GOOD EVENING AND WELCOME TO THE PUBLIC HEARING OF THE DALLAS INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES.

WE WILL DISPENSE WITH THE PLEDGE OF ALLEGIANCE AND SALUTE TO THE TEXAS FLAG AND DO THAT DURING OUR REGULAR MEETING.

THE FOLLOWING TRUSTEES ARE PRESENT EDWIN FLORES, DUSTIN MARSHALL, DAN MICCICHE, KARLA GARCIA, MAXINE JOHNSON, JOYCE FOREMAN, JOE CARREON AND JUSTIN HENRY, OUR SUPERINTENDENT OF SCHOOLS. DR. MICHAEL HINOJOSA ALSO JOINS US.

AND I AM BEN MACKEY, BOARD PRESIDENT.

THIS MEETING WILL BE AVAILABLE SIMULTANEOUSLY IN SPANISH ON SOCIAL MEDIA, THROUGH DALLAS ISD, IN ESPANOL, ON FACEBOOK AND THROUGH THE DISTRICT'S WEBSITE, TRUSTEE.

FLORAS? ON MARCH 16TH. TWENTY TWENTY GOVERNOR GREG ABBOTT GRANTED A REQUEST BY ATTORNEY GENERAL KEN PAXTON TO TEMPORARILY SUSPEND A LIMITED NUMBER OF OPEN MEETINGS LAWS TO THE EXTENT NECESSARY TO ALLOW TELEPHONIC OR VIDEO CONFERENCE MEETINGS IN RESPONSE TO THE CORONAVIRUS COVID-19.

IN ACCORDANCE WITH THOSE SUSPENDED RULES, WE CERTIFY THE FOLLOWING.

NOTICE OF THIS MEETING HAS BEEN POSTED ONLINE FOR AT LEAST SEVENTY TWO HOURS.

WE HAVE A QUORUM IN ATTENDANCE AT THIS MEETING.

I WOULD BE VERY INTERESTED.

I'M GOING TO BE TALKING ABOUT THE BUDGET, OF COURSE, THAT'S WHAT THIS HEARING IS ABOUT.

AND IT'S 565 PAGE BUDGET THAT WAS AVAILABLE ON YOUR WEBSITE FOR US TO STUDY FOR THIS COMMENT. I WOULD BE VERY, I PRESUME THAT BUDGET INCLUDES FOR THIS YEAR THE ESSER FUNDING THAT WAS ALLOCATED IN THE BUDGET.

IT WOULD BE GOOD TO KNOW IF THAT PRESUMPTION IS CORRECT.

THE MAIN WEAKNESS, HOWEVER, OF THAT 565 PAGE PDF DOCUMENT IS IT DOES NOT GIVE YOU AN ATTACHMENT TO A SPREADSHEET WITH THE SAME DATA ON IT BY SCHOOL.

AND THAT IS A CONSTANT ONGOING PROBLEM.

THE 565 PAGE DOCUMENT HAS ALL KINDS OF DATA REGARDING EACH SCHOOL, AND IT SHOULD BE LISTED ON A SPREADSHEET WITH TWO HUNDRED AND THIRTY SEVEN ROWS FOR TWO HUNDRED AND THIRTY SEVEN SCHOOLS AND A COLUMN FOR EACH OF THE DATA ITEMS. AND THAT SHOULD ALSO BE ASSOCIATED WITH THE SCHOOL INFORMATION FILE THAT IS IN THE DISD DATA PORTAL WITH ALL OF THOSE COLUMNS OF DATA ALSO ASSOCIATED WITH THE SCHOOLS THAT WOULD ALLOW US TO LOOK AT THE MONEY AND THE SCHOOLS AND TRY TO SEE IF THERE IS A MATCH OR ANY CORRELATION OR ANY ANY INFORMATION SUCH AS THAT.

TO THAT DATA THAT IS NOT IN THE SCHOOL INFORMATION FILE ONLINE, WE SHOULD ALSO HAVE AVERAGE TEACHER FULL TIME EQUIVALENT SALARY AND AVERAGE YEARS OF TEACHING OF THE TEACHERS AT EACH SCHOOL.

THAT IS A POWERFUL INDICATOR OF WHAT IS HAPPENING AT THE SCHOOL.

BOTH TEACHER AND STUDENT DEMOGRAPHIC PROFILES FOR EACH SCHOOL SHOULD FILL SEVERAL COLUMNS AND INCLUDE POVERTY AND OTHER FACTORS FOR STUDENTS, INCLUDING TAG STATUS AND HANDICAP.

DATA ON THE CURRENT ACADEMIC STANDING FOR EACH SCHOOL SHOULD ALSO BE GIVEN SEVERAL ADDITIONAL COLUMNS.

PLACING SUCH DATA INTO A SPREADSHEET WILL SIGNIFICANTLY IMPROVE BUDGET TRANSPARENCY.

MOST CRITICALLY, IT WILL IMPROVE THE ATTRACTIVENESS OF DISD FOR PARENTS SEARCHING FOR A SCHOOL FOR THEIR CHILDREN.

SUCH TRANSPARENCY REFLECTS A SCHOOL DISTRICT PROUD OF EACH OF ITS SCHOOLS AND ALWAYS SEEKING IMPROVEMENT.

IT WOULD SHOW THAT THE HIGHEST PERFORMING SCHOOLS DO NOT REQUIRE THE HIGHEST BUDGET ALLOCATION PER STUDENT, BUT THAT TWO OF THE BEST HIGH SCHOOLS IN THE NATION WE ARE

HONORED TO HAVE HERE IN DISD ARE AMONG THE SCHOOLS WITH THE LOWEST PER STUDENT BUDGET ALLOCATIONS. DISD MUST CONTINUE TO IMPROVE.

[4. Discussion of 2021-2022 Proposed Budget and Proposed Tax Rate]

DR. HINOJOSA. THANK YOU, MR. PRESIDENT. MEMBERS OF THE BOARD, WE'VE BEEN WORKING ON THIS BUDGET FOR WELL OVER SIX MONTHS AND NOW BRINGING YOU TO THE FINAL STOP IN THE BUDGET ADOPTION.

AND WE WILL TURN IT OVER TO OUR FINANCIAL TEAM TO GIVE YOU THIS FINAL REPORT.

GOOD EVENING, PRESIDENT MACKEY, TRUSTEES AND DR.

HINOJOSA.

QUICKLY RUN THROUGH THE BUDGET, YOU HAVE SEEN THIS NUMEROUS TIMES, SO THERE'S NOT REALLY A WHOLE LOT OF CHANGE OR THERE ISN'T ANY CHANGE FROM WHAT WE PRESENTED AT THE LAST MEETING.

BUT QUICKLY TO RUN THROUGH THAT, WE ANTICIPATE THE TAX RATE TO DROP TO 1.0329, OBVIOUSLY, THAT WILL BE THE THE THE TAX RATE EXACT WILL BE AFTER WE GET THE FINAL VALUE, BUT WE ARE PROJECTING IN THAT TAX RATE A FIVE PERCENT INCREASE IN ASSESSED VALUE.

WE'RE ALSO ANTICIPATING A STUDENT ENROLLMENT OF ONE HUNDRED AND FORTY SIX THOUSAND FIVE HUNDRED, WHICH IS AN EXCELLENT INCREASE FROM THIS YEAR OF THIRTEEN HUNDRED AND EIGHTY SEVEN.

AS WE'VE GONE THROUGH BEFORE.

YOU CAN SEE THAT THE IN COMPARISON TO 2021, THE LOCAL REVENUES WAS 84 PERCENT AND WE'RE ANTICIPATING IT TO BE 87 PERCENT AS WE GROW IN OUR VALUE, THE STATE PORTION DOES DECREASE AND THEN RECAPTURE INCREASES AS WE AS WE EXCEED THE LIMITS FOR THE AMOUNT OF VALUE PER PUPIL. THEN AS YOU LOOK AT OUR REVENUE PROJECTIONS, YOU CAN SEE WHERE WE HAVE BEEN AND YOU CAN SEE THAT COME TRUE FOR LOCAL REVENUE.

WE'RE ANTICIPATING AN INCREASE AND THEN WE'RE ANTICIPATING A DECREASE IN STATE REVENUE AND BASICALLY PRETTY NEUTRAL FOR THE FEDERAL REVENUE.

AS WE'VE TALKED ABOUT BEFORE, THE FIRST TWO AND A HALF PERCENT OF VALUE GROWTH GETS TO BE REALIZED BY THE DISTRICT.

AND THEN AFTER THE TWO AND A HALF PERCENT GROWTH, THAT IS WHAT TRIGGERS THE REDUCTION IN TAX RATE. AND SO THE ONLY CAVEAT TO THAT IS IF WE WERE 10 PERCENT FROM THE STATE LIMIT, WE COULDN'T GO ANY LOWER THAN THAT.

BUT WE ARE NOT AT THAT POINT AT THIS AT THIS TIME.

OUR STRATEGIC INITIATIVES ARE REMAIN AND ARE FUNDED AS AN AT THE BEGINNING OF THE BUDGET PROCESS TO IDENTIFY WHAT WE'RE GOING TO ALLOCATE TO THOSE STRATEGIC INITIATIVES.

AND THEN THOSE DEPARTMENTS INDICATE HOW THOSE TO BE SPENT.

AND THEN IF YOU LOOK AT OUR OVERALL EXPENDITURES, YOU CAN SEE OUR PAYROLL COST IS GOING TO GO UP AS FAR AS A PERCENTAGE.

AND WE'VE MENTIONED THAT NUMEROUS TIMES, BOTH WITH SALARIES AND POSITIONS.

BUT IF YOU'RE WONDERING WHERE AND WE'LL TALK ABOUT IN A MINUTE, BUT WE'RE RECAPTURE, WHICH IS IDENTIFIED AS THE PURCHASE OF WATER, IS IN THE CONTRACTED SERVICES, WHICH WILL REMAIN AT 11 PERCENT.

THEN WE GO THROUGH THE PROPOSED BUDGET WITH A FUNCTION AND YOU CAN SEE THE VARIOUS CHANGES, THE CHANGES BETWEEN THE TWO YEARS.

OBVIOUSLY, THERE'S A LOT OF OUT RELATED TO WHAT WE EXPENDED FOR COVID AND THE VARIOUS THINGS THAT WE DID BOTH FOR PPE, THAT WE'RE NOT ANTICIPATING TO DO AS MUCH OF THIS YEAR.

BUT THE ONES THAT ARE ALWAYS OF INTEREST WOULD BE NUMBER 41, WHICH IS GENERAL ADMINISTRATION. YOU'RE SEEING A DECREASE OF ONE POINT FIVE PERCENT IN GENERAL ADMINISTRATION AND THEN DOWN IN 91, WHICH AS I INDICATED, IS WATER PURCHASE.

THAT IS OUR ANTICIPATED RECAPTURE.

SO THAT IS ANTICIPATED ROUGHLY FORTY MILLION DOLLARS, OR JUST OVER 200 PERCENT.

AND AS WE PROGRESS IS, IF OUR VALUES KEEP GROWING AND OUR STUDENT POPULATION CONTINUES TO DECLINE, OUR INCREASE IN FUTURE YEARS.

FOOD SERVICE, AGAIN, AS YOU CAN SEE, THE REVENUE AND EXPENDITURES THERE.

AND AS WE HAVE INDICATED IN A BUDGET AMENDMENT, FOR THIS BOARD MEETING, YOU CAN SEE THE REVENUE IS ANTICIPATED AT ONE HUNDRED AND SIX MILLION AND EXPENDITURES, IF ALL EXPENDED AS ANTICIPATED, WILL BE 117.

SO THAT WOULD REQUIRE THE GENERAL FUND TO FUND ELEVEN MILLION DOLLARS OF FOOD SERVICE.

WE WILL BE MONITORING THE EXPENDITURES TO KEEP THOSE AS LOW AS POSSIBLE.

BUT WE DO ANTICIPATE THERE WILL BE AN ISSUE AND THAT WE NEED TO SUPPLEMENT THE FOOD SERVICE FUND. AS AN EXAMPLE, WE FOUND OUT TODAY THAT THE STATE ONLY HAS THE RESOURCES TO PAY THE APRIL CLAIM.

SO THE MAY AND JUNE WILL BE DELAYED UNTIL THEY GET ADDITIONAL RESOURCES TO PAY THAT.

SO THAT DOES IMPACT OUR FUNDS AS WE MOVE FORWARD.

AND THEN FINALLY, DEBT SERVICE IS WHERE WE PAY OUTSTANDING DEBT.

YOU CAN SEE WE'RE ANTICIPATING THREE HUNDRED THIRTY SIX MILLION DOLLARS OF REVENUE AND TOTAL EXPENDITURES ARE RIGHT AT 302 MILLION WITH A DEBT DEFEASANCE SO EARLY PAYMENT OF DEBT OF 52 MILLION DOLLARS, OUR TAX RATE FOR DEBT SERVICE WILL REMAIN AT THE TWENTY FOUR POINT TWO CENTS. AGAIN, WE HAVE WE'VE COVERED THESE ITEMS PREVIOUSLY IN SEVERAL MEETINGS, SO I WOULD ENTERTAIN ANY QUESTIONS THAT YOU MAY HAVE.

SO I JUST HAVE ONE QUICK QUESTION, DWAYNE.

AND I APPROACHED YOU ABOUT THIS EARLIER, SO IT'S NOT A SURPRISE I AM INTERESTED IN IF WE HAVE AN OPPORTUNITY TO GIVE OUR TEACHERS AND OUR STAFF SOME TYPE OF STIPEND AFTER WE LOOK AT THE BUDGET AND LOOK AT THE BUDGETED AMOUNTS.

AND I KNOW THAT YOUR RESPONSE WAS, IS THAT WE COULD LOOK AT IT AFTER YOU GO THROUGH THE BUDGET PROCESS.

SO WOULD YOU RESPOND TO THAT? YES, MA'AM. SO ONCE WE FINISHED THIS FISCAL YEAR AND I KNOW EXACTLY WHERE THE FUND BALANCE IS GOING TO FALL AND WE KNOW THAT AS WELL AS HOW MUCH WE'RE GOING TO BE MOVING INTO ESSER, WE CAN THEN TAKE AND EVALUATE WHETHER OR NOT THAT WOULD BE FEASIBLE.
