GOOD EVENING AND WELCOME TO THE MONTHLY BOARD MEETING OF THE DALLAS INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES.

WE'LL DISPENSE WITH THE PLEDGE OF ALLEGIANCE, A SALUTE TO THE TEXAS FLAG, AS WE CONCLUDED THAT IN OUR PREVIOUS MEETING.

THE FOLLOWING TRUSTEES ARE EITHER PHYSICALLY PRESENT OR PARTICIPATING SIMULTANEOUSLY BY VIDEOCONFERENCE.

A QUORUM OF THE BOARD IS PHYSICALLY PRESENT AT THIS LOCATION.

WE HAVE DISTRICT ONE, EDWIN FLORES, DISTRICT TWO, DUSTIN MARSHALL, DISTRICT THREE, DAN MICCICHE, DISTRICT FOUR, KARLA GARCIA, DISTRICT FIVE, MAXINE JOHNSON, DISTRICT SIX, GEORGE FOREMAN, DISTRICT SEVEN, BEN MACKEY, DISTRICT EIGHT, JOE CARREON, AND DISTRICT NINE, JUSTIN HENRY, OUR SUPERINTENDENT OF SCHOOLS, MICHAEL HINOJOSA JOINS US AND I AM BEN MACKEY, BOARD PRESIDENT.

I WANT TO LET IT BE KNOWN THAT THIS MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION AND ASKED THAT THE PUBLIC ABIDE BY THE RULES OUTLINED IN BOARD POLICY BED LOCAL PERTAINING TO PUBLIC PARTICIPATION, ADDITIONALLY, IS A CRIMINAL OFFENSE FOR A PERSON WITH INTENT TO PREVENT OR DISRUPT A LAWFUL MEETING TO SUBSTANTIALLY OBSTRUCT OR INTERFERE WITH THE ORDINARY CONDUCT OF A MEETING BY PHYSICAL ACTION OR VERBAL UTTERANCE, AND THEREBY CURTAIL THE EXERCISE OF OTHERS FIRST AMENDMENT RIGHTS.

THE PRESENTATION OF BOARD RECOGNITIONS AND BEFORE WE START, WE ARE PULLING TWO OF THE RECOGNITIONS OFF THE AGENDA.

COACH EMMET JONES AND COACH JASON TODD.

THOSE RECOGNITIONS ARE POSTPONED UNTIL NEXT YEAR IN THE NEW YEAR IN JANUARY, BUT WE'RE EXCITED FOR SOUTH OAK CLIFFS FOOTBALL GAME, THIS HISTORIC FOOTBALL GAME, THIS COMING SATURDAY.

THE BOARD IS HONORED TO RECOGNIZE TWO NATIONAL BLUE RIBBON SCHOOLS TRINIDAD TRINI GAZA EARLY COLLEGE AND KATHLEEN JOY GILLIAM COLLEGIATE ACADEMY.

FIRST, WE WILL RECOGNIZE TRINIDAD, TRINI, GARZA, EARLY COLLEGE, SUPERINTENDENT HINOJOSA, TRUSTEE MACKEY, FORMER TRUSTEES, AND HONORABLE TRINI GARZA, HONORABLE JEROME GARZA, PRINCIPAL MACARIO HERNANDEZ AND EXECUTIVE DIRECTOR MICHELLE BROUGHTON.

WOULD YOU PLEASE COME FORWARD? THE NATIONAL BLUE RIBBON STATUS IS ONE OF THE HIGHEST U.S.

DEPARTMENT OF EDUCATION RECOGNITIONS FOR CAMPUSES WHERE STUDENTS PERFORM AT VERY HIGH LEVELS OR WHERE EXEMPLARY PROGRESS IS BEING MADE TOWARD CLOSING THE ACHIEVEMENT GAP.

TRINIDAD TRINI GARZA EARLY COLLEGE FIRST EARNED NATIONAL BLUE RIBBON STATUS IN 2015 AND FOR THE SECOND TIME IN 2021.

AND PLEASE, PLEASE DON'T GO.

WE'VE GOT TO MAKE SURE WE HONOR YOU APPROPRIATELY.

MANY OF YOU KNOW THAT THIS YEAR, ALMOST 11 PERCENT OF OUR STUDENTS GRADUATED FROM HIGH SCHOOL WITH AN ASSOCIATE'S DEGREE.

WELL, IN DALLAS, WE LEARNED HOW TO INCUBATE, REPLICATE AND SCALE, AND THE INCUBATION TOOK PLACE AT TRINI GARZA HIGH SCHOOL.

AND I THINK THEY HAD ALMOST A HUNDRED PERCENT OF THEIR STUDENTS GRADUATE WITH AN ASSOCIATE'S DEGREE AND TRINI GARZA, THE NAMESAKE, IS A GREAT MAN WHO REALLY HELPED SHEPHERD THE SCHOOL ALONG WITH JEROME GARZA.

AND BUT WE ALSO HAD AND WE HAVE A GREAT BOARD PRESIDENT NOW WHO SUPPORTS THAT SCHOOL.

BUT REALLY, WE'VE HAD SOME GOOD PRINCIPALS, BUT WE HAVE A GREAT PRINCIPAL, MACARIO HERNANDEZ THERE, WHO'S DONE AN OUTSTANDING JOB OF GETTING THOSE KIDS TO THE FINISH LINE.

LET'S GIVE EVERYBODY GIVE THIS WHOLE TEAM A ROUND OF APPLAUSE.

[APPLAUSE] YEAH, I'LL JUST BE REAL QUICK.

THE WORK THAT IS DONE AT TRINI EARLY COLLEGE IS ABSOLUTELY INCREDIBLE.

THE STAFF, THE PRINCIPALS, THE COMMUNITY THAT SUPPORT IT AND MOST IMPORTANTLY, THE TEACHERS AND THE STUDENTS WHO DO THIS WORK.

SO I'M SO EXCITED TO HAVE YOU ALL OUT HERE TODAY.

WE DO HAVE A SMALL TOKEN, ONE RECOGNITION PLAQUE FOR THE SCHOOL AND ONE FOR THE NAMESAKE TRINI GARZA HIMSELF.

SO AGAIN, CONGRATULATIONS.

THIS IS A HUGE HONOR.

[APPLAUSE] WELL, LIKE I'VE ALWAYS SAID BEFORE THIS, THESE TYPE OF AWARDS ARE NEVER DONE IN ISOLATION OR ALONE.

THIS IS BECAUSE OF HARD WORK OF OUR TEACHERS, OUR STUDENTS, OUR COMMUNITY MEMBERS, OUR PARENTS AND OF COURSE, WITHOUT THE SUPPORT OF THE BOARD AND THE ISD AND SOME OF THE SUPPORT FROM THE DEPARTMENTS, WE COULDN'T DO IT WITHOUT YOU.

SO I THANK EVERYBODY IN THIS ROOM AND I THANK EVERYBODY FOR YOUR SUPPORT.

IT'S BECAUSE OF US AS THE SCHOOL COMMUNITY AND THE WHOLE COMMUNITY THAT WE'RE ABLE TO BE SUCCESSFUL.

AND OF COURSE, WE CAN'T LEAVE OUT DALLAS COLLEGE BECAUSE WE'RE PARTNERS IN THAT TOO.

KATHLEEN JOY GILLAM COLLEGIATE ACADEMY FIRST EARN NATIONAL BLUE RIBBON STATUS IN 2014 AND ALSO FOR THE SECOND TIME IN 2021.

JUST LIKE TRINI GARZA, JOY GILLUM HAS ALSO HAD A TREMENDOUS COMMUNITY LEGACY, AND SHE SERVED THIS DISTRICT, THIS BOARD.

AND I THINK MS. FOREMAN WAS NOT ON THE BOARD YET.

BUT WHEN HE FIRST OPENED THE SCHOOL, WE HAD A CEREMONY WHERE WE HONORED MS. GUILLEN WHEN SHE WAS ALIVE AND WE HAD THE CEREMONY.

I THINK IT WAS AT [INAUDIBLE] TO LAUNCH THE SCHOOL AND WE GOT LAUNCHED AND WE HAD A GREAT PRINCIPAL AND WE MOVED HER SOMEWHERE ELSE AND WE HAD TO BRING HER BACK SO SHE COULD BRING THE MAGIC BACK.

AND SO SOMETIMES YOU MAKE A FEW MOVES THAT DON'T WORK OUT, BUT YOU ALWAYS GOT TO LEARN HOW TO CORRECT YOUR MISTAKES.

AND IT IS REALLY PHENOMENAL.

AND GILLUM HAS THE SAME SUCCESS THAT TRINI GARZA HAS, AND THEY'VE BEEN AN OUTSTANDING JOB.

AND LET'S GIVE THEM A BIG ROUND OF APPLAUSE.

I STAND ON THE SHOULDERS OF KATHLEEN JOY GILLAM.

A WOMAN WHO SERVED THIS BOY FOR OVER 20 YEARS WORKING TO TRY TO IMPROVE EDUCATION FOR CHILDREN.

AND IT EXCITES ME SO MUCH TO BE ABLE TO TALK ABOUT WHAT IS HAPPENING SOUTH OF THE TRINITY.

BECAUSE WHERE I THINK MACARIO IS GONE.

WHERE ARE YOU? YEAH, HE BETTER LISTEN, HE'S IN MY DISTRICT.

I CLAIM HIM TOO.

KATHERINE JOY GILLIAM HAS MADE A DIFFERENCE IN THE LIFE OF STUDENTS.

BUT FOR THESE TWO SCHOOLS TO BE ABLE TO BECOME BLUE RIBBON SCHOOLS TOGETHER MAKES A HUGE

IMPACT ON EDUCATION FOR CHILDREN ALL OVER DALLAS ISD.

AND SO WITH THAT SAID.

THAT'S FOR YOU, FOR YOUR OUTSTANDING ACCOMPLISHMENTS.

IT, KATHLEEN JOY.

AND BY THE WAY, I RECRUITED HER BACK TO HER WHERE SHE WAS.

BECAUSE I KNEW HER PASSION.

AND THIS THIS ONE IS FOR THE GILLIAM FAMILY AND THE GILLIAM LEGACY.

THAT CONTINUES TO THRIVE IN OUR COMMUNITY DAILY.

I BROUGHT [INAUDIBLE] JACKSON UP BECAUSE SHE WAS A STRONG WORKER AND WARRIOR WITH KATHLEEN JOY GILLIAM.

FOR YEARS.

SO, IT IS IMPORTANT, AND I'M JUST GOING TO HAND THIS OVER, YOU GUYS WOULD JUST TAKE THAT ONE FOR ME.

JUST HOLD ON TO THAT, SINCE CONNIE IS NOT HERE.

I JUST WANT YOU ALL TO KNOW THE IMPORTANCE AND THE MAGNITUDE OF SUCH AN ACCOMPLISHMENT.

I HONOR BOTH OF THESE SCHOOLS.

IN EVERY WAY THAT I POSSIBLY CAN, AND I'M EXPECTING MORE.

WE WOULD NOT HAVE EXEMPLARY PERFORMANCE IF IT WERE NOT, OF COURSE, FOR OUR STUDENTS AND STAFF, BUT ALSO OUR DISTRICT PERSONNEL, THE SUPPORT THAT WE GET FROM THEM AND THEN OF COURSE, OUR COMMUNITY PARTNERS AND DALLAS COLLEGE.

SO I WOULD LIKE TO PUBLICLY THANK EVERYONE THAT PLAYS A PART IN GILLAM COLLEGIATE ACADEMY SUCCESS.

AND IF YOU GUYS HADN'T HAD THAT SUCCESS, WE WOULDN'T HAVE BEEN ABLE TO BUILD THAT SUCCESS INSIDE OUR COMPREHENSIVE HIGH SCHOOL.

AND NOW WE'RE SPREADING THE LOVE TO EVERY HIGH SCHOOL IN TOWN.

SO LET'S GET IN ONE FINAL ROUND OF APPLAUSE TO BOTH SCHOOL.

WE'LL BEGIN WITH THE SUPERINTENDENTS REPORT DR.

HINOJOSA.

THANK YOU, MR. PRESIDENT.

MEMBERS OF THE BOARD.

I'LL BE VERY BRIEF.

ONLY TWO ITEMS. I'M VERY PROUD OF.

OUR STAFF AND OUR STUDENTS HAS BEEN ANOTHER DIFFICULT YEAR, BUT I'VE BEEN PROBABLY TO 50 SCHOOLS THIS YEAR AND I'VE BEEN VERY IMPRESSED WITH THE ATTITUDE AND THE PERSEVERANCE, AND THE RESILIENCE OF OUR STUDENTS AND STAFF.

AND SO I WANT TO COMMEND THEM FOR AN OUTSTANDING STELLAR YEAR, AND I THINK WE'RE GOING TO BE PLEASED WITH SOME OF OUR RESULTS WHENEVER WE GET THERE.

AND THE SECOND ITEM, I'M ALSO VERY PROUD OF SOUTH [INAUDIBLE].

WE ARE ON HISTORIC GROUND.

TRUSTEE JOHNSON HAS BEEN THE CHAMPION AND HERO FOR A LONG TIME.

I'VE WATCHED THIS TEAM FOR THE LAST THREE YEARS.

FOUR YEARS, A FEW MISTAKES KEPT US FROM BEATING POTEET AND ADVANCING A FEW YEARS AGO.

AND THEN WE HAD A CHANCE TO BE THE LEAD OVER MADE ANOTHER LITTLE MISTAKE RIGHT BEFORE HALF AND THAT COST US.

I DON'T EVEN REMEMBER WHAT HAPPENED LAST YEAR, BECAUSE THAT'S HISTORY NOW.

BUT I THINK THE REASON THAT THIS SCHOOL AND THIS I REMEMBER DECEMBER THE 7TH AND 2015 WHEN WE HAD A BIG MEETING OUT THERE AND IT WAS THE BEGINNING OF A REVOLUTION.

BUT THE REVOLUTION BENEFITED THE STUDENTS, AND NOW THEY HAVE A PHENOMENAL SCHOOL.

AND I THINK IT'S BECAUSE OF THE PEOPLE IN THE SCHOOL.

OUR COACH THERE, HE'S GOING TO HAVE A DYNASTY BECAUSE HE'S NOT LEAVING TO GO COACH IN COLLEGE.

HIS GRANDFATHER WAS A PRINCIPAL THERE FOR 10 YEARS.

HIS GRANDFATHER SUPERVISED [INAUDIBLE] FOR 10 YEARS.

SO THIS IS LEGACY WORK.

AND WHEN YOU HAVE THAT MUCH TALENT AND YOU HAVE DISCIPLINE AND YOU HAVE TEAMWORK, IT'S GOING TO BE TOUGH TO BEAT SOUTH OAK CLIFF BECAUSE NOW NOT ONLY IS THE SOUTH OAK CLIFF COMMUNITY BEHIND HIM, AND NOT ONLY IS OAK CLIFF BEHIND THEM, THE WHOLE CITY OF DALLAS, NOW ALL OF NORTH TEXAS IS CHEERING ON SOUTH OAK CLIFF.

SO CONGRATULATIONS TRUSTEE JOHNSON AND ALL THE [INAUDIBLE] GOLDEN BEARS FOR THIS TREMENDOUS EVENT AND WILL BE THERE AND TO ENJOY THE GAME ON SATURDAY.

AND REGARDLESS OF WHAT HAPPENS, WE'RE GOING TO HAVE A BIG CELEBRATION AFTERWARDS BECAUSE THESE KIDS DESERVE IT.

CONGRATULATIONS TO MARSH MIDDLE SCHOOLS BOYS SOCCER TEAM FOR WINNING THE DALLAS ISD CITY CHAMPIONSHIP AFTER DEFEATING HILL MIDDLE SCHOOL THREE TO NOTHING.

KUDOS TO THOMAS JEFFERSON HIGH SCHOOL'S CHESS TEAMS WHICH CAME IN SECOND IN THE FIRST IN-PERSON SECONDARY CHESS TOURNAMENT SINCE DECEMBER 2019.

THIS COMPETITION INVOLVES 646 SECONDARY STUDENTS FROM 63 SCHOOLS PARTICIPATING IN THE TOURNAMENT.

WELL DONE, TJ.

I WOULD ALSO LIKE TO GIVE A SHOUT OUT TO DISTRICT ONE CAMPUS TEACHERS OF THE YEAR.

I WISH I HAD TIME TO LIST THEM ALL.

BUT.

JUST LET ME SAY TO THEM, THANK YOU FOR ALL THE WORK THAT YOU PUT IN FOR OUR KIDS AND FOR ALWAYS GOING THE EXTRA MILE.

FINALLY, I WANT TO THANK ALL THE FAMILIES AT DEGOYLER ELEMENTARY AND MARCUS ELEMENTARY SCHOOL PARTICIPATING IN OUR COMMUNITY MEETINGS TO DISCUSS THE BUILDING OF THE NEW CAMPUSES.

AS A COMMUNITY, WE ARE STRONGER WHEN WE LISTEN TO ALL THE PARTIES INVOLVED.

WITH YOUR INPUT, THE NEW SCHOOLS WILL BE SOMETHING WE WILL ALL BE PROUD OF.

AND JUST TO POINT OUT THAT THE STAFF HAS DONE A FANTASTIC JOB WITH THESE COMMUNITY MEETINGS.

THE ARCHITECTS, I MEAN, THEY TOOK THE INPUT FROM THE PREVIOUS MEETING, CAME BACK, MADE CHANGES AND THEN WERE ABLE TO BRING BACK SOME REALLY GREAT DESIGNS.

AND WE'RE VERY EXCITED ABOUT THESE NEW SCHOOLS, TWO NEW SCHOOLS AND DISTRICT ONES THAT ARE BEING BUILT THANKS TO THE 2020 BOND.

FIRST, I WANT TO GIVE A SHOUT OUT TO THE DISTRICT TWO WINNERS OF THE CHEER CHALLENGE 2021 DIVISION 5A D2 FIRST PLACE WAS HILLCREST.

DIVISION 5A D1 SECOND PLACE WAS WOODROW AND DIVISION 4A WAS IN THE SECOND PLACE WAS NORTH DALLAS.

ALSO, A SHOUT OUT TO HILLCREST MARCHING BAND AND [INAUDIBLE] DRILL TEAM FOR KICKING OFF THE HOLIDAYS BY PARTICIPATING IN THE DALLAS HOLIDAY PER DATE.

AND CONGRATULATIONS TO LONG MIDDLE SCHOOL AND SUDIE WILLIAMS MIDDLE SCHOOL, WINNERS OF THE FIRST AND THIRD PLACE IN THE SECONDARY CHESS TOURNAMENT OF 2021.

I WANT TO CONGRATULATE HILLCREST OUTSTANDING PRINCIPAL LAST YEAR'S PRINCIPAL OF THE YEAR.

THE DISTRICT WILL IMPLEMENT NEXT SCHOOL YEAR 2022 2023.

FIRST, I WANT TO THANK YOU FOR RECOGNIZING THE FACT THAT A RETENTION INCENTIVE IS NEEDED.

ACCORDING TO THE HCM DEPARTMENT, THEY KNOW EVERYONE FROM TEACHERS TO ADMINISTRATORS TO MAINTENANCE AND BUS DRIVERS HAVE BEEN GIVING IT THEIR ALL TO HELP CREATE A LEARNING ENVIRONMENT WHICH OUR STUDENTS CAN BE SUCCESSFUL AND WANTED TO RECOGNIZE OUR EFFORTS, AS WELL AS TO TELL US WE ARE VALUED.

HOWEVER, NEA DALLAS BELIEVES YOU MISSED THE TARGET AND SHOWING US THAT WE ARE VALUED.

THIS INCENTIVE HAS DONE JUST THE OPPOSITE WHEN YOU MADE IT FOR NEXT SCHOOL YEAR AND BASED IT ON TEI.

IF RETAINING AND RECRUITING THE BEST STAFF FOR DALLAS STUDENTS IS YOUR GOAL, THEN THE INCENTIVE IS NEEDED NOW AND SHOULD NOT BE TIED TO TEI.

THIS INCENTIVE SHOULD BE TO MAKE SURE TEACHERS RETURN AFTER THE WINTER BREAK, THIS SCHOOL YEAR 2021 2022.

THE PANDEMIC HAS MADE THE LAST TWO YEARS EXTREMELY DIFFICULT FOR OUR STUDENTS, PARENTS AND EDUCATORS.

THEREFORE, IT IS UNACCEPTABLE THAT WE WON'T RECEIVE THE INCENTIVE UNTIL NEXT YEAR, ESPECIALLY SINCE WE HAVE CONSTANTLY RISKED OUR HEALTH AND WELFARE TO EDUCATE OUR STUDENTS.

JUST THIS YEAR ON MY CAMPUS ALONE, WE HAVE HAD THREE P.E.

TEACHER ASSISTANTS, PLUS MY CAMPUS STILL HAS SEVERAL VACANCIES.

THEY NEED TO BE FILLED.

TEXAS ASSOCIATION OF SCHOOL BOARDS REPORTED THAT THE MAJORITY OF TEXAS SCHOOL DISTRICTS ARE NOW OFFERING RETENTION INCENTIVES DURING THE MONTH OF DECEMBER NOW TO RETAIN THEIR STAFF.

UNFORTUNATELY, DALLAS ISD WAS NOT ON THAT LIST.

SO IF YOU VALUE US, LIKE YOU SAY, PLEASE REVISE THE INCENTIVE TO BE IMPLEMENTED THIS SCHOOL YEAR 2021 2022 WITHOUT TIES TO TEI.

COMMUNITY MEETINGS WERE ALSO CRITICAL TO THIS PROCESS.

IMPORTANTLY, WE HAD MEETINGS BOTH AT THE COMMUNITY WIDE LEVEL WITH OUR INDIVIDUAL SINGLE MEMBER DISTRICTS AND THEIR CONSTITUENTS, AS WELL AS MEETINGS WITH THE LEGAL TEAM AND TRUSTEES TO RECEIVE THE INPUT THE TRUSTEES WERE RECEIVING FROM THEIR DISTRICTS, AS WELL AS INFORMATION AND THOUGHTS THAT THE TRUSTEES HAD WITH REGARDS TO THE REDRAWING OF BOUNDARIES.

WE NOTE HERE THAT THERE WERE A TOTAL OF 35 MEETINGS.

THE REALITY IS WE'VE UPDATED THAT INFORMATION.

THERE HAVE BEEN A TOTAL OF 37 MEETINGS AS PART OF THE REDISTRICTING PROCESS.

THE FIRST THING IS THAT THE COURT CONFIRMED THE COURT IN THIS JURISDICTION AND THE SUPREME COURT OF THE UNITED STATES CONFIRMED THAT IN ORDER TO BE A MINORITY OPPORTUNITY DISTRICT, SATISFYING THRESHOLDS ON PAPER WAS NOT ENOUGH RIGHT THAT THE COURT STATED THAT IN PRACTICE, THAT DISTRICT HAD TO PRODUCE ALSO MINORITY REPRESENTATION.

THE OTHER THING THAT HAPPENED IN THE LAST 10 YEARS, WHAT WE KNOW NOW IS THAT DISTRICT SEVEN AS CONFIGURED IN 2010, WHILE LATINO OPPORTUNITY ON PAPER HAS NEVER PRODUCED A LATINO REPRESENTATIVE.

EVER.

PREVIOUS DISTRICT SEVEN MAPS HAVE G[INAUDIBLE], BUT AS CONFIGURED IN 2010, THE DISTRICT SEVEN MAP HAS NEVER PRODUCED A LATINO REPRESENTATIVE.

THIS IS PRECISELY WHY A VOTING RIGHTS ACT EXISTS; RIGHT? THE DRAFTERS UNDERSTAND OR UNDERSTOOD THE STRUCTURAL AND GENERATIONAL SUPPRESSION OF MINORITY VOTERS AND HOW THAT SUPPRESSION PRODUCES MAPS LIKE THIS ONE? WHAT I WANT TO SAY IS TO MY COLLEAGUES, IT DOESN'T HAVE TO BE THIS WAY, RIGHT? WE KNOW THE EXACT PRECINCTS THAT LEAD TO THIS RESULT, AND WE STILL HAVE TIME TO FIX IT.

BUT I DO WANT TO CLARIFY THAT AS PART OF THIS PROCESS, THERE'S A LOT OF FACTORS THAT WE TAKE INTO CONSIDERATION, AND DISTRICT SEVEN IS ONLY BORDERED BY DISTRICTS FIVE, SIX AND EIGHT, ALL OF WHICH ARE MINORITY OPPORTUNITY DISTRICTS.

SO TO FIX DISTRICT SEVEN, WE WOULD HAVE TO TAKE PRECINCTS FROM ONE OF THOSE OTHER DISTRICTS, WHICH WOULD LIKELY CREATE THE SAME SITUATION IN ONE OF THOSE OTHER DISTRICTS.

I CAN LIVE WITH THEM, BUT MY PREMISE WAS THAT IF WE'RE GOING TO MAKE THESE CHANGES THAT THEY THAT WE WERE GOING TO BE ABLE TO UNITE AROUND A SINGLE MAP, NOT PUSH THROUGH A MAP THAT WOULD BE ON A VERY DIVIDED BASIS.

I'M ALSO OPEN TO DISCUSSION ABOUT THE ANALYSIS ON DISTRICT SEVEN AND THE LIKELY VOTING PATTERNS.

THERE ARE GROUPS I'VE BEEN ASSOCIATED WITH THE MARCH TO THE POLLS GROUP TO JUST GET MORE PEOPLE OUT TO VOTE AND IT IN DISTRICT SEVEN, IF YOU CAN GET A LOT MORE PEOPLE TO VOTE, IT WILL PROBABLY BE A DISPROPORTIONATELY HIGHER PERCENTAGE OF HISPANIC VOTERS WHO ARE NOT VOTING AT THAT SAME LEVEL.

AND THEN FINALLY, ON THE MAP ABOUT TOWNVIEW, THERE'S NEVER A PROPOSAL TO TAKE TO MOVE TOWNVIEW OUT OF DISTRICT FIVE.

THE ONLY THING THAT I SUGGESTED WAS THAT SINCE THERE ARE WHATEVER IT IS, 13 HIGH SCHOOLS IN TOWNVIEW, AND THAT'S A LOT OF WORK FOR ONE TRUSTEE THAT GRADUATIONS, I DON'T KNOW HOW YOU DO 13 GRADUATIONS THAT OTHER TRUSTEES SHOULD HELP SHARE IN THOSE RESPONSIBILITIES.

AND THERE'S CONSTITUENT SERVICE ISSUES THERE.

OTHER TRUSTEES COULD HELP ON MAGNET SCHOOLS AND CHOICE SCHOOLS.

SO AGAIN, WE FEEL THAT THIS HAS MET THE CRITERIA ON OR THIS MAP MEETS THE CRITERIA ON BALANCING THE POPULATION SO THAT WE ACHIEVE ONE PERSON, ONE VOTE IN EACH SINGLE MEMBER DISTRICT.

WE ALSO BELIEVE THAT THIS MAP CONTINUES TO REMAIN COMPACT AND CONTIGUOUS WHILE STILL BEING BALANCED AGAINST THE CURRENT OTHER CRITERIA OF PRESERVING THE LINES THAT DO EXIST CURRENTLY AS AS FEASIBLY AS POSSIBLE.

SO AGAIN, THAT CRITERIA WE FEEL HAS BEEN MET WITH REGARD TO ANOTHER CRITERIA THAT WAS TO AVOID SPLITTING SPLITTING ELECTION PRECINCTS UNDER STATE LAW WITH REGARD TO AN ENTITY THAT IS HAS AN ENROLLMENT OF 150 THOUSAND OR MORE.

THE REQUIREMENT IS TO AVOID THE SPLITTING OF ELECTION PRECINCTS TO THE FULLEST EXTENT AS POSSIBLE.

I WOULD NOTE THAT AS OF 12/13, THE CURRENT STUDENT ENROLLMENT WITH DISD CAME UNDER 150 THOUSAND.

IMPORTANTLY, FOLLOWING THE 2010 REDISTRICTING PROCESS, THERE WERE APPROXIMATELY 50 PRECINCTS THAT WERE IN FACT SPLIT BY THAT BOUNDARY.

NOW, WITH THIS PLAN UNDER PLAN Z, ITS 32 PRECINCTS OUT OF THE 402 ELECTION PRECINCTS THAT EXIST.

SO AGAIN, WE FEEL THAT THAT CRITERIA HAS BEEN MET.

ADDRESSING A POINT OF DISCUSSION THAT WE HAVE HEARD FROM THE TRUSTEES TONIGHT, AND THAT IS OUR FEDERAL STATUTORY REQUIREMENT OF AVOIDING RETROGRESSION OF MINORITY VOTING RIGHTS, IN OTHER WORDS, OF VOTING, THE DILUTION OF MINORITY VOTING RIGHTS, SPECIFICALLY WITH RESPECT TO OUR MINORITY OPPORTUNITY DISTRICTS.

IN FACT, THAT IS THOSE DISTRICTS THAT HAVE ELECTED CANDIDATES OF CHOICE BASED ON OUR LEGAL ANALYSIS IN CONJUNCTION WITH THE EXPERT THAT THE BOARD HIRED IN ORDER TO DO AN ANALYSIS, WE FEEL THAT THIS CRITERIA OF AVOIDING RETROGRESSION HAS BEEN MET BY BY THIS PLAN.

FINALLY, WE HAVE OUR NON-STATUTORY CONSIDERATIONS.

ONE OF OUR CRITERIA IS NOT TO SPLIT UP NEIGHBORHOODS AND FOR AN EASY ANSWER TO BE JUST CUT IT UP INTO FOUR PIECES AND SEND IT TO DIFFERENT PLACES VIOLATES OTHER CRITERIA THAT AT LEAST WARRANTS A DISCUSSION.

AND I THINK THAT WOULD HAVE BEEN A VERY VIABLE CONVERSATION TO HAVE IF THAT HAD BEEN RAISED IN SEPTEMBER AND OCTOBER AND TO ENGAGE THE COMMUNITY ABOUT THAT.

BUT THAT WAS AGAIN, NOT A CONVERSATION.

OUR ATTEMPT IS TO AVOID A NEGATIVE IMPACT ON THE OVERALL SEMESTER AVERAGE DUE TO THE CURRENT POLICY, WHICH DOES REQUIRE THAT HIGH SCHOOL STUDENTS HAVE 15 PERCENT OF THEIR GRADE REPRESENTED BY THE ACP AND MIDDLE SCHOOL STUDENTS, 10 PERCENT OF THEIR GRADE REPRESENTED BY THE ACP AND STUDENTS IN GRADES THREE THIRD THROUGH FIFTH GRADE WITH FIVE PERCENT OF THEIR GRADE.

WE DID NOT WANT THAT GRADE TO REPRESENT A NEGATIVE IMPACT ON THEIR OVERALL SEMESTER AVERAGE THAT THEY'VE ALREADY EARNED TO THIS POINT.

IF IT DID HELP THEIR AVERAGE, THEN WE WANTED THAT TO BE REPRESENTED IN THE GUIDE AS WELL.

NOW, AT THE END OF THE SEMESTER, WHEN YOU GOT ALL THE PRESSURE OF ALL THE CUMULATIVE KNOWLEDGE THAT YOU WERE SUPPOSED TO HAVE, NOW YOU GOT TO PROVE IT ONE DAY, ONE TIME.

IT'S DIFFERENT.

AND IF A KID CAN DO IT, WE WANT TO REWARD THEM IF THEY CAN'T DO IT.

THEY'VE PROVEN EVERY WEEK THAT THEY COULD.
