IN ORDER FOR THE BOARD TO HOLD THIS MEETING IN AN EFFECTIVE MANNER, I WANTED TO LET IT BE KNOWN THE PUBLIC WILL BE WANTED TO LET IT BE KNOWN TO THE PUBLIC THAT THIS MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION, AND ASK THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY BED(LOCAL) PERTAINING TO PUBLIC PARTICIPATION.

IT IS A CRIMINAL OFFENSE FOR A PERSON WITH THE INTENT TO PREVENT OR DISRUPT A LAWFUL MEETING, TO SUBSTANTIALLY OBSTRUCT OR INTERFERE WITH THE ORDINARY CONDUCT OF A MEETING BY PHYSICAL ACTION OR VERBAL UTTERANCE, AND THEREBY CURTAIL THE EXERCISE OF OTHERS FIRST AMENDMENT RIGHTS.

BETWEEN THE DALLAS INDEPENDENT SCHOOL DISTRICT AND THE YOUNG WOMEN'S PREPARATORY NETWORK, EFFECTIVE FROM AUGUST 8TH, 2024 TO JUNE 30TH, 2028. TRUSTEES, DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.

IT HAS BEEN MOVED BY TRUSTEE MICCICHE, SECONDED BY TRUSTEE MACKEY, TO APPROVE THE MEMORANDUM OF UNDERSTANDING BETWEEN DALLAS INDEPENDENT SCHOOL DISTRICT AND YOUNG WOMEN'S PREPARATORY NETWORK EFFECTIVE AUGUST 8TH, 2024 TO JUNE 30TH, 2028.

TRUSTEES, IS THERE DISCUSSION? YES. TRUSTEE TRUSTEE WHITE, AND PLEASE EXCUSE ME.

WE DON'T HAVE A COPY OF THE MEMORANDUM IN FRONT OF US, AND I DID WALK OUT THE HOUSE AND LEAVE MY FOLDER, BUT I WANT THE RECORD TO REFLECT THAT.

I'M GLAD I ABSOLUTELY HAD THE COMMUNITY MEETING THAT WE HAD.

SO WHILE AT THE MEETING, I WAS TOLD INSTEAD OF US HAVING A MILLION, WE'RE GOING TO GET 2 MILLION, AND THAT'S GREAT, AND I AND I WAS HAPPY ABOUT IT, AND I ASKED THEM TO REPEAT WHAT THEY SAID BECAUSE OF THE FACT THAT ANSWERED QUESTIONS FOR ME BECAUSE I WAS THINKING, OKAY, WE'RE GOING TO GET THIS, BUT THEN DISD IS GOING TO HAVE TO PAY THIS AND ALL THESE OTHER THINGS, BUT I WAS ASSURED WHAT WAS GOING TO WHAT WAS GOING TO HAPPEN THERE.

SO WHAT I'M ASKING FOR IN THE TOP PARAGRAPH.

TO START WITH I SENT BRIAN OR DOCTOR LUST ON SEVERAL CONCERNS THAT I HAD, AND I DO KNOW THAT AT LEAST ONE CONCERN WAS ADDRESSED, AND I APPRECIATE THAT.

I THINK IT'S GOT TO BE CLEAR SUPERINTENDENT, WHEN WE'RE DOING THESE KINDS OF PROJECTS WITH PEOPLE OUTSIDE DOING MOUS OR THAT CLEARLY WE SHOULD BE COMMUNICATING TO THE FULLEST WITH THAT PARTICULAR BOARD MEMBER IN THAT AREA.

I DON'T THINK ANYBODY WANTS TO TURN DOWN CASH MONEY GOING TO THEIR SCHOOL.

THAT'S NOT THE IMPETUS HERE, BUT I SAW SEVERAL THINGS THAT BOTHERED ME.

ONE OF THEM WAS, IS THAT IN THE MOU? IT WAS THE FACT THAT THE ORGANIZATION WAS GOING TO BE THE CHAIR OF AN ADVISORY COMMITTEE, AND THEN THEY WOULD HAVE TWO PEOPLE AND WE WOULD HAVE TWO PEOPLE.

WELL, THAT JUST DOESN'T MAKE SENSE TO ME.

WE HAVE TO BE DRIVING THE SHIP, AND I THINK DOCTOR LUSK CHANGED THAT.

SO IT DID NOT REFLECT THAT.

SO WHAT I NEED IS AND WE DON'T HAVE IS WHAT CHANGES WERE MADE SINCE WE PREVIOUSLY HAD THESE CONVERSATIONS.

TRUSTEE FOREMAN THE CHANGES THAT WERE MADE, THERE WERE TWO CHANGES THAT WERE MADE TO THIS DOCUMENT, AS NOTED, AND THE ONE THAT YOU REFERENCED JUST NOW AROUND THE ADVISORY COUNCIL HAS BEEN CHANGED, AND THAT DOCUMENT WAS UPLOADED AS THE CHANGE WAS MADE AND IT WENT THROUGH OUR LEGAL DEPARTMENT AS WELL AS THE NETWORK'S SIDE, SO THAT BOTH PARTIES AGREED, AND SO DID WE DEFINE WHAT THE RESPONSIBILITY OF THE ADVISORY COMMITTEE WAS.

SO THE SPECIFIC PART THAT WE CHANGED WAS BASED UPON THE FEEDBACK THAT YOU AND TRUSTEE WHITE HAD PROVIDED REGARDING ADVISORY COUNCIL, AND SPECIFICALLY WE MADE THE ADJUSTMENT TO SAY THE ADVISORY COUNCIL WILL INCLUDE TWO REPRESENTATIVES FROM THE NETWORK AND THE REMAINING REPRESENTATIVES FROM THE DISTRICT.

OKAY, AND DID WE INCLUDE THAT THE AMOUNT WAS $2 MILLION.

WE MADE THE ADJUSTMENT THERE AS WELL, YES, TRUSTEE FOREMAN, YESTERDAY AND SPECIFICALLY THE MOU HAS SAID PREVIOUSLY $250,000 ANNUALLY OVER FOUR YEARS AND SO AND HAVING A BETTER UNDERSTANDING FROM THE NETWORK, IT'S $500,000 ANNUALLY OVER FOUR YEARS.

SO WE DID MAKE THE ADJUSTMENT, AND IT IS IN BOARD DOCS AND IT'S VISIBLE TO YOU, AND WHEN DOES THE MOU TERMINATE? JUNE 30TH OF 2028.

IT'S A FOUR YEAR AGREEMENT.

OKAY, AND SO AT THAT TIME, WE WOULD LOOK TO ASSESS THE SITUATION AND IF POSSIBLE, AND IF IT'S GOING WELL FOR US, WE WOULD LOOK AT EXTENDING POSSIBLY WE WOULD CERTAINLY BRING YOU ALL DATA THROUGHOUT THAT LAST YEAR SO THAT WE WOULDN'T BE IN A TIME CRUNCH TO SEE WHETHER EVEN EVEN IF THE NETWORK WANTS TO CONTINUE THEIR PARTNERSHIP WITH US AS MUCH AS DO WE WANT TO CONTINUE THE PARTNERSHIP.

WE ARE SEEKING TO CREATE AN ENVIRONMENT WHERE GIRLS ARE GOING TO TAKE HIGH LEVEL, RIGOROUS COURSES TO PREPARE THEM FOR COLLEGE, AND SO THOSE ARE WORDS THAT WE FEEL STRONGLY ABOUT. IS A DISTRICT ENSURING THAT OUR GIRLS ARE PREPARED.

WELL DOCTOR LUSK AND I HAD A LOT OF CONVERSATION CONCERNING WHAT ACTUALLY WAS BEING ESTABLISHED, WHAT WAS ALREADY AT THE SCHOOL. THE SCHOOL DOES FOCUS ON A LOT OF THINGS THAT WAS MENTIONED.

THERE WERE SOME THINGS THAT WAS MENTIONED THAT I FELT DIDN'T REALLY NEED TO BE INCLUDED, SUCH AS A ECONOMICALLY DISADVANTAGED SCHOOL DISTRICT.

I MEAN, THE ENTIRE DISTRICT IS ECONOMICALLY DISADVANTAGED.

THAT'S WHY MY UNDERSTANDING IS WE PROVIDE FREE LUNCH FOR ALL THE STUDENTS.

THE STUDENTS CAN GET TESTING PAID FOR FOR FREE, BUT THAT PART I WASN'T SO MUCH AS CAUGHT UP ON, BUT THE WORD CREATION AND THE FACT THAT WHEN IT ASKED FOR CHANGES TO BE MADE, IT WAS BASICALLY SAYING THE PARTIES CAN COME TOGETHER AND MAKE THE CHANGES, BUT THE BOARD NEEDS TO APPROVE THE CHANGES AND I DID ASK FOR THAT TO BE INSERTED, AND ALSO DUE TO THE NATURE THAT THERE WAS CHANGES MADE TO THE MEMORANDUM OF UNDERSTANDING AND IT WASN'T PUT BACK OUT IS I MEAN THAT TO ME NORMALLY WHEN CHANGES ARE MADE, THEY'RE BROUGHT BACK TO THE BODY.

THE BODY LOOKS OVER THEM AGAIN, AND THEN THEY VOTE FOR THEM, BUT I UNDERSTAND THAT'S NOT WHAT WE'RE DOING HERE, BUT WHAT I AM SAYING IS THAT THE CHANGES THAT I WANT TO BE MADE AND REQUEST TO BE MADE, I WANT OTHERS TO LOOK OVER AS WELL AS MYSELF.

I JUST WANT TO MAKE SURE THAT THE WORDING IS CORRECT AND IF THE FOUND IF THE NETWORK OR WHAT HAVE YOU IS NOT ABLE TO PUT FUNDS IN THAT, WE WILL BE SUPPORTED BY THE DISTRICT FOR WHATEVER FUNDING THAT WE NEED, AND I UNDERSTAND THAT'S NOT WHAT'S IN THE MEMORANDUM OF UNDERSTANDING.

THERE'S A LOT OF THINGS THAT ARE NOT SPELLED OUT THAT I DEFINITELY WOULD LIKE TO HAVE SPELLED OUT, BECAUSE REGARDLESS OF WHAT'S AT THE TOP AND I'M BEING TOLD, NOT CONSIDERED LEGAL, WHEN YOU SIGN IT, YOU'RE SIGNING WHAT YOU'RE AGREEING AGREEING TO IN THE ENTIRE DOCUMENT.

ONE, I DO APPLAUD YOU KNOW, THE FACT THAT THROUGH THIS PROCESS, WE'VE NOW HAD A ROBUST COMMUNITY MEETING IN WHICH I UNDERSTAND FROM TRUSTEE WHITE, THAT THERE WAS A STRONG OUTPOURING OF SUPPORT FOR THIS AND THAT'S A WONDERFUL THING TO KNOW AND TO KNOW THAT THE COMMUNITY IS EXCITED ABOUT THIS OPPORTUNITY.

I ALSO AM VERY THANKFUL THE FACT THAT THROUGH TRUSTEE FOREMAN'S WORK AND THROUGH TRUSTEE WHITE'S WORK, WE HAVE A MEMORANDUM THAT NOW BETTER REFLECTS WHAT REALITY IS, WE'RE ACTUALLY GOING TO GET MORE MONEY AND WE NOW HAVE THAT IN WRITING, AND THAT'S A WONDERFUL THING, AND WE HAVE A FIX TO OUR ADVISORY COUNCIL.

I ALSO REMEMBER FROM THE LAST MEETING THAT A POTENTIAL CONCERN ABOUT DELAY IS THAT WE CAN'T HIRE STAFF AND CONTINUE TO START THE RAMP UP UNTIL IT'S DONE.
