SO I'D LIKE TO START OUT BY SAYING THAT MY STATEMENTS ARE NOT GOING TO BE NEGATIVE TOWARD THE SUPERINTENDENT, BUT NEGATIVE TOWARD A PROCESS.
I THINK THIS WAS A RUSHED PROCESS.
I THINK THIS IS A, SOMETHING THAT IS OF HIGH PUBLIC INTEREST AND THE NERVE OF THIS BOARD TO VOTE ON IT ON A BOARD BRIEFING DAY, NOT ALLOWING THE PUBLIC TO HAVE AN OPPORTUNITY TO WEIGH IN IS, I BELIEVE, DISRESPECTFUL? I THINK THAT WE HAD THE TIME TO ACTUALLY, GO THROUGH THE SUPERINTENDENT'S CONTRACT, COMPLETELY, AND BE ABLE TO MAKE SURE THAT WE'RE DOING ALL THE RIGHT THINGS.
BUT I HAVE ALWAYS BEEN A CONSISTENT VOICE FOR THE COMMUNITY AND A CONSISTENT VOICE FOR THE COMMUNITY TO WEIGH IN ON IMPORTANT ISSUES. THIS IS NOT WHAT I THOUGHT WAS THE RIGHT PROCESS.
SO I WILL BE ABSTAINING FROM THE VOTE AND HOPE THAT THIS BOARD CAN DO A BETTER JOB OF MAKING SURE, THAT WE INVOLVE THE PUBLIC WHEN WE HAVE SOMETHING OF SUCH HIGH PUBLIC INTEREST.

BEFORE I MAKE ANY COMMENTS, CAN YOU PLEASE, PRESIDENT HENRY, REPEAT THE MOTION, PLEASE.THE MOTION IS TO APPROVE THE FIRST AMENDMENT TO THE SUPERINTENDENT OF SCHOOLS EMPLOYMENT CONTRACT EFFECTIVE JANUARY 11TH, 2024 TO JUNE 30TH, 2028.
I DO HAVE SOME RESERVE WHEN IT COMES TO THIS.
IT HAS NOTHING TO DO WITH THE SUPERINTENDENT'S PERFORMANCE.
I DID HAVE A CONVERSATION WITH HER.
AND IT'S MORE PROCEDURE VERSUS ANYTHING.
I'M GLAD THAT I WAS ABLE TO, LIKE I SAID, SPEAK WITH HER AND GET SOME OF MY CONCERNS ANSWERED.
ONE OF MY CONCERNS WAS THE FACT THAT EVERY ACHIEVEMENT GOAL, AS FAR AS STUDENT ACHIEVEMENT, HASN'T BEEN MET, AND I DON'T HAVE A PROBLEM WITH ANY INCREASE AS FAR AS HER SALARY IS CONCERNED.
I WOULD MY PROBLEM WAS MORE OR LESS WITH THE AMOUNT OF THE EXTENSION OF THE CONTRACT. AND LIKE I TOLD HER, I'M GLAD SHE'S HERE.
I DON'T HAVE ANY PROBLEM, LIKE I SAID, WITH WHAT SHE'S DOING IS IT'S THE FACT THAT I JUST FELT THE AMOUNT OF TERM THAT WAS BEING REQUESTED, AND I ALSO WANT TO MENTION I AM OF COURSE NEW TO THE BOARD.
I AM STILL LEARNING, SO I ACTUALLY THOUGHT THAT THIS CONTRACT CAME OUT OF OUR COMMITTEE.
THE CONTRACT DID NOT, THE CONTRACT REQUEST CAME OUT OF OUR COMMITTEE.
IT DID NOT COME OUT OF OUR COMMITTEE.
THE SUPERINTENDENT MADE THE REQUEST, FOR THIS CONTRACT CHANGE.
AND SHE GAVE ME HER REASONS, WHICH WE WERE ON TWO DIFFERENT SPECTRUMS AS FAR AS HER THINKING AND MY THINKING, I UNDERSTAND WHAT SHE SAID.
BUT I AM ALSO HOLDING TO WHAT I BELIEVE IS CORRECT AND IF THERE WERE A CHANGE TO THE TERM, I WOULD DEFINITELY BE SUPPORTING THIS CONTRACT.
BUT AT THIS CURRENT TIME I WILL NOT BE SUPPORTING THE CONTRACT.
AND I HAVE EXPLAINED MY REASONS TO THE SUPERINTENDENT AND THAT IS HOW I FEEL ABOUT IT.
YES. I HAD SHARED SOME CONCERNS THAT I'VE HAD WITH THE WITH THE SUPERINTENDENT, AND THIS BOARD AND SUPERINTENDENT HAS ADDRESSED A LOT OF MY CONCERNS, SINCE I'VE BEEN ON THIS BOARD AS A CHIEF OF SCHOOL AND IN HER CURRENT ROLE AS A SUPERINTENDENT.
ALSO, WHEN I LOOKED AT, DOCTOR HINOJOSA, HER PREDECESSOR, THE FORMER SUPERINTENDENT OF THE SCHOOL DISTRICT, WHEN WE DID THE EVALUATION, I BELIEVE IT WAS SEPTEMBER, THE 26, 2019, WHEN WE DID HIS EVALUATION, WE ALSO DID THE CONTRACT AT THAT SAID TIME.
IS THAT CORRECT TRUSTEE HENRY? THE EVALUATION PART, I'M NOT SURE, BUT WE EXTENDED HIS CONTRACT SEPTEMBER 26TH, 2019, AND I KIND OF REMEMBER THAT BECAUSE I WAS PRETTY MUCH NEW ON THE BOARD.
AND THAT WAS A, IMPORTANT DECISION.
MY ONE OF THE FIRST IMPORTANT DECISIONS THAT I HAD TO MAKE.
ALSO UNDERSTAND THAT WHEN YOU'RE HAVE A WHAT I WOULD CALL A STELLAR SUPERINTENDENT THAT WE HAVE HERE THAT HAS DONE THE WORK AND IS DOING THE WORK.
AND BEING IN LEADERSHIP ROLE, WE DON'T AGREE ON EVERY ISSUE.

I'M GONNA KEEP CHIPPING AT AND GETTING IT RIGHT, YOU KNOW.

I'M NOT AGAINST THE SUPERINTENDENT BRINGING THINGS FORWARD, BUT I WAS ELECTED AS A TRUSTEE TO BE ABLE TO MAKE DECISIONS, AND I DON'T SPEAK FOR MY ENTIRE DISTRICT.
THERE ARE PEOPLE WHO FEEL CLEAR THAT THEY CAN SPEAK FOR THEMSELVES.
BUT WHAT I WILL SAY IS, IS THAT, I AM TROUBLED BY THE PROCESS.
YEAH. SO FIRST, THIS BOARD, IT'S REALLY FOCUSED ON THE RIGHT THINGS FOR A VERY LONG TIME.
I RESPECT EVERY PERSON'S OPINION ON THIS BOARD, I ALWAYS HAVE.
TO NOT MARGINALIZE ANYONE, TO NOT CUT OFF ANYONE.
AND I HOPE YOU'VE SEEN THAT FROM THIS PERSPECTIVE.
SO, AS FAR AS THE PROCESS, AS MY COLLEAGUE TRUSTEE JOHNSON SAID, YOU KNOW, WE DO THE SUPERINTENDENT EVALUATION IN THE FALL. I'VE SAT ON THE BOARD FOR THIS TYPE OF EXTENSION ONCE BEFORE WITH DOCTOR HINOJOSA, AND WE FINALIZED HIS EXTENSION SEPTEMBER 26TH, 2019.
AND FOR ME, TO BE IN JANUARY AND NOT HAVE, PAPER THAT, AS WE'D SAY IN THE LEGAL WORLD, TO MAKE SURE SHE KNOWS THAT AND NOT JUST WORDS, BUT IN WRITING.
I THINK WE SHOULD HAVE DONE THIS ALREADY.
AND THAT'S MY PARTICULAR POSITION.
WE'VE HAD DISCUSSIONS ABOUT THIS.

WHEN WE LOOK AT THE CONSTRAINTS, THOSE VALUES THAT WE HOLD DEAR, THAT WE CODIFIED IN THIS, EVERY SINGLE ONE OF THEM IMPROVED OR STAYED EXACTLY THE SAME, MOST OF WHICH THAT STAYED THE SAME. YOU COULDN'T HAVE, DONE BETTER IF YOU TRIED.

AND TO SEE THE TREMENDOUS GROWTH UNDER THIS, UNDER THE LEADERSHIP OF DOCTOR ELIZALDE IS, EXTREMELY, EXTREMELY GREAT.
THERE WERE THREE THINGS THAT WE DO AS A BOARD.
THIS IS WHAT WE'RE DOING IS A PART OF THAT.
MY COMMUNITY WHEN THEY VOTED FOR ME, KNEW BECAUSE WE EDUCATED, I MADE SURE THAT THEY KNEW AFTER ATTENDING LEADERSHIP ISD, AND THE THINGS THAT WE DID, KNEW WHAT THIS BOARD WHAT A TRUSTEE JOB IS.

BUT THEY UNDERSTAND AND THEY'RE AWARE OF WHAT'S GOING ON HERE.

NO, HAVING A GREAT LEADER IN FRONT OF KIDS IS A RESOURCE.
AND THAT IS SOMETHING THAT I RAN ON EQUITABLE RESOURCES.

ORGANIZATIONS, ESPECIALLY ONES OF THIS SIZE, NEED STABILITY.
DOCTOR ELIZALDE IS STABILITY AND SO MUCH MORE.
ORGANIZATIONS OF THIS SIZE NEED VISION.
DOCTOR ELIZALDE HAS OUTLINED HER VISION AND HAS GONE TO WORK, AND SHE HAS PROVIDED THAT FULLY FOR ME. THAT'S WHAT THIS VOTE IS.
FROM MY PERSPECTIVE, IT'S RATHER ROUTINE EXTENSION, OF A GREAT LEADER OF OUR SCHOOL DISTRICT.
AND WE'RE NOT GOING TO GO BACKWARDS.
SO THERE'S NOT A DAY THAT GOES BY THAT HAS GONE BY SINCE I VOTED ON THE INITIAL CONTRACT THAT I'VE EVER GONE TO BED AT NIGHT THANKING AND REGRETTING THAT DECISION.
IN FACT, EVERY DAY I GO TO BED, VERY CONFIDENT IN THE LEADER THAT WE HAVE IN DALLAS ISD.
YES. I ALSO ENTHUSIASTICALLY SUPPORT THE EXTENSION.
I THINK SUPERINTENDENT ELIZALDE HAS DONE A TERRIFIC JOB.
SHE IS THE RIGHT SUPERINTENDENT FOR DALLAS ISD.
NO ONE HAS SHOWN MORE COMMITMENT AND DEDICATION TO OUR STUDENTS, TO BEING INCLUSIVE AND TO RAISING ACADEMIC ACHIEVEMENT IN DALLAS ISD.
I'VE KNOWN, DOCTOR ELIZALDE SINCE SINCE SHE WAS ON THE BOARD, SINCE I FIRST CAME ON THE BOARD AND SHE WAS THE EXECUTIVE DIRECTOR IN THE CONRAD FEEDER PATTERN.
AND I CAN TELL YOU FROM FROM DAY ONE, IN KNOWING HER, SHE IS THE MOST DEVOTED PERSON I HAVE EVER SEEN. AND THAT WHEN I FIRST GOT ON THE BOARD, ALMOST EVERY SCHOOL IN THE CONRAD FEEDER PATTERN WAS, ACADEMICALLY UNACCEPTABLE.
LATER, WHEN SHE BECAME THE CHIEF OF SCHOOL LEADERSHIP, HER DUTIES WERE OBVIOUSLY ENLARGED.
SHE KNOWS EVERY SINGLE ONE OF OUR INITIATIVES INSIDE OUT.
PROBABLY BETTER THAN ANYBODY IN THE DISTRICT, INCLUDING THE EXPERTS IN THE PARTICULAR FIELDS.
SHE'S BEEN THERE FOR THE FOR THE LAUNCH OF THE P-TECH PROGRAM FOR THE CAREER CENTERS.
SHE HAS BEEN IMPLEMENTING, THE RACIAL EQUITY POLICIES OF THIS DISTRICT.
SHE HAS, REALLY COME UP WITH SOME, I THINK, VERY PROMISING INITIATIVES IN TERMS OF IMPROVING THE

COUNSELING RATIOS AND TAKING SOME THINGS OFF THE PLATES OF COUNSELORS AND FOR TEACHERS, FOR THAT MATTER, IN ORDER TO, MAKE SURE WE GET THE FOCUS BY COUNSELORS AND TEACHERS ON THE THINGS THAT THEY REALLY NEED TO DO.I'M IMPRESSED WITH, JUST SO MANY ASPECTS OF THE, THE WORK THAT SHE HAS DONE.
YOU KNOW, I, I ALWAYS, FEEL VERY, VERY FORTUNATE THAT WE HAVE HER AS A SUPERINTENDENT BECAUSE SHE IS ONE OF THOSE, THOSE LEADERS WHO TAKES RESPONSIBILITY FOR ANYTHING THAT GOES WRONG AND GIVES AWAY CREDIT TO EVERYONE ELSE WHEN THINGS GO RIGHT AND THIS IS THE EASIEST DECISION I HAVE MADE SINCE I'VE BEEN ON THE BOARD.
YOU'VE GOT TO BRING TOGETHER A LOT OF PEOPLE IN ORDER TO PASS A BOND.
THOSE WERE THOSE WERE DIFFICULT DECISIONS.
SOMETIMES YOU HAVE TO MAKE DECISIONS THAT, YOU KNOW, YOU'RE NOT IT'S NOT 100% OF WHAT YOU WANT.
AND SO YOU SAY, BUT IS IT BETTER TO DO THIS THAN NOT DO THIS? AND WE'VE DONE THAT.
WE HAD TO DO THAT WITH DISTRICT OF INNOVATION.
WE'VE HAD TO DO IT WITH, WITH WITH OTHER, WITH OTHER POLICIES.
SO A LOT OF DECISIONS ARE 60/40, 90/10.
BUT THIS ONE, THIS ONE IS REALLY ONE IN WHICH I HAVE I HAVE NO DOUBT THAT KEEPING SUPERINTENDENT ELIZALDE IN THIS DISTRICT FOR THE LENGTH OF TIME ON THIS CONTRACT, IS ABSOLUTELY THE RIGHT THING TO DO.
AND WE DID HAVE THIS CONTRACT EXTENSION POSTED FOR THE EVENING MEETING IN DECEMBER.
I THINK PRESIDENT HENRY HAD MENTIONED THAT AND WE DID NOT HAVE ANYBODY RAISE ANY OBJECTIONS AT ALL.
THERE WERE I DON'T THINK THERE WERE ANY SPEAKERS.
MAYBE THERE WAS ONE SPEAKER I, I COULDN'T BE SURE.
BUT THIS WAS THIS WAS POSTED FOR THE NIGHT MEETING, AND IT WAS ONLY AT THE LAST MINUTE BECAUSE, TRUSTEE HENRY WANTED TO ACCOMMODATE, TRUSTEE FOREMAN IN HER HOUR OF GRIEF THAT WE MOVE THIS, WE MOVE THIS ITEM.
