSTEE JOHNSON, IF YOU AGREE, IF YOU WOULD SECOND.
SO I THINK RATHER THAN DOING AN AMENDMENT.
YEAH. THERE WERE NO OBJECTIONS TO THE AMENDMENT THAT WAS OFFERED.
SO TRUSTEE JOHNSON SO TRUSTEE CURRIE, YOU CURRENTLY HAVE SECOND ROUND QUESTIONS ON THE MOTION BEFORE THE FLOOR, WHICH IS WITH THE AMENDMENT AS OFFERED ADDING A SIXTH BULLET POINT REGARDING PUBLIC ACCOUNTABILITY.
FOR TAX DOLLARS? NO. I WAS JUST SIMPLY SUGGESTING A TITLE FOR THE NEW FIFTH BULLET THAT TRUSTEE MICCICHE HAS JUST PROPOSED.
I BELIEVE IF I'VE DONE THE MATH RIGHT.
YES. THAT WOULD BE THE FIFTH BULLET.
YEAH. I HAVE NO COMMENTS ON IT OTHER THAN TO SAY I THINK IT'S A GOOD IDEA.
ANY OTHER ANY OTHER DISCUSSION ON THE MOTION ON THE FLOOR, WHICH INCLUDES.
NOW THE WHAT IS THE FIFTH? PRIORITY OF ADDING THE ACCOUNTABILITY LANGUAGE.
I DON'T KNOW. I GUESS WHEN I BECAUSE ANY SCHOOL OR EDUCATION ENTITY THAT RECEIVES PUBLIC FUNDS SHOULD BE HELD TO THE SAME STANDARDS. I, I GUESS WHEN BECAUSE I ACTUALLY REMEMBER VOUCHERS BEING MENTIONED WHEN WE WERE DOING THE PLANNING.
I GUESS IT JUST DIDN'T END UP IN THE MIX HERE, BUT IT KIND OF SEEMS LIKE WE'RE NOT ADDRESSING VOUCHERS PUBLIC SCHOOLS, WHETHER YOU'RE CHARTER OR WHAT HAVE YOU GET FUNDS FROM THE STATE NOW AND I UNDERSTAND THAT. I MEAN, I SEE THAT THE POLICE CARS THAT THEY'RE NOW GETTING, THEY'RE HAVING TO GET LIKE, WE HAVE OUR OWN POLICE FORCE, THEY'RE DOING THAT.
BUT WHEN YOU HAVE VOUCHERS, THAT IS GOING TO TAKE MONEY AWAY FROM ISDS.
THAT'S WHAT THE VOUCHERS ARE GOING TO DO.
IT'S GOING TO AND I GUESS IT KIND OF SEEMS TO ME LIKE WE'RE LOSING THAT LANGUAGE IN THIS.
[01:20:08]
MONEY AND PUT IT IN EVEN PRIVATE SCHOOLS, JUST A MULTIPLE OF THINGS.I THINK THAT'S WHAT I'M FROM, WHAT WE'RE JUST DOING.
I THINK THAT'S WHAT I'M MISSING ON THIS.
I'M TRYING TO UNDERSTAND TRUSTEE WHITE'S CONCERN.
IS IT BASICALLY BECAUSE WHEN YOU SAY ANY OTHER ENTITY THAT COULD BE SOME ENTITY OUTSIDE OF PRIVATE SCHOOLS THAT ARE GETTING PUBLIC FUNDS FOR VOUCHERS.
I MEAN, I GUESS WHAT I'M LOOKING AT, THE FACT IS THAT WE DON'T HAVE VOUCHERS RIGHT NOW AND WE'RE TRYING NOT TO HAVE VOUCHERS AND I UNDERSTAND THAT, YOU KNOW, SCHOOLS ARE GETTING FUNDING, CHARTERS AND WHAT HAVE YOU.
THE ONLY THING THAT'S REALLY NOT IS THE PRIVATE SCHOOLS AND I KNOW THAT'S WHAT WE'RE TRYING TO ALSO FIGHT AGAINST MAKE SURE THAT FUNDS ARE NOT BEING SENT TO PRIVATE SCHOOLS AND THAT THEY CONTINUE.
WELL, MY PERSONAL OPINION, I NEED TO CONTINUE TO OPERATE THE WAY THEY'VE ALWAYS OPERATED, BUT I JUST THINK THE WORDING, WE I DON'T KNOW, IT JUST SEEMS LIKE WE'VE STRAYED AWAY A LITTLE FROM THE WORDING.
TO ME AS FAR AS MAKING SURE WE UTILIZE THE SAME TERMINOLOGY BECAUSE IT IS ACTUALLY WE'RE TRYING TO I MEAN, EVERYTHING THAT WE SEE IT ON, WE'RE FIGHTING AGAINST VOUCHERS, THE VOUCHER SYSTEM.
COULD WE? FOR CLARITY PURPOSES.
I'M SORRY. ONE SECOND. TRUSTEE JOHNSON TRUSTEE FOREMAN POINT OF INFORMATION.
I JUST WANT TO LISTEN TO MORE CONVERSATION, BECAUSE I THINK ALL SHE'S SAYING IS WE NEED TO STAY FOCUSED ON VOUCHERS INSTEAD OF THE UMBRELLA THAT WE'RE TRYING TO PAINT. I THINK THAT'S WHAT SHE'S SAYING.
TRUSTEE JOHNSON. SO I THINK WHAT TRUSTEE MICCICHE AND TRUSTEE LANCE WAS SAYING WAS, I TAKE IT THAT WE'RE FOCUSING ON THE VOUCHERS.
I THINK YOU'RE THE TITLE, THE HEADLINE OF THE TITLE THAT GOES UNDER HIS BULLET POINTS SUGGESTS THAT.
COULD YOU READ THAT AGAIN FOR CLARITY, WHAT YOUR HEADING WOULD BE RIGHT HERE? SURE. MAY I RESPOND? TRUSTEE. YES, ABSOLUTELY.
SO THE TITLE THAT I HAD WAS PUBLIC ACCOUNTABILITY FOR PUBLIC FUNDS, AND THEN TRUSTEE MICCICHE HAD HIS WORDING IS I POTENTIALLY HEAR WHAT TRUSTEE WHITE IS SAYING, AND I DON'T WANT TO SPEAK FOR TRUSTEE WHITE.
I WOULD PERSONALLY, EVEN THOUGH I WOULD JUST TELL YOU I'M NOT A FAN OF VOUCHERS.
THEY WON'T PASS THIS YEAR EITHER, BUT I WANT TO NOT PAINT THEM INTO SO MUCH OF A CORNER THAT THEY CAN'T SAY, HEY, IF YOU'RE GOING TO PASS THIS, YOU KNOW, OVER WHAT WE THINK IS PROBABLY THE RIGHT THING TO DO AT A BARE MINIMUM, MAKE SURE THAT IT'S DONE IN A WAY THAT HAS PUBLIC ACCOUNTABILITY FOR PUBLIC DOLLARS.
BUT THAT'S MY OBVIOUSLY MY POSITION AND LET THE BOARD CONSIDER IT.
COULD YOU READ YOUR [INAUDIBLE].
HOW YOU HAD IT? YOUR WORDING ONE MORE TIME FOR ME, PLEASE? YEAH, I GAVE MY THE SHEET TO DOCTOR MATTHEWS.
THAT'S FINE. ANY SCHOOL OR EDUCATIONAL ENTITY THAT RECEIVES PUBLIC FUNDS SHOULD BE HELD TO THE SAME ACCOUNTABILITY STANDARDS FOR STUDENT OUTCOMES, FISCAL PERFORMANCE, OPEN RECORDS, MEETINGS AND STUDENT SERVICES.
I THINK MANY OF US ARE AGAINST VOUCHERS.
SO TRUSTEE WHITE, HOW DO YOU WANT THAT TO BE? WHAT DO YOU SUGGEST? BECAUSE THAT TO ME IS ADDRESSING THE VOUCHERS.
SO HOW DO YOU SPECIFICALLY WANT THAT TO BE WORDED? I MEAN, TO ME IT SOUNDS LIKE THIS IS SAYING VOUCHERS IS PASSED AND IF ONCE THEY HAVE PASSED, THIS IS WHAT WE'RE ASKING FOR EVERYONE TO HAVE.
IS THAT WHAT YOU'RE INTERPRETING THIS AS? I KNOW THAT'S WHAT I'M SAYING.
NO, I'M NOT INTERPRETING THIS THAT.
I'M INTERPRETING IT AS WE DON'T WANT VOUCHERS.
SO THAT'S MY INTERPRETATION THAT WE'RE SAYING NO TO VOUCHERS.
SO HIS TITLE SAYS THAT AND WHEN YOU GO UNDERNEATH WHAT TRUSTEE MICCICHE AND WHAT SHE JUST READ.
[01:25:03]
IT WAS VERY TO ME DIRECT AND SPECIFIC WHERE THERE'S NO WIGGLE ROOM IN THAT.I DIDN'T SEE NO WIGGLE ROOM IN THAT IN HOW HE DID IT.
THAT'S MY OPINION AND THAT'S MY INTERPRETATION.
BUT AGAIN, HOW DO YOU WANT TO? DO YOU WANT TO ADD THAT SOMETHING LIKE THAT VOUCHER.
HOW DO YOU WANT> YOU WANT TO ADD TO IT IS WHAT I'M ASKING.
I MEAN, I LIKE THE WORDING THAT THEY HAVE, BUT THIS IS IF THE WORST THING HAPPENS, THAT IT PASSES BECAUSE WE'RE ASKING FOR ACCOUNTABILITY FOR PUBLIC SCHOOLS. WELL, IF IT PASSES WORST COMES TO WORST, IF THIS VOUCHER.
IF THE VOUCHER PASSES FUNDING, EVERYBODY'S GOING TO GET FUNDING ANYWAY.
IT'S JUST GOING TO BE IN A VOUCHER SYSTEM.
CORRECT. BUT I MEAN, I'M NOT HUNG UP ON THE WORDING.
I JUST I MEAN, I UNDERSTAND WHAT IS BEING REQUESTED AS FAR AS THIS PROPOSAL THAT IS PUT FORTH.
I JUST THINK THAT WHAT I WAS SUGGESTING, LET ME SAY THAT IT WAS THAT WE UTILIZE OUR OPPOSITION AS FAR AS SAYING PUBLIC ACCOUNTABILITY FOR PUBLIC FUNDS.
WE'RE NOT IN SUPPORT OR APPROVAL, SOMETHING ALONG THAT LINES, BUT THE WORDING IS FINE.
SO WE'RE NOT IN APPROVAL OF VOUCHERS.
SO I WANT TO JUMP IN HERE AND SAY, OKAY, SO WHAT I'M NOT HEARING IS AN AMENDMENT TO AN AMENDMENT.
I THINK THE TEAM HERE HAS HEARD SOME CONVERSATION HERE FROM THE BOARD AROUND WHAT THAT MEANS TO US AND WE'LL CRAFT SOMETHING ACCORDINGLY. SO, TRUSTEES, NOW WE HAVE THE MOTION BEFORE THE FLOOR, I THINK IS THERE IT'S ALREADY BEEN MOTIONED.
IT'S BEEN SECONDED. IT'S ON THE FLOOR.
IS THERE ANY DISCUSSION FROM ANYONE THAT HAS NOT SPOKEN? TRUSTEE WEINBERG, JUST A QUICK COMMENT.
I APPROVE AND SUPPORT ALL OF IT.
I THINK FOCUSING ON GETTING OUR FUNDING AND OUR FUNDING INCREASE AND FOCUSING ON ACCOUNTABILITY AND TRANSPARENCY AND HOLDING EVERYONE TO THAT STANDARD WILL SERVE US WELL, REGARDLESS OF WHATEVER ELSE IS GOING ON, WHICH IS OUT OF OUR CONTROL.
WHAT'S IN OUR CONTROL IS ADVOCATING FOR HOLDING PUBLIC DOLLARS TO THOSE HIGH STANDARDS.
SO I APPRECIATE THE AMENDMENT.
OKAY. TRUSTEES, SEEING NO FURTHER DISCUSSION, PLEASE CAST YOUR VOTES AND THIS IS THE VOTE ON THE AMENDMENT? NO, I THOUGHT I HAD THE AMENDMENT WAS.
GO AHEAD. TRUSTEE MACKEY GO AHEAD.
TRUSTEE MACKEY HIMSELF CANNOT WITHDRAW THE MOTION BECAUSE IT BELONGS TO THE ENTIRE BOARD.
SO TO KEEP IT CLEAN AND FOR THE RECORD, WOULD BE EASIER IF YOU VOTE ON THIS MOTION AND THEN VOTE ON THE MAIN MOTION, AS AMENDED, THEN WE CAN KEEP A CLEAR RECORD OF WHAT OCCURRED. SO THIS IS THE MOTION TO AMEND.
TRUSTEES, CAST YOUR VOTE ON THE MOTION TO AMEND.
UNANIMOUS AND NOW WE NEED TO VOTE ON THE MAIN MOTION, AS AMENDED.
OKAY. TRUSTEES, PLEASE CAST YOUR VOTES ON THE MOTION AS AMENDED.
I'M SORRY. CAN I UNDERSTAND THAT THIS THAT BECAUSE THIS IS THE AMENDMENT, CAN WE HAVE THE ENTIRE MOTION READ BEFORE THE VOTE, PLEASE? YES. THE FIRST MOTION WAS TO MOVE TO ADOPT OPTION TWO OF THE 89TH LEGISLATIVE AGENDA AND PROPOSED PRIORITIES.
THE AMENDMENT INCLUDED ADDING A FIFTH PRIORITY, ENTITLED PUBLIC ACCOUNTABILITY FOR PUBLIC FUNDS, WHICH READ ANY SCHOOL OR EDUCATIONAL ENTITY THAT RECEIVES PUBLIC FUNDS SHOULD BE HELD TO THE SAME ACCOUNTABILITY STANDARDS FOR STUDENT OUTCOMES, FISCAL PERFORMANCE, OPEN RECORDS MEETINGS, AND STUDENT SERVICES.
OKAY. TRUSTEES, YOU'VE JUST ADOPTED OPTION TWO, AS AMENDED, OF THE 89TH
[01:30:08]
LEGISLATIVE AGENDA AND PROPOSED PRIORITIES.TRUSTEES WILL NOW TURN TO AGENDA ITEM NINE.
[9. CONSENT AGENDA ITEMS]
CONSENT AGENDA ITEMS SPECIFICALLY 9.01.CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE CONSENT AGENDA ITEMS 9.01 THROUGH 9.37, AS AMENDED.
TRUSTEES, WE HAVE A CONSENT AGENDA.
ITEMS 9.01 AND 9.37, AS AMENDED.
THE FOLLOWING AGENDA ITEMS HAVE BEEN PULLED FOR A SEPARATE VOTE 9.04, 9.21, AND 9.25. 9.05 HAS BEEN RETURNED TO THE CONSENT AGENDA.
CONSENT ITEMS 9.30 AND 9.37 HAVE BEEN PULLED COMPLETELY FROM THE AGENDA.
WITH TRUSTEES LIKE AN OPPORTUNITY TO MOVE BACK 9.01 9.21 OR 9.25 TO THE CONSENT AGENDA. OKAY.
TRUSTEES. DO I HAVE A MOTION? MOVE TO APPROVE.
TRUSTEES, WE HAVE A MOTION IN A SECOND.
SEEING NONE. TRUSTEES, PLEASE CAST YOUR VOTES.
TRUSTEE MICCICHE. TRUSTEE FOREMAN.
IS YOUR SYSTEM WORKING? YES. THANK YOU.
THE MOTION PASSES EIGHT VOTING.
OKAY, TRUSTEES, YOU'VE JUST PASSED 9.01 TO APPROVE THE CONSENT AGENDA ITEMS AS AMENDED.
TRUSTEES WILL NOW TURN TO AGENDA ITEM 10.01.
[10. ITEMS PULLED FOR A SEPARATE VOTE]
CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE AMENDED THE AMENDMENT TO THE BOARD POLICY.EACH LOCAL INSTRUCTIONAL ARRANGEMENTS.
THIS IS THE SECOND READ SPONSORED BY ANGIE GAYLORD, CHIEF OF ACADEMIC CHIEF ACADEMIC OFFICER.
CONSENT ITEM 9.01 PULLED DUE TO REVISIONS AND PULLED BY TRUSTEES.
DO I HAVE A MOTION? YEAH, I GUESS SO.
SECOND. TRUSTEES, WE HAVE A MOTION AND A SECOND TO APPROVE.
10.01. IS THERE DISCUSSION? OKAY. TRUSTEES SEEING NO DISCUSSION.
UNANIMOUS. TRUSTEES, YOU'VE JUST ADOPTED ITEM 10.01.
WE WILL TURN NOW TO ITEM 10.03.
ITEM 10.02 WAS MOVED BACK TO THE CONSENT AGENDA.
NOT TO EXCEED $11,500,000 OVER THREE YEARS.
GENERAL OPERATING SPECIAL REVENUE BOND FUNDS CONSENT ITEM 9.21 TRUSTEE FOREMAN AND WHITE TRUSTEES.
DO I HAVE A MOTION? MOVE TO APPROVE.
SECOND. TRUSTEES, WE HAVE A MOTION AND A SECOND.
IS THERE DISCUSSION? YES. TRUSTEE FOREMAN.
SO THIS IS A BRIEF DISCUSSION.
FIRST OF ALL, THANK YOU FOR ARE SUPPLYING ALL OF THE SOFTWARE THAT WE HAVE.
IT'S REALLY INTERESTING, IF I MIGHT SAY SOMETHING.
NO, I SAID YOU'RE WELCOME. OH.
I'M SORRY. I HEARD A LITTLE CHUCKLE THERE.
THE SECOND THING IS, HAVE WE DONE AN ASSESSMENT? THIS IS A LOT OF MONEY FROM A SOFTWARE STANDPOINT.
AND DO WE KNOW IF ALL OF THIS SOFTWARE IS CURRENTLY BEING USED.
WE DO DO AN ASSESSMENT YEARLY.
IT'S PART OF THE BUDGET PROCESS.
[01:35:10]
EVERY YEAR AND THEN AS WE GO THROUGH THE BUDGETING PROCESS, OF COURSE, WE'LL LOOK AT METRICS ON USAGE TO MAKE DECISIONS.SO THAT'S NOT THE KIND OF ASSESSMENT I WAS REFERRING TO.
OKAY. SOME OF IT MIGHT BE OVERLAPPING, SOME OF IT MIGHT NOT BE CURRENTLY USED, AND IT MIGHT BE A SITUATION WHERE MAYBE INTERNAL AUDIT MIGHT TAKE A LOOK AT ALL OF THE SOFTWARE THAT WE'RE CURRENTLY USING.
SO THERE JUST MIGHT BE BECAUSE AGAIN, WHEN WE TALK ABOUT EQUITY AND LOOKING AT EQUITY, IF WE'VE GOT SOME SOFTWARE FOR SOME CAMPUSES AND MAYBE SOME CAMPUSES DON'T HAVE THE BUDGET TO GET SOFTWARE, IT'S A WHOLE PROCESS I THINK WE NEED TO GO TO.
I'M NOT SAYING NO TO TONIGHT, BUT I'M SAYING THAT WE NEED TO HAVE A DEEPER DIVE AND UNDERSTAND OF THE SOFTWARE THAT WE CURRENTLY HAVE THAT WE'RE USING OR THAT WE'RE NOT USING, BECAUSE WHEN I LOOK AT $15 MILLION FOR SOME 11 MILLION, 40 MILLION.
YES, MA'AM. THANK YOU, TRUSTEES, FOR THE DISCUSSION.
OKAY. SEEING NONE, TRUSTEES, PLEASE CAST YOUR VOTE.
TRUSTEES, YOU'VE JUST ADOPTED ITEM 10.03.
TRUSTEES WILL NOW TURN TO ITEM 10.04.
PULLED BY TRUSTEES WHITE AND TRUSTEE TURNER.
TRUSTEES. DO I HAVE A MOTION MOVED TO APPROVE? SECOND. TRUSTEES, THE ITEM HAS BEEN MOVED AND SECONDED.
IS THERE DISCUSSION? YES. TRUSTEE WHITE.
MY QUESTION WAS, I GUESS MY QUESTION IS CONCERNING THE RATING OF SOME OF THE FUNDS THAT WE HAVE THAT WE'RE PUTTING OUR ASSETS INTO.
I ACTUALLY THOUGHT THIS WAS ACTUALLY THE ONE THAT WAS.
NO, MY QUESTION AS FAR AS THE STABILITY OF THESE FUNDS THAT WE'RE ACTUALLY SELECTING, HOW ARE THEY RATED? THE RATING OF SOME OF THEM.
SO THESE FUNDS HAVE TO PASS A SPECIFIC RATING AS FAR AS FOR US TO BE ABLE TO INVEST IN ANY OF.
WITH ANY OF THESE BROKERS, THEY HAVE TO MEET REQUIREMENTS FROM THE PUBLIC FUNDS INVESTMENT ACT AND SO WE HAVE TO MAKE SURE THAT, PER OUR LEGAL POLICY AND LOCAL POLICY, EVERY BROKER LISTED ON THIS LIST DOES MEET THOSE REQUIREMENTS AND THEY HAVE MET THOSE REQUIREMENTS AND ALSO AS FAR AS AND I DO SEE WE HAVE INVESTED IN A LOT OF TEXAS COMPANIES, WHICH I'M ACTUALLY GLAD TO SEE.
BUT WHEN IT COMES TO INTERNATIONAL INVESTING, NEVER MIND.
THAT'S NOT PERTAINING TO THIS ONE.
SO I SEE THAT WE HAVE ACTUALLY INVEST IN A LOT OF OUR TEXAS COMPANIES, WHICH I AM GLAD TO SEE AND ALSO I WAS WANTING TO ONE OTHER QUESTION IS WHEN WE HAVE A NEW AS FAR AS THESE BEING ANY MINORITY VENDORS, ARE THEY? THEY ARE ALSO LISTED ON HERE AS WELL.
WHEN YOU LOOK AT THE LIST OF THE 17 VENDORS, 41% OF THOSE VENDORS ARE MINORITY OWNED VENDORS.
THANK YOU SO MUCH. I REALLY APPRECIATE IT.
YOU'RE WELCOME. TRUSTEE FOREMAN.
YES. JUST A COUPLE OF QUESTIONS.
41% OF MINORITY OWNED FIRMS WOULD DO ANY OF THEM TAKE THE LEAD ON INVESTMENTS? SO ANY TIME WE INVEST IN ANY WITH ANY OF THESE BROKERS PER THE PUBLIC FUNDS INVESTMENT ACT, WE HAVE TO SEND IT TO THREE OF THE FIRMS,
[01:40:01]
AND WE MAKE SURE TO INCLUDE ONE OF THOSE AS MINORITY OWNED.EACH ONE. OKAY AND THE LAST QUESTION IS WHAT IS WHAT HAS BEEN OUR HISTORICAL RETURN ON INVESTMENT.
SO THAT JUST DEPENDS ON THE INVESTMENT MARKET AND THE INTEREST RATE.
SO IT'S GOING TO DEPEND ON THE INTEREST RATE MARKET IN ANY GIVEN YEAR.
SO THAT DIDN'T ANSWER THE QUESTION.
I DO KNOW INTEREST RATES FLUCTUATE.
I DO. COULD YOU REPEAT THE QUESTION? YEAH. SO I ASKED WHAT WAS OUR RETURN ON INVESTMENT AND FOR WHAT YEAR.
FOR THIS YEAR MAYBE FOUR YEARS JUST TO SEE WHAT OUR RETURN HAS BEEN AND SO THERE'S A CLEAR UNDERSTANDING OF HOW WE'RE INVESTING AND IF WE'RE GETTING A GOOD RETURN ON INVESTMENT, BECAUSE I DON'T KNOW, WE CAN PROVIDE THAT AND WE CAN PROVIDE THAT FOR EACH OF THE LAST WITH THE LAST THREE YEARS BE FOUR YEARS.
SO AS OUR CHIEF FINANCIAL OFFICER SAID, WE CAN PROVIDE AN ANSWER TO THAT QUESTION OVER THE LAST FOUR YEARS, AND THEN THE HISTORICAL SPEND WITH THE MINORITY OWNED COMPANIES AND THEIR INVESTMENT.
TRUSTEE SEEING NO FURTHER DISCUSSION, PLEASE CAST YOUR VOTE.
THE MOTION PASSES EIGHT VOTING YES.
TRUSTEES, YOU'VE JUST ADOPTED ITEM 10.04.
WE'LL NOW TURN TO AGENDA ITEM 14.
ADJOURNMENT. THE TIME IS 7:42PM AND THIS MEETING IS ADJOURNED.
