A 2019 STUDY OF AUSTRALIAN UNIVERSITY FACULTY AND STUDENTS FOUND THAT THE GENDER AND CULTURAL EFFECTS GENERALLY DO HAVE A NEGATIVE IMPACT ON THE SCORES OF WOMEN AND TEACHERS OF NON ENGLISH SPEAKING BACKGROUNDS ACROSS ALMOST ALL FACULTIES AND SUBGROUPS. I WOULDN'T BE SURPRISED TO SEE SIMILAR RESULTS BOTH INSIDE AND OUTSIDE DISD. THEY GET 10/10 ON THE STUDENT LEARNING OBJECTIVE, SHOWING EXCEPTIONAL EFFECTIVENESS AND MEASURABLE GROWTH FOR THEIR STUDENTS. YOU'D THINK THAT WOULD MOVE THEM UP TO PROFICIENT 2, BUT IT DIDN'T BECAUSE OF TWO FACTORS ENTIRELY OUTSIDE THEIR CONTROL. THE SCHOOL WIDE STAR SCORED 6 OUT OF 10. THE TEACHER CAN'T CONTROL THE CAMPUS DEMOGRAPHICS, POVERTY LEVELS, OR STAFFING SHORTAGES. WHY IS THIS ON THE SCORECARD IF THE BEST TEACHER ON EARTH AND A HIGHLY INEFFECTIVE TEACHER, BOTH EARN 6 OUT OF 10 POINTS MERELY BECAUSE OF THE CAMPUS THEY'RE SERVING AT? THE STUDENT SURVEYS 7 OUT OF 15 POINTS, A TOOL THAT RESEARCH REPEATEDLY WARNED SHOULD NOT BE USED IN HIGH STAKES DECISIONS LIKE SALARY OR CAREER ADVANCEMENT. THE SURVEYS ARE DONE ONCE AT THE VERY END OF THE YEAR. BY THE TIME THE TEACHERS SEE THE RESULTS, IT'S TOO LATE TO ADJUST THEIR INSTRUCTION OR TO ADDRESS THE STUDENT FEEDBACK. WORSE, USING A SINGLE SNAPSHOT MAKES THE MEASURE UNSTABLE AND UNRELIABLE, EXACTLY WHAT THE RESEARCHERS SAY NOT TO DO. THERE'S A REASON THAT MULTIPLE SPOT OBSERVATIONS ARE DONE EACH YEAR BECAUSE WE ALL UNDERSTAND THAT ONE DATA POINT ISN'T ENOUGH, BUT THAT'S WHAT WE'RE DOING WITH THE STUDENT SURVEYS. TO SUPPORT OUR STUDENTS, THE DALLASISD HOMELESS EDUCATION PROGRAM, TRAINS STAFF, CONNECTS FAMILIES TO RESOURCES, AND ENGAGES STUDENTS TO KEEP THEM ON THEIR ACADEMIC AND CAREER PATHS. CHILDREN AT RISK MEASURE SCHOOLS BASED ON STUDENT ACHIEVEMENT, AS YOU HEARD FROM OUR PREVIOUS SPEAKER, GROWTH AND COLLEGE READINESS. THE REPORT ALSO EMPHASIZED GOLD RIBBON SCHOOLS WHICH SERVE MOSTLY LOW INCOME POPULATIONS, BUT STILL ACHIEVE STRONG ACADEMIC OUTCOMES. I BELIEVE SOUTH OAK CLIFF IS THE SCHOOL THAT OBTAINED THE GOLDEN RIBBON, THE GOLD RIBBON SCHOOL. OLD WRITTEN CATEGORY NORTH TEXAS SCHOOLS ALSO CAME OUT ON TOP BOASTING THE TOP HIGH IN MIDDLE SCHOOLS. DALLASISD EMERGES AS THE STAND OUT DISTRICT IN CHILDREN AT RISK RANKINGS. ACCORDING TO A PRESS RELEASE FROM CHILDREN AT RISK, QUOTE, NOT MY QUOTE, THE CHILDREN AT RISK, "DALLASISD CONTINUES TO STAND OUT AS ONE OF TEXAS'S MOST STABLE AND IMPROVING URBAN SCHOOL SYSTEMS." AS GREAT AS THAT IS TO HERE, I ALSO RECOGNIZE THAT WE NEED TO CONTINUE IMPROVING EACH AND EVERY ONE OF OUR SCHOOLS. DESPITE SERVING ONE OF THE STATE'S LARGEST AND MOST DIVERSE STUDENT POPULATIONS, THE DISTRICT HAS SUSTAINED STEADY PROGRESS, INCREASING ITS AVERAGE TOTAL SCORE BY 3.2 SINCE 2019. DALLASISD DOES NOT SUCCEED DESPITE OUR STUDENTS. WE ARE PROUD OF OUR DEMOGRAPHICS. WE DO IT WITH OUR STUDENTS. THE FINANCIAL CIRCUMSTANCES THEY COME FROM, THE RACE OR ETHNICITY THEY BELONG TO. THAT'S THEIR SUPERPOWER OR THE LANGUAGE THAT THEY SPEAK AT HOME. DALLASISD SUCCEEDS BECAUSE OF WHO OUR STUDENTS ARE. WE SUCCEED WITH THEM. THERE ARE CHALLENGES THAT COME WITH TEACHING STUDENTS WHO COME HERE FROM ABROAD, MAYBE NOT SPEAKING IN ENGLISH, BUT DALLASISD EXCELS, OUR TEACHERS, OUR PRINCIPALS, OUR SUPPORT TEAMS THEY EXCEL AT UNLOCKING THAT STUDENT'S POTENTIAL AND ABILITIES, AND THOUSANDS MORE STUDENTS IN SIMILAR CIRCUMSTANCES. TO PARAPHRASE PRESIDENT KENNEDY, WE DON'T TEACH THESE KIDDOS BECAUSE IT'S EASY WE DO IT, IN FACT, BECAUSE IT'S HARD AND AT DALLASISD, WE HAVE GOTTEN A LOT BETTER AT DOING HARD. WE REALLY BECAME GOOD COLLEAGUES IN A VERY SHORT PERIOD OF TIME. I WAS ABLE TO HIRE BRIAN AS MY DEPUTY CHIEF WHEN I WAS CHIEF OF SCHOOLS. ALL OF THAT IS A LONG WAY OF SAYING THAT WE NEED TO MAKE SURE THAT WE HAVE PEOPLE WHO WILL BE RESPONSIBLE IN TERMS OF THEIR POSITIONS ON THE DALLAS COUNTY APPRAISAL DISTRICT. BOTH OF THESE TWO PEOPLE ARE VERY RESPONSIBLE, AND THEY ARE EXCELLENT COLLEAGUES WHEN I SERVE IN THAT CAPACITY AS A BOARD MEMBER OF DCAD. I THINK WE WANT THEM BOTH TO CONTINUE IN MY OPINION, AND THAT'S MY RECOMMENDATION TO YOU ALL AS YOUR REPRESENTATIVE. NOW, THE SPLIT OF THE VOTES IS NOT AN INDICATE THAT I'M RECOMMENDING IS NOT AN INDICATION THAT I LIKE ONE MORE THAN THE OTHER. WHEN YOU ADD OUR VOTES TO THAT, IF WE ADDED 162 VOTES TO THE 218 THAT MISS MEDRANO WOULD HAVE, SHE WOULD HAVE, 480 VOTES. I'M SORRY, 380 VOTES, WHICH WOULD BE A PRETTY STRONG NUMBER THAT, I THINK WOULD HELP GET HER ELECTED WITHOUT WASTING OUR EXTRA VOTES. WE ONLY NEED THEM TO GET ELECTED. THEY STILL GET ALL THE TRAINING THAT ALL TEACHERS GET, BUT WE DO ANNUAL TRAINING ON TOP OF THAT TO MAKE SURE THAT WE'RE GIVING THEM THE SKILLS THAT THEY NEED TO BE SUCCESSFUL. WHAT WE'VE SEEN IS THAT THEY GROW GENERALLY AT THE SAME RATE AS WHAT A NOVICE TEACHER WAS FROM AN SRP PROGRAM, OR A UNIVERSITY-BASED PROGRAM. THE TEACHERS THAT WE'RE ASKING TO EXTEND THE CERTIFICATION. THESE ARE PROVEN DALLAS ISD TEACHERS WHO ARE IN OUR CLASSROOMS TODAY. THEY WERE IN OUR CLASSROOMS LAST YEAR AND THE YEAR BEFORE. THEY'RE HIGH QUALITY TEACHERS. THEY PRODUCE POSITIVE STUDENT OUTCOMES AS EVIDENCED BY SOME OF THE INFORMATION WE SHARED EARLIER ON SOME OF THE OUTCOMES OF OUR SCHOOLS. THESE ARE GOOD HIGH QUALITY TEACHERS. WITH THIS WAIVER, WE'LL BE ABLE TO KEEP THEM EMPLOYED TO GIVE THEM TIME TO WORK THROUGH A CERTIFICATION PROGRAM, BECAUSE A CERTIFICATION PROGRAM, IT'S NOT AN OVERNIGHT THING WHERE YOU JUST COME IN ON MONDAY AND YOU GET IT DONE. MANY OF THEM JUST MADE A BUSINESS DECISION, I THINK AT THE TIME THAT SAID, I'VE ALREADY BEEN THROUGH THE TESTING AND I'VE BEEN THROUGH THE TRAINING AND ALL THE HOURS AND THE OBSERVATION HOURS OF AN AT SHIRT PROGRAM.
