[APPLAUSE] SECOND OF ALL, WE'VE BEEN VERY FORTUNATE OVER THE LAST SEVERAL MONTHS TO HAVE CONTACT WITH A LOT OF NATIONAL FUNDERS AND FOUNDATIONS THAT HAVE REACHED OUT UNSOLICITED TO DALLAS ISD.
I WAS ON A CALL WITH TEN MAJOR FOUNDATIONS THAT ARE VERY INTERESTED IN THE WORK THAT'S GOING ON IN DALLAS ISD, AND WE'RE TRYING TO GET OUR INPUT ON WHERE THEY COULD PUT THEIR PHILANTHROPIC DOLLARS.
AND SO I ANTICIPATE THAT THERE WILL BE SOME POSITIVE MOMENTUM COMING FROM THAT.
AND SO THERE'S JUST A LOT OF POSITIVE MOMENTUM THAT IS HAPPENING.
WE'VE BEEN CONTACTED BY AND ALSO THE YOU'VE HEARD AT THE TEXAS MONTHLY, THERE'S THE WASHINGTON MONTHLY THAT'S GOING TO BE DOING A FEATURE STORY ON P-TECH AS WE HAVE THIS MAYOR FROM A MAJOR CITY COMING THROUGH THROUGH THE DISTRICT.
AND WE'LL GIVE YOU A COMPREHENSIVE LIST THAT WE PUT TOGETHER THE OTHER DAY AND FORWARD THAT TO YOU.
NOT PROBABLY NOT TOMORROW IN THE BOARD UPDATE, BUT THE FOLLOWING WEEK AND THE FINAL REPORT IS WE'RE HEADING DOWN THE STRETCH ON SOME OF OUR CONSTRUCTION PROJECTS, BEING ABLE TO GO TO HAWTHORNE AS THE NEW SCHOOL WAS OPEN, VERY PROUD OF SOME OF OUR OTHER BUILDINGS THAT ARE COMING ALONG.
IT'S HARD TO IMAGINE THAT, BUT WE HAVE $1.4 BILLION WORTH OF WORK THAT IS IN DESIGN RIGHT NOW.
AND THE TWO PROJECTS THAT ARE HIGHEST PROFILE, EVEN THOUGH THERE ARE MANY OTHERS THAT ARE VERY SIGNIFICANT, THE HIGHEST PROFILE ONES ARE THOMAS JEFFERSON. AND NOW WE'VE BEEN GIVEN ASSURANCE THAT WE WILL HAVE THAT BY THE SEMESTER.
SINCE THEY DIDN'T HAVE TO OVERCOME THE PREVIOUS BUILDING, THEY WERE ABLE TO BUILD FROM SCRATCH.
THAT PROJECT IS COMING ALONG VERY WELL.
SO A LOT OF GOOD NEWS ON THE BOND RIGHT NOW.

KUDOS TO THE ED WALKER VARSITY BAND FOR EARNING A RECORD SETTING ONE RATING AT THE UIL COMPETITION.

I'M ALSO A MEMBER OF ALLIANCE AFT.WE ARE CALLING FOR ALL DISTRICT EMPLOYEES TO RECEIVE A SALARY THAT KEEPS UP WITH INFLATION.
INFLATION IS CURRENTLY AT AROUND 8% AND SOME GOODS AND SERVICES ARE EVEN HIGHER THAN THAT.
OBVIOUSLY, THE ANNUAL 2% PAY RAISE WON'T CUT IT THIS YEAR.
TEXAS AMERICAN FEDERATION OF TEACHERS JUST CAME OUT WITH A STUDY THAT TEXAS EDUCATORS ON AVERAGE MAKE 4% LESS THAN WHAT THEY MADE IN 2010 WHEN ADJUSTED FOR INFLATION.
THE CONCERNS ABOUT LOW WAGES, WORKLOAD STRESS, HEALTH AND SAFETY CONCERNS ARE THE MAIN REASONS.
IT'S ONLY GOING TO GET WORSE UNLESS TEACHERS CONCERNS ARE ADDRESSED.

AS A TEACHER WORKING IN DALLAS ISD AND LISTENING TO THE CONCERNS OF MY COLLEAGUES IN DALLAS ISD, I THINK THAT MOST TEACHERS WOULD AGREE THAT WHAT [INAUDIBLE] SAID IS SPOT ON. I WITNESSED TEACHERS LEAVING EVERY YEAR AND ESPECIALLY THIS YEAR.
GOOD TEACHERS LEAVE WHO CAN'T STAND THE HARSH WORKING CONDITIONS AND SAME WORKLOADS.
RESPECT COMES FROM THE TOP, FROM OUR GOVERNMENT OFFICIALS.
ALSO OTHER SCHOOL WORKERS LIKE CUSTODIANS, BUS DRIVERS, CAFETERIA WORKERS AND PARAPROFESSIONALS ARE CRUCIAL TO CHILDREN'S EDUCATION, BUT THEY RECEIVE POVERTY WAGES THAT DON'T EVEN ALLOW THEM TO PAY RENT.
AND FINALLY GET RID OF THE MERIT PAY TEACHER EVALUATION SYSTEM.

THE AGENCY SAYS THAT DISTRICTS SHOULD MAKE NEW SELECTIONS READILY AVAILABLE FOR PARENTS TO REVIEW.
THE NEW GUIDELINES SUGGEST THAT SCHOOL BOARDS.

EVEN IF THEY WEREN'T, THEY CAN ONLY BE IN SO MANY CLASSES.
OUR ELL STUDENTS ARE BEING LEFT WITHOUT MUCH NEEDED SUPPORT, AND I EVEN KNOW OF TEACHERS THAT HAVE BEEN MARKED DOWN IN EVALUATIONS FOR SPENDING TOO MUCH TIME WITH ONE SPECIAL ED STUDENT BECAUSE THERE ISN'T A TA THERE TO HELP OUT.
THE IRONIC THING ABOUT HOW DESPERATELY WE NEED PTAS AND THEIR IMPORTANT WORK IS THAT I KNOW OF SEVERAL TAS AT MY SCHOOL WHO HAVE ALREADY RECEIVED LETTERS NOTIFYING THEM THAT THEIR POSITIONS ARE BEING ELIMINATED OR HAVE BEEN GIVEN INFORMAL WARNINGS THAT THEY MIGHT BE ELIMINATED.
I KNOW THAT MY ADMINISTRATORS WOULD NOT LAY OFF TAS IF THEY DIDN'T HAVE TO.
SO, IN OTHER WORDS, JUST AS MY CAMPUS IS CLAMORING FOR MORE PTAS, THE DISTRICT IS RESTRICTING OUR BUDGETS SUCH THAT MY ADMIN IS BEING FORCED TO MAKE DIFFICULT CHOICES AND DO THE OPPOSITE ELIMINATE TO POSITIONS.
DISD MUST STOP DEVALUING THIS ESSENTIAL PROFESSION.
MY SCHOOL HAS ALREADY LOST AN INCREDIBLE TA THIS YEAR WHO WAS SUDDENLY OFFERED A HIGHER PAYING JOB.
AND IT DIDN'T TAKE MUCH TO BE A HIGHER PAYING JOB THAN THE JOB SHE CURRENTLY HAD.
GIVE SCHOOLS THE BUDGETS TO HIRE AS MANY TAS AS WE NEED AND PAY THEM A LIVING WAGE.

LIKE MANY OF MY COLLEAGUES, I TAKE PRIDE IN MY PROFESSION, EVEN IN THE FACE OF THREATS, VITRIOL, AND THE INSANE POLITICS THAT HAVE PLACED US IN THE LINE, LINE OF FIRE, OF PUBLIC OPINION. I GO TO MY CLASSROOM EVERY DAY KNOWING THAT I COULD LITERALLY BE PLACING MYSELF IN THIS LINE OF FIRE.
LIKE MANY EDUCATORS, I HAVE SEEN STUDENTS TRIUMPH IN SPITE OF OUR CIRCUMSTANCES.
MY STUDENTS HAVE SHOWN WORK AT THE DALLAS MUSEUM OF ART THIS YEAR, HAD WORK ACCEPTED TO THE UIL STATE ART CONTEST, AND ART LEARNED ARTS ENTREPRENEURSHIP THROUGH A GRANT AT OUR ART PROGRAM HAS RECEIVED.
BUT LIKE SO MANY OF MY FELLOW EDUCATORS, I AM AT A CROSSROADS.
EVEN THOUGH I BELIEVE IN THE CALLING OF THIS PROFESSION AND I TRULY LOVE THE WORK, I WONDER WHETHER I CAN AFFORD TO STAY IN THIS VOCATION AND TO WHICH I HAVE POURED SO MUCH OF MYSELF OVER THE LAST YEARS.
EACH YEAR IN DISD, MY WORKLOAD HAS INCREASED.
AT THE SAME TIME, THE STRESS OF TEACHING HAS REACHED UNSUSTAINABLE LEVELS.
EDUCATORS ARE SQUEEZED BETWEEN UNREALISTIC JOB REQUIREMENTS, INCREASING WORKLOADS.
VIOLENCE IN AND AROUND OUR CLASSROOMS. AND LEGISLATION THAT MAKES OUR JOBS HARDER.
THE PALTRY RAISE WE RECEIVED LAST YEAR DID NOT EVEN MAKE A DENT COMPARED TO INFLATION.
I'M WORKING HARDER THAN I EVER HAVE, AND ALTHOUGH THE DATA SHOWS THAT THIS HAS BEEN MY MOST SUCCESSFUL YEAR AS A TEACHER, THE MESSAGE I'M GETTING IS THAT MY LABOR IS WORTH LESS THAN EVER. I NEVER THOUGHT I WOULD LEAVE TEACHING, BUT AS I STRUGGLE TO PAY MY BILLS AND PROVIDE A GOOD LIFE FOR MY OWN CHILDREN, I ASK MYSELF, HOW MUCH AM I WILLING TO SACRIFICE

TONIGHT, I'M USING INFORMATION FOUND IN THE DISTRICT'S COMPREHENSIVE ANNUAL FINANCIAL REPORTS FROM FISCAL YEARS 2017 TO 2020, AS WELL AS THE BUDGETS FOR 2021 AND 2022.
THE REASON THIS IS IMPORTANT IS BECAUSE OF THE LACK OF RESPECT EMPLOYEES FEEL FOR THE CONTINUAL GIVING OF THEIR TIME AND TALENTS WITH THE DISTRICT'S EXTREMELY MINIMAL PROPOSED SALARY INCREASES OR GESTURES.
WE KNOW THAT REVENUES ARE INCREASING YEAR TO YEAR FISCAL YEAR 2020.
END OF YEAR FUND BALANCE WAS $869.4 MILLION.
UNASSIGNED FUNDS WERE EQUIVALENT TO 46% OF THE TOTAL EXPENDITURES, WHICH IS EXTREMELY HIGH.
THE DISTRICT'S BUDGET DOCUMENTS INDICATE A 27% INCREASE IN ADMINISTRATIVE ADMINISTRATION EXPENDITURES FROM 20 TO 21 AND NOT INSTRUCTIONAL OR EMPLOYEE EXPENDITURES.
BUT UNFORTUNATELY, IT SEEMS THAT THE PRIORITIES ARE OUT OF WHACK.
REALLY? DON'T YOU THINK EVERY TEACHER AND EMPLOYEE IN THIS DISTRICT WOULD LOVE TO WRITE THEIR OWN EVALUATION? AND DID I UNDERSTAND CORRECTLY THAT THIS SAME GENTLEMAN IS POSSIBLY UP FOR AN 8% SALARY INCREASE? REALLY? WHY AREN'T ALL OF OUR EMPLOYEES STANDING THERE WITH HIM? ON APRIL 14TH OF THIS YEAR, TEXAS AFT AND EVERY TEXAN RELEASED A REPORT HIGHLIGHTING THE LOST DECADE IN TEXAS, A PERIOD IN WHICH UNDERFUNDING SCHOOLS HAS LED TO THE EDUCATORS MAKING LESS MONEY THAN EVER.
THEY DON'T FEEL RESPECTED FOR THEIR DEDICATION TO THEIR PROFESSIONS, AND WHEN THEY LOOK AT THEIR PAYCHECKS AND TRY TO TAKE CARE OF THEIR FAMILIES, THEY SAY, WHY? WHAT'S THE POINT? SO TONIGHT, HEAR THE VOICES OF THESE EMPLOYEES, RESPECT THEM WITH THE SALARY INCREASE THAT IS AT LEAST IN THE BALLPARK OF THE RISING INFLATION.

ADDRESS STUDENT ISSUES AROUND MENTAL HEALTH AND WELL-BEING AS A RESULT OF THE PANDEMIC.

BUS DRIVERS VOICED THEIR CONCERNS ABOUT REGARDING OVERTIME BEING STOPPED FOR THOSE WHO ARE AT 13 TO 70% OVER TIME, THE POLICY STATES THAT THE CAP IS 20.
THESE DRIVERS ARE EXPERIENCING THESE THIS AND THEY ARE ALL IN THE SOUTH DALLAS AREA.
WHERE DOES THAT LEAVE OUR CHILDREN IN SOUTH DALLAS? BOARD MEMBERS, YOU HAVE THE POWER TO REQUEST RECORDS.

ALLIANCE AFT IS ASKING FOR AN INCREASE THAT MEETS INFLATION RATE.

THE SCHOOL DISTRICT OWNED FACILITY WENT THROUGH WHAT WAS CALLED A METAL DETECTOR THAT DID NOT WORK.
WALKED AND EXECUTED A CHILD INSIDE OF A BASKETBALL GAME AGAINST KIMBLE.
AND [INAUDIBLE] WENT IN AND SHOT AT DALLAS ISD.
POLICE WERE ABLE TO GET OFF OF THE PROPERTY AND DPD HAD TO APPREHEND HIM.
A CHILD DIED ON SCHOOL PROPERTY.
THEIR FAMILY MET ME, AND I HAD TO PREACH THAT CHILD'S FUNERAL.
I'VE HAD TO PREACH SEVERAL DIFFERENT CHILDREN.
A PARENT CAME UP TO ME AND SAID, ONE OF THE WORST THINGS SHE EVER SAID TO ME.
SHE SAID, DOMINIQUE, I SEE YOU ON THE TV AND I SUPPORT YOU.
BUT WE NEVER WANTED TO MEET YOU.

DALLAS ISD BOARD POLICY IS A GREAT POLICY THE WAY IT GOVERNS OUR BOOK SELECTIONS, AND I COULD ASSURE ANYONE THAT WE DO NOT HAVE PORNOGRAPHIC BOOKS ON OUR CAMPUSES.
I HAVE BEEN A HIGH SCHOOL LIBRARIAN SINCE 2010 AND I THE WAY I SELECT BOOKS FOR MY STUDENTS, IT HAS TO BE APPROPRIATE, THE CONTENT FOR AGE APPROPRIATE AND THE INTEREST. SO IT DOES ADDRESS DIFFERENT SOCIAL ISSUES, BUT THERE IS NOTHING INAPPROPRIATE.

SO. HOW DID IT IMPROVE THE LEARNING STYLE? HOW DID IT ENHANCE THE EDUCATIONAL PROCESS? WHAT DID IT DO TO ACTUALLY WARRANT SPENDING $14? THAT'S A GREAT QUESTION.
AND WHAT SHE SHARED WITH US IS THAT THE TEACHERS HAVE THE ABILITY TO MOVE AROUND THE CLASSROOM AND HAVE AMPLIFIED SOUND WHEN THEY WERE PRESENTING BOTH AT THE SPEAKER OR AT THE COMPUTER LEVEL AND TALKING IN THE CLASSROOM.
SO STUDENTS WERE ABLE TO HEAR MORE CLEARLY, EVEN IF A TEACHER HAD THE MASK ON.
THAT'S A BRAND NEW PRINCIPAL OVER THERE.
SO I HAVE SOME CONCERNS THAT WE ONLY TESTED IT AT A SMALL SCHOOL.
AND WITH THE BRAND NEW PRINCIPAL AT THE SCHOOL.
$14 MILLION IS A LOT OF MONEY.
WE JUST KEEP SPENDING BASED ON WHIMS. AND I THINK WE NEED TO REALLY MAKE SURE NOTHING [INAUDIBLE] YOU'VE HEARD THIS FROM ME MORE TIMES THAN YOU PROBABLY WANT TO.
YOU DON'T GET TO HEAR IT MUCH MORE LONGER.
BUT WE SPEND SOMETIMES JUST BECAUSE WE THINK SPENDING IS THE RIGHT THING TO DO RATHER THAN REALLY LOOKING INTO ISSUES PRIOR TO SPENDING.
I MEAN, I LOOKED AT THE ANSWER AND IT TALKED ABOUT SOCIAL DISTANCING.
WELL, WE'RE NOT GOING TO BE DOING THAT ANYMORE BASED ON WHAT IS GOING ON WITH THE GUIDELINES.
I ONLY SEE TWO PEOPLE UP HERE WITH A MASK BECAUSE WE'RE CHANGING.
AND SOME OF THAT IS GOOD, BY THE WAY, THAT WE'RE GETTING BACK TO A NORMAL ATMOSPHERE, BUT WE'RE USING THINGS THAT WORK BASED ON THAT ABNORMAL ATMOSPHERE TO BE ABLE TO JUSTIFY SPENDING ADDITIONAL DOLLARS.

I WOULD HAVE IF WE'RE GOING TO TEST, WE NEED TO TEST IN SOME OF OUR LARGER SCHOOL SETTINGS TO MAKE SURE THAT IT'S GOING TO WORK FOR US INSTEAD OF SMALLER SCHOOL SETTINGS.AS WE'VE TALKED ABOUT MORE OFTEN THAN NOT, WE'RE PRE-K THREE ALL THE WAY THROUGH THE 12TH GRADE.
SO ARE WE PURCHASING FOR ELEMENTARY SCHOOLS? ARE WE PURCHASING FOR HIGH SCHOOLS OR PURCHASING FOR MIDDLE SCHOOLS? ARE WE PURCHASING FOR OUR CHOICE SCHOOLS.
YOU KNOW, IT'S JUST A LOT INVOLVED IN THAT PROCESS.
