THIS EVENING I AM GOING TO SHARE OUR ANNUAL FINANCIAL MANAGEMENT REPORT, WHICH WILL INCLUDE OUR FIRST RATING AND OTHER REQUIRED DISCLOSURES.

EACH YEAR, AS YOU ALREADY KNOW.
THE TEA PROVIDES EVERY SCHOOL DISTRICT IN TEXAS WITH A FINANCIAL ACCOUNTABILITY RATING, AND TONIGHT I'M GOING TO DISCUSS THAT FINANCIAL ACCOUNTABILITY RATING, BUT FIRST I WANT TO GIVE YOU A LITTLE BIT OF CONTEXT REGARDING THE SCHOOL FIRST RATING AND WHAT IT EVALUATES.
SO YOU'LL SEE HERE IT'S EVALUATES A DISTRICT'S ABILITY TO DIRECT ITS RESOURCES TO DIRECT INSTRUCTIONAL PURPOSES, AND IT ALSO ANALYZES THE DISTRICT'S FINANCIALS ACROSS 20 DIFFERENT INDICATORS THAT I WILL BE GOING OVER IN JUST A MOMENT, AND ALSO, IT COMPARES EACH DISTRICT FROM ONE YEAR TO THE NEXT.
SO THERE'S TWO YEARS WORTH OF DATA FOR COMPARISON.
THE RATINGS ARE PRETTY MUCH THE INDICATORS I SHOULD SAY ARE PRETTY MUCH THE SAME.
WITH THE EXCEPTION OF TWO, INDICATOR 14 IS NOT BEING EVALUATED THIS YEAR, AND ANY TIME AN INDICATOR IS NOT EVALUATED, THE TEA GIVES EACH DISTRICT THE FULL POINTS ASSOCIATED WITH THAT PARTICULAR INDICATOR, AND INDICATOR 17 HAD SOME MINOR WORDING ADJUSTMENTS.
SOME LANGUAGE WAS ADDED THAT SAYS GOING CONCERN, AND THAT SIMPLY MEANS IS THE DISTRICT IN A HIGH PROBABILITY OF OR NEAR BANKRUPTCY, AND OF COURSE THAT'S NOT US. JUST A QUICK SNAPSHOT HERE.
YOU CAN SEE THAT FROM ONE YEAR TO THE NEXT.
SO FROM 2022 TO 2023, YOU CAN SEE HOW MOST DISTRICTS FARE ON THE SCHOOL FIRST RATINGS.
MOST DISTRICTS RECEIVED A SUPERIOR RATING, AND OF COURSE THAT INCLUDES US BUT IN JUST LOOKING AT 2022 TO 2023, YOU CAN SEE THERE THAT JUST OVER 94% OF DISTRICTS IN THE STATE OF TEXAS SCORED A SUPERIOR RATING. SO FOR THIS YEAR 2023, OUR RATING REMAINS AN A, WHICH IS THE HIGHEST RATING A SCHOOL DISTRICT CAN EARN.
THIS IS OUR 12TH CONSECUTIVE YEAR EARNING THAT SUPERIOR RATING.

WE PASSED ALL OF THE CRITICAL CEILINGS AND MET ALL OF THE I'M SORRY, ALL OF THE INDICATORS AND PASSED ALL OF THOSE THE CRITICAL CEILINGS THAT GOVERN EACH INDICATOR, AND WE SCORED THE MAXIMUM POINTS ALLOWABLE ON TEN OF THE 11 POINTS BASED INDICATORS, AND I'M GOING TO GO THROUGH EACH OF THESE INDICATORS ONE BY ONE, AND THEN I'LL SPECIFICALLY SPEAK TO INDICATOR FOUR WHICH IS WHERE WE HAD A CLEAR HOLD.YOU CAN SEE HERE INDICATORS SEVEN THROUGH TEN.
AGAIN, WE SCORED THE MAXIMUM POINTS THAT ARE ALLOWABLE ON EACH OF THOSE INDICATORS, AND THEN FOR INDICATORS 11.
I WANT TO HIGHLIGHT INDICATOR 11 BECAUSE THAT'S AN AREA WE SHOWED IMPROVEMENT IN.
LAST YEAR, WE SCORED EIGHT OF TEN POINTS ON THAT PARTICULAR INDICATOR.
THIS YEAR WE SCORED THE FULL TEN POINTS ON THAT PARTICULAR INDICATOR, AND FOR THE REMAINING 12, 13 AND 14 YOU CAN SEE THAT THOSE INDICATORS POINTS ARE THE SAME, AND THEN IF YOU LOOK AT INDICATORS 15 THROUGH 17, AGAIN, WE MET THE CRITERIA AS STATED THERE, AND THEN ON INDICATORS 18 THROUGH 20 AGAIN MET ALL THE REQUIRED COMPONENTS AND RECEIVED FULL POINTS OR PASSED THE INDICATOR AS NOTED.
NOW I'M JUST GOING TO TAKE A QUICK MOMENT TO GO BACK TO INDICATOR FOUR.
SO ON INDICATOR FOUR, YOU WILL SEE THAT THE QUESTION ASKS THAT THE DISTRICT MAKE TIMELY PAYMENTS TO OTHER GOVERNMENTAL AGENCIES, AND SO YES, W E'VE MADE TIMELY PAYMENTS.
WE DID HAVE A SITUATION WITH A WITH ONE PAYMENT THAT WAS SENT TO A GOVERNMENTAL ENTITY, AND IT WAS SENT TO A DIFFERENT DEPARTMENT WITHIN THAT GOVERNMENTAL ENTITY, EVEN THOUGH THAT PAYMENT, THAT $350 PAYMENT WAS CASHED AND CLEARED, WHEN THAT ENTITY REALIZED THAT IT WAS SENT TO THE WRONG DEPARTMENT, THEY SENT IT BACK TO US.
SO NEEDLESS TO SAY, WE DID GO THROUGH THE APPEALS PROCESS BECAUSE WE FELT AS THOUGH WE SHOULD NOT BE REDUCED POINTS BECAUSE OF THAT SITUATION, AND IT WAS SUBMITTED TO THE ALL OF OUR DOCUMENTATION WAS SUBMITTED TO THE APPEALS COMMITTEE, THE FIRST APPEALS COMMITTEE, AND THE RECOMMENDATION WAS SUBMITTED TO THE COMMISSIONER. HOWEVER, OUR APPEAL WAS DENIED BY THE COMMISSIONER.
SO WITH THAT BEING SAID, THE BRIGHT SPOT CONTINUES TO BE THAT YES, WE EARNED AN A.
OUR SUPERIOR ACHIEVEMENT IS STILL NOTED.
HOWEVER, THE AMOUNT OF POINTS THAT WE WERE ABLE TO EARN WAS IMPACTED.
SO HAD THAT NOT HAPPENED, OUR SCORE WOULD HAVE BEEN 98 OUT OF 100 INSTEAD OF 95 OUT OF 100.
SO YOU WOULD HAVE SEEN THE IMPROVEMENT THAT WE MADE TRULY FROM ONE YEAR TO THE NEXT.
SO I JUST WANTED TO SHARE WHAT HAPPENED WITH INDICATOR FOUR.
AS IT RELATES TO THE OTHER REQUIRED DISCLOSURES.
ALL OF OUR CHECK REGISTERS, THOSE ARE ALL REQUIRED DISCLOSURES THAT WE MUST MAINTAIN PUBLICLY ALSO, AS A PART OF FIRST, WE'RE REQUIRED TO MAKE CERTAIN THAT THE SUPERINTENDENT'S CONTRACT IS AVAILABLE PUBLICLY, AND WE ARE ALSO REQUIRED TO DISCLOSE IF ANY OF THE TRUSTEES OR THE SUPERINTENDENT HAS RECEIVED ANY REIMBURSEMENTS FROM THE DISTRICT THROUGHOUT THE COURSE OF THE YEAR.
