BUT I WANT TO SALUTE THOSE WOMEN WHO FOLLOWED THEIR TRAILS AND TURNED THE UNUSUAL INTO THE EXPECTED.
AS SOMEONE WHO IS CURRENTLY SERVING IN A ROLE ONCE EXCLUSIVELY OCCUPIED BY A MAN, I AM PERSONALLY GRATEFUL TO ALL OF THE WOMEN WHO HAVE MADE BEING A HIGH SCHOOL PRINCIPAL OR A COACH OR A LAWYER OR A POLICE OFFICER OR A FIREFIGHTER OR A DOCTOR PERFECTLY AND MARVELOUSLY ORDINARY.
THANK YOU TO ALL THOSE WHO HELPED ME BE ABLE TO SERVE IN THIS ROLE.
AND AGAIN, I WANT TO TAKE A MOMENT TO THANK THE WOMEN BOARD MEMBERS ON THIS PLATFORM.
TRUSTEE WHITE AND TRUSTEE FORMAN.
[00:15:07]
DALLAS ISD IS STARTING A NEW TRADITION WHEN THE DALLAS ISD LEADERS SITTING BEFORE YOU NOTICE TEAM MEMBERS GOING THE EXTRA MILE, THEY WILL AWARD THEM WHAT WE'RE CALLING THE DALLAS ISD PIN, WHICH IS THE SAME LAPEL PIN THAT THEY WEAR.DEPUTY CHIEF OF STAFF PAM LEHRER GAVE OUT THE FIRST DALLAS ISD PIN TO MARK WAGNER FROM MAINTENANCE AND FACILITY SERVICES FOR GOING ABOVE AND BEYOND ON SOME PROJECTS THAT SHE HAD.
I TOO GAVE AWAY A DALLAS ISD PIN TO SOMEONE IN THIS BUILDING, MISS TAMMY, WHO WENT ABOVE AND BEYOND TO GET ME A CHOCOLATE BAR ONE DAY WHEN THERE WERE M&MS ONLY WITH PEANUTS, AND SHE KNEW I LIKED THEM WITHOUT PEANUTS.
SHE WENT ON HER BREAK TO GET ME M&MS WITHOUT PEANUTS.
THOSE ARE THE TYPE OF TEAM MEMBERS THAT WE HAVE THAT I GET TO WORK ALONGSIDE EVERY SINGLE DAY.
LEAR, FOR GETTING THE BALL ROLLING.
AND MOST IMPORTANTLY, THANK YOU, MARK, ALSO FOR YOUR SERVICE TO DALLAS ISD.
AND OF COURSE, AS WE JUST DID A FEW MINUTES AGO, WE CELEBRATED BOTH A SWIMMER AND ACADEMIC CHAMPION AND JUSTIN F KIMBALL'S BOYS BASKETBALL TEAM WHO WON THE FIVE A STATE CHAMPIONSHIP AGAINST KILLEEN ELLISON TO EARN THE SCHOOL'S SEVENTH STATE CHAMPIONSHIP, THE MOST IN DALLAS ISD HISTORY AND THE SECOND MOST IN STATE HISTORY.
AND WHILE I HEARD TRUSTEE FOREMAN CALL HIM HOLLYWOOD NICK, TRUTHFULLY, HE HAS WON EVERY SINGLE COACH OF THE YEAR AWARD, I THINK THAT I'VE SEEN IN OUR AREA.
SO CONGRATULATIONS TO OUR TEAM MEMBERS WHO CHOOSE TO SERVE AT KIMBALL HIGH SCHOOL AND IN DALLAS ISD.
THERE IS NO DEBATE ABOUT THIS NEXT ONE.
CHRIS WRIGHT OF IRMA LERMA RANGEL YOUNG WOMEN'S LEADERSHIP SCHOOL WAS NAMED BY THE NATIONAL ASSOCIATION FOR URBAN DEBATE LEAGUES AS ITS COACH OF THE YEAR. HE HAS BEEN COACHING DEBATE IN THE DALLAS URBAN DEBATE ALLIANCE SINCE 2012 AND WAS CHOSEN FROM AMONG COACHES REPRESENTING, LISTEN TO THESE CITIES DETROIT, TULSA, MINNESOTA, MIAMI DADE AND BOSTON SCHOOLS.
TRUSTEES, LET ME TELL YOU, WHEN A REPRESENTATIVE FROM THE NATIONAL ASSOCIATION FOR URBAN DEBATE LEAGUES ANNOUNCED MR. WRIGHT AS COACH OF THE YEAR, THERE WERE SCREAMS, ACTUAL SCREAMS OF JOY FROM OUR STUDENT BODY.
WE ARE SO LUCKY TO HAVE CHRIS WRIGHT ON OUR TEAM.
CONGRATULATIONS TO ONE OF OUR TEACHERS, TO JOSUE TAMAREZ TORRES, A MASTER TEACHER WHO TEACHES FOURTH AND FIFTH GRADE BILINGUAL MATH AT BLANTON ELEMENTARY. IN MARCH 2022, THE GOVERNOR APPOINTED MR. TORRES TO LEAD THE TEACHER VACANCY TASK FORCE, WHICH RECENTLY RECOMMENDED PAY RAISES, MORE TRAINING AND BETTER WORKING CONDITIONS TO ADDRESS TEACHER RETENTION. THANK YOU, MR. TORRES, FOR YOUR SERVICE TO THE STATE AND FOR MAKING ALL OF US AT DALLAS ISD PROUD.
AND I'M PLEASED TO SEE THAT MANY IN THE LEGISLATURE HAVE HEARD HIS CALL AND THOSE OF OTHERS AND ARE PROPOSING TEACHER PAY INCREASES THAT I CERTAINLY SUPPORT. BUT I WOULD BE REMISS IF I DIDN'T POINT OUT THAT EVERYONE IN SCHOOLS DESERVES A PAY INCREASE FROM CUSTODIANS TO COUNSELORS.
AND AT THE SAME TIME, AS TRUSTEE MARSHALL POINTED OUT THIS WEEK IN HIS EXCELLENT OP ED IN THE DALLAS MORNING NEWS, IF THE LEGISLATURE PASSES VOUCHERS, THAT WILL MEAN STUDENTS LEAVE PUBLIC SCHOOLS, WHICH MEANS WE SEND THE STATE MORE MONEY IN RECAPTURE AND WILL LEAVE US EVEN LESS DOLLARS TO GIVE OUR TEAM MEMBERS THE PAY INCREASES THEY SO DESERVE.
SO LET'S TAKE A LESSON FROM MR. TORRES EXAMPLE, AND LET'S GET INVOLVED.
PICK UP A PHONE AND CALL YOUR STATE SENATORS AND REPRESENTATIVES, SEND THEM EMAILS TO YOU, AND LET THEM KNOW WHERE YOU STAND ON SALARIES IN PUBLIC EDUCATION AND PUBLIC VOUCHERS REGARDING PRIVATE SCHOOLS.
IF YOU'RE NOT SURE WHO YOUR ELECTED REPRESENTATIVES ARE, YOU CAN GOOGLE WHO REPRESENTS ME TEXAS.
AND THE TOP ANSWER IS A WEBSITE CALLED WHO REPRESENTS ME.
[00:20:05]
DANGER, WHILE AT THE SAME TIME ESCORTING OTHER STUDENTS AWAY FROM DANGER.RAUL VELAZQUEZ, AN ATHLETIC TRAINER WHO RENDERED FIRST AID.
BRANDY ELDER, AN ASSISTANT ATHLETIC COORDINATOR WHO NOTIFIED SCHOOL LEADERSHIP AND ALL, AND BOB ROMANO, A BAND DIRECTOR WHO CALLED 911 AND ALSO RENDERED AID.
THEY WERE AT THEIR BEST WHEN THINGS WERE AT THE WORST.
[APPLAUSE] AND BY DOING SO, THEIR ACTIONS PROVIDED THE BEST EXAMPLE OF HOW DALLAS ISD TEAM MEMBERS MAKE STUDENTS AND THEIR ENTIRE COMMUNITY SAFETY AS A PRIORITY FOR EVERYONE EVERY SINGLE DAY.
THANK YOU. WELL, NOW, DO WE HAVE ANY COMMITTEE REPORTS? OKAY, WE'LL MOVE TO THE TRUSTEE DISTRICT REPORTS, STARTING WITH DISTRICT ONE TRUSTEE FLORES.
SO FIRST, KUDOS TO KALEY CARR, A BASKETBALL PLAYER AT W.T.
WHITE HIGH SCHOOL, FOR BEING SELECTED TO THE 2020 2223 GIRLS ALL REGION TEAMS. CONGRATULATIONS TO EDIE WALKER, MIDDLE SCHOOL'S MATH TMSCA TEAM AND MEDALIST JOSHUA BLANCO, JOSUE JOVEL CELAYA AND YANCY MORENO.
GOOD LUCK TO LONG NGUYEN, WHO ADVANCED TO THE STATE COMPETITION.
SPEAKING OF THOMAS JEFFERSON HIGH SCHOOL, I WANT TO CONGRATULATE THE HIGH SCHOOL'S DEBATE TEAMS JESSE ESCAMILLA, JUAN VALDEZ, DIEGO FRIDAY AND ANA PERALTA FOR BEING AMONG THE 12 DALLAS ISD STUDENTS WHO QUALIFIED FOR THE STATE CHAMPIONSHIP WHILE THEY DIDN'T MAKE THE NEXT ROUND.
WE'RE VERY, VERY PROUD OF THEM FOR THIS OUTSTANDING ACHIEVEMENT.
IT IS A REMINDER THAT WE MUST MAINTAIN CONSTANT VIGILANCE.
I WANT TO THANK THE IMMEDIATE REACTION OF THE TEAM, THE LEADERSHIP, THE FACULTY, THE STAFF AND THE STUDENTS WHO IMMEDIATELY FOLLOWED WELL-HONED PROCEDURES TO MEET AND OVERCOME THIS CRISIS.
A HEARTFELT THANK YOU TO ALL INVOLVED AND THOSE THAT THE SUPERINTENDENT LISTED A FEW MINUTES AGO.
I'LL GIVE THE DISTRICT TWO REPORT.
I HAVE A NUMBER OF ACCOLADES TODAY, SO BEAR WITH ME.
ON FEBRUARY 27TH, THE WOODROW GOLF TEAM PLAYED IN THE LAKE HIGHLANDS CLASSIC.
THE BOYS TEAM PLAYED THAT SAME DAY AT TENNYSON PARK AND BOTH WON FIRST PLACE.
SO GREAT, GREAT JOB TO THE GOLF TEAM AT WOODROW.
ALSO WANT TO CONGRATULATE THE 50 LUCKY SEVENTH AND EIGHTH GRADERS FROM DEALEY MONTESSORI THAT HAD THE CHANCE TO TASTE TEST A NEW RECIPE FOR VEGAN TACOS FROM DALLAS ISD'S FOOD AND CHILD NUTRITION SERVICES DEPARTMENT.
ALTHOUGH MY MEAT LOVING SELF CAN'T RELATE TO THAT.
SO BIG CONGRATULATIONS ALSO TO THE WOODROW STUDENT JOHN MCKENNA, AJEET FRIEDMAN, AVIELLE GASCHO AND WILL WEGNER FOR SETTING A NEW RELAY RACE SCHOOL RECORD ON MARCH 1ST FOR THE FOUR BY 800 METER RELAY.
THEY RAN IT IN 8.35, WHICH IS AN ALL TIME SCHOOL RECORD.
CONGRATULATIONS TO THE NINE STUDENTS WHO ADVANCED TO REGIONALS.
WOODROW REACHED A TIE FOR THIRD PLACE IN TEXAS.
SO CONGRATULATIONS TO WOODROW.
ALSO WANT TO GIVE A HUGE THANK YOU TO UNITED TO LEARN FOR HELPING PRESTON HOLLOW ELEMENTARY SCHOOL WITH OUTDOOR COURTYARD RENOVATIONS ON MARCH 4TH AND GIVE KUDOS TO THE SUDIE WILLIAMS TAG ACADEMY DESTINATION IMAGINATION TEAMS, CRYPTOR AND CALIFORNIA COWS FOR MAKING IT TO THE TEXAS STATE TOURNAMENT.
LASTLY, I WANT TO ADD THAT WE AT DISD HOLD OUR STAFF MEMBERS TO VERY HIGH STANDARDS, AND I'M VERY PROUD TO CELEBRATE DISTRICT TWO PRINCIPALS WHO HAVE EARNED THE MASTER PRINCIPAL DISTINCTION.
AND WE'RE ETERNALLY GRATEFUL FOR THEIR HARD WORK AND DEDICATION THAT THEY POUR INTO OUR SCHOOLS.
[00:25:07]
AND I THINK THAT WE FOR THE FIRST TIME AFTER MANY CYCLES OF VOUCHER BILLS BEING ON THE TABLE, ARE IN A SITUATION WHERE THEY ARE VERY LIKELY TO PASS.SO I HOPE IF THERE'S EVER A TIME THAT YOU ARE GOING TO GET INVOLVED IN ADVOCATING WITH YOUR STATE REPRESENTATIVES, YOUR SENATORS AND YOUR HOUSE OF REPRESENTATIVE MEMBERS, I HOPE YOU'LL DO IT NOW.
SO PLEASE TAKE THE TIME TO CONTACT THOSE FOLKS AND LET THEM KNOW YOUR OPINION.
THANKS. THANK YOU TRUSTEE MARSHALL.
I WILL GIVE THE DISTRICT THREE ACCOLADES.
FIRST, A BIG SHOUT OUT TO THE LARRY G.

AND I'D ALSO LIKE TO GIVE A SHOUT OUT TO SANGER PREPARATORY FOR HAVING BEEN NAMED AN IB SCHOOL, AND THAT PROGRAM WILL BEGIN NEXT YEAR.
AND THAT CONCLUDES THE DISTRICT THREE REPORT.
THANK YOU. CONGRATULATIONS TO THE PRINCIPAL OF THE YEAR FROM H.
WE HAVE PRINCIPAL FRANCINE TAYLOR AND FROM RICHARD LAGO ELEMENTARY SCHOOL, SAMANTHA WHITE.
THANK YOU GUYS FOR ALL THE WORK THAT YOU DO ON YOUR CAMPUSES.
THANK YOU SEAGOVILLE HIGH SCHOOL AND COACH STEPHEN JACKSON JUNIOR FOR HOSTING ONE OF THE MARCH MADNESS SPECIAL OLYMPICS D-LEAGUE BASKETBALL TEAM THIS MONTH. IT WAS A GREAT NIGHT FOR OUR DRAGONS.
IT'S ALWAYS AN HONOR TO RECOGNIZE SCHOLAR ATHLETES.
CONGRATULATIONS TO THE TALENTED AND GIFTED SCHOOL AT PLEASANT GROVE FOR BEING RECOGNIZED BY CHILDREN AT RISK AS ONE OF THE TOP FIVE SCHOOLS IN TEXAS AND RECEIVING A GOLD RIBBON IN THE ELEMENTARY AND MIDDLE SCHOOL CATEGORIES.
WE CELEBRATE NATIONAL SCHOOL BREAKFAST WEEK THIS MONTH, AND I WANT TO ONCE AGAIN THANK OUR CAFETERIA WORKERS FOR THE GREAT JOB THEY DO, PROVIDING OUR STUDENTS WITH HEALTHY BREAKFAST OPTIONS FOR SCHOOL.
PLEASE JOIN ME IN WELCOMING TITO SOLIS TO FLORENCE YOUNG MEN'S LEADERSHIP ACADEMY.
HE WILL OFFICIALLY BEGIN HIS ROLE ON APRIL THE 3RD, 2023, OF COURSE, AND IN LIGHT OF WOMEN'S HISTORY MONTH, TO ADD ON TO WHAT HAS ALREADY BEEN SAID, I WOULD LIKE TO DEFINITELY THANK THE MOTHERS WHO GET UP EVERY MORNING, MAKE THE BREAKFAST.
WHETHER YOU'RE STAYING AT HOME OR YOU HAVE TO GO OUT AND WORK AS WELL.
AND IF YOU HAVE MORE THAN ONE OF THOSE WHOLE HUMANS IS QUITE A TASK, AS YOU KNOW.
AND I WOULD ALSO LIKE TO ADD ON TO WHAT TRUSTEE HENRY AND DR.
I'M SORRY, MARSHALL. THANK YOU, SIR.
BUT IT IS SO IT'S SO CRUCIAL THAT WE DO CONTACT OUR SENATORS CONCERNING WHAT IS BEING LABELED AS CREDIT VOUCHERS FOR PRIVATE SCHOOLS.
IF YOU DON'T WANT TO KNOW, YOU CAN MAKE A PHONE CALL LIKE IT WAS MENTIONED.
AND IF YOU KNOW ANYONE WHO ACTUALLY LIVES IN THE MAN OF THE CHAIRS DISTRICT, CALL THEM UP AND LET THEM KNOW THAT WE NEED OUR PUBLIC SCHOOLS BECAUSE THEY DON'T HAVE I FEEL THEY DON'T HAVE OUR BEST INTERESTS AT HEART HERE.
SO ONCE AGAIN, UNIONS, EVERYBODY ELSE THAT'S INVOLVED, THERE'S QUITE A LOT OF PEOPLE BEHIND THE SCENES, BUT THEY NEED TO HEAR FROM PEOPLE WHO VOTE FOR THEM EVERY DAY BECAUSE WE CAN VOTE THEM IN AND OUT OF OFFICE.
[00:30:04]
TRUSTEE JOHNSON.CONGRATULATIONS TO MISS LAURA LEON FROM YVONNE A.
EWELL TOWNVIEW SCHOOL OF HEALTH PROFESSIONS.

IN DISTRICT FIVE, GREAT THINGS ARE HAPPENING IN DISTRICT FIVE.
I ALSO WANT TO SHARE WITH TRUSTEE FLORES THE SITUATION.
THIS IS SOMETHING THAT WE HAVE BEEN DEALING WITH IN MY COMMUNITY.
MANY OF YOU KNOW THAT MY SON DIED FROM SENSELESS GUN VIOLENCE, SO IS VERY DEAR TO MY HEART.
I'M DOING EVERYTHING NOT TO EVEN BREAK DOWN WHEN YOU TALK ABOUT IT.
I ATTENDED A CONFERENCE COUNCIL OF GREAT CITY SCHOOLS, WHICH WAS LIFE CHANGING TO ME.
AND THESE VOUCHERS ARE A PROBLEM.
MOST PEOPLE THAT GO TO PRIVATE SCHOOLS CAN AFFORD THEIR KIDS EDUCATION.
SO IF YOU CAN AFFORD YOUR KIDS EDUCATION, WHY WOULD YOU TAKE MONEY FROM PUBLIC SCHOOLS TO PAY FOR A VOUCHER? IT DOESN'T MAKE SENSE.
BUT APRIL 4TH, WE ARE GOING TO AUSTIN.
PASTORS IN THE COMMUNITY ARE PAYING FOR THE BUSSES.
THE NAACP WILL BE GOING AS WELL.
PLEASE COME. YOU DON'T HAVE TO PAY FOR A BUS.
IF I SOUND A LITTLE GIDDY, I AM.
IT WAS SO EXCITING TO HAVE MY KIMBALL KNIGHTS IN THE HOUSE.
NOW YOU CAN SEE WHAT I EXPERIENCED WITH THOSE WONDERFUL PLAYERS, COACHES, PRINCIPALS AND OTHER STAFF MEMBERS THAT HELPED TO MAKE KIMBALL HIGH SCHOOL WHAT IT IS TODAY.
AS YOU KNOW, THEY ARE THE STATE CHAMPIONS FOR FIVE-A AND THEY'VE HAD SEVEN STATE CHAMPIONSHIPS, WHICH IS SOMETHING REALLY ASTONISHING AND I'M HAPPY FOR THEM.
PRINCIPAL SONYA BARNES AND HER STAFF AND ALL THE STUDENTS ARE AMAZING.
I LOVE WORKING WITH OUR CHILDREN.
ONE OF THE BIG SURPRISES FOR ME WAS DR.
THAT WAS WHAT WAS MOST IMPORTANT.
I ALSO ATTENDED THE AFRICAN AMERICAN READING AND IT WAS WONDERFUL THIS YEAR.
[00:35:08]
LOVE FOR READING.IT WAS WONDERFUL TO SEE THE KIDS.
AND THEN THE LAST THING IS CARTER HIGH SCHOOL BASKETBALL STANDOUT KYLE GIVENS TO DATE AND CURRENTLY IS RANKED AS THE VALEDICTORIAN OF CARTER HIGH SCHOOL.
[APPLAUSE] I KEEP REMINDING YOU, IF WE GIVE OUR STUDENTS WHAT THEY NEED, THEY WILL PERFORM.
COACH TAYLOR IS KNOWN THROUGHOUT THE DFW METROPLEX, NOT ONLY FOR HAVING 500 WINS, 500 WINS, BUT ALSO FOR WINNING 14 DISTRICT SOFTBALL TITLES TO DATE.
IT'S AN INCREDIBLE MILESTONE AND OUR STUDENTS ARE SO LUCKY TO HAVE COACH TAYLOR.

KEEP UP YOUR READING ALL THE WAY TO THE TOP.
WAY TO GO. AND THIS CONCLUDES MY REPORT.

THANK YOU. AND BEFORE WE PROCEED TO THE PUBLIC FORUM, I'D LIKE TO ALSO THANK THE SUPERINTENDENT AND THE LEADERSHIP TEAM AT THOMAS JEFFERSON HIGH SCHOOL FOR THE WAY THEY HANDLED THIS TRAGEDY.
SO THANK YOU FOR HANDLING THIS IN SUCH A APPROPRIATE WAY.
ALL RIGHT. WE'RE NOW UP TO ITEM SIX OF THE AGENDA.

PLEASE LISTEN CAREFULLY AS YOUR NAME IS CALLED, I WILL CALL FOR SPEAKERS AT A TIME.
WE WILL BEGIN WITH SPEAKERS TO AGENDA ITEMS FOLLOWED BY SPEAKERS TO NON AGENDA ITEMS. OUR FIRST SPEAKER IS ROBIN KIRK, FOLLOWED BY DANIEL WOOD, ANTHONY PETERSON AND STEWART BECKER ON DECK.
AS SOON AS THE CLOCK COMES UP, YOU MAY BEGIN.
HELLO, HONORABLE BOARD MEMBERS AND DR.
ELIZALDE. MY NAME IS ROBIN KIRK.
I'M SORRY. COULD YOU PLEASE STEP A LITTLE CLOSER TO THE MICROPHONE? AND IS THIS GOOD? YES, THAT'S GOOD. AND WE CAN RESTART THE CLOCK.
I APPRECIATE IT. HELLO, HONORABLE BOARD MEMBERS AND DR.
ELIZALDE. MY NAME IS ROBIN KIRK.
I LIVE IN DISTRICT NINE AND I'M A PUBLIC SCHOOL SUPPORTER AND SPOUSE OF A DISD TEACHER.
THIS ITEM WILL AUTHORIZE CERTAIN TRAINED DISTRICT STAFF MEMBERS TO ADMINISTER AN OPIOID ANTAGONIST, WHICH IS A SAFE AND EFFECTIVE DRUG MORE COMMONLY KNOWN AS NARCAN, TO A STUDENT EXPERIENCING A SUSPECTED OPIOID OVERDOSE.
WE ALREADY KNOW THAT THIS CHANGE WILL SAVE LIVES.
I WANT TO URGE THE BOARD AND ALL THE EXECUTIVE DIRECTORS AND THE ADMINISTRATORS AT EVERY SINGLE SCHOOL TO EACH TAKE IT UPON YOURSELVES TO PERSONALLY ENSURE THE FOLLOWING AFTER THIS PASSES TONIGHT, ONE, NARCAN IS STORED ON EVERY CAMPUS IN YOUR PIECE OF THE DISTRICT.
TWO, THAT IT IS STORED IN PLACES KNOWN AND EASILY ACCESSIBLE TO ALL THOSE WHO CAN ADMINISTER IT.
THREE, THAT THERE ARE MULTIPLE DOSES AVAILABLE EVERY DAY IN EVERY SCHOOL.
THIS NEEDS TO BE THE FIRST STEP OF MANY MORE.
YOU CAN USE THE NAMES OF THESE DRUGS.
TEACH THEM ABOUT THE JESSICA SOSA ACT, ALSO KNOWN AS THE TEXAS GOOD SAMARITAN OVERDOSE LAW.
TEACHERS, ADMINISTRATORS, COUNSELORS, YOU NEED TO FEAR NO SUNSHINE.
BECAUSE NOTHING'S MORE IMPORTANT THAN DEFENDING THE STUDENTS FROM THESE DEALERS.
THEY LITERALLY DON'T CARE IF KIDS OVERDOSE AND DIE.
THANK YOU AGAIN FOR THE UPCOMING VOTE ON ITEM 9.04 AND FOR BEGINNING THIS PROCESS.
DANIEL WOOD, FOLLOWED BY ANTHONY PETERSON, STUART BECKER AND TANYA HERNANDEZ ON DECK.
[00:45:01]
HELLO, MY NAME IS DANIEL WOOD, BUT EVIDENTLY I DON'T THINK I HAVE TO EVEN SAY THAT I'M THE CHAIR OF THE NEIGHBORHOOD BUCKNER TERRACE NEIGHBORHOOD ASSOCIATION.THAT IS AN ADVOCACY GROUP IN THIS NEIGHBORHOOD.
OUR COMMUNITY IS MADE UP OF OVER 3500 SINGLE FAMILY HOMES AND SEVERAL HUNDRED APARTMENTS.
THE BUCKNER TERRACE NEIGHBORHOOD ASSOCIATION HAS BEEN AROUND FOR ABOUT 40 YEARS.
A COUPLE OF YEARS AGO, WE STARTED A CONVERSATION ABOUT INSTALLING DOG CLEAN UP STATIONS AROUND THE SCHOOL, AND THAT CONVERSATION LED TO WHAT WE SEE AT EDNA ROWE TODAY . A FACILITY THAT WAS ONCE EVALUATED BY THE PARSONS REPORT AS THE THIRD WORST ELEMENTARY FACILITY IN DISD COLLECTION OF SCHOOLS.
TODAY, I WOULD ARGUE THAT IT'S ONE OF OUR NICEST.
TRUSTEE NUTALL, PRINCIPAL MACFARLAND AND I HAD A LOT OF CONVERSATIONS OVER THE YEARS, AND THEN WHEN TRUSTEE HENRY JOINED THE BOARD STARTED HAVING THOSE CONVERSATIONS WITH HIM. THE FACILITY WOULD NOT BE WHAT IT IS TODAY WITHOUT THE HARD WORK AND DEDICATION OF THE STAFF AND LEADERSHIP OVER THE PAST SEVERAL YEARS.
LAST YEAR WE EMBARKED ON A NEW PAGE AT EDNA ROWE WITH A FRESH FIRST TIME PRINCIPAL, MR. AARON JOSEPH. SORRY FOR SAYING HIS NAME, BUT HE DESERVES IT.
WE COULD BE NO MORE PROUD OF THE ACCOMPLISHMENTS, BUT THE MORE IMPRESSIVE, HE REBUILT THE COMMUNITY'S TRUST AND CONNECTION AND TURNED THE CAMPUS BACK INTO A NEIGHBORHOOD SCHOOL THAT WE ARE PROUD OF AS WE EMBARK IN THE NEW AVENUE AT EDNA ROWE BECOMING A MONTESSORI SCHOOL.
ON BEHALF OF THE BUCKNER TERRACE NEIGHBORHOOD ASSOCIATION, WE CAN'T WAIT TO SEE THE HEIGHTS MR. JOSEPH LAUNCHES THE BUCKNER TERRACE MONTESSORI IN THE FALL.
LASTLY, THANK YOU FOR THE SUPPORT AND THE LOVE THAT HAS BEEN SHOWN TO ME PERSONALLY OVER THE PAST YEARS AS I HAVE PUSHED, PUSHED, PUSHED AND MORE AND MORE AND MORE ALL IN THE EFFORT TO PROVIDE FAMILIES IN OUR COMMUNITIES THE BEST POSSIBLE SCHOOL FOR OUR KIDS.
ANTHONY PETERSON, FOLLOWED BY STUART BECKER WITH TANYA HERNANDEZ AND ELIZABETH FERRIS ON DECK.
GOOD EVENING, SUPERINTENDENT, ALL ELECTED OFFICIALS AND CITIZENS OF DALLAS.
MY NAME IS ANTHONY PETERSON, I RESIDE AT 607 GREEN MEADOWS LANE, OVILLA, TEXAS.
I AM A SEVEN YEAR DISD SCHOOL BUS DRIVER AND A 37 YEAR CAREER SOCIAL WORKER.
MY SERVICE CENTER AT LOCATED AT 3001 WEST WINTERGREEN ROAD, LANCASTER, TEXAS.
ON JANUARY THE 4TH, 2023, I ATTENDED OUR AREA TRANSPORTATION MONTHLY LOT MEETING.
THE ONE TOPIC THAT WAS DISTURBING WAS PROPER BATHROOM ETIQUETTE.
OUR AREA DIRECTOR CALLED THE WOMEN'S BATHROOM NASTY AND FILTHY.
SHE TALKED ABOUT THE HORRIBLE ODOR THAT LURKED IN AND OUTSIDE OF THIS BATHROOM.
SHE ALSO STRESSED THE IMPORTANCE OF WOMEN THAT ARE ON THEIR MENSTRUAL CYCLE TO PROPERLY DISPOSE OF THEIR SANITARY PRODUCTS SO BLOOD WOULD NOT BE LEFT BEHIND FOR A MALE JANITOR TO CLEAN UP.
YES, THE CONVERSATION WAS UNPROFESSIONAL AND INAPPROPRIATE, BUT I BELIEVE THAT THE DIRECTOR JUST WANTED THE WOMEN TO SHOW MORE RESPECT FOR ONE ANOTHER AND TO DO A BETTER JOB CLEANING UP AFTER THEMSELVES.
WHAT SHE FAILED TO MENTION IS THAT THE FACILITY ONLY HAS ONE BATHROOM FOR 200 BLACK WORKERS WOMEN, ONE BATHROOM.
THE TRAFFIC RUNNING TO THIS BATHROOM AFTER A SHIFT IS NOTHING LESS THAN MADNESS.
WHAT SHE FAILED TO MENTION IS THAT THERE IS NO VENTILATION IN THIS BATHROOM.
[00:50:02]
WOULD DISD TREAT OR EXPOSE A GROUP OF ASIAN WHITE WOMEN OR LATINO WOMEN TO THESE SAME CONDITIONS? YOU KNOW THE ANSWER IT WOULD BE NOT TOLERATED WOULD NOT BE TOLERATED.WHERE IS THE EQUITY WHEN IT REALLY MATTERED? BOARD OF TRUSTEES.
PLEASE GET SERIOUS ABOUT THAT 2018 VOTERS THAT VOTERS OF THE BOND THAT WE VOTED ON, WE VOTED YES.
BOARD TRUSTEES, EXECUTIVE LEADERSHIP, PLEASE LET'S CLOSE.
DALLAS INDEPENDENT SCHOOL DISTRICT LAST BATHROOM FOR COLORED WOMEN ONLY.
OKAY, MY NAME IS STUART BECKER.
I'VE BEEN TEACHING IN DALLAS ISD FOR SIX YEARS.
I WANT TO START OFF BY THANKING ABOUT MARTIN LUTHER KING AGAIN, BECAUSE SINCE PEOPLE WE TEND TO FORGET HIS IDEAS, HE SAID WE MUST RECOGNIZE THAT WE CAN'T SOLVE OUR PROBLEM NOW UNTIL THERE IS A RADICAL REDISTRIBUTION OF ECONOMIC AND POLITICAL POWER.
YOU CAN'T REALLY GET RID OF ONE WITHOUT GETTING RID OF THE OTHERS.
THE WHOLE STRUCTURE OF AMERICAN LIFE MUST BE CHANGED.
YOU CAN'T TALK ABOUT ENDING THE SLUMS WITHOUT FIRST SAYING THAT PROFIT MUST BE TAKEN OUT OF THE SLUMS. YOU'RE GETTING ON DANGEROUS GROUND BECAUSE YOU'RE MESSING WITH FOLK THEN.
YOU'RE MESSING WITH THE CAPTAINS OF INDUSTRY.
NOW THIS MEANS THAT WE'RE TREADING IN DIFFICULT WATER BECAUSE IT REALLY MEANS THAT WE'RE SAYING IF SOMETHING IS WRONG WITH CAPITALISM, THE CAPTAINS OF INDUSTRY, THAT'S WHO SUPPORTS THE NATIONWIDE SCHOOL PRIVATIZATION AGENDA, THE BUSINESS ELITES, THE CORPORATE RULING CLASS, THEY LEAD THIS NATIONWIDE EFFORT TO PRIVATIZE PUBLIC EDUCATION.
THEY'RE THE DRIVING FORCE OR THE DRIVING FORCE OF THIS MACHINE IN DALLAS ARE THE POLITICAL ACTION COMMITTEES CALLED THEN THEY'RE BACKED BY THE DALLAS CHAMBER OF COMMERCE, WHICH ARE THE WEALTHIEST BUSINESS ELITES OF DALLAS.
THESE PACS ARE CALLED EDUCATE DALLAS, AND DALLAS KIDS FIRST.
THEY FUND THE SCHOOL BOARD CANDIDATES WHO FURTHER THIS SCHOOL PRIVATIZATION AGENDA.
A LARGE PART OF THIS PRIVATE PRIVATIZATION AGENDA NATIONWIDE, NOT JUST IN DALLAS, IS MERIT PAY BASED ON STANDARDIZED TEST SCORES, WHICH WEAKENS PUBLIC SCHOOLS BY ATTACKING THE TEACHING PROFESSION.
HARLAN CROW, THE SON OF REAL ESTATE TYCOON BILLIONAIRE TRAMMELL CROW HAVE IN PUBLIC EDUCATION.
WHAT INTEREST DOES MILLIONAIRE TIM BURNS, CEO OF LINCOLN PROPERTY MANAGEMENT COMPANY, HAVE IN PUBLIC EDUCATION? WHAT INTERESTS DOES GARRETT BOONE, CEO OF THE CONTAINER STORE, HAVE IN PUBLIC EDUCATION, OR MICHAEL TERRY, THE DALLAS OIL INVESTOR? DALLAS OIL INVESTOR.
YOU CAN GO ON AND ON WITH THE NAMES, BUT THE INTEREST IS PROFIT.
THEY SEEK TO MAKE A PROFIT OFF OF PUBLIC EDUCATION AND EVENTUALLY PRIVATIZE PUBLIC EDUCATION.
SO LET'S CALL THIS WHAT IT IS CORRUPTION, OLIGARCHY, PLUTOCRACY, A GOVERNMENT RUN BY THE RICH.
LASTLY, I WANT TO SAY MARTIN LUTHER KING SAID WE NEED TO IMMEDIATELY ABOLISH POVERTY.
AND THE SOLUTION TO ABOLISH IT IS THE GUARANTEED INCOME.
SO OUR SUPPORT STAFF, THEY GET PAID POVERTY WAGES.
THEY'RE DISRESPECTED, TREATED AS INFERIOR.
SO RAISE THEIR WAGES FOR SUPPORT STAFF.
ALL RIGHT. TANYA HERNANDEZ, FOLLOWED BY ELIZABETH FERRIS WITH CHARLOTTE WILSON AND ANNE STONE ON DECK. TANYA HERNANDEZ.
I'M A KINDERGARTEN BILINGUAL TEACHER AND AN ALLIANCE FTX EXECUTIVE BOARD MEMBER.
I WANT TO START TODAY BY EXPRESSING MY DEEPEST SOLIDARITY WITH HOUSTON ISD PARENTS, STUDENTS AND TEACHERS THAT HAVE WORKED SO HARD TO IMPROVE THE QUALITY OF EDUCATION FOR ALL.
[00:55:06]
THE PANDEMIC.CHARTERS AND PRIVATE SCHOOLS ARE NOT HELD TO THE SAME STANDARDS AS PUBLIC SCHOOLS.
A CHARTER AND PRIVATE SCHOOL CAN TURN AWAY A CHILD FOR NO REASON.
PUBLIC SCHOOLS NEVER TURN A CHILD AWAY, AS IT SHOULD BE, BECAUSE IT DOESN'T MATTER IF A CHILD IS POOR OR BLACK OR AN ENGLISH LANGUAGE LEARNER, OR IF IT HAS LEARNING CHALLENGES OR EVEN IF IT HAS TERRIBLE BEHAVIOR.
THEY HAVE THE RIGHT AND DESERVE THE BEST POSSIBLE EDUCATION.
EVERY CHILD DESERVES SOMEONE IN THEIR CORNER THAT IS WILLING TO FIGHT FOR THEM.
LET THIS BE A CAUTIONARY TALE FOR US HERE IN DALLAS ISD.
THIS HOSTILE TAKEOVER IS A POOR LAME EXCUSE TO FURTHER PRIVATIZE AND UNDERMINE PUBLIC EDUCATION.
THE HEALTH CARE SYSTEM WAS PRIVATIZED.
AND WE SEE HOW THAT'S HOW THAT IS GOING FOR US, THE POOR AND WORKING CLASS.
IF WE DON'T FIGHT FOR PUBLIC SCHOOLS, THERE WILL BE TWO SCHOOL SYSTEMS, ONE FULLY FUNDED FOR THE PRIVILEGED AND A PUBLIC UNDERFUNDED SCHOOL SYSTEM FOR THE WORKING CLASS.
I GOT AN EMAIL FROM HUMAN CAPITAL THE DAY AFTER MY LAST BOARD PRESENTATION PROVIDED ME WITH TWO LINKS ONE TO SEE THE VIDEO OF THE REPORT PRESENTED TO THIS BOARD ON TI, AND THE SECOND ONE IS A LINK THAT INCLUDES MORE THAN 30 REPORTS WITH HUNDREDS OF PAGES.
I THINK IT IS GOOD TO HAVE THE FULL REPORTS AVAILABLE, BUT TO HAVE TRANSPARENCY WITH THE COMMUNITY IS ALSO TO HAVE ACCESS TO THE INFORMATION IN A WAY THAT ANYONE CAN UNDERSTAND IT, DRAW CONCLUSIONS AND MAKE DECISIONS BASED ON IT.
THAT'S WHY I MUST INSIST ON ONE OF MY SUGGESTIONS.
FOR EXAMPLE, CREATING AN INTERACTIVE MAP LIKE THE ONE THAT WE HAVE FOR COVID CASES WHERE ANYONE CAN EASILY SEE WHERE ALL THE TEACHERS ARE BY EFFECTIVENESS LEVELS AND IN WHICH COMMUNITIES THEY ARE.
THANK YOU. ELIZABETH FERRIS, FOLLOWED BY CHARLOTTE WILSON WITH ANN STONE AND MELISSA MANN ON DECK.
ELIZABETH FERRIS DISD SPED [INAUDIBLE] TEAM MEMBER.
IN RESPONSE TO TEACHER SHORTAGES NATIONWIDE, ESPECIALLY IN CRITICAL AREAS SUCH AS SPED, MATH AND BILINGUAL ORGANIZATIONS IN AND OUTSIDE OF EDUCATION, HAVE SCRAMBLED OVER THE LAST THREE YEARS RESEARCHING AND SURVEYING WHAT TEACHERS SAY MUST HAPPEN FOR THEM TO STAY IN THE PROFESSION AND FOR NEW TALENT TO CHOOSE EDUCATION.
THE NUMBER ONE IS EQUITABLE COMPENSATION AS A PROFESSIONAL DEGREE AND CAREER.
NEXT IS RESPECT AND A VOICE IN POLICY MAKING WITHIN THE ORGANIZATION.
THESE AREAS ARE THOSE THAT WE HAVE FAILED IN THIS DISTRICT BUT ARE PERFECTLY CAPABLE OF REDEEMING AS A BOARD AND SCHOOL LEADERSHIP UNDER MILES AND HINOJOSA WHICH UNFORTUNATELY, YOU HAVE INHERITED, DR. ELIZALDE.
TEACHERS HAVE BEEN DEEMED EXPENDABLE AND INFERIOR, AND THUS OUR PROGRAMS ARE DESIGNED TO REFLECT THAT MESSAGE, SUCH AS THE INEQUITABLE TI COMPENSATION SYSTEM AND THE THEFT OF THE TIA MONEY FROM THE TEACHERS.
AS ONE TEACHER SAID THIS WEEK, SHE LOVES TEACHING BUT HATES HER JOB, AND AS A BILINGUAL TEACHER, SHE'S DISCOVERED SHE CAN GO TO WORK FOR A NEIGHBOR DISTRICT, BE VALUED AND RESPECTED, LOVE TEACHING AND NOT LOSE MONEY BECAUSE THE OTHER DISTRICT PAYS THE TIA MONEY TO THEIR TEACHERS.
THE INEQUITY OF OUR TIA COMPENSATION SYSTEM HAS PROVEN AS NOT MEANS FOR RETENTION AND RECRUITMENT OF TEACHERS, AS EVIDENCED BY THE YEARLY EXODUS OF TEACHERS, ESPECIALLY IN SPECIAL EDUCATION.
WE CAN START WITH PAYING THE TIA MONEY DIRECTLY TO THE TEACHERS.
THE 90% IS INTENDED UNDER THE PROGRAM.
IT IS UNETHICAL FOR IT NOT TO BE PAID DIRECTLY TO THOSE WHO EARNED IT AND REFLECTS A DISTURBING AVARICE DENIGRATION OF TEACHERS AND EVEN A SOCIALISTIC ATTITUDE TOWARD THE EARNED COMPENSATION OF THE TEACHER.
CAN YOU EVEN BEGIN TO COMPREHEND THE RECRUITING AND RETENTION TOOL THE TIA COULD BE FOR THIS DISTRICT? ARE YOU ABLE TO UNDERSTAND HOW TEACHERS WOULD RESPOND IF YOU PAID THAT MONEY TO THE PEOPLE WHO EARNED IT? AS A BOARD IF YOU ARE ABLE TO DEVELOP THE INTEGRITY OF A MORAL CONSCIENCE AND PAY THE CURRENT FUNDS FOR THIS YEAR, AND THEN IN HUMBLE ACKNOWLEDGMENT OF THE GROSS VIOLATION AND BETRAYAL OF TEACHERS CAUSED BY STEALING THE TIA MONEY FOR THE LAST THREE YEARS, YOU THEN IMMEDIATELY PAY THAT MONEY TO THE TEACHERS.
CAN YOU GRASP WHAT THAT WOULD DO FOR THE MORALE AND RETENTION OF TEACHERS IN THIS DISTRICT? WE HAVE TEACHERS WALKING OUT IN THE MIDDLE OF THE DAY AND YEAR POSITIONS VACANT FOR OVER A YEAR.
[01:00:03]
WHAT'S THE MAGNIFIED HARM TO THESE STUDENTS? IMMEDIATELY RIGHTING THIS WRONG MIGHT JUST STOP PEOPLE FROM LEAVING AND COULD DRAW THOSE WHO HAVE LEFT BACK.THE ACTION OR INACTION YOU TAKE WILL DEFINE YOU IN YOUR POSITION ON THIS BOARD.
DO YOU PUT CHILDREN AND THEIR TEACHERS FIRST? ARE YOU A STEWARD OF THE PUBLIC TRUST? ARE YOU ETHICAL AND DO YOU HAVE INTEGRITY OR ARE YOU ONE OF THOSE BOUGHT AND PAID FOR BY THE POLITICAL ACTION COMMITTEES WHO PERPETUATE THE BIAS AND THE ELITISM THAT UNDERMINES THIS DISTRICT? AND BY THE WAY, MANY OF THOSE PAC FUNDERS ARE THOSE WHO FUND THE TRIO IN THE STATE HOUSE.
THE FORMER PRESIDENT ARE BEHIND THE VOUCHERS.
THEY ARE PURVEYORS OF BIGOTRY, ELITISM AND THE DISMANTLING OF OUR PUBLIC EDUCATION SYSTEM.
SO MY QUESTION FOR YOU, ESPECIALLY YOU NEW MEMBERS OF THE BOARD, ARE YOU GOING TO SIT THERE IN COMPLIANCE AND ENDORSEMENT OF THESE PRACTICES, OR DO YOU HAVE THE INTEGRITY TO RIGHT THIS WRONG? CHARLOTTE WILSON.
CHARLOTTE WILSON FOLLOWED BY ANNE STONE WHEN MELISSA MANN AND CHRIS GORSKI ON DECK.
HI, MY NAME IS CHARLOTTE WILSON.
I'M A FIFTH YEAR TEACHER HERE IN DALLAS ISD.
I'M ALSO A PARENT HERE OF DALLAS ISD.
I LOVE MY KIDS. I LOVE MY MY STUDENTS TOO.
BUT DALLAS, WE'VE GOT TO STOP TESTING THESE KIDS.
24% OF MY TIME IS SPENT TESTING FOURTH GRADERS.
MY KIDS DON'T CHANGE WEEK TO WEEK.
SO THEN I GET AN EMAIL FROM A DATA HUDDLE AND THEY SAY, CLOSE AND RETEACH THE GAPS.
AND I DON'T KNOW WHAT YOU WANT ME TO DO WHEN THEY'RE 4 OR 5 GRADE LEVELS BEHIND IN READING, BEGINNING, READING ALL THE WAY UP TO ONE LEVEL, IT'S JUST REALLY FRUSTRATING BECAUSE IT'S LIKE I CAN'T LIKE WHAT IS GOING TO CHANGE IN A COUPLE OF DAYS? NOTHING. WE'VE EVEN GONE TO TESTING TWO TIMES A WEEK SOMETIMES.
WE JUST TOOK MARK STAAR, MY STUDENTS AND MY NEIGHBORHOOD SCHOOL.
WE DID EXCEEDINGLY WELL AND I WORK REALLY HARD.
I GET TO WORK AT 6:30 IN THE MORNING.
I LEAVE. I JUST CAME FROM TUTORING.
I JUST GOT OFF SO I DIDN'T HAVE MY SPEECH PREPARED.
FORGIVE ME, BUT THE TESTING IS OUT OF CONTROL.
WE'RE NEVER GOING TO GET BETTER IF WE DON'T GIVE TIME TO GROW THESE READERS.
I'M A READING TEACHER. I LOVE IT.
I LOVE MY JOB. WE PUT IN HOURS AND HOURS AND HOURS A DAY, BUT THEN WE MOVE ON FROM TESTING.
WE'RE TAKING THAT TESTING AND I WORK IN A NEIGHBORHOOD SCHOOL.
MY KIDS AREN'T GOING TO PERFORM LIKE TRAVIS, BUT YET I GET COMPARED TO THAT, I.
HOW ARE WE GOING TO STOP AT TURNOVER? I NEVER HAVE THE SAME PARTNER.
I'VE NEVER HAD A SAME PARTNER.
YEAR AFTER YEAR IT'S ALWAYS SOMEONE NEW AND THAT KIND OF SUCKS FOR THE KIDS.
THEY DON'T GET THAT CONSISTENCY.
I'M HERE FOR THEM AND I'LL STAY AND I LOVE THEM.
BUT WE HAVE GOT TO DO BETTER FOR THESE KIDS.
WE ALREADY HAVE MAP, WHICH IS A GREAT INDICATOR OF WHERE THEY'RE AT.
BUT THEN ON TOP OF THAT, I HAVE A MINUTE LEFT.
BUT WE'RE NOT A DOMAIN ONE SCHOOL.
WE'RE A DOMAIN TWO SCHOOL, ALL BUT ONE.
AND I BARELY GOT HALF THE POINTS.
THAT'S NOT FAIR. I MEAN, THE NEIGHBORHOOD KIDS DESERVE GOOD TEACHERS, TOO, WHICH I AM.
AND I JUST REALLY NEED Y'ALL TO BACK UP ON THE TESTING.
THESE KIDS ARE BEING TORTURED.
AND AS A PARENT, I'M SO SICK OF MY KIDS COMING HOME AND THEY'RE SO TIRED OF TESTING.
MY DAUGHTERS ARE HERE TONIGHT.
ONE IS ON A ZOOM MEETING IN THE LOBBY FOR A PROJECT, THE OTHER ONE IS HERE AND SHE'S IN FOURTH GRADE AND SHE JUST TOOK MOCK AND SHE JUST TOLD ME SHE HAD ANOTHER TEST AND THEN SHE'S GOING TO HAVE ANOTHER ONE.
AND STONE, FOLLOWED BY MELISSA MANN WITH CHRIS GORSKI AND ROBERT CECCARELLI ON DECK AND STONE.
HOW ARE YOU ALL DOING? I DO WANT TO SAY THAT YOU ALL SHOULD HAVE A YELLOW FOLDER.
AND I DO WANT TO MENTION MY NAME IS MELISSA MANN.
I AM A CERTIFIED I AM A NATIONAL BOARD CERTIFIED AND HIGHLY EFFECTIVE QUALIFIED TEACHER.
WITH OVER 20 YEARS OF TEACHING EXPERIENCE.
[01:05:03]
YOU ARE AN OUTSTANDING TEACHER.HE STATED IN THE EMAIL THAT YOU WOULD FIND IN THE FOLDER HE STATED, ALL I CAN SAY IS WOW.
ALL I CAN SAY IS WOW, YOU ARE ONE OF OUR ELITE SCHOOL TEACHERS AT THE SCHOOL DISTRICT.
NOW, SO I'M HERE TO TALK TO YOU ABOUT THE MISCARRIAGE OF JUSTICE THAT I INCURRED AS A TEACHER AT FREDERICK DOUGLASS ELEMENTARY SCHOOL IN THE HANDS OF THE PRINCIPAL.
I FILED A RETALIATION COMPLAINT AGAINST THE PRINCIPAL.
IN RETURN, WHAT SHE DID WAS HOW IS IT POSSIBLE THAT HOW IS IT POSSIBLE THAT I RECEIVED A RATING OF PROFICIENCY ON ONE OBSERVATION IN OCTOBER? THEN BY THIS NEW PRINCIPAL, SHE RATES ME PROGRESSING.
ALL OF MY STUDENTS HAVE BEEN HIGHLY ENGAGED.
I CHALLENGE EACH AND EVERY ONE OF YOU ALL TO DO YOUR HOMEWORK.
THERE'S A LINK TO GO TO THE WEBSITE BECAUSE I DID HAVE MY PRINCIPAL TO VIDEO RECORD MY CLASSROOM BECAUSE I KNEW THAT WHAT I WAS UP AGAINST, I DO THE BEST THAT I CAN AT THAT SCHOOL WITH THOSE STUDENTS.
AND YOU'RE TALKING ABOUT AN A SCHOOL, A HIGH RISK SCHOOL WHERE STUDENTS CANNOT SAY ARE DOING THE BEST THAT THEY CAN. AND IT IS UNFAIR TO ME AS A TEACHER.
I'VE NEVER IN MY 20 OVER 20 YEARS OF TEACHING, RECEIVED A LOW EVALUATION.
I KNOW HOW TO TEACH AND I DO IT TO MY BEST ABILITY.
SO THE PRINCIPAL HAS INTENTIONALLY VIOLATED BOARD POLICY DNA, ACCORDING TO THE THE POLICY, IT STATES THAT A CERTIFIED APPRAISAL SHALL EVALUATE A TEACHER BASED ON THE DOMAIN CRITERIA AND THE STUDENT PERFORMANCE.
NOW WE'RE TALKING ABOUT. THANK YOU, MISS.
WELL, THANK YOU SO MUCH FOR THE OPPORTUNITY.
CHRIS GOSKI FOLLOWED BY ROBERT CECCARELLI, ROSEMARY KURTZ AND PATRICIA DOYLE ON DECK.
ROBERT CECCARELLI, FOLLOWED BY ROSEMARY KURTZ, PATRICIA DOYLE AND NETA JACKSON ON DECK.
I WAS GOING TO TALK ABOUT HOUSTON AND MIKE MILES, MY FAVORITE SUBJECT.
I'LL WAIT TILL NEXT MONTH, BUT I REALLY CAN'T WAIT TILL THAT HAPPENS.
I REALLY WANT TO SEE TWO SCHOOL MEMBERS BEING REPRIMANDED BECAUSE OF THE SAFETY HAZARD AT SOUTH OAK CLIFF, WHICH THEY DID NOT DO ANYTHING, ALL TO REMIND EVERYBODY OF THE PROBLEMS WITH THE METAL DETECTORS.
AND PEOPLE CAN WALK IN NEXT TO REFRESHMENT STAND AND HURT A LOT OF PEOPLE AND ESPECIALLY MR. JOHNSON. I EMAILED HIM SEVERAL TIMES.
HE HE TOLD ME THAT THEY WERE HE WAS CHECKED AND OTHER PEOPLE WERE CHECKED.
BUT HE TOLD ME WHERE THEY WERE BEING THE SECURITY WAS AT.
HE NEVER ANSWERED THE QUESTION.
HE KNOWS THERE WAS TROUBLE THERE.
OKAY. AND MR JOHNSON AND SCHOOL BOARD MEMBER OVER KIMBLE.
YOU SHOULD BE ASHAMED OF YOURSELVES TO LET THIS HAPPEN, NOT LET ANYBODY KNOW ABOUT THIS.
PEOPLE GOT HURT REALLY, REALLY BAD.
MR JOHNSON, YOU SHOULD ANSWER MY QUESTION.
OKAY. NOW, YOU TOLD ME YOU HAD HORACE BRADSHAW EMAIL ME. HORACE BRADSHAW SAID THANK YOU TO ME ABOUT WHAT I DID.
ALSO, COACH MAYS SAID THAT I ALWAYS REPEAT IT.
COACH MAYS AND SOUTH OAK CLIFF SAID THANK YOU TO ME ABOUT WHAT I DID.
WHY DIDN'T YOU TWO DO ANYTHING? COME ON NOW.
YOU TWO NEED TO BE REPRIMANDED.
YOU DON'T CARE ABOUT THE SAFETY OF 1500 PEOPLE AT THAT GAME.
THREE YEARS AGO, THERE WAS A KILLING AT THOSE SAME TWO TEAMS. AND YOU LET THIS HAPPEN TO THE METAL DETECTORS? TWO OF THEM. THEY WALKED RIGHT THROUGH AND THEY WALK ABOUT 60 YARDS AND NEXT TO REFRESHMENT STAND.
MR. JOHNSON WHY DIDN'T YOU REALIZE THAT OR RECOGNIZE IT TO ME IN THE EMAILS? SHAME ON YOU. BUT I'M JUST SAYING TO YOU IS THERE'S TROUBLE.
AND ALSO PINKSTON I WENT THERE AGAINST CARTER AND PINKSTON.
I WAS ABLE TO GO THROUGH A THE METAL DETECTORS AND GO IN THE GAME.
[01:10:03]
ANOTHER RIVALRY SCHOOL AT THE BEGINNING OF THE GAME, ABOUT 30 OF US, THEY DIDN'T HAVE ANYBODY TO CHECK.SO THEY JUST LET US GO AROUND AND GO THROUGH THE GAME.
I JUST WANT TO BRING THIS UP AGAIN.
YOU GOT TO MAKE SURE SAFETY IN THE SCHOOLS IF IT HAPPENS IN THE SPORTING GAMES.
WHAT ABOUT DURING THE DAY WITH THE HIGH SCHOOLS? ARE THEY BEING CHECKED AT ALL? BUT THERE HAVE BEEN IT WOULD HAVE BEEN A TRAGEDY IF SOMETHING HAPPENED AND THERE WAS A LOT OF SHOOTINGS NEXT TO THE REFRESHMENT STAND.
AND THESE ARE SCHOOL BOARD MEMBERS.
I REPEAT, SCHOOL BOARD MEMBERS DON'T CARE.
YOU GOT TO DO SOMETHING, EVERYBODY.
I MEAN THAT. OKAY? BECAUSE I'M TIRED OF YOU ALL JUST LISTENING TO ME AND NOT DOING NOTHING.
JUST WAIT FOR THAT ROSEMARY PARK.
FOLLOWED BY PATRICIA DOYLE AND ETHEL JACKSON AND JUDY BRYANT ON DECK.
GOOD EVENING. MY NAME IS ROSIE KURTZ.
I'M A HIGH SCHOOL TEACHER IN DALLAS ISD AND A MEMBER OF ALLIANCE AFT.
WE HAVE OUR RESPECT EQUITY, DIGNITY CAMPAIGN GOING ON.
I'M IN A VARIETY OF TEACHER FACEBOOK GROUPS, LOCAL, STATEWIDE AND NATIONAL.
AND OBVIOUSLY THE HYSTERICAL NATIONWIDE CALL FOR A VARIETY OF BOOKS TO BE BANNED IS A TOPIC THAT OFTEN COMES UP ON THESE FORUMS. IN OUR PRIVATE WORLD OF TEACHER TALK.
ONE THING THAT WE KIND OF BITTERLY LAUGH ABOUT TO KEEP FROM CRYING IS THE CONCERN ABOUT CHILDREN READING INAPPROPRIATE BOOKS, WHEN IN REALITY WE'D LOVE IT IF MORE CHILDREN READ ANY BOOKS AT ALL.
MAYBE THE REASON OUR FRIENDS WHO READ SUCH EXCITING, RACY MATERIAL INTO THE RECORD AT SCHOOL BOARD MEETINGS LAST YEAR SEEMED TO HAVE ABANDONED THEIR CAUSE HERE IS MAYBE THEY REALIZED THAT IT DIDN'T MATTER WHAT BOOKS WERE IN THE LIBRARY.
IF NO LIBRARY WAS EVER USED FOR ITS INTENDED PURPOSE AND NO BOOKS WERE EVER READ.
I WAS PART OF A CONVERSATION WITH AN ENGLISH TEACHER IN DISD NOT LONG AGO ABOUT THE BOOK BANNED PROPOSALS MAKING THEIR WAY THROUGH THE TEXAS LEGISLATURE RIGHT NOW, AND WE ASKED WHETHER THEIR ABILITY TO TEACH THEIR CLASSES WOULD BE IMPACTED BY THIS CENSORSHIP.
THEY RESPONDED THAT IT FRANKLY WOULDN'T MAKE A HUGE DIFFERENCE BECAUSE ENGLISH CLASSES RARELY READ FULL LENGTH BOOKS ANYMORE, SINCE THEY ARE INSTEAD ENCOURAGED TO FOCUS ON ANALYZING SHORT PASSAGES LIKE THE ONES THAT WILL BE ON THE STAAR.
WHEN FORMER SUPERINTENDENT HINOJOSA WAS DOING HIS FAREWELL TOUR LAST YEAR, MAKING STOPS AND GIVING PRESENTATIONS AT SCHOOLS AROUND THE DISTRICT, HE BRAGGED TO THE GROUP THAT ATTENDED THE MEETING AT MY SCHOOL ABOUT HOW SCHOOL LIBRARIES WERE BEING REVAMPED.
THEN HE SAID, LIKE IT WAS A GOOD THING.
SOMETHING LIKE WAIT TILL YOU SEE HOW OUR LIBRARIES ARE GOING TO LOOK.
THEY'RE PRACTICALLY LOOK LIKE APPLE STORES.
NOW. I HAVEN'T BEEN IN APPLE STORES VERY OFTEN SINCE.
I STILL HAVE A FLIP PHONE, SO MAYBE THEY'VE CHANGED.
BUT MY FIRST THOUGHT WAS I DON'T RECALL SEEING A LOT OF BOOKS IN AN APPLE STORE.
THE DISTRICT IS DE-PRIORITIZING LIBRARIES AND THEY'RE CRUMBLING AT AN ALARMING RATE.
EVERY YEAR IT SEEMS THAT FEWER AND FEWER SCHOOLS HAVE LIBRARIANS.
MY OWN SCHOOL'S LIBRARIAN LAST YEAR SAW THE WRITING ON THE WALL, GOT HER COUNSELORS CERTIFICATION AND FOUND A COUNSELING POSITION, AND HER LIBRARIAN POSITION HAS NOT BEEN FILLED. ALL AROUND THE DISTRICT, LIBRARIES ARE MORE OFTEN USED NOW AS SIMPLY TESTING CENTERS OR JUST LARGE ROOMS OF TABLES AND CHAIRS TO HOLD MULTIPLE CLASSES OF KIDS WHOSE TEACHERS ARE ABSENT. SINCE WE HAVE A SUBSTITUTE SHORTAGE AS WELL, STATE REPRESENTATIVE BENTON JONES OF DALLAS INTRODUCED A BILL THIS SESSION, HB 2694 THAT WOULD REQUIRE THAT A SCHOOL NOTIFY PARENTS IF THERE IS NOT A NURSE, SCHOOL COUNSELOR OR LIBRARIAN AT THEIR CAMPUS.
AN EMBARRASSING NUMBER, I WOULD GUESS.
IT'S OBVIOUS WHY NOT HAVING A NURSE IS A SERIOUS PROBLEM FOR A SCHOOL.
IF SOMEONE NEEDS MEDICAL TREATMENT, IT'S OBVIOUS WHY NOT.
HAVING A COUNSELOR IS A SERIOUS PROBLEM FOR A SCHOOL.
SOMEONE TO HELP GUIDE AND ADVISE THE KIDS AND DEAL WITH EMOTIONAL PROBLEMS. BUT I THINK SOME PEOPLE DON'T THINK IT'S AS OBVIOUS WHY A LIBRARIAN IS ESSENTIAL, WHICH IT IS, BECAUSE WHILE OUR ENGLISH TEACHERS ARE BEING.
THANK YOU, MS.. KURTZ. YOUR TIME HAS EXPIRED.
[01:15:04]
IT IS FURTHER SUPPORTED BY THE 1990 AMERICANS WITH DISABILITIES ACT, WHICH IS PART OF CIVIL RIGHTS LEGISLATION IN THE 14TH AMENDMENT.SO THESE ARE SUBSTANTIAL FEDERAL LAWS AND SHOULD BE TAKEN SERIOUSLY.
IT HAS BEEN UNDER-RESOURCED AND UNDERSERVED DUE TO LACK OF STAFF.
I HAVE BEEN IN CLASSROOMS THAT HAVE BEEN WITHOUT A TEACHER FOR PART OR ALL OF THIS SCHOOL YEAR.
I'VE SEEN CLASSROOMS OVERCROWDED DUE TO LACK OF STAFF, UNDER-SUPPORTED DUE TO LACK OF TEACHING ASSISTANTS AND STUDENTS UNABLE TO ACCESS ONE ON ONE SUPPORT AS PROVIDED IN THE INDIVIDUAL EDUCATION PLAN.
PRESENTLY EARLY CHILDHOOD SPECIAL EDUCATION CLASSROOMS ARE AT MAXIMUM CAPACITY.
MANY OTHER SPECIALIZED CLASSROOMS ARE NEAR OR AT CAPACITY AT VARIOUS AREAS OF THE DISTRICT.
AS A RESULT, CLASSROOM SIZES ARE INCREASING.
I WANT YOU TO IMAGINE A CLASSROOM WITH SEVERAL STUDENTS IN WHEELCHAIRS, SOME THAT REQUIRE FEEDING TUBES, SOME THAT REQUIRE HYGIENE ASSISTANCE AND DIAPER CHANGES, SOME WITH SEIZURES, SOME WITH VISION OR HEARING ISSUES, SOME WITH SPECIALIZED EQUIPMENT, AND ALL WITH EDUCATIONAL NEEDS.
IMAGINE THE NUMEROUS MEETINGS AND INCREASED PAPERWORK AND PLANNING NEEDED FOR THESE STUDENTS.
IMAGINE WHAT IT'S LIKE WHEN THERE'S A FIRE DRILL OR A LOCKDOWN.
SPECIAL EDUCATION TEACHERS ARE LEAVING THE PROFESSION IN RECORD NUMBERS.
WITHOUT THE SUPPORT AND RESOURCES NECESSARY TO DO THEIR JOBS, THEY ARE BURNING OUT.
JUST AS BILINGUAL STAFF RECEIVE MORE PAY FOR THEIR SPECIALIZED SKILL.
SO SHOULD THOSE WORKING IN SPECIAL EDUCATION.
ABLEISM IS A BELIEF THAT PEOPLE WITH DISABILITIES ARE LESS THAN THOSE WITHOUT DISABILITIES.
I ATTENDED A NATIONAL PROFESSIONAL CONFERENCE A FEW WEEKS AGO AND THE THEME WAS INCLUSION MATTERS.
NOT ONLY DOES IT MATTER, BUT IT IS PROTECTED BY FEDERAL LAW.
BEING SHORT ON STAFF DOES NOT EXEMPT YOU FROM IT BY FAILING TO PROVIDE AN APPROPRIATE PUBLIC EDUCATION AND BY IMPOSING GREATER RESTRICTIONS DUE TO LACK OF RESOURCES. YOU ARE VIOLATING THE CIVIL RIGHTS OF PEOPLE WITH DISABILITIES AND IT MUST STOP.
THANK YOU. NETHEL JACKSON, FOLLOWED BY JUDY BRYANT AND LINDA BARRETT AND SHANDREA MCDONNELL AND NETHEL JACKSON TO THE STAKEHOLDERS, BOARD MEMBERS, SUPERINTENDENT OF SCHOOL NETHEL B JACKSON LIVE AT 2851 TOLUCA, DALLAS, TEXAS.
75224. TO THE BOARD YOU HAVE SEVERAL DUTIES AS TRUSTEE.
HIRE A GENERAL SUPERINTENDENT AND ADOPT A BUDGET.
THE DISTRICT EMPLOYEE ARE ASKING YOU FOR A RAISE.
MAKE THIS ONE OF YOUR NUMBER ONE PRIORITY WHEN YOU ADOPT THIS BUDGET.
INJUSTICE IS A THREAT TO JUSTICE EVERYWHERE.
DR. KING, FOR THE RECORD, LET ME SPEAK TO THE FOUR AFRICAN AMERICANS ON THE BOARD.
DO YOU THINK. OH, SAY, CAN YOU SEE BEING FAIR TO A RACE OF PEOPLE THAT FIGHT AND BUILD THIS COUNTRY ON THE BACK OF RACISM? WELL, AMERICA, YOU HAVE NEVER REPENT FOR YOUR PAST WRONG OR APOLOGIZE FOR ALL THE PAIN YOU CAUSED ON THE AMERICAN SOIL TO THE ANCESTOR OR TO THE PRESENT AFRICAN AMERICAN ON THIS SOIL TODAY.
FOR THE RECORD, LET ME SPEAK TO THE WHITE AMERICA.
WHY WOULD YOU ASK BLACK PEOPLE TO HONOR AND RESPECT THE AMERICAN FLAG? YOU DO KNOW UNDER BOTH OF THESE FLAGS THE CONFEDERATE FLAG AND THE AMERICAN FLAG, WE AS A PEOPLE SUFFER THE OLD JIM CROW SLAVE, BEATING, LYNCHING, RAPING, KILLING AND SO ON AND ON THE SEWING.
OH, CAN YOU SEE WHAT'S WRITTEN BY OLD FRANCIS SCOTT KEY, AN EVIL PERSON.
FOR THE RECORD, THE CONSTITUTION OF THE UNITED STATES.
THE DECLARATION OF INDEPENDENCE WAS NOT WRITTEN FOR BLACK PEOPLE.
[01:20:03]
YES, BECAUSE A SLAVE IS THE OWNERSHIP OF ONE HUMAN BEING BY ANOTHER.LISTEN. A SLAVE IS THE OWNERSHIP OF ONE HUMAN BEING BY ANOTHER ONE.
THE DECLARATION OF INDEPENDENCE SAID WE THE PEOPLE.
NOW, PEOPLE HOLD THESE TRUTHS.
WHAT TRUTH TO BE SELF-EVIDENT.
NO WHITE MEN ARE CREATED EQUAL.
THAT LIFE, LIBERTY AND THE PURSUIT OF HAPPINESS.
WHAT IS THE DIFFERENCE BETWEEN THOSE? THE WHITE ANTHEM AND THE BLACK NATIONAL ANTHEM? IT SPEAKS TO THE SOUL OF THE PEOPLE.
AND IF I COULD PULL 1 OR 2 OF THOSE UP.
FOLLOWED BY LINDA BARRETT WITH SANDRA MCDONNELL AND MONIQUE TREJO ON DECK.
I'M ALSO A 42 YEAR MEMBER OF ALLIANCE AFT.
WE'RE PART OF A 4.5 MILLION MEMBER NATIONAL ORGANIZATION, AND WE HAVE A LOT OF EDUCATORS WHO ARE OUR MEMBERS, AND THEY'RE NOT NECESSARILY RETIRED YET BECAUSE OUR MOTTO IS, LET'S NOT BE THE LAST GENERATION TO RETIRE.
I AM ASKING YOU TO PLEASE GIVE RESPECT TO ALL THE STUDENTS, STAFF MEMBERS, NO MATTER WHO DEALS WITH OUR CHILDREN IN DALLAS ISD, IT TAKES A TEAM APPROACH.
I WOULD LIKE YOU TO EXPECT AND ENCOURAGE STAFF AND STUDENTS TO DO THEIR VERY BEST.
I WOULD LIKE YOU TO STAND FIRM ON BEHAVIOR GUIDELINES THROUGHOUT THE DISTRICT.
I'D LIKE YOU TO PRAISE STUDENTS AND STAFF FREQUENTLY, ALSO EDUCATE PARENTS IN THE COMMUNITY ABOUT ALL THE GOOD THINGS HAPPENING IN OUR SCHOOLS THAT WE'VE JUST HEARD ABOUT HERE TONIGHT.
FOR C, CLASS SIZES MUST BE LOWERED IN SECONDARY SCHOOLS.
ALSO, TEST TEST TESTS MUST BE REDUCED IN ALL GRADES.
AND WHEN WE GIVE RESPECT TO ANYONE AND EVERYONE CONNECTED WITH THE DALLAS ISD, WE WILL HAVE THE BEST SCHOOL DISTRICT IN THE STATE AND THE COUNTRY.
THANK YOU. LINDA BARRETT, FOLLOWED BY SANDRA MCDONNELL AND MONIQUE TREJO AND ANDREW KIRK ON DECK.
THE WHEELS ON THE BUS GO ROUND AND ROUND.
MY NAME IS OPERATOR LINDA BARRETT.
I LIVE IN DESOTO AND I WORK HERE AT THE LAWNVIEW SERVICE CENTER.
I AM A BUS DRIVER AND I'M A COVER DRIVER.
LADIES AND GENTLEMEN, WE WANT TO TALK ABOUT THE 20% THAT ALL THE SERVICE CENTER BUS DRIVERS FOR OVERTIME THAT HAS GONE WAY OVER AND BEYOND.
AND BUT YET AND STILL WE ARE SHORTHANDED.
ALSO, WE WANT TO SPEAK ON THE WAY THAT OUR MANAGEMENT TEAM SEEMS TO NOT GET THAT MEMO.
OF ALL THE POLICIES, IS THE RETALIATION, THE DISCRIMINATION, THE BULLYING THAT HAS GONE ON AT THESE SERVICE CENTERS THROUGH SOME OF THE MANAGEMENT AND NOT ONLY THROUGH THE SERVICE CENTERS, BUT THROUGH WELL, LET'S JUST SAY UPPER MANAGEMENT THAT THEY SEEM TO HAVE TAKEN UPON THEMSELVES TO JUST KEEP WRITING US UP OVER AND OVER AND OVER AS IF THAT IS THE WAY TO GO WHEN THERE IS NOT A PROBLEM THAT WE CAN DEFEND OURSELVES BECAUSE THEY ONLY WANT TO TALK TO US ON A ONE ON ONE BASIS OR EITHER A THREE ON ONE BASIS, THREE MANAGEMENT AND ONE DRIVER OR THREE MANAGEMENT
[01:25:03]
AND ONE MONITOR.SO WE CAN'T BE HEARD BECAUSE THEY DON'T WANT TO HEAR US.
AND SO THEREFORE THERE'S A LOT OF THINGS THAT HAS BEEN GOING ON.
WE GOT FIFTH, LONGVIEW HAS 15 STANDBYS.
WELL, WE ONLY SEE LIKE ABOUT SIX.
THAT'S WORKING BECAUSE YOU'RE RUNNING SIX OF US OR MOST OF US OVER AND OVER AND OVER.
AND SO AND THEN YOU HAVE TAKEN YOU DECIDED TO GO FAVORABLE TREATMENT.
THAT'S ANOTHER NO, NO, GOING BEING BIASED AND SHOWING HUMONGOUS FAVORABLE TREATMENT.
BUT THE THING IS, IS THAT WE WANT TO HAVE OUR HOLIDAYS PAID.
WE DESERVE IT. WE'VE BEEN RUNNING ALL OVER THE PLACE.
AND WHEN THE SCHOOL SHUTS DOWN, WE DON'T GET PAID.
AND SO THEREFORE WE DESERVE TO BE PAID AND WE SHOULD BE AND WE SHOULD BE APPRECIATED BECAUSE WE ARE RUNNING HARD AND WE ARE SHORT STAFFED, WE HAVE NO BUSSES AND WE ARE DOING THE BEST THAT WE CAN.

GOOD EVENING SUPERINTENDENT ELIZADE, BOARD TRUSTEES, ADMINISTRATORS AND FELLOW CONSTITUENTS.
I AM SHANDRIA MCDONALD, A VOICE OF THE STUDENTS FOR THE DISTRICT FOR OVER 12 YEARS.
CURRENT VICE PRESIDENT OF THE ROOSEVELT ALUMNI ASSOCIATION, AS WELL AS THE YOUNG LIFE CAMPUS LEADER.
LET ME BEGIN BY PUBLICLY WELCOMING YOU BACK AND APPLAUDING YOU, SUPERINTENDENT ELIZALDE, FOR PICKING UP WHERE YOU LEFT OFF, HEARING THE COMMUNITY'S CONCERNS AND MAKING THINGS HAPPEN.
THE AMOUNT OF GUN VIOLENCE AND VIOLENCE AMONG OUR YOUTH HAS BEEN OUT OF CONTROL.
OUR STUDENTS ARE ALREADY DEALING WITH ISSUES AT HOME.
SOME ARE AFRAID TO COME TO SCHOOL DUE TO GUNS IN THE SCHOOLS NOT BEING REPORTED, FIGHTS, BEING BULLIED NOT ONLY BY THE STUDENTS, BUT ANTAGONIZED BY STAFF. THESE THIS CREATES A HOPELESSNESS IN OUR YOUTH FOR A POSITIVE LIFE OR FUTURE, IT MUST BE DEEMED A TOP PRIORITY FOR CHANGE.
THE GUN SAFETY CAMPAIGN THAT WAS MENTIONED A YEAR AGO AFTER THE CARPENTER ELEMENTARY INCIDENT HAS YET TO BE MENTIONED AGAIN, WE HAVE FACED SCHOOL SHOOTINGS AT SPRUCE, SOC, MOLINA, EVEN A MURDER ON DISTRICT PROPERTY AT ELLIS DAVIS FIELD HOUSE THAT HAS ALSO YET TO BE SOLVED BY DISD POLICE.
WHERE WERE THE GRIEF COUNSELORS OR THE EXTRA DAY OF HEALING NEEDED FOR THOSE SITUATIONS? I AM ASKING, NO DEMANDING THAT YOU MAKE CONSIDERATIONS TO FIRE ALL THE CHIEFS AND CHIEF ASSISTANT CHIEFS OVER DISD POLICE.
AS YOU STATED, SUPERINTENDENT, WE DO NOT WANT THIS TO BE NORMALIZED.
MORE TRAINING NEEDS TO BE DONE ON DE-ESCALATION TECHNIQUES AND SETTING BOUNDARIES WITH STUDENTS.
AS FAR AS OUR LEADERSHIP IS CONCERNED, IT IS NOT ABOUT FLEXING OR INTIMIDATION.
MONIQUE TREJO, FOLLOWED BY ANDREW KIRK WITH BRITTANY, LUKE AND MARTIKA HOUSTON ON DECK.

ADVOCATING FOR FAIR COMPENSATION, FOR THE FAIR SUPPORT FOR THE SUPPORT STAFF OF DALLAS ISD OR TO BE DIRECT, I'M HERE, WE'RE HERE IN PART TO DEMAND A RAISE FOR SUPPORT STAFF EMPLOYEES THAT DOES MORE THAN MERELY FAIL TO COMPETE WITH THE GROWING RATE OF INFLATION.
[01:30:03]
TO BE HONEST, THIS ISSUE HITS PARTICULARLY CLOSE TO HOME FOR ME.MY MOM WORKS IN THE FRONT OFFICE OF AN ELEMENTARY SCHOOL.
SHE'S A MEMBER OF THE SUPPORT STAFF THERE.
THAT EFFORT COULD BE BETTER UTILIZED AT THE SCHOOL OF WHICH SHE IS THE MOST PASSIONATE.
IN FACT, AT THIS VERY MOMENT, SHE IS AT A UPS WAREHOUSE SORTING PACKAGES.
AND WHILE I'VE TRIED TO CONVINCE HER TO QUIT, TO GIVE HERSELF A BREAK TO REST, IT'S SIMPLY IMPOSSIBLE TO ADEQUATELY PROVIDE FOR HERSELF WITHOUT STRETCHING HERSELF SO THIN EVEN TO THE POINT OF INJURY.
AND SO YOU CAN FIND HER THERE UNTIL 10 P.M.
TONIGHT AS WELL AS THE REST OF THIS WEEK AFTER SHE GAVE HER ALL DURING THE SCHOOL DAY.
SHE'S TOLD ME BEFORE THAT SHE FEELS LIKE A HAMSTER.
I SEE HER SISYPHEAN EFFORT AND IT BREAKS MY HEART TO SEE HER WORKING SO HARD AND INCESSANTLY AT THE AGE OF 58 WHEN SHE SHOULD BE ALLOWED AN OPPORTUNITY TO SLOW DOWN AND AT LEAST BEGIN TO SEE A GLIMMER OF HOPE OF A POSSIBLE RETIREMENT.
OF COURSE, MY MOM'S SITUATION IS NOT UNIQUE.
I'VE HEARD THE SAME STORY AND SEE THE SAME TIRED FACES THAT CONTINUE TO GIVE THEIR ALL FOR SOMETHING THEY BELIEVE IN AND HAVE INVESTED THEIR LIVES INTO, BUT ARE FACED WITH WITH RISING CONCERNS FOR THEIR FUTURES.
THE BLAME IS NOT ONLY ON DALLAS ISD BUT A RESULT OF LARGER SYSTEMIC AND SOCIAL FAILURES.
AND YET YOU ALL HAVE THE ABILITY TO RECOGNIZE AND REWARD THEIR DEVOTION TO EASE THE BURDEN OF THEIR LABOR BY IMPLEMENTING RACES THAT NOT ONLY HIGHLIGHT THE DIGNITY AND VALUE IN THE DISTRICT'S COUNSELORS, AIDES, HEALTH CARE WORKERS, CUSTODIANS AND ALL THE OTHER MEMBERS THAT MAKE UP THE SUPPORT STAFF, BUT TO FAIRLY COMPENSATE THEM TO KEEP UP WITH THE RISING COST OF LIVING.
WHILE THE FUNDS, BY NECESSITY, HAVE TO BE SPREAD.
AMONG MANY PROJECTS, THESE WORKERS MAKE UP THE FOUNDATION THAT PREFACES ANY SINGULAR PROGRAM.
ANDREW KIRK, FOLLOWED BY BRITTANY LUKE WITH MARTIKA HOUSTON AND RENA HAYNIE ON DECK.
BILINGUAL STAFF ARE FREQUENTLY ASKED TO INTERPRET FOR SCHOOL RELATED FUNCTIONS, PROVIDE TRANSLATIONS OF DOCUMENTS, ACT AS DE FACTO PARENT LIAISONS AND OTHER WORK FALLING OUTSIDE THE DEFINED SCOPE OF THEIR ROLES.
I DO WANT TO CONTINUE EMPHASIZING THAT CATEGORIZATION TRANSLATION IS LABOR.
TO THIS END, DALLAS ISD'S UNION EDUCATION WORKERS ASK THAT THE DISTRICT IMPLEMENT A BILINGUAL STIPEND THAT MAY INCLUDE TRAINING, TARGETING SPECIFIC SETS OF EDUCATIONAL AND POLICY LANGUAGE APPROPRIATE FOR CAMPUS LEVEL FUNCTIONS.
A NUMBER OF OUR MEMBERS HAVE CONFIDED THAT THEY DO NOT MAKE PUBLIC THE EXTENT OF THEIR KNOWLEDGE OF SPANISH BECAUSE THIS WORK IS ONEROUS AND DIFFICULT, TREATING IT AS THE LABOR IT IS. COMPENSATING IT WOULD LIKELY CHANGE THAT RELATIONSHIP FROM SOMETHING EXTRACTED AND TAKEN FOR GRANTED TO SOMETHING VALUED AND CELEBRATED.
GREGORY RABASSA, WHO TRANSLATED GABRIEL GARCIA MARQUEZ AND A NUMBER OF OTHER SPANISH LANGUAGE WRITERS, COMPARED THIS WORK TO A TASK THAT AMALGAMATES ORIGINAL WRITING AND ACTING. EVEN STAFF WITH ADVANCED FLUENCY IN BOTH LANGUAGES INVOLVED IN AN EXCHANGE MAY STRUGGLE TO BE BOTH SHAKESPEARE AND HAMLET.
WE ASK ONLY THAT THIS PERFORMANCE BE ACCORDED COMPENSATION COMMENSURATE WITH ITS VALUE.

MARTIKA HOUSTON, FOLLOWED BY RENA HONI WITH CHARLENE LAWTON AND STEPHEN POOLE ON DECK.
GOOD EVENING. FIRST VICE PRESIDENT MICCICHE, TRUSTEES AND SUPERINTENDENT ELIZALDE.
I'M RENA HONI, PRESIDENT OF ALLIANCE AFT AND A DISTRICT SEVEN CONSTITUENT.
I'M SPEAKING ON SAFETY FOR STUDENTS AND EMPLOYEES IN THE SPECIAL POPULATIONS DEPARTMENT.
WE ALL KNOW HOW IMPORTANT SAFETY IS FOR EVERYONE, BUT IN SITUATIONS THAT A FEW EMPLOYEES AND STUDENTS ARE CURRENTLY EXPERIENCING, ESPECIALLY WITH OUR MOST FRAGILE STUDENTS IN OUR SPECIAL NEEDS CLASSROOMS AND UNITS, THE URGENCY ISN'T SEEING AT THIS TIME.
MONEY AND PERSONNEL ARE ALWAYS AT THE TOP OF THE LIST FOR SOLUTIONS.
I'M GRATEFUL FOR THE WILLINGNESS OF A FEW TOP LEADERS IN THE SPECIAL POPULATIONS DEPARTMENT TO COLLABORATE WITH ALLIANCE MEMBERS TO PLAN AND ADDRESS THE SERIOUSNESS OF THIS ISSUE.
I HAVE TWO EXAMPLES TO QUICKLY SHARE.
A STUDENT IN AN ELEMENTARY CLASSROOM OR UNIT WITH VERY AGGRESSIVE BEHAVIOR KICKED A TEACHER IN THE HEAD WITH BOTH FEET, CAUSING THE TEACHER TO HAVE AN INSTANT, SEVERE HEADACHE WITH LIGHT AND SOUND SENSITIVITY.
THE TEACHER WENT TO THE CAMPUS NURSE AND WAS TOLD TO GO SEEK MEDICAL ATTENTION WITHOUT DELAY.
TRYING TO FOLLOW INSTRUCTION, SHE WAS TOLD BY THE OFFICE MANAGER AND PRINCIPAL THEY DIDN'T KNOW WHO WOULD COVER HER CLASSROOM, SO SHE HAD TO MAKE THOSE ARRANGEMENTS HERSELF. AFTER SEEING EMERGENCY CARE WORKERS, SHE HAD A SEVERE CONCUSSION AND WAS ADVISED NOT TO WORK FOR SEVERAL DAYS.
THAT STUDENT REMAINS IN THE CLASS WITH 11 OTHER STUDENTS OF VARYING CHALLENGES AND ONE TEACHER WHO MAY OR MAY NOT HAVE A TEACHER ASSISTANT.
THIS STUDENT WAS TRANSFERRED TO ANOTHER CAMPUS WHERE EVERYONE ASSIGNED TO ASSIST IS SCARED TO DEATH.
CURRENTLY, THE STUDENT SITS IN THE CLASSROOM, LOOKS OUT THE WINDOW AND IS NOT BEING SERVED BECAUSE THE SAFETY OF THE EMPLOYEES AND THE OTHER STUDENTS IS AT RISK AND OTHER STUDENTS ARE NOT BEING SERVED BECAUSE OF THE NUMBER OF WORKERS ASSIGNED TO MONITOR THE STUDENT.
UNFORTUNATELY, THESE EXAMPLES ARE REAL AND WE HAVE TO ADDRESS THEM IN A MUCH BETTER WAY.
DALLAS ISD CAN AND SHOULD BE THE MODEL ACROSS THE COUNTRY IN SERVING STUDENTS WITH SPECIAL NEEDS OF THIS BOARD, AND THE LEADERSHIP HAVE THE WILL TO MAKE IT HAPPEN AND MAKE THE NECESSARY CHANGES.
OUR EMPLOYEES, PARENTS, STUDENTS AND COMMUNITY EXPECT OUR BEST.

BUT THERE ARE SOME THINGS GOING ON THAT WE'RE CONCERNED WITH IN OUR COMMUNITY.
WE HAVE A WORKING CLASS GROUP OF PEOPLE WHO HAVE CHILDREN THAT GO TO CARTER HIGH SCHOOL.
I LIVE IN THE COMMUNITY. I'M AN ALUMNI FROM THE HIGH SCHOOL.
IN THOSE MEETINGS, WE FOUND THAT CERTAIN THINGS NEEDED TO BE INCLUDED IN THE SCHOOL.
WHEN WE DISCUSS THOSE THINGS, THEY WERE BRUSHED ASIDE.
WE REQUESTED MEETINGS THROUGH SITE BASED MEETINGS.
DURING ONE OF THOSE MEETINGS, WE HAD THE PRINCIPAL.
WE HAD EMPLOYEES FROM THE DISTRICT, WE HAD THE EXECUTIVE DIRECTOR, AND OUR TRUSTEE SHOWED UP.
I DIDN'T KNOW AN ED IN THE TRUSTEE HAD THE RIGHT TO BE IN THE AND AN [INAUDIBLE] GIVEN DIRECTIVES.
[01:40:03]
YOU CAN CHECK YOUR EMAIL.AS WE PROGRESS, WHAT WE FOUND IS THAT OVER THE YEARS SOMEONE HAS BEEN INFORMING EITHER ADMINISTRATORS OR DISTRICT EMPLOYEES NOT TO HAVE CONVERSATIONS WITH COMMUNITY MEMBERS, BE IT THE SBDM, THE PTA OR ME DIRECTLY.
BUT THAT'S NOT WHAT'S HAPPENING.
THE BIG ISSUE THAT WE HAVE IS THAT CARTER LOOKS LIKE AN OLD RUBIK'S CUBE.
THE WORST PART ABOUT IT AND THE PARENTS ARE REALLY UPSET WHEN THAT STORM HIT A WEEK OR SO AGO, ALL THEY COULD THINK ABOUT WAS CARTER HIGH SCHOOL HAS A FALLOUT SHELTER THAT DOES NOT HAVE AN ENTRANCE FROM WITHIN THE BUILDING.
HOW DO YOU HAVE A FALLOUT SHELTER BUILT FOR A SCHOOL AND YOU CAN'T GET INTO IT FROM WITHIN THE SCHOOL? SO WE'RE TALKING ABOUT KIDS SAFETY.
WE'RE TALKING ABOUT STAFF SAFETY.
LIKE I SAID, I HAD NO PLANS TO EVER TALK NO MORE WITH THIS BOARD, BECAUSE WHAT I SEE A LOT OF TIMES IS PEOPLE IN THE DISTRICT WHO SIT HERE AND TRUSTEES WHO SIT HERE AND THEY LOOK, BUT NOTHING IS GETTING DONE.
WE ALSO HAVE AN ISSUE WITH THE FACT THAT WE HAVE AN ADMINISTRATOR, FOR WHATEVER REASON, REFUSES TO ANSWER ANY EMAILS FROM THE SBDM TO SIT DOWN AND TALK ABOUT PROGRAMS. CARTER HAS NO VIABLE PATHWAYS.
NONE. SO WE CAN CELEBRATE ATHLETICS ALL DAY LONG IN THE BLACK COMMUNITY.
BUT WHEN OUR KIDS GRADUATE, THEY HOOD FAMOUS.
THEY ARE NOT EDUCATED, THEY DON'T HAVE SAFETIES IN THE SCHOOLS.
I SPOKE UP FOR SOCCER TO BE MOVED OVER TO PHYLLIS FAIR.
THANK YOU, MR. BUT DON'T PLAY WITH THESE KIDS LIVES JUST BECAUSE YOU'RE CELEBRATING SPORTS.
OUR FINAL SPEAKER IS GEORGE RANGEL.
GOOD EVENING, VICE FIRST VICE PRESIDENT MICHICHE, TRUSTEES, SUPERINTENDENT ELIZALDE.
334 CENTER STREET, DALLAS, TEXAS 75208.
AND NOW THEY ARE FINDING THAT THEY HAVE BEEN ISSUED AN INTENT TO NON-RENEWAL LETTER.
THERE WAS NO INVESTIGATION, NO COMMUNICATION, NO CONTACT FROM ANYBODY FROM THE PSO OFFICE.
IN CASES AT CHAPEL HILL ELEMENTARY, WE SEE THAT THE INTERIM PRINCIPAL PLACED A TEACHER ON ADMINISTRATIVE LEAVE AND THAT SAID TEACHER RECEIVED AN INTENT TO NON-RENEWAL LETTER. ANOTHER TEACHER AT THE SAME CAMPUS CAME AND TOLD US HE HAD RESIGNED BECAUSE HE WAS TOLD LAST SEMESTER THAT HE WAS GOING TO BE NON-RENEWED . HE WAS BEING BULLIED.
THIS TEACHER HAS TERMINAL CANCER AND WAS APPROVED FOR INTERIM LEAVE.
ALL OF THESE TEACHERS ARE BILINGUAL TEACHERS.
THIS IS A WASTE OF TAX DOLLARS AND A SCARE TACTIC TO THE TWO THAT IS CREATED BY ADMINISTRATORS AT THE TIME WHEN WE HAVE A SHORTAGE OF TEACHERS. THE DISTRICT HAS A DEPARTMENT WHO SPENDS COUNTLESS DOLLARS AND TIME TO RECRUIT EDUCATORS WHILE YOU HAVE ANOTHER DEPARTMENT WHO SITS IN THE OFFICE CALLING EDUCATORS TO COME AND PICK UP THEIR INTENT TO NON-RENEWAL LETTER.
SOMETHING IS BROKEN AND OUR STUDENTS AND TAXPAYERS ARE PAYING FOR IT COSTLY.
THE SILVER LINING IN THIS IS THE INTENT TO NON-RENEWAL LETTER IS HAS A DATE FOR THEM TO SIGN, WHICH IS MARCH 27TH, 2022, WHICH MEANS THAT THEY WENT ALL LAST YEAR WITHOUT GETTING THE NON-RENEWAL LETTER.
SO I GUESS THEY'RE STILL EMPLOYED.
SO THESE ARE SOME OF THE THINGS THAT ARE HAPPENING AT THE CAMPUSES, AT THE BUS LOTS.
A SUMMARY OF CONFERENCE LETTER GOING BACK TO FEBRUARY.
[01:45:01]

HOWEVER, TRUSTEES FOREMAN AND AND WHITE WHO HAD PULLED THESE FOR SEPARATE VOTE ALL HAVE RETURNED ALL BUT ONE OF THE ITEMS TO THE CONSENT AGENDA.

MOTION BY TRUSTEE FLORES, SECONDED BY TRUSTEE MARSHALL.
[01:50:05]
IS THERE DISCUSSION? YES. TRUSTEE FOREMAN.THIS WILL BE A BRIEF TRUSTEE MARSHALL.
AND ALTHOUGH THE BOARD PRESIDENT IS NOT HERE, I HAVE SOME CONCERNS ABOUT CH IN ITS ENTIRETY.
WE MADE SOME ADJUSTMENTS TO OUR PROCUREMENT POLICIES ABOUT TWO YEARS AGO, AND I'M ASKING THAT WE TAKE A STRONG LOOK AT THE WHOLE CH POLICY, NOT JUST THIS ONE INDIVIDUAL PIECE.
ALL RIGHT, TRUSTEES, PLEASE CAST YOUR VOTES.
MOTION PASSES BY VOTING YES, ONE VOTING NO, ONE ABSTAINING, AND TWO, NOT PRESENT TO VOTE.
ITEM 11 OF THE AGENDA LISTS THE ITEMS THAT HAVE BEEN PULLED FROM THE AGENDA.

THIS MEETING IS ADJOURNED.
