FIRST OF ALL, WE'RE VERY PROUD THAT DR.

OSAMA RODGERS HAS BEEN NAMED THE SUPERINTENDENT.

THE LONE FINALIST, I EXCUSE ME, FOR THE DESOTO INDEPENDENT SCHOOL DISTRICT.

SHE WORKED VERY HARD IN THIS DISTRICT FOR MANY YEARS, AND WE'RE REALLY PROUD OF HER.

SO LET'S GIVE HER A ROUND OF APPLAUSE.

[APPLAUSE] SECOND OF ALL, WE'VE BEEN VERY FORTUNATE OVER THE LAST SEVERAL MONTHS TO HAVE CONTACT WITH A LOT OF NATIONAL FUNDERS AND FOUNDATIONS THAT HAVE REACHED OUT UNSOLICITED TO DALLAS ISD.

I WAS ON A CALL WITH TEN MAJOR FOUNDATIONS THAT ARE VERY INTERESTED IN THE WORK THAT'S GOING ON IN DALLAS ISD, AND WE'RE TRYING TO GET OUR INPUT ON WHERE THEY COULD PUT THEIR PHILANTHROPIC DOLLARS.

AND SO I ANTICIPATE THAT THERE WILL BE SOME POSITIVE MOMENTUM COMING FROM THAT.

BUT IT'S NOT JUST BEEN THAT WE'RE GOING TO HAVE A MAYOR COME VISIT ONE OF OUR MAYOR OF ONE OF THE LARGEST CITIES IN THE COUNTRY COME VISIT OUR P-TECH PROGRAMS IN NEXT MONTH.

AND SO THERE'S JUST A LOT OF POSITIVE MOMENTUM THAT IS HAPPENING.

WE'VE BEEN CONTACTED BY AND ALSO THE YOU'VE HEARD AT THE TEXAS MONTHLY, THERE'S THE WASHINGTON MONTHLY THAT'S GOING TO BE DOING A FEATURE STORY ON P-TECH AS WE HAVE THIS MAYOR FROM A MAJOR CITY COMING THROUGH THROUGH THE DISTRICT.

AND THERE ARE MANY OTHERS.

AND WE'LL GIVE YOU A COMPREHENSIVE LIST THAT WE PUT TOGETHER THE OTHER DAY AND FORWARD THAT TO YOU.

NOT PROBABLY NOT TOMORROW IN THE BOARD UPDATE, BUT THE FOLLOWING WEEK AND THE FINAL REPORT IS WE'RE HEADING DOWN THE STRETCH ON SOME OF OUR CONSTRUCTION PROJECTS, BEING ABLE TO GO TO HAWTHORNE AS THE NEW SCHOOL WAS OPEN, VERY PROUD OF SOME OF OUR OTHER BUILDINGS THAT ARE COMING ALONG.

IT'S HARD TO IMAGINE THAT, BUT WE HAVE $1.4 BILLION WORTH OF WORK THAT IS IN DESIGN RIGHT NOW.

AND THE TWO PROJECTS THAT ARE HIGHEST PROFILE, EVEN THOUGH THERE ARE MANY OTHERS THAT ARE VERY SIGNIFICANT, THE HIGHEST PROFILE ONES ARE THOMAS JEFFERSON. AND NOW WE'VE BEEN GIVEN ASSURANCE THAT WE WILL HAVE THAT BY THE SEMESTER.

SO THE STUDENTS THAT WERE PUSHED OUT BY THE TORNADO AT LEAST GET TO COME BACK FOR THEIR LAST HALF OF THEIR SENIOR YEAR AND A LITTLE BIT AHEAD OF SCHEDULE ON THAT.

ONE IS THE K8 WALNUT HILL.

SINCE THEY DIDN'T HAVE TO OVERCOME THE PREVIOUS BUILDING, THEY WERE ABLE TO BUILD FROM SCRATCH.

THAT PROJECT IS COMING ALONG VERY WELL.

SO A LOT OF GOOD NEWS ON THE BOND RIGHT NOW.

AND SO WE WANT TO THANK EVERYBODY FOR GIVING US A SUPPORT.

THE KINDERGARTNER AT THE GALLIA ELEMENTARY SCHOOL WHO WON A PRIZE IN THE DALLAS ISD 2020 STEM EXPO CODING COMPETITION, VIRTUALLY MAKING A DIFFERENCE FOR HIS PROJECT TO HELP SAVE POLAR BEARS. WHAT AN AWESOME ACHIEVEMENT.

KUDOS TO THE ED WALKER VARSITY BAND FOR EARNING A RECORD SETTING ONE RATING AT THE UIL COMPETITION.

WE ARE VERY, VERY PROUD OF THEM.

KEEPING WITH ED WALKER, CONGRATULATIONS TO SERGEANT TO POLICE AND THE UNDEFEATED BLUE KNIGHTS DRILL TEAM FOR THEIR FIRST PLACE AWARDS, AN ARMED COLOR GUARD AND ARMED WEAPON DRILL. I ALSO WANT TO THANK ALL THE COMMUNITY MEMBERS WHO ATTENDED THE MEETING LAST WEEK FOR THE NEW DESIGN AND BUILD FOR MARCUS ELEMENTARY SCHOOL, THE REPLACEMENT SCHOOL THAT WE'RE BUILDING THERE.

THIS CAME ABOUT AS THE SCHOOL HELD A KING AND QUEEN CONTEST, WHERE EVERY CHILD HAD THE OPPORTUNITY TO BECOME A STUDENT AMBASSADOR AND EVERY PARENT HAD THE CHANCE TO GET INVOLVED. GOOD JOB TO EVERYONE AT [INAUDIBLE]ELEMENTARY.

CONGRATULATIONS TO HILLCREST HIGH SCHOOL'S NON VARSITY BAND FOR GETTING YOUR FIRST DIVISION RATING.

THE REPORTS HAD A TOTAL OF NINE OBSERVATIONS, WITH RECOMMENDATIONS TO IMPROVE INTERNAL CONTROLS IN THE AREAS OF CONSTRUCTION SERVICES, FOOD AND CHILD NUTRITION SERVICES, INFORMATION TECHNOLOGY, ASSET MANAGEMENT WITHIN FINANCIAL SERVICES AND SCHOOL LEADERSHIP.

I'M ALSO A MEMBER OF ALLIANCE AFT.

WE ARE CALLING FOR ALL DISTRICT EMPLOYEES TO RECEIVE A SALARY THAT KEEPS UP WITH INFLATION.

INFLATION IS CURRENTLY AT AROUND 8% AND SOME GOODS AND SERVICES ARE EVEN HIGHER THAN THAT.

OBVIOUSLY, THE ANNUAL 2% PAY RAISE WON'T CUT IT THIS YEAR.

TEXAS AMERICAN FEDERATION OF TEACHERS JUST CAME OUT WITH A STUDY THAT TEXAS EDUCATORS ON AVERAGE MAKE 4% LESS THAN WHAT THEY MADE IN 2010 WHEN ADJUSTED FOR INFLATION.

ALSO, ACCORDING TO ANOTHER TEXAS STUDY, 66% OF TEXAS EDUCATORS ARE CONSIDERING LEAVING THE PROFESSION.

THAT'S TWO THIRDS.

THE CONCERNS ABOUT LOW WAGES, WORKLOAD STRESS, HEALTH AND SAFETY CONCERNS ARE THE MAIN REASONS.

AS TEXAS AFT PRESIDENT [INAUDIBLE] SAID, THESE CONCERNS HAVE BEEN FESTERING FOR A LONG TIME BUT HAVE INCREASED DURING THE COVID 19 PANDEMIC, [INAUDIBLE] SAID.

EDUCATORS WITNESS EVERY DAY THE DEVASTATING EFFECTS ON OUR STUDENTS WHEN SCHOOLS HAVE STAFFING SHORTAGES.

IT'S ONLY GOING TO GET WORSE UNLESS TEACHERS CONCERNS ARE ADDRESSED.

WHEN ASKED WHAT WOULD MAKE TEACHERS STAY IN PUBLIC EDUCATION 45%, THEY SAID THEY WANT PAY INCENTIVES, RETENTION BONUSES AND PAY RAISE OR PAY RAISE.

35% SAID THEY WANT CHANGES TO WORKLOAD, FEWER RESPONSIBILITIES, AND 8% SAID THEY WANT WORKPLACE SAFETY IMPROVEMENTS.

TEXAS AFT PRESIDENT JEFF [INAUDIBLE] SAID TEACHERS NEED A LIVABLE SALARY THAT ALLOWS THEM TO LIVE IN THE SAME DISTRICT THEY WORK IN.

THEY NEED A SANER WORKLOAD THAT DOESN'T MAKE THEM SACRIFICE EVERY EVENING AND WEEKEND WITH THEIR FAMILIES.

AND THEY STRONGLY BELIEVE THAT WE NEED FULLY FUNDED SCHOOLS SO THEY DON'T HAVE TO SPEND $400 OUT OF THEIR POCKET EACH YEAR TO STOCK THEIR CLASSROOMS. AND THEY WANT A SAFE WORKING ENVIRONMENT.

AS A TEACHER WORKING IN DALLAS ISD AND LISTENING TO THE CONCERNS OF MY COLLEAGUES IN DALLAS ISD, I THINK THAT MOST TEACHERS WOULD AGREE THAT WHAT [INAUDIBLE] SAID IS SPOT ON. I WITNESSED TEACHERS LEAVING EVERY YEAR AND ESPECIALLY THIS YEAR.

GOOD TEACHERS LEAVE WHO CAN'T STAND THE HARSH WORKING CONDITIONS AND SAME WORKLOADS.

LOW PAY AND DISRESPECT.

I HAVE A STUDENT FROM MEXICO WHO MADE A COMMENT TO ME THAT TEACHERS IN HIS COUNTRY ARE MUCH MORE RESPECTED THAN TEACHERS HERE.

RESPECT COMES FROM THE TOP, FROM OUR GOVERNMENT OFFICIALS.

ALSO OTHER SCHOOL WORKERS LIKE CUSTODIANS, BUS DRIVERS, CAFETERIA WORKERS AND PARAPROFESSIONALS ARE CRUCIAL TO CHILDREN'S EDUCATION, BUT THEY RECEIVE POVERTY WAGES THAT DON'T EVEN ALLOW THEM TO PAY RENT.

PAY SCHOOL EMPLOYEES MORE.

ONE JOB SHOULD BE ENOUGH.

AND FINALLY GET RID OF THE MERIT PAY TEACHER EVALUATION SYSTEM.

TEI BECAUSE HE CREATES AN ADVERSARIAL RELATIONSHIP BETWEEN ADMINISTRATORS AND TEACHERS AND CREATES COMPETITION AMONG TEACHERS.

THIS PAST MONDAY, THE TEXAS EDUCATION AGENCY RELEASED STATEWIDE STANDARDS FOR HOW SCHOOL DISTRICTS SHOULD REMOVE AND PREVENT OBSCENE CONTENT.

FROM ENTERING TEXAS PUBLIC SCHOOL LIBRARIES.

IN THE AGENCY'S MODEL, THERE IS AN EMPHASIS THAT PARENTS SHOULD HAVE A ROLE IN HOW BOOKS ARE SELECTED.

THE AGENCY SAYS THAT DISTRICTS SHOULD MAKE NEW SELECTIONS READILY AVAILABLE FOR PARENTS TO REVIEW.

SCHOOL LIBRARIANS OR STAFF SHOULD BE ENCOURAGED TO ASK PARENTS WHAT THEIR CHILDREN CAN AND CANNOT READ.

THE NEW GUIDELINES SUGGEST THAT SCHOOL BOARDS.

RECENTLY, DURING A PRINCIPAL MEETING, A COMMENT WAS MADE, WHY DO WE HAVE COUNSELORS? I AM A HOME GROWN DALLAS ISD ALTERNATIVE CERTIFIED TEACHER AND WAS A TEI EXCEEDS EXCELLENT RATED TEACHER, LATER INSTRUCTIONAL COACH AND RECEIVED MANY AWARDS. JUST GOOGLE MY NAME.

I AM EXPLAINING MY BACKGROUND BECAUSE IF I JUST TOLD YOU I WAS A COUNSELOR, I'M NOT SURE I WOULD GET THE RESPECT THAT MY POSITION DESERVES.

THERE ARE MANY THINGS THAT I WOULD LIKE TO ADDRESS THIS EVENING, BUT I WILL CATEGORIZE THEM IN THREE DIFFERENT AREAS.

SB 179 CASELOAD AND SUPPORT.

SB 179 SUPPORTS COUNSELORS FROM NOT BEING 504 FOR CASE MANAGERS, YET COUNSELORS ARE STILL THE CHAIRMAN.

STUDENTS THAT RECEIVE THESE SERVICES OFTEN SLIP THROUGH THE CRACKS BECAUSE THERE IS NEVER ENOUGH TIME.

COUNSELORS DO NOT NEED TO BE 504 CASE MANAGERS CASELOAD.

WE ARE LIVING IN DIFFICULT TIMES AND SO MANY OF OUR PRECIOUS STUDENTS ARE OFF TRACK AND TRULY THIRSTY FOR LEARNING RELATIONSHIPS.

IT IS UNTHINKABLE HOW A COUNSELOR IN AN URBAN SCHOOL DISTRICT WHERE OUR SIZE HAS OVER 350 STUDENTS IN THEIR CASELOAD.

I HAVE 515.

IF DALLAS ISD WANTS TO BE A PREMIER URBAN SCHOOL DISTRICT, THEY MUST FOLLOW THE AMERICAN SCHOOL COUNSELING ASSOCIATION MODEL OF 250 STUDENTS PER COUNSELOR.

ON A GIVEN DAY COUNSELORS MUST PRIORITIZE BETWEEN STUDENTS AND CRISIS STUDENTS OFF TRACK SCHEDULING, TRANSFERS OF CREDITS, PARENTS, AND SO MUCH MORE.

SURE, WE LOOK GOOD AS A DISTRICT ON PAPER, BUT ARE WE REALLY DOING WHAT'S RIGHT FOR STUDENTS? I'VE HEARD FROM DISTRICT LEADERSHIP THAT WE SHOULD RE-IMAGINE STAFFING.

NO, WE MUST HIRE MORE COUNSELORS AND HOLD THEM ACCOUNTABLE WITH REALISTIC GOALS TO TAKE CARE OF OUR STUDENTS AND GET THEM TO GRADUATE.

WE SHOULD NOT LEAVE IT TO PRINCIPALS TO FIND CREATIVE WAYS TO USE TITLE ONE FUNDING TO ADD A COUNSELOR.

CAN YOU IMAGINE HOW MUCH MORE MONEY THE DISTRICT WOULD RECEIVE UNDER CCMS FUNDING IF WE JUST GAVE COUNSELORS REALISTIC ROLES.

TRAINING? WHEN I BECAME A TEACHER, I WENT THROUGH EXTENSIVE TRAINING, HAD AMAZING MENTORS, AND BECAME ONE OF THE BEST IN MY CRAFT.

AS A COUNSELOR, I WAS TRULY THROWN.

I WAS TRULY THROWN INTO THE ROLE, HAD TO LEARN ON THE JOB BY OTHER AMAZING COUNSELORS WHO WERE ALREADY STRESSED WITH DEALING WITH THE ISSUES OF THEIR HUGE CASELOAD.

AND I LEARNED THROUGH TRIAL AND ERROR.

THAT'S RIGHT. TRIAL AND ERROR.

LET THAT SINK IN.

STUDENT LIVES.

VIRTUAL TRAINING IS THE NEW NORM.

HOW CAN I SUPPORT PARENTS, STUDENTS, TEACHERS AND OTHER STAKEHOLDERS WHEN COUNSELORS ARE ATTENDING A VIRTUAL TRAINING ON CAMPUS? TRAINING SHOULD EMBODY OFF CAMPUS INSTRUCTION WITH EXPERTS TO FACILITATE GROWTH AND LEADERSHIP OPPORTUNITIES FOR OUR COUNSELORS.

IT IS COUNSELING SERVICES A GREAT START.

HOWEVER, THE DUTIES LIMIT THE SUPPORT THAT THEY CAN PROVIDE TO THE COUNSELORS.

THEY SHOULD VISIT CAMPUSES AT LEAST ONCE A MONTH AND PROVIDE TRAINING THAT SUPPORTS NEW AND EXPERIENCED COUNSELORS.

IT IS MY HOPE THAT THIS AMAZING BOARD CONSIDER THIS INFORMATION SO WE WORK TOGETHER TO BUILD A BETTER DALLAS ISD.

FIRST, THANK YOU NOW MORE THAN EVER FOR PUTTING OUR STUDENTS FIRST.

I'M SPEAKING TODAY TO VOICE MY SUPPORT FOR UPDATING THE STUDENT EXPERIENCE CONSTRAINT.

I WORK WITH STUDENTS EVERY DAY AND IT'S IMPORTANT TO ME AND MY ORGANIZATION THAT STUDENTS HAVE A POSITIVE LEARNING EXPERIENCE.

BUT THE ONLY WAY TO ENSURE THAT IS BY USING THE RIGHT METRICS TO UNDERSTAND THE ENTIRE STUDENT EXPERIENCE FROM THE CAMPUS ALL THE WAY TO THE ENTIRE ALL OF THE ADULT SUPPORTING THE STUDENTS.

GATHERING STUDENT EXPERIENCE DATA CAN BE A POWERFUL TOOL IN UNDERSTANDING ACADEMIC DATA, AS WELL AS THE EFFICACY OF CERTAIN POLICIES, PRACTICES, RESOURCE ALLOCATIONS, AND STAFFING DECISIONS.

CONSISTENT PUBLIC MONITORING OF STUDENT EXPERIENCE DATA INCENTIVIZES DISD TRUSTEES AND ADMINISTRATION TO FOCUS ON THE EXPERIENCES OF OUR STUDENTS AND CLOSE THE GAPS BETWEEN ADULT INPUTS AND THE ACTUAL EXPERIENCES OF STUDENTS.

CURRENTLY, THE TOOL IN PLACE TO MEASURE STUDENT EXPERIENCE IS A SURVEY DESIGNED TO EVALUATE SOME TEACHERS AND SEVERAL ASPECTS OF THE CAMPUS CULTURE.

WHILE THAT DATA IS A DECENT PROXY, IT'S STILL AN INADEQUATE MEASUREMENT OF STUDENT EXPERIENCE AS A WHOLE.

I ALSO UNDERSTAND THAT THERE IS A NEW RACIAL EQUITY CONSTRAINT, WHICH IS ALSO VALUABLE.

I WOULD LOVE TO KNOW IF BLACK AND LATINX STUDENTS EXPERIENCE THEIR LEARNING DIFFERENTLY SO THAT WE CAN WORK TO CREATE EQUITY.

IN CLOSING, I'M ADVOCATING FOR THE UPDATE OF A STUDENT EXPERIENCE, CONSTRAINT AND ADOPTION OF A MORE HOLISTIC SURVEY THAT CAPTURES STUDENTS MINDSETS, IMPRESSIONS OF SCHOOL CULTURE AND EXPERIENCES WITH CERTAIN CRITICAL DISTRICT PROCESSES THAT CREATE TREMENDOUS OPPORTUNITY TO GET TIMELY FEEDBACK.

I'M A MEMBER OF ALLIANCE AFT, AND I'M A HIGH SCHOOL TEACHER HERE IN DALLAS ISD WHO DEPENDS HEAVILY ON OUR SUPPORT STAFF.

IT'S MIND BLOWING TO ME THAT MANY SUPPORT STAFF STILL MAKE UNDER $15 PER HOUR.

I KNOW THAT THE DISTRICT HAS CLAIMED THAT THEY PLAN TO INCREASE THE MINIMUM WAGE TO 15 WITHIN THE NEXT COUPLE OF YEARS.

BUT WE ALSO NEED TO KEEP IN MIND THAT THE REST OF THE ECONOMY DOESN'T FREEZE WHILE WE WAIT TO GET TO THAT GOAL.

THE FIGHT FOR 15 MOVEMENT STARTED TEN YEARS AGO, AND EMPLOYERS LIKE DISD ARE STILL TRYING TO PAT THEMSELVES ON THE BACK FOR JUST NOW REACHING IT.

BUT $15 IN 2012 WHEN THE MOVEMENT STARTED IS ALMOST $19 TODAY.

IT WILL PROBABLY TOP $19 BY THE TIME DISD REACHES IT ON THEIR OWN TIMELINE.

I'M PARTICULARLY CONCERNED ABOUT HOW LITTLE DISD SEEMS TO VALUE TEACHER ASSISTANCE.

AT MY SCHOOL, EACH DEPARTMENT HAS RECENTLY BEEN WORKING ON IDEAS FOR A CAMPUS IMPROVEMENT PLAN FOR NEXT YEAR.

ACROSS DEPARTMENTS, ONE THING THAT CONTINUES TO COME UP OVER AND OVER IS THE NEED FOR MORE TEACHERS ASSISTANCE.

THE ONES WE HAVE ARE INCREDIBLE, BUT THEY ARE SIMPLY SPREAD TOO THIN.

THEY ARE CONSTANTLY BEING PULLED TO SUBSTITUTE FOR ABSENT TEACHERS OR TO HELP PROCTOR THE ABSURD NUMBER OF TESTS THE DISTRICT IS ALWAYS FORCING ON OUR KIDS.

EVEN IF THEY WEREN'T, THEY CAN ONLY BE IN SO MANY CLASSES.

MEANWHILE, OUR SPECIAL EDUCATION STUDENTS ARE NOT GETTING THE NUMBER OF MINUTES OF ATTENTION THAT THEY'RE LEGALLY REQUIRED TO HAVE.

OUR ELL STUDENTS ARE BEING LEFT WITHOUT MUCH NEEDED SUPPORT, AND I EVEN KNOW OF TEACHERS THAT HAVE BEEN MARKED DOWN IN EVALUATIONS FOR SPENDING TOO MUCH TIME WITH ONE SPECIAL ED STUDENT BECAUSE THERE ISN'T A TA THERE TO HELP OUT.

THE IRONIC THING ABOUT HOW DESPERATELY WE NEED PTAS AND THEIR IMPORTANT WORK IS THAT I KNOW OF SEVERAL TAS AT MY SCHOOL WHO HAVE ALREADY RECEIVED LETTERS NOTIFYING THEM THAT THEIR POSITIONS ARE BEING ELIMINATED OR HAVE BEEN GIVEN INFORMAL WARNINGS THAT THEY MIGHT BE ELIMINATED.

I KNOW THAT MY ADMINISTRATORS WOULD NOT LAY OFF TAS IF THEY DIDN'T HAVE TO.

SO, IN OTHER WORDS, JUST AS MY CAMPUS IS CLAMORING FOR MORE PTAS, THE DISTRICT IS RESTRICTING OUR BUDGETS SUCH THAT MY ADMIN IS BEING FORCED TO MAKE DIFFICULT CHOICES AND DO THE OPPOSITE ELIMINATE TO POSITIONS.

DISD MUST STOP DEVALUING THIS ESSENTIAL PROFESSION.

MY SCHOOL HAS ALREADY LOST AN INCREDIBLE TA THIS YEAR WHO WAS SUDDENLY OFFERED A HIGHER PAYING JOB.

AND IT DIDN'T TAKE MUCH TO BE A HIGHER PAYING JOB THAN THE JOB SHE CURRENTLY HAD.

GIVE SCHOOLS THE BUDGETS TO HIRE AS MANY TAS AS WE NEED AND PAY THEM A LIVING WAGE.

DISD MUST INCREASE THE MINIMUM WAGE FOR SUPPORT STAFF TO AT LEAST $15 AN HOUR IMMEDIATELY AND THEN CONTINUE TO INCREASE IT AS INFLATION DICTATES EVERY YEAR.

LIKE MANY OF MY COLLEAGUES, I TAKE PRIDE IN MY PROFESSION, EVEN IN THE FACE OF THREATS, VITRIOL, AND THE INSANE POLITICS THAT HAVE PLACED US IN THE LINE, LINE OF FIRE, OF PUBLIC OPINION. I GO TO MY CLASSROOM EVERY DAY KNOWING THAT I COULD LITERALLY BE PLACING MYSELF IN THIS LINE OF FIRE.

LIKE MANY EDUCATORS, I HAVE SEEN STUDENTS TRIUMPH IN SPITE OF OUR CIRCUMSTANCES.

MY STUDENTS HAVE SHOWN WORK AT THE DALLAS MUSEUM OF ART THIS YEAR, HAD WORK ACCEPTED TO THE UIL STATE ART CONTEST, AND ART LEARNED ARTS ENTREPRENEURSHIP THROUGH A GRANT AT OUR ART PROGRAM HAS RECEIVED.

BUT LIKE SO MANY OF MY FELLOW EDUCATORS, I AM AT A CROSSROADS.

EVEN THOUGH I BELIEVE IN THE CALLING OF THIS PROFESSION AND I TRULY LOVE THE WORK, I WONDER WHETHER I CAN AFFORD TO STAY IN THIS VOCATION AND TO WHICH I HAVE POURED SO MUCH OF MYSELF OVER THE LAST YEARS.

EACH YEAR IN DISD, MY WORKLOAD HAS INCREASED.

OUR ADMINISTRATION RIGHTLY EXPECTS THE BEST OF DALLAS ISD EDUCATORS, BUT I HAVE SEEN THE RESOURCES AND SUPPORT DWINDLE AS WE ARE ALL STRETCHED DUE TO THE PANDEMIC.

AT THE SAME TIME, THE STRESS OF TEACHING HAS REACHED UNSUSTAINABLE LEVELS.

EDUCATORS ARE SQUEEZED BETWEEN UNREALISTIC JOB REQUIREMENTS, INCREASING WORKLOADS.

VIOLENCE IN AND AROUND OUR CLASSROOMS. AND LEGISLATION THAT MAKES OUR JOBS HARDER.

UNDERSCORING THESE CONDITIONS, WE'RE SEEING 7 TO 9% COMPENSATION INCREASES IN JOBS THAT ARE LESS STRESSFUL THAN TEACHING.

THE PALTRY RAISE WE RECEIVED LAST YEAR DID NOT EVEN MAKE A DENT COMPARED TO INFLATION.

I'M WORKING HARDER THAN I EVER HAVE, AND ALTHOUGH THE DATA SHOWS THAT THIS HAS BEEN MY MOST SUCCESSFUL YEAR AS A TEACHER, THE MESSAGE I'M GETTING IS THAT MY LABOR IS WORTH LESS THAN EVER. I NEVER THOUGHT I WOULD LEAVE TEACHING, BUT AS I STRUGGLE TO PAY MY BILLS AND PROVIDE A GOOD LIFE FOR MY OWN CHILDREN, I ASK MYSELF, HOW MUCH AM I WILLING TO SACRIFICE

TO STAY? HOW MUCH SHOULD MY FAMILY HAVE TO SACRIFICE FOR ME TO CONTINUE ON AS AN EDUCATOR? AS I DECIDE WHETHER I WILL SIGN MY CONTRACT FOR NEXT YEAR, I'M WEIGHING THE STRUGGLES AND STRESS AGAINST MY ABILITY TO PROVIDE FOR MY FAMILY.

WE KNOW THAT THE DISTRICT IS IN THE BEST FINANCIAL STATE IT'S EVER BEEN IN.

TONIGHT, I'M USING INFORMATION FOUND IN THE DISTRICT'S COMPREHENSIVE ANNUAL FINANCIAL REPORTS FROM FISCAL YEARS 2017 TO 2020, AS WELL AS THE BUDGETS FOR 2021 AND 2022.

THE REASON THIS IS IMPORTANT IS BECAUSE OF THE LACK OF RESPECT EMPLOYEES FEEL FOR THE CONTINUAL GIVING OF THEIR TIME AND TALENTS WITH THE DISTRICT'S EXTREMELY MINIMAL PROPOSED SALARY INCREASES OR GESTURES.

WE KNOW THAT REVENUES ARE INCREASING YEAR TO YEAR FISCAL YEAR 2020.

END OF YEAR FUND BALANCE WAS $869.4 MILLION.

UNASSIGNED FUNDS WERE EQUIVALENT TO 46% OF THE TOTAL EXPENDITURES, WHICH IS EXTREMELY HIGH.

THE DISTRICT'S BUDGET DOCUMENTS INDICATE A 27% INCREASE IN ADMINISTRATIVE ADMINISTRATION EXPENDITURES FROM 20 TO 21 AND NOT INSTRUCTIONAL OR EMPLOYEE EXPENDITURES.

CLEARLY, DALLAS ISD HAS THE FUNDS TO ENSURE THAT OUR DISTRICT LEADS THIS STATE IN PROVIDING A PREMIER EDUCATION FOR STUDENTS.

BUT UNFORTUNATELY, IT SEEMS THAT THE PRIORITIES ARE OUT OF WHACK.

WE JUST HEARD FROM THE DISTRICT'S INTERNAL AUDITOR RECENTLY THAT HE COULDN'T FIND A FAIR EVALUATION FOR HIS POSITION.

SO HE WROTE HIS OWN.

REALLY? DON'T YOU THINK EVERY TEACHER AND EMPLOYEE IN THIS DISTRICT WOULD LOVE TO WRITE THEIR OWN EVALUATION? AND DID I UNDERSTAND CORRECTLY THAT THIS SAME GENTLEMAN IS POSSIBLY UP FOR AN 8% SALARY INCREASE? REALLY? WHY AREN'T ALL OF OUR EMPLOYEES STANDING THERE WITH HIM? ON APRIL 14TH OF THIS YEAR, TEXAS AFT AND EVERY TEXAN RELEASED A REPORT HIGHLIGHTING THE LOST DECADE IN TEXAS, A PERIOD IN WHICH UNDERFUNDING SCHOOLS HAS LED TO THE EDUCATORS MAKING LESS MONEY THAN EVER.

THE REPORT SHOWED ON AVERAGE, TEACHERS ARE MAKING 4% LESS THAN THEY WERE IN 2010 AFTER ADJUSTING FOR THE INFLATION.

LOW PAYING AND MANAGEABLE WORKLOAD HAVE BEEN THE DRIVERS FOR THE MORE THAN TEN YEARS OF EXCELLENT EDUCATORS EXITING OUR PROFESSION.

THEY DON'T FEEL RESPECTED FOR THEIR DEDICATION TO THEIR PROFESSIONS, AND WHEN THEY LOOK AT THEIR PAYCHECKS AND TRY TO TAKE CARE OF THEIR FAMILIES, THEY SAY, WHY? WHAT'S THE POINT? SO TONIGHT, HEAR THE VOICES OF THESE EMPLOYEES, RESPECT THEM WITH THE SALARY INCREASE THAT IS AT LEAST IN THE BALLPARK OF THE RISING INFLATION.

AND PLEASE DON'T INSULT THEM WITH THE OLD MESSAGE THAT THE DISTRICT JUST DIDN'T HAVE THE MONEY FOR REOCCURRING COSTS OF SALARIES.

THE DALLAS ALUMNI CHAPTER CONTINUES TO DO OUR PART TO PREPARE DALLAS STUDENTS FOR THE BRIGHT FUTURE THROUGH OUR FIVE YOUTH GROUPS RANGING FROM AGES PRE-K TO AGE 18, INCLUDING THE AT RISK BOYS AND GIRLS.

WE ENCOURAGE THE DALLAS ISD BOARD TO CONTINUE TO IMPLEMENT POLICY DECISIONS TO ADDRESS THE FOLLOWING KEY ISSUES OF OUR STUDENTS.

PREPARE DALLAS ISD STUDENTS TO BE WELL EDUCATED AND PRODUCTIVE CITIZENS OF DALLAS IN LIGHT OF THE COVID-19 PANDEMIC.

LAST MONTH, THIS BOARD WAS PRESENTED WITH CONCERNS IN THE DISTRICT.

OUR MEMBERS ARE PROFESSIONALLY PRESENTING TO YOU CONCERNS THAT THEY VOICED AT THE CAMPUSES AND WORKSITES AND ARE NOT BEING ADDRESSED.

NURSES DO NOT HAVE THE PROPER MATERIALS TO DO THE JOB.

THESE NURSES WERE TASKED AT THE HIGH PEAK OF COVID TO BE FIRST RESPONDERS AND EXPOSE THEMSELVES TO DANGER.

THEY DIDN'T HAVE THE PROPER EQUIPMENT THEN, AND THEY ARE STILL HAVING PROBLEMS GETTING GLOVES OR PAPR MASKS.

BUS DRIVERS VOICED THEIR CONCERNS ABOUT REGARDING OVERTIME BEING STOPPED FOR THOSE WHO ARE AT 13 TO 70% OVER TIME, THE POLICY STATES THAT THE CAP IS 20.

THESE DRIVERS ARE EXPERIENCING THESE THIS AND THEY ARE ALL IN THE SOUTH DALLAS AREA.

WHERE DOES THAT LEAVE OUR CHILDREN IN SOUTH DALLAS? BOARD MEMBERS, YOU HAVE THE POWER TO REQUEST RECORDS.

I ENCOURAGE YOU TO DO THAT, ESPECIALLY IF YOU REPRESENT THE SOUTH DALLAS AREA.

TEACHERS HAVE VOICED CONCERNS REGARDING BEING MICROMANAGED.

THE TEA TEI EVALUATION IS LOOKED AT AS A SCAM AND THE PUBLIC IS REALIZING THAT WHEN TEACHERS LEAVE THE DISTRICT, PARENTS BEGIN TO ASK QUESTIONS.

IT IS EVEN MORE DEGRADING FOR A PROFICIENT TEACHER OR MASTER TEACHER WHO HAS PROVEN THEMSELVES TO BE THERE, TO THEIR EVALUATOR AND RECEIVE A 90 OR ABOVE.

THESE SAME TEACHERS HAVE TO UNDERGO A DIFFERENT EVALUATION AGAIN WITH THE EXECUTIVE DIRECTOR WHO HAS NEVER BEEN IN THE CLASSROOM AND NOW AND CAN AND WILL CHANGE THE TEACHER SCORE TO MEET THE BAR AND MAKE THIS BROKEN EVALUATION SYSTEM WORK.

ALLIANCE AFT IS ASKING FOR AN INCREASE THAT MEETS INFLATION RATE.

TEACHERS AND PARAPROFESSIONALS SPOKE LAST MONTH, ASKING FOR AN INCREASE OF 8% TO KEEP UP WITH INFLATION RATES AND TO BE ABLE TO LIVE AND BUY A HOUSE IN THE NEIGHBORHOOD WHERE THEY WORK AND TEACH.

WE HAVE TEACHERS LEAVING THE DISTRICT AND SUPPORT STAFF LEAVING THE DISTRICT.

WE NEED TO DO SOMETHING DIFFERENT.

THE DISTRICT CONTINUES TO MOVE ALONG AS NORMAL EMPLOYEES ARE NOW BEING TOLD THAT THEY WILL NOT HAVE A JOB NEXT YEAR DUE TO DECLINING ENROLLMENT.

WHEN WE CURRENTLY HAVE A SHORTAGE OF EMPLOYEES, AT THE SAME TIME THIS IS HAPPENING AT THE CAMPUSES.

THE DISTRICT HAS A FULL TIME STAFF DEPARTMENT HOLDING JOB FAIRS AND RECRUITING NEW TEACHERS AND SUPPORT STAFF.

STOP AND REEVALUATE WHAT IS NOT WORKING.

ONE OF THE TRUSTEES PUT IN THE DALLAS MORNING NEWS THAT A SHOOTING WAS THE WORST THING HE EVER SAW.

SINCE HE'S BEEN IN DALLAS ISD.

AND I WANT TO REMIND YOU, THERE WAS A CHILD THAT GOT INTO A DISTRICT.

THE SCHOOL DISTRICT OWNED FACILITY WENT THROUGH WHAT WAS CALLED A METAL DETECTOR THAT DID NOT WORK.

WALKED AND EXECUTED A CHILD INSIDE OF A BASKETBALL GAME AGAINST KIMBLE.

AND [INAUDIBLE] WENT IN AND SHOT AT DALLAS ISD.

POLICE WERE ABLE TO GET OFF OF THE PROPERTY AND DPD HAD TO APPREHEND HIM.

A CHILD DIED ON SCHOOL PROPERTY.

THEIR FAMILY MET ME, AND I HAD TO PREACH THAT CHILD'S FUNERAL.

I'VE HAD TO PREACH SEVERAL DIFFERENT CHILDREN.

A PARENT CAME UP TO ME AND SAID, ONE OF THE WORST THINGS SHE EVER SAID TO ME.

SHE SAID, DOMINIQUE, I SEE YOU ON THE TV AND I SUPPORT YOU.

ME AND MY FIANCE SUPPORT YOU.

BUT WE NEVER WANTED TO MEET YOU.

AND IT BOTHERED ME BECAUSE THE FACT THAT SOMEBODY WOULD SAY THAT TO ME OUT OF EVERYTHING AND I'VE TRAVELED ACROSS THIS COUNTRY DOING THE WORK THAT I DO, IT WAS BECAUSE THIS PARENT THAT WAS BURYING HER 18-YEAR OLD DAUGHTER TWO MONTHS BEFORE GRADUATION, A SOCK STUDENT.

HOWEVER, WHEN I HEARD THE SPEECH AT THE BEGINNING OF THE MEETING ADDRESSING THE BOOKS IN OUR LIBRARIES, I THOUGHT THAT IT WOULD BE MORE RELEVANT AND APPROPRIATE FOR ME TO ADDRESS THAT.

DALLAS ISD BOARD POLICY IS A GREAT POLICY THE WAY IT GOVERNS OUR BOOK SELECTIONS, AND I COULD ASSURE ANYONE THAT WE DO NOT HAVE PORNOGRAPHIC BOOKS ON OUR CAMPUSES.

I HAVE BEEN A HIGH SCHOOL LIBRARIAN SINCE 2010 AND I THE WAY I SELECT BOOKS FOR MY STUDENTS, IT HAS TO BE APPROPRIATE, THE CONTENT FOR AGE APPROPRIATE AND THE INTEREST. SO IT DOES ADDRESS DIFFERENT SOCIAL ISSUES, BUT THERE IS NOTHING INAPPROPRIATE.

AND I CAN ASSURE THAT.

IN THE UNITED STATES, THE THE FREEDOM OF EXPRESSION, THE FREEDOM OF SPEECH.

I WOULD LIKE DALLAS ISD TO THINK THAT LIBRARIANS ARE VERY IMPORTANT ON OUR CAMPUSES AND OUR SCHOOLS ARE LOSING LIBRARIANS.

AND I THINK THAT NO PRINCIPAL AND I'M NOT TALKING ABOUT MY SCHOOL IN PARTICULAR, I'M TALKING IN GENERAL BECAUSE I DO STILL HAVE A JOB AS A LIBRARIAN THAT NO ONE WOULD LIKE TO SEND THEIR CHILD TO SCHOOL WHERE THERE IS NO LIBRARY OR THERE IS NO LIBRARIAN BECAUSE IT'S ENRICHMENT.

AND PLEASE THINK THAT WE DO NEED LIBRARIANS BECAUSE.

I GAVE IT TO THE STAFF.

AND THIS LETTER IS IN RESPONSE TO GOVERNOR ABBOTT'S LETTER, DATED NOVEMBER 6, 2021, CITING THE OBSCENE CONTENT FOUND IN TEXAS PUBLIC SCHOOL LIBRARIES, WHICH YOU CAN SEE HERE, IS GENDER QUEER.

AND THAT'S SIMPLY ONE PAGE OUT OF ONE OF THE 850 BOOKS THAT I KNOW EACH ONE OF YOU HAVE RECEIVED BECAUSE I PERSONALLY HAVE HANDED THAT LIST TO YOU.

AND THIS SPECIFICALLY ADDRESSES THE FACT THAT THIS THIS KIND OF CONTENT VIOLATES PENAL CODE 43.24, WHICH IS MEANT TO PROTECT CHILDREN FROM PORNOGRAPHY.

THE TEA TEXAS STATE LIBRARY AND ARCHIVE COMMISSION AND THE CHAIR OF THE TEXAS STATE BOARD OF EDUCATION CAME UP WITH A NEW MODEL FOR THE SCHOOL BOARD POLICIES TO PROVIDE CRITERIA FOR THE SELECTION, REMOVAL AND REPLACEMENTS OF ALL SAID LIBRARY BOOKS.

THE SUGGESTED POLICY CLEARLY STATES THAT THE SCHOOL BOARD WOULD NOW BE LEGALLY RESPONSIBLE FOR THE FINAL APPROVAL FOR NEW MATERIAL ADDED TO THE LIBRARY.

HERE'S THE KICKER IT'S OPTIONAL.

I FIND IT ABSURD THAT THE VERY BODY YOU, THE SCHOOL BOARD THAT EITHER INDIVIDUALLY OR COLLECTIVELY HAS DENIED SUCH MATERIAL EVEN EXISTS, NOW GETS TO DECIDE IF THIS IS THE RIGHT POLICY TO IMPLEMENT.

HERE'S AN EXAMPLE OF THE MATERIAL YOU'VE ALL SEEN IT I'VE HANDED OUT BEFORE, AND THIS IS TRAGIC THAT MY KIDS, EVEN MY FOSTER KIDS WHO ARE AT RISK CHILDREN, HAVE ACCESS TO THAT CONTENT.

THIS HAS TO DO ABOUT PROTECTING OUR KIDS.

THE MAJOR CRITERION FOR THE FINAL DECISION ON CHALLENGING LIBRARY BOOKS IS THE APPROPRIATENESS OF THE RESOURCE IT'S INTENDED TO EDUCATE THE POLARITY OPINION AND DE OF EDUCATION VERSUS PICO FOUR OR FIVE SEVEN US 853 SPECIFICALLY USES A STANDARD THAT NO CHALLENGED INSTRUCTIONAL MATERIALS SHALL BE REMOVED SOLELY BECAUSE OF THE IDEA EXPRESSED, BUT BECAUSE THEY ARE, AND I QUOTE, PERVASIVELY VULGAR OR BASED UPON THE LACK OF EDUCATIONAL SUITABILITY OF THE LIBRARY MATERIAL.

SO I'M JUST GOING TO TELL YOU A QUICK STORY OF SOMETHING THAT HAPPENED TO ME LAST WEDNESDAY.

I WAS COMING IN TO THUMB IN LIKE WE DO EVERY MORNING, AND I PASSED BY SOMEONE IN THE HALLWAY AND ON THE WAY BACK, THEY RECOGNIZED ME.

THEY RECOGNIZED ME FROM WHEN I WAS A CAMPUS MONITOR ABOUT 19 YEARS AGO.

AND I WAS THE ONE WHO WAS ALWAYS HOLDING A BOOK AND THE ONE WHO ALWAYS CHASED THEM DOWN WHEN THEY WERE OUT OF CLASS.

A COUPLE OF YEARS LATER, I GOT TO BE THEIR TEACHER AND REPEAT HER FRESHMAN GEOGRAPHY WHILE THEY WERE PREGNANT WITH THEIR FIRST CHILD.

THE OTHER DAY, THEY LET ME KNOW THAT I WAS PART OF THE REASON THAT THEY DECIDED TO GO THROUGH SCHOOL.

AND TO FINISH.

AND THEY WERE THERE THAT DAY TO ENROLL THEIR CHILD WHO THEY WERE PREGNANT WITH WHILE I WAS THEIR TEACHER.

WHAT I MOST NEED RIGHT NOW IS MENTAL AND EMOTIONAL SUPPORT IN THE FORM OF MAYBE A SUMMER VACATION.

TEACHERS AND SUPPORT STAFF ALIKE NEEDS SIGNIFICANT RAISES, ESPECIALLY GIVEN CURRENT RATES OF INFLATION, AS WELL AS REAL REDUCTIONS IN WORKLOAD.

WE NEED OUR TRUSTEES TO FIGHT FOR US THE WAY WE FIGHT FOR OUR STUDENTS.

ACCORDING TO A SURVEY CONDUCTED BY TEXAS AFT, 66% OF TEXAS TEACHERS ARE CONSIDERING LEAVING, AND I'M ONE OF THEM.

SO STUDENTS WERE ABLE TO HEAR MORE CLEARLY, EVEN IF A TEACHER HAD THE MASK ON.

SO I LOVE ROOSEVELT.

THAT'S A BRAND NEW PRINCIPAL OVER THERE.

BRAND NEW AT THAT SCHOOL.

SO I HAVE SOME CONCERNS THAT WE ONLY TESTED IT AT A SMALL SCHOOL.

AND WITH THE BRAND NEW PRINCIPAL AT THE SCHOOL.

$14 MILLION IS A LOT OF MONEY.

WE JUST KEEP SPENDING BASED ON WHIMS. AND I THINK WE NEED TO REALLY MAKE SURE NOTHING [INAUDIBLE] YOU'VE HEARD THIS FROM ME MORE TIMES THAN YOU PROBABLY WANT TO.

YOU DON'T GET TO HEAR IT MUCH MORE LONGER.

BUT WE SPEND SOMETIMES JUST BECAUSE WE THINK SPENDING IS THE RIGHT THING TO DO RATHER THAN REALLY LOOKING INTO ISSUES PRIOR TO SPENDING.

I MEAN, I LOOKED AT THE ANSWER AND IT TALKED ABOUT SOCIAL DISTANCING.

WELL, WE'RE NOT GOING TO BE DOING THAT ANYMORE BASED ON WHAT IS GOING ON WITH THE GUIDELINES.

I ONLY SEE TWO PEOPLE UP HERE WITH A MASK BECAUSE WE'RE CHANGING.

AND WE NEED EXCUSE ME, WE NEED TO TEST MORE THAN ONE CAMPUS TO BE ABLE TO TO ENSURE THAT IT'S SOMETHING THAT WE WANT TO USE.
