THE BOARD IS HONORED TO RECOGNIZE ZAIRE DOUGLAS, A FIFTH GRADE STUDENT AT THOMAS L.
[00:10:01]
, ZAIRE.THE ANNUAL MARTIN LUTHER KING ORATORY COMPETITION HIGHLIGHTS CULTURAL DIVERSITY AND TALENT WHILE RECOGNIZING AND ENCOURAGING ELEMENTARY STUDENTS WRITING IN PUBLIC SPEAKING SKILLS.
STUDENTS PRESENTED ORIGINAL SPEECHES ADDRESSING THE TOPIC.
KING SAY TO US TODAY ABOUT HOPE FOR TOMORROW? ZAIRE WILL NOW SHARE HIS WINNING SPEECH WITH US.
AS I TAKE THIS JOURNEY THROUGH LIFE, I ASK THAT YOU OPEN YOUR HEARTS AND MINDS.
WHILE IN MY SHOES, I AM ZION DOUGLASS, A FIFTH GRADE STUDENT AT THE TILL MARCELLUS STEAM ACADEMY.
I WAS CHARGED WITH LEADING DISCUSSION ON WHAT WOULD DR.
KING SAY TO US TODAY ABOUT HOPE FOR TOMORROW? I BELIEVE HE WOULD SAY THAT HE IS DISAPPOINTED AT WHAT HAS HAPPENED SINCE HIS TIME AS A LEADER OF OUR SOCIETY.
KING, BUT INSTEAD, LET'S DO DR.
FAITH WITH OUR ACTIONS IS DEAD.
TO ME, THAT MEANS DO NOT TALK ABOUT SOMETHING.
BUT AS NIKE REMINDS US, TO JUST DO IT.
WHEN I WATCH TV, MY FAVORITE SHOWS ARE OFTEN INTERRUPTED BECAUSE OF HORRIBLE THINGS LIKE KIDS BRING YOUR WEAPONS TO SCHOOL, MISBEHAVING IN CLASS, OR LOSING THEIR LIVES TO SENSELESS VIOLENCE.
THESE BEHAVIORS, FAMILY NARRATIVE THAT WE WANT TO HAVE A BACK OF THE BUS MENTALITY FOR WHAT WE ARE NOT SECOND CLASS CITIZENS. WE ARE NO LONGER ENSLAVED AND WE HAVE EARNED THE RIGHT TO BE TREATED WITH RESPECT AND OUR COUNTRY.
PRIOR TO THE CIVIL RIGHTS MOVEMENT, WE WERE REQUIRED TO GO TO THE BACK OF THE BUS.
BUT DR. KING'S DREAM AND LIFE'S WORK WAS TO END SEGREGATION AND TO INSURE OUR RIGHTS AS CITIZENS OF THE UNITED STATES OF AMERICA.
THEREFORE, EVERYTHING WE DO AS INDIVIDUALS MAKES A DIFFERENCE.
WE MUST BE THE FIRST PEOPLE TO DO RIGHT IN OUR CLASSROOMS, SCHOOLS AND COMMUNITIES TO CREATE THE CHANGE WE WANT TO SEE IN THE WORLD.
KING WOULD HAVE AN ISSUE WITH IS HOW OUR COUNTRY IS REVERSING THE POLICIES AND SUPREME COURT DECISIONS WILL TAKE AWAY THE RIGHTS AND CHOICES OF INDIVIDUALS WITHIN OUR COUNTRY.
THE REVERSAL OF THESE LAWS HAS CREATED AN ENVIRONMENT WHERE OUR POLITICAL LEADERS ARE MISUSING THEIR PLATFORMS TO BULLY AND DISCRIMINATE AGAINST MEMBERS OF OUR COUNTRY.
WHEN CONSIDERING THE RECENT CHANGES TO VOTING ACCESS, ACCEPTANCE OF IMMIGRANTS, ABORTION RIGHTS AND REMOVAL OF BOOKS FROM OUR SCHOOLS, SOME OF OUR ELECTED OFFICIALS ARE USING THEIR POWER TO INJURE, DEPRIVE AND DEMEAN THE VERY PERSONS AND COMMUNITIES THEY WERE ELECTED TO SERVE AND SUPPORT.
KING DUE TO THE HATRED OF THE COLOR OF HIS SKIN AND NONVIOLENT LEADERSHIP DURING THE CIVIL RIGHTS MOVEMENT, HE REMINDED US THAT YOU CAN KILL THE DREAMER, BUT NOT THE DREAM.
KING WOULD BE VERY DISAPPOINTED IF HE SAW THE PROBLEMS IN OUR WORLD TODAY, I AM IN THE MINDSET AND BELIEF OF ONE BAND, ONE SOUND. I BELIEVE IN ORDER FOR US TO IMPROVE OUR NATION, WE NEED TO MAKE INTELLIGENT DECISIONS AND MOVES THAT WILL POSITIVELY IMPROVE THE LIVES OF PEOPLE FROM ALL CULTURES AND BACKGROUNDS.
KING WILL BE PROUD OF HOW WE STAND UP, ADVOCATE AND SUPPORT FOR WHAT WE THINK IS RIGHT AND FAIR.
[00:15:07]
THIS REPRESENTS THE NEW GENERATION OF LEADERS THAT SEEK TO TRANSFORM OUR COMMUNITIES, CITIES, NATION AND WORLD.WHILE I STAND BEFORE YOU THIS DAY, I CHARGE EACH OF YOU AND MYSELF TO FULFILL DR.
KING'S LEGACY AND CREATE A BETTER WORLD FOR OURSELVES AND OUR FUTURE GENERATIONS.
AS WE ALL HAVE THE POWER TO JUST DO IT AND MAKE A DIFFERENCE, AND OUR OWN SPHERES OF INFLUENCE TO FULFILL THE HOPES, PRAYERS AND DREAMS OF DR.
GO AHEAD. ZAIRE AND TRUSTEE FOREMAN SUPERINTENDENT ELIZALDE, PLEASE COME FORWARD FOR A PHOTO.
WE CALL HER WHILE THEY WALK UP HERE.
AS WE RECOGNIZE BLACK HISTORY MONTH.
OUR BLACK HISTORY IS ALSO ON THE PRESENT.
IF I SAID IT RIGHT, BROTHER, THE BARACK HERE, LET ME HEAR YOU SAY IT.
THE BARACK OBAMA MALE LEADERSHIP ACADEMY.
THERE YOU GO. SO YOU HAVE SOME BLACK HISTORY IN YOUR PRESENCE RIGHT NOW.
AND THEN HIS MOM, WHO'S JOINING US, STILL VOLUNTEERS AT LINCOLN HIGH SCHOOL.
THANK YOU FOR THAT PHENOMENAL WOMAN OF HERSELF.
SO TREMENDOUS FAMILY, TREMENDOUS YOUNG MAN.
THIS CONCLUDES OUR RECOGNITIONS.
I'M NEVER SPEECHLESS, BUT THIS HAS BEEN VERY INSPIRING FOR ME.
ZAIRE JUST A FIFTH GRADER, ABLE TO RELATE TO US AS ADULTS.
WHAT WE NEED TO BE DOING TO TRY TO MAKE THIS A BETTER WORLD.
IT IS WITH GREAT HONOR THAT YOU HEAR ME TALK ABOUT THE SCHOOLS IN DISTRICT SIX, AND PRINCIPAL RICHARDSON AT MARSALIS ELEMENTARY SCHOOL HAS BEEN THERE FOR THE NINE YEARS THAT I'VE BEEN A TRUSTEE AND CONTINUES TO WORK DILIGENTLY WITH OUR CHILDREN.
SO JUST VERY QUICKLY, I'M EXCITED.
AND I AM SO PROUD OF ZAIRE BECAUSE I REMEMBER HIM FROM A LITTLE BABY.
EVEN THOUGH BLACK HISTORY MONTH HAS NOT CLOSED, THE THEME FOR DISD IS RESILIENCE.
AND I THINK THAT IS A WONDERFUL, BEFITTING TITLE FOR BLACK HISTORY MONTH, BECAUSE AS OUT OF THE MOUTH OF BABES SAID, WE DO STILL HAVE A LONG WAYS TO GO.
[00:20:03]
AND WHEN YOU THINK THAT YOU'RE MAKING PROGRESS AND YOU'RE DRAGGED BACKWARDS.AND FOR THOSE WHO MAY HAVE WANTED TO BE HERE.
COULDN'T MAKE IT. THANK YOU GUYS, AS WELL.
AND I WANT TO ALSO THANK MY TRUSTY CARRY ON BECAUSE HE DID THE HISPANIC HERITAGE MONTH AND HAD MOMS AND HAD HISPANIC BOARD MEMBERS OUT. I LEARNED A LOT THERE AS WELL.
WE MAY NOT HAVE BEEN SERVING AS LONG AS HISPANICS, BUT WE HAVE DEFINITELY BLAZED A TRAIL TO HELP NOT JUST BLACK STUDENTS, BUT ALL STUDENTS, JUST LIKE WITH EVERY MOVEMENT THAT WE HAVE DONE, IS NOT TO JUST HELP ONE PERSON, BUT TO HELP US ALL.
AND THAT'S THE WAY I WISH THAT EVERYBODY WOULD DO WHAT WOULD NOT SEE COLOR AS WE DO IN THE UNITED STATES AS A AND USE IT AS A BARRIER.
BUT ONCE AGAIN, I WANT TO THANK THOSE WHO WERE HERE.
I'VE LEARNED SO MUCH JUST DOING THIS PROCESS.
AND I ALSO WANT TO THANK TRUSTEE FOREMAN BECAUSE I MENTIONED IT TO HER.
AND I ALSO WANT TO MISS PROCTOR.
CAN YOU PLEASE STAY IN OK? SHE'S NOT HERE. I'M SORRY, BUT I ALSO WANT TO THANK MS..
MS.. DELISA PARKER FROM BOARD SERVICES, WHO ASSISTED US WITH THIS AS WELL.

I WILL CALL FOR SPEAKERS AT A TIME.
ELIZABETH FERRIS, THE SPED TEACHER AND A [INAUDIBLE] MEMBER.
AS STEPHEN COVEY STATED AT THE NATIONAL CONFERENCE ON EDUCATION, LEADERS SHOULD BE EFFICIENT WITH THINGS AND EFFECTIVE WITH PEOPLE TREATING THE FLOURISHING OF EDUCATORS AS AN END GOAL IN ITSELF.
I WOULD POSE THAT THIS IS THE CONDITION WE ARE NOW IN IN THE DALLAS ISD SPECIFICALLY IF THE SPENT DEPT PEOPLE TREATED WITHOUT VALUE JUST THINGS AND AS SUCH WE ARE EXPERIENCING CRITICAL SHORTAGES OF TEACHERS AS REPORTED FROM MULTIPLE SOURCES FOR OVER THE LAST TWO YEARS.
THERE ARE TWO SPECIFIC FACTORS THAT ARE CRITICAL FOR TEACHER RETENTION.
WE ARE FAILING IN BOTH OF THESE AREAS IN DISD AND ESPECIALLY WITHIN OUR SPED DEPARTMENT.
[00:45:03]
NO MORE GLARINGLY OBVIOUS THAN THE THEFT OF THE TIRE MONEY FROM THE TEACHERS WHO EARNED IT.THE CULTURE OF CONTEMPT FOR TEACHERS AND DISREGARD FOR STUDENTS IN OUR DISTRICT, AS EVIDENCED IN THE FAILED SYSTEMS AND PRACTICES WITHIN OUR SPED PROGRAMS. I DO WANT TO EMPHASIZE THAT WE HAVE SOME VERY GOOD PEOPLE IN OUR CENTRAL OFFICE, HARDWORKING AND WHO CARE.
THEY ARE ECLIPSED, THOUGH, BY THE MAJORITY OF PEOPLE WHO ONLY CONCERN IS TO MAINTAIN THE STATUS QUO AND I QUOTE, PROTECT THEIR CHECK AND WHATEVER COST TO THE TEACHERS AND STUDENTS ON THE CAMPUSES IN THE DALLAS ISD, IT HAS BECOME THE STANDARD TO MANAGE PROGRAMS AT THE MINIMAL LEVEL, ENGAGING IN UNETHICAL PRACTICES WHICH ARE ACCEPTED AS LONG AS WE ARE NOT BEING SUED AND THEN SCRAMBLE FOR THE COVER UP ENSUES WHEN WE ARE CAUGHT, NO MORE DRAMATICALLY EVIDENCED AND BY THE KILLING OF CHARLOTTE SIMS, WE HAVE TEACHERS WHO CONTINUE TO ABANDON OUR DISTRICT DUE TO THE DYSFUNCTION OF SPED PROGRAMS, TEACHERS CONTINUING TO BE CRITICALLY INJURED, STUDENTS IN HARM'S WAY, THE DEMORALIZING LACK OF RESPECT FROM ADMINISTRATION AT ALL LEVELS AND AT THE CAMPUS LEVEL, DISRESPECT FROM ADMINISTRATORS WHO ARE IGNORANT OF WHAT WE DO.
WE ARE CURRENTLY IN A WORST STATE OF AFFAIRS WITHIN SPED THAN BEFORE THE COLLIER AUDIT, AND UNLESS WE HAVE SIGNIFICANT RADICAL INTERVENTIONS, WE WILL INDEED DETERIORATE MORE AND PERHAPS TO THE POINT OF THE EARLY 2000S WHEN THE STATE WAS PREPARED TO TAKE OVER OUR SPED PROGRAMS. MAHATMA GANDHI SAID THE TRUE MEASURE OF ANY SOCIETY CAN BE FOUND IN HOW IT TREATS ITS MOST VULNERABLE MEMBERS.
DR. ELIZALDE, YOU EXPRESSED YOU WANT DALLAS TO BECOME A PREMIER SCHOOL DISTRICT.
YOU HAVE EXEMPLIFIED IN THE PAST THAT YOU PUT CHILDREN AND TEACHERS FIRST.
WE NEED THAT LEADERSHIP IN DALLAS EFFECTIVE AND ETHICAL LEADERSHIP, ESPECIALLY IN SPED.
IF WE WORK TOGETHER IMPLEMENTING WORKABLE SOLUTIONS, THEN WE'LL BE ABLE TO OVERCOME THIS MISMANAGEMENT AND UNETHICAL PRACTICES OF MORE THAN A DECADE AND TURN OUR PROGRAMS INTO THE LEADING MODEL FOR THE STATE, PERHAPS THE COUNTRY THUS CONTRIBUTING TO DALLAS BECOMING A PREMIER DISTRICT FOR THE BENEFIT OF ALL MEMBERS.
SO IF YOU DON'T LIKE LABOR UNIONS, THEN YOU DON'T LIKE MARTIN LUTHER KING.
BUT I AM SPEAKING IN FAVOR OF ALLIANCE, RESPECT, EQUITY AND DIGNITY CAMPAIGN AND SPECIFICALLY ABOUT THE TI TEACHER EXCELLENCE INITIATIVE.
IT MUST BE REPLACED WITH A PEER TO PEER EVALUATION SYSTEM.
IF YOU TALK TO MOST TEACHERS IN DALLAS ISD, THEY DON'T SUPPORT T.I.
T IS ALL PART OF THE CONSTANT STANDARDIZED TESTING SYSTEM.
SO MANY PEOPLE, TEACHERS, STUDENTS, PARENTS HATE TEACHING TO STANDARDIZED TESTS.
THE MERIT PAY SYSTEM IS UNFAIR IN SO MANY WAYS, AND MOST DISTRICTS DON'T HAVE IT.
TI IS A PART OF A WHOLE APPARATUS THAT PUNISHES TEACHERS AND BLAMES TEACHERS FOR A SOCIETY THAT CREATES POVERTY AND INEQUALITY AND NEGLECTS LOW INCOME CHILDREN DISPROPORTIONATELY BLACK AND BROWN CHILDREN.
YOU AREN'T GETTING TO THE ROOT OF THE PROBLEM.
INSTEAD, YOU ARE FURTHER PUNISHING THE VICTIMS OF THIS EXPLOITATIVE AND OPPRESSIVE SYSTEM.
TI IS A SCAM, AND THAT'S WHY ALL OF THE BUSINESS ELITES, THE OLIGARCHS OF DALLAS, SUPPORT IT.
THERE'S A REASON WHY SO MANY CALL IT THE TEACHER EXIT INITIATIVE.
SO DR. MARTIN LUTHER KING SAID, WHO, LIKE I WOULD LIKE TO ADD AGAIN, HE WAS KILLED ON THE SANITATION WORKERS LABOR STRIKE, HE SAID, AND ONE DAY WE MUST ASK THE QUESTION, WHY ARE THERE 40 MILLION POOR PEOPLE IN AMERICA? AND WHEN YOU BEGIN TO ASK THAT QUESTION, YOU ARE RAISING QUESTIONS ABOUT THE ECONOMIC SYSTEM, ABOUT A BROADER DISTRIBUTION OF WEALTH.
WHEN YOU ASK THAT QUESTION, YOU BEGIN TO QUESTION THE CAPITALISTIC ECONOMY.
SO WE MUST QUESTION WHY ARE THERE WHY ARE THERE SO MANY WEALTHY BUSINESS EXECUTIVES FUNDING THE SCHOOL BOARD CAMPAIGNS OF DALLAS SCHOOL BOARD TRUSTEES? AND WHY DO THESE SAME TRUSTEES SUPPORT TI? SO LET'S VOTE OUT ANYBODY WHO SUPPORTS T THIS COMING ELECTION.
TANIA HERNANDEZ, FOLLOWED BY ROBERT CECCARELLI WITH ROSEMARY KURTZ AND STEPHANIE SCHLOSSER ON DECK.
[00:50:01]
GOOD EVENING. MY NAME IS DANNY HERNANDEZ.I'M A KINDERGARTEN BILINGUAL TEACHER AND A LION SAFETY EXECUTIVE BOARD MEMBER.
THIS IS ABOUT RETAINING TEACHERS AND OTHER EDUCATION WORKERS TO WORK FOR THE DISTRICT, ESPECIALLY WITH A PUSH FOR A STATEWIDE TEACHER PAY INCREASE THAT WOULD UNDERCUT THE ENTICEMENT OF AN UNATTAINABLE, UNATTAINABLE T PAY RAISE FOR TEACHING EFFECTIVENESS AND INCREASING COMPETITION WITH DISTRICTS AROUND DALLAS THAT HAVE MORE AFFORDABLE HOUSING AND ARE OFFERING FOUR DAY WORKWEEKS.
AND PLEASE UNDERSTAND THAT WE'RE NOT HERE TO ANTAGONIZE YOU.
IT'S LIKE TRYING TO FILL UP A POOL WITH A GARDEN HOSE WHILE HAVING A HUGE HOLE AT THE OTHER SIDE.
YOU NEED TO CLOSE THE HOLE IN THE OTHER SIDE FIRST.
OTHERWISE, YOU'RE JUST WASTING TIME AND TAXPAYERS MONEY.
WE KNOW THAT CONVERSATION IS A VERY IMPORTANT IN RETAINING TEACHERS AND STAFF.
BUT WE ALSO KNOW THAT WORKING CONDITIONS MATTER AS MUCH OR EVEN MORE.
BUT TO GET THE COMPENSATION THING OUT OF THE WAY, LET'S GO RIGHT TO THE POINT.
ITS THAT SIMPLE? THE GOAL OF T IS TO RETAIN TALENTED TEACHERS.
BUT AFTER ALMOST A DECADE OF T, THIS DISTRICT ONLY HAS A COUPLE OF DOZEN MASTER MASTER TEACHERS TO SHOW FOR MOST OF THEM IN MAGNET SCHOOLS OR AFFLUENT SCHOOLS.
TALK ABOUT EQUITY, AM I RIGHT? BUT WE ARE NOT CERTAIN ABOUT THIS BECAUSE THERE IS NO TRANSPARENCY AND REAL TIME INFORMATION FROM DISD.
AND EVERY ONCE IN A WHILE A FEW HORSES GET A CARROT.
SO YOU CAN SAY, SEE, ANYONE THAT WORKS HARD ENOUGH CAN GET THE CARROT.
TODAY, MY SUGGESTION TO THIS BOARD IS TO ASK THE SUPERINTENDENT TO MAKE TI INFORMATION AVAILABLE IN REAL TIME SO TAXPAYERS, PARENTS AND TEACHERS CAN HAVE THE DATA AND EVALUATE IT THEMSELVES.
WE NEED TO KNOW THE PERCENTAGE OF TEACHERS STAYING WITHIN THE DISTRICT, AS WELL AS THE PERCENTAGE OF TEACHERS IN EACH EFFECTIVENESS LEVEL, AND A MAP THAT SHOWS THE DISTRICT DISTRIBUTION OF THESE TEACHERS BY EFFECTIVENESS LEVEL AS WELL.
THANK YOU. THANK YOU. AND AS YOUR TIME IS EXPIRED.
ROBERT CECCARELLI FOLLOWED BY ROSEMARY KURTZ WITH STEPHANIE SCHLOSSER AND ANDREW KIRK ON DECK.
ROBERT CECCARELLI NOT PRESENT, ROSEMARY KURTZ.
I'M ALSO A PRODUCT OF DISD GRADES ONE THROUGH 12.
I GRADUATED FROM THE TUMBY SCIENCE AND ENGINEERING MAGNET.
NOW, IN MY SEVENTH YEAR OF TEACHING.
I HAVE, HOWEVER, WITNESSED INCREDIBLE TEACHING.
ONE OF THE BEST TEACHERS I'VE EVER HAD WAS MY CHEMISTRY TEACHER AT ICM, DR.
DR. TUTTLE WAS NOT A TEACHER YOU COULD BE BUDDIES WITH.
HE WAS INTIMIDATING CLASS WITH.
DR. TUTTLE GENERALLY CONSISTED OF HIM LECTURING WHILE WE TOOK NOTES IN OCCASIONAL LABS.
DR. TUTTLE DIDN'T ACT INTERESTED IN OUR PERSONAL LIVES, BUT HE DIDN'T NEED TO.
HE SHOWED THAT HE CARED ABOUT US IN OTHER UNIQUE WAYS.
DR. TUTTLE'S LESSON CAME WITH A PROJECT.
HE HAD A SEWING PATTERN FOR CREATING A STUFFED DOLL OF A MOLE, THE ACTUAL ANIMAL.
DR. TUTTLE'S RATIONALE WITH THIS STRANGE ASSIGNMENT WAS THAT IT WAS ESSENTIAL FOR EVERY HUMAN BEING TO HAVE SOME BASIC SEWING SKILLS SO THAT JUST IN CASE WE COULD ALL PATCH A RIP OR REATTACH A BUTTON.
YET ANOTHER TIME, I REMEMBER HIM PAUSING DURING A LESSON TO GIVE US AN ANTI SMOKING LECTURE.
DR. TUTTLE SHOWED THAT HE CARED ABOUT US BY SEIZING HIS CHANCES TO GIVE US IMPORTANT LIFE LESSONS.
HE SHOWED US THAT HE WANTED US.
TO DO WELL IN LIFE AND BE FUNCTIONAL ADULTS.
[00:55:02]
I CAN'T IMAGINE THE SEWING LESSON AND DISNEY PUNS WERE RELEVANT TO ANY CHEMISTRY TICS THAT HAVE EVER EXISTED.ON A TYPICAL DAY IN CLASS, I RARELY SAW DR.
HE DIDN'T WALK AMONG US DOING ACTIVE MONITORING LABS.
YET. BY THE TIME I FINISHED MY SECOND YEAR WITH DR.
HE WAS JUST THAT GOOD AT TEACHING.
BUT I'M NOT TRYING TO SAY THAT I WANT TO TEACH EXACTLY LIKE DR.
TUTTLE. I'M NOT INTIMIDATING ENOUGH TO GET AWAY WITH TEACHING LIKE HIM.
I LIKE HELPING MY KIDS AT THEIR DESKS AND I WANT THEM TO GIVE ME CHOOSE ME ABOUT WHO'S DATING WHO.
THIS IS WHAT IS HURTING MY MOTIVATION AND MY ENTHUSIASM.
AND IT'S EXHAUSTING AS I STRUGGLE TO FIGURE OUT MY WAY TO BE A GREAT TEACHER, I FIND IT HARD TO SEEK ADVICE FROM ADMINS BECAUSE SUGGESTIONS ARE PUT IN TERMS OF RUBRICS, SECTIONS AND DISTRICT MANDATES THAT BEGIN TO SOUND LIKE STATIC BUZZING IN MY HEAD, NOT AUTHENTIC DIALOG ABOUT THE ART OF TEACHING.
I'M TRYING TO BE A GREAT TEACHER, BUT THE DISTRICT DOESN'T WANT TO HELP ME WITH THAT.
THEY WANT TO PUT ME IN A BOX AND GIVE ME A SCRIPT AND ALL THAT DOES IS DEMORALIZE.
THANK YOU, MISS KIRK. STEPHANIE PLOSSER, FOLLOWED BY ANDREW KIRK WITH NETTLE JACKSON AND BRUCE COPELAND ON DECK. GOOD EVENING, EVERYONE.
I AM NOT ONLY A DISD PARENT, I HAVE TWO DAUGHTERS IN SECOND GRADE, BUT I'VE LIVED IN DALLAS FOR OVER 20 YEARS AND THE METROPLEX MY ENTIRE LIFE. MY STEPMOTHER WAS A TEACHER FOR MOST OF HER LIFE AND RETIRED A TEACHER.
I COME TO YOU WITH A CONCERN, NOT DISTRICT SPECIFIC, SPECIFIC, BUT THAT IMPACTS ALL DISTRICTS AND THAT CONCERNS THE 2023, 2024 AND THE 2024 2025 DISD STUDENT BASE AND TRADITIONAL CALENDAR.
IT WAS VOTED ON MID-DECEMBER AND APPROVED WITHOUT BEING PROVIDED PROPER DISD FAMILY AND EDUCATOR FEEDBACK TO ASSESS IMPACT CONSIDERATIONS ON DSD, FAMILIES, EDUCATORS AND A COMMUNITY THAT MAY HAVE BEEN INADVERTENTLY OVERLOOKED.
MY REQUEST IS THAT THE TWO REDISTRIBUTE THE BASE CALENDAR POLL REGARDING START DATE AND WINTER BREAK TO ALL DISD DISTRICTS THROUGH CHANNELS FOR MAXIMUM RESPONSE RATE AND AMEND THE CALENDAR ACCORDINGLY.
ON THE DISD WEBSITE, I FOUND A RANDOM ARTICLE ON COMMUNITY IMPACT DOT COM ABOUT THE CALENDAR BEING MOVED A WEEK EARLIER, AND IF YOU'RE NOT AWARE, THE MOVE WILL BE BEFORE TAXES, FREE TAXES, TAX FREE WEEKEND WHICH IS THE 11TH TO THE 13TH.
THERE WAS AN ONLINE SURVEY AND TEACHERS IN TEXAS SPEND ON AVERAGE $820 FOR THEIR CLASSROOMS. SO YOU CAN IMAGINE 8.25% SAVINGS ON THAT IS 67, ALMOST $68.
ON THE SECOND PAGE OF THE HANDOUT THAT I'VE GIVEN YOU, I'VE ALSO DONE SOME SAMPLE SHOPPING OF A SCHOOL SUPPLY LIST, AS WELL AS UNIFORMS OF WHAT THE REAL IMPACT WOULD BE FOR A DISD FAMILY PER CHILD OF SHOPPING FOR WHAT IS JUST MINIMALLY REQUIRED.
THAT WOULD BE A SAVINGS OF ALMOST $35 TAX FREE WEEKEND.
THERE'S ALSO BEEN INADEQUATE POLL FEEDBACK BASED ON WHAT I'VE HEARD FROM DISD.
THERE WAS LESS THAN 3% PARENT RESPONSE TO THAT POLL.
SO I REQUEST THAT YOU PLEASE SEND THAT AGAIN.
AND THERE'S MORE DETAIL IN HERE, IF YOU WOULD TAKE ANY MORE TIME.BUYER ANDREW KIRK, FOLLOWED BY NETTLE JACKSON WITH BRUCE COPELAND AND SHEILA WALKER ON DECK.
TRUSTEES AND SUPERINTENDENT ANDREW KIRK.

SOCIAL STUDIES TEACHER ALLIANCE AFT BUILDING LEADER AT SUNSET HIGH SCHOOL.OUR SCHOOLS ARE IN THE MIDST OF A CRISIS OF MORALE, BUT ONE THAT WAS LARGELY AVOIDABLE.
THEY'VE BEEN RAISED BY MEMBERS OF OUR UNION REPEATEDLY OVER AT LEAST THE LAST DECADE.
IN FACT, MOST OF THESE WELL PREDATE MY OWN CAREER IN EDUCATION.
TEACHERS ARE COLLAPSING UNDER AN UNTENABLE BURDEN OF MANDATES AND DUTIES, ASSESSMENTS THAT PRODUCE LITTLE DATA OF INSTRUCTIONAL VALUE AND REGIMENTATION THAT DEHUMANIZES STUDENT AND TEACHER ALIKE.
TEACHERS CONSISTENTLY ASSUME ROLES BEYOND THE LANGUAGE OF THEIR CONTRACTS.
SCHOOL NURSES AND COUNSELORS WHOSE REAL INCOMES DECLINED LAST YEAR AGAINST INFLATION ARE INCREASINGLY SEEKING BETTER OPTIONS ELSEWHERE, AND SCHOOL LIBRARIANS ARE SEEING THEIR POSITIONS ELIMINATED AND THE SPACES THEY TOOK SUCH CARE TO CURATE.
TRANSITION IN EFFECT, TO TESTING CENTERS.
THESE ISSUES CAN'T BE UNDERSTOOD IN ISOLATION.
LAST SEMESTER, DURING THE WEEK OF EXAMS, A GROUP OF SUNSET GRADUATES VISITED OUR CAMPUS.
THESE WERE ALUMNI OF THE CLASS OF 2020.
OF ALL THE CORE TEACHERS WHO TAUGHT THEM, I WAS THE ONLY REMAINING.
THEY WERE MY COWORKERS AND NEIGHBORS.
THEY WERE CARING, COMMITTED AND DEDICATED TO CONTINUOUSLY IMPROVING THEIR CRAFT.
AT VARIOUS POINTS, THEY WERE ASSURED, LIKE SO MANY EDUCATION WORKERS, THAT THEIR WORK WAS VALUED.
TO PARAPHRASE JAMES BALDWIN, THEY MADE OUT OF BELIEVE WHAT WAS SAID BECAUSE THEY SAW WHAT WAS DONE.
EDUCATION SHOULD NOT BECOME ANOTHER JOB CHARACTERIZED BY PRECARITY, CHURN AND BURNOUT.
THESE OUTCOMES, AGAIN, WERE NOT INEVITABLE.
HERE ARE SOME INTERIM STEPS OUR DISTRICT CAN TAKE TO ADDRESS THESE AND OTHER ISSUES.
KEEP PACE WITH RATES OF INFLATION.
TO ENSURE EVERY CAMPUS HAS A DEDICATED NURSE AND MEDIA SPECIALIST.
THREE. ELIMINATE PUNITIVE, UNNECESSARY EVALUATION COMPONENTS SUCH AS THE SCHOOL STAR COMPONENT OF THE STUDENT ACHIEVEMENT DOMAIN AS A WHOLE, AND CREATE A STIPEND FOR BILINGUAL STAFF WHO OFFER TRANSLATION OR INTERPRETING SERVICES NOT EXPLICITLY SPECIFIED IN THEIR CONTRACTS OR JOB CLASSIFICATIONS.
SO MANY TEACHERS ARE TAKING THAT ON, AND THERE'S NO COMPENSATION FOR IT.
I ENCOURAGE OUR DISTRICT TRUSTEES AND ADMINISTRATION TO PLEDGE THEIR SUPPORT FOR ALLIANCE'S CAMPAIGN FOR RESPECT, EQUITY AND DIGNITY, AND TO PROACTIVELY ENGAGE OUR MEMBERS AT THEIR CORE. THANK YOU, MR. KIRK. YOUR TIME HAS EXPIRED.
NETO JACKSON, FOLLOWED BY BRUCE COPELAND WITH SHEILA WALKER AND SANDRA CRENSHAW ON DECK TO THE STAKEHOLDERS BOARD MEMBERS.
BLACK HISTORY IS ABOUT THE CELEBRATION AND THE ACHIEVEMENT OF BLACK PIONEERS IN AMERICAN HISTORY.
FOR THE RECORD, IN 1967, THE TEMPTATIONS RECORDED A RECORD.
I FIND MYSELF LOOKING BACK TO THE PAST.
BECAUSE WITHOUT THE PAST, THERE'S NO PRESENT.
WITHOUT THE PAST, THERE'S NO FUTURE.
WE MUST ALWAYS REMEMBER THOSE THAT GAVE THEIR LIFE FOR US.
BECAUSE OUR BLACK HISTORY, 365 DAYS WE STANDS ON THE SHOULDER NOT ONLY OF GIANTS, BUT OF COUNTLESS NAMELESS HEROES AND SHEROES.
LET ME PULL THESE WORDS FROM LEGACY AND PAGE.
IF GOD WOULD TAKE ME AWAY TODAY, I PRAY I DID EVERYTHING I COULD TO HONOR YOU.
I WISH THE WORLD COULD SEE ALL THE JOY THAT YOU BROUGHT ME.
I WISH THEY COULD ALSO SEE THE SACRIFICE THAT YOU MADE ON THE BEHALF OF THE AFRICAN AMERICAN.
I'M GOING TO LOVE THAT PASS FOREVER.
MY ANCESTOR DISCOVERED THIS COUNTRY.
THIS COUNTRY WAS BUILT ON SLAVERY AND RACISM.
[01:05:04]
AFTER BUILDING THIS COUNTRY, THE WHITE SLAVE OWNER PROMISED THE ANCESTOR 40 ACRES AND A MULE.WE WERE. THEY WERE SO BUSY READING WILLETT LIST LETTER THE MAKING OF A SLAVE.
THEY FORGOT THE PROMISE TO THE AFRICAN AMERICAN.
I NEED YOU TO STAY AWAKE TO THE BELOVED AFRICAN AMERICAN.
LET ME TELL YOU THE 1964 CIVIL RIGHTS.
I WOULD BE GOING TO THE SUPREME COURT.
THEY HAVE TO VOTE TO OVERTURN IT BECAUSE YOU HAD A THUG TO STACK THE COURT.
THEY WANT TO ERASE OUR HISTORY AS IF IT NEVER HAPPENED.
AS I SPEAK, WHITE AMERICA WANTS TO REMOVE BOOKS IN THE PUBLIC SCHOOL ABOUT SLAVERY AND RACISM.
THE GOVERNOR FOR FLORIDA SAID IT MAKES LITTLE WHITE KIDS CRY AND FEEL BAD.
IF THAT'S THE CASE, IT SHOULD MAKE THE ADULT FEEL BAD.
THANK YOU, MS. JACKSON, YOUR TIME HAS EXPIRED.
BRUCE COPELAND, FOLLOWED BY SHEILA WALKER.
FOR SANDRA CRENSHAW AND DAVID GRIFFITH ON DECK.
SOME OF YOU KNOW ME, SOME OF YOU DON'T.
FOR THOSE THAT DON'T KNOW MY BACKGROUND, I'VE SPENT THE LAST 30 YEARS FIGHTING FOR THE POOR, THE DISENFRANCHISED AND MINORITY COMMUNITIES AROUND THE COUNTRY ON DISASTERS IN PARTICULAR.
THE LAST 15 YEARS I'VE BEEN TESTED.
I'VE BEEN TESTIFYING AS A QUALIFIED EXPERT AGAINST SOME OF THE LARGEST INSURANCE COMPANIES IN THIS COUNTRY ON BEHALF OF THE POOR AND DISENFRANCHISED MINORITIES AROUND THE COUNTRY. SO WHAT BROUGHT ME HERE TODAY ARE TWO THINGS.
I UNDERSTAND AT KIMBALL HIGH SCHOOL THAT THERE'S A FLOOD, AND THAT'S THE BUSINESS I'M IN.
SCHOOL FLOODED FOR ABOUT A WEEK.
WATER SET. CITY WATER ATTRACTS MOLD.
SCHOOL GOT FLOODING, THE WATER GOT REMOVED, BUT THE MOLD STAYED.
AND EVEN ON THE OTHER SIDE OF THE SCHOOL, THERE'S A SIGN ON THE DOOR THAT SAYS CAUTION, ASBESTOS.
BUT YET EVERY DAY THESE KIDS WALK IN THAT SCHOOL AND BREATHE IT.
AND WHAT A DAY TO TALK ABOUT IT TODAY.
AND WHAT I'M MOST CONCERNED ABOUT WITH THIS BOARD, THAT INSTEAD OF ADDRESSING RACISM, I UNDERSTAND THAT THIS BOARD ASKED THE COMMUNITY TO STAND DOWN BECAUSE YOU HANDLED YOU YOU'RE GOING TO HANDLE IT.
YOU GOT IT. SO I CAME TODAY AS AN AFRICAN AMERICAN MALE TO ASK, WHAT'S YOUR ANSWER? BECAUSE FOR 400 YEARS WE'VE BEEN TRYING TO FIND IT.
AND IF YOU GOT THE ANSWER, WE WANT TO HEAR IT.
MOST OF THE MINORITIES IN THIS BUILDING AND IN THIS COUNTRY WANT TO KNOW WHAT'S YOUR ANSWER? AND THEN SECONDLY, WHAT WAS MOST DISTURBING OF ALL IS THAT THIS BOARD WAS CONCERNED ABOUT HOW IT MADE YOU LOOK AND NOT THOSE LITTLE CHILDREN.
SO LET ME SAY, THIS SUNDAY MORNING I WOKE UP AND I SAID TO MYSELF, I TOOK AN OATH.
I BECAME BIG BROTHER TO ALL OF THEM.
I'M ASKING THIS BOARD TO DO WHAT'S RIGHT.
DO WHAT'S RIGHT. AND FOR THOSE ON THAT BOND COMMITTEE THAT I WAS PART OF OVER THE LAST SEVEN OR EIGHT OR TEN YEARS, IF YOU BELIEVE THAT IT IS BEST THAT TWO OR THREE BENEFIT AT THE EXPENSE OF THE MANY THAT I'M ASKING YOU TO TAKE YOUR BALL AND GO HOME BECAUSE WE WILL FIGHT YOU.
WE INTEND TO FIGHT, DO WHAT IS RIGHT.
THANK YOU AND I APPRECIATE IT.
GOOD EVENING. I'M SHEILA WALKER, PRESIDENT OF NEA DALLAS.
GOOD EVENING TO THE LADY PRESIDENT, JUDGE JUSTIN HENRY AND THE BOARD TRUSTEES.
AND YESTERDAY WE CELEBRATED TRANSPORTATION APPRECIATION DAY.
SO AGAIN, I COME HERE ASKING FOR DIGNITY AND RESPECT FOR OUR TRANSPORTATION DRIVERS.
IN 2021, I SPOKE ABOUT SOME CONCERNS WHEN IT COMES TO OUR TRANSPORTATION DRIVERS AND SECURITY.
[01:10:04]
I KNOW THE PROCESS FOR DISRESPECTFUL AND DISRUPTIVE STUDENTS ON THE BUS IS TO WRITE THE STUDENT UP, TURN THE PAPERWORK IN TO THE SUPERVISOR OF THE LOT, THE SUPERVISOR CONTACTS THE PRINCIPAL.STUDENTS WITH DISCIPLINE PROBLEMS ARE STILL ALLOWED TO RIDE THE BUS WITHOUT ANY CONSEQUENCES.
THERE ARE THREATENING DRIVERS, SPITTING ON DRIVERS AND USING FOUL LANGUAGE.
DRIVER'S HANDS ARE TIED BECAUSE OF WHAT POLICY SAYS.
SOME DRIVERS DON'T EVEN FEEL SAFE DRIVING.
I SPOKE WITH A DRIVER THE OTHER DAY ABOUT A DISRESPECTFUL EIGHT YEAR OLD CHILD.
WHAT HAPPENED TO IN POLICY WHEN WE USED TO INVOLVE THE PARENT AND PUT THE PARENTS IN A MEETING AND SAY, IF YOUR CHILD IS BEING DISRESPECTFUL, THEY CAN'T RIDE THE BUS. YOU NEED TO BRING THEM BACK AND FORTH TO SCHOOL.
I DON'T KNOW WHAT HAPPENED TO THAT POLICY, BUT IT'S NOT GOING ON.
ANOTHER ISSUE THAT WE'RE DEALING WITH IN NEA DALLAS IS THE BULLYING OF THE ADMINISTRATORS ON THESE LOTS THAT ARE CONSTANTLY TALK ABOUT WHEN A DRIVER FILES A COMPLAINT OR A REPRIMAND, THEY'RE REPRIMANDED FOR FILING A COMPLAINT OR A GRIEVANCE.
WHEN WILL THIS CEASE? FINALLY, THERE ARE SOME CONCERNS WHEN THE HIRING PROCESS IN THE IT DEPARTMENTS AND OTHER DEPARTMENTS.
WE'RE HIRING OUR FRIENDS, WE'RE HIRING WHOEVER WE LIKE.
THERE ARE PEOPLE THAT ARE HIRED OUTSIDE THIS DISTRICT WITH LESS EXPERIENCE AND HIRED TO BE A SUPERVISOR OVER TECHNICIANS WITH MORE EXPERIENCE THAT'S DEGREED AND HAVE ALL THEIR CERTIFICATIONS.
THEY ARE LEAVING THE DISTRICT GOING TO MAKE WAY MORE MONEY THAN THEY CAN MAKE.
LET'S DO IT BETTER BY SHOWING THEM APPRECIATION BECAUSE THEY DESERVE IT.
AND I ASK THAT YOU SUPPORT ALL EMPLOYEES, SUPPORT STAFF, ESPECIALLY.
WE WORK IN THIS DISTRICT AND WE WANT TO SEE A CHANGE.
AS I WORK WITH THE DISTRICT WITH DUE PROCESS.
I ASK THAT YOU SUPPORT, APPRECIATION BECAUSE WE ARE THE BACKBONE.
SANDRA CRENSHAW FOLLOWED BY DAVID W GRIFFIN WITH LINDA WIN AND GEORGE [INAUDIBLE] ON DECK.
JUSTIN HENRY AND MY ESTEEMED COLLEAGUE SUMMED UP ME MY ESTEEM.
I AM SUFFERING FROM RECUPERATING FROM A STROKE, AND I AM NOT GOING TO BE ABLE TO SPEAK AS ELOQUENTLY AS MR. BRUCE CARTER DID OR MS. ETHEL JACKSON DID.
BUT I ASK THAT YOU MAKE REASONABLE ACCOMMODATIONS TO ACCEPT MY DISABILITY.
I AM HERE BECAUSE I'M LOBBYING THE GOVERNMENT AGENCIES TO MAKE EMANCIPATION DAY.
IN TEXAS, ALL GOVERNMENT AGENCIES, THE STATE, THE COUNTY, THE CITY SCHOOL BOARDS TO MAKE IT A THREE DAY HOLIDAY, EITHER MAKE IT A FRIDAY OR PEOPLE SAID THAT WE ALWAYS USED TO GET PAID ON FRIDAY.
SO THAT ARE EITHER DO IT ON A MONDAY AND MY ASSISTANT, IF MY ASSISTANT IS CORRECT, WE POLLED ALL OF THE ISD'S IN DALLAS COUNTY AND ALL OF THEM, NONE OF THEM SAID, ARE THEY CELEBRATING? ARE THEY GOING TO GIVE A HOLIDAY? NOBODY BUT DALLAS OK THE OTHER THING IS THAT WHEN THE GOVERNMENT, WHEN THE STATE OF TEXAS, WHEN IT FALLS ON A WEEKEND, THEY DON'T GET PAID.
SO I HAVE BEEN LOBBYING THE LEGISLATURE AND I DO PLAN ON THAT BEING SUCCESSFUL THAT THE LEAST THAT THEY COULD DO SINCE THEY DON'T WANT TO GIVE US REPARATIONS AND WE HELP BUILD THIS COUNTRY, THE LEAST THEY CAN DO IS GIVE US A SEVEN DAY WEEKEND CYCLE SO THAT WE GET PAID FOR A HOLIDAY WHEN IT FALLS ON A SATURDAY AND SUNDAY.
SO YOU ALREADY CELEBRATED MONDAY LAST YEAR AND YOU'RE GOING TO CELEBRATE MONDAY AGAIN THIS
[01:15:10]
YEAR. SO IT WOULD BE VERY EASY FOR YOUR DISTRICT IF Y'ALL COULD DO IT.ONE OF THE PROBLEMS IS THAT A LONG TIME AGO WHEN WE FIRST BEGAN THE EMANCIPATION CELEBRATIONS, IT WAS IT WOULD BE A STATIC DATE. SO IT'D BE WHATEVER DAY OF THE WEEK AND THE BLACK PEOPLE WOULD TAKE OFF THAT WEEK.
AND PEOPLE ARE CORPORATIONS ARE LESS INCLINED TO GIVE A DAY IN THE MIDDLE OF THE WEEK OFF.
SO WE STARTED CELEBRATING ON THE THIRD SATURDAY OF EVERY MONTH IN JUNE.
SO IT WOULD BE FIT PERFECTLY IF Y'ALL COULD DO THAT.
THEY NAMED THE EMANCIPATION DAY AFTER OUR STATE AND WE CAN TAKE THE LEAD AND GET IT CHANGED TO WHERE EVEN THE FEDERAL HOLIDAY WILL BE ON A MONDAY INSTEAD OF DURING THE WEEK. THANK YOU.
THANK YOU, DAVID W GRIFFIN FOLLOWED BY LINDA WYNN, WHICH GEORGE RANGEL AND RINA HONY ON DECK.
GOOD EVENING TO THIS DISTINGUISHED SCHOOL BOARD AND THE GENERAL SUPERINTENDENT.
I'M A MEMBER OF THE EXECUTIVE GOVERNING BOARD OF THE NEA DALLAS ORGANIZATION.
PLEASE CONSIDER THAT EMPLOYEES ARE COMMITTED TO WORKING IN A FAIR AND EQUITABLE MANNER WHILE MAINTAINING EFFICIENCY AND PRODUCTIVITY.
THROUGH A CAREFUL REVIEW PROCESS.
WE'RE SUGGESTING THE FOLLOWING STEPS FOR ALL AT WILL EMPLOYEES.
AND OF COURSE, AS YOU PROBABLY ALREADY KNOW, THE TERMS THAT ARE INTERCHANGEABLE, BUT THEY MEAN PRETTY MUCH THE SAME THING IS PROGRESSIVE INTERVENTION PROCESS, PROGRESSIVE DISCIPLINE PROCESS.
SAME PROGRAM, JUST DIFFERENT TERMINOLOGY.
STEP ONE COUNSELING AND VERBAL WARNINGS BE EXTENDED TO THE EMPLOYEE.
STEP TWO WRITTEN WARNING AS NEEDED.
STEP THREE WRITTEN DOCUMENTATION PRIOR TO A RECOMMENDATION OF TERMINATION.
STEP FOUR ESTABLISH A LEGAL REVIEW COMMITTEE.
DESIGNATED FROM THE GENERAL SUPERINTENDENT'S OFFICE BY WAY OF HER AND HER EXECUTIVE TEAM.
THE IMPLEMENTATION OF AN ESTABLISHED PROGRESSIVE DISCIPLINE PROCESS OR A DISCIPLINED INTERVENTION PROGRAM WILL BENEFIT ALL EMPLOYEES TOWARD CONTINUING GROWTH AND SUCCESS THROUGHOUT THE DALLAS INDEPENDENT SCHOOL DISTRICT.
STRIVING FOR EXCELLENCE IN ALL THAT WE DO AND STRIVING FOR EXCELLENCE IN OUR EFFORT TO ACHIEVE.
KEEP IN MIND, OUR VISION AND OUR GOAL IS TO CONTINUE TO BE A PREMIER SCHOOL DISTRICT.
DALLAS INDEPENDENT SCHOOL DISTRICT SEEKS TO BE A PREMIER URBAN DISTRICT.
LINDA WYNNE, FOLLOWED BY GEORGE [INAUDIBLE], ON DECK.
GOOD EVENING. PRESIDENT HENRY TRUSTEE SUPERINTENDENT ELIZALDE.
MY NAME IS GEORGE [INAUDIBLE], 34 CENTER STREET, DALLAS, TEXAS 75208.
I'M THE EXECUTIVE VICE PRESIDENT AT LIONSGATE.
I WANT TO THANK YOU IN ADVANCE FOR YOUR TIME AND ATTENTION.
THE DISTRICT ADMINISTRATORS ARE WORKING ON GETTING A BUDGET TO PRESENT TO YOU.
AND SUPERVISORS ARE LEADING BY FEAR, INTIMIDATION, INCLUDING TO THE POINT OF HARASSMENT.
[01:20:02]
ALLIANCE THAT IN GOOD FAITH BROUGHT SOME OF THESE CONCERNS DIRECTLY TO A NUMBER OF DIFFERENT ASSISTANT PRINCIPALS, PRINCIPALS, DIRECTORS, EXECUTIVE DIRECTORS.YET EVEN THOUGH WE'RE CONSISTENTLY TOLD THESE WILL BE FIXED, THEY ARE NOT.
FURTHERMORE. THERE ARE NO REPERCUSSIONS FOR THOSE WHO VIOLATE DIRECTLY POLICY AND STATE LAW BECAUSE OF THESE, BECAUSE THERE IS NO REPERCUSSIONS, THE OFFENDERS SIMPLY WAIT A MONTH, CONTINUE VIOLATING THE POLICY IN STATE LAW AGAIN.
AND IF THEY DON'T VOLUNTEER, IT WOULD.
IT WILL BE DULY NOTED ON THEIR DOMAIN FOR LEVEL THREE SCORING.
IN PLAIN TALK, THIS MEANS CANCEL YOUR PLANS.
YOU'RE WORKING EXTRA HOURS FOR FREE, AND IF YOU DON'T, IT WILL IMPACT YOUR SALARY.
AFTER WE BROUGHT THIS FORWARD, THERE WERE NO REPERCUSSIONS FOR THE ADMIN.
BUT KNOW WHAT HAPPENED? THE EDUCATOR WAS BROUGHT IN.
THE EDUCATOR WAS BROUGHT FORTH THIS ISSUE.
HAD THIS TEACHER HAD A SPOT OBSERVATION THAT SAME DAY AND SCORED THE LOWEST SPOT OBSERVATION? COINCIDENCE? I DON'T THINK SO.
WE HAVE COUNTLESS EXAMPLES OF STAFF BEING THREATENED BY DOMAIN FOUR AND BEING BULLIED IF THEY DON'T GIVE UP THEIR PLANNING, HAVING EXCESSIVE LESSON PLANS AND BEING TOLD IF THEY FILL OUT THE CAMPUS CLIMATE SURVEY NEGATIVELY, IT WILL IMPACT YOUR TI SCORE.
WITHOUT A CHANGE IN CULTURE, A PERVASIVE ATMOSPHERE OF FEAR, INTIMIDATION WILL REMAIN.
THANK YOU FOR YOUR TIME. THANK YOU.
OUR FINAL SPEAKER IS RAINA HONY.
GOOD EVENING, PRESIDENT HENRY.
TRUSTEES AND SUPERINTENDENT ELIZALDE.
I'M RINA [INAUDIBLE], PRESIDENT OF ALLIANCE AFT AND A CONSTITUENT IN DISTRICT SEVEN.
I'D LIKE TO ADDRESS THE LACK OF RESPECT FOR POLICIES IN OUR DISTRICT.
YOU'VE YOU'VE HEARD THAT TEACHERS PLANNING TIMES ARE BEING TAKEN AWAY WITH MEETINGS, LUNCH TIMES ARE TAKEN AWAY OR SHORTENED DURING TESTING.
THESE SITUATIONS ARE NOT UNFAMILIAR TO ANY OF YOU.
SO THE QUESTION ARISES WHY HAVE POLICIES WHEN THE ONES MAKING THEM AND ARE SUPPOSED TO ENFORCE THEM DON'T DO IT? SIMPLY PUT, IT'S JUST DISRESPECT.
I HAVE TWO EXAMPLES TO ILLUSTRATE.
SINCE WHEN IS VIOLATING A POLICY? OKAY, WHETHER IT'S THE FIRST OR THE 10TH OFFENSE, A VIOLATION IS A VIOLATION.
IN ANOTHER LEVEL THREE HEARING, THE EMPLOYEE WAS DENIED ANY RELIEF AFTER THE PRINCIPAL ADMITTED IN TESTIMONY VIOLATING POLICY WITH NO CONSEQUENCES.
AFTER THAT HEARING, MORE THAN ONE TRUSTEE INDICATED THAT THE PRINCIPAL WAS WRONG.
BUT A DECISION IN FAVOR OF THE EMPLOYEE WOULD HAVE COST THE DISTRICT A SIZABLE AMOUNT OF MONEY.
AND THE MESSAGE IT SENDS IS CLEAR IGNORE THE POLICIES BECAUSE NOTHING WILL HAPPEN.
THAT'S WHAT THE TRUSTEES AND THE ADMINISTRATORS DO.
WE ALL KNOW IT TAKES A LONG TIME TO CHANGE THE CULTURE AND A DISTRICT ON OUR CAMPUSES AND WORKSITES FEAR, ANXIETY AND CONSTANT STRESS STILL EXIST FOR CLASSROOM TEACHERS.
THEY FEAR THEIR PAY WILL GO DOWN.
IF YOU WANT THE TRUTH, DECOUPLE THE CLIMATE SURVEY FROM COMPENSATION.
IF YOU WANT A CLIMATE OF RESPECT IN OUR DISTRICT, LEAD BY EXAMPLE AND FOLLOW THE POLICIES.
THANK YOU FOR YOUR TIME AND YOUR CONSIDERATION.
THANK YOU, MR. PRESIDENT. THIS CONCLUDES OUR SPEAKERS.
THANK YOU, MR. JORDAN. AND THANK YOU TO ALL OUR SPEAKERS THIS EVENING.
[7. APPROVAL OF MINUTES]

[9. ITEMS PULLED FOR A SEPARATE VOTE]
BUT FOR A SEPARATE VOTE, JUST REMINDER, PLEASE CONFINE REMARKS TO THE PENDING MOTION ON THE FLOOR.WE'RE GOING TO BEGIN WITH ITEM 9.1.
DO I HAVE A MOTION MOVED TO APPROVE? I'LL SECOND.
MOTION WAS MADE BY TRUSTEE CARREON SECOND BY MYSELF TRUSTEES.
IS THERE ANY DISCUSSION ON [INAUDIBLE] OF 9.01 TRUSTEE ONE BRIEFLY, I DID SPEAK WITH CHIEF BRANT ALFORD AND WE DISCUSSED THIS.
AND MY MY CONCERN BASICALLY WAS TO MAKE SURE THAT THE.
BUT I HAVE GOTTEN CLARIFICATION ON IT.
ALL RIGHT. THANK YOU, TRUSTEE WHITE, THE TRUSTEES, WILL YOU PLEASE CAST YOUR VOTES? OH, [INAUDIBLE].
MOTION PASSES FIVE VOTING YES FOR NOT PRESENT TO VOTE.
THANK YOU. TRUSTEE JUST APPROVED ITEM 9.1.
WE'RE NOW ON 9.02 TO CONSIDER AND TAKE POSSIBLE ACTION TO APPROVE CHANGE.
BOND FUNDS CONSENT ITEM 8.16 BY TRUSTEES WHITE AND OREMAN.
DO I HAVE A MOTION? MOVED TO APPROVE.
SECOND. MOTION BY TRUSTEE CARREÓN SECOND BY TRUSTEE MACKEY.
TRUSTEES? ARE THERE DISCUSSION AS WELL? I HAD A DISCUSSION CONCERNING THIS ITEM AS FAR AS THE INCREASE THAT WAS MADE AND I'M OKAY WITH IT.
THANK YOU. TRUSTEE WHITE. TRUSTEES PLEASE CAST YOUR VOTES.
MOTION PASSES BY VOTING YES FOR NOT PRESENT TO VOTE.
THANK YOU TRUSTEES. YOU ADOPTED ITEM 9.021 ON 9.03.
CONSIDER TAKE POSSIBLE ACTION TO AUTHORIZE, NEGOTIATE TO ENTER INTO AGREEMENTS WITH RECOMMENDED VENDOR FOR SOLID WASTE FROM RECYCLED MATERIAL COLLECTION SERVICES FOR DISTRICT WIDE USE NOT TO EXCEED 25 MILLION OVER FIVE YEARS, INCLUDING RENEWAL OPTIONS AND OR OPERATING SPECIAL REVENUE BOND FUNDS.
[01:30:06]
IS THERE DISCUSSION? WELL, I DO WANT TO ASK MR. ALFORD ONE QUESTION. WE DID DISCUSS THIS, BUT IF YOU COME FORWARD, PLEASE OR WHOEVER WOULD LIKE TO.BECAUSE OF THE DISCUSSION THAT I HAD, I WAS EDUCATED ON THIS, FIRST OF ALL, BECAUSE OF THE FACT THAT THERE'S HAZARDOUS MATERIAL ONCE THE BUILDINGS COME DOWN, MANY OF THE OLDER BUILDINGS, AND WE'RE HAVING TO ASK FOR AMENDMENTS IN THE CONTRACT TO INCREASE THE COST TO MAINTAIN WHEN THERE'S THINGS THAT HAPPEN, LIKE, FOR INSTANCE, IF A BUILDING IS VACANT BEFORE THE CONTRACTS GET IN PLACE, IS THERE ANY WAY THAT BECAUSE AND THINGS HAVE GONE UP, I UNDERSTAND THAT.
AND I ALSO UNDERSTAND THAT AS FAR AS HANDLING HAZARDOUS MATERIAL, IT'S A DIFFERENT PROCEDURE THAN HANDLING JUST REGULAR BUILDING MATERIAL THAT YOU'RE TEARING DOWN OUT OF A SCHOOL.
SO AND IT'S QUITE EXPENSIVE ONCE SOMETHING HAPPENS.
IS THERE ANY WAY THAT WE CAN EITHER MAYBE AND I MEAN, THIS MAY BE THE PROCEDURE THAT YOU ACTUALLY DO INSTEAD OF GOING BACK AND JUST ASKING FOR ADDITIONAL MONIES IN THE EVENT THAT SOMETHING LIKE THIS HAPPENS TO TAKE CARE OF IT SO THAT YOU WON'T HAVE TO COME BACK AND ASK FOR ANYWHERE FROM 300,000 AND UP, IS THERE ANY WAY THAT CAN BE DONE OR IS THIS BASICALLY JUST STANDARD PROCEDURE? NO I BELIEVE IT CAN BE DONE.
LET ME LET ME CLARIFY, THOUGH, BECAUSE THIS ISN'T A REQUEST FOR AN INCREASE.
THIS WAS A NEW BID FOR SERVICES.
THIS PARTICULAR ITEM WAS A REBID OF WHERE WE HAVE THIS PARTICULAR ITEM.
WOULD OUR CFO PLEASE COME UP FOR THIS PARTICULAR ITEM? SO THE ITEM THAT IS FOR NINE POINT, WHAT IS IT? 03 IS REFERENCING OUR TRASH COLLECTION SERVICES.
THAT'S WHAT THE $25 MILLION REQUEST IS FOR OVER FIVE YEARS.
IT IS NOT FOR DISPOSAL OF HAZARDOUS MATERIALS.
SO I WANTED TO MAKE CERTAIN THAT WE WERE CLEAR ON THAT.
IT IS FOR OUR WASTE MANAGEMENT IS THE RECOMMENDED VENDOR AND IT'S FOR THE DUMPSTERS.
THAT IS CORRECT. AND THAT HAS BEEN DONE.
THE QUESTION THAT I DID HAVE ALSO, I MEAN, BECAUSE I'M LOOKING AT THE FACT THAT WE ARE ADDING TO OUR BIDS WILL NOT OUR BIDS THAT WE'RE ADDING TO THE COST OF THE SCHOOLS, WHICH IS WHAT MR. ALFORD DID POINT OUT TO ME AND EXPLAIN TO ME ON 9.02, AND I KNOW THAT ON THIS ONE IT WAS ALSO EXPLAINED TO ME THAT THE VENDOR THAT WAS ACTUALLY HANDLING IT BEFORE INCREASE THE AMOUNT IT WENT BACK OUT BECAUSE IT EXPIRED AND THE VENDOR INCREASED THE AMOUNT BECAUSE THE PRICES HAD RISEN.
AND WE DID ALSO GET A SECONDARY VENDOR FOR THIS AS WELL, IS THAT CORRECT? SO, YES, MA'AM.
SO IT WAS A THREE YEAR WITH TWO ONE YEAR EXTENSIONS.
AND THIS WAS THE VENDOR THAT WAS RECOMMENDED AND CHOSEN AND THAT'S 9.03 THAT YOU'RE VOTING ON.
TRUSTEE, MY TRUSTEES, WILL YOU PLEASE CAST YOUR VOTE? ITEM 9.03.
[01:35:06]
MOTION PASSES SIX VOTING YES, THREE NOT PRESENT TO VOTE.THANK YOU TRUSTEES. YOU JUST A PATHOGEN OUT OF 9.03.
THAT'S OUR LAST ITEM AND IT'S NOW 7:45 P.M.
AND THIS MEETING IS ADJOURNED. THANK YOU ALL.
HAVE A GOOD EVENING.
