23-24 FEDERAL PROGRAMS. THANK YOU. THANK YOU.GOOD EVENING AGAIN, TRUSTEES DR.
ELIZALDE. THIS EVENING I WOULD LIKE TO PROVIDE THE ANNUAL UPDATE ON OUR FEDERAL PROGRAMS AND THE ASSOCIATED ALLOCATIONS ALONG WITH ESSER FUNDS. I'LL BEGIN WITH THE FEDERAL PROGRAMS. AS YOU CAN SEE, NOTED HERE ARE ALL OF THE FEDERAL PROGRAMS THAT THE DISTRICT RECEIVES, BEGINNING WITH TITLE ONE, PART A, DOWN TO THE PERKINS STRENGTHENING CAREER AND TECHNOLOGY EDUCATION GRANT.
THAT TOTAL WAS JUST OVER $121 MILLION.
AND THEN THIS YEAR, THE CURRENT BUDGET, YOU CAN SEE EACH OF THE DIFFERENT ALLOCATIONS THAT THE DISTRICT HAS BEEN ALLOTTED FOR EACH OF THE DIFFERENT FEDERAL PROGRAMS. AND THEN IN THE FINAL COLUMN, YOU WILL SEE WHAT THE PROPOSED ALLOCATIONS ARE FOR THIS UPCOMING SCHOOL YEAR FOR THESE DIFFERENT FEDERAL PROGRAMS THAT ARE THESE FUNDS ARE USED TO SUPPLEMENT AND SUPPORT THE BASIC EDUCATION THAT THAT THE DISTRICT IS ALREADY PROVIDING.
SIMILARLY, THIS IS THE SAME INFORMATION JUST PRESENTED IN FORM OF FUNCTION ANALYSIS.
AND SO YOU'LL SEE EACH OF THE DIFFERENT FUNCTIONS WHICH YOU ARE ACCUSTOMED TO SEEING WITH OUR GENERAL OPERATING BUDGET AND WANTED TO SHOW HERE HOW WE HAVE ALLOCATED THE FUNDING BY FUNCTION FOR THIS YEAR.

AS IT RELATES TO ESSER AGAIN, FUNDS THAT WE RECEIVED OVER THE LAST SEVERAL YEARS IN DIRECT RESPONSE TO THE PANDEMIC.IF YOU CAN RECALL, THE DISTRICT HAS A COMPREHENSIVE ESSER PLAN THAT WE HAVE BEEN IMPLEMENTING SINCE WE HAVE RECEIVED THOSE DOLLARS OR THAT THOSE ALLOCATIONS, I SHOULD SAY, AND WE ORGANIZED OUR FUNDING INTO THREE BUCKETS AND YOU'LL SEE THOSE THREE BUCKETS HEALTHY STUDENTS AND HEALTHY COMMUNITIES AND SCHOOLS, EQUITABLE ACCESS TO LEARNING AND ENRICHMENT AND OF COURSE, LEARNING RECOVERY AND ACCELERATION.
SO EACH OF THE DIFFERENT PROGRAMS THAT WE HAVE FOCUSED ON OVER THE LAST SEVERAL YEARS WITH THESE DOLLARS HAVE BEEN USED TO SUPPORT ONE OF THOSE THREE BIG BODIES OF WORK. AND SO THAT IS HOW IT ALL KIND OF FITS TOGETHER.
I KNOW YOU ALL HAVE SEEN THIS BEFORE.
AGAIN, THIS IS AN UPDATE TO THAT INFORMATION.
AGAIN, WHEN WE THINK ABOUT OUR ESSER INVESTMENTS AS A REMINDER, ESSER ONE CLOSED OUT LAST YEAR, THE DISTRICT RECEIVED ABOUT $61 MILLION FOR ESSER ONE, AND WE DID EXPEND ALL OF THOSE FUNDS AND THEN ESSER TWO, WHICH LET ME GO TO THIS SLIDE WHICH CLOSES OUT AT THE END OF THIS SCHOOL YEAR.
OUR TOTAL ALLOCATION FOR ESSER TWO WAS JUST OVER $241 MILLION AND THEN ESSER THREE IS $543 MILLION.
SO I WANTED TO JUST SHARE THAT FIRST.
AND IF YOU LOOK ON THE SCORECARD, YOU'LL SEE AT THE VERY ON THE VERY FIRST COLUMN UNDER THE TOTAL AMOUNT SPENT FOR 21-22, WHICH WAS THE LAST SCHOOL YEAR, THAT'S THE FIRST COLUMN.
YOU'LL SEE THAT $101,363,344, SO FOR ESSER TWO AT THE END OF THE LAST SCHOOL YEAR, THAT'S HOW MUCH WE HAD EXPENDED. NOW WE'RE IN THE CURRENT SCHOOL YEAR, WHICH IS THE 22-23 SCHOOL YEAR, AND THAT $73 MILLION, THAT TOTAL THAT'S THERE, THAT IS REFLECTIVE OF OUR EXPENDITURES AS OF APRIL 30TH.
AND SO WE HAVE MAY AND JUNE THAT WE HAVE TO RECONCILE AND THAT'S WHEN WE'LL SPEND THE REMAINING $67 MILLION THAT'S NOTED THERE, THE $67,239,827.
I'M GOING TO EXPLAIN THE SAME INFORMATION, BUT IT'S DIRECTLY RELATED TO ESSER THREE.
ESSER THREE AGAIN, AT THE END OF LAST SCHOOL YEAR, WE HAD EXPENDED JUST OVER $46 MILLION, AND AS OF APRIL OF THIS YEAR, WE'VE SPENT $151 MILLION.
AND THEN MAY AND JUNE WE'RE PLANNING TO SPEND ABOUT $26 MORE MILLION, $26,147,734. AND YOU'LL SEE THE AMOUNT THAT IS PLANNED OR ANTICIPATED FOR THE 23-24 SCHOOL YEAR, WHICH IS THIS UPCOMING SCHOOL YEAR, BECAUSE WE HAVE UNTIL JUNE OF 2024 TO SPEND THOSE DOLLARS.
IT'S JUST OVER $314 MILLION, WHICH WILL COMPLETELY EXHAUST OUR ESSER THREE FUNDS AS WELL.
SO ESSER ONE HAS ALREADY BEEN COMPLETELY EXPENDED.
ALL OF THE $240 MILLION WILL BE EXPENDED AT THE END OF THIS SCHOOL YEAR.
AND FOR ESSER THREE AT THIS TIME NEXT YEAR, WE'LL HAVE THAT SAME CONVERSATION WHERE WE'LL BE ABLE TO SHARE THAT WE SPENT THE FULL $543 MILLION THAT WE'VE BEEN ALLOCATED FOR ESSER THREE.
THE ACTIVITIES AND I'M NOT GOING TO, YOU KNOW, SPEAK TO EACH OF THESE.
IT IS INCLUDED IN THE PRESENTATION SO THAT YOU CAN SEE ALL OF THE DIFFERENT ACTIVITIES THAT WE HAVE PLANNED FOR WITH THE REMAINING PART OF OUR ESSER THREE DOLLARS FOR THIS UPCOMING SCHOOL YEAR.
AND YOU'LL SEE THAT AGAIN, YOU'VE HEARD US MENTION THE RETENTION INCENTIVE, JUST SOME OF THE BIG BUCKETS, BUT THEY ARE NOTED HERE BY ACTIVITY AND THAT'S HOW WE PLAN TO EXHAUST OR UTILIZE THE REMAINING $275 MILLION THAT WE HAVE PLANNED FOR THE UPCOMING YEAR.
AT THIS TIME, I'LL ANSWER ANY QUESTIONS THAT ANYONE MAY HAVE.
I WILL ASK THE ONE QUESTION THAT I BRING.
I ASK EVERY TIME WE BRING UP ESSER IS I'M ASSUMING THAT WE HAVE PUSHED EVERY DOLLAR THAT WE CAN INTO THE ESSER ENVELOPE TO MAKE SURE THAT THE THE FUNDS, EVEN THINGS THAT WE WOULD TYPICALLY SPEND NORMAL BUDGET DOLLARS ON ARE PUSHED INTO ESSER, RIGHT? THAT IS CORRECT.

DO WE HAVE A CAMPUS BY CAMPUS ALLOCATION FOR ESSER? BECAUSE I'D LIKE TO SEE THAT AND I'D LIKE TO SEE THAT SPECIFICALLY BY TRUSTEE DISTRICTS SO THAT I GET A GOOD UNDERSTANDING OF WHERE THOSE ESSER DOLLARS ACTUALLY WENT ON THE CAMPUSES.
AND WHILE WE ARE USING ESSER, I KNOW WE USE SOME GENERAL FUNDS AND MOVED IT TO THE FUND BALANCE.
I WANT TO KNOW EXACTLY WHAT THAT DOLLAR AMOUNT OF THE FUND BALANCE IS THAT WE HAVE SUPPLANTED THE ESSER DOLLARS WITH SO THAT I WILL HAVE A GOOD UNDERSTANDING OF WHAT'S GOING TO COME NEXT.
OKAY. AND THEN THE LAST THING IS I NOTICED THAT WE USED ESSER DOLLAR ON INSTRUCTION AND I CAN'T REMEMBER WHAT OUR BUDGET WAS FOR INSTRUCTION, BUT IT WAS PRETTY LARGE.
SO DID WE TAKE SOME OF THE DOLLARS THAT WE HAD OUT OF GENERAL FUNDS AND MOVE THAT TO THE FUND BALANCE AND USE ESSER? SO TO BE CLEAR, WE USE INSTRUCTION.
INSTRUCTION IS COVERED ACROSS MULTIPLE FUNDING SOURCES, AS YOU ALREADY KNOW.
SO YES, THERE ARE SOME PROGRAMS. COULD YOU PLEASE LET US KNOW WHICH PROGRAMS THEY ARE? OKAY. ALONG WITH I SAW HIGH QUALITY TUTORING AS AN ISSUE AND I KNOW WE'VE HAD SOME PROBLEMS WITH TUTORING.
