IN ORDER FOR THE BOARD TO HOLD THIS MEETING IN AN EFFECTIVE MANNER, I WANT TO LET IT BE KNOWN THAT THIS MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION AND ASK THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY BED LOCAL PERTAINING TO PUBLIC PARTICIPATION.
IT'S A CRIMINAL OFFENSE FOR A PERSON WITH INTENT TO PREVENT OR DISRUPT A LAWFUL MEETING, TO SUBSTANTIALLY OBSTRUCT OR INTERFERE WITH THE ORDINARY CONDUCT OF A MEETING BY PHYSICAL ACTION OR VERBAL UTTERANCE, AND THEREBY CURTAIL THE EXERCISE OF OTHER'S FIRST AMENDMENT RIGHTS.

ITEM FIVE IS A DISCUSSION ITEM.THIS MEETING HAS BEEN CALLED TO DISCUSS AND CONSIDER THE SUPERINTENDENT OF SCHOOLS 2022 -23 EVALUATION INSTRUMENT AND 2022-23 INCENTIVE INCENTIVE PLAN.
IF ANYONE WOULD PREFER TO SEPARATE THE TWO, YOU HAVE THE ABILITY TO MAKE THAT MOTION.
BUT BEFORE WE BEFORE WE CONSIDER THAT, LET US BEGIN THE DISCUSSION ON BOTH ITEMS AS THEY ARE LISTED ON THE ON THE AGENDA.

YES. DEPUTY SUPERINTENDENT LEAR, IF YOU WOULD, GIVE US AN UPDATE ON ON THE ON THE DRAFTS.THANK YOU. SO GOOD MORNING, VICE PRESIDENT MICCICHE TRUSTEES AND DR.
ELIZALDE. OVER THE PAST THREE MONTHS, ADMINISTRATION MET WITH THE SUPERINTENDENT EVALUATION COMMITTEE, WHICH WAS CHAIRED BY TRUSTEE MICCICHE AND MEMBERS WERE TRUSTEE WHITE AND TRUSTEE MACKEY.
AND OUR PURPOSE WAS TO DEVELOP THE SUPERINTENDENT'S APPRAISAL FOR THE 22-23 SCHOOL YEAR.
AND DURING THOSE MEETINGS, THE COMMITTEE RECOMMENDED THAT THE EVALUATION MIRROR OR REFLECT THE STUDENT OUTCOME GOALS THAT ARE OUTLINED IN AE LOCAL WHICH WAS APPROVED LAST MONTH, NOVEMBER 2022.
THE SUPERINTENDENT'S EVALUATION INCLUDES THE EXACT SAME LANGUAGE THAT WAS APPROVED IN AE LOCAL.
I JUST WANT TO REMIND THE BOARD THAT THE EVALUATION IS COMPRISED OF 60% STUDENT OUTCOME GOALS.
SO THOSE ARE OUR GOALS AND OUR GPM GOAL PROGRESS MEASURES.
22% ARE ON CONSTRAINTS THAT ARE OUTLINED IN AE LOCAL 5% FINANCIAL MANAGEMENT, WHICH REALLY LOOKS AT THE FUND BALANCE AND 13% STAKEHOLDER SATISFACTION, WHICH INCLUDES GROUPS LIKE PARENTS, TAXPAYERS AND THE BOARD.
I'D LIKE TO GIVE JUST A QUICK OVERVIEW, IF I CAN, OF THE ACTUAL APPRAISAL INSTRUMENT JUST TO RE ACCLIMATE THE BOARD. IF WE LOOK AT THE COLUMN LABELED DETAIL THAT'S IN THE FAR LEFT HAND CORNER, THAT COLUMN REALLY OUTLINES EACH GOAL AND EACH GPM.
THE OPTIONS ARE UNSATISFACTORY, SOMEWHAT SATISFACTORY, FULLY SATISFACTORY, AND CLEARLY SUPERIOR.
THE CLEARLY SUPERIOR VALUE EXCEEDS THE ANNUAL TARGET.
SO IF I COULD GO TO THE NEXT PAGE.
SO EACH OF THE CONSTRAINTS HAVE BEEN REPORTED ON TO THE BOARD THIS FALL WITH THE EXCEPTION OF STUDENT EXPERIENCE AND OUR EQUITY GOAL REGARDING PROFICIENT ONE TEACHERS AT HCM VERSUS NON HCM CAMPUSES.
WE WILL HAVE AN UPDATE FOR THE BOARD ON STUDENT EXPERIENCES.
SO THAT IS CONSTRAINTS OR CONSTRAINT PROGRESS MEASURES 1.1, 1.2 AND 1.3 ALL OVER STUDENT EXPERIENCE.
IN JANUARY WE WILL HAVE THE DATA TO REPORT OUT ON OUR EQUITY GOAL ON ON PROFICIENT ONE TEACHERS.
SO THE STUDENT EXPERIENCE CONSTRAINT, LIKE I SAID, WE WILL HAVE THAT IN THE BOARD BRIEFING.
BUT IF YOU LOOK OVER TO WHERE THE PERFORMANCE TARGETS ARE, YOU CAN SEE WHERE FULLY SATISFACTORY IS.
AND THAT MIRRORS WHAT WE DISCUSSED IN PREVIOUS MONTHS FOR EACH OF THOSE CONSTRAINTS.
AND WITH THAT, I WILL TAKE ANY QUESTIONS.
AND I ALSO HAVE OUR TEAM HERE IN THE EVENT THAT MORE GRANULAR DETAIL IS NEEDED.
I JUST WANT TO SAY THANK YOU TO YOU AND THE TEAM AND DR.
I KNOW THERE WAS A LOT OF CONVERSATION THAT WENT INTO IT AND I, FOR ONE, DEEPLY APPRECIATE THE DIRECT ALIGNMENT BETWEEN THE EVALUATION AND WHAT THIS BOARD UNANIMOUSLY AGREED WERE THE MOST IMPORTANT THINGS FOR THE SCHOOL DISTRICT, ACHIEVING THE GOALS THAT WE SET AND THE TARGETS ALONG THE WAY, AS WELL AS THE CONSTRAINTS THAT WE SET IN THOSE EXECUTIVE LIMITATIONS.
SO I, FOR ONE, AM EXCITED TO SEE THE DIRECT ALIGNMENT.
SO I FOR ONE AM EXCITED ABOUT THIS AND JUST WANT TO THANK YOU FOR YOUR WORK.

THANK YOU TRUSTEE MACKEY BECAUSE YOU WERE VERY HELPFUL IN GIVING FEEDBACK.YEAH, I JUST WANT TO ECHO THAT SENTIMENT.
ONE OF THE THINGS I'M MOST PROUD OF ABOUT THIS BOARD OVER THE LAST SEVERAL YEARS HAS BEEN THE CREATION OF THESE GOALS, THE MONITORING OF THESE GOALS, THE ADHERENCE TO A REPORTING CADENCE AROUND THESE GOALS AND THE ALIGNMENT OF THESE GOALS TO THE INCENTIVE STRUCTURE.
WITHIN THE SUPERINTENDENTS CONTRACT, I THINK SEVERAL YEARS AGO, NONE OF THOSE THINGS EXISTED.
AND I THINK THE LEVEL OF SOPHISTICATION THAT THIS THIS BOARD, THROUGH COOPERATION WITH THE SENIOR ADMINISTRATION AND THE SUPERINTENDENT HAS CREATED OVER THE LAST COUPLE OF YEARS, IS PROBABLY BEST IN CLASS AMONGST THE LARGE URBAN SCHOOL DISTRICTS IN THE COUNTRY AND CERTAINLY MIMICS IN MUCH GREATER REGARD THAN IT EVER HAS BEFORE HOW BIG MULTIBILLION DOLLAR CORPORATIONS FUNCTION.
AND SO I'M THRILLED WITH THE PROGRESS AND GRATEFUL THAT WE HAVE ALIGNMENT BETWEEN THE INCENTIVE STRUCTURE FOR THE SUPERINTENDENT AND THE GOALS, WHICH I THINK WAS THE LAST REMAINING DOMINO TO FALL IN THIS EVOLUTION THAT WE'VE BEEN GOING THROUGH FOR THE LAST SEVERAL YEARS.
AND SO I'M VERY SUPPORTIVE AND HAPPY WITH THAT PROGRESS.
