I WOULD LIKE TO REMIND THE SPEAKERS THAT YOU HAVE THREE MINUTES TO SPEAK.

WHEN YOU ARRIVE AT THE MICROPHONE, PLEASE STATE YOUR NAME.

PLEASE LISTEN CAREFULLY FOR YOUR NAME.

I WILL CALL FOR SPEAKERS AT A TIME WHILE OUR FIRST TWO SPEAKERS PLEASE COME TO THE MICROPHONE.

ANTHONY PETERSON AND ROBERT CECCARELLI, FOLLOWED BY MIKE COOK AND ADRIAN DIMOPOULOS.

ANTHONY PETERSON NOT PRESENT, ROBERT CECCARELLI, FOLLOWED BY MIKE COOK, ROBERT CECCARELLI.

TONIGHT I'M GOING TO TALK ABOUT THE SUPERINTENDENT AND HER TRANSPARENCY ABOUT THE SCORES.

I BELIEVE THE STAAR TEST SCORES WHEN YOU MENTION WORD TRANSPARENCY, YOU LEAVE YOURSELF OPEN FOR NEGATIVE AND POSITIVE.

OKAY. I BROUGHT THIS TO YOUR ATTENTION BEFORE WHEN YOU RECEIVE A DIPLOMA.

THE FOUR THINGS THAT PARENTS WILL BE LOOKING AT ARE SAT SCORES, ACT SCORES, COLLEGE READINESS, AND STUDENT ACHIEVEMENT IN HIGH SCHOOL.

WHEN I BROUGHT THIS UP ABOUT THE STUDENT ACHIEVEMENT HIGH SCHOOL ARE ALL D'S AND F'S EXCEPT ONE PERSON.

I BET YOU YOU'RE NEVER GOING TO BRING THAT UP.

NOW, IF YOU SAY YOU WANT TO BE TRANSPARENT, YOU GOT TO DO THE NEGATIVE.

I WOULD HOPE YOU SAY THIS IN FRONT OF EVERYBODY ABOUT WHAT THE ACT SCORES ARE 16.

I WISH YOU WOULD SAY THAT THAT WAY.

THAT WAY. I REALLY WOULD BELIEVE YOU WHEN YOU SAY THIS, INSTEAD OF JUST SAYING IT AND JUST.

AND JUST TELL US WHAT YOU WANT US TO HEAR ABOUT THE TRANSPARENCY.

YOU DO EVERYTHING.

I'LL BE WATCHING THAT VERY CLOSELY.

I'LL BRING IT UP AGAIN IF I DON'T HEAR IT.

YOU NEED TO SAY THAT BECAUSE THE PARENTS WILL BE INTERESTED IN THAT WHEN YOU LEAVE HIGH SCHOOL.

THAT'S WHAT THEY LOOK FOR.

OKAY. NOT WHAT YOU DO IN THIRD GRADE OR KINDERGARTEN OR SIXTH GRADE.

WHEN YOU GET THAT DIPLOMA, IS IT REALLY WORTH IT? YOU NEED TO BRING THAT UP OR I'M GOING TO CALL YOU OUT AGAIN ON THIS.

ALSO, YOU HAVE MENTIONED ABOUT NO F'S FOR HIGH SCHOOLS.

THAT MEANS WHAT? YOU ACCEPT A D.

THAT'S WHAT IT MEANS.

IT MEANS YOU ACCEPT A D AS AN A.

WHEN I READ THAT, I'M SURE OTHER PEOPLE, WHEN THEY READ IN THE PAPER, THAT MEANS THE SAME THING.

THAT DOESN'T MEAN NOTHING.

NOTHING. A D THAT'S LIKE AN F, SO PLEASE BE CAREFUL WHAT YOU SAY, BECAUSE IT DOESN'T LOOK GOOD ON YOU.

I'M JUST TRYING TO HELP YOU OUT.

I SPEAK UP AND I JUST TELL YOU THE TRUTH, OKAY? ALSO. I WANT TO BRING UP SOUTH OAK CLIFF ONE MORE TIME.

I'M JUST TROUBLED AGAIN THAT I HAVE TO COME HERE TWO YEARS IN A ROW AND TALK ABOUT METAL DETECTORS.

OKAY? AFTER THE SECOND TIME I SEE DISD GETTING THEIR ACT TOGETHER, AND I WAS INTERVIEWED ABOUT IT.

OKAY. AND LIKE I SAID IN THE EMAILS, I WROTE A LOT OF EMAILS TO A LOT OF PEOPLE.

HOW MUCH TIME LEFT? OKAY. I'M GOING TO LET EVERYBODY KNOW THIS.

IF ANYONE IF THERE'S ANY TROUBLE AT ANY BASKETBALL GAMES AND THEY SEE MY EMAILS AND THEY SEE MY SPEECHES, THIS IS GOING TO BE A DON'T YOU GOT TO PROTECT YOURSELF BECAUSE IT'S OUT IN THE BAG ABOUT THE METAL DETECTORS NOW, ESPECIALLY AT SOUTH OAK CLIFF.

OKAY. I JUST WANT TO WARN YOU THAT MAKE SURE THE GAMES ARE SAFE.

DON'T LET ME WALK IN.

THERE'S NO METAL DETECTORS IN THE REFRESHMENT STAND, AND I DON'T DO IT.

BUT SOMEONE COULD HAVE GOTTEN HURT.

A LOT OF PEOPLE ABOUT.

OKAY, SO IT HAPPENS ALL THE TIME NOW.

MAYBE NOT NOW, BUT YOU SHOULD THANK ME.

ME SAYING THIS.

OKAY. THERE'S NO WAY.

BECAUSE THERE WAS A KILLING.

SOUTH OAK CLIFF AND KIMBLE.

WHY DID YOU LET THAT HAPPEN AFTER THAT KILLING? THANK YOU, MR. CECCARELLI.

YOUR TIME HAS EXPIRED.

WOULD THE NEXT TWO SPEAKERS.

PLEASE COME TO THE MICROPHONE.

MIKE HOOK AND ADRIAN DIMOPOULOS, FOLLOWED BY CORDELIA STRAND AND CYNTHIA ROCHA.

MR. HOOK, YOU MAY BEGIN SPEAKING.

CHAOS. THE MARXIST PERFECT ENVIRONMENT INFILTRATES EVERY ASPECT OF OUR SOCIETY, INCLUDING AMERICAN POLICING.

EX-COPS DAN BONGINO AND BRANDON TATUM KNOW THIS TOPIC THOROUGHLY.

NUMBER TEN, I CHALLENGE YOU TO DROP THE TAYLOR SWIFT ADULATION AND EDUCATE OUR CHILDREN WITH LEGITIMATE MATERIAL.

FOR AT LEAST TWO DECADES, THE BIG CABAL HAS ENSLAVED OUR TEACHERS.

CURRENT EVENTS REPORTS COULD BE ASSIGNED TO STUDENTS IF OUR TEACHERS WERE SET FREE.

DAN BONGINO AND BRANDON TATUM HAVE EXCELLENT MATERIAL FOR OUR KIDS TO LEARN READING AND WRITING SKILLS WHILE LEARNING MORALS AND ETHICS AS IT RELATES TO AMERICA'S CURRENT EVENTS.

BUT THAT WOULD START TRACKING AWAY FROM DATA HARVESTING AND AI AND PREDICTIVE ANALYTICS AND PROFILING.

COMMIT PARTNERSHIP AND DATAKIND AND HSO, ETC.

[00:10:01]

WOULD NOT LIKE THAT BECAUSE MONEY EQUALS FUN FOR THE ESTABLISHMENT.

NUMBER TEN, WOULD YOU TELL THE PARENTS HOW SOCIAL EMOTIONAL LEARNING MESHES BEAUTIFULLY WITH THIS BIG TECH, BIG MONEY CYCLE? ALSO, WOULD YOU COMMENT ON BOOKS SUCH AS THE HATE U GIVE? ADRIAN DIMOPOULOS.

HI. I TEACH ENGLISH THREE JUNIOR LEVEL ENGLISH AT W.T.

WHITE, AND I'M COMING TO YOU TODAY AS A TEACHER AND AS A CONCERNED COMMUNITY MEMBER WITH A PRETTY SPECIFIC COMPLAINT ABOUT THE CURRICULUM FOR ENGLISH THREE AND FOUR.

SO THE DISTRICT IS MANDATING THAT FOR ENGLISH THREE AND FOUR, JUNIOR AND SENIOR LEVEL ENGLISH, WE SPEND 45 MINUTES OUT OF 90 MINUTES ON EDGENUITY.

THAT'S HALF OF CLASS TIME SPENT ON EDGENUITY IN A FACE TO FACE CLASSROOM SETTING.

I WANT TO PARAPHRASE DOCTOR ELIZALDE FROM OUR CONVOCATION JUST A FEW WEEKS AGO, TALKING ABOUT VISITING SCHOOLS IN THE 2023-2024 SCHOOL YEAR.

SHE SAID ROUGHLY I DIDN'T SEE TEST PREP.

I DIDN'T SEE WORKSHEETS.

I DIDN'T SEE BORED STUDENTS.

WHAT I SAW WERE STUDENTS EXCITED TO SHOW ME THEIR PROJECTS.

WHAT I SAW WERE STUDENTS READING THE FIRST BOOKS OF THEIR LIVES.

EDGENUITY IS KIND OF THE OPPOSITE OF ALL OF THAT.

I KNOW BECAUSE I USED IT IN MY CLASSROOM LAST YEAR, AND IT WAS ANATHEMA TO ANYTHING THAT I THINK THIS DISTRICT IS SUPPOSED TO STAND FOR.

I TRIED TO FIGURE OUT WHY THIS MANDATE IS COMING.

I THINK MAYBE WHAT I'VE HEARD IS THAT IT WILL IMPROVE TEST SCORES, BUT I HAVEN'T SEEN ANY DATA THAT SUGGESTS THAT IT WILL.

ON THINGS LIKE THE ACP, THE TSIA, AND THE SAT, WHICH MY JUNIORS WILL TAKE.

I'VE HEARD.

WELL, I'VE SUSPECTED THAT MAYBE SOMEONE SPENT TOO MUCH MONEY ON EDGENUITY NOT TO HAVE IT USED GENEROUSLY IN THE CLASSROOM.

AND TO THAT I SAY, YOUR STUDENTS DON'T DESERVE TO BE PUNISHED FOR YOUR BUYER'S REMORSE.

OKAY BECAUSE EDGENUITY IS BORING, EDGENUITY IS BEING USED FOR TEST PREP.

EDGENUITY DOES NOT LEAD TO A LOVE OF READING OR A LOVE OF LEARNING.

AND IN FACT, IF WE USE EDGENUITY FOR HALF OF OUR CLASS TIME, WE WILL NOT BE ABLE TO READ A BOOK TO COMPLETION AT ALL THIS YEAR.

THINK ABOUT WHAT YOU READ IN HIGH SCHOOL.

THE GREAT GATSBY, CATCHER IN THE RYE.

NONE OF THAT WILL HAPPEN IF WE IF WE DO WHAT THE DISTRICT IS ASKING US TO DO.

I'VE NEVER SPOKEN TO ANY TEACHER THAT SUPPORTS THIS.

I'VE NEVER SPOKEN TO ANYONE FROM THE DISTRICT THAT STANDS BEHIND THIS.

SO ALL I ASK IS THAT YOU LOOK INTO IT CLOSELY AND THAT YOU CONSIDER WHAT I'VE SAID TODAY.

SHOUT OUT TRUSTEE MACKEY YOU WERE MY YOU WERE MY HIGH SCHOOL PRINCIPAL.

SO I HOPE YOU CAN YOU KNOW, APPRECIATE THIS COMING FROM ME.

THANK YOU. THANK YOU.

WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

CORDELIA STRAND AND CYNTHIA ROCHA.

FOLLOWED BY NETHEL JACKSON AND [INAUDIBLE] ON DECK.

MY NAME IS CYNTHIA ROCHA.

MISS ROCHA. YOU CAN CONTINUE SPEAKING.

OKAY. GOOD EVENING.

MY NAME IS CYNTHIA ROCHA, AND I COME TODAY AS A CONCERNED PARENT TO ADDRESS AN ONGOING ISSUE, BULLYING ISSUE THAT WENT UNRESOLVED BY THE ADMINISTRATORS AT THAT TIME.

[00:15:06]

IT WAS EVIDENT THAT THEY IGNORED THE DISTRICT'S ESTABLISHED PROTOCOLS, AND IT ESCALATED, RESULTING IN MY FEAR OF MY DAUGHTER'S SAFETY AND A PERSONAL TRANSFER.

THAT, MIGHT I ADD, I DIDN'T KNOW A SAFETY TRANSFER WAS AN OPTION.

I JUST FEEL THAT THE BALL WAS DROPPED BY THESE INDIVIDUALS THROUGHOUT THE PROCESS, YOU KNOW? AS A PARENT, ONCE I FOLLOWED UP WITH THE ADMINISTRATOR AT THE BEGINNING OF THE YEAR FOR AN UPDATE ON THAT ISSUE.

HER RESPONSE WAS NEW YEAR, NEW SLATE.

I'M SORRY. AND PERSONALLY, THAT WAS UNACCEPTABLE ON MY BEHALF.

JUST BECAUSE IT DID AFFECT MY DAUGHTER, SHE WAS NOT PHYSICALLY HARMED.

BUT EMOTIONAL AND MENTAL STATE REALLY MATTERS FOR THESE CHILDREN.

YOU KNOW, IT'S NOT JUST THE PHYSICAL.

IT'S FROM ME INTO ACTION TO FOLLOW THROUGH WITH THE CORRESPONDING INDIVIDUALS AND EVEN RALLY PARENTS GOING THROUGH THE SIMILAR EXPERIENCES TO SEEK GUIDANCE AND RESULTS FOR OUR CHILDREN WHO MIGHT BE SCARED TO SPEAK UP OR HAVE SPOKEN UP AND SAW LITTLE TO NO RESULTS.

I WOULD HATE TO SEE THE POLICY THAT YOU GUYS HAVE ESTABLISHED AND HAVE IN PLACE, YOU KNOW, THE NO BULLYING POLICY.

IT SETS A FALSE SENSE OF SECURITY FOR US PARENTS WHO DO THE RIGHT THING, GO ABOUT IT THE RIGHT WAY, AND WE SEE NO RESULTS.

WE SEE NOTHING DONE TOWARDS IT.

I STRIVE TO BE PROACTIVE IN SITUATIONS LIKE THIS THAT COULD EASILY ESCALATE AND RISE IN SUICIDE AND SCHOOL SHOOTINGS, AS WE HAVE SEEN, YOU KNOW, ALL STEMMING FROM BULLYING.

AND EVERY DAY IT'S A REALITY AND IT'S GETTING CLOSER.

AND I'M TRYING TO AVOID THAT.

ALL I WANT IS ACCOUNTABILITY, JUST LIKE US PARENTS AND OUR SCHOLARS ARE HELD ACCOUNTABLE.

THE STAFF AND MORE IMPORTANTLY, THE ADMINISTRATORS THAT CAN BRING CLOSURE TO ANY ISSUE THAT ARISES IN THEIR CAMPUS BEFORE IT GETS OUT OF THEIR HANDS.

I'M NOT ONLY HERE ADVOCATING SOLELY FOR MY CHILD'S HEALTH, BUT EVERY CHILD UNDER YOUR UMBRELLA.

AND I ALSO WANT TO WORK TOWARDS SAFE SCHOOLS.

AND THAT MEANS HEALTHY MENTALLY, PHYSICALLY AND EMOTIONALLY SCHOLARS, AS DO YOU.

I HOPE TO MAKE PROGRESS IN THIS PRESSING ISSUE THAT WOULD BENEFIT EACH AND EVERY ONE OF THEM, NOT ONLY MY DAUGHTER.

I SEE THE MISSION YOU HAVE IN PLACE EDUCATING ALL STUDENTS TO SUCCESS.

THAT CAN ONLY HAPPEN WHEN THEY OVERCOME OBSTACLES, AND I BELIEVE BULLYING CAN DEFINITELY BE A BARRIER IN THAT JOURNEY.

I WANT TO WORK TOGETHER.

I'VE RALLIED OTHER PARENTS, YOU KNOW, TALK TO THEM.

IT'S A REAL ISSUE THAT YOU GUYS HAVE ESTABLISHED, AND THESE ADMINISTRATORS ARE NOT ENFORCING.

YOU KNOW, IT'S I MEAN, I'M GOING ABOUT IT THE RIGHT WAY, LETTING THEM KNOW.

AND I SEE NO RESULTS.

YOU KNOW, I HAD TO TRANSFER MY DAUGHTER FOR HER SAFETY.

AND EVEN AT THAT, AS A PARENT, I'VE DONE MY RESEARCH.

YOU KNOW, I AM RALLYING PEOPLE TOGETHER, MAKING AN ORGANIZATION BECAUSE I DO NOT YOU.

MS. STRAND, YOUR TIME HAS EXPIRED.

MISS ROCHA, I APOLOGIZE FOR THE NEXT TWO SPEAKERS.

PLEASE COME TO THE MICROPHONE.

IS KHADIJA STRAND IN THE BUILDING? NO. KHADIJA STRAND, NOT PRESENT.

THE NEXT TWO SPEAKERS.

PLEASE COME TO THE MICROPHONE.

NETHEL JACKSON AND OLU BALOGUN, FOLLOWED BY MARY ANN HOSKINS AND VINCE SANDLIN.

TO THE VOTERS, THIS IS NOT WORKING.

TO THE VOTERS.

BOARD MEMBERS.

SUPERINTENDENT OF SCHOOL, NETHEL B JACKSON.

I LIVE AT 2851 TOLUCA.

DALLAS, TEXAS 752242 TRUSTEE.

EDWARD EDWARD TURNER OF DISTRICT NINE.

YOU ASKED ME A QUESTION AT THE BACKYARD BARBECUE.

A REPRESENTATIVE, VINCENT JONES.

THE ANSWER IS I CAN'T HELP MYSELF.

LET ME ASK YOU A QUESTION.

COMING FROM BRANDON.

HAVE YOU EVER, EVER LOVED SOMETHING SO BAD THAT YOU WILL BREAK DOWN AND CRY? HAVE YOU BEEN SO BAD THAT YOU CAN'T SLEEP AT NIGHT? WELL, MISS SUPERINTENDENT, THAT'S WHERE I FIND MYSELF.

OF ALL THE HELL GOING ON IN THIS COUNTRY.

FOR THE RECORD, I WANT TO SPEAK ABOUT THE PLAYBOOK CALLED PROJECT 25.

PROJECT 25 IS A VERY DANGEROUS PLAN.

ABOUT TAKING THE NEGROES BACK TO THE JIM AND SALLY CROW, THE WILLY AND JANE LYNCH.

WHITE WATER FOUNTAIN.

WHITE RESTROOM SITTING AT THE BACK OF THE BUS WHEN YOU PAID THE SAME FARE.

WE ARE BLACK QUEEN, IN THE WORDS OF DOCTOR KING.

WE MAY HAVE ALL COME HERE ON DIFFERENT SHIPS, BUT WE ARE IN THE SAME BOAT NOW.

TO THE BLACK QUEEN FROM ANOTHER LAND.

WE TO THE BLACK QUEEN.

I KNOW WE ARE THE MOST DISRESPECTED PERSON IN AMERICA.

[00:20:02]

IS THE BLACK QUEEN THE MOST DISLIKED? THE MOST UNPROTECTED PERSON IN AMERICA? IS THE BLACK QUEEN.

THE MOST DISRESPECTED, UNPROTECTED AND NEGLECTED PERSON IN AMERICA STILL IS THE BLACK QUEEN.

BLACK QUEEN.

WE MUST ELECT KAMALA HARRIS AS THE 47TH PRESIDENT.

YOU KNOW, I WILL BE GOING TO THE INAUGURATION LIKE I DID OBAMA.

IF DONALD TRUMP IS ELECTED, HE WILL CARRY OUT THE 2024.

FOR THE RECORD, THIS IS THE MOST IMPORTANT ELECTION IN MY LIFETIME.

TRUMP IS UNFIT, A FELONY, A CRIMINAL, A THUG, A LIAR, A RAPER.

I ASK, WHY WOULD YOU WANT TO GET SOMEBODY IN THE WHITE HOUSE? WELL, LET ME ASK MY FRIEND, THE SUPERINTENDENT OF SCHOOLS.

DO WE HIRE THESE KIND OF PEOPLE WITH THIS KIND OF RESUME? WE MUST NOT LET TRUMP GET.

THANK YOU, MISS JACKSON. YOUR TIME HAS EXPIRED WITH THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE.

OLU BALOGUN, FOLLOWED BY MARY ANN HOPKINS AND VINCENT SANDLIN AND SHEILA WALKER ON DECK.

OLU. YES.

WELL, IT'S AN HONOR TO ADDRESS THIS AUGUST BODY, YOU KNOW.

MY NAME IS OLU, AND I AM A LEADERSHIP ACTIVATOR.

YOU KNOW, A LEADERSHIP COACH, SO TO SAY.

YOU KNOW, I'VE TAUGHT LEADERSHIP, YOU KNOW, AT UNITED STATES NAVY FOR SEVEN YEARS, YOU KNOW, AND I REALLY CARE ABOUT LEADERSHIP.

YOU KNOW, LEADERSHIP, I BELIEVE, IS AT THE CENTER OF EVERYTHING THAT WE DO AS HUMAN BEINGS.

AND IT'S SO IMPORTANT THAT IF WE HAVE GREAT LEADERSHIP AND EVEN PICKING FROM WHAT SHE SAID ABOUT BULLYING, YOU KNOW, WITHIN THE SCHOOL, I THINK, I THINK A GOOD LEADER WOULD NOT ENGAGE IN SUCH ACTIVITIES.

RIGHT. SO WE NEED TO REALLY TRAIN THE STUDENTS, YOU KNOW, TO BECOME BETTER LEADERS.

AND THAT'S WHAT I REALLY CARE ABOUT, BECAUSE I THINK LEADERSHIP IS ONE OF THE GREAT GUARANTOR OF STUDENT SUCCESS.

SO WE REALLY NEED TO ESTABLISH OURSELVES AND REALLY TEACH LEADERSHIP.

SO WHAT I'M DOING IS I'M TRYING TO BECOME A PARTNER, YOU KNOW, WITH DALLAS ISD, TO BE ABLE TO PROPERLY TEACH OUR KIDS, YOU KNOW, ABOUT LEADERSHIP.

YOU KNOW, WITH THAT, I'VE ALSO CREATED A GAME CALLED FIVE B.

YOU KNOW, FIVE B IS A VERY SPECIAL GAME THAT TEACHES LEADERSHIP HOLISTICALLY, YOU KNOW, AND ONE OF THE FIRST THINGS ABOUT PURPOSE, YOU KNOW, BEING ABLE TO FIND YOUR PURPOSE IN LIFE, YOU NEED TO IDENTIFY WHAT YOUR BIG PURPOSE IS.

YOU KNOW, EVERY INDIVIDUAL DESERVES THAT.

AND STUDENT IN PARTICULAR NEEDS TO BE ABLE TO THINK ABOUT THEIR PURPOSE AND TRUE IN THE TRUE SENSE.

YOU KNOW, THINK ABOUT YOUR TALENT, YOUR STRENGTHS, YOUR WEAKNESSES.

THOSE ARE THE THINGS THAT I REALLY WANT PEOPLE TO TALK ABOUT IN PURPOSE.

THE SECOND P, YOU KNOW, THE GAME IS THE GAME ITSELF IS CALLED Ā£0.05.

SO THE SECOND P IS ABOUT PROBLEMS, RIGHT.

THINK ABOUT THE PROBLEMS THAT YOU NEED TO BE SOLVING AROUND YOUR ENVIRONMENT.

YOU KNOW AROUND YOURSELF YOU KNOW PROBLEMS. IF YOU'RE IF YOU'RE SOMEONE THAT DON'T LIKE TO READ, YOU KNOW AND LEARN AND BE ABLE TO COMMUNICATE BETTER.

SO IT'S A PROBLEM TO DO THAT.

SO THAT'S WHAT I'VE REALLY PUT TOGETHER IN THIS GAME.

TO REALLY HELP PEOPLE TO BEGIN TO HAVE GREAT CONVERSATION IS A GREAT CONVERSATION STARTER GAME AND IS CENTERED AROUND LEADERSHIP AND HOW I COULD FACILITATE THAT.

OR WE COULD PUT THIS IN THE HANDS OF, YOU KNOW, TEACHERS TO BE ABLE TO ALSO USE IT AS PART OF A WORK IN THE CLASSROOM AS WELL.

SO I THINK AND IF I COULD GO THROUGH THE WHOLE FIVE P, I THINK I HAVE A LITTLE BIT MORE TIME.

SO THE FIRST PIECE IS ABOUT PURPOSE, RIGHT? AND THE SECOND PIECE ABOUT PROBLEMS. THE THIRD PIECE IS ABOUT MINDSET LIKE THAT WE MUST HAVE PROGNOSIS IS WHAT I CALL IT, BUT IS ABOUT MINDSET, YOU KNOW, BEING COMMITTED TO EXCELLENCE, COMMITTED TO BEING CONSISTENT, BEING RESILIENT.

YOU KNOW, BEING ABLE TO DEVELOP THOSE ATTITUDES, YOU KNOW, IS REALLY IMPORTANT FOR STUDENT SUCCESS.

AND THE FOURTH ONE IS ABOUT PLAN, BEING ABLE TO HAVE THE RIGHT PLAN IN PLACE OF WHAT YOU REALLY WANT TO BE ABLE TO ACHIEVE, YOU KNOW, OUT OF LIFE.

AND THEN THE LAST PIECE ABOUT PERFORMANCE, BEING ABLE TO GO OUT THERE AND EXECUTE IT.

SO THAT'S REALLY WHAT THIS GAME OF LEADERSHIP IS ABOUT, AND I REALLY WANT TO BE ABLE TO PARTNER WITH DALLAS ISD.

SOME WILL TELL ME THIS IS NOT A BETTER AUDIENCE FOR THAT, BUT I JUST WANT TO PUT IT OUT THERE BECAUSE I REALLY WANT TO BE ABLE TO SERVE THE COMMUNITY.

I'M REALLY A LEADERSHIP PERSON AND I REALLY LOVE TO, BRING IT TO THE COMMUNITY AND HELP TAKE AWAY SOME OF THE THINGS THAT IS HAPPENING BECAUSE AFTER HIGH SCHOOL, ANYWHERE YOU GO TO, YOU NEED TO ALREADY DEVELOP.

YOUR TIME HAS EXPIRED.

WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

MARY ANN HOSKINS AND VINCE SANDLIN, FOLLOWED BY SHEILA WALKER AND DOLORES TRYON ON DECK.

MARY ANN HOSKINS.

[00:25:07]

OKAY. YEAH.

I. OKAY? HELLO, MY NAME IS MARION HOSKINS.

THIS IS MY HUSBAND, HENRY HILTON HOSKINS, AND I HAVE A QUESTION FOR THE BOARD MEMBERS.

WE HAVE A GRANDSON.

I'M NOT CALLING HIS NAME, BUT ANYHOW, HE ATTENDS MADISON.

HE'S BEEN IN ROTC.

THIS IS GOING ON THE FOURTH YEAR.

HE'S NEVER HAD A ROTC UNIFORM.

WHAT IS THE SCHOOL DISTRICT DOING WITH MONEY THAT STUDENTS CAN'T HAVE ROTC UNIFORMS? AND ALSO, WHY IS THE SCHOOL TAKING STUDENTS TO BEHAVIOR HOSPITALS IN DESOTO, TEXAS WITHOUT PARENT'S PERMISSION BY THE OFFICER THERE? OFFICER HOPKINS.

THANK YOU ALL VERY MUCH.

THANK YOU FOR THE NEXT TWO SPEAKERS.

PLEASE COME TO THE MICROPHONE.

VINCE SANDLIN AND SHEILA WALKER WITH THE DOLORES TRYON ON DECK.

VINCE SANDLIN, NOT PRESENT.

SHEILA WALKER.

OH. VINCE SANDLIN.

HELLO. I'M GOING TO READ FROM MY SCRIPT THAT I WROTE.

I WAS TOLD THAT THIS TOPIC WAS IN WAS GOING TO BE IN THIS MONTH'S BOARD MEETING.

AND THEN EARLIER TODAY, I WAS TOLD IT WAS KICKED DOWN TO SEPTEMBER.

MY NAME IS VINCE SANDLIN, AND I REPRESENT A LOCAL COMMERCIAL FLOORING SUBCONTRACTOR THAT'S WORKED ON SEVERAL DALLAS ISD PROJECTS.

WE WORK HARD TO SUPPLY AND INSTALL THE FLOORING IN THE SCHOOLS THAT OUR STUDENTS, TEACHERS, AND STAFF USE EVERY DAY.

YET WHILE THESE BUILDINGS BENEFIT FROM OUR LABOR, WE ARE LEFT STRUGGLING WAITING FOR PAYMENTS THAT ARE LONG OVERDUE.

NEARLY 11 MONTHS AGO, MY TEAM COMPLETED WORK ON MULTIPLE PROJECTS WITHIN THIS DISTRICT.

DESPITE MEETING ALL OF OUR CONTRACTUAL OBLIGATIONS WITH QUALITY AND PROFESSIONALISM.

WE HAVE YET TO BE PAID.

THIS IS NOT AN ISOLATED INCIDENT.

I'VE BEEN IN THE BUSINESS FOR 19 YEARS.

I HAVE OWNED MY OWN COMPANY FOR SEVEN AND A HALF YEARS.

I HAVE TOUCHED AT LEAST 40 SCHOOLS IN THIS DISTRICT.

DALLAS ISD HAS GAINED A REPUTATION FOR REJECTING GENERAL CONTRACTORS PAY APPLICATIONS, OFTEN FOR REASONS THAT SEEM ARBITRARY OR UNCLEAR, CAUSING UNNECESSARY DELAYS IN PAYMENT TO SUBCONTRACTORS LIKE MYSELF.

WE CURRENTLY HAVE EIGHT OPEN AND PENDING PAY APPLICATIONS ACROSS FIVE SCHOOLS, ALL OF WHICH ARE HOUSING STUDENTS AND CLASSES CURRENTLY.

WHAT MAKES THIS SITUATION EVEN MORE TROUBLING IS THE PRESSURE THE DISTRICT PLACES ON GENERAL CONTRACTORS.

THEY ARE BULLIED INTO SUBMISSION, THREATENED WITH THE POSSIBILITY OF NOT GETTING THE NEXT PROJECT IF THEY MAKE NOISE ABOUT THESE PAYMENT DELAYS.

THIS SHUT UP AND CONFORM APPROACH SCARES GENERAL CONTRACTORS INTO SILENCE.

LEAVING THEM AFRAID TO STAND UP FOR SUBCONTRACTORS WHO ARE LEFT BEARING THE FINANCIAL BURDEN.

BEYOND THE IMPACT ON MY BUSINESS, THIS ISSUE AFFECTS OUR COMMUNITY DIRECTLY.

OUR COMPANY SUSTAINS OVER 100 FAMILIES THROUGH 1099 CONTRACTORS, ALL OF WHOM ARE PART OF THIS COMMUNITY.

WHEN PAYMENTS ARE DELAYED, IT JEOPARDIZES NOT ONLY OUR ABILITY TO CONTINUE WORKING ON DALLAS ISD PROJECTS, BUT ALSO THE LIVELIHOODS OF THESE FAMILIES WHO RELY ON TIMELY INCOME. THIS SITUATION IS UNACCEPTABLE AND UNSUSTAINABLE.

WHEN PAYMENTS ARE DELAYED, IT DOESN'T JUST HARM THE BUSINESSES INVOLVED, IT JEOPARDIZES THE QUALITY AND TIMELINESS OF THE WORK BEING DONE FOR THE DISTRICT.

WE AS SUBCONTRACTORS SHOULD NOT BE FORCED TO ENDURE FINANCIAL HARDSHIP WHILE THE DISTRICT BENEFITS FROM OUR HARD WORK.

I'M HERE TO RESPECTFULLY REQUEST THAT THE BOARD TAKE IMMEDIATE ACTION TO ADDRESS THIS ISSUE.

THE DISTRICT NEEDS TO FOSTER AN ENVIRONMENT OF TRANSPARENCY AND FAIRNESS, WHERE DISPUTES ARE RESOLVED QUICKLY, AND WHERE GENERAL CONTRACTORS ARE NOT AFRAID TO ADVOCATE FOR WHAT IS RIGHT. PROMPT PAYMENT FOR COMPLETED WORK IS ESSENTIAL, NOT JUST FOR THE SAKE OF BUSINESS, BUT TO MAINTAIN THE INTEGRITY OF THE PROJECTS THAT SERVE OUR COMMUNITY.

THANK YOU FOR YOUR TIME AND ATTENTION TO THIS CRITICAL MATTER.

I URGE YOU TO TAKE STEPS TO ENSURE THAT SUBCONTRACTORS LIKE MYSELF CAN CONTINUE.

THANK YOU, MR. SANDLIN. YOUR TIME HAS EXPIRED.

WITH THE LAST TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

SHEILA WALKER AND DOLORES TRYON.

SHEILA WALKER, NOT PRESENT.

DOLORES TRYON, FOLLOWED BY ANTHONY PETERSON.

GOOD EVENING, BOARD OF TRUSTEES.

I'M GOING TO START OUT BY ASKING YOU, HOW WAS YOUR 4TH OF JULY? IT WAS LOVELY, WASN'T IT? WELL, NOT FOR THE DRIVERS AND MONITORS AND TRANSPORTATION.

[00:30:01]

RIGHT NOW THERE IS A HUGE DISCREPANCY GOING ON WITH PAYROLL.

THE ISSUE OF THEM OF WHAT THEY WANT TO RECOVER BACK.

FIRST ERROR, JUNE THE 21ST.

OUR PAYCHECK DROPPED.

OVERPAYMENT DUE TO PAYROLL ERROR.

OKAY. THEY CALL IT A SO-CALLED GLITCH SAYING THAT THEY'RE INVESTIGATING.

WELL, LO AND BEHOLD, THE NEXT PAYDAY, WITHOUT OUR ACKNOWLEDGMENT OR CONSENT, THEY JUST TAKE THE JULY 5TH CHECK.

SO YOU CAN IMAGINE OUR 4TH OF JULY, SOME PEOPLE LEFT WITH $0.

YOU TOOK HOURS AND HOURS.

NO FOOD ON THE TABLE, NO MONEY TO PAY MORTGAGE, CAR NOTE, NONE OF THAT.

OKAY, WE HAVE TO GO AND DISCUSS.

TELL THEM YOU NEED TO GIVE BACK THAT PAYCHECK.

WHEN THEY TOOK IT, IT WAS A VIOLATION.

FIRST ERROR VIOLATION.

SECOND ANOTHER ERROR.

WHY WOULD YOU RETURN THE CHECK? THAT WAS THE ERROR TO BEGIN WITH.

YOU GIVE US RIGHT BACK THE JUNE 21ST CHECK.

REALLY? WE ASKED FOR THE JULY 5TH CHECK THAT YOU DIDN'T HAVE NO BUSINESS TAKING TO BEGIN WITH.

YOU ALL ARE OUR TRUSTEES.

WHAT ARE YOU GOING TO DO TO HELP US? WHO DO THEY THINK THEY ARE TO TREAT US LIKE THIS? WE ALWAYS HEAR WE'RE SORRY.

I'M SORRY.

WE DIDN'T WANT TO INCONVENIENCE YOU.

WELL, THAT WAS A COMPLETE INCONVENIENCE.

YOU HEAR PEOPLE CRYING BECAUSE OF THEIR SITUATION.

YOU ALREADY KNOW THAT'S A CLASS ACTION LAWSUIT HANDS DOWN.

YOU GET AUDITED ALL THE TIME.

IF THEY COME IN RIGHT NOW, THEY GOING TO DO A FINE TOOTH COMB AND GO THROUGH EVERY DIME, EVERY BOOK.

FLIP THIS, FLIP THAT, AND YOU KNOW THAT THE DEPARTMENT OF LABOR, IF THEY COME ON BOARD, YOU SURE DON'T WANT THEM FEDERAL FUNDS. YOU KNOW THAT WE GET FUNDS ALL THE TIME FROM THE GOVERNMENT.

FEDERAL FUNDS WILL COME TO A HALT UNTIL THE INVESTIGATION IS COMPLETE.

YOU GOT DRIVERS AND MONITORS HERE NOW.

WHAT ARE YOU GOING TO DO? WE COME HERE TONIGHT TO SEE WHAT ARE YOU GOING TO DO FOR US? WE DON'T WANT TO HEAR I'M SORRY ANYMORE.

WE WANT YOU TO PUT IT INTO ACTION.

ALL WE WANT. WE UNDERSTAND THAT THEY OVERPAID.

WE WILL PAY THE ACTUAL OVERPAYMENT BACK.

BUT YOU WANT TO DREAM MORE THAN THE OVERPAYMENT THAT DON'T MATCH, THAT DON'T MATCH.

DO NOT TAKE AND STEAL FROM US TO PUT BACK WHERE YOU MOVING MONEY AND YOU STEALING AND DOING THIS AND THAT AT OUR EXPENSE.

WE CARRY THE KIDS.

WE LOVE WHAT WE DO.

BUT DO YOU REALLY APPRECIATE WHAT WE DO? THANK YOU.

THANK YOU.

WOULD OUR LAST SPEAKER, PLEASE COME TO THE MICROPHONE.

ANTHONY PETERSON.

ANTHONY PETERSON.

GOOD EVENING.

FACT. PROFESSIONAL ORGANIZATIONS WITH INTELLIGENT LEADERSHIP THAT KNOW THAT DISCRIMINATION, RETALIATION, AND RACISM IS A DAILY PRACTICE IN THE DISTRICT BUT OPERATE OUT OF POLITICAL CORRECTNESSAS A VERY DISTURBING MORAL ISSUE THERE.

TRANSPORTATION SERVICES, FACT.

WHERE ARE THE NEW BUSSES? WHERE IS THE NEW SOUTHERN SECTOR SERVICE FACILITY VOTED ON BY CITIZENS IN 2018? LOTS OF POPCORN AND NO PRIZE.

THE CLASSROOM.

GOOD NEWS.

95% OF DISTRICT TEACHERS POSITIONS ARE FILLED.

BAD NEWS.

MANY OF THESE POSITIONS ARE FILLED BY NON-CERTIFIED TEACHERS AND SUBSTITUTE TEACHERS PER CAPITA.

AFRICAN AMERICAN STUDENTS WILL BE MOSTLY AFFECTED BY THESE UNCERTIFIED CARETAKERS.

DISD LEGAL TEAM A GREAT GROUP OF SKILLED PROFESSIONALS AND WELL LIKED, BUT JUST HAVE A LITTLE BIT OF KANGAROO ISH GOING ON.

ADMINISTRATIVE INTIMIDATION, RETALIATION.

FACTS. IT STILL OPENLY PRACTICED IN THE DISTRICT AND OPENLY SUPPORTED BY THE DISTRICT.

[00:35:05]

THERE IS AN ADOPTED ELEPHANT IN THIS DISTRICT.

THIS ELEPHANT'S NAME IS DENIAL.

THIS ELEPHANT IS A VERY.

IT IS IN EVERY DEPARTMENT.

IT'S A HUGE AFRICAN ELEPHANT TIED TO AN INJUSTICE STATE THAT NO ONE WANTS TO ADDRESS.

AND LAST, THERE IS A DEROGATORY WORD THAT SEEMED TO BE SOCIALLY ACCEPTED AND OFTEN IGNORED BY THE DISTRICT'S LEADERSHIP.

THIS WORD IS OFTEN USED BY NON-BLACK STUDENTS DURING SOCIAL CONVERSATIONS, ON THE BUS, IN THE CAFETERIA, AND IN THE CLASSROOM.

HISTORICALLY, IN AMERICA, THIS WORD WAS OFTEN THE LAST WORD THAT A FRIGHTENED BLACK PERSON HEARD PRIOR TO BEING LYNCHED FROM A TREE, A BRIDGE, A BUILDING, OR A LIGHT POLE. THIS WORD MUST BE EXPELLED FROM THE DISTRICT AND WITH ZERO TOLERANCE BY THE DISTRICT BOARD OF TRUSTEES, WE MUST ADDRESS THE PROJECT 2025 ILLS IN ORDER TO BECOME A GREAT SCHOOL DISTRICT.

THANK YOU. THANK YOU, MR. PRESIDENT. THIS CONCLUDES OUR SPEAKERS.

THANK YOU. WE'LL TURN TO AGENDA ITEM FOUR, CLOSED SESSION.

TRUSTEES WILL NOW TURN TO AGENDA ITEM SIX.

[6. REPORTS]

REPORTS TRUSTEE.

WE WILL BEGIN WITH THE SUPERINTENDENTS REPORT.

THANK YOU, PRESIDENT CARRION.

AND NOW IT'S TIME FOR THE FIRST SUPERINTENDENTS REPORT OF THE 2425 SCHOOL YEAR.

SO THERE ARE A LOT OF NOTABLE PEOPLE WITH BIRTHDAYS IN AUGUST AND ESPECIALLY ON AUGUST 19TH.

THAT'S BILL CLINTON, COCO CHANEL AND THE LATE ACTOR MATTHEW PERRY.

BUT HERE IN DALLAS ISD, WE FOCUS OUR ATTENTION ON TRUSTEE MAXIE JOHNSON, WHOSE BIRTHDAY WE CELEBRATED ON MONDAY, ALTHOUGH HE'S NOT HERE RIGHT NOW.

SO HAPPY BIRTHDAY TO TRUSTEE JOHNSON.

AND IF THAT WASN'T, THAT'S NOT OUR ONLY AUGUST BIRTHDAY.

WE ALSO HAVE TRUSTEE.

ED TURNER'S BIRTHDAY WAS EARLIER AUGUST THE 5TH.

AND BY THE WAY, HE SHARES THAT BIRTHDAY WITH BASKETBALL'S ANTHONY EDWARDS, ASTRONAUT NEIL ARMSTRONG, AND FILM DIRECTOR FILM DIRECTOR JAMES GUNN, NONE OF WHOM EVER SERVED A SINGLE DAY ON A SCHOOL BOARD, UNLIKE OUR TRUSTEES.

AS WE SETTLE INTO THE RHYTHM OF THE ACADEMIC YEAR, I WANT TO TAKE A MOMENT TO SHARE SOME RATHER UNEXPECTED GOOD NEWS ON ENROLLMENT.

AFTER DECLINING FOR NINE YEARS IN A ROW, ENROLLMENT IS UP AND HAS ALREADY EXCEEDED OUR PROJECTIONS.

THAT IS A TESTIMONY TO OUR CAMPUS LEADERS, OUR TEACHERS, OUR COMMUNITY PARTNERS, OUR PARENTS, AND THIS BOARD OF TRUSTEES IN OUR BUDGET.

AFTER CAREFUL SCHOOL BY SCHOOL ANALYSIS, WE PROJECTED 137,500 SCHOLARS WILL ON DAY SEVEN.

ACTUALLY, I'M GOING TO GIVE YOU TODAY ON DAY NINE.

I THINK TODAY IS DAY NINE TO DAY NINE.

YES, WE HAD THAN 39,138 SCHOLARS.

THAT REPRESENTS AN INCREASE OF NEARLY 2800 STUDENTS OVER LAST YEAR ON THE SAME DAY, AND MORE THAN 15 FROM LAST YEAR AND MORE THAN 1500 STUDENTS OVER OUR PROJECTION.

WE EXPECT THESE NUMBERS TO EVEN CONTINUE RISING A LITTLE BIT THROUGH MID SEPTEMBER.

[00:40:05]

IN PARTICULAR, WE'RE SEEING A DRAMATIC INCREASE IN OUR PRE-K AND KINDERGARTEN ENROLLMENT, WHICH TELLS ME THAT FOR THE FIRST TIME, PROBABLY SINCE COVID, A LOT OF PARENTS FEEL COMFORTABLE SENDING THEIR LITTLE ONES TO OUR SCHOOLS.

AGAIN, THANK YOU TO ALL OF THE PARENTS, TO THE TEACHERS, TO THE PRINCIPALS, TO THE SUPPORT STAFF, TO OUR COMMUNITY WHO HAVE CHOSEN DALLAS ISD AS THEIR DESTINATION DISTRICT.

WE ALSO HAVE GREAT NEWS FROM CLASSROOMS WHERE TEACHER VACANCIES ARE AT A RECORD LOW.

AS OF YESTERDAY, WE ONLY HAD 58.5 TEACHER VACANCIES.

THAT'S THE LOWEST IT'S BEEN SINCE 2016, WHICH IS AS FAR BACK AS RELIABLE RECORDS GO ANYWAY.

THE START OF THE SCHOOL YEAR WAS ALSO MARKED BY SUCCESSFULLY OPENING FIVE NEW CAMPUSES ON TIME.

OPENING EVEN ONE BY THE START OF THE SCHOOL YEAR IS A HUGE LIFT, MUCH LESS FIVE.

AND YES, WHILE IT WAS RIGHT DOWN TO THE WIRE, RIGHT, CHIEF BRANT WITH A COUPLE OF THOSE SCHOOLS, HE DIDN'T SLEEP MUCH.

CREDIT GOES TO OUR CONSTRUCTION SERVICES AND OUR BOND OFFICE, AS WELL AS THE STAFF AT THESE SCHOOLS, FOR MAKING SURE THAT THE SCHOOLS WERE READY ON DAY ONE.

CONGRATULATIONS TO THE SCHOOL COMMUNITIES OF GAUTIER, GENEVA HEIGHTS, PEABODY ELK HALL AND JOHN QUINCY ADAMS, THEIR PRINCIPALS, THEIR TEAM MEMBERS AS WELL, OF COURSE, AS TO CHIEF BRANT ALFRED AND HIS ENTIRE CONSTRUCTION TEAM.

THIS SUMMER, DALLAS ISD STUDENTS TOOK LEARNING TO ANOTHER LEVEL THROUGHOUT THE DISTRICT BY LEARNING NEW SKILLS, WORKING SIDE BY SIDE WITH TEAM MEMBERS AS SUMMER INTERNS IN SUCH DEPARTMENTS AS MAINTENANCE AND FACILITY SERVICES.

OUR WONDERFUL MWBE DEPARTMENT, OUR PROFESSIONAL AND DIGITAL SERVICES, AND HEALTH AND PHYSICAL EDUCATION.

THE INTERNS FOR PROFESSIONAL AND DIGITAL LEARNING HELP TRAIN TEACHERS ON HOW TO USE TECHNOLOGY IN THE CLASSROOM, AND THE INTERNS WITH MAINTENANCE AND FACILITY SERVICE DEPARTMENT LEARNED HOW TO CLEAN AND FIX EVERYTHING THAT IS NEEDED FOR SCHOOLS TO OPERATE.

GOOD WORK TO OUR INTERNS, AND THANKS TO ALL OF OUR TEAM MEMBERS WHO MADE THEM FEEL SO WELCOME.

DALLAS ISD'S LONGVIEW SERVICE CENTER HAS RECEIVED THE DISTRICT'S RISK MANAGEMENT SERVICES SAFE DRIVING AWARD FOR THE SCHOOL YEAR 2023 2024, GIVEN TO THE TOP SERVICE CENTER FOR SAFE DRIVING ACROSS THE DISTRICT.

THE SAFE DRIVING AWARD COMES ALONG WITH A $3,000 GRANT THAT IS EARMARKED FOR PURCHASING SAFETY RELATED ITEMS. THIS MARKED THE FIRST TIME RISK MANAGEMENT IMPLEMENTED THE SAFETY INCENTIVE PROGRAM WITH STUDENT TRANSPORTATION.

THE WINNERS OF THE AWARD WERE ANNOUNCED DURING THE STUDENT TRANSPORTATION IN SERVICE ON AUGUST 2ND.

CELEBRATING THE SERVICE CENTERS THAT HAVE GONE ABOVE AND BEYOND TO PRIORITIZE SAFETY WITHIN THE DISTRICT.

AND LAST BUT ABSOLUTELY NOT LEAST, AMANDA ASHMEAD, WHO WAS THE 2024 DALLAS ISD TEACHER OF THE YEAR IN THE MAGNET CHOICE CATEGORY, WHICH YOU ALL HEARD AT OUR STATE OF THE DISTRICT AT THE END OF LAST YEAR, WAS RECENTLY CHOSEN AS THE REGIONAL REGION TEN SECONDARY TEACHER OF THE YEAR, WITH MORE THAN TWO DECADES OF EXPERIENCE TEACHING AP ENGLISH AT THE SCHOOL OF SCIENCE AND ENGINEERING MAGNET.

MISS ASHMEAD HAS ALSO EARNED A MASTER TEACHER DESIGNATION.

SHE HAS ALSO ESTABLISHED A COLLEGE ACCESS PROGRAM INCLUDING PARENT EDUCATION MEETINGS, A TEACHER LED SUPPORT COMMITTEE, FACULTY TRAINING ON RECOMMENDATION LETTERS, AND A COLLEGE APPLICATION CAMP FOR STUDENTS.

NO DOUBT THAT'S THE ONE OF THE MANY REASONS THAT SHE WON THIS AWARD.

THE RESULTS HAVE BEEN TREMENDOUS.

LAST YEAR, THE SCHOOL'S 108 SENIORS EARNED OVER $30 MILLION IN SCHOLARSHIP OFFERS, AND MORE THAN HALF THE CLASS WAS OFFERED A PLACE IN A HIGHLY SELECTIVE UNIVERSITY.

CONGRATULATIONS TO AMANDA ASHMEAD.

AND LAST BUT NOT LEAST, I THINK YOU ALL PROBABLY SEE ACROSS OUR DAIS A FAMILIAR FACE.

AND SO I'D LIKE TO WELCOME OUR INTERIM CHIEF FINANCIAL OFFICER, DWAYNE THOMPSON, WHO HAS JOINED US FOR THE NEXT COUPLE OF WEEKS OR SO AS NECESSARY TO HELP US THROUGH OUR TRANSITION.

I KNOW HE MISSED ALL OF YOU.

THAT'S WHY HE CAME BACK.

OKAY. TRUSTEES WILL TURN TO AGENDA ITEM 6.02.

BOARD OF TRUSTEES COMMITTEE REPORTS.

TRUSTEE MACKEY. YES.

LAST WEEK, THE SUPERINTENDENT EVALUATION COMMITTEE HAD ITS SECOND MEETING FOCUSED ON THE PROCESS OF THE BOARD WILL GO THROUGH TO RESET ITS GOALS AND CONSTRAINTS.

PROBABLY ARGUABLY, THE SINGLE MOST IMPORTANT THING THAT WE DO AS A BOARD IS SET THE VISION AND DIRECTION FOR THE SCHOOL SYSTEM.

[00:45:07]

I WAS VERY PROUD THAT WE HAD SEVEN MEMBERS OF THE BOARD COME AND TAKE PART IN THAT MEETING LAST WEEK.

PRIOR TO THAT, WE HAD TALKED ABOUT THE SAME THING AT THE BRIEFING AND THE MEETING BEFORE THAT.

SO SOME BIG HIGH LEVEL NOTES.

NUMBER ONE IS WE'RE MOVING TOWARDS DOING SOME DEEP COMMUNITY LISTENING OVER THE COMING FALL SEMESTER, SEPTEMBER THROUGH NOVEMBER, WHERE WE ARE GOING TO BE SEEKING THE VOICES AND INPUT OF COMMUNITY MEMBERS, PARENTS, STAFF, STUDENTS, EVERYONE ACROSS THE CITY WHO HAS A STAKE IN THE FUTURE OF DALLAS ISD TO SHARE THEIR INPUT WITH THE BOARD OVER THE COMING MONTHS.

AND FROM THAT, THE BOARD IS GOING TO AIM BY THIS DECEMBER TO BE ABLE TO TAKE ALL THAT INFORMATION, MATCH IT WITH THE DATA THAT WE HAVE IN OUR DISTRICT ABOUT OUR HIGHEST NEEDS, AND ACTUALLY SET THE NEXT FIVE YEARS OR SO OF GOALS AND CONSTRAINTS THAT WILL GUIDE THE PRIORITIZATION FOR THIS DISTRICT.

SO WE'RE VERY MUCH LOOKING FORWARD TO IT.

OUR NEXT MEETING IS NEXT WEDNESDAY AT 4:30 P.M.

HERE, WE'LL BE REVIEWING ALL THE FEEDBACK THAT'S BEEN GAINED SO FAR FROM TRUSTEES.

WE'LL BE LOOKING AT POTENTIAL TIMELINES FOR THE LISTENING SESSION AND THE KINDS OF QUESTIONS THAT WILL BE ASKED.

SO VERY EXCITED FOR THIS PROCESS.

THERE'S A LOT OF WORK STILL TO BE DONE, AND FOR ALL COMMUNITY MEMBERS AND ANYONE LISTENING.

WE URGE YOU TO BE A PART OF THIS PROCESS, AND WE'RE GOING TO COME FIND YOU AND ASK YOU FOR YOUR INPUT.

BUT THANK YOU.

THANK YOU TRUSTEE MACKEY.

TRUSTEES WILL NOW TURN TO AGENDA ITEM 6.03, TRUSTEE REPORTS.

BEGINNING WITH TRUSTEE DISTRICT ONE.

TRUSTEE. CURRY. THANK YOU SO MUCH.

SEVERAL EXCITING THINGS HAPPENING IN DISTRICT ONE.

ONE WANT TO CONGRATULATE PRINCIPAL HERSCHEL WALKER WHO'S NOW LEADS OUR MARSH MIDDLE SCHOOL, MARSH PREPARATORY ACADEMY.

HE DID SOME AMAZING WORK AT ANOTHER SCHOOL IN MY AREA, AND HE'S NOW MOVED UP TO THAT SPACE.

AND SO WE'RE EXCITED TO SEE WHAT HE DOES.

ALREADY KNOW LOTS OF FAMILIES THAT ARE EXCITED TO CONTINUE FOLLOWING HIM AS HE HAS MOVED UP ON THAT THAT FEEDER PATTERN.

AND SO SUPER EXCITED ABOUT THAT.

ALSO HEARING WONDERFUL THINGS ABOUT ALBERT JONES, WHO'S HIS TOOK OVER FOR HIM AT THE GOAL YEAR, AND REALLY THANKFUL FOR THE ADMINISTRATION FOR CONTINUING TO FIND GREAT LEADERS AND EDUCATORS WHO LOVE AND CARE SO MUCH ABOUT OUR KIDS.

WANT TO MAKE A SPECIAL SHOUT OUT TO ARIEL JACKSON, WHO IS AT E.D.

WALKER MIDDLE SCHOOL. SHE WAS RECOGNIZED AS THE DALLAS ISD RESET COORDINATOR OF THE YEAR, WHICH IS AMAZING.

SO A HUGE SHOUT OUT TO HER AND FOR ALL THE THINGS THAT SHE DOES FOR THE WALKER KIDS AND THE WALKER COMMUNITY.

ALSO, I WANTED TO AGAIN MENTION DE GAUTIER CONGRATULATE THEM AS DOCTOR ELIZALDE DID ON THEIR NEW FACILITY.

IT'S YOU KNOW, THE INSIDE IS RIGHT WHERE IT NEEDS TO BE.

THE OUTSIDE IS GETTING THERE, AND IT'S GOING TO BE AN ABSOLUTELY BEAUTIFUL FACILITY WHEN IT'S ALL THE WAY DONE.

SO REALLY EXCITED ABOUT THAT.

THOMAS JEFFERSON'S ENROLLMENT IS UP OVER 1500 AGAIN, WHICH IS REALLY EXCITING.

AND THEY HAVE DOUBLED THEIR ATHLETIC PROGRAM, WHICH IS ALSO EXCITING FOR THAT SCHOOL.

I'M LOOKING FORWARD TO SEEING TJ AND W.T.

WHITE GET THEIR RIVALRY GOING A LITTLE BIT MORE.

BUT ALSO SOMETHING VERY COOL.

THE LIBERTY BELLES WERE ACCEPTED AN INVITATION TO PERFORM AT THE MACY'S THANKSGIVING DAY PARADE.

SO THAT IS A VERY, VERY COOL THING.

AND THEN FINALLY, I WANT TO SHOUT OUT AT W.T.

WHITE. THERE'S SEVERAL DIFFERENT THINGS TO TALK ABOUT, BUT ONE THING IN PARTICULAR THAT IS SUPER IMPRESSIVE.

THE GIRLS SOCCER TEAM, THEY'RE ALL ON THEIR OWN, ENTIRELY STUDENT LED, PUT TOGETHER A SOCCER CAMP FOR ANY KIDS IN THE AREA THAT WANTED TO COME.

ANY OTHER FEEDER PATTERNS.

LAST YEAR THEY DID IT. THEY HAD ABOUT 30.

THEY HAD 70 KIDS SHOW UP THIS YEAR FOR IT, AND IT JUST KEEPS GROWING.

AND IT'S ALL RUN BY THESE AMAZING YOUNG WOMEN AT W.T.

WHITE. SO REALLY EXCITED ABOUT THE THINGS THAT ARE HAPPENING IN DISTRICT ONE.

THANK YOU. MR. HAMBURG. THANK YOU.

IT WAS MY GREAT PLEASURE TO TOUR PERSHING ELEMENTARY SCHOOL ALONGSIDE SUPERINTENDENT ELIZALDE ON THE FIRST DAY OF SCHOOL.

IT WAS SO EXCITING TO SEE ALL THOSE SWEET FACES AND EXCITED TEACHERS AND PARENTS.

I ALSO WANT TO WELCOME ALL OUR NEW PRINCIPALS AND CAMPUS TEAM MEMBERS.

LET'S MAKE IT HAPPEN.

SPEAKING OF WHICH, I WANT TO SAY CONGRATULATIONS TO MARS, A JUNIOR AT WOODROW WILSON HIGH SCHOOL, FOR WINNING FIRST PLACE AT THE DISTRICT'S BUSINESS CAMP.

THIS SUMMER, SHE'LL COMPETE AT THE NATIONAL YOUTH ENTREPRENEURSHIP CHALLENGE IN OCTOBER WITH HER INTERIOR DESIGN BUSINESS PROPOSAL.

PROPOSAL? EXCUSE ME, CALLED ONTARIO.

I ALSO WANT TO SAY CONGRATULATIONS TO SUDIE WILLIAMS, DELE LONGFELLOW, LAKEWOOD DANDY, ROGERS AND DALLAS HYBRID ON THEIR PROJECTED A RATINGS AS WELL AS MOCKINGBIRD FOR THE DOMAIN ONE A RATING.

AND THANK YOU.

HUGE THANK YOU TO ALL OF THE HARD WORKING EDUCATORS AND LEADERSHIP ACROSS ALL OF D-2 AND ACROSS THE DISTRICT FOR THE ONGOING EFFORT TO HELP OUR STUDENTS ACHIEVE THEIR BEST.

I ALSO WANT TO SAY A QUICK THANK YOU TO COUNCIL MEMBERS GAY WILLIS AND JESSE MORENO FOR VISITING A COUPLE OF OUR A FEW OF OUR D2 SCHOOLS OVER THE LAST WEEK IN AN ONGOING EFFORT

[00:50:03]

TO HELP OUR KIDS HAVE EXCELLENT STUDENT EXPERIENCES AND TO SHOW THEM WHAT GREAT THINGS ARE HAPPENING.

KUDOS TO LAKEWOOD ELEMENTARY SCHOOLS DESTINATION IMAGINATION TEAM.

KNICKKNACKS AND ARTIFACTS WAS THEIR NAME FOR QUALIFYING IN THE GLOBAL FINALS COMPETITION.

THEY WORKED ON PROJECT BASED CHALLENGES THAT TEACH STUDENTS TO BE INNOVATIVE PROBLEM SOLVERS USING STEM SKILLS.

AND FINALLY, I REALLY WANT TO ECHO THANKS TO CHIEF ALFRED AND THE CONSTRUCTION TEAM.

GENEVA HEIGHTS IS BEAUTIFUL.

THE KIDS ARE SO EXCITED. THE NEIGHBORHOOD IS SO EXCITED.

EVERYBODY'S REALLY THRILLED TO BE IN THEIR NEW SPACE.

SO I WANT TO ECHO THE THANKS.

AND THAT'S ALL I GOT.

TRUSTEE MICCICHE.

THANK YOU. I'LL GIVE THE DISTRICT THREE ACCOLADES.

CONGRATULATIONS TO PRINCIPAL CRYSTAL CAVITT AND HER TEAM AT JACK LOWE ELEMENTARY.

SENIOR. THEY WERE FEATURED ON NBC FIVE FOR TRANSFORMING THEIR HALLS INTO A GARDEN.

SO STUDENTS FEEL WELCOME AND EXCITED WHEN COMING BACK TO SCHOOL.

AND WE'D ALSO LIKE TO WELCOME PRINCIPAL GABRIELLA ERVIN AT CHARLES A GILL ELEMENTARY SCHOOL AND PRINCIPAL CHANDRA ROBERSON AT W.H.

GASTON MIDDLE SCHOOL.

I WISH YOU BOTH THE BEST OF LUCK.

I'D ALSO LIKE TO SAY KUDOS TO ALEXA, A JUNIOR AT BRYAN ADAMS HIGH SCHOOL LEADERSHIP ACADEMY WHO PARTICIPATED IN BIZ CAMP OVER THE SUMMER.

DURING BIZ CAMP, SHE CREATED A PROPOSAL FOR A FLORAL DESIGN BUSINESS AND PRESENTED IT TO A PANEL OF JUDGES AND A FAST PITCH COMPETITION.

AND THEN BRANT.

I WOULD LIKE TO TELL YOU THAT ONE OF THE SCHOOLS THAT DIDN'T OPEN WAS MARTHA TURNER REILLY ELEMENTARY SCHOOL, BUT I WANT TO SAY THAT I WENT THERE ON THE FIRST DAY AND EVERYBODY IS LOOKING AT THE SCHOOL THAT IS, YOU KNOW, A LESS THAN A 10TH OF A MILE AWAY BEING BUILT.

AND THERE WAS NO ONE, NO ONE WAS COMPLAINING BECAUSE THEY CAN SEE PROGRESS HAPPENING.

AND I ALSO WANT TO SHOUT OUT THAT COMMUNITY IN PARTICULAR, BECAUSE THERE WAS A GAS LEAK THAT CAUSED THE SCHOOL TO HAVE TO BE EVACUATED AND THE PRINCIPAL, TEACHERS AND STAFF DID SUCH A GREAT JOB THAT MY EMAIL BOX WAS FILLED UP WITH PRAISE FOR HOW WELL THE STAFF AND COMMUNITY CAME TOGETHER.

SO I WANT TO THANK EVERYBODY WHO WAS INVOLVED IN THAT.

AND THAT CONCLUDES MY REPORT.

THANKS, TRUSTEE WHITE.

GOOD EVENING. I WANT TO START OFF BY SAYING SINCE IT IS THE FIRST THING ON MY LIST.

THANK YOU, BRANT.

I HAVE ACTUALLY BEEN DRIVING BY JOHN QUINCY ADAMS FOR YEARS FOR A COUPLE OF SEEMS LIKE TWO YEARS.

WATCHING AS THE FOUNDATION THAT AS THE LAND WAS CLEARED, THE DEMOLITION OF THE OLD BUILDING.

AND JUST RECENTLY I WENT BY AND THEY HADN'T QUITE FINISHED THE SIGN.

I ACTUALLY HAVE BEEN POSTING ON X, SO CHECK THOSE PICTURES OUT.

IT WAS A COUPLE OF WEEKS AGO AND WE ARE EXCITED ABOUT THAT NEW CAMPUS.

OF COURSE, IT'S WHEN I LOOKED AT IT'S SO HUGE COMPARED TO WHAT WE HAD BEFORE.

BUT I ALSO WAS SPEAKING WITH MR. ALFORD AND I WAS WANTING TO KNOW, WHEN ARE WE HAVING OUR RIBBON CUTTING? I WISH I HAD A DATE FOR YOU GUYS, BUT I DEFINITELY WILL BE GETTING BACK WITH YOU, LETTING YOU KNOW WHAT DATE WE'RE GOING TO BE DOING.

THE RIBBON CUTTING.

AND ONCE AGAIN, I'M DELIGHTED, AS WELL AS ALL OF MY COLLEAGUES WHO HAVE RECEIVED NEW BUILDINGS.

IT'S NOT JUST ABOUT US, IT'S ABOUT ALL OF THE ISD AND WHAT WE'RE DOING WITH BOND MONEY THAT HAS BEEN ENTRUSTED TO US.

AND I JUST WANT TO THANK THE DALLAS ISD VOTERS WHO SUPPORTED THE BOND.

I GREATLY APPRECIATE IT.

THANK YOU SO MUCH.

ALSO, YOUNG WOMEN'S STEAM ACADEMY WILL BECOME THE SECOND ALL GIRLS HIGH SCHOOL IN DALLAS ISD.

THE CAMPUS IS IMPLEMENTING THE NINTH GRADE LEVEL ON THE CAMPUS THIS YEAR.

IT WILL INCREASE THE GRADE EVERY YEAR UNTIL THE YEAR 2028, WHEN WE WILL HAVE SENIORS ON THE CAMPUS.

I'M PRETTY EXCITED ABOUT THAT AS WELL.

DEFINITELY. IT'S ALWAYS SOMETHING GOOD THAT HAS BEEN HAPPENING FOR YEARS AT THE YOUNG WOMEN'S STEAM ACADEMY IN BOX SPRINGS.

I ALSO WOULD LIKE TO ACKNOWLEDGE WE DO HAVE A PARTNERSHIP WITH YOUNG WOMEN'S PREPARATORY NETWORK THAT HAS COME ON BOARD.

THEY HAVE BROUGHT IN A ADDITIONAL STAFF MEMBER THAT IS GOING TO ASSIST THE YOUNG LADIES WITH A LOT OF GREAT THINGS, BUT MOST IMPORTANTLY OF ALL, THEY FELT

[00:55:05]

IN THEIR HEART TO GIVE US $2 MILLION TO MAKE ALL OF THIS HAPPEN OVER THE NEXT FOUR YEARS, AND I DEFINITELY WANT TO THANK THEM FOR THAT.

I WANT TO THANK THE COMMUNITY OF BOX SPRINGS WHO CAME OUT IN OVERWHELMING, AND I REALLY DO MEAN OVERWHELMING NUMBERS.

IF YOU WERE THERE, YOU KNOW, FOR OUR MEETING, WE HAD TO BRING IN SO MANY CHAIRS, WE HAD TO HAVE A CALL SEVERAL TIMES FOR CHAIRS.

I GAVE AWAY MY SEAT.

I GAVE AWAY DR.

LOVE SEAT SO THAT, YOU KNOW FAMILY MEMBERS CAN HAVE A PLACE TO SIT BECAUSE THEY'RE THE REASON WE'RE DOING ALL OF THIS.

AND ONCE AGAIN, THERE WAS A GREAT MEETING.

WE RECEIVED A LOT OF GREAT INFORMATION.

WE'RE ALL EXCITED ABOUT THIS.

I KNOW THAT EVENTUALLY WE'RE GOING TO NEED A ADDITION ADDED TO THAT CAMPUS AS WELL, BECAUSE WE PLAN ON BEING THE BEST AND THE BRIGHTEST IN BALCH SPRINGS ALSO.

I THINK THIS IS DEFINITELY WORTH NOTING BECAUSE I REMEMBER MY CHILDREN DOING THIS FOR THE TALENTED AND GIFTED SCHOOL IN PLEASANT GROVE.

THE SIXTH-GRADE STUDENTS INTERVIEWED THEIR FAMILY MEMBERS ABOUT THEIR CULTURE, ALLOWING CULTURE STORIES INTO PIECES OF ART.

THIS IS SOMETHING THAT NOT ONLY CAN BE ADDED TO DIG INTO YOUR FAMILY TREE, WHICH IS WONDERFUL.

AND ONCE YOU START IT, YOU JUST KEEP ADDING ON AND IT'S JUST LIKE A BOOK THAT NEVER ENDS.

SO I JUST WANT TO THANK THEM FOR ALLOWING THAT TO HAPPEN.

I ALSO WANT TO THANK YOU, PARENTS AND GUARDIANS FOR ENTRUSTING US WITH YOUR MOST PRECIOUS ASSET, YOUR CHILD.

WE LOOK FORWARD TO A GREAT PARTNERSHIP WITH YOU FOR THE 2425 SCHOOL YEAR.

WE KNOW YOU HAD CHOICES AND YOU CHOSE DALLAS ISD AND WE ARE GREATLY APPRECIATIVE OF THAT.

THE SUPERINTENDENT JUST ANNOUNCED THAT OUR NUMBERS INCREASED.

IF YOU HAVEN'T FOUND A PLACE OR YOU'RE SOMEPLACE THAT YOU'RE NOT HAPPY.

WE'D LOVE TO HAVE YOU AT DALLAS ISD.

WE REALLY ARE THE BEST.

WE HAVE CHOICES THAT YOU COULD NEVER IMAGINE.

COME CHECK US OUT.

BUT ONCE AGAIN, I WANT TO THANK YOU FOR ENSURING YOUR MOST PRECIOUS ASSET WITH US.

WE'RE GOING TO HAVE A FANTASTIC YEAR.

AND ALSO, ON ANOTHER NOTE, I JUST WANT YOU GUYS TO CONTINUE TO PRAY FOR MY COMMUNITY.

ISAAC AGUIRRE WAS A YOUNG, VIBRANT 16 YEAR OLD.

HE WOULD HAVE BEEN A SENIOR THIS YEAR AT SAMUELL HIGH SCHOOL, BUT UNFORTUNATELY, HIS LIFE WAS TAKEN TOO SOON.

I JUST WANT YOU TO BE IN SUPPORT AND ASKING YOU GUYS TO CONTINUE TO PRAY FOR HIS FAMILY, HIS SIBLINGS AND THE COMMUNITY AS A WHOLE BECAUSE WE ALL WERE AFFECTED BY THIS.

THANK YOU SO MUCH.

HAVE A GREAT EVENING.

THANK YOU. I WILL READ THE DISTRICT FIVE ACCOLADES ON BEHALF OF TRUSTEE JOHNSON.

CONGRATULATIONS TO THE JUDGE.

THE STUDENTS WERE WELCOMED BACK WITH A SLAM DUNK ON AUGUST 12TH TO CELEBRATE THE ESTABLISHMENT OF THE SCHOOLS PARTNERSHIP.

WE CAN'T WAIT TO SEE ALL THE WAYS THIS WILL BENEFIT THE STUDENTS AND COMMUNITY.

I ALSO WANT TO THANK.

I ALSO WANT TO SAY ANOTHER THANK YOU TO THE VOLUNTEERS FROM THE UNITED WAY FOR HELPING THE TEAM MEMBERS OF JAY AND IRVIN ELEMENTARY SCHOOL WITH THEIR STOCK, THE SCHOOL EVENT. THEY WERE ABLE TO HELP FILL BACKPACKS, PAINT HALLWAYS, STOCK CLASSROOMS, AND SO MUCH MORE.

ADDITIONALLY, OVER THE SUMMER, DALLAS ISD SENT THREE SCHOOLS TO REPRESENT THE DISTRICT DURING THE DESTINATION IMAGINATION GLOBAL FINALS IN KANSAS CITY, MISSOURI.

[01:00:01]

AT THIS YEAR'S SHAKE DALLAS EVENT.

CONGRATULATIONS TO ALL THE DESERVING STUDENTS AND THANKS TO EVERYONE WHO PARTICIPATED.

AND THAT CONCLUDES TRUSTEE JOHNSON'S REMARKS.

TRUSTEE CARREƓN, I HAVE A POINT OF INFORMATION.

GO AHEAD. AS A CRAZY MAVERICKS FAN, IF THERE'S ANY WAY I CAN FIGURE OUT HOW TO GET SPONSORED BY THE MAVERICKS, OR IF I CAN COME PARTICIPATE, WHENEVER WE CELEBRATE THAT, PLEASE LET ME KNOW. I'M HAPPY TO.

I WILL ALSO ASK TRUSTEE JOHNSON FOR HOW HE PUT THAT OFF.

TRUSTEE FOREMAN I SECOND THAT.

TRUSTEE KERRY, JUST FOR YOUR INFORMATION, ADELE TURNER WAS ADOPTED FIRST BY THE MAVS.

SO LET'S GET IT STRAIGHT.

JUST TRYING TO MAKE SURE EVERYBODY UNDERSTANDS.

ANYTIME YOU INVITE ME, I'LL BE THERE.

THERE YOU GO. SO IT'S ANOTHER SCHOOL YEAR.

AND, OF COURSE, I'M EXCITED ABOUT WHAT'S GOING ON IN DISTRICT SIX.

ON THE FIRST DAY OF SCHOOL, I ATTENDED FIVE SCHOOLS.

THAT WAS CARPENTER ELEMENTARY, BIRDIE ALEXANDER, T.W.

BROWN MIDDLE SCHOOL, AND DAVID W CARTER HIGH SCHOOL AND KIMBALL HIGH SCHOOL.

JUSTIN FORD KIMBALL LOOKING FORWARD TO A GREAT SCHOOL YEAR.

I'D ALSO LIKE TO SAY CONGRATULATIONS TO OUR VERY OWN OLYMPIAN, SHA'CARRI RICHARDSON.

A GRADUATE OF KATHLYN JOY GILLIAM COLLEGIATE ACADEMY, BUT STARTED OUT AT DAVID W CARTER HIGH SCHOOL AND ALSO RAN TRACK FOR DAVID W CARTER, AND FOR TWO CONSECUTIVE YEARS THEY WERE THE STATE CHAMPION TRACK TEAM FOR GIRLS.

CONGRATULATIONS SHA'CARRI.

YOU ARE AN OAK CLIFF GIRL AND WE LOVE YOU! A BIG KUDOS TO ZAIRE, A SEVENTH GRADE STUDENT AT DA HULSTEIN MIDDLE SCHOOL, FOR DELIVERING AN INSPIRING MESSAGE TO TEACHERS DURING THE 2024 DALLAS ISD VIRTUAL CONVOCATION.

KUDOS ONCE AGAIN TO DANIEL W WEBSTER ELEMENTARY SCHOOL IN DISTRICT SIX.

SHOUT OUT TO ALL STUDENTS, TEACHERS, PARENTS, COMMUNITY MEMBERS, ADVISORS IN DISTRICT SIX.

I'M WISHING YOU ALL THE BEST FOR THE 2024 2025 SCHOOL YEAR.

YOU KNOW I'M THERE.

LET'S MAKE IT HAPPEN.

TRUSTEE MACKEY FOR THE DISTRICT SEVEN REPORT.

WE'LL START WITH THE FIRST TIME IN DALLAS ISD HISTORY FOUR STUDENTS FROM SUNSET HIGH SCHOOLS.

TEXAS ASSOCIATION OF FUTURE EDUCATORS CHAPTER REPRESENTED OUR DISTRICT AT THE EDUCATORS RISING NATIONAL CONFERENCE IN WASHINGTON, DC.

THESE TRAILBLAZING STUDENTS HAVE SET A NEW STANDARD FOR FUTURE TAFE PARTICIPANTS.

CONGRATULATIONS ON THIS INCREDIBLE ACHIEVEMENT AND WE CANNOT WAIT TO HIRE YOU IN A FEW YEARS WHEN YOU COME BACK TO WORK WITH US.

I'D ALSO LIKE TO SAY TO THE STUDENTS AND STAFF AT PEABODY ELEMENTARY SCHOOL AND HALL PERSONALIZED LEARNING ACADEMY IN OAK CLIFF.

THEY BEGAN THIS NEW SCHOOL YEAR, AS WE KNOW, IN THEIR BEAUTIFUL NEW STATE OF THE ART FACILITIES.

THESE SCHOOLS WERE TWO OF THE FIVE REPLACEMENT CAMPUSES MADE POSSIBLE BY THE BOND 2020 PROGRAM THAT THIS COMMUNITY SUPPORTED THROUGH A VOTE AND A HEARTFELT CONGRATULATIONS TO ALL OF THOSE SCHOOL COMMUNITIES ON A WELL-DESERVED, BEAUTIFUL LEARNING SPACE.

AND IF YOU HAD BEEN IN THOSE TWO BUILDINGS PRIOR, YOU KNOW HOW MUCH THEY NEED NEEDED.

AND THANK YOU TO BRANT, YOUR ENTIRE TEAM, EVERYONE, FOR GETTING IT DONE SO THOSE FOLKS CAN MOVE IN.

SO I'M SUPER EXCITED ABOUT THAT.

ALSO, AS WE KICK OFF THE NEW YEAR, I WANT TO EXTEND A WARM WELCOME TO OUR NEW PRINCIPALS IN DISTRICT SEVEN JOSEFINA RODRIGUEZ, RUBIDIUM JOVI, SURA PEREZ, AND JESSICA WEEMS. CONGRATULATIONS ON YOUR NEW ROLES AND BEST WISHES FOR A SUCCESSFUL AND INSPIRING YEAR AHEAD.

AND I ALSO TAKING TRUSTEE WHITE'S LEAD.

I DON'T KNOW IF WE'VE UNDERSCORED THIS ENOUGH.

AND DOCTOR ELIZALDE, I TAKE I WAS TAKEN ABACK BY YOUR COMMENT THAT IT'S A SURPRISE DEVELOPMENT THAT WE NOW ARE AT 139,000 PLUS STUDENTS IN THE DISTRICT.

I DON'T THINK THERE'S ANYTHING SURPRISING ABOUT THAT, WHEN YOU LOOK AT THE WORK THAT HAS BEEN DONE YEAR IN AND YEAR OUT OVER THE LAST FIVE, TEN YEARS TO GET TO THIS POINT IN ALL OF OUR SCHOOLS.

AND I DON'T THINK WE HIGHLIGHTED THIS ENOUGH.

CORRECT ME IF I'M WRONG, BUT THIS NUMBER IS ALREADY MORE THAN WE HAD STUDENTS LAST YEAR IN OCTOBER.

SNAPSHOT. IS THAT ACCURATE? THAT IS CORRECT.

SO THIS IS THE FIRST TIME IN WELL OVER A DECADE THAT DALLAS ISD ENROLLMENT IS UP BECAUSE OF THE GOOD WORK THAT HAS HAPPENED IS PROBABLY OBVIOUSLY WE HAVE TO SEE ALL

[01:05:06]

THE OTHER TRENDS.

BUT THIS STATE HAS HAD A HUGE TREND DOWN IN ENROLLMENT.

SO I THINK THAT IS AN ENORMOUS TESTAMENT TO THE STUDENTS, THE STAFF, THE FAMILIES, EVERYONE WHO'S BEEN DOING THIS WORK.

AND I JUST WANTED TO HIGHLIGHT THAT.

SO KUDOS TO YOU, DOCTOR ELIZALDE, TO ALL OF THE STAFF ALL THE WAY THROUGHOUT OUR SYSTEM FOR MAKING THIS POSSIBLE.

THAT CONCLUDES MY REPORT.

THANK YOU. TRUSTEE MACKEY.

I'LL GIVE THE DISTRICT EIGHT ACCOLADES.

CONGRATULATIONS TO TEACHER JAMIE NELSON, A TEACHER AT JESUS MORALES EXPRESSIVE ARTS VANGUARD, AND HER STUDENTS FOR BEING MENTIONED IN D MAGAZINE.

CONGRATULATIONS TO THEM.

SHOUT OUT TO DALLAS SIDEKICKS SOCCER PLAYER ALBERT RODRIGUEZ, WHO IS ALSO A TEACHER AT STEVENS PARK ELEMENTARY SCHOOL.

IN A RECENT INTERVIEW WITH THE DALLAS SIDEKICKS, HE TALKED ABOUT HIS PASSION FOR TEACHING, COACHING AND BEING A PROFESSIONAL SOCCER PLAYER.

OUR DISTRICT NINE SCHOOLS ARE MAKING IT HAPPEN, AND I AM PROUD OF OUR STUDENTS AND OUR STAFF FOR ESTABLISHING A CULTURE OF EXCELLENCE AT THE SCHOOL AT THE START OF SCHOOL THIS YEAR. I ALSO WOULD LIKE TO GIVE A SPECIAL SHOUT OUT TO BRANT FOR HELPING US OUT AT MLK ARTS ACADEMY AND GETTING THE PAYMENT AND GETTING THE TRAFFIC GOING AND FLOWING IN THE RIGHT DIRECTION ON THE FIRST DAY.

THANK YOU VERY MUCH FOR THAT EFFORT.

THANK YOU FOR MADISON HIGH SCHOOL IN THE PARKING LOT AND ALL THE WORK THAT YOU'RE DOING AND THE WORK THAT YOU CONTINUE TO DO FOR OUR SCHOOLS, THANK YOU VERY MUCH.

AND THAT CONCLUDES MY DISTRICT NINE REPORT.

THANK YOU. THANK YOU, TRUSTEE TURNER.

TRUSTEES, WE'LL NOW MOVE TO AGENDA ITEM 7.01.

THE MOTION PASSES EIGHT ZERO.

TRUSTEES, YOU JUST ADOPTED THE MOTION APPROVING THE MINUTES AS SUBMITTED.

TRUSTEES, WE WILL NOW TURN TO AGENDA ITEM 8.01.

[8. STATUTORY ITEMS WHICH MAY APPROPRIATELY COME TO THE ATTENTION OF THE BOARD]

NOMINATIONS ARE NOW OPEN FOR THE DISTRICT'S 2025, 2024-2025 BOARD REPRESENTATIVE FOR THE COUNCIL OF GREAT CITY SCHOOLS.

DO I HAVE A NOMINATION? I HAVE A NOMINATION.

MR. PRESIDENT, I WOULD NOMINATE EIGHT YOURSELF.

JOE CARREON FOR NOMINATION TO THE REPRESENTATIVE FOR THE COUNCIL OF GREAT CITY SCHOOLS.

OKAY. JOE IS NOMINATED.

ARE THERE FURTHER NOMINATIONS? OKAY. IF OKAY.

THEN SEEING NO OTHER FURTHER NOMINATIONS I AM A DECLARED THE PERSON BY ACCLAMATION.

AND THANK YOU ALL TRUSTEES.

YEAH. CONGRATULATIONS TO ME.

WE'LL NOW TURN TO AGENDA ITEM 8.02.

CONSIDER AND TAKE POSSIBLE ACTION TO NAME THE DISTRICT'S DELEGATE REPRESENTATIVES FOR THE 2024 TASB DELEGATE ASSEMBLY.

NOMINATIONS ARE NOW OPEN FOR THE DISTRICT'S DELEGATE REPRESENTATIVE FOR THE 2024 TASB DELEGATE ASSEMBLY.

DO I HAVE A NOMINATION.

YES, MR. PRESIDENT, I NOMINATE CAMILLE WHITE.

OKAY. TRUSTEE CAMILLE WHITE IS NOMINATED.

ARE THERE FURTHER NOMINATIONS? OKAY. SEEING NO FURTHER NOMINATIONS, TRUSTEE WHITE IS ELECTED BY ACCLAMATION.

YES. OKAY.

CONGRATULATIONS TO YOU TOO.

OKAY. OKAY.

TRUSTEES WILL NOW TURN TO AGENDA ITEM 8.03.

CONSIDER AND TAKE POSSIBLE ACTION TO NAME THE DISTRICT'S ALTERNATE REPRESENTATIVE TO THE FOR THE 2024 TASB DELEGATE ASSEMBLY.

NOMINATIONS ARE NOW OPEN FOR THE DISTRICT'S ALTERNATE REPRESENTATIVE FOR THE 2024 TASB DELEGATE ASSEMBLY.

DO I HAVE A NOMINATION? MR. CHAIR, I.

I NOMINATE SARAH WEINBERG FOR THE ALTERNATE.

OKAY. TRUSTEE SARAH WEINBERG IS NOMINATED.

ARE THERE ANY FURTHER NOMINATIONS? LOOK AT HIM.

JUST RUNNING THE DOOR.

TRUSTEES. SEEING NO FURTHER NOMINATIONS, TRUSTEE WEINBERG IS ELECTED BY ACCLAMATION.

OKAY, TRUSTEES, WE WILL NOW TURN TO AGENDA ITEM 8.04.

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE RESOLUTION TO SET THE 2024 2025 MAINTENANCE AND OPERATION TAX RATE AT 0.755200 CENTS FOR THE PURPOSE OF MAINTENANCE AND OPERATIONS, AND TO SET THE 2024 2025 DEBT TAX RATE AT 0.24203 $0.05 FOR THE PURPOSE OF PAYMENT OF PRINCIPAL AND INTEREST ON DEBTS.

THE FOLLOWING ITEM IS SETTING THE TAX RATE.

THE MOTION WILL NEED TO PASS WITH A TWO THIRD VOTE, MEANING TWO THIRDS OF THE MEMBERS PRESENT AND VOTING MUST VOTE IN THE AFFIRMATIVE BEFORE THE MOTION PASSES.

DO I HAVE A MOTION THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF THE TAX RATE OF 0.99723 $0.05, WHICH IS EFFECTIVELY A 5.6% INCREASE IN THE TAX RATE? MOVE TO APPROVE.

SECOND. TRUSTEES, WE NEED A WE NEED A TRUSTEE MACKEY.

COULD YOU PLEASE. THIRD, COULD YOU READ COULD YOU ACTUALLY READ IT? I GOT TO READ IT. OKAY. YES.

GOTCHA. SORRY.

I MISUNDERSTOOD THE ASSIGNMENT.

SORRY. NO CREDIT.

I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF 0.997235, WHICH IS EFFECTIVELY A 5.0% INCREASE IN THE TAX RATE.

SECOND. SECOND. YES, SECOND.

OKAY. THANK YOU.

TRUSTEES. WE HAVE A MOTION.

IT'S BEEN MOVED AND SECONDED THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF 0.99723 $0.05, WHICH IS EFFECTIVELY A 5.6% INCREASE IN THE TAX RATE.

TRUSTEES, IS THERE DISCUSSION? TRUSTEE MICCICHE.

[01:15:02]

YES. I WAS WONDERING IF, DWAYNE, IF YOU COULD EXPLAIN TO US WHETHER HOW THIS TAX RATE IS SET AND WHETHER THE DISTRICT HAS ANY OPTION TO SET A DIFFERENT NUMBER? YES, SIR. SO AS THE STATE BEGAN TO COMPRESS TAX RATES FROM PREVIOUSLY, ALONG WITH HOUSE BILL THREE, THEY CREATED A CALCULATION THAT EVERY SCHOOL DISTRICT HAS TO USE.

AND SO IN THIS PARTICULAR FISCAL YEAR, THE OPERATIONAL TAX RATE OF THE 0.75520 IS THE FLOOR.

THE DISTRICT CANNOT GO ANY LOWER THAN THAT.

THAT IS THE REQUIREMENT.

SO YOU DO NOT HAVE ANY FLEXIBILITY TO GO ANY LOWER THAN THAT.

THE ONLY FLEXIBILITY AND TRUST ME, I'M NOT MAKING THIS RECOMMENDATION.

BUT THE ONLY RECOMMENDATION WOULD BE IF THE BOARD WANTED TO HAVE IT HIGHER AND HAVE A TRE VOTE OF THE PEOPLE, BUT YOU CANNOT GO ANY LOWER AND THE FORMULA WAS SET BY THE STATE. THANK YOU VERY MUCH.

TRUSTEE MACKEY. YEAH, I THINK I ASKED THIS QUESTION EVERY YEAR BECAUSE THIS IS A VERY PARTICULAR THING THAT WE HAVE TO SAY HERE.

WE HAVE TO SAY IT'S A 5.6% INCREASE.

BUT IF I REMEMBER CORRECTLY, OUR TAX RATE NUMBER THAT WE'RE ADOPTING IS ACTUALLY LOWER THAN LAST YEAR.

IS THAT CORRECT? THAT'S CORRECT.

THE TOTAL TAX RATE LAST YEAR WAS $1.01 AND 38 ONE, YOU KNOW, 38%.

SO, IT'S ACTUALLY DOWN 1.6 $0.05.

SO THE RATE THE RATE IS DOWN.

YES. THE ACTUAL RATE THAT WE CHARGE AND WE COULDN'T GO LOWER IF WE TRIED IS WHAT I JUST HEARD FROM YOU.

THAT'S CORRECT. AND THIS READS AS AN INCREASE I ASSUME BECAUSE PROPERTY VALUES ARE UP.

SO IT WILL FEEL LIKE IT IS MORE.

IS THAT ACCURATE? THAT IS CORRECT.

SO THIS IS DUE TO PROPERTY VALUES WHICH THIS DISTRICT DOES NOT SET PROPERTY VALUES.

IS THAT TRUE? THAT'S CORRECT. THANK YOU.

TRUSTEE WEINBERG, JUST FOR THE SAKE OF REALLY OVER CLARIFYING SO THE TAX RATE THAT WE'RE SETTING IS GOING DOWN BY 0.0166.

IT'S GOING DOWN.

AND IN OUR MOTION WE READ IT SAID IT'S GOING UP 5%.

AND THAT IS AN OUT OF OUR CONTROL.

THIS IS WE ARE AT THE LOWEST, LOWEST, LOWEST WE CAN DO.

YES, MA'AM. THIS IS THIS IS THE FLOOR OF THE AVAILABLE TAX RATE TO THE SCHOOL DISTRICT.

YES, MA'AM. EXCELLENT. THANK YOU.

TRUSTEES, FURTHER DISCUSSION.

OKAY. SEEING NO FURTHER DISCUSSION.

TRUSTEES, PLEASE CAST YOUR VOTES.

THE MOTION PASSES EIGHT ZERO.

TRUSTEES, YOU'VE JUST ADOPTED ITEM 8.04.

TRUSTEES WILL NOW TURN TO AGENDA ITEM 99.919.01.

[9. CONSENT AGENDA ITEMS]

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE CONSENT AGENDA ITEMS, 0.9.01 THROUGH 9.50 AS AMENDED.

TRUSTEES, WE HAVE CONSENT AGENDA ITEMS 9.01 THROUGH 9.50, AS AMENDED.

THE FOLLOWING AGENDA ITEMS HAVE BEEN PULLED FOR A SEPARATE VOTE.

9.02 9.06.

9.099.10. 9.11, 9.17 AND 9.19.

CONSENT. ITEM 9.39 HAS BEEN PULLED FROM THE AGENDA.

WITH TRUSTEES WHO PULLED ITEMS FOR A SEPARATE VOTE.

LIKE AN OPPORTUNITY TO MOVE BACK.

ANY ITEMS TO THE CONSENT AGENDA? I KNOW SOME HAVE ALREADY BEEN DONE, AND I'VE.

I SKIPPED SEEING THOSE.

ANY OTHER ITEMS? OKAY. TRUSTEES, DO I HAVE A MOTION ON THE CONSENT AGENDA ITEM, AS AMENDED? MOVE TO APPROVE.

SECOND. OKAY.

IT HAS BEEN MOVED AND SECONDED TO ADOPT THE CONSENT AGENDA, AS AMENDED.

TRUSTEES, PLEASE CAST YOUR VOTE.

TRUSTEE WHITE. WERE YOU ABLE TO VOTE? I AM. ONE SECOND PLEASE.

OKAY.

THE MOTION PASSES EIGHT ZERO.

[01:20:01]

OKAY. TRUSTEES, YOU JUST ADOPTED THE MOTION APPROVING THE CONSENT AGENDA, AS AMENDED.

TRUSTEES, WE WILL NOW TURN TO AGENDA ITEM TEN.

[10. ITEMS PULLED FOR A SEPARATE VOTE]

ITEM WAS PULLED FOR A SEPARATE VOTE.

TRUSTEES, AS WE BEGIN DISCUSSION ON ITEMS PULLED FOR A SEPARATE VOTE.

JUST A REMINDER. PLEASE CONFINE ANY REMARKS TO THE PENDING MOTION ON THE FLOOR.

WE WILL BEGIN WITH ITEM 10.01.

ITEM 10.01, CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE SUPERINTENDENT OF SCHOOLS DESIGNEE JACOB CORTEZ.

ASSISTANT SUPERINTENDENT OF EVALUATION AND ASSESSMENT FOR ACCESS TO THE TEXAS EDUCATION AGENCY LOGIN [INAUDIBLE] NO FINANCIAL IMPACT.

CONSENT AGENDA. CONSENT ITEM 9.024.

DUE TO REVISIONS AND BY TRUSTEES CAMILLE WHITE AND TRUSTEE JOYCE FOREMAN.

MR. CHAIR.

POINT OF INFORMATION.

I WOULD ALSO LIKE FOR YOU TO LOOK AT THE LIST THAT I PROVIDED YOU.

IS 10.01 NOT ON THAT LIST, SIR, BECAUSE THIS WAS ALSO PULLED BY THE ADMINISTRATION.

IT HAS TO BE PULLED FOR A SEPARATE VOTE.

THANK YOU SO MUCH, TRUSTEE. NO PROBLEM.

THANK YOU. SUPERINTENDENT.

AS NOTED, THIS WAS PULLED BECAUSE WE DIDN'T HAVE THE NAME AS WE DISCUSSED AT THE BRIEFING.

SO ANY TIME THERE'S A REVISION, WE PUT IT, WE HAVE TO PULL IT FOR A SEPARATE VOTE BECAUSE WE CHANGED IT IN FORM FROM THE BRIEFING TO TODAY.

SO TODAY IT DOES REFLECT JACOB CORTEZ SPECIFICALLY AS REQUIRED BY THIS PARTICULAR REQUIREMENT.

OKAY, IF I MAY. OKAY.

THANK YOU FOR THAT, SUPERINTENDENT. TRUSTEES DO I HAVE A MOTION? MOVE TO APPROVE.

SECOND. OKAY.

IT HAS BEEN MOVED AND SECONDED.

TRUSTEES, IS THERE ANY DISCUSSION? JUST BRIEFLY, TRUSTEE WHITE.

AND THANK YOU, SUPERINTENDENT, BECAUSE THAT IS WHY I HAD REQUESTED THIS TO BE PULLED BECAUSE THERE WASN'T A NAME INSERTED.

AND THEN WHEN I SAW THAT THERE WAS A NAME INSERTED, I WAS LIKE, OKAY, GREAT.

I KNOW WHO THAT PERSON IS NOW BECAUSE I JUST DIDN'T WANT TO APPROVE A BLANK SLATE.

SO THANK YOU SO MUCH.

OKAY. TRUSTEE MICCICHE.

OH, SORRY. OKAY.

ANY FURTHER DISCUSSION? OKAY. TRUSTEES SEEING NO FURTHER DISCUSSION, PLEASE CAST YOUR VOTES.

TRUSTEE CURRIE. IS YOUR MACHINE WORKING? I'VE NOT BEEN GIVEN AN OPPORTUNITY TO VOTE, BUT I VOTE YES.

OKAY. THANK YOU.

YES. THE MOTION PASSES EIGHT ZERO.

OKAY, TRUSTEES, YOU HAVE JUST ADOPTED ITEM 10.01.

ITEM 10.02 WAS RETURNED TO THE CONSENT AGENDA.

WE'LL NOW TURN TO AGENDA ITEM 10.03.

CONSIDER AND TAKE POSSIBLE ACTION TO AUTHORIZE, NEGOTIATE AND ENTER INTO AN AGREEMENT WITH RECOMMENDED VENDOR FOR HEALTH AND WELLNESS THIRD PARTY ADMINISTRATOR TPA FOR DISTRICT WIDE USE NOT TO EXCEED IN 450,000 OVER FIVE YEARS, INCLUDING RENEWAL OPTIONS.

GENERAL OPERATING SPECIAL REVENUE BOND FUNDS CONSENT ITEM 9.06 PULLED BY TRUSTEES, FOREMAN AND WHITE TRUSTEES.

DO I HAVE A MOTION MOVED TO APPROVE? SECOND. TRUSTEES HAS BEEN MOVED AND SECONDED.

TRUSTEES, DO WE HAVE DISCUSSION? YES. TRUSTEE.

FOREMAN. SO I SEE.

EXCUSE ME. I SEE ALL THESE FINE PEOPLE SITTING UP HERE, BUT THE ACTUAL PROCUREMENT IS NOT MY CONCERN.

MY CONCERN IS LANGUAGE THAT SPEAKS TO THE FACT THAT THE CURRENT PURCHASE ORDER HAS BEEN EXCEEDED BY 15% AND THAT THE WITH ANTICIPATION OF THE NEXT ONE MIGHT BE, MAY BE EXCEEDING 15%.

SO IF I LOOK AT MY NUMBERS CORRECTLY, THAT'S ALMOST $4 MILLION THAT WE WILL SPEND ON THIS CONTRACT.

THAT THIS BOARD DID NOT APPROVE.

THAT BECOMES A SERIOUS ISSUE FOR ME.

I'VE ASKED SPECIFICALLY, WHY ARE YOU EASING UP HERE? YOU'RE TOO SLOW.

GET ON UP HERE.

NO, I'VE ALREADY TOLD HIM HE DOESN'T GET A BREAK BECAUSE HE ALREADY KNOW THE ROUTINE.

BUT, DWAYNE, IT'S A CONTINUING CONCERNS THAT I'VE HAD ABOUT US GOING TO 15% OVER AS MUCH AS 25% OVER.

SO IN THIS PARTICULAR SITUATION, THERE MIGHT BE TWO CONSECUTIVE CONTRACTS THAT WE GO OVER THE PRICING.

THAT'S NOT THEIR FAULT.

IT'S A PROCUREMENT ISSUE THAT NEEDS TO BE ADDRESSED, AND IT NEEDS TO BE ADDRESSED.

BECAUSE I'VE ASKED MORE THAN ONCE HOW MANY PURCHASE ORDERS DO WE HAVE THAT WE'VE GONE OVER THE LIMIT OF THAT, AND NOW WE'RE

[01:25:04]

USING A NEW TECHNIQUE.

WE SAY THAT IF IT'S A THREE YEAR CONTRACT WITH TWO ONE YEAR OPTIONS.

WE SAY IT'S A FIVE YEAR CONTRACT.

WELL, I THOUGHT WE WERE SUPPOSED TO COME BACK FOR THOSE OPTION YEARS, BUT IT APPEARS THAT THAT'S NOT WHAT WE'RE DOING.

THAT'S A CONCERN.

IT HAS NOTHING TO DO WITH THESE FINE PEOPLE UP HERE.

IT HAS EVERYTHING TO DO WITH OUR PROCESSES THAT NEEDS TO BE ADDRESSED FROM A PROCUREMENT STANDPOINT.

THAT'S MY POINT.

THANK YOU. TRUSTEES.

FURTHER DISCUSSION. SEEING NONE.

TRUSTEES, PLEASE CAST YOUR VOTE.

AND MAYBE I'LL VOTE NO JUST FOR DUANE.

BUT NO. NEVER MIND.

THE MOTION PASSES.

SEVEN VOTING YES, ONE VOTING NO.

TRUSTEES, YOU JUST ADOPTED ITEM 10.03.

ITEM 10.04 WAS RETURNED TO THE CONSENT AGENDA AND SO WAS ITEM 10.05.

WE WILL NOW TURN TO ITEM 10.06.

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE INTERLOCAL AGREEMENT WITH DALLAS COLLEGE TO PROVIDE PROFESSIONAL DEVELOPMENT AND PARAPROFESSIONALS TO TEACHER.

BACHELOR'S DEGREE PATHWAY FOR TEACHER ASSISTANCE IN DALLAS ISD FOR THE 2024-2025 SCHOOL YEAR.

NO FINANCIAL IMPACT.

CONSENT AGENDA ITEM 9.09 PULLED BY TRUSTEES.

WHITE AND TRUSTEES.

FOREMAN. TRUSTEES. DO I HAVE A MOTION? MOVE TO APPROVE.

SECOND. TRUSTEES HAS BEEN MOVED IN SECOND.

TRUSTEES, IS THERE DISCUSSION? TRUSTEE FOREMAN.

I HAVE OH, NO.

I'M SORRY. TRUSTEE WHITE I DID RECEIVE SOME INFORMATION FROM STAFF ON THIS QUESTION THAT I HAD.

AND THIS IS A SERVICE THAT IS BEING PROVIDED FOR OUR FAMILIES AND I HAVE THE INFORMATION THAT I NEED.

IT IS A GOOD PROGRAM.

I JUST WANTED TO MAKE SURE THAT IT IS MENTIONED AND THAT MORE FAMILIES KNOW ABOUT IT.

AND THAT'S BASICALLY IT, BECAUSE I KNOW WE HAVE A LOT OF GOOD PROGRAMS, BUT IF OUR FAMILIES DON'T KNOW ABOUT IT, THEY CAN'T UTILIZE IT.

SO THAT IS SOMETHING THAT I WANTED TO MAKE SURE THAT WE DO MARKET THE VARIOUS ITEMS THAT WE NEED TO HAVE THEM ACCESS IF THEY'RE IF WE HAVE IT AND WE'RE SPENDING MONEY ON IT AND NOT ABLE TO UTILIZE IT, THAT'S THE PROBLEM.

THANK YOU. OKAY.

TRUSTEES FURTHER DISCUSSION.

YEAH. I JUST WANTED TO ENDORSE THIS PROGRAM.

THIS IS A PROGRAM THAT IS VERY SIMILAR TO A PROGRAM CALLED JET THAT IS USED IN MASSACHUSETTS, AND IT IS A GREAT WAY TO GET PEOPLE WHO ARE WORKING IN OUR SCHOOLS, WHO KNOW OUR COMMUNITY, WHO KNOW THE SCHOOLS TO BE TO BE BASICALLY UPSKILL THEIR SKILLS TO BECOME TEACHERS.

I THINK IT'S AWESOME AND I'M SO GLAD WE'RE DOING IT.

THANK YOU.

TRUSTEES FURTHER DISCUSSION.

OKAY. SEEING NONE TRUSTEES, PLEASE CAST YOUR VOTE.

THE MOTION PASSES EIGHT ZERO.

TRUSTEES, YOU JUST ADOPTED ITEM 10.06.

TRUSTEES WILL NOW TURN TO ITEM 10.07.

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE ANNUAL LICENSING AND OPERATING INTERLOCAL AGREEMENT WITH HIPPY TEXAS, INC.

FOR THE HIPPY HOME BASED PARENT INSTRUCTION PROGRAM FOR THE 2024 2025 SCHOOL YEAR NOT TO EXCEED $26,000 OVER ONE YEAR.

GENERAL OPERATING SPECIAL REVENUE FUNDS CONSENT ITEM 9.10 PULLED BY TRUSTEES WHITE AND FOREMAN.

TRUSTEES. DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.

HAS BEEN MOVED AND SECONDED.

TRUSTEES, IS THERE A DISCUSSION? TRUSTEE. WHITE. YES.

I THOUGHT I HAD PUT THIS ON YOUR RETURN ITEM, BUT SINCE IT'S STILL ON, I WOULD DEFINITELY WILL TALK ABOUT IT.

THIS IS THE HIPPY PROGRAM AND THEY HAVE BEEN AROUND FOR QUITE SOME TIME.

THEY PROVIDE SERVICES.

I'M SORRY, 10.07.

YEAH. OKAY.

THEY PROVIDE SERVICES FOR YOUNG CHILDREN BEFORE THEY ACTUALLY

[01:30:05]

ARE ON OUR.

EVEN BEFORE IT COULD BE PRE-K.

WHAT HAVE YOU. BUT THIS IS A GOOD SERVICE THAT I WANT MORE FAMILIES TO GET INVOLVED IN SO THAT WE CAN INCREASE.

IT IS GREAT WHEN WE INCREASE THE NUMBER OF EARLY LEARNERS BEFORE THEY HIT PRE-K AND KINDER IF WE HAVE BECAUSE NOWADAYS EVERYONE'S NEEDS ARE CHANGING AS FAR AS CHILD DEVELOPMENT AND WHAT HAVE YOU.

AND IF WE CAN EDUCATE THE PARENTS AND THE FAMILIES ON THE BACK END BEFORE WE GET THEM, IT'S JUST A WIN SITUATION FOR ALL OF US.

AND THAT IS WHAT I HAVE TO SAY ABOUT THE PROGRAM AND MISS ANGIE GAYLORD.

CHIEF ANGIE GAYLORD IS OVERSEEING THIS PROGRAM, AND I JUST WANT THE COMMUNITY TO HELP SPREAD THE WORD ABOUT IT. I DEFINITELY WILL BE SPREADING THE WORD ABOUT IT IN MY COMMUNITY SO THAT PARENTS CAN BECOME AWARE OF IT AND TAKE ADVANTAGE.

I JUST WANT PARENTS IN MY COMMUNITY TO TAKE ADVANTAGE OF EVERY SITUATION THAT WE CAN GET, BECAUSE EVERY LITTLE BIT HELPS.

THANK YOU SO MUCH.

TRUSTEES. FURTHER DISCUSSION.

SEEING NONE. TRUSTEES, PLEASE CAST YOUR VOTES.

THE MOTION PASSES EIGHT ZERO.

TRUSTEES, YOU'VE JUST ADOPTED ITEM 10.07.

TRUSTEES. WE WILL NOW TURN TO ITEM 10.08.

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE MEMORANDUM OF UNDERSTANDING BETWEEN THE LEAGUE OF UNITED LATIN YOUTH LEAGUE OF UNITED LATIN AMERICAN CITIZENS, NATIONAL EDUCATION SERVICES CENTER, LNESC, AND THE DALLAS INDEPENDENT SCHOOL DISTRICT SEPTEMBER 1ST, 2024 TO AUGUST 31ST, 2028.

NO FINANCIAL IMPACT CONSENT ITEM 9.11 PULLED BY TRUSTEES FOREMAN AND TRUSTEES WHITE.

TRUSTEES, DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.

IT'S BEEN MOVED AND SECONDED.

TRUSTEES, IS THERE DISCUSSION? TRUSTEE MACKEY. YEAH.

I JUST WANT TO SAY, RAY, THANK YOU FOR BEING HERE ON BEHALF OF LULAC, NATIONAL EDUCATION SERVICE CENTERS, FOR THE WORK THAT YOU HAVE DONE AND CONTINUE TO DO.

I KNOW LEGALLY WE WRITE THIS BECAUSE IT HAS NO FINANCIAL IMPACT, BECAUSE WE'RE NOT SPENDING MONEY, BUT ACTUALLY THIS HAS A SIGNIFICANT FINANCIAL IMPACT.

IT'S BRINGING US NEARLY $1 MILLION A YEAR THAT WE CAN PUT INTO STUDENTS AT THE HIGH SCHOOL SERVE.

SO THANK YOU FOR YOUR WORK AND YOUR EFFORT.

TRUSTEE TURNER YES, I WANT TO ENDORSE TRIO.

I AM A TRIO ALUM.

I WOULD NOT BE SITTING HERE AS A TRUSTEE IF IT WASN'T FOR THE TRIO PROGRAM.

WHEN I WAS AT THE GREAT JAMES MADISON HIGH SCHOOL AND DIDN'T KNOW HOW TO FILL OUT FINANCIAL AID, AND MY MOM DIDN'T KNOW HOW TO FILL OUT FINANCIAL AID, IT WAS TALENT SEARCH THAT HELPED ME COMPLETE MY FINANCIAL AID SO I CAN GO TO TEXAS SOUTHERN.

AND WHEN I GOT TO TEXAS SOUTHERN, I WAS HAVING ISSUES WITH FINANCIAL AID, AND I GOT CONNECTED WITH VIRGINIA DAY, WHO RAN TALENT SEARCH, WHO HELPED ME GET MY FINANCIAL AID GOING DURING MY TENURE AT TEXAS SOUTHERN UNIVERSITY.

NOT ONLY DID I WORK IN THE TALENT SEARCH DEPARTMENT, BUT I ALSO WAS A COUNSELOR IN UPWARD BOUND.

I KNOW THE IMPACT THAT TRIO HAS ON STUDENTS.

I KNOW THE IMPACT THAT IT HAS ON MY LIFE.

AND EVEN WHILE I WAS AT TEXAS SOUTHERN WHEN I NEEDED HELP IN TUTORING, IT WAS STUDENT SUPPORT SERVICES THAT PROVIDED THE TUTORING THAT I NEED SO I CAN PASS MY CLASSES.

SO I AM A BIG ADVOCATE AND A BIG PROPONENT OF STUDENT SUPPORT OF TRIO PROGRAM.

AND NOT ONLY IS YOUR TRUSTEE ALUMNI OF TRIO, BUT OPRAH WINFREY, VIOLA DAVIS, PATRICK EWING, A LOT OF FAMOUS PEOPLE HAVE BENEFITED FROM THIS TRIO PROGRAM.

AND IF ANYTHING, I WOULD LIKE TO SEE TRIO IN ALL OF OUR SCHOOLS, ALL OF OUR HIGH SCHOOLS IN THE ISD, BECAUSE IT PROVIDES A GREAT BENEFIT.

IT GETS KIDS WHO NEVER BEEN OUT OF THE INNER CITY TO GO EXPLORE OTHER CITIES, TOUR OTHER COLLEGE CAMPUSES.

I WOULD HAVE NEVER EVEN WENT TO COLLEGE IF I HADN'T WENT ON A COLLEGE TOUR IN HIGH SCHOOL TO EVEN GET EXPOSED TO COLLEGE.

SO WE HAVE TO.

IT IS IMPERATIVE THAT WE TAKE OUR INNER CITY KIDS OUT OF THEIR COMMUNITIES TO BE EXPOSED TO OTHER THINGS SO THEY CAN SEE THE WORLD IS BIGGER THAN JUST SOUTH DALLAS, OR JUST OAK CLIFF OR WEST DALLAS.

SO I AM IN FAVOR OF THIS TRIO PROGRAM.

THANK YOU. TRUSTEE FOREMAN.

THANK YOU.

SO I WANT TO START WITH, I'VE KNOWN LULAC, LULAC MEMBERS LONGER THAN I'VE KNOWN COLLECTIVELY, THESE BOARD MEMBERS. SO I'M FAMILIAR WITH LULAC, ALWAYS HAS BEEN AND ALWAYS WILL BE.

SO I DON'T WANT A MISUNDERSTANDING ABOUT MY QUESTIONS.

I QUESTION EVERYBODY.

DOESN'T MATTER.

THAT'S THE WAY IT GOES.

SO I AM TRYING TO FIGURE OUT THIS PARTICULAR CONTRACT.

[01:35:03]

AND I'M SORRY, RAY, YOU CAN'T COME UP HERE AND TELL ME BECAUSE I KNOW YOU COULD, BUT I NEED TO FIGURE IT OUT.

AND SO IT STARTS OUT WITH NO FINANCIAL IMPACT, AND IT'S GRANT MONEY.

CAN SOMEBODY TALK TO ME ABOUT WHERE THE GRANT MONEY COMES FROM? YES, MA'AM. THIS IS A FEDERAL GRANT FROM THE DEPARTMENT OF EDUCATION.

DOES THAT GRANT HAVE A NAME? OH, TRUSTEE FOREMAN.

YOU ASKED DIFFICULT QUESTIONS HERE.

I KNOW IT'S THE TRIO PROGRAM, SO IT'S CONNECTED TO THE TRIO.

I DON'T KNOW THE SPECIFIC NAME OF THE GRANT.

YEAH, SO IT PROBABLY WOULD NOT BE TRIO.

I NEED TO KNOW IF YOU DON'T MIND, BRIAN.

IT MIGHT BE JUST A FEW QUESTIONS THAT I HAVE THAT I'D LIKE TO GET AN UNDERSTANDING.

HAVE WE HAD THIS KIND OF A CONTRACT BEFORE WITH LULAC? WE HAVE, YES WE HAVE.

AND DO YOU KNOW WHAT YEARS WE'VE HAD IT? WE'VE HAD A PARTNERSHIP FOR QUITE SOME TIME.

I DON'T HAVE THE YEARS. I CAN GET THAT FOR YOU IN A TRACKER.

CAN YOU GET THE PARTNERSHIP AND THEN CAN YOU GET FOR ME THE NUMBER OF STUDENTS PER SCHOOL THAT WERE ASSISTED IN THIS AND ALSO THE ETHNICITY OF THE NUMBER OF STUDENTS.

WHEN WE STARTED OUR EQUITY DEPARTMENT, MOST OF EVERYBODY WASN'T ON THIS BOARD.

MAYBE, EXCEPT MICCICHE.

OUR EQUITY DEPARTMENT REACHES OUT TO ALL STUDENTS.

SO MY EXPECTATION IS ANYTHING WE DO HAS TO REACH ALL STUDENTS, PERIOD.

DO WE AND I WOULD ALSO LIKE TO KNOW THE NUMBER OF STUDENTS AND THEN THE NUMBER OF STUDENTS THAT ACTUALLY WENT ON TO COLLEGE.

WHAT I'M THINKING IN TERMS OF BRIAN IS THERE MIGHT BE REPLICATION WITH OTHER ORGANIZATIONS.

IF THERE IS A FEDERAL GRANT, IT'S NO FINANCIAL IMPACT TO US THAT COULD, IN FACT ADDRESS OTHER SCHOOLS THAT ALSO HAVE NEEDS WITHIN THIS DISTRICT. TRUSTEE FOREMAN WE HAVE A TRIO, UPWARD BOUND OR GO CENTERS IN EVERY SINGLE HIGH SCHOOL IN DALLAS ISD, EVERY SINGLE COMPREHENSIVE HIGH SCHOOL.

OKAY, SO TRIO IS THE SAME AS THE GO CENTERS.

THEY'RE SYNONYMOUS.

THEY HAVE THEY DO THE SAME WORK FOR CHILDREN.

YES, MA'AM. BUT IS THIS CONTRACT SYNONYMOUS? THIS IS NOT GO CENTER.

THIS IS NOT GO CENTER.

BUT THIS DOES SIMILAR WORK AS THE GO CENTERS DO.

SEE, THAT GETS ME ALL CONFUSED BECAUSE WHAT HAPPENS IS, IS THESE PARTICULAR SCHOOLS THAT'S NAMED THEY ALSO HAVE GO CENTERS.

DOES THAT MAKE SENSE.

YES MA'AM. SO IT'S A LITTLE BIT CONFUSING EXACTLY WHAT WE'RE DOING.

I'M GOING TO SUPPORT THIS, BUT I ALSO WANT IT TO BE CLEAR THAT THERE ARE OTHER ORGANIZATIONS WITHIN THIS COMMUNITY THAT COULD POSSIBLY DO THE SAME THING. IF WE HAVE THE SAME LEGWORK AND THE SAME LEVERAGE TO BE ABLE TO DO THAT.

BUT WE DO FOR ONE, WE DO FOR ALL, OR WE DON'T DO ANYBODY.

THAT'S THE WAY I LOOK AT IT.

SO THOSE ARE MY MAIN QUESTIONS.

AND, RAY, I WILL BE GETTING WITH YOU TO HAVE SOME CONVERSATIONS.

THANK YOU.

TRUSTEE WHITE.

YES. I'M IN SUPPORT OF THIS WHEN I READ THIS.

MY ONLY QUESTION WAS, WHY ISN'T THIS IN MY SCHOOL'S? THERE USED TO BE A TRIO BUILDING THAT WAS AT THE CORNER OF, LIKE, BUCKNER AND LAKE JUNE.

I DON'T KNOW WHAT HAPPENED TO IT.

IT'S JUST LIKE IT DISAPPEARED.

I JUST KNOW IT WAS OPERATING, AND IT NO LONGER IS.

AND THERE ARE GHOST CENTERS THAT MAY BE IN SCHOOLS, BUT THE FUNDING IS DIFFERENT.

IF I'M NOT MISTAKEN, THAT FUNDING COMES FROM TEXAS HIGHER COORDINATING BOARD, AND THEY DON'T HAVE STAFF IN THEM LIKE THEY USED TO.

AT ONE POINT THEY HIRED THEY WELL, I WOULDN'T SAY IT'S HIRED, BUT THEY MAKE MORE.

THEY MAKE MORE MONEY THAN BOARD MEMBERS.

SORRY. SHAMELESS PLUG.

BUT ANYWAY, THEY HAD VISTAS THAT WORKED THE GHOST CENTERS, AND I HAVEN'T SEEN THAT HAPPENING LATELY.

AS A MATTER OF FACT, THEY WERE TEXAS COMPAQ VISTAS, WHICH MEANT THEY WERE ASSIGNED TO A COLLEGE CAMPUS AND WENT OUT TO THE HIGH SCHOOLS TO WORK IN THOSE GHOST CENTERS.

POINT OF CLARIFICATION. ARE WE TALKING ABOUT THE GHOST CENTERS? I GOT LOST OR THE WE'RE TALKING ABOUT BECAUSE GHOST SOONERS WAS MENTIONED WITH MENTIONING TRIO, BUT I WOULD JUST DO THE DISTINCTION BETWEEN THE TWO.

SORRY I APOLOGIZE. I WAS JUST MAKING SURE I WASN'T LOST.

NO, NO. NO WORRIES.

BUT I JUST WANT TO MAKE SURE THAT IT'S UNDERSTOOD THAT THERE IS A STAFF PERSON THAT IS IN THE TRIO OFFICE AND THEY'RE ON

[01:40:03]

THE CAMPUS, AND THEY'RE DOING THE THINGS THAT WAS MENTIONED, WHICH I WON'T GO BACK OVER AGAIN.

THAT IS WHAT I WANT FOR SAMUEL HIGH SCHOOL, SPRUCE HIGH SCHOOL, AND SEAGOVILLE HIGH SCHOOL.

JUST REMEMBER THE THREE S'S IN DISTRICT FOUR.

THAT'S MY ONLY CONCERN.

I'M NOT SAYING I'M TRYING TO BE GREEDY, BUT I JUST WANT SOME.

THANK YOU TRUSTEES.

IS THERE FURTHER DISCUSSION? OKAY. SEEING NONE, PLEASE CAST YOUR VOTES.

THE MOTION PASSES EIGHT ZERO.

TRUSTEES, YOU JUST ADOPTED ITEM 10.08.

TRUSTEES, ITEM 10.09 WAS RETURNED TO THE CONSENT AGENDA.

WE WILL NOW TURN TO ITEM 10.10.

CONSIDER AND TAKE POSSIBLE ACTION TO AUTHORIZE, NEGOTIATE AND ENTER INTO AGREEMENTS WITH RECOMMENDED POOL VENDORS FOR STUDENT AND STAFF COMPUTING DEVICES FOR DISTRICT WIDE USE.

NOT TO EXCEED $105 MILLION OVER FIVE YEARS, INCLUDING RENEWAL OPTIONS.

GENERAL OPERATING SPECIAL REVENUE BOND FUNDS.

CONSENT ITEM 9.17 PULLED BY TRUSTEE FOREMAN AND WHITE.

TRUSTEES, DO I HAVE A MOTION? MOVE TO APPROVE.

SECOND. TRUSTEES, WE HAVE A MOTION AND A SECOND.

DO WE? IS THERE A DISCUSSION? YES. TRUSTEE FORMAN.

WAS THAT 10.9? DID YOU SAY 10.9 TEN? DID YOU SAY 10.9? THIS IS 10.10.

10.9 WAS RETURNED TO THE.

THANK YOU. I THOUGHT YOU SAID 10.9.

I HAVE 10.10. OKAY.

THANK YOU. SO AGAIN THIS IS A FINANCIAL ISSUE FOR ME.

THANK YOU FOR PROVIDING THE DOCUMENT.

BUT OVER SINCE 2021, SCHOOL YEAR 2021, WE SPENT OVER $1 BILLION ON DEVICES.

JUST LOOKING AT THE NUMBERS THAT ARE HERE.

OVER $1 BILLION ON DEVICES.

THAT'S A LARGE INVESTMENT WITHIN A FOUR YEAR PERIOD.

DID I READ THAT CORRECTLY OR DID I DID I NOT? I'M SORRY. TRUSTEE FOREMAN I'M NOT SEEING THAT.

ARE YOU TALKING ABOUT THE TRACKER WITH THE FOUR YEAR SPEND? YEAH. UNLESS THAT'S AN, NO, MA'AM.

IT THE TOTAL FOR OVER SCHOOL YEARS, 20, 21, 22, 23 AND 2324 IS 41 MILLION $138,188,801.75 37,000,016 MILLION.

I SEE WHERE YOU HAVE 138 MILLION, BUT I'M NOT SURE I CALCULATED THAT CORRECTLY.

I'M ASKING THE QUESTION BECAUSE.

I THINK WE'VE TALKED ABOUT IT BEFORE, WITH US SPENDING AS MUCH MONEY AS WE SPEND ON THESE DEVICES, WHAT ARE WE DOING TO ENSURE THAT WE ARE PROTECTING THE DEVICES STUDENTS ARE NOT RECEIVING? DUPLICATE, TRIPLICATE, QUADRUPLE THE DEVICES.

ARE WE DOING SOMETHING TO MAKE SURE THAT HAPPENS? YES, MA'AM. AND I'M GOING TO LET ASSISTANT SUPERINTENDENT MARLON HARRISON ANSWER THIS QUESTION.

HE'S LED THIS WORK OVER THE LAST YEAR.

AND I'LL JUST MENTION, I THINK THE FIRST MEETING I WAS IN THE BOARD MEETING, YOU BROUGHT THIS TO MY ATTENTION, AND WE TOOK THAT SERIOUSLY.

SO GO AHEAD, MA'AM. MORNING. YES.

THANK YOU. TRUSTEE FOREMAN.

SO THIS PAST LAST YEAR, WE IMPLEMENTED A PIECE OF SOFTWARE THAT PUTS A TRACKING DEVICE ON ALL OF THE STUDENT DEVICES.

THAT GIVES US BETTER VISIBILITY TO THE DEVICES.

THAT'S THE ONE THING FROM THE SYSTEMIC SIDE PROCESS SIDE THAT IT THAT WE DID.

THE OTHER THING THAT WE DO IS WE INCREASED OUR OUTREACH WITH THE CAMPUSES TO MAKE SURE THAT THE PROCESSES FOR ENTERING THAT STUDENT AND ASSIGNING THAT STUDENT INTO [INAUDIBLE] WHICH IS OUR TRACKING SYSTEM, TO, YOU KNOW, TO ENSURE WHAT YOU'RE ASKING ABOUT, TO ENSURE THAT STUDENTS, ALL STUDENTS HAVE A DEVICE.

STUDENTS DO NOT HAVE DUPLICATE DEVICES.

AND IN THE EVENT THAT A DEVICE IS BROKEN LOST OR WHAT HAVE YOU.

WE HAVE PROCESSES IN PLACE FOR THE SCHOOL TO TAKE THAT DEVICE OUT OF THE STUDENT'S NAME, TAKE ONE OF THE REPLACEMENT DEVICES THAT WE PROVIDE TO THEM, AND PUT THAT IN THE STUDENT'S NAME.

WHAT WE FOUND IN THIS PAST YEAR, AND YOU CAN SEE IT ON THE INFORMATION LISTED ON THE TRACKER.

AFTER IMPLEMENTING THAT IN THE 2324 SCHOOL YEAR, WE DIDN'T EXPERIENCE THE SAME AMOUNT OF LOSSES THAT WE HAD, ESPECIALLY COMING OUT OF COVID AND THEN THE SUBSEQUENT YEARS AFTER THAT.

I THINK A COMBINATION OF THE ATTEMPTS IN THE SOFTWARE AND THE THINGS THAT WE PUT IN PLACE ON THE IT SIDE, AND THEN WORKING WITH THE CAMPUSES TO BETTER IRON OUT A

[01:45:02]

PROCESS THAT FITS WITH ALL THE SCHOOLS.

OKAY. THANK YOU.

TRUSTEE MICCICHE.

YEAH. I GOT A LITTLE BIT LOST IN THE CONVERSATION ABOUT NUMBERS.

IT NOT OVER A BILLION.

IT'S 138 MILLION SINCE SCHOOL YEAR 2020, 2021.

WE'VE SPENT $801.75.

OKAY. THANK YOU.

APPRECIATE IT. TRUSTEE WHITE.

HELLO. GOOD. GOOD EVENING, MR. HARRIS. PLEASURE MEETING YOU, SIR.

I WAS WANTING TO KNOW.

I HAVE BEEN ON SOME OF MY CAMPUSES, AND THE THINGS THAT I'VE SEEN THAT STUDENTS HAVE DONE WITH LAPTOPS HAS BEEN PRETTY HORRIFIC.

AND THE THING IS, IS THAT THEY CAN JUST GET ANOTHER ONE.

THEY DON'T HAVE TO PAY.

IT'S NOT LIKE A LOST TEXTBOOK OR ANYTHING LIKE THAT.

THEY CAN JUST GET ANOTHER ONE.

BUT MY MAIN CONCERN IS WHEN IT COMES TO REPAIRING THE DEVICES, IF THEY CAN BE REPAIRED, IS THERE A PROCEDURE THAT HAS BEEN PUT IN PLACE? BECAUSE I KNOW WHAT WAS HAPPENING BEFORE.

I DIDN'T AGREE WITH IT.

WHAT IS THE PROCEDURE FOR IF THERE IS A LAPTOP THAT IS BROKEN? YES. THANK YOU FOR THE QUESTION.

IF A LAPTOP IS BROKEN, OUR FIRST ATTEMPT IS TO REPAIR THAT LAPTOP.

IN THE MEANTIME, THE STUDENT IS WITHOUT A LAPTOP.

THE SCHOOLS ARE PROVIDED 10% OVER THEIR ENROLLMENT NUMBERS TO WHAT WE CONSIDER HOT SWAP.

RIGHT? WHILE WE'RE WORKING ON EITHER REPAIRING THE DEVICE OR REPLACING THE DEVICE.

SO WHEN A DEVICE BECOMES BROKEN, DO THEY PUT IT IN A SHIPPING BOX AND OR I GUESS I PROBABLY SHOULD HAVE SAID INTEROFFICE MAIL AND HAVE IT SHIPPED SOMEWHERE WHERE YOU GUYS HAVE SOMETHING STATIONED FOR REPAIRS, BECAUSE I KNOW BEFORE SPACE WAS BEING UTILIZED IN LIBRARIES TO REPAIR THESE, AND I JUST THOUGHT THAT THAT WASN'T THE THAT JUST SHOULDN'T HAVE BEEN THE ROLE AND RESPONSIBILITY THAT WAS HAPPENING AT THE CAMPUS TO REPAIR LAPTOPS.

YES, I AGREE WITH THAT.

SO THAT'S WHY I WAS ASKING, HAS THERE BEEN ANYTHING NEW PUT IN PLACE? YES. SO, THE WE HAVE A PROCESS THAT WE CALL THE ERR PROCESS.

OUR TECHNICIANS, EDTECH TECHNICIANS ARE SOLELY RESPONSIBLE FOR GATHERING UP THOSE DAMAGED DEVICES, TAKING THEM TO OUR WAREHOUSE. AND THEN WE DO HAVE THIRD PARTY VENDORS AT THAT POINT THAT ASSESS THE DAMAGE AND IF IT CAN BE FIXED, BROKEN, KEYES.

AND A LOT OF TIMES SCREENS THOSE THINGS GET REPLACED.

AND THAT SAME DEVICE IS RETURNED BACK INTO CIRCULATION.

IF IN FACT YOU KNOW, THE DEVICE IS COMPLETELY DAMAGED.

THEN WE TOTALLY REPLACE THE DEVICE.

IT IS MARKED IN TIPWEB THAT THE STUDENT HAS RECEIVED A SECOND DEVICE, AND WE KIND OF WORK WITH THE CAMPUSES TO MAKE SURE THAT, YOU KNOW, THEY'RE TALKING TO THOSE STUDENTS THAT ARE, QUOTE UNQUOTE REPEAT OFFENDERS AND THINGS LIKE THAT SO THAT, YOU KNOW, WE HAVE BETTER CONTROLS THERE.

IT'S KIND OF A TWO WAY STREET.

SO THAT'S WHERE I WAS SPEAKING ON TALKING TO THE CAMPUSES AND WORKING WITH THEM TO SEE HOW WE CAN BETTER SUPPORT THEM AND THEIR EFFORTS IN KEEPING THE DEVICES IN GOOD CONDITION. THANK YOU.

TRUSTEES. ANYTHING FURTHER? OKAY. SEEING NONE, TRUSTEES, PLEASE CAST YOUR VOTE.

SECOND. TRUSTEES, I HAVE A MOTION AND A SECOND.

IS THERE A DISCUSSION? YES. TRUSTEE FOREMAN, DWAYNE.

I KNOW, EXCUSE ME, I KNOW YOU HAVE TO GET BACK WITH ME ON THIS, BUT THE ANSWER TO MY QUESTION ABOUT THE FUND BALANCE, BECAUSE I'VE SEEN THE GENERAL FUND BALANCE DECREASE BY A SUBSTANTIAL AMOUNT.

I DON'T WANT TO CALL A NUMBER BECAUSE I MIGHT BE CORRECTED, BUT I'D LIKE TO KNOW WHAT THE GENERAL FUND BALANCE IS TO DATE, BECAUSE THE ANSWER I

[01:50:10]

GOT WAS THEY WOULDN'T KNOW IT UNTIL THE END OF THE FISCAL YEAR 2024.

SO IF YOU CAN GET THAT INFORMATION FOR ME AND ALL OF THE FUND BALANCES, BY THE WAY, IT'S THE GENERAL, THE DEBT SERVICE AND THE FOOD SERVICE.
