OUR AGENDA NOW CALLS FOR THE PUBLIC FORUM SEGMENT OF THE MEETING.

MS. GRANT, WILL YOU PLEASE CALL THE SPEAKERS?

>> GOOD EVENING. OUR FIRST SPEAKER IS BILL BETSON.

>> CAN YOU HEAR ME?

>> YES.

>> YES, I'M BILL BETSON AND I'M HERE TO SPEAK ABOUT A VERY SIMPLE THING REGARDING THIS ITEM.

IF YOU READ ITEM A, I THINK THERE ARE PROBABLY 20 OR 30 PEOPLE IN DALLAS COUNTY WHO CAN TRANSLATE THAT INTO ENGLISH THAT MOST PEOPLE COULD UNDERSTAND.

IT IS AN EXTREMELY CONFUSING ITEM THAT I UNDERSTAND WAS WRITTEN THAT WAY FOR LEGAL REASONS.

BUT A TRANSLATION OF IT AT THE SEVENTH-GRADE LEVEL, WHICH MOST OF US COMMUNICATE, SHOULD BE MADE WHEN THERE ARE THINGS LIKE THIS IN THE AGENDA.

IN GENERAL, PLEASE WRITE YOUR AGENDAS AND THE MINUTES TO YOUR MEETINGS IN SUCH A WAY THAT MOST PEOPLE CAN UNDERSTAND WHAT IS HAPPENING AT THE MEETING.

I REALLY THINK THAT IS CRITICAL. THANK YOU.

>> THIS CONCLUDES OUR SPEAKERS.

>> THANK YOU. WE'RE MOVING ON TO ITEM 4A,

[4. Action Item]

APPROVE THE GUARANTEED MAXIMUM PRICE FOR GMP4, EXHIBIT A FOR TURNER, SOURCE A VENTURE CONSTRUCTION MANAGER AT RISK FOR THE CAREER INSTITUTE NORTH FOR PHASE 4 SCOPE OF WORK IN CONJUNCTION WITH THE BOND PROGRAM, NOT TO EXCEED $41,831,390 OF BOND FUNDS. DO I HAVE A MOTION?

>> MOVE TO APPROVE.

>> SECOND.

>> WE HAVE A MOTION TO APPROVE BY TRUSTEE FLORES AND A SECOND BY TRUSTEE MICCICHE. DO WE HAVE ANY DISCUSSION?

>> YES.

>> TRUSTEE FOREMAN.

>> AS THE TEAM COMES FORWARD, MR. PRESIDENT, MEMBERS OF THE BOARD, THIS IS ANOTHER OPPORTUNITY FOR US TO BE EFFICIENT WITH OUR DOLLARS ON GUARANTEED MAXIMUM PRICE, SO I'LL NOW TURN IT OVER TO OUR CHIEF BUSINESS OFFICER TO RESPOND TO QUESTIONS FROM THE BOARD.

>> JUST A COUPLE OF QUESTIONS.

I'VE ONLY FIRST ENVISIONED THE CAREER CENTER NORTH.

[00:05:01]

HOW MUCH WAS THE TOTAL DOLLAR AMOUNT THAT WE ORIGINALLY ASSESSED FOR THIS PROJECT?

>> ALL THAT WAS IN THE BOND ISSUE WAS JUST OVER $81 MILLION.

THAT INCLUDES ALL SOFT COSTS AND EVERYTHING.

WHEN WE WERE GOING THROUGH THE DESIGN, THE TOTAL COST WAS 60,006,375, WHICH WAS THE CONSTRUCTION COST AND THE CONTINGENCIES.

>> WHAT IS THE TOTAL DOLLAR AMOUNT THAT WE'RE ANTICIPATING SPENDING ON THIS PROJECT? CLEARLY, THE 40 MILLION IS NOT THE TOTAL PART.

>> RIGHT. THE TOTAL THAT IS INCLUSIVE OF ALL THE OTHER THREE GMPS IS 60,640,184, INCLUDING OWNER'S CONTINGENCY.

>> INCLUDING OWNER'S CONTINGENCY?

>> YES, MA'AM.

>> HOW MUCH DID WE SPEND ON RENOVATING FOR THE FACILITY IN THE NORTH? DID WE DO ANY RENOVATIONS TO THE FACILITY THAT THEY WILL BE GOING INTO NEXT YEAR?

>> YES, WE DID. I THINK WE HAVE TO GET BACK TO THE EXACT AMOUNT, BUT WE DID.

WE'RE RENTING THE FACILITY THAT THEY'RE IN RIGHT NOW, CAREER CENTER NORTH, AND WE DID HAVE SOME RENOVATIONS.

I WOULD HATE TO MISREPRESENT EXACTLY WHAT IT WAS BECAUSE I DON'T HAVE THAT WITH ME HERE.

>> I DON'T WANT YOU TO DO THAT, BUT YOU HAVE SOME NUMBER IN YOUR HEAD.

>> YEAH, I WOULD SAY IT'S AROUND A MILLION, MILLION-THREE, BUT AGAIN, THAT'S MY BEST RECOLLECTION, I'D HATE TO SWEAR AN OATH OF THAT.

>> I WON'T MAKE YOU, NOT THIS TIME. THANK YOU.

>> YOU'RE WELCOME.

>> THANK YOU, TRUSTEE FOREMAN, DO WE HAVE ANY OTHERS? TRUSTEE JOHNSON?

>> YES. AGAIN, THIS ONE IS FOR THE CAREER INSTITUTE NORTH, CORRECT?

>> THAT'S CORRECT.

>> WHERE'S THE CAREER INSTITUTE THAT WE'RE DOING IN THE SOUTHERN SECTOR?

>> THE CURRENT ITSELF IS AT VILLAGE FAIR.

>> VILLAGE FAIR. HOW MUCH MONEY ARE WE PUTTING IN THE VILLAGE FAIR?

>> TWENTY NINE.

>> YEAH, I BELIEVE IT'S $29 MILLION.

>> WILL THE CAREER INSTITUTE THAT'S IN THE SOUTHERN SECTOR LOOK EXACTLY LIKE THE CAREER INSTITUTE THAT'S GOING TO BE IN THE NORTHERN SECTOR?

>> WILL IT LOOK EXACTLY? NO, SIR.

>> CAN WE DISCUSS THAT BECAUSE WE WANT TO MAKE SURE THAT THERE'S NO INEQUITIES THERE.

BECAUSE THAT'S A CONCERN, BECAUSE WHEN I WALK INTO A PARTICULAR FACILITY, THE ONLY THING WE DID WAS ENHANCEMENTS AND FLOORING AND I'M GOING TO BE ABLE TO SO I WANT TO MAKE SURE THAT THE SAME DOLLARS WE INVESTED IN THE NORTHERN SECTOR, WE INVESTED IT IN FOR THE KIDS IN THE SOUTHERN SECTOR.

>> AS WE BEGIN THE DESIGN FOR WHAT WE'RE GOING TO DO WITH THE $29 MILLION, WE'LL HAVE AMPLE OPPORTUNITY TO HAVE DISCUSSIONS ABOUT WHAT THAT COVERS.

>> IS $29 MILLION FOR THE SOUTHERN SECTOR?

>> YES, SIR.

>> HOW MUCH FOR THE NORTHERN SECTOR?

>> I'M SORRY?

>> HOW MUCH OF THIS? IS IT 41 MILLION? WHAT'S THE TOTAL PRICE?

>> THE 41 MILLION WAS ONLY FOR THIS GMP.

THE TOTAL CONSTRUCTION COSTS, INCLUDING OWNER'S CONTINGENCY WAS 60 MILLION, 640.

>> SIXTY MILLION, AND THE TOTAL FOR THE SOUTHERN SECTOR WAS 29?

>> TWENTY-NINE. THAT'S CORRECT.

>> THAT'S THE CONCERN FOR ME. THAT'S A BIG CONCERN FOR ME.

>> THANK YOU, TRUSTEE JOHNSON. TRUSTEE FLORES?

>> BUT LET ME ASK TRUSTEE, BECAUSE I HEAR TRUSTEE JOHNSON LOUD AND CLEAR, BUT WHEN THE FACILITIES ARE FINISHED IN TERMS OF WHAT WE WILL OFFER THE OPPORTUNITY FOR KIDS IN TERMS OF PROGRAMS AND WHATNOT, THE PROGRAMS WE'RE GOING TO BE OFFERING ARE GOING TO BE THE FOURS NOT JUST THOSE TWO, BUT ALL FOUR QUADRANTS, ARE GOING TO BE ABOUT THE SAME, CORRECT? I MEAN, JUMP AND MAYBE SHARE.

>> CHIEF TREJO TO ANSWER THEIR RESPONSE.

ALSO, WHAT NEEDS TO BE IN CONSIDERATION IS THAT THERE IS ALREADY AN EXISTING FACILITY AT THE VILLAGE FAIR, THE OSAKA CITY, BUT CHIEF TREJO, WON'T YOU ANSWER THAT QUESTION?

>> THAT'S CORRECT. WE'LL HAVE 20 PLUS PATHWAYS FOR FACILITIES AVAILABLE FOR STUDENTS WITH SAME OPPORTUNITIES FOR INDUSTRY-RECOGNIZED ACCREDITATION.

>> RIGHT.

I'M JUST GOING TO STOP THERE. THANK YOU.

>> THANK YOU, TRUSTEE FLORES.

ANY OTHER? TRUSTEE MICCICHE?

>> SORRY ABOUT THAT.

>> FORWARD SO THAT WE CAN BEST UTILIZE OUR DOLLARS.

SECOND THING I WANTED TO ASK, WHERE IS THE CAREER INSTITUTE EAST GOING TO BE LOCATED?

>> I BELIEVE WE'RE STILL IN THE PROCESS OF FINALIZING.

WE HAVE A COUPLE OF LOCATIONS THAT ARE POTENTIALS THAT WILL BE A COMPLETE NEW BUILD.

[00:10:03]

BUT WE'RE STILL DISCUSSING WHERE THE ACTUAL LOCATION WILL BE.

>> CURRENTLY, WE'RE OPERATING NEAR LINCOLN HIGH SCHOOL?

>> IN LINCOLN. YES, SIR.

>> THANK YOU.

>> THANK YOU, TRUSTEE MICCICHE.

ANYONE ELSE ON THE FIRST ROUND? WE'LL GO TRUSTEE JOHNSON FOLLOWED BY TRUSTEE FOREMAN. TRUSTEE FOREMAN FIRST.

>> JUST A FOLLOW-UP ON WHAT TRUSTEE JOHNSON IS SAYING.

IT APPEARS THAT ALL OF THE OTHERS WILL BE COMPLETE NEW BUILDS, AND VILLAGE FAIR IS NOT A NEW BUILD.

IN THAT PROCESS, AND SHANNON, I KNOW YOU'RE GOING TO TRY TO MAKE SURE THAT PROGRAMS ARE THE SAME.

BUT WE'VE HEARD THIS STORY BEFORE, AND WHEN YOU ARE RENOVATING A BUILDING, THAT'S ONE THING, BUT YOU'VE GOT ISSUES.

WHEN YOU BUILD A NEW BUILDING, YOU'RE PUTTING IN A LOT OF EFFICIENCIES THAT'S NOT IN A RENOVATED BUILDING.

THAT'S WHY YOU'RE GETTING SOME PUSH BACK FROM THE SOUTHERN SECTOR TRUSTEES AND I KNOW THAT WE DON'T WANT TO IMPEDE ON OTHER STUDENTS.

THAT'S NOT THE QUESTION NOR IS THAT THE ISSUE.

BUT TOO OFTEN, WE HAVE TO SIT AROUND THIS TABLE AND FIGHT FOR EQUITY, AND YOU KNOW AND I KNOW, THERE'S A DIFFERENCE BETWEEN AN OLD SHOE THAT YOU REPAIR AND A NEW SHOE THAT YOU BUY.

THE ECONOMY OF SCALES, JUST TELL YOU THAT, AND SO THAT'S WHY YOU'RE GETTING PUSH-BACK.

I WILL STRONGLY ASK YOU, DR. HINOJOSA, TO ENSURE WE HAVE AN EQUITY OFFICE WHICH SHOULD BE INVOLVED IN THIS PANEL TO MAKE SURE THAT THAT'S WHAT IT IS THEREFORE TO ENSURE THE EQUITY TAKES PLACE.

IF WE'RE TRYING TO FIX UP THE OLD SHOE, LET'S MAKE IT BE NEW.

WHICH MEANS THAT THERE MIGHT BE MORE DOLLARS THAT HAVE TO BE EXPANDED TO ENSURE THAT ALL STUDENTS HAVE THE SAME ACCESS.

THAT'S FOR RYAN.

>> THANK YOU, TRUSTEE FOREMAN. TRUSTEE JOHNSON?

>> YES, AND I APPRECIATE TRUSTEE FLORES.

I DO UNDERSTAND THAT THE PROGRAMS WILL BE IN THE BUILDINGS.

THAT'S NOT MY CONCERN.

I'M LOOKING AT DOLLARS AND CENTS.

THIS IS NOT A CONVERSATION THAT I'M HAVING HERE, I'VE HAD THIS OFFLINE WITH THE ADMINISTRATION DWAYNE.

I HAD A CONVERSATION WITH DEPUTY CHIEF ALFRED.

WHEN WE GO ON TO THE BLACK AND BROWN COMMUNITY, PARTICULARLY, THE BLACK COMMUNITY WHERE THEIR SCHOOL IS LOCATED.

WE DON'T GET NEW BUILDINGS.

THAT'S A CONCERN. SO I'M ASKING THE ADMINISTRATION BECAUSE THE COMMUNITY IS LISTENING.

THOSE KIDS, THEY WORK HARD JUST AS WELL.

THEY WANT A NEW FACILITY, A NEW CAREER INSTITUTE.

NOT JUST A RENOVATED.

I'VE SAID IT BEFORE, WHEN YOU GO INTO PREDOMINANTLY BLACK COMMUNITY, WE GET RENOVATED BUILDINGS.

NORTH 35 IS NEW BUILDINGS, BOTELLO, HECTOR GARCIA, AND ADAMSON.

THAT IS A TREND AND WE NEED TO STOP THAT TREND.

I WILL NOT BE SILENT WHEN IT COMES TO THIS, I'M SAYING IT VERY RESPECTFULLY.

I'M ASKING THE ADMINISTRATION TO PLEASE LOOK INTO THIS AND LET'S FIX THIS, LET'S BRING EQUITY.

I'M ASKING THE RACIAL EQUITY DEPARTMENT TO GET INVOLVED IN THIS.

THERE'S 30 MILLION TO THE SOUTHERN SECTOR.

I'M SUPPORTING WHAT'S GOING ON IN A NORTHERN I THINK IS NEEDED AND I'M EXCITED FOR IT.

BUT I WANT THIS SAME EQUITY AND EXCITEMENT IN THE SOUTHERN SECTOR, SO LET'S FIX THIS. THANK YOU.

>> THANK YOU. TRUSTEE JOHNSON.

TRUSTEE HENRY, FOLLOWED BY TRUSTEE FLORES.

>> YEAH, I'LL BE BRIEF. I JUST WANT TO ECHO THE SENTIMENTS THAT TRUSTEE FOREMAN AND TRUSTEE JOHNSON REGARDING THE EQUITY. THAT'S IT.

>> THANK YOU. TRUSTEE FLORES.

>> ONE, I LOOK FORWARD TO VISITING AND MAKING SURE THAT THE WALNUT HILL FACILITY OFFERS ALL THE SAME PROGRAMS AND SAME QUALITY AS THE ONE DOWN AT VILLAGE FAIR, THE NEW ONE.

I'LL BE GLAD TO BE PART OF THAT AND COME AND VISIT WHAT NOT.

TWO, THIS IS NOT A NEW FACILITY.

THIS IS WALNUT HILL ELEMENTARY SCHOOL THAT GOT HIT BY A TORNADO AND THAT WE HAVE TO REPAIR THE BLUE TARP ROOF BECAUSE I GET THE EMAILS, DON'T WE?

[00:15:03]

WE GET THE EMAILS OF THE BLUE TARP ROOF ALL THE TIME.

THIS IS NOT A NEW FACILITY.

WE'RE JUST RENOVATING AN OLD ELEMENTARY SCHOOL AND MAKING SURE THAT IT HAS THE FACILITIES TO BE ABLE TO SUPPORT OUR KIDS.

IT'LL BE SERVING WTYTJ AS WE KNOW WHAT THEY'VE GONE THROUGH.

NORTH DALLAS, CONRAD, AND HILLCREST SO ALL THOSE COMMUNITIES WILL BENEFIT.

HOPEFULLY, MY FELLOW TRUSTEES WILL HELP ME SUPPORT THIS ITEM. THANK YOU.

>> THANK YOU, TRUSTEE FLORES. DR. HINOJOSA, DO YOU HAVE ANYTHING TO ADD?

>> DR. FLORES MADE MY POINT.

IT IS A SIGNIFICANT REBUILD TO SCHOOL IS ALMOST COMPLETELY DEMOLISHED AND MADE AN UNMANAGEABLE AND THEN AN EXPANSION TO THE WHOLE WALNUT HILL ELEMENTARY SCHOOL.

THAT WAS ONLY CLARIFICATION. I WANTED TO ADD.

>> THANK YOU, DR. HINOJOSA.

IF THERE'S NO OTHER DISCUSSION, WE'RE GOING TO CAST A VOTE BY ROLL CALL, I'LL CALL YOUR NAME AND YOU'LL VOTE YES OR NO.

TRUSTEE EVAN FLORES.

>> YES.

>> TRUSTEE MARSHALL.

>> YES.

>> TRUSTEE MICCICHE.

>> YES.

>> TRUSTEE GARCIA.

>> YES.

>> TRUSTEE JOHNSON.

>> YES.

>> TRUSTEE FOREMAN.

>> TRUSTEE CARREON.

>> YES.

>> TRUSTEE HENRY?

>> YES.

>> BEN MACKEY VOTES YES.

TRUSTEES, YOU HAVE JUST ADAPTED THE MOTION APPROVING THE GUARANTEED MAXIMUM PRICE FOR EXHIBIT A FOR TURNER, JOINT VENTURE CONSTRUCTION MANAGER AT RISK, CMR FOR CAREER INSTITUTE NORTH, FOR PHASE 4, SCOPE OF WORK IN CONJUNCTION WITH THE BOND PROGRAM NOT TO EXCEED $41,831,390 OF BOND FUNDS.

THE TIME IS NOW 6:23 PM AND THIS MEETING IS ADJOURNED.
