WOULD YOU PLEASE COME FORWARD? CAMPBELL RECENTLY COMPETED IN THE 2023 STATE SWIM MEET AND WON THE FIVE A STATE CHAMPIONSHIP IN THE 200 INDIVIDUAL MEDLEY WITH A TIME OF ONE MINUTE, 55.88 SECONDS, BREAKING A FOUR YEAR RECORD.

CAMPBELL ALSO PLACED SECOND IN THE 100 BREASTSTROKE RACE AND IS NOW A TWO TIME STATE CHAMPION IN THE 200 INDIVIDUAL MEDLEY.

CAMPBELL IS SUCCEEDING ACADEMICALLY AS WELL, BEING RANKED THIRD IN HER CLASS OF 341 STUDENTS.

THANK YOU. FIRST AND FOREMOST, WHILE I KNOW HE'S ATTENDING HIS DAUGHTER'S GAME, I WANT TO LET EVERYBODY KNOW I WANT TO START OFF BY WISHING PRESIDENT JUSTIN HENRY A HAPPY BIRTHDAY.

I'M NOT SURE THAT PEOPLE OF DALLAS ISD KNOW JUST HOW LUCKY WE ARE TO HAVE THE BOARD MEMBERS AND CERTAINLY PRESIDENT JUSTIN HENRY LEADING OUR SCHOOL BOARD.

BUT I DO.

AS FAR AS I'M CONCERNED, MAYBE THIS SHOULD BE JUSTIN HENRY DAY, BUT SORRY, I DIDN'T PUT IT ON THE AGENDA.

IN MARCH, WE SPEND A LOT OF TIME CELEBRATING WOMEN WHO BECAME FAMOUS FOR TRAILBLAZING IN THEIR RESPECTIVE FIELDS.

BUT I WANT TO SALUTE THOSE WOMEN WHO FOLLOWED THEIR TRAILS AND TURNED THE UNUSUAL INTO THE EXPECTED.

AS SOMEONE WHO IS CURRENTLY SERVING IN A ROLE ONCE EXCLUSIVELY OCCUPIED BY A MAN, I AM PERSONALLY GRATEFUL TO ALL OF THE WOMEN WHO HAVE MADE BEING A HIGH SCHOOL PRINCIPAL OR A COACH OR A LAWYER OR A POLICE OFFICER OR A FIREFIGHTER OR A DOCTOR PERFECTLY AND MARVELOUSLY ORDINARY.

DALLAS ISD IS STARTING A NEW TRADITION WHEN THE DALLAS ISD LEADERS SITTING BEFORE YOU NOTICE TEAM MEMBERS GOING THE EXTRA MILE, THEY WILL AWARD THEM WHAT WE'RE CALLING THE DALLAS ISD PIN, WHICH IS THE SAME LAPEL PIN THAT THEY WEAR.

DEPUTY CHIEF OF STAFF PAM LEHRER GAVE OUT THE FIRST DALLAS ISD PIN TO MARK WAGNER FROM MAINTENANCE AND FACILITY SERVICES FOR GOING ABOVE AND BEYOND ON SOME PROJECTS THAT SHE HAD.

I TOO GAVE AWAY A DALLAS ISD PIN TO SOMEONE IN THIS BUILDING, MISS TAMMY, WHO WENT ABOVE AND BEYOND TO GET ME A CHOCOLATE BAR ONE DAY WHEN THERE WERE M&MS ONLY WITH PEANUTS, AND SHE KNEW I LIKED THEM WITHOUT PEANUTS.

SO TRUE STORY.

SHE WENT ON HER BREAK TO GET ME M&MS WITHOUT PEANUTS.

THOSE ARE THE TYPE OF TEAM MEMBERS THAT WE HAVE THAT I GET TO WORK ALONGSIDE EVERY SINGLE DAY.

AND MOST IMPORTANTLY, THANK YOU, MARK, ALSO FOR YOUR SERVICE TO DALLAS ISD.

AND OF COURSE, AS WE JUST DID A FEW MINUTES AGO, WE CELEBRATED BOTH A SWIMMER AND ACADEMIC CHAMPION AND JUSTIN F KIMBALL'S BOYS BASKETBALL TEAM WHO WON THE FIVE A STATE CHAMPIONSHIP AGAINST KILLEEN ELLISON TO EARN THE SCHOOL'S SEVENTH STATE CHAMPIONSHIP, THE MOST IN DALLAS ISD HISTORY AND THE SECOND MOST IN STATE HISTORY.

AND WHILE I HEARD TRUSTEE FOREMAN CALL HIM HOLLYWOOD NICK, TRUTHFULLY, HE HAS WON EVERY SINGLE COACH OF THE YEAR AWARD, I THINK THAT I'VE SEEN IN OUR AREA.

SO CONGRATULATIONS TO OUR TEAM MEMBERS WHO CHOOSE TO SERVE AT KIMBALL HIGH SCHOOL AND IN DALLAS ISD.

CHRIS WRIGHT OF IRMA LERMA RANGEL YOUNG WOMEN'S LEADERSHIP SCHOOL WAS NAMED BY THE NATIONAL ASSOCIATION FOR URBAN DEBATE LEAGUES AS ITS COACH OF THE YEAR. HE HAS BEEN COACHING DEBATE IN THE DALLAS URBAN DEBATE ALLIANCE SINCE 2012 AND WAS CHOSEN FROM AMONG COACHES REPRESENTING, LISTEN TO THESE CITIES DETROIT, TULSA, MINNESOTA, MIAMI DADE AND BOSTON SCHOOLS.

TRUSTEES, LET ME TELL YOU, WHEN A REPRESENTATIVE FROM THE NATIONAL ASSOCIATION FOR URBAN DEBATE LEAGUES ANNOUNCED MR. WRIGHT AS COACH OF THE YEAR, THERE WERE SCREAMS, ACTUAL SCREAMS OF JOY FROM OUR STUDENT BODY.

WE ARE SO LUCKY TO HAVE CHRIS WRIGHT ON OUR TEAM.

CONGRATULATIONS TO ONE OF OUR TEACHERS, TO JOSUE TAMAREZ TORRES, A MASTER TEACHER WHO TEACHES FOURTH AND FIFTH GRADE BILINGUAL MATH AT BLANTON ELEMENTARY. IN MARCH 2022, THE GOVERNOR APPOINTED MR. TORRES TO LEAD THE TEACHER VACANCY TASK FORCE, WHICH RECENTLY RECOMMENDED PAY RAISES, MORE TRAINING AND BETTER WORKING CONDITIONS TO ADDRESS TEACHER RETENTION. THANK YOU, MR. TORRES, FOR YOUR SERVICE TO THE STATE AND FOR MAKING ALL OF US AT DALLAS ISD PROUD.

AND I'M PLEASED TO SEE THAT MANY IN THE LEGISLATURE HAVE HEARD HIS CALL AND THOSE OF OTHERS AND ARE PROPOSING TEACHER PAY INCREASES THAT I CERTAINLY SUPPORT. BUT I WOULD BE REMISS IF I DIDN'T POINT OUT THAT EVERYONE IN SCHOOLS DESERVES A PAY INCREASE FROM CUSTODIANS TO COUNSELORS.

AND AT THE SAME TIME, AS TRUSTEE MARSHALL POINTED OUT THIS WEEK IN HIS EXCELLENT OP ED IN THE DALLAS MORNING NEWS, IF THE LEGISLATURE PASSES VOUCHERS, THAT WILL MEAN STUDENTS LEAVE PUBLIC SCHOOLS, WHICH MEANS WE SEND THE STATE MORE MONEY IN RECAPTURE AND WILL LEAVE US EVEN LESS DOLLARS TO GIVE OUR TEAM MEMBERS THE PAY INCREASES THEY SO DESERVE.

SO LET'S TAKE A LESSON FROM MR. TORRES EXAMPLE, AND LET'S GET INVOLVED.

PICK UP A PHONE AND CALL YOUR STATE SENATORS AND REPRESENTATIVES, SEND THEM EMAILS TO YOU, AND LET THEM KNOW WHERE YOU STAND ON SALARIES IN PUBLIC EDUCATION AND PUBLIC VOUCHERS REGARDING PRIVATE SCHOOLS.

IF YOU'RE NOT SURE WHO YOUR ELECTED REPRESENTATIVES ARE, YOU CAN GOOGLE WHO REPRESENTS ME TEXAS.

SPEAKING OF THOMAS JEFFERSON HIGH SCHOOL, I WANT TO CONGRATULATE THE HIGH SCHOOL'S DEBATE TEAMS JESSE ESCAMILLA, JUAN VALDEZ, DIEGO FRIDAY AND ANA PERALTA FOR BEING AMONG THE 12 DALLAS ISD STUDENTS WHO QUALIFIED FOR THE STATE CHAMPIONSHIP WHILE THEY DIDN'T MAKE THE NEXT ROUND.

WE'RE VERY, VERY PROUD OF THEM FOR THIS OUTSTANDING ACHIEVEMENT.

AND IN A SERIOUS NOTE, AS THE SUPERINTENDENT HAS ALREADY NOTED, THE INCIDENT AT TJ THIS WEEK, FIRST, OUR PRAYERS FOR A SPEEDY RECOVERY.

FIRST, I WANT TO GIVE KUDOS TO THE HILLCREST HIGH SCHOOL GIRLS SOCCER TEAM FOR BEING 2023, DISTRICT 11 FIVE-A CHAMPIONS.

I ALSO WANT TO GIVE A CONGRATULATIONS TO THE WOODROW VARSITY TENNIS TEAM FOR PLACING FIRST AT THE RICHARDSON TOURNAMENT OF CHAMPIONS.

ON FEBRUARY 27TH, THE WOODROW GOLF TEAM PLAYED IN THE LAKE HIGHLANDS CLASSIC.

THE BOYS TEAM PLAYED THAT SAME DAY AT TENNYSON PARK AND BOTH WON FIRST PLACE.

ALSO, THE BOYS AND GIRLS TEAMS PLAYED AT THE WATERVIEW CLASSIC AT THE WATERVIEW GOLF COURSE ON MARCH 2ND, AND BOTH OF THOSE TEAMS WON FIRST PLACE IN JV.

SO GREAT, GREAT JOB TO THE GOLF TEAM AT WOODROW.

ALSO WANT TO CONGRATULATE THE 50 LUCKY SEVENTH AND EIGHTH GRADERS FROM DEALEY MONTESSORI THAT HAD THE CHANCE TO TASTE TEST A NEW RECIPE FOR VEGAN TACOS FROM DALLAS ISD'S FOOD AND CHILD NUTRITION SERVICES DEPARTMENT.

ALTHOUGH MY MEAT LOVING SELF CAN'T RELATE TO THAT.

BUT I WILL SAY THAT THEY THEY APPEARED TO ENJOY IT AND THE STUDENTS WERE ASKED TO COMPLETE A SURVEY AFTERWARDS AND REVIEWS WERE MOSTLY GOOD.

SO BIG CONGRATULATIONS ALSO TO THE WOODROW STUDENT JOHN MCKENNA, AJEET FRIEDMAN, AVIELLE GASCHO AND WILL WEGNER FOR SETTING A NEW RELAY RACE SCHOOL RECORD ON MARCH 1ST FOR THE FOUR BY 800 METER RELAY.

THEY RAN IT IN 8.35, WHICH IS AN ALL TIME SCHOOL RECORD.

SO WAY TO GO. I ALSO WANT TO GIVE CONGRATULATIONS TO THE STUDENTS WHO WERE REWARDED FOR THEIR SUBMISSIONS TO THE REFLECTIONS CONTEST AT LAKEWOOD ELEMENTARY ON MARCH 2ND.

CONGRATULATIONS TO THE NINE STUDENTS WHO ADVANCED TO REGIONALS.

WANT TO GIVE A SHOUT OUT TO THE WOODROW MOCK TRIAL TEAM THAT MADE THE FINAL FOUR OUT OF STATE OUT OF AN ORIGINAL 160 TEAMS OF THE TOP PERFORMERS ACROSS THE STATE.

WOODROW REACHED A TIE FOR THIRD PLACE IN TEXAS.

THIS ITEM WILL AUTHORIZE CERTAIN TRAINED DISTRICT STAFF MEMBERS TO ADMINISTER AN OPIOID ANTAGONIST, WHICH IS A SAFE AND EFFECTIVE DRUG MORE COMMONLY KNOWN AS NARCAN, TO A STUDENT EXPERIENCING A SUSPECTED OPIOID OVERDOSE.

OUR COMMUNITY IS MADE UP OF OVER 3500 SINGLE FAMILY HOMES AND SEVERAL HUNDRED APARTMENTS.

THE BUCKNER TERRACE NEIGHBORHOOD ASSOCIATION HAS BEEN AROUND FOR ABOUT 40 YEARS.

WE HAVE ALWAYS BEEN VERY ACTIVE WITH THE EDNA ROWE ELEMENTARY SCHOOL OVER THE YEARS AND HAVE BEEN PROUD TO MAINTAIN THE RELATIONSHIP OVER THOSE YEARS.

A COUPLE OF YEARS AGO, WE STARTED A CONVERSATION ABOUT INSTALLING DOG CLEAN UP STATIONS AROUND THE SCHOOL, AND THAT CONVERSATION LED TO WHAT WE SEE AT EDNA ROWE TODAY . A FACILITY THAT WAS ONCE EVALUATED BY THE PARSONS REPORT AS THE THIRD WORST ELEMENTARY FACILITY IN DISD COLLECTION OF SCHOOLS.

TODAY, I WOULD ARGUE THAT IT'S ONE OF OUR NICEST.

WHILE IT'S NOT NEW, IT'S BEEN NEARLY COMPLETELY RENOVATED AND HAS BECOME A SPECTACULAR FACILITY THROUGH THAT RENOVATION.

TRUSTEE NUTALL, PRINCIPAL MACFARLAND AND I HAD A LOT OF CONVERSATIONS OVER THE YEARS, AND THEN WHEN TRUSTEE HENRY JOINED THE BOARD STARTED HAVING THOSE CONVERSATIONS WITH HIM. THE FACILITY WOULD NOT BE WHAT IT IS TODAY WITHOUT THE HARD WORK AND DEDICATION OF THE STAFF AND LEADERSHIP OVER THE PAST SEVERAL YEARS.

LAST YEAR WE EMBARKED ON A NEW PAGE AT EDNA ROWE WITH A FRESH FIRST TIME PRINCIPAL, MR. AARON JOSEPH. SORRY FOR SAYING HIS NAME, BUT HE DESERVES IT.

THE FIRST THING HE TOLD ME IS THAT HE WAS GOING TO WORK TO MAKE THIS THE BEST COMMUNITY OR MAKE THE COMMUNITY MAKE THIS THE BEST SCHOOL IT COULD BE.

NOT ONLY HAS MR JOSEPH COME IN RUNNING, BUT HE CAME IN SCREAMING, SCREAMING CHANTS IN THE HALLWAY TO GET THE KIDS PUMPED UP FOR THE DAY.

THE ENERGY PROPELLED THE NEW PRINCIPAL TO A LEVEL OF EXCEEDED ANY EXPECTATIONS FOR A FIRST YEAR PRINCIPAL.

HE BROUGHT THE SCHOOL FROM AN AVERAGE PERFORMING SCHOOL TO ONE OF THE HIGHER PERFORMING SCHOOLS IN JUST ONE YEAR, TOPPING THE DISTRICT AND CLIMATE SURVEY LAST YEAR.

WE COULD BE NO MORE PROUD OF THE ACCOMPLISHMENTS, BUT THE MORE IMPRESSIVE, HE REBUILT THE COMMUNITY'S TRUST AND CONNECTION AND TURNED THE CAMPUS BACK INTO A NEIGHBORHOOD SCHOOL THAT WE ARE PROUD OF AS WE EMBARK IN THE NEW AVENUE AT EDNA ROWE BECOMING A MONTESSORI SCHOOL.

SEVERAL ISSUES WAS DISCUSSED.

THE ONE TOPIC THAT WAS DISTURBING WAS PROPER BATHROOM ETIQUETTE.

OUR AREA DIRECTOR CALLED THE WOMEN'S BATHROOM NASTY AND FILTHY.

SHE TALKED ABOUT THE HORRIBLE ODOR THAT LURKED IN AND OUTSIDE OF THIS BATHROOM.

SHE ALSO STRESSED THE IMPORTANCE OF WOMEN THAT ARE ON THEIR MENSTRUAL CYCLE TO PROPERLY DISPOSE OF THEIR SANITARY PRODUCTS SO BLOOD WOULD NOT BE LEFT BEHIND FOR A MALE JANITOR TO CLEAN UP.

YES, THE CONVERSATION WAS UNPROFESSIONAL AND INAPPROPRIATE, BUT I BELIEVE THAT THE DIRECTOR JUST WANTED THE WOMEN TO SHOW MORE RESPECT FOR ONE ANOTHER AND TO DO A BETTER JOB CLEANING UP AFTER THEMSELVES.

WHAT SHE FAILED TO MENTION IS THAT THE FACILITY ONLY HAS ONE BATHROOM FOR 200 BLACK WORKERS WOMEN, ONE BATHROOM.

THE TRAFFIC RUNNING TO THIS BATHROOM AFTER A SHIFT IS NOTHING LESS THAN MADNESS.

WHAT SHE FAILED TO MENTION IS THAT THE SMELLY BATHROOM IS SHARED BY TWO SCHOOL DISTRICTS DISD, AS WELL AS LANCASTER ISD.

WHAT SHE FAILED TO MENTION IS THAT THERE IS NO VENTILATION IN THIS BATHROOM.

MOST IMPORTANT, SHE FAILED.

WHAT SHE FAILED TO MENTION IS THAT THE EXECUTIVE DECISION MAKERS IS AWARE OF THIS DESPICABLE, INHUMANE CONDITION AND HAS DONE NOTHING ABOUT IT.

HARLAN CROW, THE SON OF REAL ESTATE TYCOON BILLIONAIRE TRAMMELL CROW HAVE IN PUBLIC EDUCATION.

WHAT INTEREST DOES MILLIONAIRE TIM BURNS, CEO OF LINCOLN PROPERTY MANAGEMENT COMPANY, HAVE IN PUBLIC EDUCATION? WHAT INTERESTS DOES GARRETT BOONE, CEO OF THE CONTAINER STORE, HAVE IN PUBLIC EDUCATION, OR MICHAEL TERRY, THE DALLAS OIL INVESTOR? DALLAS OIL INVESTOR.

PUBLIC SCHOOLS NEVER TURN A CHILD AWAY, AS IT SHOULD BE, BECAUSE IT DOESN'T MATTER IF A CHILD IS POOR OR BLACK OR AN ENGLISH LANGUAGE LEARNER, OR IF IT HAS LEARNING CHALLENGES OR EVEN IF IT HAS TERRIBLE BEHAVIOR.

THEY HAVE THE RIGHT AND DESERVE THE BEST POSSIBLE EDUCATION.

EVERY CHILD DESERVES SOMEONE IN THEIR CORNER THAT IS WILLING TO FIGHT FOR THEM.

AND IT IS WE, THE PUBLIC SCHOOL EDUCATORS WHO FIGHT FOR THE DESTITUTE, THE MARGINALIZED, THE IMMIGRANT, THE HUNGRY AND THE UNDERDOG.

LET THIS BE A CAUTIONARY TALE FOR US HERE IN DALLAS ISD.

THIS HOSTILE TAKEOVER IS A POOR LAME EXCUSE TO FURTHER PRIVATIZE AND UNDERMINE PUBLIC EDUCATION.

PUBLIC EDUCATION FUNDS ARE THE LAST BASTION OF TAXPAYERS MONEY THAT THE RICH AND THE PRIVILEGED WANT TO SINK THEIR FANGS AND CLAWS INTO.

THE HEALTH CARE SYSTEM WAS PRIVATIZED.

AND WE SEE HOW THAT'S HOW THAT IS GOING FOR US, THE POOR AND WORKING CLASS.

IF WE DON'T FIGHT FOR PUBLIC SCHOOLS, THERE WILL BE TWO SCHOOL SYSTEMS, ONE FULLY FUNDED FOR THE PRIVILEGED AND A PUBLIC UNDERFUNDED SCHOOL SYSTEM FOR THE WORKING CLASS.

THE NUMBER ONE IS EQUITABLE COMPENSATION AS A PROFESSIONAL DEGREE AND CAREER.

NEXT IS RESPECT AND A VOICE IN POLICY MAKING WITHIN THE ORGANIZATION.

THESE AREAS ARE THOSE THAT WE HAVE FAILED IN THIS DISTRICT BUT ARE PERFECTLY CAPABLE OF REDEEMING AS A BOARD AND SCHOOL LEADERSHIP UNDER MILES AND HINOJOSA WHICH UNFORTUNATELY, YOU HAVE INHERITED, DR. ELIZALDE.

TEACHERS HAVE BEEN DEEMED EXPENDABLE AND INFERIOR, AND THUS OUR PROGRAMS ARE DESIGNED TO REFLECT THAT MESSAGE, SUCH AS THE INEQUITABLE TI COMPENSATION SYSTEM AND THE THEFT OF THE TIA MONEY FROM THE TEACHERS.

AS ONE TEACHER SAID THIS WEEK, SHE LOVES TEACHING BUT HATES HER JOB, AND AS A BILINGUAL TEACHER, SHE'S DISCOVERED SHE CAN GO TO WORK FOR A NEIGHBOR DISTRICT, BE VALUED AND RESPECTED, LOVE TEACHING AND NOT LOSE MONEY BECAUSE THE OTHER DISTRICT PAYS THE TIA MONEY TO THEIR TEACHERS.

THE RECRUITMENT AND RETENTION OF TEACHERS IS A CRITICAL ISSUE IN OUR DISTRICT, ESPECIALLY IN THE AREAS OF SPECIAL EDUCATION.

THE INEQUITY OF OUR TIA COMPENSATION SYSTEM HAS PROVEN AS NOT MEANS FOR RETENTION AND RECRUITMENT OF TEACHERS, AS EVIDENCED BY THE YEARLY EXODUS OF TEACHERS, ESPECIALLY IN SPECIAL EDUCATION.

AS A BOARD AND LEADERSHIP, YOU MUST BEGIN DOING WHAT IS NECESSARY FOR THE RECRUITMENT AND RETENTION OF TEACHERS, WHICH WILL MEAN OVERHAULING OUR COMPENSATION SYSTEM.

WE CAN START WITH PAYING THE TIA MONEY DIRECTLY TO THE TEACHERS.

THE 90% IS INTENDED UNDER THE PROGRAM.

WHEN FORMER SUPERINTENDENT HINOJOSA WAS DOING HIS FAREWELL TOUR LAST YEAR, MAKING STOPS AND GIVING PRESENTATIONS AT SCHOOLS AROUND THE DISTRICT, HE BRAGGED TO THE GROUP THAT ATTENDED THE MEETING AT MY SCHOOL ABOUT HOW SCHOOL LIBRARIES WERE BEING REVAMPED.

THEN HE SAID, LIKE IT WAS A GOOD THING.

SOMETHING LIKE WAIT TILL YOU SEE HOW OUR LIBRARIES ARE GOING TO LOOK.

THEY'RE PRACTICALLY LOOK LIKE APPLE STORES.

NOW. I HAVEN'T BEEN IN APPLE STORES VERY OFTEN SINCE.

I STILL HAVE A FLIP PHONE, SO MAYBE THEY'VE CHANGED.

BUT MY FIRST THOUGHT WAS I DON'T RECALL SEEING A LOT OF BOOKS IN AN APPLE STORE.

THE DISTRICT IS DE-PRIORITIZING LIBRARIES AND THEY'RE CRUMBLING AT AN ALARMING RATE.

EVERY YEAR IT SEEMS THAT FEWER AND FEWER SCHOOLS HAVE LIBRARIANS.

MY OWN SCHOOL'S LIBRARIAN LAST YEAR SAW THE WRITING ON THE WALL, GOT HER COUNSELORS CERTIFICATION AND FOUND A COUNSELING POSITION, AND HER LIBRARIAN POSITION HAS NOT BEEN FILLED. ALL AROUND THE DISTRICT, LIBRARIES ARE MORE OFTEN USED NOW AS SIMPLY TESTING CENTERS OR JUST LARGE ROOMS OF TABLES AND CHAIRS TO HOLD MULTIPLE CLASSES OF KIDS WHOSE TEACHERS ARE ABSENT. SINCE WE HAVE A SUBSTITUTE SHORTAGE AS WELL, STATE REPRESENTATIVE BENTON JONES OF DALLAS INTRODUCED A BILL THIS SESSION, HB 2694 THAT WOULD REQUIRE THAT A SCHOOL NOTIFY PARENTS IF THERE IS NOT A NURSE, SCHOOL COUNSELOR OR LIBRARIAN AT THEIR CAMPUS.

I HOPE THIS BILL PASSES AND BEFORE IT DOES, I HOPE DALLAS ISD THINKS ABOUT HOW MANY SCHOOLS WOULD HAVE TO SEND OUT SUCH A NOTIFICATION FOR THEIR LACK OF LIBRARIAN.

AN EMBARRASSING NUMBER, I WOULD GUESS.

IT'S OBVIOUS WHY NOT HAVING A NURSE IS A SERIOUS PROBLEM FOR A SCHOOL.

IF SOMEONE NEEDS MEDICAL TREATMENT, IT'S OBVIOUS WHY NOT.

HAVING A COUNSELOR IS A SERIOUS PROBLEM FOR A SCHOOL.

SOMEONE TO HELP GUIDE AND ADVISE THE KIDS AND DEAL WITH EMOTIONAL PROBLEMS. BUT I THINK SOME PEOPLE DON'T THINK IT'S AS OBVIOUS WHY A LIBRARIAN IS ESSENTIAL, WHICH IT IS, BECAUSE WHILE OUR ENGLISH TEACHERS ARE BEING.

IN 1975, PRESIDENT FORD SIGNED INTO LAW WHAT HAS NOW BECOME THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT.

THIS FEDERAL LAW PROVIDES A FREE, APPROPRIATE PUBLIC EDUCATION IN THE LEAST RESTRICTIVE ENVIRONMENT TO ALL INDIVIDUALS WITH ANY TYPE OF DISABILITY.

IT IS FURTHER SUPPORTED BY THE 1990 AMERICANS WITH DISABILITIES ACT, WHICH IS PART OF CIVIL RIGHTS LEGISLATION IN THE 14TH AMENDMENT.

SO THESE ARE SUBSTANTIAL FEDERAL LAWS AND SHOULD BE TAKEN SERIOUSLY.

I'M HERE TONIGHT TO ADVOCATE FOR THOSE STUDENTS IN SPECIAL ED AFFORDED THESE CIVIL RIGHTS BY THESE LAWS.

FOR SOME TIME NOW, SPECIAL ED HAS BEEN GIVEN LIMITED CONSIDERATION EXCEPT WHEN THERE'S BEEN PUBLIC SCRUTINY.

IT HAS BEEN UNDER-RESOURCED AND UNDERSERVED DUE TO LACK OF STAFF.

I HAVE BEEN IN CLASSROOMS THAT HAVE BEEN WITHOUT A TEACHER FOR PART OR ALL OF THIS SCHOOL YEAR.

I'VE SEEN CLASSROOMS OVERCROWDED DUE TO LACK OF STAFF, UNDER-SUPPORTED DUE TO LACK OF TEACHING ASSISTANTS AND STUDENTS UNABLE TO ACCESS ONE ON ONE SUPPORT AS PROVIDED IN THE INDIVIDUAL EDUCATION PLAN.

A BINDING DOCUMENT.

A BINDING CONTRACT.

ALL. ALL PERSONNEL ARE STRUGGLING TO PROVIDE EDUCATIONAL AND RELATED SERVICES TO SUPPORT THESE STUDENTS.

AND WHILE ENROLLMENT MAY BE DOWN IN THE DISTRICT, IT IS AND HAS BEEN INCREASING IN SPECIAL EDUCATION.

PRESENTLY EARLY CHILDHOOD SPECIAL EDUCATION CLASSROOMS ARE AT MAXIMUM CAPACITY.

MANY OTHER SPECIALIZED CLASSROOMS ARE NEAR OR AT CAPACITY AT VARIOUS AREAS OF THE DISTRICT.

AS A RESULT, CLASSROOM SIZES ARE INCREASING.

I WANT YOU TO IMAGINE A CLASSROOM WITH SEVERAL STUDENTS IN WHEELCHAIRS, SOME THAT REQUIRE FEEDING TUBES, SOME THAT REQUIRE HYGIENE ASSISTANCE AND DIAPER CHANGES, SOME WITH SEIZURES, SOME WITH VISION OR HEARING ISSUES, SOME WITH SPECIALIZED EQUIPMENT, AND ALL WITH EDUCATIONAL NEEDS.

IMAGINE THE NUMEROUS MEETINGS AND INCREASED PAPERWORK AND PLANNING NEEDED FOR THESE STUDENTS.

IMAGINE WHAT IT'S LIKE WHEN THERE'S A FIRE DRILL OR A LOCKDOWN.

SPECIAL EDUCATION TEACHERS ARE LEAVING THE PROFESSION IN RECORD NUMBERS.

WITHOUT THE SUPPORT AND RESOURCES NECESSARY TO DO THEIR JOBS, THEY ARE BURNING OUT.

JUST AS BILINGUAL STAFF RECEIVE MORE PAY FOR THEIR SPECIALIZED SKILL.

SO SHOULD THOSE WORKING IN SPECIAL EDUCATION.

IN A DISTRICT THAT CLAIMS TO BELIEVE IN EQUITY AND INCLUSION, IT IS EVIDENT THAT ABLEISM IS A PROBLEM HERE.

ABLEISM IS A BELIEF THAT PEOPLE WITH DISABILITIES ARE LESS THAN THOSE WITHOUT DISABILITIES.

I ATTENDED A NATIONAL PROFESSIONAL CONFERENCE A FEW WEEKS AGO AND THE THEME WAS INCLUSION MATTERS.

NOT ONLY DOES IT MATTER, BUT IT IS PROTECTED BY FEDERAL LAW.

BEING SHORT ON STAFF DOES NOT EXEMPT YOU FROM IT BY FAILING TO PROVIDE AN APPROPRIATE PUBLIC EDUCATION AND BY IMPOSING GREATER RESTRICTIONS DUE TO LACK OF RESOURCES. YOU ARE VIOLATING THE CIVIL RIGHTS OF PEOPLE WITH DISABILITIES AND IT MUST STOP.

LET ME BEGIN BY PUBLICLY WELCOMING YOU BACK AND APPLAUDING YOU, SUPERINTENDENT ELIZALDE, FOR PICKING UP WHERE YOU LEFT OFF, HEARING THE COMMUNITY'S CONCERNS AND MAKING THINGS HAPPEN.

UNFORTUNATELY, WITH THE RECENT TRAGIC EVENTS THAT HAVE TAKEN PLACE, I AM HERE TO URGE YOU TO DO MORE AND DO BETTER.

THE AMOUNT OF GUN VIOLENCE AND VIOLENCE AMONG OUR YOUTH HAS BEEN OUT OF CONTROL.

AS ADULTS, WE ARE SUPPOSED TO NOT ONLY PROTECT AND EDUCATE OUR CHILDREN, BUT PROVIDE WAYS FOR THEM TO HAVE A BETTER FUTURE.

IT HAS BEEN REPORTED THAT GANG VIOLENCE IS RESPONSIBLE FOR MORE DEATHS NOT REPORTED, AS WELL AS THE VIOLENCE THAT IS TAKING PLACE IN OUR SCHOOLS.

THE WEEK OF SPRING BREAK FOUR DISD STUDENTS WERE KILLED, INCLUDING A STUDENT FROM ROOSEVELT HIGH SCHOOL.

AS AN EDUCATOR OF DIFFERENT INDUSTRY, I UNDERSTAND THE DYNAMICS OF TEACHING, CLASSROOM MANAGEMENT AND LEADERSHIP.

TEACHERS ARE HAVING TO DEAL WITH VIOLENT, UNDISCIPLINED STUDENTS, CREATING DISRUPTIVE LEARNING ENVIRONMENTS FOR THE STUDENTS.

OUR STUDENTS ARE ALREADY DEALING WITH ISSUES AT HOME.

SOME ARE AFRAID TO COME TO SCHOOL DUE TO GUNS IN THE SCHOOLS NOT BEING REPORTED, FIGHTS, BEING BULLIED NOT ONLY BY THE STUDENTS, BUT ANTAGONIZED BY STAFF. THESE THIS CREATES A HOPELESSNESS IN OUR YOUTH FOR A POSITIVE LIFE OR FUTURE, IT MUST BE DEEMED A TOP PRIORITY FOR CHANGE.

THE GUN SAFETY CAMPAIGN THAT WAS MENTIONED A YEAR AGO AFTER THE CARPENTER ELEMENTARY INCIDENT HAS YET TO BE MENTIONED AGAIN, WE HAVE FACED SCHOOL SHOOTINGS AT SPRUCE, SOC, MOLINA, EVEN A MURDER ON DISTRICT PROPERTY AT ELLIS DAVIS FIELD HOUSE THAT HAS ALSO YET TO BE SOLVED BY DISD POLICE.

WHERE WERE THE GRIEF COUNSELORS OR THE EXTRA DAY OF HEALING NEEDED FOR THOSE SITUATIONS? I AM ASKING, NO DEMANDING THAT YOU MAKE CONSIDERATIONS TO FIRE ALL THE CHIEFS AND CHIEF ASSISTANT CHIEFS OVER DISD POLICE.

NEW LEADERSHIP IS RECOMMENDED, ALTHOUGH IT IS A COMMON REALITY IN THE MORE IMPOVERISHED NEIGHBORHOODS.

AS YOU STATED, SUPERINTENDENT, WE DO NOT WANT THIS TO BE NORMALIZED.

WE HAVE A RIGHT TO DEMAND SAFETY FOR OUR STUDENTS AT THEIR SCHOOLS, ESPECIALLY THE NEIGHBORHOOD SCHOOLS.

MORE TRAINING NEEDS TO BE DONE ON DE-ESCALATION TECHNIQUES AND SETTING BOUNDARIES WITH STUDENTS.

YOU HAVE THE POWER TO MAKE CHANGES NOW THROUGH DISTRICT POLICY AND FOR LAWS TO REFLECT ADEQUATE, EQUITABLE AND TIMELY RESOURCES FOR ALL STUDENTS.

AS FAR AS OUR LEADERSHIP IS CONCERNED, IT IS NOT ABOUT FLEXING OR INTIMIDATION.

THE COVER UPS, THE NON-REPORTING BY CAMPUS ADMINISTRATORS ARE CONTRIBUTING TO THE CONTINUED BAD BEHAVIOR OF STUDENTS.

MY MOM WORKS IN THE FRONT OFFICE OF AN ELEMENTARY SCHOOL.

SHE'S A MEMBER OF THE SUPPORT STAFF THERE.

BUT DESPITE HER INCREASING WORKLOAD AND CONTINUED DEDICATION TO THE SCHOOL, SHE, LIKE MANY AT OUR SCHOOLS AND DALLAS ISD, ARE PROGRESSIVELY STRUGGLING TO MAKE ENDS MEET.

SHE, LIKE MANY AT OUR SCHOOLS, HAS TO WORK SECOND, THIRD OR MORE JOBS TO SUPPORT HERSELF, AS WELL AS OTHER FAMILY MEMBERS WHO RELY ON HER.

THAT EFFORT COULD BE BETTER UTILIZED AT THE SCHOOL OF WHICH SHE IS THE MOST PASSIONATE.

IN FACT, AT THIS VERY MOMENT, SHE IS AT A UPS WAREHOUSE SORTING PACKAGES.

AND NO MATTER HOW WELL SHE TRIES TO TAKE CARE OF HER HEALTH, EVEN AT 58, SHE HAS ALREADY HURT HERSELF ON THE JOB TWICE FROM CONTINUALLY EXTENDED EFFORT.

AND WHILE I'VE TRIED TO CONVINCE HER TO QUIT, TO GIVE HERSELF A BREAK TO REST, IT'S SIMPLY IMPOSSIBLE TO ADEQUATELY PROVIDE FOR HERSELF WITHOUT STRETCHING HERSELF SO THIN EVEN TO THE POINT OF INJURY.

AND SO YOU CAN FIND HER THERE UNTIL 10 P.M.

TONIGHT AS WELL AS THE REST OF THIS WEEK AFTER SHE GAVE HER ALL DURING THE SCHOOL DAY.

THIS WEEKEND, SHE'LL BABYSIT FOR LOCAL CHURCHES, TAKING CARE OF THE CHILDREN OF OTHERS LONG AFTER SHE ALREADY RAISED HER OWN.

SHE'S TOLD ME BEFORE THAT SHE FEELS LIKE A HAMSTER.

ON A WHEEL ENDLESSLY GOING AND GOING, NEVER REALLY MOVING FORWARD ENOUGH TO FEEL SAFE TO GET DOWN OFF THAT WHEEL.

I SEE HER SISYPHEAN EFFORT AND IT BREAKS MY HEART TO SEE HER WORKING SO HARD AND INCESSANTLY AT THE AGE OF 58 WHEN SHE SHOULD BE ALLOWED AN OPPORTUNITY TO SLOW DOWN AND AT LEAST BEGIN TO SEE A GLIMMER OF HOPE OF A POSSIBLE RETIREMENT.

AND WHEN RETIREMENT NEARS, FOR MANY OF OUR AGING STAFF, WE NEED A COMPETITIVE COMPENSATION RATE TO NOT STIFLE THE PASSION OF THE NEXT GENERATION OF LABORERS.

WE CAN'T DISSUADE THEM AND LOSE THEM TO A PLACE TO OFFER A LIVING WAGE WHEN THEY COULD FIND FULFILLING, COHESIVE, SYMBIOTIC HOMES HERE.

OF COURSE, MY MOM'S SITUATION IS NOT UNIQUE.

I'VE HEARD THE SAME STORY AND SEE THE SAME TIRED FACES THAT CONTINUE TO GIVE THEIR ALL FOR SOMETHING THEY BELIEVE IN AND HAVE INVESTED THEIR LIVES INTO, BUT ARE FACED WITH WITH RISING CONCERNS FOR THEIR FUTURES.

THE BLAME IS NOT ONLY ON DALLAS ISD BUT A RESULT OF LARGER SYSTEMIC AND SOCIAL FAILURES.

AND YET YOU ALL HAVE THE ABILITY TO RECOGNIZE AND REWARD THEIR DEVOTION TO EASE THE BURDEN OF THEIR LABOR BY IMPLEMENTING RACES THAT NOT ONLY HIGHLIGHT THE DIGNITY AND VALUE IN THE DISTRICT'S COUNSELORS, AIDES, HEALTH CARE WORKERS, CUSTODIANS AND ALL THE OTHER MEMBERS THAT MAKE UP THE SUPPORT STAFF, BUT TO FAIRLY COMPENSATE THEM TO KEEP UP WITH THE RISING COST OF LIVING.

WHILE THE FUNDS, BY NECESSITY, HAVE TO BE SPREAD.

AMONG MANY PROJECTS, THESE WORKERS MAKE UP THE FOUNDATION THAT PREFACES ANY SINGULAR PROGRAM.

THE LANGUAGE IN THESE SITUATIONS IS OFTEN MORE TECHNICAL AND CONTEXTUAL IN COMPARISON TO THE MORE GENERAL VOCABULARY USED IN EVERYDAY SPEECH.

WE ALL KNOW HOW IMPORTANT SAFETY IS FOR EVERYONE, BUT IN SITUATIONS THAT A FEW EMPLOYEES AND STUDENTS ARE CURRENTLY EXPERIENCING, ESPECIALLY WITH OUR MOST FRAGILE STUDENTS IN OUR SPECIAL NEEDS CLASSROOMS AND UNITS, THE URGENCY ISN'T SEEING AT THIS TIME.

MONEY AND PERSONNEL ARE ALWAYS AT THE TOP OF THE LIST FOR SOLUTIONS.

I'M GRATEFUL FOR THE WILLINGNESS OF A FEW TOP LEADERS IN THE SPECIAL POPULATIONS DEPARTMENT TO COLLABORATE WITH ALLIANCE MEMBERS TO PLAN AND ADDRESS THE SERIOUSNESS OF THIS ISSUE.

I HAVE TWO EXAMPLES TO QUICKLY SHARE.

A STUDENT IN AN ELEMENTARY CLASSROOM OR UNIT WITH VERY AGGRESSIVE BEHAVIOR KICKED A TEACHER IN THE HEAD WITH BOTH FEET, CAUSING THE TEACHER TO HAVE AN INSTANT, SEVERE HEADACHE WITH LIGHT AND SOUND SENSITIVITY.

THE TEACHER WENT TO THE CAMPUS NURSE AND WAS TOLD TO GO SEEK MEDICAL ATTENTION WITHOUT DELAY.

TRYING TO FOLLOW INSTRUCTION, SHE WAS TOLD BY THE OFFICE MANAGER AND PRINCIPAL THEY DIDN'T KNOW WHO WOULD COVER HER CLASSROOM, SO SHE HAD TO MAKE THOSE ARRANGEMENTS HERSELF. AFTER SEEING EMERGENCY CARE WORKERS, SHE HAD A SEVERE CONCUSSION AND WAS ADVISED NOT TO WORK FOR SEVERAL DAYS.

THAT STUDENT REMAINS IN THE CLASS WITH 11 OTHER STUDENTS OF VARYING CHALLENGES AND ONE TEACHER WHO MAY OR MAY NOT HAVE A TEACHER ASSISTANT.

IN ANOTHER SITUATION, A LARGE SECONDARY STUDENT WITH EXTREMELY AGGRESSIVE BEHAVIOR INJURED A TEACHER.

THIS STUDENT WAS TRANSFERRED TO ANOTHER CAMPUS WHERE EVERYONE ASSIGNED TO ASSIST IS SCARED TO DEATH.

CURRENTLY, THE STUDENT SITS IN THE CLASSROOM, LOOKS OUT THE WINDOW AND IS NOT BEING SERVED BECAUSE THE SAFETY OF THE EMPLOYEES AND THE OTHER STUDENTS IS AT RISK AND OTHER STUDENTS ARE NOT BEING SERVED BECAUSE OF THE NUMBER OF WORKERS ASSIGNED TO MONITOR THE STUDENT.

UNFORTUNATELY, THESE EXAMPLES ARE REAL AND WE HAVE TO ADDRESS THEM IN A MUCH BETTER WAY.

WE HAVE TO ALL ADVOCATE FOR THIS LEGISLATIVE SESSION TO INCREASE THE FUNDS FOR SAFETY IN OUR SCHOOLS.

WE MUST WORK TOGETHER TO BETTER SERVE THE STUDENTS IN OUR SPECIAL POPULATIONS WITH QUALIFIED DECISION MAKERS.

DALLAS ISD CAN AND SHOULD BE THE MODEL ACROSS THE COUNTRY IN SERVING STUDENTS WITH SPECIAL NEEDS OF THIS BOARD, AND THE LEADERSHIP HAVE THE WILL TO MAKE IT HAPPEN AND MAKE THE NECESSARY CHANGES.

IN THOSE MEETINGS, WE FOUND THAT CERTAIN THINGS NEEDED TO BE INCLUDED IN THE SCHOOL.

WHEN WE DISCUSS THOSE THINGS, THEY WERE BRUSHED ASIDE.

AS WE PROGRESSED.

WE REQUESTED MEETINGS THROUGH SITE BASED MEETINGS.

THEY WERE APPEASED IN 2019.

DURING ONE OF THOSE MEETINGS, WE HAD THE PRINCIPAL.

WE HAD EMPLOYEES FROM THE DISTRICT, WE HAD THE EXECUTIVE DIRECTOR, AND OUR TRUSTEE SHOWED UP.

IN THAT MEETING WE WERE TALKED TO LIKE WE WERE DOGS BY OUR ED AT THE TIME, AND THE ED TOLD THE PRINCIPAL HE HAD A RIGHT TO SAY ANYTHING RIGHT NOW.

I DIDN'T KNOW AN ED IN THE TRUSTEE HAD THE RIGHT TO BE IN THE AND AN [INAUDIBLE] GIVEN DIRECTIVES.

HOW DO YOU HAVE A FALLOUT SHELTER BUILT FOR A SCHOOL AND YOU CAN'T GET INTO IT FROM WITHIN THE SCHOOL? SO WE'RE TALKING ABOUT KIDS SAFETY.

WE'RE TALKING ABOUT STAFF SAFETY.

LIKE I SAID, I HAD NO PLANS TO EVER TALK NO MORE WITH THIS BOARD, BECAUSE WHAT I SEE A LOT OF TIMES IS PEOPLE IN THE DISTRICT WHO SIT HERE AND TRUSTEES WHO SIT HERE AND THEY LOOK, BUT NOTHING IS GETTING DONE.

IN OUR CONVERSATION WITH THESE MEMBERS, WE'VE NOTICED THAT THERE IS A PATTERN OF THESE TEACHERS WHO HAVE BEEN PLACED ON ADMINISTRATIVE LEAVE.

OUR MEMBERS ON ADMINISTRATIVE LEAVE NEVER HAD DUE PROCESS TO FIND OUT WHY THEY WERE ON ADMINISTRATIVE LEAVE.

AND NOW THEY ARE FINDING THAT THEY HAVE BEEN ISSUED AN INTENT TO NON-RENEWAL LETTER.

THERE WAS NO INVESTIGATION, NO COMMUNICATION, NO CONTACT FROM ANYBODY FROM THE PSO OFFICE.

IN CASES AT CHAPEL HILL ELEMENTARY, WE SEE THAT THE INTERIM PRINCIPAL PLACED A TEACHER ON ADMINISTRATIVE LEAVE AND THAT SAID TEACHER RECEIVED AN INTENT TO NON-RENEWAL LETTER. ANOTHER TEACHER AT THE SAME CAMPUS CAME AND TOLD US HE HAD RESIGNED BECAUSE HE WAS TOLD LAST SEMESTER THAT HE WAS GOING TO BE NON-RENEWED . HE WAS BEING BULLIED.

THIS TEACHER HAS TERMINAL CANCER AND WAS APPROVED FOR INTERIM LEAVE.

ANOTHER TEACHER AT THIS SCHOOL RECEIVED AN INTENT TO NON-RENEWAL LETTER AND IS TERRIFIED OF THE BEHAVIOR OF THIS SAME INTERIM PRINCIPAL.

ALL OF THESE TEACHERS ARE BILINGUAL TEACHERS.

THIS IS A WASTE OF TAX DOLLARS AND A SCARE TACTIC TO THE TWO THAT IS CREATED BY ADMINISTRATORS AT THE TIME WHEN WE HAVE A SHORTAGE OF TEACHERS. THE DISTRICT HAS A DEPARTMENT WHO SPENDS COUNTLESS DOLLARS AND TIME TO RECRUIT EDUCATORS WHILE YOU HAVE ANOTHER DEPARTMENT WHO SITS IN THE OFFICE CALLING EDUCATORS TO COME AND PICK UP THEIR INTENT TO NON-RENEWAL LETTER.

SOMETHING IS BROKEN AND OUR STUDENTS AND TAXPAYERS ARE PAYING FOR IT COSTLY.

THE SILVER LINING IN THIS IS THE INTENT TO NON-RENEWAL LETTER IS HAS A DATE FOR THEM TO SIGN, WHICH IS MARCH 27TH, 2022, WHICH MEANS THAT THEY WENT ALL LAST YEAR WITHOUT GETTING THE NON-RENEWAL LETTER.

SO I GUESS THEY'RE STILL EMPLOYED.

SO THESE ARE SOME OF THE THINGS THAT ARE HAPPENING AT THE CAMPUSES, AT THE BUS LOTS.
