A GENERAL ELECTION WAS HELD ON MAY 6TH, 2023, FOR THE PURPOSE OF ELECTING THREE MEMBERS OF THE DALLAS INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES IN DISTRICTS TWO, SIX AND EIGHT. ON MAY 17TH, 2023, WE HELD A CALL BOARD MEETING TO CANVASS THE RESULTS OF THE ELECTION.

IN DISTRICT TWO, NO CANDIDATE RECEIVED A MAJORITY OF THE VOTES CAST.

THEREFORE, A JOINT RUNOFF ELECTION WILL BE HELD SATURDAY, JUNE 10TH, 2023.

THE FOLLOWING TRUSTEES ARE PRESENT FOR OUR MEETING THIS EVENING.

THIS MEETING WILL BE SIMULTANEOUSLY BROADCAST IN SPANISH ON SOCIAL MEDIA THROUGH DALLAS ISD AND ESPANOL, ON FACEBOOK AND THROUGH THE DISTRICT'S WEBSITE, TRUSTEE CARREÓN, IF YOU WILL, PLEASE.

IT'S IN ORDER FOR THE BOARD TO HOLD THIS MEETING IN AN EFFECTIVE MANNER, I WANT TO LET IT BE KNOWN THAT THE MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION AND ASK THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY BED LOCAL PERTAINING TO PUBLIC PARTICIPATION.

IT IS A CRIMINAL OFFENSE FOR A PERSON WITH THE INTENT TO PREVENT OR DISRUPT THE LAWFUL MEETING, TO SUBSTANTIALLY OBSTRUCT OR INTERFERE WITH THE ORDINARY CONDUCT OF A MEETING BY PHYSICAL ACTION OR VERBAL UTTERANCE AND THEREBY CURTAIL THE EXERCISE OF OTHERS.

THE BOARD IS HONORED TO RECOGNIZE THE CONRAD FRC ROBO CHARGERS ROBOTICS TEAM FOR BEING CROWNED THE UIL FRC STATE ROBOTICS CHAMPIONS IN HOUSTON ON APRIL 8TH, WHICH EARNED THEM A BID TO THE FIRST WORLD CHAMPIONSHIP.

AT THE WORLD CHAMPIONSHIP, THE ROBO CHARGERS FACED OVER 75 TEAMS FROM COUNTRIES ALL OVER THE WORLD.

THEY WENT INTO THE WORLD CHAMPIONSHIP, RANKED FIFTH IN THE WORLD WITH AN OVERALL RECORD OF 40 TO SIX.

THE TEAM SHOWED TREMENDOUS EFFORT AT THE CHAMPIONSHIP, FINISHING SECOND IN THEIR DIVISION.

SO IN MY SUPERINTENDENTS REPORT TONIGHT, I WOULD LIKE TO DISCUSS SOMETHING UNDER THE HEADING OF TRANSFORMATION AT DALLAS ISD.

AND NORMALLY WHEN WE TALK ABOUT TRANSFORMATION OR TRANSFORMATIONS, WE HAVE USUALLY POSITIVE THOUGHTS AND CHANGE AT LARGE SCALE IN MIND.

WE'RE THINKING ABOUT A REIMAGINATION OF OUR WORK AND A WAY TO BETTER SERVE OUR STUDENTS.

WELL, NOT THIS TIME.

TONIGHT, I WOULD LIKE TO DISCUSS THE NEGATIVE TRANSFORMATION THAT IS BEING THREATENED BY EDUCATION SAVINGS ACCOUNTS, ALSO KNOWN AS VOUCHERS.

THESE VOUCHERS WOULD SEND BILLIONS WITH A B OF PUBLIC DOLLARS TO PRIVATE SCHOOLS.

ON TUESDAY, THE SENATE PASSED A BILL THAT WOULD GIVE TEXAS FAMILIES $8,000 PER CHILD TO SEND THEIR CHILD TO PRIVATE SCHOOL, EVEN IF THAT CHILD IS ALREADY IN AN ATTENDING PRIVATE SCHOOL.

THAT'S NOT ACTUALLY A CHOICE ANYMORE.

THAT'S NOW CALLED A SUBSIDY.

BY CONTRAST, THE STATE PAYS PUBLIC SCHOOLS $6,160 PER STUDENT RIGHT NOW TO EDUCATE THAT CHILD.

I KIND OF FIND IT UPSETTING THAT THE TEXAS SENATE WOULD PAY PEOPLE MORE TO TAKE THEIR KIDS OUT OF PUBLIC SCHOOLS THAN IT PAYS TO EDUCATE THEM IN OUR OWN SCHOOLS.

PUTTING THAT ASIDE, I'D LIKE TO FOCUS ON THE INEVITABLE OUTCOME.

SHOULD THIS BILL BECOME A LAW WITH ESA'S INTACT, PUBLICLY SUBSIDIZING EVERYONE WHO GOES TO PRIVATE SCHOOL WILL QUICKLY RUN INTO THE BILLIONS OF DOLLARS PREVENTING MEANINGFUL INCREASES TO ANY OF OUR TEAM MEMBERS IN PUBLIC SCHOOLS, FROM CUSTODIANS TO COUNSELORS AND, OF COURSE, TEACHERS.

SO MUCH PUBLIC FUNDING WILL BE GOING TO PRIVATE SCHOOLS THAT THERE WON'T BE ENOUGH LEFT FOR PUBLIC SCHOOLS.

AND AS I DISCUSSED IN MY OP ED TODAY IN THE DALLAS MORNING NEWS, THE SENATE HAS CONNECTED AND TIED ESAS TO A MEAGER INCREASE IN SCHOOL FUNDING THAT WOULD NOT EVEN COME CLOSE TO CATCHING US UP TO INFLATION.

I HAVE REFERRED TO THIS AS A DEAL WITH THE DEVIL AND SOME HAVE QUESTIONED WHETHER I WAS CALLING THE GOVERNOR A DEVIL.

I AM NOT.

I AM CALLING ESAS THE DEVIL AND I DO NOT SUPPORT THIS DEAL.

TAKING A SMALL INCREASE IN STATE FUNDING IN EXCHANGE FOR VOUCHERS WOULD BE TANTAMOUNT TO NEGOTIATING THE TERMS OF OUR OWN

STORIES APPEARED ON TELEVISION, RADIO AND IN NEWSPAPERS ALL ACROSS TEXAS WITH THE SAME MESSAGE THAT INFLATION HAS GONE UP 14.5% IN THE LAST TWO YEARS, BUT OUR FUNDING HAS NOT INCREASED ONE PENNY.

I DON'T KNOW THAT PUBLIC SCHOOLS HAVE SPOKEN WITH ONE VOICE IN A DECENTRALIZED, YET COORDINATED EFFORT EVER BEFORE.

I HAD NEVER SEEN ANYTHING LIKE THAT.

SO I REALLY WANT TO TAKE A MOMENT TO THANK CHIEF DELANDER, WHO CONCEIVED OF AND ORGANIZED THIS MAY DAY EVENT, AND FOR THIS HE RECEIVED A GOLD PIN FROM ME. AND TO HAVE THAT SCENE COMPLETELY CHANGED EVERY SINGLE YEAR IS REALLY A CHALLENGE THAT I HAD TO OVERCOME.

AND I WAS REALLY OVERWHELMED THAT DAY.

SO I GOT TO GO TO STARBUCKS AND DO SOME HOMEWORK.

IT WAS LIKE STANFORD UNIVERSITY IN ANOTHER ONE, AND I RECEIVED THE FIRST ONE.

I NOTICED THAT I DIDN'T GET ACCEPTED TO IT.

I WITH MY COMPUTER, I CHECKED MY EMAIL AND I SAID, OH, YOU HAVE AN UPDATE FOR STANFORD UNIVERSITY.

AND WHENEVER LIKE OPEN THE LETTER.

I START SCREAMING, I START CRYING.

I START LIKE, OH MY GOD.

EVERYONE AT STARBUCKS WAS LIKE.

ARE YOU OKAY, MA'AM? PICK MY PHONE UP AND CHECK MY EMAIL.

IT SAYS YOU'VE BEEN ACCEPTED INTO THE STEM PROGRAM TO THE TEXAS CHRISTIAN UNIVERSITY.

A FULL RIDE ACADEMIC SCHOLARSHIP.

THAT'S NOT SOMETHING YOU JUST EXPECT TO HAPPEN.

I HAD AN EMAIL FROM HARVARD AND YALE AT THE SAME TIME.

I THINK I OPENED HARVARD BECAUSE I SAW HARVARD POPPED UP FIRST AND IT WAS JUST SAYING CONGRATULATIONS.

AND I WAS JUST LIKE, NO WAY.

AND IF YOU DON'T USE THAT AS AN INSPIRATION, THEN WHAT ARE YOU DOING? YOUR PAST DOESN'T DEFINE YOU.

AND HAVING THAT DETERMINATION.

YOU DON'T KNOW WHAT THE FUTURE HOLDS FOR YOU.

THIS YEAR HAS HAD ITS CHALLENGES, BUT WITHOUT THE SUPPORT OF THE COMMUNITY, WE WOULD NOT HAVE BEEN ABLE TO MAKE IT THROUGH.

I WAS SO EXCITED TO SEE THAT OUR CAMPUS WAS FINALLY GETTING THE IMPROVEMENTS THIS COMMUNITY DESERVES, BUT I'VE BEEN VERY DISCOURAGED BY DELAY AFTER DELAY IN THE PROCESS.

NOW WE ARE BEING TOLD THAT WE WILL BE UPROOTED TO ANOTHER CAMPUS FOR 18 PLUS MONTHS.

MOVING TO ARCADIA PARK WILL WEAKEN THE STRENGTH OF OUR COMMUNITY AND MANY PARENTS ARE ALREADY EXPRESSING THE DESIRE TO LEAVE SHOULD THEIR CHILDREN BE PLACED THERE.

ROSEMONT UPPER HAS UPPER HAS MANY PROGRAMS IN PLACE THAT ARE SHARED WITH LOWER CAMPUS, AND THESE PROGRAMS WILL SUFFER AND BECOME EXTINCT OVER THE NEXT SCHOOL YEARS.

WE ARE NOT ABLE TO STAY AT 719 NORTH MONTCLAIR.

PROGRAMS LIKE ROSEMONT DANCE COMPANY AND 12 HILLS NATURE CENTER WILL NOT SURVIVE THE MOVE.

FURTHERMORE, FURTHERMORE, THE IMPACT OF HAVING TO BUS 350 STUDENTS THERE AND BACK WILL HURT THE ACADEMIC PERFORMANCE OF OUR STUDENTS WHEN TEACHERS ARE NO LONGER ABLE TO TUTOR AFTER SCHOOL BECAUSE STUDENTS NEED TO NEED TO BOARD THEIR BUSSES.

THIS POOR MANAGEMENT HAS NEGATIVELY IMPACTED OUR CAMPUS AND ITS FUTURE.

PLEASE GIVE OUR TAXPAYING FAMILIES THE SAME PRIVILEGES THAT OUR 1919 STEPHENS FOREST DRIVE CAMPUS HAVE TO HAVE 21ST CENTURY FACILITIES IN THE NEIGHBORHOOD THEY CALL HOME.

WE VISITED ROSEMONT COUNTLESS TIMES AND CAN EASILY PICTURE WHERE OUR STUDENTS ARE GOING TO SCHOOL EACH DAY.

MOVING TO ARCADIA PARK WOULD MEAN CHANGE YET AGAIN.

WE LOVE OUR ROSEMONT TEACHERS AND STAFF.

ACCORDING TO DISD'S 2015 BOND TIMELINE, THE PLAN WAS FOR THE DESIGN PORTION OF THE PROJECT TO BEGIN 2019 AND CONSTRUCTION TO BEGIN FEBRUARY 27TH, 2020 AND CONCLUDE NOVEMBER 16TH OF 2020.

WELL, COVID HAPPENED, RIGHT? PERMITS AND BIDDING DIDN'T ACTUALLY BEGIN UNTIL SPRING OF 2021.

A YEAR AND A HALF LATER, CONSTRUCTION BEGAN SUMMER 2021 AND A COMPLETION DATE OF 20 WINTER 2022 WAS GIVEN TO US. LET ME ALSO ADD THE RENOVATION OF UPPER CAMPUS WAS ALWAYS PLANNED, DESIGNED AND COMMUNICATED TO THE COMMUNITY THAT IT WOULD BE FOURTH THROUGH EIGHTH GRADE.

WE'RE TOLD THAT TEACHERS WILL GET A RAISE BASED ON THE GREATER OF THREE INCREASES CHANGE OF EFFECTIVENESS LEVEL CHANGE TO COMPENSATION LEVEL VALUE AND BOARD APPROVED DIFFERENTIATED SALARY INCREASE, WHICH I THINK IS SUPPOSED TO BE 2 TO 3%.

THE CHANGE TO COMPENSATION LEVEL VALUE IS SIMPLY A $1,000 INCREASE FOR ALL BUT THE HIGHEST EFFECTIVENESS LEVELS BECAUSE OF THE BELL CURVE USED FOR T, MANY TEACHERS FIND THEMSELVES PLATEAUED AT PROGRESSING TO A PROFICIENT ONE.

SO LET'S SAY THAT MOST TEACHERS STAY AT THE SAME EFFECTIVENESS LEVEL, THEN NO ONE SHOULD GET THAT $1,000 RAISE BECAUSE FOR NO COMPENSATION LEVEL IS THAT $1,000 GREATER THAN A 2% BOARD APPROVED RAISE.

WE HAVE BEEN CONCERNED NOT ONLY ABOUT THEIR ACADEMIC NEEDS, BUT ALSO THEIR LIVING CONDITIONS, THEIR SAFETY AND THEIR TRAUMA.

WE HAVE STRETCHED OURSELVES BEYOND OUR LIMITS, AND I KNOW THAT WE WOULD DO ANYTHING TO HELP OUR KIDS.

AND YET HERE WE ARE AGAIN ASKING FOR YOUR RESPECT AFTER 32 YEARS IN PRACTICE, I AM VERY FAMILIAR WITH MERIT BASED PAY, AND WHILE I UNDERSTAND THAT IT IS INTENDED TO PUSH PROFESSIONALS TO PERFORM AT THEIR BEST, IT NEVER WORKS THAT WAY BECAUSE THE SYSTEM IS INHERENTLY RIGGED.

THE REVIEW SYSTEM DOES NOT PASS THE MINIMAL STANDARDS OF VALIDITY.

THERE IS NO INTER-RATER RELIABILITY SCORES ARE DEPENDENT ON THE REVIEWERS KNOWLEDGE AND UNDERSTANDING OF THE TEACHER AND THE CLASSROOM.

IT BECOMES A LARGELY SUBJECTIVE MEASURE.

AND THEN THERE ARE THE TEST SCORES.

THE STAR TEST DATA IS NOT AN ACCURATE MEASURE OF TEACHER EFFECTIVENESS.

IT ONLY MEASURES HOW A STUDENT CAN TAKE A STANDARDIZED TEST.

IT CANNOT MEASURE CRITICAL THINKING OR REASONING OR ABSTRACT THOUGHT.

ALL THOSE THINGS THAT MAKE A PERSON TRULY EDUCATED AND PUTTING SO MUCH EMPHASIS ON THIS TEST FOSTERS DISCRIMINATION OF THOSE WHO DO NOT TEST WELL. TOO MANY STUDENTS WITH LOW AVERAGE IQ ARE PUSHED INTO SPECIAL EDUCATION SO AS TO NOT BRING THE TEST SCORES DOWN.

IT'S UNFAIR TO STUDENTS AND TEACHERS AND IS WRONG.

ALL SCHOOL PERSONNEL DESERVE AN ANNUAL COST OF LIVING ADJUSTMENT.

A 2% RAISE FOR NURSES, THERAPISTS AND COUNSELORS DOES NOT SHOW THE DISTRICT VALUES OUR CONTRIBUTIONS.

IT IS NOT RIGHT WHEN THOSE WHO HAVE BEEN WITH THE DISTRICT FOR YEARS ARE PAID LESS THAN THE ENTRY LEVEL POSITIONS.

IF YOU WANT TO CONTINUE TO A MERIT BASED SYSTEM, IT HAS TO BE REASSESSED AND SHOULD BE IN ADDITION TO AND NOT IN PLACE OF COST OF LIVING ADJUSTMENTS.

TRANSIT WASN'T ALWAYS CONNECTABLE, AND IRONICALLY, THE COST OF TRANSIT WAS A BARRIER TO GETTING TO WORK.

EXTRACURRICULAR HOURS AND GETTING TO KNOW OUR METROPLEX.

AND I KNEW HOW CRITICAL, ACCESSIBLE PUBLIC GOODS AND SERVICES CAN BE.

AND I KNOW I'M NOT ALONE.

70% OF DALLAS COUNTY STUDENTS ARE LOW INCOME AND WOULD BENEFIT FROM FREE AND ACCESSIBLE TRANSIT.

CITIES LIKE AUSTIN, PORTLAND, KANSAS CITY AND LA ALREADY MAKE TRANSIT FREE AT THE POINT OF ACCESS FOR STUDENTS.

AND SO BECAUSE OF THESE REASONS AND MANY OTHERS, ME AND MY FRIENDS HAVE SPENT THE LAST COUPLE OF MONTHS COLLECTING 1000 SIGNATURES FOR OUR PETITION, GOTTEN HALF A DOZEN NEWS ARTICLES PUBLISHED ON THE ISSUE, AND SPOKEN TO HUNDREDS OF DART RIDERS AND STUDENTS.

AND WE'VE SENT SOME OF Y'ALL MANY, MANY EMAILS.

OUR REQUEST IS SIMPLE PLEASE FUND THIS PILOT PROGRAM IN THIS UPCOMING BUDGET.

IN SOME CASES, CHANGING A NAME OR DROPPING A HYPHENATED NAME IS A WAY TO GET YOUR POWER BACK.

MY SON IS A SOPHOMORE IN THE COLLEGIATE ACADEMY AT HILLCREST HIGH SCHOOL.

HE IS A TWO TIME DISTRICT CHAMPION IN WRESTLING.

HE'S EARNED. HE EARNED ROOKIE OF THE YEAR.

HIS FRESHMAN YEAR OF HIGH SCHOOL TAKES ADVANCED PLACEMENT CLASSES AND COLLEGE CLASSES WITH AN OVERALL GPA OF 4.01.

LANDING HIM IN THE TOP 10% OF THE 10,800 SOPHOMORES IN DALLAS ISD.

UNFORTUNATELY, MY SON HAS A HYPHENATED SURNAME THAT CONTAINS THE NAME OF HIS ABUSER.

HE RECEIVES AWARD CERTIFICATES AND WANTS TO HONOR A SURNAME THAT HE IS PROUD OF.

GUZMAN. I HAVE REQUESTED TO WORK WITH MY SON'S ABSENT, COMBATIVE AND CONTROLLING FATHER, AND HE HAS REFUSED TO ALLOW A SURNAME CHANGE.

IT IS A STEP IN THE RIGHT DIRECTION AS INFLATION REMAINS HIGH.

WE RECOGNIZE THE DISTRICT HAS WAS IN THE BALLPARK FOR KEEPING TRANSPORTATION MAINTENANCE, FOOD SERVICE SALARIES FLAT WHEN TAKING INFLATION INTO ACCOUNT.

SADLY, THE SAME CANNOT BE SAID FOR TEACHERS WHO WILL BE TAKING A PAY CUT.

WHEN TAKING INTO ACCOUNT INFLATION, THE DISTRICT NEEDS TO DO BETTER AND ENSURE NO DALLAS ISD EMPLOYEES ARE MAKING LESS THAN LAST YEAR'S WHEN ACCOUNTING FOR INFLATION.

WE UNDERSTAND THE STATE SHOULD BE DOING MORE TO HELP THE DISTRICTS WITH EDUCATOR SALARIES PER PUPIL FUNDING NEEDS TO BE INCREASED SUBSTANTIALLY.

WE KNOW THE ISD ADMIN AND MANY TRUSTEES HAVE BEEN PUSHING FOR FOR INCREASES AS WELL.

HOWEVER, IF THE DISTRICT MAINTAINS THERE IS NO MONEY FOR ADEQUATE RAISES, EDUCATOR RAISES THE NEED TO FOCUS ON IS IMPROVING THE DAY TO DAY FOR THE EMPLOYEES.

SO LET'S FOCUS ON SOME WAYS ISD CAN IMPROVE THE DAY TO DAY WORKING CONDITIONS TO BETTER RETAIN EMPLOYEES.

WE NEED TO STOP CLASS SIZE WAIVERS.

WE NEED A FAIR EVALUATION SYSTEM FOR EMPLOYEES.

AND AS YOU KNOW, WE NEED FEWER CENTRAL STAFF AND INSTEAD WE NEED A LIBRARIAN AT EVERY CAMPUS.

AND WE SERIOUSLY NEED TO TO IMPLEMENT REPERCUSSIONS FOR ADMINISTRATORS WHO BULLY OR DO NOT FOLLOW LOCAL OR STATE LAW. DISD EMPLOYEES NEED TO RESPECT THE EQUITY AND THE DIGNITY.

MAYBE WE NEED TO PREEMPTIVELY COURSE CORRECT A LITTLE BIT TO MINIMIZE THE DISRUPTION AND LEARNING FOR THOSE UPPER CAMPUS STUDENTS.

AND THESE DISRUPTIONS FOR UPPER CAMPUS STUDENTS ARE CAUSING LEARNING INEQUITIES FOR ALL OF THE STUDENTS.

AND NOW HERE WE ARE WITH ONLY A COUPLE HOURS LEFT IN THE SCHOOL YEAR.

AND IN ORDER TO ADDRESS THE EXISTING INEQUITIES ALREADY CREATED, WE ARE PROPOSING THAT WE'RE SHIPPING THOSE KIDS OFF TO A BUILDING THAT HAS NOT BEEN A FUNCTIONING SCHOOL FOR ALMOST 20 YEARS.

THESE DECISIONS NEED TO BE MADE COLLABORATIVELY WITH THE FEEDBACK OF PARENTS AND TEACHERS.

AFFECTED PARENTS AND AFFECTED TEACHERS.

THESE CONVERSATIONS SHOULD HAVE BEEN HAD MONTHS AGO BEFORE APPLICATION DEADLINES ALREADY CAME AND ALREADY WENT, LEAVING MANY OF US PARENTS WITH VERY FEW OPTIONS. THE PARENTS THAT EVEN KNOW WHAT IS GOING ON BECAUSE ZERO COMMUNICATION HAS COME FROM THE DISTRICT UNTIL QUITE CONVENIENTLY, ONE HOUR BEFORE WE GOT HERE. AND THAT SEEMS JUST A LITTLE DELIBERATE, IF YOU'RE ASKING ME.

SO THE TIMING FEELS.

AND IF YOU AND WHEN I PUT IT ONLINE, IT WAS AMAZING HOW MANY OTHER PEOPLE RESPONDED ACROSS.

AND OR THEY JUST DON'T EVEN COME, WHICH ROCKWALL DOES.

THEY SAY, DON'T EVEN COME TILL LUNCH TIME.

AND THAT WAY YOU DON'T NEED AS MANY TEACHERS.

IT'S A WASTE OF OUR TIME.

THE KIDS ARE FRUSTRATED.

SO THAT'S A GOOD KUDOS FOR THAT.

A COUPLE OF ISSUES OR CONCERNS THAT WE DO HAVE AS FAR AS OUR PTSA AND THE COMMUNITY IN THE CARTER AREA, WE WERE LOOKING AT SOME OF THE DATA FOR LIKE THE ASSOCIATE'S DEGREE.

THE 21 TO 22 ATTEMPTED STUDENTS WAS LIKE 44,000 IN THE DISTRICT.

I THINK LIKE 900 ACTUALLY GOT THE ASSOCIATE'S DEGREE IN THAT TIME FRAME IN THE DISTRICT, WHICH IS LIKE 2%.

AND THEN WHEN YOU LOOK AT BASE CERTIFICATIONS IN THE DISTRICT DURING THAT TIME FRAME, YOU LOOK AT 4 TO 4000 ATTEMPTED BASE CERTIFICATIONS, WHICH IS ABOUT 6000, WHICH IS ONLY LIKE 14%.
