AND NORMALLY WHEN WE TALK ABOUT TRANSFORMATION OR TRANSFORMATIONS, WE HAVE USUALLY POSITIVE THOUGHTS AND CHANGE AT LARGE SCALE IN MIND.
WE'RE THINKING ABOUT A REIMAGINATION OF OUR WORK AND A WAY TO BETTER SERVE OUR STUDENTS.
THESE VOUCHERS WOULD SEND BILLIONS WITH A B OF PUBLIC DOLLARS TO PRIVATE SCHOOLS.
ON TUESDAY, THE SENATE PASSED A BILL THAT WOULD GIVE TEXAS FAMILIES $8,000 PER CHILD TO SEND THEIR CHILD TO PRIVATE SCHOOL, EVEN IF THAT CHILD IS ALREADY IN AN ATTENDING PRIVATE SCHOOL.
THAT'S NOT ACTUALLY A CHOICE ANYMORE.
BY CONTRAST, THE STATE PAYS PUBLIC SCHOOLS $6,160 PER STUDENT RIGHT NOW TO EDUCATE THAT CHILD.
I KIND OF FIND IT UPSETTING THAT THE TEXAS SENATE WOULD PAY PEOPLE MORE TO TAKE THEIR KIDS OUT OF PUBLIC SCHOOLS THAN IT PAYS TO EDUCATE THEM IN OUR OWN SCHOOLS.
PUTTING THAT ASIDE, I'D LIKE TO FOCUS ON THE INEVITABLE OUTCOME.
SHOULD THIS BILL BECOME A LAW WITH ESA'S INTACT, PUBLICLY SUBSIDIZING EVERYONE WHO GOES TO PRIVATE SCHOOL WILL QUICKLY RUN INTO THE BILLIONS OF DOLLARS PREVENTING MEANINGFUL INCREASES TO ANY OF OUR TEAM MEMBERS IN PUBLIC SCHOOLS, FROM CUSTODIANS TO COUNSELORS AND, OF COURSE, TEACHERS.
AND AS I DISCUSSED IN MY OP ED TODAY IN THE DALLAS MORNING NEWS, THE SENATE HAS CONNECTED AND TIED ESAS TO A MEAGER INCREASE IN SCHOOL FUNDING THAT WOULD NOT EVEN COME CLOSE TO CATCHING US UP TO INFLATION.
I AM CALLING ESAS THE DEVIL AND I DO NOT SUPPORT THIS DEAL.

LAST WEEKEND I GOT TO REPRESENT DALLAS ISD AT THE GRADUATION CEREMONIES FOR SOUTH OAK CLIFF AND SEAGOVILLE, WHERE I WORE MY SOC GOLD AND THEN MY SEAGOVILLE ROYAL BLUE HEELS TO MATCH THEIR SCHOOL COLORS.
THIS PICTURE IS TAKEN FROM GRADUATION FOR THE INNOVATION DESIGN ENTREPRENEURSHIP ACADEMY ON SATURDAY AND NEXT WEEKEND. WE'VE GOT SOME MORE.
I WANTED TO POINT THIS PARTICULAR GRADUATION OUT BECAUSE IT WAS MY FIRST GRADUATION AS THE SUPERINTENDENT OF DALLAS ISD.
I WANT TO TAKE A MOMENT TO THANK EVERYONE AT DALLAS ISD BEHIND THE SCENES.
IF ANY OF YOU KNOW ANYTHING ABOUT PUTTING ON A GRADUATION, IT IS A TON OF WORK.
THESE CEREMONIES REQUIRE FOLKS TO WORK NONSTOP, AND IT'S ALL WORTH IT WHEN YOU SEE THE JOY ON THE FACES OF OUR GRADUATES AND THEIR FAMILIES. BUT PLEASE REMEMBER, WE HAVE SO MANY INDIVIDUALS THAT MAINTAIN FACILITIES AND KEEP CLEANING IN BETWEEN EVENTS AND HELP IN PARKING LOTS.
I WANT TO GIVE A SHOUT OUT TO OUR FRIENDS OF BARACK OBAMA.
THERE ARE 37 GRADS RAISED 15 MILLION IN SCHOLARSHIPS AND WILL BE ATTENDING TOP SCHOOLS, INCLUDING NORTHWESTERN, VASSAR, CORNELL, USC, UT AUSTIN, HOOK EM HORNS, BABSON COLLEGE AND MORE.
JUST ANOTHER REASON FOR DALLAS ISD TO BE PROUD.
RECOGNIZING ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH AT DALLAS ISD, WE HAVE BEEN CELEBRATING OUR TEAM MEMBERS AND STUDENTS OF ASIAN AND PACIFIC ISLANDER HERITAGE DURING ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH, DURING WHICH TIME OUR COMMUNICATIONS DEPARTMENT HAS BEEN SPOTLIGHTING TEAM MEMBERS ON THE HUB.
SO PLEASE TAKE TIME TO READ SOME OF THOSE DESCRIPTORS OF OUR TEAM MEMBERS.

ON MAY 1ST IN SIMULTANEOUS PRESS CONFERENCES IN SEVERAL CITIES ACROSS TEXAS, PUBLIC SCHOOL EDUCATORS SOUNDED THE ALARM THAT SCHOOL FUNDING NEEDED TO BE DRASTICALLY INCREASED JUST TO KEEP THE PACE WITH INFLATION SO THAT WE CAN KEEP PACE WITH INFLATION IN OUR STAFF MEMBERS PAY.
STORIES APPEARED ON TELEVISION, RADIO AND IN NEWSPAPERS ALL ACROSS TEXAS WITH THE SAME MESSAGE THAT INFLATION HAS GONE UP 14.5% IN THE LAST TWO YEARS, BUT OUR FUNDING HAS NOT INCREASED ONE PENNY.
I HAD NEVER SEEN ANYTHING LIKE THAT.
SO I REALLY WANT TO TAKE A MOMENT TO THANK CHIEF DELANDER, WHO CONCEIVED OF AND ORGANIZED THIS MAY DAY EVENT, AND FOR THIS HE RECEIVED A GOLD PIN FROM ME. UNFORTUNATELY, CHIEF DELANDER DOES NOT SERVE IN THE STATE LEGISLATURE, WHICH TO THIS POINT HAS NOT PROPOSED ANY FUNDING PUBLIC SCHOOL INCREASES TO ADJUST FOR INFLATION.

AND AT THE GRADUATION, THERE ARE APPROXIMATELY 270 STUDENTS.
90 OF THEM GRADUATED A WEEK EARLIER FROM DALLAS COLLEGE WITH AN ASSOCIATE'S DEGREE.

JUST JUST AN AMAZING, AMAZING ACCOMPLISHMENT.THERE IS SUCH GREAT LEADERSHIP AT THAT SCHOOL.

LAST MONTH, FOR EXAMPLE, I GAVE A SPEECH THAT CLEARLY STATED THAT I WAS SPEAKING ON ONE OF THE DEMANDS OF ALLIANCE'S DISTRICT WIDE RESPECT EQUITY DIGNITY CAMPAIGN REGARDING CONSEQUENCES FOR ADMINISTRATORS TAKING TEACHERS PLANNING AND LUNCHTIME.
I AM NOT HAVING THIS ISSUE AT MY SCHOOL.
I WAS SPEAKING UP FOR THE MANY TEACHERS IN DALLAS ISD AT OTHER SCHOOLS WHO ARE HAVING THIS ISSUE.
I WILL ASSUME THE PERSON WHO DECIDED MY PRINCIPAL SHOULD BE CALLED HAD THE BEST INTENTIONS.
BUT IF THEY WERE CONSIDERED, IF THEY HAD CONSIDERED MAYBE CALLING ME FIRST TO GET DETAILS BEFORE CALLING MY PRINCIPAL WITH A VAGUE, UNINFORMED ACCUSATION, THE CONFUSION COULD HAVE BEEN AVOIDED. OR BETTER YET, CENTRAL STAFF PRESENT COULD LISTEN CAREFULLY TO THE SPEECHES AND ACKNOWLEDGE THAT WE ARE REPRESENTATIVES OF THOUSANDS OF THEIR STAFF SPEAKING FOR CAMPAIGNS FOR BROADER GOALS RATHER THAN INDIVIDUALS BRINGING THEIR PERSONAL SQUABBLES TO THE SCHOOL BOARD.

NOW, IF WE ARE ALL ON THE SAME PAGE, THAT LIKE THE OTHER ALLIANCE MEMBERS THAT SPEAK HERE TONIGHT, IN OTHER MONTHS, I'M ADVOCATING FOR ALL OUR MEMBERS, NOT JUST MYSELF, BECAUSE THAT'S WHAT A UNION IS FOR.I WANT TO TALK ABOUT THE SALARY PROPOSALS FOR NEXT SCHOOL YEAR.
WE'RE TOLD THAT TEACHERS WILL GET A RAISE BASED ON THE GREATER OF THREE INCREASES CHANGE OF EFFECTIVENESS LEVEL CHANGE TO COMPENSATION LEVEL VALUE AND BOARD APPROVED DIFFERENTIATED SALARY INCREASE, WHICH I THINK IS SUPPOSED TO BE 2 TO 3%.
THE CHANGE TO COMPENSATION LEVEL VALUE IS SIMPLY A $1,000 INCREASE FOR ALL BUT THE HIGHEST EFFECTIVENESS LEVELS BECAUSE OF THE BELL CURVE USED FOR T, MANY TEACHERS FIND THEMSELVES PLATEAUED AT PROGRESSING TO A PROFICIENT ONE.
SO LET'S SAY THAT MOST TEACHERS STAY AT THE SAME EFFECTIVENESS LEVEL, THEN NO ONE SHOULD GET THAT $1,000 RAISE BECAUSE FOR NO COMPENSATION LEVEL IS THAT $1,000 GREATER THAN A 2% BOARD APPROVED RAISE.
A $1,000 ANNUAL RAISE IS ABOUT 1.3 TO 1.6%, DEPENDING ON EFFECTIVENESS LEVEL.
WHY INCLUDE IT AT ALL? FRANKLY, IT MAKES THOSE PROPOSING IT LOOK A LITTLE CLUELESS.
TEACHERS WILL SEE ANOTHER PAY CUT THIS YEAR AS INFLATION IS AROUND 4 OR 5%.
AGAIN, I SPEAK ON BEHALF OF MY COLLEAGUES AROUND THE DISTRICT WHO ARE STRUGGLING, WHO ARE TRYING TO FIND A PLACE TO LIVE, TRYING TO RAISE A FAMILY, TRYING TO PUT THEIR CHILD THROUGH COLLEGE, TRYING TO PAY OFF THEIR OWN STUDENT LOANS.

WE HAVE SPENT DAYS AND NIGHTS MAKING SURE THAT OUR KIDS NOT ONLY HAVE AN EDUCATION, BUT ALSO FOOD, SHELTER, MEDICAL CARE, MENTAL HEALTH SERVICES, SPECIALIZED EQUIPMENT AND SOCIAL SERVICES.
AND WE REMEMBER THOSE TEACHERS WHO GAVE THEIR LIVES TRYING TO PROTECT THEIR STUDENTS.
AND YET HERE WE ARE AGAIN ASKING FOR YOUR RESPECT AFTER 32 YEARS IN PRACTICE, I AM VERY FAMILIAR WITH MERIT BASED PAY, AND WHILE I UNDERSTAND THAT IT IS INTENDED TO PUSH PROFESSIONALS TO PERFORM AT THEIR BEST, IT NEVER WORKS THAT WAY BECAUSE THE SYSTEM IS INHERENTLY RIGGED.
THE REVIEW SYSTEM DOES NOT PASS THE MINIMAL STANDARDS OF VALIDITY.
IT BECOMES A LARGELY SUBJECTIVE MEASURE.
AND THEN THERE ARE THE TEST SCORES.
THE STAR TEST DATA IS NOT AN ACCURATE MEASURE OF TEACHER EFFECTIVENESS.
IT ONLY MEASURES HOW A STUDENT CAN TAKE A STANDARDIZED TEST.
IT CANNOT MEASURE CRITICAL THINKING OR REASONING OR ABSTRACT THOUGHT.
ALL THOSE THINGS THAT MAKE A PERSON TRULY EDUCATED AND PUTTING SO MUCH EMPHASIS ON THIS TEST FOSTERS DISCRIMINATION OF THOSE WHO DO NOT TEST WELL. TOO MANY STUDENTS WITH LOW AVERAGE IQ ARE PUSHED INTO SPECIAL EDUCATION SO AS TO NOT BRING THE TEST SCORES DOWN.
IT'S UNFAIR TO STUDENTS AND TEACHERS AND IS WRONG.
ALL SCHOOL PERSONNEL DESERVE AN ANNUAL COST OF LIVING ADJUSTMENT.
WE SHOULD NOT BE PAID BASED ON COMMISSION.
IN THE END, YOU CANNOT MEASURE QUANTITATIVELY EXCELLENCE.

AND WE SERIOUSLY NEED TO TO IMPLEMENT REPERCUSSIONS FOR ADMINISTRATORS WHO BULLY OR DO NOT FOLLOW LOCAL OR STATE LAW. DISD EMPLOYEES NEED TO RESPECT THE EQUITY AND THE DIGNITY.
