[APPLAUSE] ITEM FOUR OF THE AGENDA IS CLOSED SESSION.
DO WE HAVE ONE? WE DO NOT HAVE A CLOSED SESSION TODAY, SO WE WILL MOVE TO ITEM FIVE OF THE AGENDA.
[5. REPORTS]
AND WE'LL BEGIN WITH THE SUPERINTENDENTS REPORT.THIS EVENING I GET TO DO MY VERY FAVORITE PART OF THIS MEETING.
WE GET TO TALK ABOUT SOME GREAT THINGS THAT ARE HAPPENING IN DALLAS ISD.
SO I'D LIKE TO BEGIN BY CELEBRATING THAT IN NOVEMBER WE CELEBRATE NATIVE AMERICAN AND ALASKA HERITAGE MONTH. PLEASE JOIN ME IN PAYING TRIBUTE TO THE RICH ANCESTRY AND TRADITIONS OF NATIVE AMERICANS, THE THIRD LARGEST GROUP OF WHICH ARE MEXICAN AMERICAN INDIANS.
[00:05:01]
LET'S ALL KEEP THIS IN MIND NEXT WEEK DURING OUR OWN CELEBRATIONS.WHEN WE TALK ABOUT CHOICES, BOY, DO WE HAVE CHOICES.
IF YOU WANT TO SEE SCHOOL CHOICE DONE RIGHT, YOU SHOULD HAVE BEEN AT THE ANNUAL DISCOVER DALLAS ISD LAST WEEK, WHERE MORE THAN 100 SCHOOLS AND PROGRAMS THAT OFFER DALLAS CHILDREN A CHOICE REVEALED MORE THAN 1500 APPLICATIONS.
VIRTUAL SESSIONS TO LEARN MORE ABOUT THESE SCHOOLS AND PROGRAMS ARE ALSO SCHEDULED FOR SATURDAY, DECEMBER 2ND AND SATURDAY, JANUARY 20TH. THE DEADLINE TO APPLY IS JANUARY 31ST.
CARTER HIGH SCHOOL, WHERE WE NAMED THE TRACK IN HER HONOR.
THE SHA'CARRI RICHARDSON TRACK AT JOHN KINCAIDE STADIUM SERVES AS A SYMBOLIC TRIBUTE TO HER JOURNEY AND HER TIES TO THE DALLAS COMMUNITY, WHILE ALSO INSPIRING THOSE WHO STEP ON THE SAME FIELD SHE ONCE DID.
A PLAQUE COMMEMORATING RICHARDSON WILL BE INSTALLED ON THE TRACK IN THE SPRING OF 2024.
[APPLAUSE] DALLAS ISD ELEMENTARY AND MIDDLE SCHOOLS RECEIVED TOP RANKINGS IN A RECENT REPORT FROM THE US NEWS AND WORLD REPORT THAT PLACED 108 DALLAS ISD SCHOOLS AMONG THE TOP 40% IN THE STATE, INCLUDING 92 ELEMENTARY SCHOOLS AND 16 MIDDLE SCHOOLS.
OVERALL, AT THE DISTRICT AND STATE LEVELS, WILLIAM B TRAVIS ACADEMY VANGUARD RANKED NUMBER ONE.
CONGRATULATIONS TO TRAVIS AND ALL THE OTHER TOP RANKED ELEMENTARY AND MIDDLE SCHOOLS IN DALLAS ISD.
[APPLAUSE] TEACHERS ARE OFTEN THOUGHT OF AS HEROES IN THE CLASSROOMS, BUT SOMETIMES THEY GET TO BE HEROES OUTSIDE OF SCHOOL.
THIS WAS THE CASE FOR ISRAEL ALFARO, AN ENGLISH ONE TEACHER AT W.H.
ALFARO, WHO HAPPENS TO ALSO BE A SKYLINE HIGH SCHOOL GRADUATE AND THREE YEAR VETERAN OF DALLAS ISD, PULLED A MAN WHO HAD BROKEN HIS LEGS FROM A CRASHED AND BURNING HOT AIR BALLOON JUST BEFORE ONE OF THE TANKS EXPLODED.
YOU MAY RECALL SEEING THAT STORY ON THE NEWS.
WE WANT TO THANK MR. ALFARO FOR HIS HEROISM.
[APPLAUSE] WE HAVE 22 WOODROW WILSON DANCERS WHO WILL BE AMONG THE THOUSANDS OF STUDENTS ACROSS THE NATION, FLYING OUT ON NOVEMBER 18TH FOR THE TRIP OF A LIFETIME TO PERFORM AT THE 97TH MACY'S THANKSGIVING DAY PARADE.
DANCE DIRECTORS MARISSA MAREZ AND DANIEL NEGRETE HAVE BEEN PREPARING THEIR DANCERS SINCE LAST YEAR TO MAKE AN AUDITION TAPE FOR SPIRIT OF AMERICA PRODUCTIONS.
THE 97TH ANNUAL MACY'S THANKSGIVING DAY PARADE WILL AIR AT 9 A.M.
CENTRAL STANDARD TIME ON THURSDAY, NOVEMBER 23RD AND CAN BE WATCHED ON NBC AND PEACOCK.
WE ALSO WANT TO TAKE A MOMENT TO TALK ABOUT LAST WEEK WE WERE ABLE TO PROVIDE.
DURING THEIR FIRST YEARS WITH THE DISTRICT, DALLAS ISD IS ABLE TO MATCH NEW TEACHERS WITH VETERAN EDUCATORS WHO MENTOR THEM IN SKILLS LIKE CLASSROOM MANAGEMENT, LESSON PLANNING TO SUPPORT THEM AS THEY GAIN EXPERIENCE.
AND EARLIER THIS MONTH, TEACHERS AND MENTORS GOT TOGETHER FOR A FUN NIGHT WITH GAMES AND RESOURCES AT DAVE AND BUSTERS AT A FUN EVENT ORGANIZED BY CHIEF ROBERT ABEL'S TEAM.
I WAS ABLE TO STOP BY AND THEY WERE HAVING A LOT OF FELLOWSHIP AND A LOT OF FUN.
[00:10:02]
WE ALSO HAD AN OPPORTUNITY TO VISIT WITH STUDENTS A FEW WEEKS AGO WITH MARCH TO THE POLLS, WHICH SEEKS TO INCREASE ELECTORAL PARTICIPATION BY UNDERREPRESENTED COMMUNITIES, PRIMARILY AMONG YOUTH AND PEOPLE OF COLOR.AND ALREADY, DALLAS ISD HAS REGISTERED STUDENTS TO VOTE MORE THAN LAST SCHOOL YEAR.
MORE THAN 1800 STUDENTS AT 40 SCHOOLS HAVE REGISTERED TO VOTE.
MORE THAN 25 SCHOOLS HAVE STUDENT VOTER EMPOWERMENT CLUBS AS WELL.
AND I THINK THIS IS AN IMPORTANT AND VERY WORTHY CAUSE.
[APPLAUSE] SPEAKING OF FUN EVENTS OR MAKING FUN OF YOURSELF DEPENDS ON YOUR PERSPECTIVE.
THIS YEAR'S GALA PARTNERED WITH SOME OF OUR AMAZING DALLAS ISD DANCE TEACHERS AND NOTABLE DALLASITES, INCLUDING STATE REPRESENTATIVE RAFAEL ANCHÍA, JENNIFER STAUBACH GATES, WFAA, CYNTHIA IZAGUIRRE, COUNTY JUDGE CLAY JENKINS, DEF BOARD MEMBER VICTOR VIDAL, AND YOURS TRULY WITH A DANCE COMPETITION CALLED DANCING WITH THE STARS OF DALLAS.
NOT ONLY WERE DALLAS ISD DANCE EDUCATORS HIGHLIGHTED, BUT THE ENERGY OF THE EVENING WAS AMPLIFIED WITH MUSICAL PERFORMANCES BY TEACHERS THROUGHOUT THE ART DISCIPLINES, INCLUDING MUSICAL PERFORMANCES BY DALLAS ISD PERFORMING ARTS EDUCATORS WHO PROVIDED US WITH ENTERTAINMENT.
WE ALSO CAN'T FORGET THE TEACHERS BEHIND THE SCENES, OUR OUTSTANDING VISUAL ARTISTS WHO CONTRIBUTE THEIR ORIGINAL ART AND TALENTS TO THE SILENT AUCTION, AND OUR WORLD CLASS DALLAS ISD PRODUCTION CREW WHO RAN THE LIGHTS AND PLAYED THE MUSIC AND MANAGE THE STAGE, AND ALSO MANAGED US BECAUSE WE'RE A HANDFUL BEHIND THE CURTAIN, TOO. DEF WANTS TO THANK EVERYONE INVOLVED IN MAKING THE EVENING A HUGE SUCCESS, INCLUDING OUR HONORARY CHAIR, AMBASSADOR RON KIRK.
MASTERS OF CEREMONY LYNN MCBEE AND CHIEF JOHN DELANDER, AND ESTEEMED JUDGES FROM OUR VERY OWN ARTS COMMUNITY CHARLES SANTOS, AHAVA SILKEY-JONES , AND LILY CABATU WEISS.

AND FINALLY, AS WE CLOSE OUR SCHOOLS AND OFFICES FOR A MOMENT OF AND A WEEK OF THANKSGIVING NEXT WEEK, I WANT YOU TO KNOW HOW THANKFUL I AM TO GET TO WORK AND SERVE WITH THE TRUSTEES AND WITH OUR ENTIRE TEAM AND OUR COMMUNITY.
WE SHOULD NEVER, EVER LOSE SIGHT THAT WE ARE BLESSED TO BE ABLE TO SERVE.
WE WAKE UP EVERY DAY FILLED WITH PURPOSE AND MOTIVATION TO FULFILL THE GREATEST MISSION WE COULD EVER IMAGINE FOR OURSELVES, SERVING AND HELPING TO MOLD THE NEXT GENERATION OF LEADERS.
WE MAY NOT ALWAYS GET IT PERFECT, BUT WE ALWAYS GET IT INTENDING TO ALWAYS MAKE SURE OUR STUDENTS ARE THE CENTER OF OUR DECISION MAKING.
AND I TOO, WOULD LIKE TO THANK OUR BELT NATION FOR THEIR CULINARY TALENTS.
AND I WANT TO CALL OUT THEIR NAMES JAMYA HODGE, JULIA WILLIAMS, PAOLA CORONADO, MARISSA MENDOZA, LUCIA COLE, AND OF COURSE, THE CHEFS AND TEACHERS WHO MAKE THIS POSSIBLE LORENZO FOSTER AND COURTNEY GORMAN.
THE MEAL WAS ABSOLUTELY FANTASTIC, AND I DIDN'T KNOW THAT THIS WAS ROOSEVELT'S CULINARY TEAM'S FIRST EVENT TO PREPARE FOOD FOR AN EVENT LIKE THIS, SO I WOULD JUST REALLY LIKE TO THANK THEM AGAIN FOR EVERYTHING THAT THEY DID FOR US.
THANK YOU. [APPLAUSE] THANK YOU, SUPERINTENDENT ELIZALDE.

JANET MARIANI AND ROBERT CECCARELLI.
PLEASE COME TO THE MICROPHONE.
THANK YOU FOR LISTENING TO ME.
WHAT DEFINES YOU AS A PERSON WHO INFORMS YOU ABOUT LIFE? WHOSE ARE YOU AND HOW DID I DECIDE WHAT TO BELIEVE OR NOT? WOULD I DIE FOR MY BELIEF, MY DECISIONS? WHO AM I AND WHAT I BELIEVE ARE ALL BASED ON THE REALIZATION THAT GOD IS REAL? HE'S IN MY LIFE DAILY AND THAT HE'S ULTIMATELY IN CHARGE, AND I AM NOT.
MY FAITH IN GOD AND JESUS IS MY HIGHER POWER THAT DEFINES ME.
I AM A TRUE AND REAL CHILD OF GOD, AND NOT ALL PEOPLE, ALTHOUGH CREATED BY HIM, ARE CHILDREN OF GOD BECAUSE THEY HAVE CHOSEN NOT TO BELIEVE AND FOLLOW HIM.
THE BIBLE IS MY SOURCE TO GET ANSWERS, AND I COUNT ON HIS WISE COUNSEL TO FINALIZE THOSE DECISIONS.
ANSWERS ARE THERE FOR ALL OUR RELATIONSHIPS, WORK ISSUES, FINANCES, AND ANY DECISIONS.
IT'S THAT RELATIONSHIP WITH GOD THAT HE SEEKS FROM US.
I DON'T HAVE TO LIVE IN FEAR, WHICH IS NOT LOVE.
OF COURSE I'M HUMAN AND HAVE BAD DAYS.
BUT MY PAIN, MY CONCERNS, MY FEELINGS ARE NOT TO BE ACTED UPON AND HE ONLY ASKS WE TEACH AND BRING UP OUR CHILDREN TO HIS DISCIPLINE OF NOT LIVING IN OUR FEELINGS AND BEING ONLY INFORMED BY THEM.
PROVERBS 22:6 TRAIN UP A CHILD IN THE WAY HE SHOULD GO, EVEN WHEN OLD HE WILL NOT DEPART FROM IT.
PROVERBS 22:8 WHOSOEVER SOWS INJUSTICE WILL REAP CALAMITY.
NO MATTER WHAT IS HAPPENING IN MY LIFE SICKNESS, TRAUMA, RECOVERING FROM MY SEXUAL ABUSE, OR AN ABUSIVE PARENT, THAT HE WORKS ALL THINGS OUT EVENTUALLY AND WE SEE LATER THE LESSONS LEARNED.
IF WE TEACH OUR CHILDREN TO LOVE PEOPLE, NOT HATE, AND CERTAINLY NOT CONDONE OR AFFIRM UNHEALTHY LIFESTYLES AND AN IMMORAL BEHAVIOR, BUT BY RESPONDING WITH LOVE.
THEY WILL LEARN SELF-CONTROL AND WILL HANDLE CRISIS SITUATIONS AND STRESSFUL THINGS WE WOULD NOT HAVE, WE WOULD NOT HAVE I F WE HAD LOVE, WE WOULD NOT HAVE DEI, CRT, TRANS ISSUES, SEXUAL IMMORALITY, IDENTITY POLITICS, RACIAL STRIFE. WE ARE ALL MADE AS ONE IN THE IMAGE OF GOD.
THANK YOU. WOULD THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
ROBERT CECCARELLI FOLLOWED BY MIKE HOOK WITH KESHAWNA KELLY AND FELICIA HARNAGE ON DECK.
OKAY. GOOD EVENING BOARD ROBERT CECCARELLI.
MISS SUPERINTENDENT, YOU LIKE TO BRING UP THE GOOD STUFF.
WHY DON'T YOU EVER BRING UP THE BAD STUFF CALLED TRANSPARENCY? YOU DON'T LIKE BRINGING IT UP? I'M GOING TO BRING IT UP RIGHT NOW.
DALLAS, HOUSTON, FORT WORTH AND SAN ANTONIO.
[00:40:02]
STILL BETTER THAN DALLAS.I DON'T HEY THAT'S ANOTHER THING, BUT I'M JUST GOING WHAT THE RESULTS SAY.
MISS SUPERINTENDENT, YOU HAVE YOUR WORK CUT OUT WHEN YOU SAY YOU WANT TO BRING UP GOOD THINGS.
THIS IS WHAT YOU NEED TO BRING UP.
NOT THIRD GRADE SCORES, BUT EXIT SCORES WHEN THEY LEAVE.
SO PARENTS WANT TO COME BACK TO DALLAS AND SEE WHAT YOU'RE DOING.
YOU DON'T BECAUSE YOU HAVE LOW EXPECTATIONS FOR THE STUDENTS, ACT AND SAT SCORES.
YOU HAVE LOW OR NO EXPECTATIONS AT ALL OR YOU BRING THIS UP.
NEXT THING, SOUTH OAK CLIFF AND KIMBALL, THEY'RE PLAYING THE FIRST WEEK IN DECEMBER.
PEOPLE, YOU KNOW, THREE YEARS AGO THERE WAS A KILLING SOUTH OAK CLIFF AND KIMBALL DURING HALFTIME.
LAST YEAR I WENT TO THAT SAME GAME.
I HAD A PROBLEM WITH MAXINE JOHNSON BECAUSE HE SAYS, ALL RIGHT, MR. CECCARELLI, YOU'RE NOT FOLLOWING THE RULES.
OKAY I'M SORRY. DISTRICT FIVE.
I'M SORRY. DISTRICT FIVE SAID THE METAL DETECTORS WORK.
THE COPS CAME AND I YELLED AT HIM, BUT WE SETTLED IT.
HE NEVER ANSWERED ME BACK BECAUSE HE KNEW THE METAL DETECTORS DID NOT WORK.
ALSO, ONE MORE THING IS THAT MAC DISTRICT FIVE, THERE IS 15 SCHOOLS THAT GOT A D OR F IN STUDENT ACHIEVEMENT. MISS SUPERINTENDENT, YOU NEED TO BRING UP STUDENT ACHIEVEMENT, NOT THE ACCOUNTABILITY RATING, NOT AT ALL.
THERE'S 15 SCHOOLS BRYAN ELEMENTARY, F.
ONE POINT FROM BEING AN F. THANK YOU MR. CECCARELLI.
YOUR TIME HAS EXPIRED WILL THE NEXT TWO SPEAKERS.
PLEASE COME TO THE MICROPHONES.
MIKE HOOK, FOLLOWED BY KESHAWNA KELLY WITH FELICIA HARNAGE AND ANTHONY PETERSON ON DECK.
SO, I'VE SEEN A FEW YOUNGSTERS HERE TONIGHT.
WHAT ARE YOU TEACHING OUR YOUNGSTERS? LAST MONTH, WHEN ONE OF YOU CATS TOLD A COP THAT COP RIGHT THERE TO HAUL ME OUT WHILE I WAS TALKING, YOU FOLKS WERE TEACHING ANTI-CONSTITUTIONAL BEHAVIOR.
THAT'S WHAT YOU TEACH OUR CHILDREN.
BELIEVE THIS ONE SAID THAT, RIGHT? DON'T BELIEVE THE HYPE.
YOU CREATE THE MATERIAL FOR THE SO CALLED HYPE.
THIS ONE BUDGET DOESN'T QUITE MEET.
DO WE NOT HAVE PLENTY OF MONEY? TEACHERS DO WE NOT HAVE PLENTY OF MONEY? THAT'S NOT THE PROBLEM, IS IT, FOLKS? THE BUDGET IS THE PROBLEM.
THE MISMANAGEMENT, THE WILLFUL MISMANAGEMENT.
NOW I'M GOING TO START AT THE BOTTOM OF WHAT I WAS GOING TO SAY LAST MONTH WHEN YOU OBSTRUCTED ME, I WAS GOING TO END WITH YOU BETTER FIX ALL THESE PROBLEMS REFERRING TO TEA AND ALL THE PROBLEMS, THE HYPE, THE HYPE IN DISD.
MIKE MORATH, THE SOCIAL IMPACT INVESTOR, COMMANDEERED THE PEOPLE'S TEXAS LEGISLATURE AND OUR MONEY TO MISUSE PRIVATE CITIZENS THAT STUDENTS DATA TO COERCE BEHAVIOR THAT SERVES HIMSELF.
ABOVE THAT WHAT I WAS GOING TO SAY LAST MONTH IS DISD IS FAILING OUR SPECIAL ED STUDENTS.
THE INFRASTRUCTURE EXISTS FOR SPECIAL ED.
HOW ABOUT YOU SHAKE OFF THE INEPTITUDE AND DO YOUR JOB.
ABOVE THAT I WAS GOING TO SAY DISD IS FISCALLY WASTEFUL.
[00:45:04]
WASTEFUL. 2023-24 DISD CLAIMED 141,764 STUDENTS.YOU CLAWED THAT OUT OF 21,071 EARLY CHILDHOOD KIDS.
THAT MEANS K THROUGH 12 IS ACTUALLY 120,000 STUDENTS.
FOR COMPARISON, 2015 STUDENT COUNT WAS 160,000.
OKAY, YOU SAID YOUR PLANS WILL CONTINUE TO DO WELL ON STATE REQUIRED ASSESSMENTS.
NUMBER ONE, YOU'RE DOING POORLY.
AS THIS FINE GENTLEMAN BACK HERE JUST STATED.
NUMBER TWO, YOU'RE OBSTRUCTING.
NUMBER THREE, YOU FOLKS ARE OBFUSCATING.
MR. HOOK, YOUR TIME HAS EXPIRED WILL THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE KESHAWNA KELLY AND FELICIA HARNAGE, WITH ANTHONY PETERSON AND BRENDA CHAPPELL ON DECK.
WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONES.
ANTHONY PETERSON, FOLLOWED BY BRENDA CHAPPELL WITH JOHN FORD AND ALICIA SERRATO ON DECK.
BOARD OF TRUSTEES, SUPERINTENDENT AND CITIZENS.
THE CHANGES TO THE EMPLOYMENT PRACTICES AT WILL EMPLOYMENT POLICY IS ANOTHER UNETHICAL AND INSENSITIVE MOVE BY THE DISTRICT TO TARGET AND DISCIPLINE NON CONTRACTUAL AFRICAN-AMERICAN EMPLOYEES.
THE CHANGES CLEARLY REMOVE THE SAFETY NET WHILE WEAPONIZING MANY UNQUALIFIED SUPERVISORS, MANAGERS AND ADMINISTRATORS TO CONTINUE ACTS OF RETALIATION, SUPPRESSION, INTIMIDATION TOWARD BLACK EMPLOYEES.
PETERSON WHY DO YOU MAKE SUCH A BOLD STATEMENT? WELL, CITIZENS, I'M GLAD THAT YOU ASKED.
THE DISTRICT EMPLOYS OVER 22,000 EMPLOYEES.
BLACK EMPLOYEES MAKE UP ABOUT 45% OF THE WORKFORCE.
BUT BLACK EMPLOYEES MAKE UP OVER 95% OF ALL GRIEVANCE ADMINISTRATIVE LEAVES AND TERMINATIONS.
BEFORE THE AT WILL SAFETY NET WAS REMOVED DID ANYONE THINK TO INQUIRE WHY SO MANY BLACK EMPLOYEES LEGALLY COMPLAINED ABOUT BAD TREATMENT BY THE DISTRICT'S MANAGEMENT AND ADMINISTRATION? UNION PRESIDENTS AFT AND NEA.
HAVE YOU GUYS ADDRESSED THIS BLACK EMPLOYEE AT WILL ISSUE WITH YOUR MEMBERS? MORE IMPORTANT, HAVE YOU ADDRESSED THE BLACK CRISIS WITH YOUR BLACK PAYING MEMBERS? HAVE THIS DISTRICT BOLDLY DECIDED THAT LOWER SOCIOECONOMIC BLACK EMPLOYEES LIVES REALLY DON'T MATTER? HAVE THIS DISTRICT BOLDLY DECIDED THAT JANITORIAL CAFETERIA WORKERS AND BUS DRIVERS WILL NOW BE LAST HIRED AND FIRST FIRED? IS THIS A MODERN DAY DISTRICT CLEANSING PROCESS PROTECTED BY LAW GATEKEEPERS, WHILE THE GOOD SET SOLID AND SUCCUMBED TO EVIL? BOARD OF TRUSTEES, ESPECIALLY THE FOUR AFRICAN-AMERICAN TRUSTEES, YOU CAN ADOPT THESE UNFAIR POLICIES AND PRACTICE FOR POLITICAL CORRECTNESS AND GO ALONG TO GET ALONG. BUT WHAT YOU CAN'T DO IS REMOVE YOURSELF FROM THE BLACK EXPERIENCE, THE HISTORY, AND THAT BLACKS AND THE BLACK SKIN THAT YOU WERE BORN AND CONTINUE TO LIVE IN.
NOR CAN YOU NEGLECT YOUR ETHICAL RESPONSIBILITY TO ASSURE THAT ALL EMPLOYEES, INCLUDING HOURLY BLACK EMPLOYEES, ARE GIVEN A FAIR AND EQUITABLE PROCESS TO SUCCESS.
PLEASE REVIEW THIS FOR NEGROES ONLY AT WILL POLICY.
THANK YOU. [APPLAUSE] WILL THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE? BRENDA CHAPPELL AND JOHN FORD, FOLLOWED BY ALICIA SERRATO AND SHEILA WALKER ON DECK.
NOT PRESENT. JOHN FORD, FOLLOWED BY ALICIA SERRATO.
GOOD EVENING, SUPERINTENDENT ELIZALDE AND BOARD MEMBERS.
FORD. I RESIDE IN 2519 HUDSPETH AVENUE, DALLAS, TEXAS.
I'M SPEAKING ABOUT DCD REGULATION IN HOPES YOU WILL ADOPT AND ADD INTO POLICY.
[00:50:01]
SHALL INCLUDE AT WILL EMPLOYEE WITH DUE PROCESS STIPULATIONS.WHEN NOTIFICATIONS IS IN EFFECT, OR IN THE MOMENT, AND AN EMPLOYEE IS GIVEN A DIRECTIVE TO COMPLETE A TASK THAT HE OR SHE DOES NOT HAVE CERTIFICATION FOR OR IN, AND THERE ARE RISK INVOLVING BECOMING NON-COMPLIANT.
PLEASE RENDER WHAT IS EXPECTED.
KEEPING IN MIND THAT A SUBSTITUTE IN TEXAS ARE FREE TO ESTABLISH THEIR OWN SCHEDULE AND CHOOSE WHICH DAY THEY WANT TO HAVE OFF AND CAN DECLINE A JOB, BUT AT WILL, PERSONNEL WILL BE EXPECTED TO WITHSTAND A GIVEN DIRECTIVE AND COMPLY, WHEREAS A GIVEN DIRECTIVE IS EXPECTED TO BE CARRIED OUT IMMEDIATELY AND IF NOT, REPRIMAND OR RELEASE FOR INSUBORDINATION.
WE FEEL IT IS NECESSARY FOR THE BOARD MEMBERS TO ADOPT AND WRITE INTO DCD REGULATIONS, WHERE IT APPLIES TO AT WILL EMPLOYEES. PLEASE ADOPT AND WRITE PER BOARD EXPECTATIONS IN REACTION TO THESE TYPES OF DUE PROCESS SITUATIONS AND TO DCD REGULATIONS.
WILL THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONES.
ALICIA SERRATO AND SHEILA WALKER, FOLLOWED BY LONNIE RICHARDSON AND MYRON WALKER ON DECK.
GOOD EVENING. MY NAME IS ALICIA SERRATO.
I RESIDE IN THE PLEASANT GROVE AREA AND BOTH OF MY CHILDREN ATTEND MATA MONTESSORI.
I HAVE BEEN PART OF DISD FOR MOST OF MY LIFE.
I'M A DISD GRADUATE, A FORMER 13 YEAR DISD TEACHER, AND A SEVEN YEAR DISD PARENT.
I HAVE NEVER IN ALL MY YEARS WITH DISD BEEN MORE FRUSTRATED THAN I AM NOW.
I'M SO FRUSTRATED I'M CONSIDERING PULLING MY CHILDREN FROM DISD SCHOOLS.
MONTESSORI HAS THREE GRADE LEVELS PER CLASSROOM.
IT'S BEEN WONDERFUL FOR DEVELOPING MY SON'S INDEPENDENCE AND CURIOSITY.
THIS NEW CURRICULUM IS BELOW GRADE LEVEL, REQUIRES LOTS OF PREP FROM TEACHERS.
IT REQUIRES FREQUENT TESTING AND IS VERY WORKSHEET HEAVY.
BECAUSE OF THIS NEW STRUCTURE AND WORKSHEET HEAVY CURRICULUM, MATA IS EXPERIENCING MORE DISCIPLINE ISSUES THAN EVER AS STUDENTS ARE NOT WITH THEIR OWN TEACHERS IN THE AFTERNOONS . MATA IS SEEING A LACK OF INTEREST IN LEARNING AS KIDS COMPLETE SCRIPTED LESSONS INSTEAD OF UTILIZING ALL OF THEIR MONTESSORI MATERIALS.
MATA IS LOSING FAMILIES WHO HAVE UNENROLLED THEIR CHILDREN.
PEOPLE WERE PROMISED MONTESSORI AND DISD IS NOT DELIVERING MONTESSORI.
TEACHERS AT MATA ARE DROWNING WITH THIS NEW CURRICULUM.
THEY ARE NOW DELIVERING SCRIPTED LESSONS IN THE AFTERNOON.
I HAVE MET WITH THE SCHOOL PRINCIPAL AND EXECUTIVE DIRECTOR OVER THIS MATTER.
IF YOU'RE GOING TO OFFER MONTESSORI, DELIVER MONTESSORI.
DON'T LIE TO PARENTS AT YOUR CHOICE FAIRS TO GET THEM TO ENROLL TO YOUR MONTESSORI SCHOOLS AND THEN DELIVER BORING, WORKSHEET DRIVEN AND TEST HEAVY CURRICULUM. DON'T DO THIS TO OUR TEACHERS.
[APPLAUSE] WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE SHEILA WALKER AND LONNIE RICHARDSON, FOLLOWED BY MYRON WALKER AND RENA HONEA ON DECK. GOOD EVENING, SUPERINTENDENT AND BOARD TRUSTEES.
I'M HERE TONIGHT SPEAKING ABOUT DCD REGULATION.
FIRST, I WANT TO SAY THANK YOU TO THE LEADERSHIP FOR WORKING WITH NEA DALLAS.
WE'VE WORKED WITH THIS FOR OVER A YEAR ABOUT DUE PROCESS FOR AT WILL EMPLOYEES.
[00:55:02]
IN AN IMPORTANT STEP FOR US, THOUSANDS OF BUS DRIVERS, CUSTODIANS, TEACHER AIDES AND OTHER AT WILL STAFF DALLAS ISD HAS ADOPTED THE NEW REGULATION ENCOURAGING SUPERVISORS TO TAKE STEPS TO ADDRESS WORKERS PERFORMANCE DEFICIENCIES BEFORE RESTORING TO AN EMPLOYEE'S TERMINATION.I, SHEILA WALKER, APPLAUD THE DISTRICT'S ADMINISTRATION FOR MAKING THESE REGULATIONS CHANGE, AND I CALL ON THE SCHOOL BOARD TO COMPLETE THE JOB AND PUT IN ADOPT THIS REGULATION INTO POLICY.
AT WILL EMPLOYEES COVERS A PLETHORA OF EMPLOYEES IN THE DISTRICT, BUT I WANT TO SAY KUDOS TO THE DISTRICT LEADERSHIP TEAM FOR WORKING WITH US AS WE TALK THROUGH THE LANGUAGES AND GIVING SOME DIRECTION TO OUR ADMINISTRATION ON HOW TO TREAT AT WILL EMPLOYEES.
IT WILL HELP MORE JOB SECURITY TO THE DEDICATED HARD WORKERS.
AND IT WOULD HELP THE DISTRICT, TOO.
SO WE WON'T HAVE TO KEEP HAVING THESE TURNOVERS.
IT WILL HELP THE DISTRICT TO TEACH EMPLOYEES THAT WHEN YOU HAVE AN ISSUE, WE CAN WORK IT OUT.
IT WOULD HELP THE DISTRICT AND EMPLOYEES TO CONTINUE TO WORK FOR A DISTRICT THIS LARGE.
AND SO I CONTINUE TO SAY KUDOS TO THE LEADERSHIP.
KUDOS TO MY ESP COMMITTEE FOR WE'VE WORKED HARD OVER THE SUMMER TO GET THIS IN WRITING, BECAUSE WHAT WE DON'T WANT TO DO IS HAVE SUPERVISORS TO JUST DO WHAT THEY WANT TO DO.
WE WANT IT IN POLICY SO THEY CAN THEY HAVE TO DO WHAT THEY HAVE TO DO.
FINALLY, I WANT TO SAY THIS IS FOR THANKSGIVING.
THANKSGIVING IS A TIME TO REFLECT ON OUR BLESSINGS AND WE SHOULD MAKE THEM COUNT.
REFLECT ON YOUR PRESENT BLESSINGS, OF WHICH EACH ONE OF US HAS PLENTY, NOT ON PAST MISFORTUNES, OF WHICH OF ALL OF US HAD SOME, BUT HAVE A THANKFUL HEART AND OPEN EYES TO A MULTITUDE OF BLESSINGS THAT CONTINUALLY SURROUND EACH AND EVERY ONE OF US.
[APPLAUSE] THANK YOU. WILL, THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE.
LONNIE RICHARDSON AND MYRON WALKER, FOLLOWED BY RENA HONEA AND GEORGE RANGEL ON DECK.
GOOD EVENING. GOOD EVENING BOARD.
I'M HERE MY NAME IS LONNIE RICHARDSON.
I'M THE VICE PRESIDENT OF SUPPORT OF EMPLOYEES AT NEA DALLAS.
I'M SPEAKING TONIGHT ABOUT THE DCD REGULATION.
THE REGULATION PLACE FOR AT WILL EMPLOY.
I KNOW YOU ALREADY WENT THROUGH IT.
I'M ASKING YOU TO PUT IT IN A POLICY.
I HAVE WITNESSED WHERE EMPLOYEES HAVE BEEN PUT IN A GROWTH PLAN.
I KNOW IT'S THERE, BUT WE JUST NEED TO PUT IT IN POLICY TO MAKE SURE EVERYONE IS USING IT.
EVERYONE. EVERY SUPERVISOR, EVERY AD, EVERY MANAGER IS USING IT.
THE LAST TIME I WAS HERE, I SPOKE ABOUT HOW I'VE BEEN IN 30 YEARS WORKING FOR IN TRANSPORTATION.
I SPOKE ON MY FEELINGS ON HOW I FELT FROM DAY ONE TO TODAY.
AS OF TODAY, I FEEL VERY PLEASED WITH WHAT MR. HARRIS HAS DONE.
MEANING WE ARE ON ANOTHER LEVEL.
WE HAVE AN AD THAT UNDERSTANDS US.
WE CLEARED THE HOUSE WITH DISPATCH.
SOMETIMES IT TAKES YOU AS A PERSON TO BREAK DOWN AND TELL THEM HOW YOU FEEL.
THAT'S WHAT THE OTHER DRIVERS DID.
THEY MIGHT NOT BE THE OTHER DRIVERS.
SOMETIMES YOU GOT TO HUMBLE YOURSELF TO GET A BETTER UNDERSTANDING ABOUT EVERYTHING ELSE.
SO I'D LIKE TO THANK YOU ALL, AND I APPRECIATE MR. DINO HARRIS FOR WHAT HE'S DONE.
YOU GOT TO WANT TO GROW, TO BE BETTER.
GOOD EVENING. BOARD. MY NAME IS MYRON WALKER.
I'M AN EMPLOYEE OF THE EDTECH DEPARTMENT, ENTERPRISE APPLICATION DEPARTMENT.
[01:00:06]
I WOULD LIKE TO ALSO INFORM YOU ABOUT ISSUES AFFECTING THE DESKTOP SUPPORT AND CAMPUS BASED TECHNICIAN AND ORG NUMBER 816 EDTECH ENTERPRISE DEPARTMENT THAT ARE NOT BEING ADDRESSED BY THE MANAGEMENT.THIS GROUP OF APPROXIMATELY 60 TECHNICIANS WERE ESTABLISHED IN 2010.
WE HAVE SURVIVED THE NEGLECT AND LOW PAY OF FOUR DIFFERENT CHIEF TECHNOLOGY OFFICERS.
WE ARE THE BACKBONE OF THE EDTECH ENTERPRISE DEPARTMENT BECAUSE EACH CAMPUS BASED TECHNICIAN SUPPORT MULTIPLE CAMPUSES AND OUR TECHNICIANS SUPPORT TEACHERS, STUDENTS, STAFF, AND ADMINISTRATORS.
WE USE OUR PERSONAL VEHICLES TO TRAVEL FROM TO AND FROM ASSIGNED LOCATIONS.
WE HAVE COMMISSIONED AND DEPLOYED OVER 70,000 DEVICES DURING THE COVID 19 PANDEMIC.
HOWEVER, AFTER OVER 12 YEARS OF HARD WORK AND DEDICATION, THE MANAGEMENT HAVE REFUSED TO DEVELOP A STRUCTURED CAREER DEVELOPMENT PLAN FOR TECHNICIANS WHO HAVE EXPERIENCED EDUCATION AND CERTIFICATIONS.
OUR MANAGEMENT OFTEN CHOOSE TO RECRUIT CANDIDATES FROM OUTSIDE THE DISTRICT.
SOME OF US HAVE TO TAKE ON TWO JOBS TO MAKE ENDS MEET.
WE'RE ASKING YOU TO GIVE US A RAISE TO IMPROVE OUR STANDARD OF LIVING.
ALL RIGHT. [APPLAUSE] THANK YOU.
WILL, OUR LAST TWO SPEAKERS, PLEASE COME TO THE MICROPHONE RENA HONEA AND GEORGE RANGEL.
I'M RENA HONEA, PRESIDENT OF ALLIANCE AFT.
WE'RE ALL AWARE THAT THE FOURTH SPECIAL SESSION HAS BEEN CALLED BY THE GOVERNOR.
TOMORROW THE TEXAS HOUSE LAWMAKERS ARE EXPECTED TO VOTE ON A PROPOSED VOUCHER BILL.
IF YOU HAVEN'T DONE SO ALREADY, PLEASE CALL, TEXT, EMAIL OR FAX YOUR REPRESENTATIVE AND SAY STAND UP FOR OUR PUBLIC SCHOOLS.
ABSOLUTELY NO DEAL ON THE VOUCHER SCAM.
I INVITE YOU TO CONSIDER THE SAME ACTIONS FOR ALL OF OUR LAWMAKERS THAT ARE WILLING TO STAND UP WITH OUR PUBLIC SCHOOLS ON ALL SIDES OF THE AISLES, NO MATTER WHAT PARTY THEY ARE.
SAY THANK YOU FOR THEIR POSITIVE VOTE.
IF YOU'VE DONE ONE OF THESE AND OR ONE OF THESE ACTIONS ALREADY, PLEASE DO IT AGAIN.
AND IF THERE'S ANY WAY YOU CAN GO TO AUSTIN IN THE MORNING TO SUPPORT THESE BRAVE MEN AND WOMEN WILLING TO VOTE NO ON HOUSE BILL ONE, THAT WOULD BE PHENOMENAL.
I WISH I COULD BE THERE, BUT I CAN'T.
IF YOU ARE ABLE TO MAKE IT, WE ASK THAT YOU WEAR RED.
THEY'RE GOING TO START AROUND 10:00.
I'D LIKE TO ALSO GIVE APPRECIATION TO OUR SUPERINTENDENT FOR BOLDLY LEADING AND SPEAKING OUT, ENCOURAGING EVERYONE TO BE VOCAL ABOUT THIS VOUCHER SCAM BEING SHOVED ON US BY STATE LEADERS.
HER BRAVE LEADERSHIP IS FOLLOWED BY OTHERS AND WILL WIN THIS COSTLY POLITICAL GAME BEING PLAYED AGAINST OUR STUDENTS, FAMILIES AND EMPLOYEES. IF WE ALL DO OUR PART AND NOT WATCH FROM THE SIDELINES TO SEE WHAT HAPPENS.
A LOSS HERE BRINGS DEVASTATING CONSEQUENCES FOR ALL OF US.
BY WORKING TOGETHER, WE'RE SURE TO ACHIEVE GREAT OUTCOMES FOR ALL OF US.
THANK YOU ALL FOR YOUR ADVOCACY, YOUR TIME, YOUR SERVICE, AND CERTAINLY YOUR ACTIONS.
[APPLAUSE] AND OUR FINAL SPEAKER IS GEORGE RANGEL.
GOOD EVENING, PRESIDENT HENRY TRUSTEE.
334 CENTER STREET, DALLAS, TEXAS, 75208.
I'M THE EXECUTIVE VICE PRESIDENT OF ALLIANCE AFT.
I WANT TO START BY REMINDING EVERYONE TO CONTACT YOUR LEGISLATORS, AS RENA JUST SAID.
THIS DOES HURT THE STUDENTS AND OUR COMMUNITY.
AND A LOT OF MY SPEECH WAS LIKE HERS.
[01:05:07]
I ALSO WANT TO TALK TO YOU TONIGHT ABOUT THE RECENT TEI SURVEY ADMINISTERED BY THE DISTRICT.ALLIANCE AFT WANTS TO THANK YOU IN ADVANCE FOR PUTTING A PLAN TO SHARE THE SURVEY RESULTS.
THIS INFORMATION CREATES A SPACE FOR COLLABORATION.
INSTEAD OF CREATING AN ATMOSPHERE OF MISTRUST.
AND JUST WANT TO LET YOU KNOW, THE UNION HAS A WORKING TEI COMMITTEE FOCUSED ON BOTH ALTERNATIVE EVALUATION SYSTEMS AND IMPROVEMENT TO THE CURRENT DISTRICT TEI . IMPROVEMENTS THAT CAN MAKE TEI MAKE IT A MORE EQUITABLE SYSTEM.
WE ARE ALSO ASKING THE DISTRICT TO ASSEMBLE THE TEI COMMITTEE, CONSISTING OF TEACHERS, SO THEY CAN EXPLORE THE POSSIBLE CHANGES THAT COULD BE MADE TO IMPROVE TEI.
TAKE TIME OR TAKE INTO CONSIDERATION CREATING A COMMITTEE AND LET'S START COLLABORATING.
THANK YOU FOR YOUR TIME AND YOUR ATTENTION.
AND I ALSO WANT TO THANK THE DISTRICT FOR INCLUDING US IN THE CDC REGULATION.
IT'S VERY IMPORTANT FOR SUPPORT STAFF.
WE HAVE A LOT OF GOOD EMPLOYEES IN THE DISTRICT.
IF WE PUT POLICIES IN PLACE THAT CAN HELP THEM STRIVE AND KEEP THEM IN THE DISTRICT, INSTEAD OF HIRING NEW PEOPLE AND SPENDING MONEY AND TRAINING THEM, YOU KNOW, IT'S BETTER TO WORK TOGETHER AND TRY TO PUT SOMETHING IN PLACE THAT WE CAN KEEP THEM HERE.
AGAIN, I WANT TO THANK YOU FOR YOUR TIME.
I HOPE YOU HAVE A NICE THANKSGIVING.
[APPLAUSE] THANK YOU, MR. CHAIR. THIS CONCLUDES OUR SPEAKERS.
TRUSTEES, WE'RE NOW UP TO ITEM SEVEN OF THE AGENDA.

DOES ANYBODY HAVE ANY CORRECTIONS OR CHANGES? ALL RIGHT. TRUSTEES, PLEASE CAST YOUR VOTES.
TRUSTEE HENRY ARE YOU VOTING? PRESIDENT HENRY, CAN YOU HEAR ME? YES. YES.
THANK YOU. THE MOTION PASSES UNANIMOUS.
OKAY. THANK YOU. WE ARE NOW UP TO ITEM 8.01.
[8. STATUTORY ITEMS WHICH MAY APPROPRIATELY COME TO THE ATTENTION OF THE BOARD]
CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE RESOLUTION APPOINTING A BOARD MEMBER TO SERVE ON THE BOARD OF DIRECTORS OF THE DALLAS CENTRAL APPRAISAL DISTRICT DCAD FOR ONE YEAR BEGINNING JANUARY 1ST, 2024 THROUGH DECEMBER 31ST, 2024. NO FUNDING REQUIRED.NOMINATIONS ARE NOW OPEN FOR THE DISTRICT'S BOARD REPRESENTATIVE FOR THE BOARD OF DIRECTORS OF DCAD.
DO I HAVE A NOMINATION? I NOMINATE TRUSTEE FLORES.
ALL RIGHT. ANY OTHER NOMINATIONS? ALL RIGHT. CONGRATULATIONS.
TRUSTEE FLORES, YOU HAVE BEEN SELECTED BY ACCLAMATION.
ALL RIGHT, LET'S MOVE TO ITEM NINE.
[9. CONSENT AGENDA ITEMS]
TRUSTEES, WE HAVE CONSENT AGENDA ITEMS 9.01 THROUGH 9.27, AS AMENDED.THE FOLLOWING ITEMS HAVE BEEN PULLED FOR A SEPARATE VOTE.
ITEMS 9.04, 9.05, 9.13 AND 9.25.
CONSENT ITEM 9.12 HAS BEEN PULLED COMPLETELY FROM THE AGENDA.
WOULD THE TRUSTEES WHO PULLED ITEMS FOR A SEPARATE VOTE LIKE TO MOVE ANY OF THEM BACK TO THE CONSENT AGENDA? TRUSTEE FOREMAN OR TRUSTEE WHITE.
DO YOU WANT TO KEEP THEM IN A SEPARATE.
OKAY. ALL RIGHT, LET'S GO BACK ON THE CONSENT AGENDA.
DO I HAVE A MOTION ON THE CONSENT AGENDA?
[01:10:03]
AS A MEMBER, AS AMENDED.MOTION BY TRUSTEE FLORES AND SECONDED BY TRUSTEE CARREÓN.
THERE'S NO DISCUSSION ON THE CONSENT AGENDA.
TRUSTEE JOHNSON, MR. CHAIRMAN. I KNOW WE ALL LOOK ALIKE, BUT IT'S TRUSTEE JOHNSON.
ALL RIGHT. WE WANT TO MAKE SURE WE GET THIS IMPORTANT CORRECTION TO THE.
WE WANT TO MAKE SURE WE GET FULL CREDIT.
ALL RIGHT. TRUSTEES, PLEASE CAST YOUR VOTES.
THANK YOU. THE MOTION PASSES UNANIMOUS.
CONGRATULATIONS TRUSTEE JOHNSON.
ALL RIGHT, LET'S MOVE TO ITEM TEN.
[10. ITEMS PULLED FOR A SEPARATE VOTE]
ITEMS PULLED FOR A SEPARATE VOTE.AS WE BEGIN DISCUSSION ON THE ITEMS PULLED FOR A SEPARATE VOTE.
JUST A REMINDER, PLEASE CONFINE ANY REMARKS TO THE PENDING MOTION ON THE FLOOR.
WE NEED TO BRING THIS TO THE FLOOR.
SECOND. MOTION BY TRUSTEE FLORES, I THINK.
AND SECONDED BY TRUSTEE CARREÓN.
IS THERE ANY DISCUSSION? YES, BUT I NEED CLARIFICATION ON YOUR STATEMENT ABOUT MAKE SURE THAT WE KEEP IT TO THE PARTICULAR ITEM THAT'S ON THE AGENDA, BECAUSE SOME OF THESE ARE CROSS REFERENCED IN TERMS OF AGENDA ITEMS. SO WHAT DID YOU MEAN BY THAT? THE DISCUSSION NEEDS TO BE PERTINENT AND PERTINENT TO THE ITEM.
SO IF THERE'S A CROSS REFERENCE THAT'S PERTINENT TO THE ITEM THAT'S OKAY.
OKAY. BECAUSE I'VE NEVER HEARD THAT BEFORE.
YOU HAVE THE FLOOR. LET'S GO. OKAY.
AND I HAVE JUST ANOTHER QUESTION REGARDING THE RESPONSE THAT I RECEIVED, WHICH IS THE HOMEBOUND TEACHERS TEACHING STUDENTS AT THE JUVENILE JUSTICE CENTER.
SO IT SAYS IN 2022 SAYS 2022 TO 2022.
SO I DON'T KNOW IF THAT WAS 2022-2023.
THERE WAS ONE STUDENT AND THEN IN 2023, 2024, CURRENTLY WE'VE HAD FOUR STUDENTS AND THERE ARE STILL TWO STUDENTS IN THE PROGRAM.
AM I UNDERSTANDING THAT CORRECTLY? YES, MA'AM. ACTUALLY, THERE'S ONLY ONE STUDENT LEFT.
ONE WAS RELEASED THIS WEEK, ONE RELEASED THIS WEEK.
AND SO WHAT IS THE TOTAL AMOUNT OF TIME THAT A HOMEBOUND TEACHER WOULD BE WITH ONE STUDENT? GENERALLY, IT'S ABOUT FOUR HOURS A WEEK.
ANY OTHER DISCUSSION? ALL RIGHT. TRUSTEES, PLEASE CAST YOUR VOTES.
HER LIGHTS ON. OH, WELL, HOLD YOUR VOTES.
CAN YOU JUST STATE YOUR NAME FOR THE RECORD? GOOD EVENING. ELIZABETH CASAS, I'M DEPUTY CHIEF FOR SPECIAL POPULATIONS.
WHEN A DISD STUDENT IS PLACED IN LUSTERIC, WHAT IS THE PROCESS AS FAR AS DETERMINING IF THERE'S, YOU KNOW, IF THEY HAVE ANY SPECIAL CLASSES THAT THEY'VE BEEN TAKING, MAYBE AN ALGEBRA CLASS OR ANYTHING LIKE THAT.
WHAT IS DONE FOR THOSE STUDENTS WHILE THEY'RE IN THE FACILITY TO MAKE SURE THAT THEY'RE KEPT UP TO DATE ON WHAT'S GOING ON IN THE CLASSROOM? THE FACILITY CONTACTS OUR COORDINATOR FOR THE DEPARTMENT THAT OVERSEES ALL OF THE HOSPITAL, HOMEBOUND, AND RESIDENTIAL FACILITIES.
THEY CONNECT WE GET THE INFORMATION FROM THE STUDENT.
AND THEN WE CONNECT THEM WITH ONE OF OUR HOMEBOUND TEACHERS, WHO THEN WORKS WITH THE SCHOOL TO GET THE ASSIGNMENTS FROM THE DIRECTLY FROM THE TEACHERS, AND THEY SERVE AS A CONDUIT. THEY GO TO THE FACILITY AND WORK WITH THE STUDENTS DIRECTLY, BUT THEY STAY CONNECTED TO THEIR HOME CAMPUS.
[01:15:05]
OKAY. AND SO ONCE THEY ACTUALLY LEAVE THE FACILITY AND COME BACK ONTO THE CAMPUS, IF THERE'S A NEED FOR BECAUSE I KNOW WE DEFINITELY HAVE A PROGRAM TO GET THEM CAUGHT BACK UP IF THEY ARE BEHIND AND IF THERE'S A NEED FOR THAT, THAT IS ALSO DONE FOR THEM.ALL RIGHT. THANK YOU. ANY OTHER DISCUSSION.
OKAY. TRUSTEES, PLEASE CAST YOUR VOTES.
OKAY. THANK YOU. WE'RE NOW UP TO ITEM 10.02 CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE RECOMMENDED MEMBERS TO SERVE ON THE 23-24 DALLAS ISD SCHOOL HEALTH ADVISORY COUNCIL.
AND THIS WAS A CONSENT AGENDA.
ITEM 9.05 PULLED BY TRUSTEES FOREMAN AND WHITE.
SECOND. MOTION BY TRUSTEE FLORES.
IS THERE A DISCUSSION? YES. TRUSTEE FOREMAN.
SO THE FIRST THING THAT CAUGHT MY ATTENTION IS THESE ARE AFFILIATE ORGANIZATIONS FOR SHAC NOMINEES, WHICH WOULD BE THE MEMBERS THAT HAVE BEEN NOMINATED AND VOLUNTEERS.
WHAT IS THE VOLUNTEER ROLE? THE YOU MEAN THE AT LARGE ROLE? IT SAYS VOLUNTEER.
SO I'M ASKING ABOUT WHAT IS THE VOLUNTEER ROLE.
THEY'RE GOING TO BE PART OF THE SHAC COMMITTEE.
THEY'RE NOMINATED TO BE PART OF THAT THEY ARE AT LARGE PARENTS AND COMMUNITY REPRESENTATIVES.
WE'VE GOT ONE FROM THE COOPER INSTITUTE AND ONE FROM PARKLAND THAT EVERY YEAR HAVE SOME OF THEM HAVE BEEN ON THERE MULTIPLE TIMES, BUT FOR THE MOST PART, THEY'RE PART OF THE COMMITTEE.
OKAY. ARE THEY VOTING PARTS OF THE COMMITTEE OR ARE THEY JUST VOLUNTEERS? THEY'RE VOTING PARTS OF THE COMMITTEE.
AND THEY'VE BEEN NOMINATED BY WHO? THESE ARE THE NOMINEES THAT WE HAVE THAT WE'RE BRINGING TO YOU.
YOU CAN SEE THAT MOST OF THESE WERE NOMINATED BY THE BOARD OF TRUSTEES.
AND THEN THERE'S FOUR VOLUNTEERS AT LARGE THAT WERE BROUGHT TO YOU BY THE DISTRICT.
THESE ARE DISTRICT NOMINATIONS? YES, MA'AM. SO JUST REAL QUICKLY, AND I KNOW YOU'RE NEW IN THIS ROLE, SO I'M NOT PRESSING YOU, BUT I AM ASKING QUESTIONS BECAUSE IF WE'VE GOT VOLUNTEERS THAT ARE ALSO A PART OF THE SHAC COMMITTEE, YOU MIGHT NOT KNOW IT, BUT WE'VE HAD SOME REAL ISSUES WITH SOME OF THE MEMBERS OF THE SHAC COMMITTEE AND SOME OF THE CONCERNS. THAT'S WHY I ASKED THE QUESTION.
SO THESE VOLUNTEERS ARE VETTED BY THE ADMINISTRATION, IS WHAT YOU'RE SAYING? YES, MA'AM. AND THESE FOUR IN THE PAST, I THINK WE HAD ADDITIONAL ONES, THE 20 MEMBERS THAT ARE CURRENTLY ON THIS RECOMMENDATION TO YOU, THESE FOUR HAVE BEEN IN THE PAST, AND I THINK THE ONE OF THE BOARD MEETINGS THAT WE HAD LOOKED AT, THERE WERE, SINCE THE MAJORITY OF SHAC ARE PARENTS THAT DIDN'T HAVE A LOT OF CONTEXT AROUND SOME OF THE HEALTH PIECES.
WE'VE HAD MEMBERS FROM COOPER, PARKLAND, UT SOUTHWESTERN, YOU KNOW, EVERY YEAR.
IT TAKES SOME TIME, EFFORT AND KNOWLEDGE ON IT.
SO THANK YOU TO ALL OF THE COMMUNITY MEMBERS AND PARENTS WHO SIGNED UP TO BE PART OF THIS COMMITTEE.
ALL RIGHT. IF THERE'S NO FURTHER DISCUSSION.
TRUSTEE FOREMAN YOUR LIGHTS ON.
DO YOU HAVE ANYTHING ELSE? I'M DONE.
THANK YOU. THE MOTION PASSES UNANIMOUS.
OKAY. THANK YOU. WE'RE NOW UP TO ITEM 10.03.
[01:20:03]
CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE BUDGET AMENDMENTS FOR NOVEMBER 30TH, 2023.THIS IS CONSENT AGENDA ITEM 9.13, PULLED BY TRUSTEES FOREMAN AND WHITE.
DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.
DO WE HAVE DISCUSSION? TRUSTEE FOREMAN. OKAY, THANKS FOR PROVIDING THE LIST OF CONSIDERATIONS FOR THE DAEP.
JUST A COUPLE OF QUESTIONS REGARDING THE OVERALL LIST.
DO WE EVER CONSIDER THE OLD ADAMSON WHICH IS VACANT? HONESTLY? NO, MA'AM.
IS THERE A REASON WHY NOT? THAT BUILDING IS IN PRETTY, PRETTY BAD SHAPE? AS FAR AS I KNOW, IT'S A HISTORICAL DESIGNATION, BUT IT'S NOT AS BAD AS THE OLD BILLY DADE BUILDING, BUT IT WOULD PROBABLY HAVE BEEN CLOSE TO $10 MILLION JUST TO SHORE IT UP BECAUSE OF THE FOUNDATION AND THE BUILDING ITSELF, AND THEN TO RENOVATE THE INSIDE, PROBABLY ABOUT 23,000FT².
SO 23,000FT² AT ABOUT $175 A RENOVATION COSTS.
WE'RE GOING TO HAVE TO ADD ANOTHER 6 MILLION ONTO THAT.
OKAY. DID WE EVER CONSIDER FANNIN.
FANNIN IS WHERE IDEA HIGH SCHOOL IS LOCATED AND THEY'RE CURRENTLY THERE.
OKAY, SO DID WE CONSIDER THE BUILDING THAT CITYLAB IS IN? SO CITYLAB IS ACTUALLY GOING TO BE THE SITE OF THE NEW THE DOWNTOWN BUILDING.
SO WE DID CONSIDER FANNIN FOR 3 TO 4 YEARS FROM NOW ONCE THAT DOWNTOWN BUILDING IS BUILT.
DOWNTOWN MONTESSORI, CITYLAB AND IDEA WOULD ALL COMBINE INTO THAT ONE BUILDING, FREEING UP FANNIN.
WHAT ABOUT THE BUILDING WHERE MAYA ANGELOU WAS? I THINK MAYA ANGELOU.
THEY WERE AT NOLAN ESTES, I BELIEVE.
NO, IT WAS A DOWNTOWN BUILDING, IF I REMEMBER CORRECTLY.
SO I'M ASKING ALL THOSE QUESTIONS BASED ON OUR CONSIDERATIONS.
IT LOOKS LIKE WE GOT STUCK ON ONE PARTICULAR BUILDING THAT CURRENTLY HAS 50 OR 60 EMPLOYEES.
I HEARD 60 ONE DAY, AND THEN THE NEXT DAY I HEARD 50.
DID WE LOOK AT ANY OUTSIDE BUILDINGS OUTSIDE OF THE DISTRICT? SO TO PURCHASE? TO PURCHASE.
WE DID LOOK AT A FEW BUILDINGS NOT NECESSARILY SPECIFIC FOR DAEP, BUT WE'RE ALWAYS LOOKING AT BUILDINGS THAT COME UP, FOR INSTANCE IN WILLMER, BUT IS MORE OF A WAREHOUSE TYPE BUILDING.
BUT NOTHING SPECIFIC FOR DAEP.
DID I GAVE A RECOMMENDATION? DID WE EVER LOOK AT THE BUILDING ON ANN ARBOR? YES. AND SO LOOKING AT THAT BUILDING, IT'S NOT CURRENTLY FOR SALE.
THE LAST TIME IT WAS UP FOR SALE WAS AROUND $3 MILLION DOLLARS.
LOOKING AT THE RENOVATIONS FOR THAT BUILDING AGAIN, 23,000FT².
LET'S JUST SAY THE BUILDING IS IN GREAT SHAPE.
WE'D HAVE TO DO IT INFRASTRUCTURE.
WE'D HAVE TO AT LEAST PUT OUR SAFETY AND SECURITY INTO IT.
SO WE WOULD HAVE TO MAKE A DONATION ON TOP OF THE PURCHASE.
BUT SO SHORT ANSWER IS, YES, WE DID LOOK AT IT, MA'AM, BUT IT'S CURRENTLY NOT FOR SALE.
SO I JUST HEARD YOU SAY THAT WE MIGHT BE LOOKING AT FANNIN IN THREE YEARS.
SO THAT'S ADDITIONAL RESOURCES.
THIS WAS A SCHOOL, AS YOU KNOW, THAT WAS PRIME PREP, WHICH WAS ALREADY A SCHOOL.
AND JUST BECAUSE IT'S NOT FOR SALE DON'T MEAN WE CAN'T TALK TO THE OWNERS.
[01:25:01]
DID WE DO THAT? NO, MA'AM. AND WHY NOT? I THINK WE COULD NOW THAT WE KNOW THAT THERE'S AN APPETITE FOR IT.BECAUSE I SHARED THAT INFORMATION.
THE ONLY REASON I'M ASKING THOSE QUESTIONS IS I DON'T KNOW IF WE'VE DONE THE TRUE DUE DILIGENCE TO MAKE SURE THAT THERE IS A SEPARATION BETWEEN OUR STAFF AND DAEP.
I'LL TALK ABOUT THAT A LITTLE BIT LATER ON, BUT I JUST WANTED TO MAKE SURE THAT I HAD AN UNDERSTANDING OF THE AREAS THAT YOU DID NOT ATTEMPT TO LOOK AT. THANK YOU.
THERE WAS A BUILDING THAT WE CALLED VILLAGE FAIR.
DO WE STILL OWN THAT PROPERTY? YES, MA'AM. THAT'S OUR CAREER INSTITUTE SOUTH.
OH, IT'S NOW CAREER INSTITUTE SOUTH.
[LAUGHTER] THAT I WAS JUST WONDERING WHAT HAPPENED TO IT AND WHY WE.
OKAY. TRUSTEES, PLEASE CAST YOUR VOTES.
THE MOTION PASSES EIGHT VOTING YES.
ALL RIGHT. THANK YOU TRUSTEES, WE ARE NOW UP TO ITEM 10.04.
CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE JOB ORDER CONTRACTING SERVICES FOR GENERAL CONSTRUCTION FOR RENOVATIONS AT VARIOUS LOCATIONS THROUGHOUT THE DISTRICT IN CONJUNCTION WITH THE BOND PROGRAM AND OTHER PROJECTS MANAGED BY CONSTRUCTION SERVICES AND MAINTENANCE AND FACILITIES SERVICES.
DO I HAVE A MOTION TO APPROVE? SECOND. MOTION BY TRUSTEE FLORES AND SECONDED BY TRUSTEE CARREÓN.
DO WE HAVE DISCUSSION? YES. TRUSTEE FOREMAN.
SO I WANT TO JUST CONTINUE MY DISCUSSION REGARDING THE DAEP.
CAN SOMEBODY TELL ME THE NUMBER OF STUDENTS THAT WE HAVE AT DAEP WHO ARE CURRENTLY IN THE CRIMINAL JUSTICE SYSTEM? CONSTRUCTION COSTS? I'M GOING TO ASK DEPUTY CHIEF WEST TO COME UP OR CHRISTIAN.
SO WE ARE WORKING ON GETTING THAT NUMBER.
SO WHAT WE GET FROM THE CRIMINAL JUSTICE SYSTEM IS WHEN KIDS ARE COMING BACK TO US FOR CERTAIN OFFENSES, THEY WILL SEND US A NOTICE.
SO RECENTLY, HOW MANY NOTICES HAVE WE RECEIVED THIS YEAR? THIS YEAR WE RECEIVED THREE.
SO WE'VE GOTTEN THREE THIS YEAR.
IS THAT CORRECT? SO ACCORDING TO OUR RECORDS WE HAVE THREE.
THERE COULD BE, BUT I CAN'T CONFIRM OR DENY THAT.
I KNOW YOU CAN'T, BUT I KNOW THAT THERE COULD BE MORE.
DO WE KNOW THE LEVEL OF OFFENSES OF ANY OF THESE STUDENTS? I CAN'T HEAR YOU, [INAUDIBLE].
HOLD ON ONE SECOND BECAUSE THE NUMBER IS UNDER TEN.
YOU CAN. SUPERINTENDENT, WE DON'T KNOW IF IT'S UNDER TEN OR NOT.
WE KNOW THAT THEY HAVE THREE VERIFIED. WELL THE THREE.
AND I'M NOT GOING TO ALLOW OUR TEAM TO ANSWER THE QUESTION ABOUT THOSE THREE.
OKAY. SO THEN I'LL GO ON TO THE NEXT ISSUE.
SINCE WE CAN'T ANSWER THOSE QUESTIONS.
SOME OF THEM COULD BE THAT COULD BE FOR GANG VIOLATIONS.
[01:30:02]
IS THAT CORRECT? I KNOW Y'ALL CAN'T ANSWER.I CAN SAY IT. [LAUGHTER] SOME COULD BE FOR GUN VIOLATIONS.
AND I'M ASKING THESE QUESTIONS BASED ON THE HONESTY OF TRYING TO MAKE SURE THAT THE STUDENTS ARE TAKEN CARE OF, BUT ALSO THE EMPLOYEES ARE TAKEN CARE OF. AND YOU CAN REFUSE TO ANSWER MY QUESTIONS, BUT I KNOW THE ANSWER, AND I KNOW THE ISSUES.
SOME OF THEM HAVE PAROLE OFFICERS.
CORRECT. CAN YOU ANSWER THAT? YES, YOU CAN, BECAUSE THEY'RE IN THE SCHOOLS.
WE KNOW PAROLE OFFICERS ARE IN THE SCHOOLS, SO SOME OF THEM ARE PAROLE OFFICERS.
SO WE MIGHT NOT WANT TO ANSWER THAT.
BUT WHAT I'M SAYING TO YOU IS WE'RE PUTTING A FITNESS CENTER AT 9400.
LET'S MOVE THOSE KIDS FOR DAEP OUT TO 9400 AND SEE IF THE PEOPLE AT 9400 WANT TO DO THAT.
WE'RE SUPPOSED TO BE PROTECTING ALL OF THEM.
YOU CAN TURN RED AS YOU WANT TO.
I'M NOT GOING TO STOP BECAUSE THIS IS NOT FAIR.
I ASK THAT THIS BE PULLED AND WE HAVE AN OPPORTUNITY TO TRY TO WORK THIS OUT.
NOBODY WANTED TO DO THAT, SO I'M JUST GOING TO MOVE FORWARD WITH THAT BECAUSE THE PROTECTION AND THE SAFETY OF ALL OF THEM, INCLUDING THE STUDENTS, IS IMPORTANT TO ME. BUT I KNOW THAT WE ARE NOT TRYING TO ANSWER THE QUESTION BECAUSE WE KNOW THE ANSWERS TO THE QUESTIONS, AND WE NEED TO BE UP FRONT AND HONEST. AND IF THERE IS NO PROBLEM WITH THOSE STUDENTS, WE GOT ROOM ON THE FIRST FLOOR AT 9400.
WE ALSO KNOW THAT AND WE CAN SPEND $40 MILLION ON AN ADMINISTRATIVE BUILDING.
WE CAN LOOK AT SPENDING FUNDS ON GETTING THESE CHILDREN IN A SAFE PLACE.
ALL RIGHT. ANY OTHER DISCUSSION? PLEASE CAST YOUR VOTES.
AS FAR AS THE RENOVATIONS THAT IT'S IN THE BUDGET.
WHAT EXACTLY IS GOING TO BE DONE AS FAR AS THE RENOVATIONS ARE CONCERNED? YEAH. SO THERE'S DRYWALL, YOU KNOW, STUDS, MEP WORK, MECHANICAL, ELECTRICAL, PLUMBING SAFETY THAT I CAN'T GET INTO.
BUT. SO BASICALLY, JUST CORRECT ME IF I'M WRONG.
WHAT I HEAR YOU SAYING IS THAT THE BUILDING HAS BEEN GUTTED AND YOU'RE GOING TO BE DOING A REDESIGN.
IS THAT RIGHT? YES TO THE FIRST FIVE FLOORS.
AND TRUSTEE WHITE IF I CAN JUST INTERRUPT REAL QUICK? EACH WEEK WE SEND A BOARD UPDATE JUST TO NOTIFY THE BOARD OF THINGS THAT ARE HAPPENING.
AND I'M HAPPY TO GIVE THIS TO EACH BOARD MEMBER.
ON AUGUST 6TH, WE INCLUDED INFORMATION ABOUT THE RELOCATION OF DAEP TO THE BELL BUILDING.
RIGHT. I UNDERSTAND THAT WAS INFORMATION, AND I DO GET MY BOARD BRIEFINGS AND I DO READ THEM, BUT I'M JUST SAYING THAT NOW WE'RE COMING WITH THE BUDGET. SO THAT'S WHY I WAS ASKING QUESTIONS, BECAUSE I DON'T KNOW HOW THE BUILDING WAS LAID OUT BEFORE.
I DON'T KNOW IF IT WAS ALREADY OCCUPIED.
I HAVEN'T VISITED THE BUILDING BEFORE.
SO FOR ME TO HEAR THAT, IT HAD TO BE GUTTED.
WHICH I'M NOT ASKING YOU FOR ALL THE DESIGNS, I'M NOT ASKING YOU.
I KNOW THAT THERE ARE CERTAIN SECURITY MEASURES THAT WE DON'T WANT TO DISCUSS, BUT MY QUESTION IS BASICALLY AS FAR AS THIS, THE BUDGET.
AND YOU SAID IT WAS THE FOUR FLOORS, CORRECT? YES. ALL RIGHT.
AND THE STUDENTS ARE GOING TO BE HOUSED ON THE ONE THROUGH FOUR.
SO IT ACTUALLY LENDS ITSELF PERFECTLY TO THE IDENTIFIED NEEDED SPACES FOR EACH KIND OF GRADE LEVEL AND POD, SIMILAR TO WHAT THEY HAD AT VILLAGE FAIR.
[01:35:02]
CHALLENGE, I FEEL.I MEAN, BECAUSE I DON'T KNOW, ARE WE PUTTING IN EXTERIOR ENTRYWAYS SO THAT THEY CAN ENTER FROM THE OUTSIDE, HAVE THEIR OWN PRIVATE ENTRY? THE SAFETY MEASURES ARE GOING TO BE PUT IN PLACE.
FIRST FOUR FLOORS ARE GOING TO BE THE STUDENTS.
THE SIX, SEVEN AND EIGHT ARE SET UP FOR PRINCIPALS TRAININGS, YOU KNOW, SO WE CAN OR NO SEVEN AND EIGHT ARE PRINCIPALS TRAININGS AND SIX WILL BE THE EVALUATION AND ASSESSMENT TEAM. SO IT'LL BE OCCUPIED.
I JUST HAVE ONE SIMPLE QUESTION BECAUSE KIND OF CONFUSED ME.
WHO'S IN THE HB BELL BUILDING AT THIS POINT? ONLY THE EVALUATION AND ASSESSMENT TEAM.
LIKE THEY SAID, BETWEEN 50 AND 61 EMPLOYEES AND I DON'T KNOW IF I CAN SAY WHAT OFFICERS OR OFFICERS.
NO. NO ONE ELSE IS THERE? NO ONE ELSE IS THERE? THAT'S OUR BUILDING.
QUICKLY. ON DISMISSAL OF THE STUDENTS.
AND THAT MIGHT BE YOU, SHERRY.
I HEAR THAT THE ADMINISTRATION IS SAYING THAT SOMEONE WILL BE THERE UNTIL THE STUDENTS LEAVE THE CAMPUS OR LEAVE THE AREA.
SO MANY OF THESE STUDENTS DRIVE THEMSELVES BECAUSE THEY'RE NOT [INAUDIBLE].
NONE OF THEM DRIVE THEMSELVES.
THEY ARE NOT ALLOWED TO DRIVE.
SO THE PARENTS CAN PICK THEM UP.
YES, MA'AM. FOR INSTANCE, WHAT IF A STUDENT PARENT DOESN'T PICK THEM UP UNTIL 7:00? IT'S JUST LIKE ANY OTHER CAMPUS.
SOMEONE HAS TO STAY THERE WITH THEM.
IT MAY BE CALLING THE POLICE, IT MAY BE CALLING CPS, BUT THAT'S NOT A PROBLEM WE'VE HAD IN THE PAST.
BUT IF IT IS, WE WOULD HANDLE IT JUST LIKE ANY OTHER CAMPUS.
SO WHERE DO THE MAJORITY OF THESE STUDENTS COME FROM? WHAT AREA OF TOWN? SO WE ACTUALLY HAVE THEM FROM ALL OVER TOWN BECAUSE THEY COME AND GO.
BUT, I MEAN, WE GET KIDS FROM THE ENTIRE DISTRICT.
I ONLY ASK THAT QUESTION BECAUSE IT'S HARD TO POLICE KIDS COMING FROM ALL OVER THE CITY.
I KNOW THEY COME FROM ALL OVER THE CITY.
THAT'S JUST THE WAY THAT IT IS.
AND I ALSO KNOW THAT THERE ARE PEAKS AND VALLEYS.
THERE ARE SOMETIMES MAYBE 200.
THERE ARE SOMETIMES UP TO 600.
YES. SO? SO I KNOW THERE ARE PEAKS AND VALLEYS.
EVERY STUDENT THAT COMES TO DAEP HAS TO GO THROUGH ORIENTATION AND THEIR PARENT COMES WITH THEM.
THEY KNOW THE PROCESS, THE DROP OFF RULES, THE PICK UP RULES.
DAEP IS IN MY TRUSTEE DISTRICT.
[LAUGHTER] SO I DON'T NEED TO COME FOR A TRIAL.
I KNOW THAT THAT'S WHY I ASK THE QUESTION.
AND I DO KNOW THAT STUDENTS ARE GOING TO BE GOING AND COMING, AND IT'S GOING TO BE DIFFICULT TO POLICE THAT FROM AN OVERALL STANDPOINT, BECAUSE STUDENTS CAN BE ACROSS THE STREET AND WALK BACK OVER ON THE CAMPUS, UNLESS YOU'RE GOING TO HAVE 24 HOUR POLICE PATROL THERE.
YEAH, I WOULD I JUST HAVE A COUPLE QUESTIONS ON THIS.
[01:40:05]
I'VE HEARD A LOT OF CONCERNS ABOUT ADULT SAFETY.ARE WE DOING ANYTHING DIFFERENT? HAVE WE THOUGHT THROUGH THE SAFETY? I BELIEVE THE ANSWER IS YES BUT.
RAMONA, YES? YES, WE I MEAN, WE'RE DOING SOME THINGS DIFFERENT FOR THAT BUILDING SPECIFIC TO THAT BUILDING.
BUT SHORT ANSWER I GUESS IS YES.
YEAH. AND DO WE HAVE ANY REASON TO BELIEVE, LIKE PAST EXAMPLES OR WHATNOT, OF INCIDENTS THAT HAVE OCCURRED THAT I'M HEARING FEAR ABOUT? HAS THIS HAPPENED BEFORE? WE HAVE CAMPUSES THAT CO-LOCATE WITH STAFF LIKE CITYLAB.
THEY CO-LOCATE WITH THE SPECIAL ED DEPARTMENT.
I BELIEVE SHARLA'S GOT A GROUP OVER AT OBAMA.
I MEAN, WE'VE DONE THIS BEFORE.
YEAH. AND HAVE WE HEARD CONCERNS FROM STAFF THERE ABOUT THEIR FEAR OF SAFETY OR WHATNOT? SO WE'VE BEEN MEETING ACTUALLY EVERY WEEK TO PREPARE FOR A MOVE.
AND WE'VE BEEN MEETING ACTUALLY THIS PAST TUESDAY, WE MET WITH STAFF FROM ENA, AND THEY ARE ACTUALLY GOING TO BE A PART OF THE MEETINGS MOVING FORWARD EVERY WEEK.
BUT WE'VE ADDRESSED, YOU KNOW, WHICH DOOR THEY'LL COME IN, WHAT THE SECURITY WILL LOOK LIKE FOR THE STAIRWELLS, THE ELEVATORS, THE PARKING, HOW PARENTS WILL COME IN, HOW STAFF WILL COME IN.
I MEAN, WE HAVE PROTOCOL FOR EVERY SINGLE PROCESS.
WE EVEN HAVE IDENTIFIED, LIKE KEISHA AND I SAT WITH THE PRINCIPAL AND WORKED LIKE EVERY FLOOR WHERE EVERY SINGLE PERSON WILL BE ON THAT FLOOR, WHO WILL BE STATIONED ON EACH FLOOR LIKE WE HAVE AN AP ON EVERY FLOOR.
SO WE HAVE REALLY LAID OUT WHAT SAFETY AND SECURITY WILL LOOK LIKE.
YEAH, THAT'S WHAT I THOUGHT GOING INTO THIS.
SO I JUST WANTED TO MAKE SURE IT SOUNDS LIKE YOU ALL HAVE THOUGHT THROUGH ALL THE SAFETY AND SECURITY ISSUES ACROSS THE BOARD ON THIS, THAT THERE HASN'T BEEN SUBSTANTIAL CONCERNS ABOUT THIS MOVE.
AND I KNOW WE'RE GOING TO CONTINUE TO DO THAT FOR THEM.
TRUSTEES, PLEASE CAST YOUR VOTES.
TRUSTEE MICCICHE SYSTEM HAS COVID, SO I'M GOING TO HAVE TO VOTE RAISING MY HAND. OKAY.
OKAY. IT HAS COVID, SO I HAVE TO RAISE MY HAND.
WHAT'S YOUR VOTE? TRUSTEE MAXIE.
THANK YOU. ALL RIGHT, TRUSTEES, JUST A NOTE ON ITEM 11.
LET ME CALCULATE THE VOTE REAL QUICK.
[11. ITEM PULLED FROM THE AGENDA]
