SO WHEN HE GOT HIS DIPLOMA AND HE GRADUATED, THEY WERE ALL SHOCKED.
THEY WERE LIKE, MAN, YOU WERE SKIPPING WITH US.
HE WAS LIKE, NO, I WAS GOING TO CLASS.

WE HAD OVER 50, 60 COMMUNITY MEMBERS AND KIDS OUT THERE.
THE KIDS ACTUALLY WERE THE ONES DOING THE GROUNDBREAKING.
MR. CHAIR, I WILL GIVE THE DISTRICT EIGHT ACCOLADES.
I'M GOING TO DO SOMETHING A LITTLE BIT DIFFERENT THIS MONTH.
THIS MONTH IN THIS COUNTRY, WE CELEBRATE HISPANIC HERITAGE MONTH, A MOMENT THAT WE TAKE IN THIS COUNTRY TO CELEBRATE THE CONTRIBUTIONS OF HISPANIC AMERICANS IN THIS COUNTRY, IN THIS STATE AND HERE LOCALLY.
I WILL NOT BE DOING THEM JUSTICE BECAUSE I WILL DO THIS VERY QUICKLY, MR. CHAIR. PROMISE, BUT JUST JUST SOME HIGHLIGHTS.
IN DISTRICT EIGHT, WE HAVE SOME HISPANIC LEADERS WHO INFLUENCED THE MEDICAL WORLD, LEADERS LIKE DR.
SALDIVAR, AN ELEMENTARY SCHOOL THAT WE HAVE IN DISTRICT EIGHT, LEADERS LIKE DR.
LEONIDAS CIGARROA, WHO WAS APPOINTED BY MULTIPLE PRESIDENTS, BOTH PRESIDENT JOHNSON AND PRESIDENT NIXON TO THE NATIONAL HEALTH COMMISSION AND SERVED ON THE TEXAS STATE BOARD OF MENTAL HEALTH, A TRUE ADVOCATE FOR THE ADVANCEMENT OF HEALTH CARE ACCESS FOR LATINOS IN THE UNITED STATES.
ONÉSIMO HERNANDEZ, WHO HERE LOCALLY WAS VERY IMPORTANT.
HE WAS ALSO THE FIRST LATINO TO WORK AT PARKLAND HOSPITAL.
[00:35:10]
IN THE 1970S HERE IN DALLAS, TEXAS AND IN DISTRICT EIGHT, WE ALSO HAVE SCHOOLS NAMED AFTER HISPANIC AMERICAN CIVIL RIGHTS LEADERS.RIGHT? WE HAVE IN DISTRICT EIGHT, RIGHT IN EAST DALLAS, A SCHOOL NAMED AFTER CESAR CHAVEZ, OUR CESAR CHAVEZ LEARNING CENTER, BUT WE ALSO HAVE SCHOOLS NAMED AFTER LOCAL CIVIL RIGHTS LEADERS, LEADERS LIKE FRANCISCO PANCHO MEDRANO.
RIGHT, AND ESPERANZA HOPE MEDRANO.
RIGHT. PANCHO MEDRANO, WHO WORKED ALONGSIDE CESAR CHAVEZ, WAS AN AMERICAN LABOR RIGHTS AND CIVIL RIGHTS ACTIVIST WHO AND LEADER WHO EXTENDED HIS INFLUENCE THROUGHOUT THE STATE AND THE COUNTRY.
ESPERANZA HOPE MEDRANO WAS HIS WIFE AND BACKBONE IN THE NEIGHBORHOOD WHERE WHERE HOPE MEDRANO ELEMENTARY SCHOOL CURRENTLY STANDS RIGHT THERE, JUST A COUPLE OF BLOCKS FROM LUCAS.
SHE ALSO HAD A CLOTHES PANTRY FOR STUDENTS AND LED VARIOUS OTHER INITIATIVES TO CREATE A STRONGER COMMUNITY THERE AND THAT COMMUNITY AND ON MAPLE AND LITTLE MEXICO WE ALSO HAVE IN DISTRICT EIGHT LEADERS, HISPANIC AMERICAN LEADERS WHO WERE FORMER MILITARY VETERANS, LEADERS LIKE ELADIO MARTINEZ, THE NAMESAKE OF THE ELADIO MARTINEZ LEARNING CENTER, RIGHT.
HIS LEGACY LIVES ON THROUGH HIS CHILDREN THERE IN WEST DALLAS, WHERE HE WAS FROM.
ALSO, LEADERS, VETERANS LIKE JOSE "JOE" MAY, MANY OF YOU KNOW, HAD THE PRIVILEGE OF KNOWING TRUSTEE MAY.
HE WAS A FORMER MEMBER OF THESE DALLAS ISD BOARD OF TRUSTEES AND ALSO SERVED ON VARIOUS BOARDS THROUGHOUT DALLAS, VETERAN LEADERS AND BUSINESS LEADERS LIKE DR.
RAUL QUINTANILLA, SENIOR RIGHT.
DR. QUINTANILLA ATTENDED DALLAS'S DALLAS ISD SCHOOLS.
HE WENT TO SAM HOUSTON AND ULTIMATELY GRADUATED FROM WOODROW WILSON HIGH SCHOOL, WENT ON TO BECOME A VICE PRESIDENT AT AT NATIONS BANK, WHICH ULTIMATELY BECAME BANK OF AMERICA.
RIGHT, AND WAS JUST A BANKING FINANCE LEADER IN THE AREA, ULTIMATELY RISING TO BE CHAIRMAN OF THE GREATER DALLAS CHAMBER OF COMMERCE.
ALSO LEADERS IN THE ARTS, LIKE JUST THE INCOMPARABLE JESUS MORALES, WHO WE HAVE AN EXPRESSIVE ARTS VANGUARD NAMED AFTER ARTIST.
MORALES WAS ALSO FROM DALLAS AND A RECIPIENT OF THE 2000 AND.
SEVEN. TEXAS MEDAL OF ARTS AWARD FOR VISUAL ARTS AND A RECIPIENT OF THE 2008 NATIONAL MEDAL OF THE ARTS, VERY PRESTIGIOUS AWARD, AND HE HAS OVER 2000 SCULPTURES OF HIS THAT CAN BE FOUND THROUGHOUT THE THROUGHOUT THE WORLD.
SO COLLEAGUES, MEMBERS HERE OF THE COMMUNITY, THAT'S JUST A LITTLE TASTE OF OF JUST THE CONTRIBUTIONS OF HISPANIC AMERICANS HERE IN THE UNITED STATES THAT WE HONOR HERE IN DALLAS ISD AND I'M HONORED TO HAVE SO MANY OF THOSE GREAT LEADERS NAMED OR HONORED, I SHOULD SAY, IN DALLAS ISD DISTRICT EIGHT SCHOOLS.
THANK YOU, MR. PRESIDENT. MR. CHAIR, THANK YOU FOR DOING THAT.
I APPRECIATE THE INFORMATION AND THE HARD WORK YOU DID TO PULL IT TOGETHER.

[00:40:02]
CONGRATS FERNANDA ON THE SCHOLARSHIP AWARD AND THE JUDICIAL INTERNSHIP AWARD.TRUSTEE WEINBERG. TRUSTEES, WE ARE NOW UP TO ITEM SIX OF THE AGENDA.
[6. PUBLIC FORUM]
OUR AGENDA NOW CALLS FOR THE PUBLIC FORUM SEGMENT OF OUR MEETING.WE WILL BEGIN WITH SPEAKERS TO AGENDA ITEMS FOLLOWED BY SPEAKERS TO NON-AGENDA ITEMS. I'M ASKING SPEAKERS TO BE MINDFUL THAT CHILDREN ARE IN ATTENDANCE, CHILDREN AND UNWILLING ADULT RECIPIENTS OF THE PUBLIC IN ATTENDANCE AT THIS MEETING SHOULD NOT BE EXPOSED TO LEWD, FILTHY, VULGAR, OBSCENE OR EXPLICIT LANGUAGE FROM SPEAKERS.
SPEAKERS THAT INSIST ON EXPOSING THE PUBLIC TO THIS LANGUAGE WILL BE ASKED TO LEAVE IMMEDIATELY.
FURTHER, PLEASE BE MINDFUL OF YOUR FELLOW SPEAKERS AND TO REFRAIN FROM USING INDIVIDUALS NAMES, INCLUDING STUDENT NAMES AND TO ADDRESS THE BOARD AND NOT INDIVIDUAL TRUSTEES.
THE DISTRICT HAS ADOPTED PROCEDURES TO HEAR AND ADDRESS COMPLAINTS ABOUT SPECIFIC INDIVIDUALS, AND IT IS RECOMMENDED THAT STUDENTS THAT SPEAKERS AVAIL THEMSELVES OF THE GRIEVANCE POLICY TO SEEK RELIEF VIA THOSE PROCEDURES.
AUDIENCE I'M ASKING YOU NOT TO ENGAGE IN CONDUCT THAT WILL DISRUPT THIS MEETING.
UNLAWFUL OR DISRUPTIVE CONDUCT, INCLUDING INTERRUPTING SCHEDULED SPEAKERS, SPEAKING OUT OF TURN, CROSSING THE ROPED OFF BARRIERS OR INTERFERING WITH THE RIGHTS OF OTHERS WILL NOT BE TOLERATED. EACH SPEAKER IS LEGALLY RESPONSIBLE FOR THE CONTENT AND CONSEQUENCES OF HIS OR HER OWN STATEMENTS.
SPEAKERS PLEASE BE REMINDED THAT SUBSTITUTIONS ARE NOT ALLOWED IF YOU SIGNED UP TO SPEAK.
YOU CANNOT SPEAK ON BEHALF OF SOMEONE ELSE.
DR. JORDAN, WILL YOU PLEASE CALL THE NAMES OF THE SPEAKERS? YES. GOOD EVENING.
I WOULD LIKE TO REMIND THE SPEAKERS THAT YOU HAVE THREE MINUTES TO SPEAK.
WHEN YOU ARRIVE AT THE MICROPHONE, PLEASE STATE YOUR NAME.
PLEASE LISTEN CAREFULLY TO YOUR NAME.
I WILL CALL FOR SPEAKERS AT A TIME.
WILL THE FIRST TWO SPEAKERS PLEASE COME TO THE MICROPHONES? MIKE HOOK AND ROBERT CECCARELLI? DISDIS ABSOLUTELY RIGHT TO JOIN THE LAWSUIT AGAINST TEA.
JAMES MADISON HIGH SCHOOL PRINCIPAL MARIAN WILLARD.
MARIAN WILLARD SAID TO THIS STUDENT, ONE YOU'LL NEVER BE ANYTHING IN LIFE.
TWO, YOU'LL BE FLAT ON YOUR BACK LIKE YOUR MOTHER.
THE NEXT IS THE FAUCI CLAY JENKINS CHINA VIRUS STEAMROLLER ON CITIZENS.
ELIZALDE LIKES THE PHRASE OPPORTUNITY GAPS, NOT ACHIEVEMENT GAPS.
IT'S THE DISD FAILURE AND COVER UP MESSAGING PROGRAM.
BOTTOM LINE IS DISD'S FAILURE TO EDUCATE STUDENTS IS ONGOING.
MANY YEARS PRIOR, I FOUND STATS STATISTICS WAY WORSE THAN THE FAUCI FLU ERA.
THIS IS TO SUPERINTENDENT ELIZALDE.
YOU MENTIONED STAAR DATA AT THE DALLAS.
YOU SAID THAT STUDENTS ARE AT OR ABOVE PRE-PANDEMIC STUDENT PERFORMANCE LEVELS.
PROBLEM FOR THE LAST 20 YEARS, DISD HAS CONSISTENTLY UNDERPERFORMED THE STATE AVERAGE.
YOU CONFLATED EXTRACURRICULAR ACTIVITIES SUCH AS GUITAR AND BALLET.
WITH SUCCESS IN READING, WRITING AND MATH.
[00:45:02]
GET RID OF THE FLIGHT SIMULATORS.PAY AND TREAT OUR TEACHERS PROPERLY.
STOP ABUSING AND OPPRESSING OUR BUS DRIVERS.
FORGET SPIN DOCTORING BULLCRAP STORIES.
YOU SAID THAT YOU RETURNED TO THE CLASSROOM, TO THE TEACHERS.
TEACHERS. IS THAT TRUE OR FALSE? YOU SAID.
NO MORE TEACHING TO THE TEST TEACHERS.
IS THAT TRUE? THAT'S WHAT I THOUGHT.
LET'S SEE. DISD IS RIGHT TO JOIN THE LAWSUIT AGAINST TEA, BUT LAST YEAR, YOU ALL WERE QUIET WHEN THE D AND F CAMPUSES WERE JUST ARBITRARILY REMOVED FROM THE RATINGS.
YOU SAID YOUR PLANS WILL CONTINUE TO DO WELL ON STATE REQUIRED ASSESSMENTS.
NUMBER ONE, YOU'RE DOING POORLY.
NUMBER TWO, YOU'RE OBSTRUCTING NUMBER THREE.
WILL, THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONES.
ROBERT CECCARELLI, FOLLOWED BY JANET MARIANI WITH ANTHONY PETERSON AND BRITTANY LAWRENCE ON DECK.
THE GENTLEMAN JUST SAID WHAT I WAS GOING TO SAY, BUT I HAVE TO REPEAT IT.
WHAT THE JAMES MADISON ALLEGEDLY DID TO THAT STUDENT IS VERY, VERY TRAGIC AND VERY, VERY TERRIBLE.
WHY IS IT SHE GETS AWAY WITH EVERYTHING AS SOMETHING WHAT HE JUST SAID ABOUT LYING ON YOUR BACK? OKAY. THAT'S GOT TO STOP NOW, AND RIGHT NOW, I KNOWN THIS LADY FOR YEARS.
YOU IGNORE ME BECAUSE THIS LADY HAS.
I CALL HER DONALD TRUMP OF SOUTH DALLAS.
OKAY. WHY DO YOU LET HER DO THAT? ALL RIGHT, THAT'S ENOUGH.
WHY DO YOU LET HER DO THAT, MR. CECCARELLI? OKAY, THAT'S ENOUGH.
ALL RIGHT, BUT I'M TRYING TO SAY, SIR, IS THAT.
IT'S JUST UNBELIEVABLE WHY SHE GETS AWAY WITH THIS, AND ONE MORE THING BEFORE I GO, SIR.
LET'S SEE HERE. DISTRICT SEVEN.
YOU KNOW WHY YOU DON'T HAVE ANY EXPECTATIONS AS TO HOW THESE STUDENTS TO DO BETTER IN LIFE? TRUST ME, I KNOW WHAT I'M TALKING ABOUT.
ALSO, THREE THROUGH EIGHT, THE SUPERINTENDENT TALKS ABOUT THREE THROUGH EIGHT ABOUT THE STAAR TEST, BUT WHY DOESN'T SHE BRING ABOUT NINE THROUGH 12? WHAT NEEDS TO BE DONE AT EXIT SCORES WHEN THEY LEAVE DISD? I'M ASKING YOU, PLEASE CHANGE YOUR ATTITUDE.
PLEASE MENTION STUDENT ACHIEVEMENT.
THANK YOU. LIKE YOU MENTIONED, EQUITY, DIVISIVENESS, AND INCLUSION.
STUDENT ACHIEVEMENT IS NUMBER ONE BUT YOU'RE PLAYING POLITICS WITH THESE PEOPLE, WITH THE STUDENTS, BECAUSE STUDENT ACHIEVEMENT.
YOU HAVE NO EXPECTATIONS AT ALL, AND I WILL BRING THIS UP NEXT MONTH.
THANK YOU. THANK YOU. THANK YOU.
IT IS NOT. THIS IS GROOMING AND SEXUAL EXPLOITATION.
PARENTS ARE ANYONE TAKING A CHILD TO THESE SHOWS ARE UNRECOVERED SEXUAL ABUSE VICTIMS THEMSELVES AND NEED HELP HURTING PEOPLE, HURT OTHERS AND WITHOUT TREATMENT ABUSERS ABUSE, BUT A WIN WE HAD HAVING GOTTEN SEXUALLY INAPPROPRIATE BOOKS ARE TO BE OUT OF OUR SCHOOL LIBRARIES.
WHILE THE COURT CASE IS PROCEEDING.
NO CHILD NEEDS TO BE SEXUALIZED EARLY.
WE HAVE A HUGE PROBLEM ON SEX ABUSE AND TRAFFICKING.
DALLAS ALONE HAS 400 TO 500 SEXUAL ENCOUNTERS DAILY.
FIGHTING PORN, WHICH IS A GATEWAY DRUG, IS ESSENTIAL TO HELP STOP CHILD SLAVERY.
WE HAVE HUMAN SLAVERY AND SEX TRAFFICKING LARGER THAN SEVERAL HUNDRED YEARS AGO.
WE HAVE TO GUARD OUR CHILDREN FROM ACCESSING PORN SITES AND ENABLING ANYONE UNDER 18 TO ACCESS PORN.
[00:50:03]
IT ALL STARTS SO INNOCENT BUT VERY ADDICTIVE AND LEADS TO ABUSING A CHILD.IT IS A GATEWAY DRUG TO SEX ABUSE.
BOTTOM LINE, WE HAVE LOST OUR MORAL COMPASS.
WE HAVE STOPPED TEACHING THE DIFFERENCES BETWEEN RIGHT AND WRONG.
GOD SEES ALL AND KNOWS EVERYTHING WE DO.
WE ARE ALSO BECOMING A TRANS NATION.
THIS MOVEMENT CAME TO AMERICA IN 2007, CITING A VERY FLAWED STUDY CALLED THE DUTCH PROTOCOL, AND IMMEDIATELY, BASED ON THIS ONE CASE STUDY, STARTED GENDER DYSPHORIA CLINICS ALL OVER THE COUNTRY AND FROM HOLLYWOOD TO SOME LEGISLATURES AND CHURCHES PROMOTING THIS CRIME TO PERMANENTLY CASTRATE OUR KIDS.
LET US AS A NATION FALL ON OUR KNEES AND TRUST THE ONE WHO KNEW US BEFORE WE WERE BORN AND IS THERE AND THERE TO HELP HEAL OUR EVERY NEED TO RESTORE US FROM ANY OF OUR SINS.
MAY YOU FIND HIM NOW AND GET PROPER CARE, AND I ALSO PRAY FOR SCHOOL CHOICE SO THAT SOME CAN FIND OTHER PLACES TO PROPERLY EDUCATE OUR CHILDREN OR A HOMESCHOOL COMMUNITY.
WOULD THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
BOARD OF TRUSTEES, SUPERINTENDENT AND COMMUNITY.
ALTHOUGH IT HAS COOLED DOWN, I AM STILL HOT.
THE TRANSPORTATION LEADERSHIP FAILED MISERABLY.
AT THE AUGUST BOARD MEETING, YOU PAINTED A MR. ROGERS NARRATIVE.
EVERYTHING WAS BEAUTIFUL IN THE NEIGHBORHOOD SCHOOLS.
EITHER YOU PURPOSELY MISLED THE PUBLIC OR YOU OR YOUR TRUSTED ADMINISTRATION MISLED YOU.
DRIVERS WAS TOLD BY LOCAL MANAGEMENT TO DRIVE THE HOT BUSSES OR CLOCK OUT AND GO HOME WITHOUT PAY.
THE DISTRICT ACTIONS WAS NEGLIGENT WITH KNOWLEDGE THAT HUMAN HARM WAS UNPREVENTABLE.
THESE CRIME SCENES WERE SIMPLY AN ACT OF PROFIT OVER SAFETY.
MAY THE 5TH TO 2023, A 77 YEAR OLD MONITOR WAS REFUSED IMMEDIATE EMERGENCY CARE AFTER PASSING OUT ON A HOT BUS. ALTHOUGH THE CHARLTON METHODIST HOSPITAL WAS TWO MILES AWAY, IT WAS STATED THAT A SCHOOL BUS AT THE HOSPITAL JUST WASN'T A GOOD LOOK FOR THE DISTRICT.
A SPECIAL NEEDS CHILD SUFFERED A POTENTIAL LIFE THREATENING.
PROFUSE NOSEBLEED WHILE ON A HOT BUS.
SEPTEMBER THE 7TH, 2023 PARAMEDICS WAS CALLED TO ASSIST A BUS DRIVER WHO SUFFERED EXTREME HEAT EXHAUSTION WHILE ON A HOT BUS. SEPTEMBER THE 8TH, 2023.
PARAMEDICS WAS CALLED AND SHE WAS TREATED FOR HEAT EXHAUSTION.
THESE ARE JUST A FEW OF DOZENS OF INCIDENTS THAT INVOLVE THE DISD HOT BUSSES.
IN CLOSING, I, AS WELL AS SEVERAL HUNDRED DISD SCHOOL BUS DRIVERS, MONITORS, PARENTS, CITIZENS AND COMMUNITY LEADERS, HAS EXPRESSED HAVING NO CONFIDENCE IN TRANSPORTATION'S EXECUTIVE DIRECTOR JAIME SANDOVAL.
HIS ACTIONS SHOWS A LACK OF KNOWLEDGE, COMPETENCE.
PLEASE REMOVE MR. SANDOVAL. HE HAS BECOME A DANGEROUS AND LIABILITY TO THE STUDENTS, TRANSPORTATION SERVICES AND THIS DISTRICT.
JACKSON AND LINDA BARRETT ON THEIR.
[00:55:03]
BRITTANY LAWRENCE.HELLO. FIRST, I WOULD LIKE TO THANK THE BOARD FOR AGAIN LISTENING TO MYSELF AND THOSE PRESENT TODAY.
ADVOCATE FOR THOSE WHO ARE MARGINALIZED IN OUR COMMUNITY.
I SPEAK ON BEHALF OF THOSE STUDENTS WHO HAVE BEEN DENIED HUNDREDS, SOMETIMES THOUSANDS OF HOURS OF SERVICE, BE IT SPEECH, PHYSICAL, OCCUPATIONAL OR ANY MANNER OF THERAPY FEDERALLY MANDATED TO BE PROVIDED UNDER [INAUDIBLE] AND IDEA. I SPEAK FOR STUDENTS PARENTS WHO DESIRE INCLUSION BUT DON'T KNOW HOW TO ASK FOR AND RECEIVE THEIR OWN RIGHTS BECAUSE THOSE WHO SHOULD BE ADVOCATING FOR THEIR CHILD ARE EITHER UNEDUCATED ON SPECIAL EDUCATION LAWS OR SIMPLY DON'T CARE.
THOSE PARENTS WHO LOSE SLEEP AT NIGHT TRYING TO FIGURE OUT HOW TO GET THE BEST FOR THEIR CHILDREN BECAUSE THE PEOPLE THEY TRUSTED TO HAVE THE RIGHT INFORMATION AND THEIR CHILDREN'S BEST INTERESTS AT HEART INSTEAD HAVE TURNED THEIR BACKS AND TRIED TO DO THE LEAST AMOUNT POSSIBLE.
I COME HERE TODAY TO SPEAK ON BEHALF OF EDUCATORS AND THERAPISTS WHO ARE TOO AFRAID TO SPEAK UP BECAUSE OF FEAR OF LOSING THEIR JOBS, EVEN THOUGH THEY SEE THE FAILURE OF THE DISTRICT TO NOT ONLY PROVIDE ENOUGH RESOURCES, BUT ALSO ENOUGH HELP TO SUCCESSFULLY TEACH THEIR STUDENTS.
THESE PROBLEMS ARE NOT GOING AWAY.
WE HAVE ONLY A SHORT STAY OF EXECUTION BEFORE WE BECOME HOUSTON OR AUSTIN.
I LOOK AT AUSTIN'S FAILURE IN SPECIAL EDUCATION AND REALIZE THEIR STORY IS VERY SIMILAR.
I DON'T KNOW IF ANY OF YOU ARE ANXIOUS ABOUT THE FUTURE, THE CALLING OUT OF DISTRICT FAILURES TO EDUCATE ALL, BUT I HOPE YOU AT LEAST RECOGNIZE THAT IT CAN NO LONGER BE IGNORED. THE REORGANIZATION WHICH DISSOLVED THE SPECIALIZED PROGRAMS, INCLUSION AND RESOURCE DEPARTMENTS AND THE SPREADING OUT OF REMAINING EMPLOYEES WOULDN'T BE SO BAD IF IT WASN'T FOR THE FACT THAT YOU THEN HIRED THREE NEW PEOPLE WITH EITHER NONE OR MINIMAL SPECIAL EDUCATION KNOWLEDGE IN THEIR BACKGROUND.
DO YOU TRULY BELIEVE THAT A QUALIFIED SPECIAL EDUCATION STAFF COULDN'T BE FORMED? I HAVE SPOKEN TO THE NEW SUPERINTENDENT OF SPECIAL SERVICES.
IT WAS A LOVELY CONVERSATION FILLED WITH BIG IDEAS AND NO REAL PLANS.
HOWEVER, THAT HIS LACK OF BACKGROUND IS CONCERNING.
BOTH HAVE SIMILARLY IMPRESSIVE RESUMES WITH NO ACTUAL BACKGROUND IN SPECIAL EDUCATION.
THAT PRACTICE NEEDS TO END YESTERDAY.
HIRE A KNOWLEDGEABLE STAFF AND STOP BURYING YOUR HEAD IN THE SAND.
I WILL NOT STOP EDUCATING UNTIL I SEE REAL CHANGE.
I ALSO WOULD LIKE TO PERSONALLY INVITE EACH OF YOU TO WALK WITH ME AT THE OCTOBER BUDDY WALK.
IT IS A WALK TO CELEBRATE INDIVIDUALS WITH DOWN SYNDROME LIKE MY DAUGHTER.
WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
YEAH, FOR SPANISH HERITAGE MONTH.

THE STUDENTS AT THOSE SCHOOLS HAD THE OPPORTUNITY TO DECIDE HOW THEY WOULD DISTRIBUTE THOSE FUNDS DURING THE 21-22 SCHOOL YEAR, THE RON CLARK HOUSE ACADEMY SYSTEM WAS INTRODUCED TO WINNETKA ELEMENTARY UNDER THE LEADERSHIP OF THE GREAT LOURDES GARDUNO, WHO APPROVED THE COACH TANISHA BROWN AND I, TO CREATE THE FIRST EVER RON

TO THE STAKEHOLDERS, BOARD MEMBERS, AND THE SUPERINTENDENT.
I LIVE AT 2851 TOLUCA, DALLAS, TEXAS.
75224. LET ME SPEAK ABOUT THE BANNING OF THE BLACK HISTORY BOOK.
I'VE BEEN HANGING OUT WITH MARY J.
I STANDS ON THE SHOULDER OF SO MANY HEROES AND SHEROES.
I PULLED THESE WORDS FROM THE SONG LIFT ME UP.
KEEP ME CLOSE, SAFE AND SOUND.
WE AS AFRICAN AMERICANS HAVE THE RESPONSIBILITY TO TEACH OUR HISTORY SO THEY WOULD KNOW THAT SLAVERY DIDN'T BENEFIT US AND WE DID NOT DEVELOP SKILL.
WE ALREADY HAD SKILL WHEN WE CAME HERE.
OUR CHILDREN DESERVE NOTHING LESS THAN THE TRUTH.
JUSTICE, EQUAL RIGHTS OF OUR ANCESTORS.
THEY SHED BLOOD, SWEAT AND TEARS FOR OUR COUNTRY THEY BUILT ON THE BACK OF RACISM.
THAT MUST BE A PART OF THE BLACK HISTORY BOOK.
FOR THE RECORD, A SYSTEM CAN NEVER FAIL THOSE WHO IT WAS NEVER MEANT TO PROTECT.
DR. KING SAID INJUSTICE ANYWHERE IS A THREAT TO JUSTICE EVERYWHERE.
I STAND ON THE SIDE OF BLACK HISTORY.
FOR THE RECORD, DISD JOINED WITH OTHER SCHOOL DISTRICTS IN TEXAS IN A LAWSUIT AGAINST TEA FOR MOVING THE GRADING SYSTEM.
I'M ASKING THE FOUR AFRICAN-AMERICANS TO AMEND THIS LAWSUIT AND FILE A LAWSUIT AGAINST THE GOVERNOR OF TEXAS FOR THE MOVING OF BLACK HISTORY BOOK IN OUR SCHOOL.
THEY NEVER SAID ANYTHING ABOUT THE AFRICAN AMERICAN STUDENT.
THIS IS A WIN FOR AFRICAN-AMERICAN STUDENTS IN DISD.
IF YOU WANT TO MAKE AMERICA GREAT, YOU MUST BAN RACISM, INJUSTICE.
FATAL SHOOTING OF UNARMED BLACK MEN AND WOMEN.
AS MARY J. BLIGE SAID, WE NEED SOME PEACE.
THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONES.
LINDA BARRETT, FOLLOWED BY LISA SERRATO WITH AMY [INAUDIBLE] AND ROSEMARY KURTZ ON DECK.
[01:05:08]
GOOD EVENING. MY NAME IS LINDA BARRETT.NOT THAT I HAD DONE ANYTHING WRONG, BUT BECAUSE I HAD GONE THROUGH ALL THE CHAIN OF COMMANDS, BUT I SPOKE TO YOU IN MARCH AND APRIL OF 2023 CONCERNING SITUATIONS AT LONGVIEW THAT WERE GETTING OUT OF HAND.
RETALIATION, DISCRIMINATION, BULLYING AND FAVORABLE TREATMENT.
SO FROM THAT TIME, I BECAME A THREAT AND A TARGET.
THE AD AND EXECUTIVE DIRECTOR PLOTTED TO TERMINATE MY EMPLOYMENT, WHICH WAS IN JULY OF 2023.
SEE, WE KNOW THAT YOU PROBABLY WANT TO BELIEVE THAT ALL OF YOUR EXECUTIVES CONDUCT THEMSELVES HONESTLY, PROFESSIONALLY, HAVING INTEGRITY, NOT HAVING ABUSIVE TENDENCIES, NOR HAVING ABUSIVE POWER, BUT HONORING THE POLICIES OF DISD.
YOU HAVE HAD MANY COMPLAINTS CONCERNING SOME EXECUTIVES AND ADS MANAGERS AND SUPERVISORS ALONG WITH STAFF THAT DISRESPECT AND MAKE UP LIES ON OTHER EMPLOYEES.
NOTHING SEEMS TO BE DONE, SO THEY HAVE BEEN GIVEN POWER TO CONTINUE TO BE ABUSIVE.
RETALIATION ON EMPLOYEES HAVE BEEN A KEY FACTOR WHEN WE SPEAK TO YOU, I REALLY WAS TERMINATED BECAUSE OF FEAR FROM AN EXECUTIVE AND AN AD DIDN'T WANT YOU AS BOARD MEMBERS TO KNOW THE TRUTH.
SO THEY BECAME VERY INTIMIDATED AND HOSTILE.
HAD BULLIED STAFF AT LONGVIEW TO MAKE UP LIES, FALSE WITNESSES AND THEY HAVE BEEN TERRORIZED BY NOT TELLING THE TRUTH FOR FEAR OF THEIR JOBS.
MY HUSBAND ALWAYS SAYS, WHAT DON'T COME OUT IN THE WASH COMES OUT IN THE RINSE.
NOW ONE OF THE TEN COMMANDMENTS SAYS DO NOT BEAR FALSE WITNESSES AGAINST OUR NEIGHBOR.
THE THING IS, DO YOU TAKE VALUE IN THE DRIVERS AND MONITORS OF TELLING YOU THE TRUTH? OR DO YOU WANT TO CONTINUE TO BELIEVE THE LIES, YOUR EXECUTIVES AND ADS THAT WOULD LIE AT ALL COSTS TO KEEP THEIR JOBS AND TO SECURE THEIR OWN PERSONAL AGENDA? RECENTLY, I HAVE SEEN A VIDEO OF ONE OF THE EXECUTIVE DIRECTORS ABUSING A LADY, TALKING TO HER WITH SUCH DISRESPECT AND BULLYING.
THAT EMPLOYEE, THAT VIDEO PROBABLY WOULD GO TO THE MEDIA.
I WANT TO KNOW WHAT ARE YOU GOING TO DO? THANK YOU. THANK YOU.
FOR THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
ALICIA SERRATO FOLLOWED BY AMY [INAUDIBLE] WITH ROSEMARY KURTZ AND GEORGE RANGEL ON DECK.
AMY [INAUDIBLE] FOLLOWED BY ROSEMARY KURTZ.
PLEASE COME TO THE MICROPHONES.
FOLLOWED BY GEORGE RANGEL AND MYRON WALKER.
HI, MY NAME IS AMY [INAUDIBLE].
I'M A DISD GRADUATE, A FORMER DISD PARENT AND A CURRENT DISD TEACHER.
ELIZALDE WAS IN FAVOR OF JOINING THE LAWSUIT TO PAUSE THE NEW SCHOOL RATING METHOD.
I LOVE IT WHEN OUR LEADERS STAND UP FOR WHAT IS RIGHT, WHAT IS FAIR, EVEN IF IT GOES AGAINST WHAT IS INEVITABLY HAPPENING IN OUR TEXAS EDUCATION SYSTEM.
I'VE SEEN THE SPARK OF ADVOCACY IN DR.
ELIZALDE. I'D LIKE TO SEE MORE OF IT.
I'D LIKE TO SEE IT FROM OUR TRUSTEES.
IT WAS AS IF I WERE READING AN ARTICLE ABOUT TEI AND OUR SUPERINTENDENT FINALLY UNDERSTOOD THE ADVERSE EFFECTS IT HAS HAD ON TEACHERS MORALE, COLLABORATION, CLASSROOM CULTURE AND RETENTION.
IN AN INTERVIEW WITH NBCDFW, DR.
ELIZALDE SAID, I WOULD NEVER HAVE ANY EVALUATION OF ANY MEMBER OF MY TEAM BASED ON A PREVIOUS CRITERIA AND AT THE END OF THE EVALUATION PERIOD, SAY, I'VE CHANGED MY MIND, I'M GOING TO EVALUATE YOU ON SOMETHING ELSE.
ELIZALDE WENT ON TO SAY WHAT IMPACT MIGHT THIS CHANGE HAVE ON MORALE AND THEREFORE ACTUALLY THE EFFICACY OF THE WORK THAT WE DO? MIGHT IT AFFECT THE WORKFORCE, WHICH IS ALREADY VERY CHALLENGING.
AS WE KNOW, THIS EXACT QUOTE COULD BE APPLIED TO THE EFFECT TEI HAS HAD ON TEACHER MORALE, AND TEACHERS HAVE BEEN TALKING ABOUT THIS FOR A LONG 11 YEARS.
THE INTERVIEW WENT ON TO SAY, BUT SCHOOLS SAID THE CHANGES WEREN'T COMMUNICATED AHEAD OF TIME.
[01:10:05]
ELIZALDE SAID SHE JUST WANTS TIME TO KNOW THE RULES OF HOW THEY'RE BEING GRADED SO SHE CAN PREPARE FOR THEM, AND THAT DIDN'T HAPPEN.I THOUGHT I SAW THIS GLIMMER OF HOPE WHEN DR.
I SAW THIS GLIMMER OF HOPE WHEN MRS. LUSK BECAME MY ED, I SAW THIS GLIMMER OF HOPE WHEN MARCO BARKER WAS MY PRINCIPAL, AND I THINK I SEE THIS GLIMMER OF HOPE IN MY NEW CAMPUS ADMINISTRATORS, BUT TOO QUICKLY, THAT GLIMMER USUALLY FADES AND IS EXTINGUISHED BY NEGATIVE REFORM.
I WANT A REASON TO KEEP TEACHING.
GEORGE RANGEL, PLEASE COME TO THE MICROPHONE WITH MYRON WALKER AND DIANE BIRDWELL ON DECK.
I WASN'T IMMEDIATELY GOING AFTER AMY BECAUSE IT'S GOING TO SOUND LIKE I PLAGIARIZED THIS SPEECH.
[CHUCKLING] MY NAME IS ROSIE. I AM A MEMBER OF ALLIANCE AFT AND A TEACHER IN DALLAS ISD.
WE WERE TOLD THAT, YEAH, WHEN THE SAME PEOPLE REGULARLY COME SPEAK TO THE SCHOOL BOARD MEETINGS ABOUT HOW BAD TEI IS, IT DOES MAKE IT EASIER FOR SCHOOL BOARD MEMBERS TO KIND OF BRUSH IT OFF LIKE IT'S JUST THE TEI CROWD AGAIN.
LUCKILY, ALLIANCE AFT'S RESPECT, EQUITY DIGNITY CAMPAIGN FOCUSES ON A WIDE VARIETY OF ASKS FOR THE DISTRICT REGARDING IMPROVEMENTS IN THE QUALITY OF EDUCATION WE CAN GIVE OUR STUDENTS AND THE QUALITY OF WORKING CONDITIONS WE CAN GIVE OUR STAFF, BUT IT'S SEPTEMBER NOW AND I DON'T THINK I WOULD BE DOING MY DUTY AS A UNION MEMBER TO SPEAK ON BEHALF OF MY UNION SIBLINGS IF I DIDN'T ADDRESS WHAT I'VE BEEN HEARING COMPLAINTS ABOUT SINCE SCORECARDS CAME OUT.
JUST LAST NIGHT AT MY STATE REPRESENTATIVES TOWN HALL ON PUBLIC EDUCATION, MY SCHOOL BOARD TRUSTEES SPOKE ABOUT THE LAWSUIT DISD HAS JOINED AGAINST THE STATE ACCOUNTABILITY RATINGS.
OF COURSE, EVERY SINGLE TEACHER IN DALLAS ISD CAN SYMPATHIZE WITH THIS FRUSTRATION.
WE ALL WORK HARD AND WE DON'T MIND BEING HELD RESPONSIBLE FOR DOING OUR WORK, BUT IT'S DEMORALIZING AND UNFAIR WHEN YOU FIND YOURSELF EVERY YEAR GETTING A TEI SCORE THAT IS ALWAYS BETTER THAN LAST YEAR'S, BUT STILL JUST A FEW POINTS SHY OF THE NEXT EFFECTIVENESS LEVEL BECAUSE THE QUALIFYING SCORE FOR THAT EFFECTIVENESS LEVEL ALWAYS GOES UP.
ONE TEACHER WHO TEACHES A NICHE SUBJECT THAT IS HARD TO FIND TEACHERS FOR, EXPRESSED FRUSTRATION TO ME THAT THEY HAD A SECOND CONSECUTIVE YEAR WHERE THEY WERE RATED PROFICIENT ONE.
I HAD TO BREAK THE NEWS TO THEM THAT TWO YEARS OF PROFICIENT ONE IS NOTHING THAT I'VE SEEN INCREDIBLE TEACHERS SPEND TWO, FOUR, SIX, EIGHT YEARS AT PROFICIENT ONE ON THAT PLATEAU. THEY SAID THEIR HOMEWORK THAT DAY WOULD BE TO LOOK AT WHAT POSITIONS WERE AVAILABLE IN MESQUITE WHERE THEY WERE ALREADY BEING RECRUITED.
MY TRUSTEE ALSO EXPLAINED LAST NIGHT THAT PRIOR TO THIS YEAR THE BAR HAD STAYED THE SAME FOR THE A THROUGH F STATE ACCOUNTABILITY RATINGS FOR FIVE YEARS, AND THERE WAS LOGIC BEHIND THAT SO THAT INSTEAD OF THE BAR MOVING EVERY YEAR, THEY COULD TRULY MEASURE HOW MUCH SCHOOLS WERE IMPROVING UP AGAINST THE SAME CRITERIA.
I'M SOMEONE WHO HAS BEEN AT THE SAME EFFECTIVENESS LEVEL FOR MOST OF MY TIME IN DALLAS ISD.
I SUPPORT DALLAS ISD IN ITS LAWSUIT AGAINST THE STATE.
I DON'T WANT THE BAR RAISED UNFAIRLY ON OUR SCHOOLS.
I CARE ABOUT OUR KIDS AND OUR REPUTATION, AND I DON'T WANT PEOPLE TO FEEL DISCOURAGED FROM SENDING THE KIDS TO DISD, AND I DON'T WANT THE STATE TO EXCUSE TAKING TO TAKE OVER OUR DISTRICT. SO YOU HAVE MY SUPPORT.
THANK YOU, MS. KURTZ; YOUR TIME HAS EXPIRED.
[INAUDIBLE] WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
GEORGE RANGEL, FOLLOWED BY MYRON WALKER WITH DIANE BIRDWELL AND ELIZABETH FERRIS ON DECK.
GOOD EVENING, PRESIDENT HENRY, TRUSTEES, SUPERINTENDENT SALADIN.
MY NAME IS GEORGE RANGEL. 334 CENTER STREET, DALLAS, TEXAS, 75208.
I'M THE EXECUTIVE VICE PRESIDENT OF ALLIANCE AFT.
[01:15:02]
WHAT TRANSPIRED THIS YEAR IN REGARDS TO TEMPERATURES ON MANY OF OUR BUSSES HAS BEEN TOTALLY UNACCEPTABLE.SOMETHING MUST SOMETHING MOST OF US WOULD AGREE IS NOT CONDUCIVE FOR LEARNING.
COACHES ARE DEHYDRATED TO THE POINT WHERE 9-1-1 WAS CALLED.
WE ARE ONLY A FEW DAYS AWAY FROM OCTOBER AND THE TEMPERATURES ARE STILL PEAKING AT LOW TO MID 90S.
DISD NEEDS A PLAN AND ASSUME TEMPERATURES ARE GOING TO GET WORSE IN THE FUTURE, NOT BETTER.
WE NEED A PLAN TO KEEP OUR EMPLOYEES AND STUDENTS SAFE ON THEIR WAY TO SCHOOL.
EACH BUS SHOULD BE EQUIPPED WITH A THERMOMETER TO PROPERLY TRACK HOW HOT IT IS ON THE BUS.
ARE THE BUSSES NOT BEING REPAIRED OR THE PARTS NOT ORDERED BECAUSE OF PROCUREMENT? WE CONCLUDED THE PROBLEM IS IMPROPER USE OF BOND MONEY, PROCUREMENT AND POOR MANAGEMENT.
ON ANOTHER NOTE, THE SCORECARDS WERE RECENTLY RELEASED AND OUR UNION FACED ANOTHER YEAR OF COUNTLESS TEACHERS COMING TO THE UNION, CRYING, ANGRY AND FEELING FRUSTRATED AND CHEATED BY A BROKEN EVALUATION SYSTEM.
I CAN TELL YOU OUR TEACHERS AND THE TEACHERS SURROUNDING THE DISTRICT KNOW TEI IS BAD FOR EDUCATORS AND IT HURTS STUDENTS IF THE DISTRICT WANTS TO CLAIM TEACHERS [INAUDIBLE] TEI, PROVE IT.
RELEASE A SHORT SURVEY WITH BLACK AND WHITE QUESTIONS AND PUBLISH THE RESULTS.
ONE, SHOULD THE DISTRICT KEEP USING TEI AS A PRIMARY TOOL TO COMPENSATE TEACHERS? YES. NO. SHOULD THE DISTRICT EXPLORE COMPENSATION STRUCTURES OTHER THAN TEA? YES. NO.
IF THE DISTRICT KEEPS TEA, WHICH CHANGES WILL MAKE THE SYSTEM BETTER? LEAVE THIS AN OPEN ENDED QUESTION.
WELL, THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE, MYRON WALKER, FOLLOWED BY DIANE BIRDWELL WITH ELIZABETH FERRIS AND STUART BECKER ON DECK. I'M MYRON WALKER.
I'M EMPLOYEE OF THE EDUCATIONAL TECHNOLOGY DEPARTMENT.
IT WAS IT WAS REPORTED THAT OVER $750,000 WAS SPENT ON SALARIES ALONE.
LESS QUALIFIED CANDIDATES WERE PROMOTED AND GIVEN HUGE SALARY INCREASES, WHILE OTHER HIGHLY QUALIFIED TECHNICIANS WERE GIVEN ONLY MINIMAL ANNUAL BOARD APPROVED RAISES. THE WORKLOAD FOR THE I.T.
TECHNICIANS IS MAINLY DRIVEN BY CUSTOMER RELATIONSHIP MANAGEMENT DATABASE: SERVICE NOW.
SERVICE ISSUES ARE REPORTED BY TEACHERS, STAFF, STUDENTS AND OTHER CUSTOMERS.
IT TECHNICIANS AND OTHER PERSONNEL ARE ASSIGNED INCIDENTS.
WE ARE ONLY ASKING FOR FAIR AND EQUITABLE PAY.
WE OPERATE AND MAINTAIN THE LARGEST PRIVATE IT NETWORK IN NORTH TEXAS, BUT THE IT TECHNICIANS AT DISD ARE THE LOWEST PAID ON AVERAGE BASED ON THE DOCUMENTATION FROM INDEED.COM AND GLASSDOOR.COM CAREER WEBSITES.
THE IT TECHNICIANS WE'VE BEEN THE BACKBONE OF THIS ORGANIZATION SINCE MAINLY IN THE PANDEMIC.
WE WERE CONSIDERED ESSENTIAL EMPLOYEES WHO WERE HERE WHEN EVERYBODY ELSE WAS HUNKERED DOWN AT HOME AND WE PROCESSED OVER THOUSANDS OF PIECES OF EQUIPMENT TO SUPPORT THE STUDENTS, THE PARENTS AND ANYONE WHO NEEDED TO COMMUNICATE WITH THE DISTRICT.
WE'RE JUST ASKING FOR RECOGNITION AND A PAY RAISE.
THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
DIANE BIRDWELL, FOLLOWED BY ELIZABETH FERRIS WITH STUART BECKER AND ANDREW KIRK ON DECK.
DIANE BIRDWELL AND ELIZABETH FERRIS.
25 YEARS IN, AND I'M STILL SEEING SOME OF THE SAME STUFF.
[01:20:05]
OTHER PEOPLE HAVE ADDRESSED IT.HOW IN THE MEDIA IT SAID THAT WHAT USED TO BE A 60% RATING IS NOW GOING TO BE 88%, AND LAST MONTH YOU ALL VOTED 8 TO 0 UNANIMOUSLY TO PARTICIPATE IN A LAWSUIT, JUST LIKE I PARTICIPATED IN OUR GRIEVANCE AGAINST TEA.
WE SAID THE SAME THING ABOUT TEI.
OPPONENTS CLAIM IT'S LIKE MOVING THE GOALPOSTS MID-GAME, WHICH OTHERS HAVE MENTIONED, AND IN AUSTIN, ONE OF THEIR EXECUTIVE DIRECTORS IN AISD SAID IT'S LIKE I'M DOING WORSE THAN LAST YEAR, BUT IN REALITY I'M DOING THE EXACT SAME THING OR BETTER BUT THE RULES HAVE CHANGED.
ONE TRUSTEE WHO'S LOOKING AT ME RIGHT NOW SAID, BUT I WON'T NAME THEM BECAUSE I DON'T WANT TO GET MY MICROPHONE CUT OFF EVEN THOUGH Y'ALL DIDN'T CUT IT OFF FOR OTHERS WHO DON'T FOLLOW THE RULES.
ONE TRUSTEE UP THERE SAID THAT THE CHANGES WERE NOT EQUITABLE OR TRANSPARENT.
ANOTHER SAID THAT IT WOULD BE CHANGING THE RULES OF THE GAME AFTER IT HAD BEEN PLAYED.
WELL, THAT'S EXACTLY HOW WE'VE BEEN DESCRIBING TEI FOR A DECADE.
IF YOU THINK THAT TEI BEING UNFAIR, CAPRICIOUS AND ARBITRARY.
IF YOU THINK THAT THE DISTRICT LOOKS WORSE DESPITE ALL THE HARD WORK, THAT'S HOW WE FEEL ABOUT TEI.
ADD IN THE SLO STUFF THAT WE'RE HAVING TO ADD ON THIS YEAR WITH NO ADDITIONAL PAY.
THEN YOU CAN SEE WHY I'M RETIRING IN MAY.
IT WON'T IMPACT ME ANYMORE, BUT IT SURE COULD HELP ROSIE AND ALL THE REST OF THEM WHO STILL HAVE A CAREER LEFT IN THIS DISTRICT OR THEY CAN JUST MOVE TO MESQUITE.
WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
ELIZABETH FERRIS, FOLLOWED BY STUART BECKER WITH ANDREW KIRK AND [INAUDIBLE] ON DECK.
ELIZABETH FERRIS, DISD SPED AFT MEMBER.
PEOPLE DON'T WANT TO BE MANAGED.
THEY WANT TO BE LED. THEY WANT TO BE TRUSTED, AND THEY WANT TO BE INSPIRED.
DR. ELIZALDE, YOU DECLARED YOU WANT TO LEAD DALLAS TO BE THE PREMIER DISTRICT IN THE STATE.
AS WE ENTERED THIS YEAR BECAUSE OF ACTIONS TAKEN, HOPE ABOUNDED FOR THAT GOAL.
THAT HOPE NOW STANDS ON SHAKY LEGS.
WE ELIMINATED THE LESSON PLAN ONLY TO REPLACE IT WITH A LABORIOUS INTERNALIZATION DOCUMENT, AND 18 DAYS OF TESTING WAS ELIMINATED, REPLACING IT WITH CONSTANT TESTING IN THE CURRICULUM. ADMINISTRATORS ARE TIMING TEACHERS AND INSTRUCTION, PENALIZING THEM IF THEY GO A MINUTE OVER THE LESSON.
THEIR CURRICULUM ITSELF INDICATES 20% OF THE STUDENTS WILL BE LEFT BEHIND.
HOW IS THAT ACCEPTABLE? THIS CURRICULUM AND METHODOLOGY FURTHER EMBEDS THE CULTURE OF DISCRIMINATION AGAINST STUDENTS WITH DISABILITIES THAT HAVE BEEN CULTIVATED BY OUR COMPENSATION SYSTEM.
WE HAVE CLASSROOMS THAT EXCEED 24.
IT'S DENIGRATING OF OUR TEACHERS AND DISREGARDING OF BEST PRACTICES AND RESEARCH PROVEN PEDAGOGY FOR STUDENT LEARNING, BUT THAT'S NOTHING NEW AS WE'VE BEEN STACKING THEM DEEP AND CHEAP IN OUR SPED PROGRAMS FOR YEARS, CONTINUING THE DEBASING OF STUDENTS WITH DISABILITIES AND DISREGARD FOR THEIR EDUCATION AND SAFETY.
WHY DID WE DO THE READING ACADEMIES IF WE'RE JUST THROWING ALL OF THAT RESEARCH OUT THE WINDOW? PREMIER SCHOOL DISTRICTS DO NOT BULLY THEIR TEACHERS WITH UNETHICAL EVALUATIONS, DISALLOWING THEIR INPUT AND EXPERIENCE TO HAVE THEM ROBOTICALLY DELIVER MANDATES IN THE CLASSROOM. PREMIER SCHOOL DISTRICTS DO NOT USE SPED TEACHERS AND TAS AS SUPERFLUOUS STAFF FOR SUBSTITUTING AND OTHER DUTIES OTHER THAN SPED, AND THE MEMO SENT OUT ON SEPTEMBER 7TH, JUST LIKE ALL THE OTHER MEMOS EVERY YEAR FOR A DECADE, ARE NOT WORTH THE PAPER TO PRINT THEM ON BECAUSE NO ADMINISTRATOR PAYS ATTENTION TO IT AS THEY KNOW THERE ARE NO
[01:25:02]
CONSEQUENCES FOR USING SPED STAFF OR WHATEVER THEY WANT ON ANY GIVEN DAY.PREMIER SCHOOL DISTRICTS DO NOT STEAL MONEY AWARDED TO THEIR TEACHERS.
NEITHER DO THEY PAY ONE EMPLOYEE MORE MONEY FOR THE EXACT SAME JOB AS ANOTHER.
THE CRITICAL STAFF STIPEND $7,000 FOR BILINGUAL, $5,000 FOR SPED IN ADDITION TO THE $3,000 RETENTION BONUS, PREMIER SCHOOL DISTRICTS INVEST IN THEIR TEACHERS AND CAMPUSES, SEEKING THE INPUT OF TEACHERS AND WORKING COLLABORATIVELY FOR SUCCESS.
FINALLY, DISTRICTS SHOULDN'T EXPECT TRUST FROM EDUCATORS UNLESS THEY EXTEND TRUST TO THEM.
ONLY THEN CAN WE BE A PREMIER DISTRICT.
I COULD GO ON, OF COURSE, BUT I'M RUNNING OUT OF MY 180 SECONDS.
WELL, THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE.
STUART BECKER, FOLLOWED BY ANDREW KIRK WITH [INAUDIBLE] AND DOLORES [INAUDIBLE] ON DECK.
I'M AN ALLIANCE AFT LOCAL 2260 MEMBER.
I'VE BEEN A TEACHER IN DALLAS ISD FOR SEVEN YEARS.
THERE'S A CORPORATE MOVEMENT TO PRIVATIZE PUBLIC EDUCATION ALL OVER THE COUNTRY AND IN TEXAS.
THIS IS PART OF THAT PRIVATIZATION MOVEMENT.
TEI WAS PUT IN DALLAS BY THIS PREVIOUSLY MENTIONED SUPERINTENDENT AND THE CORPORATE PRIVATIZERS TO BEAT UP ON PUBLIC SCHOOLS AND PUBLIC SCHOOL TEACHERS IN THE OPPRESSED AND IMPOVERISHED AREAS OF THIS CITY.
DALLAS KIDS FIRST EDUCATE DALLAS.
DALLAS KIDS FIRST EDUCATE DALLAS LEADERSHIP ISD AND COMMIT ARE MISLEADERS.
THE CORPORATE CLASS WON'T LEAD THE CIVIL RIGHTS MOVEMENT AND FIGHT FOR EDUCATIONAL EQUITY.
THEY ARE THE CREATORS OF INEQUALITY, RACISM AND OPPRESSION IN THIS COUNTRY.
THIS CORPORATE, EXPLOITATIVE, OPPRESSIVE, RACIST SYSTEM WAS STARTED THROUGH THE ENSLAVEMENT OF AFRICANS AND THE GENOCIDE OF THE INDIGENOUS PEOPLE AND STEALING OF THEIR LAND TO MAKE PROFITS.
THESE CORPORATE EXPLOITERS ARE OUT TO MAKE PROFITS AND PRIVATIZE PUBLIC SCHOOLS AND THEIR AND THEIR ORGANIZATIONS LIKE DALLAS KIDS FIRST AND EDUCATE DALLAS ARE LEADING THE WAY OF DOING THAT IN DALLAS.
THESE ORGANIZATIONS ARE ABUSERS AND GASLIGHTERS.
TEACHERS AND BUS DRIVERS, TEACHER ASSISTANTS, CAFETERIA WORKERS, CUSTODIANS.
WE ALL NEED TO STAND UP AND TAKE THE LEAD AND TAKE OVER.
WE DON'T LET THESE CORPORATE MISLEADERS CONTROL THIS DISTRICT.
THANK YOU. WELL, THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE, ANDREW KIRK, FOLLOWED BY [INAUDIBLE] WITH DOLORES [INAUDIBLE] AND RENA HONEA ON DECK, ANDREW KIRK AND [INAUDIBLE] PLEASE COME TO THE MICROPHONES.
GOOD EVENING TRUSTEES I'M ANDREW KIRK.
ALLIANCE AFT SECONDARY SCHOOLS VICE PRESIDENT, BUILDING LEADER AND STEWARD AT SUNSET HIGH SCHOOL.
THIS YEAR, THE RELEASE OF TEI SCORECARDS COINCIDED WITH TWO STRIKES THE ENTERTAINMENT WORKERS REPRESENTED BY THE WGA AND SAG-AFTRA AND THE AUTOWORKERS AT THE BIG THREE REPRESENTED BY THE UAW.
WHILE SOME WOULD ARGUE THAT THESE EVENTS ARE UNRELATED TO DALLAS ISD AND TEI, THEY ACTUALLY HAVE A GREAT DEAL MORE IN COMMON THAN WOULD INITIALLY APPEAR TO BE THE CASE AT BOTH UPS AND THE BIG THREE A CENTRAL DEMAND OF WORKERS INVOLVES TIERED WAGES IN WHICH EMPLOYEES ARE LOCKED IN AT A CERTAIN WAGE FLOOR DEPENDING ON DATE OF HIRE AND OTHER FACTORS.
FOR THE BIG THREE IN PARTICULAR, THIS STRUCTURE ALLOWED MORE SENIOR WORKERS TO MAINTAIN EXISTING WAGE AND BENEFIT LEVELS, WHILE NEW HIRES STARTED AT A MUCH LOWER PAY RATE AND FOUND IT HARDER TO PROGRESS.
[01:30:08]
TO DIVIDE THEIR WORKERS IN DALLAS ISD.RATINGS ARE LARGELY ACCIDENTS OF GEOGRAPHY, DEMOGRAPHY AND THE BUDGET CYCLE.
I'LL FOCUS ON ONE COMPONENT OF TEI THAT RESEMBLES THE TIERING ELSEWHERE.
WORKERS ELSEWHERE EXPERIENCE THE SCHOOL STAR COMPONENT.
THIS YEAR MARKS MY 10TH AT SUNSET, AND ALL THE YEARS I'VE RECEIVED A TEI SCORECARD.
THE SCORE EARNED IN THE SCHOOL STAR CATEGORY HAS NEVER CHANGED.
THREE PRINCIPALS, THREE SUPERINTENDENTS AND EVEN LARGER CAROUSEL OF ASSISTANT PRINCIPALS AND TEACHERS AND COUNTLESS INTERVENTION PROGRAMS. ALL THE WHILE, THE POINTS OUR CAMPUS HAS EARNED HAVEN'T CHANGED.
IN A SYSTEM THAT PURPORTS TO MEASURE THE IMPACT OF INDIVIDUAL TEACHERS, IT MAKES LITTLE SENSE TO RETAIN A METRIC THAT MOST OF THE MEASURED TEACHERS THEMSELVES CANNOT MEANINGFULLY IMPACT. IN FACT, THE PERCENTAGE OF AN EVALUATION REPRESENTED BY THE SCHOOL STAR COMPONENT INCREASES ALMOST IN DIRECT PROPORTION TO A TEACHER'S DISTANCE FROM IT.
IT IS A DE FACTO GEOGRAPHIC TIERING, PENALIZING TEACHERS FOR THE STUDENTS THEY SERVE.
WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
[INAUDIBLE], FOLLOWED BY DOLORES [INAUDIBLE] WITH RENA HONEA AND [INAUDIBLE] ON DECK.
GOOD EVENING. MY NAME IS [INAUDIBLE] MY DAUGHTER IS IN FIFTH GRADE AT TRAVIS.
I WOULD LIKE TO TALK ABOUT THE NEW CURRICULUM.
I KNOW THAT FROM MY DAUGHTER'S EXPERIENCE AT OUR SCHOOL, AS WELL AS FROM TALKING TO PARENTS AT OTHER NEIGHBORHOOD SCHOOLS, MAGNET SCHOOLS AND CHOICE SCHOOLS ACROSS THE DISTRICT. I WENT THROUGH THE PROPER CHANNELS TO RAISE THESE CONCERNS, BUT IT WASN'T UNTIL MY NAME APPEARED ON THIS DOCKET THAT I RECEIVED A CALL FROM THE DISTRICT COMMITTING TO ADDRESS THE CONCERNS THAT I'VE BEEN RAISING.
I'M NOT JUST CONCERNED ABOUT MY DAUGHTER OR EVEN JUST THE STUDENTS AT HER SCHOOL.
I'M CONCERNED ABOUT HOW THINGS WORK IN DALLAS ISD.
PARENTS WANT TRANSPARENCY AND COMMUNICATION.
I'M APPRECIATIVE THAT MY CONCERNS HAVE BEEN ADDRESSED AND THAT CHANGES HAVE BEEN PROMISED, BUT THIS DOESN'T SOLVE THE LARGER PROBLEM ABOUT HOW PARENTS ARE FEELING ABOUT VOICING THEIR CONCERNS AND FINDING CHANNELS TO WORK IN PARTNERSHIP WITH THE DISTRICT TO COME UP WITH COLLABORATIVE SOLUTIONS.
DALLAS ISD SAYS IT WANTS PARENTS TO ENGAGE AND ADVOCATE BECAUSE THIS IMPROVES SCHOOLS AND IMPACTS STUDENTS ON A BROAD SCALE, BUT THE DISTRICT MUST DO A BETTER JOB LISTENING TO PARENTS AND TEACHERS.
WILL THE NEXT TWO SPEAKERS PLEASE COME TO THE MICROPHONE? DOLORES [INAUDIBLE], FOLLOWED BY RENA HONEA WITH [INAUDIBLE] AND SHEILA WALKER ON DECK.
THANK YOU. OKAY, YOU CAN START MY TIME NOW.
OKAY. OF COURSE, DISD WANTS TO BE ONE OF THE TOP DISTRICTS IN TEXAS.
WE KNOW THAT, BUT HOW CAN THAT TAKE PLACE, BOARD OF TRUSTEES IF OUR STUDENTS AND TRANSPORTATION EMPLOYEES ARE NOT VALUED? WHAT I MEAN BY THAT WE KNOW EMPHASIS IS PUT ON THAT STUDENT COUNT WHEN THEY ARRIVE.
ALL OF Y'ALL. THERE ARE NINE OF Y'ALL UP THERE.
EVERYBODY HAD TO TAKE AN OATH TO BE ON THE BOARD.
IN THAT OATH, YOU WERE SELECTED, THEN ELECTED.
WITH THAT BEING SAID, THAT OATH SAYS THAT YOU SHALL RESPECT TAXPAYERS.
THAT'S WHAT WE ALL ARE TAXPAYERS, INCLUDING YOU TAXPAYERS INTERESTS, BY SERVING AS A FAITHFUL PROTECTOR OF THE SCHOOL DISTRICT'S ASSETS. THE SCHOOL BUS IS A MAJOR ASSET TO THE DISTRICT.
OKAY. WE'RE THE ONES THAT HAVE TO TRANSPORT IN THE HEAT OF THE DAY.
[01:35:03]
ONE OF THE BOARD MEMBERS UP THERE WE APPLAUD, GOT ON A HOT BUS.I KNOW Y'ALL COMPLAIN WHEN YOU GET IN YOUR HOT CAR.
SO IMAGINE BEING ON A BUS WITH STUDENTS.
IT WAS SAID EARLIER THAT WE PUT STUDENTS FIRST.
DO WE REALLY? SO WITH THAT BEING SAID, THIS IS MY THIRD MEETING TO ATTEND.
I'M VERY PASSIONATE, AS YOU CAN TELL.
IT'S NO RECOGNITION TO TRANSPORTATION.
EVERYTHING WE HEAR SCHOOLS, PRINCIPALS, WE APPRECIATE EVERYBODY IN THE DISTRICT.
WHY NOT TRANSPORTATION? WE DON'T EVEN HAVE A PICTURE.
HAVE ANY ONE OF Y'ALL EVER VISIT A LOT? A SERVICE CENTER? NO. SO WITH THAT BEING SAID, I KNOW Y'ALL GET TIRED OF HEARING THE SAME OLD STORY.
I CAN TELL BECAUSE I READ BODY LANGUAGE VERY WELL.
OKAY. YOU GET TIRED OF HEARING THE SAME OLD TIRED STORY BY DIFFERENT FACES, BUT WE HAVE THE SAME JURY THAT'S GIVING YOU DIFFERENT CASES. SO WHAT ARE Y'ALL GOING TO DO? SHOW US THAT YOU CARE.
WE CARE. WE SACRIFICE BY GETTING UP EARLY TO TRANSPORT.
ALL WE WANT IS TO CARE AND DO SOMETHING ABOUT IT.
THEN Y'ALL HAVE NEW HIRES THAT COME IN $26.88.
SO LET THAT CHANGE START WITH YOU.
WE'RE DEPENDING ON Y'ALL TO HELP US.
Y'ALL EXPECT FROM US? WE EXPECT FROM EACH ONE OF YOU.
THANK Y'ALL. THANK YOU FOR YOUR TIME.
WILL THE NEXT TWO SPEAKERS, PLEASE COME TO THE MICROPHONE.
RENA HONEA, FOLLOWED BY [INAUDIBLE] WITH SHEILA WALKER ON DECK.
RENA HONEA AND [INAUDIBLE] PLEASE COME TO THE MICROPHONE.
GOOD EVENING, PRESIDENT HENRY WHO ISN'T HERE, OR MAYBE ONLINE TRUSTEES AND SUPERINTENDENT ELIZALDE.
I'M RENA HONEA, PRESIDENT, PRESIDENT OF ALLIANCE AFT AND A DISTRICT SEVEN CONSTITUENT.
THESE PROGRAMS WERE ORIGINALLY IMPLEMENTED AS PILOT PROGRAMS TWO YEARS AGO.
NOW THESE PROGRAMS ARE IN FULL USE ACROSS THE DISTRICT, AND MANY OF THE SAME QUESTIONS ARE PRESENT FROM OUR TEACHERS THAT EXISTED DURING THE PILOT PROGRAMS. THERE WAS A SENSE OF EXCITEMENT WITH ANTICIPATION WHEN THE DECLARATION OF NO MORE LESSON PLANS WAS BROADCAST AT THE BEGINNING OF THE SCHOOL YEAR BUT REALITY IS SET IN, AND THE MESSAGE AND THE ACTUAL IMPLEMENTATION DON'T MATCH.
WHILE THE LESSON PLANS ARE IN, THE TEACHER EDITIONS OF THE SUBJECT TAUGHT, TEACHERS ARE HAVING TO CREATE THEIR OWN SLIDE DECKS FOR DAILY LESSONS, HAVING TO ATTEND NUMEROUS INTERNALIZING MEETINGS AND PRACTICING THEIR LESSON PRESENTATIONS IN FRONT OF THEIR COLLEAGUES.
WHILE THOSE ACTIVITIES MAY HAVE SOME VALUE FOR MANY, THE TIME INVOLVED IN ALL OF THIS IS NEGATIVELY IMPACTING TEACHERS, LEARNING THE NEW CURRICULUM AND FEELING FULLY PREPARED TO TEACH.
THEY'RE, QUITE FRANKLY, EXHAUSTED.
THEY'RE HAVING TO SPEND TIME AND MONEY MAKING COPIES SO THAT EVERYONE CAN PARTICIPATE, AND OF COURSE, DIFFERENT EXECUTIVE DIRECTORS AND CAMPUS ADMINISTRATORS REQUIRE DIFFERENT THINGS.
THEREFORE, THE CONSISTENCY ACROSS THE DISTRICT IS LACKING.
ALLIANCE AFT HAS BEEN IN CONVERSATIONS WITH THE FORMER CHIEF ACADEMIC OFFICER, WHO'S BEEN VERY OPEN TO FINDING SOLUTIONS THAT WILL ENSURE SUCCESS FOR OUR STUDENTS AND FOR OUR TEACHERS AND FOR THE PROGRAMS, AND I LOOK FORWARD TO WORKING WITH OUR NEW CHIEF ACADEMIC OFFICER IN LISTENING TO THE ONES DOING THE WORK EVERY DAY AND TAKING THEIR COMMENTS AND SUGGESTIONS EXTREMELY SERIOUSLY.
THAT'S HOW WE ENSURE THE SUCCESS BEING SOUGHT.
WE HAVE TO ADDRESS THESE CONCERNS WITH THE SENSE OF URGENCY BECAUSE THERE ARE NO DO OVERS FOR OUR STUDENTS AND BY WORKING TOGETHER WE'RE SURE TO ACHIEVE THE GREAT OUTCOMES THAT WE'RE SEEKING.
THANK YOU FOR YOUR TIME, YOUR SERVICE, AND YOUR SINCERE CONSIDERATION.
WOULD [INAUDIBLE] AND SHEILA WALKER COME TO THE MICROPHONE TO [INAUDIBLE] AND SHEILA WALKER.
[INAUDIBLE] NOT PRESENT, MISS WALKER.
[01:40:04]
GOOD EVENING, DR. ELIZALDE, PRESIDENT JUSTIN HENRY, CAMILLE WHITE, MY BOARD TRUSTEE AND OTHER BOARD TRUSTEES.FIRST, I WANT TO APOLOGIZE FOR OFFENDING SOME OF MY COLLEAGUES LAST MONTH IN THE TRANSPORTATION.
MY INTENTION WAS NEVER TO OFFEND ANYBODY AT ANY TIME, AND WHEN I MENTIONED NOT STRIKING, I WANTED TO SAY I STAND CORRECT IN SAYING THAT TEXAS IS A RIGHT TO WORK STATE AND WE ARE NOT ALLOWED TO STRIKE, BUT I WANT TO JUST LET THEM KNOW.
I PERSONALLY WANT TO THANK SOME OF THE BOARD, NOT THE BOARD TRUSTEES, SOME OF THE LEADERSHIP FOR COMING TO OUR BOARD MEETINGS, OUR MEMBERSHIP MEETINGS AND EXPLAINING TO US ABOUT THINGS THAT ARE HAPPENING IN TRANSPORTATION AND GETTING QUESTIONS ANSWERED.
MY INTENTION TONIGHT IS TO SPEAK ABOUT OUR IT TECHNICIANS.
THE TECHNICIANS DON'T FEEL APPRECIATED OR VALUED WITH THEIR PAY.
SOME OF THEM ARE MAKING LESS THAN 40,000 A YEAR.
THEY'VE BEEN TOLD BY MANAGEMENT IF THEY ARE NOT HAPPY TO FIND ANOTHER JOB IN ANOTHER DISTRICT.
IN OTHER WORDS, STOP COMPLAINING.
WHAT WOULD IT TAKE FOR ONE, FOR ONE OF THE HARDEST WORKING DEPARTMENTS TO FEEL VALUED AND APPRECIATED? FINALLY, I WOULD LIKE FOR YOU TO PRAY FOR OUR STUDENTS AND OUR STAFF AT LINCOLN HIGH SCHOOL, BECAUSE THE LITTLE GIRL THAT WAS KILLED LAST WEEK IN THE AREA WAS ONE OF OUR GRADUATES, AND THE YOUNG MAN THAT'S STILL IN THE HOSPITAL IS ONE OF OUR GRADUATES.
SO CONTINUE TO LIFT US UP AT LINCOLN HIGH SCHOOL FOR ALL OF THE VIOLENCE IN DISTRICT NINE.
THANK YOU. THANK YOU, MR. CHAIR. THIS CONCLUDES OUR SPEAKERS.
WE'RE NOW UP TO ITEM SEVEN OF THE AGENDA.
[7. APPROVAL OF MINUTES]
APPROVAL OF MINUTES TRUSTEES.THE FOLLOWING MINUTES HAVE BEEN SUBMITTED FOR APPROVAL.
THE EMPLOYEE HEARINGS ON AUGUST 10TH AND THE BOARD MEETING ON AUGUST 24TH OF 2023.
DO I HAVE A MOTION SO MOVED SECOND MOTION BY TRUSTEE FLORES, SECONDED BY TRUSTEE CARRION .
ARE THERE ANY CORRECTIONS, ANY DISCUSSION? ALL RIGHT. HEARING NONE TRUSTEES, PLEASE CAST YOUR VOTES.
TRUSTEE HENRY VOTES YES. THANK YOU.
IT DOESN'T SEEM TO BE COMING UP ON OUR SCREENS.
JUST A COUPLE OF THESE OVER HERE.
HOW WOULD YOU LIKE TO VOTE, TRUSTEE MICCICHE? WELL, I'M GOING TO VOTE YES TO APPROVE.
WE ARE NOW UP TO ITEM EIGHT OF THE AGENDA.
[8. STATUTORY ITEMS WHICH MAY APPROPRIATELY COME TO THE ATTENTION OF THE BOARD]
CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE RESOLUTION REGARDING SCHOOL FUNDING.DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.
MOTION BY TRUSTEE FLORES, SECONDED BY TRUSTEE CARREÓN.
IS THERE ANY DISCUSSION? ALL RIGHT. TRUSTEES, PLEASE CAST YOUR VOTES.
THANK YOU. TRUSTEE WHITE, DID IT COME UP ON YOUR SCREEN? MOTION PASSES.
THANK YOU. TRUSTEES WE ARE NOW ON TO ITEM NINE THE CONSENT AGENDA.
[9. CONSENT AGENDA ITEMS]
CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE THE CONSENT AGENDA ITEMS 9.01 THROUGH 9.34 AS AMENDED.NOW ORIGINALLY ITEMS 9.05, 9.06, 9.07, 9.08, 9.09.
THE TRUSTEES WHO PULLED THOSE ITEMS HAVE RETURNED, ALL BUT THREE OF THEM.
SO RETURNING TO THE CONSENT AGENDA WOULD BE ITEMS 9.05, 9.06, 9.07, 9.08, 9.09, 9.23
[01:45:06]
AND 9.26 AND 9.29.ALSO, PLEASE NOTE THAT ITEMS 9.03 AND 9.32 HAVE BEEN PULLED COMPLETELY FROM FROM THE AGENDA.
DO I HAVE A MOTION ON THE CONSENT AGENDA AS AMENDED.
CAN YOU REPEAT THE ITEMS THAT WERE PULLED? I DO SEE 9.03 THAT WAS PULLED OVER THE OTHER ON TOO? 9.03 AND 9.32 WERE PULLED FROM THE AGENDA.
BECAUSE I SEE IT ON TWO, BUT I DON'T SEE IT FOR THREE.
ALL RIGHT. SO THERE'S NO DISCUSSION ON THE CONSENT AGENDA.
TRUSTEES, PLEASE CAST YOUR VOTES.
I VOTE YES; THIS IS TRUSTEE HENRY.
SO JUST TO RECAP WHAT IS LEFT AS AS ITEMS THAT ARE PULLED FOR SEPARATE VOTE ARE 9.10,
[10. ITEMS PULLED FOR A SEPARATE VOTE]
9.27 AND 9.34, AND THOSE ARE REFLECTED.LET ME GET YOU THE SEPARATE VOTE ITEMS, AND NUMBER TEN.
SO WHAT WE HAVE LEFT IN SECTION TEN IS 10.06, 10.09 AND 10.11. SO LET'S MOVE TO ITEM 10.06 OF THE AGENDA, AND 10.06 OF THE AGENDA IS CONSIDER AND TAKE POSSIBLE ACTION TO AUTHORIZE, NEGOTIATE AND ENTER INTO A COOPERATIVE AGREEMENT WITH RECOMMENDED VENDOR FOR ELECTRONIC RECORDS, RETENTION AND DOCUMENT AUTOMATION SOLUTIONS AND SERVICES NOT TO EXCEED $700,000 OVER ONE YEAR FROM GENERAL OPERATING SPECIAL REVENUE AND BOND FUNDS. THIS WAS CONSENT AGENDA ITEM 9.10 PULLED BY TRUSTEES FOREMAN AND WHITE.
DO I HAVE A MOTION TO APPROVE? SECOND. IT'S BEEN MOVED AND SECONDED TO AUTHORIZE, NEGOTIATE AND ENTER INTO A COOPERATIVE AGREEMENT WITH THE RECOMMENDED VENDOR FOR ELECTRONIC RECORDS RETENTION AND DOCUMENT AUTOMATION SOLUTIONS AND SERVICES.
TRUSTEES IS THERE DISCUSSION? YES. TRUSTEE FOREMAN.
YOU HAVE THE FLOOR. SO JUST A FEW QUESTIONS.
THE FIRST ONE IS WHY DID WE CHOOSE A COOPERATIVE AGREEMENT FOR THIS PARTICULAR PROCUREMENT? SO TIMING.
WE HAVE A APPLICATION THAT WE LOST SOME RESOURCES THAT SUPPORT AND WE NEED TO GO OUT AND GET SOME OUTSIDE HELP TO MANAGE AND MAINTAIN THAT DOCUMENT SYSTEM.
SO WE WENT THROUGH THE COOPERATIVE REALLY BECAUSE OF THE TIMING INVOLVED.
SO THAT IS A CONCERN OF MINE, IS THAT WE DO NOT HAVE COMPETITIVE OPPORTUNITIES, AND BASED ON TIMING, WE'VE SELECTED A VENDOR WITHOUT REALLY KNOWING IF THERE WERE ADDITIONAL COMPANIES THAT MAYBE WOULD HAVE BEEN CHEAPER.
SO I HAVE A REAL ISSUE WITH THAT.
THE SECOND QUESTION REGARDING THIS PARTICULAR PROCUREMENT IS IT SEEMS LIKE IT'S A ONE YEAR.
EXPENDITURE, IS THAT CORRECT? SO WE WON'T NEED THIS ADDITIONAL SERVICE AFTER THE ONE YEAR? THAT'S CORRECT. SO WE LOST OUR INTERNAL RESOURCES.
SO ONCE WE GET THOSE MOVED OVER THIS NEXT YEAR, WE WILL BE DECOMMISSIONING THE CURRENT APPLICATION THAT IS IN OUR DATA CENTER AND WE WON'T NEED THE ON PREM LICENSING OR SUPPORT FOR THAT.
I JUST WANT TO MAKE IT CLEAR I HAVE SOME CONCERNS THAT WE ARE NOT DOING COMPETITIVE BIDS, WHICH ACTUALLY LIMITS THE NUMBER OF PEOPLE, AND PARTICULARLY OUR SMALL BUSINESS PEOPLE THAT MIGHT HAVE AN OPPORTUNITY TO BID ON SUCH A PROCUREMENT, AND WE DID HAVE THAT CONVERSATION
[01:50:01]
AND WE ARE WELL AWARE OF WHAT THE LIMITATION AND WHAT IT EXCLUDES, AND WE WENT FORWARD WITH THIS ONE BECAUSE OF TIMING, WHICH MEANS WE HAVE TO DO A BETTER JOB OF PLANNING SO THAT WE DON'T END UP IN SUCH A TIME CONSTRAINT.SO OUR PLAN WILL BE TO CONTINUE TO LIMIT, IF NOT ELIMINATE CO OPS AND NOT BE GOING OUT FOR BID.
THANK YOU, TRUSTEE FOREMAN FOR BRINGING THIS OUT.
YES I BASICALLY WANT TO KNOW THIS IS FOR CELLULAR.
HOW IS THAT SOME KIND OF WAY GOING TO ALLOW HOTSPOTS WITH CELL PHONES? WHY IS THERE A NEED FOR.
WHICH ITEM ARE YOU REFERENCING, TRUSTEE WHITE? ARE WE NOT ON 10.06? YES, MA'AM. THAT'S A DOCUMENT MANAGEMENT SYSTEM.
OKAY. IF THERE IS NO FURTHER DISCUSSION, TRUSTEES, PLEASE CAST YOUR VOTES.
TRUSTEE WHITE. DID IT COME UP FOR YOU? PRESIDENT HENRY, ARE YOU ONLINE? OKAY. THE MOTION PASSES FIVE VOTING YES, TWO VOTING NO AND ONE ABSTAINING.
SO THE NEXT ITEM IS ITEM 10.09.
CONSIDER AND TAKE POSSIBLE ACTION TO NEGOTIATE AND ENTER INTO A COOPERATIVE AGREEMENT WITH RECOMMENDED VENDOR FOR THE ASSESSMENT OF CELLULAR COVERAGE DISTRICT WIDE NOT TO EXCEED $1,500,000 IN GENERAL OPERATING AND SPECIAL REVENUE BOND FUNDS.
THIS WAS A CONSENT AGENDA ITEM 9.27 PULLED BY TRUSTEES FOREMAN AND WHITE.
DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.
MOTION BY TRUSTEE FLORES, SECONDED BY TRUSTEE CARREÓN.
TRUSTEES IS THERE A IS THERE DISCUSSION? TRUSTEE. WHY DO YOU WANT TO GO FIRST? YEAH, BECAUSE I THINK MINE IS GOING TO BE QUICK.
YES. I BASICALLY WANT TO KNOW, CELLULAR, WHY ARE WE USING CELLULAR AND IS IT GOING TO ASSIST WITH THE CELL PHONES BEING USED AS HOTSPOTS? WHY IS THIS? YEAH WE'RE FINDING A LOT OF PEOPLE CAN'T MAKE CALLS, 9-1-1 CALLS FROM INSIDE OUR BUILDINGS.
SO WHO'S HAVING PROBLEMS OUT OF THE CLASSROOMS DO NOT HAVE LANDLINES IN THEM.
THIS IS FOR SOMEONE LIKE YOU OR ME OR A TEACHER.
MOST PEOPLE ARE OPERATING OFF OF THEIR CELL PHONES NOW, THEIR MOBILE PHONES.
WE DID A SIMILAR PROJECT LIKE THIS AT PINKSTON.
THERE WERE A LOT OF DEAD SPOTS AND WE HAD TO DO SOME TYPE OF ANTENNA SOLUTION, AND ONCE WE TALKED TO THE REST OF OUR COLLEAGUES, WE FOUND OUT THERE WERE SEVERAL SPOTS WITHIN THE DISTRICT WE NEEDED TO DO A BROADER SURVEY ON.
SO IS THIS TYING IN BECAUSE I KNOW I THINK WE USED SOME ESSER FUNDS FOR SOME ANTENNAS, IS THAT CORRECT? IS THIS TYING IN WITH THAT OR IS THIS JUST A TOTAL 'NOTHER--TOTALLY DIFFERENT, YES, MA'AM.
I'LL START WITH MY LEADING QUESTION ABOUT THE CO OP.
WHY DID WE USE A CO-OP ON THIS PARTICULAR PROCUREMENT? THERE'S ONLY A FEW VENDORS THAT COULD PROVIDE THIS SERVICE.
IT WAS VERY SPECIALIZED TO DO THIS TYPE OF SURVEY.
IT'S A NEWER TECHNOLOGY, SO WE FELT MORE COMFORTABLE GOING TO THE CO-OP TO EXPEDITE THE NEED.
IT'S ALSO A SAFETY AND THIS IS ALSO A QUICKER METHODOLOGY TO GET THAT SERVICE.
[01:55:01]
AGAIN, THAT BECOMES A PROBLEM FOR ME BECAUSE I DO RECOGNIZE THAT THERE ARE ONLY A FEW VENDORS THAT COULD ACTUALLY DO THIS, BUT WHEN YOU GO TO THE CO-OP, YOU LIMIT YOUR OPPORTUNITY FOR COMPETITION.SO THAT BECOMES A CONCERN AGAIN REGARDING PROCUREMENT CHIEF, AND OUR CO-OPS. I THINK, SUPERINTENDENT, AGAIN, IT'S AN OPPORTUNITY TO GIVE OTHER PEOPLE I CAN THINK OF SEVERAL OFF THE TOP OF MY HEAD THAT COULD HAVE PROBABLY BEEN ON THIS AND MAYBE IT'S TIMING AND WE DO NEED TO DO A BETTER JOB OF PLANNING, BUT WE HAVE TO LIMIT THE NUMBER OF CO-OPS BECAUSE THERE'S NO COMPETITION INVOLVED IN THIS FOR US.
THE COMPETITION IS FOR THE CO-OPS, WHICH SOME OF THEM GET PAID BACK FOR DOING THAT.
I DO UNDERSTAND THE NEED TO LOOK AT THE CELLULAR COVERAGE, SO I HAVE NO PROBLEM WITH THAT.
I HAVE A PROBLEM WITH THE METHODOLOGY THAT WE USE TO BE ABLE TO BRING THE VENDOR FORWARD.
IT'S AN EASY WAY, BUT WE DON'T NEED EASY.
WE NEED TO BE GOOD STEWARDS OF THE TAXPAYERS MONEY.
I REMEMBER THE SITUATION THAT WAS AT PINKSTON AND YOU MENTIONED IT A FEW MINUTES AGO WHERE IT WAS DEAD ALL OVER THE BUILDING, PRETTY MUCH, AND YOU COULD NOT EVEN CALL 9-1-1 IF AN EMERGENCY HAPPENED.
SO THIS IS GOING TO FIX THAT PROBLEM, CORRECT OR INCORRECT? THIS IS NOT THE SOLUTION.
IT'S THE SURVEY ACTUALLY SURVEYING EACH ONE OF OUR CAMPUSES TO SEE WHERE WE HAVE THOSE ISSUES AT, LIKE PINKSTON, AND IT DOESN'T HAPPEN AT EVERY CAMPUS, AND THIS WILL GIVE US A COMPREHENSIVE LIST OF ALL OUR SCHOOLS SO WE KNOW HOW TO ADDRESS THEM.
DO YOU WANT TO EXPOUND ON THAT? WHAT IS SHE SAYING MORE BECAUSE I'M TRYING TO GET A MORE OF AN UNDERSTANDING.
WE'RE SELECTING FROM A POOL OF VENDORS.
I THINK SHE'S REFERENCING OUR CSP PROCESS.
WE PUT IT OUT AND WE ADVERTISE IT IN A LOCAL PUBLICATION.
SEVERAL DIFFERENT VENDORS BID ON IT.
TO TAKE A STEP BACK THOUGH, FOR THE CO-OP TO GET THAT POOL.
WE ALSO IT'S DONE THROUGH A COMPETITIVE PROCESS, BUT ONCE YOU'RE IN THAT POOL, WE CAN GO BACK TO THAT LIST AND SELECT THE VENDOR FROM THAT POOL. OKAY.
I WON'T DELAY THE MEETING, BUT I WOULD LIKE TO SPEAK WITH YOU OR MR. TRUSTEE FOREMAN TO GIVE ME MORE UNDERSTANDING BECAUSE I WANT TO MAKE SURE THAT WE ARE HAVING AN EQUITABLE PROCESS WHEN WE'RE DOING OUR COMPETITION.
TRUSTEE WHITE. I JUST HAVE A QUICK QUESTION.
NOW. IF WE'RE HAVING ISSUES WITH.
COVERAGE IN OUR IN OUR SCHOOLS AND.
THE PROVIDERS HAVE CELL TOWERS.
HAVE HAVE THEY BEEN NOTIFIED? AT&T BECAUSE I KNOW AND I'M MENTIONING AT&T BECAUSE THEY'RE ONE OF THE LARGEST PROVIDERS AND THEY ACTUALLY DID THE CABLING IN A LOT OF PLACES, AND YOU SEE THE COMMERCIALS WHERE, YOU KNOW, PEOPLE ARE SAYING, WELL, WE'RE RELEASING THEIR CABLES.
THEY RELEASE CABLES FROM AT&T FOR THEIR SERVICES.
HAVE WE NOT WENT TO THE TABLE TO SEE WHAT THEY CAN DO SINCE, YOU KNOW, I MEAN, IT'S NOT JUST A DISD SCHOOL. IT HAS TO BE THE ENTIRE, WELL, I'M NOT GOING TO SAY THE ENTIRE COMMUNITY BECAUSE THERE ARE SPOTS.
HAVE WE REACHED OUT TO THEM TO SEE WHAT THEY CAN DO FOR US? YEAH, THEY'RE PROVIDING COVERAGE FOR THEIR CUSTOMERS.
WE HAVE. YOU KNOW, YOU COULD HAVE I COULD HAVE AT&T OR YOU COULD HAVE AT&T.
I COULD HAVE VERIZON, YOU COULD HAVE T-MOBILE, YOU COULD HAVE DIFFERENT PROVIDERS.
THE SOLUTION I SAW THEY IMPLEMENTED AT PINKSTON WAS MORE OF A BOOSTER THAT AMPLIFIED THE SIGNALS.
RIGHT. BECAUSE ANY TIME THAT YOU ARE IF YOU'RE TRAVELING IN YOUR CAR, WHAT HAVE YOU, AND YOU'RE USING YOUR CELLULAR DEVICE, IT AUTOMATICALLY CONNECTS YOU TO THE NEAREST CELL TOWER THAT YOU'RE NEAR. SO BOOSTERS IS I MEAN, AND YES, THAT IS GREAT THAT THEY'RE USING BOOSTERS, AND I THOUGHT I SAW PINKSTON'S NAME ON THIS LIST.
[02:00:01]
SO I GUESS MY QUESTION IS IF THEY CAN DO WHAT THEY NEED TO DO IN ORDER TO ENSURE THAT THEIR SERVICE IS ACTUALLY.WHOEVER IS PROVIDING THE SIGNAL FOR THAT AREA, IF THEY CAN DO WHAT THEY NEED TO DO IN ORDER TO BOOST IT, ADD ANOTHER CELL TOWER ON TOP, BECAUSE A LOT OF TIMES THEY LEASE AND THEY PUT CELL TOWERS ON TOP OF BUILDINGS.
THEY DO IT ALL THE TIME. YOU SEE THEM DOWNTOWN EVERYWHERE.
YOU SEE THE DISHES AND WHATNOT.
SO HAVE WE, I GUESS MY REAL CONCERN IS, HAVE WE SAT DOWN TO SEE WHAT THEY CAN DO FOR US BEFORE WE START TO SPEND? BECAUSE I DO UNDERSTAND BECAUSE I ASKED YOU ABOUT THE TOWERS BEFORE, AND I DO KNOW WE USE SOME ESSER FUNDS FOR THAT MAY HAVE BEEN PURE WI-FI.
I DON'T KNOW, AND NOT CELLULAR BUT AS FAR AS THESE COMPANIES ARE CONCERNED, WHAT HAVE HAVE WE BROUGHT THEM TO THE TABLE TO ASK THEM SOME HARD QUESTIONS ABOUT THEIR SERVICE. YEAH. I THINK ONCE WE HAVE THE DATA FROM THE SURVEY, WE'LL BE ABLE TO MAKE THAT APPROACH.
RIGHT NOW WE WANT TO SEE WHERE WE HAVE THE PROBLEM.
THE ONLY WAY I KNOW NOW IS WHEN WE GET A CALL FROM FROM A CAMPUS BUT ALSO COMPANIES KNOW BECAUSE THEY GET REPORTS ALL THE TIME, THEY KNOW WHERE THEIR SERVERS AND SIGNAL PROBLEMS ARE HAPPENING.
THEY KNOW WHEN THE SYSTEM GOES DOWN, THEY KNOW WHERE IT'S DOWN AT.
SO WHY ARE WE EXPENDING FUNDS FOR SOMETHING THAT THEY CAN PROVIDE FOR US? I'M JUST TRYING TO GET AN UNDERSTANDING.
THIS WAS A WAY FOR US TO KIND OF TAKE CARE OF OUR PRIORITIES IF WE WANTED TO, YOU KNOW, PUT THESE BOOSTERS AT OUR ELEMENTARIES, MIDDLE SCHOOLS OR HIGH SCHOOLS, INSTEAD OF WAITING ON THEIR AGENDA FOR THEM TO GET TO US, IT'S KIND OF US TAKING A LITTLE MORE CONTROL.
CONSIDER AND TAKE POSSIBLE ACTION TO AUTHORIZE THE CITY OF DALLAS TO REPRESENT THE DALLAS INDEPENDENT SCHOOL DISTRICT IN THE MATTER OF TAX FORECLOSURE SALES BY PUBLIC BID OR PRIVATE SALE.
THIS WAS CONSENT AGENDA ITEM 9.34 PULLED BY TRUSTEES FOREMAN AND WHITE.
DO I HAVE A MOTION? MOVE TO APPROVE. SECOND.
MOTION BY TRUSTEE FLORES, SECONDED BY TRUSTEE CARREÓN.
TRUSTEES. IS THERE A DISCUSSION? YES. TRUSTEE FOREMAN, YOU HAVE THE FLOOR.
SO JUST A FEW QUESTIONS REGARDING THE TAX FORECLOSED PROPERTIES.
WHEN I WENT THROUGH AND LOOKED AT MANY OF THE PROPERTIES THAT THE CITY IS REPRESENTING US ON, MANY OF THEM ARE IN SOUTH DALLAS, WHICH I GREW UP IN.
WE ALL KNOW ABOUT GENTRIFICATION IN REGARDS TO SOUTH DALLAS.
DO WE EVER HAVE A CONVERSATION WITH THE CITY OF DALLAS ON HOW THEY'RE USING THESE PROPERTIES IN TERMS OF LAND BANKING OR ANY OF THOSE THINGS? OR DO WE JUST ALLOW THE CITY OF DALLAS TO MAKE THE DECISION SINCE THEY'RE REPRESENTING US? WHAT KINDS OF CONVERSATIONS DO WE HAVE? BECAUSE I HAVE LOOKING AT MANY OF THOSE PROPERTIES THERE IN SOUTH DALLAS AND THEY'RE GOING TO DEVELOPERS.
SO DO WE EVER HAVE A CONVERSATION? I'LL LET MR. ORLANDO MEET WITH OUR REAL ESTATE DIRECTOR ANSWER THAT QUESTION.
GOOD EVENING, TRUSTEE FOREMAN.
THE SHERIFF WASN'T ABLE TO GET SELL THEM ON THE COUNTY STEPS FOR ALL THE BACK TAXES THAT WERE OWED, AND SO THEY'RE THEY'RE THEN TRANSFERRED INTO THE CITY OR THE COUNTY, DEPENDING ON WHO HAS JURISDICTION, BECAUSE ONLY ONE OF THE TAXING ENTITIES CAN SELL THE PROPERTY FOR LESS THAN WHAT'S OWED ON THE PROPERTY, AND SO WHAT YOU'RE FINDING WITH WITH THE REASON YOU'RE FINDING A LOT OF THE PROPERTIES THAT ARE IN SOUTH DALLAS IS BECAUSE THEY'RE WHAT WE CONSIDER UPSIDE DOWN.
THEY'RE THEY TEND TO OWE MORE THAN WHAT THE PROPERTIES ARE WORTH
[02:05:05]
AND SO THEY'RE NOT BEING SOLD BY THE BY THE SHERIFF AT THE COUNTY, AT THE COUNTY STEPS, AND THAT'S WHY THEY'RE BEING TRANSFERRED OVER TO THE CITY TO SELL FOR LESS THAN WHAT IS OWED ON THEM.SO THAT STILL DIDN'T ANSWER MY QUESTION.
SO IN TERMS OF DO WE EVER HAVE CONVERSATIONS ABOUT LAND BANKING? DO WE EVER HAVE CONVERSATIONS? BECAUSE I BELIEVE SOME OF THESE MIGHT GO INTO LAND BANKING.
THESE ONES FOR THIS PARTICULAR THESE PROPERTIES AREN'T GOING INTO THE LAND BANK.
WHEN THE CITY IDENTIFIES PROPERTIES THAT THEY WANT TO PUT INTO THE LAND BANK, WE ACTUALLY THAT LIST IS DIFFERENT FROM FROM THESE. DOES THAT MAKE SENSE? SO THE CITY WOULD HAVE IDENTIFIED PROPERTIES THAT WERE TAX FORECLOSED ON TO INCLUDE IN THE LAND BANK BUT ONCE THEY COME TO US FOR THIS PARTICULAR PROCESS, THAT MEANS THAT THE LAND BANK THEY WEREN'T IDENTIFIED AS LAND BANK PROPERTIES.
SO HOW DOES THIS WHAT PROCESS DOES THE CITY USE TO SELL THESE PROPERTIES? PROPERTIES RELATED TO THIS ITEM? YES. SO, YES THE CITY, THEY HAVE THEIR PROCESS WHERE THEY THEY PUT THESE PROPERTIES UP FOR BID THROUGH SEALED BIDDING, AND WHOEVER THE HIGH BIDDER IS, THAT'S THE PERSON THAT GETS TO PURCHASE THE PROPERTIES.
SO HOW DOES THE COMMUNITY KNOW ABOUT THESE PROPERTIES? I'M NOT SURE WHAT TYPE OF ADVERTISING THE CITY DOES WHEN IT'S SELLING THESE PROPERTIES.
ALL I'M SAYING TO YOU IS IF THE CITY IS REPRESENTING US, WE NEED TO KNOW.
WE NEED TO HAVE SOME UNDERSTANDING OF HOW THESE PROPERTIES ARE BEING SOLD, PARTICULARLY WHEN GENTRIFICATION IS TAKING PLACE IN SOUTH DALLAS, AND WE VIRTUALLY SIT HERE AND VOTE FOR THE CITY TO REPRESENT US, BUT WE DON'T EVEN KNOW HOW THEY'RE SELLING THE PROPERTIES.
WE MIGHT NOT BE ABLE TO CHANGE ANYTHING, SUPERINTENDENT, BUT I NEED TO KNOW.
THEY DON'T SEE AN EXPLANATION.
WE MIGHT NOT BE ABLE TO CHANGE ANYTHING.
WE CAN GATHER SOME INFORMATION BECAUSE, I MEAN, A REAL SIMPLISTIC QUESTION COULD BE SIMPLY WHAT WOULD HAPPEN IF WE WOULD SAY NO? WHAT WOULD HAPPEN? WE CAN CERTAINLY GATHER MORE INFORMATION BECAUSE I KNOW THIS IS SOMETHING THAT COMES UP ANNUALLY, AND SO TO KNOW MORE ABOUT THAT I THINK IS MORE THAN FAIR.
SO I'LL DEFINITELY WORK WITH OUR TEAM SO THAT WE CAN GATHER MORE INFORMATION.
AS YOU WERE ASKING THE QUESTION, I WAS WONDERING, OKAY, MR. ALAMEDA, THEY MAY SAY IT'S GOING TO GO FOR SALE.
WHAT IF IT DOESN'T SELL? CAN THEY CHANGE THEIR MIND AND TURN IT IN? CAN THEY DECIDE TO BANK THAT PROPERTY AFTER THEY'VE DECLARED IT? YOU KNOW, WHAT IF THEY DON'T SELL IT? YOU KNOW, I DON'T KNOW WHAT THE ANSWER IS, NOR DO I EXPECT YOU TO KNOW THAT RIGHT NOW BUT I THINK THOSE ARE SOME QUESTIONS WE CAN JUST VISIT AFTERWARDS SO THAT I CERTAINLY CAN UNDERSTAND A LITTLE BIT BETTER WHAT THIS PROCESS IS.
THANK YOU FOR BRINGING THAT UP, TRUSTEE FOREMAN APPRECIATE IT.
THANK YOU. TRUSTEE WHITE SO I'M ASSUMING FROM WHAT YOU'RE JUST SAYING THAT THIS IS NOT LIKE THE FORECLOSURE PROPERTY THAT GOES UP THE FIRST OF THE MONTH AT THE COURTHOUSE STEPS.
SO THEN THEY HAVE TO BE TRANSFERRED TO THE CORRESPONDING JURISDICTION, EITHER THE CITY OR THE COUNTY, SO THEY COULD BE SOLD FOR LESS THAN WHAT'S OWED ON THEM BECAUSE THE SHERIFF CAN ONLY SELL IT FOR WHAT'S ACTUALLY OWED ON THE PROPERTY.
SO ALL OF THE BACK TAXES, ALL OF THE LIENS, EVERYTHING THAT'S OWED ON IT.
SO WHEN A PROPERTY TENDS SO IF A PROPERTY, LET'S SAY IT'S WORTH $10,000, BUT IT'S $50,000 OWED ON IT, NO ONE'S LIKELY GOING TO BUY THAT FROM THE SHERIFF. THE CITY CAN NOW SELL THAT PROPERTY FOR LESS THAN WHAT'S OWED ON IT BECAUSE IT HAS THE CONSENT OF ALL OF THE TAXING ENTITIES.
SO THROUGHOUT THIS PROCESS, IF THEY DO OWE $50,000, WHICH IS OUR MONEY THAT THEY ARE COLLECTING FOR US AND AT EVENT THAT IT DOES NOT SELL AND IT GOES TO THE SHERIFF, BACK TO THE SHERIFF'S OFFICE, IS THAT THE
[02:10:07]
PROCESS WHERE IT'S PUT OUT AGAIN? AND WHEN THEY DO PUT IT OUT, YOU'RE SAYING THEY MARK IT DOWN? BECAUSE IF THAT IS THE CASE, THEN WE ARE ACTUALLY LOSING TAX DOLLARS.BECAUSE BUT WHAT WE'RE BASICALLY SAYING IS, OKAY, CITY OF DALLAS, SINCE YOU WEREN'T ABLE TO GET WHAT WE WERE OWED FOR THIS PROPERTY, WE'RE NOW GIVING YOU THE AUTHORITY TO SELL IT, TO GET US SOMETHING, GET THIS PROPERTY BACK ON THE TAX ROLL, BECAUSE RIGHT NOW WE'RE NOT GETTING ANYTHING FOR IT.
SO THE INTENT IS TO GET IT BACK ON THE TAX ROLLS.
RIGHT, AND BECAUSE I KNOW IN A LOT OF CASES WHEN IT'S HANDLED BY A BANK, A BANK WILL PULL IF THEY'RE NOT GETTING WHAT THEY'RE ASKING FOR AND THEY WILL PUT IT BACK ON THE MARKET THE FOLLOWING MONTH.
I KNOW THAT SHERIFF SALES IS A LITTLE DIFFERENT THAN WHAT, YOU KNOW, THE REGULAR SALES ARE, BUT I THINK THE BIGGEST DIFFERENCE HERE, TRUSTEE WHITE, IS NO NO ENTITY LIKE US OR THE CITY, NOR THE COUNTY CAN SELL PROPERTY BELOW ITS VALUE.
RIGHT? RIGHT, AND SO WHEN THEY SELL IT ON THE STEPS, EVEN THOUGH IT'S BEEN FORECLOSED IN THAT EXAMPLE THAT ORLANDO WAS GIVING US, IF THE PROPERTY'S APPRAISAL IS EVEN LESS, BUT THE AMOUNT OWED THE CITY AND THE COUNTY CANNOT SELL IT ON THEIR OWN FOR LESS THAN WHAT'S OWED.
SO BECAUSE THESE ARE TAX FORECLOSURES, RIGHT, AND PEOPLE HAVEN'T PAID ON IT.
BECAUSE RIGHT NOW, TO ORLANDO'S POINT, IF I'M FOLLOWING, IS RIGHT NOW THERE'S NO WE'RE NOT GETTING ANY BENEFIT FROM THAT, BUT THERE'S STILL LOTS OF OTHER QUESTIONS THAT I THINK WOULD BE HELPFUL FOR US TO KNOW ABOUT IN THIS PROCESS, BUT IN TERMS OF HOW MANY TIMES, THEY'RE GOING TO TRY TO DO THEIR BEST TO SELL IT, BUT THEY HAVE TO HAVE PERMISSION FROM THE TAXING ENTITIES, INCLUDING THIS DISTRICT, IN ORDER TO BE ABLE TO SELL IT BELOW WHAT IS OWED ON ALL THAT PROPERTY.
DOES THAT MAKE SENSE? IT MAKES SENSE WHEN WE WERE HAVING A CONVERSATION.
YOU'RE WELCOME. TRUSTEE FOREMAN.
WELL, THIS IS YOUR LAST OPPORTUNITY.
WE'RE ABOUT TO ADJOURN THE MEETING.
I'LL HAVE YOU TO PULL. [CHUCKLING] ALL RIGHT.
TRUSTEES, PLEASE CAST YOUR VOTES.
THE MOTION PASSES, EIGHT VOTING YES, ONE VOTING NO.
THANK YOU. THE TIME IS NOW 8:23 AND THIS MEETING IS ADJOURNED.
