ALL RIGHT. THE TIME IS NOW 12:13 P.M..
[6. VISION/PROGRESS MONITORING]
WE'RE IN OPEN SESSION.WE DIDN'T TAKE ANY ACTION IN CLOSED SESSION.
LET ME GET TO THE FIRST AGENDA ITEM, WHICH IS VISION AND PROGRESS MONITORING.
ELIZALDE AND HER TEAM TO DISCUSS STUDENT OUTCOME GOALS.
I'M GOING TO TURN IT OVER TO OUR CHIEF OF SCHOOLS, TIFFANY HUITT-POWELL, AND OUR CHIEF ACADEMIC OFFICER, ANGIE GAYLORD, WHO WILL TAKE US THROUGH OUR MONTHLY PROGRESS MONITORING.
AND AGAIN, OUR FOCUS HERE IS ON THE GPMS THAT ARE CONNECTED TO GOAL ONE.
AND THOSE GPMS ARE CONNECTED TO THE OVERALL GOAL, WHICH ULTIMATELY IS STUDENT ACHIEVEMENT ON STATE ASSESSMENTS AND ALL SUBJECTS IN DOMAIN ONE, WHICH IS THE GOLD STANDARD, WILL INCREASE FROM 46 TO 58 BY JUNE OF 2025.
AND ALSO THERE WILL BE A DISCUSSION ON GPMS 4.1 AND 4.3.
THOSE TWO ARE ALIGNED TO GOAL FOUR.
GOAL FOUR IS MIDDLE SCHOOL, MIDDLE GRADE SIX THROUGH EIGHT.
AND LASTLY, THERE WILL BE A PROGRESS MONITORING ON CONSTRAINT 2.1, WHICH RELATES TO ENSURING A HIGH LEVEL OF CAMPUS STAFF SATISFACTION. AND WITH THAT, I'LL TURN IT OVER TO OUR CHIEFS.
WE JUST NEED SOME HELP ADVANCING.
OH, WE FIGURED IT OUT. THANK YOU, I APPRECIATE IT.
ELIZALDE. AND AGAIN, GOOD MORNING.
I'LL JUST START WITH, A SUMMARY OF OUR PROGRESS THUS FAR.
OUR AFRICAN AMERICAN STUDENTS MAP MIDDLE OF THE YEAR READING AND MATH OUTCOMES USING DOMAIN ONE AGAIN AS A PROJECTION AND THEN MAP GPM 1.3 IS MAPPED MIDDLE OF THE YEAR READING AND MATH OUTCOMES AT MEETS PLUS WE ARE PROGRESSING AT ALL THREE GPMS. SO WHILE WE EXCEEDED OUR PRIOR YEAR VALUES BY TWO OR MORE PERCENTAGE POINTS, WE WERE SHORT ON MEETING THE 2023 TARGETS, ALTHOUGH MOST ALMOST ALL OF OUR STUDENT GROUPS INCREASED.
CHIEF HUITT, CAN YOU GET A LITTLE CLOSER TO THE SORRY OR MOVE THE MIC? BECAUSE I KNOW YOU'RE LOOKING AT YOUR SLIDES.
CAN Y'ALL HEAR ME? THIS IS BETTER.
[00:05:08]
THOSE WITHIN, GOAL FOUR, WE HAVE GPMS 4.1, WHICH IS STUDENT ACHIEVEMENT FOR ALL STUDENTS IN MIDDLE SCHOOL AND READING AND MATH AND THE PROJECTED OUTCOMES USING DOMAIN ONE. OUR AFRICAN AMERICAN STUDENTS FOR 4.2 6TH THROUGH 8TH GRADE, MIDDLE OF THE YEAR READING AND MATH OUTCOMES WITH PROJECTION ON DOMAIN ONE.WE ARE PROGRESSING IN ALL THREE GPMS. AND SO JUST IN SUMMARY, WE CAN SEE THAT WE EXCEEDED OUR PRIOR YEAR VALUES BY THREE OR MORE PERCENTAGE POINTS, BUT WE WERE SHORT ON MEETING THOSE 2324 TARGETS AND MOST OF OUR STUDENT GROUPS INCREASED.
WE SAW THAT, WE ARE OFF TRACK.
OUR SURVEY ITEMS FROM THE STAFF, WERE DECREASED BY 1.1 PERCENTAGE POINTS FROM THE PRIOR SCHOOL YEAR.
SO I'LL JUST START WITH GPM 1.1, AND WE CAN SEE THAT, AGAIN, OUR GOAL WAS TO GO FROM OUR ACTUAL TARGET WAS 45.
WE MOVED FROM 34 PERCENTAGE POINTS TO 37 PERCENTAGE POINTS.
SO WE CAN SEE AGAIN AN INCREASE OF THREE PERCENTAGE POINTS FROM THE PRIOR YEAR, WHICH MAKES US A PROGRESSING BECAUSE WE ALSO FAILED TO MEET OUR TARGET OF 45. IF YOU TRANSITION DOWN TO THE TABLE BELOW, YOU CAN SEE THAT IN OUR PSEUDO DOMAIN ONE PROJECTIONS THAT WE SAW INCREASES BY ALL STUDENT GROUPS.
AND INCREASES BETWEEN 2 TO 3 PERCENTAGE POINTS OR 1 TO 3 PERCENTAGE POINTS.
ON GPM 1.2 FOR OUR AFRICAN AMERICAN STUDENT ACHIEVEMENT.
WE CAN SEE THAT WE ARE ACTUAL FOR 2023 WAS A 27.
OUR TARGET FOR THIS SCHOOL YEAR WAS A 40.
WE INCREASED BY THREE PERCENTAGE POINTS.
SO OUR ACTUAL IS 30, WHICH MAKES US PROGRESSING AS INDICATED BY OUR STOPLIGHT.
AND THEN WE CAN ALSO SEE THAT SAME DATA REPRESENTED IN THE TABLE BELOW.
AND THEN FOR GPM 1.3 WHICH IS A FOCUS ON OUR STUDENTS STUDENT ACHIEVEMENT IN MATH AND READING AT MEETS PLUS WE CAN SEE THAT OUR TARGET WAS 39.
OUR ACTUAL FOR 2022, 2023 WAS THE 31.6 AND WE INCREASED TO 34.1, AGAIN FALLING SHORT OF OUR TARGET BUT INCREASING FROM LAST YEAR, WHICH MAKES US PROGRESSING AGAIN, INDICATED BY THE STOPLIGHT.
AND IF YOU TRANSITION TO THE TABLE BELOW, YOU CAN SEE THAT WE ALSO HAD, INCREASED STUDENT ACHIEVEMENT, BASED ON ALL OF OUR STUDENT GROUPS REPRESENTED ON THIS TABLE. AND NOW I'LL TURN IT OVER TO CHIEF GAYLORD, WHO WILL TALK ABOUT OUR HIGH LEVERAGE STRATEGIC INPUTS, OUTPUTS TO DATES AND A STRATEGIC ADJUSTMENTS.
SO IF YOU, WE'RE GOING TO GO LEFT TO RIGHT BY GPM.
SO GPM 1.1 OUR INPUTS WAS PILOTING OUR HQIMS AT 98 CAMPUSES THIS LAST YEAR.
FROM THAT YOU CAN TELL OUR OUTPUTS TO DATE.
OUR BIG HIGHLIGHT IS THAT FROM BEGINNING OF THE YEAR TO MIDDLE OF THE YEAR, WE HAD FEWER DECLINES.
IN A SUMMARY OF 16 AREAS, WE'VE INCREASED IN 12.
SO THE MAJORITY OF OUR GRADE LEVELS ARE INCREASING.
WE'RE GOING TO BE CONSISTENT WITH IMPLEMENTATION, WITH ROLLOUT, WITH PROFESSIONAL DEVELOPMENT, WITH INSTRUCTIONAL WALKS, SUPPORTING SCHOOLS TO MAKE SURE THAT WE'VE GOT REAL, TRUE HIGH FIDELITY ON ALL OF OUR CAMPUSES.
WITH TIER ONE CURRICULUM, WE HAVE ADJUSTED AN APPROACH AROUND HOW WE'RE USING SOME OF OUR INTERVENTIONIST USING THE MAP SKILL, THE MAP DATA, TO JUST CLOSE SOME OF THE ACHIEVEMENT GAPS. AND THEN WHEN YOU GO INTO GPM 1.2, I'M GOING TO GO AGAIN FROM LEFT TO RIGHT.
FOR LAST YEAR, WE PROVIDED ADDITIONAL SUPPORTS AT OUR HIGH PRIORITY CAMPUSES.
OUR OUTPUT IS THE FACT THAT WE HAVE GROWN FOUR POINTS IN MATH AND FOUR POINTS IN READING FOR ALL STUDENTS AFRICAN AMERICAN, IN GPM 1.2, AND THEN FOR OUR STRATEGIC ADJUSTMENTS RIGHT NOW IN THE 23-24 SCHOOL YEAR, WHAT WE CALL QUARTER THREE, WHICH IS RIGHT NOW IS REALLY MAKING SURE WE'RE
[00:10:04]
PROVIDING ADDITIONAL SUPPORTS FOR STUDENTS WITH OUR INTERVENTIONISTS, OUR INSTRUCTIONAL SPECIALISTS, FROM COACHING TO MODELING CURRICULUM LESSONS TO ALSO PLANNING AND PLCS.AND THEN IF WE GO DOWN TO GPM 1.3, IT WAS REALLY FOCUSED IN LAST YEAR ON WHAT WE CALLED A, YOU KNOW, OUR ADAPTIVE TECHNOLOGY THAT WE WERE USING IN TIER TWO, WHICH WE DID NOT HAVE A COHERENT RESOURCE FOR THAT.
AND SO RIGHT NOW WE HAVE IMPLEMENTED A UNIFORM TIER, TIER TWO INSTRUCTIONAL, SYSTEM.
AND THEN THE STRATEGIC ADJUSTMENT THAT WE'RE CONTINUING TO WORK THROUGH IS REALLY MAKING SURE THAT HIGH RIGOR, HIGH UNIFORM, CONSISTENT, TIER TWO RESOURCE IS ALIGNED ACROSS ALL OF OUR GRADE LEVELS AND ALL OF OUR SCHOOLS.
SO I'M GOING TO CHANNEL MY INNER CHILDHOOD TIFFANY'S VOICE AND SPEAK A LITTLE BIT LOUDER.
SORRY ABOUT THE LACK OF CLARITY EARLIER WITH MY VOICE TONE.
AND WE SAID THAT THEY WOULD INCREASE FROM 40 TO 50 PERCENTAGE POINTS BY JUNE 2025.
LAST YEAR'S ACTUAL WAS 33 PERCENTAGE POINTS.
WE INCREASED BY THREE PERCENTAGE POINTS.
AND SO, WE'RE AT 36 THIS YEAR.
AND AGAIN, WE ARE FELL SHORT OF OUR TARGET.
SO WE ARE AT PROGRESSING AGAIN.
IF YOU TRANSITION DOWN TO THE TABLE BELOW, YOU CAN SEE INCREASES BY OUR STUDENT GROUPS.
YOU CAN SEE IN GPM 4.2, THAT THIS IS OUR AFRICAN AMERICAN STUDENT ACHIEVEMENT IN DOMAIN ONE, PROJECTED AT PROJECTED DOMAIN ONE.
PARDON ME. WE CAN SEE THAT OUR ACTUAL WAS 26.
SO WE CAN SEE AN INCREASE OF THREE PERCENTAGE POINTS.
SO WE FELL JUST SHORT OF THAT TARGET.
AND AGAIN WE CAN SEE THAT WE ARE PROGRESSING AS INDICATED BY THE STOPLIGHT.
AND AGAIN THAT THAT DATA IS REPRESENTED ON A TABLE BELOW.
WE INCREASED FROM LAST YEAR'S 28 PERCENTAGE POINTS TO 31.2 PERCENTAGE POINTS.
AND OUR TARGET WAS 34 PERCENTAGE POINTS.
AND SO AGAIN, WE FELL SHORT OF THAT TARGET.
BUT WE DID HAVE INCREASE FROM LAST YEAR.
AND I JUST WANT TO SAY BEFORE WE MOVE ON TO THE NEXT SLIDE, AND I TURN IT OVER TO DR.
KIND OF WE JUST THINK ABOUT WHAT IS THE HEADLINE.
IT IS ESSENTIALLY THIS IF WE GO BACK TO THE SUPERINTENDENT'S, GOAL PRESENTATION, OUR STUDENT OUTCOME PRESENTATION LAST MONTH, AND WE CONSIDER THIS DATA BELOW, WE CAN SEE THAT WHILE WE HAVE NOT MET OUR TARGETS, WE ARE MAKING YEAR TO YEAR PROGRESS ACROSS STUDENT GROUPS.
AND IF WE GO BACK AND CHANNEL THAT LAST PRESENTATION ACROSS COHORTS FROM YEAR TO YEAR, ACROSS MOST GRADE LEVELS AND SUBJECT AREAS, AND WE ALSO HAD FEWER DECLINES FROM BEGINNING OF THE YEAR TO MIDDLE OF THE YEAR COMPARED TO PRIOR DATA.
SO THIS IS PROMISING BECAUSE IT ESSENTIALLY MEANS THAT IN THE MIDDLE OF THE YEAR, WE'RE IN A BETTER PLACE THAN WE'VE ESSENTIALLY EVER BEEN AND WE'RE AT A HIGHER RATE OF STUDENT ACHIEVEMENT. SO WE ANTICIPATE HIGHER OUTCOMES AT THE END OF THE SCHOOL YEAR.
AND JUST AS A REMINDER, THIS IS MIDDLE OF THE YEAR DATA, PROJECTED TO END OF YEAR.
SO FOR GPM 4.1 AND THROUGH 4.3, REMINDER OF MIDDLE SCHOOL GOING LEFT TO RIGHT.
LAST YEAR WE PILOTED THE MATH CURRICULUM IN SOME MIDDLE SCHOOL CAMPUSES.
FROM THAT, WE KNOW THAT OUR OUTPUTS THAT STUDENTS ARE SHOWING A POSITIVE INCREASE WE'VE GIVEN YOU FROM YEAR TO YEAR HOW THAT POINT INCREASED FROM READING AND FROM MATH.
[00:15:01]
AND THEN THE STRATEGIC ADJUSTMENTS THAT WE'RE LOOKING AT RIGHT NOW WITH ACADEMIC SERVICES AND SCHOOL LEADERSHIP TOGETHER IN PARTNERSHIP, REALLY MAKING SURE THAT WE MONITOR AND PROVIDE TIER ONE MATH SUPPORTS AROUND PROFESSIONAL DEVELOPMENT, PROFESSIONAL COACHING, ENGAGING OUR TEACHERS IN MAKING SURE THAT THEY ARE REALLY CONCEPTUALLY UNDERSTANDING THE CURRICULUM TO DIG DEEPER.FOR GPM 4.2, FROM LAST YEAR, WE ASSIGNED INSTRUCTIONAL LEAD TEACHERS ACROSS TIER TWO AND TIER THREE MIDDLE SCHOOL CAMPUSES. WITH THAT, YOU CAN TELL, OUR MIDDLE SCHOOL AFRICAN AMERICAN DATA HAS GROWN.
I'VE LISTED IT OUT FOR YOU BY SIXTH, SEVENTH AND EIGHTH GRADE IN THE MIDDLE OF THE SLIDE FROM LAST YEAR TO THIS YEAR FOR MIDDLE OF THE YEAR, TWO POINT INCREASE IN READING, THREE POINT IN MATH FOR SIXTH GRADE, FOUR POINT INCREASE IN READING, FOUR POINT FOR MATH IN SEVENTH GRADE.
AND THEN, SOME BIG INCREASES FOR EIGHTH GRADE IN READING AND IN MATH.
OUR STRATEGIC ADJUSTMENT RIGHT NOW HAS TRULY BEEN REALLY MAKING SURE WE'RE PROVIDING SUPPORT AROUND THE MAP, MAKING SURE WE UNDERSTAND THE REPORTING CATEGORIES, MAKING SURE THAT WE ALIGN THE STANDARDS THAT WAY.
KIDS, ALL STUDENTS KNOW ONCE THEY TAKE THESE ASSESSMENTS, WHAT ARE THEIR STRENGTHS? WHAT ARE THEIR WEAKNESSES, AND HOW DO WE REALIGN INSTRUCTIONAL SUPPORT FOR THEIR OWN STUDENT SKILL DEVELOPMENT? AND THEN ALSO REALIGNING THE ADULTS, MAKING SURE WE'VE GOT CURRICULUM COACHES IN AREAS THAT WE NEED THEM.
THAT WAY THEY CAN REALLY GO INTO MORE DEEP DIVES, AND EVEN DOING DATA CONSULTATIONS WITH SOME OF OUR CAMPUSES AROUND HOW YOU USE THE DATA TO TRANSFORM THE THE INSTRUCTION IN THE CLASSROOM.
AND MIDDLE SCHOOL IS NOT AN EASY GRADE BAND, TO REALLY STAY THE COURSE AND ACCELERATE.
WE CALL THEM FLASHBACK LESSONS, ALSO CREATING A VIDEO LIBRARY SO THAT THEY CAN ACTUALLY SEE EACH OTHER AND LEARN FROM OTHER TEACHERS IN THE IN THE DISTRICT AROUND OPPORTUNITIES TO ENHANCE THE MATH CURRICULUM.
OKAY. AND FINALLY WE'LL DISCUSS CONSTRAINT TWO CPM.
AND THAT IS ON OUR FALL CLIMATE SURVEY AND LEVEL OF CAMPUS STAFF SATISFACTION.
WE ARE SUPPOSED TO MOVE TO 74% BY 2025, AND WE CAN SEE ON THE TABLE THAT WE LOST GROUND.
WE DROPPED HAD A LOSS OF ABOUT 1.1 PERCENTAGE POINTS FROM LAST YEAR.
SO WE ARE OFF TRACK FOR THIS CPM.
IF YOU TRANSITION TO THE TABLE BELOW, YOU'LL SEE THAT WE PUT SOME INDICATORS IN THERE.
WE HAVE SOME YELLOW ARROWS, RED ARROWS AND GREEN ARROWS.
THE YELLOW ARROWS INDICATE THAT WE HAVE A LOSS OF A ONE PERCENTAGE POINT OR LESS.
RED IS ONE PERCENTAGE POINT OR MORE.
AND THEN GREEN INDICATES WHERE WE HAD AN INCREASE.
AND IN JUST AGAIN, I'LL JUST KIND OF DO IT OVERALL HEADLINE WHAT WE IS SUSPECT IS GOING ON OVERALL IS THAT THIS YEAR WE HAD A LOT OF LARGE SCALE CHANGES FROM CURRICULUM TO THE WAY WE SHIFTED STAFF TO SUPPORT STUDENTS, TO SOME OF OUR SHIFTS IN PRACTICES AND PROTOCOLS, LIKE WITHIN OUR PLCS.
AND SO WE KNOW THAT THERE WERE A LOT OF NON-NEGOTIABLES THIS YEAR TO BETTER SUPPORT STUDENTS.
AND WE ANTICIPATED THAT IMPACT ON MORALE FOR STAFF.
AND SO IF I CAN GO DOWN TO ONE OF OUR GREEN INDICATORS, OUR GREEN INDICATOR, IT'S AROUND DISCIPLINE.
I'M GOING TO TALK ABOUT THIS AS SORT OF AN EXAMPLE.
BUT SINCE THAT TIME, WE'VE TRAINED STAFF, OUR RESET CENTER COORDINATORS.
WE HAVE A REALLY A COLLECTIVE PHILOSOPHY AROUND OUR RESET CENTERS.
AND WE SEE THE USE OF OUR RESET CENTERS INCREASED ACROSS THE DISTRICT.
[00:20:08]
SO I'LL GO TO THE INPUTS, OUTPUTS AND STRATEGIC ADJUSTMENTS SO WE CAN TALK A LITTLE BIT ABOUT HOW WE'RE PREPARING FOR THIS AND DEALING WITH IT.ONE OF THE OTHER PIECES OF FEEDBACK THAT WE GOT THAT WE'RE IMPLEMENTING THIS YEAR IS THAT WE'VE TIERED PROFESSIONAL DEVELOPMENT FOR OUR NEW TEACHERS AND PROGRESSING TEACHERS, AND WE'RE WORKING ON TEACHER PROFESSIONAL DEVELOPMENT FOR OUR PRINCIPALS.
CONTINUING WITH THE THEME OF SORT OF CURRICULUM IMPLEMENTATION, LAST YEAR WE HAD AN OPPORTUNITY TO PILOT THAT CURRICULUM IMPLEMENTATION ACROSS SEVERAL SCHOOLS WITHIN DALLAS ISD.
AND WE WERE ABLE TO DEVELOP A PROTOCOL AFTER THE JANUARY OR AFTER THE FALL CLIMATE SURVEY IN JANUARY TO GET FEEDBACK FROM THE TEACHERS ON HOW WE COULD BETTER SUPPORT THEM.
SO USING THAT FEEDBACK AND SOME OTHER INITIATIVES, GIVEN TO US BY OUR SUPERINTENDENT, WE WERE ABLE TO UTILIZE, A BOOK CALLED MANAGING TRANSITIONS, ACROSS ALL OF OUR CAMPUSES TO REALLY HELP DEAL WITH THE EMOTIONAL AND PSYCHOLOGICAL, IMPACT THAT HAPPENS WITH WIDE SCALE CHANGE.
AND WE CAN SEE AGAIN THAT, WHEN WE ARE PROVIDING TRAINING, WE ARE PROVIDING THE RIGHT SUPPORTS, THAT WE'RE GETTING AN OVERALL A REALLY GOOD OUTCOME FROM OUR, POSITIVE SATISFACTION RATE ON CURRICULUM IMPLEMENTATION.
AND THEN FINALLY, WE WANTED TO BRING BACK AN ITEM THAT WE HIGHLIGHTED LAST YEAR.
WE, PROVIDED PROFESSIONAL DEVELOPMENT FOR OUR MIDDLE SCHOOL AND HIGH SCHOOL OFFICE MANAGERS.
WHY? BECAUSE THEY ARE TYPICALLY THE HEARTBEAT OF THE SCHOOL.
AND SO WE PROVIDED THE OFFICE STAFF WITH FOUR CORE TRAINING.
AND WE CAN SEE THAT 82% OF THOSE RESPONDENTS THOUGHT THAT IT WAS REALLY POSITIVE.
AND SO WE'VE EXPANDED THAT OFFICE STAFF TRAINING ACROSS OUR ELEMENTARY CAMPUSES.
AND THEN THIS YEAR, WE'RE PREPARING TO EXPAND IT ACROSS, MORE OFFICE STAFF.
AND THAT CONCLUDES OUR PRESENTATION.
AND WITH THAT WILL TAKE QUESTIONS.
THANK YOU BOTH. TRUSTEES ARE THERE QUESTIONS COMMENTS.
THANK YOU FOR THE PRESENTATION.
WE'LL START IN THE FIRST PART.
I KNOW THERE'S A LOT OF STUFF TO GO THROUGH THERE.
BECAUSE EVEN THOUGH WE'RE NOT HITTING THE VERY AGGRESSIVE GOALS THAT WE NEVER DROP DOWN, I THINK I SAW GROWTH IN ABSOLUTELY EVERY SINGLE AREA YEAR OVER YEAR IN MAP, WHICH WE KNOW IS A TEST THAT IS NOT JUST IT'S NOT STANDARDS BASED.
IT'S, YOU KNOW, IT'S NOT FOCUSED ON A PARTICULAR SET OF THOSE THINGS.
SO KIDS HAVE TO TRULY LEARN AND GROW.
SO I THINK THAT'S WORTH CALLING OUT AND THANKING YOU ALL FOR THAT.
AND USUALLY DURING IMPLEMENTATION YOU SEE FALLS.
AND THE FACT THAT WE DON'T SEE A FALL IN THAT FIRST YEAR IS A IS AN UNDERSCORE.
AND SO I KNOW THAT'S BEEN AN ENORMOUS LIFT FOR OUR TEACHERS, OUR PRINCIPALS, EVERYONE.
I HAVE A COUPLE QUESTIONS AROUND THIS.
SO FIRST IS WE'VE SEEN GROWTH IN MAP.
WE HAVE TO GO REDO ALL THE ACP'S IN SOME INSTANCES, ETC..
ARE WE SEEING A DIFFERENCE LIKE BETWEEN MAP ACHIEVEMENT AND ACP ACHIEVEMENT, WHERE WE HAVE THEM IN THE SAME CLASSES, AND HOW ARE WE THINKING ABOUT THOSE? BECAUSE I KNOW THIS, WE'VE TALKED ABOUT, YOU KNOW, DO WE JUST EVENTUALLY START TO LEAN MORE ON MAP INSTEAD OF ACP'S, ETC.? SURE. SO WE ACTUALLY HAVE MAP FOR OUR TESTED AREAS IN THIRD GRADE THROUGH EIGHTH GRADE, AND THEN WE HAVE ACP'S FOR OUR HIGH SCHOOL AREAS AND THAT INCLUDES ALGEBRA ONE.
ONE OF THE ADDITIONAL TRAINING PIECES THAT CHIEF GAYLORD'S TEAM HAD TO PROVIDE TO OUR TEACHERS WAS AROUND HOW OUR CARNEGIE AND MATH [INAUDIBLE] CURRICULUM WORK TOGETHER, WITHIN THE CLASSROOM SO THAT THEY COULD ACTUALLY SEE THE TRUE ALIGNMENT BETWEEN THAT, THOSE CURRICULAR PIECES AND WHAT'S IN THE ACP.
[00:25:07]
SO AS WE'VE GONE OUT AND THEN TRAINED THEM ON THOSE CURRICULAR PIECES, THEY CAN THEY CAN SEE THE ALIGNMENT.SO SO DID I HEAR YOU RIGHT? DO WE HAVE DO WE STILL HAVE ACP'S AND TESTED SUBJECTS THIRD THROUGH EIGHTH GRADE.
ARE WE SEEING ANY GRADE LEVELS IN WHICH WE'RE DOING PARTICULARLY WELL OR ARE FALLING PARTICULARLY BEHIND IN ELA OR MATH? YEAH, I WOULD SAY THAT, WE WERE REALLY, REALLY I DON'T WANT TO USE THE RIGHT WORD, BUT I'M GOING TO SAY IMPRESSED WITH THE STUDENT PERFORMANCE IN MIDDLE SCHOOL.
IT WAS A HIGHER LEVEL OF PERFORMANCE THAN WE'VE SEEN IN THOSE COHORTS YEAR OVER YEAR.
AND SO THAT WAS REALLY IMPRESSIVE, THAT PARTICULAR DATA.
AND THEN I DON'T KNOW IF, CHIEFGAYLORD, IF YOU WANT TO ADD TO SOME OF THE OTHER DATA POINTS.
IT WAS THIRD AND FOURTH GRADE ONLY EVERYTHING.
YEAH. AND SO TRUSTEE MACKEY TO YOUR POINT THEN THAT CREATES A STRATEGY, RIGHT.
THAT CREATES A SYSTEM WHERE WE WORK WITH EACH OTHER'S TEAM TO THINK IS IT ACROSS THE BOARD? IS IT THE DESIGN OF THE CURRICULUM? IS IT DESIGN OF A PROFESSIONAL DEVELOPMENT? AND THEN FROM THERE, HOW DO WE MAKE THE TWEAKS TO CORRECT? WHAT ARE WE FINDING IN THAT THIRD AND FOURTH GRADE? BECAUSE I KNOW SOME OF OUR GOALS ARE 2/5 OF OUR GOALS ARE THIRD GRADE.
SO WHAT ARE WE FINDING? WHAT ARE WE LEARNING IN THAT AND WHAT ARE WE WHAT ADJUSTMENTS WE'RE MAKING THERE? I WOULD SAY THE BIGGEST PIECE FOR THIRD IS JUST THE FOUNDATIONAL LANGUAGE SKILL AND DEVELOPMENT, FOR VOCABULARY.
AND THAT'S WHY IT'S BEEN KEY THAT OUR NEW CURRICULUM HAS SO MUCH ACADEMIC VOCABULARY, A LOT.
WE'RE ALSO REALIZING THAT WITH THIS NEW CURRICULUM, THERE'S A LOT OF YEARS THAT ARE BUILDING, AND SO REALLY MAKING SURE OUR ALIGNMENT WITH PRE-K, KINDER FIRST AND SECOND IS REALLY GOING TO MAKE SURE BY THE TIME THEY MAKE THAT JUMP IN THIRD GRADE, THEY'RE READY.
AND THEN JUMPING TO BACK TO MIDDLE SCHOOL BECAUSE I KNOW A FEW MONTHS AGO WE HAD THAT PRESENTATION ABOUT SEVENTH GRADE MATH, AND THERE WAS A HUGE DIVIDE BETWEEN THE 70% OF KIDS WHO TAKE EIGHTH GRADE OR HONORS IN SEVENTH GRADE VERSUS THOSE WHO ARE IN REGULAR SEVENTH GRADE MATH.
DID WE SEE THAT DIVIDE PERSIST IN THIS MAP TESTING? WHAT IS THE CURRENT THINKING AROUND, HOW WE'RE THINKING ABOUT THAT? WELL, THAT REALLY WOULD GO INTO THAT STRATEGY WE TALKED ABOUT WITH THAT SEVENTH GRADE COHORT.
IF WE KNOW THAT 20% OF OUR SEVENTH GRADE IS STILL IN SEVENTH GRADE MATH AND 80% OF THEM HAVE MOVED INTO ALGEBRA, A LOT OF IT IS JUST MAKING SURE WE'VE GOT THE RESOURCES AND THAT WE'VE ALIGNED THE CURRICULUM AND DESIGNED THE CURRICULUM TO MAKE SURE THE KIDS ARE GETTING WHERE THEY NEED IT THE MOST.
DO WE HAVE THIS MAP DATA FOR SEVENTH GRADE BROKEN OUT THAT WAY? YES. ARE YOU ABLE TO SHARE THAT? YES. WE CAN GET YOU.
WE CAN GET YOU ALL OF THAT BASED ON REPORTING CATEGORY TIED TO STANDARD, BASED AROUND CURRICULUM, PACING AND THEN HOW WE'RE ALSO TRAINING TEACHERS BECAUSE ULTIMATELY THAT'S WHAT THE DATA IS GOING TO HAVE US DO, IS REALLY MAKE SURE THAT WE'RE DESIGNING AND THEN DELIVERING IT TO GET THE OUTCOMES THAT WE NEED.
YEAH, THAT'D BE HELPFUL TO HAVE IT BROKEN DOWN BY READING AND MATH IN EACH OF THE GRADES, AND SPECIFICALLY IN SEVENTH GRADE, BROKEN DOWN BY IN THE SEVENTH GRADE, REGULAR MATH VERSUS SEVENTH GRADE HONORS OR ABOVE MATH.
DID WE SEE THAT SAME ISSUE? YES. AND SO AS FAR AS HOW WE'RE THINKING ABOUT ADDRESSING THAT ISSUE GOING INTO NEXT YEAR, ARE WE THINKING ABOUT ANY STRUCTURAL CHANGES AROUND SEVENTH GRADE MATH? I MEAN, I WOULD SAY FROM THE CURRICULUM DESIGN AND INSTRUCTIONAL DESIGN SIDE, A LOT OF IT IS JUST PROBABLY MAKING SURE WE ADD MORE RESOURCES FOR THE COHORT THAT'S STILL IN THE SEVENTH GRADE.
YOU KNOW, WE DO AN ALGEBRIDGE WE PUSH AN ALGEBRIDGE OUT ACROSS THE CAMPUSES FOR KIDS THAT ARE ACCELERATING INTO ALGEBRA, BUT REALLY MAKING SURE WHAT WHAT ADDITIONAL SUPPORTS DO WE KEEP FOR THE KIDS THAT ARE LEAVING SIXTH GRADE REGULARS TO GO INTO SEVENTH GRADE REGULARS? OKAY, SO WE ARE AT THIS TIME, WE'RE PLANNING TO RETAIN THE SEVENTH GRADE REGULAR COHORT.
AT THIS TIME, WE ARE RETAINING THE SEVENTH GRADE COHORT.
OKAY. EVEN THOUGH OF THOSE VAST DATA DISCREPANCIES? WE FEEL LIKE THAT OVERALL HOW ALL OF OUR STUDENTS ARE DOING SIXTH, SEVENTH AND EIGHTH GRADE IN MATH.
[00:30:02]
WE HAVEN'T DONE IT TO THE POINT THAT WE WOULD JUST NOT HAVE SEVENTH GRADE MATH COMPLETELY, BUT IT'S ALWAYS SOMETHING THAT WE CAN LOOK AT.YEAH. I MEAN, YOU ALL ARE THE EXPERTS.
I WOULD DEFER TO WHAT YOU ALL DECIDE.
WHAT I'LL JUST BE LOOKING FOR IS THEN I'LL ASSUME THAT IF WE ARE MAINTAINING SEVENTH GRADE REGULAR COHORTS, THAT WE WOULD EXPECT THAT GAP TO CLOSE SIGNIFICANTLY BECAUSE OF THE WORK WE'RE PUTTING IN THERE THAT IT WAS THIS YEAR.
JUMPING TO GOAL OR THE CONSTRAINT PROGRESS MEASURES.
SO AGAIN, THIS IS AGGREGATED FOR THE ENTIRE DISTRICT.
I'M CURIOUS, DID WE SEE SUBSTANTIAL OUTLIERS, EITHER POSITIVE OR NEGATIVE IN TERMS OF CAMPUS OR BY TEACHER CATEGORY BEING LIKE PROVISION ONE TO, ETC.? SURE. WE CAN LOOK FORWARD BY TEACHER CATEGORY.
WE HAVE NOT DONE THAT, BUT BY CAMPUS OUR TRENDS ARE THAT IF THERE WERE, NEWER PRINCIPALS, WE SAW, LOWER RATES OF CAMPUS SATISFACTION. SO WE THINK THAT THAT CONTRIBUTES TO THAT OVERALL CHANGE.
YOU HAVE A NEW LEADERSHIP, NEW CURRICULUM, NEW INITIATIVES.
SO WE DEFINITELY CAN SEE THAT.
SO WE CAN SEE THAT AS A TREND.
WHAT PART AS FAR AS THE CLIMATE AND CULTURE ACTION PLANS THAT YOU'RE ASKING FOLKS TO LOOK AT? WHAT IS THAT JUST A PRINCIPAL PUTTING TOGETHER WHAT THIS IS? OR IS THERE ANY SORT OF LIKE ACTUALLY TALKING TO THE STAFF TO GET AN UNDERSTANDING OF WHAT IS HAPPENING HERE FROM FOCUS GROUPS OR WHATNOT? YES. AND HOW WE CARRY THAT INTO IT.
YES. THANK YOU FOR THAT QUESTION.
YEAH. IT'S ACTUALLY THE PRINCIPAL RECEIVING THE DATA BACK AND THEN SITTING DOWN WITH THE CAMPUS AND SAYING, YOU KNOW, HEY, THIS IS THESE WERE THE RESULTS OF THE CLIMATE, SURVEY.
WHAT ARE SOME THINGS THAT WE CAN DO TO ADDRESS YOUR NEED FOR MAYBE UNRULY STUDENTS? WHAT ARE SOME THINGS THAT ARE HAPPENING AND PERSISTING, AND WHAT ARE SOME CHANGES THAT WE COULD MAKE.
AND IT'S REALLY MEANT TO BE A DISCUSSION WITH ADMINISTRATION AND STAFF TO DETERMINE WHAT SHIFTS AND CHANGES CAN BE MADE TO NOT ONLY GET TO POSITIVE CAMPUS SATISFACTION, BUT ALSO TO MAKE THOSE NECESSARY, CHANGE IN PRACTICES FOR THE CAMPUS THAT THAT BETTER SUPPORT STUDENTS AS WELL. SO IT'S SAFE TO SAY THAT IN ALL OF THESE CAMPUS, CLIMATE AND CULTURE ACTION PLANS, THAT THERE IS AN ELEMENT OF ACTUALLY HEARING FROM THE STAFF ABOUT THE SPECIFICS AS TO WHY THE SCORES WERE WHAT THEY WERE.
THANK YOU TRUSTEE MACKEY. TRUSTEE FOREMAN.
SO IF I GET SOME OF THESE, WRONG.
FORGIVE ME, BUT I GOT A FEW QUESTIONS AND I WANT TO TRY TO MAKE SURE I UNDERSTAND.
THE MAP TEST IS A NORMS REFERENCE TEST.
CORRECT. AND WHAT IS THE STAAR TEST? IT'S BASED ON STANDARDS.
YEAH. IT'S A SUMMATIVE TEST OF THE GRADE LEVEL STANDARDS.
I JUST WANT TO MAKE SURE I UNDERSTAND IT.
SO THERE ARE TWO DIFFERENT TESTS.
AND THAT'S WHAT WE'RE RATED ON IS THE STAAR TEST.
YES, MA'AM. IS THAT CORRECT? YES, MA'AM. AND SO MOST OF THIS DATA IS BASED ON MAP.
IS THAT CORRECT? WHICH IS CORRELATED TO STAAR? YES. MOST OF THIS IS ON MAP.
THANK YOU. SO MY QUESTION BEGINS.
IS THAT CORRECT? YES, MA'AM. YES.
AT SOME SCHOOLS OR ALL SCHOOLS? NO. IT'S NEW AT SOME SCHOOLS BECAUSE SOME SCHOOLS HAD ALREADY PREVIOUSLY UTILIZED THAT CURRICULUM.
SO IS IT AT SOME SCHOOLS OR ALL SCHOOLS.
THE QUESTION ABOUT WHETHER IT'S NEW TO SCHOOLS, IT'S NEW TO SOME.
IT IS BEING USED AT ALL SCHOOLS.
YEAH. OKAY. THAT'S WHAT I WAS TRYING TO GET TO.
AND WHEN I LOOK AT, THE DATA THAT'S BEING PRESENTED TO US WHILE WE'VE INCREASED SOME PERCENTAGE POINTS FROM LAST YEAR, WAS THAT BASED ON AMPLIFY AN EUREKA BEING IN SOME SCHOOLS?
[00:35:01]
YES, LAST YEAR IT WAS IN SOME SCHOOLS.DO WE KNOW HOW MANY SCHOOLS AND WHICH SCHOOLS? YES, IT WAS 99 SCHOOLS.
AND WE CAN GET YOU THE LIST OF SCHOOLS IN A TRACKER.
CAN YOU GIVE ME THE LIST OF SCHOOLS IN THE TRACKER? AND THEN, WHILE THERE'S BEEN PROGRESS, IN SOME OF THE CATEGORIES, WE ARE STILL FAR BEHIND THE TARGET.
IS, AM I READING IT CORRECTLY BECAUSE I COULD BE WRONG? YES, WE ARE.
WE DID NOT HIT THE TARGET IN ALL THE GPMS I PRESENTED TODAY.
CORRECT. AND DO WE KNOW WHAT WE'RE GOING TO DO IN EACH ONE OF THOSE TO T RY TO MEET TARGET BECAUSE I'M ASKING THOSE QUESTIONS BECAUSE THERE'S SOME OTHER THINGS ABOUT TARGETS THAT I'M GOING TO ASK LATER ON, BUT I'M JUST TRYING TO UNDERSTAND, ARE WE DOING THE SAME SPECIFIC THINGS? IS AMPLIFY AND EUREKA GOING TO BE USED TO TRY TO GET US TO MEET THE TARGET? I WOULD SAY IT'S AMPLIFY.
AND THAT WOULD BE AMPLIFY AND EUREKA AND CARNEGIE.
THAT IS. YES, MA'AM. GOING TO GET US THERE.
THE NEXT QUESTION IS HOW ARE THE NEW SCHOOLS, THE NEWER SCHOOLS, SINCE IT'S BEEN IN SOME SCHOOLS FOR A YEAR, AND THEN THERE ARE NEWER SCHOOLS, HOW ARE THE NEWER SCHOOLS RECEIVING IT? SO FOR THIS SCHOOL YEAR, WHEN WE LOOK AT IT, ACROSS CAMPUSES AND WE HAD AN OPPORTUNITY TO ANALYZE EACH CAMPUS.
THERE HAD A IT DEPENDED ON LEADERSHIP, RIGHT.
WHETHER YOU HAD NEWER LEADERS, LEADERS THAT WERE VETERAN.
IT ALSO DEPENDED ON THE STRENGTH OF THE TEACHERS THAT WERE THERE AND THE DESIGN OF THE PLC.
SO ONE OF THE STRATEGIC ADJUSTMENTS THAT WE NEEDED TO MAKE FAR INTO THE FALL WAS A SHIFT IN HOW WE WERE UTILIZING THE PLC, THE PLAN FOR THE LESSONS, AND THAT'S WITH IN COMBINED WITH ACADEMIC SERVICES AS A PARTNERSHIP.
SO WHAT WE SAW WAS YOU ASKED ABOUT THE RECEIVING.
AND SO I THINK MY ANSWER IS THIS.
IF THEY RECEIVED IT AND DID NOT HAVE ANY HICCUPS WITH IMPLEMENTATION, THEY'RE DOING BETTER WITH DATA IN CAMPUSES WHERE THERE WAS A STRUGGLE WITH IMPLEMENTATION, YOU CAN SEE THEIR DATA LAGGING.
OKAY. AND THE LAST QUESTION FOR NOW, FOR MY FIRST ROUND WOULD BE, SO THE DISTRICT STUDENT POPULATION IS DECREASING.
HAVE WE TAKEN THAT INTO CONSIDERATION AS WE DO THESE MEASUREMENTS? MAYBE THE SUPERINTENDENT CAN ANSWER IT.
I'M NOT FOLLOWING WHY A DECREASE WOULD HAVE AN EFFECT ON CURRICULUM SELECTION.
IT'S NOT ON CURRICULUM SELECTION.
I WASN'T REFERRING TO CURRICULUM SELECTION.
CAN YOU RESTATE YOUR QUESTION, PLEASE? SURE. I SAID WE'RE LOSING STUDENTS, IN THE DISTRICT.
AND HOW IS THAT AFFECTING US CATCHING UP? I DON'T THINK IT HAS AN EFFECT ON CATCHING UP AS LONG AS WE'RE LOOKING AT THE STUDENT GROUPS SO THAT WE CAN ENSURE THAT THE STUDENT GROUPS ARE NOT THEN SHOWING A DECLINE.
SO AS WE LOOK AT, ECONOMICALLY DISADVANTAGED OR EMERGENT BILINGUALS OR AFRICAN AMERICAN STUDENTS, AND WE SEE A DISPROPORTIONATE GAIN WITH STUDENTS WHO HAVE BEEN HISTORICALLY NOT ACHIEVING THAT GROWTH, THEN I WOULD SAY OUR DATA SUPPORTS THAT WE'RE MOVING THOSE STUDENTS AT A FASTER RATE THAN OTHER STUDENTS, WITH OR WITHOUT A DECREASE IN POPULATION.
OKAY, THAT'S MY QUESTIONS FOR NOW.
THANK YOU TRUSTEE FOREMAN. TRUSTEE MICCICHE.
THANK YOU. FIRST, LET ME SAY THAT I'M VERY PLEASED WITH THE WAY THE MATERIAL IS PRESENTED.
I KNOW OVER TIME I'VE ASKED FOR DIFFERENT THINGS IN THE PRESENTATION, AND IT'S ALL THERE NOW.
IT'S VERY SELF-CONTAINED, VERY CLEAR, WITH A LOT OF INFORMATION ON TRENDS, WITH, WITH SUMMARIES, WITH ALL THE GOALS STATED AND, SO THAT WE'RE NOT CROSS REFERENCING THINGS.
SO I, I REALLY APPRECIATE THAT THIS IS EXACTLY WHAT WE SHOULD BE DOING ON A GOING FORWARD BASIS.
[00:40:01]
AND I ALSO AM PLEASED TO SEE THAT WE HAVE GROWTH IN ALMOST ALL AREAS, AND I WANT US TO GET TO OUR TARGETS.BUT I DO RECOGNIZE THAT WE'RE SHOWING A LOT OF GROWTH.
WITH RESPECT TO CURRICULUM, JUST GENERALLY WE WERE EXPECTED WE HAD HIGH EXPECTATIONS THAT THE NEW CURRICULUM WOULD REALLY MOVE THE NEEDLE.
AND CAN YOU COMMENT ON WHETHER YOU THINK THAT THE NEW CURRICULUM IS MEETING THOSE KINDS OF EXPECTATIONS? I'LL SPEAK FROM A SCHOOL STANDPOINT.
AND THEN CHIEF GAYLORD, IF YOU WANT TO JUMP IN.
ONE WAS HOW MANY KIDS ARE GETTING FROM LAST YEAR TO THIS YEAR ARE PROJECTED AT MEETS.
HOW MANY STUDENTS ARE ON GRADE LEVEL.
WHAT WAS THE GROWTH AN DID THEY THE STUDENTS HIT THEIR GROWTH TARGET MEASURES AS WELL.
SO WE LOOKED ACROSS THOSE INDICATORS AND WE WANTED TO SEE FOR THE SCHOOLS WHO HAD IMPLEMENTED LAST YEAR TO THE SCHOOLS WHO IMPLEMENTED THIS YEAR, DO WE SEE SIGNIFICANT CHANGES? RIGHT.
AND THAT'S NOT SOMETHING WE HAD TYPICALLY SEEN.
AND WE JUST DIDN'T SEE THAT ACROSS THE BOARD ACROSS MOST CAMPUSES, WHICH WAS REALLY INTERESTING.
SO WE ATTRIBUTE THAT TO THE USE OF THESE HIGH QUALITY INSTRUCTIONAL MATERIALS.
I GUESS THE PROOF WILL ULTIMATELY BE IN THE PUDDING WHEN WE GET THE FINAL NUMBERS.
WITH RESPECT TO THE PROJECTIONS BEING USED, YOU KNOW, PROJECTED MEETS AND, HOW CONFIDENT ARE WE IN THE PROJECTIONS? I MEAN, SO DO WE HAVE 100% CONFIDENCE OR IS IT MORE LIKELY THAN NOT? WHAT'S KIND OF THE? SO I'LL SAY THAT WE ARE UTILIZING TWO DIFFERENT EXAMS. RIGHT. SO WE'RE USING OUR ACP AND ALSO OUR MAP EXAM.
THE MAP IS CORRELATED TO TO STAAR.
AND WE REMEMBER THAT WE THERE WAS SOME CHANGES IN OUR STAAR EXAM.
AND SO IN SPEAKING WITH NWEA THERE IS DEFINITELY SOME VARIABILITY IN THEIR CORRELATIONS.
SO TO ANSWER YOUR QUESTION, WE HAVE SOME CONFIDENCE, BASED ON TRENDS.
THAT'S THE ONE ON THE CLIMATES.
THERE'S A LOT OF INTERESTING INFORMATION HERE, BUT I JUST WANTED TO NOTE A COUPLE OF THINGS.
BECAUSE SOMETIMES THE DATA FROM THE SURVEYS, CONTRADICTS THE ANECDOTE.
BUT AS I LOOK AT THOSE QUESTIONS, I THINK IT'S THE FOURTH AND FIFTH ONE.
AND IF YOU GO ALL THE WAY BACK TO THE PRE-COVID YEARS, THE POSITIVE ANSWER ON WHETHER WE HAVE, GOOD DISCIPLINE IN THE SCHOOLS IS BETTER THAN IT WAS IN 2019, 18 AND 17.
SO THAT, YOU KNOW, FOR THOSE WHO ARE THINKING THAT OUR AMBITIOUS CHANGES IN DISCIPLINE POLICY ARE, ARE NOT WORKING, THEY'RE ACCORDING TO THESE SURVEYS, THEY'RE ACTUALLY WE'RE ACTUALLY IN A BETTER POSITION THAN WE WERE A FEW YEARS AGO, NOT A WORSE POSITION.
AND THEN, JUST GENERALLY, IF YOU LOOK AT 2019 AND COMPARE IT TO 2023, SO 2019 WAS THE LAST WAS.
YEAH, THE LAST ONE ON THIS CHART ANYWAY BEFORE THE PANDEMIC.
RIGHT. AND YOU LOOK AT WHERE WE ARE TODAY.
[00:45:08]
PANDEMIC.SO, I THINK WE ARE MOVING IN THE RIGHT DIRECTION.
GENERALLY, EVEN THOUGH THERE WAS A SLIGHT DIP FROM 22 TO 23, 2023 IS STILL GENERALLY HIGHER THAN EVERYTHING, EVERYTHING ELSE BEFORE 22.
HOPEFULLY. THE BEGINNING OF THE YEAR TO THE MIDDLE OF THE YEAR.
WHAT DO WE SEE FROM THAT? I KNOW THAT'S NOT PART OF THE PRESENTATION.
SURE. WE SAW ON AVERAGE, LESS, FEWER DECLINES THAN WE HAVE SEEN PREVIOUSLY.
SO TYPICALLY THERE'S A BEGINNING OF THE YEAR TO MIDDLE OF THE YEAR DIP.
AND SO I DON'T KNOW IF YOU HAVE THE ACTUAL YOU CAN.
I MEAN I DON'T NEED IT. OH NO.
YEAH. I THINK TO PRESIDENT HENRY'S QUESTION, AS WE ALL KNOW, IN ORDER TO MAINTAIN THE SAME SCORE ON MAP AT MIDDLE OF YEAR AS YOU DO FROM BEGINNING OF YEAR, THE STUDENT OUR TEACHERS HAVE TO HAVE GROWTH OCCUR IN THE STUDENTS, RIGHT.
AND SO JUST TO MAINTAIN THE SAME SCORE MEANS THE STUDENT GROWTH HAD TO HAVE OCCURRED.
AND SO FROM THAT WE NOW HAVE SOME AREAS THAT STAYED FLAT, WHICH IS A PLUS, SOME AREAS THAT SHOWED SOME SLIGHT GAIN AND SOME IN THE AREAS THAT DID STILL SHOW A DECLINE. THE DECLINE WAS SIGNIFICANTLY LESS THAN WHAT WE HAD SEEN THE PREVIOUS TWO YEARS, FROM BEGINNING OF YEAR TO MIDDLE OF YEAR.
OKAY, I'LL RUN THROUGH THE REST OF THESE QUESTIONS.
THEY'RE NOT REALLY I DON'T NEED ANSWERS, JUST KIND OF REQUEST.
MAYBE THEY SHOULD GO IN THE TRACKER.
DO WE HAVE THIS DISAGGREGATED BY SCHOOLS? I'M SURE THAT'S A YES. HAVE WE BEEN PROVIDED THAT? IF IT'S NOT TOO MUCH WORK, I WOULD LIKE TO SEE JUST PARTICULAR DISTRICT 9, HOW THE SCHOOL.
AND I WANT TO ASK THAT JUST IN THE CONTEXT OF HOW THIS BOARD CAN SUPPORT IT, WHETHER IT'S REMOVING A TAILWIND OR ASSISTING, I MEAN, ASSISTING WITH THE TAILWIND OR REMOVING A HEADWIND.
IT'S POSITIVE THAT WE'RE SEEING THE GROWTH.
BUT TO THE EXTENT WE WANT TO SEE MORE GROWTH, WHAT CAN THIS BOARD DO? WHAT CAN YOU KNOW, WHAT CAN BE ASKED OF THIS BOARD TO HELP MOVE US IN THAT DIRECTION? SO JUST LIKE THE ADMINISTRATION TO THINK ABOUT THAT, AND I DON'T THINK I HAVE ANY OTHER SPECIFIC QUESTIONS, BUT I APPRECIATE THE WORK.
I WANT TO ECHO SOME OF MY COLLEAGUES SENTIMENTS THAT THERE IS GROWTH THERE.
OUR GOALS ARE AMBITIOUS. WE HAD A WHOLE DISCUSSION ON WHETHER WE MOVE THEM OR NOT.
ANY OTHER QUESTIONS? COMMENTS? TRUSTEE FOREMAN.
ALL RIGHT. WE'RE GOING TO KEEP GOING.
INFORMATION REPORTS. WE'RE GOING TO START WITH THE BOND PROGRAM.
[7. INFORMATION/REPORTS]
I'M GOING TO HAVE CHIEF ALFRED AND SOME SUPPORT.WELCOME, MR. OWUSU. THEY'RE GOING TO BRING US, AN UPDATE ON 2023, A YEAR IN REVIEW ON DALLAS ISD BOND PROGRAM, AND, OF COURSE, CHIEF DAHLANDER AS WELL.
SO I'LL TURN THAT OVER TO CHIEF ALFRED.
YES. CAN I SAY SOMETHING BEFORE.
I'M SORRY. POINT OF PRIVILEGE, I GUESS.
I DON'T KNOW WHO RUNS THE BOND SOCIAL MEDIA.
I WOULD ENCOURAGE EVERYONE THAT'S HERE.
COULD YOU PLEASE STAND FOR JUST A SECOND, BECAUSE DOING.
[APPLAUSE] SO WE MENTION HIS NAME.
ADAM BENNETT. THANK YOU, MR. BENNETT. WE AS A BOARD, YOU KNOW, PUT A BOND BEFORE VOTERS.
MOST OF US WENT OUT THERE AND CAMPAIGNED FOR THE BOARD.
OUR PUBLIC SUPPORTED THE BOND.
I MEAN, CAMPAIGNED FOR THE BOND.
WE COULD DURING THE TIMES WE COULD.
AND OUR PUBLIC SUPPORTED THE BOND.
IT'S ONE OF THE LARGEST BONDS THAT'S BEEN PASSED IN THE STATE OF TEXAS.
[00:50:09]
THINK IT SHOWS PEOPLE TANGIBLY WHAT'S HAPPENING AND THE SCALE THAT IT'S HAPPENING ACROSS THE CITY.SO THANK YOU FOR SHARING THAT.
THE VIDEOS, THE PICTURES, EVERYTHING.
IT'S REALLY I THINK SOME OF THESE MIGHT BE THEM.
SORRY. YOU HAVE THE FLOOR NOW.
BOARD OF TRUSTEES AND SUPERINTENDENT.
IT'S MY DISTINCT HONOR TO INTRODUCE YOU.
INTRODUCE YOU TO MR. DREXELL OWUSU.
HE'S THE CHAIR OF OUR ESTEEMED BOND ADVISORY COMMITTEE.
THE COMMITTEE IS COMPRISED OF NINE DEDICATED COMMUNITY VOLUNTEERS, EACH REPRESENTING THEIR RESPECTIVE DISTRICT AND LED BY MR. OWUSU, WHO WAS APPOINTED BY, THE SUPERINTENDENT.
THE COMMITTEE EMBODIES THE SPIRIT OF CIVIC ENGAGEMENT AND ACCOUNTABILITY.
THE QUARTERLY MEETINGS AND DILIGENT OVERSIGHT OF OUR BOND PROGRAM ARE CRUCIAL TO OUR SUCCESS.
THEY ENSURE THAT WE REMAIN ALIGNED WITH THE COMMUNITY GOALS.
SO WE'D LIKE TO ACKNOWLEDGE THEIR VITAL ROLE.
AND I'LL TURN IT OVER TO MR. OWUSU FOR AN INTRODUCTION.
AND, TAKE US THROUGH THIS REMARKABLE JOURNEY.
IT'S GOOD. GOOD AFTERNOON NOW.
OF COURSE. MY NAME IS DREXELL OWUSU.
I HAVE THE PRIVILEGE OF CHAIRING THE BOND ADVISORY COUNCIL.
AND I WANT TO START OUT BY FIRST THANKING MY FELLOW, BOND ADVISORY COUNCIL MEMBERS, SEVERAL OF WHOM CAME AND SPENT SOME TIME WITH US TODAY, TO SHOW THEIR SUPPORT FOR THIS WORK.
YOU KNOW, THESE ARE VOLUNTEERS, AS ALL OF YOU KNOW, WHO ARE WORKING LARGELY AT YOUR BEHEST, TO REPRESENT OUR COMMUNITIES AND THE WORK THAT WE'RE DOING IN THOSE COMMUNITIES.
AND THEY SPEND THEIR TIMES AND EVENINGS, CHATTING ABOUT ESOTERIC THINGS LIKE, YOU KNOW, THE SECURITY STUFF AND ALL THE THINGS THAT I WON'T GET INTO THE DETAILS ON. AND I JUST WANT TO SAY THANK YOU TO THEM FOR THEIR WILLINGNESS TO ENGAGE IN THAT WORK, TO TAKE TAKE IT BACK TO THEIR COMMUNITIES AND HEAR AND REPRESENT THESE VOICES AND THE WORK THAT'S HAPPENING TO BRING US FEEDBACK AND TO CONTINUE TO REFINE AND IMPROVE THE BOND PROGRAM AS WE GO FORWARD.
[APPLAUSE] I JUST REALLY QUICKLY AND I'M GOING TO SPEED THROUGH THE REST OF MY REMARKS AND LET BRENT DO ALL THE HARD WORK.
BUT I JUST WANT TO SAY THAT, YOU KNOW, WE'RE ONLY ABOUT A THIRD OF THE WAY THROUGH THE BOND.
YOU KNOW, THE TAXPAYERS OR THE VOTERS OF DALLAS, ENABLED US TO HAVE ABOUT $3.5 BILLION TO INVEST IN OUR CAMPUSES ALL ACROSS THIS GREAT CITY. OR, I GUESS, THIS GREAT COMMUNITY.
AND, WE'RE SPEEDING THROUGH THIS WORK, BUT IT'S STILL ONLY A THIRD OF THE WAY THERE.
I THINK WE'VE TOUCHED ALMOST EVERY CAMPUS AT THIS POINT.
WE'VE DONE SIGNIFICANT WORK ON ONLY A FEW CAMPUSES AS THEY CONTINUE TO STACK UP AND ADD UP.
RIGHT. WE ARE EXCEEDING OUR TARGETS.
WE ARE HIRING LOTS OF COMMUNITY RELATED AND MINORITY AND WOMEN OWNED BUSINESSES.
WE ARE EXCEEDING EXPECTATIONS AROUND SAFETY.
AND, YOU KNOW, SORT OF BASED ON THE WORK THAT JUST HAPPENED OR JUST WAS SHARED.
IF YOU'LL GO TO THE NEXT SLIDE.
THAT'S YOU. OKAY. LET'S TALK NUMBERS.
IN 2020, WE SET OFF ON A VERY AMBITIOUS GOAL TO UPGRADE AND EXPAND OUR EDUCATIONAL SPACES.
AND NOW HERE WE STAND AT 242 TOTAL PROJECTS IN VARIOUS STAGES OF DESIGN AND CONSTRUCTION.
24 HAVE REACHED FINAL COMPLETION AND 42 HAVE BEEN CLOSED OUT.
YOU KNOW, THESE NUMBERS HIGHLIGHT THE MAGNITUDE AND IMPACT THE BOND IS HAVING ON THIS COMMUNITY.
FOR FACILITIES, WE HAD $3 BILLION ALLOCATED.
SAFETY AND SECURITY. WE HAD 114 MILLION.
WE'VE COMMITTED 42% OF THAT, TECHNOLOGY, 270 MILLION.
[00:55:06]
WE'VE COMMITTED 74% OF THAT NUMBER TO DATE.AND RACIAL EQUITY, WE COMMITTED TO BUILDING FOUR RESOURCE CENTERS NORTHEAST, WEST AND SOUTH.
WE JUST OPENED OUR FIRST ONE IN THE SOUTH, LAST MONTH.
AND AND THE GRAND TOTAL YOU SEE UP HERE IS $1.4 BILLION OF THE 3.5 APPROVED THAT WE'VE PUT TO WORK. SO THAT REPRESENTS 42% OF THAT NUMBER.
THESE DOLLARS ARE CURRENTLY BENEFITING OUR STUDENTS AND OUR COMMUNITY.
SO, I'LL LET MR. OWUSU TALK A LITTLE BIT. OUR COMMUNICATION STRATEGY.
NO, I APPRECIATE PRESIDENT HENRY'S, NOTE ON THIS.
WE'VE HAD A FANTASTIC PARTNERSHIP WITH, MR. DAHLANDER AND HIS TEAM AND REALLY PUSHING ON PROMOTING AND TALKING ABOUT THE WORK OF THE BOND, OVER THE LAST THREE YEARS.
OF COURSE. AND OTHERWISE GO VISIT THE SCHOOL AND SEE WHAT'S HAPPENING.
BECAUSE I THINK YOU'LL BE REALLY IMPRESSED.
YEAH. WELL, LET'S TALK SAFETY.
THIS PAST YEAR, WE'VE DEDICATED 1.2 MILLION LABOR HOURS TO NOT ONLY ADVANCE OUR FACILITIES, BUT TO ENSURE EVERY HOUR IS A TESTAMENT TO OUR COMMITMENT TO SAFETY. WITH RIGOROUS SAFETY OVERSIGHT, WE'VE CONDUCTED OVER A THOUSAND SITE VISITS AND 311 RISK MITIGATION REVIEWS.
THESE MEASURES HAVE NOT ONLY MINIMIZED OUR RISK, BUT HAVE FOSTERED A CULTURE OF SAFETY.
NO, WHAT I WOULD SAY OR WHAT HAS HAPPENED SO FAR IN THE FIRST ROUGHLY BILLION DOLLARS OF THIS BOND, IS THAT WE ARE WILDLY EXCEEDING OUR TARGETS, OR AT LEAST OUR MINIMUM HURDLES FOR MWBE PARTICIPATION.
AS YOU CAN SEE ON CONSTRUCTION, WE'RE ALMOST DOUBLE THE TARGET NUMBER.
WE ARE SIGNIFICANTLY UP IN OUR PROFESSIONAL SERVICES AREAS.
AND, I'M INCREDIBLY PROUD AND EXCITED ABOUT THE MONEY THAT IS GOING INTO ORGANIZATIONS WE'VE NEVER HISTORICALLY WORKED WITH, ESPECIALLY WITH OUR BOND DOLLARS TO MAKE SURE WE'RE SUPPORTING OUR KIDS.
SO, SUPER EXCITING DEVELOPMENTS.
AND I KNOW THERE'S ALWAYS ONGOING OUTREACH TO GROW THAT, THAT NETWORK EVEN MORE.
YES. AND THAT'S WHAT THIS SLIDE IS, HIGHLIGHTING.
WE DO A BIG EVENT WITH OUR MWBE DEPARTMENT, A MIXER, CALLED BUILDING BIG.
WE'VE DONE IT ONCE A YEAR, AND IT'S GETTING BIGGER AND BIGGER EVERY YEAR.
BUT AS YOU SEE ON THE NUMBERS WE HAVE HERE, WE HAD LIKE 640, REGISTRANTS AT THE LAST MEETING.
SO IT'S ADAM BENNETT'S FAVORITE SLIDE, THE SOCIAL MEDIA, THESE ARE SOME OF HIS ANALYTICS HE PUT TOGETHER, AND HE JUST CAPTURED THIS DATA WITHIN THE LAST 90 DAYS.
YOU'RE SEEING WE'VE REACHED 45,000 PEOPLE.
THAT'S PEOPLE RETWEETING, SENDING LINKS OR VIEWING OUR WEB PAGES.
AND WE'RE ALSO GROWING OUR FOLLOWING.
TO DATE, OUR EFFORTS HAVE CREATED AN ASTOUNDING 48,795 JOBS.
THIS ACHIEVEMENT IS NOT JUST A NUMBER.
IT REPRESENTS A LIVELIHOODS SUPPORTED, FAMILIES SUSTAINED, AND THE COMMUNITY STRENGTHENED.
THESE JOBS SPAN ACROSS VARIOUS SECTORS, CONTRIBUTING TO THE ECONOMY OF OUR REGION.
OUR BOND PROGRAM IS NOT ONLY AN INVESTMENT IN THE PHYSICAL INFRASTRUCTURE, BUT A SIGNIFICANT CATALYST FOR EMPLOYMENT AND GROWTH, DEMONSTRATING OUR COMMITMENT TO THE BROADER ECONOMIC WELL-BEING OF OUR COMMUNITY.
AND THIS PAST YEAR, WE CELEBRATED NUMEROUS MILESTONES, EACH MARKING A SIGNIFICANT STEP FORWARD.
WHAT I'M SHOWING HERE IS THE EVERETTE DEGOLYER, GROUNDBREAKING.
SOME OF YOU ATTENDED, AND THAT SCHOOL IS SCHEDULED, SLATED TO OPEN LATER THIS FALL.
[01:00:05]
SO, A LOT OF YOU JOINED US AT THE CHARLES GILL, RIBBON CUTTING RECENTLY WHERE WE KIND OF TRANSFORMED THAT, LUNCHROOM AND CAFETERIA, INTO A BRAND NEW MODERN SPACE AS WELL AS THE FRONT ADMIN ADDITION.LASTLY, WITH OUR MEETINGS, YOU KNOW, THE BOND PROJECTS THRIVE ON COMMUNITY INVOLVEMENT.
THIS YEAR, WE WITNESSED A DEEPENED ENGAGEMENT WITH STUDENTS AND PARENTS, COMMUNITY MEMBERS, JUST GATHERING INDIVIDUAL FEEDBACK FROM OUR DESIGN CHARRETTES AND EVERYTHING WE'VE DONE.
AND THESE ARE SOME OF THE NUMBERS ADAM CAPTURED FOR US.
CAN I GO BACK? OKAY, I'M STILL IN.
THIS IS MORE ADAM AND HE WORKS FOR JON DAHLANDER.
AND THEY'RE KIND OF THE BRAINS BEHIND ALL OUR SOCIAL MEDIA CAMPAIGNS.
SO I'LL TURN IT OVER TO CHIEF DAHLANDER.
THANK YOU. CHIEF ALFRED, IT IS A PLEASURE TO BE ABLE TO TELL THE STORY OF OUR BOND PROGRAM.
$3.5 BILLION BOND PROGRAM IS VERY SIGNIFICANT.
AND SO WHAT WE'RE TRYING TO DO IS TELL THAT STORY THROUGH EVERY MEANS OF COMMUNICATION.
WE ALREADY TALKED ABOUT SOCIAL MEDIA.
THIS ENTIRE PRESENTATION IS AVAILABLE UP ON OUR WEBSITE.
IF YOU GO UP TO, CONSTRUCTION SERVICES AND BOND OFFICE, IT WILL SAY 2023 BOND YEAR IN REVIEW.
YOU'LL SEE PICTURES FROM THOSE EVENTS.
PLUS YOU'LL BE ABLE TO SEE, RENDERINGS OF WHAT EACH ONE OF THOSE SCHOOLS ARE GOING TO LOOK LIKE.
SO WE'RE REALLY TRYING TO GENERATE EXCITEMENT FOR ALL OF THESE NEW SCHOOLS, BECAUSE WE FEEL LIKE WITH THESE NEW FACILITIES, THERE'S NEW OPPORTUNITIES FOR ALL OF OUR STUDENTS WITHIN THE SCHOOL DISTRICT, WHICH IS WHY WE USE THIS OTHER MEDIUM, VIDEO TO SHOW THIS STORY, TOO.
NOTHING LIKE THIS. YOU AIN'T SEEN NOTHING LIKE THIS.
NOTHING LIKE THIS. YOU AIN'T SEEN NOTHING LIKE THIS.
THANK YOU VERY MUCH. ANY QUESTIONS? [APPLAUSE] TRUSTEE MICCICHE.
YES. FIRST I WANT TO START OUT BY SAYING THANK YOU.
THANK YOU, DREX AND YOUR TEAM, NOT ONLY THE TEAM THAT YOU HAVE AS ON THE BOND ADVISORY COUNCIL, BUT ALSO FOR THE HARD WORK YOU DID IN HELPING US TO PASS THIS BOND, THAT IT HAS BEEN TRANSFORMATIONAL.
AND I CAN'T IMAGINE WHAT THINGS WOULD BE LIKE IN THIS DISTRICT IN TERMS OF ATTITUDE AND IN TERMS OF THE FEELING OF MOVING FORWARD, FEELING OF EQUITY, THAT OUR KIDS NOW HAVE THE KINDS OF FACILITIES THAT THE KIDS IN THE SUBURBS HAVE THAT, YOU KNOW, WHERE WOULD WE BE? THINK ABOUT THAT FOR A MINUTE. WHERE WOULD WE BE IF THE BOND DIDN'T PASS? SO YOU GUYS DID A TERRIFIC JOB IN HELPING PASS THE BOND.
AND THEN OF COURSE, THE TEAM HAS, I THINK HAS DONE A GREAT JOB IN IMPLEMENTING THE BOND.
SO FAR I'VE BEEN AT A LOT OF MEETINGS WITH WITH BRENT.
AND I THERE ARE A LOT OF THEM IN EAST DALLAS.
AND YOU, YOU HAVE THE PATIENCE OF A SAINT AND ALSO YOU'RE VERY CREATIVE IN WORKING OUT SOLUTIONS.
SO THANK YOU ALL FOR FOR THAT.
LIKE I SAID, I CAN'T I CAN'T EVEN IMAGINE WHERE WE WOULD BE IF WE HAD LOST THAT BOND VOTE.
WAS IT 52% TYPE, TYPE WIN ON THE TWO BIG PROPOSITIONS.
AND THE ONE QUESTION I HAVE SUBSTANTIVE IS RELATES TO INFLATION.
LIKE, I KNOW INFLATION IS KILLING US IN A LOT OF WAYS.
HOW BAD IS IT AFFECTING THE BOND PROGRAM? YEAH, WE WERE TRACKING LAST YEAR YEAR TO YEAR, 22-23.
WE DO SEE THINGS LEVELING OFF AND WE'RE KIND OF ASSESSING.
WE DID HAVE SOME CONTINGENCY AND PROGRAM TO HELP US GET THESE FIRST PROJECTS OFF.
AND LIKE I SAID WE WERE JUST REASSESSING IT NOW.
[01:05:02]
OKAY. THANK YOU GUYS.APPRECIATE IT. I, TOO, WANT TO CONGRATULATE YOU.
THE FIRST SLIDE SAYS CHANGE THE LANDSCAPE OF URGENT URBAN EDUCATION.
THAT'S EXACTLY WHAT WE'VE DONE.
AND YOU HAVE DONE A GREAT JOB.
CHIEF ALFRED, I KNOW HE'S NOT AT THE TABLE, BUT CHIEF BATES AS WELL, WHO HAS DONE A REMARKABLE JOB, IN HANDLING THOSE CONVERSATIONS IN DISTRICT 5, WHICH I THINK IS A TOUGH DISTRICT WHEN WE BEGIN TO LOOK AT IT.
BECAUSE, THIS IS WHEN I FIRST GOT ON THE BOARD, I WAS SUPPORTING THIS, DOING VIDEOS, SUPPORTING ALL THE, ORGANIZATIONS THAT WERE SUPPORTING THIS BOND BECAUSE IT WAS NEEDED.
WHEN WE'RE LOOKING AT SOUTH OAK CLIFF, WE'RE LOOKING AT ROOSEVELT AND THOSE SCHOOLS.
THAT WAS IN DEPLORABLE CONDITIONS.
THEN YOU NOW LOOK AT THEM NOW.
THEN YOU LOOK AT IT NOW, FIVE YEARS LATER, LOOK WHAT'S HAPPENING.
FOOTBALL WE HAVE ONE IN BASKETBALL, KIMBALL, WHO'S DONE A TREMENDOUS JOB.
JUST LOOK AT ALL THE WORK THAT WE'RE DOING ACADEMICALLY.
THE KIDS HAVE PRIDE WHEN THEY WALK INTO THE SCHOOLS.
I REMEMBER WALKING INTO THESE SOME OF THESE SCHOOLS, CHIEF DAHLANDER AND SOME OF THE KIDS SAID, IS THIS REALLY OUR SCHOOL? AND SO WHEN I TALK ABOUT IT, IT BRINGS CHILLS OVER MY BODY BECAUSE, AND MAKE ME REALLY, REALLY EMOTIONAL TO SEE SOME OF THESE KIDS THAT WAS FUSSING ABOUT THE FACILITIES, BUT NOW CRYING AND CELEBRATING THAT THEY HAVE SOMETHING THAT THEY CAN BE PROUD OF.
WE'RE TALKING ABOUT A BEACON OF LIGHT IN COMMUNITIES THAT HAVE BEEN UNDERFUNDED AND IGNORED.
SO WE'RE WINNING. AND THEN TO LOOK AT 48,000 PLUS JOBS.
AND SO YOUR TEAM HAS DONE A TREMENDOUS JOB.
I'M GLAD THAT I WAS ON THE RIGHT SIDE AND FIGHTING FOR THIS BOND AND SUPPORTING, BECAUSE IN DISTRICT 5, THROUGH THIS BOND, WE'VE BEEN ABLE TO BRING OVER 400 PLUS MILLION DOLLARS TO SCHOOLS THAT WERE NEEDED.
SO I WANT TO THANK YOU AND I'M LOOKING FORWARD.
AND CONTINUE TO DO GREAT WORK IN DALLAS ISD.
THANK YOU, TRUSTEE JOHNSON. TRUSTEE FLORES AND THEN.
SO SO I WANT TO ECHO MY, COLLEAGUES, THANK YOU'S TO THE BOND COMMITTEE.
I KNOW YOU VOLUNTEER, AND WE REALLY DO APPRECIATE YOUR HARD WORK ON THIS.
I KNOW MY BOND REP, YOU KNOW, KEEPS ME INFORMED OF THE MEETINGS.
AND I THINK THAT THAT'S SUPER HELPFUL IN TERMS OF, YOU KNOW, THE COMMUNITY, KNOWING WHAT'S GOING ON.
YOU KNOW, THE SOCIAL MEDIA, THE AWARENESS HAS BEEN AWESOME.
ALSO DISTRICT WIDE, BY THE WAY.
SO, SOME OF Y'ALL WILL PROBABLY SHUT ME DOWN FOR GOING OUT OF LINE.
I ALSO WANT TO BRAG ON CHIEF ALFRED BECAUSE LIKE, LIKE TRUSTEE MICCICHE SAID, YOU KNOW, SOME OF OUR COMMUNITIES, WHEN YOU HAVE THESE MEETINGS, THEY'RE VERY HIGHLY ENGAGED PARENTS, COMMUNITY MEMBERS, NEIGHBORS THAT REALLY DEEPLY CARE ABOUT OUR SCHOOLS AND WANT TO MAKE SURE THAT WE DO IT RIGHT.
AND IN EVERY SINGLE ONE OF OUR COMMITTEES, HE HAS BEEN OUTSTANDING, HAS LISTENED THE ARCHITECTS HAVE LISTENED, CHANGES HAVE OCCURRED BECAUSE OF THE DISCUSSIONS.
AND SO I REALLY WANT TO THANK YOU.
IT'S A VISIBLE IMPACT ALREADY.
I CAN'T IMAGINE WHAT IT'S GOING TO LOOK LIKE WHEN WE'RE DONE.
BUT IT'S GOING TO BE, TJ IS FANTASTIC.
I'VE BEEN TO CAREER INSTITUTE NORTH AND THEY SEND THE SAME ARCHITECTS ARE DOING WEST.
SO I KNOW THAT IT'S GOING TO BE A FANTASTIC FACILITY.
[01:10:01]
I JUST FINALLY GOT A CHANCE TO TOUR CAREER INSTITUTE NORTH RECENTLY, AND IT IS WHAT AN OPPORTUNITY FOR OUR STUDENTS.I MEAN, TRULY TRANSFORMATIONAL FOR THIS COMMUNITY TO HAVE ALL THOSE OUTSIDE PARTNERS ENGAGED, LIKE WE DO WITH OUR BOND COMMITTEE, AT THESE NEW SCHOOLS WE'RE BUILDING, THANKS TO THE 2020 BOND, IT'S JUST ABSOLUTELY FANTASTIC.
AND IT YOU KNOW, THE SKY'S THE LIMIT.
WE REALLY APPRECIATE EVERYBODY'S HARD WORK.
TRUSTEE WHITE, THEN WEINBERG AND MACKEY.
THANK YOU. THANK YOU, MR. OWUSU. AND THE VOLUNTEERS THAT WELL, THEY ACTUALLY ARE NON PAID VOLUNTEERS [LAUGHTER] THAT YOU WORK WITH AND ALL THAT YOU GUYS HAVE DONE.
I DEFINITELY WANT TO APPRECIATE ALL THAT HAS BEEN DONE IN DISTRICT 4 AND THE THINGS THAT ARE GOING TO BE DONE IN DISTRICT 4 . WE HAVE A NEW SCHOOL THAT IS GOING THAT IS UNDER CONSTRUCTION RIGHT NOW AT THE CORNER OF LAKE JUNE AND ST.
AUGUSTINE. SO WE'RE REALLY EXCITED ABOUT THAT.
AND THE FUTURE BUILDS THAT WE HAVE ON THE TABLE FOR DISTRICT 4.
I ALSO WANT TO MENTION THAT I AM ALSO VERY IMPRESSED WHAT YOU GUYS HAVE BEEN DOING.
AS FAR AS I WAS AT, I THINK IT WAS THOMAS JEFFERSON'S OPENING WHEN, I SAW THEIR FACILITIES, SOME OF THE THINGS THAT WERE IN THERE, AS FAR AS, YOU KNOW, THE DOCTOR'S AREA AND THE WHIRLPOOLS.
AND I'M LIKE, OKAY, AM I AT, HIGH SCHOOL CAMPUS OR IS THIS A COLLEGE CAMPUS? BUT EITHER WAY, IT'S A GREAT THING.
AND I DEFINITELY APPRECIATE IT.
I KNOW HOW MUCH THOSE THINGS ARE NEEDED AND HOW MUCH, EVERYTHING JUST HAS ADVANCED SO FAR.
AND I AM DEFINITELY GRATEFUL FOR THIS BOND BEING PASSED AND US BEING GOOD STEWARDS OF THE FUNDS AND GETTING THE THINGS THAT WERE NEEDED FOR THE VARIOUS COMMUNITIES THAT HADN'T HAD WHAT THEY NEEDED DOWN THROUGH THE YEARS, BECAUSE WE'VE HAD TO DEFER MAINTENANCE FOR SO LONG.
AND SO YOU GUYS HAVE DONE A GREAT JOB AND I JUST DEFINITELY WANT TO APPRECIATE THAT.
AND I ALSO I DON'T SEE MY APPOINTEE HERE, BUT IF YOU DON'T MIND CALLING THEIR NAMES, MR. OWUSU AND ASK THEM TO STAND AND LET AND LET US KNOW WHAT DISTRICT THEY REPRESENT SO WE CAN PUT A NAME AND, YOU KNOW, TO THE FACE.
I WOULD DEFINITELY APPRECIATE IT.
BECAUSE I WANT TO LET THEM KNOW.
I UNDERSTAND YOU GUYS HAVE BEEN MEETING FOR A LONG TIME, AND EVERY NOW AND THEN YOU GET NEW MEMBERS IN WHO YOU ALSO HELP TRAIN AND WORK ALONG THE WAY, WHICH IS GREAT.
FIRST OFF, FOR THE OPPORTUNITY TO INTRODUCE DIRECTLY EVERYBODY WHO DOES THE HARD WORK.
I'LL START AND JUST RUN THROUGH THIS LIST.
THE HONORABLE DOMINIQUE ALEXANDER, WHO'S THE VICE CHAIR OF OUR ESTEEMED BODY.
THERE HE IS. [APPLAUSE] IN DISTRICT 1, WE HAVE RANDY MULRY, WHO I DON'T BELIEVE IS HERE.
[APPLAUSE] IN DISTRICT 2, WE HAVE WADE JOHNS, WHO IS OR WAS.
[APPLAUSE] THERE HE IS. WE'VE GOT MR. ROBERT WHITTAKER IN DISTRICT 3.
[APPLAUSE] MR. OMAR JIMENEZ IN DISTRICT 4.
[APPLAUSE] WE'VE GOT MR. OLIVER BLACK IN DISTRICT 6.
[APPLAUSE] WE'VE GOT MR. RAY DE LOS SANTOS IN DISTRICT 7.
[APPLAUSE] WE'VE GOT JAKE TORRES IN DISTRICT EIGHT, AND WE'VE GOT MR. DANIEL WOOD IN DISTRICT 9.
WE DON'T SWING HAMMERS, SO IF YOU HAVE FEMALE APPOINTEES, WE WOULD WELCOME THEM.
BUT THESE GENTLEMEN HAVE ALL DONE AMAZING WORK TO BE STEWARDS AND CHAMPIONS OF OF THE WORK.
AND THEN LAST, I JUST WANT TO JUMP IN ON THIS, TOO.
AND NOTE THAT I HAVEN'T FORMALLY THANKED BRENT.
AND THE ENTIRE CHIEF TEAM, WHO DO AMAZING WORK TO SHOW UP EVERY TIME WITH ANSWERS TO QUESTIONS, WITH DETAILED INFORMATION ABOUT HOW WE'RE SPENDING MONEY AND HOW MUCH MONEY WE SPENT.
SO I JUST WANT TO THANK EVERYBODY INVOLVED.
AND THANK YOU, MR. ALFRED. APPRECIATE YOU ALWAYS.
TRUSTEE WEINBERG. THANK YOU TRUSTEE WHITE.
[01:15:05]
IT'S BEEN WELL EXECUTED THUS FAR.AND THANK YOU TO THE BOND COMMITTEE TO WADE JOHNS, MY DISTRICT 2 REPRESENTATIVE, AND TO CHIEF ALFRED CHIEF BATES AND ALL OF THE TEAM THAT'S MADE, ALL OF THE ASPECTS OF THE BOND, MORE TRANSPARENT, FISCALLY RESPONSIBLE AND WELL EXECUTED.
YOU ALL SAID I THINK IT'S UP TO 50,000 JOBS HAVE BEEN CREATED, ALMOST 50,000 JOBS.
I WONDER IT MADE ME WONDER WHAT THE RIPPLE EFFECT OF THE WORK THAT WE'VE DONE THUS FAR, OR THE WORK AS A WHOLE HAS ON THE DALLAS AND NORTH TEXAS ECONOMY.
AND AGAIN, THANKS TO YOU ALL FOR YOUR AMAZING WORK.
IF YOU LOOK AT WHAT WE SPEND TO BUILD NEW CAMPUSES ON COLLEGES AS AN EXAMPLE, THE ASSUMED ESTIMATE IS THAT THAT'S SOMETHING LIKE A 7 TO 1 RETURN TO THE BROAD ECONOMIC IMPACT ACROSS THE COMMUNITY.
AND I THINK THAT'S A SIGN AND AN INDICATION OF THE QUALITY AND NEED FOR THE WORK THAT WE MUST DO TO MAKE OUR STUDENTS, YOU KNOW, GIVE OUR STUDENTS THE BEST OPPORTUNITIES WE CAN. THANK YOU TRUSTEE WEINBERG.
I'M SORRY. TRUSTEE MACKEY THEN TRUSTEE FOREMAN.
THANK YOU FOR YOUR LEADERSHIP IN THIS, DOMINIQUE, RAY, OLIVER, WADE, EVERYONE WHO'S NOT HERE.
IT'S ONE THING TO GET SOMETHING LIKE THIS PASSED.
WE KNOW THESE THINGS ARE NEVER A SMOOTH AND DIRECT SHOT, AND IT REQUIRES A LOT OF UPS AND DOWNS.
AND HECK, A LOT HAS HAPPENED SINCE 2020, THAT YOU ALL HAVE WORKED THROUGH.
SO THANK YOU FOR THE WORK THAT YOU ALL CONTINUE TO DO THERE.
IT'S GREAT TO SEE SO MANY SMILING FACES IN THESE SCHOOLS AS WE OPEN THEM AND IMPROVE THEM.
AND IT'S WELL DESERVED FOR ALL THE STUDENTS.
A QUICK QUESTION, KIND OF ON THE LINES OF TRUSTEE MICCICHE'S QUESTION AROUND THE INFLATION'S IMPACT.
MORE GENERALLY, DO WE HAVE A SENSE OF ARE WE AT WHERE WE EXPECTED TO BE MORE OR LESS WITH REGARDS TO THE SCHOOLS WE WERE HOPING TO IMPACT BY THIS POINT? DO YOU HAVE ANY SENSE OF THAT? I KNOW WE'VE SEEN A LOT OF WORK, BUT IT'S ALSO HARD FOR ME TO CONCEPTUALIZE FROM BACK TO 2020 EXACTLY WHERE WE HOPE TO BE AT THIS POINT.
YEAH. AS FAR AS SCHEDULE, YEAH, WE'RE PROCEEDING FORWARD WITH OUR HIGHER PRIORITY.
LIKE I SAY, ALL THOSE NEW CAMPUSES WE WERE LOOKING AT, WE'VE CONTINUED AND WE HAVEN'T HAD TO DOWNSIZE ANY OF THOSE CAMPUSES, WHERE SOME OF THE RENOVATIONS AND REMODELS LATER ON MAY BE IMPACTED BY IT.
AND WE SEE THINGS LEVELING OFF.
YEAH, THAT'D BE SUPER HELPFUL.
BUT IF WE COULD GET A SENSE OF DOWN THE LINE, MAYBE IN THE NEXT ONE OF THESE AROUND, HERE'S WHAT WE STILL SAID WAS GOING TO BE IN THE PRIORITY TWO AND PRIORITY THREE DOWN THE LINE. HERE'S WHERE WE THINK WE ARE GOING TO BE ABLE TO MEET IT.
HERE'S WHERE SOME OF THE AREAS THAT WE MIGHT HAVE TO HAVE SOME DECISION MAKING POINTS.
WE KNOW IT'S A NATURAL THING, ESPECIALLY ON A BOND THIS SIZE, BUT I'D BE LOOKING FORWARD TO THAT.
SO THANK YOU. THANK YOU TRUSTEE MACKEY.
TRUSTEE FOREMAN. I'M PROBABLY THE RELIC IN THE ROOM.
I SERVED ON THE 2002 2008 AND BEGAN SERVICE ON THE 2015 BOND.
SO I HAVE A LOT OF EXPERIENCE WITH BOND.
I DID HAVE QUESTIONS ABOUT THIS CURRENT BOND, BUT I'VE BEEN PLEASANTLY SURPRISED TO SEE SOME OF THE WORK GOING TO THE COMMUNITIES THAT REALLY NEEDED AN UPLIFT.
I'VE SEEN NEW SCHOOLS GO IN WHERE NEW SCHOOLS HAD NOT GONE IN BEFORE.
I'VE SEEN RENOVATION DONE ON SCHOOLS THAT REALLY NEEDED THE RENOVATION.
OF COURSE, ALL OF THE WORK IS NOT DONE, BUT I THINK THIS BOND IS MOVING IN THE RIGHT DIRECTION.
[01:20:03]
CARRIES THE VOICE OF DISTRICT 6 TO MAKE SURE THAT WE CONTINUE TO DO THE WORK THAT WE'RE DOING.THANK YOU. [APPLAUSE] THANK YOU TRUSTEE FOREMAN.
I DON'T WANT TO REITERATE A LOT OF THE POINTS THAT MY COLLEAGUES SAID.
TRANSPARENCY, I WANT TO HIGHLIGHT THAT.
SO IT STARTS WITH THAT TASK FORCE AND ADVISORY COMMITTEE.
BUT IT ALSO TAKES THE ADMINISTRATION TO BE OPEN AND TRANSPARENT.
AND THAT'S SOMETHING I DON'T THINK I'VE SEEN.
MAYBE SOMEONE CORRECT. I DON'T THINK I'VE SEEN THAT BEFORE.
SO, IN THE FUTURE, WHEN YOU SAY THIS WAS SUPPOSED TO BE DONE, YOU KNOW, WHETHER IT WAS DONE OR NOT, I THINK THAT'S HUGE FOR THE ADMINISTRATION TO BE THAT OPEN AND TRANSPARENT AND RESPOND TO THE VOTERS AND THE BOARD AND BE THAT TRANSPARENT.
I KNOW A LOT OF FOLKS HAVE BEEN GIVING BRENT, COMPLIMENTS.
THAT IS SOMETHING I WANT TO ECHO.
BECAUSE, YOU KNOW, TO WATCH HIM WORK IN THESE SPACES AND PEOPLE ARE BEING NICE.
IT'S DIFFICULT TO HAVE SOME OF THESE COMMUNITY MEETINGS WHEN YOU'RE TALKING ABOUT KIDS AND MONEY.
AND THERE'S, THERE'S NOT AN ENDLESS AMOUNT OF MONEY.
SO THERE IS A BUDGET, DESPITE THE BOND BEING SO, SO LARGE.
AND THERE'S A LOT OF QUESTIONS THAT CAME UP.
BUT HIM AND HIS TEAM ALREADY HAD THE ANSWERS.
AND THE REASON THEY ALREADY HAD THE ANSWERS, BECAUSE THAT MEETING WASN'T A SNAPSHOT THE WAY THEY DESIGNED FROM ARCHITECTURE TO CONSTRUCTION, EVERYTHING WAS HAND IN HAND WITH COMMUNITY MEMBERS HAND AND HAND WITH THE CAMPUS.
SO A LOT OF THE QUESTIONS HAVE ALREADY BEEN ADDRESSED BECAUSE HE WORKED IN AN EMPOWERING FASHION.
SO I DON'T HAVE ANY QUESTIONS OR COMMENTS.
MY COLLEAGUES HAVE ALREADY SAID ALL THAT I COULD SAY.
AGAIN, THANKS TO VOLUNTEERS, WE ALL KNOW UP HERE WHAT IT'S LIKE TO VOLUNTEER.
IT'S BEEN INSPIRATIONAL AND SUPER.
IT'S EASY TO DO THIS WORK WHEN YOU HAVE SOMEBODY TO FOLLOW IN DOING IT.
I ALSO JUST LASTLY BUT NOT LEAST, WANT TO THANK CHIEF ALFORD-STEPHENS FOR HER WORK AND BEING A FANTASTIC STEWARD OF THESE DOLLARS. IT IS A LOT OF MONEY, Y'ALL.
[APPLAUSE] AND SHE KNOWS WHERE EVERY SINGLE PENNY IS, WHICH IS LIKE REALLY IMPRESSIVE.
[LAUGHTER] SO I JUST WANT TO GIVE HER A SHOUT OUT.
YEAH. SO, YOU KNOW, I WANT TO THANK MY COLLEAGUES.
THAT MAY BE THE FACE OF THE BOND, BUT IT CUTS ACROSS ALL OUR DEPARTMENTS.
SOME OF YOU MENTIONED IT LIKE CHIEF BATES.
CHIEF ALFRED, CHIEF LUSK AND SEAN BRINKMAN DOWN THERE WITH TECHNOLOGY.
THEY'RE DOING A GREAT JOB OF SUPPORTING, THIS BOND ADVISORY COMMITTEE.
LIKE I SAY, HOW WE COME TOGETHER AND THEY SUPPORT THOSE MEETINGS.
SO I JUST WANTED TO SHOUT THEM OUT AS THEY SUPPORT US AS WELL.
AND, OF COURSE, THE SUPPORT OF OUR SUPERINTENDENT.
THEY'RE HERE AT EACH MEETING, AND THEY'RE READY ON POINT.
[APPLAUSE]. THIS IS MIKE GARCIA, AND DEVIN MOUNTAIN.
SO TO EVERYONE THAT YOU MENTIONED AND CERTAINLY TO YOUR TEAM, CHIEF ALFRED.
YEAH. AND SO NOW IT'S A PERFECT TRANSITION FOR US TO GET OUR NEW EXECUTIVE DIRECTOR, ANNIE PARTEE. AND OF COURSE, OUR DEPUTY CHIEF, LESLEY WILLIAMS. IT'S OUR I THINK IT'S QUARTER TWO IS THIS QUARTER TWO OR QUARTERLY AND THIS IS QUARTER TWO OF OUR MWBE REPORT.
[01:25:04]
AND I WILL TURN IT OVER TO THEM.WE CAN HAVE THE. IF WE COULD HAVE THE PRESENTATION PULLED UP.
FIRST OF ALL, THANK YOU ALL FOR THIS OPPORTUNITY TO PRESENT THE SECOND QUARTER MWBE REPORT.
I WANT TO START THE REPORT OUT WITH, MENTIONING SOME STATE RECOGNITIONS THAT WE HAVE RECEIVED.
WE RECEIVED THE SUBCONTRACTOR, USA, TEXAS JOURNAL.
AWARD. AND IN THAT ARTICLE, YOU HAVE IT.
AND THIS WE HIGHLIGHTED YOU, OUR TRUSTEES, DR.
LEAR AND THE SENIOR STAFF FOR YOUR CONTINUED SUPPORT OF THE MWBE DEPARTMENT.
WE WOULD NOT MAKE IT WITHOUT YOU.
WE ARE REALLY EXCITED ABOUT THIS.
WE SHARED THAT PARTICULAR MAGAZINE WITH ALL OF YOU, THE TRUSTEES AND THE CHIEFS AND THE DISTRICT.
SO I'M SURE YOU GOT A CHANCE TO SEE THAT.
SO WE'RE REALLY HAPPY ABOUT THAT.
THE NEXT AREA THAT I WOULD LIKE TO TALK ABOUT, AND THAT IS, OUR GOODS AND SERVICES.
YOU KNOW, WE HAVE WORKED EXTREMELY HARD TO MEET THE GOALS AND GOODS AND SERVICES.
AND I JUST WANTED TO SHARE WITH YOU ALL SOME OF THE INITIATIVES THAT WE HAVE IN PLACE.
SOME OF THE INITIATIVES ARE WE HAVE AN INTERNAL MARKETING PLAN, WHEREAS WE'RE SHARING WITH, ALL THE SCHOOLS, THE VARIOUS DEPARTMENTS WITHIN THE DISTRICT, THEIR UTILIZATION OF MINORITY VENDORS.
IN ADDITION TO THAT, WE HAVE A CONTRACT COMPLIANCE.
AND WHAT WE'RE DOING, WE'RE GETTING IN CONTACT WITH ALL OF THE VENDORS WHO HAVE RECEIVED GENERAL GOODS AND SERVICES CONTRACTS WITH THE DISTRICT AND REMINDING THEM OF THE COMMITMENT THAT THEY MADE WHEN THEY BID FOR THE CONTRACTS.
AND SO THAT'S WORKING WELL, TOO.
AND THIS IS HELPING OUR NEW VENDORS AND THEN MS. PARTEE AND I, WE HAVE CONTINUED TO MEET WITH, VENDORS WHO HAVE RECEIVED LARGE GOODS AND SERVICES CONTRACTS WITH THE DISTRICT AND ENCOURAGING THEM TO INCREASE THEIR UTILIZATION OF MINORITY AND WOMEN OWNED VENDORS.
AND ANOTHER THIS IS IN THE PARTICULAR AND THE CONSTRUCTION AREA.
THIS IS A NEW ALSO WHAT WE'VE DONE.
WE ARE COLLABORATING WITH THE FIVE PROGRAM MANAGEMENT FIRM, MANAGERS.
AND THE LAST THING I WANT TO MENTION IS THAT WE HAD, MOST OF YOU ALL KNOW WE HAD THE INDEPENDENT SCHOOL DISTRICT DAY ISD DAY, AND IT WAS AN OVERWHELMING SUCCESS.
WE HAD OVER 500 PARTICIPANTS, AND WE HAD, REPRESENTATION FROM AUSTIN, FORT WORTH, ALL OF THE SUBURBAN AREAS, RICHARDSON, DESOTO, ARLINGTON, ETCETERA, ALONG WITH DALLAS COLLEGE, AND UT DALLAS ALSO PARTICIPATED. AND I JUST WANT TO CLOSE WITH SAYING ONE THING, AND THIS IS TO YOU, DR.
ELIZALDE. IT WAS A SPECIAL THAT YOU ARE.
WE HAD OUR CHIEFS, OUR DEPUTY CHIEFS ALL CAME TO THE ISD DAY, AND THAT'S NEVER HAPPENED BEFORE.
AND THE VENDORS, THEY ALL TALKED TO US ABOUT HOW IMPRESSED THEY WERE.
SO YOU GOT YOUR SUPERINTENDENT TO COME TO THE ISD DAY, AND, WE SAID YES.
AND WE HAVE A GREAT, GREAT SUPERINTENDENT.
SO I JUST WANT TO THANK YOU ALL.
THANK YOU, MR. WILLIAMS. GOOD AFTERNOON TO EVERYONE.
I WILL PRESENT THE STATISTICAL ANALYSIS REGARDING THE MWBE UTILIZATION.
AS YOU KNOW, THE BOARD HAS ESTABLISHED NUMERICAL MWBE GOALS.
AND FOR THE 2020 BOND PROGRAM, I WILL SHARE WITH YOU THE MWBE UTILIZATION TO DATE, AND THAT WILL BE UP THROUGH THE DURATION OF THE 2020 BOND PROGRAM THROUGH DECEMBER THE 31ST, 2023.
IN COMPARISON TO YOUR 30% MWBE GOAL IN THE AREA OF CONSTRUCTION, OUR ACTUAL UTILIZATION IS
[01:30:08]
46.77%. AND WHEN WE TAKE A LOOK AT THE PROFESSIONAL SERVICES GOAL, THE UTILIZATION, THE GOAL ITSELF IS 35%.HOWEVER, YET AGAIN WE HAVE EXCEEDED THAT GOAL AND THE UTILIZATION IS 47.89%.
THE NEXT SLIDE I HAVE BEFORE YOU IS THE 2015 BOND PROGRAM MWBE UTILIZATION THROUGH DECEMBER 31ST, 2023, SHOWING THE PRIME AS WELL AS SUBCONTRACTOR PAYMENT PARTICIPATION IN COMPARISON TO A 30% MWBE GOAL IN THE AREA OF CONSTRUCTION, OUR UTILIZATION IS 56.05%.
AND FOR A BOND FUND AND PROFESSIONAL SERVICES, WE HAVE A BOARD ESTABLISHED GOAL OF 35%.
HOWEVER, WE WERE ABLE TO ACHIEVE 39.40% FOR THE 2015 BOND PROGRAM.
OF COURSE, WE HAVE VERY NOMINAL PAYMENTS.
WE HAD A ROUGHLY $32,000 WITHIN THIS PARTICULAR TIME PERIOD.
HOWEVER, WE DID WANT TO SHARE THE CUMULATIVE AMOUNT TO OUR BOARD OF TRUSTEES.
IN COMPARISON TO THE BOND FUND AND CONSTRUCTION, WE HAVE A GOAL OF 30%.
THE ACTUAL UTILIZATION IS 49%.
AND FOR BOND FUNDED PROFESSIONAL SERVICES, THE GOAL IS 35% AND OUR UTILIZATION IS NOTED AT 39%.
HOWEVER, WE DECIDED TO LEAVE THIS PARTICULAR SNAPSHOT IN HERE FOR YOUR REVIEW AS WELL.
AND AGAIN, THE GOAL WAS 30% FOR CONSTRUCTION.
THE ACTUAL UTILIZATION WAS 73% FOR BOND FUNDED PROFESSIONAL SERVICES.
HOWEVER, THE UTILIZATION IS 26% FOR THE PROGRAM AS ESTABLISHED.
WE TOOK A SNAPSHOT OF THE VARIOUS SCHOOLS THAT WERE ACTUALLY PROCURED THROUGH THE CMAR METHODOLOGY.
AND WE TAKE A LOOK AT THOSE PARTICULAR ANALYSIS AND SNAPSHOTS.
THE UTILIZATION IS 63.30% IN COMPARISON TO A 30% GOAL.
SO WE HAVE EXCEEDED IN THAT RESPECTIVE AREA AS WELL.
WE CONTINUE WITH THE FUND 199 FROM THE GENERAL OPERATING FUNDS.
THAT HAS BEEN ONE OF OUR GREATEST CHALLENGES, AS WELL AS AREAS OF OPPORTUNITY.
AND MR. WILLIAMS HAS EXPOUNDED AND SHARED WITH YOU SOME OF THE INITIATIVES THAT WE ARE WORKING ON.
THE BOARD ESTABLISHED GOAL IS 30%.
HOWEVER, OUR ACTUAL UTILIZATION IS 16.57%.
THAT INCLUDES THE NON-CERTIFIED MWBE COMPANIES THAT WOULD EQUATE TO 22.2%.
HOWEVER, AS IDENTIFIED WITHIN OUR BOARD POLICY CH LOCAL ONLY THOSE CERTIFIED MWBE COMPANIES WILL COUNT TOWARDS THE BOARDS OF NUMERICAL MWBE GOAL.
THE NEXT SLIDE BEFORE YOU IS ACTUALLY CONSIDERED DISTRICT WIDE FUNDS.
IT INCLUDES ALL FUNDS EXCLUDING THE 600 SERIES, WHICH IS CAPTURED FOR A BOND PROGRAM PROCUREMENT.
OUR ACTUAL UTILIZATION WAS 14.16%.
AS YOU KNOW, POST COVID, THE DISTRICT QUICKLY ADAPTED TO ALLOWING ELECTRONIC BIDS, AND THAT HELPED TO PROTECT THE SAFETY OF STAFF AS WELL AS OUR BUSINESS COMMUNITY.
WE HAVE AWARDED VENDORS 563 OUT OF A TOTAL DISTRICT, 17, 1718, WHICH IS ROUGHLY 32.77%. AND WHEN YOU LOOK AT THE ASSOCIATED PAYMENTS, IT IS ACTUALLY 17.50%.
[01:35:01]
SO THAT ACTUALLY INCLUDES OUR UTILIZATION TODAY.AND I'LL TURN IT OVER TO YOU FOR ANY QUESTIONS OR COMMENTS YOU MAY HAVE.
THANK YOU FOR THE PRESENTATION.
COMMENTS. TRUSTEE FLORES, AND THEN FOREMAN AND TRUSTEE WHITE.
AND IT'S GREAT THAT, YOU KNOW, IN THE BOND STUFF WE'RE DOING GREAT.
I WAS GOING TO POINT OUT SO IF YOU GO TO THE CMAR, SLIDE, IT LOOKS LIKE OUR CMAR EXCEEDS WHAT WE, OUR GOALS THAT WE DO THAT ARE VERY, YOU KNOW, ALREADY VERY HIGH OUTCOMES.
AND THE BOND CONSTRUCTION WHICH WAS OUR GOAL IS 30.
WE WERE AT 47, I THINK 49, I THINK.
THEY'RE ALL IN 2020, LET'S LOOK AT 2020, 46.
AND IT LOOKS LIKE WITH IF WE DO CMAR THEN WE'RE UP IN THE 60S.
SO IT LOOKS LIKE THE CMAR IS WORKING.
IT'S THE ONLY POINT I WANT TO MAKE.
SO I JUST WANTED TO HIGHLIGHT THOSE TWO THINGS THAT KIND OF STUCK OUT FOR ME.
I THINK THAT THAT IT SEEMS THAT THOSE ARE GOOD PRACTICES TO FOLLOW.
REALLY APPRECIATE IT. THANK YOU.
THANK YOU SIR. TRUSTEE FOREMAN THEN WHITE.
THANK YOU. MR. WILLIAMS, MS. PARTEE AT EVERY MEETING, I COMPLIMENT YOU ON THE WORK THAT YOU'RE DOING.
AND THIS MEETING WILL BE NO DIFFERENT.
I THINK YOU GUYS ARE DOING A GREAT JOB.
AND YOU DO, A SERVICE TO THIS DISTRICT THAT IS EXTREMELY IMPORTANT AND TO THIS COMMUNITY.
I DO WANT TO MAKE SURE THAT WHEN WE TALK ABOUT NUMBERS, THAT THERE'S A CLEAR UNDERSTANDING THAT THOSE NUMBERS ARE BASED ON PAYMENTS, THAT'S NOT BASED ON OVERALL WHAT THAT CONTRACT IS.
CORRECT. IT'S BASED ON PAYMENTS.
AND SO LET'S NOT GET IT CONFUSED.
AND I THINK SOME PEOPLE DO WHEN THEY SEE THE PERCENTAGES.
SO THERE MIGHT BE AN OPPORTUNITY FOR YOU TO, SHARE ON YOUR PRESENTATIONS THAT IT IS BASED ON PAYMENTS RECEIVED, NOT ON THE OVERALL CONTRACT.
WELL, FIRST OF ALL, GOOD AFTERNOON, AND THANK YOU FOR YOUR REPORT.
I WAS WANTING TO JUST GET SOME CLARIFICATION ON TWO THINGS THAT I HEARD, IN THE PRESENTATION.
ONE WAS THE FOURTH THURSDAY VENDOR REGISTRATION, IS THAT CORRECT? CORRECT. WHERE IS THAT NORMALLY HELD, AND IS IT POSTED ON THE WEBSITE SO THAT I CAN HELP SHARE THE WONDERFUL NEWS? OH, YES. IT'S ACTUALLY A WEBINAR.
OKAY. AND IT'S BASICALLY ON ALL OF OUR SOCIAL MEDIA PLATFORMS. WE CAN MAKE SURE THAT YOU HAVE WHAT YOU NEED.
NOW, THESE ARE PROGRAM MANAGEMENT FIRM MANAGERS.
AND SO WHAT WE'RE DOING, WE HAVE THOSE MANAGERS TO COLLABORATE WITH US AS WE MEET WITH NEW CONTRACTORS, GENERAL CONTRACTORS, AND MAKE SURE THAT THEY IF THEY HAVE ANY QUESTIONS IN REFERENCE TO THE PROCUREMENT PROCESS OR BIDDING PROCESS, WE ANSWER THOSE QUESTIONS AND TO ENCOURAGE THEM TO BID FOR CONTRACTS WITH THE DISTRICT.
OKAY. AND, I THINK THAT IS IT.
BUT ALSO, I'M DEFINITELY GLAD TO HEAR THAT THIS IS SOMETHING THAT WE'RE STILL PARTICIPATING IN AND THAT WE'RE ENCOURAGING EVERYONE AND ALLOWING EVERYONE TO BE A PART OF THE PROCESS.
THANK YOU ONCE AGAIN FOR YOUR REPORT.
THANK YOU, THANK YOU, THANK YOU AGAIN.
PHENOMENAL WORK AND I REALLY APPRECIATE IT.
I WANT TO THANK THE SUPERINTENDENT FOR SHOWING UP AT ISD DAY.
IT IS THERE IS TO INTERACT WITH THE DISTRICT AND CONTRACT WITH THE DISTRICT.
SO THANK YOU SO MUCH. Y'ALL DON'T HAVE ANY OTHER COMMENTS OR QUESTIONS?
[01:40:04]
IF NOT, WE'RE GOING TO KEEP IT MOVING.THANK YOU. THANK YOU, THANK YOU.
YEAH I JUST WANT TO SAY IF ANYONE KNOWS, YOU CANNOT SAY NO TO ANNIE PARTEE OR LESLIE WILLIAMS. [LAUGHTER] SO WHEN THEY ASK US TO SHOW UP, WE KNOW AND I HAVE TO JUST TELL YOU WHEN I GOT THERE, IT IS ONE OF THOSE WHERE YOU DON'T RECOGNIZE THE MAGNITUDE OF THE WORK THAT, MR. WILLIAMS AND MS. PARTEE ARE DOING.
THAT PLACE WAS LITERALLY PACKED WITH PEOPLE ALL POSITIVE, ALL LEARNING HOW TO ENGAGE, HOW TO GET BETTER AT HOW DO THEY GET AWARDED CONTRACTS AND THE AMOUNT OF LEARNING THAT THEY TOOK AWAY.
AND WHEN I SAW OTHER DISTRICTS LEARNING AND PARTICIPATING, WHEN I REALLY THINK ABOUT THE COMMUNITY IMPACT AS ALL OF THESE OUR TRUSTEES HAVE STATED, I WOULD LIKE TO THANK THIS BOARD BECAUSE THIS HAS BEEN ONE OF THE PRIORITIES THAT HAS BEEN EXPECTED OF US, AND IT IS TRULY ONE THAT YOU CAN SEE ITS IMPACT.
SO THANK YOU, BOARD OF TRUSTEES, FOR PUSHING US TO MAKE SURE THAT WE PROVIDE OUR MWBE THE SUPPORT THAT THEY NEED, SO THAT THIS WORK HAS MOVED TO THE FOREFRONT FOR DALLAS ISD.
THANK YOU. AND THAT CONCLUDES OUR SUPERINTENDENT'S, REPORT.
ALL RIGHT TRUSTEES WE'RE NOW ON SECTION TEN POLICY UPDATES.
[10. POLICY UPDATES]
AS I NORMALLY DO, I'LL GO THROUGH THESE AND YOU JUST STOP ME OR HAVE ME TRACK BACK TO WHERE YOU WANT TO GO.MR. PRESIDENT, I HAVE A PROCEDURAL QUESTION.
SO WHEN THE POLICIES COME TO US, HAVE THEY BEEN TO A POLICY COMMITTEE BEFORE THEY GET TO US? YES, MA'AM. OKAY.
AND DOES THE POLICY COMMITTEE VOTE ON THE POLICIES OR THEY JUST REVIEW THE POLICY? NO, IT'S NOT A VOTING COMMITTEE.
BUT WE DO THEY DO PROVIDE RECOMMENDATIONS, AND WE MAKE THOSE REVISIONS.
SO I'M JUST I'M A LITTLE BIT COMPLEX AND I'LL START WITH THE FIRST POLICY.
SO THIS FIRST POLICY THAT WE HAVE HERE IS REGARDING THE SUPERINTENDENT'S EVALUATION. AND WE JUST WENT THROUGH RENEWING A CONTRACT FOR THE SUPERINTENDENT, AND NOW WE HAVE A POLICY CHANGING THE EVALUATION CRITERIA.
CAN SOMEBODY HELP ME? SO, TRUSTEE FOREMAN IF I CAN.
YEAH. CAN WE HAVE SOME EXPLANATION FROM.
YEAH, YEAH, I GOT WHAT I NEEDED ON THAT.
THIS CAME FROM THE SUPERINTENDENT EVALUATION COMMITTEE.
SO MYSELF, TRUSTEE WEINBERG AND TRUSTEE CARREÓN.
SO THESE ARE JUST WHAT IT CURRENTLY IS AND HAS BEEN.
BUT IT DOES JUST CEMENT IT IN POLICY.
SO THERE'S NOT THOSE QUESTIONS AROUND.
WELL, LET'S MOVE THE GOAL POST OR CHANGE THEM UP OR CHANGE THEM DOWN.
AND THEN TO TIE FULLY SATISFACTORY EXPLICITLY WITH WHAT THE ANNUAL TARGET WAS FOR EACH OF THOSE.
SO THAT WAS THE INTENT OF THIS.
JUST TO CLARIFY THAT IN POLICY.
SO I HAVEN'T SEEN A DOCUMENT THAT SAYS 60% ALLOCATED TOWARD ACHIEVEMENTS OF THE BOARD'S GOALS AND I HAVEN'T SEEN IT IN THE EVALUATION INSTRUMENT EITHER.
SO CAN SOMEBODY SHARE THAT INFORMATION WITH ME? YOU DON'T HAVE TO DO IT TODAY.
I'D LIKE TO SEE IT IN WRITING BECAUSE I HAVEN'T SEEN THAT.
AND WHAT IS TROUBLING TO ME IS, IS THAT AFTER WE TAKE AN ACTION, THEN WE COME BACK WITH A POLICY THAT DOESN'T FOR ME, THAT DOESN'T LOOK WELL. FOR ME, IT SEEMS LIKE THAT WOULD HAVE BEEN A PART OF WHAT WE WOULD HAVE DONE WHEN WE DECIDED WE WERE GOING TO EXTEND THE SUPERINTENDENT'S CONTRACT AND TO GIVE THE SUPERINTENDENT A RAISE.
AND THEN I'LL MOVE ON FROM THAT.
[01:45:02]
SO IF YOU CAN GET THAT TO ME I WOULD APPRECIATE IT.YEAH, I'LL ABSOLUTELY DO THAT AND HAPPY TO MEET WITH YOU.
AND AGAIN, THIS IS JUST WHAT IS CURRENTLY IN THE INSTRUMENT AS FAR AS IT.
SO I'LL MEET WITH YOU, I'LL SEND IT TO YOU AND MAKE SURE.
AND I APPRECIATE THAT. THANK YOU.
THANK YOU BOTH. ARE THERE ANY OTHER QUESTIONS ON THE? I HAVE THE, EXCUSE ME, ONE ON THE WELLNESS.
IS THAT FFE? WHICH IS THE NEXT ONE? THAT'S B.
OKAY, FFAC. SO I KNOW IT SAYS, OKAY, SHERRY. SO I'M LOOKING AT ACTUALLY THE FIRST SENTENCE, REGARDING THE TASB UPDATE.
AND MY QUESTION WAS, DOES THIS APPLY TO ELEMENTARY CAMPUSES ONLY, OR IS THIS ELEMENTARY AND ALL CAMPUSES? THIS IS ALL CAMPUSES.
OKAY. AND THAT WAS MY BIG QUESTION ABOUT THIS ONE IS DOES IT APPLY TO ALL CAMPUSES? ALL RIGHT. THANK YOU. IF YOU CAN JUST PUT THAT IN THERE I WOULD APPRECIATE THAT.
THANK YOU. THE QUESTIONS IN THE POLICY SECTION.
10 B. 10 D. YEAH I HAVE D ALSO.
OKAY. YOU CAN GO FIRST SINCE I'VE BEEN TALKING.
I NOTICED THIS ONE IS STRIKING THE ENTIRE POLICY, SO I'M CURIOUS ABOUT THE REASONING BEHIND THAT.
ANY SUBSTANTIAL CHANGES? WHERE IS THIS STUFF LIVING IF IT'S LIVING ANYWHERE? YES. SO, FFE THE LAST TIME IT WAS UPDATED WAS IN 2016.
AND SINCE THEN THERE IS NO LONGER A LEGAL THAT BACKS UP WITH THIS POLICY.
SO ALL OF THIS IS NOW LOCATED IN OTHER LOCATIONS.
IT'S PART OF FFEA, FFEB, FFB, EHAA.
SO WE BROUGHT A GROUP TOGETHER, EMTS, POLICE, MENTAL HEALTH SERVICES, COUNSELING, AND THEY WENT THROUGH THIS AND MOVED ALL OF THE PIECES TO WHERE THEY RESIDE NOW.
AND SO THAT'S WHY WE'RE BRINGING SEVERAL F POLICIES TODAY, TO PICK ALL OF THOSE PIECES UP.
WERE THERE ANY ELEMENTS OF THIS THAT HAVE NOT BEEN TRANSLATED INTO ANY OF THOSE OTHER AREAS? NO. EVERYTHING FROM THIS POLICY HAS BEEN PLACED IN OTHER LOCATIONS NOW ACCORDING TO WHERE IT FITS.
CAN YOU WHAT WOULD BE REALLY HELPFUL FOR ME BECAUSE THIS IS A FIRST READ, CORRECT? YES. IT WOULD BE REALLY HELPFUL FOR ME IF WE COULD JUST HAVE SOMETHING UPLOAD IN THE TRACKER THAT BASICALLY BY SEGMENT HERE SAYS BASICALLY BEHAVIOR REPORT FORM.
JUST SO WE CAN THANK YOU. DID YOU STILL HAVE QUESTIONS TRUSTEE FOREMAN ON THAT ONE? NO, I'M ON E.
OKAY. WE HAD THE SAME QUESTION.
CAN YOU BELIEVE THAT? I CAN ACTUALLY.
OKAY. [LAUGHTER]I KEEP GOING BACK AND FORTH.
YEAH. AM I READY FOR E? OKAY. ON E SHERRY AND IT'S ONE OF ONE.
SO THE ROLE OF THE SCHOOL COUNSELOR.
OKAY, I'M GOING TO HAVE TO DEFER THAT TO DR.
GOOD AFTERNOON. GOOD AFTERNOON.
SO, SOCIAL ABILITIES, IT SAYS THE COUNSELOR, SHALL PROVIDE SUPPORT FOR SOCIAL ABILITIES. WHAT DOES THAT MEAN? ARE YOU, REFERENCING NEW LANGUAGE? TRUSTEE FOREMAN. WHERE ARE YOU WITH THAT? REFERENCING NEW LANGUAGE? IT SAYS ROLE OF THE SCHOOL COUNSELOR AND SOCIAL ABILITIES IS IN THE LAST SENTENCE OF THE ROLE OF THE COUNSELORS, THE VERY TOP ROLE OF THE SCHOOL COUNSELORS.
AND IT SAYS AND SOCIAL ABILITIES ARE ADDRESSED.
SO WHAT DO WE DEFINE AS SOCIAL ABILITIES? YES. THANK YOU MRS. FOREMAN, THAT ACTUALLY REFERS TO STUDENTS MENTAL HEALTH AND THEIR ACADEMICS AS WELL.
SO IT'S A COMBINATION OF THEIR MENTAL HEALTH SUPPORTS AND HELPING THEM GROW TO BE MORE SOCIALLY INEPT AND ADJUST TO SCHOOL AND, ABILITIES IN THAT MANNER.
OKAY. SO I JUST THINK THAT NEEDS TO BE CLARIFIED AS TO WHAT? BECAUSE IF SOMEBODY READS THAT IT DOESN'T.
SOCIAL ABILITIES COULD BE ONE THING TO ME AND SOMETHING TO SOMEBODY ELSE.
[01:50:09]
AND SO A CLINICIAN COULD BE, WORKING WITH SOCIAL ABILITIES TOO.SO I'M JUST TRYING TO DEFINE THEIR ROLE.
SO IF YOU CAN HELP ME WITH THAT.
IF YOU JUST FIX THAT FOR ME, PLEASE.
WE'RE ON SECTION 11 PROPOSED NAME OF FACILITIES.
THEN ANY QUESTIONS AND COMMENTS ON THAT SECTION?
[16. ACADEMICS AND TRANSFORMATION DIVISION]
17 A.DOES ANYBODY HAVE ANYTHING BEFORE 17 A.
EARLY CHILDHOOD. IT'S 17 A GUY'S.
I SEE THAT WE ARE TALKING ABOUT THE FULL TUITION RATE FOR, PRE-K FOUR IS $5000.
WHAT WERE WE AT THIS YEAR? SAME. FOR KEEPING IT THE SAME.
DOES THIS AFFECT THOSE STUDENTS AT ALL? NOT AT ALL.
OKAY. I'M JUST TRYING TO MAKE SURE.
AND THEN THE OTHER LAST QUESTION IS, THIS IS FOR A TEN MONTH.
THE JUSTIFICATION SAYS FOR TEN MONTHS.
YEAH. FOR THE TEN MONTHS OF SCHOOL, NOT THE TWO MONTHS IN THE SUMMER.
OKAY. MAYBE WE COULD PUT NOT THE SUMMER.
WHY TEN MONTHS? GOT TWO MORE MONTHS IN THE YEAR.
[18. INFORMATION TECHNOLOGY DIVISION]
TRUSTEE FOREMAN.YES, MA'AM. THAT'S NOT, UNUSUAL.
BUT WHEN I LOOK AT THE HISTORICAL SPIN ON THIS, WHERE YOU'RE ASKING FOR $27 MILLION, AND I LOOK AT THE FACT THAT WE HAD $84 MILLION AND WE ONLY SPENT $1.5 MILLION, BUT NOW WE'RE ASKING FOR $27.5 MILLION.
CAN IS THERE SOME CLARITY ON THAT? YES, MA'AM. SO THE PREVIOUS CONTRACT, THERE WAS SOME NEW TECHNOLOGIES THAT WE WANTED TO LEVERAGE FOR OUR ACCESS POINTS, THAT WERE NOT ON THE PREVIOUS CONTRACT.
SO WE DECIDED TO GO OUT AND REBID, THE PREVIOUS CONTRACT WAS ONE BULK FOR A LOT OF STUFF, TO BE ABLE TO UTILIZE E-RATE DOLLARS.
SO WE'LL BE BRINGING THREE, TWO ADDITIONAL.
THIS ONE'S FOR THE ACCESS POINTS IN THE DISTRICT.
WE'LL BE CANCELING THE PREVIOUS CONTRACT.
SO YOU'RE GOING TO CANCEL? YES, MA'AM. THE PREVIOUS CONTRACT? WHEN? AS SOON AS THIS ONE, IF IT'S APPROVED.
WAS ANY OF THE MONEY ON THIS CONTRACT SPENT ON ACCESS POINTS? THE PREVIOUS.
PREVIOUS CONTRACT? YES. WE SPENT, SOME DOLLARS ON ACCESS POINTS AND SOME NETWORK ELECTRONICS.
COULD YOU BREAK DOWN THE SPIN ON THE 80 MILLION? THE 1.5? SURE. WE CAN PUT THAT IN THE TRACKER.
ALL RIGHT. THANK YOU. YOU'RE WELCOME.
ALL RIGHT. THANK YOU TRUSTEE FOREMAN.
FINANCIAL SERVICES DIVISION FROM 21-22 23-24.
[20. FINANCIAL SERVICES DIVISION]
DOES ANYONE HAVE ANYTHING BEFORE THAT? ALL RIGHT. GO AHEAD TRUSTEE FOREMAN.[01:55:03]
WHAT IS? CAN YOU JUST GO THROUGH THE BUDGET ADJUSTMENT FOR ME? YES, MA'AM I CAN.THANK YOU. FOR THE GENERAL OPERATING, IS THAT CORRECT? YES, MA'AM. IT'S ON PAGE THREE, I BELIEVE.
THE BUDGET ADJUSTMENT ON THE DEBT SERVICE.
ON THE DEBT SERVICE SIDE, WE ORIGINALLY FORECASTED THAT WE WOULD DEFEASE $15 MILLION DEFEASE BEING PAY OFF SOME OF OUR BOND INDEBTEDNESS.
WE WOULD PAY OFF $15 MILLION THIS YEAR.
WELL, WE HAD A BOND SALE ACTUALLY, THAT CLOSED OUT TODAY.
AND BASED ON THOSE PROJECTIONS, WE'RE GOING TO BE ABLE TO PAY OFF 17 MILLION EARLY.
SO WE'RE GOING TO WE NEED TO INCREASE THE EXPENDITURE PIECE AS WELL AS ACCOUNT FOR THE REVENUE THAT WE'RE GOING TO GET FROM TAX COLLECTIONS ON THE I&S SIDE, TO BE ABLE TO PAY OFF $17 MILLION IN DEBT EARLY INSTEAD OF 15 MILLION.
SO THAT'S WHY YOU SEE THE 2 MILLION THERE.
I WASN'T GOING TO ASK A QUESTION ON THAT.
SO THANK YOU FOR SHARING THAT.
THANK YOU FOR ASKING THE QUESTION, TRUSTEE FOREMAN.
I GOT ONE MORE. YOU HAVE ONE TOO.
ONE MORE. WHAT NUMBER IS IT? 25 B.
IT MIGHT BE THE SAME AS MINE. I HAVE 25 A BUT LET ME SEE WHAT YOUR QUESTIONS ARE.
[INAUDIBLE] 25 A TRUSTEE FOREMAN, PLEASE.
YES, MA'AM. SO THE SAME QUESTION I HAD FOR, ON THE PREVIOUS CONTRACT, WE HAD A CONTRACT FOR $5 MILLION.
WE SPENT LESS THAN FIVE, 4.6, BUT NOW WE'RE ASKING FOR 15 FOR FIRE EXTINGUISHERS.
IS THERE A REASON FOR THAT? YES, MA'AM. WE ACTUALLY HAVE THE FUNDS THIS TIME.
SO WE RECEIVED $35.1 MILLION IN GRANT FUNDS FOR SAFETY AND SECURITY.
AND WITH THAT, WE'RE ABLE TO LEVERAGE THE BOND, TO PUT IN THE FIRE ALARM SYSTEMS, AT I MEAN, I HAVE A LIST OF SCHOOLS, AND WITH THE LIST OF SCHOOLS, THEY'RE PRETTY PRICEY, LIKE PIEDMONT GLOBAL IS $775,000 FOR TO REPLACE THEIR SYSTEM.
THELMA RICHARDSON IS THIRTY THREE HUNDRED AND EIGHTY FIVE.
SO WE HAD TO INCREASE OUR BOARD DOC TO 15.
SO THE FUNDS ARE COMING FROM GRANT FUNDS IS WHAT YOU'RE SAYING.
YES. SO WE HAVE $114 MILLION IN SAFETY AND SECURITY BOND.
AND WE JUST RECEIVED OR RECEIVING $28 MILLION SAFETY AND FACILITY ENHANCEMENTS.
ANOTHER 6 MILLION IN WINDOW FILM, ANOTHER 1.1 SILENT PANIC ALARM.
AND THEN WE JUST APPLIED FOR ANOTHER CYCLE TWO GRANT.
AND THIS WILL HELP US INCREASE OUR BOND MONEY 114 PLUS THIS 35.1.
WE'RE ABLE TO SAVE MONEY BY GOING STRAIGHT TO THE VENDOR, AS OPPOSED TO PUTTING IT INTO THE GENERAL CONTRACTORS, SCOPE AND REPLACE THESE FIRE ALARM SYSTEMS IMMEDIATELY. NOW I'M CONFUSED.
OKAY. SO YOU'RE SAYING YOU ARE MIXING GRANT FUNDS WITH BOND FUNDS? IS THAT WHAT WE'RE SAYING? NO, MA'AM, I'M JUST SAYING WE INCREASED OUR REVENUE BY RECEIVING GRANTS SO WE'RE ABLE TO DO MORE FOR OUR CAMPUSES AND DO THEM FASTER.
SO I HAD TO INCREASE THE BOARD DOC OUR SPENDING AUTHORITY TO DO THESE.
COULD YOU SEND A LIST OF THOSE REPLACEMENTS? I'M STILL A LITTLE BIT CONFUSED, SO I'LL TALK TO YOU OFFLINE.
YES, MA'AM. IN REGARDS TO THAT.
TRUSTEE WHITE. I JUST HAVE A QUICK QUESTION ON THAT.
AS FAR AS THE BECAUSE WHEN YOU STARTED NAMING OFF THE COST OF THE DIFFERENT SYSTEMS, THELMA RICHARDSON, I KNOW IS A FAIRLY NEW SCHOOL.
IS IT BECAUSE, AND PIEDMONT IS AN OLDER SCHOOL THAT HAD RENOVATIONS?
[02:00:06]
IS THAT WHY IT'S COSTING MORE THAT AND THE WINTER STORM.RIGHT. SO WE'VE HAD A COUPLE WINTER STORMS COME THROUGH.
AND SO THIS IS FIRE SUPPRESSION SYSTEMS, RIGHT? SO SOME OF THOSE PIPES HAD FROZE AND BROKE.
AND, YOU KNOW, SYSTEMS ARE OLD AND OBSOLETE.
AND OUR MAINTENANCE STAFF DOES A GREAT JOB GETTING US UP AND RUNNING, YOU KNOW.
SO WHEN THE KIDS RETURN, WE CAN CONTINUE TO HAVE SCHOOL.
BUT WITH THE FUNDS THAT WE HAVE NOW, YOU KNOW, WE'RE ABLE TO REPLACE THEM.
AND I DO WANT TO THANK YOU FOR ADDRESSING THIS.
BECAUSE WE ARE DEFINITELY IN NEED OF THIS, REPAIRS.
WE DON'T HAVE TO PAY BACK. SO, I'M DEFINITELY EXCITED ABOUT THAT.
AND I'M REALLY EXCITED THAT WE'RE ADDRESSING THE FACT THAT THE REPAIR IS NEEDED.
I REALLY APPRECIATE YOU AS ALWAYS, SIR.
I'LL BE BRIEF. I JUST WANT TO THANK YOU FOR THE URGENCY AROUND IT.
BECAUSE I'VE HEARD STUFF IN THE COMMUNITY ABOUT THIS, AND IT IS A SAFETY CONCERN.
SO THANK YOU FOR YOUR URGENCY. I'M GLAD IT WAS PAID THROUGH [INAUDIBLE] AGAIN.
IT'S IMPORTANT THAT WE, HAVE A FUNCTIONING FIRE SAFETY SYSTEM, SO THANK YOU.
CLOSE YOUR BINDER. TRUSTEE FOREMAN.
MEETING IS ADJOURNED.
