SO THE NEXT THE NEXT ITEM ON THE AGENDA IS 3.01 DISCUSSION OF SUPERINTENDENT OF SCHOOLS EVALUATION INSTRUMENT IN 2021 2022 TARGETS, DR.

LEAR. TRUSTEES, THANK YOU FOR MEETING, AS ALWAYS, DR.

LEAR. DR. OAKLEY, WILL KIND OF WALK YOU THROUGH WHERE WE ARE AT THIS POINT, THINGS ARE BECOMING CLEARER.

AND SO THERE'S A LOT OF INFORMATION THAT NEEDS TO BE PRESENTED TO YOU AT THIS POINT AS WE FINISH UP THE YEAR.

DR. LEAR, YOU'LL TAKE US DOWN THE AGENDA, PLEASE.

GOOD EVENING ALMOST TO TRUSTEES.

SO WE HAD AN OPPORTUNITY TO GO THROUGH THE PROPOSED TARGETS FOR 21 22 FOR THE SUPERINTENDENT'S APPRAISAL INSTRUMENT IN SEPTEMBER, AND THERE WERE A FEW RECOMMENDATIONS THAT WERE MADE. SO I'D LIKE TO REVIEW THOSE RECOMMENDATIONS.

WE ALSO HAD A FEW DATA POINTS THAT CAME IN THAT I'D LIKE TO REVIEW WITH YOU.

AND OF COURSE, I BROUGHT THE TEAM.

IF WE WANT TO HAVE MORE DISCUSSIONS AROUND THOSE TARGETS OR PARTICULAR QUESTIONS THAT YOU HAVE IN ANY OF THE KPIS OR GOALS.

SO I'M GOING TO START WITH THE RECOMMENDATIONS.

AND SO IF WE GO TO PAGE TWO OF THE INSTRUMENT, ONE OF THE RECOMMENDATIONS CAME WITH THE THEORY OF ACTION CONSTRAINT.

AND SO WE THOUGHT IT MIGHT BE CONFUSING BECAUSE NORMALLY WE WANT OUR SCORES TO GO UP IN NATURE AND WITH THE CONSTRAINTS, THEY ACTUALLY GET BETTER WHEN THE SCORES GO DOWN.

SO WE WANTED TO BE REALLY CLEAR ABOUT THAT.

AND YOU CAN SEE ON THE BOTTOM OF THE INSTRUMENT, YOU SEE THE TWO ASTERISKS, AND IT SAYS EXPECTATION IS TO LOWER THE VALUES AND YOU CAN SEE THAT WE PUT A TWO ASTERISKS WHERE YOU SEE CONSTRAINTS.

SO THAT HELPS ADD CLARITY.

THE OTHER RECOMMENDATION THAT WAS MADE WAS AROUND OVERALL CUSTOMER SATISFACTION, AND THERE WAS A QUESTION OF, YOU KNOW, WHAT IS THE RANGE? WHAT'S WHAT'S AN EIGHT? AND SO WE TALKED ABOUT THE RANGE BEING BETWEEN ONE AND 10, 10 BEING THE HIGHEST.

AND SO YOU CAN SEE PARENTHETICALLY, WE ADDED VALUE RANGES FROM ONE TO 10.

SO THOSE WERE TWO RECOMMENDATIONS THAT WERE MADE.

WE HAD SOME DATA POINTS THAT CAME IN FROM LAST TIME.

AND IF WE CAN START AT KPI FOUR POINT ONE, THAT'S ON THE FIRST PAGE.

AND I GUESS SOMETHING ELSE THAT I SHOULD BRING TO YOUR ATTENTION UNDER THE HISTORY CATEGORY, YOU CAN SEE THE 20 21 COLUMN GIVES YOU ALL OF THE CURRENT VALUES THAT THE SUPERINTENDENT HAS EARNED.

SO IF WE GO TO KPI FOUR POINT ONE, YOU CAN SEE THAT AS FAR AS THE PERCENT OF COLLEGIATE

HIGH SCHOOL STUDENTS GRADUATING WITH AN ASSOCIATE'S OR 60 CREDIT HOURS, WE LANDED AT SEVENTY ONE POINT ONE PERCENT.

SO WE TALKED ABOUT TARGETS, AND I KNOW THAT YOU CAN SEE THE TARGETS ARE ARE LOWER THAN WHAT WE ACTUALLY ACHIEVED.

AND I HAVE DR.

LUSK, WHO'S GOING TO TALK A LITTLE BIT ABOUT WHY THE TARGETS ARE LOWER THAN OUR CURRENT VALUE. THANK YOU, DR.

LEAR, AND GOOD AFTERNOON, TRUSTEES AND DR.

HINOJOSA, SO AS WE LOOK AT THE KPI FOUR POINT ONE, IT WAS A BIT OF A STRUGGLE TO HAVE TO, YOU KNOW, CONSIDER THE NOTION OF THE GOAL DECLINING A BIT.

BUT WE ALSO HAVE TO BE REALISTIC WITH SOME OF THE CHALLENGES THAT WE FACED.

IF YOU THINK ABOUT THE EARLY COLLEGE AND P-TECH PROGRAM, IT IS A CUMULATIVE PROGRAM.

AND WITH THAT, WE ALSO KNOW THAT THE COURSES ARE THERE'S NOT MUCH ROOM IN A STUDENT'S SCHEDULE. SO FOR EXAMPLE, IF A STUDENT GETS OFF TRACK, YOU KNOW, HAS A CHALLENGE IN A COURSE, RECOVERING IS SOME PRETTY DIFFICULT AND MULTIPLE COURSES MAKES IT VERY DIFFICULT.

AND SO WE, YOU KNOW, UNFORTUNATELY, WE'RE LOOKING AT THE DATA WE'RE HAVING ON TRACK MEETINGS WITH PRINCIPALS.

AND IN SOME CASES, YOU KNOW, STUDENTS HAVE HAD SOME CHALLENGES.

AND SO WHILE NOT LOWERING THE BAR A LOT.

WE ALSO HAVE TO BE REALISTIC THAT WE SET A GOAL THAT WE CAN ATTAIN AND WE BELIEVE THAT THIS GOAL IS ATTAINABLE, BUT MEETING THE METRIC THAT WE JUST MET DOESN'T FEEL ATTAINABLE AT SEVENTY ONE PERCENT.

AND I THINK WHAT'S IMPORTANT TO THINK ABOUT IS OUR CURRENT SENIORS.

BY THE TIME THEY FINISH A SCHOOL YEAR, THEY WOULD HAVE BEEN IN A PANDEMIC FOR OVER TWO YEARS AND NOT TO MAKE EXCUSES, BUT JUST TO GIVE SOME FACTS AND THINKING ABOUT THAT.

MANY OF THEIR COURSES HAVE BEEN VIRTUAL ASYNCHRONOUS, MEANING THEY DON'T HAVE DIRECT INSTRUCTION. AND WITH THAT, IT'S CREATED SOME CHALLENGES FOR OUR STUDENTS.

AND SO THAT'S THE REASON FOR THE RECOMMENDATION.

TRUSTEES, WE'D LIKE TO HAVE A CONVERSATION AROUND THOSE TARGETS BECAUSE I KNOW THAT'S I THINK THAT'S THE ONLY KPI OR GOAL THAT WE HAVE TARGETS THAT ARE LOWER THAN OUR CURRENT VALUE. SO WE'LL ENTERTAIN QUESTIONS.

YEAH. SO I HAD A DISCUSSION WITH DR.

LEAR ABOUT THIS, THIS METRIC A WHILE AGO.

AND SO THE ADMINISTRATION HAD BEEN BACK AND FORTH ABOUT WHAT TO DO ABOUT THIS METRIC AND WHAT'S HAPPENING WITH THIS KPI IN PARTICULAR, BECAUSE IT IS ABOUT OUR P-TECHS AND OUR EARLY COLLEGE HIGH SCHOOLS, IS THAT THE BULK OF THE CLASSES, AT LEAST THE WAY I UNDERSTAND IT, Y'ALL TELL ME IF I'M WRONG.

THE WAY I UNDERSTAND THAT IS THE BULK OF THE DUAL CREDIT CLASSES HAPPENING THEIR SOPHOMORE AND THEIR JUNIOR YEAR, WHICH MEANS THAT AND THIS IS A LAGGING INDICATOR.

IT'S A YEAR LATE. AND SO THE STUDENTS FOR WHICH WE'RE LOOKING AT THE DATA, THEY HAD REALLY ALREADY FINISHED THEIR THEIR SOPHOMORE AND JUNIOR YEAR CLASSES AND IN THEIR SENIOR YEAR DIDN'T REALLY HAVE THAT MANY ANYMORE.

AND SO THIS NUMBER GOES UP BECAUSE THOSE STUDENTS WEREN'T AFFECTED BY THE PANDEMIC.

THE STUDENTS NEXT YEAR, WHICH IS A YEAR LATE DATA, IS WE'RE LOOKING AT AGAIN SOPHOMORE AND JUNIOR YEAR OF BASICALLY THE MEAT OF THE PANDEMIC, AND SO THE QUESTION WAS, DO WE BECAUSE THE PAM AND I HAD TALKED ABOUT, YOU KNOW, MAYBE USING ASSOCIATE'S DEGREE OR FORTY FIVE CREDIT HOURS.

IN MY POINT OF VIEW WAS LIKE, NO, LET'S STICK TO THE 60.

LET'S LET'S STICK TO THE GOAL.

RECOGNIZING THAT THERE'S GOING TO BE THIS DROP IN THE DATA ALREADY EXISTS FOR THE DROP AND CORRECT ME IF I'M WRONG.

UNFORTUNATELY, THE ANSWER IS YOU'RE RIGHT.

YOU'RE CORRECT THAT THE DATA DOES DEMONSTRATE THAT THERE HAS BEEN A BIT OF A DROP.

AND SO MY POINT OF VIEW WAS I RATHER KEEP THE 60 GOAL AS A HARD GOAL, BUT THEN UNDERSTANDING THAT THIS IS GOING TO DROP BECAUSE NOW THESE WERE THE STUDENTS THAT WERE IN THE MEAT OF THE PANDEMIC AND THEY'RE NOT GOING TO HIT THE 60.

AND SO THE NUMBER, I GUESS, IS THAT, YOU KNOW, BASED ON THE DATA WE ALREADY HAVE, IS THAT ABOUT THIS, THIS METRIC WOULD REALLY BE.

ABOUT 60.

WELL, I THINK I THINK THE OTHER THING I NEED TO POINT OUT THIS, THIS METRIC WE'RE SETTING AT 60 IS A STRETCH TOO.

I MEAN, WE'RE REALLY PUTTING OURSELVES OUT THERE TO MEET THE EXPECTATION OF, YOU KNOW, BRINGING KIDS ALONG AND HELPING FINDING WAYS TO CATCH THEM UP.

THE REALITY IS THERE'S NOT A LOT OF EXTRA TIME TO CATCH THEM UP.

WE'LL LOOK AT MINI MASTERS, WE'LL LOOK AT SUMMER PROGRAMING.

AND EVEN TODAY, I WAS IN A CONVERSATION WITH A COUPLE OF HIGH SCHOOLS, AND THE CONVERSATION IS AROUND HOW DO WE FIND WAYS AND TIME AND SPACE IN THE SCHEDULE.

AND THERE'S NOT A LOT, BUT WE'RE WORKING WITH EACH SCHOOL INDIVIDUALLY TO FIGURE IT OUT.

BUT THIS IS A VERY MUCH A STRETCH GOAL.

SO SO THAT'S WHY I WANTED TO KIND OF REALLY HIGHLIGHT THAT AND REALLY GET SOME INPUT FROM

FROM YOU GUYS AS TO WHAT YOU THINK.

I MEAN, I ERRED ON THE SIDE OF LET'S KEEP THE METRIC HIGH BECAUSE THEN THAT'S THE EXPECTATION WE'RE SETTING FOR OUR SCHOOLS THAT ARE, YOU KNOW, WE HOPE AND WE KNOW NOT ALL THE KIDS ARE GOING TO MAKE IT LESS THAN WE'RE USED TO, BUT WE'RE ALSO HOPING TO BE ABLE TO GO BACK UP TO THE 60 PERCENT.

EXCUSE ME, I HAVE SO FROM TRUSTEE FLORA'S EXPLANATION, THE SOPHOMORES AND THE JUNIORS ARE NOW SENIORS. THAT'S WHY YOU WANT TO PUT THIS NUMBER AT 60 PERCENT AS A GOAL.

I THINK THAT'S PART OF IT. THE REALITY IS THIS AS FRESHMEN.

OUR STUDENTS ENGAGE A LITTLE BIT AND THEY TAKE ONE, MAYBE TWO COURSES MAX, RIGHT? WE'RE WANT TO JUST DABBLE THEIR FEET IN THE WATER SO THEY CAN GET A SENSE OF WHAT COLLEGE LIFE CAN BE LIKE. BUT TO THE POINT MADE, THE SOPHOMORE JUNIOR AND SENIOR YEAR ARE ALL PRETTY HEAVILY FILLED WITH COURSES.

SO IT'S NOT JUST SOPHOMORE JUNIORS, BUT ALSO THE SENIOR YEAR AS WELL.

SO MUCH OF WHAT WE'VE SEEN IS THE LAST YEAR AND A HALF OR LAST, NEARLY A YEAR AND A HALF HAS BEEN THE GREAT CHALLENGE.

AND EVEN NOW, I'LL TELL YOU, THOUGH, A CONSIDERATION TOO, IS WE'RE FINDING WAYS TO HELP STUDENTS, BUT THEY'RE THEY'RE VIRTUAL.

MAJORITY OF OUR STUDENTS ARE TAKING VIRTUAL COLLEGE COURSES AND THINK ABOUT IT IF IT'S ASYNCHRONOUS MEANS THERE'S NOT DIRECT, THERE'S NOT DIRECT INSTRUCTION NECESSARILY INVOLVED IN THAT.

AND ANY OF US, YOU KNOW, SOME OF US, YOU KNOW, BEEN THROUGH MULTIPLE DEGREES AND WOULD STILL BE DIFFICULT TO STAY FOCUSED AND SELF SOMETIMES SELF TAUGHT TO THE TO THE DEGREE NECESSARY. SO IT'S MULTIPLE GRADE LEVELS TRUSTEE HENRY.

WHAT'S YOUR ANTICIPATION FOR THE NUMBERS NEXT YEAR? THEN IT WILL BE, I GUESS, THE JUNIOR.

THE ANTICIPATION FOR OUR SENIORS AND THE GOAL YEAR AND THEN THE YEAR FOLLOWING AFTER THAT.

I THINK WE'RE GOING TO SEE TWO TWO CHALLENGING YEARS BECAUSE WE'VE HAD WE'VE HAD STUDENTS TO THE POINT MADE FROM THE SOPHOMORE YEAR, EVEN OUR CURRENT JUNIOR, THEY SPENT A LOT OF TIME. THEY DIDN'T EVEN GET TO BE, YOU KNOW, SORT OF ENCULTURATED IN THE IDEA OF BEING IN COLLEGE, RIGHT? SO WE'RE GOING TO HAVE TWO YEARS OF REALLY HAVING TO HELP FIGURE THINGS OUT FOR STUDENTS JUST LIKE WE'RE DOING IN THE COMPREHENSIVE SIDE FOR MANY OF OUR KIDS, RIGHT, PLAYING SOME CATCH UP AND DOING SOME ACCELERATION TO GET THEM WHERE THEY NEED TO BE. SO WE'RE GOING TO SEE SOME DIFFICULT DATA FOR TWO YEARS, OK.

IF WE LOOK AT THE TREND DATA AND ON THIS PARTICULAR PAGE, I DON'T HAVE 16 17, BUT I DID GO BACK TO 16, 17 AND 16 17.

WE WERE AT FORTY TWO POINT SIX.

SO YOU CAN SEE WE TOOK A SMALL DIP OF APPROXIMATELY THREE POINTS.

WE WENT UP APPROXIMATELY SEVEN AND THEN APPROXIMATELY FOUR.

SO IF WE LOOK AT AN AVERAGE ON TREND DATA, IT'S ABOUT THREE POINTS.

WE KNOW THAT A LOT HAS HAPPENED IN THIS LAST YEAR WITH SNOWMAGEDDON, WITH THE PANDEMIC.

AND I THINK THE SUPERINTENDENT HAS REALLY LED SOME BOLD MOVES IN KEEPING OUR OUR DISTRICT SAFE AND ALSO ACTING SWIFTLY TO ENSURE THAT OUR FACILITIES ARE IN THE THAT THERE THAT THEY ARE IN IN THERE.

WE HAVE AN ENVIRONMENT THAT'S GREAT FOR OUR KIDS.

AND SO I THINK THAT LOWERING THE TARGET HERE IS APPROPRIATE BECAUSE IF WE LOOK AT AN AGGREGATE OR THE AVERAGE, WE REALLY GO UP APPROXIMATELY THREE PERCENTAGE POINTS A YEAR.

AND AS YOU MAY RECALL, THE CAREER INSTITUTE'S NORTH AND SOUTH START A YEAR EARLY WITHIN THEIR WITHIN THE COMPREHENSIVE HIGH SCHOOLS WITH THEIR PRINCIPALS COURSES, RIGHT, PRINCIPAL OF CONSTRUCTION AND ET CETERA.

SO FOR THOSE TWO CAREER INSTITUTES, WE HAVE SOME JUNIORS IN THOSE IN THOSE FACILITIES RIGHT NOW. AND THEN, OF COURSE, ALL THREE FACILITIES LAUNCHED TWO YEARS AGO.

SO CAREER INSTITUTE ALL THREE, INCLUDING CAREER INSTITUTE LAUNCHED.

THE FACILITIES OPENED UP TWO YEARS AGO.

SO FOR CAREER INSTITUTE EAST, WE ALSO HAVE SOPHOMORES.

SO I THINK THE REALITY IS IS WE LOOK AT THE DATA AS WE LOOK AT THE DATA AS RELATES TO SENIORS BECAUSE THAT'S REALLY WHAT WE MEASURE, WE MEASURE AGAINST OUR SENIORS THAT HAVE JUST GRADUATED RIGHT? AND WHAT CERTIFICATIONS HAVE THEY EARNED? RIGHT NOW, THE CERTIFICATIONS OUR STUDENTS ARE EARNING ARE AS A RESULT OF THE PROGRAMING THAT'S HAPPENING HAPPENING AT THE COMPREHENSIVE HIGH SCHOOLS BECAUSE THOSE ARE THOSE THAT'S WHERE OUR SENIORS EXIST AT THE MOMENT, YOU KNOW, THAT'S WHERE THEY REMAIN AT THE MOMENT. IT'S A COMPREHENSIVE HIGH SCHOOL, AND SOME OF THE CERTIFICATIONS WORTH KNOWING ARE LIKE GOOGLE ANALYTICS, MICROSOFT CERTIFICATIONS.

THERE'RE CAREER AND TECHNOLOGY EDUCATION PATHWAYS MAY NOT MOVE TO THE CAREER INSTITUTE BECAUSE IT MAY BE OUTSIDE OF IT, AND IT MIGHT BE ONE THAT'S, YOU KNOW, WE WANT TO MAKE SURE THEY'RE LEADING A THROUGH F AS WELL, RIGHT? BECAUSE IF NOT, IF THEY'RE NOT A THROUGH F, THEN WE'RE NOT REALLY DOING WHAT WE NEED TO AS A DISTRICT BECAUSE WE WANT TO PUT OUR STUDENTS IN A POSITION WHERE THEY'RE GRADUATING FROM HIGH SCHOOL WITH A CREDENTIAL AND A FUTURE FOR A GOOD LIVING WAGE JOB OR CONTINUE ON TO SCHOOL. SO THAT JUST KIND OF GIVE YOU A PERSPECTIVE OF KIND OF WHERE WE ARE, BUT WITH THE NUMBER OR THE GOAL THAT WE ACHIEVED, WE WILL THEN THAT WILL GROW OUT IN A COUPLE OF YEARS ONCE WE HAVE SENIORS AND CAREER INSTITUTES.

THERE'S ONE MORE DATA POINT THAT I WANT TO BRING TO THE COMMITTEE'S ATTENTION, AND THAT IS GOAL FOUR.

THE LAST TIME WE MET, WE DIDN'T HAVE ALL OF THE ALL OF THE DATA.

AND SO AS WE STARTED TO LOOK AT AT OUR COLLEGE AND CAREER READINESS INFORMATION AND DATA, WE FELT THAT THE TARGET WAS TOO LOW.

YES. SO [INAUDIBLE], DID YOU WANT TO SAY ANYTHING ON THIS ONE? OK, SO LAST YEAR, WHEN WE CAME TO THE BOARD THERE, THE BOARD REQUESTED THAT THE SUPERINTENDENT HAVE AN INCENTIVE PLAN AND WE HAD A LOT OF DISCUSSION AROUND WHAT THAT INCENTIVE PLAN SHOULD LOOK LIKE.

AND IT BECAME PART OF THE SUPERINTENDENT'S CONTRACT.

AND SO WE LANDED ON REALLY MAKING THE INCENTIVE GOALS, THE ACTUAL STUDENT OUTCOME GOALS.

SO YOU HAVE A DECK IN FRONT OF YOU AND YOU KNOW, IT SHOULDN'T LOOK DIFFERENT.

IT SHOULD LOOK VERY FAMILIAR BECAUSE THEY'RE THE EXACT SAME GOALS THAT WE JUST WENT OVER ON HIS EVALUATION TOOL.

SO ON INCENTIVE ONE, WE KNOW THAT WE DID NOT MAKE THAT GOAL AND WE REPORTED THAT OUT IN SEPTEMBER. INCENTIVE TWO IS AROUND THIRD GRADE READING, AND WE DID NOT MAKE THAT PARTICULAR GOAL.
