IN ORDER FOR THE BOARD TO HOLD THIS MEETING IN AN EFFECTIVE MANNER, I WANTED TO LET IT BE KNOWN THAT THE MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION AND ASK THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY BED LOCAL PERTAINING TO PUBLIC PARTICIPATION.

I LOVE SUNSET AND THE FACULTY, AND THEY'VE BEEN ABLE TO CREATE AN AMAZING, SUPPORTIVE CULTURE ON MY CAMPUS, BUT MY EXPERIENCES AT OTHER SCHOOLS IN DALLAS ISD HAVE NOT BEEN SO FORTUNATE. I STILL VIVIDLY REMEMBER MY FIRST SCHOOL SHOOTER THREAT IN MIDDLE SCHOOL.

THE ROUTINE DAY WAS ABRUPTLY SHATTERED, TEACHERS AND STAFF DIRECTING US INTO A CLASS INTO A ROOM TO TAKE SHELTER.

I REMEMBER US ALL WANTING TO HIDE UNDER THE TABLE BECAUSE WE FELT IT WAS SAFER.

DESPITE THE PRESENCE OF LAW ENFORCEMENT OUTSIDE, THEIR ASSURANCE FELT HOLLOW IN A COMMUNITY HAUNTED BY STORIES OF POLICE BRUTALITY.

I DIDN'T KNOW HOW TO FEEL.

ON THE ONE HAND, I FELT AS THOUGH I SHOULD BE WORRIED FOR MY SAFETY.

ON THE OTHER HAND, THE OTHER STUDENTS SEEMED TO ACCEPT IT AS NORMAL, AS IF IT WAS HABIT.

I FELT PARALYZED IN A SPACE THAT WAS NEITHER BLACK OR WHITE, BUT GRAY.

SHOULD I HAVE BEEN PANICKING OR SHOULD I HAVE JUST SCROLLED ON MY PHONE LIKE MY CLASSMATES? THIS MARKED THE BEGINNING OF WHERE FEAR BECAME A CONSTANT COMPANION, OVERSHADOWING OUR ABILITY TO LEARN AND THRIVE.

WHILE THESE TERRIFYING EXPERIENCES WERE HAPPENING IN THE FOREGROUND, BUT BEHIND THE CURTAIN, WE WOULD EXPERIENCE DAILY INFRASTRUCTURE INEQUITY.

WHILE THE THREATS OF GUN VIOLENCE WAS A CONSTANT COMPANION, WE ALSO EXPERIENCED A GREAT DEAL OF SEEMINGLY MINOR BUT CONSTANT HARM TO OUR WELL-BEING.

FOR EXAMPLE, LET'S TALK ABOUT NUTRITION.

ON THE DAILY WE HAD FROZEN MILK, PLASTIC WRAP USED TO BAG SANDWICHES, AND ON A RARE OCCASION, MOLD GROWING ON REHEATED FRIED CHICKEN.

EVEN THE WATER WE LEARNED, WE LEARNED NOT EVEN THE WATER TASTED TERRIBLE.

WE LEARNED NOT TO RELY ON OUR SCHOOL COMMUNITIES TO PROVIDE FOOD AND WATER, AND TO BRING OUR OWN INSTEAD.

IF WE WERE EVEN FORTUNATE TO HAVE THAT ACCESS AT HOME, SO MANY STUDENTS WOULD JUST THROW AWAY THEIR LUNCHES OR WOULDN'T EAT AT ALL.

IMAGINE TRYING TO FOCUS AND LEARN WHILE YOUR STOMACH IS GROWLING IN HUNGER FOR YOUR MIND, OR YOUR MIND RACES WITH FEAR.

HOW CAN WE EXPECT OUR TEACHERS TO PRIORITIZE EDUCATION WHEN THE SAFETY AND WELL-BEING OF STUDENTS HANG IN THE BALANCE? SADLY, MY EXPERIENCES ARE NOT UNIQUE.

MANY OF MY FRIENDS ACROSS THE DISTRICTS HAVE GONE THROUGH SIMILAR HARDSHIPS, AS EXEMPLIFIED BY THE RECENT VIOLENCE AT WILMER-HUTCHINS.

IT BEGS THE QUESTION, WHAT WILL YOU DO TO ADDRESS THE PERVASIVE INEQUALITY THAT ROBS OUR CHILDREN OF THEIR RIGHTS TO QUALITY EDUCATION? AS WE CONTEMPLATE THE FUTURE OF EDUCATION, LET US REJECT THE NOTION THAT TEST SCORES SHOULD DICTATE THE ALLOCATION OF RESOURCES.

EDUCATION IS NOT A BUSINESS.

IT IS A FUNDAMENTAL RIGHT THAT SHOULD BE AFFORDED TO ALL, REGARDLESS OF ZIP CODE OR SOCIOECONOMIC STATUS.

DEMANDING ACCOUNTABILITY, ACCOUNTABILITY OF OUR LEADERS, AND STRIVING TOWARDS A FUTURE WHERE THEY WHERE EVERY CHILD HAS ACCESS TO SAFE, NURTURING ENVIRONMENTS IN WHICH THEY CAN LEARN AND GROW. THANK YOU [APPLAUSE].

INNER CITY SCHOOL DISTRICTS, OFTEN THAN NOT, FAILS TO NURTURE, SUPPORT, AND PROTECT BLACK HIGH SCHOOL BOYS.

ON APRIL THE 12TH, 2024 AT WILBUR HIGH SCHOOL, THE DISTRICT FAILED TO PROTECT OUR STUDENTS.

THE DISTRICT KNOWINGLY AND AND NEGLIGENTLY BREACHED THEIR OWN POLICY AND PROMISED TO PROTECT STUDENTS.

THE SOUTHERN SECTOR SCHOOLS, ESPECIALLY WHERE THERE IS A LARGE POPULATION OF BLACK STUDENTS, HAS A NOTICEABLE RELAXED ENVIRONMENT WITH LOW EXPECTATIONS FROM BLACK MALE STUDENTS.

THIS IS A HISTORICAL PRACTICE WITH THE NEGLIGENT HOPE THAT THEY WILL NOT KILL EACH OTHER WHILE ON DISTRICT PROPERTY.

THIS VIOLENT PRACTICE ALSO OCCURS ON SCHOOL BUSSES.

BULLYING AND PHYSICAL VIOLENCE ON MANY ROUTES HAS BECOME THE NORM.

THE DISTRICT DOES NOT PROTECT, SUPPORT NOR NURTURE THESE YOUNG BLACK MALE BUS RIDERS.

MANY OF THE GUNS AND DRUGS ARE TRAFFICKED INTO THE SCHOOLS PER THE SCHOOL BUS.

BOARD OF TRUSTEES THE DISTRICT IS FAILING MANY OF OUR INNER CITY, LOW SOCIOECONOMIC BLACK MALE STUDENTS.

THE DISTRICT HAS FAILED ITS LEGAL RESPONSIBILITY TO ESTABLISH AND CONSISTENTLY PROVIDE A SAFE LEARNING ENVIRONMENT FOR OUR STUDENTS.

BOARD OF TRUSTEES THE GREAT PROFESSOR, ACTIVIST, AND AUTHOR CORNEL WEST WROTE A WELL KNOWN BOOK TITLED RACE MATTERS.

AS MUCH AS MUCH AS WE WANT TO PAINT THE BEAUTIFUL PSYCHOLOGICAL IMAGE THAT ALL STUDENTS ARE TREATED EQUAL, WE KNOW THAT'S NOT TRUE FOR THE DISTRICT.

RACE DOES MATTER, AND OFTEN OUR BLACK BOYS FALL VICTIM TO THE FACT THAT OUR DISTRICT IS NOT SET UP TO NURTURE, SUPPORT AND PROTECT BLACK HIGH SCHOOL BOYS IN THE HOOD.

BOARD MEMBERS RESEARCH THE PROBLEM, FIND RESOURCES, IMPLEMENT PROGRAMS THAT WILL CURB THIS BLACK OR BLACK MALE SCHOOL VIOLENCE. SET THE TONE.

CHANGE THE NARRATIVE, AND LAST, MADAM SUPERINTENDENT, IT HAS BEEN 13 DAYS SINCE THE SHOOTING AT WILMER-HUTCHINS HIGH SCHOOL.

YOU KNOW, OUR DISTRICT REPRESENTATIVES HAVE ADDRESSED THE PARENTS OF WILMER-HUTCHINS HIGH SCHOOL.

BLACK FOLKS AND OTHERS IN THE SOUTHERN SECTOR COMMUNITY HAVE QUESTIONS AND CONCERNS.

WHAT ARE YOU COVERING UP? WHAT REALLY HAPPENED? IT HAS BEEN REPORTED BY RELIABLE SOURCES THAT THE SAME GUN WAS IN THE SCHOOL THE DAY BEFORE THE SHOOTING, AND THAT THE EXECUTIVE ADMINISTRATION, ADMINISTRATION, INCLUDING YOURSELF, KNEW ABOUT IT.

WE STARTED OUR COMMUNITY IN 2017.

IN 2019, WE FINISHED BUILDING OUR COMMUNITY.

SINCE THEN, WE HAVE SEEN A RISE IN YOUNG PEOPLE FROM THE SEAGOVILLE MIDDLE SCHOOL AND THE SEAGOVILLE HIGH SCHOOL SHARING THE PROPERTY LINE WITH OUR COMMUNITY.

WE'VE ACTUALLY SEEN THEM WITH HIGH LEVELS OF TRUANCY, PROPERTY DAMAGE, PHYSICAL ASSAULTS, FIRE DAMAGE, OVERALL ILLEGAL CRIMINAL ACTIVITIES INCLUDING MANY CRIMINAL ACTIVITIES AGAINST EACH OTHER AS WELL AS PEOPLE WITHIN OUR NEIGHBORHOOD.

COMMUNITY MEMBERS HAVE ATTEMPTED TO USE 911 SERVICES, OUR SCHOOL OFFICIALS, LOCAL POLICE AND MADE OUR OWN ATTEMPTS TO ADDRESS THESE STUDENTS AND THEIR BEHAVIORS.

WE'VE ONLY SEEN AN INCREASE IN 2021, 22 AND 23.

HOUSES HAVE BEEN SET ON FIRE.

CHILDREN HAVE BEEN CAUGHT IN INAPPROPRIATE ACTS, SEXUAL AND OTHERWISE.

WE HAVE RECEIVED PROPERTY DAMAGE TO ONLY OUR COMMUNITY PARK, BUT OUR HOMES.

THIS CONTINUES TO ESCALATE.

SO DOES OUR FRUSTRATION.

WE'RE ASKING THE ADMINISTRATION TO HELP AND WE ARE GETTING THE ANSWER.

WELL ONCE THEY ARE OFF PROPERTY, THEY ARE NOT OUR PROBLEM.

THAT ANSWER NO LONGER WORKS FOR US.

WE NEED THE STRATEGY LOOKED AT.

THE PROPERTY LINE IS AN OPEN PROPERTY LINE.

THERE IS NO FENCE. YOU CAN CLEARLY SEE THESE STUDENTS WALKING ACROSS THE ACTUAL PROPERTY THEMSELVES.

WE CAN SEE THAT WE DO NOT UNDERSTAND WHY THE RESOURCE OFFICERS AND THE ADMINISTRATION AT THE SCHOOL HAVE CHOSEN TO TAKE THE ATTITUDE OF A LACKADAISICAL SECURITY.

THE KIDS ARE IN DANGER AND OUR NEIGHBORHOOD IS ALSO IN DANGER, AND TO JUST TO KIND OF EXPAND ON THE ACTUAL DAMAGE THAT WE'VE SEEN IN THE LAST THREE YEARS.

WE'VE HAD FOUR HOMES THAT HAVE BEEN COMPLETELY BROKEN INTO THAT WERE EITHER BEING THE BANKS WERE TRYING TO, TO RESELL WAS IN FORECLOSURE OR IT WAS BEING SOLD BY THE ACTUAL HOMEOWNER THEMSELVES.

HUNDREDS OF THOUSANDS OF DOLLARS OF DAMAGE WAS DONE TO THESE FOUR HOMES.

WE CURRENTLY HAVE A HOME THAT JUST TWO MONTHS AGO WAS SET ON FIRE WITH STUDENTS INSIDE THE HOUSE.

THE STUDENTS DID IT.

THEY UNDERSTAND THAT THEY DID IT.

BUT THE ISSUE IS THAT BESIDES THE SPREADING OF FIRE, BESIDES THE FACT THAT WE ARE ON THE OUTSKIRTS, WE'RE NOT GETTING ASSISTANCE FROM 911.

IT IS WITH A VERY HEAVY HEART THAT I BRING TO LIGHT A CONCERNING SITUATION WITHIN OUR SCHOOL DISTRICT, ONE THAT DIRECTLY IMPACTS THE QUALITY OF EDUCATION AND SUPPORT THAT THESE STUDENTS RECEIVE.

IN SEPTEMBER OF 2023, THE DISTRICT ISSUED A CLEAR DIRECTIVE STATING THAT SPECIAL EDUCATION TEACHERS AND STAFF MUST BE ASSIGNED TO SPEND 100% OF THE SCHOOL DAY DIRECTLY SERVING OR INSTRUCTING STUDENTS WITH SPECIAL NEEDS.

THIS DIRECTIVE WAS MEANT TO ENSURE THAT THESE STUDENTS RECEIVE THE DEDICATED SUPPORT OUTLINED IN THEIR INDIVIDUALIZED EDUCATION PROGRAMS, AND TO ENSURE THAT FEDERAL FUNDING FOR THESE POSITIONS WAS USED APPROPRIATELY.

HOWEVER, DESPITE THIS OFFICIAL COMMUNICATION, MANY SPECIAL EDUCATION TEACHERS AND STAFF CONTINUE TO BE PULLED AWAY FROM THEIR VITAL ROLES TO COVER STASHING STAFFING SHORTAGES IN PRESCRIBED AND INAPPROPRIATE WAYS.

THIS IS WHY I STAND BEFORE YOU NOW.

IT IS MY HONOR TO SERVE STUDENTS WITH SPECIAL NEEDS AT A DISD MIDDLE SCHOOL CAMPUS, BUT I AND MANY OF MY COLLEAGUES AT THIS CAMPUS ARE NOT BEING ALLOWED TO SERVE OUR ROLES.

DESPITE OUR PRINCIPAL BEING AWARE OF THE DISTRICT'S DIRECTIVE.

WE HAVE DONE WHAT WE CAN TO ADDRESS THIS ISSUE AT THE LOCAL LEVEL, EVEN BRINGING THIS TO THE ATTENTION OF THE DISTRICT, BUT TO NO AVAIL.

DESPITE OUR BEST EFFORT, OUR PRINCIPAL PERSISTS IN NEGLECTING THE NEEDS OF OUR STUDENTS.

WEEK AFTER WEEK, MONTH AFTER MONTH, WE ARE CONSISTENTLY PULLED AWAY FROM SERVING STUDENTS WITH SPECIAL NEEDS TO COVER CLASSES FOR ABSENT GENERAL EDUCATION TEACHERS.

THIS SITUATION IS NOT ONLY CONCERNING, BUT UNACCEPTABLE.

WE ARE NOT BLIND TO THE DIFFICULTIES ADMINISTRATORS FACE WITH SUBSTITUTE AND FUNDING SHORTAGES, BUT EVERY STUDENT, REGARDLESS OF THEIR ABILITIES, DESERVES A FREE AND APPROPRIATE EDUCATION WITH SUPPORT TAILORED TO THEIR NEEDS, AND WE ALREADY FACE A NATIONWIDE SHORTAGE OF SPECIAL EDUCATION TEACHERS WITH RAPIDLY INCREASING CASELOADS FOR THOSE OF US WHO REMAIN.

SO IT IS IMPERATIVE THAT WE HONOR THE PURPOSE OF THE FEDERAL FUNDING PROVIDED BY THESE ROLES AND UPHOLD THE COMMITMENTS OUTLINED IN THE STUDENT'S IEPS BY PROTECTING THE RESOURCES AND TIME THAT SPECIAL EDUCATION TEACHERS AND STAFF NEED TO FULFILL THEIR CRITICAL ROLES.

I URGE THE DISTRICT TO TAKE SWIFT AND DECISIVE ACTION TO RECTIFY THIS SITUATION.

WE CANNOT ALLOW THE EDUCATION OF OUR MOST VULNERABLE STUDENTS BE COMPROMISED ANY LONGER.

LET US STAND TOGETHER TO ENSURE THAT EVERY STUDENT RECEIVES THE SUPPORT AND ATTENTION THAT THEY DESERVE.

THE ACTIVE SHOOTER INCIDENT THAT OCCURRED ON THE MORNING OF APRIL 12TH AT WILMER-HUTCHINS HIGH SCHOOL, I FEEL DID NOT RECEIVE THE CARE AND ATTENTION THAT IT DESERVED.

WHEN STUDENTS AND TEACHERS LED A WALKOUT THE FOLLOWING SCHOOL DAY AFTER THE TRAGIC EVENT, INSTEAD OF TAKING THE OPPORTUNITY TO LISTEN TO THEIR VALID CONCERNS ABOUT THEIR SAFETY, THEY WERE REPRIMANDED AND SILENCED FOR SPEAKING UP IN A SITUATION IN WHICH THEIR LIVES WERE THREATENED.

WE SHOULD NOT BE DISCOURAGED, DISCOURAGING YOUTH FROM SPEAKING UP IN TIMES OF INJUSTICE OR IN ADVOCATING FOR THEIR OWN SAFETY.

STUDENTS AND TEACHERS ARE ENTITLED TO A SAFE LEARNING AND WORK ENVIRONMENT.

IMPLEMENTING MORE FUNDING TOWARDS EMOTIONALLY SUPPORTIVE STAFF AND ADMINISTRATION HAS PROVEN TO BE A MORE EFFECTIVE SOLUTION THAN INCREASING POLICE PRESENCE IN OUR SCHOOLS. FROM THE LITTLE NEWS COVERAGE I SAW, IT WAS ALARMING TO HEAR THAT DURING THE LOCKDOWN, TEACHERS RECEIVED NO DIRECT COMMUNICATION FROM ADMINISTRATION AND HAD TO RESORT TO FINDING UPDATES ON SOCIAL MEDIA.

THIS IS COMPLETELY UNACCEPTABLE.

THERE SHOULD BE PROPER PROTOCOL IN THESE INSTANCES IN ORDER FOR STUDENTS AND TEACHERS TO FEEL SAFE.

I BELIEVE THAT THE TEACHERS THAT WERE PUT ON LEAVE SHOULD NOT HAVE BEEN RETALIATED AGAINST FOR UPLIFTING THE VOICES OF THEIR STUDENTS, BUT INSTEAD SHOULD BE COMMENDED FOR THEIR SUPPORT.

I STAND WITH THE STUDENTS AND TEACHERS THAT ARE FIGHTING FOR A SAFER AND BRIGHTER FUTURE FOR US ALL.

THIS SHOULD NEVER HAVE HAPPENED AND WE WILL KEEP FIGHTING TO ENSURE THAT IT DOESN'T HAPPEN AGAIN.

EVERY TIME I INQUIRE ABOUT THIS WHY THIS IS HAPPENING, THE ANSWER IS BECAUSE SCHOOLS ARE BUSY WITH STARR TESTING.

AS AN EXPERIMENT AND AS A PLAN B THIS YEAR I DECIDED TO APPLY TO MESQUITE ISD, AND EVEN THOUGH THEY ARE GOING THROUGH THE SAME STARR TEST THAT WE ARE, I HAVE I HAVE HAD SIX INTERVIEWS AND THREE JOB OFFERS, INCLUDING ONE FROM THE DIRECTOR OF THE BILINGUAL DEPARTMENT ITSELF.

IT IS TROUBLING THAT WE ARE ABOUT TO ENTER A TERRIBLE AUSTERITY PERIOD FOR EDUCATION IN THE STATE OF TEXAS, AND THE ISD IS WASTING FINANCIAL AND HUMAN RESOURCES IN HIRING HIGH DEMAND TEACHERS LIKE I AM HAVING TO GO TO MEXICO, SPAIN, OR PUERTO RICO WHERE I COME FROM, ONLY TO LOSE THEM IN A BROKEN TRANSFER PERIOD THAT SHOWS NO REAL LIFE OR PRACTICAL APPRECIATION FOR VETERAN TEACHERS THAT HAVE SERVED THIS DISTRICT FOR A DECADE OR EVEN MORE.

IT FEELS LIKE WE DON'T MATTER, LIKE WE ARE NOT NEEDED, AND IT TELEGRAPHS THAT WE DO NOT WANT VETERAN TEACHERS WITH EXPERIENCE THAT ACTUALLY KNOW WHAT THEY'RE DOING AND CAN HIT THE GROUND RUNNING THE FIRST DAY OF SCHOOL.

STUDENTS AND TEACHERS FACED AN INCREDIBLY TRAUMATIC EVENT AND WERE EXPECTED TO RETURN TO CLASS BUSINESS AS USUAL THE FOLLOWING MONDAY.

WE HAVE TO STOP PRETENDING LIKE GUN VIOLENCE IN SCHOOLS IS NORMAL.

WHEN STUDENTS DECIDED THAT THEY COULD NOT CONTINUE AS IF NOTHING HAD HAPPENED, THEIR TEACHERS SUPPORTED THEM AND GAVE THEM THE SPACE TO DO WHAT THEY NEEDED TO DO IN ORDER TO HEAL. THE REPRESSION THAT HAS BEEN COMING DOWN ON STUDENTS AND TEACHERS SIMPLY ADVOCATING FOR THE DIGNITY OF THEIR LIVES IS JUST PLAIN EVIL.

STUDENTS ORGANIZE TOGETHER TO HAVE THEIR VOICES BE HEARD AND HAVE SHOWN BRAVERY, LEADERSHIP SKILLS, AND COURAGE.

INSTEAD OF THE DISTRICT MEETING THESE KIDS AT THEIR LEVEL, THERE HAS BEEN A COMPLETE DISREGARD OF THEIR FEELINGS AND THEIR HUMANITY.

WE SHOULD BE COMMENDING THESE STUDENTS FOR THEIR ABILITY TO BE LEADERS IN THEIR COMMUNITIES UNDER SUCH STRESSFUL CIRCUMSTANCES.

WE SHOULD BE COMMENDING THOSE TEACHERS FOR NOT CLIPPING THEIR STUDENTS WINGS AND INSTEAD PUTTING THEIR JOBS ON THE LINE TO DO WHAT TEACHERS ARE MEANT TO DO NOT BE SECURITY OFFICERS, BUT TO BE KIND AND UPLIFTING VOICES FOR THE FUTURE OF THIS COUNTRY.

INCREASED POLICE PRESENCE IN SCHOOLS WON'T SOLVE THIS ISSUE OR MAKE THEM FEEL SAFER.

THESE KIDS NEED A SAFE SPACE, COUNSELING, AND COMMUNITY CARE IN ORDER TO MOVE PAST THIS.

NUMBER TWO, THE ADMINISTRATION DON'T DO BAG CHECKS EVERY DAY, BECAUSE IF THEY DID, THEY WOULD HAVE FOUND THE GUN THAT MONDAY MORNING.

THE TEI SCORECARD IS SUPPOSED TO SERVE AS A FRAMEWORK FOR EVALUATING THE PERFORMANCE OF EDUCATIONAL STAFF, BUT MUCH OF WHAT MAKES UP OUR SCORECARD IS OUT OF OUR CONTROL AND NOT DIRECTLY CREATED CONNECTED TO OUR SUPPOSED TEACHING EXCELLENCE.

THE FIRST COMPONENT OF TEI IS TEACHER PERFORMANCE.

THIS IS THE SECTION THAT'S BASED ON SPOT EXTENDED AND SUMMATIVE EVALUATIONS BY OUR ADMINISTRATOR.

THIS IS THE LARGEST CATEGORY AND RELIES ON ADMIN COMING INTO OUR CLASS TO WATCH US TEACH.

WHILE IF STUDENTS OPINIONS ARE IMPORTANT AND SOMETHING WE SHOULD BE CONSIDERED WHEN MEASURING TEACHER PERFORMANCE, THE SURVEYS ALSO MAKE GREAT ASSUMPTIONS ABOUT THE EQUITY OF OUR SITUATIONS.

PAST SURVEY QUESTIONS HAVE BEEN ASKED ABOUT THE TEACHERS CLASSROOM ENVIRONMENT, BUT DOES NOT TAKE INTO ACCOUNT TEACHERS WHO DO NOT HAVE THEIR OWN CLASSROOM.

THE SCHOOL STARR SCORES SERVE AS ANOTHER UNFAIR METRIC, AS IT EITHER REWARDS OR PUNISHES THE TEACHER FOR WHAT SCHOOL THEY TEACH AT.

TEI DOES NOT HELP WITH TEACHER RETENTION, NOR DOES IT INCENTIVIZE TEACHERS TO MOVE TO DALLAS ISD.

THE THINGS THAT DO INCREASE THE TEACHERS DESIRE TO STAY ARE A SCHOOL AND COMMUNITY THAT VALUES LEARNING, COOPERATION WITH FELLOW TEACHERS, AND THE FEELING THAT THEY ARE SUPPORTED. ALL THINGS THAT ARE HURT BY OUR CURRENT COMPENSATION SYSTEM.

AT THE VERY LEAST, DALLAS ISD SHOULD CONSIDER IMPLEMENTING PEER ASSISTANCE AND REVIEW TO MAKE OUR SYSTEM MORE FAIR, EQUITABLE, AND COOPERATIVE.

I LEARNED ABOUT THE TERMINATION OF AN EMPLOYEE WHO FOLLOWED HIS STUDENTS OUT OF THE BUILDING THAT FOLLOWED MONDAY, WHEN THEY DID A PEACEFUL WALKOUT AGAINST GUN VIOLENCE.

I BELIEVE THIS TEACHER WAS TERMINATED NOT ONLY FOR THAT, BUT ALSO FOR SPEAKING TO THE MEDIA ABOUT HIS HARROWING EXPERIENCE DURING THE SHOOTING.

I AM WORRIED ABOUT THE PRECEDENT THIS SETS FOR SCHOOL SAFETY AND ACCOUNTABILITY, NOT JUST IN DALLAS, BUT THROUGHOUT THE METROPLEX.

A SCHOOL SHOOTING IS THE LAST THING ANY TEACHER, ADMINISTRATOR, OR STUDENT WANTS TO DEAL WITH, AND I CAN'T IMAGINE THE STRESS THAT WILMER-HUTCHINS ADMINISTRATION MUST HAVE BEEN UNDER, BUT TEACHERS AND STUDENTS TOO, WERE UNDER IMMENSE STRESS THAT THEY HAD TO FIND OUT WHAT WAS HAPPENING FROM SOCIAL MEDIA POSTS.

FOR TEACHERS TO NOT RECEIVE COMMUNICATION DURING THE EVENT UNTIL MUCH LATER IS VERY CONCERNING, BECAUSE IT LEAVES CONFUSED STUDENTS AND TEACHERS PIECING TOGETHER A NARRATIVE FROM POSTS THAT MAY NOT EVEN BE TRUE.

TO ADD TO THAT, PUNISHING A TEACHER WHO WAS TRAUMATIZED BY HIS LIFE AND HIS STUDENTS LIVES BEING IN DANGER IS HIGHLY CRUEL.

HE MADE SURE HIS STUDENTS WHO WERE WALKING OUT STAY SAFE AND REMAINED PEACEFUL.

HE ACTED IN THEIR INTEREST AND ALLOWED THEM TO PROCESS THEIR TRAUMA FROM THE EVENT.

ULTIMATELY, DISCIPLINING A TEACHER VIA TERMINATION WILL NOT MAKE WILMER-HUTCHINS OR ANY SCHOOL SAFER, BUT WHAT DOES MAKE SCHOOLS SAFER IS EASILY ACCESSIBLE MENTAL HEALTH PROFESSIONALS AND COUNSELORS, AND INVESTMENTS IN THEIR LEARNING CONDITIONS.

ALL DALLAS ISD SCHOOLS NEED TO FOCUS ON FUNDING THESE ITEMS FULLY.

OUR SCHOOLS WILL NOT BECOME SAFE UNTIL WE ACKNOWLEDGE SOME INCONVENIENT FACTS.

OUR STUDENTS ARE WASTING TIME ON NUMEROUS STANDARDIZED TESTS INSTEAD OF LEARNING.

INSTEAD OF ADDRESSING THESE ISSUES, YOU'VE ATTEMPTED TO SWEEP THEM UNDER THE RUG.

SOMEONE KEEPS TRYING TO FIX OUR ISSUES AS IF THEY ARE PERSONAL ISSUES RATHER THAN SYSTEMIC ISSUES.

I'M NOT SURE WHERE THIS CONFUSION IS COMING FROM.

YOU KNOW THAT WHEN OUR PRESIDENT SPEAKS TO YOU, SHE'S NOT TALKING ABOUT HER OWN PERSONAL ISSUES SINCE SHE'S NO LONGER AN EMPLOYEE OF DISD, AND YOU GOT TO REALIZE THAT THE REST OF US AREN'T TALKING ABOUT OUR OWN PERSONAL ISSUES EITHER.

WE'RE SPEAKING UP FOR OUR UNION SIBLINGS AND EVEN THOSE THAT HAVEN'T JOINED THE UNION YET.

A YEAR AGO, ONE YEAR AGO, AT THE APRIL 2023 SCHOOL BOARD MEETING, I GAVE A SPEECH WHERE I HIGHLIGHTED THE UNION'S RESPECT EQUITY, DIGNITY CAMPAIGN DEMAND FOR THERE TO BE CONSEQUENCES FOR ADMINISTRATORS WHO REPEATEDLY VIOLATE TEACHERS RIGHT TO DUTY FREE LUNCH AND PLANNING TIME.

THE NEXT DAY, MY PRINCIPAL GOT A CALL THAT I WAS HAVING MY DUTY FREE TIME TAKEN.

THIS WAS NEVER THE CASE.

I AM A UNION ACTIVIST, AND UNION ACTIVISTS OFTEN FIGHT FOR OTHERS BESIDES THEMSELVES.

AS FAR AS I KNOW, MY SCHOOL HASN'T HAD ANY PROBLEMS WITH TEACHERS NOT GETTING THEIR DUTY FREE TIME.

IF SOMEONE TRIED TO TAKE MINE, I WOULD JUST TELL THEM NO, AND IF THEY PERSISTED, I WOULD CALL THE UNION TO SEND THEM A LETTER REQUIRING THEM TO CEASE OR FACE LEGAL ACTION.

I WOULDN'T NEED TO BRING IT TO THE SCHOOL BOARD IN A MONTHLY MEETING.

AT THE MAY 2023 SCHOOL BOARD MEETING, AFTER MY PRINCIPAL ASKED ME ABOUT MY TIME BEING TAKEN, I STARTED MY SPEECH SAYING BASICALLY THE SAME THING I JUST TOLD YOU.

UNFORTUNATELY, IT SEEMS LIKE THE DISTRICT STILL IS NOT ABLE TO DEMONSTRATE LEARNING WITH A HIGH ENOUGH LEVEL OF ACCURACY WHEN IT COMES TO THIS LEARNING GOAL.

SO NOW I'M HAVING TO DO A RETEACH.

LAST MONTH, SEVERAL OTHER UNION ACTIVISTS FROM A SCHOOL SPOKE ON DISTRICT WIDE CONCERNS, ONLY TO FIND THAT THEIR PRINCIPAL HAD BEEN CALLED ABOUT THEIR CONCERNS, NONE OF WHICH WERE THINGS HE HAD ANYTHING ANY CONTROL OVER.

PROBLEMS WITH AND I THINK IT HAPPENED AGAIN EVEN BEFORE SOMEONE SPOKE TO TODAY, PROBLEMS WITH OUR PRINCIPALS WE CAN TAKE UP WITH OUR PRINCIPALS.

WE KNOW HOW TO DO THAT.

IF WE HAVE PROBLEMS, WE KNOW THE UNION WILL HELP US.

WE'RE HERE TONIGHT AND EVERY MONTH TO ADVOCATE FOR DISTRICT WIDE CHANGE THAT NEEDS TO HAPPEN.

AS I SAID LAST MAY, I TRULY ASSUME BEST INTENT WHEN I HEAR ABOUT OR EXPERIENCE PRINCIPALS GETTING CALLED ABOUT CONCERNS WE'VE RAISED.

MAYBE YOU REALLY DO WANT TO HELP, BUT WHEN OUR PRINCIPALS GET CALLED FOR DISTRICT WIDE CONCERNS, IT JUST FEELS LIKE EITHER WE'RE NOT REALLY BEING LISTENED TO OR THE DISTRICT IS TRYING TO BLAME OUR ADMINISTRATORS RATHER THAN TAKE RESPONSIBILITY FOR THE PROBLEMS THEY CAUSE THEMSELVES.

THE NEXT STEP IN YOUR SUCCESS CRITERIA IS TO SEE IF WE CAN ALL MAKE IT TO APRIL 2025 WITHOUT THIS HAPPENING YET AGAIN.

AFTER HEARING ABOUT THE VIOLENCE ON WILMER-HUTCHINS CAMPUS, IT BROUGHT BACK ALL THE PAIN AND PANIC OF LIVING IN VIOLENCE EVERY DAY AT A PREVIOUS DISD TEACHING ASSIGNMENT I HAD, I STAND WITH THE TEACHERS AND STUDENTS WHO BRAVELY WALKED OUT TO SPEAK OUT AGAINST INJUSTICE IN OUR COMMUNITIES BECAUSE EVEN THOUGH I FEEL SAFE AT MY CURRENT CAMPUS NOW, I DEEPLY KNOW THAT THIS COULD HAVE BEEN ANY OF US.

ON MY PREVIOUS CAMPUS, THERE WERE COUNTLESS SCHOOL SHOOTING THREATS AND LOCKDOWNS.

AT ONE POINT, THE THREAT OF VIOLENCE BECAME SO FREQUENT THAT OUR CAMPUS EMBRACED A MODIFIED LOCKDOWN PROTOCOL FOR THE REST OF THE YEAR.

IN ADDITION TO THE HEAVY USE OF METAL DETECTORS THROUGHOUT THE DAY, STUDENTS WERE NOT ALLOWED TO CARRY BACKPACKS, CELL PHONES OR ANY PERSONAL BELONGINGS AT ALL.

STUDENTS WERE DISMISSED ROOM BY ROOM AND HALLWAY TRANSITIONS IN SINGLE FILE LINES.

AT BEST, IS A TEDIOUS AND TIRING DAILY PRACTICE THAT REPLACED HOURS OF INSTRUCTION WITH HOURS OF SURVEILLANCE.

AT WORST, IT DRAINED OUR SCHOOLS OF COLOR, PURPOSE AND JOY.

STUDENTS WOULD SAY THAT IT FELT LIKE JUVENILE DETENTION, SO IT SHOULD HAVE BEEN NO SURPRISE THAT THE IN THE NAME OF SAFETY IT USHERED IN AN ERA OF MORE FREQUENT AND VIOLENT

FIGHTS, LOWER CLASSROOM ACHIEVEMENT AND ATTENDANCE, AND LOWER STAFF RETENTION.

DISAPPOINTINGLY, IT ALSO DID NOT STOP THE SHOOTING, THREATS OR LOCKDOWNS.

SO PLEASE, AS YOU GO FORWARD IN ADDRESSING THE ISSUE AT WILMER-HUTCHINS, DO NOT DO THIS AND DO NOT USE THIS AS AN EXCUSE TO INCREASE POLICING, SURVEILLANCE OR OTHER POLICIES THAT WE ALREADY KNOW MAKE STUDENTS OF COLOR FEEL LESS SAFE IN A LESS TRUSTING SCHOOL ENVIRONMENT.

BECAUSE LOW INCOME NEIGHBORHOODS LACK THE RESOURCES TO ENSURE FOOD AND HOUSING SECURITY FOR OUR CHILDREN ADDING THREATS OF VIOLENCE TO ONE OF THEIR OBSTACLES TO AN EMPOWERING EDUCATION IS A CLASS ISSUE.

ACKNOWLEDGING THE SYSTEMIC RACISM THAT STRIPPED MANY OF OUR URBAN COMMUNITIES OF RESOURCES TO REPLACE THEM WITH POLICE IS A RACIAL ISSUE.

TO ME, THIS MEANS THAT THE ACTION YOU ALL DECIDE TO TAKE ON THE INCIDENT TODAY WILL SET AN IMPORTANT PRECEDENT REGARDING DISD'S COMMITMENT TO CULTURALLY RESPONSIVE SCHOOLS.

QUITE FRANKLY, REINSTATING THE TEACHER THAT WAS PUT ON LEAVE FOR WALKING IN SOLIDARITY WITH THEIR STUDENTS IS A BARE MINIMUM ACT OF HUMANITY.

SILENCING OUR VOICES THAT CARE DEEPLY ABOUT THE SAFETY OF YOUNG PEOPLE WILL ALWAYS BE A STEP IN THE WRONG DIRECTION.

WE NEED TO VERIFY OUR SCHOOLS ARE MEETING SAFETY REQUIREMENTS FOR LOCKDOWN DRILLS AND SETTLE FOR NOTHING LESS THAN ADEQUATE STAFFING, BUT WE ALSO NEED TO REMEMBER THESE ARE BARE MINIMUMS THAT WON'T ADDRESS THE INEQUITIES CREATED IN THE FIRST PLACE BY SYSTEMIC VIOLENCE, BUT AS OUR MODIFIED LOCKDOWN PROVES, SURVEILLANCE KILLS LEARNING BECAUSE IT KILLS TRUST. WHAT I'M ASKING THE SCHOOL BOARD TO DO IS RADICALLY REIMAGINE THE DISTRICT'S ROLE IN IMPLEMENTING CULTURALLY RESPONSIVE MEASURES THAT MITIGATE COMMUNITY ACCESS AND MOTIVES FOR VIOLENCE IN THE FIRST PLACE.

WHAT IF WE ALLOCATE MONEY TO JOIN NATIONAL CAMPAIGNS FOR TIGHTER FIREARM REGULATIONS IN THIS COUNTRY? WHAT IF SCHOOLS WERE HUBS FOR COMMUNITY INVOLVEMENT ARE OFFERING WRAPAROUND SERVICES TO FILL HISTORICAL GAPS CREATED BY LEFT BY RACIAL VIOLENCE.

WHAT IF WE DIDN'T JUST RELY ON SCHOOL RESOURCE OFFICERS TO PROVIDE SCHOOL SAFETY? AND WHAT IF WE ALLOWED TEACHERS AND STAFF TO FORM STRONG RELATIONSHIPS WITH STUDENTS AND PARENTS OVER COMMUNITY PROJECTS FOR HEALTH AND SAFETY, INSTEAD OF BEING THE SITE OF SYSTEMIC TRAUMA? THANK YOU.

BECAUSE I'M RELATIVELY NEW TO DISD, I ONLY LEARNED THE DETAILS OF THE DISTINGUISHED TEACHER REVIEW PROCESS RECENTLY.

I WAS A COMPUTER SCIENCE MAJOR IN COLLEGE, AND SOMETIMES I THINK ABOUT THE FACT THAT ALL MY SOFTWARE ENGINEER FRIENDS MAKE AT LEAST TWICE MY SALARY, IF NOT THREE TIMES.

SO INITIALLY DTR SOUNDED APPEALING.

IT SOUNDED LIKE THE CHANCE TO EARN MORE MONEY FOR MY LABOR FASTER, BUT THE PROCESS IS TRULY A HERCULEAN ENDEAVOR.

GETTING DTR STATUS IS THE ONLY WAY YOUR SALARY CAN INCREASE PAST THE PROFICIENT TWO SALARY OF AROUND $71,000, THERE IS A SCORE THRESHOLD YOU MUST PASS EVEN TO APPLY, AND THAT'S THE FIRST HOOP TO JUMP THROUGH.

AFTER THAT, YOU COMPILE A DETAILED WRITE UP OF YOUR QUALIFICATIONS ACROSS THREE DOMAINS LEADERSHIP, LIFELONG LEARNING, AND CONTRIBUTIONS TO THE PROFESSION.

BECAUSE IT DIDN'T HAPPEN WITHIN THE PAST THREE YEARS.

IT'S NOT ENOUGH TO EARN THIS DISTINCTION ONCE, YOU HAVE TO KEEP REAPPLYING EVERY THREE YEARS TO PROVE THAT YOU'RE NOT SLACKING.

I DO THINK IT'S GREAT TO COMPENSATE TEACHERS FOR EXTRA DUTIES PERFORMED, AND WE SHOULD ENCOURAGE TEACHERS TO SEEK OUT RESEARCH ON BEST EDUCATIONAL PRACTICES AND SHARE IT WITH OTHERS, BUT I DON'T LIKE THE CULTURE OF OVERWORK THAT THIS REINFORCES.

A TEACHER SHOULDN'T HAVE TO OVERWORK HERSELF OR DEDICATE HER WHOLE LIFE TO TEACHING IN ORDER TO AVOID PAY STAGNATION, DOING A GOOD JOB IN THE CLASSROOM AND STAYING IN THE CLASSROOM IN THE ERA OF A TEACHER SHORTAGE AND DECLINING ENROLLMENT IN EDUCATOR PREPARATION PROGRAMS SHOULD BE MORE THAN ENOUGH.

NOT TO MENTION THAT EVEN TEACHERS WHO DON'T HAVE PROMINENT LEADERSHIP ROLES ROUTINELY WORK OUTSIDE CONTRACT HOURS TO GET THE JOB DONE.

THOSE TEACHERS ALSO DESERVE PAY RAISES YEAR AFTER YEAR AND STABILITY IN THEIR PAY OUTPACING INFLATION.

WE DON'T HAVE ENOUGH MONEY TO PAY ALL TEACHERS SOFTWARE ENGINEER SALARIES YET, AT LEAST UNTIL PEOPLE START LIKING PAYING TAXES, BUT WE CAN AT LEAST COMPENSATE RETURNING TEACHERS FAIRLY FOR CONTINUING TO BE IN THE CLASSROOM AND GIVING THEIR BEST TO OUR KIDS.
