THANK YOU. I WOULD LIKE TO REMIND THE SPEAKER YOU HAVE 3 MINUTES TO SPEAK.
WHEN YOU ARRIVE AT THE MICROPHONE, PLEASE STATE YOUR NAME.
SO I SAW THE NOTICE ON THE NEWSPAPER ABOUT THE MEETING TONIGHT.
I JUST WANT TO SAY SOMETHING FIRST.
I DON'T KNOW. YOU LET ME KNOW MR. MICCICHE IF I'M BY BREAKING ANY RULES OR NOT.
PUBLIC HIGH SCHOOL DALLAS DFW, [INAUDIBLE] AND HAS A RANKINGS OF THE HIGH SCHOOLS FROM 2020.
THERE'S THREE OH ABOUT 310 LISTINGS.
AND REMEMBER I MENTIONED ABOUT 1% COLLEGE READINESS FOR LINCOLN.
[00:05:03]
WELLLINCOLN IS RANKED AT THE BOTTOM 296 SOUTH OAK CLIFF 289, MADISON 291, ROOSEVELT 293, PINKSTON 225.AND THERE'S ONLY ONE OTHER PUBLIC SCHOOL BELOW LINCOLN THAT'S DOING WORSE.
AND I GO BY DATA AND WHAT I MENTIONED LAST TIME ABOUT SOUTH OAK CLIFF TALK ABOUT HARD WORK.
I NEVER HEAR IT IN BOARD MEETINGS, ABOUT HARD WORK, ABOUT ACADEMICS.
I REALLY BELIEVE WE HAVE NO EXPECTATIONS.
I REALLY BELIEVE YOU DON'T CARE.
AND BECAUSE YOU NEVER BRING IT UP.
AND THIS IS THIS IS REALLY, REALLY BAD ABOUT THESE STATS AND THE DATA IS HERE.
PUBLIC HIGH SCHOOL DALLAS DFW.
SO THE DATA IS THERE, BUT YOU NEVER BRING IT UP.
NEVER. SO I'M JUST LIKE I SAID, I JUST CAME HERE TO WATCH AND JUST GIVE YOU THIS INFORMATION AND I'LL BE SPEAKING LATER ON ABOUT SOMETHING DIFFERENT AND REALLY, REALLY SHOCKING HAS TO DO WITH SECURITY AT DISD.
YOU LET ME KNOW IF I'M EVER BREAKING THE RULES.
THANK YOU. THIS CONCLUDES OUR SPEAKERS.
[5. Discussion of Annual Report of Performance on Texas Academic Performance Report for 2021-2022]
WE'RE NOW ON ITEM FIVE OF THE AGENDA, THE ANNUAL REPORT OF PERFORMANCE ON TEXAS ACADEMIC PERFORMANCE REPORT FOR 2021 -2022 AND DR.THANK YOU, TRUSTEE MICCICHE, AND GOOD EVENING, SUPERINTENDENT TRUSTEES.
SO I'M GOING TO TURN IT OVER TO DR.
OAKLEY. THANK YOU AND GOOD EVENING BOARD OF TRUSTEES AND SUPERINTENDENT ELIZALDE OK.
I'M HERE AGAIN TO PRESENT THE ANNUAL REPORT BASED ON THE REQUIREMENTS OF TEXAS EDUCATION CODE 39.306 AND AIB LEGAL REQUIREMENTS, WHICH REQUIRES US TO PRESENT THE ANNUAL REPORT 90 DAYS AFTER THE TEXAS ACADEMIC PERFORMANCE REPORT OR THE PAPER IS RELEASED.
AND THAT WAS RELEASED ON DECEMBER 15, 22.
SO WE ARE WITHIN THAT GUIDELINES OF THE 90 DAYS.
AND REALLY ALL I'M GOING TO TRY TO PRESENT IS WHERE ALL THESE PIECES OF DATA FROM DIFFERENT SOURCES ARE GOING TO COME TOGETHER AND BE AT ONE LOCATION FOR THE PUBLIC. THE REQUIREMENT IS THAT WE COVER THESE NINE AREAS.
AND NOW I'M GOING TO TALK ABOUT THE OTHER REMAINING AREAS.
AS WE GO TO THE DIFFERENT SLIDES.
I'LL COME BACK TO NUMBER TWO IN A MINUTE.
SO I HAVE A TABLE HERE THAT WILL KIND OF GO THROUGH THE DIFFERENT SECTIONS.
AND SO YOU'LL SEE ON THE RIGHT HAND THE SECTION NUMBER.
AND THE FIRST ONE WE'RE GOING TO GO IS SECTION THREE, WHICH IS ABOUT THE FINANCIAL REPORT.
AND YOU'LL NOTE THAT THIS IS ACTUALLY FROM 2021, THIS FIVE PAGE REPORT THAT IS POSTED, ALSO HAS INFORMATION ABOUT REVENUES AND EXPENDITURES AND DISBURSEMENTS AND FUND BALANCES BY OF THE GENERAL FUNDS PER PUPIL AND IT COMPARES IT TO THE STATE.
AND WE NOTED HERE THAT WE HAVE A IN 2021, A $1.6 BILLION REVENUE BUDGET.
WE GOT NOTICE TODAY THAT WE'RE GOING TO OUR 22, 23 IS GOING TO BE POSTED NEXT MONTH.
SO THEY'RE AHEAD OF THAT, THE SECTION FIVE IS THE ACTUAL TAPR REPORT, WHICH WILL IS THE TAPR REPORT THAT CAN BE FOUND FOR THE DISTRICT AT THAT LINK.
IT ALSO HAS GRADUATION RATES, CCMR, SOME STUDENT ENROLLMENT AND SOME STAFF INFORMATION.
SO THAT HAS A LOT OF INFORMATION.
ALSO IN SECTION FIVE, THE DATA, THE PAPERS BY CAMPUS ARE INCLUDED AND EACH ONE IS LISTED .
[00:10:04]
FOUR WITH ONE BEING MEETS AND FOUR BEING NEEDS SUBSTANTIAL INTERVENTION.THE LEVEL TWO MEANS NEEDS ASSISTANT.
THIS IS THE SAME AS LAST YEAR.
AND FINALLY IN SECTION FIVE WE ARE TO OFFER THE ASVAB OR THE ARMED SERVICE VOCATIONAL APTITUDE BATTERY TEST AND THAT WAS OFFERED IN NOVEMBER IN 22.
SECTION SIX THAT ASKS YOU TO REPORT OUR ACCOUNTABILITY RATING FOR THE DISTRICT AND YOU'LL SEE THAT WE ARE A B AND, AND THAT WAS ALSO FOUND IN THAT TAPR REPORT.
THE SECOND NEXT LINE IS ABOUT THE CAMPUSES RATINGS.
AND YOU'LL NOTICE HERE THAT WE HAVE THE THE ONLY THE RATINGS THAT THEY WERE GIVING THIS YEAR OR THAT YEAR WAS IF YOU HAD A 70 OR ABOVE ON A SCALE SCORE AND YOU GOT THE APPLICABLE A THROUGH C AND ANYBODY BELOW THE 70 GOT A RATED NOT RATED STATUS BASED ON THE SENATE BILL 1365 AGAIN. AND WE DO WANT TO NOTE THAT OUR CAMPUSES DO HAVE THE LOCAL COMPONENT, WHICH THE STATE ACCOUNTABILITY WAS 60% OF THE TOTAL RATING AND 40% OF THE LOCAL COMPONENT TO HAVE THE FINAL RATING.
THOSE REPORTS ARE LISTED AT THAT LINK.
WE ALSO HAD TO REPORT ON A CAMPUS PERFORMANCE OBJECTIVES, AND THIS WAS BASED ON OUR DISTRICT GOALS, OUR FIVE DISTRICT GOALS, AND HOW WELL THE CAMPUSES MET THOSE GOALS, THOSE GOALS.
SO THOSE DATA ARE ALSO PROVIDED IN SECTION SEVEN.
I WANTED TO COMPARE IT TO LAST YEAR, BUT LAST YEAR WAS THE PREVIOUS YEAR TO THAT.
SO I LEFT THEM STANDING AT THAT POINT.
BUT IF YOU NEED SOME PRIOR INFORMATION, WE CAN GO GET THAT.
AND THEN FINALLY, ON SECTION NINE IS THE ACADEMIC PERFORMANCE OF POST-SECONDARY INSTITUTIONS.
AND WE HAVE TWO REPORTS THERE, ONE FROM THE STATE, AND IT SHOWS THE BY SCHOOL SOME THE KIDS GPA AT FOUR YEAR COLLEGES, TWO YEAR COLLEGES, AND IT LISTED LIKE THAT.
THE SECTION ON THREE TALKS ABOUT MAKING SURE WE DISSEMINATE IT TO THE PUBLIC.
THANK YOU. DR. OAKLEY TRUSTEES, ANY QUESTIONS? THE ONLY THING THAT I WOULD LIKE TO ASK IS WITH RESPECT TO THE 230 SCHOOLS, I CAN'T I DON'T SEE A PAGE NUMBER ON THAT PAGE FIVE.
I MAY HAVE GONE. SECTION SIX OF THE REPORT WHERE IT SAYS 230 SCHOOLS WERE EVALUATED UNDER THE 21-22 ACCOUNTABILITY SYSTEM.
25 SCHOOLS RECEIVED THE LETTER GRADE OF A.
OH, I'M SORRY. I JUST WANTED TO REFER YOU TO WHERE I WAS.
AND UNDER OUR LOCAL ACCOUNTABILITY SYSTEM, WE TOOK INTO ACCOUNT OTHER FACTORS.
BUT AND SO THAT IS WHAT'S SHOWING ON THIS ON THIS REPORT IS THE A THROUGH F RATINGS USING THE LOCAL ACCOUNTABILITY SYSTEM.
AND I'M WONDERING IF YOU HAVE IN FRONT OF YOU WHAT ARE.
WHAT THE RATINGS OF THE SCHOOLS WOULD BE IF WE HAD SIMPLY USED THE STATE RATINGS, BECAUSE AS I UNDERSTAND IT, IF WE HAD SIMPLY USED THE STATE RATINGS, WE'D HAVE A LOT MORE A RATED SCHOOLS AND FEWER C RATED SCHOOLS.
THAT IS CORRECT. I DO NOT HAVE IT IN FRONT OF ME, BUT YOU'RE ABSOLUTELY CORRECT.
WE WOULD HAVE HAD MORE A'S AND MORE LETTER GRADES THAN WHAT WE HAVE NOW.
AND ON A GOING FORWARD BASIS, MY UNDERSTANDING IS WE WILL BE USING THE SAME ACCOUNTABILITY RATING SYSTEM AS ALL THE OTHER DISTRICTS. THAT IS [INAUDIBLE].
WE WILL NOT BE USING A LOCAL ACCOUNTABILITY MOVING FORWARD.
[00:15:05]
NOW BECOME 100% OF OUR FINAL SCHOOL RATINGS MOVING FORWARD.IF THERE ARE NO OTHER QUESTIONS.
A QUICK QUESTION. YES, TRUSTEE FOREMAN.
JUST TO TAG ON TO THAT PARTICULAR QUESTION, BECAUSE THAT'S BEEN A QUESTION THAT'S BEEN GOING AROUND FOR A WHILE REGARDING THE LOCAL ACCOUNTABILITY RATING AND US BEING THE ONLY DISTRICT, HOW IS IT THAT THE PUBLIC CAN UNDERSTAND THE DIFFERENCE IN THE LETTER GRADES? ARE WE GOING TO PRESENT SOMETHING SO THE PUBLIC WILL HAVE A GOOD UNDERSTANDING OF WHAT THE DIFFERENCE WOULD HAVE BEEN IF WE HAD NOT USED OUR OWN LOCAL ACCOUNTABILITY SYSTEM, WHICH ACTUALLY WAS MORE RIGOROUS THAN THE REST OF THE STATE'S ACCOUNTABILITY SYSTEM? THANK YOU, TRUSTEE FOREMAN.
WE DO HAVE A DOCUMENT THAT HAS THE SIDE BY SIDE.
TO YOUR POINT, THOUGH, WE HAVEN'T MADE THAT READILY AVAILABLE.
I THINK IT WOULD BE A GREAT IDEA.
OUR TEAM WILL INVESTIGATE HOW CAN WE GET THAT.
SO SCHOOLS RATING COULD ACTUALLY WE COULD ACTUALLY BRING THAT UP ON THEIR WEBSITE.
AND I'M THERE WERE IT WAS AN INCREASE OF LIKE FOR EXAMPLE 12 ADDITIONAL SCHOOLS WOULD HAVE BEEN A JUST USING WHAT EVERY OTHER SCHOOL DISTRICT WAS USING ON THE STATE ACCOUNTABILITY PORTION.
SO WE'D BE ABLE TO DEMONSTRATE THIS SCHOOL WHILE UTILIZING BOTH THE 60/40.
IT IS A B JUST ON THE STATE ACCOUNTABILITY.
IT WAS AN A. WE DO HAVE THAT PREPARED.
SO I'LL GET OUR TEAM TO WORK ON THAT AND WE CAN PRODUCE THAT.
I THINK THAT'S AN EXCELLENT OBSERVATION.
ANYONE ELSE HAVE ANY QUESTIONS OR COMMENTS? IF NOT, WE'LL ADJOURN THIS MEETING.
AND THIS MEETING IS ADJOURNED.
