THE FOLLOWING TRUSTEES ARE EITHER PHYSICALLY PRESENT OR PARTICIPATING SIMULTANEOUSLY BY VIDEO CONFERENCE. A QUORUM OF THE BOARD IS PHYSICALLY PRESENT AT THIS LOCATION.

DISTRICT ONE EDWIN FLORES, DISTRICT TWO, JUSTIN MARSHALL, DISTRICT THREE DAN MICCICHE IS NOT WITH US YET. DISTRICT FOUR KARLA GARCIA, DISTRICT FIVE MAXINE JOHNSON, DISTRICT SIX JOYCE FOREMAN, DISTRICT SEVEN, BEN MACKEY, DISTRICT EIGHT JOE CARREON AND DISTRICT NINE JUSTIN HENRY.

OUR SUPERINTENDENT OF SCHOOLS, MICHAEL HINOJOSA JOINS US AND I AM BEN MACKEY, BOARD PRESIDENT.

IN ORDER FOR THE BOARD TO HOLD THIS MEETING AND EFFECTIVE MANNER.

I WANT TO LET IT BE KNOWN THAT THE MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION AND ASK THAT THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY BED LOCAL PERTAINING TO PUBLIC PARTICIPATION.

ADDITIONALLY, IT IS A CRIMINAL OFFENSE FOR A PERSON WITH INTENT TO PREVENT OR DISRUPT A LAWFUL MEETING TO SUBSTANTIALLY OBSTRUCT OR INTERFERE WITH THE ORDINARY CONDUCT OF A MEETING BY PHYSICAL ACTION OR VERBAL UTTERANCE, AND THEREBY CURTAIL OTHERS EXERCISE OF THEIR FIRST AMENDMENT RIGHTS.

MANAGEMENT REPORT. DR.

HINOJOSA? YES, MR. PRESIDENT, MEMBERS OF THE BOARD ARE DEPUTY SUPERINTENDENT FOR OPERATIONS, WILL COVER OUR ANNUAL FINANCIAL RATING FROM THE STATE OF TEXAS.

DWAYNE THOMPSON, IF YOU'LL PROCEED, PLEASE.

THANK YOU, PRESIDENT MACKEY TRUSTEES AND DR.

HINOJOSA WILL QUICKLY RUN THROUGH THE FIRST RATING FOR THE YEAR.

THAT'S THE FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS.

AND THERE ARE SOME CHANGES FOR THE.

FOR THE TWENTY ONE, I'M TRYING TO FIGURE OUT HOW TO MOVE DOWN HERE FOR THE '21 AS OPPOSED TO '20. AND I'LL GO THROUGH THOSE, BUT BASICALLY, THIS IS A RATING SYSTEM FOR ALL.

ALL SCHOOLS IN TEXAS TO BE ABLE TO DO COMPARISONS BETWEEN DISTRICTS.

SO THAT'S THE OVERVIEW AS WE GET DOWN TO THE ACTUAL PERFORMANCE.

IT MEASURES VARIOUS THINGS AND WE ARE REQUIRED BY LAW TO HAVE A PUBLIC FORUM, WHICH WE ARE DOING AND THEN WE IDENTIFY THE RATINGS AS THEY COMPARE TO THE PREVIOUS YEAR.

SO THIS YEAR, THE RATING SYSTEM BECAME MORE RIGOROUS, THEY ADDED FIVE MORE INDICATORS.

ALSO, THERE ARE WHAT'S CALLED CRITICAL INDICATORS, WHICH ITEMS ONE THROUGH FIVE IF YOU FAIL ANY OF THOSE, REGARDLESS OF YOUR SCORE OF ANY OTHER, YOU FAIL THE RATING SYSTEM.

AND THEN THE CEILING INDICATORS, WHICH I'VE IDENTIFIED THERE AS THE DIFFERENT QUESTIONS ARE EITHER PASS FAIL.

AND IF YOU IF YOU FAIL THOSE, THEN YOU, IT RESULTS IN A REDUCTION OF BETWEEN FIVE AND TWENTY ONE POINTS, A REDUCTION ON YOUR OVERALL SCORE.

AND THEN THEY ALSO RAISE THE PASSING SCORE FROM 60 TO 70.

THAT DOES NOT. THEY DID NOT CHANGE THE OVERALL RATING WHEN IT CAME TO WHAT IS SUPERIOR OR THOSE TYPE OF THINGS. BUT JUST TO PASS, THEY REQUIRED YOU TO GET 70 POINTS INSTEAD OF 60.

SO THIS IS A BREAKDOWN OF THE VARIOUS WHERE SCHOOL DISTRICTS FALL.

AS YOU CAN SEE, THERE WE ARE AS SUPERIOR IN AS AN A.

RIGHT AROUND 84 PERCENT OF DISTRICTS IN THE STATE ARE IN THAT CATEGORY AS COMPARED TO 88 PERCENT IN THE PREVIOUS YEAR.

SO YOU CAN SEE THERE WAS THERE WERE A FEW DISTRICTS THAT MOVE FROM THE SUPERIOR DOWN TO A B OF ABOVE STANDARD BECAUSE THE ABOVE STANDARD WENT UP TO 10.88, UP FROM 7.94 THE YEAR

BEFORE. SO THOSE ADDITIONAL INDICATORS DID CAUSE SOME SCHOOL DISTRICTS TO GO DOWN FROM SUPERIOR TO ABOVE STANDARD.

WE WERE NOT ONE OF THOSE.

WE REMAINED AT SUPERIOR.

WE DID SCORE.

THIS IS THE 10TH YEAR WE DID SCORE 96 OUT OF 100.

LAST YEAR'S SCORE WAS 98 OUT OF 100 AND I'LL WORK THROUGH THOSE ITEMS AS WELL.

SO IF WE GO TO THESE ARE THE ACTUAL QUESTIONS, AND THE INDICATORS, SORRY.

THESE ARE THE ACTUAL INDICATORS, THESE THESE ITEMS YOU EITHER PASS OR IT'S YES, NO.

AND BASICALLY THAT IS, DID YOU GET YOUR AUDIT IN TIME? DID YOU HAVE ANY DID YOU HAVE AN UNMODIFIED OPINION, WHICH WE DO NOT HAVE THAT? DID YOU DEFAULT ON ANY PAYMENTS AND ARE YOU BEHIND ANY PAYMENTS TO ANY STATE AGENCY? SO THOSE ARE QUESTIONS THAT COME UP.

AND THEN ITEM FIVE, BECAUSE OF THE CHANGE, THEY HAVEN'T SCORED THAT SINCE '20.

BUT AS WE MOVE THROUGH, IF YOU SEE AN N/A IN 2020, THAT WAS A QUESTION THAT WAS NOT ASKED.

AND NOW THERE ARE THEN, WHICH IS ITEM SIX, WHICH WAS THE ASSIGNED AND UNASSIGNED FUND BALANCE. AND BASICALLY THAT QUESTION IS ASKING IS IT RELATES TO A DECREASE, BUT I'LL QUICKLY MOVE THROUGH HERE.

THE TWO THAT ARE WE DID NOT RECEIVE A 10 OUT OF 10 WAS THE SAME AS LAST YEAR ON ITEM 11, WHICH IS LONG TERM LIABILITIES TO TOTAL ASSETS.

AND WHEN I REVIEWED THAT PARTICULAR LINE ITEM ON QUESTION 11, THE FLOOR TO GET A PERFECT 10 WAS ZERO POINT SIX ZERO OR LESS IN THE RELATION BETWEEN CURRENT LIABILITIES AND OR BETWEEN LIABILITIES AND DEBT, AND WE WERE AT A 0.6007.

SO BASICALLY ABOUT A 5.5 MILLION DIFFERENCE.

BUT WE WERE RIGHT AT THE CUSP OF BEING AT THE 10 POINTS, BUT SINCE WE WERE OVER, DID NOT.

WE WERE NOT SUCCESSFUL.

THEN THE LAST ONE IS WHERE WE GOT EIGHT POINTS, AS ALWAYS.

ITEM NUMBER 13 IS ALWAYS A QUESTION OF ADMINISTRATIVE COST RATIO.

SO IF YOU RECALL AND THESE ARE INDICATORS FOR '21, BUT IT'S FOR THE 19-20 SCHOOL YEAR, WHICH WAS THE START OF COVID.

AND SO WE HAD SEVERAL EXPENDITURES THAT WERE INSTRUCTIONAL RELATED THAT DID NOT HAPPEN IN THE LAST PART OF THE YEAR BECAUSE OF THAT CIRCUMSTANCE.

AND SO THE DENOMINATOR OBVIOUSLY CHANGED.

SO WHERE WE WERE AT LAST YEAR AT 10 POINTS, NOW WE'RE AT EIGHT POINTS, WHICH WE WERE JUST ABOVE THE MINIMUM THRESHOLD.

I HAVE LOOKED AT WHAT WE WOULD YOU WHAT WOULD BE THE '22 INDICATORS AND I BELIEVE BASED ON WHAT WE RUN THAT AND WE THINK THAT WILL AGAIN BE AT 96 POINTS FOR THE NEXT FIRST RATING. SO I DON'T KNOW IF YOU HAVE ANY SPECIFIC QUESTIONS.

AGAIN, THESE ARE A COMPARISON BETWEEN THE TWO YEARS AND THE ONLY TWO ITEMS THAT WEREN'T AT THE. TEN POINTS SCALE, WHICH IS THE HIGHEST YOU CAN POSSIBLY GET WAS ITEM 11 AND 13.

SO I'LL ANSWER ANY QUESTIONS THAT YOU HAVE.
