GOOD EVENING. WELCOME TO THE PUBLIC HEARING OF THE DALLAS INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES. WE WILL DISPENSE WITH THE PLEDGE OF ALLEGIANCE AND SALUTE TO THE TEXAS FLAG, AS WE JUST DID BOTH MOMENTS AGO. THE FOLLOWING TRUSTEES ARE PHYSICALLY PRESENT OR PARTICIPATING SIMULTANEOUSLY BY VIDEO CONFERENCE.

THE QUORUM OF THE BOARD IS PHYSICALLY PRESENT AT THIS LOCATION.

TRUSTEE LANCE CURRIE, SARAH WEINBERG, TRUSTEE DAN MICCICHE, TRUSTEE PRISMA GARCIA, TRUSTEE BYRON SANDERS, TRUSTEE BEN MACKEY, TRUSTEE ED TURNER AND OUR SUPERINTENDENT OF SCHOOLS DOCTOR STEPHANIE ELIZALDE, JOINS US. AND I AM JOE CARREÓN AND TRUSTEE FOR DISTRICT EIGHT AND BOARD PRESIDENT.

THE MEETING WILL BE AVAILABLE SIMULTANEOUSLY IN ENGLISH AND SPANISH AT IN ORDER FOR THE BOARD TO HOLD THIS MEETING IN AN EFFECTIVE MANNER, I WANT TO LET IT BE KNOWN THAT THIS MEETING WILL BE CONDUCTED IN ORDERLY FASHION AND ASK THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY PERTAINING TO PUBLIC PARTICIPATION.

IT IS A CRIMINAL OFFENSE FOR A PERSON WITH THE INTENT TO PREVENT OR DISRUPT A LAWFUL MEETING, TO SUBSTANTIALLY OBSTRUCT OR INTERFERE WITH THE ORDINARY CONDUCT OF A MEETING BY PHYSICAL ACTION OR VERBAL UTTERANCE, AND THEREBY CURTAIL THE EXERCISE OF OTHERS FIRST AMENDMENT RIGHTS. SPEAKERS ARE CAUTIONED THAT WHAT THEY SAY COULD VIOLATE THE RIGHTS OF OTHERS, AND THE LAW OF DEFAMATION OR INVASION OF PRIVACY. SO TRUSTEES WILL NOW TURN TO AGENDA ITEM THREE THE PUBLIC FORUM SEGMENT OF THIS MEETING.

[5. Discussion Item]

DISCUSSION. DISCUSSION OF THE TARGETED IMPROVEMENT PLANS FOR COMPREHENSIVE SUPPORT AND IMPROVEMENTS IN THE STATE.

ACCOUNTABILITY WITH UNACCEPTABLE RATINGS. EFFECTIVE SCHOOL FRAMEWORK, GRANT AND LEARNING ACCELERATION SUPPORT.

OPPORTUNITY CYCLE THREE GRANT CAMPUSES. SUPERINTENDENT.

THANK YOU PRESIDENT CARREÓN AND MEMBERS OF THE BOARD.

ALSO, ANNUALLY WE ARE REQUIRED TO PROVIDE YOU AND THE PLANS THAT HAVE ALREADY BEEN IN PLACE SINCE THE BEGINNING OF THE SCHOOL YEAR. BUT THE TIMELINE REQUIRES US TO NOTIFY YOU IN JANUARY.

REGARDING ALL OF THE PLANS, THIS INCLUDES A VARIETY OF DIFFERENT BOTH STATE AND FEDERAL ACCOUNTABILITY MEASURES.

AND SO IN SOME INSTANCES, YOU MAY BE THINKING A SCHOOL IS DOING VERY WELL ON A STATE ACCOUNTABILITY, WHY MIGHT THEY BE A PART OF ONE OF THESE OTHER AREAS? AND THAT WOULD BE BECAUSE THERE'S ALSO FEDERAL ACCOUNTABILITY, WHICH ARE THEY'RE NOT ALL THE SAME RULES.

NONETHELESS, I'M GOING TO TURN THIS OVER TO DOCTOR QUINN, WHO WILL PROVIDE US AN UPDATE ON THESE REQUIRED PLANS THAT WE SUBMIT TO THE TEXAS EDUCATION AGENCY. THANK YOU, SUPERINTENDENT ELIZALDE, AND TO THE BOARD.

TODAY, WE'RE HERE TO RECEIVE YOUR APPROVAL FOR THE TARGETED IMPROVEMENT PLANS THAT ARE REQUIRED BY THE TEXAS EDUCATION AGENCY.

THIS IS A LANGUAGE AND POLICY THAT SUPPORT THE NECESSITY OF A HEARING.

AND CAMPUSES ARE REQUIRED TO DEVELOP AND IMPLEMENT A TARGETED IMPROVEMENT PLAN, ALSO KNOWN AS THE TIP.

IF ONE OF THESE THREE THINGS OCCUR, FIRST OF ALL, IF THEY ARE FEDERALLY IDENTIFIED AS CSI, IF THEY ARE STATE IDENTIFIED BECAUSE OF AN UNACCEPTABLE RATING, AND OR IF THEY RECEIVE FEDERAL GRANT FUNDS.

THIS LEFT SIDE OF THE SLIDE EXPLAINS TWO WAYS THAT THE FEDERAL GOVERNMENT IDENTIFIES CSI SCHOOLS.

SO THE FIRST WAY IS THAT A SCHOOL IS COMPARED TO ALL OTHER SCHOOLS OF ITS TYPE ACROSS THE STATE, AND IF THE SCHOOL FALLS IN THE BOTTOM 5% IN DOMAIN THREE OF THE STAR ASSESSMENT, THEN IT'S CLASSIFIED AS A CSI SCHOOL.

AND THE SECOND WAY IS THAT IF A SCHOOL HAD A GRADUATION RATE OF 66.7% OR BELOW, THE RIGHT SIDE OF THE SLIDE EXPLAINS HOW THE STATE IDENTIFIES SCHOOLS. THESE CAMPUSES EITHER RECEIVED THEIR FIRST F OR THEIR THIRD CONSECUTIVE D.

NEXT SLIDE. NOW THESE ARE THE NAMES OF THE CAMPUSES THAT ARE IDENTIFIED AS CSI.

AND JUST KNOW THAT THEY REMAIN CSI FOR TWO YEARS.

AND HERE ARE THE NAMES OF THE SCHOOLS THAT ARE IDENTIFIED BECAUSE OF THEIR STATE ACCOUNTABILITY RATINGS.

SCHOOLS RECEIVE EITHER ESF OR LASO FUNDING AND COACHING FROM A TEA APPROVED PROVIDER.

AND THESE ARE THE SCHOOLS WHO RECEIVED THE ESF FUNDS.

AND THEN THIS SLIDE SHOWS THE SCHOOLS WHO RECEIVED THE LASO FUNDING.

EACH TIP IS CUSTOMIZED TO INCLUDE CAMPUS PRIORITIES AND COMMUNITY FEEDBACK, AND WITH THE GUIDANCE OF SCHOOL LEADERSHIP SCHOOL SELECTED FROM THREE TEA APPROVED PROVIDERS AND RECEIVED INSTRUCTIONAL LEADERSHIP COACHING.

SCHOOLS ALSO HAVE THE OPPORTUNITY TO APPLY FOR LASO 4 GRANT FUNDS, AND THIS LASO 4 GRANT ADDRESSES TEACHING AND LEARNING WITH HIGH QUALITY INSTRUCTIONAL MATERIALS TO ENSURE THAT OUR STUDENTS RECEIVE RIGOROUS, TEXT ALIGNED INSTRUCTION.
