AFTER A LOT OF GREAT QUESTIONS AND WHATNOT, WE'VE RECOMMENDED THAT EVALUATION TO COME TO THIS BOARD.
IT LOOKS VERY SIMILAR TO HOW IT HAS IN THE PAST.
THE OTHER NOTE IS THAT DURING THAT PROCESS, WE WERE ABLE TO IDENTIFY AN AREA OF OUTDATED POLICY AROUND CE LOCAL AND WHAT WE HAVE SAID IN THE PAST TO RETAIN AND FUND BALANCE DOESN'T ACTUALLY MATCH BEST PRACTICES, SO THE BOARD HAS RECOMMENDED A CHANGE TO THAT TO GO TO POLICY COMMITTEE IN NOVEMBER THAT WILL EVENTUALLY COME TO THE FULL BOARD. WHEN YOU ARRIVE AT THE MICROPHONE, PLEASE STATE YOUR NAME.
PLEASE LISTEN CAREFULLY AS YOUR NAME IS CALLED.
I WILL CALL FOUR SPEAKERS AT A TIME.
WILL THE FIRST TWO SPEAKERS PLEASE COME TO THE MICROPHONE.
AMY MOORE FOLLOWED BY ROBERT CICCARELLI WITH MIKE HOOK AND CHRIS GODSKY ON DECK.
AMY MOORE AND ROBERT CECCARELLI.
MISS MOORE, YOU MAY BEGIN SPEAKING.
OKAY. AMY MOORE, GOOD EVENING, TRUSTEES AND SUPERINTENDENT.
THANK YOU FOR SERVING THE DISD COMMUNITY.
I AM AMY MOORE, AND I APPRECIATE THE OPPORTUNITY TO SPEAK WITH YOU REGARDING SB 763, THAT REQUIRES YOU TO VOTE ON WHETHER TO CREATE A PAID OR VOLUNTEER CHAPLAIN PROGRAM TO PROVIDE SUPPORT SERVICES, AND PROGRAMS FOR STUDENTS.
I QUOTE A CHAPLAIN EMPLOYED OR VOLUNTEERING UNDER THIS CHAPTER IS NOT REQUIRED TO BE CERTIFIED.
FOR SO MANY REASONS, THIS IS INADEQUATE.
I HIGHLY RESPECT THE PROCESS AND CERTIFICATION OF TRAINED CHAPLAINS.
PROFESSIONALLY EDUCATED CHAPLAINS ARE PREPARED TO SERVE IN CONTEXT SPECIFIC SETTINGS TO MEET SPIRITUAL, EMOTIONAL, AND DIVERSE RELIGIOUS NEEDS OF THOSE WHO CONSENT TO THEIR PRESENCE.
THESE SETTINGS, AS YOU KNOW, OFTEN INCLUDE HOSPITALS, THE MILITARY, AND PRISONS.
HOWEVER, FEW CHAPLAINS HAVE THE EXPERTISE AND SPECIAL TRAINING REQUIRED FOR ADDRESSING BEHAVIORAL MENTAL HEALTH ISSUES, SUICIDE PREVENTION, OR FAMILY DYNAMICS ENCOUNTERED BY OUR SCHOOL AGED CHILDREN.
CRITICAL TO THIS ISSUE IS THE FACT THAT SB 763 PROVIDES NO GUIDANCE FOR THE ROLES AND RESPONSIBILITIES, QUALIFICATIONS OR OVERSIGHT OF CHAPLAINS.
THIS LEAVES THE DOOR OPEN FOR ANYONE WHO WANTS TO CALL THEMSELVES A CHAPLAIN.
THEIR STATED MISSION IS TO DISCIPLE 100 MILLION CHILDREN INTO FAITH THROUGH USE OF SCHOOL CHAPLAINS.
I AM IN FAVOR OF ELEVATING THE SAFETY AND SUCCESS OF OUR SCHOOL CHILDREN WITH PROFESSIONAL COUNSELORS AND SOCIAL WORKERS WHO ARE CERTIFIED AND ARE EQUIPPED TO NOTICE AND ADDRESS BEHAVIORAL HEALTH NEEDS.
[00:40:01]
THESE ARE THE PROFESSIONALS WE NEED TO ENGAGE IN ORDER TO ADDRESS THE NEEDS OF OUR SCHOOL CHILDREN.I URGE YOU TO SAY NO TO THE CHAPLAIN PROGRAMS IN SCHOOLS AND THANK YOU FOR YOUR TIME.
THANK YOU. WITH THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONES.
ROBERT CECCARELLI, FOLLOWED BY MIKE HOOK WITH CHRIS GOSKI AND ARMANDO CLAYTON, THE SECOND ON DECK.
I'M GOING TO FLIP THE SCRIPT TONIGHT.
I'M GOING TO TALK ABOUT POSITIVES TONIGHT.
AND VERY IMPORTANT HAS TO DO WITH RANDY BOWMAN.
IN THIS DISTRICT IN WHICH YOU NEVER TALKED ABOUT IT.
THIS SUPERINTENDENT, YOU NEED TO TALK ABOUT RANDY BOWMAN, LIKE YOU DO ABOUT SCHOOL VOUCHERS.
AND THE SCHOOL BOARD MEMBER OVER AT KIMBALL IS ALL IN ON IT.
I'M MOVING THE STUDENTS TO ANOTHER PLACE WHERE THEY GET THE TUTORING.
THEY STAY THERE DURING THE WEEK, AND THEY CAN GO HOME DURING THE WEEKEND.
LIKE YOU HIRED HINOJOSA FOR THE BOND ELECTION.
THIS IS WHAT YOU NEED TO DO WITH RANDY BOWMAN.
DOES EVERYBODY HEAR ME? AND IF SOMEBODY MIGHT NOT KNOW ABOUT IT.
BUT WHAT ELSE ARE YOU GOING TO DO? EXCEPT WE HEAR THE SAME PROBLEMS YEAR IN AND YEAR IN, YEAR OUT, FOR DECADES AND DECADES.
THIS WILL MOVE THE NEEDLE WHERE YOU CAN GET ALL THE STUDENTS TO DO WHAT THEY HAVE TO DO AS FAR AS SCHOOLWORK, YOU MOVE THEM OUT OF THE PROJECTS, YOU MOVE THEM OUT OF THE GHETTO, AND YOU MOVE THEM TO A NICE AREA WHERE YOU GOT THE TUTORS, YOU GOT DINNER, IT'S VERY COMFORTABLE, BUT IT'S GOING TO TAKE A LOT OF WORK.
NOW, IF YOU DON'T WANT TO DO IT, JUST LEAVE BECAUSE I'VE BEEN SAYING THIS TOO MUCH.
AND RANDY BOWMAN, I'VE TALKED TO A COUPLE OF TIMES AND I HAVEN'T HEARD FROM HIM IN A LONG TIME.
MS. SUPERINTENDENT, YOU NEED TO USE THE MEDIA, LIKE I SAID, LIKE YOU USE THE VOUCHERS.
SO THAT WAY EVERYONE WOULD GET ON BOARD.
AND THE BOND ELECTION, YOU'LL GET THE MONEY THAT'S NEEDED.
IT WILL WIN. IT HAS TO DO WITH STUDENTS DOING BETTER.
TUTORING. BEFORE YOU DO RANDY BOWMAN, YOU HAVE TO MAKE SURE YOU DO THE TUTORING AFTER SCHOOL.
MIKE MILES ALWAYS TALKS ABOUT 9 TO 3.
NO ONE TALKS ABOUT TUTORING AFTER SCHOOL TO GET THE WORK DONE THAT YOU HAVE TO HAVE THAT IN SCHOOLS.
THAT WAY THEY GET THE WORK DONE.
THEN YOU CAN BUS THEM BACK WHERE THEY LIVE.
BUT IF YOU DON'T DO IT, YOU'RE GONNA HAVE THE SAME ISSUES AFTER SCHOOL.
THEY'RE NOT GOING TO DO THE WORK.
YOU GOT TO MAKE SURE THEY STAY OUT OF THERE AS MUCH AS YOU, AS MUCH AS THEY CAN TO DO THE WORK.
DOES EVERYBODY UNDERSTAND ME ABOUT THIS? SHE'S ALL IN ON IT.
OKAY, SO I'M JUST SAYING TO YOU IS GET TOGETHER WITH HER.
OKAY. SHE EMAILED ME ABOUT IT, AND SHE WANTS IT IN HER AREA.
AND IT'S GOT TO BE. A LOT OF WORK HAS TO BE DONE.
I KNOW I'M REPEATING MYSELF, BUT IT'S GOT TO BE PLANNED OUT.
I'VE GOT SOME IDEAS ABOUT THIS, BUT YOU HAVE TO PLAN IT AND MAKE SURE THAT PLACE IS SAFE.
YOU HAVE TUTORING, YOU HAVE COUNSELORS, YOU HAVE DINNER.
SAFE PLACE. THANK YOU, MR. CECCARELLI.
WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
MIKE HOOK, FOLLOWED BY CHRIS GORSKI WITH ARMANDO CLAYTON THE SECOND AND LESLIE RUSSELL ON DECK.
FIRST, DISD IS ABSOLUTELY RIGHT TO JOIN THE LAWSUIT AGAINST TEA.
SECOND, JAMES MADISON HIGH SCHOOL, MARION WILLARD, A FEMALE STUDENT, SPOKE.
A FEMALE STUDENT SPOKE AT THE JUNE BOARD MEETING ABOUT PRINCIPAL MARION WILLARD.
SHE SAID THAT MARION WILLARD TOLD HER, QUOTE, YOU'LL NEVER BE ANYTHING IN LIFE.
YOU'LL BE FLAT ON YOUR BACK LIKE YOUR MOTHER.
I EXPECT YOU TO STOP THAT GARBAGE.
I EXPECT YOU TO STOP THAT GARBAGE.
Y'ALL CAN ASK HIM TO LEAVE. SIR.
THAT'S ENOUGH. THANK YOU, I APPRECIATE IT.
DISD'S FAILURE TO TEACH THE ESSENTIALS.
WRITING. MATH IS ONGOING AND CHRONIC.
NEXT SPEAKER. WILL THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE.
ARMANDO CLAYTON THE SECOND NOT PRESENT.
LESLIE RUSSELL, FOLLOWED BY KENDRICK THOMAS, WITH JAVIER MORANTE AND SHEILA WALKER ON DECK.
[00:45:12]
GOOD EVENING.I AM PART OF A NORTH OAK CLIFF GROUP DEVOTED TO SEEKING SOCIAL JUSTICE FOR ALL PEOPLE.
TWO PRESSING ISSUES NEED ATTENTION FROM YOU.
NUMBER ONE, WE URGE THE BOARD OF TRUSTEES TO USE YOUR CONSIDERABLE INFLUENCE WITH THE STATE BOARD OF EDUCATION TO ENSURE THEY ADOPT SCIENCE TEXTBOOKS THAT TRUTHFULLY CONFRONT EVOLUTION AND CLIMATE CHANGE WITH ACCURATE DISCLOSURE REGARDING HARMFUL FOSSIL FUEL PRACTICES. WE URGE SCIENCE TEXTBOOK ADOPTION THAT ENSURES TEACH THE TRUTH.
SETTING ASIDE RELIGIOUS, POLITICAL, AND INDUSTRY INFLUENCES.
NUMBER TWO, WE URGE YOU TO TAKE A POSITIVE STAND AGAINST HB 763, THE CHAPLAIN BILL.
UNQUALIFIED CHAPLAINS LACK THE TRAINING REQUIRED TO HELP AN ALL ROUND DEVELOPMENT OF YOUNG PEOPLE.
SCHOOL COUNSELORS ARE CERTIFIED AND LICENSED EDUCATORS WHO IMPROVE SUCCESS FOR ALL STUDENTS.
THEY IMPLEMENT COUNSELING PROGRAMS THAT HELP STUDENTS TO APPLY FOR ACADEMIC STRATEGIES, USE THEIR INTERPERSONAL SKILLS, AND PLAN FOR COLLEGE OR THE WORKFORCE.
WE ARE FACING A COUNSELOR SHORTAGE IN TEXAS, AND WE URGE YOU TO PRIORITIZE BUDGET FUNDS FOR HIRING QUALIFIED COUNSELORS, NOT UNQUALIFIED CHAPLAINS. PLEASE DO YOUR PART TO PREVENT A POSITIVE PRACTICE FROM BEING DESTROYED BY IDEOLOGUES WHOSE STATED MISSION IS TO SEVERELY IMPAIR THE UNITED STATES PUBLIC SCHOOL SYSTEM, IF NOT DISMANTLE IT ENTIRELY.
THANK YOU FOR THE OPPORTUNITY TO SPEAK.
THANK YOU. WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
KENDRICK THOMAS, FOLLOWED BY JAVIER MORANTE WITH SHEILA WALKER AND ELIZABETH FARRIS ON DECK.
YES, I'M SPEAKING TO, I'M A SINGLE FATHER OF TWO DAUGHTERS THAT'S IN ELEMENTARY SCHOOL IN DALLAS, AND I'M SPEAKING TO A SITUATION WITH HOMEWORK, BULLYING AND THE, THE CULTURAL TEACHINGS OF STUDENTS THAT ARE LIKE 99% BLACK AND BROWN AT A SCHOOL.
THAT'S NOT I DON'T BELIEVE THAT THEY RECEIVING PROPER CULTURAL EDUCATION.
I WANT TO JUST DEAL WITH HOMEWORK RIGHT NOW BECAUSE I'M A SINGLE PARENT.
AND THEN WHEN I GET MY CHILDREN OUT OF SCHOOL, I DON'T BELIEVE THAT THE CHILDREN SHOULD HAVE TO SPEND ANOTHER 2 OR 3 HOURS AFTER BEING IN SCHOOL FOR EIGHT HOURS DOING HOMEWORK, AND THEN TEACHERS TELLING THE PARENTS, THE STUDENTS TO TELL THEIR PARENTS TO GO TO THE LIBRARY TO GET WHAT YOU NEED IF THEY DON'T HAVE COMPUTERS AND PRINTERS AND SO ON AND SO FORTH AT HOME.
MY THING IS THAT WHEN YOU ARE STRESSED THAT THESE CHILDREN ARE GETTING AT HOME, DONE WHAT CAN'T GET DONE IN SCHOOL AND WHY IS IT NOT BEING DONE IN SCHOOL IS BECAUSE WHAT I'M BEING TOLD IS THAT THERE ARE DISRUPTIVE KIDS IN THE CLASSROOM, AND THESE DISRUPTIVE KIDS ARE CAUSING THE TEACHER NOT TO DEAL WITH THE REST OF THE CLASS. SO MOST OF THE CLASS IS BEING PUNISHED FOR WHAT A FEW DISRUPTIVE KIDS ARE DOING.
THAT'S NOT ALLOWING THEM TO GO OUTSIDE WHEN THE WEATHER PERMITS THEM TO GO OUTSIDE, NOT ALLOWING THEM TO GET THEIR CLASS ASSIGNMENTS DONE IN CLASS, NOT ALLOWING THEM TO EVEN COME OUT OF THE SCHOOL AT THE END OF THE DAY, WHEN WE OUTSIDE WAITING ON THE CHILDREN, THEY BEING HELD BACK BECAUSE OF WHAT A FEW CHILDREN ARE DOING, WHICH TAKES AWAY FROM THE TIME THAT THEY SPEND AT HOME TO BATHE, EAT AND JUST BE A KID.
MY KIDS IS IN ELEMENTARY SCHOOL, ONE IS SEVEN AND ONE IS NINE YEARS OLD.
AND THEN THE WAY THAT MY CURRICULUM OF TEACHING THEM AT HOME IS DIFFERENT THAN THE WAY THAT THE TEACHERS CURRICULUM OF TEACHING THEM AT SCHOOL, AND THEN THEY ARGUING WITH ME THAT THE TEACHER IS RIGHT, YOU KNOW, AND I'VE BEEN OUT OF SCHOOL 35 YEARS, SO MY WAY OF DOING MATH VERSUS YOUR WAY OF DOING MATH AND NOT KNOWING THAT THE GENERATIONS IN TIME CHANGES IN THE WAY THAT PEOPLE EXPRESS THEIR SELF AND TEACH THE CHILDREN IS A MAJOR PROBLEM.
AND I JUST I'VE ADDRESSED THIS, I'VE TRIED TO TALK TO PEOPLE.
[00:50:07]
IT ALMOST MADE ME THINK I WAS AT A SPORTS CENTER EVENT OR A ESPN EVENT.WELL, THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE.
JAVIER MORANTE, FOLLOWED BY SHEILA WALKER WITH ELIZABETH FERRIS AND GEORGE RANGEL ON DECK.
GOOD EVENING. MY NAME IS JAVIER MORANTE.
THANK YOU FOR YOUR SERVICE TO THE COMMUNITY SO FAR.
THE FACT THAT YOU ARE, IF I UNDERSTAND THE AGENDA CORRECTLY, VOTING TO DISALLOW SCHOOL DISTRICT'S CAMPUSES FROM HIRING OR TAKING ON VOLUNTARY, UNCREDITED CHAPLAINS SPEAKS TO THAT.
TEXAS HAS SO FAR DENIED PRAGER U.
INSERTING ITS HORRIBLE AND INEFFICIENT LESSON PLANS INTO OUR CURRICULUM ALSO SPEAKS TO IT.
AND IF NOT FOR THE EVENTS THAT HAPPENED IN GRAPEVINE AND SOUTHLAKE THE PAST FEW YEARS, I WOULD TRULY BELIEVE THAT DALLAS IS EDUCATION TIER WOULD BE IN SAFE HANDS, BUT THE HATEFUL AND MONOLITHIC.
SORRY. THESE CITIES ARE ESSENTIALLY IN OUR BACKYARD, AND THE ENTITIES SUCH AS PATRIOT MOBILE AND THE PEOPLE WHO SUPPORT THEM ARE SPREADING.
AND THEY HAVE DONE MASSIVE REGRESSIVE DAMAGE, SCORNING ATTEMPTS TO CREATE RACIAL UNDERSTANDING, HOUNDING AWARD-WINNING TEACHERS BECAUSE THEY LOOK A LITTLE QUEER, PUSHING FALSE NARRATIVES AND ALLEGATIONS IN BOTH CITIES.
I AM IMPLORING YOU, DO NOT STOP AT DENYING CHAPLAINS OR PRAGER U.
DO NOT LET SOME OF THE BEST TEACHERS IN THE STATE BE DRIVEN AWAY.
DO NOT LET BOOKS BE BANNED AND PULLED FROM OUR LIBRARIES.
YOU KNOW AS WELL AS I DO THAT REPRESENTATION MATTERS.
DO NOT LET THEIR TEACHERS AND BOOKS BE TAKEN AWAY AND GIVE THEM ONLY RAZOR BLADES IN RETURN.
KEEP PUSHING FOR REPRESENTATION, DIVERSITY AND THE HIGHEST TIER OF EDUCATION THERE IS.
WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
SHEILA WALKER, FOLLOWED BY ELIZABETH FERRIS WITH GEORGIA RANGEL AND PATRICIA DOYLE ON DECK.
GOOD EVENING, SUPERINTENDENT AND BOARD TRUSTEES.
WHAT I WANT TO SAY TO THIS ROOM FULL OF EDUCATORS IS PAY ATTENTION TO WHAT'S GOING ON IN AUSTIN.
THE BIG PICTURE IS THE VOUCHERS.
IF THE VOUCHERS COME THROUGH, IT'S GOING TO AFFECT EVERYBODY IN THIS ROOM, WHETHER YOU ARE CUSTODIAN, TRANSPORTATION, ALL OF US.
SO WE NEED TO BE PAYING ATTENTION.
SO MY THING CHARGE TO ALL OF US.
MAKE SURE THAT YOUR FAMILY MEMBERS ARE REGISTERED VOTERS AND THAT THEY GO AND VOTE BECAUSE THIS IS GOING TO HURT EDUCATION IF THIS VOUCHER BILL GOES THROUGH. ALSO, WE WANT TO APPRECIATE THE LEGISLATIVE FOR PASSING THE BILL ON GIVING THE RETIREES SOME EXTRA FUNDING. SO PLEASE VOTE FOR PROPOSITION NINE.
WE ARE THE WORST IN GOING TO THE POLLS AND VOTING.
IT MAKES A DIFFERENCE, AND IT'S GOING TO AFFECT US FOR WHEN WE ARE GONE FOR OUR KIDS IN THE FUTURE.
THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
ELIZABETH FERRIS, FOLLOWED BY GEORGE RANGEL WITH PATRICIA DOYLE ON DECK.
ELIZABETH HARRIS [INAUDIBLE] AFT MEMBER, EDUCATION WEEK, TEACH PLUS AND THE IRIS CENTER AND OTHER SOURCES REPORT SPED TEACHERS ARE LEAVING THE FIELD IN INCREASING NUMBERS AND THE NUMBERS ENTERING CONTINUE TO DECLINE SO MUCH SO THAT SPECIAL EDUCATION TOPS THE CHARTS IN TEACHER SHORTAGES ACROSS THE COUNTRY.
ORGANIZATIONS FOLLOWING TEACHER SHORTAGES HAVE IDENTIFIED THE TOP REASONS SPED TEACHERS LEAVE.
LACK OF EFFECTIVE MENTORSHIP AND RELEVANT PROFESSIONAL DEVELOPMENT.
[00:55:01]
HEAVY WORKLOADS RESULTING IN NO TIME TO FULFILL RESPONSIBILITIES, AND THE DETERIORATING PHYSICAL AND MENTAL HEALTH OF SPED TEACHERS.PREPARATION PROGRAMS DO NOT ADEQUATELY PREPARE SPED TEACHERS FOR THEIR JOB RESPONSIBILITIES.
RECOMMENDATIONS TO SOLVE THESE ISSUES INCLUDE.
ADMINISTRATORS SHOULD BE TRAINED TO UNDERSTAND SPED TEACHERS DUTIES AND HOW TO SUPPORT THEM.
PREPARATION PROGRAMS SHOULD BE OVERHAULED TO PROVIDE THE TRAINING SPED TEACHERS NEED.
WHILE I'D LIKE TO ADDRESS EACH POINT AND PROVIDE REAL TIME AND CURRENT EXAMPLES OF THE SYSTEMIC FAILURES IN OUR SPED PROGRAMS, THERE'S NOT THE TIME IN 100 AND 80 SECONDS, BUT THE PROBLEMS ARE REAL AND VERY DEEP AND SYSTEMIC, AND WE'RE HEADED FOR A CRISIS IF REAL ACTION IS NOT TAKEN TO SOLVE THE CHRONIC DYSFUNCTION OF THE DEPARTMENT, DENIGRATION OF SPED TEACHERS, AND THE DISCRIMINATION OF STUDENTS WITH DISABILITIES EMBEDDED IN THE CULTURE OF OUR DISTRICT, THE DENIGRATION IS BEING HIGHLIGHTED MORE SIGNIFICANTLY NOW THAN I CAN REMEMBER IN THE 21 YEARS I'VE BEEN IN THIS DISTRICT.
THERE IS NO REGARD GIVEN TO SPED TEACHERS FROM THE DEARTH OF PD TO THE INEQUITY AND INAPPLICABLE TI RUBRICS AND COMPENSATION SYSTEM, INCLUDING THE FAILURE TO PAY STIPENDS OR THE TI MONEY TO THOSE WHO EARNED IT.
THIS DISREGARD FOR TEACHERS AND STUDENTS IS EVEN EXEMPLIFIED IN THE GENERAL ED CLASSROOM, WHERE ELEMENTARY CLASSES ARE BURSTING AT 24 OR MORE STUDENTS, AND A CURRICULUM THAT FLAUNTS BEST PRACTICES IN PEDAGOGY TO DELIVER INSTRUCTION, AS IF FROM AUTOMATED MINIONS DELIVERING A COOKIE CUTTER SYSTEM BENEFICIAL TO ONLY THOSE WHO FIT INSIDE THE MOLD.
NEVER MIND THAT THE CURRICULUM IN ITS DESIGN CREATES A SETTING THAT DISALLOWS FOR ACCOMMODATIONS AND DIFFERENTIATION THAT IS ESSENTIAL FOR OUR STUDENTS WITH DISABILITIES AND ELLS, THUS FURTHER COMPOUNDING THE DISCRIMINATION ENACTED AGAINST THEM.
OUR TEACHERS ARE STRUGGLING AND THUS SO ARE OUR STUDENTS.
BUT THE RIGIDITY IN WHICH CAMPUS ADMINISTRATORS AND DIRECTORS AND CENTRAL STAFF ARE HAMMERING THE DELIVERY OF INSTRUCTION AND CURRICULUM MAKES IT EASY TO UNDERSTAND WHY TEACHERS HAVE ALREADY BEGUN QUITTING BEFORE THE END OF THE FIRST NINE WEEKS.
THEIR CURRICULUM IS A TOOL TO BE USED AS APPROPRIATE FOR THE INSTRUCTIONAL PROCESS.
WILL, THE LAST TWO SPEAKERS PLEASE COME TO THE MICROPHONES.
GEORGE RANGEL, FOLLOWED BY PATRICIA DOYLE.
75208 I'M THE EXECUTIVE VICE PRESIDENT OF ALLIANCE AFT.
FOR THOSE AT HOME THAT ARE WATCHING THIS MEETING.
IF YOU HAVE NOT COMPLETED YOUR SURVEY, PLEASE DO SO, THERE'S ONLY A FEW MORE DAYS LEFT.
I WOULD ALSO ASK THE DISTRICT TO SHARE THE RESULTS OF THE SURVEY PUBLICLY BY BEING MORE TRANSPARENT.
FOR EVERYONE HERE TODAY OR THOSE AT HOME LISTENING, PLEASE CONTACT YOUR LEGISLATORS.
DON'T STAND ON THE SIDELINES AND WAIT FOR SOMEBODY ELSE TO DO IT.
TELL YOUR FRIENDS AND FAMILY MEMBERS TO CONTACT THEIR LEGISLATORS AS WELL.
THANK YOU. OUR FINAL SPEAKER IS PATRICIA DOYLE.
PATRICIA DOYLE. I'M A PHYSICAL THERAPIST WITH THE SPECIAL EDUCATION DEPARTMENT IN DALLAS ISD.
AND I'M THE SECOND VICE PRESIDENT OF ALLIANCE AFT.
I KNOW I'M PREACHING TO THE CHOIR WHEN I SAY THAT SCHOOL VOUCHERS ARE BAD FOR PUBLIC SCHOOLS.
AS A UNION, ALLIANCE AFT STANDS IN OPPOSITION TO VOUCHERS AND HERE'S WHY.
THE STATE PROPOSES $8,000 PER STUDENT TO BE GIVEN AS A SCHOOL VOUCHER.
THEY CLAIM THAT PARENTS SHOULD HAVE A CHOICE, IMPLYING THAT WITHOUT THE VOUCHER, THEY DON'T.
THE PART THAT THEY FORGET TO MENTION IS THAT PRIVATE SCHOOLS ALSO HAVE A CHOICE.
MANY REQUIRE ENTRANCE EXAMS AND INTERVIEWS BEFORE THEY CONSIDER A STUDENT FOR ENROLLMENT.
[01:00:06]
PRIVATE SCHOOLS ARE NOT SUBJECT TO THE SAME RULES AS PUBLIC SCHOOLS.THEY CAN DECIDE WHO ATTENDS, HOW LARGE THEIR ENROLLMENT, WHAT CURRICULUM THEY USE.
THEY ARE NOT REQUIRED TO DO STANDARDIZED TESTING AND DO NOT GET A GRADE FROM THE STATE.
THEY ARE NOT UNDER THE ACCOUNTABILITY OF TEA.
THIS LEADS TO LESS ECONOMIC DIVERSITY AND ENCOURAGES SEGREGATION AND DISCRIMINATION.
A PRIVATE SCHOOL CAN CONSIDER GENDER IDENTITY, RELIGION, AND DISABILITY WHEN ENROLLING STUDENTS.
THEY CAN DETERMINE THAT THEY WILL OR WON'T ACCEPT STUDENTS WHOSE PARENTS ARE OF A SAME SEX COUPLE.
THEY ARE NOT SUBJECT TO THE SAME RULES THAT GOVERN THE SEPARATION OF CHURCH AND STATE.
THE $8,000 IS REALLY A PAYOUT TO FAMILIES WHO ARE ALREADY IN PRIVATE SCHOOLS.
IT'S A SUBSIDY AND DOES NOT COME CLOSE TO THE ACTUAL COST OF PRIVATE SCHOOL TUITION.
IT'S A HOLLOW PROMISE THAT YOU CAN CHOOSE YOUR PRIVATE SCHOOL.
IF THE SCHOOL IS FINANCIALLY UNATTAINABLE.
IT DOES NOTHING FOR PUBLIC SCHOOLS IN RURAL AREAS WHO DO NOT HAVE ACCESS TO PUBLIC SCHOOLS OR PRIVATE SCHOOLS, BUT WHO SEE THEIR PUBLIC SCHOOLS CONTINUE TO BE UNDERFUNDED. AND IT ENCOURAGES PRIVATELY FUNDED ENTITIES WITH THEIR OWN FINANCIAL, RELIGIOUS OR POLITICAL AGENDAS TO START PRIVATE SCHOOLS AND SOMETHING THAT IS CLOSE TO MY HEART, IT DISCRIMINATES AGAINST STUDENTS WITH DISABILITIES.
UNLIKE PRIVATE PUBLIC SCHOOLS, PRIVATE SCHOOLS ARE NOT REQUIRED TO UPHOLD THESE RIGHTS.
YOUR STUDENTS WITH DISABILITIES WILL NOT HAVE ACCESS TO THE REQUIRED SERVICES PROVIDED IN PUBLIC INSTITUTIONS AND STUDENTS WITH DISABILITIES ESSENTIALLY WAIVE THEIR RIGHTS WHEN THEY'RE ENROLLED IN PRIVATE SCHOOLS.
FINALLY, IT CONTINUES TO UNDERFUND, UNDERPAY AND UNDER-RESOURCED THE PUBLIC SCHOOL SYSTEM THAT IS THE STATE'S RESPONSIBILITY BY LAW AND USES PUBLIC TAXPAYER MONEY TO SUBSIDIZE PRIVATE EDUCATION.
IT'S THERE FOR EVERYONE, AND IT DESERVES FULL SUPPORT.
THANK YOU. YOUR TIME IS EXPIRED, MR. PRESIDENT, THIS CONCLUDES OUR SPEAKERS.
