IN ORDER FOR THE BOARD TO HOLD THIS MEETING IN AN EFFECTIVE MANNER, I WANT TO LET IT BE KNOWN THIS MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION AND ASK THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY BED LOCAL PERTAINING TO PUBLIC PARTICIPATION.
IT IS A CRIMINAL OFFENSE FOR A PERSON WITH THE INTENT TO PREVENT OR DISRUPT A LAWFUL MEETING, TO SUBSTANTIALLY OBSTRUCT OR INTERFERE WITH THE ORDINARY CONDUCT OF THE MEETING BY PHYSICAL ACTION OR VERBAL UTTERANCE, AND THEREBY CURTAIL THE EXERCISE OF OTHERS FIRST AMENDMENT RIGHTS. TRUSTEES OR SUPERINTENDENT? YEAH. SO FOR THIS FIRST. AS YOU ALL KNOW, THE TEXAS EDUCATION AGENCY AND ANNUALLY PROVIDES A FINANCIAL AUDIT OF EVERY SINGLE SCHOOL DISTRICT IN THE STATE AND THEN REPORTS THAT OUT. SO I'LL TURN IT OVER TO OUR CFO, WHO WILL BEGIN WITH THIS PORTION.AND THEN WE WILL LATER HAVE OUR REGULARLY POSTED BOARD MEETING.
GOOD EVENING, PRESIDENT CARREÓN, SUPERINTENDENT ELIZALDE, MEMBERS OF THE BOARD.
SO TO TEA PRODUCES A FINANCIAL RATING FOR ALL SCHOOL DISTRICTS.
AND SO EVERY YEAR, THIS RATING MEASURES A SCHOOL DISTRICT'S BASICALLY FINANCIAL PERFORMANCE.
THE CURRENT RATING IS BASED ON DATA FROM THE 2023-24 SCHOOL YEAR.
SO EVEN THOUGH WE CALL IT THE 2025 FIRST RATING.
CURRENTLY, IT IS BASED ON 21 INDICATORS. SO THE DATA THAT WE WILL GO OVER.
AND THE FINAL RATING IS BASED ON 21 INDICATORS.
THIS IS THE LISTING OF SUMMARY OF ALL OF THE SCHOOL DISTRICTS RATINGS THROUGHOUT THE STATE OF TEXAS, BOTH FOR THE 2025 AND 2024 SCHOOL YEAR. SIMILAR TO ACADEMIC RATINGS THE FINANCIAL RATINGS ARE FROM A THROUGH F, SO IT GIVES A LETTER GRADE FOR ALL SCHOOL DISTRICTS THROUGHOUT THE STATE.
THAT IS THE 14TH CONSECUTIVE YEAR THE DALLAS ISD HAS RECEIVED THIS LETTER GRADE.
SO KUDOS TO THE BOARD AND THE DISTRICT MANAGEMENT OVER THE LONG YEARS.
OUR SCORE, OUR ACTUAL NUMBER GRADE IS 96 OUT OF A POSSIBLE 100.
OR WAS OUR UNASSIGNED FUND BALANCE DID EXCEED 75 DAYS.

AND THEN SOME OF THE OTHER AREAS THAT WE MUST REPORT ON WITH THIS REPORT.
SO IN ADDITION TO THE FINANCIAL INDICATOR, WE'D LIKE TO INCLUDE OUR FINANCIAL MANAGEMENT REPORTS, OUR ANNUAL FINANCIAL AUDIT, OUR ANNUAL COMPREHENSIVE FINANCIAL REPORTS ARE ONLINE.
IN ADDITION TO THAT, WE HAVE TO GIVE ADDITIONAL DISCLOSURES.

LIKE I THINK GENERALLY FROM THE PUBLIC, WE KNOW WE DIDN'T ASSUME ANY MORE DEBT THAN WE WOULD HAVE THOUGHT ABOUT IN TERMS OF BIG STUFF, BUT MAYBE THERE'S JUST SOMETHING ELSE GOING ON THAT MIGHT HAVE CHANGED THAT RATIO. YEAH, PART OF THAT HAS TO DO WITH JUST THE WAY SCHOOL FINANCE WORKS AND THE LOWER AMOUNT OF STATE FUNDING THAT WE'VE RECEIVED OVER THE YEARS.
AND SO THAT KIND OF IMPACTED US AS FAR AS THE SCHOOL DISTRICT.
GOTCHA SO BY RECEIVING A LOWER AMOUNT OF STATE REVENUE, IT WOULD HAVE DECREASED OUR ASSETS? WAS BECAUSE OF THE DECREASING ASSETS, BECAUSE OF THE LOWER AMOUNT OF FUNDING THAT WAS ONE OF THE LARGER IMPLEMENTERS.
