IN ORDER FOR THE BOARD TO HOLD THIS MEETING IN AN EFFECTIVE MANNER, I WANT IT TO BE KNOWN THAT THIS MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION, AND I ASK THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY BED LOCAL PERTAINING TO PUBLIC PARTICIPATION.

SO I'D LIKE TO BEGIN BY CELEBRATING THAT IN NOVEMBER WE CELEBRATE NATIVE AMERICAN AND ALASKA HERITAGE MONTH. PLEASE JOIN ME IN PAYING TRIBUTE TO THE RICH ANCESTRY AND TRADITIONS OF NATIVE AMERICANS, THE THIRD LARGEST GROUP OF WHICH ARE MEXICAN AMERICAN INDIANS.

CARTER HIGH SCHOOL, WHERE WE NAMED THE TRACK IN HER HONOR.

THE SHA'CARRI RICHARDSON TRACK AT JOHN KINCAIDE STADIUM SERVES AS A SYMBOLIC TRIBUTE TO HER JOURNEY AND HER TIES TO THE DALLAS COMMUNITY, WHILE ALSO INSPIRING THOSE WHO STEP ON THE SAME FIELD SHE ONCE DID.

THE DALLAS ISD BOARD OF TRUSTEES UNANIMOUSLY VOTED TO OFFICIALLY NAME THE TRACK IN RICHARDSON'S HONOR DURING THE THURSDAY, OCTOBER 19TH, BOARD MEETING.

A PLAQUE COMMEMORATING RICHARDSON WILL BE INSTALLED ON THE TRACK IN THE SPRING OF 2024.

RICHARDSON ATTENDED DALLAS ISD SCHOOLS FROM ELEMENTARY THROUGH HIGH SCHOOL, AND WAS ONE OF THE FASTEST HIGH SCHOOL TRACK AND FIELD ATHLETES IN TEXAS.

SHE CREDITS THE RELATIONSHIPS SHE NURTURED WITH DALLAS ISD TEACHERS, COACHES, AND FRIENDS AS HELPING SHAPE THE WOMAN SHE IS TODAY.

[APPLAUSE] DALLAS ISD ELEMENTARY AND MIDDLE SCHOOLS RECEIVED TOP RANKINGS IN A RECENT REPORT FROM THE US NEWS AND WORLD REPORT THAT PLACED 108 DALLAS ISD SCHOOLS AMONG THE TOP 40% IN THE STATE, INCLUDING 92 ELEMENTARY SCHOOLS AND 16 MIDDLE SCHOOLS.

OVERALL, AT THE DISTRICT AND STATE LEVELS, WILLIAM B TRAVIS ACADEMY VANGUARD RANKED NUMBER ONE.

CONGRATULATIONS TO TRAVIS AND ALL THE OTHER TOP RANKED ELEMENTARY AND MIDDLE SCHOOLS IN DALLAS ISD.

[APPLAUSE] TEACHERS ARE OFTEN THOUGHT OF AS HEROES IN THE CLASSROOMS, BUT SOMETIMES THEY GET TO BE HEROES OUTSIDE OF SCHOOL.

THIS WAS THE CASE FOR ISRAEL ALFARO, AN ENGLISH ONE TEACHER AT W.H.

ADAMSON HIGH SCHOOL.

ALFARO, WHO HAPPENS TO ALSO BE A SKYLINE HIGH SCHOOL GRADUATE AND THREE YEAR VETERAN OF DALLAS ISD, PULLED A MAN WHO HAD BROKEN HIS LEGS FROM A CRASHED AND BURNING HOT AIR BALLOON JUST BEFORE ONE OF THE TANKS EXPLODED.

YOU MAY RECALL SEEING THAT STORY ON THE NEWS.

WE WANT TO THANK MR. ALFARO FOR HIS HEROISM.

[APPLAUSE] WE HAVE 22 WOODROW WILSON DANCERS WHO WILL BE AMONG THE THOUSANDS OF STUDENTS ACROSS THE NATION, FLYING OUT ON NOVEMBER 18TH FOR THE TRIP OF A LIFETIME TO PERFORM AT THE 97TH MACY'S THANKSGIVING DAY PARADE.

FOR ALBERT P, A SELF-PROCLAIMED SWIFTY YEARBOOK CLUB EDITOR IN CHIEF AND MUSICAL THEATER ENTHUSIAST, IT'S A DREAM COME TRUE.

HE SURPRISED EVERYONE BY MAKING ALL THREE OF WOODROW'S DANCE TEAMS THIS SCHOOL YEAR ENTIRELY SELF-TAUGHT.

DANCE DIRECTORS MARISSA MAREZ AND DANIEL NEGRETE HAVE BEEN PREPARING THEIR DANCERS SINCE LAST YEAR TO MAKE AN AUDITION TAPE FOR SPIRIT OF AMERICA PRODUCTIONS.

WHILE IN NEW YORK FOR THE PERFORMANCE, WOODROW DANCERS WILL GET A CHANCE TO SEE BROADWAY PRODUCTIONS, THE RADIO CITY ROCKETTES, AND NEW YORK CITY MONUMENTS.

THE 97TH ANNUAL MACY'S THANKSGIVING DAY PARADE WILL AIR AT 9 A.M.

CENTRAL STANDARD TIME ON THURSDAY, NOVEMBER 23RD AND CAN BE WATCHED ON NBC AND PEACOCK.

WE ALSO WANT TO TAKE A MOMENT TO TALK ABOUT LAST WEEK WE WERE ABLE TO PROVIDE.

DURING THEIR FIRST YEARS WITH THE DISTRICT, DALLAS ISD IS ABLE TO MATCH NEW TEACHERS WITH VETERAN EDUCATORS WHO MENTOR THEM IN SKILLS LIKE CLASSROOM MANAGEMENT, LESSON PLANNING TO SUPPORT THEM AS THEY GAIN EXPERIENCE.

AND EARLIER THIS MONTH, TEACHERS AND MENTORS GOT TOGETHER FOR A FUN NIGHT WITH GAMES AND RESOURCES AT DAVE AND BUSTERS AT A FUN EVENT ORGANIZED BY CHIEF ROBERT ABEL'S TEAM.

I WAS ABLE TO STOP BY AND THEY WERE HAVING A LOT OF FELLOWSHIP AND A LOT OF FUN.

WE ALSO HAD AN OPPORTUNITY TO VISIT WITH STUDENTS A FEW WEEKS AGO WITH MARCH TO THE POLLS, WHICH SEEKS TO INCREASE ELECTORAL PARTICIPATION BY UNDERREPRESENTED COMMUNITIES, PRIMARILY AMONG YOUTH AND PEOPLE OF COLOR.

AND ALREADY, DALLAS ISD HAS REGISTERED STUDENTS TO VOTE MORE THAN LAST SCHOOL YEAR.

MORE THAN 1800 STUDENTS AT 40 SCHOOLS HAVE REGISTERED TO VOTE.

MORE THAN 25 SCHOOLS HAVE STUDENT VOTER EMPOWERMENT CLUBS AS WELL.

THANK YOU TO OUR PARTNERS AT MARCH TO THE POLLS, AND LET'S SEE JUST HOW MANY STUDENTS WE CAN TURN INTO VOTERS BEFORE THE DEADLINE.

AND I THINK THIS IS AN IMPORTANT AND VERY WORTHY CAUSE.

THE DALLAS EDUCATION FOUNDATION HOSTED ITS THIRD ANNUAL HEART OF TEACHING GALA ON NOVEMBER 1ST AT THE LONGHORN BALLROOM.

THIS YEAR'S GALA PARTNERED WITH SOME OF OUR AMAZING DALLAS ISD DANCE TEACHERS AND NOTABLE DALLASITES, INCLUDING STATE REPRESENTATIVE RAFAEL ANCHÍA, JENNIFER STAUBACH GATES, WFAA, CYNTHIA IZAGUIRRE, COUNTY JUDGE CLAY JENKINS, DEF BOARD MEMBER VICTOR VIDAL, AND YOURS TRULY WITH A DANCE COMPETITION CALLED DANCING WITH THE STARS OF DALLAS.

NOT ONLY WERE DALLAS ISD DANCE EDUCATORS HIGHLIGHTED, BUT THE ENERGY OF THE EVENING WAS AMPLIFIED WITH MUSICAL PERFORMANCES BY TEACHERS THROUGHOUT THE ART DISCIPLINES, INCLUDING MUSICAL PERFORMANCES BY DALLAS ISD PERFORMING ARTS EDUCATORS WHO PROVIDED US WITH ENTERTAINMENT.

WE ALSO CAN'T FORGET THE TEACHERS BEHIND THE SCENES, OUR OUTSTANDING VISUAL ARTISTS WHO CONTRIBUTE THEIR ORIGINAL ART AND TALENTS TO THE SILENT AUCTION, AND OUR WORLD CLASS DALLAS ISD PRODUCTION CREW WHO RAN THE LIGHTS AND PLAYED THE MUSIC AND MANAGE THE STAGE, AND ALSO MANAGED US BECAUSE WE'RE A HANDFUL BEHIND THE CURTAIN, TOO. DEF WANTS TO THANK EVERYONE INVOLVED IN MAKING THE EVENING A HUGE SUCCESS, INCLUDING OUR HONORARY CHAIR, AMBASSADOR RON KIRK.

THE EXTERNAL AUDITORS, WHITLEY AND PENN PRESENTED THE REPORT ON THE FISCAL YEAR 2022 2023 E-RATE PROGRAM ON IT.

WE ALSO RECEIVED OUR EXTERNAL AUDITORS, WEAVER AND TIDWELL, PRESENTED ON THE ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR THE FISCAL YEAR ENDED JUNE 30TH, 2023.

THE AUDIT COMMITTEE MOVED FORWARD WITH THE ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR FISCAL YEAR ENDING JUNE 30TH, 2023, TO THE FULL BOARD OF TRUSTEES FOR APPROVAL. AND IT WAS A PERFECT AUDIT.

BASICALLY, THERE WERE NO NO FINDINGS, NO MATERIAL WEAKNESSES OR DEFICIENCIES.

SO IT WAS A REALLY GOOD AUDIT.

THEY WERE VERY COMPLIMENTARY OF THE STAFF AND THE HARD WORK TO GET THE INFORMATION THAT THEY RECEIVED SO THAT THEY COULD DO THEIR AUDIT ON BEHALF.

WE RECEIVED TWO INTERNAL AUDIT REPORTS WHICH WERE ACCEPTED AND MADE FINAL, THE CONTINUOUS EDUCATION INFORMATION MANAGEMENT SYSTEM AUDIT, ALSO KNOWN AS PEIMS, AND THE CONTINUOUS AUDIT OF ESSER FUNDING.

THE INTERNAL AUDIT THEN PRESENTED THE STATUS OF AN AUDIT FOLLOW UP DISTRICT HOTLINE REPORT, THE STATUS OF AUDIT PLAN AND SUFFICIENCY OF DEPARTMENT RESOURCES, AND A REPORT ON RESULTS OF THE INTERNAL QUALITY ASSESSMENT.

AND FINALLY, THE CHIEF INTERNAL OFFICER OFFICER PERFORMANCE EVALUATION INSTRUMENT FOR FISCAL YEAR 2023 2024 WAS APPROVED TO BE PRESENTED TO THE FULL BOARD, AND THAT IS THE AUDIT COMMITTEE REPORT.

I HAVE NEVER IN ALL MY YEARS WITH DISD BEEN MORE FRUSTRATED THAN I AM NOW.

I'M SO FRUSTRATED I'M CONSIDERING PULLING MY CHILDREN FROM DISD SCHOOLS.

MY HUSBAND AND I, GIVEN ALL THE CHOICES IN DISD, CHOSE MONTESSORI FOR OUR CHILDREN, AND EVERY YEAR AT MATA MONTESSORI HAS BEEN BENEFICIAL FOR MY CHILDREN UNTIL NOW.

I'M SAD TO SAY THIS YEAR MATA IS A PART TIME MONTESSORI BECAUSE THIS YEAR DISD INTRODUCED EUREKA AND AMPLIFY TO ALL ELEMENTARY SCHOOLS.

ALL SCHOOLS MUST USE THIS NEW CURRICULUM, EVEN THOSE CHOICE SCHOOLS WITH DELIBERATELY DIFFERENT LEARNING MODELS.

I'M NOT SURE HOW FAMILIAR YOU ALL ARE WITH THE MONTESSORI MODEL, OR HOW FAMILIAR YOU ARE WITH EUREKA AND AMPLIFY, BUT THE TWO DO NOT FIT.

MONTESSORI HAS THREE GRADE LEVELS PER CLASSROOM.

THE STUDENTS USE HANDS ON MATERIALS TO NAVIGATE THEIR OWN LEARNING AND PLAN OUT THEIR DAY THEMSELVES.

IT'S BEEN WONDERFUL FOR DEVELOPING MY SON'S INDEPENDENCE AND CURIOSITY.

NOW, MY YOUNGEST SON EVERY AFTERNOON IS PLACED IN A CLASSROOM WITH ALL SECOND GRADERS WITH A DIFFERENT TEACHER, AND IS BEING DELIVERED EUREKA AND AMPLIFY CURRICULUM.

THIS NEW CURRICULUM IS BELOW GRADE LEVEL, REQUIRES LOTS OF PREP FROM TEACHERS.

IT REQUIRES FREQUENT TESTING AND IS VERY WORKSHEET HEAVY.

I REMEMBER A TIME WHEN DISD FROWNED UPON WORKSHEETS, AND NOW YOU'VE PURCHASED A WHOLE CURRICULUM FULL OF WORKSHEETS.

BECAUSE OF THIS NEW STRUCTURE AND WORKSHEET HEAVY CURRICULUM, MATA IS EXPERIENCING MORE DISCIPLINE ISSUES THAN EVER AS STUDENTS ARE NOT WITH THEIR OWN TEACHERS IN THE AFTERNOONS . MATA IS SEEING A LACK OF INTEREST IN LEARNING AS KIDS COMPLETE SCRIPTED LESSONS INSTEAD OF UTILIZING ALL OF THEIR MONTESSORI MATERIALS.

MATA IS LOSING FAMILIES WHO HAVE UNENROLLED THEIR CHILDREN.

PEOPLE WERE PROMISED MONTESSORI AND DISD IS NOT DELIVERING MONTESSORI.

LET'S NOT FORGET TEACHERS.

TEACHERS AT MATA ARE DROWNING WITH THIS NEW CURRICULUM.

THEY ARE NOW DELIVERING SCRIPTED LESSONS IN THE AFTERNOON.

THEY ARE QUADRUPLE PREPPING, TEACHING STUDENTS NOT ON THEIR ROSTERS, BUYING MATERIALS OUT OF THEIR OWN POCKETS AND BEING OVERWORKED.

I HAVE MET WITH THE SCHOOL PRINCIPAL AND EXECUTIVE DIRECTOR OVER THIS MATTER.

IN FACT, I REACHED OUT TO THE BOARD MEMBERS SEVERAL TIMES OVER THE LAST MONTH, ONLY TO GET A RESPONSE FROM TWO OF YOU.

I AM ASKING THAT DISD STOP USING EUREKA AND AMPLIFY AT THE MONTESSORI SCHOOLS, AND INVEST THE TIME AND ENERGY IT TAKES TO DELIVER MONTESSORI.

IN AN IMPORTANT STEP FOR US, THOUSANDS OF BUS DRIVERS, CUSTODIANS, TEACHER AIDES AND OTHER AT WILL STAFF DALLAS ISD HAS ADOPTED THE NEW REGULATION ENCOURAGING SUPERVISORS TO TAKE STEPS TO ADDRESS WORKERS PERFORMANCE DEFICIENCIES BEFORE RESTORING TO AN EMPLOYEE'S TERMINATION.

I, SHEILA WALKER, APPLAUD THE DISTRICT'S ADMINISTRATION FOR MAKING THESE REGULATIONS CHANGE, AND I CALL ON THE SCHOOL BOARD TO COMPLETE THE JOB AND PUT IN ADOPT THIS REGULATION INTO POLICY.

AT WILL EMPLOYEES COVERS A PLETHORA OF EMPLOYEES IN THE DISTRICT, BUT I WANT TO SAY KUDOS TO THE DISTRICT LEADERSHIP TEAM FOR WORKING WITH US AS WE TALK THROUGH THE LANGUAGES AND GIVING SOME DIRECTION TO OUR ADMINISTRATION ON HOW TO TREAT AT WILL EMPLOYEES.

THIS NEW REGULATION EMPHASIZES TAKING STEPS WHEN NECESSARY TO IMPROVE PERFORMANCE EFFICIENCY INSTEAD OF IMPOSING OUTRIGHT TERMINATION.

IT WILL HELP MORE JOB SECURITY TO THE DEDICATED HARD WORKERS.

AND IT WOULD HELP THE DISTRICT, TOO.

SO WE WON'T HAVE TO KEEP HAVING THESE TURNOVERS.

IT WILL HELP THE DISTRICT TO TEACH EMPLOYEES THAT WHEN YOU HAVE AN ISSUE, WE CAN WORK IT OUT.

IT WOULD HELP THE DISTRICT AND EMPLOYEES TO CONTINUE TO WORK FOR A DISTRICT THIS LARGE.

HAVING THIS IN PLACE HELPS EVERYBODY IN THE DISTRICT, NOT JUST NEA MEMBERS, BUT EVERYBODY IN THE DISTRICT.

AND SO I CONTINUE TO SAY KUDOS TO THE LEADERSHIP.

THIS GROUP OF APPROXIMATELY 60 TECHNICIANS WERE ESTABLISHED IN 2010.

WE HAVE SURVIVED THE NEGLECT AND LOW PAY OF FOUR DIFFERENT CHIEF TECHNOLOGY OFFICERS.

WE ARE THE BACKBONE OF THE EDTECH ENTERPRISE DEPARTMENT BECAUSE EACH CAMPUS BASED TECHNICIAN SUPPORT MULTIPLE CAMPUSES AND OUR TECHNICIANS SUPPORT TEACHERS, STUDENTS, STAFF, AND ADMINISTRATORS.

WE USE OUR PERSONAL VEHICLES TO TRAVEL FROM TO AND FROM ASSIGNED LOCATIONS.

WE HAVE COMMISSIONED AND DEPLOYED OVER 70,000 DEVICES DURING THE COVID 19 PANDEMIC.

HOWEVER, AFTER OVER 12 YEARS OF HARD WORK AND DEDICATION, THE MANAGEMENT HAVE REFUSED TO DEVELOP A STRUCTURED CAREER DEVELOPMENT PLAN FOR TECHNICIANS WHO HAVE EXPERIENCED EDUCATION AND CERTIFICATIONS.

TECHNICIANS ARE NOT CROSS-TRAINED TO MOVE INTO OTHER POSITIONS WHEN OPPORTUNITIES ARE AVAILABLE WITHIN THE OTHER DEPARTMENTS.

OUR MANAGEMENT OFTEN CHOOSE TO RECRUIT CANDIDATES FROM OUTSIDE THE DISTRICT.

WHEN YOU LOOK AT OUR PAY AND THE AMOUNT OF WORK THAT IS ASSIGNED TO US, WE FEEL THAT WE ARE NOT BEING PAID ENOUGH WHEN COMPARED TO OTHER TECHNICIANS FROM OTHER ENTITIES.

SOME OF US HAVE TO TAKE ON TWO JOBS TO MAKE ENDS MEET.

I MEAN, WE HAVE PROTOCOL FOR EVERY SINGLE PROCESS.
