THE FOLLOWING TRUSTEES ARE EITHER PHYSICALLY PRESENT OR PARTICIPATED IN SIMULTANEOUSLY BY VIDEO CONFERENCE.

A QUORUM OF THE BOARD IS PHYSICALLY PRESENT AT THE LOCATION, AT THIS LOCATION.

THIS MEETING WILL BE AVAILABLE SIMULTANEOUSLY IN SPANISH, ON SOCIAL MEDIA THROUGH DALLAS ISD AND ESPANOL AND ON FACEBOOK AND THROUGH THE DISTRICT'S WEBSITE, TRUSTEE FLORES.

IN ORDER FOR THE BOARD TO HOLD THIS MEETING IN AN EFFECTIVE MANNER, I WANT TO LET IT BE KNOWN THAT THIS MEETING WILL BE CONDUCTED IN AN ORDERLY FASHION AND ASKED THE PUBLIC TO ABIDE BY THE RULES OUTLINED IN BOARD POLICY BD LOCAL PERTAINING TO PUBLIC PARTICIPATION.

IT IS A CRIMINAL OFFENSE FOR A PERSON WITH THE INTENT TO PREVENT A DISRUPT A LAWFUL MEETING, SUBSTANTIALLY OBSTRUCT OR INTERFERE WITH THE ORDINARY CONDUCT OF A MEETING BY PHYSICAL ACTION OR VERBAL UTTERANCE, AND THEREBY CURTAIL THE EXERCISE OF OTHERS FIRST AMENDMENT RIGHTS.

SPEAKERS ARE CAUTIONED THAT WHATEVER THEY SAY COULD VIOLATE THE RIGHTS OF OTHERS UNDER THE LAW OF DEFAMATION OR INVASION OF PRIVACY.

AND IF THEY ARE UNSURE OF THE LEGAL EFFECT OF THEIR REMARKS, THEY MAY WANT TO SEEK LEGAL ADVICE PRIOR TO THE UTTERANCE.

OUR AGENDA NOW CALLS FOR THE PUBLIC FORUM SEGMENT OF OUR MEETING.

I JUST SAID THAT WE'RE GOING TO MOVE THIS ON 2022 2023 BUDGET SUMMARY.

[4. Discussion of 2022-2023 Proposed Budget and Proposed Tax Rate]

DR. ELIZADE, IT'S ALL YOURS.

THANK YOU, PRESIDENT HENRY, MEMBERS OF THE BOARD.

I WILL TURN IT OVER TO OUR CHIEF FINANCIAL OFFICER.

GOOD EVENING, PRESIDENT HENRY.

OTHER MEMBERS OF THE BOARD.

DR. ELIZALDE, AS YOU'VE ALREADY ARTICULATED, THE PURPOSE OF THIS HEARING IS TO DISCUSS THE PROPOSED TAX RATE.

AS YOU ALL KNOW, BACK IN JUNE, WE CONDUCTED A BUDGET HEARING THAT INCLUDED THE PROPOSED TAX RATE AT THAT TIME.

THAT PROPOSED BUDGET INCLUDED A PROJECTED TAXABLE VALUE INCREASE OF 4%.

AND ALSO AT THAT TIME, WE SHARED THAT THE PROJECTED TOTAL TAX RATE WOULD BE $1.2356.

AND OF COURSE, THAT INCLUDED THE $0.2420 FOR INTEREST AND SINKING AND THEN THE $0.9936 FOR MAINTENANCE AND OPERATIONS. SINCE THAT TIME, WE HAVE NOW RECEIVED OUR CERTIFIED VALUES AND WE HAVE LEARNED FROM THOSE CERTIFIED VALUES THAT OUR ACTUAL TAXABLE PROPERTY VALUES HAVE INCREASED TO 14.8%.

AND SO WE RECALCULATED THE PROPOSED TOTAL TAX RATE THAT WAS SHARED EARLIER THIS MONTH AT THE BRIEFING, AND THAT PROPOSED NEW TOTAL TAX RATE IS $1.1849.

AND AGAIN, THAT INCLUDES $0.2420 FOR OUR INTEREST AND SINKING FUND AND A DECREASE OF ABOUT $0.06 TO OUR MAINTENANCE AND OPERATIONS, PART OF THE TOTAL TAX RATE.

AND HERE I JUST WANT TO ALSO SHARE THAT THAT DECREASE IN OUR MAINTENANCE AND OPERATIONS PORTION OF THE TOTAL TAX RATE IS THE LOWEST IT CAN BE UNDER THE CURRENT LAW THAT'S IN PLACE AT THIS TIME.

AND SO FAST FORWARD NOW WE'RE HERE IN AUGUST AND WE'VE USED AGAIN THE STATE'S REQUIRED TAX RATE CALCULATION

TEMPLATE. AND AGAIN, WE'VE HAD THE DISCUSSION REGARDING THE PROPOSED TAX RATE THAT WAS SHARED IN JUNE AND NOW OUR TOTAL TAX RATE THAT WE ARE PROPOSING SINCE WE'VE RECEIVED NEW INFORMATION REGARDING OUR PROJECTED VALUES.

AND SO WE ARE PROPOSING A, AS I'VE SAID PREVIOUSLY, A $1.1849 TOTAL TAX RATE FOR THE 2022 YEAR, WHICH IS AGAIN DOWN $0.06 FROM THE 2021 TAX YEAR.

I WOULD BE HAPPY TO ANSWER ANY QUESTIONS THAT ANYONE MAY HAVE.

THAT'S NEW LEARNING FOR ME THAT THAT WE'VE HIT THE LOWEST THRESHOLD THAT WE CAN POSSIBLY BE UNDER LAW.

IS THAT CONSISTENT YEAR TO YEAR? SO UNLESS THEY CHANGE THE LAW, SO YEAR TO YEAR, WE HAVE TO LOOK AT WHAT THE STATE'S TOTAL VALUES INCREASE ARE.

AND SO ONCE WE HAVE THAT STATE CALCULATION, THEN WE CALCULATE WHAT OUR MAINTENANCE AND OPERATIONS PORTION OF THAT TAX RATE WOULD BE.

AND SO IT COULD BE DIFFERENT NEXT YEAR.

BUT WE ARE AT THE LOWEST AT THE CURRENT THRESHOLD IS SET FROM THE STATE.

SO EVEN IF WE WANTED TO LOWER IT, LOWER IT, WE COULD NOT BECAUSE THERE IS A THRESHOLD THAT THE STATE SETS SO THAT WE COULD MAINTAIN THE SAME AT LEAST THE SAME LEVEL OF EFFORT AS WE DID IN PREVIOUS YEARS NOW.

SO JUST A QUICK QUESTION.

WE'RE AT THE LOWEST THRESHOLD, BUT BECAUSE OF PROPERTY VALUE INCREASES, HOW DOES THAT AFFECT THE TOTAL DOLLAR AMOUNTS THAT WE'LL BE LOOKING AT COMING IN? SO LET ME BE CLEAR IN SAYING THAT WE SET THE TOTAL TAX RATE HERE IN THIS SETTING AND OF COURSE, THE APPRAISAL DISTRICT APPRAISES PROPERTY AND THEY DETERMINE WHAT THOSE VALUES WILL BE.

AND SO, IN ESSENCE, THE TOTAL TAX RATE, THOUGH IT IS GOING DOWN, A HOMEOWNER SUCH AS YOURSELF COULD SEE AN INCREASE IN YOUR AND YOUR TAX BILL DEPENDING ON THE VALUE OF YOUR PROPERTY.

AM I ANSWERING YOUR QUESTION.

SOMEWHAT? SO I GUESS THE REAL QUESTION IS, AND I DO UNDERSTAND ALL OF THAT, I USED TO BE ON THE CENTRAL APPRAISAL DISTRICT.

YES, MA'AM. SO I DO GET THAT.

BUT WHAT I GUESS WHAT I'M ASKING IS WITH THE TAX RATE THAT WE HAVE, IS THAT ARE WE GOING TO INCREASE THE AMOUNT THAT WE'VE GOT COMING IN THIS YEAR OR WILL IT DECREASE FROM LAST YEAR? ARE YOU ASKING WILL WE GENERATE MORE REVENUE BASED ON THIS TAX RATE? CORRECT. SO WE WILL GENERATE MORE REVENUE BASED ON LOWERING THE TAX RATE.

AND THAT IS, OF COURSE, DIRECTLY A RESULT OF THE INCREASE IN TOTAL VALUES AND NEW PROPERTY THAT'S BEEN ADDED TO OUR TAX ROLL.

I JUST WANTED TO MAKE SURE THERE'S A CLEAR UNDERSTANDING THAT ALTHOUGH WE LOWERED THE TAX RATE, THE THE VALUES OF THE HOUSES HAVE GONE UP OR THE PROPERTY HAS GONE UP AND THERE COULD BE AN INCREASE.

YES. BUT THE BOTTOM LINE IS THAT WE'RE LOWERING OUR TAX RATE.

THAT IS CORRECT.

THE 2021 TAX RATE WAS $1.24.

AND WE ARE PROPOSING A TOTAL TAX RATE FOR 2022 TO BE $1.18.

SO WE'RE LOWERING OUR TAX RATE.
