IN ORDER FOR THIS BOARD TO HOLD THIS MEETING AND EFFECTIVE MANNER, I WANT TO LET IT BE KNOWN THAT THIS MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION AND ASK THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY, BE THE LOCAL PERTAINING TO PUBLIC PARTICIPATION.

WHILE IN MY SHOES, I AM ZION DOUGLASS, A FIFTH GRADE STUDENT AT THE TILL MARCELLUS STEAM ACADEMY.

FOR OUR TIME TOGETHER TODAY.

I WAS CHARGED WITH LEADING DISCUSSION ON WHAT WOULD DR.

KING SAY TO US TODAY ABOUT HOPE FOR TOMORROW? I BELIEVE HE WOULD SAY THAT HE IS DISAPPOINTED AT WHAT HAS HAPPENED SINCE HIS TIME AS A LEADER OF OUR SOCIETY.

WE TALK ABOUT DR.

KING, BUT INSTEAD, LET'S DO DR.

KING AND MY HOUSEHOLD.

FAITH WITH OUR ACTIONS IS DEAD.

TO ME, THAT MEANS DO NOT TALK ABOUT SOMETHING.

BUT AS NIKE REMINDS US, TO JUST DO IT.

WHEN I WATCH TV, MY FAVORITE SHOWS ARE OFTEN INTERRUPTED BECAUSE OF HORRIBLE THINGS LIKE KIDS BRING YOUR WEAPONS TO SCHOOL, MISBEHAVING IN CLASS, OR LOSING THEIR LIVES TO SENSELESS VIOLENCE.

TO ME, THE DISAPPOINTING PART IS MAINLY BEING AFRICAN AMERICANS ON THE NEWS MORE THAN ANY OTHER CULTURE.

THESE BEHAVIORS, FAMILY NARRATIVE THAT WE WANT TO HAVE A BACK OF THE BUS MENTALITY FOR WHAT WE ARE NOT SECOND CLASS CITIZENS. WE ARE NO LONGER ENSLAVED AND WE HAVE EARNED THE RIGHT TO BE TREATED WITH RESPECT AND OUR COUNTRY.

PRIOR TO THE CIVIL RIGHTS MOVEMENT, WE WERE REQUIRED TO GO TO THE BACK OF THE BUS.

BUT DR. KING'S DREAM AND LIFE'S WORK WAS TO END SEGREGATION AND TO INSURE OUR RIGHTS AS CITIZENS OF THE UNITED STATES OF AMERICA.

THEREFORE, EVERYTHING WE DO AS INDIVIDUALS MAKES A DIFFERENCE.

WE MUST BE THE FIRST PEOPLE TO DO RIGHT IN OUR CLASSROOMS, SCHOOLS AND COMMUNITIES TO CREATE THE CHANGE WE WANT TO SEE IN THE WORLD.

ANOTHER PROBLEM THAT DR.

KING WOULD HAVE AN ISSUE WITH IS HOW OUR COUNTRY IS REVERSING THE POLICIES AND SUPREME COURT DECISIONS WILL TAKE AWAY THE RIGHTS AND CHOICES OF INDIVIDUALS WITHIN OUR COUNTRY.

THE REVERSAL OF THESE LAWS HAS CREATED AN ENVIRONMENT WHERE OUR POLITICAL LEADERS ARE MISUSING THEIR PLATFORMS TO BULLY AND DISCRIMINATE AGAINST MEMBERS OF OUR COUNTRY.

WHEN CONSIDERING THE RECENT CHANGES TO VOTING ACCESS, ACCEPTANCE OF IMMIGRANTS, ABORTION RIGHTS AND REMOVAL OF BOOKS FROM OUR SCHOOLS, SOME OF OUR ELECTED OFFICIALS ARE USING THEIR POWER TO INJURE, DEPRIVE AND DEMEAN THE VERY PERSONS AND COMMUNITIES THEY WERE ELECTED TO SERVE AND SUPPORT.

WHILE WE LOST DR.

KING DUE TO THE HATRED OF THE COLOR OF HIS SKIN AND NONVIOLENT LEADERSHIP DURING THE CIVIL RIGHTS MOVEMENT, HE REMINDED US THAT YOU CAN KILL THE DREAMER, BUT NOT THE DREAM.

ALTHOUGH DR.

KING WOULD BE VERY DISAPPOINTED IF HE SAW THE PROBLEMS IN OUR WORLD TODAY, I AM IN THE MINDSET AND BELIEF OF ONE BAND, ONE SOUND. I BELIEVE IN ORDER FOR US TO IMPROVE OUR NATION, WE NEED TO MAKE INTELLIGENT DECISIONS AND MOVES THAT WILL POSITIVELY IMPROVE THE LIVES OF PEOPLE FROM ALL CULTURES AND BACKGROUNDS.

I KNOW THAT DR.

KING WILL BE PROUD OF HOW WE STAND UP, ADVOCATE AND SUPPORT FOR WHAT WE THINK IS RIGHT AND FAIR.

CONSIDERING THE SOCIAL, JUSTICE, EDUCATIONAL, POLITICAL AND ENTREPRENEURIAL LEADERS THAT HAVE RISEN DURING THESE CHALLENGING TIMES.

AND THAT'S THE WAY I WISH THAT EVERYBODY WOULD DO WHAT WOULD NOT SEE COLOR AS WE DO IN THE UNITED STATES AS A AND USE IT AS A BARRIER.

BUT EVEN THOUGH IT'S SEEN THAT WAY HERE, THERE'S BARRIERS ALL OVER THE WORLD WHEN IT COMES TO PEOPLE OF COLOR.

BUT ONCE AGAIN, I WANT TO THANK THOSE WHO WERE HERE.

I'M PROUD TO ANNOUNCE THAT EDNA ROW ELEMENTARY HAS OFFICIALLY STARTED THE 2023 2024 YEAR AS THE EIGHTH MONTESSORI CAMPUS IN DALLAS ISD.

A SPECIAL THANK YOU TO THE LOCAL COMMUNITY FOR LEADING THIS POSITIVE CHANGE FROM THE PTA TO THE SPVM TO THE NEIGHBORHOOD SURROUNDING NEARBY TO AN ELEMENTARY SCHOOL.

THE STUDENTS WERE EXCITED TO SHARE THIS EVENT WITH A PROMINENT WRITER AND GRATEFUL TO HEAR HIS INSIGHT ON LITERATURE AND AFRICAN AMERICAN STORYTELLING AND ON THE SPORTS FRONT. I WANT TO SAY CONGRATULATIONS TO LINCOLN'S GIRLS.

THEY HAD A GREAT SEASON. THEY HAD A TOUGH LOSS EARLIER THIS WEEK, BUT THEY HAD A PHENOMENAL SEASON.

THE MOMENT WE START TO MANAGE PEOPLE AS IF THEY ARE THINGS WE ARE GOING TO END UP WITH, NO PEOPLE IN A LOT OF THINGS.

I WOULD POSE THAT THIS IS THE CONDITION WE ARE NOW IN IN THE DALLAS ISD SPECIFICALLY IF THE SPENT DEPT PEOPLE TREATED WITHOUT VALUE JUST THINGS AND AS SUCH WE ARE EXPERIENCING CRITICAL SHORTAGES OF TEACHERS AS REPORTED FROM MULTIPLE SOURCES FOR OVER THE LAST TWO YEARS.

COMPENSATION THAT IS EQUITABLE AND THE RESPECT OF A VOICE IN THE POLICIES, PROGRAMS AND PROCESSES IN DISTRICTS.

WE ARE FAILING IN BOTH OF THESE AREAS IN DISD AND ESPECIALLY WITHIN OUR SPED DEPARTMENT.

FOR COMPENSATION, WE HAVE AN UNETHICAL, INEQUITABLE SYSTEM THAT MAGNIFIES THE DENIGRATION OF OUR TEACHERS IN THE DISTRICT.

NO MORE GLARINGLY OBVIOUS THAN THE THEFT OF THE TIRE MONEY FROM THE TEACHERS WHO EARNED IT.

THE CULTURE OF CONTEMPT FOR TEACHERS AND DISREGARD FOR STUDENTS IN OUR DISTRICT, AS EVIDENCED IN THE FAILED SYSTEMS AND PRACTICES WITHIN OUR SPED PROGRAMS. I DO WANT TO EMPHASIZE THAT WE HAVE SOME VERY GOOD PEOPLE IN OUR CENTRAL OFFICE, HARDWORKING AND WHO CARE.

THEY ARE ECLIPSED, THOUGH, BY THE MAJORITY OF PEOPLE WHO ONLY CONCERN IS TO MAINTAIN THE STATUS QUO AND I QUOTE, PROTECT THEIR CHECK AND WHATEVER COST TO THE TEACHERS AND STUDENTS ON THE CAMPUSES IN THE DALLAS ISD, IT HAS BECOME THE STANDARD TO MANAGE PROGRAMS AT THE MINIMAL LEVEL, ENGAGING IN UNETHICAL PRACTICES WHICH ARE ACCEPTED AS LONG AS WE ARE NOT BEING SUED AND THEN SCRAMBLE FOR THE COVER UP ENSUES WHEN WE ARE CAUGHT, NO MORE DRAMATICALLY EVIDENCED AND BY THE KILLING OF CHARLOTTE SIMS, WE HAVE TEACHERS WHO CONTINUE TO ABANDON OUR DISTRICT DUE TO THE DYSFUNCTION OF SPED PROGRAMS, TEACHERS CONTINUING TO BE CRITICALLY INJURED, STUDENTS IN HARM'S WAY, THE DEMORALIZING LACK OF RESPECT FROM ADMINISTRATION AT ALL LEVELS AND AT THE CAMPUS LEVEL, DISRESPECT FROM ADMINISTRATORS WHO ARE IGNORANT OF WHAT WE DO.

WE ARE CURRENTLY IN A WORST STATE OF AFFAIRS WITHIN SPED THAN BEFORE THE COLLIER AUDIT, AND UNLESS WE HAVE SIGNIFICANT RADICAL INTERVENTIONS, WE WILL INDEED DETERIORATE MORE AND PERHAPS TO THE POINT OF THE EARLY 2000S WHEN THE STATE WAS PREPARED TO TAKE OVER OUR SPED PROGRAMS. MAHATMA GANDHI SAID THE TRUE MEASURE OF ANY SOCIETY CAN BE FOUND IN HOW IT TREATS ITS MOST VULNERABLE MEMBERS.

YOU HAVE EXEMPLIFIED IN THE PAST THAT YOU PUT CHILDREN AND TEACHERS FIRST.

WE NEED THAT LEADERSHIP IN DALLAS EFFECTIVE AND ETHICAL LEADERSHIP, ESPECIALLY IN SPED.

I CHALLENGE A DISTRICT TO SIT DOWN WITH THOSE OF US WHO HAVE FOUGHT FOR REFORM AND EXCELLENCE FOR A DECADE AND LEAD IN THE SPIRIT CONVEYED BY COVEY.

IF WE WORK TOGETHER IMPLEMENTING WORKABLE SOLUTIONS, THEN WE'LL BE ABLE TO OVERCOME THIS MISMANAGEMENT AND UNETHICAL PRACTICES OF MORE THAN A DECADE AND TURN OUR PROGRAMS INTO THE LEADING MODEL FOR THE STATE, PERHAPS THE COUNTRY THUS CONTRIBUTING TO DALLAS BECOMING A PREMIER DISTRICT FOR THE BENEFIT OF ALL MEMBERS.

IT MUST BE REPLACED WITH A PEER TO PEER EVALUATION SYSTEM.

IF YOU TALK TO MOST TEACHERS IN DALLAS ISD, THEY DON'T SUPPORT T.I.

THEY DON'T THINK IT'S FAIR TO BE PAID BASED ON STANDARDIZED TEST SCORES AND EVALUATIONS THAT COULD BE BIASED.

T IS ALL PART OF THE CONSTANT STANDARDIZED TESTING SYSTEM.

SO MANY PEOPLE, TEACHERS, STUDENTS, PARENTS HATE TEACHING TO STANDARDIZED TESTS.

THE MERIT PAY SYSTEM IS UNFAIR IN SO MANY WAYS, AND MOST DISTRICTS DON'T HAVE IT.

TI IS A PART OF A WHOLE APPARATUS THAT PUNISHES TEACHERS AND BLAMES TEACHERS FOR A SOCIETY THAT CREATES POVERTY AND INEQUALITY AND NEGLECTS LOW INCOME CHILDREN DISPROPORTIONATELY BLACK AND BROWN CHILDREN.

TEACHERS ARE CONSTANTLY BELITTLED AND DISRESPECTED DESPITE THEIR LOW WAGES AND POOR WORKING CONDITIONS.

THE MERIT PAY SYSTEM, OR THIS MERIT PAY SYSTEM IS EQUIVALENT TO TOUGH ON CRIME POLICIES AND LOW INCOME AND BLACK AND BROWN OPPRESSED COMMUNITIES.

YOU AREN'T GETTING TO THE ROOT OF THE PROBLEM.

THE REAL SOURCE OF THE PROBLEM, WHICH IS AN ECONOMY THAT PUTS PROFITS BEFORE PEOPLE, AN ECONOMY THAT ENRICHES CORPORATIONS AND EXPLOITS AND IMPOVERISHES PEOPLE.

INSTEAD, YOU ARE FURTHER PUNISHING THE VICTIMS OF THIS EXPLOITATIVE AND OPPRESSIVE SYSTEM.

TI IS A SCAM, AND THAT'S WHY ALL OF THE BUSINESS ELITES, THE OLIGARCHS OF DALLAS, SUPPORT IT.

THERE'S A REASON WHY SO MANY CALL IT THE TEACHER EXIT INITIATIVE.

SO DR. MARTIN LUTHER KING SAID, WHO, LIKE I WOULD LIKE TO ADD AGAIN, HE WAS KILLED ON THE SANITATION WORKERS LABOR STRIKE, HE SAID, AND ONE DAY WE MUST ASK THE QUESTION, WHY ARE THERE 40 MILLION POOR PEOPLE IN AMERICA? THIS IS ABOUT RETAINING TEACHERS AND OTHER EDUCATION WORKERS TO WORK FOR THE DISTRICT, ESPECIALLY WITH A PUSH FOR A STATEWIDE TEACHER PAY INCREASE THAT WOULD UNDERCUT THE ENTICEMENT OF AN UNATTAINABLE, UNATTAINABLE T PAY RAISE FOR TEACHING EFFECTIVENESS AND INCREASING COMPETITION WITH DISTRICTS AROUND DALLAS THAT HAVE MORE AFFORDABLE HOUSING AND ARE OFFERING FOUR DAY WORKWEEKS.

AND PLEASE UNDERSTAND THAT WE'RE NOT HERE TO ANTAGONIZE YOU.

THESE ARE VERY REAL ISSUES THAT PUSH TEACHERS TO LEAVE DISD, AND ALL OF THESE ARE HUGE FACTORS THAT IMPACT QUALITY OF TEACHING.

BUT I WORRY WHEN I SEE THE RECRUITING DEPARTMENT GOING HARD AT IT JUST TO LOSE A BUNCH OF TEACHERS AT THE OTHER END.

IT'S LIKE TRYING TO FILL UP A POOL WITH A GARDEN HOSE WHILE HAVING A HUGE HOLE AT THE OTHER SIDE.

YOU NEED TO CLOSE THE HOLE IN THE OTHER SIDE FIRST.

OTHERWISE, YOU'RE JUST WASTING TIME AND TAXPAYERS MONEY.

I HOPE YOU PUT YOUR EARS ON THE GROUND AND OPEN YOUR HEARTS AND MINDS TO WHAT THE BOOTS ON THE GROUND ARE TELLING YOU THAT THE PROBLEMS ARE FROM LISTENING TO OUR UNION MEMBERS.

WE KNOW THAT CONVERSATION IS A VERY IMPORTANT IN RETAINING TEACHERS AND STAFF.

BUT WE ALSO KNOW THAT WORKING CONDITIONS MATTER AS MUCH OR EVEN MORE.

BUT TO GET THE COMPENSATION THING OUT OF THE WAY, LET'S GO RIGHT TO THE POINT.

ITS THAT SIMPLE? THE GOAL OF T IS TO RETAIN TALENTED TEACHERS.

BUT AFTER ALMOST A DECADE OF T, THIS DISTRICT ONLY HAS A COUPLE OF DOZEN MASTER MASTER TEACHERS TO SHOW FOR MOST OF THEM IN MAGNET SCHOOLS OR AFFLUENT SCHOOLS.

TALK ABOUT EQUITY, AM I RIGHT? BUT WE ARE NOT CERTAIN ABOUT THIS BECAUSE THERE IS NO TRANSPARENCY AND REAL TIME INFORMATION FROM DISD.

IT ALWAYS FEELS LIKE TI IS A CARROT PUT IN FRONT OF THE HORSE, SO THE HORSE KEEPS WORKING HARD TO GET IT.

AND EVERY ONCE IN A WHILE A FEW HORSES GET A CARROT.

SO YOU CAN SAY, SEE, ANYONE THAT WORKS HARD ENOUGH CAN GET THE CARROT.

BUT SOON ENOUGH, DOZEN OF DOZENS OF TEACHERS REALIZE THAT THEY HAVE BEEN DUPED AND LEAPED OUT OF FRUSTRATION.

TODAY, MY SUGGESTION TO THIS BOARD IS TO ASK THE SUPERINTENDENT TO MAKE TI INFORMATION AVAILABLE IN REAL TIME SO TAXPAYERS, PARENTS AND TEACHERS CAN HAVE THE DATA AND EVALUATE IT THEMSELVES.

WE NEED TO KNOW THE PERCENTAGE OF TEACHERS STAYING WITHIN THE DISTRICT, AS WELL AS THE PERCENTAGE OF TEACHERS IN EACH EFFECTIVENESS LEVEL, AND A MAP THAT SHOWS THE DISTRICT DISTRIBUTION OF THESE TEACHERS BY EFFECTIVENESS LEVEL AS WELL.

SO WE CAN MAKE SURE THAT THE TEACHERS THAT TI PROVIDES ARE GOING TO SCHOOLS THAT IN NEIGHBORHOODS THAT NEED IT.

CHARLES TUTTLE. I WAS PRIVILEGED TO LEARN FROM HIM FOR TWO YEARS AND I WENT FROM KNOWING NOTHING ABOUT CHEMISTRY TO FALLING IN LOVE WITH IT.

DR. TUTTLE WAS NOT A TEACHER YOU COULD BE BUDDIES WITH.

HE WAS INTIMIDATING CLASS WITH.

DR. TUTTLE GENERALLY CONSISTED OF HIM LECTURING WHILE WE TOOK NOTES IN OCCASIONAL LABS.

DR. TUTTLE DIDN'T ACT INTERESTED IN OUR PERSONAL LIVES, BUT HE DIDN'T NEED TO.

HE SHOWED THAT HE CARED ABOUT US IN OTHER UNIQUE WAYS.

ONE EXAMPLE THAT STICKS IS WHEN WE LEARNED ABOUT MOLES THE UNIVERSAL UNIT OF MEASUREMENT AND CHEMISTRY.

IT CHANGED EACH YEAR WAS DISNEY, AND WE HAD TO HAND SO THIS MOLD DOLL AND DRESS IT UP AS A DISNEY CHARACTER AND GIVE IT A DISNEY NAME THAT INCLUDED A MOLE PUN.

DR. TUTTLE'S RATIONALE WITH THIS STRANGE ASSIGNMENT WAS THAT IT WAS ESSENTIAL FOR EVERY HUMAN BEING TO HAVE SOME BASIC SEWING SKILLS SO THAT JUST IN CASE WE COULD ALL PATCH A RIP OR REATTACH A BUTTON.

ANOTHER TIME, DR. TUTTLE INTERRUPTED HIS LESSON TO GIVE US A SIDE LESSON ON HOW TO JUMPSTART A CAR BATTERY.

YET ANOTHER TIME, I REMEMBER HIM PAUSING DURING A LESSON TO GIVE US AN ANTI SMOKING LECTURE.

DR. TUTTLE SHOWED THAT HE CARED ABOUT US BY SEIZING HIS CHANCES TO GIVE US IMPORTANT LIFE LESSONS.

IT WAS VOTED ON MID-DECEMBER AND APPROVED WITHOUT BEING PROVIDED PROPER DISD FAMILY AND EDUCATOR FEEDBACK TO ASSESS IMPACT CONSIDERATIONS ON DSD, FAMILIES, EDUCATORS AND A COMMUNITY THAT MAY HAVE BEEN INADVERTENTLY OVERLOOKED.

MY REQUEST IS THAT THE TWO REDISTRIBUTE THE BASE CALENDAR POLL REGARDING START DATE AND WINTER BREAK TO ALL DISD DISTRICTS THROUGH CHANNELS FOR MAXIMUM RESPONSE RATE AND AMEND THE CALENDAR ACCORDINGLY.

ON THE SECOND PAGE OF THE HANDOUT THAT I'VE GIVEN YOU, I'VE ALSO DONE SOME SAMPLE SHOPPING OF A SCHOOL SUPPLY LIST, AS WELL AS UNIFORMS OF WHAT THE REAL IMPACT WOULD BE FOR A DISD FAMILY PER CHILD OF SHOPPING FOR WHAT IS JUST MINIMALLY REQUIRED.

I SAY THIS BECAUSE MANY OF THE ISSUES AFFECTING NOT JUST OUR DISTRICT, BUT THE PRACTICE OF EDUCATION AS A WHOLE ARE NOT NEW.

THEY'VE BEEN RAISED BY MEMBERS OF OUR UNION REPEATEDLY OVER AT LEAST THE LAST DECADE.

IN FACT, MOST OF THESE WELL PREDATE MY OWN CAREER IN EDUCATION.

TEACHERS ARE COLLAPSING UNDER AN UNTENABLE BURDEN OF MANDATES AND DUTIES, ASSESSMENTS THAT PRODUCE LITTLE DATA OF INSTRUCTIONAL VALUE AND REGIMENTATION THAT DEHUMANIZES STUDENT AND TEACHER ALIKE.

TEACHERS CONSISTENTLY ASSUME ROLES BEYOND THE LANGUAGE OF THEIR CONTRACTS.

SCHOOL NURSES AND COUNSELORS WHOSE REAL INCOMES DECLINED LAST YEAR AGAINST INFLATION ARE INCREASINGLY SEEKING BETTER OPTIONS ELSEWHERE, AND SCHOOL LIBRARIANS ARE SEEING THEIR POSITIONS ELIMINATED AND THE SPACES THEY TOOK SUCH CARE TO CURATE.

TRANSITION IN EFFECT, TO TESTING CENTERS.

THESE ISSUES CAN'T BE UNDERSTOOD IN ISOLATION.

THE LABOR OF EACH EDUCATION WORKER SUSTAINS EACH SCHOOL COMMUNITY IN PART, AND EDUCATION OCCURS AS A DIALOGICAL PROCESS BETWEEN THE PARTS OF THAT WHOLE.

WHEN WILL THIS CEASE? FINALLY, THERE ARE SOME CONCERNS WHEN THE HIRING PROCESS IN THE IT DEPARTMENTS AND OTHER DEPARTMENTS.

I WANT TO MAKE IT CLEAR WE'RE NOT HEARING FROM ALL THE WORK SITES, BUT THERE ARE QUITE A BIT OF WORK SITES THAT WE'RE HEARING FROM THESE ADMINISTRATORS.

AND SUPERVISORS ARE LEADING BY FEAR, INTIMIDATION, INCLUDING TO THE POINT OF HARASSMENT.

WE HAVE TEXTS AND EMAILS FROM A CAMPUS ADMINISTRATOR TELLING THE STAFF AT THE LAST MINUTE THEY SHOULD VOLUNTEER FOR AN AFTER SCHOOL EVENT TAKING PLACE ONLY A FEW DAYS AWAY.

AND IF THEY DON'T VOLUNTEER, IT WOULD.

IT WILL BE DULY NOTED ON THEIR DOMAIN FOR LEVEL THREE SCORING.

IN PLAIN TALK, THIS MEANS CANCEL YOUR PLANS.

YOU'RE WORKING EXTRA HOURS FOR FREE, AND IF YOU DON'T, IT WILL IMPACT YOUR SALARY.

WE HAVE COUNTLESS EXAMPLES OF STAFF BEING THREATENED BY DOMAIN FOUR AND BEING BULLIED IF THEY DON'T GIVE UP THEIR PLANNING, HAVING EXCESSIVE LESSON PLANS AND BEING TOLD IF THEY FILL OUT THE CAMPUS CLIMATE SURVEY NEGATIVELY, IT WILL IMPACT YOUR TI SCORE.

TO FIX THE CULTURE IN DISD, WE NEED REPERCUSSIONS FOR THOSE WHO DON'T FOLLOW THE DISTRICT POLICY, THE STATE LAW.

AND THE STATE LAW.

WITHOUT A CHANGE IN CULTURE, A PERVASIVE ATMOSPHERE OF FEAR, INTIMIDATION WILL REMAIN.

YOU'VE ALL HEARD FOR A LONG TIME ABOUT THE VIOLATION OF POLICIES FROM EMPLOYEES THAT THE CAMPUSES AND WORKSITES THROUGHOUT THE DISTRICT.

YOU'VE YOU'VE HEARD THAT TEACHERS PLANNING TIMES ARE BEING TAKEN AWAY WITH MEETINGS, LUNCH TIMES ARE TAKEN AWAY OR SHORTENED DURING TESTING.

AND AT THE BEGINNING OF SCHOOL, ESPECIALLY IN THE ELEMENTARY GRADES AND OF LESSON PLAN REQUIREMENTS THAT ARE UNREASONABLE.

YOU'VE ALSO HEARD OF SUPPORT STAFF NOT BEING PAID FOR HOLIDAYS WHEN THEY WERE DESIGNATED PAID HOLIDAYS AND VACATION REQUESTS BEING DENIED.

THESE SITUATIONS ARE NOT UNFAMILIAR TO ANY OF YOU.

SO THE QUESTION ARISES WHY HAVE POLICIES WHEN THE ONES MAKING THEM AND ARE SUPPOSED TO ENFORCE THEM DON'T DO IT? SIMPLY PUT, IT'S JUST DISRESPECT.

I HAVE TWO EXAMPLES TO ILLUSTRATE.

IN THE HEARING LAST YEAR, THE ATTORNEY FOR THE DISTRICT STATED ON RECORD THAT A PRINCIPAL HAD TWO CHANCES TO MESS UP BEFORE THE ACT WAS ADDRESSED.

SINCE WHEN IS VIOLATING A POLICY? OKAY, WHETHER IT'S THE FIRST OR THE 10TH OFFENSE, A VIOLATION IS A VIOLATION.

IN ANOTHER LEVEL THREE HEARING, THE EMPLOYEE WAS DENIED ANY RELIEF AFTER THE PRINCIPAL ADMITTED IN TESTIMONY VIOLATING POLICY WITH NO CONSEQUENCES.

AFTER THAT HEARING, MORE THAN ONE TRUSTEE INDICATED THAT THE PRINCIPAL WAS WRONG.

BUT A DECISION IN FAVOR OF THE EMPLOYEE WOULD HAVE COST THE DISTRICT A SIZABLE AMOUNT OF MONEY.

BOTH EXAMPLES SHOW A LACK OF RESPECT FOR THE POLICIES THAT ARE TO GUIDE THIS DISTRICT IN EDUCATING OUR STUDENTS.

AND THE MESSAGE IT SENDS IS CLEAR IGNORE THE POLICIES BECAUSE NOTHING WILL HAPPEN.

THAT'S WHAT THE TRUSTEES AND THE ADMINISTRATORS DO.

WE ALL KNOW IT TAKES A LONG TIME TO CHANGE THE CULTURE AND A DISTRICT ON OUR CAMPUSES AND WORKSITES FEAR, ANXIETY AND CONSTANT STRESS STILL EXIST FOR CLASSROOM TEACHERS.

THE CLIMATE SURVEYS DIRECTLY IMPACT THEIR COMPENSATION SO THEY DON'T TELL THE TRUTH, ESPECIALLY AS ADMINISTRATORS STAND OVER THEM.

THEY FEAR THEIR PAY WILL GO DOWN.

IF YOU WANT THE TRUTH, DECOUPLE THE CLIMATE SURVEY FROM COMPENSATION.

AND THIS WAS THE VENDOR THAT WAS RECOMMENDED AND CHOSEN AND THAT'S 9.03 THAT YOU'RE VOTING ON.
