SO NOW WE WILL MOVE ON TO ITEM THREE.

[3. PUBLIC FORUM]

OUR PUBLIC FORUM.

OUR AGENDA NOW CALLS FOR THE PUBLIC FORUM OF OUR MEETING, HOWEVER, I WAS INFORMED THAT NO ONE WAS SIGNED UP FOR US TO SPEAK.

WE DO HAVE ONE.

WE HAVE ONE SPEAKER.

OK.

MS. GULLY, WILL YOU PLEASE CALL THE SPEAKERS? SPEAKERS, YOU WILL HAVE THREE MINUTES TO SPEAK.

WHEN YOU ARRIVE AT THE MICROPHONE, PLEASE STATE YOUR NAME AND ADDRESS.

OUR ONLY SPEAKER IS MARY MARTIN.

MARY MARTIN, YOU SAID TO ALSO GIVE MY ADDRESS.

GOOD MORNING.

MY NAME IS MARY MARTIN.

MY ADDRESS IS 3922 [INAUDIBLE] MEADOW DALLAS, TEXAS 75223.

I WANTED TO ADDRESS SOMETHING ON THE AGENDA, WHICH IS UNDER FOUR C.

IT SAYS TO DELIBERATE THE APPOINTMENT, EMPLOYMENT EVALUATION, REASSIGNMENT DUTIES, DISCIPLINE OR DISMISSAL OF A PUBLIC OFFICER OR EMPLOYEE.

I'VE TALKED TO SEVERAL OF MY PARENTS AT MY SON'S SCHOOL.

THEY ATTEND JUSTIN F KIMBALL HIGH SCHOOL.

WE HAVE CONCERNS IN REGARDS TO LEADERSHIP AT OUR SCHOOL.

WE DON'T CURRENTLY HAVE A BOOSTER CLUB, WHICH IS SOMETHING WE ARE TRYING TO GET TOGETHER, WHICH IS ALSO SOMETHING THAT'S NOT A GOOD LOOK.

WE HAVE CONCERNS ABOUT BEHAVIOR FROM LEADERSHIP THAT WE'RE RECEIVING IN OUR ATHLETIC DEPARTMENT, WHICH IS DISPLAYING ON THE FIELDS.

WE ALSO HAVE CONCERNS AND AS FAR AS THE OFFICIATION OF OUR GAMES, THERE WERE THINGS THAT HAPPENED IN OUR GAME ON FRIDAY THAT COULD HAVE BEEN STOPPED PRIOR TO THE GAME.

HOWEVER, IT WAS NOT, AND IT LED TO SOMETHING VERY HORRIBLE.

WE DO WANT TO KNOW, IS THERE ANYTHING OR ANY WAY THAT WE HAVE THESE THINGS INVESTIGATED TO UNDERSTAND WHO IS LEADING OUR CHILDREN SO THAT IT DOESN'T REFLECT ON THEM

[00:05:02]

BECAUSE THEY'RE TRYING TO GET SCHOLARSHIPS TO GO TO COLLEGE? ALSO, WE HAVE CONCERNS FROM SOME OF OUR LEADERS IN THE SCHOOL WHO ARE NOT ABLE TO COACH THE CHILDREN BECAUSE THEY DON'T HAVE DEGREES YET.

FROM WHAT WE WERE TOLD IS THAT THEY NO LONGER ARE GETTING THE STIPEND, THE COACHING STIPEND, WHERE THEY'RE STILL ABLE TO BE ABLE TO COACH AND HELP IN DISCIPLINE OUR CHILDREN WHILE THEY ARE ATTENDING SCHOOL IN ADDRESSING OR TRYING TO GAIN THAT DEGREE IN ORDER TO BE ABLE TO HAVE THAT POSITION TO LEAD OUR KIDS.

SO IF WE DON'T HAVE THE CORRECT LEADERSHIP FOR OUR CHILDREN, WHAT DO WE DO AS FAR AS GETTING THE RIGHT THINGS IN PLACE BECAUSE THINGS ARE FALLING AND IT'S NOT LOOKING GOOD.

SO WE WANTED TO KNOW HOW CAN WE GET THESE THINGS ADDRESSED? THANK YOU.

THANK YOU, MS. MARTIN.

THIS CONCLUDES OUR SPEAKERS.

THANK YOU.

THE THE BOARD WILL NOW MOVE ON TO ITEM FOUR CLOSED SESSION, BUT I DON'T BELIEVE WE HAVE NEED FOR A CLOSED SESSION TODAY, SO WE WILL MOVE ON TO ITEM FIVE,

[5. VISION/PROGRESS MONITORING]

OUR VISION AND PROGRESS MONITORING STUDENT OUTCOME GOALS GPMS 4.

1 TO 4.3, DR.

NELSON.

YES, MR. PRESIDENT, MEMBERS OF THE BOARD, DEPUTY SUPERINTENDENT SUSANA CORDOVA WILL CARRY US THROUGH THE LATEST GOALS AND GOAL PROGRESS MEASURES.

THANK YOU, PRESIDENT MACKEY, THANK YOU, SUPERINTENDENT HINOJOSA, AND MEMBERS OF THE BOARD.

I'D LIKE TO ALSO INVITE CHIEF LUSK TO THE TABLE AS WE PREPARE TO GO THROUGH OUR STUDENT OUTCOME GOALS AROUND GPM 4.1 THROUGH 4.3.

SO AT A HIGH LEVEL, WE WANTED TO SHARE THE PROGRESS THAT WE'VE MADE ON THESE THREE GOAL PROGRESS MONITORING MEASURES.

FOR OUR TSI READINESS.

FIRST, I WANT TO REMIND EVERYBODY THAT FOR THE FIRST TWO GOALS THAT WE'LL BE LOOKING AT, THIS IS LAGGING DATA.

SO WE'RE LOOKING AT THE OUTCOMES FOR THE GRADUATING CLASS OF 2020, AND WE DID SEE A SLIGHT DECREASE IN THE NUMBER OF STUDENTS WHO WERE COLLEGE READY FROM THE PRIOR YEAR.

IN PART, THAT IS A BYPRODUCT OF THE SCHOOL YEAR BEING INTERRUPTED.

MANY STUDENTS WHO TYPICALLY WOULD HAVE TAKEN THE TSI A SECOND TIME WERE NOT ABLE TO DO THAT AFTER SCHOOL WAS SUSPENDED IN MARCH OF 2020.

ON OUR INDUSTRY CERTIFICATIONS.

THE PERCENTAGE OF STUDENTS WITH INDUSTRY CERTIFICATES EXCEEDED THE GOAL BY TWO PERCENT.

AGAIN, THAT WAS LAGGING DATA AND REPRESENTED THE CLASS OF 2020, WHERE WE DID SEE SOME INCREASES IN OUR STUDENTS WHO WERE WORKING ON THEIR CERTIFICATES.

AND THEN THE THIRD GOAL LEVEL ONE AND TWO CERTIFICATES EARNED BY 12TH GRADE STUDENTS.

FOR THE MOST RECENT GRADUATING CLASS, WE DID SEE A SLIGHT DECLINE IN THE NUMBER OF STUDENTS WHO EARN CERTIFICATES.

IN PART, WE ATTRIBUTE THAT TO THE NUMBER OF STUDENTS WHO EARNED ASSOCIATES OF ARTS AND ASSOCIATES OF SCIENCE DEGREES RATHER THAN ASSOCIATES OF APPLIED SCIENCES, WHERE THERE ARE MORE CERTIFICATES AS PART OF IT.

SO WHILE WE DID SEE A SLIGHT DECLINE IN THE NUMBER OF CERTIFICATIONS, WE DID SEE A VERY LARGE INCREASE IN THE NUMBER OF AAS EARNED.

SO WE'LL GO THROUGH THE SPECIFIC DATA SO THAT WE CAN SEE EXACTLY WHERE WE LANDED.

ON GPM.

4.1, THIS IS THE NUMBER OF STUDENTS MEETING THE TSI INITIATIVE REQUIREMENTS FOR COLLEGE READINESS.

WE DID SEE A SLIGHT DECLINE FROM THE PREVIOUS NOTED YEAR.

WE WERE ABOVE THE REVISED TARGET, BUT A SLIGHT DECLINE FROM THE PREVIOUS YEAR.

AS A REMINDER, WHEN WE WERE RESETTING TARGETS, IT WAS CHALLENGING TO HAVE A GOOD SENSE OF EXACTLY WHERE THE TARGETS SHOULD BE.

AND SO WE ARE ABOVE THE TARGET THAT WE HAD REVISED, BUT SLIGHTLY BELOW THE PREVIOUS YEAR .

FOR GPM 4.2.

THIS IS THE PERCENTAGE OF STUDENTS GRADUATING AND OBTAINING INDUSTRY BASED CERTIFICATES TO BE CAREER READY.

WE SAW THAT GO FROM TWO PERCENT TO THREE PERCENT, SO WE DID SEE AN INCREASE AGAIN FOR THE GRADUATING CLASS OF 2020 THAT REPRESENTED 243 STUDENTS WITH CERTIFICATIONS AND THEN FOR GPM 4.3.

THIS IS THE MOST RECENT GRADUATING CLASS OF 2021 WE SAW, AS I MENTIONED, 460 STUDENTS EARN CERTIFICATES.

THOSE CERTIFICATES WERE EARNED BY STUDENTS BOTH IN OUR P-TECH PROGRAMS, IN OUR CAREER INSTITUTES, AS WELL AS IN ANY OF OUR SCHOOLS THAT HAVE PROGRAMS THAT OFFER CERTIFICATION OPPORTUNITIES.

SO THAT'S THE RESULT OF WHERE WE ARE WITH OUR GOALS, AS WE'VE PREVIOUSLY SHARED MANY OF OUR COLLEGE AND CAREER READINESS STRATEGIES.

WE WOULD BE MORE THAN WELCOME TO TAKE ANY QUESTIONS.

THANK YOU, TRUSTEES.

[00:10:04]

ANY QUESTIONS OR COMMENTS HERE? AND IF YOU ARE JOINING US VIRTUALLY, PLEASE RAISE YOUR HAND AND I'LL BE ABLE TO SEE YOU.

TRUSTEE FOREMAN.

SO ON 4.3.

I THINK HE SAID SOMETHING ABOUT THE NUMBER OF STUDENTS RECEIVING THE ASSOCIATES OF ARTS AND ASSOCIATE OF SCIENCE COMPARED TO THE WHAT IS IT? ASI, THE IT'S HARD FOR ME TO GET ALL THAT.

YEAH.

SO DO WE HAVE THE EXACT NUMBERS? ARE THESE THE NUMBERS RIGHT HERE? THIS NUMBER REPRESENTS THE NUMBER OF STUDENTS WHO EARNED CERTIFICATES.

OK.

AND THE REASON THAT WE SEE A SLIGHT DECLINE IN THE NUMBER OF CERTIFICATES EARNED IS BECAUSE WE HAVE MORE STUDENTS NOW TAKING THE AA ROUTE, WHICH HAS MORE TRANSFERABILITY THAN THE AAS ROUTE.

WELL, SOME OF THEM ARE NOT ABLE TO TAKE THE AA ROUTE BECAUSE IT'S NOT OFFERED AT THEIR SCHOOLS.

BUT WHAT I WAS TRYING TO DO IS GET A BREAKDOWN ON THE NUMBERS.

THE NUMBERS OF AAS VERSUS AA.

RIGHT.

YEAH, YEAH.

AND I THINK WE DID PROVIDE COME ON UP, DR. ROGERS.

DR. RODGERS HAS THAT.

I THINK WE DID PROVIDE IT IN A PREVIOUS TRACKER.

GOOD MORNING FOR THE CLASS OF 2021, WE HAD ONE HUNDRED AND NINE STUDENTS EARN AN AA, FOUR HUNDRED AND SIXTY SIX STUDENTS EARN AN AS AND TWO HUNDRED AND NINETY TWO STUDENTS EARNING AN AAS AND FORTY FIVE STUDENTS EARNING AN AAT FOR A TOTAL OF NINE HUNDRED AND TEN STUDENTS EARNING AN ASSOCIATE'S DEGREE.

AND WE CAN WE CAN FOLLOW UP IN WRITING WITH THAT FOR YOU.

OKAY.

AND HOW MANY ACTUALLY RECEIVE CERTIFICATES OTHER THAN THE AAS? SO WE IS IT SHOWS HERE ON THE ACTUAL COLUMN, I THINK IF I'M UNDERSTANDING THE QUESTION CORRECTLY FOR GPM 4.3 FOUR HUNDRED AND SIXTY STUDENTS EARN A LEVEL ONE OR AND OR LEVEL TWO CERTIFICATE.

SO, BRIAN, CAN YOU BREAK DOWN ON LEVEL ONE AND LEVEL TWO, WHAT'S WHAT'S THE DIFFERENCE BETWEEN THE TWO? I'LL LET THE EXPERT HERE.

OKAY, LET'S GO.

SO THE DIFFERENCE BETWEEN THE LEVEL ONE AND LEVEL TWO CERTIFICATES ARE THE AMOUNT OF CREDIT HOURS REQUIRED TO COMPLETE THE CERTIFICATE.

THE VAST MAJORITY OF OUR STUDENTS EARNED A LEVEL ONE, WHICH IS BETWEEN 15 TO 24 HOURS, AND THE LEVEL TWO IS MORE THAN THAT, AND WE HAD 27 STUDENTS EARN A LEVEL TWO.

AND SO ALL OF THESE STUDENTS IN P-TECH OR? NO WE HAVE SOME STUDENTS IN TOWN VIEW, SKYLINE AND IDEA.

THEY HAVE ALSO COMPLETED CREDIT HOURS TO EARN A CERTIFICATE.

SO THEY'RE NOT IN ANY COMPREHENSIVE SCHOOLS OTHER THAN THE P-TECH.

THAT'S WHAT I'M TRYING TO GET TO IS.

YES.

WHERE ARE THEY ACTUALLY EARNING THESE CERTIFICATES? MOST OF THE STUDENTS IN OUR COMPREHENSIVE SCHOOLS ARE WORKING TOWARDS CERTIFICATIONS WHERE THEY'RE IN THE CTE PROGRAMS AND THEY'RE TESTING FOR THOSE CERTIFICATIONS.

THE CERTIFICATES ARE BASED ON A SEQUENCE OF DUAL CREDIT COURSE COMPLETION.

OK, SO CERTIFICATES AND CERTIFICATIONS ARE TWO DIFFERENT THINGS.

BUT WHEN YOU LOOK AT THE WORD, IT'S PRETTY MUCH THE SAME.

IF I CAN ADD A LITTLE BIT OF CLARITY, MAYBE IF YOU THINK ABOUT THE DUAL CREDIT COURSES AND CERTIFICATE, RIGHT, LEVEL ONE AND LEVEL TWO WOULD BE ON THE COLLEGE SIDE, RIGHT? AND IT WOULD REQUIRE A STUDENT, FOR EXAMPLE, TO TAKE FIVE COURSES, THEORETICALLY FOR A LEVEL ONE CERTIFICATE AND A FIVE DOOR CREDIT COURSES IN A SEQUENCE AND A PARTICULAR PATHWAY TO EARN A CERTIFICATE.

AND SO OBVIOUSLY, THAT'S HAPPENING IN OUR P-TECH PROGRAMS. BUT IF YOU THINK ABOUT CERTIFICATION OUR CERTIFICATIONS ARE HAPPENING ACROSS ALL OF OUR HIGH SCHOOLS AND SOME MOST OF OUR HIGH SCHOOLS NOW HAVE DONE A REALLY GOOD JOB OF MOVING TOWARDS THE A THROUGH F.

SO THEY'RE THEY'RE ALIGNED TO THE LABOR MARKET, THEY'RE ALIGNED TO THE STATE LOCAL LABOR MARKET INTO THE STATE.

AND SO THOSE CERTIFICATIONS ARE EXAMS THAT STUDENTS ARE TAKING AFTER THEY TAKE A HIGH SCHOOL COURSE.

TYPICALLY, THEN THEY'RE GOING TO TAKE AN EXAM AND SOME WILL TAKE MULTIPLE CERTIFICATION EXAMS AND HAVE MULTIPLE CERTIFICATIONS.

AND OF COURSE, THAT'S WHAT WE'RE DOING AT THE CAREER INSTITUTES AS WELL.

ALL RIGHT.

THANK YOU.

THANK YOU TRUSTEE FOREMAN TRUSTEES OTHER QUESTIONS HERE.

YES.

TRUSTEE GARCIA.

HI, GOOD MORNING.

THANK YOU FOR THIS INFORMATION.

[00:15:01]

MY QUESTION IS AROUND 4.4, GPM 4.4.

SO WITH THE REQUIREMENT TO COMPLETE A [INAUDIBLE] BEFORE GRADUATION.

I KNOW THAT WE HAVE HERE TO REACH 75 BY JUNE 2025.

ARE THESE IS THIS 75 PERCENT INCLUSIVE OF ONLY THE STUDENTS THAT HAVE NOT FILED AN EXEMPTION TO COMPLETE THE FINANCIAL AID APPLICATION? OR IS THIS FOR THE ENTIRETY OF THE SENIOR CLASS [INAUDIBLE]? SO THE GOAL WAS SET PRIOR TO THAT.

BUT WHAT WE ARE WORKING TO DO IS TO ENSURE ALL OF OUR STUDENTS ARE COMPLETING THE FINANCIAL AID APPLICATION AND WE HAVE A NO OPT OUT UNTIL LATE IN THE SENIOR YEAR SO THAT WE CAN ENSURE THAT WE ARE PROVIDING LOTS OF EDUCATION FOR PARENTS AND STUDENTS REGARDING THE IMPORTANCE OF FAFSA.

SO NOW THAT THIS IS A REQUIREMENT FOR AS MANY STUDENTS AS POSSIBLE AND ONLY IF THEY MEET THE EXEMPTION IS THERE ANY NEED FOR US TO REVISE THIS GOAL? SO THAT IT DOESN'T READ ONLY SEVENTY FIVE PERCENT BY 2025? I THINK THAT COULD BE A CONVERSATION FOR SURE THAT WE CAN LOOK AT.

OBVIOUSLY, IT'S NOT ONE OF THE GOALS THAT WE OBVIOUSLY WE'RE FOCUSED ON TODAY, BUT ABSOLUTELY IT'S A GOAL THAT COULD BE REVISED.

AND I THINK WE COULD EVEN LAST YEAR DURING THE PANDEMIC, WHERE MUCH OF OUR INTERACTIONS RIGHT WERE VIRTUAL.

WE AT THE DISTRICT MET THE GOAL AND DID QUITE WELL.

SO I THINK WE SHOULD EXPECT TO CONTINUE THE SAME SUCCESS, PARTICULARLY AS WE GET BACK TOWARD, YOU KNOW, OBVIOUSLY WE'RE FULLY FACE TO FACE NOW.

I THINK ONE OF THE THINGS I JUST WANT TO HIGHLIGHT IS THE FACT THAT THE ACTUALS CAME BACK HIGHER THAN THE REVISED TARGET FOR LAST YEAR.

SO HUGE CONGRATULATIONS TO THE DISTRICT AS A WHOLE THERE.

AND THEN MY OTHER QUESTION WAS LAST BOARD MEETING.

I REQUESTED THE INFORMATION AND THANK YOU FOR SENDING THEM MY WAY.

THE NUMBER OF STUDENTS, THE PERCENTAGE OF STUDENTS THAT GRADUATE WITH SOME LEVEL OF COLLEGE CREDIT DURING THE HIGH SCHOOL JOURNEY.

IF I'M INTERPRETING THIS CORRECTLY, THIS IS TO SAY THAT BETWEEN THE CLASS OF 2020 AND 2021, ROUGHLY 50 PERCENT OF STUDENTS ARE GRADUATING WITH SOME SORT OF COLLEGE CREDIT THROUGHOUT THEIR COLLEGE JOURNEY.

YES.

AND THIS IS HERE LAID OUT TO ME IN DUAL CREDIT AND AP, IB OR ONRAMPS, BUT THAT IS NOT INCLUSIVE OF STUDENTS WHO ARE TAKING CERTIFICATIONS OR EARNING CERTIFICATES.

ARE THEY MUTUALLY EXCLUSIVE? OR IS IT THE SAME BATCH OF STUDENTS? IS THIS PERCENTAGE UNIQUE TO ONLY? YEAH, I WOULD SAY PERVASIVELY, OUR CERTIFICATIONS ARE NOT GOING TO BE ON THE COLLEGE SIDE, SO IT WOULDN'T BE ON THE CREDIT SIDE.

RIGHT? THEY'RE GOING TO BE A SEPARATE BUCKET, BUT THERE COULD BE INSTANCES WHERE SOME STUDENTS WHO ARE EARNING CERTIFICATION ARE ALSO EARNING COLLEGE CREDIT.

POTENTIALLY YOU WANT TO SPEAK FURTHER TO THAT.

THE STUDENTS WHO ARE EARNING CERTIFICATES ARE INCLUSIVE OF THE STUDENTS WHO EARN COLLEGE CREDIT BECAUSE THOSE ARE AWARDED BY THE TEXAS HIGHER EDUCATION COORDINATING BOARD THROUGH DUAL CREDIT.

AND AS DR.

LUSK SAID, THE CERTIFICATES ARE NOT.

I MEAN, SORRY CERTIFICATIONS ARE NOT.

OK.

AND SO THAT THEN LEADS ME TO BE ABLE TO CONCLUDE THAT 50 ROUGHLY HALF OF OUR HIGH SCHOOL SENIORS ARE GRADUATING WITHOUT ANY KIND OF COLLEGE CREDIT.

THEY MAY NOT BE GRADUATING WITH COLLEGE CREDIT, BUT WE ARE WORKING TO ENSURE THAT THEY ARE MEETING CCMR METRICS.

OK.

OK.

AND I GUESS THE THE POINT THAT I'D LIKE TO MAKE IS THAT.

THE RESEARCH WILL TELL US THAT WHEN STUDENTS ARE GRADUATING WITH SOME LEVEL OF COLLEGE CREDIT, THAT'S MORE BENEFICIAL THAN NOT GRADUATING.

I THINK THE EXPOSURE TO SOMETHING OF AT THE COLLEGE LEVEL FOR OUR HIGH SCHOOL SENIORS IS PROBABLY ONE OF THE MOST IMPORTANT THINGS WE CAN DO IN OUR HIGH SCHOOLS IN DISD.

AND I'M VERY PROUD TO SEE THAT WE ARE, OF COURSE, LEANING IN THAT WAY VERY AGGRESSIVELY.

BUT WITH 50 PERCENT OF STUDENTS NOT NECESSARILY SEEING THAT EXPOSURE, I THINK THERE'S OBVIOUSLY AN OPPORTUNITY FOR US TO GROW IN THAT SPACE.

BUT HUGE KUDOS TO, I THINK, THE WAY THAT WE'VE ADDRESSED THE IMPACT OF COVID AND WHAT IT'S DONE TO OUR STUDENTS.

AND SO THANK YOU SO MUCH FOR THIS WORK.

REALLY APPRECIATE IT.

AND IF I MAY JUST ADD, I MEAN, WE AGREE WITH YOU AND WE THINK THAT THE CERTIFICATION, YOU KNOW, WHAT WE'RE DOING WITH CAREER INSTITUTES IS GOING TO DRASTICALLY INCREASE, JUST LIKE YOU SAW A BIG INCREASE FROM YEAR OVER YEAR, THE DATA THAT YOU'RE LOOKING AT AND SUBMITTED AS A TRACKER, BY THE WAY.

BUT I THINK YOU'RE GOING TO SEE CERTIFICATIONS JUST DRASTICALLY INCREASING AS WELL THROUGH OUR EFFORTS IN ALIGNMENT WITHIN THE COMPREHENSIVE HIGH SCHOOLS AND WITH THE CAREER INSTITUTE.

SO ULTIMATELY, YOU'RE GOING TO SEE A BIG JUMP IN A LOT OF OPPORTUNITIES FOR OUR STUDENTS.

ABSOLUTELY.

THANK YOU SO MUCH.

THANK YOU TRUSTEE GARCIA, TRUSTEE MARSHALL.

SO I MISSED THE BEGINNING OF THE PRESENTATION, BUT I JUST WANTED TO STRONGLY ECHO TRUSTEE GARCIA'S COMMENTS, BOTH IN TERMS OF CONGRATULATIONS ON THE TARGETS THAT HAVE BEEN EXCEEDED, BUT ALSO JUST GENTLY PUSH BACK BRIAN ON YOUR ANSWER TO HER QUESTION ABOUT REVISING THE TARGETS GOING FORWARD.

I JUST WANT TO UNDERSCORE THAT IT IS MY EXPECTATION AND I WOULD IMAGINE EVERYONE AROUND THIS TABLE'S EXPECTATION THAT IF YOU GUYS HAVE ALREADY MET A GOAL THAT THE TARGETS FOR THE SUBSEQUENT YEARS LEADING UP TO 2025 MUST BE REVISED.

YOU SAID THAT'S SOMETHING THAT WE SHOULD TALK ABOUT IN THE FUTURE.

THAT'S NOT FROM MY PERSPECTIVE THAT IS NOT AN OPTION.

IF YOU HAVE IF YOU HAVE MET THE 2025 GOAL IN 2021, THEN YOUR GOAL FOR 2025 MUST BE

[00:20:06]

INCREASED.

SO.

SO I JUST WANTED TO UNDERSCORE THAT TO THE SUPERINTENDENT OF THE SENIOR LEADERSHIP TEAM THAT, YOU KNOW, WE'RE NOT GOING TO COAST WITH, YOU KNOW, EASY TO ACHIEVE GOALS FOR THE REMAINDER OF THAT TIME PERIOD.

IF WE'RE AT THEM, THEN INCREASE AND THEN COME BACK AND PROPOSE NEW, MORE LOFTY GOALS FOR US TO IMPROVE AND MAKE SURE THAT WE'RE WORKING TOWARDS SOMETHING MORE AGGRESSIVE.

TRUSTEE MARSHALL WE WILL COME BACK IN JUNE.

GREAT.

THANK YOU.

I'M JUST LOOKING FOR MORE DEFINITIVE LANGUAGE ON THAT.

NOT NOT NOT.

THAT'S SOMETHING THAT WE'LL CONSIDER OR SOMETHING WE'LL TALK ABOUT.

THANK YOU.

THANKS.

THANK YOU, TRUSTEE MARSHALL.

THANK YOU FOR BRINGING THIS, SO I JUST WANT TO MAKE SURE I UNDERSTAND IT, AND I THINK AGAIN, CONGRATULATIONS ACROSS THE BOARD.

THE WAY I READ THIS IS FOR 2021 FOR OUR CCMR READINESS.

WE ARE AT 49 PERCENT OF 2021, WHICH IS THE CLASS OF 2020.

IS THAT CORRECT? AND SO THAT'S ALREADY EXCEEDING WHERE WE WERE PRIOR TO THE PANDEMIC.

IN 2017-18 AROUND 40 PERCENT 4.1, WE'RE AT 26.5, WHICH IS BACK ABOVE WHERE WE WERE IN 2017-18.

3 PERCENT FOR INDUSTRY BASED CERTIFICATIONS, AS OPPOSED TO 1.3 PERCENT AND THEN 460, WHICH IS BACK ABOVE 317.

IT'S STILL DOWN SLIGHTLY FROM THE 2019 20 SCHOOL YEAR, BUT ALL OF THESE ARE LAGGING INDICATORS.

SO ALL OF THESE ARE CLASS OF 2020.

NO, THE THE ONLY ONE THAT IT IS CURRENT, IF YOU WILL, IS GOING TO BE 4.3, WHICH REPRESENTS THE 466 CERTIFICATES.

OK, SO THAT IS FROM THE CLASS OF 2021 WHO GRADUATED THIS SPRING.

YES.

OK.

AS FAR AS THE OTHER ONES.

AND SO THAT'S SUPER HELPFUL TO KNOW AS WE LOOK AHEAD TO THIS YEAR WHERE WE'RE AT RIGHT NOW, I KNOW THE DATA ISN'T FINALIZED.

DO WE HAVE ANY PRELIMINARY NUMBERS BASED ON WHERE WE SIT FOR THE CLASS THAT ALREADY GRADUATED? SINCE THEY'RE DONE, IT WON'T BE COMPLETE, BUT I BELIEVE THE STATE RELEASES PRELIMINARY NUMBERS FOR WHERE WE'RE SITTING AT CURRENTLY FOR EACH OF THESE.

AND I WOULD THINK JUST FOR TSI, FOR EXAMPLE, OBVIOUSLY WHEN YOU LOOK AT THE TSI METRIC, TSI, TSI, SAT AND ACT IS CONSIDERED RIGHT.

SO THOSE ALL THREE ARE CONSIDERED.

OUR STUDENTS HAVE THE OPPORTUNITY TO TAKE, SAT AND ACT.

BUT I WILL SAY CONSIDER THE FACT THAT THERE WAS A PAUSE IN TSI TESTING ALL LAST YEAR.

SO THAT'S AN OPPORTUNITY THAT YOU KNOW, THAT, YOU KNOW, WE DIDN'T HAVE FOR STUDENTS.

SO WE WE SHOULD EXPECT THE NUMBER MAY NOT BE QUITE AS HIGH, BUT WE HAVE A STRATEGY IN PLACE TO ADDRESS TSI ON MULTIPLE FRONTS.

SO WE'RE GOING TO HAVE TSI TESTING FOR ALL SENIORS THAT WE BEGAN TO IMPLEMENT LAST YEAR AND WE'LL FULLY IMPLEMENT THIS YEAR.

IN ADDITION, WE HAVE ALMOST EVERY COMPREHENSIVE HIGH SCHOOL HAS COLLEGE PREP COURSES AT THE SENIOR SENIOR LEVEL SO THAT IF STUDENTS ARE NOT COLLEGE READY, THEN THIS IS AN OPPORTUNITY TO GET TO PREPARE THEM AND ALSO ALLOW THEM TO TAKE THE TSI AS PART OF THAT PROCESS.

SO ALL THAT TO SAY IS TSI.

WE DON'T HAVE THE DATA, I DON'T HAVE THE DATA YET.

DO YOU HAVE DATA TO SHARE, IF I MAY, BECAUSE OF THE WAIVER, THE PAUSE ON TSI LAST YEAR? WE DO KNOW, IN ADDITION TO POTENTIALLY NOT HAVING AS MANY STUDENTS WHO MET THE REQUIREMENT THROUGH TSI, THAT WE HAVE DATA ON THE NUMBER OF STUDENTS WHO COMPLETED ASSOCIATE'S DEGREES.

AND SO I DO THINK LOOKING AT THE FULL PICTURE OF COLLEGE READINESS WILL BE HELPFUL.

AND SO WE'LL MAKE SURE WHEN WE PRESENT THE THE DATA WE'LL PRESENT BOTH HOW WE'VE DONE ON THE GOALS AND HOW WE'VE DONE ON THE OVERALL COLLEGE READINESS.

NO, I'M SPEAKING SPECIFICALLY ABOUT I MEAN, WE HAVE WE HAD STUDENTS WHO GRADUATED LAST YEAR OF THOSE STUDENTS.

I KNOW WE HAVE DATA INTERNALLY THAT WE SUBMIT THAT SHOWS THESE STUDENTS ARE COLLEGE READY.

AS PER SAT OR ACT OR TSI, IF THEY TOOK IT IN HOUSE HERE.

AND YOU KNOW, LET ME ASK DR.

OAKLEY TO HELP US WITH THAT.

SHE MAY HAVE SOME DATA THAT WE DON'T NECESSARILY HAVE IN FRONT OF US.

AND WHILE DR.

OAKLEY IS COMING UP, WE HAVE ANOTHER PROBLEM THAT I WANT TO TRY TO GET RESOLVED IN THE NEXT LEGISLATIVE SESSION.

IF A STUDENT TAKES HAS A WAIVER ON TSI, THEY'RE NOT COLLEGE READY, BUT MANY OF THESE STUDENTS ARE GRADUATING WITH AN ASSOCIATE'S DEGREE.

SO HOW CAN YOU NOT BE COLLEGE READY AND YOU HAVE A COLLEGE DEGREE? SO THERE'S A LITTLE BIT OF SLIPPERY SLIPPAGE THERE.

AND I PROMISE YOU, THAT'LL BE ONE OF OUR TOP PRIORITIES IN THE END, BECAUSE THAT ALSO IMPACTS OUTCOMES BASED FUNDING AND IMPACTS A LOT OF OTHER THINGS.

SO THAT'S SOME LEGISLATION THAT WOULD ENCOURAGE US TO PURSUE NEXT LEGISLATIVE SESSION.

THANK YOU.

LET ME JUST REPHRASE MY QUESTION OF THE SENIORS THAT WE KNOW GRADUATED LAST YEAR IN OUR SYSTEM.

WHAT PERCENTAGE ARE WE AT WITH HAVING ACHIEVED THIS METRIC?

[00:25:02]

DO WE HAVE THAT INFORMATION BASED ON OUR SYSTEM KNOWING THAT'S INCOMPLETE? I DO, BUT I DON'T HAVE IT WITH ME, BUT I DO KNOW THAT THE TSI PROBABLY IS GOING TO STILL BE LOWER.

WE DIDN'T HAVE AS MANY KIDS TESTING ACT, SAT, AP BECAUSE AP'S PART OF IT TOO.

SO THOSE ARE GOING TO BE LOWER.

BUT OUR ASSOCIATE DEGREES HAVE GONE UP.

SO I CAN PROBABLY GIVE YOU AN ESTIMATE LATER WHERE WE ARE AT THIS POINT, BUT I DON'T HAVE IT WITH ME RIGHT NOW.

I THINK YOU ARE GOING TO BE ABOUT STABLE IF I WERE TO GUESS.

AND IS THE SAME THING.

I MEAN, WE SHOULD KNOW, RIGHT? AND THIS WE SHOULD FULLY KNOW THIS ONE.

WE SHOULD KNOW FOR THE CLASS OF 2021 HOW MANY HAD GRADUATED WITH IBCS, WHAT PERCENTAGE DO WE HAVE THERE? YES, I'M GOING TO SHARE THAT WITH YOU, ACTUALLY.

SO WE HAD ABOUT NINE HUNDRED.

SO THAT'S PRELIMINARY.

THAT'S OUR DATA.

AND THAT WELL EXCEEDS WHERE WE'RE AT.

SO I THINK TO THE POINT THE TRUSTEE MARSHALL MADE AROUND CHANGING GOAL THE CHANGING THE GOAL, WE JUST GOT THIS DATA, THESE DATA.

SO WE OBVIOUSLY KNOW WHERE WE STAND.

WE DID EXCEEDINGLY WELL, BUT THERE ALSO IS A NEED THEN THE CHANGE OF GOAL AND REVISIT IT, WELL, I LOOK AT THAT GOAL AND THAT'S NINE HUNDRED AND WE HAD ROUGHLY THAT'S ROUGHLY WHAT GETTING CLOSE TO TEN PERCENT DEFINITELY EXCEEDS THAT THREE.

I DO SEE A THIRTY SEVEN PERCENT AS OUR TARGET HERE.

SO WE'RE WE GOT WE'RE EXPECTING TO SEE A MASSIVE SWING.

SO I HOPE WE CONTINUE THAT.

OK, I THINK THAT WOULD JUST BE HELPFUL FOR SOME OF THOSE THAT ARE LAGGING.

IF YOU DO HAVE ANY PRELIMINARY DATA FOR THIS YEAR, BECAUSE THAT WILL HELP US AS A BOARD AND MYSELF PERSONALLY KIND OF SEE WHERE WE'RE AT, LIKE, THAT'S GREAT THAT WE GOT WORK PLAN FOR THE SENIORS THAT WE'VE GOT NOW.

EXCITED TO SEE THAT, BUT WE WOULDN'T OTHERWISE SEE THAT UNTIL TWO YEARS DOWN THE LINE.

SO.

BUT I APPRECIATE Y'ALL'S WORK AND CONGRATULATIONS ON CONTINUING THROUGH THE MIDST OF A PANDEMIC TO STILL FIND A WAY TO CONTINUE TO PUSH THE COLLEGE CAREER MILITARY READINESS FOR OUR STUDENTS.

TRUSTEES.

ARE THERE ANY OTHER QUESTIONS? THANK YOU.

TRUSTEE WILL NOW MOVE ON TO ITEM SIX.

[6. INFORMATION/REPORTS]

THE SUPERINTENDENTS REPORT INCLUDES ESSER PROGRESS, 1B ACTIVITIES, EXTRACURRICULAR PROGRESS, I LEARN PREP, OPERATION CONNECTIVITY, CENTRAL STAFF EXCELLENCE INITIATIVE AND OPERATION COMEBACK.

THANK YOU, MR. PRESIDENT, MEMBERS OF THE BOARD BEFORE DEPUTY SUPERINTENDENT CORDOVA TAKES OVER.

SHE'S GOING TO SHE'S GOING TO TALK ABOUT TWO THINGS THE VACCINES AND COVID ALONG MANY OTHER THINGS THAT ARE ESSER IS SUPPORTING US WITH.

AND AS YOU VERY WELL KNOW, THE DALLAS COUNTY WENT TO ORANGE THIS PAST WEEK.

BUT ALSO WE AND WE KNOW THAT VACCINES ARE NOW BEING ARE AVAILABLE FOR STUDENTS, FOR CHILDREN, 5 TO 11.

AND WE ARE STARTING SEVERAL CAMPUSES, SEVEN CAMPUSES ON MONDAY WHERE WE WILL BE ABLE TO HAVE THE VACCINE AVAILABLE AND WE WILL DISTRIBUTE THAT INFORMATION TO YOU LATER TODAY.

BUT WE ALSO KNOW THAT IT TAKES SIX TO EIGHT WEEKS FOR FOR THE VACCINES TO TAKE FULL EFFECT.

AND WE ALSO KNOW THAT WE HAVE TWO HOLIDAY PERIODS THAT ARE COMING UP FOR US RIGHT NOW.

SO WE'RE WE'RE NOT GOING TO LIFT THE MASK PROTOCOL AT THIS TIME.

WE WILL REVISIT IT IN NOVEMBER, BUT WE ARE GOING TO LIFT A COUPLE OF THINGS.

ONE OF THE THINGS IS OUR STUDENTS THAT ARE INVOLVED IN CATEGORY THREE, SUCH AS FIELD TRIPS.

RIGHT NOW, OUR STUDENTS ARE SUFFERING BY NOT BEING ABLE TO GO TO FIELD TRIPS, BUT OUR STUDENTS ARE VERY COMPLIANT WITH THEIR MASKS AND WE HAVE SOME STUDENTS THAT ARE ABLE TO TRAVEL OUT OF STATE FOR SOME VERY PRESTIGIOUS COMPETITIONS.

SO WE'RE GOING TO MODIFY SOME OF THOSE ITEMS, SEE WHAT HAPPENS OVER THE NEXT COUPLE OF WEEKS ON THOSE TWO PARTICULAR ITEMS, AND THEN WE'LL REVISIT THIS IN EARLY OR MID-DECEMBER AND COMMUNICATE WITH YOU.

SO WE'LL BE SENDING OUT A COMMUNICATION LATER TODAY WITH THOSE TWO SLIGHT MODIFICATIONS AND TO CONTINUE TO REVISIT SO WITH THAT I'LL TURN IT OVER TO DEPUTY SUPERINTENDENT CORDOVA [INAUDIBLE] TO DO THE REST OF THE THE ESSER REPORT.

HEY.

SO THANK YOU, PRESIDENT MACKEY, FOR THE OPPORTUNITY TO SHARE SOME UPDATES.

WE'RE GOING TO KICK OFF WITH OUR ESSER PROGRAM.

NEXT SLIDE.

AND THEN WE'LL ALSO HAVE UPDATES ON EXTRACURRICULAR PROGRESS OF REALLY EXCITING NEW SCHOOL OPPORTUNITY, [INAUDIBLE] PREP OPERATION CONNECTIVITY OUR CENTRAL STAFF EXCELLENCE INITIATIVE AND OPERATION COMEBACK.

SO NEXT SLIDE, PLEASE.

SO AS WE'VE SHARED WITH YOU PREVIOUSLY, WE'RE GOING TO BE REVISITING THE PROGRESS WITH OUR ESSER PROGRAM FUNDED PROJECTS THROUGHOUT THE BOARD MEETINGS THIS YEAR.

TODAY, WE WANT TO HIGHLIGHT SEVERAL OF THE ACTIVITIES THAT ARE PART OF OUR 1B GROUP, THE HIGH PRIORITY, HIGH IMPACT ACTIVITIES THAT WE ARE WORKING ON.

[00:30:02]

ONE OF THE VERY MOST IMPORTANT THINGS WE KNEW THAT WE WANTED TO BE ABLE TO DO WITH ESSER FUNDING WAS TO ENSURE THAT WE COULD MAINTAIN STAFFING DUE TO THE NEEDS THAT OUR SCHOOLS ARE EXPERIENCING BECAUSE OF COVID.

AND WE WERE ABLE TO STAFF FOUR HUNDRED AND NINETY SIX TEACHERS, TAS AND SCHOOL MONITORS OVER FORMULA THIS YEAR TO INCREASE OUR SUPPORTS FOR SCHOOLS.

THAT'S ANOTHER WAY OF SAYING IF IT WERE NOT FOR ESSER FUNDING, THAT WE WOULD LIKELY HAVE HAD TO REDUCE THOSE POSITIONS THROUGH A LEVELING PROCESS.

AND SO VERY GOOD NEWS FOR OUR SCHOOLS AND FOR OUR STUDENTS TO BE ABLE TO MAINTAIN SMALLER CLASS SIZES AND ADDITIONAL STAFF IN SCHOOLS.

THE SECOND THING WE WANTED TO NOTE IS THAT WE HAVE NEARLY 20 DIGITAL LEARNING TOOLS PROVIDED TO OUR STUDENTS AND TO SUPPORT STUDENT ENGAGEMENT AND LEARNING, AND THAT HAS BEEN VERY WELL RECEIVED.

WE HAVE HAD JUST SOME SLIGHT DELAYS IN PUSHING SOME OF THOSE MATERIALS OUT INTO OUR SCHOOLS, BUT OVERALL GOING WELL IN TERMS OF THE BUDGET AND GETTING IT OUT.

AND THEN FINALLY, WE HAVE EIGHT NEW NETWORK SITES CURRENTLY LIVE AND WORKING TO GROW THE ADOPTION OF THE LTE NETWORK SITES TO A THOUSAND FAMILIES.

SO ALSO REALLY EXCITING NEWS FOR OUR KIDS.

WE'LL HEAR MORE ABOUT THAT NEXT SLIDE.

WE WANTED TO HIGHLIGHT A COUPLE OF THE AREAS THAT WE KNOW ARE REALLY IMPORTANT.

AS YOU KNOW, WE HAVE BEEN WORKING ON MAKING SURE THAT OUR SCHOOLS ARE SAFE AND HEALTHY SPACES FOR OUR STAFF AND FOR OUR STUDENTS.

AND HERE'S AN UPDATE ON OUR VACCINATION INCENTIVES.

WE'VE BEEN ABLE TO PAY OUT INCENTIVES TO OUR STAFF MEMBERS.

WE'VE HAD OVER 17000 PEOPLE SUBMIT BY THE END OF OCTOBER, AND THE DEADLINE FOR STAFF MEMBERS TO REQUEST THE $500 INCENTIVE IS NOVEMBER 15TH.

SO COMING UP FOR OUR STUDENT VACCINATIONS, WE'VE HAD ABOUT 12000 SUBMISSIONS AS OF THE BEGINNING OF NOVEMBER, AND WE WILL BE DISTRIBUTING GIFT CARDS TO OUR STUDENTS IN THE LAST WEEK.

AGAIN, THAT THAT DEADLINE FOR OUR STUDENTS 12 AND OVER IS NOVEMBER 15TH.

WE WILL BE EXTENDING THIS PROGRAM TO OUR STUDENTS AGES 5 TO 11.

NOW THAT WE ARE ABLE TO START VACCINATING OUR STUDENTS, WE ALSO HAVE WORK GOING ON TO HELP SUPPORT VACCINATION CLINIC SITES FOR STUDENTS AGES 5 TO 11 AS WELL.

SO WE'RE VERY EXCITED TO BE ABLE TO HELP STOP THE SPREAD OF COVID THROUGH VACCINATIONS.

NEXT SLIDE, PLEASE.

WE ALSO WANTED TO SHARE SOME UPCOMING WORK AROUND STAKEHOLDER ENGAGEMENT WITH OUR PLAN.

SO WE WILL CONTINUE TO DO STAKEHOLDER ENGAGEMENT SESSIONS MULTIPLE TIMES THROUGHOUT THE YEAR.

THIS FIRST ROUND, NOW THAT WE HAVE STARTED, OUR ESSER PROGRAMING WILL BE IN THE NOVEMBER DECEMBER TIMEFRAME.

THE FIRST SET OF ENGAGEMENT EFFORTS WILL BE TARGETED AND REPRESENTATIVE ENGAGEMENT, SO WE WILL MEET WITH THE DISTRICT PARENT ADVISORY COUNCIL.

THE DISTRICT DAC WILL MEET WITH THE REO TRUSTEE APPOINTED ADVISORY COUNCIL.

WE HAVE SCHEDULED TIME WITH OUR TEACHERS WHO ARE RTEI EXPERTS.

THE EOC, A PRINCIPAL FOCUS GROUP.

AND THE TEAM BOARD.

AND THEN IN ADDITION TO THAT, WE'LL HAVE WIDE ENGAGEMENT WHERE WE ARE ABLE TO HOST SOME VIRTUAL TOWN HALLS TO OPEN TO ANY COMMUNITY MEMBERS WHO WILL BE ABLE TO PARTICIPATE IN THOSE.

THAT FEEDBACK IS REALLY HELPFUL TO US, BOTH IN TERMS OF MAKING REAL TIME ADJUSTMENTS TO OUR PROGRAMS, AS WELL AS HEARING ABOUT PLACES WHERE THERE MAY BE GAPS THAT WE WILL BE ABLE TO ADDRESS WITH ESSER FUNDING.

AND I WILL NOW TURN IT OVER TO CHIEF TREJO TO TALK ABOUT EXTRA AND CO-CURRICULAR.

THANK YOU SO MUCH, DEPUTY SUPERINTENDENT CORDOVA.

I'M SUPER EXCITED TO BRING SOME UPDATES TO YOU AROUND OUR EXTRACURRICULAR ACTIVITIES FOR OUR STUDENTS.

AS WE KNOW, THIS IS ONE OF THE MOST IMPORTANT THINGS TO ENGAGE STUDENTS IN THEIR LEARNING AND KEEP THEM ON TRACK ACADEMICALLY.

WE ARE NAMED AS THE TOP FOUR PERCENT OF ART DEPARTMENTS BY THE TAEA.

IT'S THE FIRST TIME FOR DALLAS ISD TO BE NAMED FOR THIS AWARD, AND WE ARE THE AWARD'S LARGEST SCHOOL DISTRICT IN THE HISTORY OF THE AWARD TO BE.

NAMED IN ADDITION TO THAT, FOR THE SECOND YEAR IN A ROW, WE HAVE BEEN NAMED ONE OF THE BEST COMMUNITIES FOR MUSIC EDUCATION, WHICH IS SUPER EXCITING.

ON A SIDE NOTE, ONE OF OUR WE ARE ONE OF ONLY 19 COUNCIL OF GREAT CITY SCHOOLS TO RECEIVE THIS DISTINCTION THIS YEAR, WITH THE INABILITY TO SEND STUDENTS TO DISTRICTWIDE ELEMENTARY ART EXPERIENCES DUE TO COVID.

THE DEPARTMENT, UNDER THE DIRECTION OF TIM LINDLEY, SAID A VERY AGGRESSIVE GOAL TO ENSURE THAT OUR STUDENTS WERE ENGAGING IN ARTS BASED EXPERIENCES.

THE GOAL WAS SET AT 100,000.

THEY ACTUALLY EXCEEDED THAT GOAL BY QUITE A BIT WITH 489,000 TOUCHPOINTS.

THIS MEANS THAT THAT NUMBER OF STUDENTS, THAT THERE WAS A NUMBER OF STUDENTS THAT WERE ABLE TO REGISTER TO RECEIVE OR VIEW VIRTUAL EXPERIENCES LIKE ATTENDING DALLAS BLACK

[00:35:02]

DANCE THEATER SHOWS, DALLAS CHILDREN'S THEATER, VIRTUAL PERFORMANCES THROUGH ACADEMIA AND THE ORCHESTRA OF NEW SPAIN.

SO VERY EXCITED ABOUT THAT AS WELL.

WE HAD 21 DANCERS NAMED TO ALL STATE DANCERS THROUGH TDEA, AND THAT'S THE LARGEST NUMBER THAT WE'VE HAD IN THE HISTORY OF THE DISTRICT SO FAR AND HOPE TO CONTINUE TO SEE THAT GROW.

WE HAVE TWO SCHOOLS ON THE GRAMMY SIGNATURE SCHOOLS AWARD BARACK OBAMA, MEN'S LEADERSHIP, GLEE CLUB AND SOUTH OAK CLIFF HIGH SCHOOL AND THE 2021 SCHOOL YEAR.

WE ARE ALSO VERY HAPPY TO BE ABLE TO TRANSITION OUR ROBOTICS COMPETITIONS INTO THE VIRTUAL SPACE AS WE CONTINUED TO HAVE 64 TEAMS ACROSS 24 SCHOOLS ADVANCE TO EITHER STATE AND OR NATIONALS LAST YEAR.

37 ADVANCED ON TO STATE, 27 ADVANCING ONTO WORLD CHAMPIONSHIPS, AND THIS IS ACTUALLY AN INCREASE OF 8 ADVANCES FROM THE PREVIOUS YEAR.

THIS LEADS INTO OUR EXTRACURRICULAR AND CO-CURRICULAR ACTIVITIES SPONSORED BY THE STUDENT ACTIVITIES GROUP, [INAUDIBLE] HUDSPETH REALLY WON A NOTATE THAT WE ARE TRYING TO ALIGN OUR OPPORTUNITIES BETWEEN ELEMENTARY, MIDDLE AND HIGH SCHOOL TO CREATE EXPLORATORY DEVELOPING AND THEN MASTERY PATHWAYS SO THAT STUDENTS CAN TAKE THEIR INTEREST INTO GREATER LEVELS OF DEPTH AND LEARNING.

WE HAVE 13 DIFFERENT EXTRACURRICULAR PROGRAMS. THEY DO PRACTICE ONE TO TWO DAYS A WEEK, AND THEY OFTEN COMPETE ON SATURDAYS.

SO FAR, WE'VE GOT A TOTAL OF 27 SATURDAYS WHERE WE'VE HAD ACTIVITIES GOING ON.

OUR GOAL AT THE DISTRICT LEVEL IS TO REMOVE BARRIERS TO PARTICIPATION.

SO WE DO SUPPORT CAMPUSES WITH WHAT THEY NEED, LIKE STUDY MATERIALS FOR DEBATE SUPPLIES, EQUIPMENT REGISTRATION FEES, AWARDS AND INCENTIVES AND MUCH MORE.

WE HAD THIS PAST YEAR MORE THAN 11000 STUDENTS CONTINUE TO PARTICIPATE IN CO-CURRICULAR EXTRACURRICULAR ACTIVITIES.

THOSE INCLUDED THINGS LIKE DEBATE, CHEER.

MANY OF THE THINGS YOU SEE HERE, WE THAT IS A BIT OF A DECLINE FROM THE PREVIOUS YEAR CONSIDERING COVID.

BUT WE SEE A REBOUND COMING AS WE HAVE ALREADY HAD 900 COACHES ATTENDING OUR TRAINING SESSIONS AND COMMITTING TO THEIR CLUBS AND ACTIVITIES AT EACH CAMPUS FOR THIS YEAR.

KEEPING IN MIND, WE DO HAVE OUR AFTER-SCHOOL PROGRAMING THAT HOUSES THE SAME TYPES OF ACTIVITIES WHERE WE'RE ACTUALLY SPARKING INTEREST IN STUDENTS WHO ARE NOT IN THE CLUBS.

BUT NOW THEY HEAR ABOUT IT, THEY GET A CHANCE TO PLAY CHESS AFTER SCHOOL AND NOW THEY'RE BEING INVITED TO JOIN THOSE CHESS CLUBS, AS IT IS.

THESE ACTIVITIES ALSO COMBINE WITH CAMPUS BASED ACTIVITIES TO CONTRIBUTE UP TO 10 POINTS OF A CAMPUS RATING AS PART OF OUR LOCAL ACCOUNTABILITY SYSTEM.

SO WE DO WANT TO REMIND YOU THAT THESE ARE VERY, VERY IMPORTANT TO US, SO MUCH SO THAT THEY ARE INCLUDED IN THE ACCOUNTABILITY SYSTEM.

AND THAT'S ALL I'VE GOT FOR THESE.

GOOD AFTERNOON.

SO VERY PLEASED TO SHARE WITH YOU THE NEW TRANSFORMATION SCHOOL.

WE WILL OPEN NEXT SCHOOL YEAR AND THIS TRANSFORMATION SCHOOL REALLY OBVIOUSLY WAS BORN OUT OF THE RECOGNITION THAT, YOU KNOW, THE COVID HAS TAUGHT US MANY THINGS AND OBVIOUSLY HAS FORCED OUR HAND IN SOME WAYS AND IN SOME WAYS, NOT BAD.

AND SO WE CURRENTLY HAVE A VIRTUAL ACADEMY THAT IS WELL, IS GOING WELL, AND WE ALSO KNOW THAT THIS MODEL ISN'T FOR EVERYONE SO THAT AS WE THINK ABOUT THE MODEL FOR THE FUTURE FOR NEXT YEAR THAT WE LAUNCH, YOU KNOW, WE ARE THINKING ABOUT THE CRITERIA DEVELOPED AND WE'LL SHARE THAT WITH YOU IN A MOMENT.

BUT THIS VIRTUAL ACADEMY WILL BE A TRANSFORMATION SCHOOL AND IT WILL.

THERE WILL ALSO BE A ZERO YEAR PRINCIPAL THAT SCHOOL LEADERSHIP WILL ENGAGE IN THE PRINCIPAL SELECTION PROCESS HERE IN THE NEXT FEW WEEKS.

BUT ULTIMATELY, THAT PRINCIPAL THEN WILL ALSO HELP DEVELOP THE THE MODEL FOR THIS PARTICULAR SCHOOL PROGRAM.

THIS SCHOOL, WHILE IT SAYS K-12, ULTIMATELY WE EXPECT IT TO BE K-12, BUT FOR NOW IT WILL START OUT WITH GRADES THREE THROUGH NINE.

AND WHILE WE'RE CALLING IT ISLAND PREP, OF COURSE, IT WILL HAVE TO GO THROUGH THE BOARD'S APPROVAL.

FOR WHATEVER NAME IS RECOMMENDED, SO WE RECOGNIZE THAT THAT IS NOT THE SCHOOL NAME, THAT'S THE INTERNAL TERM WE ARE USING.

BUT ULTIMATELY, THIS IS A SELF-PACED SCHOOL WHERE IT ALLOWS PARENTS AND STUDENTS THE FLEXIBILITY TO LIVE OR WORK ANYWHERE, AND WE SEE THAT THE TEXAS VIRTUAL SCHOOL NETWORK IS ALIVE AND WELL, AND THIS IS A GOOD OPPORTUNITY FOR US TO RECAPTURE MARKET SHARE FOR FAMILIES WHO DO IN FACT WANT THE OPPORTUNITY TO ENGAGE IN A VIRTUAL OPTION.

AND I CAN'T TELL YOU JUST FROM OUR CURRENT EXPERIENCE WITH THE HYBRID SCHOOL.

OUR FAMILIES ARE REALLY ENJOYING ENJOYING THE HYBRID OPPORTUNITY AND THE SCHOOL WAS THRIVING.

AND AGAIN, IT'S A SMALL POPULATION, BUT WE RECOGNIZE IT'S A POPULATION THAT THERE ISN'T ONE AND THERE'S A NEED.

SO WE WE'RE EXCITED ABOUT THE OPPORTUNITY TO COME.

NEXT SLIDE, PLEASE.

SO AS I SAID, WE HAVE BEEN CONSIDERING AND LOOKING AT CRITERIA.

SO AS YOU LOOK AT THE CRITERIA BEFORE YOU.

WE RECOGNIZE THAT WHILE THE STATE HAS SET ITS OWN CRITERIA, THIS IS A CRITERIA THAT WE HAVE SET AND WE WILL CONTINUE TO LOOK AT.

[00:40:02]

BUT ULTIMATELY, IF WE LOOK AT STUDENTS TENANTS FOR THE PREVIOUS SCHOOL YEAR, THEY WOULD HAVE TO BE IN ATTENDANCE FOR 90 PERCENT OF THE TIME OR GREATER BECAUSE WE RECOGNIZE THAT IF YOU'RE NOT IN SCHOOL, THE LIKELIHOOD OF YOUR SUCCESS IS PROBABLY NOT GOING TO BE VERY GOOD.

IN ADDITION, THEY HAVE TO MAINTAIN GRADES OF A C OR HIGHER IN ALL SUBJECT AREAS, AS WELL AS IF THEY TOOK A STAR EOC COURSE THE PREVIOUS YEAR, THEY WOULD HAVE TO HAVE PASSED ALL OF THE STAR EOC COURSES.

AND THEN FINALLY, IF A STUDENT DID NOT TAKE A STAR EOC COURSE, FOR EXAMPLE, A STUDENT ENTERING A THIRD GRADE FROM SECOND GRADE, THEY, OF COURSE, WOULD NOT HAVE A STAR EXAM.

BUT THEN WE WOULD USE MAP DATA TO HELP US DETERMINE THE ELIGIBILITY AND THE ENTRANCE INTO THAT PROGRAM.

NEXT SLIDE PLEASE [INAUDIBLE] US IN THE PROCESS OF DEVELOPING THE SCHOOL MODEL AS WE ROLL OUT THE HYBRID SCHOOL.

WE, OF COURSE, WERE IN COMMUNICATION WITH THE TEXAS EDUCATION AGENCY IN THIS CASE.

WE ALSO APPLIED FOR A AN OPPORTUNITY WHICH IS THE VIRTUAL AND HYBRID PROGRAM ACCELERATOR.

AND ULTIMATELY WE WILL BE AFFORDED THE OPPORTUNITY TO WORK WITH THE TECHNICAL ASSISTANCE PROVIDER TO REALLY HELP BUILD OUT OUR SCHOOL MODEL AND MAKE SURE THAT IT'S EXACTLY WHAT IT NEEDS TO BE FOR STUDENTS USING RESEARCH, USING BEST PRACTICES AND THEN SETTING GOALS.

AND THEN, OF COURSE, CONTINUAL REFINEMENT AND DEVELOPMENT TO MAKE SURE THE PROGRAM GETS STRONGER AND BETTER YEAR OVER YEAR.

GOOD AFTERNOON.

SO SPEAKING OF VIRTUAL LEARNING, IN AUGUST, THE BOARD AUTHORIZED THE SECOND PHASE OF OPERATION CONNECTIVITY, WHICH PROVIDES FREE COMMERCIAL HOME INTERNET SERVICE TO QUALIFIED DALLAS ISD FAMILIES.

TO DATE, WE'VE RECEIVED ALMOST 10000 APPLICATIONS FOR THAT PROGRAM.

OVER 5000 OF THOSE APPLICATIONS HAVE BEEN REVIEWED AND REFERRED TO THE ISP FOR INSTALLATION.

APPROXIMATELY 2200 BEEN REVIEWED, BUT WE'RE NOT ELIGIBLE BASED ON THE FAMILY'S ECONOMIC STATUS.

HOWEVER, I WOULD REMIND YOU THAT WE PLAN TO REVIEW THOSE APPLICATIONS KNOWING THAT CAMPUSES HAVE BEEN DILIGENTLY UPDATING THE DEMOGRAPHIC INFORMATION INTO OUR SYSTEMS IN THAT ECODYST STATUS MAY HAVE CHANGED.

SO WE'LL TAKE A SECOND LOOK AT THOSE.

THE ANOTHER 1500 STUDENTS HAVE BEEN POOLED OUT FOR DIFFERENT REASONS, USUALLY BECAUSE THEY'RE NOT ENROLLED IN DALLAS ISD OR BECAUSE THERE MAY BE DUPLICATE MULTIPLE APPLICATIONS ON FILE.

AND THEN LASTLY, WE'RE STILL PROCESSING ABOUT 900.

AND I WOULD ALSO LIKE TO MENTION AT THIS POINT THAT THE THAT WE HAVE EXTENDED THE APPLICATION PERIOD TO NOVEMBER 15TH SO THAT THAT OPPORTUNITY IS STILL AVAILABLE FOR ANYBODY WISHING TO PARTICIPATE.

NEXT SLIDE, PLEASE.

I ALSO WANTED TO PROVIDE YOU A QUICK UPDATE ON THE INFRASTRUCTURE BASED SOLUTIONS, AND I THOUGHT YOU MIGHT APPRECIATE THE BROADER VIEW DEPICTING THE COLLABORATIVE EFFORTS BETWEEN THE CITY AND THE SCHOOL DISTRICT.

THIS BASE MAP IS DALLAS ISD ZIP CODES WITH THE GREATEST CONNECTIVITY GAPS PRE-PANDEMIC.

AS YOU CAN SEE, OUR EFFORTS ARE EQUITY DRIVEN.

THE CITY HAS COMPLETED VARIOUS FIBER INSTALLATIONS, COMMUNITY WIFI PROJECTS AND EVEN LEVERAGED LIBRARIES AS TECHNOLOGY ZONES.

AND, OF COURSE, THE DISTRICT HAS COMPLETED PRIVATE CELLULAR INFRASTRUCTURE NOW AT EIGHT SCHOOLS, WITH TWO MORE EXPECTED FOR COMPLETION BY THE END OF THE YEAR.

AND WE'RE ACTIVELY CONNECTING STUDENTS AND FAMILIES TO THAT PRIVATE CELLULAR NETWORK AND PLAN TO CONDUCT A FULL EVALUATION OF THE PROGRAM BEFORE WE MAKE ANY RECOMMENDATIONS TO EXPAND.

AND WITH THAT, I'LL TURN IT OVER TO CHIEF ABEL.

THANK YOU.

GREAT EXCITEMENT.

SORRY WITH WITH GREAT EXCITEMENT.

WE'RE HERE TO DISCUSS OUR CURRENT STATUS FOR OUR CENTRAL STAFF EXCELLENCE INITIATIVE.

AS YOU'RE PROBABLY AWARE, DURING THE 2020 21 SCHOOL YEAR EVALUATION CYCLE, WE DID IMPLEMENT A PILOT USING OUR IT DEPARTMENT.

THE IT DEPARTMENT WAS CHOSEN DUE TO THE VARIETY OF EMPLOYEE TYPES.

THEY HAVE FIELD BASED TRADITIONAL CENTRAL STAFF AND VARIOUS OTHER EMPLOYEE GROUPS THAT PROVIDE A REALLY GOOD DATA SAMPLE FOR US TO MAKE ANY NEEDED MODIFICATIONS FOR THE SYSTEM GOING FORWARD.

IN ADDITION TO THAT, HCM WAS PART OF THE INITIAL PILOT ON THE RUBRIC ONLY NOT THE COMPENSATION PIECE JUST ON THE RUBRIC.

NEXT ONE, I'M SORRY, GO BACK ONE.

AND AS YOU'LL SEE, THE THE CSEI IS FRAMEWORK VERY SIMILAR TO OUR OTHER EXCELLENCE INITIATIVES AS WE HAVE THE FOUR MAJOR WEIGHTED COMPONENTS OF OUR DIFFERENTIATED PERFORMANCE RUBRIC, OUR CORE FOUR SURVEYS, OUR INDIVIDUAL WORK PRIORITIES AND GOALS, AND THEN OUR DIVISION SMART GOALS THAT COUPLED WITH THE TRADITIONAL FEEDBACK CYCLE AND GROWTH OPPORTUNITIES FOR OUR EMPLOYEES AS WELL.

NEXT PLEASE.

SO AS WE MENTIONED DURING THE 2021 THE IT DEPARTMENT IMPLEMENTED THE CCI FOR A FULL IMPLEMENTATION OF THE CSEI, INCLUDING THE EVALUATIVE RUBRIC AS WELL AS THE COMPENSATION COMPONENTS.

AGAIN, THEY WERE CHOSEN BASED UPON THAT VARIETY OF EMPLOYEE TYPES THEY HAVE.

IT WAS A VERY SUCCESSFUL PILOT WITH LOTS OF POSITIVE FEEDBACK FROM THE EMPLOYEES.

SO WE, THE PILOT HAS BEEN EXPANDED OUT AND AS WE GO FORWARD NEXT SLIDE, BASED

[00:45:04]

UPON THE CURRENT SYSTEM, WE ARE LOOKING TO EVALUATE OR LOOKING TO EXPAND THE CSEI PROGRAM INTO THE VARIOUS DIVISIONS BASED UPON THAT SCHEDULE AS LISTED THERE FOR THE CURRENT SCHOOL YEAR.

HCM AND TEACHING AND LEARNING WILL ROTATE ON TO THE CENTRAL STAFF EXCELLENCE INITIATIVE.

WE WANTED TO MAKE SURE WE DIDN'T ROLL OUT TOO FAST.

WE WANTED TO MAKE SURE WE HAD THE ABILITY TO TRAIN OUR EMPLOYEES AND OUR SUPERVISORS TO MAKE SURE THEY'RE CALIBRATED, AND IT'S A FAIR AND RIGOROUS EVALUATION.

SO THAT'S THE SCHEDULE THAT WE CURRENTLY HAVE IN PLACE THAT MAY CHANGE AS WE GO FORWARD.

BUT THAT IS THE CURRENT PROCESS THAT'S IN PLACE.

NEXT, OPERATION COMEBACK.

HEY, GOOD AFTERNOON, THANK YOU.

I'M HERE TO SHARE WITH YOU THE UPDATE ON OPERATION COMEBACK AND START STRONG LAST YEAR, LED BY VINCENT REYES AND TEAM, ALONG WITH PRINCIPALS ACROSS THE DISTRICT AND THEIR TEAMS. THEY LAUNCHED A PROGRAM CALLED OPERATION COMEBACK AND WE EXPANDED IT TO START STRONG THIS YEAR, IDENTIFYING FOUR KEY LEVERS OF ATTENDANCE GRADUATION RATES, ACADEMIC ON TRACK SYSTEMS AND STUDENT FAMILY ENGAGEMENT TO INCREASE THE AMOUNT OF STUDENTS WHO RETURN TO OUR CAMPUSES AND TO ENSURE THAT THEY HAD GREAT ATTENDANCE.

WE KNOW THAT THEY WERE IMPACTED WITH HEALTH ISSUES LAST YEAR AND SOCIAL EMOTIONAL ISSUES THAT MADE THEM NOT ABLE TO COME TO SCHOOL.

SO WE WANTED TO MITIGATE THAT THIS SCHOOL YEAR.

SO WE IDENTIFIED FOUR GOALS ALONG WITH OUR EVALUATION AND ASSESSMENT DEPARTMENT AND THAT BEING ONE OF ATTENDANCE TO GET A MINIMUM OF 95 PERCENT IN ATTENDANCE.

WE KNOW PREVIOUSLY THAT WAS OUR AVERAGE RATE, AND LAST YEAR WE SAW A DECLINE BECAUSE OF COVID AND THE PANDEMIC.

OUR GRADUATION RATES TO REVERSE THAT DOWNWARD TREND AGAIN, IT WAS ABOVE 84 PERCENT PREVIOUSLY PRE-PANDEMIC.

BUT LAST YEAR WE ALSO SAW A SLIGHT DECLINE WITH OUR END OF YEAR GRADUATION RATE.

AND THEN ALSO TO REALLY REINFORCE OUR ON TRACK SYSTEMS SO THAT WE CAN IDENTIFY THOSE STUDENTS WHO ARE MOST IN NEED EARLIER WITH INTERVENTIONS AND ALSO TO INCREASE STUDENT AND FAMILY ENGAGEMENT.

AND SO WE CREATED A PRODUCT AND DEVELOP A PRODUCT THAT WE'RE TRAINING ALL OF OUR FAMILY ENGAGEMENT COORDINATORS AND ALSO OUR COMMUNITY LIAISONS WITH THAT ITEM AS WELL.

SO I WANTED TO PULL OUT FOR YOU ON THE NEXT SLIDE.

AN EXAMPLE OF WHAT THIS LOOKS LIKE.

SO WE HAD A FOAM BLITZ THAT WE DID, ALONG WITH A POSTCARD MAILING FOR ON HERE YOU SEE THE HIGHEST PRIORITY AS ZIP CODES.

AND THAT'S BECAUSE THIS AT THE BEGINNING OF THE YEAR, THE ZIP CODE HAS HAD THE HIGHEST NUMBER OF OF NO SHOW STUDENTS.

AND SO THESE ARE STUDENTS THAT JUST DIDN'T COME BACK.

NOW WE DID IT FOR ALL ZIP CODES, BUT THESE WERE OUR HIGHEST PRIORITIES.

AND THEN WHAT WE DID IS YOU CAN SEE THAT WE MADE WITH THIS SORT OF CROSS DIVISIONAL EFFORT.

THE ATTEMPTED CALLS, HOME VISITS, POSTCARD MAILINGS AND YOU CAN SEE WHAT WE DID WAS WE REACHED WE SPOKE TO PARENTS AND GUARDIANS OF ABOUT 900 STUDENTS, AND THEN WE ALSO SAW THAT ABOUT 800 STUDENTS DIDN'T NECESSARILY CONNECT WITH US OR ANSWER THE PHONE.

THERE WAS SOME ISSUE WITH THAT CONNECTION INFORMATION.

YOU'LL SEE KIND OF OUR RESULTS AND EFFORTS AS A RESULT OF THAT EXPERIENCE.

BUT I CAN SAY WITH THIS PARTICULAR SET OF ZIP CODES THAT WE WERE ABLE TO SUCCESSFULLY ENROLL ALMOST 300 STUDENTS.

AND THEN YOU CAN ALSO SEE OUR OPERATION COMEBACK AND START STRONG FOR OUR HIGH SCHOOL STUDENTS AS WE REACHED OUT TO PARENTS AND SPOKE TO THEM, WENT ON THOSE HOME VISITS, WE HEARD FROM MANY STUDENTS WHO JUST KIND OF SAID, YOU KNOW WHAT, I'M SO FAR BEHIND.

I JUST DON'T HAVE THE DESIRE TO COME BACK.

IT'S JUST TOO LATE.

AND SO WE ENCOURAGED THEM BECAUSE WE'VE WE'VE ROLLED OUT MULTIPLE WAYS TO REENGAGE THOSE STUDENTS, WHETHER THEY'RE A MIDDLE SCHOOL STUDENT WHO'S REALLY CLOSE TO HIGH SCHOOL.

THEY JUST NEED TO EARN THOSE CREDITS OR THEY'RE A FIFTH YEAR SENIOR OR THEY'RE A STUDENT WHO'S JUST MISSING A FEW CREDITS OR MANY CREDITS.

WE HAVE A VARIETY OF PROGRAMS FOR THOSE STUDENTS.

AND SO WE WERE ABLE TO SUCCESSFULLY ENROLL THESE KIDS INTO THESE PROGRAMS, AND YOU CAN SEE THE NUMBERS HERE ON THE NEXT SLIDE.

I JUST WANTED TO GIVE YOU A QUICK SNAPSHOT OF SOME OF THE WORK THAT WE'RE GETTING READY TO ENGAGE IN.

AND SO YOU'LL SEE WE ARE DOING LAUNCHING A CAMPAIGN.

IT'S CALLED YOUR CONTACT INFORMATION CAMPAIGN, UPDATE YOUR CONTRACT CONTACT INFORMATION AND YOU'LL SEE THAT WE'LL SEND POSTCARDS OUT TO OUR FAMILIES TO UPDATE THIS INFORMATION.

WE SAW THAT WITHOUT CORRECT INFORMATION IT'S REALLY DIFFICULT TO REENGAGE OUR STUDENTS, AND SO WE'RE GOING TO DO THAT A COUPLE OF TIMES THIS YEAR, ONE IN NOVEMBER.

WE'RE LAUNCHING SOON, ANOTHER IN MAY.

AND THEN ALSO WE ARE REALLY, REALLY FOCUSED ON OUR ON TRACK BACKGROUND CAMPAIGN.

AND WITH THAT, WE'VE REALLY POURED INTO OUR DASHBOARD TO ENSURE THAT PRINCIPALS HAVE THE MOST CURRENT AND UP TO DATE INFORMATION ABOUT OUR STUDENTS.

EVERYTHING FROM GRADES TO CREDITS EARNED STAR SCORES, ANYTHING THAT THEY MIGHT

[00:50:02]

NEED ATTENDANCE, AND IT SENDS THE PRINCIPAL AN AUTOMATIC UPDATE EVERY TWO WEEKS ON THEIR STUDENTS TO JUST KIND OF SAY, HEY, THESE ARE STUDENTS THAT YOU SHOULD FOCUS ON AND INTERVENE IF THERE'S ANY, IF THERE'S A NECESSITY TO DO SO.

AND THEN FINALLY, WE WANTED TO ALSO SHARE WITH YOU THAT WE HAVE AN ON TRACK GUIDEBOOK THAT WE'RE TRAINING OUR OUR COORDINATORS ON SO THAT THEY CAN CONTINUE TO SUPPORT THEIR CAMPUSES.

AND IN THE MONTH OF JANUARY, WE ARE COLLABORATING WITH OUR COUNSELING DEPARTMENT AND OTHERS TO GET.

HOW OUR STUDENTS TO REALLY TRACK THEIR OWN PROGRESS TOWARDS GRADUATION, AND SO THEY'LL LOOK AT CREDITS, ATTENDANCE AND A MULTITUDE OF OTHER THINGS TO SEE IF THEY'RE ON TRACK FOR GRADUATION IN NINTH GRADE AND BEYOND.

THANK YOU ALL SO MUCH, TRUSTEES WE'LL HAVE QUESTIONS ON THIS.

WE'LL START WITH TRUSTEE GARCIA, FOLLOWED BY TRUSTEE MARSHALL, FOLLOWED BY TRUSTEE FOREMAN.

THANK YOU, PRESIDENT MACKEY.

A QUESTION ON OPERATION CONNECTIVITY.

AND LET ME GO BACK TO THAT SLIDE VERY QUICKLY.

SO I'M TAKING A LOOK AT THE FAMILIES.

SO WE HAVE ROUGHLY OVER ROUGHLY OVER 50 PERCENT OF THE FAMILIES THAT HAVE SUBMITTED WILL BE RECEIVING SERVICE.

IS THAT CORRECT? THAT'S CORRECT.

OK.

AND I DON'T SEE NECESSARILY A HEAT MAP TO SEE WHERE THEY'RE COMING FROM.

BUT ARE THEY ARE THESE APPROVED? APPLICATIONS, ARE THEY COMING FROM THE ZIP CODES MATCHING HIGHEST NEED? YOU KNOW, I ANTICIPATED THAT THAT QUESTION MAY COME UP, AND SO I MY TEAM JUST GAVE ME A LINK TO SOME ANALYSIS AND I CAN PROVIDE MORE INFORMATION IN A IN A WRITTEN UPDATE, BUT JUST A COUPLE OF REFERENCE POINTS.

SO THE HIGHEST REQUESTING ZIP CODE WAS 75217.

WE HAVE OVER A THOUSAND APPLICANTS FROM THAT ZIP CODE.

THE NEXT HIGHEST WAS 75220, FOLLOWED BY 75211 GOING A LITTLE FURTHER DOWN THE LIST 75216 SO THOSE ARE THE ZIP CODES WHERE WE'RE RECEIVING THE MOST DEMAND FOR SERVICE.

OK.

AND I'M EXCITED TO HEAR 75217 THAT'S PLEASANT GROVE AND PLEASANT GROVE IS UP ON THE LIST, SO THAT'S EXCITING TO HEAR.

BUT THAT ONLY DOES MEAN THAT'S ONLY A THOUSAND OF THE FIVE THOUSAND THAT HAVE BEEN APPROVED.

I LOOK FORWARD TO HOPEFULLY SEEING MORE SUCCESSFUL OR MORE APPLICATIONS COMING IN AS THE APPLICATION PERIOD CLOSES BY NOVEMBER 15TH, BUT GREAT, GREAT WORK ON HERE SO FAR.

MY NEXT QUESTION THEN IS FOR OPERATION COMEBACK.

AND I'M LOOKING AT THE PRIORITY ZIP CODES, SO THIS IS THIS FOCUSED ONLY ON ELEMENTARY AND MIDDLE SCHOOL STUDENTS, AND I'M ASKING BECAUSE 40 PERCENT OF THOSE STUDENTS ON THESE ZIP CODES ARE [INAUDIBLE] ARE SPECIFICALLY IN PLEASANT GROVE THAT WOULD ENCOMPASS MY DISTRICT FOR THOSE STUDENTS THAT AREN'T COMING BACK.

WHAT ARE WE HEARING FROM THEM? WHAT ARE THEY NECESSARILY ENGAGING IN MY MY TAKE? SPEAKING FOR THIS COMMUNITY IS THAT THE MAJORITY OF STUDENTS DECIDED NOT TO GO BACK TO SCHOOL BECAUSE THEY NEED TO WORK AND SUPPORT THEIR FAMILIES.

BUT WE'RE SPEAKING SPECIFICALLY HERE FOR ELEMENTARY MIDDLE SCHOOL STUDENTS.

I'M STILL TAKING A LOOK AT THE HIGH SCHOOL NUMBERS, BUT WHAT ARE WHAT HAPPENS TO THOSE STUDENTS IF WE HAVE OVER A THOUSAND MORE LEFT OVER THAT WE HAVEN'T NECESSARILY MADE CONTACT WITH? MM HMM.

YEAH.

AND I HAVE [INAUDIBLE] ONLINE.

BUT THEN SPECIFICALLY, BUT I'LL TELL YOU THAT ONE OF THE THINGS WHEN WE WERE ABLE TO MAKE CONTACT, WE FOUND THAT EITHER THEY HAD TRANSFERRED OUTSIDE THE DISTRICT OR THAT THEY JUST NEEDED TO BE REMINDED AND PERSUADED TO COME BACK.

AND THEN ALSO, WE KNOW THAT WE ALSO HAD STUDENTS WHO AT THE TIME.

SO THIS WAS AT THE BEGINNING OF SEPTEMBER, THAT TIMELINE, THE FIRST TWO WEEKS, I THINK, IN SEPTEMBER.

AND SO AT THE TIME, WHAT WE ALSO FOUND WAS THAT WE HAD A LOT OF PARENTS WHO WERE CONCERNED ABOUT SAFETY, HEALTH AND SAFETY MEASURES.

AND SO THE LAUNCHING OF OUR VIRTUAL ACADEMY ALLOWED MANY OF THOSE KIDS TO ENROLL AS WELL.

AND SO WHAT CAN I SAY TO A STUDENT AS A TRUSTEE OVER THIS DISTRICT, THE COMMUNITY OF PLEASANT GROVE, THAT IF THEY NEED TO WORK, BUT THEY ALSO WANT TO GO TO SCHOOL, WHAT CAN I SAY TO THEM IS AVAILABLE TO THEM AS AN OPTION TO CONTINUE THEIR EDUCATION WITHOUT FEELING LIKE THEY'RE FALLING BEHIND OR WHAT? YEAH, ABSOLUTELY.

SO IF YOU LOOK AT OUR OUR EVENING ACADEMY, WE HAVE A COUPLE OF THINGS.

SO LET ME JUST TELL YOU THIS I NEED TO WORK AND I NEED TO GO TO SCHOOL.

RECONNECTION PLUS IS FOR STUDENTS WHO ARE SIGNIFICANTLY BEHIND.

THEY'RE ABLE TO EITHER START THE SCHOOL DAY LATE OR START THE SCHOOL DAY EARLY AND OR LEAVE THE SCHOOL DAY EARLY TO GO TO WORK WHILE THEY'RE ALSO IN RECONNECT AND ABLE TO RECOVER CREDITS.

SO THAT'S ONE OPTION THAT WE HAVE FOR THEM.

[00:55:02]

WE ALSO HAVE OUR EVENING ACADEMY FOR THEM, WHICH ALLOWS THEM TO RECOVER CREDITS IN THE EVENING, AND WE'RE ALSO WORKING ON ANOTHER OPTION.

I DON'T KNOW IF I CAN SPEAK TO THAT OPTION NOW, BUT WE'RE ALSO LOOKING AT ANOTHER OPTION THAT WE ARE WORKING WITH TO.

I WOULD SAY, RESEARCH AND POTENTIALLY ENGAGE WITH TEA.

ON, AND THAT IS A FLEXIBLE SCHOOL DAY OPTION.

AND WITH THAT PARTICULAR OPTION, THIS WOULD BE FOR STUDENTS WHO ARE SIGNIFICANTLY BEHIND AS WELL, AND THEY WOULD BE ABLE TO EARN CREDIT IN THE EVENING WHILE THEY WORK DURING THE SCHOOL DAY.

AND SO WE'RE RESEARCHING THAT AND HOPEFULLY WE'LL BE ABLE TO BRING THAT TO YOU IN THE FUTURE, OK? AND SO THIS TOTAL NUMBER OF STUDENTS THAT I SEE HERE, THESE ARE ALL MUTUALLY EXCLUSIVE PROGRAMS FOR CONNECTION WITH CONNECTION PLUS FRESHMAN CENTERS, OK FOR OUR HIGH SCHOOL STUDENTS.

HIGH SCHOOL BUT PHENIX PROGRAM IS FOR OUR MIDDLE SCHOOL STUDENTS WHO ARE IN EIGHTH GRADE IN THEIR HIGH SCHOOL AGE STUDENTS, AND THEY NEED TO ACCELERATE AND GET INTO HIGH SCHOOL SO THEY CAN BE BACK ON COHORT WITH THEIR OTHER PEERS.

OK, VERY WELL.

THANK YOU FOR THESE EFFORTS.

THOSE ARE MY QUESTIONS.

THANK YOU.

THANK YOU.

THANK YOU.

TRUSTEE GARCIA TRUSTEE MARSHALL FOLLOWED BY FOREMAN, FOLLOWED BY MICCICHE.

SO I'M SURPRISED DOC LET YOU GET GET AWAY WITH MORE THAN 10 SLIDE RULE.

BUT THIS WAS A VERY ROBUST PRESENTATION COVERING A LOT OF TOPICS, MANY OF WHICH ARE VERY EXCITING.

SO THANK YOU FOR THE UPDATE.

I JUST HAVE A COUPLE OF QUESTIONS.

BUT THE FIRST ONE IS ACTUALLY NOT ABOUT THE SLIDES, IT'S ABOUT YOUR INTRODUCTORY COMMENTS ABOUT THE STATE OF MASKING AND COVID.

I UNDERSTAND THIS IS CERTAINLY A ADMINISTRATION MATTER AND A SUPERINTENDENT DECISION, BUT YOU I'M A LITTLE SURPRISED, TO BE HONEST, THAT WITH THE COUNTY REDUCING THE THREAT LEVEL, THAT WE'RE NOT MAKING MORE SUBSTANTIVE CHANGES AND WOULD WOULD LIKE TO YOU MADE A COMMENT THAT YOU'RE GOING TO REVISIT IT IN NOVEMBER, WHICH YOU SAID NOVEMBER.

SO I'M GLAD I GOT A LITTLE MORE CLARITY ON THAT SINCE WE'RE IN NOVEMBER.

I MEANT TO SAY DECEMBER.

OK.

AND WHEN YOU WHEN YOU DO THAT REEVALUATION, WHAT IS IT THAT YOU'LL BE LOOKING FOR BECAUSE, YOU KNOW, WITH THE METRICS WHERE THEY ARE I WOULD HAVE SUSPECTED, AT LEAST IN THE HIGH SCHOOLS WHERE VACCINATION IS MORE, YOU KNOW, IS LEGAL AND ALLOWED AND FRANKLY PRETTY PREVALENT GIVEN THE NUMBERS YOU JUST SHOWED FOR OUR STAFF AND OUR STUDENTS.

I WOULD HAVE EXPECTED SOME, SOME CHANGE THERE.

SO I'M JUST CURIOUS WHAT YOU'LL BE LOOKING FOR WHEN YOU REVISIT THIS IN EARLY DECEMBER.

PROBABLY THE MAIN INDICATOR WILL BE THE COVERAGE IN THE VACCINES THAT ARE ELEMENTARY STUDENTS HAVE AVAILED THEMSELVES TO THAT.

PLUS THEN AFTER WE COME BACK FROM THANKSGIVING, IS THERE GOING TO BE A SPIKE IN THE NUMBER? SO THOSE ARE THE TWO BIG THINGS THAT WE'LL BE LOOKING AT, AND IF THOSE ARE VERY GOOD, THEN WE CAN PROBABLY MOVE FASTER.

DO YOU HAVE A DATE IN MIND FOR DECEMBER? I WANT TO I WANT TO BE FLEXIBLE, I DON'T PIN MYSELF DOWN BECAUSE WE HAVE SOME GOOD, THEN WE CAN MOVE FASTER.

AND BUT ALSO I JUST WANT TO GIVE MYSELF AND MY TEAM A CHANCE TO ANALYZE IT AT THAT POINT.

AND THE DATA YOU'RE TALKING ABOUT LOOKING AT IS THAT DISD DATA OR COUNTY DATA, OR MOSTLY DALLAS ISD.

WE'LL TAKE INTO CONSIDERATION THE COUNTY.

BUT WE'RE A LITTLE BIT DIFFERENT SINCE WE'RE THE ONES THAT HAVE BEEN THE MOST COMPLIANT.

OUR NUMBERS WILL ACTUALLY BE BETTER THAN THE COUNTIES, SO PRIMARILY OUR DATA.

BUT IF THERE'S SOMETHING NEW WE GET FROM THE COUNTY, THAT WOULD BE STARTLING THAT I MAY I MAY LOOK AT THAT AS WELL.

OK.

SO I ALSO HAD SOME QUESTIONS ABOUT CONNECTIVITY AND WANT TO KIND OF PICK UP WHERE TRUSTEE GARCIA LEFT OFF THE NUMBERS THAT ARE ON THE SLIDE WITH THE PIE CHART.

I GUESS THAT'S SLIDE 11.

THOSE NUMBERS DON'T PUT THEY'RE NOT IN THE CONTEXT OF THE NUMBERS THAT YOU SHOWED IN THE BROADER CONNECTIVITY UPDATE THAT SHOWED THE SHEER NUMBER OF STUDENTS THAT DON'T HAVE INTERNET ACCESS.

SO CAN YOU REFRESH OUR MEMORY ABOUT WHAT THAT NUMBER IS? YEAH, I THINK BACK IN AUGUST, I DON'T REMEMBER THE EXACT NUMBER.

I MAY HAVE TO REFER BACK TO THE INFORMATION FROM AUGUST, BUT WE WERE ESTIMATING SOMEWHERE HIGHER.

I THINK IT WAS 25, SOMEWHERE BETWEEN 25, 30, 40 36000 IS WHAT I RECALL.

36000.

THANK YOU, SIR.

SO WE'RE NOT SEEING WE'RE NOT SEEING PARTICIPATION AT THOSE LEVELS.

YEAH, I MEAN, THAT'S KIND OF THE THE GIST OF MY LINE OF QUESTIONING.

I'M I'M FRANKLY A LITTLE SHOCKED AND DEFINITELY DISAPPOINTED THAT WE DIDN'T HAVE BETTER PERFORMANCE HERE.

YOU KNOW, AND I GET THAT WE'RE RESPONDING TO APPLICATIONS, YOU KNOW, WE NEED THE APPLICATION BEFORE WE CAN DO ANYTHING ABOUT IT.

BUT BUT IF WE HAVE 36000 KIDS WITHOUT INTERNET ACCESS AND WE'RE ONLY ABOUT TO HAND OUT SOMEWHERE BETWEEN 5000 AND 6000, DEPENDING ON WHAT HAPPENS WITH THAT YELLOW PIECE OF PIE, IN THE RED.

BUT YEAH, WE'RE YEAH, WE'RE CONSIDERABLY OFF THAT INITIAL ESTIMATE.

THE RED IS NOT QUALIFIED, RIGHT? YES.

BUT AS I MENTIONED, WE'RE GOING TO TAKE ANOTHER LOOK AT THOSE BECAUSE THIS TIME OF

[01:00:01]

YEAR THAT ECO DISINFORMATION DOES CHANGE IN OUR SYSTEMS AS CAMPUSES RECEIVE UPDATED INFORMATION FROM FAMILIES.

OK, SO MAYBE SOME FRACTION OF THAT SUDDENLY QUALIFIES.

BUT STILL, WE'RE TALKING, YOU KNOW, LIKELY AROUND 6000 OUT OF 36000.

I MEAN THAT THAT'S NOT IMPRESSIVE.

I'M WONDERING WHAT OUR PLAN IS TO DO BETTER, AND I'M ALSO CURIOUS WHY WE HAVE A NOVEMBER 15TH DEADLINE WHEN WE STILL GOT, YOU KNOW, 30000 KIDS THAT THAT AREN'T GETTING COVERAGE.

SURE.

THE THE NOVEMBER 15TH DEADLINE IS ACTUALLY PART OF THE PROGRAM.

IT'S DICTATED BY THE PROGRAM THAT WE'RE PARTICIPATING IN.

SO IN THIS CASE, THIS IS PART OF THE TEA PROGRAM OFFERING.

AND AS WELL, IF YOU RECALL, IT'S UNDERPINNED BY THE FEDERAL STIMULUS PACKAGE IS CALLED EMERGENCY CONNECTIVITY FUND, AND SO THE DATE CONSTRAINTS ARE DICTATED BY THOSE PROGRAMS. WE DON'T NECESSARILY CHOOSE THOSE DATES, AND SO WE HAVE EXTENDED THE DEADLINE.

I THINK INITIALLY WAS AT THE END OF OCTOBER AND WE OR MAYBE EVEN IN SEPTEMBER.

AND THEN WE KIND OF MOVED IT ALL THE WAY TO NOVEMBER 15TH.

SO I'M NOT SURE IF THERE THERE MAY BE ANOTHER EXTENSION.

BUT AGAIN, I DON'T I DON'T.

AT THIS POINT, I DON'T SEE US REACHING THOSE LEVELS.

SO IF WE CAN'T CHANGE THE DATE, THEN WHAT CAN WE DO BETWEEN NOW AND ELEVEN DAYS FROM NOW TO DRAMATICALLY INCREASE THE NUMBER OF APPLICATIONS? I MEAN, ARE WE SPENDING MARKETING MONEY ON THIS? WE HAVE SPENT MARKETING MONEY ON THIS.

YES, WE'VE INVESTED IN SOCIAL MEDIA CAMPAIGN.

THE COMMUNICATIONS TEAM HAS JUST BEEN FANTASTIC, HELPING US GET THE WORD OUT.

IT'S BEEN ALL OVER THE WEBSITE.

WE'VE, YOU KNOW, PRINTED FLIERS.

WE'VE PUT UP SIGNS AT CAMPUSES, YOU KNOW, AGAIN, MORE SOCIAL MEDIA.

SO I THINK, YOU KNOW, WE'VE WE'VE EVEN RELIED ON OUR PARTNERS AT THE COALITION TO TRY TO AMPLIFY THE MESSAGE OUT IN THE COMMUNITY.

I'M SURE I'M SURE OUR MARKETING TEAM HAS DONE GREAT WITH THOSE VEHICLES YOU JUST MENTIONED, ALL OF WHICH ARE FREE AND OR LOW COST, RIGHT? SO DOING THINGS ON SOCIAL MEDIA, PUTTING UP SOME, YOU KNOW, SOME YARD SIGNS AND PRINTING SOME FLIERS THAT ARE HANDED OUT AT SCHOOLS, THAT'S CHUMP CHANGE.

I'M TALKING ABOUT ACTUALLY SPENDING SOME MONEY ON MARKETING TV SPOTS, RADIO.

I MEAN, WHY AREN'T WE? WHY AREN'T WE TRYING TO GET THE MESSAGE OUT HERE BETTER WHEN OUR PERFORMANCE IS AS POOR AS IT IS IN GETTING APPLICATIONS? WE'LL CERTAINLY TAKE A LOOK AND SEE WHAT WE CAN DO TO INCREASE THE COMMUNICATIONS.

YEAH, I MEAN, ESPECIALLY IF THE DEADLINE GETS PUSHED BACK.

I MEAN, IT'S IT'S GOING TO BE TOUGH TO DO THAT NOW IN 11 DAYS.

BUT YOU KNOW, THIS IS DISAPPOINTING.

I JUST LIKE TO SEE US.

I THOUGHT THIS WAS GOING TO HAVE A LOT MORE TRACTION.

SO I'M HOPEFUL THAT WE CAN, YOU KNOW, INVEST BEHIND THIS MORE AGGRESSIVELY.

OKAY.

AND THEN THE LAST THING I JUST WANTED TO QUICKLY TALK ABOUT IS THE CENTRAL STAFF EXCELLENCE INITIATIVE I I'M THRILLED THAT THIS IS FINALLY ROLLING OUT.

YOU KNOW, I THINK WE'VE SEEN A LOT OF SUCCESS WITH PEI AND PEI BUT BUT WE NEED THE THE CENTRAL ADMINISTRATION TO EAT OUR OWN COOKING, RIGHT? I MEAN, WE CAN'T WE CAN'T SIT FROM A FROM 9400 AND SAY, HEY, ALL OF YOU SHOULD BE ASSESSED ON PERFORMANCE AND COMPENSATED ACCORDINGLY, BUT NOT US.

AND IT'S FELT A LITTLE DIRTY THAT WE'VE BEEN DOING THAT SO FAR FOR THE LAST SEVERAL YEARS.

SO I'M GLAD THAT WE'RE MAKING THAT TRANSITION.

MY ONLY REAL QUESTION HERE IS WITH THE ROLLOUT SCHEDULE THAT YOU HAVE ON ON SLIDE 15, THIS SEEMS REALLY SLOW TO ME AND I'M WONDERING WHY IT'S TAKING SO LONG.

I MEAN, WE WE ROLLED OUT 10000 TEACHERS ALL AT ONCE.

WE ROLLED OUT EVERY PRINCIPAL ALL AT ONCE, BUT WE'RE VERY SLOWLY DIPPING OUR TOE INTO THE WATER.

ONE DEPARTMENT AT A TIME OVER A THREE YEAR PERIOD FOR THE CENTRAL STAFF.

THAT DOESN'T DOESN'T MAKE A LOT OF SENSE TO ME.

SO I'M WONDERING, WHY CAN'T WE JUST DO ALL THIS NEXT YEAR? YEAH, FROM I THINK ONE OF OUR BIGGEST CONSIDERATIONS WAS IS THAT, FOR EXAMPLE, WE DID TEACHERS.

THERE ARE SEVERAL CATEGORIES OF TEACHERS, BUT WHEN WE LOOK AT CENTRAL STAFF, THE POSITIONS ARE SO VARIED.

WE FOUND THROUGH OUR PILOT IT TAKES MORE TRAINING AND MORE CALIBRATION TO MAKE SURE THAT IT IS FAIR AND CONSISTENT ACROSS THE BOARD.

AND THAT'S DEFINITELY WHAT OUR CHALLENGE HAS BEEN.

ONE THING IS IS WE'RE GOING THROUGH TEACHING AND LEARNING.

THIS YEAR WE'LL LEARN AND WE MAY HAVE THE OPTION TO ACCELERATE THAT IF IT GOES, IF IT GOES SMOOTHER AND WE COULD TIGHTEN UP OUR SYSTEMS AS WELL.

YEAH.

SO I ASSUME THAT'S WHAT YOU WOULD SAY.

I APPRECIATE THE ANSWER AND I DON'T BUY THAT AT ALL.

THAT'S NOT WHAT WE DID WITH TEACHERS.

I MEAN, WE ROLLED IT OUT ALL AT ONCE AND THEN WE SPENT FIVE YEARS IMPROVING IT AND TWEAKING IT AND MAKING IT BETTER.

RECOGNIZING THAT OUR FIRST ATTEMPT WASN'T GOING TO BE PERFECT AND THAT THERE WERE DIFFERENT TYPES OF TEACHERS AND DIFFERENT GROUPS AND DIFFERENT AGES, AND THAT WE WERE GOING TO HAVE TO CHANGE THE SYSTEM TO ACCOMMODATE THE REALITY OF THOSE DIFFERENCES.

AND NOW, WITH THE CENTRAL STAFF, WE'RE DOING THE EXACT OPPOSITE.

WE'RE SAYING, HEY, WAIT, LET US GET ALL OUR DUCKS IN A ROW BEFORE WE MOVE ON TO THE NEXT GROUP OF PEOPLE.

THAT'S EXACTLY THE OPPOSITE OF WHAT WE DID BEFORE, AND I THINK THE APPROACH THAT WE

[01:05:01]

TOOK THE LAST TIME WAS THE RIGHT APPROACH, WHICH IS GET IT DONE, GET IT OUT THERE, RECOGNIZE IT'S NOT GOING TO BE PERFECT AND REFINE IT AS WE GO.

RATHER THAN TAKING THIS SLOW AND MEASURED THREE YEAR ROLLOUT APPROACH, I JUST DON'T THINK THAT'S THE RIGHT THING TO DO.

AND I ALSO DON'T THINK IT SENDS THE RIGHT MESSAGE TO TEACHERS AND PRINCIPALS THAT ARE ALREADY EVALUATED IN THAT MANNER.

SO I HOPE YOU'LL RECONSIDER THAT.

THANKS.

THAT'S ALL I GOT.

THANK YOU, TRUSTEE MARSHALL TRUSTEE FOREMAN, FOLLOWED BY TRUSTEE MICCICHE.

SO JUST JUST A FEW QUESTIONS, STARTING WITH SUSANNA.

THIS IS ABOUT THE ESSER FUNDS, AND SO IT'S ALWAYS IMPORTANT WHEN WE HAVE THESE KINDS OF CONVERSATIONS JUST TO KNOW WHAT DOLLAR AMOUNTS WE'RE TALKING ABOUT.

SO IF YOU WOULD JUST GO BACK AND REFRESH ME ON THE DOLLAR AMOUNTS AND WHAT THE TARGET IS FOR EACH ONE, THE DOLLAR AMOUNTS.

I'M I'M GOING TO TRY TO SEE IF I CAN DO THAT QUICKLY.

WHILE WE'RE HERE, I MAY NEED TO PULL IT UP OUT OF YOU NEED.

YOU NEED A MINUTE TO DO THAT.

OK, SO THEN I'LL JUST MOVE ON AND AND YOU CAN STOP ME WHEN YOU FIND IT.

SO WE TALKED ABOUT THE FIRST BULLET AND THIS IS ON THREE PAGE THREE.

WE TALKED ABOUT APPROXIMATELY 496 TEACHERS AND TEAS AND MONITORS OVER FORMULA.

MY QUESTION IS WHEN I LOOK AT THIS, HOW MANY VACANCIES DO WE HAVE AND DID THIS REALLY IMPACT US BECAUSE IT LOOKS GOOD TO SAY WE'VE DONE THAT MANY, BUT HAS IT REALLY AFFECTED OUR SCHOOLS BECAUSE WITHOUT THE SCHOOLS REALLY BEING AFFECTED? JUST TO SAY WE HAVE THE NUMBER MEANS, ABSOLUTELY NOTHING.

I CAN'T SPEAK FOR EVERYBODY ELSE, BUT FOR ME, THAT MEANS NOTHING.

SO OK, SO LET ME SPEAK TO THE BUDGET.

SO I HAVE THE TOTAL BUDGET FOR THIS GROUP OF ACTIVITIES.

YES, MA'AM.

AND THAT'S 240 MILLION.

AND THOSE AMOUNTS MAY CHANGE SLIGHTLY OVER TIME.

BUT THAT'S THE TOTAL AMOUNT OF THIS, THESE SIX, THESE FIVE ACTIVITIES IN TERMS OF THE OVER FORMULA ADDITIONS.

LET ME TALK TO YOU A LITTLE BIT ABOUT WHAT KIND OF POSITIONS THEY WERE AND WHERE THEY WENT.

SO WE HAD OF THE 496 POSITIONS, 406 WERE TEACHERS, 56 OR TEACHING ASSISTANTS AND 32 ARE SCHOOL MONITORS.

OK, SO LET ME ASK ROBERT, CAN I? CAN I SHARE JUST A LITTLE BIT MORE JUST ABOUT THE POSITIONS THEMSELVES? AND THEN WE'LL GET INTO LIKE THE VACANCIES PIECE BECAUSE I THINK IT'S REALLY HELPFUL 60 PERCENT OF THE OVER FORMULA POSITIONS WERE FOR HPC OR ACE SCHOOLS BECAUSE WE WANTED TO TRY TRY TO MAKE SURE THAT WE'RE RESOURCING FIRST INTO THE HIGHEST NEED SCHOOLS TO BE ABLE TO DO THAT.

OK, SO MY QUESTION STILL REMAINS IS DID THIS AFFECT THE SCHOOLS? SO, ROBERT, AGAIN, I'D LIKE TO KNOW HOW MANY TEACHER VACANCIES DO WE CURRENTLY HAVE? CURRENTLY TODAY WE ARE.

I THINK WE'RE AROUND 281 TEACHER VACANCIES, WHICH IS IT'S A LOT.

WE ARE DEFINITELY WORKING ON THAT.

WE'RE GEARING UP ANOTHER JOB FAIR COMING UP.

IT'S VERY COMPARABLE TO WHAT WE HAD PRIOR TO COVID AS WELL.

SO WE'RE REALLY TRENDING EITHER RIGHT AT OR A LITTLE BIT BELOW WHAT WE'VE DONE IN THE PREVIOUS THREE YEARS PRIOR TO COVID.

OK? AND I ONLY ASK THAT QUESTION BECAUSE THE NUMBERS LOOK GOOD.

BUT ARE THE SCHOOLS BENEFITING? THAT'S THAT'S MY ONLY DEAL, AND I THINK WE MIGHT BE STRUGGLING WITH THE SCHOOLS BENEFITING.

AND ON THE DIGITAL LEARNING TOOLS, AND I GUESS THAT'S YOU, SHANNON.

ARE THEY THROUGHOUT THE DISTRICT OR ARE THEY IN SPECIFIC TYPE SCHOOLS? NO MA'AM, THESE WERE PURCHASED AS DISTRICT WIDE PURCHASES, SO THEY'RE IMPACTING ALL CAMPUS AVAILABILITIES.

SOME DIFFERENTIATION MAY OCCUR AT LEVEL, SO SOME OF THE TOOLS MAY BE TARGETED TO ELEMENTARY VERSUS HIGH SCHOOL, BUT THESE WERE TOOLS TARGETED FOR DISTRICT WIDE USE.

OKAY.

ALL RIGHT.

I'M ON PAGE FOUR.

AND I WAS GLAD TO HEAR YOU, SUSANNA, SAY THAT WE WERE GOING TO DO THAT INITIATIVE, THAT $50 INITIATIVE FOR THE ELEMENTARY SCHOOL STUDENTS ALSO, I'M REALLY PLEASED TO HEAR THAT.

THE ESSER STAKEHOLDER ENGAGEMENT PLAN ON FIVE WE TALKED ABOUT THE PARENT ADVISORY COUNCIL, THE DISTRICT ADVISORY COUNCIL REITOI.

WHEN DO WE TALK ABOUT OUR CURRENT PARENT ENGAGEMENT CENTER THAT WE HAVE HERE

[01:10:02]

PHYSICALLY AT THE DISTRICT? AND WHEN DO THEY PLAY A MORE ACTIVE ROLE IN GETTING OUR PARENTS ENGAGED? YEAH, SURE.

YES.

SO TRUSTEE FOREMAN, OUR ENROLLMENT CENTERS.

THEY THEY DO HAVE A LEVEL OF ENGAGEMENT, THEY ARE REACHING OUT TO PARENTS IN PARTICULAR IS CURRENTLY AS WE THINK ABOUT, YOU KNOW, LIKE BRINGING FAMILIES INTO OUR NEIGHBORHOOD SCHOOLS OR OTHER SCHOOL OPTIONS, THEY'RE REACHING OUT TO FAMILIES.

BUT I ALSO THINK YOU BRING UP A POINT THAT THERE IS AN OPPORTUNITY FOR US TO THINK DIFFERENTLY ABOUT HOW SOME OF THE WORK DO THEY DO.

BECAUSE IN MY MIND, I'M NOT JUST LOOKING AT PARENT ENROLLMENT.

I'M TALKING ABOUT PARENT ENGAGEMENT, WHICH ARE TWO TOTALLY DIFFERENT THINGS.

AND IT'S SOMETHING WE STRUGGLE WITH AT THIS DISTRICT.

ALL THE TIME IS GET THE PARENTS ENGAGED, YOU GOT THE KIDS ENGAGED.

BUT WE STRUGGLE WITH TRYING TO GET THE PARENTS ENGAGED, BUT WE HAVE A DEPARTMENT THAT'S SUPPOSED TO BE DOING THAT.

AND I JUST THINK THAT'S SOMETHING THAT WE NEED TO TAKE A STRONG LOOK AT.

I'M ACTUALLY ON SEVEN WITH THE EXTRACURRICULAR ACTIVITIES.

AND SHANNON, I THINK YOU TALKED A LITTLE BIT ABOUT THIS, AND I'LL START WITH JUST ASKING ABOUT YOU SAID YOU KIND OF WANTED A VERTICAL ALIGNMENT.

DO WE HAVE CURRENT SCHOOLS WHERE THERE'S A VERTICAL ALIGNMENT REGARDING EXTRACURRICULAR ACTIVITIES? SO I WOULD HAVE TO GET THE EXACT SCHOOLS.

I KNOW WE DO HAVE SOME TRUSTEE FOREMAN THAT HAVE ELEMENTARY THAT FEEDS TO MIDDLE, THAT FEEDS TO HIGH SCHOOL, BUT I NEED TO GET THE EXACT SCHOOL.

COULD YOU DO THAT? BECAUSE I THINK THAT IS KEY AND IT'S EXTREMELY IMPORTANT.

BUT YOU SAID SOMETHING ELSE THAT GOT MY ATTENTION TOO, AND THAT WAS TALKING ABOUT OUR ARTS DEPARTMENT AND THE WHAT IS IT THE BEST COMMUNITIES FOR MUSIC EDUCATION? AND WHEN I GO TO FOOTBALL GAMES, I GET ANGRY BECAUSE OUR BANDS ARE SO SMALL.

I GET ANGRY.

BECAUSE THEY'RE SMALL, AND SO THAT TELLS ME SOMEHOW THAT ALIGNMENT THAT YOU TALKED ABOUT, WE'RE NOT FOLLOWING THROUGH ON THAT PARTICULAR KIND OF ALIGNMENT.

HAVE YOU GUYS BEEN TO THE GAMES? YES, MA'AM.

HAVE YOU SEEN THE BAND? YES.

IT'S NOT FUN TO LOOK AT THEM LIKE THAT.

SO, SHANNON, YOU ALSO TALKED ABOUT 11000 STUDENTS ARE PARTICIPATING IN OUR EXTRACURRICULAR.

MM HMM.

147000 THOUSAND STUDENTS.

CORRECT.

AND YOU SAID 11000 I'M JUST TRYING TO MAKE SURE I HEARD YOU CORRECTLY BECAUSE DR .

HINOJOSA REMEMBER THAT USED TO BE A BIG GOAL FOR US, AND WE DID EXTREMELY WELL WITH OUR CHILDREN IN EXTRACURRICULAR ACTIVITIES BECAUSE WE KNOW THAT THAT DOES HELP TO ENHANCE THEIR EDUCATIONAL PERFORMANCE.

USED TO BE A REALLY BIG GOAL FOR US.

SOMETHING'S HAPPENED.

I WILL TELL YOU, WE HAVE BEEN IMPACTED BY COVID AND THE ABILITY FOR STUDENTS TO BE ABLE TO STAY AFTER SCHOOL OR PARTICIPATE IN WAYS THAT WE WOULD NORMALLY HAVE THAT TYPE OF INTERACTION HAPPENING.

WE RECOGNIZE THAT OUR NUMBERS HAVE DECLINED.

THEY'VE DECLINED SLIGHTLY.

FROM THE PREVIOUS YEAR, WE WERE AT 13500 AND WE'VE DROPPED TO AROUND 11000.

BUT WE DO HAVE 900 COACHES WHO HAVE DEDICATED SO FAR AND HAVE BEEN TRAINED FOR THIS YEAR, AND WE DO EXPECT THOSE NUMBERS TO BOUNCE BACK.

WE ARE PUTTING A TREMENDOUS FOCUS ON ENSURING THAT THIS TYPE OF ENGAGEMENT GROWS WITH OUR STUDENTS AND AGAIN, IT IS A PART OF OUR ACCOUNTABILITY SYSTEM.

SO WE ARE WORKING VERY CLOSELY WITH [INAUDIBLE] AND THE SCHOOL CAMPUSES TO DO WHATEVER WE CAN TO SUPPORT EXTRA EXTRACURRICULAR INVOLVEMENT.

WELL, CHIEF HERE, I THINK SOME OF THAT WOULD BE TRAINING OUR PRINCIPALS AND ASSISTANT PRINCIPAL STAFF TO BE ABLE TO UNDERSTAND WHAT WE MEASURE.

THAT'S WHAT MAKES THE DIFFERENCE.

AND SO BECAUSE I DO BELIEVE THAT THAT IS A KEY AND IMPORTANT PART.

AND THEN THE OTHER PART TO CHIEF HEWETT AND CHIEF TREJO IS THAT YOU'RE LAUNCHING THIS ROBUST AFTER SCHOOL PROGRAM THAT SHOULD BE A BIG PART OF WHAT HAPPENS WITH THIS ROBUST AFTER SCHOOL PROGRAM.

AND THE PRINCIPALS SHOULD BE TRYING TO HELP TO ENSURE THAT THAT IS A BIG PART OF THAT.

AND THEN I'M ON THE VIRTUAL ACADEMY.

I THINK THAT WAS YOU, BRIAN.

YES, MA'AM.

[01:15:01]

OK.

ONE OF THE THINGS I NOTICED ON THE VIRTUAL ACADEMY IS YOU TALKED ABOUT WHAT THE QUALIFICATIONS WOULD BE TO GET INTO THE VIRTUAL ACADEMY.

WELL, I'M KIND OF STRUGGLING WITH THAT BECAUSE SOME OF OUR CHILDREN STRUGGLE AND THEY MIGHT NOT MEET THE QUALIFICATIONS BUT NEED VIRTUAL LEARNING.

HOW ARE WE GOING TO ADDRESS THOSE STUDENTS? I THINK ULTIMATELY, AS I THINK I SAID EARLIER, YOU KNOW, WHEN THE PRINCIPAL IS SELECTED THROUGH SCHOOL LEADERSHIP, I THINK THAT'S PART OF WHAT THE PRINCIPALS WORK WILL BE IS TO FIGURE OUT LIKE, YOU KNOW, WE'VE ESTABLISHED SOME BASELINE CRITERIA.

BUT YOU'RE RIGHT, THERE MAY BE SOME ONE OFF SITUATIONS WHERE STUDENTS MAY NEED SOME SUPPORTS.

BUT I THINK WE HAVE TO BE PRAGMATIC.

AND I THINK ALSO, YOU KNOW, THE VIRTUAL SPACE HAS BEEN TOUGH FOR MANY KIDS, RIGHT? WE RECOGNIZE THAT.

AND SO WE KNOW IT'S NOT FOR MANY, BUT THERE MAY BE TIMES WHERE WE HAVE TO MAKE SOME EXCEPTIONS AND WE'LL LOOK AT THE DATA.

I JUST WANT I WANT US TO BE FLEXIBLE BECAUSE THERE MIGHT BE A I MEAN, SOME PARENTS MIGHT NEED FOR THEIR CHILDREN TO DO VIRTUAL SCHOOL.

AND IF WE LAY THIS HARD AND FAST RULE, WE MIGHT FIND OURSELVES TRUSTEE.

YOU'RE EXACTLY RIGHT.

TRUSTEE AND I SAID, WE'RE GOING TO DO THAT.

YOU KNOW, WE WON'T GET FUNDING FOR SOME OF THOSE STUDENTS, BUT WE WE'RE GOING TO DO IT ANYWAY.

AND THAT'S OUR ATTITUDE.

AND THERE MAY BE SOME THAT WILL THAT MAY NOT QUALIFY INITIALLY, BUT IT'S REALLY THE BEST THING FOR THEM.

AND JUST LIKE WE'VE DONE WITH OTHER PROGRAMS, WE'LL ACCEPT THEM.

OK, I JUST WANT TO MAKE SURE.

TRUSTEE FOREMAN WE'RE GOING TO COME BACK FOR A SECOND ROUND, OK? WE'RE GOING TO GO TRUSTEE MICCICHE FOLLOWED BY TRUSTEE JOHNSON.

WE CAN'T HEAR YOU, TRUSTEE MICCICHE.

IS THAT OUR AUDIO? HOLD ON ONE SECOND.

AND THAT MAY BE ON OUR END BECAUSE I COULDN'T HEAR TRUSTEE FLORES EARLIER WHEN HE VOTED.

TO SPEAK AGAIN, TRUSTEE MICCICHE.

OK, WE CAN HEAR THANK YOU.

CAN YOU HEAR ME NOW? YES.

ALL RIGHT.

WELL, FIRST, I WANTED TO MAKE A GENERAL COMMENT THAT IT IT REALLY DOES LOOK LIKE WE HAVE A LOT OF REALLY GOOD THINGS GOING ON HERE THAT WE CAN BE PROUD OF.

I WANTED TO [INAUDIBLE] THE SLIDES, I KNOW TRUSTEE MARSHALL THOUGHT THERE WAS AN EXCEPTION TO EXCEED THE NUMBER OF SIDES.

I ACTUALLY THOUGHT THAT WE HAD ABOUT FIVE INFORMATION REPORTS COMBINED HERE SO THAT WE ACTUALLY GOT SHORTCHANGED ON THAT ON OUR SLIDES.

BUT JUST TO GO THROUGH SOME OF SOME OF THESE QUESTIONS THAT I HAVE.

LET ME START WITH THE STUDENT VACCINATION INCENTIVES.

AND THE FIRST QUESTION I HAVE ON THAT IS NOW THAT WE'RE GOING TO INCLUDE THE 5 TO 11 YEARS OLD OLD STUDENTS MECHANICALLY, HOW DOES THAT WORK? WHO WHICH DOES DO WE GIVE A 6 YEAR OLD A $50 CARD OR JUST GO TO THE PARENTS? OR HOW DOES THAT ACTUALLY WORK IN PRACTICE? WE'LL BRING UP SHERRY WEST TO TALK ABOUT THIS.

SHERRY CHRISTIAN.

SO WE'VE BEEN WORKING WITH A VENDOR THAT'S GOING TO PROVIDE THE DEBIT CARDS AND THOSE $50 PAYMENTS.

AND WHEN WE MET WITH THEM RECENTLY AND STARTED TALKING ABOUT THE 5 TO 11 YEAR OLD GROUP AND OUR CONCERN WAS SENDING A CARD HOME WITH THEM, THEY ACTUALLY HAVE A PROGRAM WHERE WE CAPTURE THE EMAIL ADDRESS.

THEY CAN WORK DIRECTLY WITH THE PARENT AND SEND THEM THE LINK FOR THE GIFT CARD TO THE PARENTS EMAIL, AND THEY CAN DOWNLOAD THE ACCESS TO THE CARD SO WE WOULDN'T BE SENDING THE CARDS HOME WITH THE LITTLE KIDS.

OKAY, GREAT.

THANKS.

APPRECIATE THAT CLARIFICATION WITH RESPECT TO THE VIRTUAL SCHOOLS.

I THINK THAT I THINK THAT'S ANOTHER GREAT, INNOVATIVE IDEA THAT WE CAN BE PROUD OF.

I'M JUST TRYING TO GET A HANDLE ON HOW THAT COMPARES WITH OUR HYBRID SCHOOL.

IS THERE WITH THE VIRTUAL SCHOOL.

IS THERE GOING TO BE NO IN-PERSON CONTACT AT ALL OR, THERE WILL BE OPPORTUNITY FOR CONTACT? YES, SIR.

SO IT IS IT WILL BE COMPLETELY VIRTUAL FROM THE PERSPECTIVE OF THAT'S HOW STUDENTS WILL LEARN ANY, ANY TIME, ANYWHERE.

HOWEVER, THERE WILL BE TEACHER ONE TO ONE ON ONE SUPPORT.

SO THERE WILL BE A FACILITY, FACILITY, LOCATION AND A PLACE FOR STUDENTS AND FAMILIES TO GET SUPPORT.

AND THEORETICALLY, IF A STUDENT LIVES REALLY FAR AWAY AND ENROLLS IN DALLAS ISDS VIRTUAL SCHOOL, THEN SOME OF THAT THEN WILL BE DONE VIRTUALLY VIA ZOOM OR TEAMS. SO WE HAVE THOUGHT ABOUT SOME OF THAT, AND WE RECOGNIZE THAT THERE WILL NEED TO BE ONE ON ONE SUPPORT, A SYNCHRONOUS SUPPORT AS WELL, VIRTUALLY.

[01:20:03]

AND IN ADDITION TO THAT, TRUSTEE MICCICHE.

YOU KNOW, WE'RE LOSING 300 STUDENTS TO HOUSTON RIGHT NOW AND MANY STUDENTS TO OTHER PLACES, AND WE HAVE THIS ON OUR OWN.

WE QUALIFY FOR STATE FUNDING WILL GET THOSE STUDENTS BACK.

AND SO THIS WILL BE WITH OUR CERTIFIED TEACHERS THAT WILL BE INSTRUCTING.

SO WE'RE LOOKING AT A BUILDING THAT WE CURRENTLY OWN.

IT'S VACANT.

THAT WOULD BE KIND OF THE HEADQUARTERS FOR THE STAFF.

OK, GREAT.

I'M VERY SUPPORTIVE OF THIS.

WE DO KNOW THAT VIRTUAL LEARNING WORKS GREAT FOR SOME KIDS, ALTHOUGH IT DOESN'T WORK GREAT FOR MOST KIDS.

AND THE OTHER QUESTION I HAD REGARDING THIS IN YOUR REFERENCE TO HOUSTON AND MY RECOLLECTION ABOUT GRAPEVINE COLLIERVILLE, IS THAT STUDENTS FROM ANYWHERE IN THE STATE CAN PARTICIPATE IN IN AT LEAST THE GRAPEVINE COLLIERVILLE PROGRAM WERE ABLE TO PARTICIPATE THERE.

ARE WE RESTRICTED TO ONLY STUDENTS INSIDE DALLAS ISD BOUNDARIES OR ARE WE ALLOWED TO OFFER THIS ACROSS THE STATE? THERE MAY BE SOME CONFUSION ON THAT.

I THINK SOMEONE TOLD US RECENTLY THAT THE ADOPTED SENATE BILL 15 AND THE SPECIAL SESSION WITH A LOT OF PEOPLE WERE COMPLAINING ABOUT IT, MAY HAVE MADE THIS POSSIBLE, SO WE ARE LOOKING TO RESOLVE THAT.

SIMILARLY, WE MAY NOT GET THE ADA, BUT THIS IS BENEFICIAL TO STUDENTS.

IT'S SOMETHING WE MIGHT CONSIDER.

BRIAN, YOU HAVE ANYTHING MORE ON THAT.

DID THAT COME UP WITH TEA? YEAH, CANDIDLY, I DON'T KNOW THAT ANSWER.

ANGIE GAYLORD IS HERE.

SHE MAY KNOW THAT ANSWER.

ANGIE, DO YOU KNOW ABOUT THE ABILITY TO SERVE STUDENTS BEYOND DALLAS ISD BOUNDARIES? WITH SENATE BILL 15, RIGHT NOW, IT'S SAYING THEY RECEIVED THE ADA.

YOU HAVE TO HAVE A CONTRACT WITH THAT DISTRICT, SO THE DISTRICTS THAT WERE DOING VIRTUAL BEFORE HOUSTON, HALLSVILLE, HUNTSVILLE WOULD NOW HAVE TO HAVE A CONTRACT WITH US TO GET THE FUNDING.

OK.

I THINK THERE'S THERE'S STILL AN OPPORTUNITY.

IT'S IT'S IT'S A LITTLE DISAPPOINTING THAT YOU HAVE TO SPECIFICALLY GET THE CONTRACT, BUT I THINK THERE IS AN OPPORTUNITY THERE FOR US TO PURSUE CONTRACTS BECAUSE OTHERWISE THE ONLY ALTERNATIVE FOR KIDS IN ANOTHER DISTRICT WHO WANT TO GO VIRTUAL IS TO GO WITH THE CHARTER SCHOOL VIRTUAL NETWORK.

AND I THINK WE, YOU KNOW, IT WOULD BEHOOVE US TO TRY TO GET A PIECE OF THAT MARKET BECAUSE WE'LL DO A BETTER JOB SERVING THE KIDS.

I AGREE WITH YOU.

TRUSTEE MICCICHE.

I'M TRYING TO GET PUT ON THE COMMITTEE THAT'S GOING TO STUDY VIRTUAL EDUCATION DURING THE INTERIM, BUT I THINK I'M IN TIMEOUT WITH THE STATE.

SO I MAY NOT GET APPOINTED TO THAT, OK? AND THEN THE OPERATION RECONNECT.

AGAIN, THIS IS ANOTHER SORT OF EXCITING AND MUCH NEEDED INITIATIVE I DID GET A CHANCE TO SPEAK WITH.

WITH TRACY ABOUT THIS, I'M SORRY, TIFFANY, ABOUT THIS.

A FEW MONTHS AGO AND.

UM, YEAH, THE BIG CONCERN THAT I'VE RAISED ON A NUMBER OF OCCASIONS IS THE FACT THAT THE NINTH GRADE CLASS OR THE TENTH GRADE CLASS TENTH GRADE CLASS IS A BETTER MEASURE IS ALWAYS ABOUT TWO THOUSAND STUDENTS BIGGER THAN THE EIGHTH GRADE, THE TWELFTH GRADE CLASS.

SO I THINK WE HAVE ABOUT TEN THOUSAND KIDS IN IN TENTH GRADE AND EIGHT THOUSAND WHO GRADUATE IN TWELFTH GRADE.

SO I REALLY WANT TO APPLAUD THE EFFORTS TO TRY TO RECAPTURE SOME OF THOSE, SOME OF THOSE KIDS.

I LOOK, I LOOK FORWARD TO SOME POSITIVE RESULTS THERE.

AND THEN MOVING TO THE EXTRACURRICULAR.

I WAS I WAS ACTUALLY HOPING TO SEE A SLIDE THAT WAS SIMILAR TO THE SLIDE THAT WE HAD BACK A FEW YEARS AGO WHEN EXTRACURRICULAR ACTIVITIES WERE ONE OF OUR ONE OF OUR DISTRICT GOALS.

AND I DIDN'T I COULDN'T SEE IT ON THIS SLIDE, I CERTAINLY RECOGNIZE THAT.

WE'VE LOST THAT COVID HAS CHANGED A LOT.

BUT I DO WANT TO CONTINUE TO SEE THE METRICS THAT WE USED.

IN THE PAST WHEN IT WAS A GOAL, I STILL THINK THOSE WERE WERE VALID MEASURES AND WOULD WOULD LIKE TO MAKE THIS AN INFORMATION REQUEST THAT WE GO BACK TO LOOKING AT WHAT

[01:25:02]

WE USED FOR PROGRESS MEASURES AND TO DO TO REPORT ON THE EXTRACURRICULAR ACTIVITY GOAL AND JUST LIKE TO SEE WHAT THOSE NUMBERS LOOK LIKE TODAY.

TRUSTEE, WE CAN WE CAN PROVIDE THAT FOR YOU.

WE'LL GET THAT TOGETHER AND PUT IT IN A TRACKER FOR YOU.

OK.

YEAH.

AND I AND I DO WANT TO SAY I DO RECOGNIZE THAT COVID IS GOING TO HAVE AN IMPACT ON THAT, BUT I STILL WANT TO MAKE SURE THAT WE WE CONTINUE TO LOOK AT THAT AND AND LOOK AND LOOK AT THAT VERY CAREFULLY.

AND THEN TRUSTEE MARSHALL COVERED THE ISSUE ABOUT CONNECTIVITY.

I WAS ACTUALLY VERY DISAPPOINTED THAT WE STILL HAVE THAT MANY KIDS WHO ARE NOT CONNECTED.

I, I HAD HOPED THAT ONE OF THE BENEFITS OF STILL RELYING, I SHOULD SAY OF COVID WAS THAT WE WOULD FINALLY BE ABLE TO CONNECT EVERYONE.

AND I KNOW WE'VE MADE GREAT EFFORTS AND GREAT STRIDE.

BUT BUT IF WE'RE MISSING THIRTY SIX THOUSAND KIDS THAT WE REALLY NEED TO DOUBLE DOUBLE DOWN ON THAT EFFORT AND I WOULD JUST LIKE LIKE TO ENCOURAGE MORE MORE ATTENTION TO THAT.

IF WE CAN POSSIBLY DO SOMETHING.

JACK, I WANT TO ASK A QUESTION ABOUT THAT.

ARE THOSE STUDENTS CONNECTED THROUGH HOT SPOTS OR ARE THERE CONNECTED SOME WAY OR WHY ARE THEY? DO YOU HAVE A.

SURE.

A COUPLE OF THINGS.

SO GOING BACK TO THE THIRTY SIX THOUSAND.

IT WAS AN ESTIMATE.

WE DO NOT HAVE AN EXACT NUMBER.

WE DO NOT KNOW THE EXACT NUMBER OF FAMILIES OR STUDENTS THAT MAY NOT BE CONNECTED.

SO WE ESTIMATED CONSERVATIVELY AT THAT POINT BECAUSE WE KNEW WE COULDN'T COME BACK INTO THE PROGRAM AND ASK FOR MORE MONEY IF THE DEMAND EXCEEDED WHATEVER OUR INITIAL APPLICATION WAS.

BUT TO YOUR POINT, SIR, THERE ARE VARIOUS OTHER MEANS FOR FAMILIES TO OBTAIN CONNECTIVITY SERVICES, SO WE STILL HAVE SOME HOT SPOTS IN PLAY.

THERE'S ALSO ANOTHER PROGRAM FEDERALLY FUNDED PROGRAM THAT PAYS FOR HOME INTERNET SERVICES FOR FAMILIES CALLED THE EMERGENCY BROADBAND BENEFIT PROGRAM.

AND THAT PAYS UP TO, I THINK, $50 A MONTH TOWARDS A TOWARDS THE FAMILY'S BILL.

SO YEAH, WE I THINK THEY HAVE IT DOESN'T NECESSARILY MEAN I DON'T WANT EVERYONE TO ASSUME THAT JUST BECAUSE OUR NUMBER AND THIS ARE OUR CURRENT PARTICIPATION IN THIS PROGRAM IS WHAT IT IS THAT THERE'S ALL THOSE OTHER KIDS THAT ARE NOT NECESSARILY CONNECTED.

WE DON'T KNOW THAT.

I DON'T THINK YOU CAN MAKE THAT CORRELATION.

TRUSTEE MICCICHE, WE'RE GOING TO COME BACK FOR A SECOND ROUND HERE AND THANK YOU, MR. PRESIDENT.

THANK YOU.

TRUSTEE JOHNSON.

YES, I WANT TO PICK UP WHERE TRUSTEE MICCICHE LEFT OFF.

THIRTY SIX THOUSAND KIDS IS WITHOUT CONNECTIVITY.

THAT'S THAT'S VERY CONCERNING.

I AGREE WITH TRUSTEE MARSHALL THAT I THINK WE SHOULD HAVE SPENT SOME REAL DOLLARS HERE ADVERTISING.

WHERE ARE THESE KIDS LOCATED? DO WE HAVE AN IDEA OF WHERE THE MAJORITY OF THESE KIDS ARE LOCATED? I CAN'T HEAR YOU A LOT.

SO AGAIN, THE THIRTY SIX THOUSAND WAS A WAS AN ESTIMATE.

WHAT I CAN TELL YOU IS THAT EVERY FAMILY THAT REACHES OUT AND ASKS FOR THE CONNECTIVITY SERVICES, WE GO THROUGH THIS PROCESS VALIDATE, OF COURSE, ACCORDING TO THE CRITERIA THAT WE AGREED ON.

AND WE WE PROCESS THE THE APPLICATION.

SO I'M NOT AWARE OF ANY UNFULFILLED REQUESTS WHERE FAMILIES HAVE REQUESTED THE SERVICE AND WE'RE NOT PROVIDING THE SERVICE.

OK.

DO THEY KNOW? HAVE WE HAVE WE? WHAT KIND OF WHAT KIND OF ADVERTISING OR WHAT KIND OF WHAT HAVE WE DONE TO MAKE PARENTS HAVE TO KNOW THAT THEY CAN REACH OUT BECAUSE IF THEY'RE NOT REACHING OUT, DO THEY KNOW THEY CAN REACH OUT? I JUST VISITED EDDIE BERNICE JOHNSON STEM SCHOOL IN THAT AREA ALONE.

THERE ARE SOME OF THEIR STUDENTS ARE WITHOUT CONNECTIVITY.

AND SO THEN I SPOKE WITH SOME OF MY KIDS HERE IN DISTRICT FIVE IN THE DALLAS AREA, WHERE THE HOT SPOTS ARE STILL, YOU KNOW, THEY CUT OFF AT A CERTAIN TIME.

SO I KNOW WE HAD THIS CONVERSATION BEFORE ABOUT IT BEING UNLIMITED.

SO WE'RE STILL HAVING THOSE THOSE CONNECTIVITY ISSUES.

SO WHAT ARE WE DOING TO MAKE SURE OUR PARENTS KNOW THAT THEY CAN REACH OUT? ARE WE PROVIDING INFORMATION TO THE TO THE PRINCIPALS THAT TO THE COMMUNITY LIAISONS? WHAT ARE WE DOING TO REALLY RIGOROUSLY AND EFFECTIVELY GET THAT INFORMATION OUT? BECAUSE YOU WOULDN'T KNOW IF THERE'S NO ONE REACHING OUT IF THEY DON'T HAVE ANY, ANY

[01:30:01]

RESOURCE OR KNOW HOW TO REACH OUT? SURE, I'LL START AND THEN IF CHIEF DANIELS WANTS TO TO JUMP IN.

SO INITIALLY WHEN WE WHEN WE LAUNCHED THIS PROGRAM BACK IN AUGUST, WE IMMEDIATELY GOT A LOT OF MEDIA ATTENTION AROUND THIS.

AND SO ALL THE LOCAL TELEVISION STATIONS, NEWSPRINT, ALL OF THOSE SORT OF THINGS PICKED UP THIS OPPORTUNITY AND HELPED US TO AMPLIFY THAT MESSAGE.

IN FACT, I KNOW THAT, YOU KNOW, EVEN I THINK TRUSTEE GARCIA DID A COUPLE OF INTERVIEWS.

WE DID VIDEOS.

WE PUBLISHED THOSE ON THE WEBSITE.

AGAIN, WE LAUNCHED AN AGGRESSIVE SOCIAL MEDIA CAMPAIGN TO GET THAT INFORMATION OUT THERE.

AND THAT DOES INCLUDE PAID SERVICES.

AND WE START TO DO TARGETED ADVERTISING AND SOCIAL MEDIA CAMPAIGNS IN THOSE ZIP CODES WHERE WE FEEL THAT THERE'S THE MOST NEED.

AGAIN, TRYING TO GET THAT THAT MESSAGE OUT TO FAMILIES.

I MENTIONED THAT WE DID THE YARD SIGNS THAT KIND OF LOOKED LIKE A REAL ESTATE BANNER THAT YOU POSTED.

WE POSTED THOSE IN THE DRIVEWAYS OF THE CAMPUSES SO THAT FAMILIES WOULD SEE THEM WHEN THEY CAME IN TO DROP OFF OR PICK UP THEIR STUDENTS, AS WELL AS AGAIN, THERE'S MORE MORE INFORMATION ON THE WEBSITE.

CHIEF DANIELS DON'T KNOW IF YOU HAD ANYTHING YOU WANT TO ADD TO THAT.

I WILL ADD THAT WE DID INCLUDE IN OUR PUSH RADIO, WHICH WE PUT A LOT OF EMPHASIS INTO THAT WHERE WE BOUGHT TIME THERE AND WE WERE AGAIN KEYING IN ON THE ZIP CODES THAT WE WERE GIVEN WHERE WE NEEDED TO REALLY MAKE SOME GET SOME TRACTION.

WE ALSO DID PROVIDE VARIOUS COLLATERAL THAT PRINCIPALS COULD PUT INTO STUDENT BACKPACKS WITH FLIERS THAT THAT MENTION ALL OF THIS.

AND SO IT WAS AN OPPORTUNITY TO GET STRAIGHT TO PARENTS.

AND WE KNOW SOMETIMES THAT THOSE BACKPACKS, YOU KNOW, THE STUFF, THEY'RE KIND OF, YOU KNOW, LANDS WHEREVER.

BUT WE DID MAKE MULTIPLE KIND OF LAYER IT, IF YOU WILL, TO TRY AND REACH THE VARIOUS TARGET TARGET AUDIENCES.

SO, SO YEAH, AND WE'VE DONE THAT AND WE CONTINUE TO DO THAT AS WELL.

WE ALSO HAVE A PARENT NEWSLETTER THAT WE SEND OUT EVERY FRIDAY.

IT'S CALLED THE BIG FIVE THAT'S BEEN PRESENT IN THAT IT GOES OUT TO ALL OF OUR PARENTS.

SO.

SO THAT HAS BEEN PRESENT IN THAT PARTICULAR PIECE OF OUTREACH AS WELL.

ARE WE DOING ANY ARE WE SPENDING ANY DOLLARS ON TELEVISION.

TRUSTEE JOHNSON, WE DID NOT DO TELEVISION.

TELEVISION TAKES A LITTLE MORE TIME TO DEVELOP A PIECE AND WHAT WE WERE GIVEN AND BEYOND WHAT WE DID WITH THE INITIAL EARNED MEDIA GETTING GETTING THOSE THOSE NETWORKS COVERING THE STORY WHEN WE ANNOUNCED IT.

AS FAR AS AN AD FOR TELEVISION, WE DID NOT DO, IT TAKES A LITTLE MORE TIME.

AND THEN WHAT HAPPENED IS WHEN YOU HAVE A CUT OFF DATE, BY THE TIME YOU GET THAT PIECE DONE, THAT CUT OFF DATE IS IS DONE.

WE HAD NO IDEA THAT WE WOULD CONTINUE TO HAVE EXTENSIONS AFTER EXTENSIONS, BUT YOU HAVE TO HAVE A LITTLE TIME AVAILABLE TO BE ABLE TO TO PRODUCE SOMETHING LIKE THAT AND GET BUY THE SPACE.

AGAIN, I AGREE WITH TRUSTEE MARSHALL.

I THINK WE NEED TO BE DOING MORE TO GET THE NEWS OUT.

I DID SEE THE TELEVISION AD THAT WE DID WHEN WE WAS TALKING ABOUT THE OPPORTUNITIES THAT WE HAVE IN DALLAS ISD IT WAS VERY EFFECTIVE.

YOU HAVE ONE CHARTER SCHOOL COMING ON.

THEN YOU HAVE DALLAS ISD BLOWING OUT.

THE WATER SAW TIME AND EFFORT.

I THINK IT'S NEEDED TO BE TO DO SO.

THAT'S JUST CALLED WORK, AND I DON'T LIKE BUSY WORK.

I MEAN, I LIKE SOCIAL MEDIA AND THAT'S GREAT.

BUT SOME OF THAT COMPARISON SEEMS LIKE BUSYWORK, THEN MORE EFFECTIVE WORK.

AND SO WE HAVE TO SPEND DOLLARS IN MAKING THAT HAPPEN BECAUSE WE'VE SEEN THE RESULTS WHEN WE DO SPEND DOLLARS AND PUT THE ADS ON TELEVISION.

I MEAN, IT'S BEAUTIFUL.

IT'S GENIUS, IT GOES.

IT GOES GREAT.

AND I WANT TO MAKE THAT KNOWN THAT THE LAST TIME YOU GUYS DID THE COMMUNICATION DEPARTMENT, IT WAS VERY EFFECTIVE BECAUSE PEOPLE WERE SEEING IT IN MY COMMUNITY AND WE WERE TALKING ABOUT IT.

SO I THINK THAT'S SOMETHING THAT WE NEED TO LOOK INTO.

BACK TO THE CHIEF ARE WE ADVERTISING THE PROGRAMS I KNOW YOU WERE SPEAKING ABOUT TO TRUSTEE MS. KARLA ABOUT THE PROGRAMS THAT THEY HAVE EXTRACTED ABOUT UP TO $50.

ARE WE GETTING THAT.

HOW ARE WE GETTING THAT INFORMATION OUT TO THE PARENTS? BECAUSE NOT NOT JUST SAYING, HEY, YOU GOT THIS PARTICULAR PROGRAM, BUT ARE WE MAKING SURE THEY KNOW HOW TO IF IT'S AN APPLICATION OR WHATEVER THEY NEED TO DO TO MAKE SURE THEY GET THESE PROGRAMS AND BE ABLE TO APPLY FOR THEM? ARE WE DOING WHAT WE NEED TO DO TO MAKE IT FRIENDLY FOR THEM TO TO GET THAT INFORMATION OUT AND USE THAT THOSE RESOURCES? SURE.

SO I THINK OUR THE THE ONLINE APPLICATION THAT WE'VE BEEN PUBLISHING IS IS VERY SIMPLE, VERY STRAIGHTFORWARD, TAKES LESS THAN 30 SECONDS FOR SOMEONE

[01:35:01]

ON OR ON THEIR MOBILE PHONE TO TO SCAN THE QR CODE AND ENTER THAT INFORMATION AND APPLY VERY, VERY EASY, SEAMLESS PROCESS FOR FOR APPLYING.

MORE TO YOUR POINT I THINK WE'VE ALSO GONE INTO WE'VE HAD FOCUS GROUP MEETINGS IN THE COMMUNITIES.

WE'VE WALKED PEOPLE THROUGH THE VARIOUS OPPORTUNITIES AND PROGRAMS THAT ARE AVAILABLE OFFERED ASSISTANCE IN APPLYING THAT SORT OF THING.

SO THAT WORK IS ONGOING AND CONTINUES.

OK WITH THE VACCINATION I DON'T KNOW IF I'LL BE ABLE TO FINISH, BUT WITH THE VACCINATION, I KNOW WE'RE IN ORANGE.

AND I HEARD ABOUT HINOJOSA SAY EARLIER WHEN HE WAS ANSWERING TRUSTEE MARSHALL, HE DON'T WANT TO BE PINNED DOWN AND HE WAS LOOKING AT WHAT WOULD HAPPEN AFTER THANKSGIVING.

I'M A LITTLE BIT MORE ON THE CAUTIOUS SIDE BECAUSE WE HAVE THANKSGIVING THAT WE HAVE CHRISTMAS, SO I WOULD LIKE TO SEE WHAT IT WILL LOOK LIKE IN THE BEGINNING OF THE NEW YEAR BECAUSE PEOPLE ARE STILL GOING TO BE PROBABLY TRAVELING AFTER THANKSGIVING, THEY'LL BE TRAVELING FOR CHRISTMAS.

SO I THINK OUR BEST ESTIMATE.

YOU KNOW, DR. HINOJOSA, IF YOU WANT TO SPEAK TO THIS WILL BE POSSIBLY IN THE BEGINNING OF THE NEW YEAR.

AND WHAT'S YOUR TAKE ON THAT JUST FOR THE SAFETY OF NOT JUST OUR KIDS, BUT OUR TEACHERS WHO AS WELL WHO HAVE UNDERLYING ISSUES? YEAH, THAT WAS THE ACTUAL RECOMMENDATION FROM THE COUNTY, BUT I DIDN'T WANT TO BE RESTRICTED TO THAT RECOMMENDATION.

WE OUR DATA MAY BE A LITTLE BIT DIFFERENT, SO WE'LL TAKE A LOOK AT IT.

AND IF WE STILL ARE NERVOUS, WE'LL BE OVERLY CAUTIOUS.

BUT IF WE HAVE MORE INDICATORS THAT WE CAN PROCEED, THEN WE'LL CERTAINLY CONSIDER IT.

OK, AND LAST.

GOT A MINUTE AND A HALF WITHOUT MUSIC EDUCATION.

I DON'T KNOW IF YOU KNOW THIS, DR.

HINOJOSA, BUT I WAS ONE OF DALLAS ISDS BEST DRUM MAJORS [INAUDIBLE] WHEN I WAS TRUSTEE HENRY'S SIZE [LAUGHTER].

WELL, ONE OF THE THINGS THAT I WAS MAN, ONE OF THE THINGS THAT I'VE SEEN IN THE SCHOOL IS OUR COUNSELING SERVICES.

WHEN IT COMES TO PUTTING PEOPLE, PLACING STUDENTS IN OUR BAND PROGRAMS. AND TRUSTEE FOREMAN IS RIGHT THAT WHEN YOU LOOK AT THE BEST COMMUNICATION COMMUNITIES FOR MUSIC EDUCATION, BAND GIVES MORE SCHOLARSHIPS THAN WE REALLY GIVE CREDIT FOR.

RIGHT.

AND SO OUR COUNSELORS, I'VE SEEN WARFARE GO ON WHEN WHEN YOU HAVE STUDENTS THAT'S TRYING TO GET IN THE BAND AND THE COUNSELORS JUST NOT PUTTING IN HER, PLACING THEM IN THE CLASSES, AND THEY'RE MAKING REASON AND SAYING, HEY, THEY NEED THIS PARTICULAR CLASS OR THEY NEED GYM, WHICH WHEN I WAS IN SCHOOL, IF YOU WAS IN MARCHING BAND THAT COVERED FOR YOUR PE BECAUSE YOU'RE STUDYING AND YOU'RE EXERCISING.

SO WHAT CAN WE DO? AND I KNOW I'M ON EXPRESS HERE, BUT WHAT CAN WE DO TO MAKE SURE THAT THE BAND TEACHERS ARE NOT GOING THROUGH WARFARE WHEN WHEN THEY SAY, HEY, I NEED THIS KID IN AN BAND WHEN THEY DON'T SPEND A WHOLE YEAR DEVELOPING A NICE BAND SIZE AND THEY STARTED FROM BEGINNING BAND AND THEN THE NEXT SEMESTER, THEY WANT TO BE IN BAND, BUT THEY CAN'T GET THE KIDS, SO THE KIDS CAN'T GROW MUSICALLY.

SO HOW CAN WE FIX THAT PROBLEM? BECAUSE THAT IS HAPPENING IN MY SCHOOLS? GO AHEAD.

I WOULD SAY THAT ONE OF THE THINGS THAT LIKE IF YOU GO BACK TO SORT OF ARGUABLY READY PROFILES WITH THE COUNSELORS WORKING WITH THE STUDENTS DIRECTLY AND ALSO TEACHERS TO DETERMINE WHAT THEY HAVE, WHAT THEY NEED AND WHAT THEIR INTERESTS ARE.

I THINK THAT'S ONE THING THAT WE CAN LOOK AT TO ENSURE THAT STUDENTS ARE SELECTING COURSES BASED ON THEIR INTEREST AND NOT JUST SOMEONE SELECTING COURSES FOR THEM.

SO IT'S DEFINITELY A PARTNERSHIP, AND IT'S SOMETHING THAT WE CAN DRIVE HOME WITH OUR COUNSELORS AND WE WE HAVE MULTIPLE OPPORTUNITIES TO DO THIS WITH THE STUDENTS AND COUNSELORS.

I WOULD ADD ON TO THAT TRUSTEE JOHNSON, BAND IS ABOUT PERFORMANCE, AND UNFORTUNATELY, DURING OUR COVID TIME, WE HAD TO CUT BACK ON A LOT OF PERFORMANCES AND PRACTICING DUE TO SAFETY PROTOCOLS AND DIFFERENT THINGS LIKE THAT.

SO WE ARE WORKING HARD WITH OUR COUNSELING SERVICES AND OUR STUDENT RECRUITMENT.

NOW THAT PERFORMANCE CAN BE A BIG PART OF THAT AND GOING OUT TO THE GAMES AND BEING A PART OF THAT TEAM AND THAT CAMARADERIE, WE'RE GOING TO WE'RE GOING TO WORK ON THAT.

THANK YOU.

THANK YOU.

TRUSTEE HENRY.

THANK YOU, PRESIDENT MACKEY.

I'VE BEEN TO A LOT OF OUR SPORTS EVENTS.

I JUST HAVE TO GIVE A SHOUT OUT THE SKYLINES BAND BECAUSE I THINK THAT IS A PRIME EXAMPLE OF A HUGE LEVEL OF ENGAGEMENT.

THEY'RE A VERY GOOD BAND.

THEY'RE VERY LARGE BAND.

BUT UNFORTUNATELY, WE DON'T SEE THAT ACROSS THE BOARD IN OUR HIGH SCHOOL.

SO I DO THINK IT IS A PROBLEM, BUT I WANT TO.

I DON'T KNOW WHAT TO DO WITH THE SKYLINE, BUT I KNOW IT'S A BIG SCHOOL TOO, BUT IT'S A PRETTY DYNAMIC BAND.

I AGREE WITH WHAT MY COLLEAGUES ARE SAYING WITH THE ROLLOUT OF OPERATION CONNECTIVITY.

I WANT GET INTO DETAILS, BUT I HAD VERY HIGH EXPECTATIONS.

I THINK IT'S FINE WHATEVER WAY, AND I KNOW THERE'S BEEN A LOT OF ENGAGEMENT BOTH EARNED AND FOLKS GETTING ON THE RADIO STATIONS, ET CETERA.

BUT IT SEEMS LIKE THE TIME IS TICKING AND WHATEVER WE CAN DO TO GET AS MANY FAMILIES AND KIDS AWARE FIRST SO THEY CAN THEN ACCESS THE RESOURCES WOULD BE GREAT.

I SHARE TRUSTEE MACKEY KEYES PERSPECTIVE.

I MEAN, TRUSTEE JOHNSON'S PERSPECTIVE REGARDING.

THE COUNTY GOING TO ORANGE AND KIND OF WHAT OUR RESPONSE IS, I THINK THE

[01:40:06]

WINTER SEASON IS HISTORICALLY, YOU KNOW, A FLU SEASON.

SO WHEN WE USUALLY GET OUR FLU SHOTS, I THINK WE SHOULD AIR ON THE SIDE OF BEING CONSERVATIVE AND KEEPING PEOPLE SAFE.

I WAS FORTUNATE TO HAVE BOTH OF OUR KIDS VACCINATED.

I FORGOT ABOUT THE $50, SO I'M GOING TO TRY TO GET THAT SOMEHOW, I'LL TAKE THAT.

WE'LL GIVE IT TO THEM FOR BEING BRAVE.

THERE'S A LOT OF BRAVE KIDS YESTERDAY GETTING SHOTS THAT THEY DIDN'T WANT TO GET.

KIDS DON'T LIKE SHOTS.

BUT MY POINT MEANING, YOU KNOW, THEY GET IT NOW THEY HAVE TO WAIT 21 DAYS BEFORE THEY GET THEIR SECOND SHOT.

AND THEN THERE'S ANOTHER PERIOD BEFORE YOU KNOW YOUR BODY REACTS IN THE WAY IT SHOULD.

SO, I MEAN, YOU'RE TALKING ABOUT AT LEAST ANOTHER MONTH ALMOST BEFORE MY CHILD CAN GET ANOTHER THE SECOND DOSE OF THE VACCINE.

SO I MEAN, EVEN AS THIS VACCINE IS MADE AVAILABLE FOR 5 AND 12 YEAR OLD'S, IT'S STILL NOT GENERALLY AVAILABLE, STILL NOT WIDELY AVAILABLE.

AND EVERY KID THAT GETS IS GOING TO HAVE TO WAIT 21 DAYS BEFORE THEY GET THEIR SECOND SHOT.

SO YOU START SEEING THIS TIMING PUSHED FURTHER AND FURTHER BACK.

SO I THINK WE MIGHT FEEL LIKE WE'RE OUT OF THE WEEDS AND I MEAN OUT OF THE OUT OF THE WOODS AND WE'RE IN THE CLEAR.

BUT I THINK IN REALITY, WE'RE FAR FROM THAT.

SO I WOULD HATE FOR US TO WORK SO HARD AND SO DILIGENTLY WITH THE MASK MANDATES AND ET CETERA, TO GET TO THE POINT WHERE OUR PEOPLE ARE FEELING MORE COMFORTABLE AND FEELING MORE SAFE AND THEN KIND OF REVERT BECAUSE IT'S IT'S A.

THAT'S SOMETHING THAT SPREADS, SO I THINK WE SHOULD BE MORE CONSERVATIVE.

AND I MEAN, PEOPLE ARE FEELING MORE COMFORTABLE, PEOPLE ARE TRAVELING.

THERE WILL BE A LOT OF PEOPLE TRAVELING FOR THANKSGIVING IN THE HOLIDAYS FOR THE FIRST TIME, SEEING FAMILY THEY HAVEN'T SEEN.

SO THERE'S JUST A LOT OF RISK, I THINK.

SO ULTIMATELY, THAT'S THE SUPERINTENDENTS DECISION.

BUT I WANTED TO SHARE MY PERSPECTIVE PUBLICLY.

I SUPPORT THE STANCE WE'VE TAKEN INITIALLY AND OVER TIME, VERY BRAVE STANCE IN A STATE LIKE TEXAS.

BUT I THINK IT'S THE RIGHT THING TO DO AND TO CONTINUE TO DO.

SO I JUST WANT TO SHARE THAT I HAD SOME COMMENTS ON THE PRESENTATION.

WELL, IT'S JUST ONE.

MY COLLEAGUES HAVE ADDRESSED THE OTHER ONES THAT I HAD.

BUT ON THAT CSEI, IN PARTICULAR, THE APPENDIX.

AND THAT'S JUST ALL I HAVE.

SO I'M NOT AS FAMILIAR WITH THE CORE FOUR, BUT THAT'S KIND OF OUR VALUES OF THE ORGANIZATION AS IT RELATES TO OUR PEOPLE.

IS THAT CORRECT? AND TRUSTEE MACKEY OR PRESIDENT MACKEY, WE'VE HAD CONVERSATIONS ABOUT THIS, I THINK YOU EVEN HAVE A CONSTRAINT KIND OF AROUND CULTURE.

EDUCATE ME ON THAT BETTER THAN I CAN EXPLAIN IT FOR YOU.

AND I SAY THAT IT'S 10 PERCENT AND I WAS HOPING TO LOOK KIND OF WITHIN THE INDIVIDUAL PERFORMANCE OR SPECIFIC GOALS AND SEE SOME OF THAT LAYERED IN THERE.

AND I WAS KIND OF STRUGGLING.

TO SEE IT IS THERE A REASON WHY THE CORE FOUR AREN'T MORE LIKE INVOLVED, ESPECIALLY WITH THE INDIVIDUAL PERFORMANCE RULEBOOK, THERE'S A DOMAIN THAT SAYS SHAPING CULTURE.

BUT WHEN YOU READ IT, IT SAYS PROMOTES ORGANIZATIONAL VISION, MISSION AND GOALS, ADAPTS TO CHANGE, CREATES POSITIVE ENVIRONMENT FOR CHANGE.

KIND OF STRUGGLING WITH HOW THAT RELATES BACK TO THE OVERALL CULTURE AND HOW OUR PEOPLE ARE FEELING AND PERFORMING WITHIN THE ORGANIZATION.

YEAH, SO WE LOOKED TOO WHEN WE WERE DESIGNING CSEI, AS A SYSTEM, HOW WE COULD MATCH OUR PHILOSOPHY OF MULTIPLE MEASURES SIMILAR TO TEI AND PEI AND THE CORE FOUR SURVEY, WHICH HAS BEEN GIVEN GOSH NOW AT LEAST FOUR OR FIVE YEARS WAS A WAY AT THE DIVISION LEVEL FOR US TO LOOK AT CUSTOMER SERVICE, PARTICULARLY PRINCIPAL AND OTHER CENTRAL STAFF MEMBERS, STAKEHOLDERS PERCEPTIONS OF A DIVISION.

THE ACTUAL INDIVIDUAL PERFORMANCE RUBRIC DOES ALIGN VERY DEEPLY TO OUR CULTURAL TENET RUBRIC AS WE LOOK AT REALLY EXPLICIT THINGS IN DOMAIN FOUR LIKE BUILDING RELATIONSHIPS AND COMMUNICATION AND SPECIFICALLY CUSTOMER SERVICE I'VE CALLED OUT AS AN INDICATOR.

AND THEN ADDITIONALLY, AS WE LOOK AT INDIVIDUAL PERFORMANCE COMMITMENT TO THE VISION AND MISSION OF THE DISTRICT, TAKING FEEDBACK, PROVIDING SERVICE.

SO WE DO HAVE SOME CROSSWALKS BETWEEN THOSE TWO RUBRICS AVAILABLE THAT WE CAN SHARE WITH YOU.

SO THIS ISN'T THE WHOLE RUBRIC? THIS IS THE MAIN ONE [INAUDIBLE] OTHERS.

YEAH, THERE'S A ONE.

THERE IS THE THE CSEI PERFORMANCE RUBRIC, WHICH IS USED AS PART OF THE EVALUATION.

THEN THERE IS A CULTURAL ATTENDANCE RUBRIC THAT WE ARE USING WITH DR.

LEAR AND THAT WORK AS WE LOOK AT CULTURE.

WHAT IS THAT IT IS.

I CALLED THE CULTURAL ATTENDANCE RUBRIC, I BELIEVE.

HOW DOES IT RELATE TO ELABORATE HOW WE LOOK AT CUSTOMER SERVICE IN THE DISTRICT? HOW DOES IT RELATE TO THE APPRAISAL COMPONENTS? FOR THE INDIVIDUAL PERFORMANCE, I WOULD SAY HOW WE LOOK AT CORE FOUR IS AGAIN REPRESENTED IN THE DOMAINS AND WHAT YOU'RE SEEING THERE IS A SNAPSHOT OF THE INDIVIDUAL PERFORMANCE RUBRIC WE CAN SHARE WITH YOU THE FULL YES, BECAUSE WHEN I LOOK AT IT, IT LOOKS VERY ORGANIZATIONAL CENTRIC AND

[01:45:01]

NOT PEOPLE CENTRIC, AND I'M NOT SAYING IT NEEDS TO BE ALL PEOPLE CENTRIC, BUT IF WE WANT.

IF I HAD A VERY OPPRESSIVE MANAGER, I WOULD MOVE JOBS AND THAT'D PROBABLY BE THE PRIMARY INDICATOR.

WHETHER OR NOT I'M KIND OF PROMOTING THE ORGANIZATIONAL OR ALL THESE OTHER ONES, I'M MISSING THE CULTURE ASPECT, I GUESS.

I GUESS THERE'S A WHOLE OTHER RUBRIC, BUT I DON'T SEE IT HERE.

WELL, WE'LL GO DOWN THE TRACT HERE FOR YOU.

IN THE INDIVIDUAL WORK, SPECIFIC GOALS, IT'S VERY GOAL ORIENTED, WHICH I GET, BUT AGAIN, I DON'T KNOW IF WE'RE MEASURING WHAT IT FEELS LIKE TO BE AN EMPLOYEE OF DIC AT ANY LEVEL.

I KNOW THIS IS FOCUSING ON CENTRAL STAFF.

MEETING GOALS IS ONE THING, BUT I CAN, YOU KNOW, DRIVE A HARD SHIP AND MEET ALL MY GOALS AND EVERYBODY HATES ME.

AND AS SOON AS THEY GET A BETTER OPPORTUNITY, THEY'RE GONE OR THEY JUST DO MANY OF THE THINGS THAT AREN'T POSITIVE.

SO AGAIN, I SEE A LOT OF LIKE GOAL ORIENTED ORGANIZATION ORIENTED THINGS AND NOT A LOT OF PEOPLE ORIENTED THINGS UNTIL I TILL I GET TO CORE FOUR.

BUT THAT'S JUST 10 PERCENT, AND IT'S JUST A SURVEY.

I DON'T SEE HOW THAT TYPE OF INFORMATION IS GETTING INCORPORATED INTO HOW WE'RE EVALUATING PEOPLE'S PERFORMANCE LIKE IT DOESN'T.

I DON'T SEE FROM HERE WHETHER OR NOT BEING A GOOD PERSON LIKE IS PART OF AN EMPLOYEE.

IF YOU TREAT PEOPLE LIKE TRASH ALL THE TIME, DO YOU GET DOCKED? AND IF SO, WHERE? EVEN IF YOU'RE MEETING GOALS, WHAT'S MORE IMPORTANT? AND THAT'S I THINK ALL THE COMMENTS I HAVE ON THIS, AND I MIGHT BE MISSING SOMETHING, BUT I WANT TO FROM MY PERSPECTIVE, FROM MY PERSPECTIVE, I WOULD LIKE TO SEE US MAKE THIS THE BEST PLACE TO DO VERY SOPHISTICATED, COMPLICATED SERVE KIDS, BUT ALSO A PLACE WHERE PEOPLE WANT TO COME, ESPECIALLY AS THE MARKET CONTINUES TO GET COMPETITIVE AS IT IS IN EDUCATION AND OTHERWISE.

THANK YOU, TRUSTEE HENRY.

I DON'T SEE ANYONE ELSE FOR FIRST ROUND, SO WE'LL GO ON TO SECOND ROUND.

TRUSTEE FOREMAN AND THEN TRUSTEE MICCICHE IF YOU HAVE ANYTHING, I KNOW WE FINISHED EARLY THERE AND WE'LL COME BACK.

AND I'LL TRY TO MAKE THIS THIS BRIEF, BUT I'M USUALLY NOT REAL BRIEF.

SO ON THE PRIVATE CELLULAR JET, AND THAT'S ON TWELVE.

SO DO WE KNOW HOW MANY SCHOOLS OR HOW MANY USERS WE PICKED UP BASED ON THE PRIVATE CIRCULARS BECAUSE YOURS WAS A TWO PRONG.

WE FIRST TALKED ABOUT PRIVATE CELLULAR TO START WITH, AND THEN YOU GOT PUSHBACK FROM SOME OF US ON JUST PRIVATE CELLULAR.

AND THEN YOU WERE GOING TO GO OUT AND LOOK AT THE EXISTING COMPANIES AND SEE HOW MANY SUBSCRIPTIONS YOU COULD GET FOR THAT.

SO THERE'S A DISAPPOINTMENT ON THE THE SUBSCRIPTIONS, I THINK BECAUSE THERE WAS A HIGH NUMBER AND SO YOU HAD SOME EXPECTATIONS THAT WE WERE NOT ABLE TO MEET, BUT ON THE PRIVATE CELLULAR.

WHAT WHAT DO THE NUMBERS LOOK LIKE? SURE.

SO PRIVATE CELLULAR, IF YOU REMEMBER, WE SET AN INITIAL GOAL OF ONE THOUSAND.

THE USERS ON THE PILOT NETWORK.

SO RIGHT NOW, WE'RE AT ABOUT FIVE HUNDRED AND WE'RE GROWING, AND AGAIN, I'M NOT I'M NOT NECESSARILY CONCERNED ABOUT THE ABILITY TO ACHIEVE THE ONE THOUSAND.

SOME OF THESE SITES HAVE JUST COME ONLINE, AND WE'RE JUST STARTING TO BEGINNING THE PROCESS OF CALLING FAMILIES, PROVIDING THE EQUIPMENT AND ROLLING THEM IN IN THE PRIVATE CELLULAR NETWORK.

SO I'M NOT I'M NOT VERY CONCERNED AT ALL THAT WE'LL MEET THE THOUSAND.

IT'LL JUST TAKE US A LITTLE BIT MORE TIME TO GET THERE.

AND SO WE'RE GOING TO STILL KEEP THE DUAL ROLES OF THE PRIVATE CELLULAR ALONG WITH THE SUBSCRIPTIONS.

YEAH.

SO AGAIN, AND THAT'S WHY I PRESENTED BOTH OF THESE UPDATES TODAY IS TO SHOW YOU WHERE WE ARE IN SUBSCRIPTIONS AND TO SHOW YOU WHERE WE ARE ON PRIVATE CELLULAR.

NOW WHAT WE KNOW ABOUT THE SUBSCRIPTIONS IS THAT THOSE ARE LIMITED IN TERMS OF TIME.

SO THE FUNDING BEHIND THAT PROGRAM EXPIRES AT THE END OF THIS SCHOOL YEAR OR AT THE END OF NEXT SUMMER.

AND THE REASON WE WERE PILOTING PRIVATE CELLULAR WAS BECAUSE WE SEE THIS AS A POTENTIALLY LONGER TERM SOLUTION.

ALL RIGHT, THANK YOU, ROBERT.

I THINK THIS ONE IS FOR YOU ON THE CSEI.

SO IT SAYS THEY GOT A FLAT TWO PERCENT AT MIDPOINT INCREASE.

SO DID THEY GET THE REGULAR TWO PERCENT THAT EVERYBODY ELSE GOT AND THEN THEY GOT TWO PERCENT MORE? OR HOW DID THAT WORK? YEAH, THAT WAS THE THE TWO PERCENT.

THERE WERE AROUND, I THINK, THIRTY SEVEN EMPLOYEES THAT SCORED ABOVE PROFICIENT OR

[01:50:02]

WHERE THEY EXCEEDS EXPECTATION EXEMPLARY.

THEY RECEIVED EITHER A HALF OR A ONE PERCENT, DEPENDING ON THEIR RATING ABOVE THAT TWO PERCENT, BUT IT WAS JUST ONE TWO PERCENT.

IT WASN'T A TWO PERCENT AND THEN ANOTHER TWO PERCENT.

OK, BECAUSE THAT WAS BEGINNING TO MAKE ME EXTREMELY NERVOUS.

NO, NO MA'AM, TO THINK THAT THERE MIGHT BE TWO, TWO PERCENT'S AND OUR TEACHERS DIDN'T GET THAT.

SO THANK YOU FOR THAT FOR THAT OPERATION COMBAT.

SO.

IT LOOKS LIKE WE HAD AN ATTENDANCE GOAL CHIEF HEWITT OF COMING BACK AT NINETY FIVE PERCENT.

HOW DID HOW DID WE DO WITH THAT AND JUST TALK TO ME A LITTLE BIT ABOUT THAT? YEAH.

SO OUR ATTENDANCE GOAL FOR THE YEAR IS TO ENSURE THAT WE MAINTAIN OR REACH A NINETY FIVE PERCENT GOAL.

WE TOOK A DIP AND SO WE WERE ACTUALLY AT AROUND I THINK IT WAS EIGHTY EIGHT.

WE DIPPED DOWN TO I'LL GO BACK AND JUST DOUBLE CHECK.

BUT WHAT WE DID WAS WE ACTUALLY HAVE ACROSS DIVISIONAL TEAMS. SO EVERYONE YOU SEE REPRESENTED HERE, THEIR DIVISIONS ARE WORKING TOWARDS THAT EFFORT.

IN ADDITION TO PARTNERS LIKE AFT AND SOME OF OUR NONPROFIT COMMUNITY PARTNERS, THEY WORK ONGOING TO ENSURE THAT THEY'RE REACHING OUT TO STUDENTS EVERY DAY WHO MAY BE HITTING SORT OF A THREE ABSENCE THRESHOLD THAT'S INDICATED BY OUR DASHBOARD.

SO THE DASHBOARD TELLS US THAT THE STUDENT NOW HAS THREE ABSENCES WE NEED TO REACH OUT TO THEM, AND THEN SOMEONE WITHIN A DIVISION OR ONE OF THE PARTNERS WILL REACH OUT TO THE STUDENT TO SAY, HEY, WHAT'S GOING ON AND HELP THEM MAKE UP THAT ATTENDANCE? OK, AND HOW DO THEY MAKE UP THAT ATTENDANCE? YEAH.

SO SOMETIMES IT'S JUST AS SIMPLY AS MAKING SURE THAT IT WAS AN EXCUSED ABSENCE BECAUSE THEY HAVE A DOCTOR'S NOTE.

SOMETIMES THEY CAN GET INTO A SITUATION WHERE IT'S ATTENDANCE FOR CREDIT, LIKE THEY MAY HAVE REACHED A THRESHOLD.

SO LET'S SAY THEY'RE OUT FOR SO MANY DAYS AND THEY REACH THE THRESHOLD OF THE TEN PERCENT OF THEIR SEAT TIME.

THEN THEY MAKE UP ATTENDANCE FOR CREDIT.

AND THAT'S A THAT'S A PLAN THAT'S DEVELOPED BY THE PRINCIPAL FOR THEM TO COME IN AND MAKE UP TIME.

BEFORE SCHOOL, AFTER SCHOOL OR ON A SATURDAY.

AND THEN.

ONE OTHER QUESTION, BUT I'VE BEEN WARNED TO BE NICE, SO I'LL BE NICE, AND I'LL LET IT GO AT THAT.

THANK YOU.

I WAS WARNED, BY THE WAY, THANK YOU, TRUSTEE FOREMAN.

ANYONE ELSE A SECOND ROUND TRUSTEE GARCIA.

YES, GOING BACK TO OPERATION CONNECTIVITY JUST REALLY QUICKLY TO CLARIFY, JACK, SO THE STUDENTS, I'M LOOKING AT THE LAST SLIDE, THE APPENDIX HERE FOR THE UPCOMING PRIVATE LTES.

YES, MA'AM.

BETWEEN THE APPLICANTS THAT ARE SUBMITTING AND BEING APPROVED FOR THE AT HOME IN-HOME HIGH SPEED INTERNET AND THESE PRIVATE LTE NETWORKS, WHICH ARE FOCUSED ON AREAS OF HIGHEST NEEDS, THAT COVERAGE FOR STUDENTS GOES UP TO ROUGHLY WHAT PERCENTAGE.

AND I KNOW WE DON'T HAVE THAT PHONE NUMBER YET, BUT WE'VE GOT THE SHORT TERM AND THE LONG TERM.

BUT.

I'M TRYING TO GRASP THE ENTIRETY OF KIND OF WHERE WE ARE BETWEEN THE LTES AND THE HOT SPOTS IN THE HOME SERVICE.

YEAH, I CAN'T I CAN'T GIVE YOU A PERCENTAGE OR NUMBER OFF THE TOP, BUT WHAT I.

BUT IT'S A GREAT POINT BECAUSE WHAT YOU? THERE, YOU KNOW, AS SOME OF THESE APPLICATIONS COME IN, WE CHECK THEM TO SEE WHETHER THEY'RE WITHIN THE SERVICE AREAS FOR THESE EIGHT SITES THAT WE'RE CURRENTLY OFFERING SERVICE AND IF SO, WE'RE DIRECTING THEM TOWARDS THIS SERVICE INSTEAD OF THE OTHER ONE, BECAUSE WE BELIEVE THAT THIS IS THE BETTER LONG TERM SOLUTION.

THE PRIVATE LTE NETWORK? CORRECT.

CORRECT.

SO WE'RE AIRING IN THAT DIRECTION.

IF, AGAIN, WE SEE APPLICATIONS THAT COME IN THAT ARE WITHIN THIS WITHIN THE SERVICE AREAS THAT WE CURRENTLY OFFER.

AND SO THAT'S TO SAY THAT CURRENTLY THE NUMBER YOU GAVE ME PRIOR WAS THAT YOU HAVE ROUGHLY A THOUSAND APPLICANTS FROM MY ZIP CODE WHO WOULD POTENTIALLY BE SERVICED BY SPRUCE OR SAMUEL PRIVATE LTES NEXT YEAR.

THAT AT HOME SERVICE WOULD NOT NECESSARILY BE THE CASE SERVICE AREAS FOR THESE EIGHT SITES THAT WE'RE CURRENTLY OFFERING SERVICE.

AND IF SO, WE'RE DIRECTING THEM TOWARDS THIS SERVICE INSTEAD OF THE OTHER ONE, BECAUSE ONE TYPE OF SERVICE TOWARDS TOWARDS THIS LONG TERM SOLUTION, THE PRIVATE LTE NETWORK.

CORRECT? CORRECT.

SO WE'RE AIRING IN THAT DIRECTION.

IF AGAIN, WE SEE APPLICATIONS THAT COME IN THAT ARE WITHIN THIS WITHIN THE SERVICE AREAS THAT WE CURRENTLY OFFER.

THAT AT HOME SERVICE WOULD NOT NECESSARILY BE THE CASE FOR SERVICE AREAS FOR THESE EIGHT SITES THAT WE'RE CURRENTLY OFFERING SERVICE, AND IF SO, WE'RE DIRECTING THEM TOWARDS

[01:55:03]

THIS SERVICE INSTEAD OF THE OTHER ONE, BECAUSE ONE TYPE OF SERVICE TOWARDS TOWARDS THIS LONG TERM SOLUTION, THE PRIVATE LTE NETWORK.

CORRECT? CORRECT.

EXACTLY.

SO WE'RE AIRING IN THAT DIRECTION.

AND IF AGAIN, WE SEE APPLICATIONS, A PATH FOR EXPANSION HERE.

THEY LAID OUT, I THINK, FOUR OR FIVE.

AND SO THAT'S TO SAY THAT CURRENTLY THE NUMBER YOU GAVE PRIOR WAS THAT YOU HAVE ROUGHLY A THOUSAND APPLICANTS FROM MY ZIP CODE WHO WOULD POTENTIALLY BE SERVICE BASED PRODUCER SAMUEL PRIVATE TO NEXT YEAR.

THAT AT HOME SERVICE WOULD NOT NECESSARILY BE THE CASE FOR MS. AREAS FOR THESE EIGHT SITES THAT WE'RE CURRENTLY OFFERING SERVICE, AND IF SO, WE'RE DIRECTING THEM TOWARDS THIS SERVICE INSTEAD OF THE OTHER ONE, BECAUSE ONE TYPE OF SERVICE TOWARDS TOWARDS THIS LONG TERM SOLUTION, THE PRIVATE LTE NETWORK.

CORRECT? CORRECT.

EXACTLY.

SO WE'RE ERRING IN THAT DIRECTION.

AND IF AGAIN, WE SEE APPLICATIONS, THERE IS POTENTIALLY A PATH FOR EXPANSION HERE.

THEY LAID OUT, I THINK, FOUR OR FIVE.

AND SO THAT'S TO SAY THAT CURRENTLY THE NUMBER YOU GAVE PRIOR WAS THAT YOU HAVE ROUGHLY A THOUSAND APPLICANTS FROM MY ZIP CODE WHO WOULD POTENTIALLY BE SERVICE BASED PRODUCER SAMUEL PRIVATE ELTIS NEXT YEAR.

THAT AT HOME SERVICE WOULD NOT NECESSARILY BE THE CASE FOR THOSE AREAS, FOR THESE EIGHT SITES THAT WE'RE CURRENTLY OFFERING SERVICE, AND IF SO, WE'RE DIRECTING THEM TOWARDS THIS SERVICE INSTEAD OF THE OTHER ONE, BECAUSE ONE TYPE OF SERVICE TOWARDS TOWARDS THIS LONG TERM SOLUTION TO PREVAIL.

CORRECT.

CORRECT.

EXACTLY.

SO WE'RE ERRING IN THAT DIRECTION.

AND IF AGAIN, WE SEE APPLICATIONS, THERE IS POTENTIALLY A PATH FOR EXPANSION HERE.

THEY LAID OUT, I THINK, FOUR OR FIVE.

SO TO SAY THAT CURRENTLY THE NUMBER YOU GAVE PRIOR WAS THAT YOU HAVE ROUGHLY A THOUSAND APPLICANTS FROM MY ZIP CODE WHO WOULD POTENTIALLY BE SERVICE BASED PRODUCER SAMUEL PRIVATE.

ALL THESE NEXT YEAR AT HOME SERVICE WOULD NOT NECESSARILY BE THE CASE FOR THIS AREAS, FOR THESE EIGHT SITES THAT WE'RE CURRENTLY OFFERING SERVICE AND IF SO, BECAUSE WE'RE DIRECTING THEM TOWARDS THIS SERVICE INSTEAD OF THE OTHER ONE, BECAUSE ONE TYPE OF SERVICE TOWARDS TOWARDS THIS LONG TERM SOLUTION, THE PROBABILITY THAT THE CORRECT.

CORRECT.

EXACTLY.

SO WE'RE ERRING IN THAT DIRECTION.

AND IF AGAIN, WE SEE APPLICATIONS, THERE IS POTENTIALLY A PATH FOR EXPANSION HERE.

THEY LAID OUT, I THINK, FOUR OR FIVE.

AND SO IT'S TO SAY THAT CURRENTLY THE NUMBER YOU GAVE PRIOR WAS THAT YOU HAVE ROUGHLY A THOUSAND APPLICANTS FROM MY ZIP CODE COMING WHO WOULD POTENTIALLY BE SERVICE BASED BRUCE OR SAMUEL PRIVATE ENTITIES FOR THE NEXT YEAR, THAT PHONE SERVICE.

SO.

THESE EIGHT SITES THAT WE'RE CURRENTLY OFFERING SERVICE, AND SO BECAUSE WE'RE DIRECTING THEM TOWARDS THIS SERVICE INSTEAD OF THE OTHER ONE, BECAUSE THEY'RE ONE TYPE OF SERVICE TOWARDS TOWARDS THE TEMPORARY SOLUTION TO PREVAIL, CAN YOU GET THE CORRECT CORRECT? EXACTLY.

SO WE'RE ERRING IN THAT DIRECTION.

AND IF AGAIN, WE SEE APPLICATIONS, THERE IS POTENTIALLY A PATH FOR EXPANSION HERE.

THEY LAID OUT, I THINK, FOUR OR FIVE.

AND SO IT'S TO SAY THAT NUMBER WAS THAT YOU HAVE ROUGHLY A THOUSAND APPLICANTS FROM MY ZIP CODE COMING WHO WOULD POTENTIALLY BE SERVICE BASED CHRISTOPHER SAMUEL PRIVATE KEYES FOR THE NEXT YEAR AT THE SERVICE ACADEMIES LAST YEAR NOW.

THESE ARE THE INSIGHTS THAT WE'RE CURRENTLY OFFERING SERVICE IN.

SO BECAUSE THEY'RE DIRECTING THEM TOWARDS THIS SERVICE INSTEAD OF THE OTHER ONE, THE ONE TYPE OF SERVICE SOLUTION TO GET THE CORRECT.

CORRECT.

EXACTLY.

SO WE'RE ERRING IN THAT DIRECTION.

AND IF AGAIN, WE SEE APPLICATIONS, THERE IS POTENTIALLY A PATH FOR EXPANSION HERE.

THEY LAID OUT, I THINK, FOUR OR FIVE.

AND SO IT'S TO SAY THAT EVEN HIGHER WAS THAT YOU HAVE ROUGHLY A THOUSAND APPLICANTS FOR MY ZIP CODE.

I MEAN, WHO WOULD POTENTIALLY BE SERVICE BASED SAMUEL PRéCéDENTES FOR THE NEXT YEAR AT SERVICE ACADEMIES LAST YEAR? NOW, WITH HIS INSIGHTS TO NOT THE OFFERING SERVICE IN A CELL AND THEN DIRECTING THEM TOWARDS THIS SERVICE INSTEAD OF THE OTHER ONE, THE ONE TYPE OF SERVICE SOLUTION, IF YOU TO GET THE CONTRACTS CORRECT.

AND SO WE'RE ERRING IN THAT DIRECTION.

AND IF AGAIN, THIS YEAR, OK, EXPANSION HERE THEY LAID OUT, I THINK, FOUR OR FIVE.

SO TO SAY THE PAYER WAS ADDRESSING THOSE IS THAT, YOU KNOW, SINCE I'VE BEEN WITH THIS DEPARTMENT, I'VE COME TO A REALIZATION THAT ALL OF THESE INITIATIVES THAT WE HAVE ARE HAVING A VERY, VERY POSITIVE IMPACT NOT ONLY ON MINORITY AND WOMEN OWNED BUSINESSES, BUT ON FAMILIES AND COMMUNITIES AND BEING ABLE TO DO THAT KIND OF WORK.

I MEAN, IT'S EXCITING, EXCITING, EXCUSE ME TO ME AND BEING THAT WE'RE HAVING THAT KIND OF IMPACT.

AND SO NEXT MS. PARTEE WILL PRESENT THE FIRST QUARTER DATA.

THANK YOU, MR. WILLIAMS. WE'RE HAVING SOME TECHNICAL DIFFICULTIES, HOWEVER, I'LL SPEAK TO THE M/WBE

[02:00:01]

UTILIZATION, THE STATISTICAL ANALYSIS, THE FIRST ANALYSIS I WOULD LIKE TO SHARE WITH OUR TRUSTEES IS THE 2015 BOND PROGRAM, THE TOTAL MINORITY BUSINESS ENTERPRISE UTILIZATION FOR THE AREA OF CONSTRUCTION.

WE HAVE A GOAL OF THIRTY PERCENT.

OUR ACTUAL UTILIZATION WAS FIFTY FOUR POINT FORTY NINE PERCENT FOR THE 2015 BOND PROGRAM.

PROFESSIONAL SERVICES, WE HAVE A GOAL OF THIRTY FIVE PERCENT.

HOWEVER, OUR ACTUAL UTILIZATION WAS THIRTY EIGHT POINT TWO ONE PERCENT.

THE NEXT SLIDE THAT I WOULD LIKE TO SHARE IS THE 2008 BOND PROGRAM, TOTAL M/WBE UTILIZATION.

BOND FUNDED CONSTRUCTION.

WE HAVE A GOAL OF THIRTY PERCENT.

OUR ACTUAL UTILIZATION WAS FORTY NINE PERCENT FOR BOND FUNDED PROFESSIONAL SERVICES UNDER THE 2008 BOND PROGRAM.

WE HAVE A THIRTY FIVE PERCENT GOAL FOR PROFESSIONAL SERVICES.

OUR UTILIZATION WAS THIRTY NINE PERCENT.

YES.

AND CONTINUING WITH THE ACTUAL UTILIZATION.

THE NEXT ANALYSIS I WOULD LIKE TO SHARE WITH YOU IS ACTUALLY THE BRIDGE PROGRAM.

TOTAL M/WBE UTILIZATION.

WE ACTUALLY HAVE A GOAL IN THE AREA OF CONSTRUCTION OF THIRTY PERCENT.

THE UTILIZATION IS SEVENTY THREE PERCENT FOR THE BOND FUNDED PROFESSIONAL SERVICES UNDER THE BRIDGE CATEGORY.

OF COURSE, OUR GOAL IS THIRTY FIVE PERCENT.

AND THE ACTUAL UTILIZATION IS TWENTY FOUR PERCENT.

WE WERE NOT ABLE TO ACHIEVE THE GOAL WHEN IT CAME TO PROFESSIONAL SERVICES.

THE NEXT IS ACTUALLY THE CONSTRUCTION MANAGER AT RISK WITH THE CONSTRUCTION MANAGER AT RISK.

THE TOTAL M/WBE UTILIZATION FOR PROFESSIONAL SERVICES WAS SEVENTY FOUR POINT TWO PERCENT IN COMPARISON TO A THIRTY FIVE PERCENT GOAL FOR CONSTRUCTION.

WE'RE AT ELEVEN POINT ONE PERCENT IN COMPARISON TO A THIRTY PERCENT GOAL.

THE NEXT ONE I HAVE BEFORE YOU IS THE M/WBE UTILIZATION FOR BOARD.

I'M SORRY FOR FUND 199, WHICH IS THE GENERAL OPERATING.

WE HAVE A GOAL OF THIRTY PERCENT AS ESTABLISHED BY OUR BOARD OF TRUSTEES, AND OUR UTILIZATION WAS FOURTEEN POINT SEVENTY FOUR PERCENT.

HOWEVER, THERE'S A CATEGORY OF SELF-CERTIFIED COMPANIES COMPANIES THAT HAVE NOT GONE THROUGH A FORMALIZED CERTIFICATION PROCESS, AND THAT AMOUNT WOULD HAVE BEEN EQUAL TO SIXTEEN POINT FOUR TWO PERCENT.

THE TRUSTEES IN THE PAST HAS ASKED THAT WE SHARE BOTH STATISTICS, THE CERTIFIED COMPANIES, AS WELL AS THE NON CERTIFIED COMPANIES AS WELL.

THE LAST INFORMATION THAT I WOULD LIKE TO SHARE WITH YOU IS THE TOTAL M/WBE UTILIZATION DISTRICT WIDE FUNDS.

THAT ALSO INCLUDES OUR DISTRICT WIDE FUNDS, EXCLUDING BOND FUNDS.

WE HAVE AN ACTUAL GOAL ESTABLISHED BY THE BOARD OF TRUSTEES AT THIRTY PERCENT.

THE ACTUAL UTILIZATION WAS FIFTEEN POINT SIX THREE PERCENT.

THERE WAS ALSO A SLIDE THAT WE HAD.

WE WOULD LIKE TO SHARE THE TRUSTEES OF INDIVIDUALS THAT HAVE GONE ABOVE AND BEYOND TO SUPPORT M/WBE INITIATIVES, AND WE WANT TO HIGHLIGHT TWO OF OUR BUYERS MS. KENVA HILL, WHO'S ONE OF OUR SENIOR BUYERS, AND MR. JOHN BLYTHE.

THEY GO ABOVE AND BEYOND AS BUYERS TO ASSIST US WITH OUR M/WBE INITIATIVES, AND WE ARE EXTREMELY APPRECIATIVE OF THEIR SUPPORT.

TRUSTEES AND DR.

HINOJOSA FIRST AND FOREMOST, I WOULD LIKE TO APOLOGIZE FOR THE TECHNICAL DIFFICULTIES.

SHOULD YOU HAVE ANY QUESTIONS, PLEASE DON'T HESITATE TO ASK AND AGAIN, THANK YOU FOR AFFORDING US THIS OPPORTUNITY TO SHARE WITH YOU INITIATIVES REGARDING THE BOARDS M/WBE PROGRAM AND POLICY.

THANK YOU FOR THIS OPPORTUNITY.

THANK YOU SO MUCH FOR YOUR PRESENTATION.

TRUSTEES, ARE THERE ANY QUESTIONS AND COMMENTS? WE'LL BEGIN WITH TRUSTEE FOREMAN.

MS. PARTEE.

YOU'RE THE ULTIMATE PROFESSIONAL.

YOU APOLOGIZE FOR THINGS YOU HAVE NO CONTROL OVER.

THANK YOU.

THANK YOU.

THANK YOU FOR THAT.

BUT I DO HAVE SOME QUESTIONS AND SOME CLARIFICATIONS, OK? AND THE FIRST CLARIFICATION IS GOING TO BE ON PAGE SEVEN, WHICH IS THE CONSTRUCTION MANAGER AT RISK.

YES, BECAUSE IF PEOPLE LOOK AT THIS AND IT'S SEVENTY TWO SEVENTY FOUR POINT TWO PERCENT, THEY GO, OH, THE M/WBES ARE REALLY GETTING WHAT THEY NEED.

SO I NEED FOR YOU TO CLARIFY ONE MORE TIME FOR ME HOW THESE NUMBERS ARE DONE, AND

[02:05:01]

I BELIEVE IT'S BASED ON PAYMENT.

YES, THAT IS CORRECT.

IS BASED UPON ACTUAL PAYMENTS FROM THE BEGINNING OF THE CONSTRUCTION MANAGER AT RISK PAYMENTS UP TO THE DATE AS OF THE QUARTER, RIGHT? I JUST I WANTED CLARITY ON THAT BECAUSE I'VE HAD SOMEBODY BEFORE SAY, OH, THEY'RE DOING MUCH BETTER THAN THEY DID BEFORE.

SO THAT'S ACTUALLY NOT CORRECT.

BUT BUT JUST KEEP MOVING NOW.

I'M ON PAGE EIGHT.

YES, AND WITH THE FUND 199, DO WE USUALLY GET SOMEWHERE ABOUT TWENTY TWENTY PERCENT? THAT IS CORRECT FOR THE FISCAL YEAR CUMULATIVE.

LAST YEAR, THE AVERAGE WAS ROUGHLY TWENTY PERCENT.

RIGHT AND ALSO ON THE DISTRICT WIDE FUNDS I SEE WE'RE AT FIFTEEN WAS [INAUDIBLE] THE SEVENTEEN PERCENT.

IT WOULD BE ACTUALLY WITH THE CERTIFIED COMPANIES FIFTEEN POINT SIX THREE AND WE'RE USUALLY AT ABOUT TWENTY PERCENT ON THAT ALSO, YOU ARE CORRECT.

OK, SO SO WE ARE WE'RE TRENDING LOWER THAN WE HAVE IN THE PAST.

THAT IS CORRECT.

AND I WOULD LIKE TO SHARE WITH YOU SOME OF THE INITIATIVES THAT WE ARE DOING TO TRY TO INCREASE THE UTILIZATION IN THOSE CATEGORIES ON NEXT WEEK.

WE HAVE WHAT'S CALLED AN INDEPENDENT SCHOOL DISTRICT EXPO WHERE WE'RE GOING TO HAVE PURCHASING BUYERS AND SUPPLIER DIVERSITY PROFESSIONALS AND A ONE TYPE VIRTUAL ENVIRONMENT MEETING WITH THE BUSINESS COMMUNITY.

WE HAVE SCHOOL DISTRICTS FROM HOUSTON, AUSTIN, SAN ANTONIO, FORT BEND, OF COURSE, FORT WORTH, ET CETERA, ET CETERA.

AND SO THE CONCEPT OF THAT IS TO ALLOW ALL OF THESE VENDORS TO COME IN AND LEARN HOW TO DO WORK WITH DALLAS ISD.

FIRST AND FOREMOST, BUT WHEN THEY HEAR THE NAMES OF HOUSTON AND AUSTIN, ET CETERA, SO WE'LL GET MORE PEOPLE INTERESTED SO THAT WE CAN ENCOURAGE THEM AND EDUCATE THEM ON DOING BUSINESS WITH DALLAS ISD.

WE HAVE ABOUT 1300 PEOPLE THAT HAVE REGISTERED.

ALSO, WE ARE PLANNING WHAT'S CALLED A M/WBE VENDOR EXPO WITH OUR WATER VENDORS, VENDORS THAT HAVE GONE THROUGH A COMPETITIVE PROCESS AND HAVE BEEN AWARDED CONTRACTS WITH DALLAS ISD, WE WANT TO SHOWCASE THEM TO THE INTERNAL DISTRICT EMPLOYEES SO THAT WE CAN TRY TO ENCOURAGE THEM TO UTILIZE THEM.

WE'VE ALSO HAVE ESTABLISHED A M/WBE AWARD VENDOR DIRECTORY WHERE WE'RE SENDING IT TO THE END USERS, DEPARTMENTS, THE CHIEFS, TRUSTEES, ET CETERA, ET CETERA ON.

THESE ARE SOME OF OUR M/WBES THAT HAVE BEEN AWARDED.

WE ALSO HAVE ONE INITIATIVE THAT WE'RE WORKING ON IS CALLED THE HIGH TICKET VENDORS.

THOSE ARE THE VENDORS THAT WE'VE SPENT CONSIDERABLE AMOUNTS OF MONEY WITH, AND WE ARE GOING AND MEETING WITH THEM TO ENCOURAGE THEM TO PARTNER WITH MINORITIES AND WOMEN ON SUBCONTRACTORS THAT ARE CERTIFIED.

THIS IS DONE IN CONJUNCTION WITH THE END USERS AS WELL AS PROCUREMENT SERVICES AND M/WBE.

GOOD WORK, MR. WILLIAMS. I DIDN'T FORGET YOUR PROFESSIONALISM EITHER.

THANK YOU.

THANK YOU FOR YOU.

THANK YOU FOR YOUR LEADERSHIP.

ONE ONE ONE THING I JUST LIKE TO ASK YOU AND MS. PARTEE IS IS THAT WE KNOW THROUGHOUT THE STATE THAT THAT THERE ARE OCCASIONS WHERE YOU MIGHT BE ABLE TO LOCATE VENDORS WITH OTHER SCHOOL DISTRICTS OR OTHER GOVERNMENT ENTITIES.

AND I HOPE THAT YOU ARE USING YOUR RELATIONSHIPS THROUGHOUT THE STATE WHERE THERE MIGHT BE A NEED FOR DISD THAT WE MIGHT BE ABLE TO GARNER A M/WBE FROM FROM THEM.

VERY MUCH SO LIKE THE I THE ISD DAY THAT SHE JUST MENTIONED WHERE WE HAVE 13 PEOPLE, 1300 COMPANIES THAT HAVE ALREADY REGISTERED.

THAT'S BASICALLY A WAY WHERE WE CAN RECRUIT VENDORS TO COME TO DALLAS ISD, AND WE DID A QUICK SURVEY AND ASKED THE PEOPLE WHO ARE REGISTERED BASICALLY WHICH SCHOOL DISTRICT THAT THEY REALLY WANT TO TALK TO AND DALLAS ISD WAS BY FAR NUMBER ONE.

SO, SO MANY OF THE 1300 PEOPLE WANT TO TALK TO DALLAS ISD, OUR PROCUREMENT DEPARTMENT, SO THAT THEY CAN LEARN HOW TO NAVIGATE THE PROCUREMENT PROCESS HERE IN DALLAS.

WELL, THANK YOU GUYS FOR YOUR WORK AND THE STAFF'S WORK IN THE M/WBE DEPARTMENT.

THANK YOU.

THANK YOU.

THANK YOU FOR YOUR SUPPORT.

THANK YOU, TRUSTEE FOREMAN TRUSTEES.

ARE THERE ANY OTHER QUESTIONS HERE? ALL RIGHT, THANK YOU ALL SO MUCH.

WE ARE NOW GOING TO MOVE ON TO ITEM EIGHT TRUSTEES, THE MINUTES WILL BE SENT TO YOU

[8. MINUTES SUBMITTED FOR APPROVAL]

PRIOR TO THE BOARD MEETING.

AND NEXT, WE'RE GOING TO MOVE ON TO ITEM NINE, BUT I SEE WE HAVE LOST A QUORUM, SO WE ARE GOING TO TAKE A THREE MINUTE RECESS.

ALL RIGHT.

THANK YOU FOR THAT, WE ARE NOW BACK WITH A QUORUM.

WE ARE NOW ON ITEM NINE POLICY UPDATES.

[9. POLICY UPDATES]

[02:10:02]

ITEM A BOARD POLICY CL LOCAL SECOND READ TRUSTEES.

ARE THERE ANY QUESTIONS HERE? TRUSTEE FOREMAN.

I ASKED BEFORE ABOUT THE COST ASSOCIATED WITH [INAUDIBLE] PROGRAM, AND I HAVEN'T GOTTEN THAT INFORMATION YET.

SO THERE'S MULTIPLE STUDIES.

RIGHT, SO DEPENDING ON WHAT SIDE OF THE PERSPECTIVE YOU'RE ON IS WHAT WHAT THE YOU KNOW.

AND SO IF YOU'RE FOR THE LEAD PROGRAM, YOU DO A SURVEY AND YOU DO A STUDY THAT SHOWS THAT THERE'S NO COST.

BUT WHAT I WOULD TELL YOU IS AS A GENERAL RULE, IT'S ANYWHERE FROM ONE TO FIVE PERCENT DIFFERENCE.

AND THAT'S IN TOTAL COST.

THERE'S TOTAL COST OF OF OF CONSTRUCTION OR ANY PROJECT THAT WE DO OF ANY PROJECT THAT WE'RE UTILIZING.

YEAH.

SO AGAIN, YOU CAN FIND ONE SURVEY THAT SAYS THERE'S NUMBER ONE STUDY THAT SAYS THERE'S ABSOLUTELY NO COST DIFFERENCE, AND THEN THERE'S ANOTHER ONE THAT SAYS IT'S BETWEEN ONE AND FIVE, DEPENDING ON YOUR PERSPECTIVE.

SO FROM THE FROM THE CONSTRUCTION INDUSTRY STANDPOINT, WHAT DO THEY SAY? BECAUSE WE HAVE PEOPLE WHO DO LEADS? AND THAT'S WHAT I'M SAYING, DEPENDING ON THEIR PERSPECTIVE IN THE CONSTRUCTION INDUSTRY, THAT'S WHAT THEY THE REPORTS I WAS ABLE TO SEE.

SO COULD YOU SHARE SHARE THAT WITH, I GUESS, IF THOSE WHO DON'T WANT TO SEE IT, I DO.

I CAN GIVE YOU THE LINKS TO THE STUDY.

YEAH.

I DO WANT TO SEE THOSE WHO ABSOLUTELY HAVE AN UNDERSTANDING BECAUSE WE ARE TALKING ABOUT SPENDING ADDITIONAL DOLLARS AND I NEED TO HAVE A GOOD UNDERSTANDING.

DAVID, YOU HAVE SOMETHING.

I WAS JUST GOING TO JUMP IN IF NEED IT.

BUT BUT HE HE HIT IT ON THE HEAD.

OKAY.

ALL RIGHT.

THANK YOU.

THANK YOU.

TRUSTEE FOREMAN ANY OTHER QUESTIONS HERE? WE WILL NOW MOVE ON TO ITEM 11 CHIEF OF STAFF DIVISION THAT IS 12 A ACCEPTANCE OF

[A. Consider and Take Possible Action to Approve Quarter 1 of 2021-2022 School Year Formal Acceptance and Ratification of Gifts with Cumulative Value Greater Than $5,000 for Schools and Departments (July 1, 2021 – September 30, 2021)]

GRATIFICATION OF GIFTS.

TRUSTEES ARE THERE ANY QUESTIONS ON A? I DO HAVE A QUESTION.

TRUSTEE MARSHALL JUST RELATED TO THIS, THIS WHOLE NOTION IN GENERAL, I'VE BEEN CONFUSED FOR SIX YEARS OF WHY, WHY IT REQUIRES A VOTE OF THE BOARD TO ACCEPT A GIFT TO THE SCHOOL DISTRICT.

CAN SOMEONE TELL ME WHY WE HAVE TO VOTE ON THESE THINGS? THIS SEEMS RIDICULOUS TO ME WHEN WE GET A GRANT OR A GIFT.

WHY DOES THAT REQUIRE A BOARD OF BOARD VOTE? TRUSTEE MARSHALL, I BELIEVE THAT THAT'S PART OF OUR POLICY, I CAN LOOK THAT UP, AND THAT'S WHAT I SUSPECTED.

IF THAT'S THE CASE, THEN I'D LIKE TO TALK TO YOU OFFLINE ABOUT PROPOSING AN AMENDMENT TO THAT POLICY THAT ELIMINATES THE NEED FOR A BOARD VOTE TO ACCEPT MONEY FROM OTHER PEOPLE.

AND I THINK PART OF IT IS JUST TO BE TRANSPARENT ABOUT WHAT'S COMING IN.

YEAH, WELL, YOU CAN NOTIFY US.

IT STILL DOESN'T NEED TO BE AN AGENDA ITEM.

YOU CAN HAVE SOMETHING THAT SAYS IT SHOWS UP IN A BOARD PACKET, OK, AND WE CAN TALK ABOUT IT OFFLINE.

GREAT.

THANKS.

THANK YOU.

TRUSTEE MARSHALL TRUSTEE FOREMAN.

SO, PAM, JUST TO EXPAND ON WHAT TRUSTEE MARSHALL JUST SAID AS A TRUSTEE, WE DO HAVE TO KNOW WHAT GIFTS ARE COMING IN TO HAVE A GOOD UNDERSTANDING OF IT IF THERE'S DISPARITY BETWEEN DIFFERENT SCHOOLS, DIFFERENT AREAS OF TOWN.

THAT'S PART OF WHAT WE DO.

SO I AS A TRUSTEE, I DO WANT TO KNOW WHAT GIFTS ARE COMING IN AND WHERE THEY'RE GOING, BECAUSE MAYBE SOME DON'T LOOK AT IT, BUT I DO JUST TO MAKE SURE THANK YOU.

JUST TO BE CLEAR, PAM, I'M SAYING STILL, LET US KNOW ABOUT IT.

DON'T NEED TO VOTE ABOUT IT.

THANKS.

UNDERSTOOD.

THANKS.

ANY OTHER QUESTIONS HERE? SEEING NONE.

WE WILL NOW MOVE UNDER TO THE LEADING AND LEARNING DIVISION 14A.

[A. Consider and Take Possible Action to Authorize, Negotiate and Enter Into Agreements with Recommended Pool of Vendors for Early Learning Home Visiting Programs and Services for Districtwide Use (Not to Exceed $5,000,000 Over Five Years Including Renewal Options / General Operating/Special Revenue/Bond Funds)]

ARE THERE ANY QUESTIONS ON 14 A? 14 A I HAVE A QUESTION.

YES.

TRUSTEE FOREMAN FOLLOWED BY TRUSTEE GARCIA.

SO MY QUESTION IS IT'S PRETTY SIMPLE, IT'S DO WE HAVE I THINK WE DO, BUT I WANT TO MAKE SURE I KNOW FOR A FACT.

DO WE HAVE OTHER HOME VISITING PROGRAMS THAT WE'RE UTILIZING? IN ADDITION TO THIS, WE DO HAVE OUR HOME TO HOME VISITING PROGRAM WITH OUR PARTNERS AND COMMUNICATION SERVICES.

BUT DO WE NOT HAVE HIPPY?

[02:15:03]

YES, MA'AM, WE DO HAVE THAT.

THAT'S ANOTHER HOME VISITING PROGRAM.

SO THE QUESTION IS HOW SUCCESSFUL ARE THOSE PROGRAMS NOW THAT WE'RE MOVING OUT INTO ANOTHER PROGRAM, HOW SUCCESSFUL ARE THE CURRENT PROGRAMS THAT WE HAVE? SO OUR PROGRAMS, SPECIFICALLY THE HIPPY PROGRAM, DOES GET EVALUATED BY OUR OUR DISTRICT.

AND SO, YOU KNOW, WE DO HAVE DATA ON THAT THAT IT IS ACTUALLY BEING SUCCESSFUL.

THIS PARTICULAR RFP WILL ALLOW US TO JUST EXPAND SERVICES TO BE ABLE TO SUPPORT FAMILIES WITH CHILDREN IN THE EARLY LEARNING SPACE.

OK.

I THOUGHT HIPPY WAS FOR EARLY LEARNING ALSO.

THEY ARE AS WELL.

SO ALL I'M TRYING TO FIND OUT IS HOW MANY PROGRAMS DO WE HAVE? WHAT THE AMOUNT, WHAT AMOUNT OF WE'RE SPENDING AND HOW SUCCESSFUL THEY ARE.

THAT JUST MAKES GOOD SENSE, WE'RE MOVING INTO ANOTHER PROGRAM, AND IF WE GOT PROGRAMS THAT ARE NOT SUCCESSFUL, WHY ARE WE STILL USING THEM AND IF THEY ARE SUCCESSFUL, WHY WE'RE BRINGING ON ANOTHER PROGRAM? IT'S JUST A SIMPLE QUESTION OF THAT.

YOU CAN ANSWER IN THE TRACKER.

YES, MA'AM.

THANK YOU.

THANK YOU.

TRUSTEE FOREMAN TRUSTEE GARCIA.

SO 14A AND I'M TAKING A LOOK REALLY QUICKLY AT PAGE THREE OF THE ATTACHED.

WELL, BOARD DOCUMENTS EXPLAIN TO ME THE DIFFERENCE.

I'M LOOKING AT THE EVALUATION COMMITTEE.

YES, INFORMATION HERE.

AND JUST TAKING A LOOK AT THE DIFFERENCE BETWEEN THE VENDORS.

WE'VE GOT A FORTY POINTS VERSUS NONE FOR FOR THE REMAINING VENDORS.

IF I'M FAMILIAR WITH OUR CURRENT PROGRAMING, WE WORK WITH SOME OF THESE.

PROGRAMS CURRENTLY, BUT WHAT'S THE DIFFERENCE IN THE FORTY TO THE ZERO FOR ALL OTHER VENDORS AND PURCHASE PRICE? SO I WILL HAVE TO DEFER TO SOMEONE ON THE EVALUATION COMMITTEE FOR THAT PARTICULAR QUESTION.

SO THE PURCHASE PRICE IS ON A ON AN ESCALATING FORMULA.

AND SO IF YOU'RE EIGHT PERCENT DIFFERENT FROM THE LOW BID, YOU'RE THAT WILL EXCLUDE YOU FROM GETTING ANY POINTS.

SO BASED ON WHERE YOU ARE IN PRICE IN IN RELATION TO THE OVERALL LOWEST PRICE, THERE'S AN ESCALATION.

SO BETWEEN ZERO AND ONE PERCENT, YOU LOSE WHATEVER THE PERCENTAGE IS AND THEN THE NEXT ESCALATION IS BETWEEN ONE AND TWO PERCENT.

IT'S THE PERCENTAGE TIMES TWO TIMES, THREE TIMES FOUR AND TIMES FIVE.

SO BY THE TIME YOU GET TO BEING EIGHT PERCENT MORE THAN THE LOW BID PRICE, THAT'S WHEN YOU WOULD SCORE ZERO POINTS.

OK.

AND HAVE WE EVER WORKED WITH THE CHILDREN'S CAROUSEL ACADEMY BEFORE? NO TO MY KNOWLEDGE, WE HAVE NOT.

OK.

OK, THANK YOU.

THOSE ARE MY QUESTIONS.

THANK YOU, TRUSTEE GARCIA TRUSTEES ARE THERE ANY OTHER QUESTIONS ON THIS ITEM? ALL RIGHT.

SEEING NONE.

WE'LL MOVE TO THE SCHOOL LEADERSHIP DIVISION THAT IS 16 A THROUGH E TRUSTEE

[16. School Leadership]

S ARE THERE ANY QUESTIONS ON 16 A THROUGH E? AND TRUSTEES ONLINE, IF YOU HAVE A QUESTION, FEEL FREE TO SPEAK UP.

I DO.

ALL RIGHT.

OH, SORRY.

TRUSTEE MARSHALL, IS THIS THE EXHAUSTIVE LIST OF SCHOOLS THAT WERE PROPOSING TO RENAME? NO, THIS IS NOT THE COMPLETE LIST OF SCHOOLS.

WE HAVE ANOTHER LIST THAT WANTS TO COME FORWARD IN JANUARY, THIS LIST OF SCHOOLS HAD THEIR MATERIALS AND DOCUMENTATION READY, BUT MISSED THE LAST DEADLINE AND THEY WANT TO HAVE THEIR NAME CHANGES AND EVERYTHING READY SO THAT THEY CAN GET LAUNCHED FOR RECRUITING SEASON.

THEY CAN USE IT WITH THE POTENTIAL NAMES THAT THEY WILL MOVE TOWARDS IF IT'S APPROVED.

SO I THINK I'VE BROUGHT THIS UP LIKE FIVE TIMES, AND I KNOW YOU WEREN'T IN YOUR CURRENT ROLE, SO I'M KILLING THE MESSENGER HERE.

BUT IT IS BEYOND ME WHY WE HAVE SCHOOL NAME PROPOSALS ON EVERY BOARD MEETING AGENDA.

IT SEEMS LIKE WE TALK ABOUT THIS ALL THE TIME, AND WE HAVE A POLICY THAT OUTLINES WHEN AND HOW SCHOOL RENAME PROPOSALS ARE SUPPOSED TO COME TO THE BOARD.

IT'S SUPPOSED TO HAPPEN ONCE A YEAR IN THE SPRINGTIME, AND THAT'S IT.

AND THERE'S ONE PROCESS, ONE SCHEDULE.

YOU KNOW, THERE'S IT'S VERY DETAILED.

I'VE BEEN THROUGH IT MANY TIMES.

THERE'S A PROCESS FOR HOW THE NAME MUST BE PROPOSED, WHO MUST SIGN OFF ON THE FORM WHEN IT'S SUPPOSED TO BE GIVEN TO BOARD SERVICES, WHEN IT'S SUPPOSED TO BE ON THE AGENDA.

AND YET, YOU KNOW, SIX OR SEVEN TIMES A YEAR, WE ARE AT BOARD MEETINGS, VOTING ON SCHOOL RENAMES.

SO AGAIN, I DON'T WANT TO KILL THE MESSENGER, BUT WHY AREN'T WE FOLLOWING OUR OWN POLICY ON THIS? I MEAN, IT SEEMS LIKE WE MAKE A POINT OF NOT FOLLOWING OUR OWN POLICY.

[02:20:03]

YES.

SO MY GOAL IS TO GET TO THAT POINT AS WE MOVE FORWARD.

WHAT I WANTED TO DO WAS TO SUPPORT THE CAMPUSES WHO SAID, YOU KNOW, WE MISSED THIS DEADLINE.

BRING A GROUP IN THE FALL AND THEN THE GROUP MOVING FORWARD AND WE WOULD ALWAYS I'M NOT.

I'M NOT INDICTING YOUR RATIONALITY OR PROCESS.

I'M JUST SAYING, LIKE, IF WE'RE GOING TO DO THIS, WE NEED TO CHANGE THE POLICY BECAUSE I MEAN, WE'RE WE TALK ABOUT THIS AT EVERY BOARD MEETING.

AND, YOU KNOW, WE HAVE A POLICY THAT SAYS HOW THIS IS SUPPOSED TO HAPPEN AND WE JUST DISREGARD IT EVERY EVERY MEETING.

SO LET'S EITHER REVISIT THE POLICY AND, YOU KNOW, GET THE PROCESS IN A SORT OF PROCEDURE THAT MAKES SENSE FROM THE ADMINISTRATION'S PERSPECTIVE AND TAKES ALL THESE CONCERNS THAT YOU'RE RIGHTFULLY BRINGING UP INTO CONSIDERATION AND CHANGE THE POLICY.

OR LET'S STICK TO THE POLICY.

YOU KNOW, WE NEED TO GET SOME GOVERNANCE GUIDE RAILS AROUND THIS BECAUSE IT SHOULDN'T BE COMING UP EVERY MEETING.

YES, SIR.

THANKS.

THANK YOU, TRUSTEE MARSHALL.

SEEING NO OTHER QUESTIONS HERE.

WE WILL MOVE ON TO SECTION OH, GO AHEAD.

TRUSTEE MICCICHE SORRY.

YEAH.

I ACTUALLY WANTED TO TAKE THE POSITION THAT WE SHOULD BE FLEXIBLE ON THIS BECAUSE WE HAVE A LOT OF NEW INITIATIVES THAT ARE THAT ARE COMING UP IN THIS.

THE SCHOOLS ARE GETTING THEY'RE GETTING NEW PROGRAMS. THEY'RE THEY'RE BRANDING THEMSELVES.

AND I'D HATE TO TO STRAITJACKET OURSELVES INTO A SITUATION WHERE A SCHOOL HAS TO WAIT AN ADDITIONAL YEAR BECAUSE THEY'VE THEY'VE MISSED AN ARBITRARY DEADLINE.

AND WE'VE BEEN FLEXIBLE IN THE PAST WITH WITH THE NAMING CHANGES FOR FOR LOTS OF LOTS OF DIFFERENT SCHOOLS ACROSS ACROSS THE DISTRICT.

AND WHILE IT'S IT WOULD BE GOOD TO HAVE ALL OF THEM DONE AT ONCE.

I DO REALIZE THAT THESE THESE SCHOOLS ARE IN THE PROCESS OF OF TRYING TO REBRAND THEMSELVES AND TO MAKE THEM WAIT ANOTHER YEAR JUST BECAUSE WE DON'T WANT TO SPEND FIVE MINUTES GOING, GOING AND GOING THROUGH IT OFF THE AGENDA, AND WE REALLY DON'T SPEND A WHOLE LOT OF TIME ON IT ANYWAY.

SO WE PROBABLY SPENT MORE TIME DISCUSSING NAMES IN JUST IT, JUST WHAT I AND TRUSTEE MARSHALL HAVE SAID.

BUT BUT I WANT TO I WANT TO PRESERVE THAT FLEXIBILITY.

AND I DON'T I DON'T WANT TO INSTILL THE KIND OF RIGIDITY THAT IS GOING TO MAKE CAMPUSES WAIT A YEAR BEFORE THEY CAN START, START REBRANDING.

AND SO.

SO I I WOULD LIKE A GENERAL GUIDELINE THAT WE WE USUALLY FOLLOW.

BUT THERE ARE LOTS OF POLICIES THAT WE MAKE EXCEPTIONS TO WHEN IT MAKES SENSE.

AND SOME OF THESE SCHOOLS HERE ARE ARE TRYING TO REBRAND THEMSELVES LEADERSHIP ACADEMIES AND SO FORTH.

AND I DON'T KNOW WHY WE WOULD WANT TO MAKE THEM WAIT ANOTHER YEAR TO DO IT SO.

SO I JUST WANT TO BE A VOICE FOR FLEXIBILITY ON WHAT I THINK IS A VERY NON-CONTROVERSIAL ISSUE THAT DOESN'T TAKE A LOT OF TIME.

THANK YOU, TRUSTEE MICCICHE, ANYONE ELSE FOR FIRST ROUND ON THIS? ALL RIGHT, WE'LL GO TO THE SECOND ROUND TRUSTEE MARSHALL.

I JUST WANT TO BE VERY CLEAR THAT I DON'T OPPOSE FLEXIBILITY, THAT THE RIGIDITY, THE RIGIDITY IS ACTUALLY WHAT THE CURRENT POLICY IS RIGHT NOW.

THE POLICY IS WHAT'S RIGID.

WE ARE IGNORING THE POLICY.

SO IF WE WANT TO BUILD IN SOME FLEXIBILITY, WHICH I'M NOT AVERSE TO, WE SHOULD DO THAT IN THE POLICY.

WE SHOULD SAY, YOU KNOW, STANDARD NAME CHANGES HAPPEN ON THIS SCHEDULE.

AND IF A SCHOOL HAS A CHANGE IN PROGRAM OR A CHANGE IN OFFERING AND WANTS TO REBRAND AS A RESULT OF THAT, THEN IT CAN BE CONSIDERED OFF SCHEDULE.

WHAT I'M SAYING IS THAT THERE NEEDS TO BE GOVERNANCE PRINCIPLES FOLLOWED HERE LIKE WE SHOULDN'T HAVE A POLICY THAT WE LITERALLY IGNORE EVERY BOARD MEETING.

I MEAN THAT THAT MEANS THAT THERE'S SOMETHING WRONG WITH THE POLICY.

SO IF WE WANT TO BE FLEXIBLE, THEN I'D ENCOURAGE THE ADMINISTRATION TO COME FORWARD AND PROPOSE SOME POLICY CHANGES THAT WOULD INCORPORATE THAT.

THANKS.

THANK YOU.

THANK YOU.

TRUSTEES.

ARE THERE ANY OTHER QUESTIONS HERE? SEEING NONE.

WE'LL MOVE ON SECTION 17 STRATEGIC INITIATIVES DIVISION.

ALL OF THESE ITEMS, THOUGH, HAVE BEEN PULLED FROM THE AGENDA.

SO WE'RE GOING TO MOVE PAST THAT AND WE ARE GOING TO MOVE TO SECTION 19 FINANCIAL

[19. FINANCIAL SERVICES DIVISION]

SERVICES DIVISION, WHICH INCLUDES 20 A THROUGH B.

21 A THROUGH C, 22 A THROUGH C, 23, 24 AND 25.

SO TRUSTEES, ANY ITEMS HERE FEEL FREE TO COME OFF MUTE OR NOTE ANY ITEMS THAT YOU

[02:25:03]

WANT TO STOP AT AND ASK QUESTIONS HERE.

TRUSTEE FOREMAN, WHICH ITEMS DO YOU HAVE? SO ACTUALLY GETTING TOO MANY DIRECTIVES OF TELLING ME TO BE NICE? I JUST GOT ONE TO CLOSE MY BOOK, BUT ACTUALLY, SINCE WE JUST RECEIVED IT LAST NIGHT, I DO HAVE A FEW QUESTIONS, BUT I WILL SAVE THOSE QUESTIONS AND PUT THEM IN THE TRACKER FOR THE [INAUDIBLE].

ANY OTHER ITEMS HERE? I DO HAVE 22 A.

DOES ANYONE ELSE HAVE ANY OTHER ITEMS? SEEING NOTHING ELSE HERE.

WE'RE GOING TO GO TO 22 A, WHICH IS THE CAMPUS STAFFING

[A. Consider and Take Possible Action to Approve the Proposed 2022 - 2023 Campus Staffing Formulas]

FORMULAS.

I DON'T KNOW WHO I'M TALKING TO HERE, WHETHER IT'S TIFFANY OR WHETHER IT'S DWAYNE.

ONE NOTE WELL TWO NOTES.

THE FIRST NOTE IS WE HAVE WE LIST OUT SPECIALTY SCHOOLS SEPARATELY AND I'VE RAISED IT EVERY YEAR SO FAR.

AND YOU KNOW, THIS IS OUT MY OWN PERSONAL JUST KNOWLEDGE.

HAVING BEEN AT TOWN VIEW TIFFANY, I KNOW YOU KNOW THIS AS WELL, THAT THESE FORMULAS ARE WRONG, LIKE THEY ARE NOT WHAT WE'RE DOING.

AND SO I HAVE HESITATION PASSING A DOCUMENT THAT IS INCORRECT.

SO WE EITHER NEED TO FIGURE OUT WHAT THE APPROPRIATE WAY IS TO WRITE THE FORMULA.

SO IT IS ACCURATE.

BUT I KNOW THAT THE AMOUNT OF FTES AND HOW WE'VE STRUCTURED THAT, I MEAN, THE SCHOOLS HAVE CHANGED.

WE JUST NEED TO FIND A BETTER WAY TO ALIGN THAT.

SO IT'S ACCURATE IN THIS DOCUMENT BEFORE WE VOTE ON IT.

CAN YOU ELABORATE ON THAT FOR THE REST OF US? YEAH.

SO FOR INSTANCE, IF YOU LOOK AT SOME OF THESE, I'LL SPEAK TO TAG WHERE I WAS PRINCIPAL.

THIS HAS BEEN THE SAME RATIO.

IT SPEAKS TO SEVENTEEN FTES FOR TEACHERS AT TAG.

TAG HAS GROWN FROM TWO HUNDRED AND FIFTY STUDENTS THEN TO FIVE HUNDRED NOW AND NO LONGER HAS SEVENTEEN FTES.

I AM SURE THE NUMBERS OF THE ENTIRE TOWN VIEW BUILDING ARE ACCURATE IN HERE IF YOU WERE TO ADD UP ALL THE SIX TOWN VIEW SCHOOLS, BUT THE WAY THOSE LIKE TAG DOESN'T WHEN THEY LOOK AT THE NUMBER OF TEACHERS ON THEIR ORG, IT IS MORE THAN SEVENTEEN WHICH IS SHOWN HERE AND SO IT CAUSES CONFUSION DURING ANY KIND OF LEVELING PROCESS OR WHATNOT.

SO THE NUMBERS ARE JUST INCORRECT.

THIS IS A VERY INFLEXIBLE NUMBER, AND THE STRUCTURE OF TOWN VIEW HAS SHIFTED AND THE SIZE OF THOSE SCHOOLS HAS SHIFTED.

SO WE EITHER NEED TO SHOW IT AS AN OVERALL STAFFING AND HOW WE DO IT WITH THE ENTIRE BUILDING OR FIND A WAY TO CORRECT THIS BASED ON THE ACTUAL PROGRAMS. TRUSTEE MACKEY YOU'RE ABSOLUTELY RIGHT.

IT IS DIFFERENT FROM HOW IT'S ACTUALLY REFLECTED IN TOWN.

TOWN VIEW TYPICALLY TAKES SORT OF AN INTERNAL APPROACH TO REASSIGNING POSITIONS AND ALLOCATIONS BASED ON THE NEEDS OF EACH INDIVIDUAL SCHOOL.

THEY SORT OF RECEIVE ALL OF THEIR TEACHERS IN ONE BIG BUCKET BASED ON THE GENERAL NUMBER OF STUDENTS BECAUSE THEY CAN ANTICIPATE THE NUMBER OF STUDENTS.

I THINK WHAT WE DID WAS WE JUST ASSUMED THAT WE COULD ALLOW FOR FLEXIBILITY AND WE DECIDED TO REPORT THE NUMBERS EACH YEAR BECAUSE WE KNOW THAT INTERNALLY, TOWN VIEW WORKS ON THAT THEY KIND OF WORK IT OUT ON THE INSIDE.

WE DEFINITELY CAN UPDATE THESE NUMBERS SO THAT THEY REFLECT WHAT'S ACTUALLY OCCURRING AT TOWN VIEW IN THE OVERALL BUCKET.

THE OTHER NOTE THAT I'M JUST GOING TO ASK YOU TO THINK ABOUT, I KNOW I'VE RECEIVED SOME QUESTIONS REGARDING ROSEMONT IS LISTENING OR GIVEN ROSEMONT A UNIQUE SITUATION WITH TWO DIFFERENT CAMPUSES ONE CAMPUS [INAUDIBLE] SPLIT OVER TWO CAMPUSES AND AN ADDITIONAL MAGNET SCHOOL.

ONE THING THAT I THINK HAS A LOT OF MERIT TO CONSIDER WITH THAT STAFFING IS IS THERE A SPACE FOR A COMMUNITY LIAISON IN THIS FORMULA TO BE ABLE TO BE ADDED GIVEN THAT THEY HAVE TWO PHYSICAL CAMPUSES AND MULTIPLE DIFFERENT PROGRAMS? SO I PUT THAT TO ADMINISTRATION TO SEE IF THEY CAN EXPLORE AND SEE IF THERE'S ANY VALIDITY TO THAT.

SO THOSE ARE MY TWO ITEMS HERE.

SO WE'LL GO TO TRUSTEE FOREMAN NEXT, FOLLOWED BY TRUSTEE MARSHALL, FOLLOWED BY TRUSTEE GARCIA.

SO MY MAIN QUESTION IS BASED ON THE ISSUES THAT WE'RE DEALING WITH WITH STUDENTS NOW, HOW DOES THIS FORMULA DIFFER FROM THE FORMULA THAT WE HAD LAST YEAR BECAUSE OF LEARNING LOSS? I WOULD THINK THAT WE WOULD BE TRYING TO PUT MORE PEOPLE ON THE CAMPUSES, AND I KNOW WE'RE DOING SOME OF THAT THROUGH ESSER, BUT I'D LIKE TO SEE SOME REFLECTED IN THE FORMULA ALSO, BECAUSE WHEN THE ESSER FUNDS DROP OFF, THEN WHERE? WHERE DO WE GO FROM THERE BASED ON LEARNING LOSS? SO I'D LIKE TO SEE SOME OF THAT REFLECTION, AND THEN I'M ON PAGE ONE AND IT TALKS ABOUT PRE-K THREE THROUGH K, AND IT TALKS ABOUT THE RATIO.

BUT IT ONLY APPLIES TO THE MONTESSORI SCHOOLS.

AND WE'VE GOT A LOT OF PRE-K CLASSES ON MANY OF OUR IN MANY OF OUR COMPREHENSIVE

[02:30:03]

SCHOOLS.

AND SO WHY WOULD IT ONLY JUST APPLY TO MONTESSORI? SO ABOVE ON THAT SAME PAGE ON PAGE ONE, THERE'S ABOVE THERE IS A PRE-K THREE YEAR OLD AND A PRE-K, SO WE'VE BROKEN THOSE OUT.

THOSE WOULD BE NON MONTESSORI FORMULAS AND THEN THE MONTESSORI IS INDEPENDENT OF THAT.

SO WHY ARE WE SEPARATING THE MONTESSORI FORMULAS OUT FROM OUR REGULAR PRE-K CLASSES? IS THERE A REASON FOR THAT? THE REASON FOR THAT IS BECAUSE THE THE GRADE LEVELS ARE NOT.

THE STUDENTS ARE ARE SPREAD OUT WITHIN BOTH AREAS.

IT'S LIKE TWO CLASSES.

THAT MAKES SENSE.

I WAS JUST TRYING TO MAKE SURE AND THEN I THOUGHT I HAD ANOTHER ONE.

SO DO WE KNOW THE DIFFERENCE IN THE FORMULA FROM LAST YEAR TO THIS YEAR, SO ANYTHING IN YELLOW IS A IS A CHANGE.

IF YOU IF YOU WOULD LIKE, I CAN PROVIDE WHAT IT WAS AND WHAT IT IS NOW.

NOT NECESSARILY NOW, BUT COULD YOU DO IT IN THE TRACKER? SURE.

AND I'D BE GLAD TO TO TAKE A LOOK AT IT, AND I'M HOPING THAT IT'S UPGRADING AS OPPOSED TO DOWNGRADING POSITIONS ON OUR CAMPUSES.

BECAUSE REMEMBER, EVERYTHING IN OUR FUND BALANCES, MONEY WE'VE TAKEN OUT OF OUR SCHOOLS AND I'M MORE INTERESTED IN PUTTING MONEY IN THE SCHOOLS AND NOT IN THE BANK ACCOUNT.

SO THANK YOU.

THANK YOU, TRUSTEE FOREMAN.

TRUSTEE MARSHALL FOLLOWED BY TRUSTEE GARCIA.

SO MY QUESTION IS ABOUT DYSLEXIA.

I WAS JUST GOING THROUGH THE HIGH SCHOOL DOCUMENT AND I DON'T SEE IT ON THERE.

I DO SEE IT ON THE MIDDLE SCHOOLS DO DO WE NOT HAVE THEM IN ELEMENTARY AND HIGH SCHOOL? HI, TRUSTEE MARSHALL.

WE ARE ACTUALLY EXPANDING THE DYSLEXIA SERVICES INTO HIGH SCHOOL THIS COMING SCHOOL YEAR.

SO NO, I'M SORRY THIS SCHOOL YEAR, THEY'RE IN PLAY RIGHT NOW, SO I'LL HAVE TO GO BACK AND TAKE A LOOK AT THE STAFFING FORMULA AND TO SHOW THAT EXPANSION.

IT IS ONE OF OUR ESSER FUNDED OH, IT'S FUNDED THIS YEAR, PROBABLY NOT SHOWING HERE IN THIS FORMULA BECAUSE IT'S FUNDED THROUGH ESSER.

OK, WELL, THAT THAT'S A WHOLE SERIES OF OTHER QUESTIONS.

SO IS IT CORRECT THAT IT'S ONLY SHOWING ON THIS DOCUMENT IN MIDDLE SCHOOLS, BUT NOT ELEMENTARY OR HIGH? WE HAVE DYSLEXIA INTERVENTIONISTS THAT ADDRESS ALL LEVELS AT THIS POINT, SO I DON'T KNOW NECESSARILY THAT WE'RE LOOKING AT AN OVERFUNDED OVER FORMULA ALLOCATION THROUGH THIS DOCUMENT.

YEAH.

SO I'M CONFUSED ABOUT A COUPLE OF THINGS.

NUMBER ONE IS I KNOW WE'VE TALKED IN THE PAST AVAILABLE FOR ELEMENTARY AND MIDDLE.

THIS DOCUMENT ONLY SHOWS AS FAR AS I MEAN, I DIDN'T GO THROUGH WITH A FINE TOOTH COMB, BUT I THINK IT ONLY SHOWS THAT THEY'RE IN MIDDLE.

SO FIRST, IT NEEDS TO BE FIXED TO MAKE SURE THAT THEY'RE AT LEAST IN ELEMENTARY SCHOOLS, BECAUSE THAT SHOULD BE PART OF THE FORMULA, NOT PART OF ESSER.

AND SECONDLY IS THE WAY THAT DYSLEXIA TEACHERS ARE EXPRESSED ON HERE IS NOT ACTUALLY FORMULAIC.

IT IS JUST A FLAT NUMBER, IT SAYS.

ONE HUNDRED AND TWENTY THREE DYSLEXIA TEACHERS, YEAH.

TYPICALLY THE THE DYSLEXIA INTERVENTIONISTS ARE GOING TO BE ALLOCATED, ACCORDING TO THE STUDENTS WHO QUALIFY, SO SOME CAMPUSES MAY NEED MORE OR LESS THAN SPEAKERS] BEING ALLOCATED TO STUDENTS WHO QUALIFY.

BUT THAT'S NOT WHAT THIS SAYS.

THIS SAYS WE'RE GOING TO HAVE ONE HUNDRED AND TWENTY THREE, MEANING IT'S A FLAT NUMBER REGARDLESS OF THE NUMBER OF STUDENTS WHO QUALIFY.

WHAT I WANT IT TO BE IS AN ACTUAL FORMULA ON A SCALE WITH AN INCREASE OR A DECREASE IN STUDENTS THAT ARE THAT ARE ASSESSED AS DYSLEXIC BECAUSE OTHERWISE WE WE CREATE A SITUATION WHERE WE'RE WE'RE WE'RE GOING TO BASICALLY SPREAD THOSE, THOSE FOLKS TOO THIN.

BECAUSE AS THE NUMBER OF DIAGNOSED STUDENTS GOES UP, THE NUMBER OF DYSLEXIA TEACHERS DOES NOT.

WE'LL, GO BACK AND TAKE A LOOK AT THAT.

OK.

SO AND TO YOUR POINT, UM CORDOVA, I CAN'T.

THE ESSER THING IS AN ADDED LEVEL OF COMPLEXITY TO ME THAT I'M NOT SURE HOW TO PROCESS BECAUSE I'M THRILLED THAT WE'RE ABLE TO USE ESSER FUNDING IN THAT AREA, BUT THAT ALSO MAKES ALARM BELLS GO OFF IN MY HEAD.

WELL, WHAT ABOUT WHEN THE ESSER FUNDING GOES AWAY, RIGHT? LIKE, I WANT THIS TO BE AN ITEM THAT IS FORMULAIC AND IS CONSISTENT AND WILL BE HERE LONG PAST ESSER FUNDING.

AND LONG PAST ME.

SO I HOPE THAT WHEN WE REVISIT THIS, WE'RE DOING IT FOR ELEMENTARY MIDDLE HIGH

[02:35:01]

SCHOOL.

IT'S NOT JUST BASED ON ESSER AND IT IS FORMULAIC, SO IT SCALES.

THAT'S ALL I GOT.

THANKS.

THANK YOU.

TRUSTEE MARSHALL TRUSTEE GARCIA.

YEAH.

TAKING A LOOK AT THE PROPOSED CAMPUS STAFFING FORMULAS, I KNOW THAT OUR CURRENT CAP PROGRAM PROVIDERS AREN'T NECESSARILY A PART OF THIS EXPLICITLY.

BUT DO WE HAVE A FORMULA STAFFING FOR CAP PROVIDERS ON HIGH SCHOOL CAMPUSES? AND HOW IS THAT DETERMINED? WE DON'T HAVE A FORMULA PER SAY, AND I DON'T HAVE THE INFORMATION IN FRONT OF ME, SO WHAT I WILL DO IS I'LL GET IT FOR YOU AND I'LL PUT IT IN AS A TRUSTEE TRACKER TO SHOW THE ALLOCATIONS AND THE JUSTIFICATION AS TO WHY BEYOND THE ALLOCATION? OK, BUT IN FULL TRANSPARENCY, I'M WORKING WITH SOME SUPPORTERS TO KIND OF RE-ENGINEER OUR WHOLE COLLEGE ACCESS PROVIDER, AND WE'LL BE GIVING YOU MORE DETAILS ABOUT THAT AS WE GO AS A SEPARATE KIND OF CONCEPT.

I LOOK FORWARD TO IT.

THANK YOU.

THAT'S ALL.

THANK YOU.

THANK YOU, TRUSTEE GARCIA.

TRUSTEE ARE THERE ANY OTHER QUESTIONS? TRUSTEE MICCICHE IF YOU HAVE ANY, FEEL FREE TO SPEAK UP.

OTHERWISE, DO WE HAVE ANY OTHER ITEMS HERE UNDER THE FINANCIAL SERVICES ITEM 20 THROUGH 25 TO ASK QUESTIONS ON? SEEING NONE.

THE TIME IS NOW 2:24 PM AND THIS MEETING IS ADJOURNED.
