[00:05:01]

DOCTOR JORDAN, WILL YOU PLEASE CALL THE NAMES OF THE SPEAKERS? YES. GOOD EVENING.

I WOULD LIKE TO REMIND THE SPEAKERS THAT YOU HAVE THREE MINUTES TO SPEAK.

WHEN YOU ARRIVE AT THE MICROPHONE, PLEASE STATE YOUR NAME.

PLEASE LISTEN CAREFULLY FOR YOUR NAME.

I WILL CALL FOR SPEAKERS AT A TIME.

WILL OUR FIRST TWO SPEAKERS PLEASE COME TO THE MICROPHONE? JACK OLSEN, ZACH OLSEN, FOLLOWED BY SOLOMON GRAYSON WITH MIKE HOOKE AND ROBERT CECCARELLI ON DECK.

GOOD EVENING. MY NAME IS ZACH OLSEN.

THIS IS MY SIXTH YEAR AS A CTE TEACHER HERE IN DISD.

I'M HERE TO ADDRESS THE PROCUREMENT PROCESS FROM DALLAS ISD AND THAT IT IS A MISAPPROPRIATION FUNDS MACHINE.

WE ARE FORCED TO PURCHASE ONLY FROM SPECIFIC VENDORS THAT FALL UNDER SPECIFIC CRITERIA.

AND BY DOING SO, DALLAS ISD HAS ALLOWED COMPANIES TO UPCHARGE THEIR PRICING SIGNIFICANTLY, WASTING AN ASTOUNDING AMOUNT OF TAXPAYER FUNDS.

LAST YEAR, I WAS CHARGED AT LEAST $1,300 OVER WHAT WOULD BE FOUND ON THE FAIR MARKET.

VALUE IN DISD HAS ROUGHLY 500 CTE TEACHERS.

THAT IS, IF YOU DO THE MATH, $650,000 THAT COULD HAVE BEEN SAVED LAST YEAR JUST UNDERNEATH THE CTE DEPARTMENT.

TODAY I CHECKED THESE FIGURES AND I WAS QUOTED AN ADDITIONAL $367 OF AN UPCHARGE JUST ON ONE ITEM.

SO AND THAT IS IN COMPARISON TO THE MANUFACTURER'S WEBSITE.

AND THE FREE MARKET VENDORS ARE SHOWING US PRODUCTS FROM AMAZON STATING WE WILL PURCHASE THROUGH AMAZON AND THEN WE NEED TO ADD OUR MARGINS IN FREIGHT AND WE'LL SEND TO YOU AS A TEACHER.

I'M OUTRAGED AT MY CLASSROOM.

STUDENTS ARE ROBBED OF DOUBLE TO TRIPLE THE VALUE OF WHAT THEY SHOULD BE GETTING TO FUND THEIR CLASS NEEDS.

WE CONTINUALLY DO NOT HAVE ADEQUATE SOFTWARE OR EQUIPMENT TO KEEP UP WITH THE REAL WORLD APPLICATION OF CTE CLASSES.

MY STUDENTS DESERVE THAT TRIPLE VALUE.

THIS PROCESS NEEDS TO CHANGE, AND THE PEOPLE WHO HAVE BEEN AWARDED THESE CONTRACTS NEED TO BE INVESTIGATED FOR BRIBERY AND FRAUD.

BECAUSE WHERE'S ALL THAT MONEY GOING? THAT'S AN ASTOUNDING AMOUNT OF MONEY.

THE DISTRICT IS ALLOWING THIS AND THE TAXPAYERS SHOULD BE OUTRAGED.

THANK YOU FOR YOUR TIME.

THANK YOU. WITH THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

SOLOMON GRAYSON AND MIKE HOOKE, FOLLOWED BY ROBERT CECCARELLI AND TRACY BRANCH.

SOLOMON HAS NOT DECIDED.

HE'S DECIDED HE DOESN'T WANT TO SPEAK, BUT I AM LISTED TO SPEAK A LITTLE LATER.

CAN I GO NOW, PLEASE.

WE CAN JUST MOVE ON WITH THE LIST, AND THEN WE'LL HAVE YOU SPEAK WHEN YOUR TIME IS CALLED.

THANK YOU SO MUCH. MIKE HOOKE AND ROBERT CECCARELLI, FOLLOWED BY TRACEY BRANCH AND MARY ANN HOSKINS.

STOP ENSLAVING AND DEMEANING OUR TEACHERS WITH YOUR GESTAPO TACTICS.

THAT GARBAGE IS FOR KIM JONG UN.

STOP DISRESPECTING THE TAXPAYERS AND BUS DRIVERS.

JUST AND MORAL AMERICANS DO NOT VALUE TYRANTS.

THIS IS WHY AMERICA WAS FOUNDED WITH TRAPPING AND STOPPING MECHANISMS FOR TYRANNICAL BEHAVIOR.

CURRENT EVENTS REPORTS COULD BE ASSIGNED TO STUDENTS IF OUR TEACHERS WERE SET FREE.

PARENTS, TAXPAYERS AND ALL OTHER LEGITIMATE AMERICANS.

I'M CALLING ON YOU.

OUR KID'S SUCCESS IN READING, WRITING, MATH, AND CRITICAL INDEPENDENT THINKING IS STRICTLY UP TO US.

FOLKS LIKE NUMBER FIVE LIKE TO MAJOR IN EVERYTHING BUT READING, WRITING, AND MATH, SUCH AS HOOKING UP HIS BUDDIES WITH SIGNAGE OVER SCHOOLS LIKE KENNEDY CURRY MIDDLE SCHOOL.

ALSO, TEXAS GOVERNMENT IN GENERAL HAS ITS UNIPARTY ESTABLISHMENT DOING DATA HARVESTING, AI, PREDICTIVE ANALYTICS, AND PROFILING OF CITIZENS.

THIS VIOLATES CITIZENS' RIGHTS TO PRIVACY.

TODD WILLIAMS COMMIT PARTNERSHIP AND OTHER OPERATIONS SUCH AS DATAKIND AND HZO, ET CETERA.

ARE PART OF THE ESTABLISHMENT ESTABLISHMENT'S EXPLOITATION.

NUMBER TEN, WOULD YOU TELL THE PARENTS HOW SOCIAL EMOTIONAL LEARNING MESHES BEAUTIFULLY WITH THIS BIG TECH, BIG MONEY CYCLE? ALSO, WOULD YOU COMMENT ON BOOKS SUCH AS OUT OF DARKNESS BY ASHLEY PEREZ WHERE THERE IS WRITTEN QUOTE.

YOU'VE BEEN FEEDING US IN AS IN THE LETTER N IN FOOD.

DON'T GO BACK TO THAT IN STORE.

HEAR ME? STUDENTS, LIKE THE YOUNG LADY WHO SPOKE HERE JUNE OF 2023, HAVE ENOUGH DEPRESSING AND OPPRESSING COMMENTARY IN THE SCHOOLS

[00:10:05]

IN THE SCHOOLS COMING FROM ADULT AGED PEOPLE ALSO.

PAGE 68, IN THE SAME BOOK.

THEN HE BLANKED HER BLANK DOWN AND BLANKED IT BLANK.

HERS. STOP THE CRIME AND GET THIS GARBAGE OUT OF THE PEOPLE'S INFRASTRUCTURE.

NEXT BOOK, ME AND EARL AND THE DYING GIRL.

SPRUCE HIGH SCHOOL.

SPRUCE HIGH SCHOOL IS WHERE A TEACHER WAS PERMITTED TO BE BEATEN TO DEATH.

CRIME IS SIMPLY AN ADDICTIVE HABIT FOR DALLAS.

HOW ABOUT THE DEALEY MONTESSORI CASE? TEXAS SCORECARD.COM HAS THAT WELL COVERED IN ITS AUGUST 19TH, 2024 ARTICLE, TOD WILLIAMS, GREG ABBOTT, MIKE MORATH, ELIZALDE, PAMELA LEAR, MAXIE JOHNSON HINOJOSA, RYAN ZISK, TIFFANY HEWITT, MARNI GLASER, BETH WING THESE ARE SOME OF THE PEOPLE WHO ARE WHO HAVE ALLOWED THIS GARBAGE.

ALSO, WHERE ARE OUR SAT AND ACT SCORES FOR 12TH GRADE SENIORS? THANK YOU. WITH THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

ROBERT CECCARELLI AND TRACY BRANCH, FOLLOWED BY MARYANN HOSKINS AND ISAAC STEIN ON DECK.

GOOD EVENING BOARD ROBERT CECCARELLI.

I'M BRINGING UP SAFETY AGAIN BECAUSE I SAW THE SUPERINTENDENT ON TV TELLING THE PUBLIC THAT SHE REALLY CARES ABOUT SAFETY.

AND I HAVE TO TELL YOU, THAT'S A BIG, FAT LIE FROM THE SUPERINTENDENT, BECAUSE I'M GOING TO TELL YOU WHY RIGHT NOW.

I HAVE TO REPEAT MYSELF.

I DID A COUPLE OF MONTHS AGO.

SOUTH OAK CLIFF HIGH SCHOOL SHOOTING 3 OR 4 YEARS AGO AT KIMBALL DAVIS FIELDHOUSE.

HINOJOSA MENTIONED IF THERE WERE METAL DETECTORS, HE WOULDN'T HAVE BEEN KILLED AT ALL.

WHAT HAPPENED IS THAT I WENT TO SOUTH OAK CLIFF-KIMBALL GAME A COUPLE OF YEARS AGO, AND I TOLD THE SCHOOL BOARD THERE WAS NO METAL DETECTORS.

WALKING INTO THE BUILDING. SOUTH OAK CLIFF UNTIL I GOT TO REFRESHMENT STAND AND SOMEONE HAD A GUN.

THEY SHOT A LOT OF PEOPLE UP AT THE REFRESHMENT STAND.

THEY HAD, LIKE, 40 OR 50 PEOPLE.

THE FOLLOWING YEAR.

SAME PROBLEM.

I TOLD THE SCHOOL BOARD AND THE SUPERINTENDENT THE SAME ISSUE.

TWO METAL DETECTORS WERE NOT WORKING, SO SHE HAD THREE WARNINGS ABOUT IT.

AND SHE'S TELLING THE PEOPLE SHE REALLY CARES ABOUT SAFETY.

NOW, I WISH YOU WOULD SAY SOMETHING AND LET ME KNOW WHAT YOU THINK ABOUT IT, BECAUSE THEY STAY QUIET.

BUT THEY'RE GOING TO CONTINUE DOING THIS UNTIL WE GET PEOPLE RALLY AROUND WHAT I'M SAYING AND MAKE SURE THEY'RE DOING A GOOD JOB.

NOW, I'M GOING TO BE GOING TO THE BASKETBALL GAMES THIS YEAR.

I WILL CALL YOU OUT.

IF I SEE ONE METAL DETECTOR NOT WORKING, I WILL CALL YOU OUT.

THE NEXT SCHOOL BOARD MEETING MIGHT BE TEN OF THEM.

I DON'T KNOW, BUT, YOU KNOW, I GO TO THE GAMES.

JOYCE WILL TELL YOU. I DO GO TO THE GAMES.

I WILL CALL YOU OUT. TRUST ME.

ALSO, THE ACT SAT SCORES.

I WENT TO THAT HEARING TWO WEEKS AGO.

THE BRIEFING. YOU TALK ABOUT STAAR.

THE STAAR TEST PEOPLE, EDUCATORS, COLLEGES, EMPLOYMENT.

THEY DON'T TALK ABOUT WHAT THEY GET.

WHAT YOU GOT IN SECOND GRADE OR THIRD GRADE OR A STAR TEST? NO. THEY DON'T.

WHY DON'T YOU TELL US WHAT THE ACT AND SAT SCORES WERE? 2022 AND 2023.

THE ONLY THING I FOUND WAS 21, WHERE IT WAS 16 ON THE ACT SCORES.

AND I MENTIONED TO ALL THE DISD THAT THEY HAD THE WORST SCORES IN THE STATE OF ALL THE MAJOR CITIES SAN ANTONIO, FORT WORTH, HOUSTON AND THE CAPITAL.

I FORGOT THE NAME OF THE CAPITAL HERE, BUT.

AUSTIN? YES.

SO PLEASE.

YOU'RE COVERING UP THAT TOO.

BECAUSE I WANT TO KNOW.

I THINK THE PUBLIC WANT TO KNOW, TO SEE IF THEY WANT TO KNOW HOW THEIR STUDENTS ARE DOING AFTER THEY GRADUATE.

YOU'RE WORRIED ABOUT WHAT, IN KINDERGARTEN AND SECOND GRADE, THAT PARENTS WANT TO KNOW WHAT THEY'RE DOING WHEN THEY GRADUATE.

THANK YOU VERY MUCH.

THANK YOU FOR THE NEXT TWO SPEAKERS.

PLEASE COME TO THE MICROPHONE.

TRACEY BRANCH AND MARY ANN HOSKINS, FOLLOWED BY ISAAC STEIN AND THOMAS SABO.

TRACEY BRANCH, NOT PRESENT.

MARY ANN HOSKINS.

JUST TAKE THE MICROPHONE.

JUST.

GOOD EVENING, BOARD MEMBERS.

AM I CLOSE ENOUGH? OKAY. GOOD EVENING, BOARD MEMBERS AND AUDIENCE.

MY NAME IS MARY ANN HOSKINS.

I HELP MY HUSBAND, HENRY HILTON HOSKINS, BRINGING ME UP HERE.

I HAVE ONE QUESTION THIS EVENING.

IF PEOPLE CAN COME HERE TO THIS MEETING AND YOU DON'T HAVE TO HAVE NO TYPE OF IDENTIFICATION, WHY CAN'T THEY GO TO THE HEADQUARTERS LIKE

[00:15:01]

THAT? WHY? YOU CAN'T GO TO THE HEADQUARTERS WITHOUT NO IDENTIFICATION.

BUT YOU GOT I MEAN, YOU GOT TO HAVE IDENTIFICATION TO GET UP IN THERE, BUT HERE YOU DON'T HAVE TO HAVE ANY.

DISD TO SEND ME SOMETHING.

THEY SEND IT WITH MARY HOSKINS OR MARY A HOSKINS.

BUT ON THAT LAWSUIT THAT I FILED WITH THE SCHOOL DISTRICT IS WITH AN ATTORNEY IS MARY ANN HOSKINS.

AND ALSO ON MY VOTER'S REGISTRATION CARD.

MARY ANN HOSKINS ON MY ID.

MIRREN HOSKINS SURRENDER MY LICENSE IN 2016 WITH ME BEING BLIND AND BLIND FOR SEVEN YEARS NOW.

MARY ANN HOSKINS THAT'S THE ONLY QUESTION I HAVE.

WHY CAN'T PEOPLE COME IN HERE WITHOUT AN ID? BUT AT THAT HEADQUARTERS, YOU GOTTA HAVE ID.

PEOPLE DON'T HAVE ID.

LET THEM UP IN THERE, TOO.

THANK YOU. THANK YOU.

WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

ISAAC STEIN AND THOMAS SABO, FOLLOWED BY DR.

PAMELA GRAYSON AND MANUEL MURILLO ON DECK.

MY NAME IS ISAAC STEIN, AND IT'S A PLEASURE TO COME BEFORE THIS BOARD AGAIN.

I HAVE FOUR ITEMS I'D LIKE TO SPEAK ON.

NUMBER ONE IS THE SUPERINTENDENT EVALUATION.

I THINK THE SUPERINTENDENT SHOULD BE HELD TO THE SAME STANDARD THAT THEY HOLD THE TEACHERS.

IF THE TEACHERS HAVE TO PERFORM AT A CERTAIN LEVEL, SO SHOULD THE SUPERINTENDENT, AND SHE SHOULD BE HELD ACCOUNTABLE WHEN THINGS ARE NOT COMING UP TO THE LEVEL OF WHAT THEY'RE ASKING THE TEACHERS AND THE PRINCIPALS TO DO.

NUMBER TWO, BOARD AND COMMITTEES.

THIS BOARD IS BASICALLY.

50% OR MORE MINORITY, BUT ON COMMITTEES, THE HEAD OF ALL THE COMMITTEES THAT'S ON THIS, THAT THIS BOARD AND THIS PRESIDENT OF THIS BOARD ASSIGNED ARE ALL WHITE PEOPLE.

I KNOW YOU LIKE THE TERM OF ANGLO OR WHATEVER, BUT I'M CALLING IT LIKE I SEE IT.

IT'S WHITE PEOPLE. WE HAVE BLACK PEOPLE ON BOARDS, BUT ALL THE BOARDS AND COMMITTEES ARE CHAIRED BY WHITE PEOPLE.

AND THAT SHOULD NOT BE SO WHEN YOU ASK FOR EQUITY AND DIVERSITY, AND I THINK YOU HAVE AN EQUITY AND DIVERSITY DEPARTMENT.

SO WHY HAVE A DEPARTMENT WHEN YOU'RE NOT EVEN FOLLOWING YOUR OWN RULES? NUMBER. NEXT THING, WE HAVE TOO MANY YOUNG MEN TRANSFERRING FROM SCHOOLS BEING KILLED.

I THINK WE HAVE HAD ABOUT 3 OR 4 HERE IN THE LAST FEW MONTHS, WHERE THESE KIDS ARE TRANSFERRING FROM ONE HIGH SCHOOL TO ANOTHER.

WIND UP GETTING KILLED.

I THINK SOMEBODY NEEDS TO TAKE A GOOD LOOK AT IT.

MAYBE YOU NEED TO PARTNER WITH DALLAS POLICE DEPARTMENT'S GANG UNIT AND FIND OUT WHAT'S HAPPENING WITH OUR YOUNG MEN, BLACK AND HISPANIC, WHILE THEY ARE BEING SHOT DOWN AT THE FOOTBALL GAMES OR SPORTING EVENTS AND OTHER DIFFERENT THINGS.

AND MY FINAL THING IS FAITH FAMILY FELLOWSHIP, FOUR CHAMPIONSHIPS, FOUR STATE CHAMPIONSHIPS THEY CAN RECRUIT FROM ANYWHERE. THEY SAID THEY CAN RECRUIT FROM 26 DIFFERENT DISTRICTS, BUT WE DON'T EVEN KNOW HOW MANY DISTRICTS THEY RECRUIT OUT OF.

I THINK SOMEBODY NEEDS TO GET WITH THE UIL IN AUSTIN AND FIND OUT.

WHY ARE OUR KIDS BEING PUT AT A DISADVANTAGE BEHIND A CHARTER SCHOOL, WHICH WE FIGHT CHARTER SCHOOLS FROM COMING INTO OUR COMMUNITIES, AND WE'RE GOING TO FIGHT EVERYTHING THEY COME WITH, EVEN WHEN THEY COME WITH US.

THE VOUCHER PROGRAM.

THANK YOU, THANK YOU.

WITH THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONES.

THOMAS SABO AND DR.

PAMELA GRAYSON, FOLLOWED BY MANUEL MURILLO AND ROSEMARY KURTZ.

HELLO. LAST TIME I WAS HERE, I HAD ASKED THAT THE DISTRICT TAKE ACTION TO REINSTATE THE CHOIR PROGRAM AT SAMUELL HIGH SCHOOL, WHERE I TEACH, WHICH WAS ELIMINATED.

THE ELIMINATED AT THE END OF THE LAST SCHOOL YEAR.

I HAD ALSO RECOMMENDED THAT THE DISTRICT DEVELOP STRONG CHOIR PROGRAMS IN THE MIDDLE SCHOOLS IN OUR FEEDER PATTERN.

I WANT TO REITERATE THAT REQUEST AS WELL AS EMPHASIZE THE IMPORTANCE OF CHOIR TO SCHOOL CULTURE.

INDIVIDUAL ACADEMIC SUCCESS, AND SOCIAL AND EMOTIONAL DEVELOPMENT.

I HAD DISCUSSED THIS WITH MY PRINCIPAL, MR. GUERRA, PRIOR TO SPEAKING TO THE SCHOOL BOARD LAST TIME, AND SINCE THEN HE HAS TOLD ME THAT HE'S WORKING WITH PIEDMONT TO VERTICALLY ALIGN CHOIR PROGRAMS FROM ELEMENTARY ON UP, WHICH WILL HOPEFULLY HELP OURS TO BE SUCCESSFUL WHEN IT'S REESTABLISHED, WHICH I HOPE TO BE AS SOON AS POSSIBLE NEXT YEAR IF POSSIBLE.

I'D LIKE TO THANK MR. GUERRA FOR HIS COOPERATION.

HE HAS BEEN WILLING TO MEET WITH ME REGULARLY TO DISCUSS ISSUES THAT HAVE BEEN CAUSING DISTRESS FOR THE TEACHERS ON OUR CAMPUS, AND WORK TOGETHER TO RESOLVE THEM.

[00:20:01]

SOME OF THESE PROBLEMS ARE DISTRICT WIDE, HOWEVER, SO I'M BRINGING THEM UP HERE.

WE'VE BEEN TOLD WE MUST KEEP OUR DOORS OPEN, BUT THIS IS A SAFETY HAZARD AS WELL AS A DETRIMENT TO CLASSROOM MANAGEMENT.

IN THE EVENT OF A SCHOOL SHOOTING, MANY DOORS CANNOT BE CLOSED FAST ENOUGH TO KEEP MY STUDENTS SAFE AND IN THE DAY-TO-DAY OPERATIONS OF MY SCHOOL.

HAVING THE DOOR OPEN EXACERBATES THE PROBLEMS OF FIGHTS, SKIPPING, AND DISRUPTIONS CAUSED BY KIDS IN THE HALL.

WE'VE BEEN TOLD THAT IT'S A DISTRICT POLICY AND THAT IT'S FOR SAFETY REASONS, BUT IT IS VERY OBVIOUS THAT IT'S JUST ABOUT MICROMANAGING TEACHERS.

IT SPEAKS TO A GENERAL LACK OF RESPECT FOR US AS PROFESSIONALS.

RESPECT AND TRUST THAT WE WILL DO OUR JOBS WITHOUT BEING CONSTANTLY MONITORED BY ADMINISTRATORS AT THE EXPENSE OF OUR SAFETY.

ANOTHER RECURRING COMPLAINT AROUND MY CAMPUS IS THE TEA SYSTEM ALREADY FOR TEACHERS AT MY CAMPUS HAVE PUT IN THEIR RESIGNATIONS FOR THAT I KNOW OF.

THERE MAY BE OTHER ONES IN ADDITION.

AND THE REASONS OVERWHELMINGLY IS THAT THEIR SCORECARDS FROM OUR ADMINISTRATORS ARE UNFAIR.

I WANT TO BE CLEAR.

I DON'T BLAME THE LOCAL ADMINISTRATORS FOR THIS AT ALL.

I UNDERSTAND THAT THEY ARE CONSTRAINED BY THE SAME UNFAIR SYSTEM DESIGNED TO KEEP TEACHERS UNDERVALUED AND UNDERPAID.

IT IS NOT AN INDIVIDUAL PROBLEM.

IT IS A SYSTEMIC PROBLEM.

I AM A PROFICIENT TEACHER AND I AM PAID AS ONE, BUT I KNOW SEVERAL TEACHERS WHO ARE MORE DESERVING THAN I AM OF PROFICIENT PAY, BUT THEY ARE PAID SIGNIFICANTLY LESS BECAUSE OF SUMMATIVE SCORES, DETERMINED ARBITRARILY AND JUSTIFIED RETROACTIVELY.

IF A TEACHER HAS BEEN DOING THEIR JOB FOR FIVE YEARS OR MORE, THEY'RE NOT PROGRESSING.

THE FACT THAT THEY'VE BEEN RENEWED YEAR AFTER YEAR SHOULD PROVE THAT THEY'RE AT LEAST PROFICIENT.

BUT BY KEEPING THEM AT PROGRESSING TO THE DISTRICT ROBS THEM OF THOUSANDS OF DOLLARS A YEAR, NOT ONLY IN TERMS OF BASE SALARY, BUT TEACHERS BELOW PROFICIENT ONE ARE EXCLUDED FROM THE HIGH PRIORITY CAMPUS STIPEND, AN ADDITIONAL 4000 WHICH THEY EARNED.

AS I'M RUNNING OUT OF TIME, I'M GOING TO SAY ONCE AGAIN, PLEASE DEVELOP CHOIR PROGRAMS IN OUR SCHOOLS.

MAKE IT A PRIORITY.

I'M GOING TO BRING THIS UP AGAIN NEXT MONTH.

LET'S KEEP OUR DOORS CLOSED FOR SAFETY.

ALLOW US TO KEEP OUR DOORS CLOSED FOR SAFETY AND ABOLISH TEI AND PAY VETERAN TEACHERS, VETERAN PAY.

THANK YOU. THANK YOU FOR THE NEXT TWO SPEAKERS.

PLEASE COME TO THE MICROPHONE.

DOCTOR PAMELA GRAYSON AND MANUEL MURILLO, FOLLOWED BY ROSEMARY KURTZ AND ANDREW KIRK.

MY NAME IS DOCTOR PAMELA GRAYSON.

I'M HERE TO TALK ABOUT SUBSTITUTE TO PAY.

SO AS OF YESTERDAY, OVER 600 OPEN POSITIONS IN DALLAS ISD.

AS OF TODAY, WE HAVE 314 SUB POSITIONS AVAILABLE.

BACK IN AUGUST, I SUBBED AND I WAS ON A HALLWAY THAT HAD TEN TEACHERS AND ONLY FIVE OF THEM SHOWED, AND FOR THREE OF THEM, THEY COULDN'T EVEN TELL WHERE THEY WERE BECAUSE THEY NO CALLED, NO SHOWED.

SO THERE WAS A LONG TERM SUB ACROSS THE HALLWAY FROM ME.

THIS GENTLEMAN HAS A MASTER'S DEGREE.

AND YOU KNOW, WHEN WE HAVE DEGREES, WE GET A WHAT? $115 A DAY.

AND SO FOR THAT MASTER'S DEGREE, HE HAD THE LONG TERM SUB, A CLASS WHERE THE SCHOOL WOULDN'T EVEN GIVE HIM THE CHROMEBOOKS NEEDED, WOULDN'T GIVE HIM THE CURRICULUM.

SO HE WAS TRYING TO BUILD HIS OWN.

AND I'M SORRY, $15.33 AN HOUR IS NOT SUFFICIENT TO MAKE ME BUILD A CURRICULUM THAT IS IN ALIGNMENT WITH TEKS, BECAUSE WE WON'T PROVIDE IT. THE CHILDREN SAW THE SCHOOL DISRESPECTING HIM, SO GUESS WHAT THEY DID, TOO? THEY DISRESPECTED HIM.

HE HAD TO KEEP A WILD CHILD CLASS ALL DAY WITH NOTHING REALLY TO DO AND WITH NO RESOURCES OR MATERIALS.

AGAIN, 1533 AN HOUR AND HE HAS A MASTER'S DEGREE.

I'M LOOKING AT IT CARROLLTON-FARMERS BRANCH, CEDAR HILL, FORT WORTH.

FORT WORTH WOULD HAVE ABOUT THE SAME TAX BASE WE WOULD HAVE HERE IN DALLAS.

I'LL PAY AT LEAST $130 A DAY.

THAT'S 1733 AN HOUR.

IT'S A LITTLE BIT MORE RESPECTABLE.

AND WHAT I'M FINDING IS THAT WE HAD A $1.5 MILLION DECREASE IN YOUR FUNDING FOR SUBS, ACCORDING TO THE BUDGET, BUT WE PAID OVER $1 MILLION, IF I'M NOT MISTAKEN, FOR AMPLIFY CLEVER AND THINGS OF THAT NATURE.

WHILE WE APPRECIATE THE SOFTWARE AND THE TECHNOLOGY, YOU STILL NEED A HUMAN ELEMENT TO ENSURE ITS APPLICATION AND EFFICACY.

WE'RE NOT MAKING IT THERE.

IF YOU HAVE 600 OPEN POSITIONS, 314 SUBS AREN'T SHOWING.

YOU SHOULD HAVE MONEY SOMEWHERE ELSE.

SO IF WE'RE NOT GOING TO PAY THE SUBS MORE FOR WHICH YOU ARE HURTING, THEN AT LEAST LOOK AT PAYING US WEEKLY AT LEAST ATTEMPT TO BE A SHORT TERM SOLUTION TO THE EVER PRESENT PROBLEM OF US NOT HAVING ENOUGH MONEY.

IT WOULD ENCOURAGE ME TO DO IT MORE IF YOU PAID ME WEEKLY, BECAUSE I WORKED AT THE END OF AUGUST, THE 29TH AND THE 30TH, AND THEN I DON'T GET THE PAY TILL SEPTEMBER 13TH.

PLEASE CONSIDER PAYING THE SUBS WEEKLY ADVERTISING AND MARKETING THAT BECAUSE AGAIN, YOU HAVE OUTLIERS THAT PAY MORE.

AS A YOUNG LADY, SHE CAME TO ME.

I WAS HER REFERENCE FOR EVERYBODY.

SHE APPLIED WITH PAID MORE THAN DESERVED.

AND OF COURSE WE'RE NEVER GOING TO SEE HER.

SO AGAIN WE HAVE A HUGE PROBLEM AT LEAST LET'S TRY TO HELP IT BY PAYING YOUR SUBS ON A WEEKLY BASIS AND

[00:25:01]

IN ALL ACTUALITY, PAYING US BETTER.

THANK YOU. THANK YOU.

WELL, THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE.

MANUEL MURILLO AND ROSEMARY KURTZ, FOLLOWED BY ANDREW KIRK AND LISA GONZALEZ.

MANUEL MURILLO.

NOT PRESENT.

ROSEMARY KURTZ AND ANDREW KIRK.

GOOD EVENING. MY NAME IS ROSIE, AND I'M A MEMBER OF ALLIANCE AFT AND A HIGH SCHOOL TEACHER IN DALLAS ISD.

A LITTLE LESS THAN A YEAR AGO, ON FRIDAY, OCTOBER 13TH, 2023, I RECEIVED AN EMAIL AT MY DISD EMAIL ADDRESS TO TAKE THE TEI TEACHER PERCEPTION SURVEY WHO WAS SET UP BY THE DISTRICT TO GET AN UNDERSTANDING OF TEACHERS EXPERIENCE WITH THE TEI EVALUATION TOOL THE PREVIOUS SCHOOL YEAR.

I FILLED OUT THE SURVEY.

I ENCOURAGED ALL MY COLLEAGUES TO DO THE SAME AND I WAITED FOR THE RESULTS.

BUT THEY NEVER CAME.

I HAVE NO IDEA HOW MANY PEOPLE TOOK THE SURVEY OR HOW THE QUESTIONS WERE ANSWERED.

NOW, ALMOST A YEAR LATER, I'LL ADMIT I DON'T EVEN REMEMBER WHAT THE QUESTIONS WERE.

I WISH I HAD TAKEN SCREENSHOTS.

IT IS FRUSTRATING AND DISCOURAGING FOR THE DISTRICT TO BURY THE SURVEY AND NEVER GIVE US ANY RESULTS.

AND YOU CAN IMAGINE THE ASSUMPTIONS WE MAKE GIVEN THE SECRECY THAT THE RESULTS SHOWED HOW UNPOPULAR TEI IS, BUT THE DISTRICT DOESN'T WANT TO GRAPPLE WITH THAT PUBLICLY.

AND THIS WAS KIND OF PAR FOR THE COURSE IT REMINDED ME OF SEVERAL YEARS AGO WHEN, UNDER PRESSURE FROM ALLIANCE AFT, THE DISTRICT AGREED TO DO TWO EVENINGS OF LISTENING SESSIONS WITH TEACHERS ABOUT TEI.

THEY WORKSHOPPED IT WITH US.

WE FILLED THE ROOM BOTH DAYS.

WE TALKED ABOUT. WE WENT AROUND AND TALKED ABOUT ALL THE COMPLAINTS WE HAD.

THEY HAD US PUT THEM UP ON THE WALL.

WE DID A GALLERY WALK EXERCISE WHERE WE EACH GOT TO MARK OUR TOP PRIORITIES, AND THEN THE TOP THREE THAT GOT THE MOST PRIORITY STARS THEY PROMISED TO WORK ON.

AND AT THE END OF THAT SESSION, A TEACHER POLITELY ASKED HOW WE COULD HOLD THE STAFF ACCOUNTABLE FOR THESE PROMISES, AND THEY SAID, OH, GREAT POINT.

WE'LL PUT ALL THE RESULTS IN THE NEXT TEI NEWSLETTER FOR DOCUMENTATION, AND WE'LL PROVIDE PUBLIC UPDATES.

AND YOU CAN GUESS WHAT HAPPENED NEXT.

WE'D NEVER HEARD ANYTHING ABOUT THAT EVER AGAIN AFTER THAT DAY.

A WEEK AGO, ON SEPTEMBER 19TH, I GOT AN EMAIL ABOUT THE UPCOMING SERIES OF COMMUNITY MEETINGS THAT MY SCHOOL BOARD MEMBER HAD TOLD ME WERE WE'RE COMING.

AS COMMUNITY MEMBERS ARE ASKED TO PROVIDE INPUT TO HELP THE DISTRICT CHOOSE ITS PRIORITIES FOR THE NEXT FIVE YEARS.

THIS IS SO IMPORTANT, AND I'M SO EXCITED TO PARTICIPATE IN THESE, AND I PLAN TO ENCOURAGE MY COLLEAGUES TO ATTEND THESE MEETINGS AND FILL OUT THE SURVEYS.

BUT IT IS HARD TO FEEL A LITTLE MOTIVATED WHEN I GET THE SENSE THAT WHENEVER THOSE FIVE YEAR PRIORITIES DO COME OUT, I MIGHT NOT SEE ANYTHING THAT I HEAR AT THE COMMUNITY MEETINGS REFLECTED IN THEM, OR I MIGHT NOT EVEN KNOW WHAT WAS SAID AT THE COMMUNITY MEETINGS, BECAUSE THE RESULTS WON'T BE CLEARLY LAID OUT IF THESE PRIORITIES ARE MADE PUBLIC AT ALL. THIS NEED FOR TRANSPARENCY IS REALLY PAINFULLY CLEAR.

I THINK THAT IN THESE COMMUNITY MEETINGS COMING UP OVER THE NEXT MONTH, PLUS WE NEED TO HAVE MINUTES FROM EVERY MEETING THAT SHOULD BE MADE PUBLIC SO THAT WE CAN SEE PUBLICLY WHAT THE CORRELATING TRENDS ARE ACROSS MEETINGS.

WHEN THE FIVE YEAR PRIORITIES ARE SET, THERE NEED TO BE CLEAR EXPLANATIONS WITH THEM ABOUT WHAT COMMUNITY INPUT FED INTO THOSE SELECTION OF PRIORITIES THAT WE CAN MATCH UP WITH THE MINUTES FROM THE MEETINGS.

I WANT US ALL TO WORK TOGETHER.

I'M REALLY EXCITED FOR HELPING MY KIDS AND MY COLLEAGUES EVERY WAY I CAN, BUT FOR THAT TO HAPPEN, THERE NEEDS TO BE MUTUAL TRUST AND RESPECT, AND WE NEED TO KNOW WHAT EVERYONE IS DOING AND WHY.

THANK YOU. THANK YOU.

WITH THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONES ANDREW KIRK AND LISA GONZALEZ, FOLLOWED BY NICOLE JACKSON AND BRINDA GURU-MURTHY.

GOOD EVENING, TRUSTEES AND SUPERINTENDENT.

I'M ANDREW KIRK, ALLIANCE OF SECONDARY SCHOOLS VICE PRESIDENT AND BUILDING LEADER AT SUNSET HIGH SCHOOL.

THERE ARE TWO INTERCONNECTED ISSUES I'D LIKE TO DISCUSS TONIGHT TEXAS AFT'S EDUCATOR BILL OF RIGHTS AND THE TEACHER EXCELLENCE INITIATIVE, OR TEI.

SO THIS SCHOOL YEAR MARKS TEI'S 10TH YEAR OF IMPLEMENTATION, AND COINCIDENTALLY, MY 10TH IN THE CLASSROOM AND AT SUNSET FOR THE ENTIRETY OF THOSE TEN YEARS TY'S PROPONENTS HAVE REPEATEDLY MADE TWO RELATED CLAIMS ONE, THAT IT WORKS FOR STUDENTS AND TEACHERS ALIKE, AND TWO, THAT THE INSTRUMENT WAS DESIGNED WITH EXTENSIVE FEEDBACK FROM THE TEACHERS IT SUPPOSEDLY REWARDS AND GROWS.

THE FIRST CLAIM HAS NEVER BEEN TRUE UNLESS BY WORKING ONE MEANS PRODUCING SCORE INFLATION, DEEPENING A CULTURE OF TEST AND PUNISH, AND NARROWING CURRICULA.

THE SECOND CLAIM IS ALSO FALSE BUT WOULD APPEAR NOT TO BE.

BY THE LIMITED METRIC OF CONSULTATION, TEACHERS WERE CONSULTED BUT NOT SUBSTANTIVELY INVOLVED IN CRAFTING TEI AND INSTRUMENTS LIKE IT.

THAT WORK FELL TO THE GATES FOUNDATION AND ITS MANY GRANTEES.

NONE OF THESE ACTORS WERE CHOSEN BY TEACHERS TO REPRESENT US OR OUR PROFESSION.

OUR FEEDBACK WAS VALUED IN THE SENSE THAT THE CUSTOMER SATISFACTION SURVEYS MY STUDENT LOAN SERVICER COLLECTS ARE VALUED IN SUCH A PIVOTAL ELECTION YEAR, IT IS WORTH

[00:30:02]

DISCUSSING WHAT DEMOCRATIC ENGAGEMENT WOULD AND COULD LOOK LIKE.

RANK AND FILE. MEMBERS OF THE AMERICAN FEDERATION OF TEACHERS WORKED TOGETHER EXTENSIVELY THIS SUMMER TO SPEAK TO THAT, AND WHAT RESULTED WAS THE EDUCATORS BILL OF RIGHTS.

WHILE THE DOCUMENT FOREGROUNDS THE RIGHT TO A SAFE WORKING ENVIRONMENT, ACADEMIC FREEDOM AND FAIR COMPENSATION, IT ALSO CONTAINS ANOTHER OVERLOOKED BUT FUNDAMENTALLY DEMOCRATIC DEMAND THE RIGHT TO ORGANIZE, AND PARTICULARLY THE RIGHT TO COLLECTIVELY BARGAIN.

SUCH A RIGHT WOULD TRANSCEND NORMS OF CONSULTATION TO ALLOW DIRECT NEGOTIATION OF TEACHERS WORK, INCLUDING HOW THAT WORK IS EVALUATED AND COMPENSATED.

AS OUR UNION SIBLINGS IN THE UNITED ELECTRICAL WORKERS OFTEN TELL US, THE UNORGANIZED WORKPLACE IS A DICTATORSHIP.

AMERICANS MAINTAIN A DEMOCRATIC CIVIC TRADITION EXTENDING TO MOST SPHERES OF LIFE, WITH THE WORKPLACE A GLARING ZONE OF EXCEPTION.

THE RIGHT TO A SAY IN OUR WORKING CONDITIONS IS JUST AS CRITICAL AS THE RIGHT TO VOTE FOR OUR REPRESENTATION AT THE WHITE HOUSE, THE CAPITOL, OR THE SCHOOL BOARD.

MUCH LIKE WORKERS EVERYWHERE, EDUCATION WORKERS SPEND MORE TIME AT WORK THAN THEY DO AT HOME.

WHY, THEN, THE EXCLUSION TO RETURN TO THE ORIGINAL? EXCUSE ME. ORIGINAL FOCAL POINT OF THIS PRESENTATION.

TEACHER EVALUATION IS AN EQUITY ISSUE.

IS A WORKPLACE JUSTICE ISSUE IS A DEMOCRACY ISSUE.

DEMOCRACY DOES NOT END AT THE BIOMETRIC CLOCK.

WE URGE OUR TRUSTEES TO REVIEW THE EDUCATORS BILL OF RIGHTS AND COMMIT TO ITS PRINCIPLES.

THANK YOU. THANK YOU FOR THE NEXT TWO SPEAKERS.

PLEASE COME TO THE MICROPHONE.

LISA GONZALEZ AND ETHEL JACKSON, FOLLOWED BY BRENDA GURUMURTHY AND JAVIER RIOS.

GOOD EVENING, BOARD MEMBERS.

MY NAME IS LISA GONZALEZ.

I AM A CERTIFIED OCCUPATIONAL THERAPY ASSISTANT WITH DALLAS ISD AND A MEMBER OF ALLIANCE AFT.

I AM HERE TODAY TO EXTEND THE VOICES THAT HAVE GONE BEFORE ME REGARDING SAFETY FOR DALLAS ISD STAFF MEMBERS, SPECIFICALLY EMPLOYEES LIKE MYSELF, THAT VISIT SEVERAL CAMPUSES AND DISTRICT BUILDINGS WITHIN THE SCHOOL DAY IN WHICH WE ARE PROVIDING SERVICES, DELIVERING EQUIPMENT, CONDUCTING TRAININGS, AND OR COMPLETING EVALUATIONS. THE ISSUE AND CONCERN HAS BEEN BROUGHT UP AT OUR STAFF.

MEETINGS WITH LEADERSHIP FOR OVER TWO YEARS WAS HEIGHTENED AFTER UVALDE OCCURRED, AND THIS SCHOOL YEAR, I ATTENDED A MANDATORY MEETING REGARDING CAMPUS SAFETY, ONLY TO BE TOLD THAT I WILL NOT BE ON THE LIST AND BE ADDED FOR THIS CURRENT SYSTEM FOR MASKS UNTIL LATER IN THE YEAR OR NEXT YEAR.

THIS EMERGENCY SYSTEM IS KNOWN AS RAPTOR.

INCLUDES EMERGENCIES LIKE CHEMICAL SPILLS, WEATHER RELATED CAMPUS HOLDS, SECURES LOCKDOWNS AND QUICK COMMUNICATION RESPONSE IN CASE OF AN ACTIVE SHOOTER.

AS A DISTRICT EMPLOYEE, I DO NOT FEEL SAFE MOVING ABOUT MY DAY WHEN ENTERING SEVERAL CAMPUSES ON DISTRICT BUILDINGS.

I ESPECIALLY FEEL UNEQUIPPED AND UNPREPARED.

UNPREPARED WHEN I AM WORKING WITH A STUDENT AND HAVE NO FORM OF COMMUNICATION IN AN EMERGENCY TO KNOW WHAT IS HAPPENING AND HOW I NEED TO RESPOND TO ENSURE THE SAFETY OF THE STUDENT I AM WORKING WITH.

I HAVE DONE MY PART IN KNOWING MY CAMPUS SURROUNDINGS.

NEAREST EXITS. CAMPUS DRILLS.

BUT SINCE I DO NOT BEAR THE TITLE FOR A CAMPUS-BASED STAFF MEMBER, I REMAIN IN THE DARK WHEN EMERGENCIES ARISE, RECEIVE NO COMMUNICATION AND MY KEY CARD DOES NOT ALLOW ACCESS BACK INTO CAMPUS BUILDINGS.

IMAGINE BEING OUTSIDE WITH A STUDENT WHEN AN EMERGENCY OCCURS AND I CANNOT GET THEM TO SAFETY.

SEVERAL OF MY COWORKERS HAVE WALKED UP TO CAMPUS DOORS AND ARE COMPLETELY UNAWARE OF A LOCKDOWN IN PLACE AS WELL.

HAVE BEEN OUTSIDE CAMPUSES DURING A SECURE AND HOLD, WHICH IS A THREAT OUTSIDE THE CAMPUS WHERE THEY ARE LOCATED.

IN JULY, BEHIND OUR DISTRICT BUILDING, 9400 STAFF MEMBERS HAD NO CLUE THAT DALLAS PD WAS HANDLING AN ACTIVE SCENE WITH GUNS AND ONE SUSPECT UNACCOUNTED FOR.

STAFF WERE WALKING TO AND FROM THEIR CARS, UNLOADING MATERIALS AND BEING TURNED AWAY.

SINCE THERE WAS NO OFFICIAL PLAN IN PLACE TO NOTIFY STAFF IN THE BUILDING OF A LOCKDOWN.

THE DISTRICT BUILDING DID NOT ANNOUNCE UNTIL ALMOST AN HOUR LATER.

WHAT I HAVE FOUND AFTER MEETINGS AND TALKING WITH OTHER DISTRICT EMPLOYEES, IT ONLY TAKES GATHERING OUR EMPLOYEE INFORMATION AND A CLICK OF A BUTTON TO ENSURE THAT EMPLOYEES ARE EQUIPPED WITH THE EMERGENCY SYSTEM THAT'S IN PLACE.

SORRY. THIS WOULD ALLOW YOUR EMPLOYEES TO BE EQUIPPED WITH RAPTOR AND KEYCARD ACCESS TO CAMPUSES THAT THEY VISIT TO BE ABLE TO GET BACK IN. THANK YOU.

THANK YOU.

WELL, THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

FINALLY, BOARD MEMBER DR.

KING SAID, IN THE END, WE WILL NOT REMEMBER THE WORDS OF OUR ENEMY, BUT THE SILENT VOICE OF OUR FRIEND. THANK YOU.

WITH THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

BRENDA GURUMURTHY AND HARVEY ORIOLES, FOLLOWED BY LETICIA HRINKO AND SYLVIA VARGAS.

HI, MY NAME IS BRENDA GURUMURTHY AND I'M A HIGH SCHOOL MATH TEACHER AND MEMBER OF ALLIANCE AFT.

I'M SPEAKING TO URGE THE BOARD OF TRUSTEES TO SHOW ITS SUPPORT FOR THE EDUCATORS BILL OF RIGHTS THAT TEXAS AFT WROTE.

WE ALL KNOW THAT CAREERS IN EDUCATION ARE NOT REGARDED WITH MUCH PRESTIGE IN THE UNITED STATES THE WAY THAT THEY ARE IN MANY OTHER COUNTRIES.

ELEVATING THE PROFESSION STARTS WITH TREATING TEACHERS AND SUPPORT STAFF LIKE PROFESSIONALS.

AND WHILE THE STATE OF TEXAS ADAMANTLY REFUSES TO DO SO.

PERHAPS DISD CAN SHOW THAT IT VALUES ITS EDUCATORS MORE THAN THAT.

WITH REGARD TO THAT, I ASK YOU TO THINK ABOUT WHETHER OUR CURRENT PAY SYSTEM TEI IS TRULY IN SYNC WITH THE EDUCATORS BILL OF RIGHTS, WHICH ESTABLISHES THE RIGHT TO FAIR COMPENSATION. THE PREMISE OF T IS THAT IF YOU RUN UP A HIGH ENOUGH SCORE ON THE DOMAINS OF LEADERSHIP, LIFELONG LEARNING, AND CONTRIBUTIONS TO THE PROFESSION, YOU DESERVE A BIG RAISE. SURE, BUT YOU SHOULD NOT HAVE TO BEND OVER BACKWARDS OR BE IN THE TOP 30% OF DISD TEACHERS TO AT LEAST EARN A RAISE ON PAR WITH INFLATION.

AN EMAIL LAST YEAR STATING THAT RETURNING TEACHERS WILL RECEIVE A PROJECTED AVERAGE TEACHER SALARY OF A TEACHER SALARY INCREASE OF APPROXIMATELY 3.5% IS HIGHLY MISLEADING, AS IT OBSCURES THE FACT THAT TONS OF PEOPLE ARE JUST GETTING 2% RAISES, WHILE THOSE WHO MOVE UP IN EFFECTIVENESS LEVEL GET A HIGHER PERCENTAGE THAN THAT.

AND THAT'S WITHOUT ACCOUNTING FOR THE INCREASE IN OUR HEALTH CARE PREMIUMS. DOING YOUR JOB WELL SHOULD BE ENOUGH FOR A RAISE.

SOMETHING ELSE FROM THE BILL OF RIGHTS THAT I'VE BEEN THINKING ABOUT IS THE RIGHT TO ACADEMIC FREEDOM AND THE WAY WE CURRENTLY IMPLEMENT TEI CUTS AGAINST ACADEMIC FREEDOM, AS WELL AS AN ADVANCED PLACEMENT TEACHER WITH THE SUPPORT OF AP.

I ACTUALLY HAVE A GOOD AMOUNT OF FREEDOM COMPARED TO MOST, BUT I HEARD THAT DISD IS LOOKING TO IMPLEMENT COMMON ASSESSMENTS FOR THOSE CLASSES TOO, SO PERHAPS THOSE DAYS ARE NUMBERED FOR ME.

PEOPLE OFTEN THINK ABOUT ACADEMIC FREEDOM IN TERMS OF CENSORSHIP AND BOOK BANS, AND THOSE THINGS ARE OF COURSE, BAD.

BUT ACADEMIC FREEDOM IS BROADER THAN THAT AND EXTENDS TO TEACHER AUTONOMY IN GENERAL.

TEACHERS OFTEN LOSE THE FREEDOM TO DO WHAT'S BEST FOR STUDENTS, AND INSTEAD HAVE TO DO THINGS THAT CATER TO A COMMON ASSESSMENT OR OBSERVATION OR STAAR TEST.

I'M THINKING OF TEACHERS WHO FEEL PRESSURE FROM THEIR SUPERVISORS IF THEY FALL A DAY BEHIND THE PRESCRIBED CALENDAR OR ALGEBRA ONE TEACHERS WHOSE STAR PREPARATION HAS TO CONSIST LARGELY OF CALCULATOR TRICKS, AND THEN LATER WE AS A DISTRICT, ACT SURPRISED WHEN OUR STUDENTS FAIL ON THE MOSTLY CALCULATOR FREE TO SEE.

I'D EVEN CONNECT THIS LACK OF ACADEMIC FREEDOM TO THE STUDENT SURVEY AFTER I DIDN'T DO SUPER WELL ON MY SURVEYS THIS YEAR, MY FIRST IN THE DISTRICT.

LOTS OF MORE EXPERIENCED DALLAS ISD TEACHERS TOLD ME WAYS TO GAME THE SYSTEM NEXT YEAR.

[00:40:03]

I CAN PLAY GAMES, BUT IT'S KIND OF WEIRD TO HAVE TO SPEND TIME AND EFFORT ON THAT, INSTEAD OF JUST BEING MYSELF AND TEACHING WHAT I HAVE TO TEACH.

ULTIMATELY, A LOT OF GOOD IS IN TEXAS AFTS EDUCATORS BILL OF RIGHTS, AND I HOPE THAT YOU CAREFULLY CONSIDER ALL THE POINTS IN IT.

IF YOU DO, I THINK YOU MAY UNDERSTAND WHY SO MANY EDUCATORS HAVE QUALMS ABOUT TEI, AND WHY OUR UNION WANTS IT TO BE REVIEWED AND CHANGED BY A COMMITTEE THAT INVOLVES EDUCATORS.

THANK YOU, THANK YOU.

WELL, THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONES, JAVIER RIOS AND LETICIA RICO, FOLLOWED BY SILVIA VARGAS AND VERONICA TIRADO.

LUNA. GOOD EVENING.

BOARD. MY NAME IS JAVIER RIOS.

I AM A RETIRED.

I'M ALSO A GRANDFATHER OF THREE CHILDREN AT W.T.

WHITE.

I'VE ALSO HAVE BEEN ATTENDING SAMUEL HIGH SCHOOL PARENT WORKSHOPS, WHICH I HAVE FOUND TO BE EXCEEDINGLY GREAT.

AND AS YOU CAN SEE BACK HERE, WE HAVE THOSE PARENTS HERE, AND THEY WANT TO KNOW MORE ABOUT THE WAY DISD RUNS AND HOW THEY BEST CAN HELP TO DO THE WORK THAT NEEDS TO BE DONE.

SO WE'RE HERE.

I'VE BEEN HEARING A LOT OF NEGATIVE STUFF, BUT WE'RE HERE TO GIVE YOU SOMETHING POSITIVE.

DISD IS DOING WELL COMPARED TO OTHER SCHOOL DISTRICTS, AND WE'RE VERY HAPPY FOR THOSE WHO ARE A PART OF THE BOARD WHO ARE INVOLVED AND TAKE AN ACTIVE APPROACH ON THAT.

WE APPRECIATE YOUR WORK BECAUSE YOU DON'T GET PAID.

YOU JUST TAKE THE HIT.

BUT WE REALLY APPRECIATE MR. SUPERINTENDENT. WE HOPE THAT YOU CAN CONSIDER AND LOOKING AT THAT WE NEED MORE PARENTING PROJECTS WITHIN THE SCHOOL DISTRICTS SO WE CAN GET OUR PARENTS INVOLVED AND TO PAY ATTENTION TO WHAT'S GOING ON WITH THEIR CHILDREN IN THE SCHOOL DISTRICT.

AND I THINK WITH THE PARENTS INVOLVED, ALL THESE THINGS THAT YOU'VE HEARD IN THE PAST WILL RESOLVE THEMSELVES, BECAUSE NOW WE ARE A TEAM OF PARENTS, STUDENTS AND TEACHERS AND ADMINISTRATION.

AND SO WE WANT TO AGAIN, HOPE THAT YOU CAN LOOK AT WHAT'S GOING ON IN THAT RESPECT WITH PARENTS.

THANK YOU VERY MUCH.

THANK YOU. WITH THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

I HAVE VISITED THEIR SESSION SEVERAL TIMES AND HAVE RECOGNIZED THEIR DEDICATION FOR ATTENDING THEM FOR THE PAST TWO YEARS.

THEY HAVE LEARNED MANY THINGS, SUCH AS THE IMPORTANCE OF PARENT ENGAGEMENT AND HOW THEY CAN APPLY SKILLS SUCH AS COMMUNICATION IN THEIR HOMES.

I HOPE THAT SIMILAR PROGRAMS CAN BE IMPLEMENTED IN SCHOOLS HERE IN DISD, AND I AM MORE THAN HAPPY TO HELP TO ACHIEVE THAT GOAL.

THANK YOU. THANK YOU, MR. PRESIDENT. THIS CONCLUDES OUR SPEAKERS.

THANK YOU TO ALL OUR SPEAKERS.

SO LET ME GET THE SLIDE UP HERE.

SO SEPTEMBER 29TH IS THE BIRTHDAY OF NBA FINALS MVP KEVIN DURANT, TELEVISION ACTOR ZACHARY LEVI, AND NFL LEGEND CALVIN JOHNSON, NONE OF WHOM HAVE EVER DONE ANYTHING AS IMPRESSIVE AS YOU ALL HAVE AS SERVING TRUSTEES ON SCHOOL BOARDS.

LIKE OUR VERY OWN SEPTEMBER BIRTHDAY TRUSTEE SARAH WEINBERG, WHO IS ALSO CELEBRATING A BIRTHDAY ON SUNDAY.

HAPPY BIRTHDAY, TRUSTEE WEINBERG.

AND I ALSO HAVE SOME FOLLOWING GOOD NEWS.

I HOPE YOU ALL GOT TO SEE THE HEARTWARMING STORY ABOUT THE INCREDIBLE CULTURE AT JIMMY TYLER BRASHEAR ELEMENTARY SCHOOL, A SCHOOL THAT IS FILLED WITH LOVE, ACCORDING TO DR.

STEPHANIE SMITH.

DOCTOR SMITH HAS BEEN TEACHING AT BRASHEAR ELEMENTARY FOR THE PAST 30 YEARS, LONG ENOUGH TO BE TEACHING THE CHILDREN OF SOME OF HER FORMER STUDENTS. THANK YOU TO DOCTOR SMITH AND THE WHOLE TEAM AT BRASHEAR FOR CREATING SUCH A WELCOMING, LOVING ENVIRONMENT FOR THE CHILDREN.

NOW LET'S WATCH THIS VIDEO.

EVERYONE SAY RHYMING WORDS.

AT FIRST GLANCE, THE LEARNING IS OBVIOUS.

HAT CAT.

BUT WITH A DOUBLE TAKE.

IT'S THE RELATIONSHIPS THAT ARE BUILDING.

BRASHEAR IS A SCHOOL THAT IS FILLED WITH LOVE.

OFTEN PEOPLE SAY THAT THEY CAN FEEL THAT LOVE WHEN THEY ENTER INTO THE BUILDING.

DOCTOR STEPHANIE SMITH HAS FELT THAT LOVE FOR THE PAST 30 YEARS.

SHE TEACHES KINDERGARTEN AT JIMMY TYLER BRASHEAR ELEMENTARY, A DALLAS ISD LEGACY SCHOOL OFFERING TRADITION AND INNOVATION FOR GENERATIONS OF FAMILIES.

I'M TEACHING SOME OF MY FORMER STUDENTS FROM THE OLD BRIDGE YEAR.

I'M TEACHING THEIR CHILDREN, OR THOSE WHO HAVE BEEN HERE BEFORE ARE EVEN NOW WORKING ALONG WITH ME.

I THINK IT'S PROBABLY THE CULTURE.

KIMBERLY MCCLENDON HAS BEEN HERE 19 YEARS WHEN STUDENTS FEEL THEY BELONG, THEY WANT TO.

HEY, I CAN'T WAIT TO GET UP TO COME TO SCHOOL LIKE THE BROTHERS.

I LIKE TO BE LIKE A FAMILY.

YEAH. ME TOO.

A LITTLE BROTHERLY LOVE.

YEAH. THAT'S WHY WE SAY HE'S THE FUNNY ONE FROM THE YOUNGEST OF THE BUNCH, ALL ANXIOUS TO BE BACK IN SCHOOL.

I WANTED TO GO TO SCHOOL REALLY BAD.

YEAH, BECAUSE IT WAS BORING AT THE HOME.

AT HOME.

AND THEN.

I LOVE MATH. AND LIKE MANY FAMILIES, BRASHEAR IS WELCOMING, EVEN LETTING US TAKE OVER LUNCH, WFAA STYLE.

WE JUST GOT STARTED, BUT GETTING THEM MOTIVATED AND SETTING THEIR GOALS IN ORDER TO MAKE THEM ACHIEVE.

FAMILIES KNOW THAT WHEN THEY BRING THEIR CHILDREN HERE THAT THEY'RE GOING TO BE NURTURED.

THEY KNOW WE ARE NOW THEIR FAMILY, AND WE HAVE BONDED BONDING AND BUILDING FOR GENERATIONS TO COME.

IN OAK CLIFF, I'M BRITTANI MONCREASE NOW, ISN'T THAT A GREAT REPRESENTATION? AND NOW, AS WE CELEBRATE HISPANIC HERITAGE MONTH FROM SEPTEMBER 15TH THROUGH OCTOBER 15TH, DIVE INTO OUR RHYTHM OF PROGRESS VIDEO SERIES AND DISCOVER THE VIBRANT CONTRIBUTIONS OF THE HISPANIC LATINO COMMUNITY.

CELEBRATE CULTURE, HISTORY, AND UNITY BY VISITING OUR RACIAL EQUITY WEBSITE.

[01:00:01]

LET'S HONOR OUR HERITAGE TOGETHER.

NEXT, I'D LIKE TO REMIND EVERYONE VOTING IS YOUR RIGHT AS AN AMERICAN, BUT YOU HAVE TO BE REGISTERED TO CAST A VOTE IN TEXAS TO VOTE IN THE NOVEMBER 5TH ELECTION.

YOU MUST BE REGISTERED BY OCTOBER 7TH.

IF YOU ARE ALREADY REGISTERED, YOU MAY BE ASKING, DO YOU NEED TO REGISTER AGAIN? PROBABLY NOT.

IF YOU HAVEN'T MOVED AND YOU ARE AN ACTIVE VOTER.

BUT BEWARE, TEXAS ROUTINELY PURGES VOTER ROLLS.

I DID NOT KNOW THAT I HAD TO GO AND CHECK TO MAKE SURE THAT I WAS STILL ACTIVE.

YOU MAY BE MARKED INACTIVE IF YOU DO NOT RESPOND TO ELECTION OFFICIALS.

POSTCARDS OR LETTERS HAVE NOT VOTED IN THE LAST TWO FEDERAL GENERAL ELECTIONS.

YOU NEED TO UPDATE YOUR VOTER REGISTRATION.

IF YOU HAVE MOVED WITHIN YOUR STATE OR CHANGED YOUR NAME, AND UPDATE THE ID YOU WILL USE WHEN YOU VOTE, OR IF YOU MOVED INTO TEXAS FROM ANOTHER STATE TO CHECK IF YOU'RE STILL REGISTERED OR TO FIND INFORMATION ABOUT HOW TO REGISTER TO VOTE, VISIT VOTE TEXAS.GOV.

AGAIN, THAT'S WWW.VOTE.TEXAS.GOV.

PLEASE REMEMBER THE CHILDREN WE SERVE CANNOT VOTE.

THEIR VOICES CANNOT BE HEARD IN OUR COMMUNITY.

WE ARE THEIR VOTE.

WE HAVE AN ADDED RESPONSIBILITY TO REPRESENT ALL OF OUR COMMUNITY.

NEXT SEPTEMBER IS NATIONAL ATTENDANCE AWARENESS MONTH.

GOOD ATTENDANCE, WE KNOW, IS IMPORTANT FOR SO MANY REASONS.

STUDIES SHOW A STRONG LINK BETWEEN ACADEMIC PERFORMANCE AND CONSISTENT ATTENDANCE, WHICH IS WHY ATTENDANCE IS ACTUALLY A LAW.

DALLAS ISD HAS MANY PROGRAMS TO HELP STUDENTS STAY IN SCHOOL AND MAKE SURE THEY HAVE THE CREDITS THEY NEED TO GRADUATE.

DALLAS ISD IS CELEBRATING ATTENDANCE AWARENESS MONTH IN SEPTEMBER, PROMOTING STRONG, CONSISTENT ATTENDANCE HABITS THAT WILL SET STUDENTS UP FOR SUCCESS AT ALL GRADE LEVELS.

THE THEME FOR THE 2024-2025 SCHOOL YEAR IS SHOW UP.

ATTENDANCE MATTERS.

THE GRADUATION, RECOVERY, ATTENDANCE ADVOCACY AND DROPOUT INTERVENTION DEPARTMENT IS HOSTING WEEKLY KICKOFFS FOR STUDENTS AND TEAM MEMBERS TO HELP BUILD ROUTINES, INCREASE ENGAGEMENT, PROVIDE ACCESS TO RESOURCES, AND SUPPORT LEARNING.

AS SOMEONE ONCE SAID, 90% OF SUCCESS IN LIFE IS JUST SHOWING UP.

AND LASTLY, THIS YEAR MARKS THE 60TH ANNIVERSARY OF THE CIVIL RIGHTS ACT, WHICH GRANTED FAMILIES THE LEGAL RIGHT TO INTERPRETATION AND TRANSLATION SERVICES FROM PUBLIC K-12 SCHOOLS UNDER TITLE SIX.

INTERNATIONAL TRANSLATION DAY IS ON SEPTEMBER 30TH, AND I WANT TO TAKE A MOMENT TO THANK OUR VERY OWN TRANSLATION SERVICES TEAM FOR THE LANGUAGE WORK THEY DO EVERY DAY FOR DALLAS ISD PARENTS AND COMMUNITY MEMBERS.

SO TO OUR TRANSLATORS, ON BEHALF OF EVERYONE WHO NEEDS YOU EVERY DAY, PLEASE ALLOW ME TO SAY GRACIAS.

SPASIBA. DANKE.

IT WAS BEAUTIFUL.

SHE IS SUCH A WONDERFUL YOUNG LADY WHO MAKES US ALL PROUD.

SO I'M EXTREMELY PROUD OF HER.

AND I WANT A LITTLE EXTRA SUPERINTENDENT.

ONE OF YOUR EMPLOYEES IN INTERNAL AUDIT SHELLY KELLY, HER DAUGHTER, ADMIRES SHA'CARRI, AND SO I MADE SURE THAT SHE HAD AN OPPORTUNITY TO MEET HER AT CARTER HIGH SCHOOL TO GET A PICTURE WITH HER, AND ALSO TO ASK A COUPLE OF QUESTIONS.

THE ONE THAT KIND OF FREAKED ME OUT A LITTLE BIT WAS SHE WANTED TO KNOW HOW DOES SHE TAKE CARE OF HER NAILS? SO I JUST KIND OF WROTE WITH IT BECAUSE SHE'S ABOUT NINE, SO I WROTE WITH THAT.

THANK YOU TO ANOTHER ONE OF MY FAVORITE PRINCIPALS, PRINCIPAL TOVAR OF LESLIE, A STEMMONS ELEMENTARY SCHOOL FOR HOSTING COFFEE WITH THE PRINCIPAL EARLY THIS MONTH.

THE EVENT FEATURED GUEST SPEAKERS AND INFORMED SESSIONS.

IT WAS A GREAT OPPORTUNITY FOR THE COMMUNITY TO INTERACT WITH THE SCHOOL, AND MR. TOVAR AND I WILL END IT WITH THIS.

TODAY IS THE HOMECOMING FOR CARTER HIGH SCHOOL AND I'M SITTING HERE.

CARTER FEEDER PATTERN IS THERE.

I'M NOT THERE.

BUT AT THE END OF THE SECOND QUARTER, 34 TO NOTHING.

JUST SAYING. THANK YOU.

ALL RIGHT. I'M GOING TO READ THE DISTRICT SEVEN ACCOLADES.

FIRST I'D LIKE TO BEGIN WITH KUDOS TO TONY MOLINA, THE PRINCIPAL AT JAMES HOGG NEW TECH CENTER, FOR BEING FEATURED ON THE HUB FOR HER UNWAVERING COMMITMENT TO SHAPING A LEGACY OF IMPACT AND RESILIENCE.

HER DEDICATION TO FOSTERING A STRONG SCHOOL COMMUNITY IS INSPIRING.

CONGRATULATIONS, PRINCIPAL MOLINA, FOR LEADING WITH A HEART AND VISION.

A SPECIAL CONGRATULATIONS TO AIDEN O, A QUARTERBACK AT MOSES E MOLINA HIGH SCHOOL, FOR BEING SELECTED AS A LATINO YOUTH HONORS NOMINEE.

AIDEN WAS CHOSEN FOR HIS EXCEPTIONAL DEDICATION BOTH ON AND OFF THE FIELD, EXCELLING IN THE CLASSROOM, LEADING HIS TEAM, AND GIVING BACK TO THE COMMUNITY AS A NURSING HOME ASSISTANT. IT VERY WELL DESERVED.

AND LASTLY, AND THIS IS AN AWESOME STORY I'LL GIVE A HUGE SHOUT OUT TO ERICKA BONILLA, THE COMMUNITY LIAISON AT SUNSET HIGH SCHOOL WHO WAS RECENTLY FEATURED ON TELEMUNDO FOR STARTING THE BISON CARE CLOSET.

MISS BONILLA WAS ABLE TO ENSURE THAT STUDENTS DID NOT MISS OUT ON HOMECOMING DUE TO FINANCIAL RESTRAINTS, AND SHE RECEIVED OVER 300 DONATED DRESSES.

[01:20:01]

THE CLOSET ALSO REMAINS STOCKED WITH GENTLY USED CLOTHING, SHOES, BUSINESS ATTIRE, CANNED FOODS, SNACKS AND TOILETRIES FOR STUDENTS TO USE YEAR ROUND.

THANK YOU, MISS BONILLA, FOR ENSURING STUDENTS HAVE THE RESOURCES THEY NEED TO SUCCEED, BOTH INSIDE AND OUTSIDE THE CLASSROOM.

AND THAT CONCLUDES THE DISTRICT SEVEN ACCOLADES.

I WILL GIVE THE DISTRICT EIGHT ACCOLADES A BIG KUDOS TO EVERY SCHOOL IN DISTRICT EIGHT AND ACROSS THE DISTRICT WHO ARE CELEBRATING HISPANIC HERITAGE MONTH BY HOSTING COMMUNITY EVENTS, PROGRAMS, AND FUNDRAISERS.

IT'S SO IMPORTANT THAT WE SHOWCASE ALL THE CULTURE AND BACKGROUND OF ALL OF OUR STUDENTS, AND I AM PROUD TO SEE OUR STUDENTS CELEBRATE THEIR HERITAGE.

SHOUT OUT TO OBADIAH KNIGHT ELEMENTARY SCHOOL FOR HOSTING LUIS HERNANDEZ, A FORMER SOCCER PLAYER WITH THE MEXICAN NATIONAL TEAM, EARLIER THIS MONTH.

HE WAS VISITING SCHOOLS AS PART OF THE TEXAS AS PART OF THE [INAUDIBLE] READ TO WIN CHALLENGE.

THIS INITIATIVE PROMOTES BILINGUAL LITERACY AND SUPPORTS THE LOCAL COMMUNITY THROUGH A SHARED VISION AND PASSION FOR SPORTS.

I WANT TO HIGHLIGHT THE NEW LIBRARIES AT JESUS MORALES EXPRESSIVE ARTS VANGUARD AND AT MAPLE LAWN ELEMENTARY.

I HAD THE OPPORTUNITY TO VISIT THE ONE AT MAPLE LAWN RECENTLY.

IN ADDITION TO A WIDE VARIETY OF BOOKS THE LIBRARY HAS, THE ONE AT THE VANGUARD, HAS A PRODUCTION STUDIO, EVEN HAS ROOM FOR STUDENTS TO CONDUCT SCIENCE EXPERIMENTS.

A BIG CONGRATULATIONS ARE IN ORDER FOR EMMA EHRET, A SCIENCE TEACHER AT SOLAR PREPARATORY SCHOOL FOR GIRLS.

SHE PARTICIPATED IN THE NATIONAL AIR AND SCIENCE MUSEUM TEACHER INNOVATION INSTITUTE OVER THE SUMMER, WHERE SHE LEARNED HOW TO INCORPORATE REAL WORLD PROBLEMS AND HANDS ON ACTIVITIES INTO HER CLASSROOM.

THANK YOU, MISS EHRET, FOR GOING ABOVE AND BEYOND FOR OUR STUDENTS, AND I WANT TO GIVE A SHOUT OUT TO ROBERTS ELEMENTARY SCHOOL AND ALL SCHOOLS IN DISTRICT EIGHT WHO HOSTED GRANDPARENTS DAY WHO HOSTED GRANDPARENTS DAY CELEBRATION THIS MONTH.

GRANDPARENTS PLAY AN IMPORTANT ROLE IN THEIR GRANDCHILDREN'S LIVES, AND WE MUST DO ALL WE CAN TO SHOW OUR APPRECIATION FOR WHAT THEY DO.

AND LASTLY, I WANT TO THANK JESSICA DE LA PAZ AND RUBY CHAVEZ TEAM MEMBERS OVER AT NORTH DALLAS HIGH SCHOOL AND PRINCIPAL HERNANDEZ, EXECUTIVE DIRECTOR CORDOVA, EVERYONE OVER THERE WHO HELPED ORGANIZE FOR ME AND THE STUDENTS, AN OPPORTUNITY TO MEET WITH THE STUDENT COUNCIL AND STUDENT LEADERS ON THE CAMPUS. WE WERE UP EARLY THIS MORNING BEFORE CLASS BECAUSE WE DIDN'T WANT TO MISS CLASS TO DISCUSS EVERYTHING HAPPENING AT NORTH DALLAS HIGH SCHOOL AND HAD AMAZING INSIGHT AND THOUGHTS, AND SO I LOOK FORWARD TO CONTINUING THAT CONVERSATION WITH THEM.

THAT CONCLUDES THE DISTRICT EIGHT.

ACCOLADES TO TRUSTEE DISTRICT NINE, TRUSTEE TURNER.

ALL RIGHT. THANK YOU.

ALL RIGHT. CONGRATULATIONS OR ADIEU TO SYLVIA MENDEZ'S CREW LEADERSHIP ACADEMY TEACHER CLAUDIA LOBATO.

HOPEFULLY, I SAID THAT CORRECTLY.

WHO WAS NAMED EDUCATOR OF THE MONTH BY DALLAS WINGS.

THANK YOU FOR YOUR CONTINUOUS COMMITMENT TO ELEVATING OUR STUDENT LEARNING EXPERIENCE.

A CONGRATULATIONS! CONGRATULATIONS TO THE STUDENTS AND STAFF OF LINCOLN HIGH SCHOOL AND HUMANITIES COMMUNICATIONS MAGNET FOR ACHIEVING AN A RATING ON THEIR SIX WEEK ASSESSMENT. THE DEDICATION TO EXCELLENCE IS OVERWHELMING AT THE LINCOLN CAMPUS.

KEEP UP THE GOOD WORK.

A SPECIAL THANK YOU TO YOUNG WOMEN'S PREP AND TEXAS WALL STREET WOMEN DALLAS CHAPTER, AS THEY RECENTLY VISIT IRMA RANGEL YOUNG WOMEN'S LEADERSHIP SCHOOL.

THE TWO ORGANIZATIONS SHARED THEIR EXPERIENCES AND PROVIDED ADVICE ON NAVIGATING THE WORKSPACE AS EDUCATED AND PROFESSIONAL WOMEN.

THANK YOU FOR YOUR MENTORSHIP.

OUR STUDENTS GENUINELY APPRECIATE THE INSIGHT.

CONGRATULATIONS TO SKYLINE HIGH SCHOOL FOR LAUNCHING A SUCCESSFUL COMMUNITY INITIATIVE, A FREE DIAPER GIVEAWAY.

I WAS HONORED TO BE A PART OF THIS EVENT AND WITNESSED THE GREAT TURNOUT AND RECEIVED A POSITIVE RESPONSE FROM FAMILIES AND THE INFANT CHILDREN.

I LOOK FORWARD TO JOINING THE NEXT EVENT.

GO RAIDERS! AND ALSO, A SPECIAL SHOUT OUT GOES OUT TO THE FAM JAM, WHICH WAS REALLY, REALLY GREAT.

ISRAEL AND MR. SMITH REALLY PUT ON A REALLY, REALLY GREAT EVENT.

I ALSO WANT TO GIVE OUT A SPECIAL SHOUT OUT TO MATA.

I DID A VISIT TODAY AND I WENT TO THE WRONG DOOR AND THE CUSTODIAL STAFF CAME TO THE DOOR AND I SHOWED THEM MY BADGE AND SHE WAS LIKE, YOU HAVE TO GO TO THE FRONT.

YOU CAN'T WALK THROUGH HERE.

SO I WAS LIKE, OKAY, IT DON'T EVEN MATTER IF YOU TRUSTEE THE RULES ARE THE RULES, RIGHT? SO BUT SHE WAS REALLY KIND ENOUGH TO WALK ME AROUND TO THE FRONT SHOWING ME HOW TO GO GET INTO THE DOOR.

SO I WENT IN AND EVEN SENT DOWN.

THE PRINCIPAL WAS IN A MEETING AND THE FRONT OFFICE LADY DID NOT KNOW I WAS A TRUSTEE AND SHE WAS VERY NICE, VERY KIND, AND HAD NICE CONVERSATION WITH ME.

SO I REALLY WANTED TO GIVE A SHOUT OUT TO THAT SCHOOL FOR CREATING A WELCOMING ENVIRONMENT, NO MATTER WHO WALKS THROUGH THE DOOR.

[01:25:06]

AND THOSE ARE MY UPDATES FOR TODAY.

MR. PRESIDENT.

TRUSTEE FOREMAN. SO IN MY EXCITEMENT ABOUT WHAT CARTER WAS DOING, I LEFT OFF SOMETHING.

GO AHEAD. I WANT TO SAY THANK YOU TO CHIEF HEWITT, WHO QUITE OFTEN GOES UNNOTICED, BUT DO A LOT OF WORK, AND SHE'S WATCHING WHAT WE'RE DOING ALL THE TIME.

THANK YOU FOR UNDERSTANDING MY WORK IN DISTRICT SIX, AND WHAT I DO TO TRY TO MAKE SURE THAT THE SCHOOLS GET WHAT THEY NEED.

THANK YOU.

THANK YOU.

TRUSTEES. THAT CONCLUDES TRUSTEE REPORTS.

TRUSTEES WILL NOW MOVE TO AGENDA ITEM SEVEN APPROVAL OF THE MINUTES.

[7. APPROVAL OF MINUTES]

TRUSTEES WILL MOVE TO AGENDA ITEM 7.01.

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE MINUTES SUBMITTED FOR APPROVAL.

TRUSTEES. THE FOLLOWING MINUTES HAVE BEEN SUBMITTED FOR APPROVAL.

SUPERINTENDENT'S EVALUATION AD HOC COMMITTEE MEETING AUGUST 7TH, 2024.

CALLED BOARD MEETING AUGUST 8TH, 2024.

PUBLIC COMPLAINT HEARING AUGUST 8TH, 2024.

SUPERINTENDENT'S EVALUATION AD HOC COMMITTEE MEETING AUGUST 14TH, 2024.

BOARD MEETING AUGUST 22ND, 2024, AND THE SUPERINTENDENT'S EVALUATION AD HOC COMMITTEE.

AUGUST 28TH, 2024.

TRUSTEES, DO I HAVE A MOTION? SO MOVED. I CAN'T SAY ALL THAT AGAIN.

YEAH. JUST SECOND.

THANK YOU. TRUSTEES, WE HAVE A MOTION.

IT HAS BEEN MOVED AND SECONDED THAT WE ADOPT THE MINUTES.

APPROVED. SUBMITTED FOR APPROVAL.

TRUSTEES, ARE THERE ANY CORRECTIONS? EXCUSE ME, MR. PRESIDENT, CAN YOU TELL US WHO SECONDED? IT WAS TRUSTEE TURNER.

THANK YOU. IT WAS MOVED BY TRUSTEE WEINBERG, SECONDED BY TRUSTEE TURNER.

HEARING. NO CORRECTIONS.

TRUSTEES, PLEASE CAST YOUR VOTES.

TRUSTEE MICCICHE I VOTE YES.

THANK YOU.

THE MOTION PASSES SIX.

YES. AND ONE NOT PRESENT TO VOTE.

OKAY. TRUSTEES, YOU'VE JUST ADOPTED THE MOTION APPROVING THE MINUTES AS SUBMITTED.

TRUSTEES WILL NOW TURN TO AGENDA ITEMS UNDER EIGHT STATUTORY ITEMS. WE'LL TURN TO AGENDA ITEM 8.01.

[8. STATUTORY ITEMS WHICH MAY APPROPRIATELY COME TO THE ATTENTION OF THE BOARD]

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE RESOLUTION.

APPOINTING A BOARD MEMBER OR BOARD MEMBERS TO SERVE ON THE DALLAS.

ON THE BOARD OF DIRECTORS OF THE DALLAS CENTRAL APPRAISAL DISTRICT.

TWO MEMBERS OF THE BOARD, TRUSTEE DAN MICCICHE AND TRUSTEE CAMILLE WHITE, BOTH TIMELY SUBMITTED THE REQUIRED NOMINEE QUESTIONNAIRE TO SERVE AS CANDIDATES ON THE BOARD OF DIRECTORS OF THE OF THE DALLAS CENTRAL APPRAISAL DISTRICT.

THIS BOARD CAN NOMINATE, BY THE ADOPTION OF THIS RESOLUTION, ONE CANDIDATE TO BE FILLED ON TO BE FILLED ON THE BOARD OF DIRECTORS.

FOLLOWING THE ADOPTION OF THIS RESOLUTION, THE CHIEF APPRAISER WILL PREPARE.

WE'LL PREPARE A BALLOT LISTING ALL THE CANDIDATES WHOSE NAMES WILL BE SUBMITTED.

SO, TRUSTEES, THAT IS WE CAN.

THIS BOARD CAN NOMINATE UP TO FIVE MEMBERS OF OUR BOARD TO SERVE ON THE BOARD OF DIRECTORS.

WE HAVE TWO THAT HAVE TIMELY SUBMITTED THE REQUIRED NOMINEE QUESTIONNAIRE.

SO AS IT WORKS, TRUSTEES.

AND I EXPLAINED THIS AT THE BRIEFING AND I'LL STATE IT AGAIN.

WE WILL PUT FORTH OUR NOMINATIONS IN THIS MONTH.

IN THE MONTH OF OCTOBER, THE CENTRAL APPRAISAL DISTRICT APPRAISER WILL ORGANIZE THE LIST OF ALL THE NOMINEES AND CANDIDATES FROM ACROSS THE TAXING ENTITIES IN DALLAS COUNTY IN THE MONTH OF NOVEMBER.

WE WILL HAVE THAT LIST ON THAT LIST ARE ALL THE PEOPLE THAT WE NOMINATE FROM OUR FROM OUR BODY, BUT ALSO THOSE FROM ALL ACROSS DALLAS COUNTY.

AND THEN IN THE MONTH OF NOVEMBER, WE WILL ALLOCATE OUR POINTS.

WE HAVE 1175 POINTS TO ALLOCATE IN THE MONTH OF NOVEMBER.

AND IF SOMEONE IS ALLOCATED 1000 POINTS, THEN WE SECURE AND GUARANTEE OURSELVES A SEAT ON THE DALLAS CENTRAL APPRAISAL DISTRICT.

SO WITH THAT, TRUSTEES, DO I HAVE A MOTION TO APPROVE THE RESOLUTION? AS CURRENTLY STATED, NAMING DAN MICCICHE AND CAMILLE WHITE AS CANDIDATES FOR ELECTION TO SERVE ON THE BOARD OF DIRECTORS OF THE DALLAS CENTRAL APPRAISAL DISTRICT.

DCAD. SO MOVED.

SECOND. WE HAVE A MOTION AND A SECOND.

IT HAS BEEN MOVED BY TRUSTEE CURRIE.

IT IS SECONDED BY TRUSTEE FOREMAN TO APPROVE THE RESOLUTION NAMING TRUSTEE MICCICHE AND TRUSTEE WHITE AS CANDIDATES FOR ELECTION.

[01:30:05]

TO SERVE ON THE BOARD OF DIRECTORS OF THE DALLAS CENTRAL APPRAISAL DISTRICT.

TRUSTEES. IS THERE ANY DISCUSSION? I'LL SAY SOMETHING. GO AHEAD, TRUSTEE CURRIE.

WELL, I JUST WANT TO THANK BOTH TRUSTEE WHITE AND TRUSTEE MICCICHE FOR THEIR WILLINGNESS TO SERVE.

AND SO I THINK IT'S WONDERFUL THAT THEY WILL BOTH PUT THEIR NAMES FORWARD.

IT'S MY UNDERSTANDING THAT THEY THEN, YOU KNOW, IF THEY MEET ALL THE OTHER REQUIREMENTS, WILL BE ABLE TO SOLICIT POINTS BOTH FROM US AND FROM OTHERS.

YOU KNOW, WHEN WE GET TO NOVEMBER, WE'LL HAVE A HARD CHOICE, BECAUSE I THINK IF WE DON'T ALLOCATE 1000 TO 1 PERSON, WE MAY END UP NOT GUARANTEEING OURSELVES A SPOT.

BUT I'M CERTAINLY EXCITED FOR THE OPPORTUNITY FOR BOTH OF THEM TO GET TO GET THE OPPORTUNITY TO AT LEAST GET THEIR NAME ON THE BALLOT.

TALK TO US AND OTHERS.

AND THAT'S WHY I THINK IT'S A GOOD IDEA TO GET BOTH OF THEM NOMINATED AT THIS POINT IN TIME.

TRUSTEE. THANK YOU, TRUSTEE FOREMAN.

SO I THINK THIS IS A GREAT OPPORTUNITY FOR DALLAS ISD TO PUT FORTH AT LEAST TWO NAMES TO BE RECOGNIZED. TRUSTEE WHITE HAS A LOT OF EXPERIENCE IN REAL ESTATE.

THAT'S EXTREMELY IMPORTANT.

I'VE SERVED ON THE ARB BOARD MAYBE BEFORE SOME OF YOU WERE BORN, BUT SO IT'S A HARD JOB, AND IT'S HARD WORK BECAUSE YOU'RE DEALING WITH A LOT OF PROPERTY AND TAX PROPERTY.

THIS IS A GOOD OPPORTUNITY FOR US.

AND AS ONE OF MY CONSTITUENTS SAID EARLY, THIS BOARD IS NOT DONE THE BEST JOB IN BEING DIVERSE.

AND SO THIS IS AN OPPORTUNITY FOR THAT ALSO.

TRUSTEE FURTHER DISCUSSION, AND I WANT TO ACKNOWLEDGE TRUSTEE MACKEY HAS JOINED US VIA VIDEO CONFERENCE.

OKAY. TRUSTEES SEEING NO FURTHER DISCUSSION, PLEASE CAST YOUR VOTES.

CAN YOU PLEASE CAST YOUR VOTES BY HAND? OKAY. TRUSTEES.

ALL THOSE IN FAVOR, RAISE YOUR HAND.

TRUSTEE MICCICHE. OKAY.

THERE NEEDS TO BE TRUSTEE MICCICHE AND TRUSTEE MACKEY.

CAN YOU PLEASE ANNOUNCE YOUR VOTE? ARE YOU VOTING IN FAVOR OF THE MOTION? WE WERE JUST TRYING TO FOLLOW DIRECTIONS.

THANK YOU BOTH.

THE MOTION PASSES EIGHT ZERO.

OKAY, TRUSTEES, YOU'VE JUST ADOPTED TO APPROVE THE RESOLUTION NAMING TRUSTEE DAN MICCICHE AND CAMILLE WHITE AS CANDIDATES FOR ELECTION TO SERVE ON THE BOARD OF DIRECTORS OF THE DALLAS CENTRAL APPRAISAL DISTRICT.

DCAD NOMINEES.

CONGRATULATIONS. BUT THIS IS THE NEXT THING IS VERY IMPORTANT FOR YOU TO HEAR.

THIS IS VERY IMPORTANT.

THE NOMINEES ARE REMINDED THAT YOU MUST SUBMIT.

YOU SUBMITTED NOW THE APPLICATION.

BUT NOW YOU MUST SUBMIT A BIOGRAPHY.

OR IS IT? AND IT'S AN, OR SO YOUR BIOGRAPHY OR YOUR RESUME TO BOARD SERVICES NO LATER THAN TUESDAY OCTOBER 15TH.

SO IT'S A COUPLE OF WEEKS FROM NOW ON TUESDAY, OCTOBER 15TH TO ENSURE YOUR NAME CAN BE TIMELY ADDED TO THE BALLOT.

OKAY, SO YOU MUST SUBMIT YOUR BIOGRAPHY OR RESUME TO BOARD SERVICES NO LATER THAN TUESDAY, OCTOBER 15TH TO ENSURE YOUR NAME CAN BE TIMELY ADDED TO THE BALLOT.

BUT WITH THAT, THAT THAT CONCLUDES AGENDA ITEM EIGHT TRUSTEES.

WE WILL NOW TURN TO AGENDA ITEM 9.01.

[9. CONSENT AGENDA ITEMS]

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE CONSENT AGENDA.

ITEMS 9.01 THROUGH 9.32, AS AMENDED.

TRUSTEES, WE HAVE CONSENT AGENDA ITEMS 9.01 THROUGH 9.32, AS AMENDED.

THE FOLLOWING AGENDA ITEMS HAVE BEEN PULLED FOR A SEPARATE VOTE.

AGENDA ITEMS 9.089.14, 9.16, 9.27 AND 9.29. AGENDA ITEM 9.02 HAS BEEN RETURNED TO THE CONSENT AGENDA.

CONSENT AGENDA ITEMS 9.30 AND 9.31 HAVE BEEN PULLED COMPLETELY FROM THE AGENDA. OKAY.

TRUSTEES, LET'S SEE, WHERE ARE WE? OKAY. TRUSTEES, DO WE HAVE A MOTION TO APPROVE THE CONSENT AGENDA? SO MOVED. OKAY.

TRUSTEES IS A MOTION SECOND.

TRUSTEES, WE HAVE A MOTION AND A SECOND TO APPROVE TO CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE CONSENT AGENDA ITEMS. TRUSTEES, PLEASE CAST YOUR VOTE.

CAN YOU PLEASE CAST YOUR VOTES BY HAND?

[01:35:03]

JACKIE VOTES YES.

KAY VOTES YES.

MR. PALMER, YOU ABSTAIN.

OKAY. THANK YOU.

THE MOTION PASSES.

SEVEN VOTING YES.

ONE ABSTAINING.

OKAY. TRUSTEES, YOU HAVE JUST APPROVED AND TOOK ACTION TO APPROVE THE CONSENT AGENDA.

ITEMS 9.01 THROUGH 9.32, AS AMENDED.

TRUSTEES WILL NOW MOVE TO ITEMS PULLED FOR A SEPARATE VOTE.

[10. ITEMS PULLED FOR A SEPARATE VOTE]

ITEM 10.01 WAS RETURNED TO THE CONSENT AGENDA.

SO WE WILL START WITH ITEM 10.02.

CONSIDER AND TAKE POSSIBLE ACTION TO RATIFY THE MONTHLY FINANCIAL REPORT FOR THE PERIOD ENDING JULY 30TH 1ST TO 2024, PULLED BY TRUSTEES FOREMAN AND WHITE.

TRUSTEES, DO YOU HAVE A MOTION? SO MOVED OR WHAT? I MOVED TO RATIFY THE MONTHLY FINANCIAL REPORT.

YEAH. WE MOVE TO ADOPT [INAUDIBLE].

IS THERE A SECOND? SECOND? OKAY. WE HAVE A MOTION BY TRUSTEE CURRY.

WE HAVE A SECOND BY TRUSTEE WEINBERG.

TO RATIFY THE MONTHLY FINANCIAL REPORT FOR THE PERIOD ENDING JULY 31ST, 2024.

TRUSTEES, IS THERE DISCUSSION? YES. TRUSTEE OREMAN.

AND I DON'T KNOW WHO'S GOING TO ANSWER THIS QUESTION, BUT IT'S ABOUT THE INTERNATIONAL STEAM SCHOOL, THE BUILDING THAT WE BOUGHT ON LBJ PROBABLY ALMOST THREE YEARS AGO. THERE'S STILL NOT A SCHOOL THERE.

AND THAT TROUBLES ME, SUPERINTENDENT, BECAUSE WE'VE CUT BACK IN MANY, MANY OF OUR SCHOOLS BECAUSE OF RESOURCES.

AND WE HAVE A BUILDING THAT I HAVEN'T EVEN STARTED DELVING INTO, HOW MUCH MONEY WE'VE SPENT TO RENOVATE THAT BUILDING OR RETOOL THAT BUILDING, WHICH IS MY NEXT STEP.

BUT THE PROBLEM IS, IS THAT THERE'S NO SCHOOL THERE, BUT WE'RE STILL SPENDING MONEY THERE, AND WE NEED TO HAVE BETTER PLANS WHEN WE DO THESE KINDS OF THINGS.

YOU WEREN'T HERE WHEN WE DID IT, SO I'M NOT BLAMING YOU, BUT I AM STATING THE FACTS.

THE FACTS ARE WE HAVE SCHOOLS THAT ARE NEEDY, BUT WE COME UP WITH THESE KINDS OF PLANS THAT NEVER MATERIALIZE. AND THAT'S NOT THAT'S NOT GOOD FOR FOR ME.

BECAUSE IF YOU LOOK AT THE DEMOGRAPHICS OF THE DISTRICT, MOST OF YOUR STUDENTS ARE SOUTH.

THAT'S WHERE WE NEED TO BE SPENDING MORE MONEY.

I'M NOT TRYING TO TAKE AWAY FROM ANYBODY.

I'M NOT TRYING TO BE MEAN.

I'M STATING THE FACTS.

AND WE CANNOT HOLD PROPERTY FOR YEAR ON YEAR SAYING THAT IT'S GOING TO BE A SCHOOL AND IT'S NOT.

WE SPENT, WHAT, $44 MILLION FOR THAT PROPERTY OR SOMEWHERE NEAR THAT.

AND I'M GOING TO BE LOOKING AT WHAT HAPPENS NEXT IN TERMS OF HOW MUCH WE'VE SPENT FOR RENOVATION? TRUSTEES, ANY FURTHER DISCUSSION? OKAY. TRUSTEES SEEING NONE.

PLEASE CAST YOUR VOTES.

PLEASE. CAST BY HAND.

OKAY. MR. MACKEY VOTES? YES. THANK YOU.

ALL IN FAVOR, RAISE YOUR HAND.

YEAH. MR. KAY VERSUS.

YES. THANK YOU.

PLEASE ASK IF SOMEONE IS VOTING IN THE NEGATIVE.

ANYONE OPPOSED? RAISE YOUR HAND.

THANK YOU. THE MOTION PASSES.

EIGHT VOTING YES.

ONE VOTING NO.

OKAY. I'M SORRY.

TWO VOTES. SEVEN VOTING YES.

TWO VOTING NO.

OKAY, TRUSTEES, YOU'VE JUST ADOPTED ITEM 10.02.

TRUSTEES WILL NOW TURN TO ITEM 6.03.

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE JOB ORDER CONTRACTING SERVICES FOR FENCING AT VARIOUS LOCATIONS THROUGHOUT THE DISTRICT IN CONJUNCTION WITH THE BOND PROGRAM AND OTHER PROJECTS MANAGED BY CONSTRUCTION SERVICES AND MAINTENANCE AND FACILITY SERVICES PULLED BY TRUSTEE FOREMAN AND TRUSTEE WHITE.

TRUSTEES, DO I HAVE A MOTION FOR A POINT OF INFORMATION? JUST. I THINK WE ACTUALLY ANNOUNCED THE VOTE A LITTLE DIFFERENTLY.

IT WAS ACTUALLY 6 TO 2, NOT 7 TO 2.

I DON'T KNOW IF IT'S IMPORTANT TO PUT THAT IN THE RECORD.

SO YES, WE WILL CORRECT IT IN THE MINUTES.

OKAY. THANK YOU, THANK YOU, THANK YOU.

TRUSTEE CURRY. TRUSTEES, ON AGENDA ITEM 10.03.

DO WE HAVE A MOTION? MOVE TO APPROVE.

SECOND TRUSTEES IS MOVED BY TRUSTEE CURRY, SECONDED BY TRUSTEE WEINBERG TO APPROVE THE JOB ORDER.

CONTRACTING SERVICES FOR FENCING AT VARIOUS LOCATIONS THROUGHOUT THE DISTRICT IN CONJUNCTION WITH THE BOND PROGRAM AND OTHER PROJECTS MANAGED BY CONSTRUCTION SERVICES AND MAINTENANCE AND FACILITY SERVICES, GENERAL OPERATING, SPECIAL REVENUE AND BOND FUNDS.

[01:40:04]

TRUSTEES. IS THERE DISCUSSION? YES. TRUSTEE FOREMAN.

SO I'LL START OUT BY SAYING I AM IN FAVOR OF THE FENCING.

THAT'S NOT THE ISSUE.

THE ISSUE FOR ME IS IF WE'RE STILL USING GUARDIAN TO DO OUR JOB ORDERS FOR THIS FENCING.

YES. YES, MA'AM.

WE ARE. THAT'S AN ISSUE, SUPERINTENDENT.

I'VE SAID IT OVER AND OVER AND OVER.

THAT'S $5 MILLION THAT WE'RE SPENDING OF TAXPAYER MONEY TO DO A JOB THAT WE CAN DO IN-HOUSE.

WE'VE PROVEN WE CAN DO IT.

WE HAVE PROVEN.

YES. FOUR YEARS AGO WE WERE IN A HOLE.

IT'S NOT FOUR YEARS AGO.

AND AT SOME POINT WE HAVE TO STOP JUST GIVING MONEY AWAY.

OUR STAFF IS CAPABLE.

THEY'VE PROVEN IT ON OTHER JOCK ORDERS.

AND SO I HAVE AN ISSUE WITH THIS PARTICULAR CONTRACT, NOT THE FENCING.

WE NEED THE FENCING.

THAT'S NOT MY ISSUE.

MY ISSUE AGAIN IS THE WAY WE PROCURE.

UNDERSTOOD. TRUSTEES, FURTHER DISCUSSION? YES. TRUSTEE WHITE? I DO HAVE TO AGREE WITH TRUSTEE FOREMAN ON THIS BECAUSE AS MY CONSTITUENTS CAME DOWN AND SAID, WE HAVE A LOT THAT NEEDS TO BE DONE IN THE PLEASANT GROVE AREA, THAT WE COULD UTILIZE THAT $5 MILLION.

THAT WILL GO A LONG WAY.

AND I DO FEEL OUR STAFF IS DEFINITELY CAPABLE OF DOING THAT.

AS FAR AS GETTING THE INFORMATION THAT WE'RE NEEDING AND GATHERING IT AND GETTING THE BIDS OUT AND WHAT WE NEED IN ORDER TO GET THE SERVICES DONE.

AND I ALSO HEARD ONE OF THE SPEAKERS MENTIONED AND I'M SAD TO HEAR THAT THIS WAS GOING ON.

I KNOW THERE WAS A SEGMENT THAT WAS DONE YEARS AGO WITH 60 MINUTES, TALKED ABOUT HOW MUCH THE US GOVERNMENT WAS BEING CHARGED FOR THINGS LIKE YES, MA'AM, I'M GETTING BACK ON.

SO I JUST WANT TO MAKE SURE THAT WE'RE USING OUR RESOURCES WISELY AND THAT THE BUILDINGS AND THE STUDENTS AND THE STAFF THAT NEEDS RAISES ARE GETTING IT.

THANK YOU. AS DO WE.

THANK YOU. TRUSTEES.

FURTHER DISCUSSION. OKAY.

SEEING NONE, SHOULD WE CAST OUR VOTES BY HAND AGAIN? YES. THE MACHINE IS WORKING.

NOW. YOU CAN. IT IS WORKING NOW.

BY THE COMPUTER? YES.

OKAY. TRUSTEES, PLEASE CAST YOUR VOTES.

MACKEY. VOTES? YES. THANK YOU.

TRUSTEE MICCICHE.

YES. THANK YOU.

THE MOTION PASSES SIX VOTING YES, ONE VOTING NO, WITH ONE ABSTENTION.

OKAY. OKAY.

WE HAVE A CHANCE TO CHANGE MY VOTE, PLEASE.

YES. IT HAS NOT BEEN ANNOUNCED.

YES. YES.

WHAT WOULD YOU LIKE TO CHANGE YOUR VOTE TO? I'M SORRY. OKAY.

ABSTAIN. ABSTENTIONS.

THANK YOU.

THAT HAS BEEN RECORDED.

SO, WHAT WAS THE FINAL VOTE ON 10.03? GO TO IT.

ONE, TWO, THREE, FOUR, FIVE, SIX.

SIX VOTING YES, WITH TWO ABSTENTIONS.

OKAY. FINAL VOTE.

YES. THANK YOU.

THANK YOU. TRUSTEES, YOU HAVE JUST ADOPTED ITEM 10.03.

TRUSTEES WILL NOW MOVE TO ITEM 10.04.

HOLD ON ONE SECOND. GO BACK.

I'M SORRY. IT SAID MOTION FAILED ON THE SCREEN.

IT SAID THAT? YES.

CAN WE FIX THAT? YES, WE CAN FIX THAT FOR THE RECORD.

THE SYSTEM WILL FIX THAT FOR THE RECORD.

THERE SEEMS TO BE AN ISSUE WITH THE SYSTEM, SO IT SHOWS EIGHT.

NOT PRESENT IS WHAT IT SHOWS ON THE SCREEN.

BUT FOR THE RECORD, IT WAS SIX VOTED YES AND TWO ABSTENTIONS.

YES, SIR. OKAY, SO TRUSTEES, YOU HAVE ADOPTED ITEM 10.03.

TRUSTEES WILL NOW TURN TO ITEM 10.04.

CONSIDER AND TAKE POSSIBLE ACTION TO AUTHORIZE, NEGOTIATE AND ENTER INTO AGREEMENT WITH OMNIA PARTNERS.

PURCHASING COOPERATIVE WITH RECOMMENDED VENDOR FOR JOB ORDER CONTRACT PRODUCTS AND SERVICES FOR DISTRICT WIDE USE NOT TO EXCEED $5 MILLION. GENERAL OPERATING SPECIAL REVENUE BOND FUNDS POOLED BY TRUSTEES FOREMAN AND WHITE.

TRUSTEES, DO I HAVE A MOTION? MOVE TO APPROVE.

SECOND TRUSTEES.

IT HAS BEEN MOVED BY TRUSTEE CURRIE.

SECOND BY TRUSTEE WEINBERG.

TO AUTHORIZE, NEGOTIATE AND ENTER INTO AN AGREEMENT WITH OMNIA PARTNERS.

[01:45:04]

PURCHASING COOPERATIVE WITH RECOMMENDED VENDOR FOR JOB ORDER CONTRACT JOCK PRODUCTS AND SERVICES FOR DISTRICT WIDE USE NOT TO EXCEED $5 MILLION.

GENERAL OPERATING SPECIAL REVENUE AND BOND FUNDS.

TRUSTEES. IS THERE DISCUSSION? YES. TRUSTEE FOREMAN.

SO DO WE HAVE MORE THAN ONE CONTRACT WITH GUARDIAN? NO, MA'AM. OKAY.

SO ORIGINALLY WHEN IT CAME, IT WAS 5 MILLION.

NO, MA'AM. IT WAS NOT? NO. THE ORIGINAL WAS 2.5.

IT WAS 2.5. YES, MA'AM.

I WONDER WHERE DID I GET 5 MILLION FROM? FIVE. IS WHAT WE'RE ASKING FOR ON THIS ONE.

THIS ONE SAYS.

SO? 5 MILLION IS WHAT YOU'RE ASKING FOR ON THIS ONE.

YES, MA'AM. CORRECT.

AND THEN USE YOUR RESPONSE TO ME WAS NO.

THE ORIGINAL AMOUNT WAS 2.5.

YES, MA'AM. THAT'S WHY I ASKED THAT QUESTION.

SO IS IT 5 OR 2.5? SO ORIGINALLY WE CAME TO THE BOARD IN 2021, I BELIEVE THE DATE WAS ASKING THE BOARD TO APPROVE $2.5 MILLION. AND THEN WE CAME BACK TO THE BOARD FOR AN INCREASE, AND WE'RE INCREASING AGAIN AT FIVE.

I STILL MISS THAT.

WE INCREASE THE 2.5 MILLION TO WHAT WE ASKED FOR AN ADDITIONAL 6 MILLION.

SO WE INCREASED FROM 2.5 TO 6 MILLION ON THE ORIGINAL CONTRACT.

CORRECT. AND HOW LONG WAS THAT CONTRACT? THAT'S A GOOD QUESTION.

I HAVE THAT.

HOLD ON. IF YOU DON'T HAVE IT, IT'S OKAY.

SO IT LOOKS LIKE IN IN MARCH OF 2023, WE ASKED FOR THE INCREASE.

SO WE'VE SPENT AN ADDITIONAL $3.5 MILLION SINCE MARCH OF 2023.

AND NOW WE'RE ASKING FOR 5 MILLION MORE.

I'M JUST TRYING TO GET MY NUMBERS RIGHT BECAUSE, YOU KNOW, I'M A LITTLE LOOPY.

SO. YES, MA'AM. THAT'S CORRECT. YOU HAVE TO HELP ME.

SO IN ONE YEAR, WE SPENT $3.5 MILLION, AND NOW WE'RE ASKING FOR 5 MILLION.

AND WHAT'S THE TERM OF THIS CONTRACT? TO JANUARY 2029.

SO IT LOOKS LIKE FROM THE PREVIOUS CONTRACT THAT MONEY IS NOT GOING TO LAST THAT LONG.

I'M JUST SAYING I'M NOT TRYING TO GIVE YOU A HARD TIME, DAVID.

I'M NOT TRYING TO GIVE YOU A HARD TIME, SUPERINTENDENT.

BUT THIS DOESN'T LOOK GOOD.

AND WE GOT TO FIX IT.

WE HAVE TO FIX IT TOGETHER.

BUT WE HAVE TO FIX IT.

THANK YOU. DAVID.

TRUSTEES, IS THERE FURTHER DISCUSSION? OKAY. TRUSTEES. SEEING NONE.

SHOULD WE VOTE BY VOTING BY HAND? LET'S TRY THE COMPUTER.

WE'RE GOING TO TRY OUR SYSTEM AGAIN HERE.

TRUSTEES, PLEASE CAST YOUR VOTE.

VOTES? YES. THANK YOU.

TRUSTEE MICCICHE. YES.

THANK YOU.

THE MOTION PASSES SIX VOTING YES, ONE VOTING NO WITH ONE ABSTAINING.

AND IT SEEMS OUR SYSTEM WORKED THAT TIME.

SO, TRUSTEES, YOU HAVE ADOPTED ITEM 10.04.

TRUSTEES WILL NOW TURN TO ITEM 10.05.

CONSIDER AND TAKE POSSIBLE ACTION TO NEGOTIATE AND ENTER INTO AN AGREEMENT WITH RECOMMENDED VENDOR NUMBER TWO FOR CONSTRUCTION MANAGER AT RISK CCMR SERVICES FOR NOLAN ESTES PLAZA, DOWNTOWN DALLAS PRE-K THROUGH 12 NOT TO EXCEED 70 MILLION BOND FUNDS.

CONSENT AGENDA ITEM 9.27 PULLED BY TRUSTEES TURNER, MICCICHE, JOHNSON, JOYCE FOREMAN, CAMILLE WHITE, AND BEN MACKIE.

TRUSTEES, DO I HAVE A MOTION? SO MOVED. SECOND.

TRUSTEES. IT HAS BEEN MOVED BY TRUSTEE TURNER AND SECONDED BY TRUSTEE CURRIE TO NEGOTIATE AND ENTER INTO AN AGREEMENT WITH RECOMMENDED VENDOR NUMBER TWO FOR CONSTRUCTION MANAGER AT RISK SERVICES FOR NOLAN ESTES PLAZA, DOWNTOWN DALLAS PRE-K THROUGH 12, NOT TO EXCEED $7 MILLION BOND FUNDS. TRUSTEES.

[01:50:01]

IS THERE DISCUSSION? OKAY. TRUSTEES SEEING NONE.

PLEASE CAST YOUR VOTES USING THE SYSTEM.

YES. MACKEY.

VOTES. YES. THANK YOU, TRUSTEE MICCICHE.

YES. THANK YOU.

TRUSTEE WHITE, IS YOUR SYSTEM WORKING? YES, MA'AM. IT IS. I'M SORRY.

I JUST SAW TWO TRUSTEE NAMES THAT WAS HERE BEFORE THE VOTE WAS CAST, AND I JUST THOUGHT THERE WAS SOME DISCUSSION, BUT I GUESS THERE ISN'T.

THE MOTION PASSES SIX VOTING YES, ONE VOTING NO, AND ONE ABSTENTION.

TRUSTEES, YOU JUST ADOPTED ITEM 10.05.

TRUSTEES WILL NOW TURN TO ITEM 10.06.

CONSIDERING. TAKE POSSIBLE ACTION TO APPROVE A FIRST AMENDMENT TO THE LEASE AGREEMENT WITH PAUL QUINN COLLEGE FOR THE RENOVATION OF THE DOCTOR FREDERICK D HEINZ, THE THIRD GLOBAL PREPARATORY ACADEMY AT PAUL QUINN COLLEGE.

$3 MILLION GENERAL OPERATING BOND SPECIAL REVENUE FUNDS CONSENT ITEM 9.29 PULLED DUE TO REVISIONS.

TRUSTEES, DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.

OKAY. TRUSTEES HAS BEEN MOVED AND SECONDED.

TRUSTEES, IS THERE DISCUSSION? YES. TRUSTEE FOREMAN.

SO, BRANT, WE'VE HAD THIS DISCUSSION, SO I WON'T MAKE IT LONG.

SUPERINTENDENT, I'VE HAD THIS DISCUSSION WITH YOU, TOO, SO I WON'T MAKE THIS LONG AND BELABOR THE POINT.

I AM A FIRM BELIEVER THAT WE SHOULD BE SPENDING MONEY ON PROPERTIES THAT BELONG TO US, NOT ON A LEASE. AND SO THIS ASK IS FOR AN ADDITIONAL $3 MILLION TO RENOVATE A BUILDING THAT WE WILL VACATE BECAUSE WE'RE SUPPOSED TO BE BUILDING A BUILDING ON THAT SAME CAMPUS.

CORRECT. WE'RE BUILDING A NEW CAMPUS, BUT WE WILL NOT VACATE FOR 40 YEARS.

NO, THAT'S NOT MY QUESTION.

ARE WE BUILDING A SCHOOL ON THAT CAMPUS? A NEW SCHOOL? YES.

WELL, WILL THE NEW SCHOOL BE THE LIBRARY THAT WE'RE RENOVATING? THE NEW SCHOOL WILL HOUSE NINE THROUGH 12.

OKAY. AND WHAT IS THE LIBRARY THAT WE'RE RENOVATING GOING TO HOUSE? IT'S A CLASSROOM FOR SIX THROUGH EIGHT.

DO WE HAVE SIX THROUGH EIGHT THERE CURRENTLY? WE HAVE SIX THROUGH NINE, SIX THROUGH NINE.

AND SO, WE ARE ANTICIPATING ADDING ADDITIONAL CLASSES.

SO, BRIAN CAN YOU COME UP HERE BECAUSE I NEED TO KNOW HOW MANY STUDENTS WE ACTUALLY HAVE THERE.

GOOD EVENING. HI.

WE HAVE 236 STUDENTS, 236.

WE'RE GOING TO SPEND $40 MILLION ON A NEW BUILDING.

WE'RE SPENDING $6 MILLION ON RENOVATION.

THAT'S NOT A GROWTH AREA IN OUR COMMUNITY.

DOES THAT MAKE SENSE? DOES THAT MAKE SENSE? IS IT JUST ME? IT'S RHETORICAL.

OKAY. GOOD QUESTION.

IT'S RHETORICAL.

SUPERINTENDENT. WE GOT TO DO BETTER.

I CAN THINK OF JN EARVEN RIGHT THERE IN THAT IMMEDIATE COMMUNITY.

I CAN THINK OF WILMER-HUTCHINS HIGH SCHOOL RIGHT THERE IN THAT IMMEDIATE COMMUNITY.

I CAN THINK OF THE SCHOOL THAT USED TO BE NAMED KENNEDY CURRY RIGHT THERE IN THAT COMMUNITY.

NEED A LOT OF HELP.

BUT WE'RE GOING TO SPEND $40 MILLION ON 236 STUDENTS.

I'M JUST SAYING IT DOESN'T MAKE SENSE.

Y'ALL NEED TO MAKE IT MAKE SENSE.

WHEN WE DO THESE THINGS, WE NEED TO MAKE IT MAKE SENSE TO US.

SO, ALL I'M SAYING.

THANK YOU.

TRUSTEES, FURTHER DISCUSSION? I JUST WANT A CLARIFICATION ON SOMETHING.

CURRENTLY, THE GRADES ARE EIGHT THROUGH 12.

[01:55:02]

NO, MA'AM. THE CURRENT.

THE CURRENT GRADES ARE GRADES SIX THROUGH TEN.

RIGHT NOW, IT WILL ULTIMATELY GROW GRADES SIX THROUGH 12.

SIX THROUGH 12. AND THE RENOVATION OF THE BASEMENT IS GOING TO BE FOR SIX THROUGH.

IT WAS IT WAS MENTIONED A GRADE LEVEL THAT WAS GOING TO REMAIN IN THE RENOVATED SECTION OF THE LIBRARY.

I THINK IT IS. SO FOR NEXT SCHOOL YEAR, THE REFERENCE FACILITY WOULD NOT BE BUILT YET, SO ULTIMATELY GRADES SIX THROUGH 11 WOULD BE IN IN THE LIBRARY, WHICH WOULD THEN OCCUPY THE BOTTOM FLOOR THAT THIS AGENDA ITEM IS SPEAKING OF.

OKAY, SO I'M TAKING THAT EACH YEAR ANOTHER GRADE LEVEL IS ADDED ON UNTIL WE REACH THE CAPACITY TO HAVE 12TH GRADE ON CAMPUS.

OR WE'RE GOING TO ADD 12TH, 12TH ANYWAY, WE OBVIOUSLY EACH YEAR WE HAVE NEW SIXTH GRADERS AND THEY ALL OF OUR STUDENTS ROLL UP.

SO NEXT YEAR OUR 10TH GRADERS ROLL TO 11, ETC..

SO YES, THEY'LL ROLL UP AND WE'LL HAVE SIX THROUGH 11 NEXT SCHOOL YEAR.

OKAY. AND HOW LONG IS IT GOING TO TAKE FOR THE WHEN IS SO HAVE WE APPROVED THE BUILDING OF WE HAVE APPROVED THE BUILDING FOR THE NEW BUILDING.

CORRECT? NO, MA'AM.

IT'S IN DESIGN, BUT.

BUT IT HAS BEEN APPROVED.

CORRECT BY THE BOARD.

THAT'S WHAT I THAT'S WHAT I WAS THINKING.

I'M NOT AGAINST WHAT'S GOING ON.

THE ONLY THING THAT I DO HAVE A QUESTION WITH IS THAT WE'RE RENOVATING SOMETHING THAT WE'RE GOING TO END UP NOT UTILIZING, OR ARE WE HAVING? WE'RE BUILDING A BUILDING THAT'S GOING TO BE ABLE TO CONTAIN THE SIXTH THROUGH THE 12TH GRADE.

CORRECT? NO, THE PLAN IS TO KEEP THE LOWER GRADES SIX THROUGH EIGHT AT THE EXISTING BUILDING THAT WE'RE RENOVATING, AND THEN WE'RE GOING TO BUILD THE NEW CAMPUS.

THE NEW BUILDING WILL BE AN UPPER CAMPUS FOR NINE THROUGH 12.

AND SO HOW MANY ARE WE UTILIZING? HOW MANY FLOORS OF THAT BUILDING NOW? SO CURRENTLY WE ARE CURRENTLY UTILIZING TWO FLOORS, THE SECOND AND THIRD.

AND THIS AGENDA ITEM WOULD BE FOR THE BOTTOM FLOOR.

OKAY. THANK YOU.

TRUSTEES, FURTHER DISCUSSION? YES. TRUSTEE CURRY.

MR. ALFORD, JUST A COUPLE FOLLOW UP QUESTIONS.

ONE, I'M READING THIS CORRECTLY.

WE'RE NOT VOTING ON ANY $40 MILLION EXPENDITURE RIGHT NOW.

WE'RE JUST VOTING ON APPROXIMATELY $3 MILLION AMOUNT FOR RENOVATIONS OF THIS PARTICULAR BUILDING IN THIS AGREEMENT.

CORRECT? THAT'S CORRECT.

AND THEN AS I READ IT AND I PRACTICE BEING A LAWYER IN MY SPARE TIME, SOMETIMES I'M RIGHT, SOMETIMES I'M WRONG.

IT LOOKS LIKE WE HAVE A MONTHLY RENT RATE OF ROUGHLY 11,500, BUT WE'RE GETTING A CREDIT AGAINST THE RENT FOR ALL OF THE WORK THAT WE'RE SPENDING TO RENOVATE.

IS THAT CORRECT? THAT IS CORRECT.

OKAY, SO IF WE DIDN'T RENOVATE, WE WOULD THEN HAVE TO PAY THE RENT THAT IS IN HERE.

IS THAT HOW THIS WORKS? CORRECT. THEY'RE LOOKING AT THE VALUE WE'RE PUTTING IN THE RENOVATION AS OUR RENT PAID FORWARD.

AND HOW LONG IS THE TERM OF THE LEASE? I EXTENDED IT TO 40 YEARS.

OKAY. THANK YOU.

TRUSTEE FURTHER DISCUSSION.

YES. TRUSTEE FOREMAN.

SO I'M NOT A LAWYER, BUT ARE WE PAYING $11,000 FOR RENT A MONTH? THEY WILL TREAT THE VALUE WE'RE SPENDING ON RENOVATION AS OUR RENT FOR 40 YEARS.

OKAY, SO CURRENTLY IS THE VALUE $11,000 A MONTH FOR RENT. GET ORLANDO TO COME SPEAK TO THAT.

COME ON UP, ORLANDO.

AWESOME.

MISS FORMAN, CURRENTLY, THE RENT CREDIT THAT WE'RE RECEIVING IS FOR $26,289 A MONTH.

CORRECT. $26,000 A MONTH.

OKAY. WILL WE CONTINUE TO PAY RENT WHEN WE PUT THE NEW BUILDING IN? NO. AGAIN, WE'RE GOING TO GET A CREDIT FOR THE AMOUNT OF MONEY THAT WE'RE PUTTING INTO THE FACILITY TO RENOVATE THE BASEMENT AREA.

[02:00:03]

SO WE WERE WE WILL GET A CREDIT FOR THE 11,000 FOR 24.

WE HAVE NOT ACTUALLY PAID THEM ANY MONEY A MONTH FOR RENT.

I KNOW. SO WE ARE EXTENDING THE LEASE TO 40 YEARS.

WILL WE, WHEN WE BUILD A NEW BUILDING, WILL WE BE PAYING ANY RENT? NO. NO.

OKAY. THANK YOU.

TRUSTEES, FOR FURTHER DISCUSSION.

OKAY. TRUSTEES SEEING NONE.

I HAVE A QUESTION. TRUSTEE TURNER.

SO WE'RE NOT.

SO WE'RE NOT GOING TO PAY RENT FOR 40 YEARS.

IS THAT WHAT YOU'RE SAYING? THAT IS CORRECT.

AND THE NEW BUILDING.

WE OWN THE BUILDING.

DO WE ACTUALLY OWN THE BUILDING? I'M JUST SAYING, IF PAUL QUINN DECIDES TO SELL TOMORROW, WHAT HAPPENS WITH THE BUILDING? THAT WE SPENT $42 MILLION ON? THE BUILDING THAT WE'RE CONSTRUCTING.

WE WILL OWN THE BUILDING.

IT WILL BE ON THEIR DIRT, BUT THE BUILDING WILL BE OURS.

OKAY. THANK YOU.

YOU'RE WELCOME. TRUSTEE WHITE.

YES. THE NEW BUILDING THAT WE'RE CONSTRUCTING.

RELEASING THE LAND FROM PAUL QUINN.

CORRECT. YES.

SO, ACCORDING TO WHAT TRUSTEE TURNER JUST SAID, IF WE BUILD THE BUILDING AND THE LAND SALES, DO WE HAVE A STIPULATION IN WHAT WE JUST PASSED, THAT IF IT PASSES ON TO ANOTHER OWNER THAT WE WILL RETAIN OWNERSHIP? WE WOULD NOT LOSE OWNERSHIP OF THE BUILDING.

TRUSTEE WHITE. THE BUILDING WOULD BE OURS REGARDLESS OF WHO OWNS THE PROPERTY.

WE HAVE A CONTRACTUAL.

WE WILL HAVE A CONTRACTUAL DOCUMENT THAT SAYS THAT WE'RE LEASING.

THAT WE'RE LEASING THE DIRT FOR THIS BUILDING.

SO A SUBSEQUENT OWNER WOULD HAVE TO HONOR OUR CONTRACT FOR THAT PROPERTY.

OKAY. SO IN ESSENCE, YOU'RE SAYING IF IT'S, IF WE'VE ALREADY DRAFTED IT, WHERE IF IT WERE TO SELL, WE WOULD STILL RETAIN OWNERSHIP.

WE JUST DEFINITELY WON'T OWN THE LAND THAT'S ON THE RIGHT.

I DON'T KNOW THAT THEY WOULD TAKE ON.

I DON'T KNOW THE PERSON WOULD TAKE ON THAT.

EXCUSE ME. THAT'S WE'RE GOING TO THE TERMS OF THE CONTRACT.

OH, AND THAT'S NOT THE AGENDA ITEM, PLEASE.

OKAY. THANK YOU.

SO IN ESSENCE, WHAT YOU SAID BEFORE IS WE WOULD CONTINUE TO OWN THE BUILDING.

YES, MA'AM.

THANK YOU.

TRUSTEES, FURTHER DISCUSSION? OKAY. SEEING NONE.

TRUSTEES, PLEASE CAST YOUR VOTES.

MACKEY. VOTES? YES. THANK YOU.

TRUSTEE MICCICHE. YES.

THANK YOU. THE MOTION PASSES SIX VOTING YES, WITH TWO ABSTENTIONS.

TRUSTEES, YOU'VE JUST ADOPTED ITEM 10.06.

TRUSTEES WILL NOW TURN TO AGENDA ITEM 14.

ADJOURNMENT. THE TIME IS 9:18 P.M.

AND THIS MEETING IS ADJOURNED.
