REPORTS AGENDA ITEM 5.01, THE SUPERINTENDENT'S REPORT.

NO, WE JUST MOVE FORWARD, REPORTS SUPERINTENDENT.

[INAUDIBLE] NOW IT'S TIME FOR MY LAST SUPERINTENDENT REPORT OF THE 23-24 SCHOOL YEAR.

FIRST UP, I WANT TO WISH TRUSTEE JOYCE FOREMAN A VERY HAPPY BIRTHDAY FOR NEXT MONTH.

WE WON'T MEET IN JULY, SO SHE'LL GET TO CELEBRATE ALL BY HERSELF IN JULY.

SO THEREFORE WE WANT TO CELEBRATE A LITTLE BIT THIS EVENING.

I KNOW IT'S HER 21ST BIRTHDAY, SO HAPPY BIRTHDAY TRUSTEE FOREMAN! AND JUST TO NOTE, THERE ARE A FEW CELEBS THAT CELEBRATE THE SAME BIRTHDAY WITH TRUSTEE JOYCE FORMAN.

KEVIN HART, SYLVESTER STALLONE AND GEORGE W BUSH ALL SHARE THE SAME BIRTHDAY.

SO WE'VE HAD A COUPLE OF STORMS IN THE LAST FEW WEEKS, AND I WANT TO TAKE A MOMENT TO SAY THANK YOU TO DALLAS ISD'S MAINTENANCE AND FACILITIES TEAMS. THEY ARE CORE FOUR TO THE CORE, AND THEY HAVE DEMONSTRATED THIS RECENTLY WHEN THEY SPRUNG INTO ACTION AFTER THE MAY THUNDERSTORMS THAT LEFT MORE THAN 800,000 INDIVIDUALS WITHOUT POWER, INCLUDING ALMOST 90 DALLAS ISD SITES.

THE TEAM DID NOT REST UNTIL THEY HAD MADE THE 106 SITES NEEDED FOR SUMMER SCHOOL READY IN TIME TO RECEIVE OUR STUDENTS.

THE DISTRICT ALSO PARTNERED WITH THE CITY OF DALLAS TO SET UP A RELIEF CENTER FOR THE NEIGHBORHOOD NEAR GEORGE W TRUETT ELEMENTARY SCHOOL, WHICH WAS ONE OF THE HARDEST HIT AREAS.

I WANT TO OFFER UP A HUGE THANKS TO CHIEF BATES, TO DEPUTY CHIEF HARRIS AND THE ENTIRE TEAM FOR STEPPING UP TO HELP OUR KIDS IN THIS CRISIS.

JUNE IS ALSO PRIDE MONTH TO RECOGNIZE THE HISTORY AND CONTRIBUTIONS OF MEMBERS OF THE LGBTQIA+ COMMUNITY.

DALLAS ISD WILL ALWAYS HAVE SAFE SPACES FOR ALL STUDENTS.

WE INCLUDE STUDENTS WHO MAY EXPERIENCE HARASSMENT, INDIFFERENCE, BULLYING, AND EXCLUSION BECAUSE THEY MAY BE

[00:10:09]

DIFFERENT. WE ACCEPT DIFFERENCES.

WE EMBRACE ALL DIFFERENCES.

JUNE 30TH.

JUNE 20TH. EXCUSE ME.

JUST A FEW DAYS AGO WAS WORLD REFUGEE DAY, WHICH HAS A SPECIAL MEANING AT DALLAS ISD.

LAST SCHOOL YEAR ALONE, ABOUT 800 STUDENTS IDENTIFIED AS REFUGEES ARRIVING IN OUR DISTRICT.

THE LARGEST NUMBER OF REFUGEES CAME FROM BURMA, THE DEMOCRATIC REPUBLIC OF CONGO AND AFGHANISTAN.

SOME OTHER COUNTRIES INCLUDED SUDAN, CENTRAL AFRICAN REPUBLIC, ERITREA, SYRIA, VENEZUELA, GUATEMALA, HONDURAS, AND JUST A FEW FROM UKRAINE.

SOME OF THE LANGUAGES ARE REFUGEE.

STUDENTS SPEAK INCLUDE.

I AM NOT GOING TO PRONOUNCE ANY OF THESE LANGUAGES CORRECTLY ROHINGYA, SWAHILI, FRENCH, ARABIC, SPANISH, TIGRINYA, PASHTO, DARI, KINYARWANDA AND BURMESE.

I LIKE TO SAY THAT PUBLIC SCHOOLS ARE THE STATUE OF LIBERTY BECAUSE WE TAKE EVERYONE, BUT WHEN IT COMES TO THESE STUDENTS, DALLAS ISD REALLY IS THE STATUE OF LIBERTY, AND ON BEHALF OF EVERYONE HERE TODAY, I WOULD LIKE TO SAY WHAT A PRIVILEGE IT IS TO WELCOME THESE CHILDREN TO OUR CLASSROOMS. I WOULD JUST LET YOU KNOW THESE TWO SCHOOLS ARE NATIONALLY KNOWN, OKAY? THEY'RE NOT. CANNOT BE ANY SLIP UPS.

KIMBALL IS DOING VERY WELL.

SOUTH OAK CLIFF HAS DONE VERY WELL.

SO THESE TWO PROGRAMS ARE NATIONALLY RECOGNIZED, AND WHAT HAPPENED THERE A FEW YEARS AGO CANNOT HAPPEN AGAIN.

I WROTE TO THE PTA PERSON, THE SOUTH OAK CLIFF, AND I SAID TO HER, WELL, I'VE BEEN TO TWO HIGH SCHOOL BOYS BASKETBALL GAMES AT SOC.

THERE ARE NOT ANY METAL DETECTORS AT SOC WHEN WE ENTER THE BUILDING TO SEE A BASKETBALL GAME.

I'M VERY TROUBLED BY THIS BECAUSE THERE WAS A KILLING AT SOUTH OAK CLIFF PLAY KIMBALL AT DAVIS FIELDHOUSE A COUPLE OF YEARS AGO.

THERE WERE NOT ANY METAL DETECTORS AT THIS GAME.

SUPERINTENDENT HINOJOSA AFTER THE GAME, MADE A COMMITMENT THAT ALL HIGH SCHOOL BOYS BASKETBALL GAMES HAD METAL DETECTORS AT ALL GAMES, AND THIS TURNED OUT TO BE THE TRUTH THAT WE'RE NOT ANY METAL DETECTORS AT DAVIS FIELDHOUSE, AND THAT WAS FOUND OUT, THAT'S WHAT HAPPENED, WHY THERE WAS A KILLING.

[00:40:05]

MISS SUPERINTENDENT, THERE ARE TWO METAL DETECTORS AT SOUTH OAK CLIFF WHEN YOU ENTER THE BUILDING, BUT THEY WERE NOT BEING USED AT ALL.

I WENT TO ONE GAME LAST YEAR.

THAT WAS THE KIMBALL GAME.

I WENT IN THE FRONT OF THE SCHOOL BOARD ABOUT THIS PROBLEM.

I SPOKE TO THE SCHOOL BOARD OVER SOUTH OAK CLIFF.

ALSO THE ATHLETIC DIRECTOR AND THE PRINCIPAL OF SOUTH OAK CLIFF.

ABOUT THIS MAJOR PROBLEM.

ANYBODY COULD CARRY A WEAPON TO THE GAME, WALK TO THE REFRESHMENT STAND, AND SERIOUSLY INJURE MANY PEOPLE AT THE REFRESHMENT STAND.

GOD FORBID IF SOMEONE GOT KILLED.

IT HAPPENED AT DAVID'S FIELDHOUSE DURING THE SOC AND KIMBALL BASKETBALL GAME.

WHAT I'M TRYING TO SAY TO YOU IS RIGHT NOW, BEFORE [INAUDIBLE].

THESE TWO IF YOU MESS UP HERE, WHAT CAN YOU IMAGINE ABOUT THE WHOLE DISTRICT MESSING UP? IF YOU CAN'T STRAIGHTEN UP THIS HIGH PUBLICITY TO TWO HIGH SCHOOLS AND YOU SCREWED UP, SUPERINTENDENT, WHAT ABOUT THE WHOLE SCHOOL SYSTEM IS IN DANGER? OKAY, I WENT TO THE GAME LAST MONTH.

IT WAS BETWEEN SOCCER AND SKYLINE, AND WE STILL DIDN'T HAVE.

WE STILL HAD THE SAME PROBLEM WITH NO WITH NO METAL DETECTORS.

THEY WERE NOT BEING USED AT ALL.

I WAS ABLE TO WALK IN THE BUILDING ABOUT 50 YARDS TO THE REFRESHMENT STAND, AGAIN WITHOUT BEING CHECKED FOR WEAPONS.

I WAS VERY SHOCKED THAT THIS HAPPENED AGAIN.

THIS SHOWS THAT SOUTH OAK CLIFF, DISD SCHOOL ADMINISTRATORS AND MISS SUPERINTENDENT DO NOT CARE ABOUT SAFETY AT ALL, AND THE SUPERINTENDENT MENTIONED THAT SHE CARES ABOUT SUPERINTENDENT AND NEWSPAPER, BUT THAT'S TOTALLY NOT TRUE.

I WENT IN FRONT OF THE SCHOOL BOARD AGAIN ABOUT THIS PROBLEM.

I'M WRITING TO YOU, THE PERSON IN PTA, I SEE YOU, THAT YOU WORK WITH THE PTA, SOUTH OAK CLIFF.

I'M REALLY URGING THAT YOU MENTIONED TO YOUR MEMBERSHIP ABOUT THIS SERIOUS PROBLEM.

I ALSO AM URGING THAT YOU BRING YOUR MEMBERSHIP TO THE SCHOOL BOARD AND SPEAK UP AND ALSO BRING STUDENTS.

THANK YOU, MR. CECCARELLI.

YOUR TIME HAS EXPIRED.

WITH THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

JANET MARIANI AND MIKE HOOK, FOLLOWED BY BRITTANY LAWRENCE AND SABRINA BRENHAM.

HELLO, I'M JANET, WHAT IS AN EDUCATION? WHAT DOES IT MEAN? IT'S A TRANSFORMATION OF KNOWLEDGE, SKILLS AND CHARACTER TRAITS THAT MANIFEST IN VARIOUS FORMS. IT'S AN ACT OF TEACHING KNOWLEDGE TO OTHERS AND AN ACT OF RECEIVING KNOWLEDGE FROM SOMEONE ELSE TO IMPROVE KNOWLEDGE AND DEVELOP SKILLS.

THESE SKILLS INCLUDE LISTENING, READING, WRITING, THINKING CRITICALLY, AND REVIEWING FACTS.

SO WHO IS MAKING UP THE FACTS? WHY DO I HEAR ABOUT SECRETIVE PORNOGRAPHIC BOOKS AND SECRETIVE, SLY WAYS TO PROMOTE TRANSGENDERING OUR KIDS, THE LGBTQ, XYZ PLUS AND INFINITY GROUPS SEEKS TO INTIMIDATE AND COLLUDE TO PREY ON YOUNG, VULNERABLE KIDS. WHY DO I OPEN A PAPER AND FIND ARTICLES ON DALLAS ISD'S TRANS SECRETS? THESE KIDS NEED OUR LOVE AND SUPPORT AND REAL THERAPY.

NEWSFLASH NO ONE IS BORN IN THE WRONG BODY, AND IF YOU THINK YOU ARE, THEN PERPETRATING THAT FALSE IDEA AND ADVANCING TOWARDS HORMONE THERAPY TO POSSIBLE SURGERY AND CASTRATION, WHICH PERMANENTLY DISFIGURES AND LEADS TO PERMANENT STERILITY, LET OUR CHILDREN GROW UP WITHOUT THIS INSANE DEMONIC INTERFERENCE, GET THROUGH PUBERTY WITH LOVE AND UNDERSTANDING BUT THE MOST DISTURBING READING IS ABOUT HOW TO KEEP THE PARENTS OUT OF THIS INFORMATION.

I HAVE A VULNERABLE GRANDCHILD ON THE SPECTRUM.

HE IS SAID TO HAVE ASPERGER'S AND IS BRILLIANT, FORTUNATELY PROTECTED FROM THIS DEMONIC PERPETRATOR OF THIS IDEOLOGY.

I CAN ONLY IMAGINE MY RESPONSE TO ANYONE INFLUENCING MY PRECIOUS GRANDCHILD.

I CANNOT WAIT UNTIL THE DEPARTMENT OF EDUCATION IS ELIMINATED, AND THE CONTROL OF OUR EDUCATION IS GIVEN BACK TO THE STATES.

THERE IS NO REASON, NO REASON WHY WE DON'T HAVE A TOP EDUCATIONAL SYSTEM, THE KIND I HAD GROWING UP.

WE WERE TAUGHT MANNERS, DISCIPLINE, MATH, READING AND SCIENCE, AND WE HAD THE TEN COMMANDMENTS, WHICH I THINK IS A VERY GOOD IDEA.

FIRST CORINTHIANS 13 JESUS WANTS US TO LOVE ALL, NOT DESTROY VULNERABLE LITTLE ONES.

PLEASE ALL REGISTER TO VOTE AND BRING FRIENDS WITH YOU TO VOTE.

THANK YOU, THANK YOU.

WITH THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE MIKE HOOK AND BRITTANY LAWRENCE, FOLLOWED BY SABRINA BRENHAM AND YASMIN SALAH.

IN JUNE OF 2023.

THERE WAS A YOUNG LADY WHO WAS A STUDENT AT MADISON HIGH, AND SHE CAME FORTH SPEAKING ABOUT HEALTHY BRAINS.

[00:45:08]

BRAIN HEALTH WAS MENTIONED EARLIER THIS EVENING.

ONE REALLY COMMON SENSE WAY TO MAINTAIN AND PROMOTE BRAIN HEALTH FOR ANYONE FROM.

THE. BIRTH TO DEATH IS.

NOT TO PUT THEM DOWN, NOT TO PROGRAM THEM WITH COMMENTS LIKE YOU'LL BE NOTHING IN LIFE AND YOU'LL BE FLAT ON YOUR BACK LIKE YOUR MOTHER. I THINK.

YOU FOLKS RIGHT HERE.

WITH THE EXCEPTION OF MAYBE THE ONE ON THE END HERE.

COULD COULD STAND TO IMPROVE A WHOLE LOT ABOUT DISD AND I SECOND EVERYTHING THAT THIS PREVIOUS SPEAKER. JUST SAID ALSO KENNEDY CURRY MIDDLE SCHOOL THAT HAS BEEN TAKEN AWAY.

THE NAME HAS BEEN TAKEN AWAY UNFAIRLY IN A VERY UN-AMERICAN MANNER AGAINST WE THE PEOPLE DESTROYING ABOUT 60 YEARS OF VERY LEGITIMATE AMERICAN HISTORY.

THAT IS AN INSULT TO HIGHLAND HILLS COMMUNITY AND DR.

CURRY. ALSO, HOW ABOUT READING, WRITING AND ARITHMETIC? YOU WANT TO PROMOTE BRAIN HEALTH? TEACH OUR KIDS TO READ, WRITE AND DO MATH.

THESE GIFTED FOLKS IN YOUR MAGNET SCHOOLS, ETC..

GREAT. YOU'RE DOING FINE.

WHO CAN'T DO WELL WITH A A SUPERBLY BLESSED CHILD, RIGHT? THOSE CHILDREN WHO ARE AVERAGE INTELLIGENCE, A LITTLE BIT ABOVE AVERAGE INTELLIGENCE OR IN NEED OF EXTRA CARE THESE FOLKS DESERVE, AS WAS SAID EARLIER, LOVE, ATTENTION, AND THESE THESE PEOPLE, THESE CHILDREN ARE CREATIONS OF GOD.

WE ALL ARE, AND I PROMOTE AND SAY THAT WE ALL NEED GOD.

THE SPECIAL ED FOLKS, I WANT TO MAKE MENTION OF THE SPECIAL ED FOLKS I MEANT INCLUDING THOSE FOLKS IN THIS COMMENT ALSO THERE'S ALSO A BOARD MEMBER WHO.

JUST DONATED $5,000.

SHE'S DONATED I REMEMBER $1,000 PREVIOUS TO THIS.

HER HEART IS IN EDUCATION, AND TAKE--THANK YOU, MR. HOOK. YOUR TIME HAS EXPIRED.

WILL THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE? BRITTANY LAWRENCE AND SABRINA BRENHAM WITH YASMIN SALAH AND LYDIA [INAUDIBLE] ON DECK.

ALL RIGHT. SO I WANT TO GO AHEAD AND SAY THAT MAXIE JOHNSON, I DID GET A PHONE CALL FROM YOU YESTERDAY, AND I KNOW THAT WE'VE TALKED ABOUT THIS, BUT I AM HERE TO CONTINUE TO TALK ABOUT THIS, BECAUSE I THINK IT'S IMPORTANT FOR EVERYONE TO HEAR WHAT NOT ONLY I HAVE TO SAY, BUT WHAT YOUR COMMUNITY HAS TO SAY.

SO I COULD STAND HERE AND WAX RATHER UNPOETICALLY ABOUT ALL THE DISTRICT FAILURES REGARDING N.W.

HARLEY EARLY CHILDHOOD CENTER, AND I WISH I HAD THE TIME TO STAND HERE AND SPEAK FOR ALL THE PEOPLE AND RESOURCES THAT HAVE BEEN SNATCHED FROM OUR SCHOOL FOR VARIOUS REASONS, BUT MOST OF THEM BEING THESE VERY POWERFUL PROJECTED NUMBERS, AND I LOVE HOW SO MUCH POLICY IS BASED ON WHAT YOU THINK MIGHT HAPPEN WHEN I'M SURE NOTHING COULD GO WRONG THERE, ESPECIALLY WHEN ONE WANTS TO KNOW MORE ABOUT THE PROJECTED NUMBERS AND IT BECOMES A VERY CIRCULAR DISCUSSION OF, WELL, THEY'RE PROJECTED, SO WE DON'T ACTUALLY KNOW BECAUSE THEY'RE PROJECTED, BUT IF YOU'RE PROJECTED NUMBER WAS THIS RANDOM NUMBER WE HAVE SET UP FOR YOU, THEN THINGS WOULD BE DIFFERENT, AND I COULD TALK ABOUT THE FACT THAT OUR PROJECTED NUMBERS ARE CONSIDERABLY LOWER THIS YEAR DUE TO THE LACK OF COLLABORATIVE KINDERGARTEN, WHICH, IF YOU ARE A REGULAR HERE, PROBABLY KNOW HOW THAT LITTLE ABUSE OF POWER CAME TO FRUITION.

I REMEMBER HAVING A CONVERSATION WITH A DISTRICT EMPLOYEE ABOUT LOSING COLLABORATIVE, AND WHEN I SAID IT JUST DIDN'T SEEM RIGHT, HIS ACTUAL RESPONSE WAS, WELL, YOU COULD BRING US TO COURT, BUT WE WOULD WIN.

I WON'T TALK ABOUT THE FACT THAT WAS TO MY FACE.

I WAS TOLD THAT LOSING COLLABORATIVE KINDERGARTEN WOULDN'T AFFECT MY CHILD OR OUR SCHOOL AT ALL, AND THEY WERE GOING TO MAKE SURE THAT EVERYONE HAD THE SAME RESOURCES AS BEFORE.

NOW, TODAY, I'M GOING TO TALK ABOUT HOW THAT PROMISE HAS ALREADY NOT BEEN FULFILLED, BUT I ONLY HAVE THREE MINUTES, SO I WANT TO STICK WITH THE TOPIC AT HAND HUMBLY ASK YOU TO STOP TRYING TO TAKE OUR COUNSELOR, TRULY STOP.

NOT JUST BECAUSE WE HAPPEN TO HAVE A GREAT ONE THOUGH.

[00:50:02]

THAT IS TRUE.

I'M ASKING BECAUSE IN REALITY IT IS JUST NOT THE RIGHT THING TO DO.

MORALLY. IT IS CORRUPT TO TAKE A COUNCILOR EVEN HALF TIME FROM AN ESL, FROM AN SEL CAMPUS, ANY CAMPUS, ESPECIALLY IN ELEMENTARY SCHOOL, WHERE CHILDREN ARE JUST BEGINNING TO LEARN HOW TO MANAGE THEIR EMOTIONS AND ARE BEGINNING TO BUILD A FOUNDATION FOR THEIR FUTURE SELF-CONFIDENCE.

YOU WANT A LONG TERM SOLUTION FOR VIOLENCE WITHIN OUR SCHOOLS.

SAVE A RANDOM SECURITY MEASURE AND GET A COUNSELOR.

OUR LAST SCHOOL SHOOTING.

WHAT FAILED? THE METAL DETECTORS SECURITY PROTOCOLS.

WHAT WOULD HELP IS KNOWING THESE KIDS HAD ACCESS TO QUALITY MENTAL HEALTH CARE.

I CAN FEEL THE EYE ROLLS, THOUGH.

IT'S BEEN SCIENTIFICALLY PROVEN THAT CHILDREN, EVEN CHILDREN WITH MENTAL HEALTH CONCERNS, CAN ATTEND SCHOOL SUCCESSFULLY WHEN GIVEN THE RIGHT COPING MECHANISMS AND PERHAPS EVEN BEHAVIOR PLANS WRITTEN INTO THEIR IEPS, WHICH CAN REQUIRE CERTAIN AMOUNTS OF COUNSELING SERVICES.

OUR COUNSELORS HAVE RESOURCES AND KNOWLEDGE THAT WE SIMPLY CAN'T AFFORD TO LOSE.

I SAT ON THE COMMUNITY PANEL FOR THE NEW PRINCIPAL HIRES AT HARLEY, AND SAT ACROSS FROM A WOMAN NAMED LIBBY LEE, WHO, AS THE DIRECTOR OF THE GOLDEN SEEDS FOUNDATION, WAS ONE OF THE REASONS HARLEY RECEIVED ITS MAKEOVER TO ONCE AGAIN REOPEN AND BECOME THE EARLY EDUCATION CENTER THE COMMUNITY NEEDED IN 2013.

WE WERE CONVERSING AND I MENTIONED THAT IT FELT SO DEFEATING AS THE DISTRICT JUST DIDN'T SEEM TO CARE ABOUT THE SUCCESS OF OUR SCHOOL EXPIRED.

WOULD THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE SABRINA BRENHAM, YASMIN SALAH, FOLLOWED BY LYDIA [INAUDIBLE] AND ELIZABETH FARRIS ON DECK SABRINA BRENHAM.

NOT PRESENT YASMIN SALAH, FOLLOWED BY LYDIA [INAUDIBLE].

YASMIN SALAH NOT PRESENT.

I'M RIGHT HERE. OH, SORRY.

JUST GOTTA GET UP HERE.

GOOD EVENING, BOARD MEMBERS.

I COME TO YOU AS A CONCERNED EDUCATOR WHO'S BEEN MOVED BY THE RECENT EVENTS AT WILMER-HUTCHINS TO SEE STUDENTS AND STAFF BEING SUBJECTED TO UNSPEAKABLE TERROR IN THE FACE OF GUN VIOLENCE, AND THEN BE REPRIMANDED FOR SPEAKING OUT AGAINST THAT TERROR IS, FRANKLY, APPALLING.

WHEN I TALK ABOUT SAFETY IN SCHOOLS, I TALK FROM DIRECT EXPERIENCE.

IT'S EASY TO PENALIZE STUDENTS AND EDUCATORS FOR TRYING TO RAISE THEIR VOICE ON THESE ISSUES IN CLASSROOMS, BECAUSE YOU ARE NOT THE ONES WHO SEE THESE KIDS EVERY DAY BUT WE DO, AND WE'RE TELLING YOU WE NEED GREATER MEASURES TO KEEP THEM SAFE.

MY OWN SCHOOL RECENTLY LOST A STUDENT DUE TO GUN VIOLENCE.

WHEN I'D BEEN WITH MY KIDS DURING THE LOCKDOWN, I HAD ONE ASKED ME IF I OPENED MY LIFE ON THE LINE FOR THEM, AND THAT'S A TERRIBLE DECISION TO HAVE TO MAKE AS A HUMAN BEING.

WHEN WE WERE ADJOINED AS A SCHOOL, I COULDN'T HELP BUT NOTICE ALL THE NEW SAFETY PROTOCOLS FROM ADMINISTRATION BECAUSE YOU HAVE TO ASK YOURSELF, WHERE DID WE FAIL TO BEGIN WITH? WHEN I'VE BEEN RECEIVING MY TEACHING EDUCATION, ONE THING WE CONSTANTLY GOT TOLD WAS TO MAKE STUDENTS FEEL SAFE.

CREATE A SAFE LEARNING ENVIRONMENT, BUT HOW CAN WE DO THAT WHEN THE THREAT OF VIOLENCE IS JUST OUTSIDE OUR DOOR? WE NEED GREATER SAFETY PROTOCOLS.

WE NEED SUPPORT FOR OUR STAFF AND ACCESS TO TRUSTED EDUCATORS FOR OUR STUDENTS.

WE'RE TELLING YOU THIS BECAUSE WE CARE FOR THEM AND THEIR LEARNING.

I KNOW THAT MONEY HAS A WAY OF CORRUPTING OUR MORALS, BUT WE, THE TEACHERS WITHOUT WHICH THIS BOARD COULD NOT RUN THEIR SCHOOLS, ARE TELLING YOU THIS IS A NECESSITY.

WE DEMAND THE STUDENTS WHO WALKED OUT OF WILMER-HUTCHINS RECEIVE CREDIT WITHOUT PENALTY, AND ARE GIVEN THE OPPORTUNITY TO TRANSFER WITHIN OR OUTSIDE OF YOUR DISTRICT.

WE DEMAND YOU PUBLICLY SHARE WHAT YOU ARE DOING AS A BOARD TO KEEP YOUR STUDENTS AND STAFF SAFE, AND WE DEMAND AN INDEPENDENT INVESTIGATION INTO THE ADMINISTRATION OF WILMER-HUTCHINS FOR THEIR TREATMENT OF STUDENTS EXERCISING THEIR RIGHT TO FREE SPEECH.

AS A LAST NOTE, I'LL ADD THAT I HAD SOMEONE FROM THE DISTRICT CALL ME TODAY ASKING TO MEET BEFORE THE MEETING REGARDING MY TOPIC OF SCHOOL SAFETY.

I WAS NOT GIVING THEIR NAME OR CONTACT INFORMATION IN ORDER TO GET BACK TO THEM.

HOWEVER, IF THE BOARD IS WILLING TO HAVE A CONVERSATION ABOUT THESE DEMANDS, NO, I WILL BE A WILLING PARTICIPANT.

THANK YOU. THANK YOU.

WOULD THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

LYDIA [INAUDIBLE] AND ELIZABETH FARRIS, FOLLOWED BY LINDA WYNN AND JASMINE FLORES.

HI EVERYONE. MY NAME IS LYDIA AND I'M GLAD TO BE HERE TO MR. CURRY AND MR. TURNER, IF I PRONOUNCE CORRECT.

WELCOME. I'M GLAD YOU ARE IN THE BOARD, AND I PRAY THAT THESE NEXT TWO YEARS YOU WILL BRING A POSITIVE INFLUENCE IN DALLAS ISD.

AT THE LAST BOARD MEETINGS, AND TODAY ALSO, I WAS PLEASED TO SEE ALL THE SUCCESS DALLAS ISD HAD IN THE LAST YEAR.

WE JUST FINISHED THE SCHOOL YEAR, AND I'M WONDERING WHAT ARE THE PLANS FOR THE NEXT YEAR AND THE LAST FEW MEETINGS ALSO, AND EVEN TODAY WE HEARD ABOUT SO MANY PROBLEMS SHOOTINGS, VIOLENCE, BULLYING, STUDENTS FEELING UNSAFE IN THEIR SCHOOL.

WE WANT TO FIX OUR SCHOOL TO MAKE THEM A BETTER PLACE TO BE SAFE.

CRIME TO STOP, BUT THE PROBLEM STARTS IN THEIR HEARTS, IN OUR HEARTS WITH REJECTION, LONELINESS, BITTERNESS, UNFORGIVENESS, JEALOUSY, ANGER, ADDICTION AND SADLY, PORNOGRAPHY.

EVERYONE HAS AN EMPTY SPACE IN THEIR HEART AND IF THIS SPACE IS FILLED WITH GOD, WE WILL SEE THE REAL CHANGE IN OUR FAMILY AND IN OUR KIDS' LIFE. IF THIS SPACE IS FILLED WITH DARKNESS AND ADDICTION, OUR SOCIETY WILL BECOME WORSE.

[00:55:03]

WE HAVE TAKEN PRAYERS AND GOD OUT OF OUR SCHOOL, OUT OF OUR CONVERSATION, OUT OF OUR LIFE, AND WE ARE WONDERING WHY WE HAVE SO MANY PROBLEMS, WHY IT'S IMPORTANT.

GOD. BECAUSE HE IS THE ONLY ONE THAT HE CAN CHANGE PEOPLE'S LIFE AND HEARTS.

EVEN IF WE DON'T SEE IT, IT IS A SPIRITUAL BATTLE BETWEEN GOOD AND EVIL.

LAST YEAR DURING HALLOWEEN, I WAS SHOCKED TO SEE THE SCHOOLS, HOW THE SCHOOLS WERE DECORATED WITH SKELETON SKULLS AND AN EMPHASIS ON THAT.

ALSO, THE CHILDREN WERE LEARNING SONGS WITH LYRICS THAT WERE DISTURBING.

THE LYRICS ON ONE SONG INCLUDES THE WORDS VAMPIRES ARE MY BODIES.

THIS FORM OF CELEBRATION IS OCCULTIC AND DAMAGING TO THE HEARTS AND MINDS OF OUR CHILDREN.

I TALKED WITH THE PRINCIPAL.

THEY DIDN'T CHANGE THE SONGS, AND I CHOOSE TO TAKE MY DAUGHTER OUT OF THE MUSIC CLASS.

THIS IS NOT A GOOD OPTION EITHER BECAUSE SHE SEPARATE HER FROM THE CLASS, BUT IMAGINE THE DARK IMPACT ON THE OTHER KIDS SINGING THESE SONGS OVER AND OVER.

WE TOOK OUT OF OUR SCHOOL AND WE INVITE THE DARKNESS IN.

WE WANT JOY, PEACE, LOVE AND KINDNESS IN ACTION, BUT HOW WE CAN HAVE ALL THIS WITHOUT GOD? WHAT WE ARE DOING TO PUT GOD BACK IN OUR ENVIRONMENT.

OVER THE SUMMER, I WOULD LIKE TO SEE HOW WE CAN IMPLEMENT PRAYERS AND GOD BACK IN OUR SCHOOL.

THIS IS NOT JUST IMPORTANT.

THIS IS ESSENTIAL FOR SUCCESS.

I'M HERE TO HELP IN ANY WAY I CAN.

MAY GOD BLESS YOU AND EVERYBODY IN THIS ROOM.

THANK YOU. THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE.

ELIZABETH FARRIS AND LINDA WYNN, FOLLOWED BY JASMINE FLORES ON DECK.

ELIZABETH FARRIS, DISD SPED AND AFT MEMBER I SPOKE WITH RENA HONEY LAST WEEK AND WAS SURPRISED OF HER MEETING WITH EXECUTIVE STAFF.

SHE SHARED CONCERNS COMMUNICATED TO HER BY LEADERSHIP ABOUT STATEMENTS MADE BY AFT MEMBERS AND BOARD MEETINGS.

WE BOTH UNDERSTOOD THAT I, AND MY STATEMENTS PRESENTED WERE ONE OF THOSE THAT WERE PERCEIVED AS UNPROFESSIONAL AND OFFENSIVE, AND I DO CONCEDE THE RECEIVED PERCEPTION OF THE CAUSTIC AND ABRASIVE STATEMENTS I PRESENTED IN THE BOARD MEETINGS.

I APOLOGIZE FOR THE [INAUDIBLE] MESSAGES I HAVE COMMUNICATED IN THE BOARD MEETINGS, AND PLEASE INDULGE A BRIEF EXPLANATION, NOT JUSTIFICATION, OF CIRCUMSTANCES THAT HAVE CULMINATED IN THE STATEMENTS THAT HAVE BROUGHT SUCH OFFENSE.

I'VE NEVER BEEN AN ANGRY OR CONFRONTATIONAL PERSON, AND I'VE SPENT OVER 20 YEARS IN DISD WORKING TO SUPPORT OUR SPED PROGRAMS, TEACHERS, CURRICULUM DEVELOPMENT, PROFESSIONAL DEVELOPMENT, AND MANY OTHER PROGRAMS. FOR MANY YEARS, I WORKED WITH DISTRICT PERSONNEL IN AN ENVIRONMENT OF COLLABORATION AND PURPOSE FOR IMPROVEMENT AND GROWTH OF OUR DISTRICT.

I'VE DEVOTED MY FINANCES, TIME AND LIFE TO THE DISTRICT.

I NEVER MINDED WORKING LONG AND HARD AS WE HAD PURPOSE THAT HAD MEANING.

SIGNIFICANT CHANGES IN OUR PROGRAMS BEGAN WITH THE INSTALLATION OF MIKE MILES, THE SUPERINTENDENT.

COLLABORATION AND SUPPORT OF TEACHERS DETERIORATED UNDER HIS ADMINISTRATION, AND AT THE SAME TIME, CHANGES IN LEADERSHIP OCCURRED IN SPED, AND THE PROGRAMS WE HAD WORKED SO HARD TO ESTABLISH WERE DISMANTLED IN THE CAMPUS.

TEACHERS TREATED WITH DISDAIN AND CONTEMPT, BEGINNING IN US AGAINST THEM ATTITUDE, CONTRIBUTING TO THE NEED OF THE COLLIER AUDIT AND SUBSEQUENT ACTIONS.

THROUGH ALL OF THIS, INCLUDING DIFFICULTIES AND STRESSORS THAT IN THEMSELVES CAN CREATE REACTIVE BEHAVIORS, MY FRUSTRATION GREW AND MANIFESTED IN ANGRY RESPONSES.

THE CAMEL STRAW CAME IN THE CIRCUMSTANCES SURROUNDING THE DEATH OF CHARLOTTE SIMS, AND THE SUBSEQUENT ACTIONS AND INACTIONS OF THE DISTRICT.

PERFECTLY TIMED WITH THE GROWING ANGER OF THE TIA FUNDS, I TOOK THE OUTRAGE AND GRIEF WITH ME, ALONG WITH THE STATEMENTS OF OTHER TEACHERS, TO THE BOARD MEETINGS, AND DELIVERED THE MESSAGE OUTRAGE, ANGER, GRIEF, BETRAYAL, AND A DEEP SENSE OF INJUSTICE.

I SHOULD HAVE TEMPERED MY STATEMENTS AND CHOSEN NOT TO INCLUDE STATEMENTS FROM OTHERS THAT PERSONIFIED ANGRY CONTEMPT, BUT SHOULD HAVE CHOSEN EFFECTIVE WORDS TO CONVEY THE MESSAGES VERSUS THE OUTRAGE.

I SHOULD HAVE COMMUNICATED WHAT I AND A MULTITUDE OF TEACHERS FEEL WITH ABOUT ABRASIVE AND COST OF ACCUSATIONS THAT COULD ONLY STING AND CAUSE OFFENSE.

I'M SUPPOSED TO BE BETTER THAN THAT, AND HOLD MYSELF TO A STANDARD OF EXCELLENCE THAT I FELL FAR SHORT OF IN THOSE MESSAGES.

I REGRET THE CHOICES MADE IN COMMUNICATIONS TO THE BOARD.

THE MERIT AND CONTENT WAS LOST IN THE ANGER SURROUNDING THE DELIVERY OF THE MESSAGE, AND I APOLOGIZE FOR THE OFFENSE I'VE INNERVED TO YOU.

I CONCLUDE WITH AN APPEAL.

PEOPLE WANT TO HAVE A PURPOSE AND BE INSPIRED BY THE ORGANIZATION TO WHICH THEY ARE ALIGNED AND A MEMBER.

I WOULD CHALLENGE OUR LEADERSHIP TO IDENTIFY THE ISSUES CAUSING DISSENT, DEMORALIZATION AND DIVISION, AND DEVELOP TEACHER BASED GROUPS TO FIND SOLUTIONS AND RESOLUTION.

BRING THE TEACHERS TO THE TABLE AND ENGAGE THEM IN THE PROBLEM SOLVING PROCESS AND PROGRAM BUILDING WORK.

IT WOULD BE INSPIRING, AS STEPHEN COVEY CHALLENGED SUPERINTENDENTS LAST SUMMER, CHANGE THE WAY YOU MANAGE PEOPLE AND ENGAGE YOUR PEOPLE.

FOR IF YOU CONTINUE TO TREAT PEOPLE AS THINGS, YOU WILL EVENTUALLY HAVE A WHOLE LOT OF THINGS AND NO PEOPLE.

LET'S BE THE DISTRICT THAT DOES IT DIFFERENTLY AND DEVELOP THE PROGRAMS AND MODELS THAT SETS THE STANDARDS FOR OUR STATE, AND IN THE PROCESS, YOU WILL HAVE PEOPLE WHO ARE INSPIRED WITH PURPOSE TO DO THE WORK.

AGAIN, I SINCERELY APOLOGIZE FOR THE OFFENSE MY STATEMENTS MAY HAVE CAUSED TO ANY AND EACH OF YOU.

THANK YOU. WITH THE LAST TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.

LINDA WYNN AND JASMINE FLORES.

OUR ELISHA M.

PEASE COMMUNITY IS ASKING FOR FOUR PORTABLES ON CAMPUS, ON SITE AT ELISHA M.

[01:00:03]

PEASE BEFORE SCHOOL STARTS IN AUGUST.

WE'RE ASKING THAT A PLAN BE DEVELOPED TO TRANSFER OUR STUDENTS FROM ELISHA M.

PEASE TO ALBERT C.

BLACK JANUARY 2025.

BECAUSE THAT SCHOOL WILL NOT BE COMPLETED.

DO NOT TRANSFER OUR STUDENTS IN THE MIDDLE OF THE SEMESTER.

A WORD TO THE WISE ADMINISTRATIONS AT DALLAS ISD ED.

WORKPLACE IS NOT A PLACE OF INTIMIDATION AND HARASSMENT AND WILL NOT BE TOLERATED IN THIS DISTRICT, AND WHAT THE STATEMENT WAS, IT DON'T MATTER WHO YOU KNOW WILL KNOW ME. MY NAME IS LINDA WYNN, AND I WANT YOU TO UNDERSTAND WHO I AM.

EDS AND ADMINISTRATORS TELL YOUR PRINCIPALS THEY CANNOT STOP A TEACHER FROM TRANSFERRING TO ANOTHER SCHOOL SIMPLY BECAUSE THEY WANT TO LEAVE.

TELL YOUR PRINCIPAL THEIR NAME IS GOING TO COME UP IN THE INVESTIGATION AND LAWSUIT AS WELL.

WE NEED ALL THE TEACHERS THAT WE HAVE IN THIS DISTRICT TO STAY.

WE'VE LOST SO MANY THAT HAVE GONE BACK TO WHERE THEY CAME FROM.

THEY WILL THEY WILL BE PART OF THE INTIMIDATION.

LAST BUT NOT LEAST, LET ME SAY THIS.

I HEAR THAT SOMEONE AROUND HERE IS TRYING TO DISMANTLE THE COURT ORDERED MAGNET PROGRAM.

HEAR ME, 30 AND 40 YEARS AGO.

WE BOUGHT IT UP. IT WILL NOT BE DISMANTLED.

YOU WILL BE IN A LAWSUIT, AND WE WILL GET AN OVERSEER TO COME AND OVERSEE THIS DISTRICT THAT WE HAD TO DO UNDER DOC DEVINE, YOUR KATHERINE [INAUDIBLE] AND THE GREATEST SUPERINTENDENT EVER, DOCTOR MARVIN EDWARDS.

IF WE HAVE SOME ADMINISTRATORS HERE THAT DON'T LIKE YOUR JOB AND YOU'RE NOT HAPPY.

TAKE MY ADVICE AND FIND YOU ANOTHER JOB.

THERE ARE SOME DISTRICTS AROUND HERE, BUT YOU WILL NOT.

YOU WILL NOT INTIMIDATE TEACHERS IN THIS DISTRICT THAT ARE HERE, WORKING WITH MY KIDS AND MY GRANDKIDS.

DO YOU UNDERSTAND ME? I KNOW YOU DO.

SO IF YOU DON'T KNOW WHERE YOU COME FROM, YOU NEED TO ASK SOMEBODY.

IF YOU HAVEN'T BEEN HERE OVER 20 YEARS, YOU NEED TO ASK SOMEBODY.

WE FOUGHT TO GET TO WHERE WE ARE.

WE DIDN'T JUST WAKE UP AND GET HERE.

WE FOUGHT TO GET HERE, AND I WANT YOU TO UNDERSTAND, I'LL BE 71 IN JULY AND I'M GOING TO FIGHT TILL I CAN'T FIGHT NO MORE.

THE THREE ASTERISKS FOLLOWED BY THE WORDS IMPLEMENTATION WILL COMMENCE AFTER OCTOBER 1ST, 2024, WHEN THE PLANS ARE FINALIZED.

THAT CONCLUDES THE REVISIONS.

SO I'M GOING TO ASK DR.

LEAR TO GO THROUGH THAT LIST AGAIN, BUT THEN ALSO TO GO THROUGH IT A LITTLE SLOWER SO THAT TRUSTEES CAN BRING UP THE CODE OF CONDUCT IN FRONT OF THEM. IF THEY DON'T HAVE IT, THEY CAN PULL IT UP ON THEIR SCREENS, AND WE CAN JUST WALK THROUGH THOSE STEPS AND GIVE TRUSTEES A TIME TO GO TO THE PAGE AND ACKNOWLEDGE THE REVISION. OKAY. SO FROM THE TOP.

SO IF WE CAN START ON, ON PAGE 30 THERE SHOULD BE A CHART.

CAN YOU, AND THAT CHART IS THE DISCIPLINE REFERRAL PROCESS FOR DAEP.

THAT CHART WILL BE RETAINED IN THE CODE OF CONDUCT.

WHEN WE BROUGHT IT IN AT THE BRIEFING, WE WERE RECOMMENDING TO DELETE IT WITH THE INPUT OF COMMUNITY.

[01:15:09]

WE DECIDED TO KEEP THAT CHART.

SO THAT WILL BE PART OF THE CODE OF CONDUCT.

OKAY. OKAY. THE SECOND CHANGE IS ON PAGE 50, AND UNDER LEVEL TWO B OFFENSES.

HOLD ON ONE SECOND TILL THEY GET TO THAT PAGE.

WHAT AGENDA ITEM ARE WE ON? WHAT AGENDA ITEM? OKAY.

WE'RE GOOD. SO UNDER LEVEL TWO B OFFENSES, WE HAVE HATE SPEECH, AND WE REMOVED THE ADDITIONAL LANGUAGE SO THAT IT'S CONSISTENT WITH ALL OF THE OTHER OFFENSES.

OKAY. ON PAGE 51.

THE PREVIOUS PROPOSED TEXT THAT WAS UNDER LEVEL TWO DISCIPLINARY ACTION HAS BEEN REMOVED.

OKAY. OKAY, AND THEN THE LAST CHANGE ON PAGE 51, WE'VE ADDED PARENTING CLASSES AS ANOTHER LEVEL TWO DISCIPLINARY ACTION.

THERE ARE THREE ASTERISKS THERE, AND THEN AT THE END OF THE LIST, YOU CAN SEE THE THREE ASTERISKS REFLECT THAT WE WILL IMPLEMENT OR IMPLEMENTATION WILL BE COMMENCED AFTER OCTOBER 1ST, 2024 WHEN PLANS ARE FINALIZED.

ARE THERE ANY OTHER REVISIONS THAT CONCLUDES THE REVISIONS? OKAY, THEN, TRUSTEES, WHAT I WANT TO DO IF THERE ARE NO OBJECTIONS I WOULD LIKE THE ADMINISTRATION'S REVISIONS TO BE INCORPORATED INTO THE CODE FOR THE PURPOSES OF OUR DISCUSSION.

THAT IS TO SAY, THE CONVERSATION THAT WE HAVE AND THAT WE OUGHT TO OPEN UP INCLUDES THOSE REVISIONS, AND THEN WE USE THAT AS A BASELINE AND THEN WORK, WORK FROM THERE.

MR. PRESIDENT, I WILL REVISE MY MOTION TO INCORPORATE THESE CHANGES.

OKAY. THANK YOU, AND IT WILL NEED A SECOND, I THINK, FOR REVISE THE SECOND TO REFLECT THAT.

OKAY, SO TRUSTEES, WE HAVE A REVISION OF THE MOTION AND A SECOND.

SO NOW TRUSTEES IS THERE ANY DISCUSSION ON THE CODE OF CONDUCT AS PRESENTED? REVISED, BUT I HAVE THIS TRUSTEE FOREMAN.

THANK YOU. I'LL GO FIRST.

THANK THE ADMINISTRATION FOR LISTENING TO THE CONCERNS OF THE COMMUNITY AND THE CONCERNS OF SOME OF THE BOARD MEMBERS REGARDING THIS PARTICULAR ISSUE.

WHILE I DO UNDERSTAND THAT IT'S IMPORTANT THAT WE PASS A CODE OF CONDUCT TONIGHT BECAUSE WE NEED IT FOR THE START OF THE SCHOOL YEAR, I WAS ALSO CONCERNED ABOUT SOME OF THE ISSUES REGARDING THINGS THAT WERE BROUGHT UP BY THE COMMUNITY AND ALSO THINGS THAT I HAD CONCERNS ABOUT, AND SO MOST OF THOSE ISSUES HAVE BEEN ADDRESSED IN REFERENCE TO THE PARENTING CLASSES, IN REFERENCE TO PRINCIPALS MAKING DECISIONS ON DOING SOMETHING OTHER THAN SENDING STUDENTS FOR A LEVEL ONE OR A LEVEL TWO DISCRETIONARY OPTION.

PRINCIPALS HAVE THE CHANCE TO CONTINUE TO DO WHAT THEY NEED TO DO TO MAKE THEIR CAMPUSES SAFE.

SUPERINTENDENT, I DID SAY TO YOUR STAFF, MOST OF YOU HAVEN'T BEEN IN A CLASSROOM SETTING FOR YEARS.

THINGS HAVE CHANGED, AND SO WE MUST GIVE THE PRINCIPALS THE TOOLS THAT THEY NEED TO BE ABLE TO MAKE SURE THAT THEIR CAMPUSES ARE SAFE, AND I DO REALLY APPRECIATE YOU LISTENING.

I DO HAVE STILL ONE QUESTION AND THAT IS ON THE PARENTING CLASSES.

ONE OF THE CONCERNS THAT I INDICATED WITH THE PARENTING CLASSES WAS WE ONLY HAD TWO PARENTS TO PARTICIPATE IN TRYING TO SET THAT

[01:20:01]

UP. I WOULD LOVE TO SEE US EXPAND THAT TO PARENTS AND SOME COMMUNITY PEOPLE, TO BE ABLE TO GET THE GOOD INPUT THAT WE NEED. I SPOKE TO YOUR TEAM ABOUT, I REMEMBER YEARS AGO WHEN THERE WERE TRUANCY WARRANTS AND PARENTS HAVING TO GO FOR TRUANCY.

MONEY WAS INVOLVED THERE AND THEY DIDN'T GO, AND SO WE HAVE TO BE REALLY CAREFUL AS WE GO THROUGH THAT PROCESS.

I ALSO EXPRESSED THAT I THINK THE PARENTING CLASSES WOULD BETTER SERVE US WORKING WITH OUR ELEMENTARY SCHOOL STUDENTS BECAUSE PARENTS JUST SEEM TO BE MORE INVOLVED IN THAT PROCESS, AND SO I HOPE THAT YOU WILL CONSIDER THAT AS YOU ROLL OUT YOUR PARENTING PLAN.

ALSO GLAD THAT YOU LOOKED AT THE HATE SPEECH THAT WE HAD IN THERE TO MAKE SURE THAT WE WERE CONSISTENT IN WHAT WE TALK ABOUT IN TERMS OF HATE SPEECH AND NOT HAVING DIFFERENT INTERPRETATIONS REGARDING HATE SPEECH, BECAUSE THAT CAN BE DIFFERENT FOR DIFFERENT PEOPLE, AND SO I'M EXCITED THAT YOU HAD AN OPPORTUNITY TO LOOK AT THAT AND TO REALLY UNDERSTAND THAT I DO HAVE A QUESTION IN REGARDS TO PAGE 53.

WHERE YOU MOVE THE LEVEL TWO OFFENSES FROM PAGE 50 TO 53.

DID WE CHANGE ANY OF THE LEVEL TWO OFFENSES BASED ON STATE LAW? THE. THE ONLY ONE THAT MOVED WAS VAPING THE ELECTRONIC CIGARETTES AND VAPING.

THAT'S NOW ON PAGE 53 BECAUSE THAT'S A MANDATORY REMOVAL.

OKAY. THANK YOU VERY MUCH.

TRUSTEE JOHNSON. THANK YOU PRESIDENT.

I CONCUR WITH A LOT OF WHAT TRUSTEE FOREMAN HAS SAID.

I WANT TO THANK DR. ELIZALDE AND DR.

SHERRY AND YOUR TEAM FOR COMING OUT AT SOUTH OAK CLIFF.

IT WAS A VERY, VERY STRONG MEETING, AND YOU HEARD A LOT OF INPUT, AND WHEN I WAS ABLE TO BRING THAT BACK TO THE ADMINISTRATION WE ALWAYS LISTENING AND HEARD THE DIALOG AND WENT TO WORK.

I GUESS IF I COULD SAY IN THE LAB TO TRY TO GET THIS THING RIGHT.

THAT PARENTING PIECE IS VERY IMPRESSIVE.

I THINK THAT'S PROBABLY ONE OF THE BEST THINGS THAT WE'VE EVER DONE.

GIVING THOSE RESOURCES TO OUR PARENTS.

BECAUSE WE DON'T WE NEVER KNOW WHAT TRAGEDY OR TRAUMA THAT OUR CHILDREN ARE DEALING WITH.

SO TO HAVE THAT PIECE BEING ABLE TO GIVE THEM THAT RESOURCES IS, IS VERY, VERY POWERFUL, AND TO PUT THOSE MARKS TO MAKE SURE THAT WE CAN REALLY DIVE INTO IT BECAUSE THIS IS SOMETHING THAT WE ALL WANT TO GET RIGHT.

I THINK THAT'S AMAZING.

SO I WANT TO THANK THE SUPERINTENDENT AND HER TEAM FOR THAT THOSE PARENTING CLASS IS VERY IMPORTANT.

WHEN I WAS COMMUNITY LIAISON IN THE DISTRICT BACK WHEN MIKE [INAUDIBLE] AND THEM WAS HERE.

WE DID WHAT WE CALLED A PARENT, A PRACTICAL PARENT EDUCATOR.

IT CAME FROM PLANO PARENT EDUCATOR, BUT WE ADAPTED IT, AND ALONG WITH THAT PARTICULAR THAT THREE DAY COURSE IN THOSE CLASSES CAME SO MANY MATERIALS.

THOSE PARENTING CLASSES THAT IT REALLY HELPED, THOSE TOOLS THAT THEY GAVE US AS LIAISONS TO HELP DO OUR PARENTING CLASSES AND ICE BREAKERS AND SOME OF THOSE THINGS YOU SAW WAS REALLY EFFECTIVE WHEN IT CAME TO THOSE PARENTS AND THOSE KIDS THAT SOME OF THE THINGS THAT THEY WAS DEALING WITH. SO IT KIND OF TOOK ME BACK THERE, MY MIND BACK TO THAT, AND NOW TO HAVE MORE OF AN INTIMATE AND MORE RIGOROUS PROCESS TO MAKE SURE THAT WE'RE REALLY MEETING THE NEED OF OUR STUDENTS, REALLY MEETING THE NEED OF THE PARENTS AND TRYING TO GIVE THAT RESOURCES TO OUR ENTIRE COMMUNITY IS VERY, VERY IMPRESSIVE THAT'S WHAT WHEN I CALL BUILDING FUTURES THROUGH EDUCATION, THAT'S WHAT EQUITABLE RESOURCES LOOK LIKE TO ME, AND SO I WANT TO THANK YOU DR.

SHERRY, YOUR TEAM.

I OFFERED THEM SEATS, DOCTOR ELIZADE AND CHICKEN, BUT THEY WANT TO STAND UP BECAUSE IT WAS MORE LIKE A FAMILY DISCUSSION.

BECAUSE WE WAS REALLY LISTENING TO SOME REAL ISSUES AND SOME REAL CONCERNS.

SO THANK YOU FOR HEARING OUR COMMUNITY, AND WE'RE WILLING AND READY TO WORK TOWARD THAT, AND I THINK WE'RE GOING TO GET THIS RIGHT.

THIS IS AN AWESOME OPPORTUNITY, AND I THINK THE PARENTS ARE REALLY GOING TO UTILIZE THIS RESOURCES.

THANK YOU SO MUCH.

[01:25:03]

TRUSTEE TURNER.

YES. FIRST OF ALL, THANK YOU ALL FOR THE ADMINISTRATION AND SHERRY CHRISTIAN FOR AND YOUR TEAM FOR LISTENING TO THE PARENTS AND WHAT THEIR CONCERNS ARE, ESPECIALLY BRINGING BACK THE CHART AND PUTTING IT INSIDE OF THE CODE OF CONDUCT SO PARENTS CAN HAVE SOMETHING TO REFERENCE TO SO THEY CAN AT LEAST KNOW WHAT THE PROCESS IS LIKE.

THAT'S VERY, VERY IMPORTANT.

I'M HAPPY ABOUT THE HATE SPEECH.

I THINK THE HATE SPEECH CONVERSATION CAN POTENTIALLY VIOLATE PEOPLE'S CONSTITUTIONAL RIGHTS, AND THAT'S IMPORTANT THAT I, THAT OUR STUDENTS AND OUR TEACHERS ARE ABLE TO SPEAK UP AND EXPRESS THEIR CONCERNS WITHOUT BEING PROSECUTED FOR SPEAKING UP, ESPECIALLY AGAINST THINGS THAT MIGHT BE CONSIDERED INJUSTICE.

THE OTHER THING, THE PARENTING CLASSES.

I'M GLAD THAT YOU ALL ARE MAKING SOME CHANGES TO THE PARENTING CLASSES, BECAUSE I WAS REALLY CONCERNED AS A AS A PARENT WHEN YOU TELL ME I GOT TO TAKE PARENTING CLASSES, IT KIND OF SEEM OFFENSIVE BECAUSE I'M LIKE, YOU KNOW, HOW ARE YOU GOING TO TELL ME HOW TO PARENT MY KID? YOU KNOW, I FEED THIS KID EVERY DAY, YOU KNOW, HOW ARE YOU GOING TO TELL ME WHAT TO DO? AND SOME PARENTS MIGHT TAKE THAT OFFENSIVE.

SO I WILL HOPE THAT YOU WOULD CONSIDER POSSIBLY RENAMING PARENTING CLASSES BECAUSE IT CAN HAVE A BAD NAME.

MAYBE SOMETHING LIKE PARENT WRAPAROUND SUPPORT, SOMETHING THAT'S MORE IN A POSITIVE LIGHT, WHERE PARENTS CAN LOOK AT SOMETHING AS A POSSIBLE HELPFUL TOOL TO THEM VERSUS PARENTING CLASSES.

YOU KNOW, IF I'M HIT WITH, I GOT TO TAKE PARENTING CLASSES.

I'M PROBABLY GOING TO GIVE SOME PUSHBACK TO THAT, BUT IF I SEE IT AS A WRAPAROUND SUPPORT SERVICE THAT INCLUDES PARENTING CLASSES AND OTHER ADDITIONAL RESOURCES, I MIGHT CONSIDER IT A LITTLE BIT DIFFERENTLY, AND THAT'S JUST ME AS A PARENT ON THE WAY THAT I THINK, BUT I AM LOOKING FORWARD TO HOW YOU ALL IMPLEMENT THIS. I KNOW WE WILL HAVE MENTAL HEALTH PROFESSIONALS AT EVERY HIGH SCHOOL, WHICH IS VERY IMPORTANT.

SO I WILL HOPE THAT WILL BE A WAY WHERE THESE MENTAL HEALTH LICENSED MENTAL HEALTH PROFESSIONALS WILL POSSIBLY BE ABLE TO HOST THESE PARENTING CLASSES AND BE ABLE TO WORK WITH THOSE PARENTS AND PROVIDE WRAPAROUND SUPPORT SERVICES TO THE PARENTS AS WELL AS THE FAMILIES.

SO I HOPE THAT'S IMPLEMENTED, AND I KNOW Y'ALL WILL BE FIGURING OUT THE DETAILS WITH THAT, BUT AGAIN, I REALLY DO APPRECIATE YOU ALL LISTENING TO THE PARENTS, LISTENING TO THE COMMUNITY AND LISTEN TO THE CONCERNS AND MAKING THE NECESSARY ADJUSTMENTS.

THANK YOU ALL. TRUSTEE WHITE.

THIS HAS BEEN A LOT OF WORK, AND IT HAS DEFINITELY BEEN A TASK TO SAY, OKAY, WHERE IS FIRST NOW WAS HERE, NOW IT'S ON PAGE 50, BUT THANK YOU GUYS FOR DOING THE JOB THAT YOU HAVE DONE.

MIKE, MY CONCERN IS.

I UNDERSTAND THAT A LOT OF THINGS ARE LEFT TO THE DISCRETION OF THE PRINCIPAL, BUT WILL THE PRINCIPAL HAVE SOME GUIDELINES THAT THEY WOULD LOOK AT BEFORE? THEY'RE MAKING DECISIONS.

I MEAN, BECAUSE I WAS JUST NOTICING THAT ONE OF THE TRUSTEES REQUESTED A REPORT, AND WHEN I SAW THE AMOUNT OF STUDENTS FROM ONE OF MY CAMPUSES THAT WERE BEING SENT TO DIP IN THE TRIPLE DIGITS, I WAS I WAS STUNNED.

I WAS THINKING THAT SOMEONE'S NOT IT JUST IT WAS JUST EYE OPENING, AND MY QUESTION, THAT'S MY QUESTION IS WILL THE PRINCIPALS BE GIVEN SOME FORM OF OF GUIDELINE? SO, YES, MA'AM.

EACH YEAR, PRINCIPALS GET TRAINING ON THE CODE OF CONDUCT AND ANY CHANGES THAT ARE COMING UP WITH REGARD TO THE CODE OF CONDUCT AND SUGGESTIONS ON HOW TO IMPLEMENT THE STRATEGIES IN THE CODE OF CONDUCT.

SO WHEN IT COMES TO THEIR DISCRETIONARY USE LET'S SAY, I DON'T KNOW, A CHILD HAS DO NE SOMETHING IN THE CLASS FOR THE FOURTH TIME AND I CAN UNDERSTAND IF IT'S, YOU KNOW, THEY'RE THROWING PAPER, THEY'RE GETTING ON THE TEACHER'S NERVES, AND AFTER A POINT, THE TEACHER'S LIKE, I JUST CAN'T TAKE IT ANYMORE, AND THEY WRITE THEM UP AND THEY SEEM LIKE THEY'RE DOING THIS EVERY DAY, AND THE PRINCIPAL DECIDES THIS IS THE LAST, WHICH IS IT'S UP TO THE FIFTH TIME.

WE'RE NOT GOING TO TOLERATE IT ANYMORE.

YOU'RE GOING OUT, BUT TO ME, THAT'S SOMETHING THAT'S KIND OF MINOR, BUT SOMEONE COMING IN EVERY DAY CUSSING A TEACHER OUT BECAUSE THEY HAD A BAD BREAKFAST, OR THEY JUST GOT UP ON THE WRONG SIDE OF THE BED.

NOW THAT I CAN UNDERSTAND MAYBE SOMETHING MORE DRASTIC BEING DONE.

I GUESS THE MAIN THING THAT I WANT TO STRESS IS THAT.

EVEN THOUGH SOMETIMES PEOPLE ARE NOT ACTING IN THEIR BEST BEHAVIOR.

MEANING STUDENTS, PEOPLE, WHAT HAVE YOU THAT WHEN IT COMES TO DISCRETION, IT'S REALLY I MEAN,

[01:30:08]

SOMEBODY CAN DO SOMETHING AND GET NOTHING DONE TO THEM.

THEY'RE TALKED TO AND SOME ONE STUDENT CAN DO THIS AND THE BOOK IS SLAMMED AT THEM.

THAT'S THE TYPE OF THING THAT I'M LOOKING AT.

I WANT TO MAKE SURE THAT EVERYTHING IS DONE.

YOU KNOW, PRETTY, PRETTY EQUITABLE ACROSS THE BOARD.

THANK YOU. TRUSTEE MICCICHE.

WELL, I WOULD LIKE TO THANK THE ADMINISTRATION FOR BEING RESPONSIVE TO THE CONCERNS THAT BOARD MEMBERS AND COMMUNITY MEMBERS EXPRESSED, AND I'D ALSO COSIGN ON TRUSTEE TURNER'S SUGGESTION THAT MAYBE THE FINAL VERSION OF THE PARENTING CLASSES BE PARENTAL SUPPORT CLASSES OR SOMETHING LIKE THAT.

I THINK THAT WAS A GOOD SUGGESTION, BUT BUT I REALLY I REALLY DO APPRECIATE THE ADMINISTRATION WORKING UP RIGHT UP ALL ALL DAY TODAY TO WORK ON INCORPORATING THE SUGGESTIONS THAT HAVE BEEN MADE, AND THERE WERE GOOD SUGGESTIONS.

THANK YOU. TRUSTEE MACKEY.

YEAH. I'LL JUST ADD MY VOICE TO.

THANK YOU ALL. THIS IS A LOT OF COMPLEX WORK HAS GONE INTO THIS OVER THE LAST TWO MONTHS.

YOU'VE HEARD FROM A LOT OF VOICES AND I THANK YOU ALL FOR LISTENING TO IT AUTHENTICALLY IDENTIFYING WHAT WORKS, WHAT CAN'T WORK, AND REALLY THINKING THROUGH EACH ONE OF THOSE.

YOU ALL HAVE DONE AN INCREDIBLE JOB WITH THAT.

THIS DISTRICT EMBARKED ON A REALLY RETHINKING WHAT DISCIPLINE COULD AND SHOULD LOOK LIKE, KNOWING OUR DISCIPLINE SYSTEMS HAVE NOT BEEN EFFECTIVE AS LONG BACK AS WE LOOK ACROSS AMERICA. THAT'S NOT JUST A DALLAS THING AND BUT REALLY THINKING ABOUT SOMETHING DIFFERENT, AND I APPRECIATE YOU ALL CONTINUING TO FIND WAYS TO TRY AND IMPROVE THAT AND THINK ABOUT IT AND CONTINUING TO LOOK ABOUT WHAT IS WORKING AND WHAT'S NOT WORKING AND ADDRESS THOSE.

SO THANK YOU ALL FOR YOUR WORK.

TRUSTEES, FURTHER DISCUSSION? SUPERINTENDENT. I WOULD JUST LIKE THE RECORD THEN TO REFLECT, IF POSSIBLE, THAT WE WILL BECAUSE THESE WILL GO IT WILL BE ADOPTED AND IT WILL GO TO PRINT. SO I WOULD LIKE TO REFLECT AND DIRECT OUR TEAM TO CHANGE PARENTING CLASSES, TO PARENTING SUPPORT, AND THEN IN THE GUIDELINES WE CAN DESCRIBE WHAT THE SUPPORT WILL LOOK LIKE SO THAT I THINK IT MAKES TOTAL SENSE THE WAY THAT COULD BE PERCEIVED, AND THAT IS NOT OUR INTENT AT ALL.

THIS IS I THINK THIS IS A GREAT OPPORTUNITY FOR US TO WORK WITH OUR PARENTS, AS PARTNERS, AS THE OVERWHELMING MAJORITY OF OUR TEACHERS AND PARENTS.

IN FACT, WE ALL WANT THE SAME THING.

WE WANT OUR STUDENTS TO BE SUCCESSFUL, AND THE WAY OUR STUDENTS ARE MOST SUCCESSFUL IS WHEN WE FORGE RELATIONSHIPS WITH OUR PARENTS AND SO THE LAST THING I WOULD WANT IS FOR ANY LANGUAGE TO SOUND CONDESCENDING OR JUDGMENTAL, AND SO WE WILL CHANGE THAT OFFICIALLY WITH THIS BOARD'S PERMISSION, OF COURSE, UPON YOUR VOTE, PARENTING CLASSES AGAIN FOR THE RECORD, WOULD BE CHANGED TO PARENTING SUPPORT.

TRUSTEE CURRY.

WELL, THEN I MAY BE ASKING THE SAME QUESTION THAT TRUSTEE MICCICHE IS.

JUST AS A POINT OF INFORMATION, DO WE NEED TO AMEND OUR MOTION AND OUR SECOND, TO REFLECT THE CHANGE PARENT TO PARENTING SUPPORT? I'LL ACCEPT THAT AMENDMENT TO MY MOTION, AND IF WE HAVE A SECOND.

SECOND. OKAY.

OKAY. TRUSTEES, AND IT HAS BEEN MOVED AND SECONDED TO ACCEPT THE ADMINISTRATION'S INITIAL REVISIONS AND ALSO THE REVISION THAT WAS JUST STATED BY THE SUPERINTENDENT TO CHANGE PARENTING CLASSES TO PARENTAL SUPPORT TRUSTEES.

IS THERE FURTHER? IS THERE FURTHER DISCUSSION ON AGENDA ITEM 10.01? OKAY, TRUSTEES, I SEE NO FURTHER DISCUSSION.

ON THE ON THE ITEM.

SO IF YOU COULD PLEASE CAST YOUR VOTES.

THE MOTION PASSES UNANIMOUSLY.

OKAY, TRUSTEES, YOU'VE JUST ADOPTED ITEM 10.01, AS AMENDED.

WITH THE ADMINISTRATION'S REVISIONS.

INCORPORATED TRUSTEES, WE WILL NOW TURN TO AGENDA ITEM 10.3, 10.05, I BELIEVE, AS 10.02, 10.03 AND 10.04 WERE ALL ADDED TO THE CONSENT AGENDA.

SO TRUSTEES WILL NOW TURN TO AGENDA ITEM 10.05.

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE AGREEMENT WITH HEAD START OF GREATER DALLAS TO PROVIDE KINDERGARTEN COLLABORATIVE SERVICES 2024 TO 2025, NOT TO EXCEED $525,000 IN SPECIAL REVENUE FUNDING SOURCE CONSENT ITEM 9.16 PULLED BY TRUSTEES FOREMAN AND TURNER.

[01:35:08]

TRUSTEES, DO I HAVE A MOTION? MOVE TO APPROVE.

SECOND. WE HAVE A MOTION BY TRUSTEE MICCICHE, A SECOND BY TRUSTEE JOHNSON.

TRUSTEES, IS THERE DISCUSSION? YES. TRUSTEE FOREMAN.

SO, ANGIE, THANKS FOR TRYING TO ANSWER ALL OF MY QUESTIONS.

I KNOW I HAD A LOT, BUT I STILL HAVE JUST ONE QUESTION AND THIS MIGHT BE A FINANCIAL QUESTION.

I TOTALLY SUPPORT THE PROGRAM THAT WE HAVE WITH HEAD START, BUT TO FIND THAT THE FUNDS THAT ARE RETURNED TO US GO INTO A SPECIAL USE FUND.

I'M JUST CURIOUS AS TO HOW MANY OF THESE SPECIAL USE FUNDS DO WE HAVE IN REGARDING TO FUNDS BEING RETURNED TO THE DISTRICT FOR ANYTHING? TRUSTEE FOREMAN.

YES. WHEN WE ARE AWARDED A GRANT AND WE RECEIVE THE FUNDING, IF WE DO NOT SPEND ALL OF THE GRANT FUNDS, WE RETURN THE UNUSED FUNDS TO THE GRANTING AGENCY.

WE ARE NOT ALLOWED TO KEEP ANY UNUSED FUNDS.

SO THIS COMES FROM A GRANT.

THIS COLLABORATIVE COMES FROM A GRANT.

IT'S. YES, MA'AM.

OKAY, AND SO WE HAVE A SPECIAL USE FUND THAT THE MONEY THAT THEY RETURN BACK TO US GOES INTO.

CORRECT. AM I GETTING IT RIGHT? SO WHEN WE RECEIVE AN AWARD NOTIFICATION, FOR EXAMPLE, HEAD START, WE RECEIVED A NOTIFICATION THAT WE ARE GOING TO BE GIVEN $500,000. SO WE SET UP A FUND TO, TO BE ABLE TO SPEND THAT SPEND AND TRACK THAT $500,000, JUST THE SAME AS WE WOULD DO WITH OUR TITLE ONE AND ALL THE OTHER GRANTS THAT WE RECEIVE.

THEY ARE TRACKED SEPARATELY BECAUSE THEY'RE NOT A PART OF THE GENERAL FUND.

AM I ANSWERING THAT PART OF YOUR QUESTION? NO. OKAY, LET ME TRY IT AGAIN BECAUSE I'M CONFUSED.

SO I'M PROBABLY CONFUSING YOU.

OKAY. SO WHEN WE RECEIVE THE FUNDS WE HAVE AN ILA WITH HEAD START.

OKAY. WE RECEIVE THE FUNDS AND WE GIVE THE FUNDS TO HEAD START.

IS THAT CORRECT? WE DON'T. WHEN YOU SAY WE GIVE THE FUNDS TO HEAD START, WE RECEIVE THE FUNDS AND THEY ARE EXPENDED ON HEADS, OUR HEAD START PROGRAM.

OKAY. BECAUSE THE WAY THIS READS IS, IS THAT WE RECEIVE WE ARE DOING AN ILA WITH HEAD START FOR $525,000.

THAT IS CORRECT.

EXCEPT THE DOLLARS THAT WE'RE GETTING AREN'T COMING FROM HEAD START, BUT IT'S BECAUSE OF HEAD START THAT WE'RE GETTING THE DOLLARS AND IT CAN ONLY BE USED FOR HEAD START. SO I GET THAT, BUT THIS IS A LITTLE DIFFERENT IN THE READING BECAUSE ONCE WE SET UP A SPECIAL USE ACCOUNT, MY QUESTION IS HOW MANY MORE OF THOSE DO WE HAVE AND HOW IS THAT BEING MONITORED BY THE DISTRICT.

BECAUSE WE RECEIVE MANY GRANTS.

SO IF WE'RE SETTING UP SPECIAL USE FUNDS, WELL, WE'RE REFERRING THOUGH TO TITLE TYPE, LIKE THESE ARE ALL FROM AGENCIES THAT ACTUALLY MONITOR US.

SO CAN I ASK A QUESTION? OF COURSE. WOULD SOMEBODY PREPARE FOR ME ANY SPECIAL USE FUNDS THAT WE HAVE SET ASIDE THAT ARE NOT IN THE GENERAL FUND.

SO I'LL HAVE A BETTER UNDERSTANDING OF WHAT THOSE SPECIAL USE FUNDS ARE, BECAUSE THERE COULD BE MULTIPLE SPECIAL USE FUNDS THAT ARE NOT MONEY IS NOT COMING FROM THE GENERAL FUND, BUT BEING EXPENDED IN ANOTHER AREA WHERE IF YOU LOOK AT EARLY CHILDHOOD, IT'S ONE OF OUR INITIATIVES AND WE PUT EXTRA MONEY IN THERE ALREADY.

SO I'M NOT ABLE TO KEEP UP WITH THE AMOUNT OF MONEY WHEN WE HAVE SPECIAL USE FUNDS SET ASIDE.

SO IF SOMEONE WOULD JUST GET THE SPECIAL USE FUNDS FOR ME.

YES, WE CAN. SO I'LL KNOW HOW MANY WE ACTUALLY HAVE.

YES, MA'AM, AND WHAT THAT AMOUNT IS.

YES, MA'AM. THANK YOU, AND IF IT'S A GRANT.

OKAY. THANK YOU.

TRUSTEES, IS THERE FURTHER DISCUSSION ON 10.05? OKAY SEEING NO FURTHER DISCUSSION.

TRUSTEES, PLEASE CAST YOUR VOTES.

[01:40:17]

THE VOTE PASSES UNANIMOUS.

TRUSTEES, YOU HAVE JUST ADOPTED ITEM 10.05.

TRUSTEES, WE WILL NOW TURN TO ITEM 10.06.

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE INTERLOCAL AGREEMENT BETWEEN TEXAS A&M UNIVERSITY COMMERCE AND THE DALLAS INDEPENDENT SCHOOL DISTRICT RELATING TO DATA SHARING.

FIVE YEAR TERM, NO FINANCIAL IMPACT AND WAIVER OF LOCAL THAT REQUIRES THAT VENUE BE IN DALLAS COUNTY, TEXAS.

CONSENT ITEM 9.21 PULLED BY TRUSTEES, FOREMAN AND TURNER.

TRUSTEES DO I HAVE A MOTION? MOVE TO APPROVE. SECOND. TRUSTEES THE ITEM HAS BEEN MOVED BY TRUSTEE MICCICHE AND SECONDED BY TRUSTEE JOHNSON.

TRUSTEES. DO I HAVE DISCUSSION? YES. TRUSTEE FOREMAN.

SO, BRIAN, THIS MIGHT BE A SEAN BRINKMAN QUESTION BECAUSE I ASKED THESE QUESTIONS ABOUT DATA SHARING AGREEMENTS THAT WE HAVE ALL THE TIME, AND AT THE END OF THE DATA SHARING AGREEMENT, WHO COLLECTS THE DATA? WHO AT THE DISTRICT COLLECTS THE DATA AND GETS IT BACK TO US? OR IS THE DATA JUST LEFT WHERE IT IS? FOR THE DATA SHARING AGREEMENTS WHEN THEY ARE TERMINATED, WILL SEND THE VENDOR A LETTER LETTING THEM KNOW THAT THE AGREEMENT'S BEEN EXPIRED, AND THEN THEY HAVE, I BELIEVE IT'S 60 DAYS TO NOTIFY US BACK THAT THEY HAVE DELETED OR PURGED THOSE RECORDS.

OKAY. SO DO YOU HAVE RECORDS OF US DOING THAT IN THE PAST? YES. OKAY.

COULD YOU SHARE THOSE WITH ME, PLEASE? FOR EXPIRED? YES, MA'AM.

NOT TODAY, BUT I'D LIKE TO LIKE TO SEE THOSE.

THANK YOU VERY MUCH.

OKAY. TRUSTEE. IS THERE FURTHER DISCUSSION? NO. TRUSTEE WHITE.

I HAVE A QUICK QUESTION.

OH, YOU CAN ANSWER FROM THERE OR WHATEVER; I DON'T CARE.

THE DATA SHARING THAT IS MENTIONED HERE AS FAR AS TEXAS A&M COMMERCE IS THE ONLY.

I'M SORRY, CAN YOU REPEAT THE QUESTION? NO PROBLEM, I STOPPED TALKING.

THE DATA SHARING IS IS ONLY WITH TEXAS A&M COMMERCE, CORRECT? YES, MA'AM, WITH THIS AGREEMENT.

OKAY, AND SO IF A STUDENT TAKES, LET'S SAY, ONE COURSE AND THEY TAKE IT EARLY ON BECAUSE I NOTICED THAT WE'RE ALLOWING STUDENTS TO GET CREDITS EARLIER AND EARLIER, WHICH IS A GOOD THING AND THE CAMPUS IS GOING TO RETAIN THEIR THEIR SCHOOL RECORDS FOR THAT STUDENT.

CORRECT. BECAUSE THAT DATA CAN LATER BE TRANSFERRED INTO ANOTHER UNIVERSITY FOR THEM TO GET CREDIT FOR THE COURSES THAT THEY'VE ALREADY TAKEN WITHIN A UT SYSTEM OR ANYWHERE ELSE WITHIN THE STATE.

CORRECT? FOR A STUDENT THAT'S CURRENTLY ENROLLED IN STILL WITH DALLAS ISD, WE WOULD MAINTAIN THEIR RECORD, BUT IN ORDER FOR THE THE CREDIT TO BE TRANSFERRED, TO BE UTILIZED WHEN IT COMES TO THEIR TRANSCRIPT, THAT'S WHAT I'M SPEAKING OF THOSE CREDITS, WILL BOTH ENTITIES HAVE A TRANSCRIPT FOR THE STUDENT THEN? BECAUSE I'M ONLY AWARE OF THE UNIVERSITIES BEING ALLOWED TO SHARE TRANSCRIPTS FOR DATA CREDIT.

OKAY, AND THE REASON THAT I WAS JUST ASKING IS BECAUSE BUT AS TRUSTEE FOREMAN WAS SAYING, IT'S IMPORTANT THAT DATA ONLY BE UTILIZED AND KEPT BECAUSE SECURE AND, YOU KNOW, BECAUSE WE HAVE A LOT OF PERSONAL, IDENTIFIABLE INFORMATION THAT, YOU KNOW, ABOUT THE HACKING AND WHATNOT, BUT I JUST WANTED TO MAKE SURE THAT IT WAS ALSO UNDERSTOOD THAT BECAUSE IT'S A UNIQUE RELATIONSHIP, THE TRANSCRIPTS FROM THE UNIVERSITY, THE STUDENT'S CREDIT CAN BE UTILIZED TO TRANSFER INTO OTHER UNIVERSITIES. YES.

THAT'S CORRECT. THANK YOU.

OKAY. TRUSTEES, ANY FURTHER DISCUSSION ON ITEM 10.06? OKAY. SEEING NONE.

TRUSTEES, PLEASE CAST YOUR VOTE.

[01:45:14]

THE MOTION PASSES EIGHT VOTING YES, ONE ABSTAINING.

TRUSTEES, YOU'VE JUST ADOPTED ITEM 10.06.

TRUSTEES, WE WILL NOW TURN TO AGENDA ITEM 10.07.

CONSIDER AND TAKE POSSIBLE ACTION TO AUTHORIZE, NEGOTIATE, ENTER INTO COOPERATIVE AGREEMENT WITH RECOMMENDED VENDOR FOR UNIFIED ENROLLMENT AND REGISTRATION SYSTEM FOR DISTRICT WIDE USE.

NOT TO EXCEED $730,000 OVER ONE YEAR, INCLUDING RENEWAL OPTIONS.

GENERAL OPERATING BOND FUNDS CONSENT ITEM 9.51 PULLED DUE TO REVISION.

TRUSTEES DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.

TRUSTEES, WE HAVE A MOTION BY TRUSTEE MICCICHE AND A SECOND BY TRUSTEE JOHNSON.

TRUSTEES IS THERE DISCUSSION? TRUSTEES SEEING NO DISCUSSION.

PLEASE CAST YOUR VOTES.

TRUSTEE WHITE WERE YOU ABLE TO VOTE? OKAY. THANK YOU.

THE MOTION PASSES EIGHT VOTING YES ONE VOTING NO.

TRUSTEES, YOU'VE JUST ADOPTED ITEM 10.07.

TRUSTEES WE WILL NOW TURN TO AGENDA ITEM 10.08.

CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE MEMORANDUM.

MEMORANDUM OF UNDERSTANDING BETWEEN DALLAS INDEPENDENT SCHOOL DISTRICT AND THE YOUNG WOMEN'S PREPARATORY NETWORK, EFFECTIVE FROM JUNE 27TH, 2024 TO JUNE 30TH, 2028. IT WAS CONSENT ITEM 9.52 PULLED BY TRUSTEES WHITE AND FOREMAN.

TRUSTEES. DO I HAVE A MOTION? MOVE TO APPROVE SECOND OKAY.

TRUSTEES HAS BEEN MOVED BY TRUSTEE MICCICHE AND SECONDED BY TRUSTEE JOHNSON.

IS THERE DISCUSSION? YES. TRUSTEE WHITE.

I UNDERSTAND THAT THIS IS GOING TO BE ADDING LAYERS ONTO THE YOUNG WOMEN STEM ACADEMY UNTIL IT'S 12TH GRADE.

IT'S GOING TO START OUT WITH NINTH GRADERS AND GO ON UP.

IN ESSENCE, IT'S GOING TO BE A GOING FROM A MIDDLE SCHOOL TO A HIGH SCHOOL, BUT THAT'S NOT MY CONCERN.

MY CONCERN REALLY, THAT IS ONE OF MY CONCERNS BECAUSE NUMBER ONE, THERE WASN'T A COMMUNITY.

I HAVEN'T HAD A COMMUNITY MEETING.

I HAVEN'T HEARD ABOUT A COMMUNITY MEETING ASKING THE PARENTS IN MY AREA HOW THEY DEFINITELY FEEL ABOUT THIS, AND I DO HAVE A LOT OF QUESTIONS AND CONCERNS BECAUSE.

THERE'S GRANT MONEY THAT CAME ALONG WITH THIS IN THE MEMORANDUM OF UNDERSTANDING AND WE'RE BEING REQUIRED. WE'RE GETTING EVEN THOUGH WE'RE GETTING GRANT FUNDS IS BASICALLY LIKE WE'RE BEING TOLD HOW WE HAVE TO BASICALLY SPEND THEM, AND SO AND I HAVE QUESTIONS SUCH AS FAR AS THE EMPHASIS OF WHAT THE THREE PILLARS THAT THEY'RE STATING THEY WANT US TO DO, WHICH IS COLLEGE READINESS, LEADERSHIP, HEALTH AND WELLNESS.

WHAT DOES THAT CURRICULUM ENTAIL? I MEAN, BECAUSE I UNDERSTAND WE HAVE A CURRICULUM FOR HEALTH AND THINGS OF THAT NATURE, AND WE AND I IN COLLEGE READINESS. I'M QUITE SURE THAT'S GOING TO BE PRETTY STANDARD, BUT WHAT DOES THAT CURRICULUM ENTAIL? SO BEFORE DR.

LUSK ANSWERS THAT, I DO WANT TO JUST REITERATE THAT WE ALREADY ARE PART OF THE YOUNG WOMEN'S PREPARATORY NETWORK WITH IRMA RANGEL, AND THAT'S A MAGNET SCHOOL, AND SO PART OF THE GOAL HERE WAS TO ENSURE THAT WE'RE CONTINUING TO FULFILL THIS BOARD, AND CERTAINLY MY SUPPORTIVE VISION ON EQUITY, AND SO THIS WOULD ESTABLISH ANOTHER YOUNG WOMEN'S SIXTH GRADE THROUGH 12TH GRADE GIRLS SCHOOL UTILIZING THE SAME APPROACH THAT'S BEEN USED AT THE MAGNET, BUT OFFERING THE NEIGHBORHOOD SCHOOL THAT IS CURRENTLY SIX THROUGH EIGHT AND WE HAD HAD OPPORTUNITIES PRIOR TO TONIGHT.

THE ORIGINAL DESIGN OF BALCH SPRINGS YOUNG WOMEN'S LEADERSHIP ACADEMY WAS TO BECOME SIX THROUGH 12, BUT WE HAD NOT HAD ALL OF THE RESOURCES TO DO THAT, AND SO THOSE ARE PILLARS THAT ARE COMPONENT OF THE LEADERSHIP ACADEMY, AND

[01:50:05]

YES, WE DO COMMIT THAT IF WE TAKE THE DOLLARS THAT WE ARE COMMITTING TO THAT APPROACH, I JUST WANT TO MAKE SURE THAT IT'S NOT SOMETHING LIKE NEW TO THE DISTRICT.

IT'S MORE ABOUT ENSURING THAT WE HAVE THIS OPPORTUNITY THROUGHOUT OUR COMMUNITY.

NOW, DR. LUSK, COULD YOU ANSWER THE SPECIFIC QUESTION WITH REGARD TO THE PILLARS? YES, MA'AM. SO FOR COLLEGE READINESS, LEADERSHIP, HEALTH AND WELLNESS ALL OF WHICH I THINK THE SUPERINTENDENT WILL UNDERSCORED THAT WE DO VALUE THERE IS NOT A SPECIFIC CURRICULUM FOR THIS.

ESSENTIALLY WHAT THIS MEANS IS THE SCHOOL IS GOING TO GOING TO RECEIVE WHAT WE'RE CALLING AN THEY CALL ENHANCEMENT FUNDS MEANS FUNDS THAT THE PRINCIPAL HAS DISCRETION TO UTILIZE TO FURTHER DEVELOP THESE THREE PILLARS, TO MAKE SURE THAT OUR GIRLS DO GRADUATE PREPARED FOR COLLEGE AND IN FACT, GO TO COLLEGE AND HAVE A PROSPEROUS FUTURE, AND SO, IN ESSENCE, ENHANCEMENT FUNDS ARE AKA ALLOCATED FUNDS.

THAT MUST BE BECAUSE MY UNDERSTANDING IS THERE'S GOING TO BE $1 MILLION DONATED AND IT'S GOING TO BE $250 A YEAR FOR THE NEXT FIVE YEARS.

IS THAT CORRECT? NO, THAT WOULD BE FOR FOUR YEARS, 250 UP TO 250,000 FOR FOUR YEARS ANNUALLY AND THAT WOULD BE, AGAIN AT THE PRINCIPAL'S DISCRETION HOW THE CAMPUS TEAM WOULD UTILIZE THOSE FUNDS TO FURTHER DEVELOP THE YOUNG LADIES.

OKAY, AND ALSO SPEAKING OF RESOURCES, WHICH I THINK IS VERY IMPORTANT BECAUSE WE HAVE BEEN MAKING CUTS ON VARIOUS CAMPUSES, AND IN THIS MOU, IT'S REQUIRING US TO HIRE A PROGRAM STAFF PERSON, WHICH COULD RANGE FROM ANYWHERE.

I THINK IT WAS FROM 76,000 A YEAR TO 88,000, AND WE'RE GOING TO BE PAYING FOR THAT.

IT'S BEING ENHANCED OUT OF THE FUNDS THAT WE'RE RECEIVING FROM THE GRANT, AND ONE OF MY MAJOR, ONE OF MY MAJOR CONCERNS IS.

WHEN SOMEONE IS GIVEN MONEY AND THEY GIVE IT TO YOU TO DO WHAT YOU NEED TO DO IN ORDER TO OPERATE WITH, THAT'S GREAT, BUT WHEN THEY DONATE IT AND YOU HAVE A LOT OF ENHANCEMENTS OR EARMARKED MONEY THAT THEY WANT YOU TO DO CERTAIN THINGS WITH, WHAT IS THAT GOING TO END UP COSTING US? I MEAN, BECAUSE WE DO HAVE TO GIVE THE STAFF MEMBER AND I UNDERSTAND, YOU KNOW, THERE'S OTHER THINGS THAT THEY WANT TO DO.

THEY WANT. SOME THINGS DON'T REQUIRE ANY ADDITIONAL MONEY, SUCH AS THE COMMITTEES THAT THEY WANT TO HAVE.

THEY WANT TO SIT ON THE COMMITTEE WITH THE PRINCIPAL'S SELECTION, THAT DOESN'T COST US ANY ADDITIONAL MONEY, BUT WHEN WE LOOK AT IF WE'RE HIRING THIS PERSON, ARE WE PAYING THEIR WHEN WE PAY THEIR TAXES, WHEN ARE WE PAYING HEALTH INSURANCE FOR THEM? THAT'S AN EXTRA ADDED EXPENSE TO US AND SO MY MAIN CONCERN IS, AND EVEN WITH THE AMOUNT OF MONEY THAT WE HAVE AND I UNDERSTAND THAT WE'RE GOING TO STAFF OUT TO CAPACITY, WE MAY NOT BE ABLE TO GET, YOU KNOW AS MANY STUDENTS AS WE WOULD LIKE TO BE BECAUSE THE BUILDING CAN ONLY HOLD SO MANY PERIOD, AND ONCE WE START LAYERING IN AND ROLLING IN OTHERS, BUT MY MAIN CONCERN IS THE BUDGET.

HOW IS THIS GOING TO LOOK, I NEVER REALLY I HAVEN'T SEEN ANY DOLLARS AND CENTS.

ABOUT AS FAR AS HOW MUCH RESOURCES WE'RE GOING TO HAVE TO KICK IN TO DO THIS, AND DON'T GET ME WRONG, I AM AWARE OF THE IRMA RANGEL HAS BEEN AROUND FOR QUITE SOME TIME, AND I DID SEE THAT THEY ARE A PART OF THIS, AND I DID DO SOME RESEARCH, BUT I DEFINITELY I'M NOT SAYING NO TO THIS, BUT BEING IN MY DISTRICT, I DEFINITELY WOULD WANT MY COMMUNITY TO HAVE INPUT ON THIS, AND I DON'T KNOW, I DON'T FEEL THAT MY COMMUNITY HAS HAD INPUT BECAUSE I HAVEN'T BEEN TOLD ABOUT A MEETING, AND I DIDN'T GET A LOT OF THE DETAILS UNTIL HERE RECENTLY WHEN IT WAS ON THE AGENDA.

SO RESPECTFULLY, TRUSTEE WHITE, YOU AND I DID HAVE A CONVERSATION ABOUT, AND OUR CONVERSATION WENT SOMETHING LIKE THIS.

YOU SAID, I'M TELLING YOU THIS OUT OF A COURTESY.

IT'S HAPPENING, AND THAT WAS BACK IN MAYBE APRIL, AND I DIDN'T HEAR ANYTHING ELSE REALLY ABOUT IT, TO BE HONEST, AND I DIDN'T HEAR YOU SAY THAT WE WERE GOING TO PUT TOGETHER A COMMUNITY MEMBER COMMUNITY MEETING FOR THE COMMUNITY TO GATHER THEIR INPUT, AND BECAUSE I KNOW I ASKED YOU IF WE COULD TURN ANOTHER ONE OF MY SCHOOLS BACK INTO MAYBE AND IT WAS THE YOUNG MEN'S LEADERSHIP ACADEMY, WE DISCUSSED THAT BECAUSE OF THE

[01:55:08]

FACT THAT IT IT'S STRUGGLING, AND I ASKED YOU IF WHAT CAN WE DO TO HELP THAT? DO WE NEED TO TURN IT BACK INTO A COMMUNITY SCHOOL OR WHAT HAVE YOU? SO WITH REGARD TO THIS PARTICULAR ITEM, THE ORIGINAL DESIGN WAS FOR THIS TO ALWAYS BE AN OPPORTUNITY FOR STUDENTS IN THIS COMMUNITY TO HAVE AN ALL GIRLS SCHOOL ACCESS THROUGH HIGH SCHOOL, AND WE HAD NOT BEEN ABLE TO DO THAT, AND IN ORDER TO BE ABLE TO EXTEND THAT, WE DID WANT TO BECOME PART OF THE YOUNG WOMEN'S PREPARATORY NETWORK, AND THERE WERE THERE WERE A LOT OF CONVERSATIONS WITH REGARD TO PARENTS WHO COME TO THE SCHOOL ASKING, WOULD WE AND WERE WE GOING TO CONTINUE TO EXTEND IT TO BECOME THE HIGH SCHOOL COMPONENT? SO IT'S UNFORTUNATE THAT YOU DON'T SEE IT AS ME BRINGING THIS AS A RESPONSE TO THE COMMUNITY, BUT THAT'S WHAT WE WERE INTENDING TO DO, WAS TO ENSURE THAT WE WERE, IN FACT, FOLLOWING UP WITH HOW THIS ORIGINALLY GOT CREATED WHEN THERE WAS THE BALCH SPRINGS AND THE FRED FLORENCE CAMPUS AND WE CAN CERTAINLY ADDRESS OTHER CONCERNS AT OTHER SCHOOLS WITH THIS PARTICULAR ITEM.

WHAT WE WERE INTENDING TO DO WAS TO BRING ADDITIONAL RESOURCES WITH NO ADDITIONAL COST TO THE SCHOOL DISTRICT, TO PROVIDE OUR COMMUNITY ANOTHER OPTION.

THAT WAS THE PURPOSE OF US BRINGING IT, AND THANK YOU FOR THAT INFORMATION, BUT ONCE AGAIN, WHEN I'M LOOKING AT THE FACT THAT WE'RE GETTING 200, APPROXIMATELY $250,000 A YEAR, AND WE'RE PAYING SALARIES AND THERE'S OTHER EXPENSES AND OF COURSE WE'RE GOING TO HAVE TO BRING IN TEACHERS.

I DON'T GET ME WRONG, I HAVE LOOKED AT THIS.

THIS IS A GREAT PROGRAM, BUT WHEN I LOOK AT THE FACT THAT I DON'T KNOW, IRMA RANGEL HAS BEEN AROUND FOR HOW MANY YEARS? 15 TO 20, PROBABLY.

15 TO 20 YEARS, AND THE BALCH SPRINGS SCHOOL HAS BEEN AROUND FOR HOW LONG? MIDDLE SCHOOL HAS BEEN AROUND FOR ABOUT 12 YEARS AND THE GIRL'S SCHOOL HAS PROBABLY BEEN IN IMPLEMENTATION ABOUT 7 TO 8 YEARS.

7 TO 8 YEARS? YEAH. TRUSTEE WHITE, IF I MAY.

MY TIME IS UP? CAN I GET YOU ON THE SECOND ROUND? YES. OKAY. THANK YOU.

TRUSTEE JOHNSON? YES. THIS IS NOT IN MY DISTRICT.

I WAS LISTENING TO TRUSTEE WHITE WAS CONCERNED BY SOME OF THE COMMENTS THAT WAS MADE, BUT I WANT TO ASK, SHE SAID SHE DID NOT HAVE A COMMUNITY MEETING SURROUNDING THIS.

WHY WAS THAT NOT HAPPENING? WHY DID THAT NOT HAPPEN WITH THIS TRUSTEE? DR. LUSK. YEAH.

THANK YOU, TRUSTEE JOHNSON.

PRINCIPAL SANCHEZ DID HOLD MEETINGS WITH PARENTS IN THE COMMUNITY, SO I'M NOT SURE WHERE OUR MISCOMMUNICATION MAY HAVE BEEN, BUT THERE WERE THERE WERE MEETINGS HELD, AND THIS WAS NOT JUST RECENTLY.

THIS WAS MONTHS AGO TO ENGAGE PARENTS TO SEE IF THIS OPPORTUNITY WAS SOMETHING THAT THE PARENTS WANTED.

IS SUPERINTENDENT SAID MANY PARENTS HAD REACHED OUT TO THE SCHOOL COMMUNITY THIS YEAR AND MANY YEARS PRIOR BECAUSE THERE WAS THE DESIRE TO CREATE A SIMILAR MODEL.

SO OUR GIRLS CAN HAVE THE SIMILAR EXPERIENCE AS IRMA RANGEL.

DID WE INCLUDE THE TRUSTEE IN THE COMMUNITY MEETING? WHEN I HAVE THESE PROJECTS, SOMETHING LIKE THIS COME UP.

I WANT TO MAKE SURE THAT I'M THERE.

SO I SPEAK WITH THE ADMINISTRATION AND WE GET FLIERS TOGETHER.

SO THE SAME PROCESS THAT I GO THROUGH, I'M ASSUMING EVERY TRUSTEE GOES TO THAT WHEN WE'RE DEALING WITH COMMUNITY MEETINGS.

WAS SHE GIVEN THAT OPPORTUNITY TO SPEAK WITH ADMINISTRATION AND TRY TO REACH OUT TO HER CONSTITUENTS AND TRY TO ORGANIZE AND GET THEM THERE? BECAUSE IT'S ONE THING WHEN THE ADMINISTRATION DOES IT AS PRINCIPALS, BUT THE COMMUNITY VOTE FOR US.

SO WHEN WE HAVE COMMUNITY MEETINGS, WE CAN PROBABLY REACH PEOPLE THAT YOU MAY NOT BE ABLE TO REACH, AND THEY'LL COME.

WAS SHE ABLE TO GET THAT OPPORTUNITY AS WELL? MY RECOLLECTION IS THAT AND THIS IS MONTHS, THAT'S WHY I SAID MY RECOLLECTION, BUT MY RECOLLECTION IS THE PRINCIPAL DID ENGAGE AND REACH OUT TO TRUSTEE WHITE TO PARTICIPATE AND BE PART OF THESE MEETINGS.

WHETHER THAT WHAT HAPPENED SUBSEQUENT TO THAT, I DON'T I DON'T KNOW THAT ANSWER BECAUSE IT'S BEEN SO LONG NOW.

LET ME ASK IT A DIFFERENT WAY.

DID WE REACH OUT TO BOARD SERVICES AND BOARD SERVICES, REACH OUT TO THE TRUSTEE SO THE TRUSTEE CAN GET THE COMMUNITY IN COMMUNITY MEETING TOGETHER? I'M GONNA ASK TRUSTEE WHITE.

TRUSTEE WHITE, DID BOARD SERVICES REACH OUT TO YOU? DID YOU GET ANY INVITATION? ANY EMAIL? NO, AND I DIDN'T.

[02:00:02]

THE ONLY THE ONLY INVITATION THAT I HAD FROM YOUNG WOMEN'S WAS FOR A IT WAS LIKE A CARNIVAL FUNCTION.

IT HAD NOTHING TO DO WITH WHAT WE'RE DISCUSSING NOW.

SO THAT'S JUST MY QUESTION, DR.

LUSK, IS WHY WOULD TRUSTEE WHITE NOT BE ABLE TO GET AN INVITATION OR WORK WITH BOARD SERVICE ADMINISTRATION CENTER.

BOARD SERVICES, COMMUNICATE WITH TRUSTEE WHITE.

DID YOU GUYS SEND IT TO BOARD SERVICES? AGAIN, IT'S BEEN SO MANY MONTHS, TRUSTEE JOHNSON.

HOW MANY MONTHS? IT'S BEEN PROBABLY 6 TO 9 MONTHS EASILY.

SO IN THAT 6 TO 9 MONTHS, DID ADMINISTRATION GET WITH THE TRUSTEE OF THAT DISTRICT AND ASK TO WORK WITH YOU GUYS FOR A MEETING TO ENGAGE THE COMMUNITY? THAT'S WHAT I'M ASKING.

I KNOW WHAT YOU'RE ASKING, AND I HONESTLY DON'T KNOW THAT ANSWER BECAUSE IT'S BEEN SOME TIME.

I'D HAVE TO ALSO ENGAGE WITH THE EXECUTIVE DIRECTOR AND THE PRINCIPAL TO FIND OUT IF THAT IN FACT HAPPENED.

SO I DON'T WANT TO SAY YES OR NO, BECAUSE I DON'T KNOW DEFINITIVELY, AS I SIT HERE BEFORE YOU, THAT'S A CONCERN FOR ME.

I'M NOT GOING TO GO INTO THE DEEP END, BUT THAT'S A CONCERN FOR ME BECAUSE SHE NEEDS TO SHE SHOULD GET THE SAME RESPECT AS ANY OTHER ELECTED OFFICIAL UP HERE.

IF WHEN I'M HAVING MEETINGS IN MY COMMUNITY, I WORK WITH THE ADMINISTRATION, WE GET THAT OUT AND WE WORK TOGETHER TO GET THAT.

IF SHE'S SAYING SHE DID NOT GET THAT, I'M NOT INVOLVED IN THE CONVERSATIONS AS FAR AS PRIOR TO, RIGHT, BUT IF SHE'S SAYING THAT DID NOT HAPPEN PUBLICLY, THAT SHOULD HAVE HAPPENED, AND THAT IS A CONCERN FOR ME AS AN ELECTED OFFICIAL HERE AND AS A COLLEAGUE ON THIS BOARD.

THANK YOU. TRUSTEE FOREMAN.

SO, SUPERINTENDENT, I, TOO HAVE THOSE CONCERNS.

YOU KNOW THAT WE'VE CHANGED OVER SCHOOLS IN MY AREA, BUT IT WAS ALWAYS WITH THE TRUSTEE PARTICIPATING IN THAT CHANGE IN PROCESS.

I'M SOMEWHAT TROUBLED THAT TRUSTEE WHITE DID NOT GET THAT SAME CONSIDERATION.

IN REGARDS TO CHANGING SOMETHING AT ONE OF THE SCHOOLS IN HER AREA.

WHILE I DO UNDERSTAND THE PRINCIPAL WORKS WITH PARENTS IT'S EXTREMELY IMPORTANT THAT THE TRUSTEE IS A PART OF THE PROCESS FOR CHANGE IN THEIR DISTRICT.

WHILE I UNDERSTAND THAT THERE MIGHT HAVE BEEN SOME TIME RESTRAINTS, I DON'T THINK THAT TRUSTEE WHITE FEELS COMFORTABLE WITH MOVING FORWARD WITH THIS PROCESS UNTIL SHE IS A PART OF THE PROCESS, AND YOU GUYS DO A GREAT JOB MAKING MOST OF US A PART OF THE PROCESS.

I'VE HAD NO PROBLEMS, BUT I'M A LITTLE DIFFERENT, A LITTLE STRANGE, BUT BUT I AM CONCERNED LISTENING TO TRUSTEE WHITE AND LISTENING TO TRUSTEE WHITE'S CONCERNS, AND I WOULD PREFER THAT THIS BE PULLED FROM THE AGENDA UNTIL TRUSTEE WHITE GETS AN OPPORTUNITY TO WORK WITH HER COMMUNITY, HER PRINCIPAL, THE ED, AND EVERYONE ELSE.

I DON'T KNOW IF IT'S A BAD IDEA, A GOOD IDEA, AND I'M NOT GOING TO GO IN THAT DEEP WATER, BECAUSE IF SOMEBODY COMES IN MY AREA GOING INTO DEEP WATER, IT'S GOING TO BE TROUBLE.

SO I'M NOT GOING IN THAT WATER, BUT WHAT I AM SAYING IS THAT OUT OF CONSIDERATION FOR HER, AS A TRUSTEE, I THINK IT SHOULD BE PULLED.

THE CONVERSATION SHOULD BE HAD IN THE COMMUNITY.

WE COME BACK IN JULY, MAYBE THE AUGUST MEETING.

WE COULD GO FORWARD WITH IT, BUT LET'S GIVE HER SOME CONSIDERATION.

THANK YOU. TRUSTEE CURRY.

I JUST WOULD, TRUSTEE FOREMAN SUGGESTION, WOULD WANT TO UNDERSTAND WHAT THE RAMIFICATIONS WOULD BE IF WE WERE TO DELAY THE VOTE, BECAUSE IT'S MY UNDERSTANDING, THE IDEA BEGINNING IN THE FALL OF 2024 IS WHEN WE WOULD BE EXPANDING GRADES AND SO NOW WE'RE VOTING ON SOMETHING AND LEAVING THAT SCHOOL IN A LITTLE BIT OF LIMBO.

I CERTAINLY VERY MUCH APPRECIATE AND I HAVE CERTAINLY RESPECT A GREAT DEAL THAT TRUSTEE WHITE SAID SHE WAS NOT GIVEN THE OPPORTUNITY TO PARTICIPATE.

THAT'S SOMETHING THAT WE CERTAINLY SHOULD SHOULD HAVE HAPPENED, AND HOPEFULLY WE CAN LOOK AND SEE WHAT HAPPENED THERE TO AVOID THAT SITUATION IN THE FUTURE, BUT I, YOU KNOW, AND AGAIN, IT'S NOT I'M VERY MINDFUL OF TRUSTEE FOREMAN'S COMMENT ABOUT WADING INTO SOMEONE ELSE'S DISTRICT.

THAT'S AN INCREDIBLY IMPORTANT THING THAT I DID NOT WANT TO BE DISRESPECTFUL TO TRUSTEE WHITE IN THAT REGARD, BUT AT THE SAME TIME, WE I'VE SEEN AND HEARD STORIES OF FAMILIES AT IRMA RANGEL AND THE INCREDIBLE OPPORTUNITIES THEY'VE HAD, AND I WOULD HATE FOR THESE STUDENTS TO NOT HAVE THOSE OPPORTUNITIES BY DELAYING.

SO I WOULD LIKE A BETTER UNDERSTANDING OF WHAT WOULD THE CONSEQUENCES WOULD BE IF WE NEEDED TO DELAY.

SIMPLY DELAYING IT REALLY DOESN'T HAVE A NEGATIVE IMPACT, OTHER THAN THE FACT THAT WE IS NOTED EARLIER, THERE'S A COLLEGE SUCCESS ADVISOR THAT COMES WITH THIS AND WE AS

[02:05:07]

A DISTRICT. JUST TO CLARIFY, WE ARE NOT PAYING FOR THIS POSITION.

THAT POSITION IS ABOVE AND BEYOND THE $250,000 WE'RE GETTING ANNUALLY TO SUPPORT THIS SCHOOL.

SO ULTIMATELY IT WOULD DELAY THE START OF THAT PARTICULAR POSITION.

ANY FUND, THE $250,000 ANNUALLY WOULD BE DELAYED UNTIL THIS WOULD UNTIL THIS WERE TO BE APPROVED AND OF COURSE, THEN THE FUNDS WOULD THEN NEED TO BE AVAILABLE FOR THE SCHOOL TO SPEND ON WHATEVER THE PRINCIPAL AND THE TEAM FELT FIT.

THANK YOU. TRUSTEE MACKEY.

YEAH, I HAVE A POINT OF ORDER BECAUSE I'M NOW CONFUSED.

ARE WE VOTING ON CHANGING THE GRADE LEVELS WITH THIS ITEM? NO, SIR. ARE WE VOTING ON CHANGING THE PROGRAM WITH THIS ITEM? NO, SIR. MY UNDERSTANDING IS WE ARE VOTING ON WHETHER OR NOT WE WILL ACCEPT A GRANT FOR ADDITIONAL RESOURCES IN THE AMOUNT OF $1 MILLION OVER FOUR YEARS.

YES, AND IF YOU ADD THE POSITION, IT'S WELL OVER $1 MILLION THAT WILL, SO, AND IF WE DELAY, WILL THE STUDENTS GET THOSE RESOURCES IN THIS COMING YEAR? IF WE DELAY, WE WILL CONTINUE WITH SCHOOL.

THE DIFFERENCE WOULD BE THAT, AS NOTED EARLIER, THE COLLEGE SUCCESS ADVISOR WOULD NOT BE ONBOARDED, OF COURSE, UNTIL AFTER THIS WERE TO BE APPROVED, AND THEN OTHER PROCEDURAL THINGS THAT NEED TO HAPPEN WITH ONBOARDING AND HIRING FOLKS.

SO IT WOULD JUST DELAY THE SERVICES AND SUPPORTS THAT REALLY ENHANCE THE SUCCESS OF THIS PROGRAM, AND I UNDERSTAND HEAR MY COLLEAGUES CONCERNS ABOUT FEELING IF NOT INCLUDED, IT'S NOT MY PLACE TO SPEAK AS THIS IS NOT, YOU KNOW, IN MY DISTRICT.

I WILL SAY HOW I THINK OF MY ROLE AS A TRUSTEE.

I'M NOT GOING TO WAIT UNTIL ADMINISTRATION INVITES ME TO A MEETING IF I NEED TO HAVE A MEETING, BUT I WANT TO HAVE A MEETING AND I WOULD JUST ENCOURAGE US TO THINK ABOUT THIS IN TERMS OF THE ITEM WE ARE VOTING ON AND NOT EXPAND IT BEYOND THE ITEM THAT WE'RE VOTING ON.

THANK YOU.

IS THERE ANY DISCUSSION FOR ROUND ONE? SUPERINTENDENT. THE ADMINISTRATION WILL PULL THE ITEM.

THIS WILL HAVE JUST AN IMPACT WITH REGARD TO US BEING ABLE TO MOVE FORWARD WITH THE ADDITIONAL POSITIONS THAT WE WOULD NOT BE PAYING FOR.

I DO WANT TO, FOR THE RECORD, IN TRANSPARENCY, THE GRADE LEVEL CONFIGURATION OF THIS SCHOOL IS UP TO THE SUPERINTENDENT, AND MY RECOLLECTION OF THE CONVERSATION WAS THAT WE KNEW WE NEEDED TO EXPAND THE GRADES, AND THAT WAS THE PART THAT WE WERE GOING TO EXPAND.

WE HAVE SPACE THERE.

WE'RE LOSING STUDENTS TO SURROUNDING CHARTERS, AND THIS WAS A WAY THAT WE COULD RETAIN STUDENTS.

SO IT WON'T HAVE AN IMPACT WITH REGARD TO THE PROGRAMING NOR TO THE GRADE LEVELS.

WE WERE SIMPLY WANTING TO BE ABLE TO BRING AND BEAR MORE RESOURCES TO THE SCHOOL AND ADDITIONAL RESOURCES BEYOND THE $250,000 PER YEAR.

BY BRINGING ADDITIONAL PEOPLE THAT THE YOUNG WOMEN'S PREPARATORY NETWORK WAS GOING TO PAY FOR, WE CAN CERTAINLY HAVE COMMUNITY MEETINGS WITH THE TRUSTEE. THE GRADE LEVEL WILL CONTINUE.

I WANT THE COMMUNITY TO KNOW, BECAUSE THERE ARE NOW EIGHTH GRADE STUDENTS THAT WANT TO STAY AND ARE EXPECTING THERE TO BE A NINTH GRADE THERE FOR THE 24-25 SCHOOL YEAR AND IF THEY ARE LISTENING IN, I DON'T WANT THEM TO BE CONFUSED, AND NOW LEAVE US BECAUSE THAT IS THE PURVIEW OF THE SUPERINTENDENCY AT THE SCHOOL.

SO WE WILL BE EXPANDING TO THE NINTH GRADE, AND WE WILL PULL THE ITEM AND WE CAN BRING IT BACK IN AUGUST OR LATER UNTIL THE TRUSTEE HAS HAD AN OPPORTUNITY TO HAVE COMMUNITY MEETINGS.

THANK YOU SUPERINTENDENT.

OKAY. THANK YOU.

OKAY. SINCE THE ITEM HAS BEEN PULLED, THEN ITEM THAT WAS ITEM 10.08 PULLED BY THE ADMINISTRATION AND TRUSTEES.

WE WILL NOW TURN TO ITEM 10.09.

CONSIDER AND TAKE POSSIBLE ACTION TO AUTHORIZE, NEGOTIATE, ENTER INTO A COOPERATIVE AGREEMENT WITH THE RECOMMENDED VENDOR FOR UNIFIED SUPPORT SERVICES RELATED TO MICROSOFT PRODUCTS FOR DISTRICTWIDE USE, NOT TO EXCEED $1.3 MILLION OVER FIVE YEARS.

GENERAL OPERATING SPECIAL REVENUE BOND FUNDS CONSENT ITEM 9.55 PULLED BY TRUSTEES.

WHITE AND TRUSTEES FOREMAN.

TRUSTEES, DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.

TRUSTEES, I HAVE A MOTION BY TRUSTEE MICCICHE, A SECOND BY TRUSTEE JOHNSON.

TRUSTEES. IS THERE DISCUSSION?

[02:10:03]

YES. TRUSTEE WHITE.

MY QUESTION IS, AND MAYBE IT'S ME, BUT I SAW ON THIS CURRENT AGENDA THERE'S TWO PLACES THAT HAS THAT'S REQUESTING FUNDS FOR MICROSOFT PRODUCTS.

IS THAT CORRECT? TWO PLACES.

THERE WAS ANOTHER ITEM.

NO, MA'AM, THIS IS THE ONLY MICROSOFT SUPPORT.

THIS IS FOR SUPPORT SERVICES FOR OUR MICROSOFT PRODUCTS.

SO IT'S NOT THE ACTUAL PRODUCT ITSELF.

IT'S FOR IF WE HAVE A DEDICATED ACCOUNT MANAGER AND IF WE HAVE THEY DO, MICROSOFT DOES HEALTH ASSESSMENTS.

THEY WE HAVE ACCESS TO SPECIALIZED ENGINEERS, ARCHITECTS WHEN WE NEED THEM THAT HELP US IMPLEMENT TECHNOLOGY BASED ON BEST PRACTICES, AND THEY HELP ENSURE WE HAVE HIGH AVAILABILITY, AND SO CAN YOU ALSO EXPLAIN TO ME WHY THIS IS COMING? WELL, ACTUALLY IT SAYS SEVERAL OPERATING SPECIAL REVENUE BOND FUNDS.

I THINK THAT'S BOILERPLATE LANGUAGE FOR THE CONTRACT.

WHAT FUNDS? WE'LL UTILIZE? WE UTILIZE GENERAL OPERATING.

WE MAY UTILIZE SOME BOND FUNDS FOR THAT.

JUST DEPENDING ON THE AVAILABILITY OF THE FUNDS AND THE SOURCE.

OKAY. THANK YOU.

YOU'RE WELCOME.

TRUSTEES IS THERE FURTHER DISCUSSION ON 10.09.

OKAY. TRUSTEES, SEEING NO FURTHER DISCUSSION, PLEASE CAST YOUR VOTES.

TRUSTEE TURNER. WERE YOU ABLE TO VOTE? NO PROBLEM.

WOULD YOU LIKE ME TO VOTE FOR YOU? WHAT IS YOUR VOTE? THANK YOU.

THE MOTION PASSES UNANIMOUS.

TRUSTEES, YOU'VE JUST ADOPTED ITEM NINE.

ITEM 10.09.

TRUSTEES ITEM 10.10 WAS ADDED TO.

WAS RETURNED TO THE CONSENT AGENDA.

ITEM 10.11 WAS RETURNED TO THE CONSENT AGENDA.

SO TRUSTEES WILL NOW TURN TO ITEM 10.12.

CONSIDER AND TAKE POSSIBLE ACTION TO AUTHORIZE, NEGOTIATE, ENTER INTO AGREEMENTS WITH RECOMMENDED POOL OF VENDORS FOR ALTERNATIVE STUDENT TRANSPORTATION SERVICES FOR DISTRICTWIDE USE. NOT TO EXCEED $5,290,938 OVER FIVE YEARS, INCLUDING RENEWAL OPTIONS, GENERAL OPERATING, SPECIAL REVENUE, AND BOND FUNDS.

CONSENT ITEM 9.62 PULLED BY TRUSTEES FOREMAN AND TURNER.

TRUSTEES DO I HAVE A MOTION? MOVE TO APPROVE.

SECOND.

TRUSTEES I HAVE A MOTION BY TRUSTEE MICCICHE AND A SECOND BY TRUSTEE JOHNSON.

TRUSTEES. IS THERE DISCUSSION? YES. TRUSTEE FOREMAN.

CORRECT ME IF I'M WRONG BECAUSE I MIGHT BE GETTING THIS WRONG, BUT I WANT TO MAKE SURE I GOT IT RIGHT.

THIS TRANSPORTATION IS FOR HOMELESS STUDENTS WITHIN OUR SERVICE AREA THAT WE BUS OUT TO OTHER AREAS.

IS THAT CORRECT? YES, AND VICE VERSA.

VICE VERSA MEANS THAT THEY BUS SOME INTO US? YES, WE HAVE TO PICK THEM UP AND WE PAY FOR IT.

SO NO, THEY WOULD BRING THEM TO US AND THEN WE WOULD TAKE THEM HOME.

THEY BRING THEM TO US AND THEN WE TAKE THEM HOME.

SO APPROXIMATELY HOW MANY STUDENTS ARE WE TALKING ABOUT? CAN, I GUESS ABOUT 500? 604. 604.

SO, SUPERINTENDENT, WHEN I SAW THIS, IT GOT MY ATTENTION BECAUSE YOU KNOW HOW I FEEL ABOUT TRYING TO RETAIN STUDENTS IN DALLAS ISD. SO THE FIRST QUESTION IN MY MIND WAS, WHAT ARE WE DOING AS AN OUTREACH TO THIS 600 STUDENTS? SO WE WITH ALL OF OUR STUDENTS IN THIS PARTICULAR CATEGORY, WE ALWAYS OFFER THEM AN OPPORTUNITY, AND LET ME GO BACK TO THE PUBLIC.

I KNOW YOU UNDERSTAND THIS, BUT IN CASE ANYONE'S LISTENING, SO WHEN WE HAVE STUDENTS WHO ARE HOMELESS AND LET'S SAY THEY ALREADY LIVE IN DALLAS ISD

[02:15:01]

AND THEY'RE ATTENDING ONE OF OUR SCHOOLS, BUT THEY GET MOVED, MAYBE TO ANOTHER SHELTER, OR THEY MOVE TO ANOTHER TO A FRIEND'S HOUSE BECAUSE THEY'RE COUCH SURFING, BECAUSE THEY'RE STILL HOMELESS AND NOW THAT NEW DISTRICT WHERE THEY'RE STAYING IS, LET'S SAY IT'S DESOTO ISD.

THEN FIRST WE ASK THE STUDENT IS, YOU KNOW, YOU'RE NOW IN DESOTO.

SO BUT THEY'RE HOMELESS.

SO THERE'S A RELATIONSHIP THAT THE LAW REQUIRES THAT THE DISTRICT'S RECEIVING THE CHILD AND THE DISTRICT THAT WHERE THE CHILD WAS.

WE MUST STILL CONTRIBUTE IF THE CHILD CHOOSES TO NOW GO TO SCHOOL IN THEIR NEW DISTRICT, OR WE HAVE TO MAKE SURE THEY HAVE TRANSPORTATION TO THE NEW SCHOOL, IF THEY CHOOSE THAT AND THEY'RE RESIDING IN OURS, AND IT'S A TWO WAY, SO WE PAY IN ONE INSTANCE, WE PAY TO GET THEM THERE, AND THE OTHER DISTRICT PAYS TO GET THEM BACK, AND THAT'S WHEN DAVID SAID VICE VERSA, BECAUSE OF COURSE, THE INTENT IS THAT OUR STUDENTS WHO ARE HOMELESS ARE ALREADY DEALING WITH SO MANY OTHER CHALLENGES, THAT ONE OF THE MOST IMPORTANT INDICATORS TO THEIR SUCCESS IS THAT THEIR SCHOOL STAY CONSISTENT, AND SO IN MANY INSTANCES, IT'S MORE IMPORTANT THAT THEY ACTUALLY STAY AT WHATEVER SCHOOL THEY'RE AT, RATHER THAN US TRYING TO KEEP THEM.

IF THEY WEREN'T ALREADY IN OUR SCHOOLS OR TRYING TO GET THEM TO COME TO US IF THEY'VE MOVED TO US, BUT WE ALWAYS WORK WITH THEM.

JOHN'S DEPARTMENT DOES, MR. DAHLANDER DOES WORK WITH THEM INDIVIDUALLY TO TRY TO SEE.

IS IT BETTER FOR YOU NOT TO HAVE TO BE TRANSPORTED BACK AND FORTH? SO THE TOTAL NUMBER OF STUDENTS THAT WE HAVE IDENTIFIED THAT ARE HOMELESS IS OVER 4000.

4700. 4700 TOTAL.

THOSE ARE HOMELESS STUDENTS THAT WE KNOW ABOUT, BECAUSE WE ALSO KNOW THAT THERE'RE STUDENTS WHO WE MAY NOT KNOW ABOUT BECAUSE THEY HAVEN'T COME TO ACTUALLY LET US KNOW, AND THEN THIS IS THE 600, THOUGH, THAT WE'RE BEING PROVIDED.

WE ARE PROVIDING AND OR RECEIVING THROUGH ANOTHER DISTRICT THE TRANSPORTATION COSTS, BECAUSE THEY'RE EITHER ATTENDING A SCHOOL OUTSIDE OF OUR DISTRICT BUT LIVE IN OUR ATTENDANCE ZONE OR VICE VERSA.

SO YOU KIND OF MAKE MY POINT THAT MY POINT IS CONSISTENCY FOR HOMELESS STUDENTS, AND IF WE HAVE HOMELESS STUDENTS IN OUR DISTRICT AND THEY'VE MOVED THEM TO A SHELTER SOMEWHERE ELSE, WHAT ARE WE DOING? AND MAYBE JOHN, IS THE TRANSPORTATION THAT WE PROVIDE SO THEY CAN STAY WITH US.

NO, NO, NO, BUT WHAT ARE WE DOING TO MAKE SURE THAT THESE STUDENTS STAY IN OUR AREA, IF AT ALL POSSIBLE? I GOT YOU, I UNDERSTAND, HOW CAN WE FIND ANOTHER LOCATION THAT WOULD EVEN BE WITHIN OUR SCHOOL DISTRICT? YEAH, SURE.

MIGHT BE CLOSER.

SAY, FOR INSTANCE, IF THEY MOVED THEM TO RICHARDSON.

NOW, I GOT THE QUESTION NOW, THEN WE GOT SCHOOLS THAT ARE CLOSER BECAUSE CONSISTENCY DOES MATTER, AND BECAUSE WE ARE A LARGE DISTRICT AND WE HAVE OPPORTUNITIES IN THE HOMELESS AREA THAT THEY MIGHT NOT HAVE IN SMALLER DISTRICTS.

WHAT ARE WE DOING TO TRY TO ENCOURAGE THESE STUDENTS TO STAY IN OUR AREA SO WE CAN CONTINUE TO GIVE THEM ALL OF THE SUPPORT, THE WRAPAROUND SUPPORT, THE MENTAL HEALTH SUPPORT AND ALL THE OTHER THINGS THAT TAKE PLACE.

CHIEF DAHLANDER. IT'S A CASE BY CASE BASIS, AS YOU MAY KNOW, AND SO IF A SHELTER OPENS UP, LET'S SAY IN PLANO, AND IT'S MORE CONVENIENT FOR THOSE STUDENTS TO GO TO THAT SHELTER IN PLANO, THEN THAT'S WHERE THEY END UP GOING, AND WE'RE TRANSPORTING THEM EITHER BACK INTO OUR DISTRICT OR BACK INTO PLANO.

NOW WHAT THE MCKINNEY VENTO ACT ASKS SCHOOL DISTRICTS TO DO IS TO PROVIDE THAT CONSISTENCY THAT DR.

ELIZALDE WAS TALKING ABOUT AND TO TRY TO KEEP THEM IN THEIR SCHOOL OF ORIGIN RATHER THAN TRYING TO TRANSFER THEM INTO OUR DISTRICT ITSELF, AND SO WHAT ARE I GUESS I KEEP ASKING THE SAME QUESTION WHAT ARE WE DOING TO TRY TO KEEP THEM IN THEIR SCHOOL OF ORIGIN? ARE WE ARE WE TRACKING? DO WE HAVE MENTAL HEALTH COUNSELORS TALKING TO THEM? COUNSELORS TALKING TO THE FAMILIES? EXACTLY WHAT ARE WE DOING? I'LL NEED TO GET BACK WITH YOU ON THAT QUESTION.

OKAY, IF YOU WOULD.

BECAUSE IT JUST MAKES MORE SENSE TO ME IF THEY'RE IN OUR DISTRICT AND EVEN IF THEY HAVE TO GO TO A SHELTER SOMEWHERE ELSE, THE RESOURCES THAT WE HAVE MIGHT BE GREATER THAN THE OTHER SMALLER SCHOOL DISTRICT

[02:20:02]

AND TRYING TO KEEP THEM IN OUR DISTRICT AND KEEP CONSISTENCY MAKES MORE SENSE.

SO IF YOU WOULD GET BACK TO ME ON THAT, I WOULD APPRECIATE IT.

THANK YOU. ALL RIGHT. THANK YOU, TRUSTEE TURNER.

YES, I AGREE WITH TRUSTEE FOREMAN THAT CONSISTENCY IS VERY, VERY IMPORTANT THAT WE KEEP FOR OUR HOMELESS STUDENTS.

THE QUESTION THAT I'M ASKING, DOES THIS ALSO INCLUDE SPED STUDENTS AS WELL? YES, IN SOME CASES.

SO WHAT WOULD BE CONSIDERED SOME CASES? SO SOMETIMES WE HAVE TO TRANSPORT STUDENTS WITH SPECIAL NEEDS WHO REQUIRE A PRIVATE DUTY NURSE.

SO WE TRANSPORT BOTH THE NURSE AND THE STUDENT.

SO BECAUSE THE NURSE HAS TO ACCOMPANY THE STUDENT.

SO THAT CAN BE FROM A CHILD'S HOME TO SCHOOL.

DOOR TO DOOR? DOOR TO DOOR, AND EVEN IF THAT STUDENT, LIKE, WENT TO A FIELD TRIP? YES. ANYTHING.

SO BASICALLY WE'RE RESPONSIBLE FOR THAT CHILD AND THAT NURSE FROM THE TIME THEY LEAVE THAT CHILD'S HOME UNTIL THAT CHILD GETS BACK HOME.

IS THAT CORRECT? CORRECT, AND THEN ABOUT HOW MANY SPED STUDENTS ARE WE SERVING? I BELIEVE LAST YEAR IT WAS SEVEN SEVEN.

IS THAT IS THAT A NORMAL OR IS THAT.

WELL, THE MCKINNEY-VENTO IS WAY UP AND THE THE PRIVATE DUTY NURSE.

THAT'S ABOUT 5 TO 10 EVERY YEAR.

5 TO 10 EVERY YEAR. OKAY.

ALL RIGHT. THAT'S ALL I HAVE.

THANK YOU. YES, SIR.

TRUSTEE. IS THERE ANY OTHER DISCUSSION? FURTHER DISCUSSION ON 10.12.

TRUSTEE SEEING NONE.

PLEASE CAST YOUR VOTES.

THE MOTION PASSES UNANIMOUS.

TRUSTEES, YOU HAVE JUST ADOPTED.

ITEM 10.12.

TRUSTEES, ITEM 10.13 WAS ADDED BACK TO THE CONSENT AGENDA.

ITEM 10.14 WAS ALSO ADDED BACK TO THE CONSENT AGENDA.

SO TRUSTEES WILL NOW TURN TO ITEM 15.

ADJOURNMENT. THE TIME IS 8:23 P.M., AND THIS MEETING IS ADJOURNED.
